Vietnam : Credit growth of 14% a feasible target for 2019

The country’s credit growth target of 14 per cent set for this year, the same rate as last year, was reasonable and achievable, economists said.

Nguyễn Đức Thành, Director of the Vietnam Institute for Economic and Policy Research under the Vietnam National University - Hanoi’s University of Economics and Business, said credit expansion is expected to remain stable this year at around 14 per cent.

According to Thành, there is no reason for a higher credit growth this year when the economy is still gaining a good growth rate without needing capital.

Thành explained that previously, Việt Nam’s economic growth often relied heavily on increased credit, however, things have changed. Now, the economy can grow without strong lending, particularly when the supporting industry as well as the services and agricultural sectors are becoming more attractive to foreign investors. “When credit use improves, there should be a better credit growth policy in the long term,” Thành suggested.

Vietnam : Securities, bond markets set for strong 2019

Trần Văn Dũng, chairman of the State Securities Commission, speaks to Vietnam News Agency about the securities market’s prospects this year following negative growth in 2018.
What’s your assessment of the size and quality of the stock and bond markets?

The Vietnamese economy developed strongly in 2018 with macroeconomic indicators such as GDP growth, import-export turnover, inflation, the exchange rate, interest rate and budget spending meeting or beating targets set by the National Assembly.

The securities market, despite seeing a strong decline due to the volatility of global stock markets, recorded increases in market capitalisation and trading liquidity. It remained a key fund-raising channel for private firms and made great contributions to overall economic development.

The stock market value reached VNĐ3.96 quadrillion (US$170.3 billion) in 2018, up 12.7 per cent year-on-year. The figure was equal to 72 per cent of the nation’s total GDP and outperformed the NA target set for 2020 (70 per cent). The average trading value of stocks and fund certificates was VNĐ6.55 trillion in each session, up 29 per cent year-on-year, and total value of newly-listing shares gained 12.8 per cent to VNĐ1.21 quadrillion.

Despite recent growth, the size of the Vietnamese stock market was smaller than those of other regional markets such as Thailand ($548 billion), Malaysia ($456 billion) and Singapore ($787 billion). In each of those countries, the value of the stock market was more than 100 per cent of its total GDP.

There was also a strong development on the Vietnamese bond market in 2018. There were 573 listed bonds with total value of VNĐ1.12 quadrillion, up 10.4 per cent year-on-year. Of the figure, the value of government bonds (G-bonds) accounted for 98 per cent of the total and the remaining were corporate bonds. The size of the Vietnamese bond market was equal to 35.2 per cent of Việt Nam’s total GDP, which was also modest compared to other regional and international bond markets such as Malaysia (97.7 per cent), Singapore (86 per cent), the Republic of Korea (125.7 per cent) and Japan (211.4 per cent).

What opportunities and challenges face the Vietnamese securities market in 2019?

We have to be aware of external factors that could impact the domestic securities market though it is predicted to receive intense support from the stability of the macroeconomy and last year’s market performance.

Concerns include the unpredictability of the US-China trade tensions that may have negative effects on global trade, economy and capital flow, and the upcoming interest rate increases of the Federal Reserve, which may raise capital expenses on foreign investors, forcing them to run away from emerging markets like Việt Nam.

Regarding internal factors, there is a big chance for the Vietnamese securities market this year. The development, management and operation of the market have gained special attention from the Government, the Prime Minister and officials.

At a Government meeting last year, the Prime Minister emphasised the importance of institutional reform and the development of the private sector. The co-working of ministries and sectors with the combination of fiscal and monetary policies has proved effective and helped stabilise the macroeconomy and the securities market.

The Government recently issued Resolution 01/NQ-CP, which mentions the further development of the securities market through new financial and securities products, and the equitisation, restructuring and listing of State-owned enterprises.

The development of the private sector, improvement of the business environment and enhancement of SOE equitisation in 2019 are expected to provide the securities market with a huge load of high-quality options.

In addition, the Vietnamese economy is forecast to perform better in 2019 as it is lifted by the profound fundamentals achieved in previous years. Budget spending, interest rates and inflation are being kept at acceptable levels and the ongoing development of the amended Law on Securities is expected to help improve the market in the near future.

Under the management of the Government, the Ministry of Finance and the State Securities Commission (SSC), with the presence and participation of market members, I believe the Vietnamese securities market will seize its opportunities to foster future growth. The SSC will continue co-operating with other ministries and agencies to create a good legal system to lure foreign capital to the market.

What policies has the SSC adopted to guide market development in 2019?

To shape a stable, sustainable and efficient securities market in 2019, the SSC will implement both long-term and short-term solutions to make it healthier and stronger. In 2019, the top priority is to get the amended Law on Securities and related instructions approved, such as the instructional document on handling securities violations approved by the National Assembly.

The SSC will also enhance the restructuring of the securities market, complete tasks to establish the Vietnam Stock Exchange, and restructure the operation of brokerage and asset management firms by reducing their numbers and improving their quality. The SSC will also promote solutions to upgrade Việt Nam from a “frontier market” to an “emerging market” by the standards set by Morgan Stanley Capital International (MSCI) and the Financial Times Stock Exchange (FTSE).

The policies will focus on luring foreign capital and foreign investors, resolving problems with foreign ownership caps by issuing the revised Law on Securities, and developing additional securities products to draw more participation of foreign investors in the market. The SSC will also work with market members and other government agencies to improve transparency, and reduce administrative procedures to make trading faster and more precise for foreign investors, saving them time, effort and expense.

The commission will co-operate with ratings organisations, including the MSCI, to update information about the Vietnamese securities market and provide international organisations with a clearer, more insightful outlook of the Vietnamese market.

In addition, the SSC will promote the Vietnamese securities market as a transparent and sustainable entity to international investors and ratings organisations.

In 2019, the SSC will continue working with local bourses to launch covered warrant, g-bond futures and other stock index futures like the current four VN30 Index-referred futures. LINK

Vietnam : Central bank to ease lending rates

The State Bank of Vietnam (SBV) buying net US$4 billion in January may be the way to lower Vietnamese đồng lending rates.

The data was announced at the Government’s monthly meeting on Thursday.

To achieve such a result, the central bank in late November 2018 sold greenback futures that would be delivered in late January 2019 to raise the market supply of dollars, reported on Friday.

Then on the first working day of 2019 (January 2), the central bank for the first time in a year raised its purchasing rate by VNĐ500 to VNĐ23,200 for a dollar from the last-day rate of 2018.

As of December 31, 2018, the purchasing rate for a US dollar set by the SBV was VNĐ22,700. The rate was cut by VNĐ10 on February 8, 2018.

In addition to the two technical measures, the central bank also increased the gap between Vietnamese đồng and dollar interest rates on the interbank market, making Vietnamese đồng more attractive for savings and thus balance the foreign exchange rate with the dollar.

After a month, the central bank was able to lure a huge amount of US dollars for its reserves, proving the supply of foreign currency in Viet Nam had been great and consolidating and helping transform a part of foreign currency held in the economy in recent years.

But SBV may not stop buying dollars from the market, not only to increase its foreign reserves but also to lower the đồng lending rates.

Buying $4 billion means SBV had to inject a huge amount of Vietnamese đồng into the market, which would help balance the market demand-supply during the Tet period – the peak season for making payments – and create additional supply of cash for lenders – who accepted mortgages from borrowers.

Local commercial banks have recently cut their đồng-based lending rates. For example, the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) on January 9 cut its lending rate for short-term loans by 0.5 per cent to 6 per cent.

Vietnamese đồng-based interest rates have been kept more attractive than the dollar-based ones, raising expectations that cash would flow back into commercial banks after the festival was over, and thus, easing the lending rates among commercial banks.

Between late 2018 and late January 2019, đồng-based interbank offered rates kept increasing to 5.19 per cent per year, twice the dollar-based offered rate on the same market.
Between commercial banks and individual and institutional clients, đồng-based offered interest rates showed signs of increasing to 8.5-8.7 per cent per annum for long-term savings.

In 2018, many central banks had to increase interest rates and depreciate domestic currencies to deal with the stronger dollar and the outflow of foreign capital.

During last year, the global markets became used to the Federal Reserve’s rate increase plan as it reflected the “hawkish view” of Fed officials, strengthened the dollar against other currencies and resulted in the outflow of foreign capital from emerging markets.

On January 30, the Fed signalled it may stop raising rates and global analysts saw that could be the end of the rate hike plan. And it may even mean the Fed would cut rates if needed. LINK

Vietnam to create favourable conditions for private firms

Việt Nam will continue to hasten efforts to improve the business climate in terms of quality to create favourable conditions for the private sector to play its role as a driver in promoting rapid and sustainable economic growth.

The country targeted to have one million firms by 2020, of which, there would be a lot of large private corporations who were arising strongly in both domestic and international markets in key sectors like manufacturing, aviation, finance and banking, agriculture and telecommunications.

According to Nguyễn Xuân Thắng, Hồ Chí Minh National Academy of Politics, the private sector was still facing difficulties in accessing resources, market opportunities and advanced technologies.

President and CEO of Vietjet Nguyễn Thị Phương Thảo said at the Việt Nam Economic Forum 2019 that Việt Nam in recent years had sent a strong message about building a constructive government with open mechanisms for the private sector.

However, Thảo said it was necessary to speed up the privatisation of State-owned enterprises (SOEs) and the restructuring of the banking sector to minimise the negative impacts on macro-finance and growth prospects.

Thảo also urged the Government to develop mechanisms and policies to exploit resources of the private sector for infrastructure development and enable them to grasp opportunities from Industry 4.0 to enhance productivity.

The private sector should be encouraged to participate in what they could do well, Thảo said, stressing that private firms expected to have a fair playground with other economic sectors.

Prime Minister Nguyễn Xuân Phúc said in a dialogue at the World Economic Forum in Davos that the private economic sector was an important driver for growth of Việt Nam amid an anticipated slow-down of the global economy.

Phúc added that attracting foreign direct investment together with enhancing linkage with the domestic sector also played a significant role in promoting economic development.

According to Ousmane Dione, World Bank Vietnam’s Country Director, Việt Nam faced a significant opportunity in upgrading its domestic value contribution to capture the benefits of FDI inflows and global value chains. This required enhancing linkages with the domestic economy, he stressed.

Vũ Đại Thắng, Deputy Minister of Planning and Investment, said that the goal of having one million firms by 2020 was within reach, given the efforts of improving the business climate.

The Ministry of Planning and Investment recently made public a draft law to amend the Law on Investment and the Law on Enterprise, which aimed to create favourable conditions for the businesses and private sector to develop.

Việt Nam set goal of increasing the contribution of the private sector to the country’s gross domestic product (GDP) to 50 per cent by 2020, 55 per cent by 2025 and 60-65 per cent by 2030. Every year, the private sector generated 1.2 million jobs and contributed 43 per cent to GDP. LINK

I am back in town and I can’t believe how to speed the Egyptian House of Representatives is moving when it comes to the upcoming constitutional amendments.
I am trying to catch up what has been happening so fast in the past week.

On Tuesday, the Parliament’s general committee approved the proposed Constitutional amendments presented by one-fifth of the MPs on Sunday.

The amendments if passed by the House of Representatives then approved by the majority of eligible voters in a referendum will not only enable the president to stay in power for another two decades but also enable him to have more control over judiciary as well as enable the army to interfere in the political life constitutionally.

I believe any constitutional amendments will take more time for discussions in any parliament’s general committee in the world on any planet in any solar system but we are speaking about Egypt’s current House of Representatives.

Now the House of Representatives will have a final vote on 17 February 2018 and if approved by 2/3 of the MPs then there will be a referendum within 60 days.

The parliament’s biggest bloc “Support Egypt” supports the amendments along with pro-regime parties like “Future of Homeland Party” and “Free Egyptians Party”
Again things are moving fast to the level that I can’t comprehend naively considering we are speaking about alarming constitution amendments.

In the Parliament, 25-30 Bloc is still insisting on its position to reject the Constitutional amendments and I guess some of its prominent members may not stay long in the parliament as I explain later in the post.

Interestingly, the Conservatives Party seems to have a split over the amendments as its leader declared his rejection to the amendments whereas its MPs and other leading figures in the party declared their support.
Needless to say, State-owned media newspapers like Rosa al-Youssef began to attack the Conservatives Party leader Akmal Kartam.
The opposition’s Civil Democratic Movement declared its official rejection to the amendments launching a “Union to defend the constitution”
The centrist and leftist leaning parties declared the launch of that movement as well as their rejection to the amendment in a statement on Wednesday quietly with no proper media coverage.
This is not a political opposition battle against President El-Sisi’s regime as some imagine and the media promotes for to deceive us all. This battle is the battle of every Egyptian citizens. It has ideological goals or aims or personal gains or interest of a certain political powers. It is the battle of being a true state or not to be.
The movement told the Egyptians in its statement to stand together and to say “No to shifting the country’s path to the unknown”, “No to support autocracy and confiscating the citizens’ rights in choice” and “ No to the assault on State’s institutions”.

The Constitution Party, “Karama Party”, “Egyptian Social Democratic Party”, “Bread and Liberty Party”, “The Reform and Development Party”, “The popular socialist alliance party”, “Masr Al-Horreya Party” are among the parties taking part in this movement.

On the other side, at least 45 pro-regime parties declared their support and endorsement to the constitutional amendments including truly less-known to unknown parties.
You do not have to guess which news is being covered in the mainstream media.

Speaking about the mainstream and its focus nowadays only about MP Khaled Youssef and his so-called sex scandal. Do you remember when I told you earlier that Youssef, who opposes the constitutional amendments hinted out that he would pay a so-called price for his “political stances”?
Well, he is involved in an alleged sex scandal that is a mix of #Metoo, hacking, sex tapes and he is out of town too in Paris.
Updated: Some lawyer reported opposition MP Haitham El-Harriri to the prosecution too for allegedly sexually harassing some woman thanks to an alleged audio recording that went viral online.
Youssef and El-Hariri are the prominent 25-30 Bloc I have referred to earlier.

If both are officially accused or convicted, they may lose their seats in the parliament.

A possible scenario that without even being referred to the prosecution, they can be referred to a disciplinary committee in the parliament and lose their seats eventually before 15 February seriously speaking if we take in consideration what happened to MP Anwar Sadat JR.

The Constitutional amendments are also overshadowed by the on-going fight between Al-Ahly SC and the Zamalek- Turki Al-Sheikh’s Pyramids alliance.
All the trends on Twitter are about football related issues in Egypt.
Bottom-line there is no proper mainstream media coverage for those amendments despite their importance and their danger.

I am trying to gather more reactions, mostly opposing reactions from public figures and so far the usual suspects of 25 January revolution prominent figures are leading the online rejection movement.

Now so far there is complete silence from the presidency.

Old videos of Abdel Fattah El-Sisi have resurfaced showing him speaking in praise of the constitution 2014 and how he did not have any intention to stay more than two presidential terms and handing over the presidency to a young president in the age of Emmanuel Macron.

Bij rellen tussen gele hesjes en de politie bij het parlementsgebouw in Parijs is een van de demonstranten een deel van zijn hand kwijtgeraakt. Een rubber granaat, afgeschoten door de politie, ontplofte toen hij hem wilde oppakken.

Gele hesjes probeerden hekken bij het parlement weg te halen, waarna de politie ingreep. Daarbij zouden granaten zijn ingezet. Het slachtoffer zou zeker vier vingers hebben verloren.

De man droeg volgens Franse media geen geel hesje, hij zou een fotograaf van de gele hesjes zijn. Na de confrontatie bij het parlementsgebouw trok een grote groep gele hesjes naar de Eiffeltoren.

Onderweg ging een auto van de Franse anti-terreureenheid Sentinelle in vlammen op. Ook elders werden auto's in brand gestoken.

In heel Frankrijk waren zo'n 12.000 gele hesjes op pad om te demonstreren. Veel protesten verliepen vreedzaam. In Parijs liepen zo'n vierduizend betogers, minder dan vorige week. Het is het dertiende weekeinde dat de hesjes in Parijs de straat op gaan.

De protesten begonnen in november uit onvrede over een verhoging van de brandstofprijzen. Later richtten de protesten zich op veel bredere sentimenten. Het hele hervormingsbeleid van president Macron wordt gehekeld, al is de protestbeweging inmiddels versnipperd geraakt.

French President Emmanuel Macron is not shy about dishing out advice to his international counterparts but, with an approval rating at home hovering in the late 20s, is he really the person to be doling out instructions to others?

No matter the international crisis, Macron has been there to impart his wisdom, giving guidance and schooling to other world leaders on their domestic problems. When it comes to criticisms directed at him, however, it appears Macron is less receptive.

This week, after French anti-government Yellow Vest protesters met with top Italian officials who criticized his leadership (admittedly in undiplomatic terms), Macron instantly recalled France’s ambassador from Rome, the critiques having gotten under his skin.

Here’s a look at six times Macron was the one dispensing unsolicited advice.

1. Venezuela’s Maduro is ‘illegitimate’

Macron has been quick to denounce Venezuelan President Nicolas Maduro as “illegitimate” and to throw his support behind opposition leader Juan Guaido.

As we’ve seen, though, expressions of doubt about his own legitimacy are shot down by Macron’s government as “outrageous” – despite the French president commanding a domestic approval rating of around 30 percent. In fact, his approval rating dipped as low as 18 percent in early December.

2. Lectures on ‘human rights’ in Egypt

On a recent visit to Cairo, Macron warned his Egyptian counterpart Abdel Fattah el-Sisi to do more to protect “human rights” and “individual dignity.” Meanwhile, back in France, anti-government protesters were being violently beaten on the streets, in scenes which Macron surely would have condemned had they taken place anywhere else.

It looks as though his lecture on human rights was all talk, anyway, considering that France still serves as Egypts top supplier of military and security equipment.

3. Wading into Japanese legal matters

Macron also chided Japan for the “too long and too hard” detention of Carlos Ghosn, the former Nissan chairman and French citizen who was detained there in November for allegedly underreporting his income and transferring personal losses to the company. If the tables were turned, it’s likely Macron would regard similar comments about decisions of the French justice system as foreign meddling.

Macron also confidently suggested a replacement for Ghosn in comments that irked Japan’s Chief Cabinet Secretary Yoshihide Suga, who told reporters that governments shouldn’t be getting involved.

4. ‘Timely’ decision to mark Armenian Genocide

In a move that angered Turkey, Macron on Wednesday declared April 24 a day for the commemoration in France of the Armenian genocide, saying that France was a country that “knows how to look history in the face.” While the genocide commemoration is not shocking in itself, given that many countries, including Russia, recognize the Armenian Genocide (which Turkey disputes), Ankara accused Macron of exploiting the issue for political gain.

Macron happened to be “afflicted by political problems in his own country and is trying to save the day by turning historical events into a political matter,” Turkish Presidential Spokesman Ibrahim Kalın noted.

5. Chastising Trump over Syria withdrawal

Macron slammed US President Donald Trump’s decision in December to withdraw troops from Syria, saying he “very deeply” regretted Trump’s decision. Macron said that, as allies, France and the US should “fight shoulder to shoulder” and that “an ally should be dependable.” Trump has not been reluctant to criticize Macron either, however, even tweeting about the French president’s dismally low approval rating.

6. ‘Arrogant’ advice fest in Africa

Macron also faced major criticism on a trip to Africa last year, during which he advised Algeria to stop focusing on its colonial past and mocked Burkina Faso’s president over the country’s energy problems – comments which his former presidential rival criticized as “arrogant” and “bordering on racism.”

On the same trip, Macron told a student that she should “applaud” French soldiers, said the continent’s problems were “civilizational”  – and told African women that they have too many children.

Emmanuel Macron has abruptly canceled his trip to the Munich Security Conference, with the Élysée saying he is focused on domestic issues amidst the ongoing Yellow Vest protests – but German media is seeing Russia in all this.

The cancellation comes as the French president was accused of attempting to torpedo the Nord Stream 2 natural gas pipeline, which is funded by Russian energy giant Gazprom and supported by Germany – as well as Belgium, Austria, Greece and Cyprus, and the Netherlands.

Paris, worried about European dependence on Russian energy, said on Thursday –and ahead of a key EU vote– that it wants the bloc’s Third Energy Package rules to be applied to the Nord Stream deal. Those rules forbid the same company from generating, transmitting and selling energy at the same time and, if applied, could derail the deal.

France’s move could put serious cracks in Macron’s relationship with German Chancellor Angela Merkel. Canceling allows him to avoid making a potentially awkward planned joint appearance with Merkel at the event in Munich.

Le chromosome Y, caractéristique des mâles chez les humains, porte notamment le gène SRY, qui est l'un des plus déterminants pour la formation des organes génitaux mâles. Mais la complexité derrière tout ça est en réalité bien plus… complexe.

Mais attendez ! Pourquoi je parle de biologie depuis tout à l'heure ? Le titre de l'article ne parle pas de distinguer un mâle d'une femelle, mais un homme d'une femme !
Ce qui est largement plus simple en fait ! Il suffit de regarder de menus éléments tels que le salaire, l'aptitude au maniement du plumeau, les capacités d'orientation grâce à une carte routière, le temps passé à ronchonner / à lire le journal pépère sur un fauteuil, et bien d'autres !

More than thirty years ago, Professor Peter Checkland of the University of Lancaster, raised the question whether information systems (IS) and systems thinking could be united (Checkland, 1988). Almost twenty years later, Ray J. Paul, senior lecturer at the London School of Economics and Political Science also raised the disciplinary status of the subject, as editor the European Journal of Information Systems (Paul, 2007). These two papers are both illustrative of several others (e.g., Banville and Laundry, (1988)., George et. al., (2005)., Firth et. al., (2011)., Annabi and McGann, (2015)) from information systems as it attempts to find its own disciplinary boundaries among the crowd of academia, research, and vocational activities (c.f., Abraham et. al., (2006)., Benamati et. al., (2010).

The two papers are selecting not only to provide an at-a-glance illustration of the time-period of foundational issues within Information Systems as a discipline, but also the temporal context of each paper, and the differences in their views which, at least in part, is reflective of those different times. Drawing from these illustrative comments and from other source material mentioned, some critical issues facing the field of information systems is identified. Rather than attempting to enforce a niche for information systems, a philosophical reconstruction is carried out using formal pragmatics, as developed by the philosopher Karl-Otto Apel (1980) and the social theorist Jurgen Habermas.

Checkland and Paul: A Review

Checkland argues that human beings are "unique" in converting data into information and attributing meaning. Whilst recent studies in animal studies suggest that a more relative term would be more appropriate (c.f., Pika, et. al, (2018)), the point is made. Information Systems are defined as "organized attempts" by institutions to provide information, dominated by the use of computers as the dominant means to carry this into effect. For Checkland a potential conflict between technical experts who avoid the social aspect, and agents of social change who side-step technical expertise, with the discipline lacking in a "Newton" to bring the field together.

In elucidating how this situation came about Checkland notes that the recent history of Information Systems begins with the approach of engineers and statisticians of the 1940s (e.g., Fisher, Wiener, Weaver, Shannon) were primarily concerned with signal-transmission of messages and their distortion, with no reference to meaning. This would be developed in a "semantic information theory" by Stamper et. al., at the London School of Economics, to include semantic analysis. Nevertheless Checkland argues that information systems have "tacitly followed the systems thinking of the 1950s and 1960s". In taking up this argument Checkland applies a phenomenological epistemology where the system is derived from concepts which themselves are a "mutually-creating relationship between perceived reality .. and intellectual concepts (which include 'system')".

Generalized approaches as systems to entities as an "autonomous whole" applies in a variety of fields as diverse as biology, ecology, engineering, economics, sociology etc, from the 1940s to the 1960s and beyond. Checkland argues that this approach correlated with the information technology systems at the time, where such "hard" systems theory where "organizations are conceptualized as goal-seeking machines and information systems are there to enable the information needs associated with organizational goals to be met". In the 1980s new technologies were making it increasingly possible to view organizations as"discourses, cultures, tribes, political battlegrounds, quasi-families, or communication and task networks", where functionalism was being replaced with "phenomenology and hermeneutics", which correlates with the development of Soft Systems Methodology (SSM), meaning-attribution, and emergent properties, and where SSM is a learning system as a whole, and which makes system models.

With this transformation in technology and systems methodology, Checkland argues in the future computer projects will rarely use a project life cycle, except for when "relatively mechanical administrative procedures are computerized". Instead, projects will be increasingly orientated around tasks of perception and meaning where processes and information flows "increasingly need a social and political perspective", which places computing in the hands of the end-user, and where systems are developed so that they can learn and build their own information system. Checkland concludes that this "process orientation offers help with some of the crux problems of information provision in organizations in the 1990s".

Paul's editorial is quite different from Checkland's paper, with the most notable differences being between the difference of twenty years in time and the size of the publication; the editorial is a mere three pages compared to Checkland reaching just over ten. Despite this Paul managed to raise a great number of critical issues with both brevity and power, and with a great deal of hindsight wisdom when compared to the zeitgeist optimism of Checkland. Thematically Paul is concerned with the two topics of challenge and change, noting a variety of past editorials that are concerned with these matters, and notes a connection between them: It is clear to me that there are challenges to IS, and that it is time to address them – it is time to change.

Five challenges are identified which strike at the very core of Information Systems as a discipline and research project highlighting its continuing problematic status. Specifically, Paul states the following: "Nobody seems to know who were are outside the IS community", "Demand from students to study IS is generally dropping", "Research publications in IS do not appear to be publishing the right sort or content of research". In addition. Paul identifies "journal league tables" as being particularly troubling for the discipline, and finally, noting that what are information systems is still subject to significant debate.

Initially referring to the first four challenges, which are less elaborated, Paul suggests that the lack of IS's public recognition is because of its lack of distinct identity, often being located either within business studies or computer science, and suggests that a stronger IS community could provide the strength to overcome these barriers. Whilst the second challenge is an empirical measure it is suggested that community strength would overcome also help with declining enrolments. The third challenge is one of real-world applications versus pure research, with Paul strongly leaning towards the former. As for "journal league tables" Paul makes a case for journals to have a diversity of roles and fitness of purpose.

The final matter is the definition of IS. It is obviously difficult for a discipline to find its place in academia when it is unsure of its own core subject matter, Paul addresses this last point as a matter of major concentration. Taking an approach of via negativa, Paul tries to define information systems by what it is not. Thus, information systems are not information technology, which are the devices that provide the delivery mechanism for information systems. Nor is information systems the processes being used, and nor is the people using the technology and the processes. Instead, to Paul, information systems are the combination of these contributing factors. "The IS is what emerges from the usage and adaptation of the IT and the formal and informal processes by all of its users."

Critique and Reconstruction

Despite the differences in time, size, and even approach, both the papers from Checkland and Paul refer to the issue of identity for IS as a discipline and research project. Checkland provides a historical and philosophical approach to describing this matter and concludes with an optimistic zeitgeist of transformation, partially developed from a degree of technological determinism. Paul's editorial, in contrast, is more concerned with immediate issues and context, although this too is ultimately grounded in ontological and epistemological issues that confront Information Systems.

Checkland's historical argument of the transformation from "hard systems" approaches to SSM are largely accepted within the discipline, although the argument that this correlates with organisations moving from goal-seeking institutions to some sort of extended family is pretty speculative to say the least. Likewise is the claim of processes moving away from functionalism to more phenomenological and hermeneutic approaches, as if these are at variance to each other. After all, functionalism has both phenomenology and hermeneutics as a philosophical foundation. Whilst Checkland is close to transcending these subject-centred approaches with references to speech-act theory and the generation of meaning, they have not engaged in the core principle of linguistic philosophy which notes that shared symbolic values cannot be systematically generated on account of their intersubjectivity (Apel, 1980., Habermas, 1984).

Likewise, Paul's five challenges are not without problems. Two at least are not exactly IS unique problems but rather universal to all academic disciplines, that is the matter of conflict between pure research and practical application (see also Benamati et. al., (2010)) and the issue of journal league tables and fitness to purpose. The matter of IS lacking its own distinct disciplinary identity is certainly a challenge however as Paul's definitional conclusion indirectly notes, this is because it is a multi-disciplinary subject that draws together the organisational requirements in business studies with the technology of computer science. Finally, Paul takes a fairly idealistic approach in arguing that the drop in IS enrolments is due to a lack of an IS community. As Abraham et al (2006) point out, there were particularly historical macroeconomic issues as a major factor, specifically the "" crash of 2000-2002.

A reconstruction of the disciplinary identity of IS is founded on the philosophy of formal (or universal) pragmatics. Initiated by the "linguistic turn" of Wittgenstein (1953), this approach identifies language and meaning as something that is generated between people, and rather than taking a subject-centered view of the world elaborates this to an intersubjective approach. Uniting epistemological considerations with ontological ones formal pragmatics takes a rationalisation of world orientations with specific verification claims.

In doing so, IS is placed within multiple complexes; not only does it have to deal with the world-orientation of objective facts (information technology), it is equally involved in the world-orientation of social facts (business processes); whereas earlier IS focussed more on the former, SSM was focussed more on the later. Both of these are part of DIKW hierarchy, which refers to the relationship between data, information, knowledge, and wisdom (Rowley (2007). IS is thus a subset of the wider body of knowledge management, which contains all the specific academic disciplines and world-orientations. Whilst the importance of IS will continue to grow due to the increased development of business processes, information technology, and their integration, it will always be a multi-disciplinary subject as it crosses pragmatic boundaries.

One sociological effect of formal pragmatics refers to an understanding of society as a combination of institutional systems and a lifeworld of communities. Procedural action occurs through institutional systems, whereas meaning generation occurs through the lifeworld. In this sense, a system cannot generate meaning and, despite the best efforts of public relations experts, cannot determine the response of communities to their slogans, neologisms, etc. It is very much asystematic, and the best that organisations can hope for is that they have sufficient inputs from the wild world of external communities to be attentive to communities think of them. In this sense, the hopes of Checkland that somehow institutional systems will transform themselves from procedural to meaning-generating bodies is implausible.


Taking the divergent papers of Checkland and Paul a common theme was noted as both attempted to find a foundation on which to base Information Systems as a discipline and research project. Checkland's approach was to apply philosophical considerations to the history of IS and in particular note the transformation of the engineering and biological perspectives of the 1950s and 1960s to the Soft Systems Methodology of the 1970s and 1980s with the possibility of institutional transformation aided by changes in technological devices. In contrast, Paul noted difficulties of identity within IS as it crossed disciplinary boundaries and lacked a referential ability to define itself in distinction to other fields of inquiry.

Both these papers contribute to an ongoing debate on the nature and function of IS. A contribution is made here using contemporary pragmatic and linguistic philosophy with the identification that the challenges confronting IS are actually required for the existence of IS. As long as there is data that is stored in a structured manner as information and that that information is utilised by institutions, then it is inevitable that IS will be crossing the boundaries of instrumental and social technologies. Likewise, as long meaning is generated intersubjectively then there can be no way that an external body can enforce and define the interpretation of shared symbolic values.

By way of conclusion, it must be said that formal pragmatics is obviously not just applicable to IS. As a theory that looks at whether statements of affairs are even verifiable in a pragmatic sense it must incorporate the entirety of the knowledge of our species; not in the content of course, but rather in the categorisation of what sort of statements are possible in the first place. Certainly, there is many things in the universe which we do not know yet, but at least formal pragmatics provides the tools of what sort of questions can be asked, and when propositions are made, whether or not that content seeks verification of truth, justice, or beauty. There are, perhaps further questions outside these areas of verification, but for them, perhaps it is best to refer to two aphorisms of the early Wittgenstein (1922). "The limits of my language mean the limits of my world"; "Whereof one cannot speak, thereof one must be silent."

Light chain-associated amyloidosis is characterized by the extracellular deposition of amyloid fibrils in abdominothoracic organs, skin, soft tissue, and peripheral nerves. Phagocytic cells of the innate immune system appear to be ineffective at clearing the material; however, human light chain amyloid extract, injected subcutaneously into mice, is rapidly cleared in a process that requires neutrophil activity. To better elucidate the phagocytosis of light chain fibrils, a potential method of cell-mediated dissolution, amyloid-like fibrils were labeled with the pH-sensitive dye pHrodo red and a near infrared fluorophore. After injecting this material subcutaneously in mice, optical imaging was used to quantitatively monitor phagocytosis and dissolution of fibrils concurrently. Histological evaluation of the residual fibril masses revealed the presence of CD68+, F4/80+, Iba-1- macrophages containing Congo red-stained fibrils as well as neutrophil-associated proteins with no evidence of intact neutrophils. These data suggest an early infiltration of neutrophils followed by extensive phagocytosis of the light chain fibrils by macrophages leading to dissolution of the mass. Optical imaging of this novel murine model, coupled with histological evaluation can be used to study the cellular mechanisms underlying dissolution of synthetic amyloid-like fibrils and human amyloid extracts. In addition, it may serve as a test bed to evaluate investigational opsonizing agents that might serve as therapeutic agents for light chain-associated amyloidosis.

지금 돌이켜보면 박근혜가 왜 탄핵되었는지를 모르겠다. 최순실에 대한 거짓말을 나로서는 지적하고 탄핵되는 것도 헌법적 절차라고 여겼지만, 지금와서 쓸데없이 설쳐대는 여자를 보니(우호적인 변론에 의하면 통영시장과의 갈등 후, 그 쪽에서의 사업계획을 접었다는 것인데, 인과관계가 어떻다는 것인지는 분명하지 않지만, 여튼 그런 전적을 가지고 지금 설쳐대는 것은 또 뭐란 말인가?), 박근혜의 그 워딩도 일종의 정치행위 방식의 다름에 불과한 것이 되는 것인가? 총선 닭짓이야 탄핵의 사유는 아닐테고?

그러하지만 김진태의 그 따위 워딩은 짜증스럽고 미래를 맡기기에는 아나라는 자뻑이 되겠다.

그러나 이는 찻잔 속의 자중지란 정도라고 여긴다. 되든말든 별 의미 없다는 것이다.

정말 심각한 것은 27, 28일의 제2차 미북정상회담의 날짜에 담긴 행간이 되지 않을까?

이를 두고 자한당 전당대회 날짜 운운하는데, 확정된 것은 별개로, 시간적 선후관계에서 먼저 인 것이 뭔지는 모르겠다. 대충 2차 미북정상회담이 먼저였지 않는가?

내가 볼 때 27, 28일의 날짜는 3.1로 연결시키겠다는 것 아닌가? 남북관계를 한일관계와 엮겠다는 것이다. 아닌가? 그렇다면 이는 무척이나 안타까운 일이 될 것이다. 이는 위의 사례와는 달리 국제관계에 관련된 사안이 되는 것이다. 이의 실패는 찻잔 속의 자중지란이 아니라, 국력의 안위자체에 직결된 문제가 되는 것이다.

역사의 시간은 macro적이고 급전직하이기도 하다. 그리고 인간과 사회는 역사적 존재이다. 그것은 추상이 아니라, 현실이다.

그러므로 우리가 지금 주목해야 할 사건은 3.1이 아니라 6.25다. 한국전쟁 대충 70년차. 흘러간 물인가? 내가 볼 때 흘러간 것은 6.25가 아니라 3.1이다. 김진태, 지만원같은 자들이 박정희독재의 유지를 충실히 받들어 저따위 짓거리를 하니, 이 둘의 현실적 의미가 서로 서로 왜곡되어져 가면서, 국가적 대처가 개판이 되어가는 것이라고 나는 판단해본다.

일본의 침략성은 제2차대전의 패배로 인하여 급격하게 반전되었다. 중국은 최근에 하나의 중국을 이야기하면서 대만에 대한 군사적 침략가능성까지 언급했는가?

남북관계는 한반도를 둘러싼 4강의 균형에 의해서 그 평화가 유지되고 있다. 이것은 6.25전쟁의 소멸되지 않은 교훈이다. 침략자는 북한이고 소련이고 중국이었다. 한국과 미국은 방어적 입장에 있었다. 더우기 한국전쟁에서 보여준 한국의 군사적 대비의 무력함은 임진왜란, 병자호란의 수준이었다. 지금 뭐가 달라졌는가? 전후 박정희의 개발은 시기적절한 역사적 대처였다. 이의 이점을 지금 우리는 누리고 있다. 그러나 한국전쟁에서 보여준 북한과 중국의 워딩은 뭐가 바뀌었는가? 한국전쟁은 우리가 원했던 것이 아니라, 북한과 중국이 욕구한 것이었다. 지금 그들의 욕구는 급전직하 했는가?

미북회담을 2일에 걸쳐 한다. 무슨 의미일까?

일국을 정상이 방문하면 단일치기는 별로 없을 것이다. 서로의 나라를 방문하지는 못하고 남의 나라를 빙자하여 방문한다는 것인가? 이것은 3차 만남을 기약하는 수준의 정치적 행사로 가져간다는 의미인가? 시간을 벌어야 하는 김정은과 오바마와의 차별을 누려야 하는 트럼프의 이해관계가 맞아 떨어지는 수준이 되겠다. 북핵문제가 궁극적으로 해결될 수 없다면, 지속적으로 만남을 갖는 것은 양자의 정치적 이익과 행사가 되어버렸다.

박정희와 김대중이 가져간 한일관계에서 삼성전자는 소니를 따돌리는 결과도 만들었다. 일본은 한반도평화를 담보하는 한반도4강균형의 한 축이다. 이를 허무는 것은 정치적, 경제적으로 한국의 손실이다. 현재까지 한국은 한국전쟁으로 드러난 중국, 북한의 침략성에 대한 재발방지에 관한 어떠한 언급이라도 받은 것이 있는가? 중국과의 관계개선도 노태우정권의 작품이다. 그 결과 대중무역의존도 1위가 된 현실을 만들어냈다. 그 중국이 사드국면에서 드러낸 발톱은 무지막지했다.

여전히 한반도 4강균형이 미중북일관계의 기초적 전제라는 것에 대한 어떠한 현실적 변화유인도 없다. 국내정치적 필요에 의한 국제관계에 대한 엉터리 대처는 조선의 양란과정에서 드러난 것으로 충분해야 한다.

Thanks all for the constant healthy debate and dialogue! I am considering moving to San Francisco for personal reasons, and am debating renting vs buying there. Wish there was a, as their market is quite a bit different than Seattle's. It's more diversified with more companies, many going through IPO in 2019 which will result in a lot of newly minted millionaires. Their economy isn't as linked to one big company as Seattle's is. I still believe this slowdown in housing is partly due to broader macroeconomic factors, but largely due to Amazon as well. They were practically doubling their headcount for 4 years straight, and then had a hiring freeze and are virtually flat in headcount compared to a year ago. This has kept Amazon buyers on the sidelines in H2 2018, and affordability kept everyone else on the sidelines. San Francisco has an affordability crisis, and the same macroeconomic conditions with rising rates and global markets slowing down, but doesn't have a one-company dependency so I wonder if its prices will ever really fall or not. What do readers here think? Abstract: The port industry is in a state of flux which is affecting the roles of port authorities. Applying a business model perspective to explore this qualitative shift in competition, this paper argues that port authorities are increasingly managing multiple multisided business models. This is analyzed through an integrative review of port research which identifies four challenges for port authorities: 1. diversification of port customers, 2. requirements for new value creation, 3. changing possibilities and constraints of value capture and 4. network effects, clusters and strategic partnerships. The review contributes to literature by exploring how managing port authority business model innovation requires changing the underlying business logic, the activities and resources and the configurational fit with other port actors business models. This proposition is based on the interplay between the macro level port industry, the meso level rule structures within port systems and the micro level of port authority organizations.

Ja z dnia na dzień tęsknie bardziej, dlatego choćby zamkniętymi w słoiku owocami, staram się przywołać wiosnę i lato, a czym prędzej  przepędzić zimę.

Składniki na blaszkę o wymiarach 24x36cm

4 żółtka
2 jajka
150g cukru pudru
150g masła
200g mąki
1 łyżeczka proszku do pieczenia

Beza kokosowa:
4 białka
200g drobnego cukru
200g kokosu

1 słoik kwaskowatego dżemu
100g rodzynek
1 większy słoik drylowanych wiśni

Sposób przygotowania:

Masło ucieramy z cukrem pudrem, dodajemy żółtka oraz jajka. Do jednolitej masy dodajemy mąkę przesianą z proszkiem do pieczenia. Mieszamy do połączenia i wykładamy na blaszkę. Ciasto smarujemy dżemem, posypujemy wiśniami i rodzynkami.
Białka ubijamy na sztywno, stopniowo dodajemy cukier, a na końcu kokos. Bezę wykładamy na owoce, równomiernie rozprowadzamy.
Ciasto wstawiamy do nagrzanego do 190⁰C piekarnika i pieczemy od 30-40 minut.
Przestudzone posypujemy cukrem pudrem.

The May Government’s recognition of the American lackey, Juan Guaidó, as ‘interim president’ of Venezuela is the latest episode in what some British politicians still shamefully call the “special relationship” with the USA. The weakness of the British Government makes this meaningless gesture, which was given in the hope of future reward from the Trump administration, pointless. But crawling to the Americans comes as second nature to those sections of the ruling class who believe that their global interests are best preserved through the might of US imperialism.
Though the Trump administration has widened existing divisions within America’s ruling circles over immigration and minority rights, the entire American ruling class wants to establish US hegemony over the world. What divides them is how to achieve it.
Democrat leaders still believe in the ‘new world order’ although they now prefer to call it ‘globalisation’. Trump, on the other hand, represents circles who want to cut back US military expenditure in Europe and north-east Asia so that they can concentrate on controlling the global energy market by taking over the entire Middle East and restoring US imperialism’s hegemony over south and central America. This is why they’re itching to get their greedy hands on Venezuela's vast oil reserves, the biggest in the world.
When it suits them American, British and Franco-German imperialists will bang the drum of “human rights”. So reading from the American script the Foreign Secretary, Jeremy Hunt, says that: “The people of Venezuela have suffered enough. It is time for a new start, with free and fair elections in accordance with international democratic standards. The oppression of the illegitimate, kleptocratic Maduro regime must end. Those who continue to violate the human rights of ordinary Venezuelans under an illegitimate regime will be called to account. The Venezuelan people deserve a better future.”
The usual lies. But few are taken in these days. Attempts to build another “international coalition” to justify American military intervention and “regime change” have failed at the United Nations and the Organisation of American States. Ten members of the European Union have refused to endorse Juan Guaidó’s empty claim and Turkey has broken ranks with NATO to back the elected Maduro government that is also supported by Russia, People’s China, India, Cuba and Democratic Korea, as well as most of the Third World.
Those in favour of imperialist aggression are the most aggressive and greedy sections of the capitalist and landowning class. They looted and enslaved Africa and Asia in the 19th century, killing millions on their way. They are the people who sent millions to their deaths in two world wars to preserve and increase their fortunes.
They started the Korean War and the American interventions in Indo-China during the Cold War. These are the people who brought death and destruction in the name of “regime change” in Yugoslavia, Iraq and Libya. They are the ones behind the sectarian gunmen who tried the same in Syria.
They are the kind who live the life of Roman Emperors in their grand houses whilst workers slave in their factories for pennies and die broken and destitute in the slums of the great cities of the imperialist heartlands. Now they want to push the clock back in Venezuela.
The governance of Venezuela is a matter for the Venezuelan people alone to determine. They’re going to fight to defend their revolution, We must stand by them and the legitimate government of the Bolivarian republic.

Further argument for the view that theories are useful but not "true." This may seem to contradict the realist view that theories are general descriptions of causal relationships. But I don't think that this is what is is implied. Rather, useful theories can be viewed as fitting the data because they reveal underlying structures that are not observed directly but only indirectly. 

There is a often a tendency to transfer simple analogies too complicated and complex situations and events. Some causal relationship are observable, as it a hammer driving a nail, with the physical theory explaining it in terms of simple variables related in a function. 

But most interesting issues are much more complicated and nuanced and may be complex, e.g., subject to emergence owing to synergy. There may a constellation of factors involved, and this may be difficult to order in a hierarchy. Some factors may be catalysts that are necessary for an operation but do not themselves enter into it. These may be presumptions that are hidden assumptions.

In addition, statistics is by definition "inexact" in that it deals with probabilities, unlike deterministic functions in which the variables are all known and measurable, and are expressible in terms of a simple function.

While physics is mostly tractable other than at the edges, life sciences are less so, and social sciences and psychology even less. Economics combines social science and psychology, especially macroeconomics and political economy. Economic sociology and economic anthropology take this into account, global economic history also demonstrates it.

This is coming to the fore now as some critics of MMT, the Green New Deal, and "socialism" demand to see data-based model that "prove" proposed solutions have worked in the past. Of course, the record is important, but the demand for "proof" requires a degree of stringency that is not applied in social science and psychology because it is unattainable. Nor is this standard applied to conventional economics either, its econometric approaching being based on formalism rather than being empirically based.

Another important point that Andrew Gelman makes is the futility of pitting theories against each other. That is a recipe for disagreement in that the party that determines the framing wins. Whose assumptions are going to set the criteria? Why?
And, no, I don’t think it’s in general a good idea to pit theories against each other in competing hypothesis tests. Instead I’d prefer to embed the two theories into a larger model that includes both of them.
This is a good suggestion but it is general. Often, the disagreement is over fundamental criteria that determine a frame of reference. This should be obvious in the different approaches to economic theory and economic practice., e.g., econometric and institutional, static and dynamic, simple and complex, natural and historical.

Obviously, a short post like this can only suggest matters that need deeper reflection, open inquiry and sincere debate aimed at solutions to pressing design problems. This is no long just "theoretical." Humanity has to get this right to survive, let alone prosper. We have seemingly dug ourselves into a hole based on policy that is has turned out to impractical in the extreme, such as socializing negative externalities that have led to environmental degradation and threaten ecological collapse if not addressed successfully in a timely fashion. So, let's get with it.

If Macron is trying to avoid police violence, why is he letting them use dangerous munitions that aren't used in the rest of Europe? And if Macron is so worried, why is he insisting on a hard-line neoliberal agenda that he knows is unpopular, even though he knows his support is minimal? It's as if he knows he won't be re-elected, so the heck with it. But he's created this violent resistance by riding roughshod over public opinion (shades of the US). Tobacco use disorder (TUD), in particular cigarette smoking, contributes significantly to the macro- and micro-vascular complications of type 2 diabetes mellitus (DM). Persons with DM who regularly use tobacco products are twice as likely to experience mortality and negative health outcomes. Despite these risks, TUD remains prevalent in persons with DM. The objective of this integrative review is to summarize the relationship between TUD and DM based on epidemiological and preclinical biological evidence. We conclude with a review of the literature on the glucagon-like peptide-1 (GLP-1) as a potential treatment target for addressing comorbid TUD in smokers with DM.

A French yellow vest protester’s hand has been ripped apart during violent clashes in Paris as demonstrators tried to storm the French National Assembly during a 13th consecutive week of unrest. Police said the injured protester lost four fingers as police swooped in to stop protesters from breaching the parliament’s exterior. Officers could not confirm French media reports that the hand of the demonstrator, who is now being treated in the hospital, was blown up by a grenade used to disperse unruly crowds. As scuffles broke out in front of the National Assembly and French police responded with tear gas, paramedics huddled around the injured protester at the National Assembly gates. Police used batons and fired tear gas in Paris to disperse demonstrators, some of whom threw debris at riot police. Cars, motorbikes and bins were set ablaze as the protest moved toward the city’s Invalides monument and onto the Eiffel Tower. French interior minister Christophe Castaner took to Twitter to express his disgust as protesters set alight an anti-terror military car. Such vehicles have been a common sight in Paris since deadly extremist attacks in 2015. Mr Castaner said: “Every day the military … protects our compatriots from the risk of terrorism. These attacks are intolerable.” Police said 31 demonstrators had been arrested. But France’s interior ministry said this week’s protest was significantly smaller than last week’s. The yellow vest activists, who have brought hundreds of thousands onto the streets over the past three months, are now trying to achieve electoral success but the movement is politically divided and has no appointed leader. French president Emmanuel Macron – the target of many demonstrators’ anger – seems to be clawing back support from the public as he tries to address the movement’s anger with a national political debate on economic injustice. Recent polls show Mr Macron’s approval ratings are rising. Earlier on Saturday, activists in Latvia staged a picket in front of the French embassy in Riga, the capital of the small Baltic EU country, to support the yellow vest movement and urge Latvians to demand higher living standards. The activists waved Latvia’s red-and-white flag, shouting slogans like: “The French have woken up, while Latvians remain asleep.”

Monetary policy: Return of the Zimdollar

THE Reserve Bank of Zimbabwe (RBZ) governor John Mangudya is due to release the monetary policy and the policy position is highly anticipated against the sustained monetary related macro-economic deficiencies. As a symptom, the economy has endured a southward gravitation of the exchange rate, including a sharp loss of value through inflation.

Prices of most basics have risen by over 200% since September 2018, and the parallel market has discounted Real Time Gross Settlement (RTGS) and bond notes by 75% over the past 24 months, with most of the value having been shed over the last three months. Broadly, the market continues to be starved of hard currency as well as local money in notes for day-to-day transactions. These challenges are deep-rooted in a weak fiscus and to a lesser extent, the abdication of monetary policy flexibility in a dollarised economy.

The government believes that challenges being encountered on the monetary front are a derivation from fiscal imbalances that has resulted in excessive local borrowing, among other factors. While the prognosis is widely shared by pundits, there is a clear disagreement in terms of what remedies should be adopted to end the crisis. In his 2019 budget, the Minister of Finance Mthulisi Ncube introduced austerity measures to cut back on government spend (as a percentage of income) and increased taxation to spur government revenue.

Over the last two months of 2018, government went on to record firmer revenue numbers ahead of target based on a higher taxation and a surge in inflation, which shows mixed signals in terms of policy measures effectiveness.

Why has local money continued to lose value against the USD if austerity is expected to improve and stabilise the fiscus or is it too early to determine. Indeed, local money has been on a sustained downward spiral although the rate of decline has moderated since December. Part of the reason why exchange rates have stabilised was because of a sharp slowdown in money supply growth rate. In fact, in October, for the first time since January 2018, money supply actually came off, which is a negative growth.

This decline meant government did not inject more money into the economy through Treasury Bills issuances and that it lived within its means, which is commendable.

However, as is the case in most analyses there is a lack of appreciation of costs attached to undertaking certain policy measures.

The October improvement on the fiscus did not represent any firming fundamentals, in-fact, it was mainly an impact of inflationary growth and speculative buying of goods at higher prices. With prices doubling, so did value added tax on sales, among other taxes, as shown in Zimra’s full year numbers. This revenue boost cushioned government’s expenditure bill, which did not necessarily come off. The downside of such a revenue boost is that real income is eroded.

Measures such as the 2% tax on all electronic transactions have had a similar impact of raising tax revenue while exerting a premium on notes, notably hard currency.

Although industry production was generally up in 2018, the extent of income growth was partly a consequence of firming prices, which colours the picture.

Local money has continued to lose value because the net position on most fundamentals remains weak, if not worse-off. The mop-up of excess liquidity has been too minute and thus less effective so far. At the going rate of money supply slowdown, no significant slowdown in exchange rate worsening should be expected.

Likewise, most indications are pointing towards a weaker industry performance in 2019 due to forex shortages and a slowdown in aggregate demand as incomes lose value.

The net balance of payments largely derived from the trade balance is worsening. Exporters have shown a disapproval of the current retention rate and this has dampened production and export receipts, a trend likely to deepen in 2019 if the currency matter is unresolved.

From this, it is apparent that the fiscus leg in isolation does not have the power to solve the economic crisis, neither does it effectively solve the monetary crisis.

There is need to urgently address the economic monetary front to salvage forex receipts, demand and production lest the economy falls into a depression, since a

recession is now most likely in 2019. Austerity globally has, however, never succeeded in isolation of a flexible and weaker monetary regime. If pursued in isolation, as shown earlier, austerity could result in inflationary growth and mid-term overshoot in spend, relative to income.

Whereas government is slowly coming to this realisation, the hanging question is if government was to intervene, through the expected monetary policy, what form of intervention would best be suited for the economy?

There is a high likelihood that through the monetary policy, government will reintroduce the Zim dollar and do away with the multi-currency regime. This projection is based on recent utterances by the Minister of Finance, who said the USD is unsustainable and that Zimbabwe should expect a new currency within a year, a date he later revised downwards three days ago. Similar sentiments were, during the election campaign period, shared by Vice-President Constantino Chiwenga, who hinted on a pending

Zimdollar return.

Then Deputy Finance minister Terrence Mukupe shared similar sentiments in one of his Twitter posts. And barely 24 hours ago, the Minister of Mines Winston Chitando, while presenting at the ongoing mining indaba in South Africa, said the monetary policy due to be released would tackle currency issues.

The above is overwhelming evidence of the policy direction the government is due to take with regards the currency. The evident sharp economic losses currently being experienced may have prompted a sooner than anticipated response.

What form or a de-dollarisation could we expect; outright or partial? The government is prepared and adamant to reintroduce an exclusive local currency and do away completely with the multi-currency. LINK

Zimbabwe: Zim On Course to Clear Debts

Zimbabwe is on course to clear obligations to international financial institutions (IFIs), with the Government already in talks with creditors over bridging finance to settle the debts, Finance and Economic Development Minister Professor Mthuli Ncube has said.

Prof Ncube said this in an interview on the sidelines of his presentation to students of Defence Course Intake 7 of 2018, at the Zimbabwe National Defence University in Mazowe.
He said the arrears clearance plan was tied to economic reforms, which are anchoring President Mnangagwa's administration as he seeks to lead Zimbabwe towards attaining Upper Middle Income status by 2030.

"We just need to work harder to make sure that we access the bridging resources for that," said Prof Ncube. "In terms of the bridging resources themselves, of course we are having conversations with the creditors themselves because that is where we can get the cheapest funding. "The cheapest funding you can ever get is from themselves (the World Bank, IMF and African Development Bank) and there are mechanisms through which this can be done and we are working on that; we are having a conversation on that."

Talks for bridging finance can take up to a year, said Prof Ncube, which requires that in the interim, the country should stick to other means of survival. Zimbabwe's arrears to the African Development Bank (AfDB) are $610 million, over $1,16 billion to the World Bank and $212 million to the European Investment Bank. The arrears have to be settled with all the multilateral financial institutions for Zimbabwe to start accessing funds from them.

Prof Ncube said the first step to solving the arrears issue was economic reforms, which started off with the crafting and launching of the Transitional Stabilisation Programme (TSP). The TSP has been widely accepted by the creditors and foreign governments as a "credible document".

Prof Ncube said the issue now was the implementation of the TSP, "and the first test is really through the Budget, that is your implementation instrument and also resource allocation". "The Budget was passed by Senate on the 29th (of January) so that process is complete. We are now going into the implementation phase for the next few months and that's when we will show the track record in walking the talk on our economic reform agenda.

"I must say that from where we sit as Government (and) as Treasury, the path is still clear, we are carrying on with the reform agenda because if you think about it, what's beginning to happen is that we are beginning to really experience some of the pain without completing the reform agenda. "So it is important to complete (the reforms) so that the pain is then worth the investment."

Prof Ncube said they were working closer with the World Bank, IMF and the AfDB. A team from the World Bank has already visited Harare while an IMF team is currently in the country.

Officials from the AfDB are expected in March to speak about the arrears clearance plan. ". . . in terms of interacting with the institutions, the arrears clearance road map involves closer working relationships with the IMF, World Bank and the African Development Bank. "As I speak, this week they (IMF team) are visiting Zimbabwe, I just met them before I came to speak here, at the (National) Defence College (University) and we have been very open, very transparent, very constructive in our conversations about our reform agenda (and) where the economy is headed. "All that is part of the arrears clearance road map, you cannot get to the road map without talking to the three institutions, so arrears clearance, is part of the road map."

Phase three of the arrears clearance will see conversations being deepened with the multilateral lenders. Said Prof Ncube: "So my view is that we are on track. Of course, it doesn't mean that any turbulence we face in the country, does not tamper with our plan. "When you are piloting an aircraft, when you are going through turbulence you must work harder to keep on course because sometimes it feels like, but you need to keep focus on the destination, and they (creditors) are very supportive of us, in getting to that destination. "Equally, those that we owe money are equally supportive, so we are on course."

He emphasised that it was imperative that Government stayed on course regards the reform agenda as it was a "package", together with the arrears clearance plan. Zimbabwe has failed to access a lot of credit lines because of failure to settle its arrears with the World Bank. Prof Ncube said each time local banks try to borrow; they fail to get money directly unless they got a Government guarantee. Local bank's inability to obtain lines of credit directly limits the quantum of funds to support the productive sector. LINK

Laying the Foundations of Good Fiscal Management in the Arab World

Good morning--Sabah Al-Khair! I am delighted to be back in Dubai, this city of tomorrow, where you—its economic leaders—are dedicated to realizing the vision of a better tomorrow.

This vision is predicated on prosperity that is shared by all, benefiting the poor and the middle class, citizens and immigrants alike; and opportunities that are open to all, including women. It is a vision of fairness over cronyism and partiality, and of trust that government policy is oriented toward the common good.

​This is a big vision. But as Sheikh Mohammed bin Rashid Al Maktoum once said “The bigger your vision, the bigger your achievement will be…we cannot let fear keep us small. We have to be brave to be big."

As you know so well, fiscal policy plays a vital role in creating and nurturing this vision of sustainable and inclusive growth—especially as encapsulated in the Sustainable Development Goals. This is because we need fiscal space for spending on health, education, social protection, and public investment—all key priorities in this region.

This is why I wanted to come back to the Arab Fiscal Forum—my fourth time now. In past years, I talked in detail about fiscal policy—the spending and revenue measures needed to achieve sustainable and inclusive growth. This year, I want to go one level deeper—into the foundations of fiscal policy and good fiscal management.

Because without a stable foundation, even the best policies can flounder. Without a stable foundation, fiscal policy will lack credibility.

In this vein, I will address two key pillars of good fiscal management: (i) strong fiscal frameworks; and (ii) good governance and transparency.

Prelude: Global and regional context

Before I do this, let me say a few words about the broader economic context bearing on fiscal policy in the region.

Unfortunately, the region has yet to fully recover from the global financial crisis and other big economic dislocations over the past decade.

Among oil importers, growth has picked up, but it is still below pre-crisis levels. Fiscal deficits remain high, and public debt has risen rapidly—from 64 percent of GDP in 2008 to 85 percent of GDP a decade later. Public debt now exceeds 90 percent of GDP in nearly half of these countries.

The oil exporters have not fully recovered from the dramatic oil price shock of 2014. Modest growth continues, but the outlook is highly uncertain—reflecting in part the need for countries to shift rapidly toward renewable energy over the new few decades, in line with the Paris Agreement.

With revenues down, fiscal deficits are only slowly declining—despite significant reforms on both the spending and revenue sides, including the introduction of VAT and excise taxes. This has led to a sharp increase in public debt—from 13 percent of GDP in 2013 to 33 percent in 2018.

At this juncture, the global expansion is weakening, and risks are rising. Just a few weeks ago, we released our revised forecasts. We now think that the global economy will grow by 3.5 percent this year, 0.2 percentage points below what we expected in October. And risks are up, given escalating trade tensions and tightening financial conditions.

Unsurprisingly, a weaker global environment has knock-on effects on the region through a variety of channels—trade, remittances, capital flows, commodity prices, and financing conditions.

The bottom line: the economic path ahead for the region is challenging. This makes the task of fiscal policy that much harder, which in turn makes it even more important to build strong foundations to anchor fiscal policy.

1. Fiscal Frameworks

The first building block of this foundation is a good fiscal framework. By this I mean the set of laws, institutional arrangements, and procedures needed to achieve a country’s fiscal policy objectives. Such a framework allows governments to map out budgets over the medium term in a way that reflects clear, consistent, and credible goals.

There is scope to improve fiscal frameworks in this region. Some of the weaknesses are short-termism and insufficient credibility.

On short-termism: given that inclusive and sustainable growth is an inherently medium-term goal, fiscal policy needs a medium-term orientation.

Focusing on the immediate horizon makes it harder to implement critical but longer-term reforms in such areas as tackling high public wage bills, designing effective social protection systems, and getting rid of harmful fuel subsidies. Short-termism implies that fiscal policy amplifies rather than tames the waves of booms and busts—making it more difficult to achieve sustainable and inclusive growth.

Turning to fiscal credibility: I am referring to such factors as large amounts of spending kept off-budget and poor risk management. Across the region, it is common for sovereign wealth funds to directly finance projects, bypassing the normal budget process.

And state-owned enterprises in some countries have high levels of borrowing—again, outside of the budget. Addressing these fiscal risks would not only enhance budget credibility and transparency but would help keep a lid on corruption. Budgetary credibility also calls for better risk management, with a more comprehensive budget based on realistic forecasts.

The good news is that numerous countries are already strengthening their fiscal frameworks—many with IMF assistance. Just to give some examples:

Saudi Arabia, Kuwait, UAE, Sudan, Qatar, and Lebanon have all set up macro-fiscal units—a useful first step in strengthening the fiscal framework.

Algeria has recently adopted a new budget law with a strong medium-term orientation, and Bahrain has introduced a fiscal program designed to achieve balance over the medium term.

Mauritania, Morocco, Jordan, and Lebanon are making great progress with medium-term public investment planning and execution.

Egypt now publishes a fiscal risk statement with its budget and produces an internal in-year budget risk assessment. The UAE too is rolling out a fiscal risk management project—with the IMF’s help—and will produce its first fiscal stress test this year.

There is scope for further improvement. Perhaps the oil exporters could follow the example of other resource-rich countries such as Chile and Norway in using fiscal rules to protect key priorities such as social spending from commodity price volatility.

Strong fiscal frameworks have other important benefits. They form the basis for sound debt management. They also allow for better coordination between fiscal and monetary policies, so that the two arms of macroeconomic management work together, not at cross purposes.

2. Good Governance and Transparency

Let me now turn to the second pillar of good fiscal management—good governance and transparency. In this context, governance refers to the institutional frameworks and practices of the public sector. Strong institutions are crucial for legitimacy, for fostering a clearer understanding of policy objectives among citizens, enhancing their voice, and generating buy-in for fiscal policy.

On the other hand, as many of you have said, weak institutions imply a weak policy foundation that could crack and crumble—because there is inadequate legitimacy and public accountability. Even worse, these cracks could also let corruption creep in. And you know so well, this is social poison—it feeds discord, disengagement, and disillusionment, especially among the young. The word corruption, after all, comes from Latin root for rotting, breaking apart—disintegration. And the word in Arabic, fasad, also connotes this idea of rotting or coming undone.

Corruption is the great disruptor of fiscal policy. Without trust in the fairness of the tax system, it becomes harder to raise the revenue needed for critical spending on health, education, and social protection. And governments might be tempted to favor white elephant projects instead of investments in people and productive potential. Add this up, and we have a recipe for unsustainable fiscal policy combined with social discord.

This a global issue—relevant for large and small countries, advanced and low-income economies, and the public and private sectors. Given this, it is no surprise that IMF research found that weak governance and corruption are associated with significantly lower growth, investment, FDI, and tax revenues—and higher inequality and exclusion.

Specifically, we found that improving on an index of corruption and governance by moving from the bottom quarter to the mean is associated with an increase in the investment-to-GDP ratio of 1.5–2 percentage points and a bump up in annual GDP per capita growth by half a percentage point or more. [1] We will have more analysis in the upcoming Fiscal Monitor, which will be devoted to the topic of the fiscal costs of corruption and the role of fiscal institutions.

What is the solution to weak governance and corruption? In the fiscal domain, it calls for heightened fiscal transparency—shining a light on all aspects of the budget and the public accounts. This would provide a more accurate picture of the fiscal position and prospects, the long-term costs and benefits of any policy changes, and the potential fiscal risks that might throw them off course. This region has some room for improvement here.

We know that these kinds of reforms pay off. Take the case of Georgia, for example. Until 2003, it was seen as one of the most corrupt countries in the world. But after that, it reformed its institutions and cracked down on corruption. This, along with tax reform, led to immediate improvements. Tax revenues increased from 12 percent of GDP in 2003 to 25 percent of GDP in 2008, as taxpayers had greater faith in the fairness of the system.

I should note that the IMF has been stepping up its engagement in the area of governance and corruption. Last year, we put in place a new framework predicated on a more systematic, evenhanded, effective, and candid engagement on these issues with member countries. We will be reaching out to leaders in this region to discuss how we can work together to implement this framework.

With better governance, we can replace the “disintegration” of corruption with the “integration” of all into the productive economy. We can replace fasad with islah—reforms to set things right, to reconcile people with one another.


Let me wrap up. I have argued this morning that good fiscal policy requires good institutional foundations. And solid foundations in areas such as fiscal frameworks and governance give citizens confidence that fiscal policy serves the good of all, not just the wealthy or the well-connected.

Let me end with some wise words attributed to the great Ibn Khaldun, “He who finds a new path is a pathfinder, even if the trail has to be found again by others; and he who walks far ahead of his contemporaries is a leader.”

You are the pathfinders, the leaders, the visionaries. We hope that we can give useful guidance, but we look to you to find the right path to make this vision a reality.

International Monetary Fund warns of the gap between the rate of growth of Arab countries and their foreign debts

An official warned the International Monetary Fund of the gap between the growth rate of the economies of Arab countries and the level of external debt.

The Director of the Middle East and Central Asia Department of the International Monetary Fund (IMF) said at the Public Finance Forum held in Dubai on Saturday that there was a significant discrepancy between the level of growth of Arab economies and the size of external debt, according to the UAE Ministry of Economy. Jihad Azour called for the need for further reforms and measures to improve the fiscal policies of Arab countries.

Azour said financial policymakers in the Middle East should take into account the value of the likely increase in debt service costs, improve spending quality and take additional measures to increase investments in physical capital. He also called on the Arab countries to work to support financial institutions by raising the efficiency of the human element. Azour made the remarks at a session entitled "Laying the foundations of the management of fiscal policy in the Arab countries" on the sidelines of the Fourth Forum of Public Finance in the Arab States, which is part of the World Summit of Governments 2019 in Dubai.

The session discussed the financial performance indicators of the countries of the region and their growth levels compared to other countries in the world, in addition to the impact of the decline in oil prices on the financial policies of countries and the accompanying economic slowdown requires the work seriously to improve financial policies and adoption of technological systems to enhance transparency and confidence in governments.

Azour noted that most MENA countries over the last three years have adopted measures to reduce spending and boost revenues, leading to a reduction in the deficit in those countries, but these reforms have not always been conducive to growth.

He added that this does not mean abandoning the reform programs because what is going through the global economy helps the countries of the region to take precautionary steps to avoid the shocks that may result from economic fluctuations.

Azour pointed to the need for some countries to increase tax revenues and work to reduce corporate exemptions, support small and medium enterprises; and expand the tax base so that governments can more equitable distribution of the tax burden.

The meetings of the Forum on Public Finance of Arab States in the Emirate of Dubai, today, on the sidelines of the World Summit of Governments held in the UAE.           Bungie Will Fix Destiny 2 PC's Titan Skating Glitch Next Month      Cache   Translate Page      

Ever since Destiny 2 on PC back in late 2017, players have been able to do something called "Titan Skating" - essentially being able to move much faster than intended by using the Catapult Lift jump ability, mashing of the space bar (or using keyboard macros). Using the Lion Rampant Exotic armor made this even faster and easier. This week, Bungie announced it is finally curbing the effectiveness of this technique, though it should mostly affect those players using macros.

The fix will arrive in patch 2.2.0, which arrives sometime in March. Bungie says that after the patch players will still be able to squeeze a little bit more movement speed out of the trick, but over, Titan Skating should still be possible, "just less excessive," the company says. According to the sandbox team, using the glitch (especially with macros), created "an unfair advantage when it comes to the fundamentals of combat gameplay like aiming, positioning, and even networking to some degree." Players who don't use macros shouldn't feel the effects of the patch, the company said. The reason it took so long to fix was likely because it was difficult to curb the trick "without impacting general movement for the Titan class."

As for updates to the game around the corner, the annual Valentine's Day-themed event, Crimson Days, is coming back next Tuesday, February 12. The event is similar to last year's event, save for the addition of a new fire-tinged bow called The Vow for players to earn.

Gordon Distinguished Lecture as part of the Reimagining Education Annual Summer Institute at Teachers College Columbia University in New York City.  My talk was titled, “Liberating Ways of Knowing: The Struggle for Ethnic Studies and the Educators We Need.” Below is a short story they did on my talk, as well.

This year's Reimagining Education Summer Institute—which I highly recommend for practitioners —will feature Dr. Gloria Ladson-Billings.  I am so pleased to have had a message that resonates and incredibly honored to be in such amazing company, as well.

Heartfelt thanks to Phillip A. Smith, Associate Director for the Reimagining Education Summer Institute and Dr. Amy Stuart Wells who is not only a member of the faculty at Teachers College, but also the 2019 President of the American Educational Research Association.

The talk reflects a lot of my current work and thinking with respect to Ethnic Studies and how, if done well, it encourages other, more liberatory ways of knowing and being in education. 

For those you who know Dr. Ted Gordon, Associate Professor in the University of Texas at Austin Department of African and African Diaspora Studies and Vice Provost for Diversity, Edmund W. Gordon is his father that you can learn about here.

This year’s summer institute on understanding race and education seeks to unite strands of a broader movement
Teachers College will hold its third annual Reimagining Education summer institute on July 16-19th.
As in past years, the Institute’s main thrust is understanding race and education, says its director, Amy Stuart Wells, Professor of Sociology & Education. Created by TC faculty and students across six of the College’s 10 departments, Reimagining Education is first and foremost a professional development forum that provides the nation’s predominantly white teaching force with hands-on strategies (and continuing education credits) for making subject matter relevant for America’s students, the majority of whom are of color. The approaches range from using hip hop to teach science to training entire schools on how to create college-going cultures for all students.

No other school of education could pull this off, because no other school of education has the breadth and depth of knowledge to do this work. And while other institutions discuss these issues, only we give teachers the opportunity and the credits to use this for professional development.”

But this year’s Institute also breaks new ground in seeking to unite two strands of the broader movement to diversify and personalize education that thus far have been separated by geography and differing ethnic contexts. The keynote address (which is also TC’s annual Edmund W. Gordon Lecture) will be delivered by Angela Valenzuela, Professor of Educational Leadership & Policy at the University of Texas-Austin, who is a leader of the Latina/o-based Ethnic Studies movement that has arisen in the American Southwest.  [Note: The Gordon Lecture, which is sponsored by TC’s Institute for Urban & Minority Education, is free and open to the public. It will take place on Monday, July 16th, from 2:15 - 3:45 p.m., in TC’s Joyce B. Cowin Auditorium. Click here for more details.]
COMING TOGETHER This year's Institute unites champions of strategies such as culturally relevant pedagogy with leaders of the more Southwest-based Ethnic Studies movement like Angela Valenzuela, who will deliver TC's Edmund W. Gordon Lecture.
“Ethnic studies has presented itself as a content area, while culturally relevant pedagogy and culturally sustaining leadership, which is what we tend to talk about more in the Northeast, is presented as more of a strategy,” Wells says. “As a result, to some extent, they’ve been more successful in the Southwest than we have here in changing education at the policy level.”
Wells also believes that this year’s Institute takes on heightened relevance in the wake of highly publicized battles over Mayor Bill de Blasio’s proposal to change the policy for admitting students to the city’s eight “selective schools.”
“People are fighting over seats in these schools because of the way the system is set up, but we really need a different starting point for the discussion, because right now even the winners aren’t happy,” she says. “If we can change the way we think about teaching and learning to reflect a broader understanding of what constitutes ability, then the admissions criteria we use for kids now would no longer make sense to us. It would no longer be a zero-sum game.”

O nome vem dos coletes que fazem parte do kit de emergência dos motoristas e que são usados nas manifestações.

Apesar de concessões do Palácio do Eliseu, o movimento mantém há 13 semanas manifestações todos os sábados, incluindo em Paris, marcadas por um grau de violência entre ativistas e a polícia que não se via na França desde a revolta de Maio de 1968.

O movimento, cuja base é a classe média baixa, foi caraterizado por analistas como um levante contra as elites que se beneficiam da globalização, em contraste com cidadãos comuns que sofreram os efeitos da precarização do mercado de trabalho e das condições de vida.

solo tienes que recorrer una columna el rango de celdas para que quede la columna A en blanco

creo que ya entendí jajajaja, perdón mi amigo pero la verdad no logro tener una idea clara de lo que quieres hacer, a ver si le atine con esta

utilizo las mismas formulas que en la otra macro

Esta macro es para insertar un registro por cada click sin sobre-escribir y en la celda continua a la izquierda mientras haya celdas disponibles en el rango establecido por la formula en auxiliar.

En la celda del contador use esta formula:=CONTARA(A2:F2),en la celda del auxiliar use esta formula:CONTAR.BLANCO(A2:F2)
No me quedo muy claro para que usas el auxiliar. pero la macro imprime los valores deacuerdo a la cantidad que indiques sin cambiar los valores despues pones otra cantidad y ocupa las celdas faltantes dentro del rango sin sobre-escribir y sin importar la cantidad que le pongas solo ocupa las celdas disponibles en el rango.

"Ce mouvement exprime la vraie colère sociale dans ce pays, de la part de gens qu'on n'entend jamais", souligne cet homme de 63 ans qui participe à sa onzième manifestation depuis le début de la fronde en novembre. La préfecture de police n'exclut pas d'autres rassemblements parisiens, certains au sein du mouvement ayant décidé de ne plus déclarer les manifestations.

En régions, des rassemblements sont prévus à Bordeaux et Toulouse, pôles depuis plusieurs semaines de contestations souvent émaillées de heurts. Diverses actions sont également programmées dans d'autres villes: Montpellier, Lille, Nantes, Rennes, Brest, Caen, Lorient...

13h40: Un manifestant a eu la main arrachée au cours des incidents devant l'Assemblée selon l'AFP

Lors des affrontements qui ont eu lieu devant l'Assemblée nationale entre forces de l'ordre et gilets jaunes (réels ou prétendus), un manifestant a perdu sa main. Selon une source policière, cet individu (qui n'était pas vêtu d'un gilet jaune) a voulu récupérer une grenade lacrymogène pour la renvoyer sur les forces de l'ordre. La grenade a détonné avant qu'il ne puisse s'exécuter. 



13h57: Après les quelques tensions qui ont éclaté devant l'Assemblée nationale, le cortège parisien de gilets jaunes a repris sa marche, le long du boulevard Saint-Germain désormais. Le Sénat, situé au jardin du Luxembourg, est la prochaine étape prévue

13h32: A Paris, des violences ont éclaté devant l’Assemblée nationale aux alentours de 13 heures, alors qu’un groupe a tenté de bousculer des palissades devant le bâtiment. Un manifestant a a perdu sa main au cours des violences, sans qu’on connaisse les circonstances précises de sa blessure. Il est actuellement pris en charge par le service de secours de la manifestation. Les Gilets jaunes ont toutefois encore prévu de nombreuses actions dans le pays, même si l’ampleur de leur mobilisation est incertaine.

« Aucune manifestation n’a été déclarée pour samedi [9 février] car ceux qui déclarent en ont marre que les manifestations se finissent toujours de la même manière !! », s’est exclamé sur Facebook Eric Drouet. Le chauffeur routier de 33 ans, l’une des figures du mouvement, explique dans un post ne faire « que relayer » certains rassemblements.

Jérôme Rodrigues, une autre des figures du mouvement, blessé à l’œil le 26 janvier, annonce pour sa part, via un communiqué publié sur son compte Facebook, que, « par décision collective », les manifestations parisiennes ne seront plus déclarées, arguant que « la liberté de circuler, la liberté de manifester, la liberté d’expression […] sont bafouées par le gouvernement. » « Chacun comprendra qu’il est libre d’aller et venir, de circuler et d’agir comme bon lui semble », est-il encore précisé. Aucun point de rassemblement n’est donc spécifié.

"Tout se mélange. C'est du grand n'importe quoi. Macron donne 10 milliards d'euros, et c'est pas assez... Vous vous rendez-compte, 10 milliards d'euros ? Personne n'ose le dire ! Depuis le début, ils me font chier les gilets jaunes. Au début on est solidaire, on signe... Mais au bout d'un moment ça va... On voit 20 gilets jaunes qui bloquent des camions et qui provoquent des kilomètres de bouchon. Mais comment c'est possible de laisser faire 20 gilets jaunes ? A un moment, il faut circuler, il faut travailler...

J'en ai rien à foutre des conséquences de dire ça, mais je crois qu'une majorité des gens pensent ça. Je m'en fou, je ne suis pas sur les réseaux sociaux alors ils diront que je fais chier mais je dis ce que je pense !"

Dénonçant "un acte grave", le président LREM de l'Assemblée nationale, Richard Ferrand, a dit porter plainte vendredi soir après une tentative d'incendie "volontaire" à son domicile privé dans le Finistère, dont "l'origine criminelle ne semble pas faire de doute". "Rien ne légitime la violence ou l'intimidation à l'égard d'un élu de la République. Toute ma solidarité envers @RichardFerrand et ses proches", a réagi le président Emmanuel Macron.

"Rien ne justifie les intimidations, rien ne justifie les violences et les dégradations", a de son côté souligné M. Ferrand en postant deux photos sur Twitter sur lesquelles on peut notamment voir une porte fenêtre incendiée.

"Alors que le Président de l'Assemblée nationale assistait ce jour à Rennes, aux côtés du Premier ministre, à la signature du pacte d'accessibilité et du contrat d'action publique pour la Région Bretagne, un voisin constatait que son domicile situé à Motreff, dans sa circonscription du Finistère, avait fait l'objet d'un incendie volontaire", a indiqué un communiqué de l'Assemblée nationale, relayé par M. Ferrand.

"La Gendarmerie nationale ayant découvert sur place une couverture, un résidu de pneumatique, et une torche artisanale imbibée de carburant, l'origine criminelle ne semble pas faire de doute", ajoute le communiqué. "Honte à ceux qui commettent de tels actes. Et soutien amical au Président de l'Assemblée nationale et à sa famille", a aussitôt réagi le Premier ministre Edouard Philippe, comme plusieurs autres membres du gouvernement.

Le ministre de l'Intérieur, Christophe Castaner, a également fait part de sa solidarité en tweetant peu avant minuit: "Intimidations, menaces, incendies... Des actes indignes et odieux. Soutien à @RichardFerrand que je sais solide comme le granit breton". Le procureur de Brest, Jean-Philippe Recappé, a déclaré à l'AFP que, selon les premiers éléments "il s'agit d'un incendie criminel. Cela ne fait aucun doute. on trouve un reste de pneumatique, visiblement du carburant".

"C'est un voisin qui s'est aperçu que quelqu'un a voulu mettre un incendie, il s'en est aperçu vers 14 heures. Ce n'est pas une résidence principale, cette maison n'était pas habitée", a ajouté le procureur qui n'était pas en mesure de dire quand les faits ont été commis.

"Un volet a explosé la vitre, cela s'est arrêté là. Il n'y a pas de tag qui permettrait de mettre en lien avec les gilets jaunes, pas de revendications, pas de pénétration hostile dans la maison", a ajouté M. Recappé qui a confirmé l'ouverture d'une enquête. Plusieurs domiciles et permanences d'élus de la majorité présidentielle ont été dégradés depuis le début du mouvement des "gilets jaunes" en novembre et certains d'entre eux ont fait l'objet de menaces.

Dans cette étude, on apprend que près de 4 Français sur 5 (78 %) estiment qu’Emmanuel Macron ne prend pas suffisamment en compte la protection animale dans la mise en oeuvre de sa politique.
Egalement, plus de la moitié des citoyens français (55 %) considèrent que la protection des animaux a toute sa place dans le grand débat.

Chasse, exploitation des animaux sauvages dans les cirques, corrida, commerce de la fourrure, élevage intensif... pour la 2ème année consécutive, la Fondation 30 Millions d’Amis a sondé les Français sur leurs attentes concernant les animaux, leur bien-être et leur protection. 

« L’opinion publique gronde. Elle estime que la cause animale n’est pas prise en compte par ceux qui nous gouvernent », s’exclame Reha Hutin, présidente de la Fondation 30 Millions d’Amis. « Ce sondage démontre à quel point les Français attendent des mesures concrètes en faveur du bien-être animal », affirme-t-elle.

La fin de l’élevage intensif

83 % des Français sont favorables à l’interdiction de l’élevage intensif, qui vise à augmenter la productivité en raccourcissant les phases de croissance de l’animal ou en utilisant des espaces réduits. Dans notre pays, environ 80 % des animaux subissent ce mode d’élevage, qui nie totalement leur caractère d’êtres vivants doués de sensibilité.

L’abattage des animaux sur leur lieu d’élevage

Pour éviter les souffrances liées au transport des animaux et les scandales de maltraitance dans les abattoirs, plus de 4 Français sur 5 (82 %) se disent favorables à ce que les animaux d’élevage soient désormais abattus sur leur lieu d’élevage par des professionnels.

L’interdiction du commerce de la fourrure

Plus de 9 Français sur 10 (91 %) s’opposent au commerce de la fourrure. Un rejet unanime d’une cruauté qui cause la mort de 100 millions d’animaux exploités puis abattus à cette fin chaque année dans le monde.

309 132 personnes ont déjà signé la pétition  de la Fondation 30 Millions d’Amis réclamant la fermeture des fermes à fourrure en Europe.

L’instauration du dimanche comme jour non chassé

Si près de 7 Français sur 10 (69 %) rejettent massivement la chasse, 84 % des Français souhaitent à minima que le dimanche devienne un jour non chassé. Un souhait quasi unanime et en constante augmenta- tion-: + 3 points par rapport à 2018 et + 30 points par rapport à 2009 (54 %). Alors que la chasse fait chaque année de nombreuses victimes, la France est le seul pays d’Europe où il est possible de chasser tous les jours de la semaine lors de la saison de chasse.

L’abolition de la chasse à courre

3 Français sur 4 (75 %) se prononcent pour l’interdiction de la chasse à courre. La France doit rejoindre les nombreux pays de l’UE qui l’ont bannie, à l’instar du Royaume-Uni où ce procédé était pourtant culturellement très implanté.

La pétition de la Fondation 30 Millions d’Amis contre la chasse à courre fédère déjà plus de 173 000 signataires.

L’interdiction de la corrida

73 % de nos concitoyens se prononcent pour l’interdiction des corridas en France.

L’interdiction des animaux sauvages dans les cirques

2 Français sur 3 (67 %) sont favorables à l’interdiction des animaux sauvages dans les cirques. 23 pays de l’Union européenne sur 28 ont adopté une telle mesure. Plus de 200 communes de France ont clairement exprimé leur refus d’accueillir sur leur territoire des cirques exploitant des animaux sauvages, sous l’impulsion de la Fondation 30 Millions d’Amis et de l’association Code Animal. 

L’interdiction des delphinariums

64 % des Français sont pour l’interdiction des delphinariums qui maintiennent en captivité des orques et des dauphins à des fins de divertissement. Fin 2018, les associations de protection animale se sont entretenues avec le ministre François de Rugy afin d’obtenir un arrêté ministériel interdisant la reproduction des cétacés dans les parcs aquatiques, sans aucun résultat.

La fin de l’expérimentation animale

86 % des Français sont favorables à l’interdiction totale de toute expérimentation animale lorsqu’il est démontré que des méthodes substitutives existent. Près de 2 millions d’animaux ont été utilisés pour la science en France en 2016, selon le ministère de l'Enseignement supérieur, de la Recherche et de l'Innovation.

La Fondation 30 Millions d’Amis adresse aux instances européennes une pétition afin qu’elle incite les états membres à mettre fin aux tests sur les animaux, déjà signée par plus de 281 000 personnes.

A yellow vest protester was severely injured on Saturday in the streets of Paris, as police shot teargas at protesters who were trying to knock down a barrier at the French parliament.

The man's hand was nearly blown off when he picked up a tear gas grenade and it exploded, according to NPR's Eleanor Beardsley.

The AP reports police said the injured protester lost four fingers.

In a graphic video of the aftermath, French paramedics are seen gathered around the injured protester at the National Assembly gates, providing emergency medical treatment and preventing onlookers from getting too close.

"This is the second severe injury in as many weeks and will likely inflame tensions between the government and the yellow vest movement," Beardsley reported. "Even though the number of yellow vest protesters has diminished each week."

Another protester recently suffered an eye injury from being hit by a rubber bullet.

The yellow vest protests began in mid-November, spurred by anger over high gas prices in rural areas where people depend on their cars because of no access to public transportation.

Now, in their 13th consecutive week, the protests have become a sort of an uprising against the French President, Emmanuel Macron, who is seen as out of touch with common people.

This weekend, demonstrators set fire to multiple trash cans and an anti-terror military car. France's interior Christophe Castaner tweeted his indignation over the car being set on fire saying,"These attacks are intolerable."

Police said 31 protesters were arrested on Saturday but the AP reports France's Interior Ministry said this week's protest was significantly smaller than last week's. Representatives for the yellow vest movement dispute that claim, according to the BBC.

Protests also took place in other French cities, including Marseille, Montpellier, Bordeaux and Toulouse, the BBC noted.

The French government is holding a series of public debates in the hopes of placating the ongoing unrest.

"What's being called the great national debate has so far been very popular with hundreds of thousands of French people, but many yellow-vesters have denounced it as a marketing ploy," Beardsley said.

Macron is hoping the meetings, several of which he has personally attended, will help quell the crisis by giving citizens the opportunity to express their anger and frustration.

In a strange turn of events, one of the most recent ransomware attacks involves Mario. Reader Meza12 explains the situation.

If you are, it downloads a Super Mario image that, in turn,downloads the Gandcrab ransomware. This is one rare case of combining document macros, steganography, and ransomware deliverance.

When A Series Isn’t Quite A Series.

A few years ago my friend Kade Boehme and I sat in our favorite Mexican place having a margarita or three and in the middle of talking books and publishing we thought, what if we wrote a series that isn’t really a series? 

No we weren’t drunk.
Well maybe a little tipsy.

ANYWAY, we came up with the idea of writing a series not based on the characters in the books but using New York City Landmarks as the backdrop. Every book would be about a different couple but the NYC landmark would play an integral part of the book—almost like a third character.

Kade went first and his book, Ferry Tales came out, focused on a romance involving the Staten Island Ferry. My book, Under the Boardwalk came next and I had such fun writing it. I love the beach and it brought back memories of my childhood at Brighton Beach and Coney Island. The smells of the food, the sound of the waves all played a part in the creation of Alexi and Cam’s story. I had the song by The Drifters on repeat and it put me in a happy place.

The next book in the Landmarks series is my most recent release, His Uptown Guy and takes place in the landmarked Dakota apartment building on Central Park West. While the movie Rosemary’s Baby was filmed there, the Dakota is probably best known for the place where John Lennon was murdered. He was shot right outside the iron gates.

When I set out to write a story I knew I wanted it to be an opposites attract romance. Many of my books focus on that couple dynamic. While I like reading about two big alpha guys, I’m more comfortable writing couples that don’t naturally fit together and, like pieces of a jigsaw puzzle, I have to figure out how they manage to complete each other and fall in love.

On the outside no two people seem more opposite than blue-blood Jesse Grace-Martin and the son of Albanian immigrants, Bronx-born Dashamir Sadiko. But as always, people tend to see only with their eyes and never look past what is on the surface. Jesse seems to have everything but he’s a prisoner of his mind. He may live in a multi-million dollar apartment but he’d give everything to be able to walk down the block and go shopping, or see a movie. Dash is a porter and spends his days hauling trash and sweeping the floor but he will be the first in his family to graduate college and has dreams of being a CPA and making enough money so he and his mother and sister don’t have to live in poverty.

See? You wouldn’t think these two had anything in common. But trust me they do. Against the backdrop of the beautiful Dakota, they meet, become friends and eventually fall in love. Now when I decided to set this story in the Dakota I had no idea there are no interior photographs of the courtyard —except from afar—and none of the inside hallways and lobbies. Even when Rosemary’s Baby was filmed and Mia Farrow ran through the halls to escape the coven of witches she feared were after her baby, the building refused to let Roman Polanski film in the hallway, so he used other buildings in the city. I used a little poetic license to build the tension and drama for Jesse and Dash.

What’s next in the Landmarks series? Well Kade has some ideas for his books so you’ll have to keep an eye out for his posts. As for me, I’m thinking of using one of the Hop On, Hop Off Tour Buses you find in Times Square (I hate Times Square. Most New Yorkers do) I don’t have anything else to tell but when it gets closer, I’ll have more info.

Plastic pollution has become pervasive, pernicious and persistent. In 2016, global plastic production was around 335 million tonnes and it continues to be released into our rivers and oceans on a catastrophic scale, despite recently becoming one of the world’s most publicised and well documented environmental issues. The so called “Blue Planet” effect, which emerged after David Attenborough’s TV show highlighted the issue of plastic pollution in the UK, has seen the introduction of small but significant changes in behaviour and legislation. Awareness campaigns and the growth of numerous grassroots organisations, particularly on a local scale, are making significant contributions to resolving some of the issues. But much of this activity is based around macroplastics, larger pieces of pollution that we know more about and that more easily attract public action through activities such as beach cleaning. A major part of the plastic problem is microplastics, tiny pieces less than 5mm in width whose impact on the environment is much less well understood and that are harder for the public to do something about. Morgan Dane and her fiance Lance Kruger are back on the case after a close friend of Lance's phones him as her husband has been shot and her son Evan is missing. The local cops think that Evan killed him as they were step-family, but Tina knows that her son would never do this. Was it one of Paul's past jobs that got him killed as he was a former sheriff? As the book goes along, we see that Evan is shot and runs for his life, but the longer he is out in the woods - the more suspicious he looks. The truth is though that Evan is more afraid of being murdered in cold blood like his stepfather was. With the police not helping Tina, she asks for the help of Lance and Morgan as the pair try to track Evan down before it's too late as the weather is also kicking up a bit of a storm. We learn about Tina's family and what they are capable of and how she testified and put her father away. Are this Tina's families doing ? Have they somehow tracked her down and wantedrevenge? Secrets Never Die another fast-paced romantic suspense and fans of Kendra Elliot's, and Kate Watterson will enjoy. The other good thing about this series is though all the characters connect, the books can be read as stand-alonenovels.
