From my drive to change the system, I designed a product that should provide us with unlimited clean energy, and can be used for multiple purposes.

I tried to find an investor, but I didn't succeed, which I am not really dissatisfied with, because then I would have been restricted, and the product would be unaffordable for many.

From my business plan that I had written, the expectations for Europe alone would have yielded more than €1,000,000,000,000 profit per percent market share per year.

I realised that this was not/is not important to me because I do not want to live excessively myself, because I have a great dislike for people who abuse their wealth.

This is how I came into indirect contact with Swissindo, where I received a commitment that the money for building the prototype would get if the funds became available.

Since I had received the pledge for my funding from the Swissindo fund I had to wait, so to bridge this time I contacted other people and foundations.

I have said that governments also have large sums of money to use to make the transition run smoothly, but they have a double agenda, and they do not want to lose power over the population if this population becomes income independent of government.

What governments do not fully realise is that they no longer have a monopoly on the money supply and are as vulnerable and dependent as the population has been before.

They also do not seem to realize that people who will now also receive funds, in the absence of a fair distribution of the government, will take over this role, and in doing so will claim the funds from the government.

A government without money is a lame duck that can't do anything anymore.

Regardless of whether a hard or soft Brexit, the EU is dead, because they will not get any funds from the former Bilderberg governments.

Even if all the countries of Europe introduce their own currency again, the corrupt EU will be over.

If everyone receives a basic income in their own country of birth from themselves or their parents' country of birth, the deliberate cultural mixing will decrease and the Kalergi plan will stop to secure peace.

Those who do not want to leave may be motivated by withholding and basic income to go back if they cannot adapt to the culture and customs of their host country.

In order to bring the amount of money into society in a responsible way, it is not the intention that everyone will get millions into their bank account.

This would be a chaos because nobody would want to work anymore and we would no longer produce food for each other.

Money is the means, not the end as it has been so far.

Shares of companies is complete nonsense and does not contribute to prosperity, but stimulates greed, stock exchanges work for the rich, because they do not have to pay anything to trade shares, they cheat because their computer purchases and sells them.

As a result, small investors are systematically robbed in the Wall Street fraud casino, the average time that shares are held by a person or institution is 22 Seconds, which indicates that nothing is right.

Bitcoin bought with FIAT money is therefore only a speculation object without value covered guarantee, people are fooling themselves.

South Korea’s elite world of sports is in the midst of a Me Too reckoning. It began last month when two-time Olympic speedskating champion Shim Suk-hee accused her coach of having sexually abused her for years. Cho Jae-beom — who is already serving a 10-month prison sentence for physically assaulting athletes, including Shim — denied the sexual abuse allegations.

Shim’s decision to speak out encouraged a barrage of other athletes to follow her lead. In the last few weeks, judo, soccer, taekwondo and skating stars have accused coaches and powerful sports executives of raping, threatening and sexually assaulting them. The outpouring of accusations prompted the Korean government to launch the country’s largest-ever inquiry into a culture of abuse in sports.

HuffPost Korea’s Sanga Kwak has written about the reckoning and the ways the country’s male-dominant, hierarchical sports organizations made it so difficult for women and girls to speak up sooner.

Some readers may be surprised to read about the substantial gender disparities in Korean society, which Sanga writes are reflected in the country’s sports scene. Korea ranked 115th out of 149 countries in the World Economic Forum’s 2018 Global Gender Gap Report, which measures gender-based disparities in economic participation, education, health and political empowerment. Sanga notes that the gender gap is particularly large in the world of elite sports, where female athletes are overwhelmingly trained by men, who wield enormous power over their lives and careers.

But things are finally starting to change. Sanga says the national reaction to the burgeoning Me Too movement and to the government response has been extremely positive.

“Starting from about 2015, feminism in Korea has developed very quickly. More people than ever are listing to victims,” Sanga adds. Among them is the country’s first lady, Kim Jung-sook, who recently sent a letter of support to Shim, the Olympic speedskating champion who first called attention to the long-buried problem of sexual abuse in sports.

“Finally, many Koreans are listening to women,” Sanga says. “I wish them victory.”

A British man reportedly carrying a fake gun has been killed by a police officer in Amsterdam in what is believed to be a 'suicide by cop'.

Michael 'Mickey' Fudge, who holds dual British-Dutch citizenship, had previously told his mother: 'If I go out, I'll be shot at the National Bank by the Marechaussee'.

Tanja Samojlenko told local media that her son had also wanted euthanasia, but that this had been denied. 

Instead, the 31-year-old acquired a fake gun to carry out 'suicide by cop', and was shot dead in front of the highly-guarded national bank yesterday evening.    

'He said to me on Wednesday: "This world is not for me",' Samojlenko told Amsterdam-based newspaper Het Parool.

'He had anxiety disorders and severe depression since childhood.'  

Fudge was born in Amsterdam and has British descent through his father, who died last year after living in the Netherlands for 45 years. 

His mother, who is Dutch with a Ukrainian father and a Russian mother, said that by the age of ten he had seen four or five child psychologists, who were all unable to help him.

France’s move could put serious cracks in Macron’s relationship with German Chancellor Angela Merkel. Canceling allows him to avoid making a potentially awkward planned joint appearance with Merkel at the event in Munich.

The emerging consensus is that ESG may have a slight plus when it comes to financial performance. But even assuming it's zero, the integration of ESG externalities is still worth doing. And so, as a consequence, the fundamental question is then actually changing from "Why?" to "Why not?".

However, apart from any debate, investors globally demand to invest according this new investment paradigm. In the Netherlands, half of ABN AMRO Bank's private clients already invest sustainably, however admittedly in many cases not for their entire investment portfolio. It's really the asset owners who are leading the way to responsible investment, with more and more institutional investors taking ESG seriously as they are starting to feel the pain and recognize the risks of "business as usual". 85% of PGGM's beneficiaries claim they want ESG (less 'bad') and impact (more 'good'), but at what cost is the question that is often left open (however discussed in this Roundtable).

Admittedly, a lot is hidden under container notions like ESG or SRI, and you can easily fake it pretending that you took all of that into account and then you do the usual thing anyway. This is why this Roundtable also discusses in detail the need to quantify and measure impact and how to go about the shortcomings of third party ESG data and scores.

One of the strongest drivers are millennials, who by definition make up the pool where any ambitious company is competing for the best talent. Increasingly, clients and employees want purpose: "If you can&'t deliver that in the talent war, you&'re out of the game," says PGGM's CEO.

The reality is that for asset managers and advisors, ESG/Impact/Sustainable investing is a fantastic opportunity to differentiate yourself and to start again with new products, in an industry that is completely mature and increasingly becoming automated. It&'s an opportunity to reinvent the whole industry at a perfect timing, as the opportunity set keeps unfolding.

"Clients want this, that's not the problem. The challenge is finding asset managers truly investing in a sustainable way," says ABN AMRO Bank. Financial advisors have found that they can completely transform their relationship with clients by engaging with them on ESG and impact investments (page 24).

Now I present you my only Hippie record that I still own and do you know that too? You love a record at young age, then a change of life follows, you sort out your records, put the old stuff back and memories stop you from giving away the slab, so I feel with Aufstehn. When I think about how many times we have roared 'Sieben Tage Lang' I still get goose bumps today. Bots is folk rock group from the southern city of Eindhoven and were successful in the Netherlands and Germany, formed in 1974 by Hans Sanders and they initially published only songs in Dutch. The lyrics were predominantly political, socially critical, cynical and influenced by the peace movement of the seventies. After appearing at the festival Rock Gegen Rechts in Frankfurt/Main in June 1979 they received an offer to recorded their songs in German, well-known writers like Wolf Biermann, Dieter Hildebrandt, Hanns Dieter Hüsch, Hannes Wader and Günter Wallraff helped with the translations. In addition, the band were a few times guest in the GDR, first time 1976 for the Festival of the Political Song in East Berlin, where the group dedicated the song Sieben Tage Lang to poet Wolf Biermann, at the time for ten years a performance ban, last at the largest Open Air Festival of the GDR on 19 June 1988 on the Radrennbahn Weißensee in East Berlin. After the decline in popularity and the release of the Dutch album Paradijs in 1990, the members of the group retired to private life. Great songs are: Nichtsnutz, Der Mann & Krüppel. On 3 November 2007 Hans died at the age of 61.

The Swiss city of Basel has announced plans to replace its fleet of 110 buses with electric models from the Netherlands. The aim is to run its entire bus network using environmentally clean vehicles by 2027. Basel is not the first Swiss city to introduce environmentally-friendly public transport systems. Geneva introduced 20 TOSA electric buses, manufactured by Swiss-Swedish company ABB, last year.

On this day William II (1792-1849) King of the Netherlands and Grand Duke of Luxembourg (1840-1849) executes the agreement for the Grand Duchy of Luxembourg to become a member of the Deutscher Zollverein (German Customs Union), effective on April 1, 1842. The German Customs Union regulates and facilitates the movement of goods within its members’ territories. The treaty is published in the Mémorial Législatif et Administratif du Grand-Duché de LuxembourgNo 12 for the year 1842.

The duration of the present agreement, which upon execution becomes effective on April 1, 1842 is set to last until March 1846. If within at least nine months before the expiration of this period no termination notice by either side is given, then the agreement is extended for a six-year term, and in the same way always considered to be further extended from six to six years. The same will soon be submitted to all parties of the interested governments, and the instruments of ratification shall be exchanged with the greatest possible diligence within six weeks in Berlin.

Associating the Grand Duchy of Luxembourg to the German Customs Union is one of the most crucial and beneficial acts executed under the Dutch Kings-Grand Dukes as it allowed the minor trade and industries of backwater Luxembourg to penetrate a large market; as of 1871 the German Empire. It also allowed German capitals to flow to Luxembourg when needed to finance the soon flourishing iron ore exploitation industry; build blast furnaces and steel mills and take advantage of synergies between the local steel mills and German coal mines. In 1872 the agreement was renewed for a 40 year period which in 1902 was extended to 1959. However, following the 1914 invasion of Luxembourg, the treaty was terminated in December of 1918 and the Grand Duchy of Luxembourg subsequently associated its economic destiny with the Kingdom of Belgium in the Union Économique Belgo-Luxembourgeoise (UEBL). Signed in 1921 for a fifty-year duration, the agreement was renewed for 10-year terms in 1982 and 1992 and replaced in 2002 by a new treaty referred to as convention UEBL (Brussels, December 18, 2002).

Depois de uma discussão que demorou horas, o Conselho da União Europeia chegou a acordo sobre o artigo 13 da proposta de directiva para os direitos de autor, um documento que – se aprovado – vai definir novas regras para os conteúdos que são publicados em plataformas como o YouTube e o Facebook. Um dos grandes objectivos é diminuir a pirataria online.

Há semanas que o documento estava empatado com as negociações Conselho que não conseguia definir a dimensão das plataformas abrangidas pelas novas obrigações. É agora preciso retomar as negociações com o Parlamento Europeu e a Comissão Europeia (as restantes entidades envolvidas no processo legislativo Europeu) para chegar a um texto final, antes da data limite de 14 de Fevereiro. “É bom ver os países da União Europeia a encontrar novamente uma voz comum sobre a reforma dos direitos de autor”, comentou Andrus Ansip, o vice-Presidente da Comissão Europeia responsável pelo Mercado Único Digital, numa publicação no Twitter no final da reunião do Conselho.

Na proposta aprovada esta sexta-feira, que já tinha sido divulgada no começo da semana pelo site Politico, as plataformas mais pequenas (com uma facturação anual inferior a dez milhões de euros e até cinco milhões de visitantes mensais) que estejam há menos de três anos a disponibilizar os serviços no espaço europeu ficam excluídas de algumas das obrigações do artigo 13. É de longe o ponto mais controverso da proposta, por obrigar as plataformas a garantir que conteúdo para o qual não pagam uma licença não estará disponível nas suas plataformas.

Na prática, isto quer dizer que muitos sites podem ter de optar por mecanismos de monitorização e filtragem de conteúdos, semelhantes aos que o YouTube já usa, para detectar conteúdo pirateado. As plataformas mais pequenas também continuam a ter de retirar conteúdo para o qual não tenham licença se forem notificadas para isso. Esta é uma das razões que leva os críticos do artigo 13 da directiva a compará-lo a uma “máquina da censura”, mesmo com o Conselho a sublinhar na proposta que as regras não devem evoluir para que “os Estados-membros imponham uma obrigação de monitorização geral.”

Há hora de publicação desta notícia, não havia detalhes sobre a posição dos diferentes representantes dos Estados-membros quanto à proposta aprovada. “Não vamos revelar mais esta noite”, disse ao PÚBLICO Leonidas Karamountzos, assessor de imprensa do Conselho da União Europeia.

A proposta de directiva de direitos de autor ainda pode vir a mudar durante as próximas discussões com o Parlamento Europeu e a Comissão Europia. Mas o tempo para grandes discussões começa a escassear.

“Gostava de ver uma votação final em Março, mas estamos sob uma grande pressão de tempo”, admitiu ao PÚBLICO o eurodeputado alemão Axel Voss, relator da versão do texto do Parlamento Europeu que foi aprovada em Setembro. É também um dos grandes defensores dos objectivos do artigo 13. “Temos de chegar a um texto para a semana ou perdemos a quantidade de atenção que se está a gerar em torno do tema. O momentum”, explicou Voss. “Agora, todos estão informados sobre a directiva e sobre o que está em causa com o artigo 13 para tomar uma decisão.”

Voss não comenta a decisão do Conselho. Diz apenas que existem vários pontos com que discorda. “É algo que vamos ter de debater depois.”

A eurodeputada Julia Reda, uma das grandes críticas do artigo 13 da directiva, é mais incisiva sobre os problemas com a directiva. “[Com o acordo do Conselho] a inovação europeia na Internet será desencorajada devido aos novos custos e riscos legais para startups – mesmo que apenas entrem em vigor quando as plataformas fazem três anos ou começam a ter sucesso”, escreveu Reda esta semana no seu site, numa publicação que voltou a partilhar no Twitter esta sexta-feira. “Sites estrangeiros e aplicações que não podem suportar os custos de armadas de advogados também serão motivadas a bloquear todos os utilizadores da União Europeia do seu site para estarem seguras.”

Para Reda, a maioria dos europeus com menos de 25 anos está contra a directiva. "Mas os eurodeputados são mais velhos... É preciso alertá-los sobre a forma como os votantes mais jovens pensam", escreveu esta sexta-feira no Twitter.

O próximo trílogo está marcado para a tarde da próxima segunda-feira, com a reunião final planeada para quarta-feira. “Mesmo que todos concordemos com a versão do Conselho do artigo 13, o resto do texto tem de ser adaptado ao compromisso. Não pode haver apenas uma exclusão para as micro-empresas num artigo”, disse o eurodeputado alemão Axel Voss.

Críticas à directiva crescem
Sem um acordo sobre um texto final durante a reunião nas próximas semanas, torna-se impossível avançar antes das legislativas europeias. Nesse caso, um dos cenários possíveis é a Comissão Europeia desistir da directiva. É uma posição que começa a ganhar apoiantes. Várias organizações de artistas na União Europeia – até então maioritariamente a favor da directiva – estão agora a pedir que a proposta seja interrompida com base na proposta do Conselho.

“Lamentavelmente, com estas condições, preferimos não ter qualquer directiva do que uma má directiva. Pedimos, por isso, que as negociações não continuem com base nas propostas mais recentes do Concelho”, lê-se numa carta aberta aos eurodeputados, publicada esta semana, com base na proposta que foi discutida em Conselho esta sexta-feira. Foi assinada por organizações como a Federação Internacional de Indústria Fonográfica e a IMPALA, que reúne as associações de empresas musicais independentes.

Em Portugal, vários YouTubers, a eurodeputada Marisa Matias, e o historiador Rui Tavares, juntaram-se esta semana para criar uma campanha contra a proposta de novas obrigações para as plataformas online. Um dos problemas apontados é que a nova directiva responsabiliza as plataformas pelo conteúdo pirateado que disponibilizam, por vezes acidentalmente, em vez dos utilizadores que lá o colocam.

A um dia de uma reunião importante do Conselho da União Europeia para tentar resolver o impasse com a nova directiva dos direitos de autor, a eurodeputada Marisa Matias, o historiador Rui Tavares, o popular youtuber Wuant, e alguns outros opositores do artigo 13 juntaram-se numa campanha contra a proposta de novas obrigações para as plataformas online.

Um dos problemas apontados na campanha “Diz não ao Artigo 13” é que a proposta de directiva responsabiliza as plataformas, e não os infractores, pelo conteúdo que alojam, e cria uma obrigação de monitorizar o conteúdo que as pessoas põem na Internet.

 “Estamos numa fase crucial das negociações em que se deve tentar influenciar e tirar esse mecanismo de censura”, diz a eurodeputada do Bloco de Esquerda Marisa Matias, num vídeo disponível no site da campanha. Junta-se o testemunho do fundador do Livre e colunista do PÚBLICO Rui Tavares, que também pede que o artigo seja “revisto, corrigido ou até abolido” por “introduzir uma espécie de sistema de censura prévia ou automática”.

A campanha está a ser coordenada pela associação portuguesa D3, que luta pela defesa dos direitos digitais, e pela produtora de conteúdo audiovisual Thumb Media.

Desde que a directiva começou a ser formulada em 2016 que o artigo 13 é o mais controverso da proposta. Actualmente, as plataformas online não podem ser responsabilizadas directamente pela disponibilização de conteúdo não licenciado. O artigo 13 pretende mudar isso: foi criado para garantir que as plataformas digitais pagam aos autores pelo conteúdo que alojam, mesmo que seja carregado por utilizadores.

Sites como o YouTube e alguns fóruns online seriam obrigados a impedir a disponibilidade de conteúdo com direitos de autor (vídeos, livros, arte digital) para o qual não tenham uma licença. Em muitos casos, isto implicaria o uso de mecanismos automáticos.

“Não deve ser imposto às plataformas um regime de responsabilidade que as torne tão responsáveis como quem comete objectivamente uma infracção, ou seja, o utilizador que envia conteúdo não autorizado”, lê-se numa petição contra o artigo 13, disponibilizada no site da campanha, e que há hora de publicação deste artigo tinha sido assinada por cerca de 200 pessoas.

Entre os apoiantes estão também vários youtubers, como Inês Magalhães (criadora do canal Mathgurl, que explica conceitos matemáticos de forma divertida), Ângela Costa (do canal de beleza Angie Costa) e Paulo Borges (conhecido por Wuant), que em Novembro lançou uma crítica viral contra a directiva.

Do outro lado do debate, também há muitos autores a defender o artigo 13. Em Agosto, artistas e associações ligadas à indústria criativa em Portugal enviaram um apelo conjunto aos eurodeputados portugueses a apoiar a proposta da directiva dos direitos de autor. Para Paula Cunha, administradora da Sociedade Portuguesa de Autores, que está em causa é uma remuneração justa dos criadores em ambiente digital com a criação de legislação que leva as grandes tecnológicas como o YouTube a licenciar o conteúdo que disponibilizam. “É pois falso que exista qualquer ‘filtro de censura’”, frisou Cunha, na apresentação do apelo. A posição é a mesma de artistas internacionais.


Mas para os críticos o artigo 13 também pode vir reforçar a posição dominante de algumas empresas. O YouTube é uma das plataformas que já usa um sistema de filtragem para impedir conteúdo pirateado de circular. Contrariamente ao Google (que é dono do YouTube), a maioria das plataformas online não tem dados suficientes para educar sistemas de inteligência artificial que façam a filtragem.

Este ponto tem levado a directiva dos direitos de autor a estar empatada desde o final de Dezembro. O Conselho da União Europeia (no qual estão representados os governos dos vários Estados-membros) ainda não conseguiu definir a sua posição sobre a dimensão das empresas a abranger. A França e a Alemanha têm as posições mais fortes. Enquanto os franceses pretendem que todas as empresas estejam sujeitas às novas obrigações independentemente do tamanho, a Alemanha pretende uma fasquia de facturação de 20 milhões de euros. A proposta actual – que vai ser debatida em Conselho na sexta-feira – propõe um compromisso ao excluir empresas com uma facturação anual inferior a dez milhões de euros, que estejam a disponibilizar os serviços no espaço europeu há menos de três anos e não tenham mais de cinco milhões de visitantes mensais.

Caso não se chegue a acordo, a directiva pode não vir a ser aprovada de todo (com ou sem artigo 13). Para uma votação do texto final em Parlamento, que será o último passo do processo, é preciso que o Conselho apresente a sua proposta da directiva em trílogo (uma reunião entre Parlamento Europeu, o Conselho, e a Comissão Europeia). Sem uma reunião nas próximas semanas, torna-se impossível avançar antes das legislativas europeias. Nesse caso, um dos cenários possíveis é a Comissão Europeia desistir da directiva.


 Council ready to continue negotiations on the worst version of Article 13 yet
Tonight, the EU’s national governments adopted as their common position the deal struck by France and Germany on the controversial EU Copyright Directive that was leaked earlier this week.

While Italy, Poland, the Netherlands, Sweden, Finland and Luxembourg maintained their opposition to the text and were newly joined by Malta and Slovakia, Germany’s support of the “compromise” secretly negotiated with France over the last weeks has broken the previous deadlock.

This new Council position is actually more extreme than previous versions, requiring all platforms older than 3 years to automatically censor all their users’ uploads, and putting unreasonable burdens even on the newest companies (see my previous blog post analysing the deal).

The German Conservative–Social Democrat government is now in blatant violation of its own coalition agreement, which rejects upload filters against copyright infringement as disproportionate. This breach of coalition promises will not go down well with many young voters just ahead of the European elections in May. Meanwhile, prominent members of both German government parties have joined the protests against upload filters.

The deal in Council paves the way for a final round of negotiations with the Parliament over the course of next week, before the entire European Parliament and the Council vote on the final agreement. It is now up to you to contact your MEPs, call their offices in their constituencies and visit as many of their election campaign events as you can! Ask them to reject a copyright deal that will violate your rights to share legal creations like parodies and reviews online, and includes measures like the link tax that will limit your access to the news and drive small online newspapers out of business.

Le 12 janvier 2019, l'administration postale de Hong Kong a mis en circulation, comme de coutume, une série (4 timbres + 1 bloc-feuillet) consacrée à l'année du cochon de terre (qui a débuté le 5 février 2019) d'après le calendrier lunaire chinois.
Il s'agit de la 8ème partie de sa 4ème série consacrée au Nouvel An lunaire, représentant des cochons sous différentes formes artistiques.
Conçus par WONG Chun-hong, les 4 timbres ont été imprimés par Joh. Enschedé (Pays-Bas) en feuille de 25 timbres chacun.
Deux versions du bloc-feuillet ont été mises en circulation, une incluant un timbre à 10$ (papier normal) et une incluant un timbre à 50$, imprimée en France par Cartor Security Printing, sur un support en soie.
On January 12, 2019, the Hong Kong Postal Administration issued, as usual, a series (4 stamps + 1 souvenir sheet) devoted to the Year of the Earth Pig (which started on February 5, 2019) according to the Chinese lunar calendar.
This is the 8th part of his 4th series dedicated to Lunar New Year, depicting pigs in different artistic forms.
Designed by WONG Chun-hong, the 4 stamps were printed by Joh. Enschedé (Netherlands) in sheet of 25 stamps each.
Two versions of the souvenir sheet were released, respectively including a $ 10 stamp (normal paper) and a $ 50 stamp, printed in France by Cartor Security Printing, on silk.

Le timbre ci-dessus représente un pendentif en or en forme de truie et 6 porcelets, un cadeau de mariage traditionnel en guise de bénédiction de la part des personnes âgées, pour souhaiter aux nouveaux mariés une famille heureuse, avec de nombreux enfants à venir.
L'arrière-plan de ce bloc-feuillet est orné d'élégantes pivoines, surnommées la "Reine des fleurs" et symbole de bonne fortune et succès.

The stamp above depicts a gold mother pig and piglets pendant, a traditional wedding gift as a token of blessing from seniors to wish the newlyweds a happy family with more offspring.
The background is decorated with graceful and enchanting peonies, which are reputed to be the "King of Flowers" and signify good fortune and success.

"Under what circumstances and to what extent would adults be willing to sacrifice robots to save human lives?" That was the question posed by researchers at Radboud University in Nijmegen in the Netherlands and Ludwig-Maximilians-Universitaet (LMU) in Munich.

The participants were faced with a hypothetical moral dilemma: Would they be prepared to put a single individual at risk in order to save a group of injured persons? In the scenarios presented the intended sacrificial victim was either a human, a humanoid robot with an anthropomorphic physiognomy that had been humanized to various degrees or a robot that was clearly recognizable as a machine.

The study revealed that the more the robot was humanized, the less likely participants were to sacrifice it.

"The more the robot was depicted as human - and in particular the more feelings were attributed to the machine - the less our experimental subjects were inclined to sacrifice it," says Markus Paulus, Professor of Developmental Psychology at LMU. "This result indicates that our study group attributed a certain moral status to the robot. One possible implication of this finding is that attempts to humanize robots should not go too far. Such efforts could come into conflict with their intended function - to be of help to us."

The Louvre Abu Dhabi, the first museum to carry the famed name outside of France, announced Sunday it will roll out works by Dutch masters Rembrandt and Vermeer this month. Works by the two artists are part of the gallery's first exhibition this year, entitled "Rembrandt, Vermeer and the Dutch Golden Age: Masterpieces from The Leiden collection and the Musee du Louvre." The exhibit, on display in the United Arab Emirates capital from February 14 to May 18, is dedicated to Rembrandt, Vermeer and the famed "fijnschilders" -- fine painters known for their detailed work -- of the Netherlands. "Rembrandt is a master of the Golden Age," museum head Manuel Rabate told AFP. "He's a universal genius, he's connected to the world." The exhibition features 95 works, including Vermeer's "Young Woman Seated at a Virginal" alongside Rembrandt's "Portrait of a Man" and "Study of the Head and Clasped Hands of a Young Man as Christ in Prayer". The museum has also acquired Rembrandt's "Head of a young man, with clasped hands: Study of the figure of Christ" as part of its permanent collection. The Louvre Abu Dhabi was inaugurated with great pomp in November 2017 -- nearly five years behind schedule -- by French President Emmanuel Macron and Abu Dhabi's Crown Prince Mohammed bin Zayed Al-Nahyan. It was marketed as "a universal museum" celebrating cultural exchange and tolerance. The museum has reportedly cost the UAE around $1 billion, including upwards of $500 million to use France's "Louvre" brand. Officials have not confirmed the price tag.

          Performance of Pediatric Mortality Prediction Scores for PICU Mortality and 90-Day Mortality*      Cache   Translate Page      
imageObjectives: The use of mortality prediction scores in clinical trials in the PICU is essential for comparing patient groups. Because of the decline in PICU mortality over the last decades, leading to a shift toward later deaths, recent trials use 90-day mortality as primary outcome for estimating mortality and survival more accurately. This study assessed and compared the performance of two frequently used PICU mortality prediction scores for prediction of PICU and 90-day mortality. Design: This secondary analysis of the randomized controlled Early versus Late Parenteral Nutrition in the Pediatric Intensive Care Unit trial compared the discrimination (area under the receiver operating characteristic curve) and calibration of the Pediatric Index of Mortality 3 and the Pediatric Risk of Mortality III scores for prediction of PICU and 90-day mortality. Setting: Three participating PICUs within academic hospitals in Belgium, the Netherlands, and Canada. Patients: One-thousand four-hundred twenty-eight critically ill patients 0–17 years old. Interventions: None. Measurements and Main Results: Although Pediatric Index of Mortality 3 only includes information available at the time of PICU admission, thus before any intervention in the PICU, it showed good discrimination (area under the receiver operating characteristic curve, 0.894; 95% CI, 0.892–0.896) and good calibration (no deviation from the diagonal, p = 0.58) for PICU mortality. Pediatric Risk of Mortality III, which involves the worst values for the evaluated variables during the first 24 hours of PICU stay, was statistically more discriminant (area under the receiver operating characteristic curve, 0.920; 95% CI, 0.918–0.921; p = 0.04) but poor in calibration (significant deviation from the diagonal; p = 0.04). Pediatric Index of Mortality 3 and Pediatric Risk of Mortality III discriminated equally well between 90-day mortality and survival (area under the receiver operating characteristic curve, 0.867; 95% CI, 0.866–0.869 and area under the receiver operating characteristic curve, 0.882; 95% CI, 0.880–0.884, respectively, p = 0.77), but Pediatric Risk of Mortality III was not well calibrated (p = 0.04), unlike Pediatric Index of Mortality 3 (p = 0.34). Conclusions: Pediatric Index of Mortality 3 performed better in calibration for predicting PICU and 90-day mortality than Pediatric Risk of Mortality III and is not influenced by intervention or PICU quality of care. Therefore, Pediatric Index of Mortality 3 seems a better choice for use in clinical trials with 90-day mortality as primary outcome.

"Under what circumstances and to what extent would adults be willing to sacrifice robots to save human lives?" That was the question posed by researchers at Radboud University in Nijmegen in the Netherlands and Ludwig-Maximilians-Universitaet (LMU) in Munich.

The participants were faced with a hypothetical moral dilemma: Would they be prepared to put a single individual at risk in order to save a group of injured persons? In the scenarios presented the intended sacrificial victim was either a human, a humanoid robot with an anthropomorphic physiognomy that had been humanized to various degrees or a robot that was clearly recognizable as a machine.

The study revealed that the more the robot was humanized, the less likely participants were to sacrifice it.

"The more the robot was depicted as human - and in particular the more feelings were attributed to the machine - the less our experimental subjects were inclined to sacrifice it," says Markus Paulus, Professor of Developmental Psychology at LMU. "This result indicates that our study group attributed a certain moral status to the robot. One possible implication of this finding is that attempts to humanize robots should not go too far. Such efforts could come into conflict with their intended function - to be of help to us."

          Brexit: The incompetent, the cowardly and the unprincipled      Cache   Translate Page      

Almost all of UK politics has been about Brexit.

Yes, it's all been about Brexit and it all still is.  As a believer in free markets and smaller government, I supported Brexit, not so much about ending freedom of movement of people (although there is a strong case to have limits on convicted criminals crossing borders in the EU), but about escaping the high wall of the EU Single Market and Customs Union.  This is where the lazy nonsense from both left and right about Brexit being akin to Trump's success falls rather weak.   For a start, the mandate for Brexit was much greater than the one Trump got.  Trump lost the popular vote, but won the electoral college, whereas Brexit won the popular vote (although the attempt by some to balkanise the UK by saying London voted to "remain" as did Scotland misses the point, it was a UK wide vote on UK foreign policy, which isn't a devolved matter).  Moreover, Trump is a protectionist and an idiot on economics.  Brexit has never been about little Britain or fortress Britain, and virtually none of those who advocated Brexit saw it as the UK turning in on itself, but rather breaking free of the EU to be open to the world.   Indeed, even those who wanted Brexit to enable restrictions on immigration saw it as an opportunity to treat EU citizens on a par with those from the US or India and the like. 

The absolute political abomination around it comes from a whole host of sources which have been undermined by a Prime Minister who neither lack the intellectual nor visceral fortitude to advance in a way that would maximise the interests of the UK and indeed the EU as well.  These include:
  • A loud vocal and substantial number of MPs, mostly Labour, but also some Conservatives (and certainly all Liberal Democrats and nationalist MPs) who want to over turn the referendum result with their banal call for a "People's Vote" (apparently the last referendum wasn't so honoured with such a title).  Virtually everyone calling for a second referendum didn't like the result of the first one, and I doubt any of those calling for it would have supported a second referendum if "Remain" had won.  
  • A deeply divided Conservative Party that doesn't have a clear vision of what it wants from leaving the EU.  It should want maximum market access, it should want control over domestic regulation and regulation of trade with other countries.  However, some want to leave without a deal, some want to leave with a deal that makes leaving conditional on the EU supporting it, and some don't want to leave at all.  The PM wants to leave with a deal that the EU demanded, which some who voted to leave regard as worse than staying in the EU,
  • A deeply divided Labour Party, which ranges from a significant rump who want to remain, a small group who strongly support leaving, and the leadership which isn't keen on committing to anything, primarily because the Trotskyite Jeremy Corbyn has spent most of his life thinking the EU is a capitalist conspiracy for free trade and investment across Europe which interferes with his desire for large scale nationalisation of industry, ending competition in many areas and supporting subsidies for failing industries.
  • A civil service which is oriented towards the status quo, which means not leaving.  David Cameron told the entire civil service not to plan for leaving the EU, so it is lost and trying to work out what it would all mean.  The Foreign Office mind you is in its normal state of affairs, which is not to upset anyone overseas.  It's not at all interested in playing tough with the EU.
The EU has played the UK government like a tune.  It disgracefully raised the issue of the Irish border, despite explicitly statements from both the UK and Irish governments that neither would reinstate a hard border if there were no deal.  Why should they?  The UK does not seek to hinder movement of people or goods from the Republic of Ireland, and the Irish Government has no interest in doing so either (indeed the goods flows across the Irish border are insignificant, being mainly fresh food and road gravel).   What is going on is that the Irish Government, having changed part way through the negotiations on Brexit, to be a minority government with Sinn Fein support, has been seeking to build support by supporting the EU beating up the UK.

This is what is fundamentally problematic with the "deal" Theresa May wants support for.  It includes a "backstop" that would mean a customs border in the Irish Sea that places Northern Ireland within the EU Customs Union.  By no means should the EU (or the UK Government) do anything that essentially undermines the territorial integrity of the UK and the Good Friday Agreement itself as part of the withdrawal agreement.   A stronger PM would just have dismissed this, pointed out how neither side wants a hard border and the UK has no issue with EU goods and people travelling across the Irish border, and leave it to the EU to ask Ireland what it would do in return.   Understandably, the Democratic Unionist Party threatens to bring down the May Government if it persists with this, as it should.  Notwithstanding that the DUP is effectively a "blood and soil" unionist party that is akin to Sinn Fein in Northern Ireland, the whole matter of the future of Northern Ireland should be up to the people who live there.

So it was defeated by the House of Commons early in the year, but since then there have been subsequent votes including the so-called Brady amendment, which called for the PM to negotiate for removal of the Irish backstop.

The EU's response has been "we wont change", but time is ticking, as it is fewer than 50 days away from the UK leaving the EU, without a deal.  What does that mean?
  • The EU stops getting money from the UK (don't underestimate what that means, it is around £173m per week in net terms);
  • The EU can choose to impose its standard tariffs on imports from the UK (under WTO rules, it is the Most Favoured Nation tariffs), and the UK could reciprocate (they would be the same as the UK has EU tariffs at present), or either or both could refrain;
  • The UK no longer has a role with any EU organisations.
It could be highly disruptive to trade, but it is entirely up to both sides.  Hysteria over food shortages and the like is entirely up to the UK to avoid, because it could simply maintain existing trading conditions unilaterally.  However, I would expect the EU to want to impose tariffs or worse (bans or limits on imports), as "punishment" because of its protectionist instincts.  The UK could respond in kind of course, but it would be a trade war started by the EU - which despite the culture war in the UK over Brexit, is not open and not globalist at all.

The EU wants to make it uncomfortable for the UK, it really wants it to be painful to leave its club.  It wants to make an example of the UK, so that others don't want to leave the project.   The majority of EU Member States receive money from the European Commission, so it is unlikely they would leave, but the richer members, such as the Netherlands, Denmark, Sweden and Finland are different.  They are not net recipients, but they are also not beset with the war guilt and fear about fascism that binds Germany (and to a modest extent Italy) to the EU.   However, the UK is still the second largest economy in Europe.  It is entirely in the economic interests of all EU Member States that the UK trades as freely as possible with them, for both goods and services.

On freedom of movement, the UK faces an ongoing dilemma.  There is a lot of support for restricting immigration more generally, but this is primarily due to concerns over housing prices and overcrowding of public services.  There are also concerns about some cultural aspects of migration (particularly high concentrations of Pakistani Muslim migration given the Rotherham scandal), but this is mainly historic in locations where there has been poor assimilation and integration.   Most of those migrants never came from the EU.  Yet when the EU faces a crisis across its members it has proven itself to be inept and incapable of responding.  It was paralysed when European countries (yes the EU is NOT Europe) engaged in a genocidal war in the early 1990s in the Balkans.  It has been paralysed when hundreds of thousands fled the war in Syria (which it, of course, didn't dare want any intervention in).

Leaving the EU does put the UK at risk of one eventuality, a socialist government led by Jeremy Corbyn wouldn't be constrained by EU rules requiring competition in various services, such as energy and transport.  However, leaving the EU will break the UK away from being bound by rules imposed by Brussels and Strasbourg that it cannot escape from.  This is why small authoritarian parties, such as the Greens and the Liberal Democrats are so enamoured by the EU - it imposes legislation (directives!)  that could never be passed by the UK Parliament.   Although it might be argued that the EU Parliament could get more attention, quite simply the EU Parliament does not have the authority to introduce legislation or repeal directives.  The European Council has the sole authority to propose bills to the Parliament, including bills to repeal directives.

Leaving the EU is a liberal venture, it is one that opens the UK to the world, that breaks it out of the sclerotic protectionist trading bloc that isn't interested in tax competition or indeed in allowing the rest of the world to trade using its comparative advantages.   It does not remotely resemble the aggressive protectionism of Trump, and by wanting to put all UK immigration on a similar basis, it doesn't resemble the spectre of xenophobia that many think it does.

However, it has divided the UK like few issues have in recent years.  The various groups are:
  • Continuity Remain: Those who reject the referendum result, reject having a referendum and are viscerally true believers that EU membership is economically, morally and spiritually virtuous.
  • "People's Vote" Remain:  Those who say they support the referendum result, but say everything has changed now, so "the people" should have a chance to reverse it.  None would have called for this had the vote gone the other way.
  • Soft Brexit Remain:  Those who say they want the UK to leave the EU, but stay in the Customs Union (meaning it can't negotiate separate free trade agreements with other countries) and the Single Market (meaning it has to follow Single Market rules for its own market).  Essentially being an EU rule taker without a say on the rules.
  • EFTA Leave:  Those who believe the UK should leave the EU, but simply join the European Free Trade Agreement, which means remaining in the Single Market for trade with the EU, but outside the Customs Union.  Effectively a stepping stone either to remain or to leave in full.
  • May's Deal Leave:  Those who support the PM's deal, which is to leave, but have a backstop so that Northern Ireland remains in the Customs Union if no free trade agreement is agreed with the EU.
  • FTA Leave:  Those who want a much looser deal, negotiating a simple free trade agreement, but leaving the EU in every sense, they are often part of....
  • No-Deal Leave:  Those who just want to leave, unconditionally and THEN negotiate a deal with the EU.
My bet is that the UK will leave, but will negotiate a temporary deal to buy time for further renegotiation.  If it doesn't leave, the Conservative Party will implode and it wont be over.

For me, I'll just be glad when the culture war over Brexit is over.

An Israeli Holocaust historian praised authorities in Finland on Sunday for publishing a report that concluded Finnish volunteers serving with Nazi Germany's Waffen-SS “very likely” took part in World War II atrocities, including the mass murder of Jews. Efraim Zuroff of the Simon Wiesenthal Center lauded the determination of the National Archives of Finland to release the findings even if doing so was “painful and uncomfortable” for Finland. Zuroff called the decision an “example of unique and exemplary civic courage.” Finland's government commissioned the independent 248-page investigative report, which was made public Friday. It said 1,408 Finnish volunteers served with the SS Panzer Division Wiking during 1941-43, most of them 17 to 20-years-old. “It is very likely that they (Finnish volunteers) participated in the killing of Jews, other civilians and prisoners of war as part of the German SS troops,” said Jussi Nuorteva, director general of the National Archives. A significant part of the study was based on diaries kept by 76 of the Finnish SS volunteers. Eight of the Finnish SS volunteers are still alive, Nuorteva said. Finland was invaded by Moscow in November 1939. The fighting in what became known as the Finnish-Soviet Winter War lasted until March 1940, when an overwhelmed and outnumbered Finland agreed to a bitter peace treaty. The small Nordic country lost several territories but maintained its independence. Isolated from the rest of Europe and afraid of another Soviet attack, Finland entered into an alliance with Germany, receiving weapons and other material help from Berlin. As part of the pact, Nazi SS chief Heinrich Himmler insisted that Finland dispatch soldiers to the SS Wiking division, similar to the volunteers it demanded from Nazi-occupied Belgium, Denmark, the Netherlands, Norway and elsewhere. Reluctantly, Finland complied and covertly recruited the first group of 400 SS volunteers to be sent for training in the spring of 1941. The vast majority of them had no ideological sympathies with the Nazi regime, the report said. When Nazi Germany invaded the Soviet Union in June 1941 under Operation Barbarossa, Finnish regular army troops fought independently alongside Wehrmacht soldiers on the northeastern front. In 1941, the Finns advanced in the Karelia region outside Leningrad. The Finnish soldiers were not under Nazi command, and the country's leadership was mainly motivated by the desire to take back the territories lost to Moscow. “At the beginning of the attack (on the Soviet Union), Finns were unaware of the Germans' goal of eradicating the Jews,” Nuorteva said. “Finns were, above all, interested in fighting against the Soviet Union” due to their brutal experiences in the Winter War and the perceived threat from Moscow. In this way, “the starting point for Finns' involvement was different compared to most other countries joining SS foreign volunteers,” he said. Finnish SS volunteers with the SS Wiking division operated on the eastern front until 1943, entering deep into Ukraine. The leading Finnish military historians who undertook the study of the country's wartime role wrote that the Finnish SS volunteers likely took part in killing Jews and other civilians, as well as witnessed atrocities committed by the Germans. The volunteers returned to Finland after the Finnish government sensed the tide of the war had turned against the Germans. Many of them then served in the Finnish military until the end of World War II. A copy of Friday's report was given to Paula Lehtomaki, a state secretary with the Finnish government, who said it was a valuable contribution to existing research “on difficult and significant historical events” during Finland's complex World War II history. “We share the responsibility for ensuring that such atrocities will never be repeated,” said Lehtomaki. The historical probe was launched following Zuroff's request in January 2018 to Finnish President Sauli Niinisto. Finland's move contrasts with the attitude of some eastern European nations that have sought to diminish their culpability in the Holocaust.
