Each village had a knez, which was an elected position though it typically went to the wealthiest guy in town -and then there was an obor-knez who was in charge of all the knezes in his nahija (a district roughtly equivalent to a county, ie comprising several villages), though his title was hereditary so you could say it was a kind of extremely minor nobility. Nowadays "Seoski knez" - ie "the village knez" - is mostly used as an epithet directed at overambitious politicians and the like.

Liputan6.com, Jakarta Timnas U-22 Indonesia bakal berhadapan dengan Arema FC dan bertempat di Stadion Kanjuruhan, Malang, Minggu (10/2/2019). Namun, pada laga ini Arema FC tak bisa diperkuat pemainasal Uzbekistan, Pavel Smolyachenko, akibat terkena demam.

Menurut pelatih Arema FC, Milomir Seslija, Pavel memang sempat menderita demam. Tapi, Pavel tak terkena demam berdarah, yang belakangan ini mewabah.

Menurut Milo, Pavel terkena demam beberapa waktu lalu. Ia pun sudah memeriksakan diri ke dokter terkait keluhannya tersebut. Dokter, sambung pelatih asal Bosnia ini, menyebut bahwa Pavel harus beristirahat paling tidak selama tiga hari.

"Namun, tak ada yang serius dengan kondisi Pavel," ucap Milo.

"Ia tak terkena demam berdarah yang saat ini sedang mewabah atau demam dengue. Insyaallah, ia sudah akan siap bermain pada Babak 16 Besar Piala Indonesia mendatang," tambahnya.

"Kami masih ada Hendro Siswanto untuk mengisi posisi Pavel di lapangan tengah," ujar Milo.

"Hendro dalam kondisi fit setelah absen pada pertandingan sebelumnya. Jadi, saya rasa ini akan sangat bagus," sambungnya.

In the lecture, she discusses her experience with human trafficking. What makes her so interesting is that she was with the International Police Task Force which was arranged by DynCorp Aerospace. She was actually assigned to the office that investigates sex trafficking, which is how she learned what she did.

What she discovered was horrific. For example, when she arrived in Bosnia, she was shocked to discover military officers involved in human trafficking and forced prostitution, with ties to the United Nations as well as the U.S. State Department. [...]

Bolkovac’s disclosures have been a precursor to some recent ones, like, for example, US-based NGO Code Blue received 14 internal UN reports detailing how numerous UN peacekeepers were accused of sexual misconduct. They involved some very serious allegations, which were mishandled and “botched”  by the UN.

Un rapporto Onu documenta torture, stupri, schiavi. Come in Bosnia, preferiamo non vedere

Un ragazzo, scappato dal mattatoio somalo e passato per un lager di Kufra, l’ha spiegata con quella sintesi che si raggiunge solo attraverso il dolore : «Che tu sia un rifugiato o un migrante, in Libia sei sempre spaventato. Devi dormire con un occhio aperto. Vieni venduto da un trafficante all’altro». Poche parole da merce umana, così efficaci da finire in cima a un capitolo del dossier, il quinto, «Viaggio dall’inferno». Quel dossier tutt’altro che inedito, 61 terribili pagine redatte lo scorso dicembre, grava da un mese e mezzo sulle coscienze dell’Occidente. E, come tutte le colpe che appaiono senza redenzione, tende a essere rimosso.

Si chiama Desperate and dangerous: report on the human situation of migrants and refugees in Lybia, ed è firmato da due organismi dell’Onu: l’Alto commissariato per i diritti umani (Unhcr) e la Missione di supporto in Libia (Unsmil). 

Consta di 1.300 interviste di prima mano raccolte tra gennaio 2017 e agosto 2018 nelle visite di 11 centri di detenzione: non tutti e certo nemmeno i peggiori. 

Cade due anni dopo un analogo rapporto (dicembre 2016) in cui l’Onu dava l’allarme su una situazione umanitaria totalmente fuori controllo. Ora scopriamo che in questo periodo le «autorità libiche si sono dimostrate incapaci o del tutto refrattarie a mettere fine alle violenze e agli abusi contro migranti e rifugiati».

Quelle 61 pagine contengono in sé un paradosso: perché l’Onu, svelando gli orrori libici, confessa una inanità nel contrastarli che potrebbe infine diventare vergogna, in una sorta di Srebrenica mediterranea dove massacrata non è una singola nazionalità per la sua appartenenza religiosa (allora, i bosniaci musulmani) ma un’intera categoria umana: i fuggiaschi dell’Africa.

Omicidi, fosse comuni nel deserto, stupri seriali e di gruppo su donne anche incinte o su mamme che allattano, bambini massacrati davanti ai genitori, ragazzi seviziati a morte in collegamento video coi parenti che devono pagarne la liberazione, schiavismo, lavori forzati, celle da centinaia di posti senza una latrina, denutrizione, bruciature con ferri roventi, cavi elettrici ai genitali, unghie strappate. 

Il paragone con Srebrenica non appare poi forzato. Si muore di fame e di setticemia. Si resta in detenzione senza motivo e all’infinito: una legge coniata da Gheddafi fa considerare schiavi i migranti illegali, i governanti fantoccio di adesso non l’hanno mai cambiata.

Cosa più importante, l’Onu ha «credibili informazioni» sulla complicità di «ufficiali dello Stato… gruppi formalmente integrati nelle istituzioni, rappresentanti del ministero degli Interni e della Difesa, nel traffico di migranti e rifugiati. Questi personaggi dello Stato si arricchiscono attraverso lo sfruttamento e le estorsioni a danno di rifugiati e migranti».

Cade il velo sulla menzogna della Libia come «porto sicuro» dove plausibilmente ricondurre i migranti respinti in mare. Unhcr e Unsmil hanno registrato 53.285 richiedenti asilo fermi in Libia quattro mesi fa, ma sostengono che il numero sia enormemente più alto data l’estrema difficoltà per le Nazioni Unite ad assolvere sul posto al proprio mandato. A gennaio il segretario generale Antonio Guterres ha inviato al Consiglio di sicurezza una relazione di 15 pagine (acquisita dalla Corte penale internazionale dell’Aja) in cui spiega che lì i migranti sono quasi 700 mila (10% donne, 9% bambini) ma in mano alle «autorità» è solo una minoranza, di tutti gli altri non si sa quasi nulla, sono in centri di detenzione inaccessibili, gestiti da gruppi armati.

Nel rapporto Unhcr-Unsmil si sostiene anche che «nonostante la diminuzione degli arrivi in Italia nel 2018, il viaggio è diventato più pericoloso, con oltre 1.200 migranti morti nei primi otto mesi dell’anno scorso durante la traversata». La guardia costiera libica (che ha preso il controllo di 94 miglia nautiche di Sars) è descritta come una compagnia di pirati in base a decine di testimonianze che parlano di uso delle armi, collisioni in mare coi boat people, vere aggressioni.

Sulla terraferma, Bani Whalid, Sabha, Kufra, Buraq al Shati, Shwerif, Sabratah non sono, secondo l’Onu, centri di raccolta ma sostanzialmente campi di sterminio gestiti da kapò di cui si conoscono persino i nomi e i nomignoli, famigerati tra le loro vittime: Moussa e Mahmoud Diab, Mohamed Karongo, Gateau, Mohamed Whiskey, Rambu… 

Le aste degli schiavi furono documentate dalla Cnn in uno sconvolgente servizio nel novembre 2017. Le prigioni «alternative» sono hangar o cantine da 700 o 800 anime stese le une sulle altre, donne e uomini in totale promiscuità: niente acqua né luce. «A Shwerif ti sparano in una gamba e ti lasciano dissanguare se non paghi… Per spingerci a pagare hanno picchiato mio figlio di 5 anni con una spranga sulla testa», narra un profugo del Darfur. I miliziani camminano sul ventre di donne incinte. Una tra mille racconta: «Vengo dall’Eritrea, sono entrata il Libia a gennaio 2017, sono stata rapita tre volte e portata ad Al Shatti, Bani Walid e al-Khoms. Lì eravamo 200 in una stanza. Non potevamo respirare né allungare le gambe. Ogni notte sono stata violentata da almeno sei uomini, alcuni libici, altri africani, per cinque mesi. Mia madre ha dovuto vendere la casa e impegnare tutto per pagare i 5.000 dollari che questi volevano. Ora sono incinta di uno degli stupratori».

Nulla di tutto ciò è, in assoluto, una rivelazione. Anche se il catalogo degli orrori è così vasto da stordirci. A questi orrori dobbiamo l’enorme (per quanto provvisorio) beneficio di non avere sulle nostre coste, in qualche settimana, fiumi di disperati detenuti lì senza ragione e senza scadenza. Ma certi benefici possono dannare. Se l’Onu non è una di fabbrica di fake news (e ci sarà chi lo afferma, ne siamo sicuri) la Libia è uno stato canaglia o, meglio, una federazione di bande criminali. Certo, la realpolitik ci consiglia di voltarci altrove o, addirittura, di spalleggiare una delle bande in lotta. Ma i fantasmi di Bosnia hanno accompagnato la mala coscienza dell’Occidente per due decenni. Davvero dobbiamo considerare la Libia come un buco nero, come suggeriscono pragmatici strateghi? E quanto a lungo ci potrà proteggere la realpolitik? Al posto di guardia Onu di Srebrenica, un graffitaro cambiò la scritta «United Nations» in «United Nothing». Se la storia insegna qualcosa, è che chi non combatte gli assassini, alla fine, ne è complice.

The '''Croat–Bosniak War''' was a conflict between the [[Republic of Bosnia and Herzegovina]] and the self-proclaimed [[Croatian Republic of Herzeg-Bosnia]], supported by [[Croatia]], that lasted from 18 October 1992 to 23 February 1994. It is often referred to as a "war within a war" because it was part of the larger [[Bosnian War]]. In the beginning, [[Bosniaks]] (Bosnian Muslims) and [[Croats]] fought in an alliance against the [[Yugoslav People's Army]] (JNA) and the [[Army of Republika Srpska]] (VRS). By the end of 1992, however, tensions between Bosniaks and Croats increased. The first armed incidents between them occurred in October 1992 in central [[Bosnia (region)|Bosnia]]. Their military alliance held out until early 1993 when their cooperation fell apart and the two former allies engaged in open conflict.

The Croat–Bosniak War escalated in central Bosnia and soon spread to [[Herzegovina]], with most of the fighting taking place in those two regions. The Bosniaks were organized in the [[Army of the Republic of Bosnia and Herzegovina]] (ARBiH), and Croats in the [[Croatian Defence Council]] (HVO). The war generally consisted of sporadic conflicts with numerous ceasefires signed in the course of it. However, it was not an all-out war between the Bosniaks and Croats and they remained allied in other regions. Several peace plans were proposed by the [[international community]] during the war, but each of them failed. On 23 February 1994 a ceasefire was reached and an [[Washington Agreement|agreement]] ending the hostilities was signed in [[Washington, D.C.|Washington]] on 18 March 1994, by which time the HVO had lost half of its controlled territory. The agreement led to the establishment of the [[Federation of Bosnia and Herzegovina]] and joint operations against the Serb forces which helped alter the military balance and bring the Bosnian War to an end.

The [[International Criminal Tribunal for the former Yugoslavia]] (ICTY) convicted 17 HVO and Herzeg-Bosnia officials to a total of 268 years and two ARBiH officials to a total of 5 and a half years for war crimes committed during the conflict. The ICTY ruled that Croatia had overall control over the HVO, that the conflict was international, and that a [[joint criminal enterprise]] existed that sought to annex or control parts of Bosnia and Herzegovina in correspondence with the borders of the 1939 [[Banovina of Croatia]].
