AS akibat adanya potensi perlambatan pertumbuhan ekonomi AS.

It Cost Millions to Fly Trump Around the Country to Campaign for Republicans Before the Midterm Election      Cache   Translate Page

President Donald Trump racked up an estimated $17 million tab by flying on Air Force One to more than 40 political rallies in the lead up to the 2018 midterm elections, a Quartz investigation found.

Because Trump had been using the plane to stump for Republican candidates, the GOP or his re-election campaign is supposed to reimburse taxpayers for a portion of the cost. However, Quartz reports that the Trump campaign has thus far only paid the Treasury $112,667.90 in March and April for air travel expenses, or approximately 0.7 percent of the total cost. It is unclear when, or if, the campaign might issue additional payments.

Trump was highly critical of President Barack Obama during the 2016 presidential election for flying with then-candidate Hillary Clinton to a rally in North Carolina. The Clinton campaign reimbursed the government for $37,000.

Flying Air Force One, a retrofitted Boeing 747, costs $142,380 per hour in maintenance, fuel, onboard supplies, and other operating expenditures, according to figures provided by the Department of Defense.

Beginning on March 10, Trump relied on the plane for numerous trips to rallies throughout the Midwest and East Coast. His final rally was on Nov. 26 in Mississippi for Sen. Cindy Hyde-Smith.

Trump’s most expensive campaign-related flight cost about $1.3 million. He was traveling to Nevada in June in order to attend a rally for Sen. Dean Heller. Trump also spent $650,000 to travel to another rally in September for Heller, who would ultimately lose his re-election bid to Democratic challenger Jacky Rosen. Trump took his second-most expensive flight, at $1.2 million, in July to stump for Montana Senate candidate Matt Rosendale, who also lost his election. About half of the candidates that Trump personally vouched for ended up winning their races.

It’s not unusual for presidents to fly on Air Force One for rallies, especially because they are not allowed to travel on commercial or personal planes. However, the White House and the president’s party are supposed to ensure that taxpayers are not subsidizing travel that is partisan in purpose. Quartz reports that this may be particularly difficult with Trump, as he has been known to go off on political tangents during speeches at official events, thus blurring the distinction between partisan and nonpartisan.

During the midterm cycle, Trump used Air Force One not only as a vehicle, but also as a campaign prop. According to the Washington Post, the plane would often taxi to the rally stage and remain parked behind Trump as he spoke, serving as a visually and symbolically potent set piece. Though Presidents Obama and George W. Bush also relied on Air Force One’s majesty on occasion for rallies, the Post reports that Trump did so with particular frequency toward the tail end of midterm season.

Bush to Lie in State at U.S. Capitol for Two Days Before Funeral at National Cathedral      Cache   Translate Page

A detailed schedule of the funeral and memorial services for former President George H.W. Bush has been released and detailed how much of next week will be dedicated to the former commander in chief who died late Friday night aged 94.

President Donald Trump and his wife Melania will attend the funeral that will take place at the Washington National Cathedral on Wednesday. First though, Trump announced he will be sending one of the Boeing 747s that serves as Air Force One to Houston to transport Bush’s remains to D.C. Lawmakers from both the House and Senate will attend an arrival ceremony that will be held at the U.S. Capitol Monday afternoon. Bush’s remains will then lie in state in the Capitol Rotunda and the public will be able to pay its respects from 7:30 p.m. Monday until 7 a.m. Wednesday.

Following the funeral at the National Cathedral, which is scheduled to begin at 11 a.m. Wednesday, the 41st president’s remains will travel back from Joint Base Andrews military facility in Maryland to Houston, where the former president will lie in repose at St. Martin’s Episcopal Church. A Second service will take place there on Thursday before Bush’s casket will be taken by train to College Station, Texas, where the former president will be interred at the George Bush Presidential Library & Museum on the grounds of Texas A&M University. The former president will be buried alongside his wife Barbara and daughter Robin. Barbara Bush died in April, whereas Robin died in 1953 when she was three.

Trump declared that Wednesday will be a national day of mourning and he signed an executive order directing federal offices to close on that day “as a mark of respect” for the former president. Tradition dictates that financial markets also close on national days of mourning. The funeral had already been carefully planned in advanced well before Bush’s death. “This state funeral is a culmination of years of planning and rehearsal to ensure the support the military renders President Bush is nothing less than a first-class tribute,” said Major General Michael L. Howard, Joint Force Headquarters-National Capital Region commanding general.

Shoreline Community and Aquatics Center

PUBLIC OPEN HOUSE NOTES
By Diane Finafrock

A public open house was held on Wednesday, November 28, 2018 at Shoreline City Hall to present the design concept for the Community and Aquatics Center planned on Midvale, near City Hall.

Eric Friedli, Director of Parks, Recreation, and Cultural Services, made a brief presentation along with WRNS Studio consultants and City staff, followed by 60 minutes of questions and answers.

The room was packed, with an estimated 150-200 people in attendance. Many asked questions about lack of accommodations for high school swim teams and for the senior center.

Repeated themes heard during the open house include the expressed need for:

1. 8-lane competitive pool
2. Diving well
3. Large aquatics spectator viewing area
4. Designated Senior Center space
5. Commercial kitchen

The current budget for the center is $80 M which allows no money for a diving well or competition level swimming pool.
No dedicated senior center facilities are planned for the Center. City Council will ultimately set the amount to be spent on the Center and voters will have to approve a bond.

The pool planned for the Center will have six lanes 7 feet wide and 25 yards long.

Park at Town Center Plan

The Center will be part of a planned pedestrian area for our city which includes the park in front of City Hall. They plan to keep the historical red bricks. The city plans to revamp the park along the Interurban Trail in this City Center area adding playful centers. The land belongs to City Light, so no permanent structures can be placed there, but there is still a lot that can be done.

Design concept for Community and Aquatics center

For the Center, there will be a courtyard in front center of three community buildings. The building on the north side is a gym with a jogging track above. The Pool will be southeast with community rooms southwest. These south area rooms will be more intimate space which will open to a beautiful forested area on the south of property.

There will be rooms for community events including weddings. It will be a civic core space to benefit from access from the trail. Based on feedback received during the summer, they are adding a play structure in the courtyard. Also people want the market to come back to the area. The land is in the Boeing Creek watershed and a tributary of Boeing Creek is beneath the area which could be daylighted.

Courtyard scheme plan and views

The architect showed pictures of the entrance which they like to call the "living room," which will look down into the pool. The entrance will expand through from the front courtyard area to the back doors onto the parking lot.

QUESTIONS AND RESPONSES

Asked to place the importance of Senior Center, Friedli said "a 10, knowing our audience." The jogging track and community center offers space. "If we had more money, we could add more" similar to facilities at the existing Senior Center.

Patron mentioned that the senior center has a commercial kitchen that now serves lunch for $4. Response was kitchen could be added in future, like 10 years.

Why do we have to put so much into landscaping and not put more to building a competition level swimming pool?
The amount of landscaping has been reduced from the original design and that remaining is not a significant part of the budget.

How was the determination made for the design ... Things were put out in neighborhoods.

Can there be private donations? Yes of course, but doubtful that we would receive another $20M.

Suggestions made to visit the Lynnwood Recreation Center as it was done really well. Another stated to take a look more at Snohomish Center which is much better than Lynnwood.

SWHS swim coach Suzie mentioned that they need spectator space for their competitions and no bulkhead, plus eight lanes. Lynn spoke of how swim is one of two non-cut sports in district which is important to kids.

Another stated "Let's not miss the boat here and miss our chance to get what we need now and for the future..."

The Aquatic facility will be bigger than Shoreline pool but yes lap pool is less.

Person mentioned that seniors love jogging track and pool but need a place to just be and socialize ...
The current senior center is run by an outside agency - Sound Generations - who needs to step up with city.

Consider an L shape for the pool. Cascade Swim pays lots of money to pools and so surprised not taking that into consideration.

Water polo needs 5 feet deep. Now they get pool time at 9pm.

Was asked if School District has been asked about project?
Eric admitted that the district has been silent and not participating.

Several mentioned that they have not received any neighborhood notices of this project. Notices were given to neighbors, Secret Shoreline, workshops, and focus groups from swim groups too.

Person stated thinks will need more parking ...
Again not enough money. Open surface structure costs $25,000/spot compared to $2,000 for surface parking spaces. Yes of course can use the City Hall parking down road.

Asked if we have to have two basketball courts ...
Yes that is what we have now at Spartan Gym and it is all used by various different activities (volleyball, pickleball, badminton, jazzerize, and many other activities and events).

The budget started at $75M and went up to $80M, it's up to Council to go beyond.

Again brought up more about a competition lap pool to accommodate all these four classes of 60 kids. Plus need a diving well.
Then a parent of swim student mentioned that we need to get District on board.

Someone asked who owns pool. The pool is owned by the city, but the property is owned by the school district. Right now there is a joint operating agreement for pool use with no money changing hands.

Asked if we needed all the outdoor space ... The outdoor space responded to what people requested in responses.

Asked about property ownership of the new site ... In July Council went to property owner. City Manager is currently negotiating for purchase of property.

Asked if surveys covered demographics.
Random telephone survey outreach done two years ago. Recently did dots survey at Swingin Summer Eve and Celebrate Shoreline.

Eric ended by saying that the current Shoreline pool is very expensive to run. It's the largest natural gas user in the area. Currently its revenue is about $1.2M and the new pool should also bring in $1.2M year in revenue.

The City's notes about feedback at the meeting are HERE.

The Dow drops 800 points as trade fears ratchet back up      Cache   Translate Page

trader

Stocks fell sharply Tuesday after optimism for easing trade tensions between Washington and Beijing waned and as Treasury yields turned lower, stirring worries about the prospect of slowing economic growth around the world.

The Dow Jones Industrial Average dropped 3%, or nearly 800 points. The Nasdaq Composite plunged 3.8%, meanwhile, and the S&P 500 shed 3.2% to below its 200-day moving average. The three US indices had all jumped more than 1% on Monday as President Donald Trump touted his weekend meeting with Chinese President Xi Jinping.

But trade expectations unwound after key details on the framework of negotiations appeared unsettled. Trump called himself "a Tariff Man" in a tweet about China early Tuesday, a reminder that further escalations are on deck if a deal isn't reached within 90 days. Trade-sensitive stocks were among the Dow's biggest losers, with Caterpillar down nearly 7% and Boeing 4.8% lower.

Not helping the mood, Trump named US Trade Representative Robert Lighthizer to lead negotiations going forward. Lighthizer is seen as a hardliner on China, so the pick cast doubt on expectations for a quick agreement.

"While this outcome is preferable to many alternatives, investors should be clear that agreeing to negotiate is no guarantee of resolution,” said Ron Temple, managing director and head of US Equities at Lazard Asset Management. "Details are scant and the two sides have offered different statements of what was agreed."

Treasury yields continued to slide, with the 10-year down 7.6 basis points to 2.915%. Spreads between long- and short-term bonds inverted, an occurrence seen as a potential recession signal, for the first time since the financial crisis.

"The inversion of parts of the yield curve is further evidence that investors are coming round to our downbeat view of the prospects for the US economy, and points to further weakness in the S&P 500," said John Higgins, an analyst at Capital Economics.

Adding to concerns, Brexit debates in the UK’s House of Commons got off to a rocky start. Prime Minister Theresa May suffered a series of setbacks Tuesday, and the British government was found in contempt of Parliament after not publishing the full legal advice on plans to leave the European Union.

The dollar stumbled 0.7% against the Japanese yen, a closely-watched exchange rate during times of financial stress. The VIX, meanwhile, jumped by nearly a quarter to 20.48.

Oil prices climbed from recent lows ahead of a meeting Thursday and Friday among OPEC and other major producers led by Russia, who are expected to make a deal to cut coordinated output levels. West Texas Intermediate fell to trade just below $53 per barrel, and Brent was down 0.5% to $61.58.

Amazon's fleet of 767s is bad news for FedEx and UPS, Morgan Stanley says (AMZN, FDX, UPS)      Cache   Translate Page

amazon air

  • Amazon's cargo planes are poised to take market share from UPS and FedEx, Morgan Stanley said.
  • The online retailer had leased 40 Boeing 767 cargo planes and invested aggressively in its first air-cargo hub.
  • Amazon's air-delivery system could lead to as much as a combined 10% drop in revenue for UPS and FedEx.
  • Watch UPS, FedEx, and Amazon trade live.

Amazon's cargo planes are poised to take market share from the logistics giants UPS and FedEx, Morgan Stanley says.

"The market is missing the risk Amazon Air poses to UPS/FDX growth," a group of Morgan Stanley analysts led by Ravi Shanker said Tuesday.

In August 2016, the online retailer revealed its first cargo plane, Amazon One, — a converted Boeing 767 operated by Amazon partner Atlas Air — highlighting its desire to take over package-delivery logistics.

At the time, Amazon said it leased 40 fleet units through air cargo partners Atlas Air and ATSG, and had invested aggressively in its first air-cargo hub located in Hebron, Kentucky, in order to reduce its reliance on the traditional logistics companies like UPS and FedEx. The Wall Street Journal reported in February 2017 that the tech titan was planning a $1.5 billion investment in the air-cargo hub, which Morgan Stanley says could potentially handle 100 planes.

According to the bank, Amazon can save $2 to $4 per package when using its Amazon Air deliveries, which could add up to savings of as much as $2 billion, or 6% of its global-shipping costs in 2019. Meanwhile, Amazon's cost effectivity could cause UPS and FedEx revenues to fall by a combined 10% by 2025.

"Though Amazon Air's rollout is in the early innings, we estimate a 200-300 bps impact on UPS and FedEx Domestic Air Volume growth already, with more erosion expected as Amazon Air is built out," said Shanker.

"We also estimate that Amazon that Amazon Air's lanes overlap with over two thirds of the volume flown by UPS+FedEx combined."

As a result, Morgan Stanley lowered its price target for UPS  to $87 from $92 and for FedEx to $230 from $240.

Pemilik Lion Air Rusdi Kirana Batalkan Pembelian Ratusan Pesawat Boeing?      Cache   Translate Page

Atas reaksi Lion Air, Nurcahyo mengklarifikasi pernyataannya.

High-Energy Laser Systems and the Future of Warfare      Cache   Translate Page

Jason Sattler

 November 29, 2018

One of the defense world’s newest and most promising innovations is the High Energy Laser Weapon System. It is the most advanced and capable concept for a tactical, ground-based defensive laser system, capable of being mounted on a variety of air, land, or sea-based platforms. Of course, lasers themselves are not a new technology. Lasers have been studied and tested for military use for decades. Recently, companies such as Lockheed-Martin, Boeing, and Raytheon have taken this existing technology, scaled it down, and adapted it for a variety of platforms with a new purpose: to shoot down weaponized drones and small munitions. This new mission set for the tactical laser offers the military a drone-killing weapon system that could keep the U.S. ahead of the power curve on the modern battlefield, especially in the fight against non-state actors and armies increasingly using drones for combat operations. Such new weaponry would ensure U.S. and coalition troops engaged in irregular warfare can maintain tactical air supremacy. America’s adversaries are developing new techniques like swarming and obtaining cheaper technology like commercially available drones to overcome, or at least deny, the preponderant American overmatch in the burgeoning field of unmanned vehicles in all domains.

GENESIS

The first exploration into the different possibilities for weaponized lasers began in the 1990s, which culminated in a major study published by the Defense Science Board Task Force in 2001. The Task Force explored the range of possibilities and limitations related to mounting lasers on land, air, and naval platforms, and examined the budgeting timeline and technological advances necessary to build an effective operational system. In short, they recognized laser capabilities were possible and could be developed in the future, but the technological limitations of 2001––weight, energy efficiency, and laser potency, for example––did not permit the creation of effective prototypes. Nevertheless, the Task Force correctly identified the technological advances necessary to create effective platforms that could both provide both offensive and defensive capabilities.[1]

ISIS Drones (Abu Medinah/YouTube)

Since 2001, laser technology has become lighter, more potent, and more energy efficient. Recently, the development of ground-based laser defense technology has been scaled down and adapted for tactical use as a result of changing trends in contemporary warfare. This sudden interest “has been sparked in part by the proliferation of cheap, easy-to-obtain drones.”[2] Contemporary armed groups such as the Islamic State and the Houthi rebels in Yemen have employed small and inexpensive commercial-off-the-shelf drones to conduct reconnaissance missions and attack U.S. and allied forces in their respective areas of operation. To combat this, the Defense Advanced Research Projects Agency (DARPA) is looking to develop a “low-cost solution for a low-cost problem.”[3] DARPA recognizes the military needs a cost-effective way to defend against lowball attacks, one that is not using a $3 million Patriot missile to take down a $200 consumer drone, which will likely increase in both quality and lethality as drone technology further develops and becomes cheaper.[4] Such a low-cost adaptation is necessary as more state and non-state actors gain access to and employ unmanned technology.[5] At present, conducting Counter-Unmanned Aerial Systems operations (C-UAS) by jury-rigging multi-million dollar defense systems such as Israel’s Iron Dome is unsustainable in the long run and diverts these systems from their original purpose. If we accept that hostile drone threats will persist, the U.S. military requires systems similar to Lockheed Martin’s prototype: The High Energy Laser Mobile Test Truck. It is equipped with a 50-kilowatt high-energy solid-state fiber laser and has a cost per kill of about $30.[6]

LIMITATIONS

What makes the High Energy Laser so cheap to operate? The technology has become more compact and more cost effective to produce than the early concepts of 2001. Below is the initial concept for a vehicle-borne high energy laser system as it existed in 2001.[7]

ZEUS-HLONS (USASMDC/Wikimedia)

Unfortunately, the vehicle was enormous, bulky, and overweight; this is hardly the type of agile weapon system needed on a contemporary era battlefield. The laser unit itself created an incredible amount of heat, and the vehicle’s cooling system could only keep the laser running for about 10 engagements before requiring a 30-minute cooldown period.[8] Heat signatures are a major problem on the 21st century battlefield, as most foreign militaries, to include some insurgents, have infrared sensing technologies able to detect even a well-hidden laser-shooting vehicle due to its heat signature.

Finally, the vehicle’s batteries lacked the capacity and staying power needed to operate such a large unit for normal combat operations. This laser was 100 kW––double the energy output of Lockheed’s concept. The 2001 Science Board Task Force report identified this shortfall, and recommended “the cost in terms of watt of output energy must fall by over an order of magnitude to be affordable for an Army ground weapon system.”[9] Also, the Board noticed “the primary cost driver [appeared] to be the microchannel cooler manufacturing” and suggested a “hybrid-electrical ground vehicle is ideally suited to carry [the laser], since the same prime power source can serve to provide both the propulsion of the vehicle and power to the laser.”[10] These limitations hindered the production of a viable platform until more efficient and cost-effective technologies became available.

DEVELOPMENT

Newer vehicles tested by Lockheed and Raytheon address these problems by both limiting the laser’s energy output to around 50 kW and using hybrid engines that can both move the vehicle and provide electricity for the lasers.[11] Additionally, as noted by John Kester in Foreign Policy, “traditional weapons require stockpiles of ammunition, which is costly to produce and transport,” but “the high energy laser system requires only fuel to complete its mission.”[12] This advantage could perhaps be exploited even further with the emergence of alternative fuels such as hydrogen cells, which could be a robust alternative since a hydrogen-powered vehicle would only need to carry water, an immensely more useful and available resource on the modern battlefield. In addition, it would be less dangerous than carrying around combustible fuels.

The 2001 Task Force also made the following observation regarding the system’s capabilities at the time:

While continuing to move towards deployment of a mobile system using deuterium, fluoride chemical laser, the Army should broaden efforts toward development of laser technologies for a more robust, supportable system––closed-cycle chemical, solid-state, and fiber lasers. Program options for choosing a new laser should be kept open as long as possible.[13]

The solid-state lasers mentioned in the report were not a well-developed technology at the time, so the 2001 concept was equipped with a less potent chemical laser. As the technology has developed, new prototypes are equipped with solid-state lasers, which “require no volatile chemicals to produce high-powered beams,” and instead act as “combined-beam fiber lasers,” which “[pull] together different beams of light and [squish] them into one.”[14] Furthermore, solid-state lasers can be varied in size and output because “the more fiber optics you add, the more energy you get out the other end.”[15]

CONCEPT

Raytheon’s prototype, the HELWS-MRZR, takes the High-Energy Laser Weapon System, which combines a solid-state laser weapon with Raytheon’s own Multi-Spectral Targeting System, and mounts it on a Polaris MRZR® all-terrain vehicle. What results is an advanced, lightweight, and adaptable weapons system that meets a specific military demand. In creating the HELWS-MRZR, Raytheon has not really invented a new technology; they have simply combined existing technologies to create a low cost solution. By changing traditional linkages, improving existing capabilities, and adapting to a specific demand, Raytheon may have created an innovation with the potential to improve the battlefield environment for the U.S. and its allies.

HELWS-MRZR (Raytheon/Wired)

This is important as U.S. ground forces in Iraq and Syria have had to rely on anti-drone rifles that incidentally scramble their own electronics, degrading their anti-Islamic State operations.[16] A Popular Mechanics article on the HELWS-MRZR quoted Ben Allison, director of Raytheon's high energy laser product line, who said, “We didn't want to go out and do a bunch of research and development…We wanted to take the assets and capabilities Raytheon has today and use them to really affect this asymmetrical threat. We settled on a small system that's hugely capable.”[17] In short, Raytheon has not developed a disruptive breakthrough, but simply pieced together existing technologies in an innovative manner to meet a very specific need.

IMPLEMENTATION

Based on the capabilities afforded by the High-Energy Laser Weapon System, we can speculate how this innovation will influence future military operations. Because of its size and mobility, the High-Energy Laser Weapon System can provide force protection for small ground units or convoys by defending against enemy airborne drone threats. The High-Energy Laser Weapon System can run the targeting system for up to four hours and fire the laser 20-30 times on a single charge, and if connected to a generator it could, in theory, fire indefinitely.[18] Ideally, this innovation would immediately neutralize enemy drone threats using its precision and intense heat, thus denying enemy drone capabilities. By creating an umbrella over troops and vehicles, it can provide immediate protection against drone-borne attacks, which occurred up to 10 to 15 times a day against U.S. and Syrian Democratic Forces in Mosul. In some cases, the system can even intercept some mortar and rocket fire, an ongoing problem in current theaters of operation.[19] High-energy lasers might even be able to assist in explosive ordnance disposal efforts, as well as prevent vehicle-borne improvised explosive device threats, which would largely benefit disposal teams and the Joint Improvised Threat Defeat Organization by providing a rapid response asset class that could decrease both the risk to friendly forces and collateral damage to innocent bystanders. Each of these advances would free up the situational awareness of U.S. and allied troops who need to maintain a competitive edge over insurgents.

As tactical laser technology keeps advancing, the potential for further implementation and integration will likely grow. In addition to providing unmanned aerial vehicle defense for small units and special operations forces, perhaps multiple High-Energy Laser Weapon System could be employed to create a mobile aerial defense umbrella using layered systems to defend convoys or forward operating bases against drones and precision munitions. In addition, the Army, Air Force, Navy, and Marines are each exploring ways to mount the laser system on their own ships and aircraft for counter-unmanned aerial system defense and other uses. Currently, the Air Force Research Lab has embarked on their Self-Protect High-Energy Laser Demonstrator (SHiELD) program, which is “aimed at creating sufficient on-board power, optics and high-energy lasers able to defend large platforms such as a B-52 bomber, C-130 aircraft or fighter jets.”[20] Air Combat Command and Air Force Special Operations Command are also exploring options for airborne defense against “ground-to-air and air-to-air weapons” as well as offensive capabilities.[21]

Finally, the U.S. Navy has tested an “active laser weapons system” on the Austin-class amphibious transport dock USS Ponce.[22] The laser is capable of destroying unmanned aerial vehicles, cruise missiles, mortars, and moving surface targets such as small boats within “one to five miles.”[23] The U.S. Army has also begun testing high-energy laser systems, deploying the High-Energy Laser Weapon System MRZR in combat maneuver exercises and mounting a test version of Raytheon’s Multi-Spectral Targeting System on AH-64 Apache helicopters.[24] It might not be long before these weaponized laser systems become so miniaturized and efficient that soldiers in the field could carry them as easily as an M-4.

CONCLUSION

By adapting a current technology, defense industry giants Raytheon, Lockheed, and Boeing have each developed weapon systems specifically designed to employ the High-Energy Laser Weapon System to counter modern asymmetric threats. This cheaper approach is particularly novel, as they have done this without having to budget and program for the long-term development of a specific and costly weapon system. Tests have shown these systems offer precise, effective, and relatively inexpensive defense capabilities that can be adapted for a multitude of roles and numerous platforms.[25] If successfully implemented, innovations such as the High-Energy Laser Weapon System MRZR and similar vehicle-borne laser defense systems have the potential to change the tactical and operational landscape by effectively neutralizing an array of airborne threats; protecting countless American, allied, and civilian lives and assets.

great blue hole belize

Submerging into the @aquaticasubs Stingray to dive the beautiful #Belize #BlueHole

The Dow drops 800 points as trade fears ratchet back up      Cache   Translate Page

General Motors is proof to the world that slashing wages isn't the ticket to profitability      Cache   Translate Page
German and Japanese auto manufacturers succeed despite sticking to a high-wage model.

General Motors just gave its workers a lot less reasons to feel grateful, announcing right after the Thanksgiving holiday that the automobile manufacturer planned to cut its salaried workforce by 15 percent, to dump most of its car models and to kill off five North American plants, in Detroit and Warren, Michigan; Warren, Ohio; White Marsh, Maryland; along with its Oshawa, Ontario, plant north of the border. Yes, it’s a globally competitive business, and General Motors, like other American automobile manufacturers, has faced challenges from abroad. Additionally, some of GM’s problems have been self-inflicted, given its patchy record on safety matters and its abhorrent downplay of the resultant accidents. The company also put some of the blame on Trump’s steel and aluminum tariffs, which they claimed added about $1 billion in additional costs.

Upon closer inspection, however, the layoffs can’t simply be dismissed as an inevitable byproduct of globalization, or the impairment of free trade. There is something else going on here, a consideration that goes to the heart of GM’s flawed business model. It is tied to financialization, notably the CEO stock market-based compensation, which induces decisions that might elevate the share price in the short term, but often to the detriment of the company’s long-term success (like GE).

Along with the financialization of GM, the decision to offshore manufacturing in relatively low-wage locations hasn’t helped much. Outsourcing manufacturing in this way has, paradoxically, exacerbated GM’s problems. The sedan market (where GM is experiencing a large proportion of its competitive difficulties these days) typifies this conundrum. The lower and middle ends are dominated by Asia, which operate in a market segment where GM can never get its labor costs low enough to compete against them; the high end is dominated by Audi, Mercedes and BMW, German manufacturers that have devoted considerable capital investment so as to shore up the top-of-the-line models. Here, GM is unable to match the German brands, having chosen the soft option of offshoring its labor, avoiding extensive investment that would have otherwise allowed them to upgrade their production.

As Seymour Melman has noted in his work Dynamic Factors in Industrial Productivity, the unremitting focus on low-cost labor, which has been a key component of business models adopted by American corporations such as GM, creates disincentives toward capital investment decisions that would otherwise drive GM’s products further up the technology curve toward higher-margin products (which in turn yield higher profits and are less prone to competitive pressures from low-end car manufacturers, thereby alleviating the need to outsource manufacturing in the first place). It is quite likely that the historic paranoia about labor organizing in the U.S. is the underlying driver for this monomania.

By contrast, the stress on high-quality domestic engineering capability is something that Germany extends to other forms of high-tech manufacturing goods and services. Economists Jesus Felipe and Utsav Kumar have conducted a study illustrating that countries such as Germany have used capital investment to move up the technology curve to all sorts of higher-end products. Hence, it has a market share of 18 percent in the total world exports of the top-100 most complex products, vs. France 3.6 percent, Italy 3.1 percent, and Spain 0.9 percent.

Germany’s manufacturing success, therefore, is not a function of lower wages. Germany’s manufacturing unit labor costs have declined in a relative sense (especially relative to its Eurozone competitors) over the past decade, but in absolute terms, Germany’s manufacturers, including the auto producers, did not resort to a strategy of nominal wage squeezes or extensive offshoring to cheap labor locales such as China. As the economist Servaas Storm has argued: “It was German engineering ingenuity, not nominal wage restraint or the Hartz ‘reforms,’ which reduced its unit labor costs.” Engineering ingenuity largely came about through well-targeted capital investment and enabled German labor productivity to increase some 8 percent relative to its European and American counterparts.

As a result, Germany has become stronger and more productive in high-value-added, higher-tech manufacturing. Although some manufacturing has been outsourced to adjoining Eastern European countries, its leading companies have preserved an industrial ecosystem, which has enabled Germany to conserve more high-end jobs domestically in aggregate.

On the flip side, American manufacturers have generally taken the soft option of outsourcing and “demodularizing” production. As a result, they degraded industrial quality, increased development lead time, and increased unit costs in the process (Boeing’s 787 “Dreamliner” being a spectacular case in point). At this point, the U.S. doesn’t have what you could call a dynamic manufacturing economy. This has led to a perverse situation described last year by business journalist Jim Harger:

“Industry experts say that cadre of talented tool and die makers is growing in short supply in Michigan just as the demand is increasing.

“‘The average tool and die maker is 56 years old,’ says Baron, president and CEO of the Center for Automotive Research (CAR).

“‘We have not been back-filling. We are running out of talent as the cadence for cars is increasing and the launch rate is increasing.’

“About 75 percent of the tool and die makers in the workforce today are expected to retire in the next five to seven years. Meanwhile, it can take up to 10 years to train a master tool and die maker.”

So Detroit was left with production bottlenecks, because of the shortage of tool and die makers, which represented an important missing gap in production.

Of course, if management’s main incentive is to manage the company’s stock price, rather than the underlying business, it tends to do things like offshoring, which helps to juice the short-term quarterly profits. The share price generally follows suit. The long-term cost (which is usually seen well after the stock options have been cashed and the executive compensation has been paid out) is a production deficiency in the future, which can’t be easily replaced, as Professors Gary P. Pisano and Willy C. Shih explained in Harvard Business Review:

“As manufacturing plants closed or scaled back, many people in those occupations moved on to other things or retired. Seeing fewer job prospects down the road, young people opted for other careers. And many community and vocational schools, starved of students, scaled back their technical programs.”

As if by clockwork, GM’s share price initially greeted the news of the plant shutdowns with a 5 percent upward spike (that is, until adverse comments/threats from President Donald Trump, which muted the rise). The initial market reaction is exactly the sort of thing that further incentivizes stock-laden management to continue to formulate strategy with a view toward goosing a share price, rather than focusing energies on the underlying business operations themselves.

Following a classic pattern we have seen since the 1980s, GM’s CEO, Mary Barra, is the highest-paid auto CEO in the world, via a combination of salary and stock awards. In general, highly paid American manufacturing CEOS have been compensated for their willingness to hollow out compensation to their labor force. For the last two years, Barra has earned over $21m annually. Clearly, she has neither suffered the consequences of her company’s defective ignition switches, nor her company’s declining market share in the sedan market (the ostensible rationale for the layoffs).

The GM layoffs should not be blithely dismissed as another inevitable casualty of globalization. Nor are they a parable illustrating the dangers of increased protectionism (even though that is the narrative that GM wants you to believe). In fact, it is part of a much broader story, particularly in the U.S., where workers continue to deal with the consequences of labor casualization (i.e., flexible “alternative work arrangements”), the outsourcing of manufacturing to other countries, and the ultimate blowback to these increasingly financialized corporations, such as GM, as they continue to embrace measures that degrade their workforce, diminishing America’s viability as a source of highly skilled, good-paying jobs as a consequence.

There are other alternatives, as Germany proves. We occasionally get glimpses of the scale of this homegrown deterioration when a big layoff announcement is made. But seldom do we truly examine the underlying causes, the consequences of which continue to be masked by a hitherto ebullient stock market, which has become a wealth recycling machine for corporate CEOs, even as it provides nothing more than the aura of a Potemkin-like economic prosperity for the rest of us.

There is much on the Internet these days about documents allegedly hacked by Anonymous; these documents belong to the “Integrity Initiative” and describe a multi-country effort, funded by London and Washington, to counter “Russian propaganda” and “fake news”. Since the initial story broke, a good deal of confusion has been laid down: Wikileaks is doubtful, and Anonymous itself is being evasive. On the other hand, Integrity Initiative doesn’t entirely deny.
But even if entirely false, they would be in that curious category of “fake but true”: Integrity Initiative does actually exist and here is its website. It is certainly engaged in anti-Russia propaganda. It publishes articles locking the barn door after the horses have escaped: yes, “Novichok” is terribly deadly but that doesn’t mean it will kill you. But, if it isn’t strong enough to kill you today, it may be strong enough to kill someone four months later. Its most memorable statement is surely this:
The Kremlin has invested more operational thought, intent and resource in disinformation, in Europe and elsewhere in the democratic world, than any other single player.
A statement that would stun anyone who’s ever been in a hotel and gone channel cruising: RT’s in there somewhere along with CNN, MSNBC, Fox, BBC, DW, France Télévisions, Rai and so on. A tiny voice in a bellowing crowd. But, after all, these are the people who tell us that Russia affected the US election with one FB message per 400 million others.
The Integrity Initiative is one of many. We had, and still have, the Legatum Institute which worried about “Russian disinformation” back in 2013, a pair of British thinktankers two years later also worried about “Russia’s information warfare in the UK“. Then it was time for “hybrid war“, a supposed Russian invention. The so-called intelligence assessment (of “all 17 agencies“, but actually a hand-picked group from only three, one of which only had “moderate confidence”) on Russian hacking devoted nearly half its space to a four-year old rant about RT!
Such an obsession with RT and Sputnik! How many eyeballs do they reach? Not that many by all evidence. We’re talking small – not 1/413,000,000th small – but small. A good deal less than the BBC alone. Amazing! But the West bravely marshals its feeble power against the colossus of RT and creates the British Army’s “77th Brigade” of Twitter commandos, the US has its soldiers at Fort Bragg trolling away, NATO’s Centre of Excellence in Tallinn pumps it out and now the Integrity Initiative extrudes copy. Even little Canada has got into the act. Then we have the so-called independent think tanks busy creating “objective” “impartial” “scholarly” expliqués of the Russian threat. Some of these are nothing but beards for the arms industry. An example is CEPA (“a tax-exempt, non-profit, non-partisan, public policy research institute”) supported by, inter alia, the US Mission to NATO, NATO Public Diplomacy Division, US Naval Postgraduate School, US Department of Defense, US Department of State, Lockheed Martin Corporation, Raytheon Company, European Defense Agency, Chevron Corporation, Bell Helicopter, Textron Systems and BAE Systems. Its “non-partisan” reports tell us Russia is sowing chaos, that we must defend the “Sulwaki Corridor”, Nord Stream is a bad idea and so on. You may not have noticed Moscow’s hand in Catalonian separatism, but they have. All very predictable and just the sort of thing a company making big weapons wants out there to buttress its sales pitch. Bearded guys in turbans and sandals with IEDs are not big business; Russians in tanks are. A rather curious idea of “non-partisan”.
But, despite this, we’re supposed to believe that RT and Sputnik have awesome powers and that one little tweet from a Russian bot has an overwhelming effect against which these “non-partisan” outfits have a tough struggle. An intelligent child can see the nonsense.
But enough sarcasm, this isn’t funny: it’s actually very serious. Apart from the dangers of building up war fever against a power that could obliterate the West, it’s a telling indication of the decline of the West. And so triumphant and so confident only two decades ago!
In the Cold War Moscow’s sin was that it was actively trying to overthrow us and send those of us it didn’t shoot to the GuLag. Today its crime is contumacy: it persistently refuses to accept the blame that the West puts on it.
But neither do many of us. So, if you, as I do, think that the Western version of the MH17 story is a bit fishy, doubt that Assad is dumb enough to do the one thing that would invite Western missiles, regard Whitehall’s Skripal story as laughably incoherent, doubt that Litvinenko could write a perfect English sentence, find it absurd to assume that Putin kills people by such easily noticed means, know that there were Russian troops in Crimea all along, notice that the White Helmets have received millions yet can only afford dust masks and flip flops, had heard of the Crimean Tatars before, notice that NATO has expanded up to Russia’s borders and not the other way around, know something about Ossetian-Georgian relations, know what the Ukrainian Constitution says about getting rid of presidents, remember Nuland’s telephone call, can remember all the people falsely demonised by the Western propaganda machine… If you dare to think those thoughts, these people will call you a victim of (or accomplice in) Russian disinformation and say you need re-education. Certainly they don’t want you to be heard.
Of course no one is calling for the end of freedom of speech, just a shutting down of “fake news”. Social media is doing its best to do so, advised by such “impartial” organisations, in the case of Facebook, as the Atlantic Council. Which is funded by, well, many of the same organisations as CEPA, but with more foreign governments and oil companies. Lockheed Martin, Raytheon, Northrup Grumman, United Technologies, Boeing: they’re not interested in funding a venue for people who question the Russian threat meme, are they?
Once upon a time truth was considered to be the best defence. In the Cold War there was little effort to silence Soviet propaganda. Anybody could listen to Radio Moscow, read Soviet newspapers or anything else. Most countries had a legal communist party working, under Moscow’s strict control, for a communist takeover and pumping out propaganda as hard as it could. Innumerable front groups pushed communist and Soviet policy under a variety of covers. We didn’t worry too much: truth was the best defence. But the USSR did worry and it spent enormous efforts jamming Western broadcasts. A child could figure it out: the side that’s blocking the other side is afraid of the truth, it’s afraid of dissent, it’s afraid of freedom.
Twenty years ago most Russians would have agreed that Pravda & Co were lying both about the USSR and about the West. But not any more: read what Margarita Simonyan, the head of the dreaded RT, says: “Лет пятьдесят – тайно и явно – мы хотели жить как вы, а больше не хотим” (“For fifty years, secretly and openly, we wanted to live like you, but not any longer“). Reflect on what produced this contemporary Russian bittersweet joke: “Pravda lied to us about the USSR, but it told the truth about the West”.
So, in the end, Russians didn’t “drink the Kool-aid”. Willing once to believe, they believe no more. And that is Russia’s sin. It’s not bolsheviks lusting for blood, with nooses in their hands, charging down Park Lane and Wall Street these days, it’s Russians stubbornly being Russian. And that is unforgivable to a West that has lost the confidence that its positions stand strong and unaided.
Which it has. Why else these attempts to manipulate public opinion and block disagreement? It is, in a word, Soviet behaviour. The side that’s mostly telling the truth isn’t afraid of the other side’s lies. Again, a child could figure it out.
What they are telling us (forget all that Magna Carta, freedom of speech and thought, European Values stuff they were boasting about a few years ago) is this:
We don’t trust you to make up your mind, so we’ll do it for you.
Accept, Believe, Repeat. It’s a big slip down the slope.
Remember the notion, popular at one time, that the Soviets and the West would converge? Well, maybe they did and just kept moving past each other. Soon we’ll be fully Soviet in our response to Big Brother: believe the opposite, read between the lines, notice what you’re not being told.
But the “Russia information war” pays good money for people who can say with a straight face: “Novichok is deadly except when it isn’t” or “Our intelligence agencies rely on Bellingcat to tell them what’s going on” or “Assad gasses civilians when he’s winning because he likes being bombed” or “Putin kills all his enemies except the ones who are telling you he does” or “the Panama Papers prove Putin’s corruption even though his name isn’t mentioned” or, indeed, “Russia swung the US election with a trivial number of social media posts”. Oh, and RT is rotting our minds. Even if no one you know has ever watched it.
They are paid to believe what they believe to be paid.

Comment on Trump’s Timidity is Letting Comey Off the Hook by F. G. Sanford      Cache   Translate Page
'Twas a month before recess and all through the house, Deception consumed every mutinous louse. Jerry Corsi got snared in a perjury trap, Poppy Bush laid to rest for an underground nap. Now to Congress's wondering eyes will appear: Jim Comey, evasive, and wearing a sneer. Subpoenas were postponed as long as they could, It would work if the tale that they told sounded good. They would stick to the story that Putin had hacked, Assange had colluded and the Russians attacked. They'd ignore all the experts and bury Seth Rich, All will believe Roger Stone was the snitch! Hillary's book tour is Holiday fun, She's shopping with cash from Uranium One! Not a word about Craig Murray's thumb drive persists, "We must blame the Russians!" Chuck Schumer insists. The narrative Crowdstrike concocted will work, Jim Comey can posture, dissemble and smirk. With hearings concealed behind doors to be closed, He'll stick to the Guccifer hack when deposed. The "Big Lie" will triumph with spurious clout, The public will yield to insertion of doubt. Trey Gowdy can bluster, Bob Goodlatte can pout, But Comey is smug and the clock's been run out. The Q-dupes are thrilled and expect prosecutions, Those unsealed indictments might bring executions! They think those tribunals will get underway, With the swamp monsters tried at Guantanamo Bay! They want them all hung from the lamp posts with care, In the hope that the Clintons will also hang there! There's lots of unrest way down south at the border, The troops have been sent to contain the disorder. Poroshenko's in trouble, his ratings are thin, He just pulled a stunt like the Gulf of Tonkin. Bibi's in trouble for public corruption, Kashoggi's dismemberment caused a disruption. Gina insists MbS did the deed, Layoffs at GM and Ford will proceed. On Lockheed, on Boeing on Raytheon too, On Bell Helicopter, we're counting on you! The stock market looks like it's ready to tank, But Hillary's still drinking sauvignon blanc! Merry Christmas to all, make America Great, With a nuclear war, we can end Russia-Gate!

While I’ve never had any reservations about visiting Dubai, it’s never really been high on my list. Surprisingly, the forward-looking city built on sand won me over in less than 48 hours. Here’s why. A trip to Dubai starts with an Emirates flight that takes approximately seven hours. While that may seem like a long time, it is cushioned by the comfort of the Boeing 777 planes that make up the Emirates fleet. The perks – even in Economy class, although Business and First are also available – are quite numerous, and include more legroom than the average plane, decent meals, unlimited drinks, charging ports, and ICE, the entertainment system that gives you in excess of 3,500 channels including some of the latest movies, TV series, news, live sports, games and music. Once I land at Dubai International Airport (DBX), the true Dubai experience begins: a huge space, enclosed in white metal and glass, with palm trees, monumental columns and gold decoration. It is the perfect façade for a city that can sometimes feel surreal, larger-than-life and, to a certain extent, superficial. Yet, as I make the long journey from the plane to passport control, the staff I meet soften the initial...

Grant to Help Train Mechatronics Instructors December 4, 2018 The Heritage Classic Foundation is partnering with the SC Technical College System to invest $100,000 in a grant to expand training opportunities for skilled mechatronic workers across the state. The grant will be used to support Siemens Mechatronic System Certification Programs for faculty at South Carolina’s 16 technical colleges. This certification will allow for training and preparing much-needed, skilled maintenance technicians for South Carolina’s growing manufacturing sector.

The Heritage Classic Foundation is partnering with the SC Technical College System to invest $100,000 in a grant to expand training opportunities for skilled mechatronic workers across the state. The grant will be used to support Siemens Mechatronic System Certification Programs for faculty at South Carolina’s 16 technical colleges. This certification will allow for training and preparing much-needed, skilled maintenance technicians for South Carolina’s growing manufacturing sector.

As manufacturing equipment becomes more automated and technologically advanced, demand increases for highly-trained and highly-skilled mechatronic technicians. Mechatronics is a multidisciplinary field of engineering that includes a combination of mechanical engineering technology, robotics, electronics, computer engineering, telecommunications engineering, systems engineering and control engineering. Skilled mechatronic technicians are in constant demand.

This partnership will focus on expanding the training and certification of these much-needed technicians across the state. The grant will fund the second level of faculty training in Siemens’ globally-recognized certification program. The Siemens training provides comprehensive skills certification with a focus on system understanding, troubleshooting and problem-solving skills. It is renowned for producing well-grounded, trained individuals who can easily adapt to changing work situations quickly and appropriately.

Piedmont Technical College (PTC) offers both associate and certificate programs in mechatronics technology. Last year, the college expanded its mechatronics program, making a mechatronics technology certificate available on the Abbeville County Campus. With the addition of Abbeville, PTC now teaches mechatronics on four of its seven campuses, including full mechatronics degree programs at Greenwood, Newberry and Laurens (PTC Center for Advanced Manufacturing).

“As we revere a college culture of continuous improvement, we at Piedmont Tech are excited at the opportunity this grant provides to enhance training for our mechatronics instructors,” PTC President Dr. Ray Brooks said. “Our mechatronics technology curriculum instills the needed skill set for today’s automated manufacturing facilities. Our students receive practical, hands-on experience and computer simulation on automated assembly line processes.”

The Siemens’ certification is a standard used by many of South Carolina’s well-known manufacturing companies, including BMW, Michelin and Bosch.

“The SC Technical College System continuously collaborates with industry to best meet essential workforce needs. This partnership with the Heritage Classic Foundation and Siemens provides an excellent example of how our System strives to align our degrees and curriculum with community and industry needs,” said Dr. Tim Hardee, SC Technical College System president. “We look forward to working closely with our partners to train and prepare much-needed mechatronics technicians. Expansion of our offerings will help provide skilled workers who are so important to maintaining and supporting the technologically advanced equipment at manufacturing facilities across the state.”

The Heritage Classic Foundation is the general tournament sponsor of South Carolina’s only PGA TOUR event, the RBC Heritage Presented by Boeing. The mission of the Heritage Classic Foundation is to improve lives throughout the state of South Carolina. One of the ways that mission is fulfilled is through educational grants and scholarships.

“Funding the South Carolina Technical College mechatronics training program is twofold for us,” said Heritage Classic Foundation Trustee Doug Smith. “It helps further educate Palmetto State students by providing the necessary skills they require for meaningful work. It also creates a skilled workforce that is vital to the success of many of our corporate partners across the state.”

Cache   Translate Page
