Raveesh Kumar, the official spokesperson for the ministry of external affairs on Tuesday tweeted about signing of two agreements.

The two MoUs (Memorandum of Understanding) were signed during the visit of Sushma Swaraj, External Affairs Minister to UAE. One of the Memorandum is on development cooperation in Africa while the other is a currency swap agreement with United Arab Emirates.

Swaraj, who arrived in Dubai on Monday on a two-day visit, was received by the foreign minister of the UAE ahead of the UAE-India Joint Commission meeting.

Thanks to the currency swap, traders in the two countries can exchange with their local currencies. This will thereby reduce the need for a third benchmark currency like the US dollar.

India and UAE's bilateral trade is valued at $50 billion annually. In fact, UAE is India's sixth-largest source for oil imports and hosts a 3.3 million-strong Indian community.

India's exports to UAE (according to Commerce Ministry data for 2017-18) is estimated at $28.14 billion (9.27% of total exports). India has a diverse export basket. This includes fresh fruits, agricultural products, Shrimps, prawns, motor engines, reciprocating pistons and even ball point pens.

India imports basically comprises of crude oil. Imports according to commerce ministry data (2017-18) stands at $ 21.73 billion. This is 4.6% of India's total imports. India's import basket with the UAE includes Liquefied Natural Gas, Petroleum oils obtained from bituminous minerals, and Liquefied Propane.

The currency swap could help ease traders and companies engaged in the import-export of crude oil with UAE.

Further details are awaited to confirm the product categories and also the value of the currency swap.

India and the United Arab Emirates on Tuesday signed a currency swap agreement to boost investment and enable direct trade without using dollars or other international currencies. The swap is for 2 billion dirhams or 35 billion Indian rupees ($496 million), depending on which central bank requests the amount, an Indian embassy statement said. "The bilateral currency swap agreement between India and the UAE is expected to reduce the dependency on hard currencies like the U.S dollar," the statement said, adding that the two central banks had agreed the deal. Many of the decisions you make each day, including what you eat and drink, how much you exercise and even how you breathe, have a compound effect on your overall health. Making small changes can pay big dividends. The same is true of the small unhealthy decisions you make.

Lifestyle choices also affect your blood pressure and your risk for heart disease and stroke. According to the Centers for Disease Control and Prevention (CDC),1 nearly 33 percent of American adults have high blood pressure (hypertension) and another 33 percent have prehypertension — blood pressure higher than normal but not high enough to be classified as high blood pressure.

Only half of those with high blood pressure have the condition under control, and hypertension was a primary or contributing cause of death for more than 410,000 Americans in 2014. This is equal to more than 1,100 deaths every day. High blood pressure costs the U.S. $48.6 billion each year in health care services, medications and missed days of work.2

Medications for high blood pressure, also known as antihypertensives, come with a laundry list of side effects. Those side effects are related to how the medication interacts with your body. The U.S. Food and Drug Administration (FDA) recently recalled two antihypertensive medications after it was discovered the active ingredient was contaminated with a known human carcinogen.3

Blood Pressure Medication Recalled Due to Toxic Contaminants

The antihypertensive medication Valsartan is commonly used to control hypertension and heart failure. Only after being recalled by 22 other countries due to concerns over the active ingredient, sourced from China,4 the FDA issued a press release5 alerting health care professionals and patients of a voluntary recall.

The FDA estimates nearly 80 percent of active ingredients used in medications in the U.S. originate abroad, the majority of which come from China and India. The first recall in the U.S. occurred in July after the drug was being recalled across Europe following information that an impurity, N-nitrosodimethylamine (NDMA), had been identified as part of the manufacturing process.

NDMA was originally produced in the U.S. and used to make rocket fuel. It was discontinued when the chemical was detected in air, water and soil samples and was found to contribute to the development of liver and lung cancer. Consumption is also known to cause severe liver damage accompanied by internal bleeding, and potentially death.

Not all Valsartan products were recalled, only those from Major Pharmaceuticals, Solco Healthcare and Teva Pharmaceutical Industries. After 22 other countries, including Canada and the United Arab Emirates, had recalled the medications did Dr. Janet Woodcock, director of the FDA's Center for Drug Evaluation and Research, issue a statement saying:6

"We have carefully assessed the valsartan-containing medications sold in the United States, and we've found that the valsartan sold by these specific companies does not meet our safety standards. This is why we've asked these companies to take immediate action to protect patients."

The active ingredient was produced by Standard Chemical and Pharmaceutical Company in Taiwan. A spokesperson for the company commented in the newscast video above, saying, "We are victims too. The active pharmaceutical ingredient came in. We took it and conducted all the required tests."

Antihypertensive Medications Trigger Dangerous Side Effects

A Danish study, in collaboration with Florida State University, found one of the most popular drugs used to treat hypertension, hydrochlorothiazide, raises your risk of skin cancer sevenfold. The findings published in the Journal of the American Association of Dermatology7 demonstrated an association between the medication and squamous cell and basal cell carcinomas.

They looked at other antihypertensive medications but did not find associations between those and skin cancer. The results were based on data from over 80,000 individuals, compared against 1.5 million healthy control subjects. While squamous cell carcinoma has a low mortality rate, the treatments carry a risk of impairment and potential the cancer may spread.

Antihypertensive medications also increase your risk of more common side effects associated with how the medication works in your body or affects other organ systems. Although experts recommend starting any antihypertensive drug at the lowest possible dose and increasing gradually, even at low doses these drugs can trigger:8

Nervousness

Diarrhea

Constipation

Erectile dysfunction

Headache

Nausea

Vomiting

Skin rash

Weight loss or gain

Dizziness

Cough

The usual course of treatment is to begin with one drug and add a second if your blood pressure measurement does not fall to the desired level.9 As with any chemical added to your body, the more you add, the greater the risk you will experience side effects.

Current Hypertension Guidelines and Potential Measurement Inaccuracies

Maintaining your blood pressure within healthy limits is one of the more important methods of reducing your risk of cardiovascular disease and stroke. Recently, the American Heart Association (AHA) introduced new blood pressure measurements for the diagnosis of hypertension.10

Using this new criteria, it's estimated nearly half of American adults could be diagnosed with hypertension. Previously, readings of 140/90 and above were considered hypertension, but the newest guidelines lower those numbers to 130/80. Using these new guidelines, it's estimated the number of men and women under 45 with hypertension will triple and double respectively.

Health experts from the organizations who formulated the new guidelines, the AHA and the American College of Cardiology, stressed the importance of getting an accurate pressure measurement to ascertain the necessity for medications. It's also important to have at least two elevated readings on two separate occasions before a diagnosis of hypertension is issued.11

Blood pressure measurements in the doctor's office usually measure the pressure of the brachial artery in your upper arm. Central blood pressure (CBP) is considered a better prognostic marker of cardiovascular disease and indicator of the pressure experienced by your organs,12 but requires an invasive procedure.

Inaccuracies are related to several factors, including the size of the cuff, the placement of the cuff, calibration of the machine, body position and activity. Researchers also encourage health care providers to measure blood pressure once in each arm.

A number of studies have revealed a significant difference between your right and left arm pressure may indicate circulatory problems that raise your risk for stroke, peripheral artery disease or other cardiovascular issues.13 For further discussion of how to get the best blood pressure measurement at your doctor's office, see my previous article, "Blood Pressure Testing Is Mostly Inaccurate."

What Triggers a Rise in Blood Pressure?

Knowing what triggers a rise in blood pressure may assist you in determining the lifestyle choices needed to normalize your readings and reduce the risk of conditions linked to hypertension, such as kidney disease, cognitive decline and Alzheimer's disease. The health problems associated with hypertension have nearly doubled in the past four decades.

As much as 95 percent of high blood pressure is called essential hypertension, meaning the underlying cause is unknown. However, a number of identifiable factors found globally contribute to the rise in blood pressure. This includes but is not limited to:

  • Insulin and leptin resistance. As your insulin and leptin levels rise, it causes your blood pressure to increase.14,15
  • Elevated uric acid levels are also significantly associated with hypertension,16 so any program adopted to address high blood pressure needs to normalize your uric acid level as well.
  • Poor nutrition in childhood has been shown to raise the risk of high blood pressure in adulthood.17
  • Lead exposure18
  • Air pollution affects blood pressure by causing inflammation while noise pollution asserts an effect via your nervous and hormonal systems. Air pollution19 has been shown to increase your risk of high blood pressure to the same degree as having a body mass index of 25 to 30.

Living in an area plagued by constant noise pollution (busy city streets with night time traffic) has also been shown to increase the risk of hypertension.20

Dietary Changes Can Help Normalize Your Blood Pressure

For an in-depth discussion of how blood pressure affects your body, see my previous article, "An Introduction to High Blood Pressure." As noted by Majid Ezzati, Ph.D., a professor of global environmental health at Imperial College London and author of an analysis21 of worldwide data evaluating blood pressure trends:22

"The perception is that people are not getting enough calories, but the reality is, they're not getting healthy calories. Making fresh, healthy food affordable and accessible for everybody should be a priority."

One of the most important dietary changes you can make to affect your blood pressure is to eliminate or dramatically reduce sugar and processed fructose from your diet. The easiest way is to replace processed foods with real, whole foods.

This not only addresses insulin and leptin resistance but also helps reduce elevated uric acid levels, both of which are significant factors in blood pressure. In one study,23 researchers discovered those who consumed 74 grams or more per day of fructose had a 77 percent greater risk of high blood pressure.

It also increased the risk of a reading of 135/85 by 26 percent and a reading of 140/90 by 30 percent, both which fall in the range of hypertension. By checking your fasting insulin level, you can see whether insulin and leptin resistance is at play.

Aim for a fasting insulin level of 2 to 3 microU per mL (mcU/mL). If it's 5 mcU/mL or above you definitely need to lower your insulin level to reduce the risk of high blood pressure and other cardiovascular health problems.

Nitric Oxide Helps Relax Your Arteries and Reduce Blood Pressure

Your body naturally produces nitric oxide to relax your arterial walls. You lose 10 percent of your body's ability to make nitric oxide for every decade of life, which is why it's important to take steps to improve your production as you age.

Beets contain nitrates that are converted into nitric oxide in your body. Raw beets may also boost stamina24 during exercise, and concentrated beet juice has led to improvements in those suffering from heart failure.25

However, they are also high in sugar, which is why I recommend only limited amounts, or eating them in fermented form. Fermenting beets gives you all the health boosting benefits without the concerns of high sugar content. Dark leafy greens or another good source of naturally-occurring nitrates that are converted into nitric oxide in your body.

You can also increase your nitric oxide levels by doing the Nitric Oxide Dump workout two to three times a day. These short bursts of high-intensity activity help release nitric oxide, relax your arterial walls and reduce your blood pressure. For a demonstration, see the video above. New Delhi: British national Christian Michel James, the middleman wanted in Rs 3,600-crore AgustaWestland VVIP chopper deal case, was extrdited to India on Tuesday night from the United Arab Emirates (UAE). He was taken straight to the CBI headquarters from the airport here.

The extradition comes as a major boost to the Indian agencies investigating the bribery angle in the contract.

The Central Bureau of Investigation (CBI) took James, 57, under its custody as soon as he arrived at the Indira Gandhi International Airport here around 11 p.m in a special aircraft, accompanied by a team of CBI, Research and Analysis Wing (RAW) and Ministry of External Affairs officials.

Once the immigration process was over at the airport, James went through a medical examination in the presence of customs and other officials.

Subsequently, he was escorted by a Delhi Police team to the CBI headquarters in south Delhi's Lodhi Road area for interrogation over his alleged role in the purchase of 12 AW-101 VVIP choppers from AgustaWestland.

James would be confronted with documents recovered during raids by the Swiss authorities and shared with the CBI through Letters Rogatory (LRs) -- documents used for making request through a foreign court to obtain information from specified person/s within the jurisdiction of that court -- indicating the bribes paid by James to the Indian authorities for securing the contract for the supply of VVIP helicopters.

James, who had been avoiding criminal proceedings in India, is likely to be presented at a special CBI court in Delhi's Patiala House court on Wednesday afternoon.

The central probe agency in a press note said the entire extradition operation was conducted under the guidance of National Security Adviser Ajit Doval, with the coordination of interim CBI Director M. Nageswara Rao.

A team led by Joint CBI Director A. Sai Manohar was in Dubai during the extradition process, the note said.

The action comes after the Court of Cassation in the UAE in November upheld a lower court order which said that Michel could be extradited to India.

According to the report, James was kept under detention at the Dubai Police's Criminal Investigation Department (CID), as per the Indian government's request. The extradition was undertaken in coordination with the Interpol and the Dubai CID.

James is one of the three middlemen being probed by the CBI and the Enforcement Directorate (ED) in connection with the alleged scam.

In January, the ED had lodged a request with the UAE authorities for extraditing James. Both ED and CBI had filed chargesheets in bribery cases in Indian courts and non-bailable warrants had been issued against the accused.

Last year, a Red Corner Notice (RCN) was issued against James by the Interpol on a request by the CBI. RCNs were also issued against two Italians -- Carlo Gerosa and Guido Haschke -- for their role in the case.

According to the Indian investigative agencies, James had received at least Rs 235 crore for ensuring that the chopper contract went to AgustaWestland. He was a frequent visitor to India, having undertaken 300 trips to this country between 1997 and 2013.

Earlier, the ED officials had said that bribes to James were paid through a web of companies located abroad and in India on the pretext of payment for consultancy work. James also used his Dubai-based firm Global Services FZE as a conduit for receiving money.

A CBI chargesheet in the case also named four Indians -- former Indian Air Force (IAF) chief S.P. Tyagi, his cousin Sanjeev Tyagi alias Julie, then Vice Chief of the Air Staff J.S. Gujral and advocate Gautam Khaitan.

The chargesheet mentioned Khaitan as the "brain" behind the deal.

Others named in the chargesheet included Giuseppe Orsi, the former chief of Italian defence and aerospace major Finmeccanica, and Bruno Spagnolini, former CEO of AgustaWestland, apart from middlemen James, Haschke and Gerosa.

On January 1, 2014, India cancelled the contract with Finmeccanica's British subsidiary AgustaWestland for supplying the VVIP choppers to the IAF over alleged breach of contractual obligations and on charges of paying kickbacks to the tune of Rs 423 crore.

The CBI, which registered an FIR in the case on March 12, 2013, had alleged that Tyagi and other accused received kickbacks from AgustaWestland to help it win the contract.

Australia vice-captain and all-rounder Mitchell Marsh has been dropped for the first test against India as selectors backed the team's three specialist seamers to bowl a full workload at Adelaide Oval.

India will pick their playing XI for the first Test against Australia from the 12 players which was announced on Wednesday.

Marsh's place in the side for the series-opener, which starts on Thursday, has been taken by middle order batsman Peter Handscomb, recalled for the first time since the tour of South Africa in March and April.

Despite scoring a century for Sheffield Shield side Western Australia in the leadup, Marsh pays the price for a poor tour of the United Arab Emirates where he managed 30 runs from four innings with the bat against Pakistan and two wickets at the cost of almost 100 runs with the ball.

“Mitch Marsh probably hasn't been as consistent as he would like and we would like,” captain Tim Paine told reporters at Adelaide Oval on Wednesday, confirming that Handscomb would bat fifth in the order with local favourite Travis Head at six.

“We know he’s good enough to be a genuine all-rounder at test level.

“The quicks are going to have a bowl a bit more and we have full faith that Nathan Lyon can do the job.”

Paine confirmed Marcus Harris would make his test debut and open the batting with Aaron Finch in the opener of the four-match series, Australia's first home test since Steve Smith and David Warner were banned over the Newlands ball-tampering scandal.

“Hes been a really consistent player for the last three years and thoroughly deserves the opportunity,” Paine said of Harris.

“He's an aggressive little player, hell play his shots but hes also improved his defence.”

Australia coach Justin Langer earlier confirmed that batsman Usman Khawaja would take his place in the side despite the arrest of his brother on charges of attempting to pervert the course of justice and forgery on Tuesday.

“We're keeping an eye on 'Uzzie', obviously it was a little bit of a shock for him yesterday,” Langer said on SEN radio.

“A lot of cricketers say this, but the actual sanctuary is out in the middle so while there's a lot going on in his personal life, we're all around him to support him.

“Hell be as cool and calm as usual out in the middle.”

With a scorching 39 degrees Celsius forecast for Adelaide on Thursday, Paine said Australia would be inclined to bat first if he won the toss against counterpart Virat Kohli.

“You want to bat on days when it's 40 degrees,” said the wicket-keeper.

New Delhi, Dec 5 (IANS) The Congress party on Wednesday fired lawyer Aljo K. Joseph from its legal cell after a controversy erupted over Joseph representing AgustaWestland chopper deal middleman Christian Michel James.

"Aljo K. Joseph appeared in his personal capacity. He did not consult the Youth Congress before appearing in the case. The Indian Youth Congress (IYC) does NOT endorse such actions," AICC Joint Secretary Krishna Allavaru said in a tweet.

"The IYC has removed Aljo Joseph from IYC's legal department and expelled him from the party with immediate effect," Allavaru added.

A controversy erupted over Joseph's Congress connection after Suresh Nakhua, spokesperson of the Bharatiya Janata Party (BJP)'s Mumbai unit, tweeted that Joseph, who appeared for Michel, was in-charge of the legal department of the Youth Congress.

"Any guesses who is lawyer for Christian Michel? Mr Aljo K. Joseph, national incharge, legal department, Indian Youth Congress," Nakhua had tweeted.

Soon after, Amit Malviya, BJP's In-charge of national IT department tweeted: "Meet the Congressman who is going to defend AgustaWestland 'middleman' Christian Michel... Does it get more obvious than that?"

Reacting to it, Joseph accepted that he was associated with the Congress but clarified that he appeared in the case in his personal and professional capacity.

"I am an advocate and appeared in my personal capacity. If somebody asks me to appear on his behalf, I have only discharged my duty as a lawyer. This has nothing to do with Congress. My relationship with Congress is separate and my professional relation is separate," Joseph said.

Christian Michel James, wanted in the Rs 3,600-crore AgustaWestland VVIP chopper deal case, was produced at a CBI court here on Wednesday after he was extradited to India on Tuesday night from the United Arab Emirates (UAE). A CBI team escorted him to India in a special plane.

Over the past 18 years, the Federation of Hong Kong Business Associations Worldwide has excelled in helping to connect overseas entrepreneurs with Hong Kong. Indeed, the Federation’s mission is closely aligned with the Government’s theme of Connect & Excel - in other words, how connecting with Hong Kong can help people and businesses excel in our region.

 

For those of you on a return visit to Hong Kong, I am sure you have noticed how rapidly our city is evolving. Indeed, we take pride in our ability to adapt and keep pace with the latest innovations and developments in the global economy.

 

Let me first give you a snapshot of Hong Kong’s current economic situation. Our economy remains strong. Latest figures show that the real GDP growth in the third quarter this year is 2.9%. This marks the eighth consecutive quarter of growth above the trend growth rate of 2.7% per annum in the past decade. Our full-year GDP for 2018 is forecast to be 3.2%.

 

The inflation rate is moderate at 2.8% in the third quarter of 2018, and unemployment remains at a record-low 2.8%. Also worth noting is that our exports still grew 5% in the third quarter compared to the same period last year.

 

These figures underscore the robustness of our economy. However, uncertainties in the global situation and outlook are cause for concern, not least the trade dispute between China and the US. To address the possible impact, we have launched a number of measures to help businesses, in particular small and medium-sized enterprises, that may be affected. We have enhanced our various funding schemes to assist them in developing new export markets, and strengthened the export credit insurance provided to exporters. We have also improved our loan guarantee scheme to make it easier and cheaper for SMEs to borrow from the banks. Given the increasing interdependence of the global economy, we shall continue to monitor the global economic situation very carefully, and implement timely countermeasures as appropriate.

 

Coming in from the Hong Kong International Airport, I am sure the Hong Kong-Zhuhai-Macao Bridge has caught your eye. Yes, it is open. The other major cross-boundary transport infrastructure, the Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, is operating as well. The Express Rail Link connects Hong Kong to the over 25,000-kilometre high-speed train network on the Mainland, while the Hong Kong-Zhuhai-Macao Bridge conveniently connects Hong Kong to cities on the west bank of the Pearl River Delta. These two mega projects are expected to create growth opportunities for various industries, not least tourism, trade, logistics, and financial and professional services.

 

Financial services is one of our key competitive strengths. Over the past 11 months, we have introduced a number of initiatives to further enhance our competitiveness.

 

On listing regime, since April this year, we have allowed high-growth and innovative companies with weighted voting rights structures, as well as pre-revenue biotech companies, to list on the Main Board of the Hong Kong Stock Exchange. We are confident that the new listing regime will meet the needs of the new economy, thereby further enhancing the attractiveness and competitiveness of Hong Kong’s listing platform to issuers from different jurisdictions.

 

On bond market, we have introduced a three-year pilot bond grant scheme to subsidise bond issuance costs of up to $2.5 million per case for eligible enterprises issuing bonds in Hong Kong for the first time.

 

Furthermore, riding on the accelerating global demand for green financial products, we have introduced a Green Bond Grant Scheme and will soon launch a Government Green Bond Programme with a borrowing limit set at $100 billion to jump-start Hong Kong as a green finance hub. In fact, for the first half of this year, we have already attracted 15 issues of Green Bond in Hong Kong raising an aggregate amount of US$8 billion.

 

On fund management, we have been working very hard to attract more funds of various types to base and develop their business in Hong Kong. To achieve this, we have launched new fund structures and provide profit tax exemption of 100% to attract certain fund managers to Hong Kong, particularly those who are not familiar with the trust law to choose Hong Kong to base their operations. Indeed, we are working to make further legislative amendments to provide a more favourable operating and tax environment to the fund industry to make Hong Kong the private equity hub in Asia.

 

We are also developing Hong Kong as a global business hub attracting enterprises to establish their regional headquarters or corporate treasury centres here.

 

On government-to-government level, we will continue to expand our network of free trade agreements, investment agreements and avoidance of double taxation agreements with economies around the world. In June this year, Hong Kong and Georgia signed an FTA (Free Trade Agreement), thereby expanding the FTA network into the Caucasus region. We also have just completed negotiations with Australia on a comprehensive FTA plus investment agreement. We are also exploring an FTA with the Pacific Alliance, comprising Chile, Colombia, Mexico and Peru and intend to seek accession to the Regional Comprehensive Economic Partnership after completion of negotiations by ASEAN (Association of Southeast Asian Nations) and other relevant economies. We are also exploring with the UK options for forging closer economic ties, including possibly an FTA in the future. The whole idea of expanding this FTA, apart from expanding our export market, is to make Hong Kong a better place to be the regional headquarters of overseas companies.

 

To step up our presence in the international arena, we are expanding the network of our Economic & Trade Offices (ETO). This will help to strengthen ties with strategic markets, tap business opportunities and boost direct investment into Hong Kong. Discussions with the Government of the United Arab Emirates on a new ETO in Dubai are progressing well, and we expect to have the ETO set up soon - our first ETO in the Middle East. Meanwhile, in Thailand, a new Bangkok ETO is expected to commence operation early next year. It will be our third ETO in the ASEAN region after Jakarta and Singapore. Together with the ASEAN-Hong Kong FTA coming into full force in early 2019, we anticipate a much closer relationship with the ASEAN Economic Community.

 

On innovation and technology, we are making substantial investments and are working closely with neighbouring cities such as Shenzhen. In the past two years’ Budget and Policy Address, we have already committed over $100 billion. Some are being spent, and some are to support the initiatives to come. Also, works for the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop are progressing according to schedule.

 

We have allocated, for example, $10 billion to build two clusters in the Science Park, one on artificial intelligence and robotics, while the other is healthcare technology. We have launched the Technology Talent Scheme and updated our Talent List to make it easier for foreign tech gurus and professionals to come to Hong Kong to work. Also, we have been implementing a number of schemes to provide funding and technical support to startups and tech companies. Indeed, another $10 billion has been given to the Science Park - about 30% of it is to build additional infrastructure and the remaining $7 billion is for them to tailor-make specific incentive packages to attract foreign tech companies to come to Hong Kong. We have also started a fund to work with venture capitalists to co-invest in startups and tech companies.

 

We welcome multinational corporations to leverage on Hong Kong’s platform and set up their regional treasury centres here. We are providing 50% profits tax reduction to help make this happen.

 

The Guangdong-Hong Kong-Macao Greater Bay Area development is rapidly taking shape. For the information of our guests from overseas, this area covers some 56,000 sq km with a combined population of about 70 million - larger than that of the Tokyo and San Francisco Bay Areas combined. Covering nine major cities in Guangdong Province, plus the Special Administrative Regions of Hong Kong and Macau, the Greater Bay Area generates an aggregate GDP of around US$1.5 trillion, which is slightly larger than that of Australia and is comparable to Korea. And it is the most affluent region on the Mainland. It is right on our doorstep, brought even closer to Hong Kong by the Hong Kong-Zhuhai-Macao Bridge and the high-speed rail link. The Greater Bay Area offers tremendous opportunities for Hong Kong businesses and businesses that partner with Hong Kong.

 

As you can see, we are investing boldly in Hong Kong’s future, but what really gives our city its unique competitive edge is the “one country, two systems” arrangement. Since the establishment of the Hong Kong Special Administrative Region in 1997, we have continued to operate as a separate customs territory with our own financial, tax and legal systems. After 21 years, the enduring success of “one country, two systems” is clear. The US-based Heritage Foundation has ranked Hong Kong as the world’s freest economy for 24 years in a row; the Swiss-based International Institute for Management Development rates Hong Kong as the second most competitive economy globally. The World Bank lifted Hong Kong to the fourth place in its latest Ease of Doing Business Report, and the World Economic Forum places Hong Kong top in Asia for judicial independence.

 

I must also mention that a new report by PricewaterhouseCoopers and the World Bank finds Hong Kong to have the most business-friendly tax system in the world - profits tax of 8.25% on the first $2 million of profits of corporations and 16.5% thereafter; salaries tax capped at 15%. No inheritance tax, no capital gains tax, no GST or VAT. That's what we call business-friendly!

 

Ladies and gentlemen, I have mentioned just a few of the initiatives that will continue to strengthen Hong Kong’s attractiveness to overseas investors and entrepreneurs. By diversifying our economy, boosting cross-border connectivity and promoting I&T as a driver for growth, we can withstand current and future economic headwinds and capture new opportunities arising from the Greater Bay Area development and the Belt & Road Initiative.

 

Some of you may wonder, given the current global uncertainties arising from the Sino-US trade conflict and others, whether we still have the resources to implement counter measures and to continue to invest in the future. Let me assure you, the fiscal position of the Hong Kong Special Administrative Region Government is very strong. We have an accumulated surplus of over $1.1 trillion, not to mention about $600 billion in the Exchange Fund. We have the financial capacity to invest in our future, to grow our economy further, to continue to improve the living of our people, and to allow us to tackle economic headwinds ahead.

All is fair in love and war, or when you want to do a little scaremongering. Reuters sounded the alarm on Iran's efforts to boost the range of its missiles, while completely missing what missiles they were. The story ran by the news agency on Wednesday cited Iran's Brigadier General Aziz Nasirzadeh as saying: "One of our most important programs is increasing the range of missiles and ammunition," and "We don't see any limitations for ourselves in this field." Sounds scary? Sure, because, Reuters added, the Iranian military say the range of their missiles is 2,000km and it is enough to target "US bases in Afghanistan, the United Arab Emirates, and Qatar, plus US aircraft carriers in the Gulf." British academic Matthew Hedges has accused investigators from the United Arab Emirates (UAE) of subjecting him to psychological torture and forcing him to give a false confession that he is an agent of the British spy agency, MI6. In an interview with The Times of London, Hedges said that during his more than six months of imprisonment, he suffered sleep deprivation and was forced-fed a combination of tranquilisers and stimulants by his Emirati captors. "They started getting more and more aggressive and I'd have panic attacks for two or three days in a row. After all that pressure, I said: 'OK, fine, whatever, yeah, sure.'" Hedges also revealed that at one point during the interrogation, he was offered to become a double-agent for the UAE, even as he was forced to stand for the whole day in ankle cuffs and was interrogated for as long as 15 hours. As a Post-Quantum Crypto Researcher, you will:

- Design, implement and deploy quantum-safe cryptographic algorithms covering both but not limited to: key exchange algorithms and digital signature schemes.

- Conduct research and development in lattice-based, code-based or hash-based cryptosystems.

- Perform security assessments of either crypto-primitives or cryptosystems at the theoretical and implementation level.

Oil production from the Organization of the Petroleum Exporting Countries rose by 40,000 barrels a day to 33.08 million barrels in November from a month earlier, according to an S&P Global Platts report released Wednesday. U.S. sanctions caused Iran's output to fall below 3 million barrels a day. However, Saudi Arabia increased its production by 350,000 barrels a day and output from the United Arab Emirates climbed by 130,000 barrels a day, keeping OPEC's collective output from falling, the report said. Still, compliance among the 12 OPEC members with quotas under the output-cut agreement that began in January 2017 fell to 109% last month from 118% a month earlier. January West Texas Intermediate crude was up 12 cents at $53.37 a barrel on the New York Mercantile Exchange. The U.S. stock market was closed in observance of a national day of mourning following the passing of former President George H.W. Bush.
