International Criminal Court (ICC) member countries should reaffirm the court’s mandate in the face of United States threats to weaken its essential role in international justice, says Human Rights Watch. The 17th session of the court’s annual meeting, the Assembly of States Parties, will take place in The Hague from 5 to 12 December 2018.

The administration of US President Donald Trump has sought to undermine the court’s legitimacy and threatened to thwart investigations involving the US or its allies. On September 10, the US national security adviser, John Bolton, declared that the US would not cooperate with the ICC. He threatened a number of retaliatory steps if the court investigated US citizens or citizens of allied countries, including against court officials and governments cooperating with the ICC. Trump also made critical remarks at the United Nations General Assembly.

“US threats against the ICC are an affront to every victim seeking justice before this court”, said Elizabeth Evenson, associate international justice director at Human Rights Watch. “ICC member countries should demonstrate at their annual meeting their resolve to oppose any effort to undermine the court’s investigations and prosecutions.”

The ICC prosecutor’s request to open an investigation in Afghanistan, which could include crimes committed by Taliban forces and the Afghan government, as well as US military and Central Intelligence Agency personnel, is pending before the court. An ICC investigation in Afghanistan would advance accountability and provide victims with a path to justice, while putting those responsible for serious crimes on notice that they could face prosecution, Human Rights Watch said.

ICC member countries responded to the US threats with strong statements of support for the court. Similar efforts in the past to undermine the court’s work have also been met by firm resistance from members, including a hostile US campaign by the administration of George W. Bush.

Given the broader pressure on the international rule of law, it is all the more important for ICC member countries to defend the court’s mandate with clear statements and actions, Human Rights Watch said. ICC members should seize opportunities during the meeting’s general debate in the language of resolutions adopted, in discussions on state cooperation, and at other moments to show their resolve to ensure that the court can do its job.

Members will mark the 20th anniversary of the ICC’s founding treaty, the Rome Statute, during a dedicated debate at the session, capping a year of anniversary commemorations. They will also discuss victim rights. Governments and court officials should use discussions to address the court’s challenges, including improving court investigations, deepening the court’s impact in affected communities, and securing arrests based on its warrants since the court depends on member countries to make the arrests. On 17 November 2018, Alfred Yékatom, known as “Rombhot,” was surrendered to the court in a case arising out of its investigation in the Central African Republic, the second arrest in 2018 for the court. But 17 arrest warrants remain outstanding, at the expense of victims and their families.

“The ICC has struggled to deliver on expectations”, Evenson said. “It’s precisely because the court’s role is so crucial in bringing justice that court officials need to step up their performance and member governments need to increase their support.”

Human Rights Watch issued a briefing note in advance of the session, with recommendations to ICC states parties, including for the election of the court’s next prosecutor. The term of the current prosecutor, Fatou Bensouda, expires in June 2021. Early preparations and a strictly merit-based approach to the election is needed, Human Rights Watch said.

Negotiations about the court’s annual budget, with funds provided by its member countries, will be part of the agenda. Some member countries have demanded 'zero growth' in the court’s budget, but other countries have increasingly insisted that the court should have the resources it needs to manage its growing workload. During 2018, the ICC prosecutor opened three new preliminary examinations – into the situations in the Philippines, Bangladesh/Myanmar, and Venezuela – and received two referrals from member countries to examine the situations in Palestine and Venezuela.

The ICC is the first permanent global court mandated to bring to justice people responsible for war crimes, crimes against humanity, and genocide when national courts are unable or unwilling to do so. It is a court of last resort and has 123 member countries. In addition to the request to open an investigation in Afghanistan, the ICC prosecutor has opened investigations in Central African Republic, Côte d’Ivoire, the Darfur region of Sudan, Democratic Republic of Congo, Georgia, Kenya, Libya, Mali, and northern Uganda. The prosecutor is also examining allegations of crimes committed in a number of places to determine whether to open investigations. In addition to Venezuela, Bangladesh/Myanmar, and the Philippines, these include Colombia, Guinea, Nigeria, Palestine, Ukraine, and alleged abuses by United Kingdom armed forces in Iraq.

“The court is a crucial yet vulnerable component of the rule-based global order, and has a vital role to play in backstopping victims’ access to justice”,  Evenson said. “Members should take every opportunity to make clear that they will provide the support it needs.”

Immunità di Gregge for Dummies

Nel realizzare questa guida ho voluto tentare di rispondere alla domanda che da sempre mi ha accompagnato nella lotta per la libertà di scelta: “che cos’è l’immunità di gregge”.
I dubbi che mi hanno accompagnato non sono nati sul web, o meglio, non sono nati da siti bufalari ma da siti e comunicazioni istituzionali come il piano vaccinale 2017-19 del Ministero della Salute in cui si legge una lunga serie di vantaggi della “vaccinazione” tra cui:
Il beneficio è, pertanto, diretto, derivante dalla vaccinazione stessa che immunizza totalmente o parzialmente la persona vaccinata, e indiretto, in virtù della creazione di una rete di sicurezza, a favore dei soggetti non vaccinati, che riduce il rischio di contagio. La straordinarietà dello strumento è data dal fatto che esso, a fronte di un modesto impiego di risorse, comporta tali rilevanti benefici in termini di immunità individuale e immunità collettiva (herd immunity)”. 1
Wow, quale pazzo scellerato non si vaccinerebbe per tutti i vaccini esistenti? Beh, ma siamo sicuri che tutto è come ci viene venduto?


La teoria dell'immunità di gregge
Secondo la teoria dell'immunità di gregge, il propagarsi di un’infezione può essere interrotta quando un gran numero di persone sono immuni e quanto maggiore è la percentuale di individui immunizzati, minore è la probabilità che un individuo entri in contatto con il patogeno. Semplice, conciso, d’effetto, ma è così lineare?
A livello ipotetico assolutamente sì, più immunizzi e meno probabilità hai che quel determinato patogeno si propaghi ma, mentre questo concetto è possibile, sempre ipoteticamente, non è assolutamente dimostrata nella pratica la soglia prevista dai modelli, né è dimostrato che nelle nostre società una diminuzione della percentuale di soggetti vaccinati porti automaticamente all’annullamento dell’effetto gregge, pertanto siamo nel campo delle teorie e il concetto di immunità di gregge è un concetto teorico.

Il concetto di immunità di gregge è scientificamente noto2, ciò che è meno noto è il fatto che nella descrizione originale di herd immunity, la protezione per la popolazione in generale si verifica solo se le persone hanno contratto l'infezione naturale e il motivo è abbastanza banale, la malattia naturalmente contratta genera immunità per tutta la vita.

Torniamo alla definizione “for Dummies” di immunità di gregge: più la popolazione è immunizzata e meno probabilità ci sono che il patogeno si propaghi, solo ipoteticamente perché non è ad oggi dimostrato nella pratica che questo avvenga: originariamente viene definito il concetto sulla base della malattia naturalmente contratta, che dona immunità per tutta la vita.


Chi sostiene la vaccinazione come soluzione suprema, ha nel tempo utilizzato il termine “immunità di gregge” legandolo alle vaccinazioni, cioè all’immunità indotta dai vaccini. Il grosso problema di questa teoria è la durata - limitata nel tempo - dell’immunizzazione indotta da vaccino, fatto noto. Inoltre l'eventuale mancata o ridotta risposta immunitaria dipende sia da fattori individuali - alterazioni genetiche o temporanee della funzionalità del sistema immunitario, patologie o trattamenti terapeutici che causano immunosoppressione - che da fattori legati alla modalità con cui il vaccino interagisce con il sistema immunitario (responsabile di un’intrinseca bassa efficacia).
Inoltre, la necessità di somministrare più richiami dei vaccini per consentire un’adeguata risposta anticorpale aumenta il rischio di stimolare il sistema immunitario in modo non appropriato e può determinare l’insorgenza di patologie autoimmuni, di iperimmunizzazione o immunosoppressione.
Ma più concretamente, mentre esimi professoroni ci ripetono a tv unificate il concetto di immunità di gregge, qualsiasi genitore che ha vaccinato i propri figli e provi a fare le titolazioni anticorpali, capirà facilmente quanto il “grosso problema” si faccia più grosso del previsto. Un numero imprevisto e preoccupante di soggetti vaccinati, anche di recente, non ha immunità indotta. Volete le prove? Fate le titolazioni anticorpali ai vostri figli vaccinati. Rivaccinateli secondo calendario, rifate i test anticorpali. Bene, ora fatelo su 100, 1.000 e 10.000 soggetti e poi portate le prove che i non responder, i soggetti scientificamente provati che non dovrebbero rispondere alle vaccinazioni, sono solo il 5%.
I concetti di vaccinazione e l’immunità di gregge difficilmente si incontrano, si arenano solitari in lontane spiagge chiamate “vita reale”: questi vaccini, e probabilmente il vaccino per come è concepito da sempre, può portare un’immunità indotta scarsa, scarsissima spesso, e dalla durata breve se non brevissima.
Torniamo alla definizione “for Dummies” di immunità di gregge e aggiungiamoci un pezzetto: più la popolazione è immunizzata e meno probabilità ci sono che il patogeno si propaghi, tutto ipoteticamente perché non è ad oggi dimostrato nella pratica che questo avvenga: originariamente viene definito il concetto sulla base della malattia naturalmente contratta, che dona immunità per tutta la vita. L’immunità indotta da vaccini, pur essendo il mantra comunemente riconosciuto, non tiene conto della reale efficacia di alcuni vaccini sia come immunizzazione che come durata di immunizzazione.
Basta questo? No, la visione vaccinocentrica necessita di maggiori prove a sostegno della tesi “vacciniamo pure i sassi” e se le prove non ci sono, beh, creiamo confusione. Tra i concetti su cui si è volutamente creata confusione sono immunità di gregge” ed “effetto gregge3 L'immunità di gregge l’abbiamo capita, spero, ma di base questo concetto riguarda i soggetti immunizzati mentre effetto gregge riguarda i restanti non immunizzati. Spieghiamolo più chiaramente: se poniamo come immunità di gregge il 95% della popolazione immunizzata (sia indotta dai vaccini che da malattia naturale) stiamo parlando di coloro che sono stati immunizzati, ma se parliamo di “effetto gregge” si sta parlando di coloro, il 5% in questo esempio, non immunizzato o immunizzabile.
L’effetto gregge, per essere più precisi, è definito come: "la riduzione di infezione o malattia nel segmento non vaccinato come risultato dell'immunizzazione di una proporzione della popolazione".
L’effetto gregge, per essere analizzato separatamente dall’immunità di gregge anche utilizzando la visione vaccinocentrica, può essere misurato quantificando la diminuzione dell'incidenza di un’infezione usata come parametro sul segmento non vaccinato di una popolazione in cui un programma di immunizzazione viene istituito. Quindi, se è vero che un programma di sanità pubblica induce o potenzia una immunità di gregge, non è detto che causi anche un effetto di diminuzione di probabilità di ammalarsi nei non vaccinati o vaccinabili. Ricordiamocelo, siamo nel campo della teoria pura.


Ed ora un pochino di algebra e vaccinazione
Se si esamina la teoria su cui si basa l’immunità di gregge, in maniera molto semplificata, l’immunità di gregge (o "herd immunity") è un’equazione che dipende essenzialmente dalla contagiosità di ogni malattia. 4-5 La contagiosità delle malattie è definita come R0 (Reproductive rate dell’agente infettivo) che determina teoricamente quante persone un paziente infettato può mediamente contagiare.
Per i Dummies: un patogeno con R0=2 ha una previsione di 2 contagiati per ogni infetto. Se l’R0 è di 20 si avranno 20 contagi ogni infetto, e così via.

Torniamo a noi, per calcolare l’immunità di gregge dovremo fare una semplice equazione (H sta Herd Immunity):
H = 1-(1/R0)
Vorrei che fosse chiaro il passaggio, mi scuseranno quelli bravi in matematica, utilizzerò l’R0 più alto, quello del morbillo, come esempio e vi farò tutti i passaggi:
H = 1 - (1/R0) applicata al morbillo sarà H = 1 - (1/18)
pertantoH = 1 - (1/18) diviene H = 1 - 0,055555555555556 ovvero H = 0,944444444444444 che arrotondato per difetto fa 0,94. L'R0 del morbillo è di 94%.
Ovviamente noi sappiamo quale è l’R0 di tutte le malattie che possono avere contagiosità e da questo ne scaturisce lo schema seguente, che abbiamo copiato dalle pubblicazioni scientifiche più sotto citate:
Sarei impreciso se non parlassi della matrice di nuova generazione, introdotta dal Prof. Diekmann per calcolare R0 7. Vi basti pensare, lascio a voi l’approfondimento, che nei nuovi modelli per il calcolo dell’R0 entrano nuove varianti, tra cui l’R1 e l’R2, la suddivisione in più classi di popolazione, ad esempio una popolazione il cui R0in una normale comunità sia di un determinato fattore, il medesimo R in ospedale aumenterebbe fattore per la quantità di patogeni e la maggiore possibilità di essere esposti al patogeno considerato.
Per i cittadini normali, genitori come me, deve essere chiaro un concetto: R0bassi non determinano la pericolosità del patogeno, R0=1.8 (pertanto nettamente più basso di un 5-7 associato alla Rosolia) dell’epidemia di Ebola nel Congo (1995) o quella con un R0=1.34 dell'epidemia sempre di Ebola del 2000 in Uganda, fanno comprendere come sia l’immunità di gruppo che il fattore R0siano influenzati da altri fattori nelle scelte di politiche sanitarie, ben meno semplici di una formula matematica.
Torniamo alla definizione “for Dummies” di immunità di gregge e aggiungiamoci un pezzetto: più la popolazione è immunizzata e meno probabilità ci sono che il patogeno si propaghi, tutto ipoteticamente perché non è ad oggi dimostrato nella pratica che questo avvenga: originariamente viene definito il concetto sulla base della malattia naturalmente contratta, che dona immunità per tutta la vita. L’immunità indotta da vaccini, pur essendo il mantra comunemente riconosciuto, non tiene conto della reale efficacia di alcuni vaccini sia come immunizzazione che come durata di immunizzazione. In ultimo, comunque, secondo la formula matematica per determinare l’immunità di gregge, siamo (già da prima del 2017) ben sopra le soglie di immunità di quasi tutte le malattie, pertanto si rende ancor meno reale l’emergenza.


Ma nella vita reale, tutta questa matematica serve?
Beh amici, io quando ero piccolo chiedevo sempre alla mia maestra a cosa servisse la matematica e mai una volta che mi fosse arrivata una risposta esaustiva ed oggi, in relazione all’immunità di gregge, il tutto diventa ancora più misterioso.
Se si analizzano i seguenti dati, presi dal sito web World Health Organization8, capiamo bene che le coperture vaccinali non sono rapportabili ai focolai epidemici nei vari stati.
Paesi con coperture per esavalente maggiori delle nostre, come la Germania, hanno casi di difterite ogni anno, malattia da noi apparentemente eradicata. Paesi come la Spagna che vedono buone coperture per MPR (vaccino contro morbillo-parotite-rosolia) hanno pochissimi problemi con il morbillo ma cicli epidemici di parotite con 10.000 casi annui nel 2017. La Francia, che dal 2018 vede aumentate le vaccinazioni obbligatorie da 3 a 10, ha sempre avuto coperture vaccinali sotto all’80% ma NON ha mai avuto cicli epidemici delle malattie esantematiche. Il mistero si infittisce sulla Germania che vede dal 2014 al 2017 mediamente11.000 casi di pertosse all’anno, con coperture vaccinali DTP1 (prima dose di vaccino contro difetrite-tetano-pertosse) oltre il 99% e DTP3 (terza dose dello stesso vaccino) al 95% quindi sopra di 1 punto percentuale a quel famoso calcolo nella tabella poco più sopra, riferito alla pertosse.

Torniamo alla definizione “for Dummies” di immunità di gregge e semplifichiamola: L’immunità di gregge è una teoria, punto. Il resto è pseudoscienza valida forse per fare degli esercizi mentali. La teoria dell'immunità di gregge indotta dai vaccini viene annualmente sconfessata dalla realtà. Fine

At 260 sq. km, Lake Mburo National Park is the smallest savannah national park in Uganda. The park is nestled among local Banyankole Bahima tribal land. Lake Mburo National Park is teeming with wildlife, with over 350 bird species and large animals like zebra, warthog, giraffe, hippopotamus, impala, buffalo and the elusive eland.

          Kenyan Woman Is Accused Of Stealing Own Baby & Selling Her      Cache   Translate Page      
Three people, including the mother of an eight-month-old baby reported to have disappeared a few weeks ago, were yesterday charged in Mombasa with stealing the child.

The State said it believed Joyce Wairimu Wahome of Mishomoroni, Mombasa, sold her baby, Consolata Wambui, to Margaret Wairimu Kihiko of Molo.

The two women were charged alongside Margaret's mother, Susan Nyambura Gihumbi. Wahome was also charged with giving false information to police when she reported the disappearance of the baby.

The three women are also charged with conspiring to commit a felony besides jointly misleading investigating officers with the intention of defeating justice.


On November 10, Wahome announced that her baby had been stolen, only for police to trace her to Molo, where they (police) said they believed she (Wahome) had sold her for Sh80,000.

Wahome was accompanied by a Peter Kairu, identified as her husband, during the press conference. Kairu was, however, missing in court yesterday and another man claimed paternity of the child.

The three denied all the charges leveled against them and pleaded to be freed on bail.

The prosecution opposed their release, saying police were still investigating them and others whom they believed were connected to a child trafficking syndicate between Kenya and Uganda.

The prosecution also said that releasing the three would compromise investigations since witnesses had yet to be put under protection.

Kihiko and Gihumbi denied receiving the girl on condition that they concealed an offence of child stealing committed by the child's mother.

Kihiko told the court that the girl’s father handed the child to her while she was at a bus stage travelling to Molo.

“The father wanted to kill the child and kill himself, so I pleaded with him not to do so. He is in fact the one who opted to give me the baby while I was at the bus stage ready to travel to Molo. He even gave me the child’s clothes, which I am ready to produce as evidence,” she said.

Gihumbi said she merely received her daughter, who came with the child to their home in Molo.

A man stood up in court to claim that he was the father of the baby. The court ordered that he be handed the child for it (court) to analyse the reaction before the child was referred to a children's home.

The court ordered that Wahome be taken for a psychiatric test and the report tabled before it on the December 20, when the case will be mentioned. The three were denied bail.

The programme will deliver inclusive economic transformation and growth that is climate resilient and contributes to poverty reduction and economic inclusion of disadvantaged groups. The Uganda Cities & Infrastructure for Growth (CIG) programme, managed by Cardno Emerging Markets (UK) Ltd, is seeking applications from individual experts to establish a pre-qualified database of highly qualified and experienced consultants through framework contracts in the following four themes/fields: 1) Urban Planning and Development; 2) Infrastructure; 3) Infrastructure Project Preparation and Financing; and 4) Power. The framework contracts database will become a mechanism through which CIG Uganda will be able to swiftly source, contract and mobilise consultants from a list of pre-qualified experts for specific assignments and will reduce the time for sourcing and selecting individual experts. On the top 10 list of climate solutions in Project Drawdown, a project that studies the most effective ways to tackle global warming, some are obvious, like wind turbines and solar farms. A new competition highlights four solutions that are more unexpected: educating girls, women’s rights, reducing food waste, and eating less meat.

“Really, the motivation is to let the world know that there are other ways of thinking about climate change,” says Lior Ipp, CEO of the Roddenberry Foundation (the foundation endowed by Star Trek creator Gene Rodenberry), which awarded four organizations $250,000 each today as winners of its biannual Roddenberry Prize. “We need to expand the range in which we think about it. This isn’t just going to be solar panels or solar farms or electric cars. These other issues are really important. And by the way, they’re important in their own right. This is what attracted us to this idea as well. We should be investing in girls’ education and women’s rights regardless of whether it has an impact on the environment.”

Four organizations won:

In part, the foundation wanted to highlight how much climate action is possible now–without waiting for breakthroughs in technology or relying on governments to adopt better policy. And some of the most pivotal actions can be done on an individual scale, like reducing food waste and eating less meat.

“I think one of the challenges in the climate space is that people feel that there’s nothing they can do individually–sure, I can do some recycling and don’t have to buy a Hummer, but what difference will my contributions make?” says Ipp. “And there’s a sense of despair. Part of that is driven by the discourse in the climate space–people have been talking about the climate issue in terms of the apocalyptic end of the world.”

That apocalyptic stance, he says, isn’t conducive to action, especially if people who might otherwise care are convinced that the world is ending no matter what they do. The prize aims to highlight what’s working, and what needs to scale up. “I think what we need is a more positive narrative that there are in fact things that all of us can do, and guess what, they’re really impactful,” says Ipp.

The U.S. Department of State’s Bureau of Oceans and International Environmental and Scientific Affairs is pleased to announce Team Yamakapi, from the Zoohackathon in San Diego, California as the 2018 Zoohackathon global winner. The runners-up were Team CheeTrack, from Entebbe, Uganda and Team Zoocchini, from New Delhi, India.

Zoohackathon supports U.S. efforts to reduce wildlife trafficking, raises public awareness among new and diverse audiences, and empowers participants to become part of the solution. During this year’s Zoohackathon, over 275 university students, software professionals, and wildlife enthusiasts created unique technological solutions to combat wildlife trafficking. Events took place in Kuala Lumpur, Madrid, Mumbai, New Delhi, Entebbe, and San Diego.

Team Yamakapi, participants of Zoohackathon San Diego, developed “Conscious Consumer,” a Google Chrome browser extension that educates online shoppers about product sustainability through sensitive key terms related to conservation. Consumers receive a notification alerting them if a product they are attempting to buy contains certain key terms, illegal wildlife parts, or is unsustainable. The browser extension aims to help change consumer purchasing behavior, reduce demand for illegal wildlife products, and prevent the extinction of wildlife species.

Team CheeTrack, from Zoohackathon Entebbe, created an online solution that identifies and tracks cheetahs in captivity using artificial intelligence and machine learning. Team Zoocchini, from Zoohackathon New Delhi, developed “Claw Net,” a web tool and interactive platform that identifies web searches through “code words” commonly used to refer to illegal wildlife items. ClawNet also contains a map of trade routes for law enforcement, illustrating which buyers and sellers respond to the identified web searches.
