International Criminal Court (ICC) member countries should reaffirm the court’s mandate in the face of United States threats to weaken its essential role in international justice, says Human Rights Watch. The 17th session of the court’s annual meeting, the Assembly of States Parties, will take place in The Hague from 5 to 12 December 2018.

The administration of US President Donald Trump has sought to undermine the court’s legitimacy and threatened to thwart investigations involving the US or its allies. On September 10, the US national security adviser, John Bolton, declared that the US would not cooperate with the ICC. He threatened a number of retaliatory steps if the court investigated US citizens or citizens of allied countries, including against court officials and governments cooperating with the ICC. Trump also made critical remarks at the United Nations General Assembly.

“US threats against the ICC are an affront to every victim seeking justice before this court”, said Elizabeth Evenson, associate international justice director at Human Rights Watch. “ICC member countries should demonstrate at their annual meeting their resolve to oppose any effort to undermine the court’s investigations and prosecutions.”

The ICC prosecutor’s request to open an investigation in Afghanistan, which could include crimes committed by Taliban forces and the Afghan government, as well as US military and Central Intelligence Agency personnel, is pending before the court. An ICC investigation in Afghanistan would advance accountability and provide victims with a path to justice, while putting those responsible for serious crimes on notice that they could face prosecution, Human Rights Watch said.

ICC member countries responded to the US threats with strong statements of support for the court. Similar efforts in the past to undermine the court’s work have also been met by firm resistance from members, including a hostile US campaign by the administration of George W. Bush.

Given the broader pressure on the international rule of law, it is all the more important for ICC member countries to defend the court’s mandate with clear statements and actions, Human Rights Watch said. ICC members should seize opportunities during the meeting’s general debate in the language of resolutions adopted, in discussions on state cooperation, and at other moments to show their resolve to ensure that the court can do its job.

Members will mark the 20th anniversary of the ICC’s founding treaty, the Rome Statute, during a dedicated debate at the session, capping a year of anniversary commemorations. They will also discuss victim rights. Governments and court officials should use discussions to address the court’s challenges, including improving court investigations, deepening the court’s impact in affected communities, and securing arrests based on its warrants since the court depends on member countries to make the arrests. On 17 November 2018, Alfred Yékatom, known as “Rombhot,” was surrendered to the court in a case arising out of its investigation in the Central African Republic, the second arrest in 2018 for the court. But 17 arrest warrants remain outstanding, at the expense of victims and their families.

“The ICC has struggled to deliver on expectations”, Evenson said. “It’s precisely because the court’s role is so crucial in bringing justice that court officials need to step up their performance and member governments need to increase their support.”

Human Rights Watch issued a briefing note in advance of the session, with recommendations to ICC states parties, including for the election of the court’s next prosecutor. The term of the current prosecutor, Fatou Bensouda, expires in June 2021. Early preparations and a strictly merit-based approach to the election is needed, Human Rights Watch said.

Negotiations about the court’s annual budget, with funds provided by its member countries, will be part of the agenda. Some member countries have demanded 'zero growth' in the court’s budget, but other countries have increasingly insisted that the court should have the resources it needs to manage its growing workload. During 2018, the ICC prosecutor opened three new preliminary examinations – into the situations in the Philippines, Bangladesh/Myanmar, and Venezuela – and received two referrals from member countries to examine the situations in Palestine and Venezuela.

The ICC is the first permanent global court mandated to bring to justice people responsible for war crimes, crimes against humanity, and genocide when national courts are unable or unwilling to do so. It is a court of last resort and has 123 member countries. In addition to the request to open an investigation in Afghanistan, the ICC prosecutor has opened investigations in Central African Republic, Côte d’Ivoire, the Darfur region of Sudan, Democratic Republic of Congo, Georgia, Kenya, Libya, Mali, and northern Uganda. The prosecutor is also examining allegations of crimes committed in a number of places to determine whether to open investigations. In addition to Venezuela, Bangladesh/Myanmar, and the Philippines, these include Colombia, Guinea, Nigeria, Palestine, Ukraine, and alleged abuses by United Kingdom armed forces in Iraq.

“The court is a crucial yet vulnerable component of the rule-based global order, and has a vital role to play in backstopping victims’ access to justice”,  Evenson said. “Members should take every opportunity to make clear that they will provide the support it needs.”

E' comprensibile (non a caso Salvini lo chiamano "il capitano"), ma a volte gli sfugge la mano. E qualcuno può avere qualcosa da obiettare. Se questo qualcuno è un Procuratore della Repubblica come Armando Spataro , magistrato di lungo corso assai stimato, di provata capacità e sicura esperienza; se questo magistrato lamenta possibili ricadute negative su una difficile inchiesta - mafia nigeriana - del suo ufficio; se nulla consente di liquidarlo con qualche battuta tipo quelle disinvoltamente adoperate per Juncker (non risulta che Spataro alzi il gomito...); beh, allora vien da dire che le sue parole vanno soppesate e valutate con l'attenzione e lo scrupolo che la persona e la delicatezza della questione posta meritano.

Ovviamente si può anche dissentire, ma senza aggredire partendo dal presupposto che la verità è solo quella che dico io e basta così. Per di più riecheggiando l'argomento ormai trito e ritrito che per poter parlare bisognerebbe candidarsi. Non è vero che la maggioranza votata dal popolo ha sempre ragione a prescindere, mentre tutti coloro che non sono stati votati hanno torto e devono tacere in quanto non legittimati. Chi governa deve anche saper ascoltare, non deve cedere al clima di insofferenza e intolleranza che ci circonda. Peggio che mai contribuire a fomentarlo. Chi governa dovrebbe avere a cuore di evitare e contrastare tutto ciò che possa cancellare o attenuare l'esercizio del dubbio. I germi critici che possono nascere dal confronto e dal contraddittorio non vanno visti come nemici. Non si può puntare ad una specie di pensiero omogeneo, fondato su banalità di massa. Tutto questo non può non saperlo chi, come il ministro degli Interni, ogni giorno si cimenta con questioni difficili ed elevate.

Lo ha detto il ministro dell'Interno Matteo Salvini, in una diretta Facebook. "Se i miei figli non mi conoscessero per quello che sono e mi conoscessero attraverso giornali e televisioni sarei il diavolo", si è poi lamentato il ministro.

Salvini ha poi espresso la sua solidarietà a Luigi Di Maio: "Sostegno a Luigi Di Maio vittima di attacchi di ogni tipo - ha detto -: il padre, la madre, basta. Chiedo agli italiani: 'giudicateci dai fatti, dai risultati, dagli obiettivi raggiunti, senza sbirciare dal buco della serratura'".

Sulle critiche ricevute dal procuratore capo di Torino Armando Spataro, Salvini ha commentato: "Spataro sbaglia nei modi e sbaglia nei tempi. Si usa il telefono" perché serve "rispetto tra istituzioni. Il mio telefono ce lo hanno centinaia di persone, se c'è un problema, una telefonata e la cosa si chiarisce". E ha aggiunto: "Nessuno si permetta di dire che il ministro mette a rischio un'operazione di polizia gli attacchi politici e gratuiti lasciamoli fare ai politici che si candidano alle elezioni".

Si è realizzata, in fin dei conti, la nemesi di Matteo Salvini: essere come Angelino Alfano. Il vicepremier e leader leghista, finito in questo caso nel vespaio delle polemiche nell'ulteriore veste di ministro dell'Interno, ha fatto una cosa degna del suo predecessore: twittare a indagini in corso con il rischio di compromettere le indagini. Il cinguettio con cui Salvini ha annunciato che stamani a Torino la polizia ha fermato "15 mafiosi nigeriani" ha fatto sorgere "rischi di danni al buon esito dell'operazione che è tutt'ora in corso", ha denunciato il procuratore capo di Torino Armando Spataro. Un rimbrotto molto duro del magistrato, visto che la procura si era ben guardata dal diffondere notizie sull'operazione proprio perché ancora non giunta al termine.

Salvini si è risentito sul piano personale: "Basta parole a sproposito. Inaccettabile dire che il ministro dell'Interno possa danneggiare indagini e compromettere arresti. Qualcuno farebbe meglio a pensare prima di aprire bocca. Se il procuratore capo a Torino è stanco, si ritiri dal lavoro: a Spataro auguro un futuro serenissimo da pensionato", ha replicato il ministro.

Salvini contro Spataro: "Sbaglia. Bastava una telefonata, mio tweet solo dopo l'operazione"

Eppure qualche anno fa era molto più sensibile alla delicatezza di operazioni in corso. Com'è noto, infatti, anche il suo predecessore Angelino Alfano innescò un cortocircuito con la magistratura per aver dichiarato su un'operazione delle forze dell'ordine senza tener conto dell'indagine in corso: nel giugno del 2014 infatti la procura di Bergamo aveva arrestato Massimo Bossetti nell'inchiesta sull'omicidio di Yara Gambirasio. Dopo tre gradi di giudizio il muratore di Mapello ha visto confermata la condanna all'ergastolo, ma subito dopo la svolta nelle indagini il ministro Alfano non riuscì a contenersi, tanto da dimenticarsi anche della presunzione di non colpevolezza dovuta verso chiunque sia oggetto di indagine: "Individuato l'assassino di Yara Gambirasio". Anche in quel caso la procura, stavolta di Bergamo, si indispettì non poco: "Era intenzione della Procura mantenere il massimo riserbo, questo anche a tutela dell'indagato in relazione al quale, secondo la Costituzione, esiste la presunzione di innocenza", disse il procuratore Francesco Dettori.

Le critiche ad Alfano arrivarono numerose. Tra queste spicca oggi quella del leader leghista: "Pazzesco", disse in una intervista a Panorama. "Un ministro dell'interno che twitta su indagini in corso non merita neppure un commento. Il fatto in sé la dice tutta sul quel personaggio lì". Curioso, no?

Roberto Saviano commenta su Facebook lo scontro tra il ministro dell'Interno e il procuratore di Torino, Armando Spataro e accusa: "Come è solito fare, non avendo conoscenze e argomenti, consapevole di aver fatto una enorme cazzata, invita al linciaggio, questa volta del procuratore Spataro". Lo scrittore ricostruisce la vicenda che ha visto come protagonisti il vertice del Viminale e il magistrato: "Il procuratore della Repubblica di Torino Armando Spataro dice che il ministro degli Interni, a causa della sua ossessione per la comunicazione, rischia di mandare all'aria un'importante operazione giudiziaria. Salvini ha fatto un tweet mentre erano in corso degli arresti e, a quanto pare, qualcuno è riuscito a sottrarsi alla cattura. Alla legittima e motivata reprimenda di Spataro, Salvini risponde con una nota scomposta: 'Si candidi. Vada in pensione"'.

Saviano poi chiede l'intervento del Csm: "È Il caso che il Consiglio superiore della magistratura si faccia sentire per difendere l'autonomia del potere giudiziario dagli assalti di un esecutivo tanto sgangherato quanto pericoloso", e chiosa: "La saggezza popolare insegna che è dei fessi che bisogna aver paura".

Dopo la nota dello scrittore arriva il commento del vicepresidente del Csm, David Ermini, che esprime: "Apprezzamento per il lavoro che sta svolgendo e pieno riconoscimento per l'alta professionalità e per l'impegno dimostrati in tutti questi anni" Armando Spataro. Il lavoro del magistrato, ha continuato, "non può e non deve essere utilizzato per scopi di propaganda".

          Il Qatar esce dall'Opec: lo strappo di Doha è l'ultima sfida a Riad      Cache   Translate Page      

Lo strappo di Doha è di quelli destinati a lasciare il segno su più versanti: su quello della partita petrolifera, ma anche sul piano più strettamente geopolitico e nello scontro intersunnita. Dal primo gennaio 2019 il Qatar uscirà dall'Opec. La decisione di ritirarsi dall'organizzazione dei Paesi esportatori di petrolio è stata annunciata dal ministro dell'Energia Saad Sherida Al-Kaabi: "Il Qatar ha deciso di ritirare la sua membership dall'Opec a partire dal gennaio 2019", dichiara al-Kaabi in conferenza stampa a Doha, aggiungendo che all'Opec è già stata comunicata la decisione. Intanto in avvio di giornata si registra un rimbalzo sostenuto per i prezzi del greggio. Sui mercati asiatici i future sul Light crude Wti (West Texas Intermediate) crescono a 53,5 dollari, quelli sul Brent a 62,16 dollari. A trainare il rimbalzo, dopo i recenti crolli, la notizia che Russia e Arabia Saudita sono d'accordo nell'estendere fino al 2019 il loro accordo per gestire il mercato petrolifero.

Ufficialmente il Qatar ha spiegato di volersi concentrare sul gas naturale liquefatto, di cui è il maggior fornitore con quasi il 30% della produzione mondiale. Ma le motivazioni "tecniche" lasciano il tempo che trovano, perché ben altre, e più corpose, sono le motivazioni che hanno spinto il Qatar a questa decisione. A rimarcarlo è l'autorevole Financial Times, secondo cui la decisione segue un peggioramento dei rapporti di Doha con i suoi vicini.

La "Guerra delle petromonarchie" ha una data di inizio, 5 giugno 2017: Arabia Saudita, Emirati Arabi Uniti, Bahrein ed Egitto annunciano la rottura delle relazioni diplomatiche con Doha, ritirando i propri ambasciatori e imponendo l'espulsione dei cittadini del Qatar. E questo dopo che il Qatar aveva respinto la lista di 13 condizioni imposta dal "fronte dei Quattro" per l'abolizione delle sanzioni contro Doha definendola "irrealistica". Tra le richieste avanzate dal fronte guidato da Riad figuravano quella di chiudere la tv Al Jazeera, interrompere i rapporti con l'Iran e con la Fratellanza musulmana, rinunciare ad una base militare turca. Una lista che andava ben oltre le accuse iniziali di sostenere il terrorismo e che impone di fatto all'emirato una limitazione della sua sovranità. La mossa ha visto anche la chiusura dello spazio aereo, che per i Paesi del Golfo ha implicato l'interdizione delle acque territoriali. Riad ha inoltre chiuso il proprio confine terrestre con il Qatar impedendo di fatto qualsiasi transito di merci. Alle misure hanno aderito tra gli altri anche Eritrea, Mauritania, Maldive, Senegal, il governo yemenita del presidente Abd Rabbo Mansour Hadi e l'esecutivo libico non riconosciuto di Al Baida. Giordania, Gibuti, Ciad, Niger hanno declassato invece le proprie rappresentanze diplomatiche. E lo scontro si veste anche di guerra di religione con l'Arabia Saudita che vieta ai qatarini di entrare nella più sacra delle moschee, quella della Kaaba alla Mecca. L'accusa mossa al Qatar, in sintonia con la dottrina-Trump, è di supportare al-Qaeda, i Fratelli musulmani e, più recentemente, anche gruppi filo-iraniani. Questa strumentalizzazione del termine non è certamente nuova. È sufficiente ricordare l'esempio eclatante di quando Saddam Hussein fu accusato di finanziare il terrorismo internazionale per giustificare e legittimare l'intervento in Iraq.

Al fianco del Qatar si schiera il "Sultano di Ankara": nella notte dell'8 giugno, il presidente Recep Tayyp Erdogan ha controfirmato la legge che gli permette di inviare soldati turchi e addestratori nell'emirato, un primo contingente di 5 mila uomini che potrebbe salire a 15 mila. Il sostegno di Ankara a Doha si spiega soprattutto esaminando il versante economico: secondo le cifre pubblicate dai media gli investimenti qatarini in Turchia ammontano a 1,5 miliardi di dollari. Compagnie turche hanno ottenuto contratti per più di 13 miliardi di dollari per i progetti in vista della Coppa del Mondo di calcio prevista nel 2022. La Turchia, inoltre, ha già aperto una base militare in Qatar e presto verrà stabilito anche un comando divisionale congiunto a Doha. Tra le 13 richieste-ultimatum c'è anche la chiusura della base turca. Anche questa richiesta suona come inaccettabile. Non solo per Doha ma soprattutto per Ankara. Aperta l'anno scorso dopo l'accordo del 2014 fra l'emiro Tamim bin Hamad al-Thani e il presidente turco Erdogan, la base militare turca dista 30 chilometri da Doha. Prima della crisi accoglieva 300 soldati i turchi. Ma il ponte aereo in corso dovrebbe portare in tempi molto brevi il loro numero fino a 5mila militari, con l'appoggio anche di aerei e navi da guerra. Di certo, il Qatar vede ormai il suo futuro al di fuori dell'Opec, dominato dall'Arabia Saudita, il maggior produttore dell'organizzazione con oltre 11 milioni di barili al giorno. Le "crisi passano", ma vi sono cicatrici che "durano nel tempo" come la controversia economica e diplomatica che, da oltre un anno, vede opposte Doha e Arabia Saudita È quanto aveva sottolineato l'emiro del Qatar Sheikh Tamim bin Hamad al-Thani nell'annuale discorso alla nazione, lo scorso 6 novembre, rivolgendosi anche alle nazioni alleate di Riyadh nell'area e chiedendo loro di rispettare la sovranità del proprio Paese e "non interferire" negli affari interni. "La storia ci insegna – aveva sostenuto nel suo discorso al-Thani - che le crisi passano, ma una loro cattiva gestione si lascia alle spalle effetti che poi durano nel tempo". "È davvero deplorevole - ha proseguito l'emiro del Qatar - che il perpetrarsi della crisi mostri in tutta la sua portata il fallimento del Consiglio di cooperazione dei Paesi del Golfo (Gcc) nel raggiungere i propri obiettivi e nel soddisfare le aspirazioni del nostro popolo". Egli ha quindi voluto rassicurare i cittadini, sostenendo che la nazione non ha subito effetti negativi dal boicottaggio e continuerà a mantenere il primato mondiale nell'esportazione di idrocarburi. "Il blocco - ha detto - non ha provocato alcuna ripercussione sulla vendita del nostro petrolio e del gas naturale". Lo Stato, ha concluso l'emiro, "è entusiasta di adempiere a tutti i suoi obblighi derivanti dai contratti in essere" e ne ha firmati altri "a lungo termine, l'ultimo dei quali con Petro China", gigante cinese dell'energia.

Le mosse di Doha sono monitorate con particolare attenzione dall'Italia. E la ragione è molto prosaica, e si lega fortemente alla "diplomazia degli affari" che va oltre il pur fondamentale settore energetico. Al Qatar, infatti, piace tanto lo "shopping" italiano. Tra i colpi messi a segno c'è quello in Sardegna dove la Qatar Airways si è presa il 49% di Meridiana. Nel 2011 gli Al-Thani, la dinastia che regna il Paese, hanno acquisito l'Hotel Gallia a Milano, nel 2012 il fondo sovrano ha praticamente rilevato la Costa Smeralda. Nello stesso anno, attraverso la "Mayhoola for investment", i reali del Qatar hanno comprato la maison Valentino per 700 milioni di euro. E più di recente la stessa QIA, che ha comprato Porta Nuova, è entrata con un investimento di 165 milioni nel capitale di Inalca, la società del gruppo Cremonini, insieme al Fondo Strategico italiano. In Italia hanno comprato alcuni dei più prestigiosi alberghi di Firenze: acquisiti il Four Season, all'interno del Palazzo della Gherardesca, che fa tuttora parte della Compagnia italiana alberghi. A Milano, il Qatar Investment Authority si è concentrato sulle sedi delle banche come il palazzo di via Santa Margherita che ospita gli uffici di Credit Suisse. Oltre ad aver partecipato a un fondo costruito ad hoc per valorizzare un portafoglio di filiali di Deutsche Bank. Alberghi, maison di moda, compagne aeree, palazzi. E non solo. Lo shopping dello Sceicco Al-Thani. investe anche un settore alquanto delicato: quello degli armamenti. In poco più di un anno l'Italia ha venduto a Doha sette navi da guerra Fincantieri per 4 miliardi di euro, 28 elicotteri NH 90 (ex Agusta Westland) per 3 miliardi di euro, inoltre è stata siglata un'intesa da oltre 6 miliardi di euro per 24 caccia Typhoon del consorzio Eurofighter, di cui Leonardo-Finmeccanica ha una quota del 36%. E anche i nostri produttori agricoli hanno registrato un aumento dell'export, con un volume di esportazioni quadruplicato negli ultimi 10 anni e certificato dall'ultimo accordo siglato da Coldiretti con l'emirato per la distribuzione dei prodotti italiani.

"I rapporti tra Italia e Qatar – ha recentemente detto all'Adnkronos l'ambasciatore a Doha, Pasquale Salzano - sono veramente ottimi, nell'ultimo anno abbiamo aumentato di circa l'11% il nostro interscambio. Nell'emirato c'è una grande richiesta di Italia, presente in modo massiccio già con i grandi gruppi, come Salini Impregilo, Saipem, Eni, Fincantieri, Rizzani de Eccher, Leonardo, che riguarda le piccole e medie imprese, l'artigianato, i prodotti di lusso e dell'agroalimentare, senz'altro una novità per le dimensioni nelle quali ci viene richiesto".

Nella disputa tra Arabia Saudita e Qatar, Roma tifa per Doha. E per il suo shopping miliardario.

Al finalizar el encuentro, Maradona intentaba ingresar en un ascensor, cuando decenas de aficionados locales lo habrían agredido verbalmente y se habrían burlado de él por la derrota.

Medios locales revelaron el lunes videos en los que aparece el "Pelusa", insultando y lanzando puñetazos en dirección a un sector de hinchas, mientras guardias de seguridad intentaban controlarlo.

La Comisión Disciplinaria informó el lunes en un comunicado que abrió la investigación de oficio para saber qué fue lo que ocurrió en los pasillos del estadio. Agregó que en los próximos días recabará pruebas y más tarde dará a conocer una determinación.

Se trata de la primera vez que Maradona protagoniza un escándalo de esa naturaleza desde que asumió el puesto con los Dorados en septiembre pasado. La exestrella del Napoli y de la selección argentina tuvo una estupenda campaña de debut con el conjunto de la ciudad noroccidental de Culiacán, al que tomó hundido en el antepenúltimo puesto de la segunda división, antes de llevarlo hasta la final.

Hasta ahora, los únicos roces del temperamental exfutbolista se habían limitado a discusiones con los árbitros al final de varios partidos, incluido el choque de ida por la final, cuando sus reclamos a Mario Humberto Vargas le costaron la expulsión.

Parecían atrás las polémicas protagonizadas por Maradona durante el Mundial realizado este año en Rusia, donde hizo señas obscenas luego que Argentina anotó un gol para vencer a Nigeria, realizó un gesto considerado discriminatorio hacia un hincha asiático y se le apreció tambaleante en el graderío.

The study examined the health information environment of market women in Offa, a semi-urban area in Kwara State of Nigeria. The aim of the study was to identify the information needs of market women, to investigate the information sources, information seeking behaviour and the challenges associated with the use of information sources. Data was collected through a questionnaire. The return rate of the questionnaire administered was 93.5 percent. The findings revealed that the market women have diverse health information needs which include among others malaria fever, hygiene, anti-natal/post-natal care. The main sources of health information used by the market women include family / neighbours and radio. The study made recommendations such as the state government supporting the state library board. The public library should also assist to provide unlimited access to information through the audio-visual materials.

          Impact of Intellectual Capital on Financial Performance of Listed Nigerian Oil Marketing Companies      Cache   Translate Page      

Intellectual capital plays an important role in every company regardless of nature and the environment its operates, in the sense that, investment in human capital development is considered to be important than in physical and financial asset despite the fact that such expenditure is not expressed in monetary term but in narrative form especially in Chairman’s statement. Therefore, this study examined the impact of intellectual capital on the financial performance of the listed Nigeria oil marketing companies. The study’s period spanned through 10 years 2007 - 2016. Intellectual capital was measured by the market to book value ratio (MB), Value Added intellectual coefficient (VAIC), and monetary model of Tobin’s Q (MMQR) while the financial performance was measured by return on asset (ROA). The ex-post facto research design was adopted while data was extracted from the firms’ financial statements. Multiple regression analysis was used to ascertain the impact of intellectual capital on financial performance. From the result, it was discovered that market to book value has a negative significant impact on return on asset. Monetary model of Q Tobin’s has an insignificant impact on return on asset while Value added intellectual coefficient also has an insignificant impact on return on asset. The study, therefore, recommended that the listed Nigerian oil marketing companies should strive to boost the value of their intellectual assets for its ultimate effect on ROA through maximization of their market value, maximization of Intellectual Capital return and more investment in Intellectual Capital components, particularly human, structural and relational capital. More attention should be given to the human side of the intellectual capital and reliance should not strictly be focused on the numeric evaluation and improvement. Also, standard on intellectual capital accounting is issued by the International Financial Reporting Committee (IFRC) to enable firm’s measure and record their intellectual capital values as they relate to financial performance in their income statements which will invariably improve company performance.

Academic libraries are at the center of learning and research in higher institutions. The world as a global village depend so much on the internet/web in share of timely information not limited by geography. This led to the adoption of Information Communication Technologies (ICTs) in academic libraries.  E-learning resources are components of ICT. However, librarians are therefore, concerned with the accessibility level of these wonder-resources by students. Consequently, this study further examined the relationship between accessibility and utilization of e-learning resources and achievement of academic goals. The paper adopted correlational study design. The population of the study comprised of undergraduate students of the University of Port Harcourt, Rivers State, Nigeria. The finding showed that there is indeed a relationship between accessibility and utilization of e-learning resources and achievement of academic goals. It was therefore, recommended that efforts should be made by educationists and managements of higher institutions to provide adequate e-learning resources to aid learning.

I can relate to this. I wouldnt say this is my worst year but i struggled through out this year. Moving back to nigeria was the worse decision i have made. I cant even pick one goal i have achieverd this year.Struggling to get a job and meeting dissappintment could be the headline of this year. I have lost my faith in God and i have cried so much i feel like i am a failure. Sokeone told me about been grateful this year and it was difficult for me to be grateful. I have been so consumed with life that i just try to keep away with friends and love. I am thankful for my bestfriend And few friends that understand me in my silence. One thing i know is 2018 tested me in every areas of my life , i look back and i cant believe i survived this year.. It was hard but i am grateful that i have another opportunity to try again and hope to have a better years ahead.

          UN appeals for record $4 billion to help the people of Yemen      Cache   Translate Page      

The UN appealed Tuesday for $4 billion to cover humanitarian needs in Yemen in 2019 – its largest country appeal ever – and announced its first appeal related to Venezuela, calling for $738 million to help those who have fled the country’s economic meltdown and health crisis.

 

The UN appeal to help some 2.2 million Venezuelans living in neighbouring South American countries was one of 31 humanitarian response plans released for 2019 by the UN’s emergency aid coordination body, OCHA, in an overall $21.9 billion donor funding request.

 

The total price tag is swollen by Yemen, where the UN’s call to help 15 million people is the largest country appeal in the UN’s history. The equivalent appeal for aid within Syria was $3.64 billion in 2018, while costs for Syrian refugees across multiple countries was an additional $5.6 billion.

 

Intensifying conflict and displacement, hunger, irregular imports, and a macro-economic crunch have driven 24 million people – nearly 80 percent of Yemen’s population – into need, and half of those may require food assistance in the months ahead, according to the UN.

 

UN aid chief Mark Lowcock said “the extreme edge could get taken off the suffering” in Yemen if peace talks and the military outlook improve, but the UN planning is looking at “what the situation will actually be, rather than wishful thinking”.

 

Vittorio Infante, humanitarian advocacy advisor for the NGO Islamic Relief, said that given the scale of Yemen’s humanitarian crisis, especially in the province of Hodeidah where recent fighting has made conditions worse, the UN’s record ask was merited.

 

“$4 billion is a lot of money, but this pales in comparison to the dire need in Yemen, where [the majority] of the population are relying on humanitarian aid to survive,” Infante told IRIN.

 

“Our staff in Hodeidah are helping people with literally nothing left because they have sold all their belongings just to make sure that their families are fed. However, as long as this conflict continues, this amount will merely be a plaster on a fragile humanitarian situation.”

 

The Venezuelan appeal, meanwhile, is set to help Colombia and other host countries, but it does not cover needs inside Venezuela, where the government resists any labelling of events as a humanitarian crisis.

 

A UN-managed emergency fund released $9.2 million to UN agencies to step up humanitarian-related responses within Venezuela in November.

 

“People describe what’s going on in different ways,” Lowcock told IRIN, referring to Venezuela’s reluctance to term it a humanitarian crisis, adding that inside the country the UN is only “trying to scale up our support” and expand its “normal activity”.

 

Mixed picture

In Geneva to launch the package, dubbed the Global Humanitarian Overview, Lowcock said the UN and its NGO and governmental partners had drawn up plans to help 93.6 million people in 2019 – about one in 70 of the world population. The number of people in need and the value of total appeals would be about the same as in 2018, reaching a price tag of around $25 billion once Syria’s plan was completed, he said.

 

Syria’s response plan is as yet uncosted. Lowcock said finishing it was delayed until February while the UN attempts to gather fresh data on needs inside the country. The update will require Syrian government flexibility on in-country surveys and access to boost the credibility and data behind funding requests – a measure demanded by donors on which Lowcock has been seeking Damascus’ cooperation.

 

According to OCHA, a number of situations around the world have eased this year, including in Burundi, Iraq, and Somalia. Others have improved and no longer require emergency plans: Burkina Faso, Mauritania, and Senegal.

 

But some situations have worsened. in Cameroon, the number of people in need has jumped 77 percent thanks to a brewing civil war, while Afghanistan’s appeal, due in part to conflict and drought, is 41 percent higher.

 

A third category contains countries where the situation remains serious but relatively unchanged: the Democratic Republic of Congo, Ethiopia, Nigeria, and South Sudan.

 

 

UN-coordinated humanitarian response plans are a compendium of projects from UN agencies and NGOs on the assistance they will provide, such as supplying food, running clinics, providing clean water, and setting up shelter.

 

Even though they are presented as meeting only the highest priority needs, the plans are, on average, only 56 percent funded in 2018. Some emergencies struggle to capture donor interest (Haiti got only 11.2 percent of the requested funding), while others, like Afghanistan and Iraq, which command greater international attention, tend to do better.

 

Separately on Monday, the International Committee of the Red Cross announced its 2019 emergency appeal, for 2.1 billion Swiss Francs, for which Syria, South Sudan, and Iraq are the largest country operations.

“La settimana scorsa p. Désiré Salako è giunto in visita alla casa provinciale a Genova, e ha voluto incontrare i familiari di p. Gigi a Madignano, in provincia di Cremona. Gli abbiamo rivolto tante domande e tante sono le speranze che ognuno di noi porta nel cuore di rivedere presto p. Gigi sano, salvo, sereno. P. Salako ha saputo darci la prova che nessuno ha dimenticato p. Gigi, e che tanti si stanno adoperando in tutti i modi per la sua liberazione. Ci ha soprattutto trasmesso il messaggio del Vescovo di Niamey, rassicurando che p. Gigi, secondo le sua informazioni, sta bene”.
“La prima preoccupazione delle autorità del Niger, ma anche dell’ambasciata italiana a Niamey, è l’incolumità di p. Gigi, e ogni azione che verrà intrapresa non metterà in pericolo la sua vita” continua padre Prada. “È desiderio di tutti che questa vicenda si concluda in modo pacifico, senza inutili violenze. Per questo, ha detto p. Desiré, è necessario avere pazienza. Il tempo che passa, l’apparente silenzio, la mancanza di notizie, non devono essere interpretati come segno di inattività. Al contrario, è il clima più fruttuoso perché le parti in causa possono entrare in contatto con discrezione e fiducia reciproca”.
P. Salako ringrazia per le preghiere incessanti rivolte a Dio, in varie parti d’Italia, in tante comunità, anche fuori Italia, per la liberazione di p. Gigi e delle altre persone rapite nel Sahel. “Preghiamo per la pace e la concordia in Niger, per la serenità del piccolo gregge cristiano di quel paese. Continuiamo a pregare, con insistenza, perseveranza e fiducia, e tenere sempre accesa la fiamma dell’attenzione e dell’affetto verso p. Gigi”, dice p. Prada, auspicando preghiere in modo particolare “per quanti sono implicati negli sforzi di liberazione di p. Gigi e degli altri ostaggi, perché siano illuminati dallo Spirito Santo, e trovino i mezzi più opportuni per portare a buon fine il loro lavoro”, ha aggiunto.
Infine p. Desiré chiede di pregare anche per i rapitori: “Gesù ci ha detto che i cristiani osano pregare per i loro nemici, perché credono che Dio può cambiare il loro cuore, può infondere in tutti i cuori il sentimento di umanità e di giustizia. E’ rimasto solo poche ore con noi, ma la sua visita è stata provvidenziale. Ha rafforzato la nostra speranza, e ci fatto sentire vicini a p. Gigi. Preghiamo insieme perché il prossimo Natale ci porti il dono della sua liberazione”, conclude il missionario SMA.

Nur vier Siege aus den ersten zwölf Saisonspielen, fünf Pleiten in den letzten sechs Spielen - die Green Bay Packers um Quarterback-Superstar Aaron Rodgers sind ein Schatten ihrer selbst.

Nach der peinlichen Niederlage am Sonntag gegen Kellerkind Arizona Cardinals zogen die Franchise-Verantwortlichen die Reißleine und entließen Head Coach Mike McCarthy nach 13 Jahren im Amt.

Damit geht in Wisconsin eine Ära zu Ende. Unter dem Cheftrainer entwickelte sich Rodgers, der ein Jahr vor McCarthys Amtsübernahme 2005 gedraftet worden war, zu einem der besten Spielmacher der NFL-Geschichte.

Mit Rodgers auf dem Feld und McCarthy an der Seitenlinie waren die Packers quasi Stammgast in den Playoffs. Sechs Mal gewann Green Bay in dieser Konstellation die NFC North. Der Höhepunkt der Erfolgsgeschichte: der Super-Bowl-Triumph 2010.

Spannungen zwischen McCarthy und Rodgers

Von diesen Glanzzeiten ist die Traditions-Franchise aus Wisconsin in dieser Saison allerdings Lichtjahre entfernt - auch, weil sich in der Beziehung zwischen Rodgers und McCarthy Risse gebildet hatten.

Schon nach dem Sieg gegen die Buffalo Bills in der vierten Woche kritisierte der Superstar den Gameplan seines Trainers öffentlich. Rodgers hielt McCarthys Ansagen für uninspiriert. Und schaut man auf das Gesamtbild, das Rodgers und Co. in dieser Saison in der Offensive abgeben, fällt es schwer, dem Quarterback zu widersprechen.

Allein in den letzten fünf Spielen kam Green Bay drei Mal nicht über 17 Punkte hinaus. Viel zu wenig, wenn ein Ausnahme-Athlet wie Rodgers, auch wenn dieser zugegebenermaßen seit Saison-Beginn mit Knie-Problemen zu kämpfen hat, die Fäden zieht und ein hochtalentierter Receiver wie Davante Adams auf dessen Pässe wartet.

Rodgers schwächelt

Die Baustellen im Angriff der Packers sind vielfältig, gründen aber nicht nur in McCarthys Vorgaben. Auch der in Wisconsin heldenhaft verehrte Rodgers schwächelt in dieser Spielzeit. Seine bislang 21 Touchdown-Pässe sind nur Mittelmaß. Dazu kommen lediglich 61,8 Prozent seiner Zuspiele bei den Mitspielern an. Zum Vergleich: MVP-Kandidat Drew Brees von den New Orleans Saints kommt in dieser Statistik auf 75,5 Prozent.

Bis auf Adams kann sich Rodgers aber auch nicht wirklich auf seine Receiver verlassen. Randall Cobb verpasste verletzungsbedingt bereits sechs Spiele. Tight End Jimmy Graham spielt eine der schwächsten Saisons seiner NFL-Karriere. Und auch Rookie-Passempfänger Equanimeous St. Brown deutet sein Potenzial bisher nur punktuell an.

Im Spiel gegen die Cardinals, dem absoluten Tiefpunkt der bisherigen Packers-Saison, blieb der junge Deutsche ohne einen einzigen Catch. Das Laufspiel der Packers in der Rodgers-Ära ist ohnehin schon beinahe traditionell kein wirklicher Faktor.

"Normalerweise basiert der Erfolg, den wir in den letzten Jahren hatten, darauf, dass wir klug mit unserem Ballbesitz umgehen und dazu ein effizientes Passspiel mit Big Plays und explosiven Raumgewinnen an den Tag legen. Dieses Jahr fehlt uns aber diese Explosivität", bemängelte Rodgers zuletzt.

Individuelle Fehler

Dazu kosteten gerade zu Saisonbeginn individuelle Fehler die Packers ein Spiel nach dem anderen. In Woche 5 leistete sich Kicker Mason Crosby bei der 23:31-Niederlage gegen die Detroit Lions sage und schreibe fünf Fehlschüsse. Gegen Arizona versagten dem Routinier nun wieder die Nerven.

Zwei Wochen nach Crosbys schwarzer Nacht gegen Detroit hielten die Packers gegen Super-Bowl-Kandidat Los Angeles Rams bis zum Schluss hervorragend mit. Ein leichtsinniger Ballverlust von Running Back Ty Montgomery, der sich kurz vor Schluss dazu entschied, den Kickoff der Rams aus der Endzone zu tragen, anstatt abzuknien, kostete Rodgers und Co. allerdings die Chance auf den Sieg.

Der Quarterback soll danach in der Kabine gewütet haben wie selten zuvor. Zur anschließenden Trade-Deadline wurde Montgomery, seit seinem Draft 2015 eigentlich ein zuverlässiger Arbeiter, zu den Baltimore Ravens abgeschoben.

Fragwürdige Trades

Er war nicht der einzige Akteur, der Green Bay verließ. Auch Safety Ha Ha Clinton-Dix, Pro-Bowler von 2016, wurde etwas überraschend für einen Viertrunden-Pick an die Washington Redskins abgegeben - ein viel zu geringer Gegenwert, wie die meisten Packers-Fans beklagten. Denn Clinton-Dix war nach Verletzungsbeschwerden eigentlich wieder auf dem Weg zur Topform.

"Wir haben alle Anteil an den Enttäuschungen und Misserfolgen in dieser Saison. Wir hatten unsere Chancen. Es ist ja nicht so, dass wir in den meisten Spielen abgeschossen werden. Wir sind lange in den Spielen drin, selbst wenn wir nicht gut spielen. (...) Aber wir schaffen es einfach nicht. Wenn wir nur ein paar von diesen engen Spielen gewinnen, sprechen wir gleich über ganz andere Dinge", resümierte ein sichtlich verbitterter Rodgers nach der Blamage gegen die Cardinals.

Neuer GM will Kader umbauen

Für die Packers kann es nun, da sie zum zweiten Mal in Folge die Playoffs verpassen dürften - ein Wunder muss her um es doch noch zu packen -, nur noch darum gehen, die Weichen für eine erfolgreichere Zukunft zu stellen. "Wir werden unverzüglich mit der Suche nach einem neuen Head Coach beginnen", stellte Präsident Mark Murphy in der Stellungnahme zu McCarthys Entlassung klar.

Die Chancen für eine Trendwende sind auf jeden Fall vorhanden. Mit Brian Gutekunst übernahm im Vorjahr ein neuer General Manager das Ruder, der sich auf die Fahnen geschrieben hat, den Kader mit aggressiven Moves neu zu strukturieren.

Ein namhafter Running Back oder ein zweiter Top-Receiver dürften ganz oben auf der Wunschliste stehen, damit Franchise-Gesicht Rodgers, mit 35 Jahren noch immer im besten Quarterback-Alter, wieder die Waffen an der Seite hat, um an seine MVP-Leistungen früherer Jahre anzuknüpfen.

If Yogi had been a Mariner this season, Jerry Dipoto would have traded him and his malapropisms to the Nationals or someone. And thrown in money to help cover his contract. Read on.

• If you are a Mariner fan, you might want to pull out a legal pad and start making notes. The roster the franchise has today looks nothing like the one it had on opening day last season. And probably doesn’t resemble the one it will have on opening day next year.

The Robinson Cano Epoch is over. So is the Jean Segura Era. And the eras of Mike Zunino, Edwin Diaz and almost any other recognizable player you can name.

Dipoto blew it all up. To quote an old TV show, he blew it up real good.

James Paxton? Gone. James Pazos? Gone. Juan Nicasio? Gone.

It’s Dec. 4, the Winter Meetings aren’t even here yet and Dipoto has shed most of the M’s biggest contracts, most-veteran players and even a couple of youngish, under-control guys. In return he’s picked up a few overpaid vets – and a bunch of prospects, a couple of which cause some baseball people to drool uncontrollably. In other words, Dipoto is rebuilding the roster, the farm system and the fans’ expectations.

Will any of those things bounce back? Not this season. It’s going to be a get-folks-experience year.

Oh sure, Kyle Seager will still man third base. We think. It seems, considering how he’s fallen off the planet the past two year, it would be hard to get anyone to take his contract. So he's the starting third baseman.

Dee Gordon will be at second. Mitch Haniger should be in right field, though he’s a tradeable asset and Dipoto seems to be like a guy in Vegas on a hot streak right now. He is in such a zone he may throw Haniger into a trade without even knowing it.

If Haniger survives, we know he’ll be backing up Marco Gonzales, Mike Leake and Wade LeBlanc as they make starts. Maybe even Felix Hernandez, the franchise’s senior member, will bounce back. There is no chance he will be traded, but the other three guys could be.

You just never know with Jerry and this franchise-changing spree. Stay tuned. There is probably more to come.

Theo Lawson has stories on both. … The Pac-12 announced its all-academic teams and the Cougars were well represented. Theo runs down those selections. … Theo also explains his AP basketball poll picks. He should. UCLA? C’mon man. (Actually, I agree with his picks but I had to give him a hard time about at least one of them.) … Finally, Theo spoke with Larry Weir about a lot of subjects for the latest Press Box pod.

Elsewhere in the Pac-12, we start with football, a sport in which the conference’s reputation is in tatters, so to speak. It cost WSU and it showed in the attendance and ratings in the title game. … It also showed in how the public reacted to Larry Scott. … The conference announces its awards today. Gardner Minshew seems like a lock as offensive player of the year, but will Kyle Whittingham outpoint Mike Leach as coach of the year? … Colorado is still looking for a coach. … Arizona State will play its bowl game without its best player. … Arizona didn’t make a bowl. That is no surprise. … Ohio State is announcing today former Utah coach Urban Meyer is retiring (again). … Utah faces a familiar-looking foe in the Holiday Bowl. … In basketball, California is helping out the other Bay Area colleges by playing, and in most cases, losing to them.

Seahawks: The Hawks’ playoff chances have improved, but they need to keep winning of course. Yes, there are games with Arizona and the 49ers, but this week’s home battle with Minnesota is important as well, what with the Vikings also vying for a wild-card spot. … The Hawks will be without D.J. Fluker, but get Mychal Kendricks back. … A lot went right against the 49ers.

Mariners: The roster has undergone such a makeover, if I were a free agent, I wouldn’t sign unless I got a percentage of the program sales for the first homestand next season.

What the G20 and OPEC meetings mean for the political relations, economies, and people of the world.

Last week, two important meetings took place—one, in Buenos Aires, Argentina, of the Group of 20 (G20) nations, and two, in Vienna, Austria, of the Organization of the Petroleum Exporting Countries (OPEC) and other oil producers. The two meetings did not produce any resolution to the major economic challenges in the world. But they did soothe the nerves of financial markets. At the G20, the United States and China dialed down the temperature over trade but did not settle the long-term grievances each side has of the other. At the OPEC+ meeting, Russia and Saudi Arabia agreed to cut production and raise the price of oil despite pressure from the United States and others to keep oil prices low.

At neither meeting did the major powers find solutions to their problems. They are all caught in mazes from which there are no easy exits. But what calmed the world of finance was that the geopolitical tension between the major powers seemed to have lessened. What impact this reduced tension has for the world’s people, however, is not clear.

Trade

The “trade war” engineered by U.S. President Donald Trump against China began with tariffs and ended with a damp squib. At the G20, Trump told China’s Xi Jinping that the U.S. tariffs that would have gone up to 25 percent on $200 billion worth of Chinese imports will no longer be applied. China, for its part, said that it would import more goods from the United States. No specifics were announced, which is why the tensions over even this agreement spilled over onto Twitter (courtesy of Trump’s hyperbole) and into more sober statements from the Chinese government.

The more fundamental questions of intellectual property and currency valuation remain unsolved. The United States accuses China of theft of the intellectual property of U.S. firms, but the Chinese counter—as they have in the arbitration panels of the World Trade Organization—that they merely draw from technology transferred as a result of commercial agreements freely made by firms eager to use Chinese labor. It will be impossible to resolve these two problems, since neither side sees the issues in the same way. Their worldviews regarding intellectual property and currency valuation are utterly alien to each other. If the United States believes that China is unfairly valuing its currency, the Chinese point to the unfair advantage that the dollar has over every currency in the world since it is used as one of the major global currencies for facilitation of trade and for the storage of wealth.

Oil

Russia’s Vladimir Putin and Saudi Arabia’s Mohammed bin Salman offered each other a friendly hand slap at the G20. Everyone seemed happy to see Mohammed bin Salman, despite the clear evidence of his role in the murder of the Saudi journalist Jamal Khashoggi.

But the real agreements between Russia and Saudi Arabia were not directly made in Buenos Aires. They were made more quietly in Vienna at the OPEC+ meeting. At Buenos Aires, Putin said, “yes, we have an agreement to prolong our accords.” He was referring to the deal between Russia and Saudi Arabia since 2016 to manage oil prices to their mutual benefit. The deal notwithstanding, Saudi Arabia has continued to pump itself into trouble—flooding the market with oil, driving prices down and depleting its own treasury as a result. Now Russia is eager to see oil production cuts and oil prices rise. Trapped by sanctions and by low oil prices, Russia has plunged into internal economic difficulties. The real issue was how much each country inside and outside OPEC should pump. That is why Putin said, “there is no final deal on volumes.” In fact, even after the deal has begun to emerge, there is no final deal. Saudi Arabia has not been a good partner here. It has pumped outside the numbers over the course of the past few years, largely under pressure from the United States.

There are two reasons why the United States wants low oil prices, despite the fact that the U.S. is now one of the world’s largest oil producers. First, low oil prices mean an immediate subsidy for the U.S. consumer and for U.S. manufacturing firms. There is no economic incentive to move to renewable energy when oil prices are low. Second, low oil prices hit adversaries of the U.S.-led world order that—as it happens—are major oil producers. The list includes Iran and Venezuela, two countries that have been sent into internal turmoil as oil prices have plummeted. But the United States has sufficient tools to hurt these countries without forcing oil prices down. For instance, even if oil prices rise, U.S. sanctions can be harsh enough to cut Iranian and Venezuelan oil out of the market. The lack of Iranian and Venezuelan oil operates as an effective cut in oil production, which will itself raise oil prices.

Saudi Arabia has already begun to pressure Libya and Nigeria to reduce oil exports, although both these African countries are reliant upon oil revenues. Saudi Arabia has succeeded in pushing Qatar out of OPEC on political grounds, but since Qatar only produces 2 percent of OPEC’s crude oil the departure, Qatexit is not meaningful. Inside the world of oil, there are those who are always pushed aside so that others can benefit.

Oil Buyers’ Club

In 2005, Indian Petroleum Minister Mani Shankar Aiyar assembled his counterparts from across Asia to start a discussion on a buyers’ club. The precise issue on the table was the “Asian Premium” charged by Saudi Arabia and other oil producers to Asian countries. The “Asian Premium” is substantial—close to $10 billion per year for the Asian consumers of Gulf oil. It is what bothered Aiyar and the other oil ministers. But they did not come to any agreement.

Asia is the largest importer of oil in the world. India and China, with the United States, are the three largest importers of oil. Right behind them are Japan and South Korea. If you add the oil imports by China, India, Japan and South Korea, then these four Asian countries import a full third of world oil imports. They are both reliant upon the oil exporters, but they also have power as a bloc of consumers.

In 2012, China’s premier Wen Jiabao said that there needed to be a counter-cartel to OPEC that should include Europe and the United States. Interest in his proposal was minimal. Oil had reached $100 per barrel. It stifled economic growth and did not move any of these industrial giants toward non-carbon renewable fuel.

The issue of a buyers’ cartel came back on the table in April this year at the International Energy Forum. The chairman of Indian Oil Corporation (IOC) Sanjiv Singh and the chairman of China National Petroleum Corporation (CNPC) Wang Yilin then met in Beijing to go deeper into the possibility. By June, China and India—which import 17 percent of the world’s oil—had begun to openly talk about a buyers’ cartel to help create “stable and moderate” oil prices, as India’s current Petroleum Minister Dharmendra Pradhan put it.

China and India have been upset by the U.S. sanctions on Iran. They have felt that these produce an adverse impact on Asian economies. They are joined by Japan and the European Union, who are also not pleased with these sanctions. It is now being said that if China and India establish a buyers’ club, Japan and Europe will join in.

Smell of Tear Gas

From the air-conditioned rooms of the oligarchy, we go to the tear gas of the streets.

Protests in Paris, France, have been the most violent in decades. The yellow vests (gilets jaunes) appeared as if out of nowhere to demonstrate against the French government’s hike in fuel prices. They make the case that the violence of the economy has destroyed their ability to function. Any violence on the streets is a reflection of the violence that structures their lives. The streets of Paris smelled of tear gas.

In Buenos Aires, Argentina, labor unions and political groups of one kind or another planned massive protests against the G20. They wanted to scream at their leaders, who have been deaf to their pleas. But the Argentinian government held the G20 meeting at the Costa Salguero convention center, on the magnificent Rio de La Plata. Police cordoned off the area, while the coast guard boats sailed up and down the river. No one could get near the site. None of the leaders were interrupted by the chants.

There were no protests in Vienna. The OPEC building was nonetheless surrounded by the elite WEGA units. No one knew that the meeting was being held. There is so little democracy in the institutions that structure our lives.

A national leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu has challenged the presidential candidate of the Peoples Democratic Party (PDP), Aitku Abubakar, on the Halliburton bribery scandal.

Over the years, the Economic and Financial Crimes Commission (EFCC) has been investigating Halliburton, an American multi-national corporation over $182m bribery scandal.

Speaking during the National Consultative Forum themed: “Nigeria on the right track” organised by the National Committee of Buhari Support Groups, he said Nigerians have crossed the red ocean and they cannot be taken back to Egypt.


“They said we should not talk about the past. We must look at what you have done before. We have to look at the Halliburton issue. Why do they leave Nigeria?  $16billion on NEPA for darkness…When they see that we are kicking them out, they rush to privatise the company, what I call personalisation of the wealth of Nigerians,” he said

While commenting on the Senate President, Bukola Saraki, Tinubu said; “Saraki used our mandate to give lifeline to the opposition. Leadership is about character. He left PDP, joined us, got elected and sold our mandate for a pot of porridge. God is honest, Saraki is not.
          Court Gives EFCC, SSS, 72 Hours To Arrest Diezani      Cache   Translate Page      
Justice Valentine Ashi of a Federal Capital Territory High Court, sitting in Apo, Abuja, on December 4 ordered the Economic and Financial Crimes Commission, EFCC, the Nigerian Police Force, the Department of States Security Service and all other security agencies to apprehend and arrest a former Minister of Petroleum Resources, Diezani Alison-Madueke within 72 hours.

The order was made, following a motion ex parte made before the court by counsel to the EFCC, Msuur Denga, praying for an order of the court, to issue a warrant of arrest against Mrs Alison-Madueke, to enable the Commission apprehend and arraign her for alleged financial crimes in Nigeria.

The EFCC investigated the former minister along with Jide Omokore, a former Chairman, Atlantic Energy Drilling Company, following a petition dated October 2, 2013, from Coalition Against Corrupt Leaders, CACOL, bordering on money laundering and official corruption.


EFCC said in a statement that investigations into the petition revealed that Mrs Alison-Madueke as supervising minister of the Nigerian National Petroleum Corporation, was found to have engaged in illicit and monumental fraudulent dealings in oil transactions, which she entered into on behalf of the Federal Government.

Mrs Alison-Madueke and Mr Omokore are also alleged to have accepted and given gifts in properties located at Penthouse 22, Block B, Admiralty Estate, Ikoyi, and Penthouse 21, Building 5, Block C, Banana Island, Lagos. They are to be arraigned on February 25, 2019 on a five-count charge for the offences, which are contrary to Sections 26(1) of the Corrupt Practices and Other Related Offences Act, 2000.

When the matter came up on Monday the Commission however filed application for warrant of arrest, condition precedent for Mrs Alison-Madueke’s extradition protocol to bring her back home to face trail.

The prosecution told the court that Mrs Alison-Madueke, who is currently in the United Kingdom, jetted out of the country while investigations into the alleged fraudulent acts were ongoing.

The court today, granted the ex parte motion, and ordered the security agencies to provide Mrs Alison-Madueke within 72 hours, for her to face the charge preferred against her.

“The Inspector General of Police, the Chairman of the EFCC, the Attorney General, the Department of State Services, are hereby ordered in the name of the President, Federal Republic of Nigeria to apprehend and arrest the first defendant and produce her before this court for further directives within 72 hours,” the judge held.

Spokesman of the Presidential Campaign Council, Osita Chidoka, said this yesterday when he featured as guest on AIT’s breakfast show, Kakaaki, in Abuja.

He said: “The rumours about him (Buhari) being cloned; about somebody replacing him can only arise because of the absence of information.

“The more fundamental issue goes back to the issues of transparency and information to country men.

“If our President goes into hospital for a surgery or treatment, it is the right thing for Nigerians to know what is wrong with our president. How long is he expected to be away?

“Nigerians were kept out of the loop (by the presidency). It was the same thing that happened to us with President Yar’Adua. He came back to the same situation.

“Nigerians reserve the right to know the status of our president even of our presidential candidate. We saw it in the US. Mrs Clinton had an issue, she had to come out clean. Trump had to come up with his letter showing what his doctor said about his health.

“Now, we have a situation where we don’t know what was the issue? Who treated him? How much did it cost us? What was he doing in the hospital? Who paid for it? None of those information is available.

“It is a national security matter that our president was away for 100 days and we don’t have information. I think it is something that maybe the National Assembly needs to legislate about since the President has refused to use their discretion.”


          El-Rufai Mocks PDP Over Sokoto Crowd      Cache   Translate Page      
The Kaduna State Governor, Nasir El-Rufai, on Tuesday said majority of the persons who participated at the Peoples Democratic Party presidential rally which held in Sokoto were from neighbouring Niger Republic.

The governor, a member of the ruling party, APC, disclosed this during an inauguration of his campaign commitee in Kaduna.

The PDP launched its zonal presidential rally in Sokoto on Monday for the North-west. Thousands of people attended the rally which was addressed by the party’s presidential candidate, Atiku Abubakar; the Sokoto State Governor, Aminu Tambuwal; and the Speaker of the House of Representatives, Yakubu Dogara.


However, according to Mr El-Rufai, many of those that attended the rally were from neighbouring Niger Republic.

Mr El-Rufai said the PDP brought these people to show that they have supporters and ”because Sokoto indigenes refused to attend the rally.”

He said his governing party, All Progressives Congress (APC), will not allow looters and criminals return to power in 2019.

The governor vowed ”to go after each vote during the election” to ensure that Kaduna delivers in 2019.

He explained that the ideology of the ruling party and President Muhammadu Buhari is not to share public funds to few individuals ”but to work and improve the lives of the ordinary Nigerians.”

“Thieves have ganged up against President Muhammadu Buhari. Yesterday (Monday) they (PDP) went to Sokoto for a rally and brought in people from Niger Republic,” the governor said. ”This was to show that they have crowd because Sokoto people refused to attend.”

“Our people should be assured that the very day Buhari will come to Kaduna, all our people that will receive him will be Kaduna indigenes and not people from Niger.

“We will fight for every vote and persuade our people that you will only secure victory for the party you support when you vote on election day,” he said.

The National Assembly has summoned the United States Ambassador to Nigeria, Mr. Stuart Symington, over the alleged high rate of visa denial to Nigerians.

The invitation was said to be at the instance of an activist, Kayode Bello, who petitioned the House of Representatives over the matter.

Many Nigerian students seeking to study in US schools were allegedly denied visas despite spending a lot of money on different fees.

Some of the fees were application fees, evaluation fees, courier fees, service fees, visa fees, school fees.


The Punch reported that the fees were said to be non-refundable.

While some of the students claimed that they were denied visas because they were not married, others said they were denied because only one of their parents was their sponsor.

According to The Punch, a parent claimed that his daughter’s interview was cut short because she asked the interviewer to speak up.

It was further learnt that the embassy usually issued preprinted blue papers to those it rejected without giving a specific reason for the decision.

Der erste Teil der Dokumentation nimmt den Zuschauer mit auf eine Reise durch die landschaftliche Vielfalt von Omans Norden. Ausgangspunkt der Reise ist die moderne Hauptstadt des Omans, Maskat. Der Name der Stadt bedeutet so viel wie "Ankerplatz" – eine treffende Bezeichnung für den Regierungssitz einer Seefahrernation. Von der Meeresküste führt die Route über die von Oasen gesäumten Wadis bis hin zu den alten Bergdörfern im rauen Hadschar-Gebirge. Einige Kilometer südlich von Maskat haben Arabische Wüstengazellen ein Refugium gefunden. Weiter im Süden führt ein alter Handelspfad durch ein tiefes Flusstal, das sogenannte Wadi Tiwi, weit hinein in die Gebirge und Wüsten des Landes. Nutzpflanzen aus aller Welt reisten mit den Händlern in die Oasengärten und wurden Teil der Terrassenbeete. Heute leben immer weniger Menschen in den Oasen, und immer weniger von ihnen kennen die mündlich überlieferten Geheimnisse der Bewirtschaftung der fruchtbaren Wasserstellen. Nur die wenigsten der malerischen Lehmdörfer an den steilen Hängen des Hadschar-Gebirges sind heute noch bewohnt. Ein Imker jedoch nutzt sein altes Haus für Bienenstöcke, ein ehemaliger Bewohner von Misfat Al Abriyeen betreibt ein kleines Hotel in seinem verlassenen Heimatdorf. In der nächsten großen Stadt, in Nizwa, findet auch heute noch jeden Freitag ein Ziegenmarkt statt. Wie auf dem Laufsteg werden die Tiere potenziellen Käufern präsentiert. Der Handel hat im Oman Geschichte. Die Stadt Sur war bereits im 6. Jahrhundert ein bedeutendes Zentrum für den Handel mit Ostafrika und ist heute die einzige Stadt im Mittleren Osten, in der noch Dhaus, traditionelle arabische Segelschiffe, gebaut werden. Westlich der Stadt, weiter landeinwärts, ist nur noch Wüste – die sogenannten Sharqiya Sands sind die Heimat der Beduinen. Auch wenn sie heute in klimatisierten Häusern wohnen und Geländelimousinen fahren, die Wüste hat für die "Herren der Kamele" nicht an Reiz verloren.

Der zweite Teil der Dokumentation "Märchenhafter Oman" lädt zu einer Reise durch den Süden des Landes ein. Sie führt entlang der Weihrauchstraße bis hin zur grünen Küste. Die Route führt in das unendliche Wüstengebiet im Inneren des Omans, vorbei am Reservat der letzten Arabischen Oryxantilopen gen Süden, in die Provinz Dhofar, wo Weihrauchbäume wachsen und die Arabischen Leoparden beheimatet sind. Vom Oryxantilopen-Reservat im Herzen des Landes führt eine Straße durch die Wüste in den Süden des Landes. Genauer gesagt in die Provinz Dhofar, eine der wenigen Regionen der Welt, in der Weihrauchbäume wachsen. Noch heute leben dort Menschen davon, den Bäumen in mühevoller Arbeit ihr wertvolles Harz zu entlocken. Die Metropole von Omans Süden ist Salalah, eine moderne Stadt am Meer. Neben einer einzigartigen Unterwasserwelt und einem großen Fischreichtum ist Salalah auch berühmt für seine Obst- und Gemüseplantagen: Die Provinzhauptstadt nennt man daher auch den "Garten des Omans". Gemüse und Obst aus den Plantagen wird dort direkt entlang der Küstenstraße verkauft. Salalah ist aber auch Sitz einiger wichtiger Universitäten, an denen, wie überall sonst im Oman, mehr Frauen als Männer studieren. Im Hinterland von Salalah türmt sich das Dhofar-Gebirge auf. Es ist der Rückzugsort der letzten Arabischen Leoparden. Wenn im Sommer die Arabische Halbinsel in Gluthitze versinkt, suchen Tausende von Touristen aus den Golfstaaten im südlichen Oman Zuflucht. Denn von Juli bis September wird dieser Küstenstreifen von den Ausläufern des Monsuns, des Charifs, in dichten Nebel und Nieselregen getaucht. Die Vegetation scheint zu explodieren – es entsteht ein kühles, grünes Paradies inmitten eines Glutofens. "Zugereiste" ganz anderer Art finden sich in den Mangrovenhainen und Lagunen entlang der Südküste: Vögel kommen aus Afrika, aus Europa oder Indien, andere Arten wie die Rosaflamingos sind ständige Bewohner der Lagunen.
