MEGADETH mainman Dave Mustaine has confirmed to Canada's The Metal Voice that he is working on material for the follow-up to 2016's "Dystopia" album, tentatively due next year. Asked about the musical direction of the music he has written so far, he said (hear audio below): "Well, I don't know how to answer that, because if you want me to say what record it sounds like, it sounds like a combination of everything, because it's music that I've written. "Whenever I write a riff, if I don't like it, I don't record it," he explained. "If I do record it, I save it. And if I don't use it now, I'll use it at some point. So a lot of the stuff on the record… There's a complete finished song left over from 'Dystopia' that I forgot we did. "When you're in the studio and you're doing 16 songs and you're working your ass off every day, some things slip through the cracks," he said. "So we've got a huge head start on the record. Kiko [Loureiro, guitar] just came out. Dirk [Verbeuren, drums] was out before him. David Ellefson [bass] will be visiting me shortly to start playing some bass." According to Mustaine, MEGADETH is "doing things a little bit differently this time" around. He explained: "We're kind of approaching the songs a riff at a time and just kind of focusing on the riff. "If you play the riff and you listen to it, and it doesn't sound good on its own, then why put it in a song?" he continued. "A lot of people, when they write songs, they write a song, they'll start playing it, and they'll [a part] in there just because they need something in there. And for me, I don't like doing that. I don't like having a part in a song where there's a weak spot. 'Cause it's kind of like when we were kids and we used to play tug of war in school. Remember that? You had the rope and you pull it? You never wanted the weaklings on your side, 'cause who wants to get dragged through the mud? And that's kind of how it is with a great song — you never want any weak riffs in there. "A lot of bands have really interesting approaches to how they write, and I've tried just about every way to write a song over my career," Mustaine added. "And I found this way is probably the funnest, because if you have a riff and it's not carrying its own weight and it doesn't sound cool, how can it possibly sound cool if you put words over it?" Asked if he is drawing inspiration from the current political climate for the lyrics for the next MEGADETH album, Mustaine responded: "I think right now that the state of affairs in the world, it's so horrible — it's just so horrible. People are so mean to each other. There used to be a time in my nation where when people voted, they didn't tell anybody who they voted for, and now it's almost like a badge of honor. On the flipside of that, you're going around talking about somebody that you voted for and you're in the midst of people who don't like that person, and they're your friends, and they attack you because of a vote that you made? Then they're not really your friends. "America is a republic — it's not a democracy. It's run as a democracy, but a democracy… my understanding is just one leader; we have three branches of government," he continued. "And I don't wanna get into a history [lesson] or class of political science, but for me, I see that there's so many differences between my government… and even our wonderful neighbors, our Canadian neighbors — there's differences. So it makes us both unique and beautiful and wonderful to be individual. "But if I'm singing a song and I'm saying, 'Oh, yeah, I've got this problem, and I've got this problem,' and you're sitting over in, say, Kathmandu [the capital city of Nepal], you're saying, 'You know what? I don't understand what it's like to have a car, so what do I care that you have car problems?' Some of the kids that we play to in India, my heart just goes out to them — I love them so much, because I see how much they sacrifice to come see us play." Mustaine added: "We played in Brazil one time and we got a promoter that was a really bad guy, and he was charging the fans 275 dollars for a concert ticket, just to sit in one little spot there. And I found out and I came unglued. We fired the guy and we never worked with him again. 'Cause the cost of living down there, it was three months' work to pay for these tickets, and I figured that is so messed up — that is so messed up. "So I've kind of toned it down a little bit with the political stuff to where it's more about being a one-world kind of people, about the stuff that affects us as people, not so much as citizens of any government or nation. Why put an unnecessary wall up between us, right?" MEGADETH's next LP will be the first to feature Verbeuren (ex-SOILWORK), who joined the band more than two years ago.

The decadent stack combines elements of German baumkuchen, a spit-roasted cake that Dutch colonists brought to Indonesia in the 15th century, with local Indonesian spices such as cinnamon, clove, mace, and nutmeg. To achieve the layers, bakers swapped out the traditional spit for a pan and broiled each layer before adding the next. Today, you can track down the delicate delicacy in Indonesia or the Netherlands (where it’s also known as spekkoek).

In 1953, members of England’s Royal Air Force made an interesting discovery about the teacakes in their ration packs: With increases in altitude, the marshmallow inside the cakes expanded and, at 15,000 feet, it cracked the chocolate shell. It wasn’t long before pilots started conducting what one veteran called “rather unscientific in-flight experiments” with their snacks.

It was all fun and games until the teacake explosion. During the summer of 1965, a captain and student pilot forgot they had placed several unwrapped treats above their instrument panels. After the captain performed an emergency depressurizing switch, the treats exploded, scattering chocolate shrapnel and marshmallow across the windshield, flight controls, and the mens’ uniforms. Afterward, the RAF banned marshmallows from flights. Although it’s never been officially confirmed, most people suspect the teacakes in question were Tunnock's.

“The sheer number of girls involved, and what it represents in terms of lost childhoods and lives conditioned to always make it clear how urgent is banning the practice of child marriage,” said the executive director of UNICEF, Anthony Lake.


Girls, sometime babies, who instead playing with dolls, drop out of school and are locked in a house where they live submissive to their husbands and in-laws. Child brides rarely have the possibility to complete studies, for them is high the risk to become victims of violence and to contract HIV. And even when they survive, quite often it is impossible for them to acquire the skills needed to find a decent job. In many countries, the problem is also the indifference of the authorities: in Nepal, despite a 1963 law prohibiting child marriage and requiring the 20 years as the minimum age for marriages, the police rarely intervene to enforce these rules. Even the goal of eradicating the phenomenon by 2020 is nuanced: now the new goal is 2030. The report “Our time to sing and play” of Human Rights Watch, denounces the social and economic pressures that girls are forced to live in Nepal, often with the consent of the families.

It seems there is a relationship between the level of wealth and the phenomenon of child brides. The best results were achieved in the “rich” countries; in poor countries there have shown no substantial improvements.


Even in “developed countries” like USA or Europe, child marriages are a social problem. There are many arranged marriages between adult immigrants in the US and young girls from the countries of origin. The numbers are frightening: early marriages are a problem in many of American States. In Virginia, where between 2004-2013, there were approximately at least 4,500 cases of marriages with minors (over 200 of them got married at age 15 or younger and about 90% of underage spouses are girls). In Maryland, where there have been over 3,000 cases of marriages with children. In Texas, where cases recorded between 2009-2013, there were over 700 (aged 15 to 17 years). In New Jersey were 3,499 cases of marriages with minors (most of them had 16 or 17 years, but 178 were aged between 10 and 15!). Similar data in other states. These data confirm that even in America laws fail protecting children. Most states require that the minimum legal age of consent for marriage is 18 years. But exemptions are permitted if parents of a minor give their consent or if a girl is pregnant. Even polygamy causes the number of child brides not decrease: often these marriages are religious only and are not recognized by the state. This does not prevent you from being equally celebrated in many communities.


In other countries (especially in Latin America), the percentage of girls spending did not show a significant drop in the last twenty years.


Europe is not immune to this disease. The UN Council for Human Rights adopted several resolutions concerning violence against women and gender discrimination (one focused specifically on early and forced marriages: they are considered violations of human rights and deny fundamental rights such as the right to ‘education and health – including sexual and reproductive health – as well as being among the causes of poverty among women and an obstacle to sustainable development). Italy has ratified the Council of Europe Convention on preventing and combating violence against women and domestic violence (better known as the Istanbul Convention). Quite often, however, authorities are unable to act. Sometime marriages of brides girls do not take place in Italy: the victims are taken by deception in other countries (such as Pakistan, India, Bangladesh, Albania or Turkey) where occur arranged marriages.

In other European countries, early marriages are widespread in recent years. In Bosnia, for example: girls arrive at the age of 14-16 years and try to get married hoping to get out of families (often destroyed). The only difference is that in this case often weddings are among peers without prospects (alcohol consumption by men has shown a significant increase); consequently marriages do not last long and there are serious problems of coexistence. Again, however many times early marriage leads to early school leaving (a phenomenon that particularly affects girls).


Today there is no country in which there are no cases of child brides, and that, once again, the measures taken were unable to solve a major problem of the Millennium or at least stem it.

In a calibrated move, the Modi government is dialling down aggressive postures in bilateral ties
When Prime Minister Narendra Modi touched down in the Maldives in mid-November to attend the swearing-in of Ibrahim Mohamed Solih as the country’s President, it was easy to count the “firsts” in his visit. Among them: this was Mr. Modi’s first visit to the Maldives, the only country in South Asia he had not yet visited in his tenure, and the first by an Indian Prime Minister in seven years. The only time a visit by Mr. Modi had been planned, in 2015, he cancelled his travel plan abruptly, to register a strong protest at the treatment of opposition leaders, who are now in government. The one “first” that was not as prominent, however, was that despite inviting all South Asian Association for Regional Cooperation (SAARC) leaders to his own swearing-in ceremony in May 2014, the Maldives visit marked the first time Mr. Modi attended the swearing-in ceremony of any other leader. The fact that he did, and chose to be one among the audience rather than on stage, may be a more visible sign of a new, softer neighbourhood policy than the one Mr. Modi’s government has pursued in previous years.

All in 2018
The current year, 2018, has marked a year of reaching out in the region by the Modi government in general, with a view to dialling down disagreements that otherwise marked ties with major powers such as Russia and China. But while Mr. Modi’s “Wuhan summit” with Chinese President Xi Jinping and the “Sochi retreat” with Russian President Vladimir Putin merited much attention, it is important to take stock of attempts at rapprochement in the immediate neighbourhood.

With Nepal, the government’s moves were a clear turn-around from the ‘tough love’ policy since the 2015 blockade. Then, the government seemed to want nothing more than to usher Prime Minister K.P. Sharma Oli out of power. In 2018, however, when Mr. Oli was re-elected, despite his anti-India campaign, the Modi government wasted no time in reaching out and, in a highly unconventional move, despatched External Affairs Minister Sushma Swaraj to Kathmandu even before Mr. Oli had been invited to form the government. Since then, Mr. Oli has been invited to Delhi and Mr. Modi has made two visits to Nepal, with a third one planned in December to be part of the “Vivaha Panchami” festival. The frequency of visits in 2018 is in stark contrast to the three preceding years, when Mr. Modi did not visit Nepal at all.

Similar comparisons abound with India’s reaction to major developments in the neighbourhood. In the Maldives, when emergency was declared by the previous regime of Abdulla Yameen, New Delhi made no attempt to threaten him militarily despite expectations of domestic commentators and Western diplomats. When Mr. Yameen went further, denying visas to thousands of Indian job seekers and naval and military personnel stationed there, New Delhi’s response was to say that every country has a right to decide its visa policy.

With elections in Bhutan (completed) and Bangladesh (to be held in December), as well as the ongoing political crisis in Sri Lanka, India has chosen to make no public political statement that could be construed as interference or preference for one side over the other. Earlier this year, the government even allowed a delegation of the Bangladesh opposition to visit Delhi and speak at Bharatiya Janata Party (BJP)-affiliated think tanks, although it later deported a British QC lawyer for the Bangladesh Nationalist Party.

Perhaps the biggest policy shift this year was carried out as a concession to the Ashraf Ghani government in Kabul. After a policy of more than two decades of refusing to engage with the Taliban, or even sit at the table with them, in November India sent envoys to the Moscow conference on Afghanistan, where the Taliban’s representatives were present. The U.S. chose to send a diplomat based in Moscow as an “observer”, but the Indian delegation of former Ambassadors to the region represented non-official “participation” at the event. The shift was palpable. Earlier, the government had stayed aloof from the process, explaining that any meeting outside Afghanistan crossed the redline on an “Afghan-owned and Afghan-led solution”. While the change in position was eventually achieved by a high-level outreach by the Russian government, which has projected the conference as a big diplomatic success, India’s participation had been nudged by President Ghani himself. He had made a strong pitch for backing talks with the Taliban during a visit to Delhi in mid-September. Both in his meeting with Mr. Modi and in a public speech, Mr. Ghani had stressed that the Islamic State and “foreign terrorists” were the problem in Afghanistan, as opposed to the Afghan Taliban itself, and talks with them had the support of the Afghan people. Whatever India’s reservations may have been about the Taliban, the Modi government eventually decided to extend its participation to the Moscow event.

The Kartarpur link
Given the context, it may be possible to see the government’s latest shift, in sending two Union Ministers to Pakistan this week to join Prime Minister Imran Khan for the ground-breaking ceremony for the Kartarpur corridor, as part of the larger pattern of softening towards the neighbourhood. No Indian Minister has visited Pakistan since the Uri attack in September 2016, and after the cancellation of Foreign Minister talks at the UN this year, it was assumed that the government would not pursue conciliatory proposals with the new government in Islamabad. It is also significant that the BJP and the Prime Minister have chosen not to make Pakistan an electoral issue in the current round of State elections, as they did during last year’s Assembly polls. While it seems unlikely that the larger shift required for a Prime Ministerial visit to Pakistan for the SAARC summit is possible before elections next year, it is not inconceivable that people-to-people ties, of the kind Mr. Modi spoke of in his speech comparing the transformative potential of the Kartarpur corridor to the falling of the Berlin wall, will be allowed to grow.

All these moves lead to the question, why has the government decided to make the change from playing big brother in the neighbourhood to a more genial and avuncular version of its previous self? One reason is certainly the backlash it received from some of its smallest neighbours like Nepal and the Maldives, that didn’t take kindly to being strong-armed, even if New Delhi projected its advice to be in their best interests. Another could be the conscious rolling back of India’s previous policy of dissuading neighbours from Chinese engagement to now standing back as they learn the risks of debt-traps and over-construction of infrastructure on their own. India’s own rapprochement with China post-Wuhan in the spirit of channelling both “cooperation and competition together” has also led to this outcome.

Temporary or durable
It must be stressed, however, that retreating from an aggressive position must not give the impression that India is retrenching within the region, opening space for the U.S.-China rivalry to play out in its own backyard. The most obvious reason for the government’s neighbourhood policy shift of 2018, that resounds closer to the “neighbourhood first” articulation of 2014, is that general elections are around the corner. This leads to the question, is the new policy simply a temporary move or a more permanent course correction: Neighbourhood 2.0 or merely Neighbourhood 1.2.0?

Năm nay 22 tuổi và cao 1,7m, Shrinkhala hiện là một kiến trúc sư và đặt mục tiêu trở thành nữ Thủ tướng trước tiên tại Nepal. Từ đầu cuộc thi, người đẹp không quá nổi trội nhưng vẫn cuộn bởi dung nhan tao nhã, duyên dáng. Trang instagram của Shrinkhala có hơn 358.000 người theo dõi.

Trước đó, một số giải thưởng phụ khác cũng được công bố: "Top Model" - Hoa hậu Pháp, "tuấn kiệt" - Hoa hậu Nhật Bản, "Thể thao" - Hoa hậu Mỹ và 10 thí sinh thắng lợi "Thuyết trình đối đầu". Hiện có tổng cộng 17/30 thí sinh được xác định đi tiếp trong đêm chung kết.

The candidate should have completed the course from a Government recognized Polytechnic institute with 50% marks in aggregate and 50% marks in English in diploma (or in Intermediate/Matriculation, if English is not a subject in Diploma Course).
    (b) Group ‘Y’ {Except Automobile Technician, GTI, IAF (P), IAF(S) and Musician} Trades. Passed Intermediate / 10+2 / Equivalent Examination in any stream/subjects approved by Central / State Education Boards with minimum 50% marks in aggregate and 50% marks in English.
    (c) Group ‘Y’ Medical Assistant Trade Only. Passed 10+2/Intermediate/ equivalent exam with Physics, Chemistry, Biology and English with a minimum of 50% marks in aggregate and 50% marks in English.

    Mandatory Medical Standards: (a) General Medical Standards for both Group ‘X’ (Except Education Instructor Trade) and Group ‘Y’ {Except Automobile Technician, GTI, IAF (P), IAF(S) and Musician} Trades are as follows: -

    (i) Height: Minimum acceptable height is 152.5 cms.
    (ii) Chest: Minimum range of expansion: 5 cm
    (iii) Weight: Proportionate to height and age. However, minimum weight of 55 Kg required for Operations Assistant (ATS) Trade only.
    (iv) Corneal Surgery (PRK/LASIK) shall not be acceptable.
    (v) Hearing: Candidate should have normal hearing i.e. able to hear forced whisper from a distance of 6 meters with each ear separately.
    (vi) Dental: Should have healthy gums, good set of teeth and minimum 14 dental points.
    (vii) Health: Candidate should be of normal anatomy without loss of any appendages. He should be free from any active or latent, acute or chronic, medical or surgical disability or infection and skin ailments. Candidate shall be physically and mentally FIT to perform duty in any part of the world, in any climate and terrain.

    Pay & Allowances: During training, a stipend of Rs. 14,600/- per month shall be paid. On completion of training the starting gross emoluments at the minimum of scale of pay including Military Service Pay (MSP), Group ‘X’ Pay {applicable for Group ‘X’ Trades only} and Dearness Allowance (DA) will be as follows:-
    (a) Group ‘X’ Trades (Except Education Instructor Trade). Rs.33,100/- per month plus Dearness allowance (as applicable) which, in subsequent years, may rise as per the career progression of the individual.
    (b) Group ‘Y’ {Except Automobile Technician, GTI, IAF (P), IAF(S) and Musician} Trades. Rs. 26,900/- per month plus Dearness allowance (as applicable) which, in subsequent years, may rise as per the career progression of the individual.

    Examination Fee : Examination fee of Rs.250/- is to be paid by the candidate while registering for the online examination. The payment can be made by using Debit Cards/ Credit Cards/Internet Banking through payment gateway. The examination fee can also be paid by Challan payment at any Axis Bank Branch.

    How to apply:
    Application will be filled ONLINE by the candidates and detailed instructions to fill up the same are available at www.airmenselection.cdac.in and the same would also be available on www.careerindianairforce.cdac.in. This examination is valid for one intake/entry only.

    The WOW Foundation has today announced plans for London 2019, in the build up to further activity across the UK and the rest of the world over the next two years. The London events, taking place 8-9 March, over International Women's Day, include talks with legendary activist and writer Angela Davis, award-winning journalist and author Naomi Klein as well as the launch of major new international anthology New Daughters of Africa edited by Margaret Busby. The programme also features events with Jo Brand and Catherine Mayer, and two global conversations WOW presents: What Now? and WOW presents: What Next? bringing together thousands of women from across all industries and communities to imagine and debate the future of gender equality. Tickets are on sale to Southbank Centre Members from today and to the public tomorrow, 6 December. There will be over 500 tickets available to schools.

    The announcement marks the beginning of WOW's next chapter as an independent organisation and an international movement. Founded and led by Jude Kelly, former Artistic Director at Southbank Centre, The WOW Foundation will work to build and sustain a movement that believes a gender equal world is possible and desirable through Festivals, and events that empower women and girls. Kelly left the Southbank Centre to lead the WOW movement, having overseen its rapid growth over the last decade and recognising its potential power to drive global change in attitudes towards gender. WOW 2019 will comprise a series of eight major events, calling upon the WOW community to take stock of where equality is now and what is next, ahead of their 10-year anniversary in 2020. The WOW London events are designed to inspire, reflect and provoke and will subsequently be rolled out in discussion format across the length of the UK in 2019. Through the programme they will investigate what the next decade of WOW needs to look like if we are to achieve the 2030 UN sustainable goal around equality.

    WOW Founder Jude Kelly said: "A seismic change in global women's affairs is coming about and we feel that everyone needs to be part of building a new gender equal world. In pursuit of this the WOW movement, now a charitable foundation, is accelerating across the world - with 2 million people involved in festivals in 30 countries across 5 continents - more and more people want to celebrate the lives and achievements of women and urge gender justice forward. The WOW Festivals, Think Ins, Wowser Girls Clubs and our growing International Leaders Forum have established WOW as the most significant convener of women across the globe."

    Over the last 9 years the Festivals have developed a reputation as a space where world renowned artists, performers, and political and social activists such as Malala Yousafzai, Leymah Gbowee, Lupita Nyong'o, Annie Lennox, Patrick Stewart, Baroness Doreen Lawrence and Salma Hayek come and participate, alongside thousands of people of all genders to celebrate achievements and discuss solutions together. The unique Festival model creates ways for participants and campaigners, women and men, to take part in WOW, to amplify their own causes, or start new initiatives which have a wide impact on communities. It has resulted in hundreds of gender equality initiatives over the past decade, for example: the Women's Equality Party was founded at the Festival by Sandi Toksvig and Catherine Mayer; Nimco Ali's campaign to raise awareness around Female Genital Mutilation first found significant platform at the festival and the formation of Girls Rock London, running rock camps for girls and women in London.

    To date, WOW has reached over 2 million people in 17 countries on 5 continents across more than 60 festivals including in Australia, Brazil, China, Egypt, Finland, Nepal, Nigeria, Pakistan, Sri Lanka, Somaliland, the USA and across the UK. Next, WOW will be in Karachi, Dhaka, New York, Beijing and Atlanta, as well as Istanbul, Baltimore and Shanghai in 2020. It is the biggest, most comprehensive and most significant festival dedicated to connecting the stories of women and girls to active change making globally.

    During the day on Friday 8 March and Saturday 9 March 2019 WOW will present What Now? and What Next?, led by Kelly. The events will look at the current state of the nation for women and girls, and then ask what the future looks like. In WOW presents: What Now? inspirational speakers, performers and thinkers will look at the ideas that matter to women and girls (cisgender, transgender and gender non-binary) and the men and boys who support them, from the toughest realities, to the greatest triumphs, in a world that is changing very quickly through politics, technology and cultural norms. It will look at everything from violence and money to wellbeing, to what it means to live with sexism and racism, disability, homophobia and transphobia. Kelly and guests will look at what women all over the world, from Cardiff to Karachi, Bradford to Baltimore and Australia to the Americas care about most, right now. WOW presents: What Next? asks what the future looks like in an age of hyper connectivity, extreme ideas and political turmoil. Across the afternoon audiences will hear from the women helping to imagine - and create - an equal world.

    On Friday evening, activist Angela Davis will be in conversation with Kelly following her legendary sold out in conversation at WOW London in 2017 on women, race and class in the post-Trump era. Also on Friday, WOW will present the Women on the Move Awards 2019 celebrating leadership from migrant and refugee women in partnership with UNHCR, the UN Refugee Agency and Migrants Organise Ltd. Jo Brand, one of the UK's best loved comedians, joins Friday's lineup with Born Lippy: How To Do Female, challenging stereotypes, unpacking what it means to be female and refusing to remain silent.

    On Saturday evening, in her first major engagement since being appointed the inaugural Gloria Steinem Endowed Chair in Media, Culture and Feminist Studies at Rutgers University-New Brunswick, journalist, activist and author Naomi Klein will be in conversation with Kelly, taking a close look at the political and media landscape at this critical time for women, human rights, economic justice and climate change. Also on the Saturday, WOW will launch New Daughters of Africa, edited by Margaret Busby. Twenty-five years ago, the collection Daughters of Africa was published to international acclaim. The new work builds on this tradition for a new generation of women writers and the landscape of African women's writing today. A portrayal of the accomplishments of over 200 contributors, it celebrates their global sweep, diversity and achievements while also testifying to a wealth of genres. To launch this new publication, WOW will bring together leading contributors to honour a unifying heritage and range of creativity of women from the African diaspora. Also on Saturday evening, Women's Equality Party co-founder and writer Catherine Mayer examines how debates have become so damagingly polarised in a funny, freewheeling show on soundbite culture Catherine Mayer: FFS.

    These vignettes, translated by Cole Swensen, are taken from a collection of strange and fanciful short stories, subtitled Atlas Inutilis, credited to the Portuguese author Jaime Montestrela and translated into French by Hervé Le Tellier.     Mary Kom made history at Boxing Championships
    On 20 November 2018, India’s Mary Kom defeated China’s Wu Yu 5-0 in the 48kg quarterfinals of the women’s World Boxing Championships in New Delhi. She is assured of a medal. Mary has become the most successful medal winner in the Championship’s history with seven medals across different weight categories.
    Reservation for women in legislative assembly
    The Odisha Assembly has unanimously passed a resolution seeking 33% reservation for women in legislative assemblies and Parliament. The resolution, moved by Chief Minister Naveen Patnaik, was passed by a voice vote. Currently, the 147-member state assembly has 12 women MLAs. The Women’s Reservation Bill is pending in the parliament.
    Indian Railways introduces e-toilets
    As a special initiative to mark World Toilet Day, Central Railway (CR) department has announced to introduce e-toilets in the railway coaches for the first time. The e-toilets electronically integrate all the toilet functions. These toilets are fully unmanned and perform automated operations. Pressure nozzles have also been attached to these toilets to make flushing easier.
    Renault keeps Carlos Ghosn as CEO
    Renault has appointed its Chief Operating Officer (COO) Thierry Bollore as deputy CEO to ensure day-to-day management of the company. His appointment was made after the arrest of its CEO Carlos Ghosn but he will remain as its CEO. Renault’s move to appoint a temporary leader was in line with a demand by the French government, which owns a 15% stake in the automaker.
    Foundation Stones of CGD Project
    Prime Minister Narendra Modi will lay the foundation stone for City Gas Distribution (CGD) projects across 129 districts on 22 November 2018. This will boost the availability of gas supply for half of the country’s population in 26 states and Union Territories. The projects have been awarded by the Petroleum and Natural Gas Regulatory Board (PNGRB).
    Kim Jong Yang elected as Interpol President
    Kim Jong Yang of South Korea has been elected Interpol President. Kim will serve as president for the remainder of the current mandate, until 2020. The decision was taken at the 87th General Assembly of the Agency in Dubai. He was previously the Chief of police in South Korea’s most populous province.
    India $ Russia signed $500 million deal
    On 20 November 2018, India and Russia signed a USD 500 million deal for construction of two missile frigates in Goa for the Indian Navy. The agreement for manufacturing of the two Talvar-class warships was signed between Goa Shipyard Ltd (GSL) and Russia’s state-run defence major Rosoboronexport. Russia will provide design, technology and key materials to GSL for construction of the ships.
    ‘Tata Literature Awards 2018’ announced
    Anuradha Roy and James Crabtree are among the winners of the ‘Tata Literature Live Awards 2018’. Harper Collins India was named publisher of the year 2018. Veteran journalist and writer Mark Tully won the Lifetime Achievement Award. Renowned poet Jayanta Mahapatra was named the poet laureate for 2018.

    Google launched ‘Neighbourly’ app
    Google has announced the national roll-out of a new app from its ‘Next Billion Users’ team called ‘Neighbourly’. The app helps people source local information from their neighbours. Google is rolling out ‘Neighbourly’ starting with Bengaluru and Delhi, which topped the waitlist. More cities will be added every day, including Chennai, Hyderabad and Pune.

    BASIC Ministerial Meeting held in New Delhi
    The 27th BASIC (Brazil, South Africa, India and China) Ministerial Meeting on Climate Change was held in New Delhi on 19-20 November 2018. The meeting was chaired by Dr Harsh Vardhan, Minister of Environment, Forest and Climate Change. The BASIC group was formed by an agreement on 28 November 2009.
    New ‘pinwheel’ star system discovered
    Scientists have discovered a new, massive star system in the Milky Way galaxy. The scientists detected a gamma-ray burst progenitor system. It is a type of supernova that blasts out an extremely powerful and narrow jet of plasma. The system is estimated to be 8,000 light years away from Earth.
    Himachal to set up ‘Gau Sewa Aayog’
    The Himachal Pradesh government decided to set up a ‘Gau Sewa Aayog’ for preservation, protection and welfare of cows in the state. The Aayog will regulate institutions like cow sheds and shelters, besides the ‘gau vigyan kendras’ and the community animal-rearing centres. The Aayog would also cater to the problem of abandoned cows.
    Amitabh Bachchan received Sayaji Ratna Award
    Amitabh Bachchan was awarded the third Sayaji Ratna Award on 20 November 2018. The award was established in the memory of erstwhile Baroda ruler Sayajirao Gaekwad III. The Baroda Management Association had instituted the award to mark the 150th birth anniversary of the ruler in 2013. Infosys co-founder N R Narayana Murthy and noted industrialist Ratan Tata have been given the award earlier.

    Bangladesh Krida Shiksha Prothishtan (BKSP) won the 59th edition of the junior boys Subroto Cup International Football Tournament on 20 November 2018. The team defeated Amini School, Afghanistan in the final match. The final match was held at New Delhi. A total of 95 teams and 1500 players participated in the tournament.
    India & World Bank signed a loan agreement
    The Government of India, the Government of Jharkhand and the World Bank signed a $310 million Loan Agreement on 20 November 2018. The loan amount is for ‘Jharkhand Power System Improvement Project’ to provide reliable, quality, and affordable 24×7 electricity to the citizens of Jharkhand. The Project is part of the Government of India’s ‘Power for All program’ launched in 2014.
    Book titled ‘Radio Kashmir’ released
    A book titled ‘Radio Kashmir – In Times of Peace & War’ was released by the Union Minister Dr. Jitendra Singh on 20 November 2018. The book has been written by Dr Rajesh Bhat. The book depicts a unique distinction earned by ‘Radio Kashmir’ by serving people and the nation. The author Dr Rajesh Bhat is currently posted in the Policy Division of Directorate General, All India Radio, New Delhi.

    J&K Assembly dissolved by Governor
    Jammu and Kashmir Governor Satyapal Malik dissolved the State Assembly on 21 November 2018. The Governor cited four main reasons for dissolving the Assembly with immediate effect. These include extensive horse-trading and possible exchange of money and the impossibility of forming a stable government by parties with opposing political ideologies.
    India & Australia signed five agreements
    On 22 November 2018, India and Australia signed five agreements to boost investments and enhance cooperation in key sectors like disability, agricultural research and education. The agreements were signed after President Ram Nath Kovind met Australian Prime Minister Scott Morrison in Sydney. President Kovind is the first-ever Indian President to visit Australia.
    Himachal govt approved Sashakt Mahila Yojna
    The Himachal Pradesh government has approved to implement ‘Sashakt Mahila Yojna’ in the state. The scheme will empower rural women by providing them with an interface for socio-economic development. The scheme will link rural women with sustainable livelihood opportunities and also improve their skill by imparting training.
    ‘Land Reforms Bill’ passed in West Bengal
    On 19 November 2018, the West Bengal Assembly passed the ‘West Bengal Land Reforms (Amendment) Bill’, 2018 to give land rights to enclave dwellers in north Bengal. The Bill will help in the distribution of land-right documents to the people of the enclaves in the border district of Cooch Behar. Bangladesh and India had exchanged a total of 162 enclaves on Aug 1, 2015.
    Four new horned frogs discovered
    Four new species of horned frogs have been discovered in Himalayan regions of Northeast India. They were discovered by a team of biologists from Delhi University, University College Dublin and the National Museum (UK). The four new Indian species are Himalayan horned frog; the Garo white-lipped horned frog; the Yellow spotted white-lipped horned frog; and the Giant Himalayan horned frog.

    External Affairs Minister Sushma Swaraj began her two-day visit to Laos from 22 November 2018. She will co-chair the 9th Meeting of ‘India-Laos Joint Commission on Bilateral Cooperation’.     SBM appointed Sidharth Rath as MD
    On 21 November 2018, State Bank of Mauritius (SBM-India) has appointed Sidharth Rath as its Managing Director (MD). He was with Axis Bank as the Group Executive and Head of Corporate, Transaction Banking, and International Banking.     WCCB got Asia Environment Enforcement Award
    On 21 November 2018, the Wildlife Crime Control Bureau (WCCB) has got the ‘Asia Environment Enforcement Award 2018’. It was awarded for its work in combating trans-boundary environmental crimes. This is the 2nd time in a row that the awards are being given by UN Environment to India. WCCB is a statutory body under the Environment Ministry to combat organised wildlife crime in the country.
    Abu Dhabi to host India-UAE Strategic Conclave
    The UAE will host the second edition of ‘India-UAE Strategic Conclave’ on 27 November 2018. The day-long conference will be held in Abu Dhabi. It will initiate dialogues to widen the scope of bilateral investments between the two countries. The conclave aims to improve the connection between the business communities of the two countries.
    First batsman to score 11,000 runs in Ranji
    On 21 November 2018, Veteran cricketer Wasim Jaffer became the first batsman to score 11,000 runs in Ranji Trophy. Jaffer, who plays for Vidarbha, achieved the feat on day two of the Ranji Trophy match against Baroda. He has played 31 Tests and two One-Day Internationals for India.     Mexico’s highest honour given to Prof. Ganguly
    Professor S.P. Ganguly has been awarded the ‘Mexican Order of the Aztec Eagle’ on 20 November 2018. The award is the highest civilian honour given to a foreigner by Mexico. The award was in recognition of his outstanding work in the study of the Spanish language and Mexican culture. He headed the Centre for Spanish and Latin American Studies at the Jawaharlal Nehru University.
    Credit guarantee process norms changed
    The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) has changed norms to improve credit guarantee process for Micro and Small Enterprises (MSE). It will now capture key information on the financial status of the borrowers. The modification will be applicable from 1 December 2018. CGTMSE has been jointly set up by the government of India and SIDBI.
    Manipur’s mega ‘Sangai’ festival inaugurated
    Defence Minister Nirmala Sitharaman inaugurated Manipur’s annual ‘Sangai’ tourism festival on 21 November 2018. The festival is named after the state animal, Sangai, the brow-antlered deer found only in Manipur. The 10-day festival will see various cultural troupes from different parts of the country. The festival was started in 2010.
    Bhadohi got ‘export excellence’ tag
    Badohi in Uttar Pradesh has got the ‘export excellence’ tag from the Government of India. It is known for its hand-woven carpets around the world. Under the tag, carpet makers will get financial assistance from the central government to procure modern machines, improve export infrastructure. The status was granted by the Directorate General of Foreign Trade, under the Commerce Ministry.
    National Implementation Committee constituted
    Prime Minister Narendra Modi constituted a ‘National Implementation Committee’ (NIC) to commemorate the 550th birth anniversary of Guru Nanak in India and abroad. Union Home Minister Rajnath Singh is the Chairman of National Implementation Committee. Finance Minister Arun Jaitley and Minister of State for Culture are the Members of NIC.
    ‘Bhudaar’ portal launched in Andhra Pradesh
    Andhra Pradesh launched ‘Bhudaar’ portal which makes land records available to people with unique identification numbers. The ‘Bhudaar’ is an 11-digit unique identification code assigned to each agriculture land holding and rural and urban properties in the state. Two types of Bhudaar cards are available including e-Bhudaar an M-Bhudaar.
    IIC Program launched by HRD ministry
    The ‘Institution’s Innovation Council’ (IIC) program under ‘Innovation cell’ of Ministry of Human Resource Development (MHRD) was launched in New Delhi on 21 November 2018. The purpose of formation of network of IICs is to encourage, inspire and nurture young students by exposing them to new ideas. MHRD has established the ‘Innovation cell’ at AICTE.

    ICC signed a MoU with IIM-C
    The Indian Chamber of Commerce (ICC) signed a Memorandum of Understanding (MoU) with the IIM Calcutta Innovation Park to help facilitate incubation of start-ups on 21 November 2018. The Innovation Park will incubate and handhold the start-ups, and provide them with training and mentorship. IIM-Calcutta Innovation Park is a not-for-profit company and is currently incubating 40 start-ups.
    Joyce to head the UN Environment Programme
    On 22 November 2018, Tanzanian microbiologist Joyce Msuya has been appointed as acting head of the UN Environment Programme (UNEP) following the resignation of Erik Solheim. Erik Solheim was the Executive Director of UNEP. Prior to joining UN, served as Adviser to the World Bank Vice President. She also served in the Republic of Korea, as the inaugural World Bank Special Representative.
    Cabinet approved ‘ACROSS’ scheme
    The Cabinet Committee on Economic Affairs has approved continuation of ‘Atmosphere & Climate Research-Modelling Observing Systems & Services’ (ACROSS) during 2017-2020. ACROSS scheme consists of 9 sub-programmes  It will be implemented by the Ministry of Earth Sciences. The objective of the ACROSS scheme is to provide a reliable weather and climate forecast for the betterment of society.
    Monaco to host 2019 ‘Laureus Awards’
    The 19th edition of the prestigious ‘Laureus World Sports Awards’ will be held in Monaco on 18 February 2019. ‘Laureus World Sports Awards’ are considered as the ‘Oscars of sports’. Tennis player Roger Federer won the Laureus Sportsman of the Year award for 2017. Former India cricket captains Kapil Dev, Rahul Dravid and Sachin Tendulkar are members of the Laureus Academy.
    44 new coal blocks found in 4 Eastern states
    The Geological Survey of India (GSI) has found 44 new coal blocks in four states of Eastern India. The location of these coal blocks are spread across West Bengal’s Purulia and Birbhum districts, coal city of Talcher in Odisha, Bihar’s Bhagalpur and Jharkhand’s East Bokaro and south Karanpura. The estimated coal resource of these 44 new blocks is close to 25,000 million tonnes.
    UNICEF appoints ‘Youth Advocate’ for Northeast
    On 23 November 2018,singer Nahid Afrin of Assam has been appointed as the first ‘Youth Advocate’ of the Northeastern region by the UNICEF to fight for child rights.     SEBI new rules for reclassifying a promoter
    The Securities and Exchange Board of India (SEBI) has come out with new rules for re-classification of a promoter as a public investor. An outgoing promoter will have to relinquish special rights as well as control over the affairs of the listed firm. The promoter will not be allowed to have any representation on the board of directors. They will not be allowed to hold over 10% stake.
    OBC sub-quota panel’s term extended
    The term of the commission examining the issue of sub-categorisation of Other Backward Classes (OBCs) in the central list has been extended till May 31, 2019. The decision was approved by the Union Cabinet on 22 November 2018 The commission was formed in October 2017. The five-member panel is headed by Justice (retd.) G Rohini.
    Mohammed VI- B Satellite successfully launched
    Morocco’s ‘Mohammed VI – B’ satellite was successfully launched on 21 November 2018 by Arianespace from the Guiana Space Center, in French Guiana. ‘Mohammed VI – B’ satellite is a high-resolution Earth-observation satellite. It will be used for mapping and land surveying, regional development, agricultural monitoring, prevention and management of natural disasters, and mine exploration.
    Alia Bhatt appointed as brand ambassador
    Uber Eats has appointed actor Alia Bhatt as its brand ambassador in India on 22 November 2018. India is the first country for Uber Eats globally where the company has appointed a brand ambassador. Uber Eats is the food delivery arm of Uber and was launched in India in May 2017. The food delivery service is available across 37 cities in India.
    Bank credit grew by 14.88% & deposits by 9.13%
    According to the RBI data, bank credit rose by 14.88% to Rs 91.11 lakh crore in the fortnight ended 9 November 2018. The deposits grew by 9.13% to Rs 118.25 lakh crore. In the previous fortnight ended October 26, 2018, credit had grown by 14.57% to Rs 90.37 lakh crore, while deposits rose by 9.01% to Rs 117.71 lakh crore. In September 2018, the non-food credit rose by 11.3%.
    Vimal Chandra won the Young Scientist award
    IIT Roorkee Professor Vimal Chandra Srivastava has won the ‘NASI-Scopus Young Scientist Award 2018’ in ‘Environmentally Sound Sustainable Development’ category. He has been given the award for his work on Industrial Wastewater Treatment, Clean Liquid Fuels, and Multi-component Adsorption. The Award was instituted by Elsevier in the year 2006.
    MoU between India and Tajikistan approved
    On 22 November 2018, the Union Cabinet has given its ex-post facto approval to the Memorandum of Understanding (MoU) between India and Tajikistan on Cooperation on Youth Matters. The areas of cooperation include exchanges of youth, representatives of youth organisations, and Government officials in-charge of youth policy-making. The MoU shall remain valid for a period of five years.
    MoU between India and Mauritius approved
    On 22 November 2018, the Union Cabinet has approved Memorandum of Understanding (MoU) between India and Mauritius on Consumer Protection and Legal Metrology. The MoU is beneficial for bilateral relations of both the countries. It will help in expanding cooperation in the field of consumer protection and will provide an institutional mechanism for the exchange of information.
    Allied & healthcare professions Bill approved
    On 22 November 2018, the Union Cabinet approved the Allied and Healthcare Professions Bill 2018. The aim of the bill is to regulate and standardise the education and services provided by allied and healthcare professionals. The Bill provides for setting up of an Allied and Healthcare Council of India. The allied and healthcare professionals include physiotherapists, nutritionists etc.
    ‘Brahmaputra Valley Film Festival’ from 28 Nov
    The sixth edition of the ‘Brahmaputra Valley Film Festival’ will begin in Assam on 28 November 2018. The aim of the festival is to promote cinema of the Northeastern region of India. ‘Spring Thunder’ will be the opening film of the festival and Assamese Film ‘Bornodi Bhotiai’, will be the concluding film of the festival.
    2 fast patrol vessels for CG launched
    Two fast patrol vessels manufactured by ‘Garden Reach Shipbuilders and Engineers’ (GRSE) for Indian Coast Guard were launched on 22 November 2018. The vessels have been named ICGS Amrit Kaur and ICGS Kamla Devi. The vessels are fitted with state-of-the-art main engines with advanced control systems with modular accommodation for 35 personnel.
    Nepal’s largest exhibition ConMac 2018 begins
    Nepal’s largest exhibition on construction equipment and technology ‘ConMac 2018’ began on 22 November 2018 in Kathmandu. The 3 day mega event is organised by the Confederation of Indian Industry (CII) in association with Embassy of India in Nepal. The exhibition is showcasing, mainly heavy equipment such as dozer, crusher and concrete mixer.
    Kartarpur corridor project approved
    Union Cabinet has approved building and development of the Kartarpur corridor from Dera Baba Nanak in Gurdaspur district to International Border. It will provide a smooth and easy passage to pilgrims to visit Gurdwara Darbar Sahib in Kartarpur throughout the year. Kartarpur corridor project will be funded by the Central Government.
    Government makes jute packaging mandatory
    The Cabinet Committee on Economic Affairs (CCEA) has given its approval to expand the scope of mandatory packaging norms under the Jute Packaging Material Act, 1987. The CCEA approved that 100% food grains and 20% sugar shall be mandatorily packed in diversified jute bags. The decision will give an impetus to the diversification of the jute industry.

    Filmmaker Nandita Das will be honoured with the ‘International Federation of Film Producers Associations’ ( FIAPF) Award 2018. The award will be given at the ’12th Asia Pacific Screen Awards’ on 29 November 2018. She will be presented the award in recognition of her achievement in film in the Asia Pacific region. She started her career as an actor in films like ‘1947 Earth, ‘Fire’ etc.
    Forbes India Leadership Awards 2018 announced
    The ‘Forbes India Leadership Awards’ was held on November 22 in Mumbai. The award honours the top executives of companies in India. Azim Premji, Chairman of Wipro Limited, got the ‘Lifetime Achievement Award 2018’. Vivek Chaand Sehgal, Chairman of Motherson Sumi Systems, got the ‘Entrepreneur for the Year 2018 award’.
    Broadband subscribers at 463.6 mn at Aug.-end
    According to official data by the Department of Telecom (DoT), India’s broadband subscriber numbers touched 463.6 million at the end of August 2018. The number of broadband subscribers stood at 460.24 million in July 2018. The total number of telephones rose to 1,189.17 million. Maximum rise in total telephone connections was recorded in Mumbai followed by Bihar and Madhya Pradesh.
    Baishnab Charan Parida passed away
    Former Rajya Sabha member from Odisha, Baishnab Charan Parida passed away on 22 November 2018. He was a prominent politician, writer, columnist and a social activist. Mr Parida was elected to Rajya Sabha in July 2010 and his term ended on July 1, 2016. He was president of Odisha Bhasa Suraksha Sammilani and had been fighting for promotion of Odia and use of the language in official works.
