A lo largo de la Guerra Fría, la OTAN se proclamaba como una alianza defensiva. Sin embargo, esto ni era verdad en aquellos tiempos, ni lo ha sido tampoco desde entonces. Así lo revelan las intervenciones y cambios de regímenes promovidos con sus acciones militares, desde Yugoslavia hasta Libia.

El 4 de abril de 1943, los países fundadores: Bélgica, Canadá, Dinamarca, Estados Unidos, Francia, Islandia, Italia, Luxemburgo, Noruega, Países Bajos, Portugal y Reino Unido (12 en total), firmaron en Washington el Tratado Atlántico Norte. El 18 de mayo de 1950, los cancilleres de dichas naciones, signaron el documento que daba forma a las estructuras permanentes de la Alianza Atlántica.

Tras el desmantelamiento en 1991, de la respuesta socialista a la OTAN (Pacto de Varsovia), la alianza continuó su existencia, expandiendo su membresía y presencia geográfica, usurpando abiertamente el papel de la ONU, interviniendo en la ex-Yugoslavia, comenzó en Bosnia en 1994, lanzando una guerra contra lo que quedaba del país yugoslavo, en 1999, ocupando Kosovo, después de tal operación.

Desde 2001, la OTAN ha participado en la guerra de Estados Unidos en Afganistán. En 2003, no se unió oficialmente a la invasión ilegal de Irak, pero muchos de sus países miembros se unieron a la “Coalición de la voluntad”, impulsada por George W. Bush. 

Después de 1999, la acción militar más abierta fue su intervención el 19 de marzo de 2011 en Libia. Posterior a que el Consejo de Seguridad de la ONU autorizara el establecimiento de una zona de exclusión aérea sobre el país, Canadá, Estados Unidos, Francia y Reino Unido iniciaron los ataques aéreos sobre su territorio.

Oficialmente, la Alianza asumió el mando de la guerra el 31 de marzo, bajo la llamada Operación Protector Unificado, realizando en octubre 26,500 vuelos, hasta la muerte del gobernante libio Muammar Gaddafi en octubre.

En 1990, James Baker entonces secretario de Estado de Estados Unidos, prometió al líder soviético Mijail Gorbachov que la OTAN no avanzaría ni una pulgada hacia el este si Alemania se reunificaba, pero hizo exactamente todo lo contrario.

Hungría, Polonia y la República Checa, fueron aceptadas oficialmente a la OTAN en marzo de 1999, pocos días antes de que los aviones de combate de la Alianza, iniciara el bombardeo en el territorio yugoslavo, sumándose en el 2002, Bulgaria, Eslovaquia y Rumania. El último país del antiguo Pacto de Varsovia en unirse (2009). La coalición se expandió hasta las antiguas repúblicas yugoslavas: Croacia, Eslovenia y Montenegro, incluyendo a las antiguas Repúblicas soviéticas de Estonia, Letonia y Lituania, llegando a las fronteras de Rusia. Continúo expandiéndose hacia Georgia y Ucrania.

La más reciente escalada de las tensiones con Rusia inició en febrero de 2014, tras un golpe de Estado en Ucrania, respaldado por Estados Unidos. Desde esa fecha, las tropas de la Alianza establecieron bases en el extremo oeste ucraniano, proporcionando armas, entrenamiento a militares y neonazis para contrarrestar la agresión rusa.

So pretexto de “disuadir a Moscú”, la OTAN estableció bases militares permanentes en los tres Estados bálticos, Rumania y Polonia, llevan a cabo una serie de ejercicios militares masivos en la frontera con Rusia.

Inició las maniobras “Trident Juncture”, en Noruega, una intensiva coordinación estratégica entre Estados Unidos y 30 países, cuyo objetivo es practicar una respuesta militar a cualquier amenaza desde cualquier dirección. Desde el final de la Guerra Fría, tales maniobras son el mayor ejercicio de la OTAN y constituyen un claro mensaje para cualquier potencial adversario, de que protegerá a todos los aliados.


En diversos puntos del país nórdico y en el mar Báltico, los ejercicios se extienden del 25 de octubre al 7 de noviembre, abarca también Islandia, el espacio aéreo de Suecia y Finlandia, dos naciones no miembros de la alianza, pero que este año se sumarán a las maniobras. Los ensayos comprenden cerca de 65 buques, 250 aviones, 10,000 vehículos y unos 50,000 efectivos.

Aunque la Alianza no ha nombrado a su supuesto adversario en las maniobras, el exmilitar Juan Antonio Aguilar (director del portal El EspíaDigital.com), afirma que: el enemigo que justifica la existencia de la OTAN es Rusia. Sostiene que uno de sus objetivos, es visualizar la presencia de fuerzas occidentales en la frontera rusa. El canciller ruso, Serguéi Lavrov, condenó la acumulación de tropas cerca de las fronteras de su país. 

El comportamiento de la OTAN, desde la década de 1990, muestra que se ha convertido en un agresivo y expansionista organismo, al servicio de las prioridades de la política exterior de Estados Unidos.

El Gobierno dominicano decidió que no firmará el  Pacto Mundial para la Migración Ordenada y Regular, el cual se firmaría los días 10 y 11 de diciembre en Marruecos, donde la Organización de Naciones Unidas realizará una asamblea general y la Conferencia Intergubernamental para esos asuntos.

Respecto a dicho pacto, el primer país en plantear su negativa es Estados Unidos y a él se le han añadido Hungría, Austria, Australia, Bulgaria, Israel, Polonia, la República Checa e Italia. Este último dijo que no firmará hasta no tener una aprobación del Parlamento, porque cree que sería una decisión que afectará a sus ciudadanos. 
La ONU había dicho que no obliga a ningún país a pertenecer, pero especificó que podría haber consecuencias como la perdida de la credibilidad internacional para los que dejen de formar parte del pacto. 
El pacto creado ONU, detalla 23 puntos que tratan temas como la prevención de la trata de personas a causa de la migración, la gestión de fronteras más seguras, la eliminación de la discriminación y la promoción de las transferencias de remesas más rápidas, seguras y baratas.
De igual que la mejora de la protección consular, el empoderamiento de los migrantes para que sean incluidos como parte de la sociedad, solo utilizar la detención migratoria como medida de último recurso, el salvaguardar vidas y establecer esfuerzos internacionales coordinados sobre migrantes desaparecidos.

Garth Greenwell got out of Louisville as soon as he could, at age 16. "I really felt like this place was killing me," he says. His family didn't accept his gay identity, and few other adults took took any interest in supporting him — with the life-changing exception of his high school choir teacher, whom he credits with saving his life. "David Brown at the Youth Performing Arts School was the first adult in my life to suggest my life had value," he explains. Greenwell's path took him from performing arts to poetry, and now to prose. His first novel, "What Belongs to You," was published last month, and has been met with almost universal praise from critics, including the New York Times, the Washington Post, the New Yorker, and Publishers Weekly. "What Belongs to You," which Greenwell says is largely autobiographical, is about the relationship between an American teacher in Bulgaria, and a hustler he meets in a public men's room. It's a scenario not unfamiliar to many gay men, but it's one that no one seems to want to talk about: anonymous sex in semi-public places. Greenwell says it was important to him to imbue dignity into a setting that often gets sanitized when LGBT stories are told. "Those places which have been so despised by both straight and queer authorities are places of extraordinary human richness," he explains. "I don't want to romanticize these places, but they are places where I've experienced intimacy as great as any intimacy I've known in my life. I think they deserve that value and that dignity that art bestows."           U.S. warns Russia it is ready to abandon key nuclear pact      Cache   Translate Page      

BRUSSELS – The United States warned Russia Tuesday it has 60 days to start complying with a landmark nuclear missile treaty or Washington will abandon the pact, raising concern about Europe’s future security.

At NATO talks in Brussels, U.S. Secretary of State Mike Pompeo accused Russia of “cheating at its arms control obligations” under the 1987 Intermediate-Range Nuclear Forces Treaty. He said in 60 days, Washington would activate a six-month notice period for leaving the pact.

“Our nations have a choice. We either bury our head in the sand or we take common sense action in response to Russia’s flagrant disregard for the expressed terms of the INF Treaty,” Pompeo told reporters.

The U.S. has shared intelligence evidence with its NATO allies that Russia’s new SSC-8 ground-fired cruise missile could give Moscow the ability to launch a nuclear strike in Europe with little or no notice.

The INF is a bilateral treaty between Washington and Moscow that bans all land-based cruise and ballistic missiles with a range between 500 and 5,500 kilometers (310-3,410 miles). Russia says the range of the new system does not exceed 500 kilometers.

Pompeo said Washington “would welcome a Russian change of heart” but that he has seen no indication that Moscow is likely to comply.

U.S. allies in NATO said Tuesday they “strongly support the finding of the United States that Russia is in material breach of its obligations” while Washington is respecting the treaty.

In a statement, NATO foreign ministers also called on Russia “to return urgently to full and verifiable compliance.”

“It’s up to Russia now to preserve the INF Treaty. They have a last chance to show and demonstrate in a verifiable way that they comply with the treaty,” NATO Secretary General Jens Stoltenberg told reporters. “But we also have to prepare for a world without the treaty.”

Stoltenberg said the 29 NATO allies will “collectively develop responses” should the treaty be abandoned, but he declined to say what they might be.

“We have to remember that no arms control agreement will work if it is only respected by one party,” he said.

In Moscow, Foreign Ministry spokeswoman Maria Zakharova told reporters that “Russia strictly complies with the provisions of the treaty, and the American side is aware of that.”

Russia’s actions in Ukraine also came under the spotlight at Tuesday’s NATO meeting.

Stoltenberg accused Russia of using the Crimean Peninsula as a platform to take control of waters off eastern Ukraine, as allies struggled Tuesday to find ways to dissuade Moscow from destabilizing the former Soviet republic.

Russia annexed Ukraine’s Crimean Peninsula in 2014, sparking NATO’s biggest military buildup in Eastern Europe since the Cold War. On Nov. 25, Russian border guards fired on three Ukrainian navy vessels near Crimea, where Russia’s Black Sea fleet is based. The vessels and the crews were captured.

Ukrainian Foreign Minister Pavlo Klimkin appealed for NATO support in the confrontation with Russia over the Black Sea and the adjacent Sea of Azov, a key commercial waterway for the country.

“Four years ago, Russia illegally annexed Crimea. Now Russia is attempting to use Crimea to expand its influence and control of the Sea of Azov,” Stoltenberg said.

But as to what more NATO would do beyond its existing sea patrols and air policing, he said: “There is already a lot of NATO in the Black Sea.”

NATO allies have helped modernize Ukraine’s armed forces and boosted their presence in the Black Sea over the last year, with more ships deployed in the region and more air policing. Three NATO allies on the Black Sea – Bulgaria, Romania and Turkey – are also taking individual measures.

NATO nations, individually and through the European Union, have also imposed economic and other sanctions on Russia since it annexed Crimea, but there is little appetite among the allies to broaden those measures.

Klimkin welcomed the political support he received in Brussels, but said: “We shouldn’t just stay on the level of declarations, however strong declarations are.”

“We need to create a coordinated response to the actions of Russia,” Klimkin said, adding that he raised “a set of practical steps with a number of proposals” at the meeting as to how NATO, Ukraine and Georgia might do that together.

He also suggested a possible ban on Russian ships entering other countries’ ports if Moscow continues to block the Sea of Azov and said he would raise the idea with European Union ministers next week.

Ukrainian authorities said Tuesday that shipping traffic has resumed on the Sea, but a senior U.S. State Department official said that at NATO “no one would see that as a satisfactory move or the end of the matter.”

I would like once again to extend my deep gratitude to ITU for the continued support and faith in our work and I look forward to seeing our new athletes race in 2019 and onwards.” ETU will give support to Belarus and Cyprus to help them organize the Youth Triathlon Festival Camp, and also to Bulgaria for a Talent identification camp.           Macedonia | Tikves Wine District | Demir Kapiya | Popova Kula Winery | Prokupec      Cache   Translate Page      

It is my fourth day at the Popova Kula Winery, a Thursday, and I am still the only guest here. I checked on the internet and discovered, however, that this coming Saturday night the place is full-up with no rooms available. Luckily I am checking out Saturday morning. Incorrigible misanthrope that I am, I have been enjoying the solitude. Meanwhile I am continuing my investigations of the local vintages. The winery produces eleven different kinds of wine:

—Prokupec
—Cabernet Sauvignon
—Merlot
—Sauvignon Blanc
—Temjanika,
—Chardonnay
—Zilavka
— Muscat Ottonel
—Muscat Hamburg
Stanushina, Prokupec, Vranec, Temjanika, and Zilavka are made from grapes indigenous to the Balkan Peninsula; these are the only varieties I am interested in. God forbid that I should come to Macedonia just to drink Cabernet Sauvignon or—horrors!— Merlot! 

According to archeological findings, grapes has been grown and wine produced in the area of Demir Kapiya for at least the last 3600 years. The modern history of viniculture in the Demir Kapiya area began in 1927 when King Alexander Karadjordjevic of Yugoslavia (1888–1934) built a winery here to produce wine for the exclusive use of his royal family. Experts assured the king that of all possible locations in his kingdom, which covered a good part of the Balkan Peninsula, including modern-day Serbia, Croatia, Bosnia and Slovenia, this area was the most fertile and best suited for growing grapes and producing wine. He named the property the Winery of The Queen Maria in honor of his wife, Maria Karadjordjevic. The king hired the best vintners available and the winery was soon producing wine of extraordinary quality. Unfortunately King Alexander Karadjordjevic was unable to enjoy the fruits of his vineyards for long. On October 9, 1934, during a state visit to Marseille, France, he was assassinated by Bulgarian revolutionary Vlado Chernozemski.

The subsequent history of the winery is a bit hazy, but apparently it continued producing wine in the decades thereafter, except during the world wars and various local upheavals.  After the Second World the Royal Winery, along with other wineries in what was then Yugoslavia, were nationalized. Over 30,000 families who owned small private vineyards continued, however, to supply grapes to these wine making facilities. It was these people who are credited with  maintaining the high quality of local viniculture during the following decades. After the breakup of socialist Yugoslavia in the 1990s and the emergence of the former Yugoslavian republic of Macedonia as an independent country most if not all wineries were privatized. The royal winery in Demir Kapiya was privatized in 1994 and is now known as the Royal Winery Queen Maria. The current winery has an on-site restaurant and rents out rooms, apartments, and for high-rollers the former villa of Queen Maria Karadjordjevic.

The Popova Kula Winery is built on lands that once belonged to the Royal Winery. Construction of the winery itself started in October of 2004 and was completed in August of 2005. Construction of the winery restaurant and hotel was not completed until 2009. The name of the winery, “Popova Kula”, means “Priest’s Tower”. Apparently during the time of the Roman Empire an important road ran through the grounds of the current winery. A large tower served as a checkpoint on the road, and this eventually became known at the Priest’s Tower. This original tower was eventually torn down, but the winery has erected a new 55-foot high tower its honor. This tower has become the easily recognizable symbol of the winery.

Curious about this Roman road, I went down to the lobby and questioned the receptionist, a charming woman in her thirties. She in turn questioned one the local workmen who happened to be handy, and this guy said the Roman road in question was the famous Via Egnatia dating to the time of the Roman Empire, which ran from Durrës in what is now Albania east 696 miles to Constantinople, right across the heart of the Balkan Peninsula. This was certainly intriguing. I had already visited numerous cities and towns on the old Via Egnatia, including Thessaloniki, Kavala, and Kastoria in Greece and Orhid in Macedonia but I was under the impression that the old Roman road passed through the Balkans a good bit south of Demir Kapiya. The receptionist called the local wine museum and the woman at the museum suggested I stop by for more information. So I hiked a mile into town and found the museum, a modest two-room establishment in downtown Demir Kapiya. The woman in charge informed me that the Roman road through Demir Kapiya was not the Via Egnatia itself but a side branch of the main highway. Nevertheless, I was thrilled to discover that Demir Kapiya was in fact linked to the hallowed Via Egnatia. I harbor the sneaking suspicion I have traveled this road in a previous lifetime.

After trekking a mile back from the museum to the winery I retire to my balcony to sample the wine of the day; in this case Prokupec, a wine apparently indigenous to what is now Serbia but also grown in Macedonia.

From my balcony can be seen the Iron Gate, a gap in the mountains through which the Vardar River flows. The Iron Gate marks the southern boundary of the Tikves Wine Region. It also gives its name to the town just to the north—Demir Kapiya, which in Turkish means “Iron Gate”.

Halfway through my first glass of Prokupec my thoughts drifted, perhaps inevitably, to the Persian Poet Rudaki (858 a.d – 941 a.d.), the favorite poet of the Samanids of Bukhara, in what is now Uzbekistan. The Elton John of his Age, at one point Rudaki owned two hundred slaves who attended to his needs, and a hundred camels were necessary to carry his baggage when he traveled. His verses, it was said, filled a hundred volumes; he reportedly wrote 1,300,000 couplets. Almost all of his work has been lost. Unfortunately, the poet came to a bad end. He may have fell under the sway of the Ismaili Sect, considered heretical in the domains of the Samanids, and he eventually fell out of favor with the court. His lament:

Who had greatness? Who had favour, of all people in the land? 
I it was had favour, greatness, from the Saman scions' hand; 
Khurasan's own Amir, Nasr, forty thousand dirhams gave, 
And a fifth to this was added by Prince of Pure and Brave; 
From his nobles, widely scattered, came a sixty thousand more; 
Those the times when mine was fortune, fortune good in plenteous store. 
Now the times have changed--and I, too, changed and altered must succumb, 
Bring the beggar's staff here to me; time for staff and script has come!

He reportedly died in abject poverty. Perhaps in his final days he repeated one of his couplets:

Were there no wine all hearts would be a desert waste, forlorn and black, 
But were our last life-breath extinct, the sight of wine would bring it back.
Rudaki
A white wine, Zilavka, that I tried earlier. It is also indigenous to the Balkan Peninsula. I am not a big fan of white wine,  but this one was not bad at all.

În cursul operaţiunii, care a fost lansată în urmă cu câteva zile, poliţia a descoperit arme de asalt automate Kalaşnikov, precum şi alte arme şi muniţie. Majoritatea erau împachetate în pungi sau cutii, unele dintre ele fiind noi. Armele au fost remise Direcţiei generale pentru combaterea crimei organizate în prezenţa premierului Boiko Borisov, a procurorului general Sotir Ţaţarov şi a ministrului de interne Mladen Marinov. Sostuvo que República Dominicana es soberana y “no está en condiciones” para firmarlo.

“Esto del pacto es un marco global que ha sido estudiando en los últimos 18 meses donde República Dominicana ha tenido un papel importante y dinámico y entiendo que no están las condiciones para que dominicana pueda participar, esperamos que en el futuro se pueda”, precisó el embajador.

Agregó que hay algunos estados miembros de la Unión Europea que no van a participar tampoco porque no están de acuerdo con el texto, “por lo tanto, es una decisión soberana que nosotros respetamos. No firmarán Bulgaria, Hungría, República Checa, Italia, Eslovaquia y Austria”

Ayer, la decisión del Estado dominicano fue dada a conocer al país por el Consultor Jurídico del Poder Ejecutivo, Flavio Darío Espinal, quien explica que sumarse al pacto “generaría compromisos al Estado dominicano que podrían socavar su capacidad para hacer valer sus normas migratorias e implementar con eficacia las políticas migratorias que el cumplimiento de esas normas exige”.

También dio su opinión el embajador Antonio Vargas Hernández, director general de cooperación multilateral y ordenador nacional de los fondos europeos. “Para nosotros no solo como funcionario del Gobierno sino con un hombre comprometido con el desarrollo sustentable de la República Dominicana, lo que sucedió ayer fue icónico. En términos particular, en la República Dominicana el presidente hizo lo que tenía que hacer, representar dignamente a todos los dominicanos que sufragamos para que él fuera el representante de nosotros desde la conducción del Estado”.

Los ejecutivos ofrecieron sus declaraciones tras firmar un acuerdo con el Centro de Exportación e Inversión de la República Dominicana (CEI-RD).

Santo Domingo -. República Dominicana se convirtió ayer en el décimo país del mundo y el primero de Latinoamérica en abstenerse de firmar el Pacto Mundial para la Migración Segura, Ordenada y Regular, propuesto por la Organización de las Naciones Unidas (ONU).

En rueda de prensa en el Salón Orlando Martínez del Palacio Nacional, el consultor jurídico del Poder Ejecutivo, Flavio Darío Espinal, sostuvo que el pacto tiene disposiciones que resultan contrarias al interés nacional, y por tal razón el presidente Danilo Medina tomó la decisión de rechazar la firma de ese acuerdo.

“Aunque el pacto no tiene carácter vinculante por no tratarse de un tratado internacional estrictamente hablando, su adopción generaría compromisos al Estado dominicano que podrían socavar su capacidad para hacer valer sus normas migratorias e implementar con eficacia las políticas migratorias que el cumplimiento de esas normas exige”, manifestó Espinal.

El funcionario explicó que la firma del pacto crearía compromisos internacionales que podrían limitar al país a dar respuestas o soluciones a los problemas que ocurren en la frontera. Además, la unión al acuerdo tendría como consecuencia innumerables cargas que podrían “desbordar con creces los recursos del país”.

Los demás países que han decidido no firmar el pacto son Estados Unidos, Hungría, Austria, Australia, Bulgaria, Israel, Polonia, la República Checa e Italia. Este último prefirió enviar la decisión al Parlamento antes de brindar una posición formal.

La semana anterior, el mandatario había formado una Comisión Interistitucional a fin de que rinda un informe sobre el pacto, y así el jefe de Estado pudiera decidir sobre si firmar o no.

Esa comisión estuvo encabezada por el ministro de la Presidencia, Gustavo Montalvo, los ministros de Relaciones Exteriores, Miguel Vargas, y de Interior y Policía, José Ramón Fadul; el consultor jurídico, Flavio Darío Espinal, y el director de Información, Análisis y Programación Estratégica (DIAPE), Ramón Tejada Holguín.

A continuación el texto íntegro de las declaraciones del consultor jurídico:
Por instrucciones del señor presidente de la República Lic. Danilo Medina Sánchez, hago pública la posición del Gobierno dominicano sobre el Pacto Mundial para la Migración Segura, Ordenada y Regular, el cual será conocido en la Conferencia Intergubernamental auspiciada por la Organización de las Naciones Unidas (ONU) a celebrarse los días 10 y 11 de diciembre en Marrakech, Marruecos.

La iniciativa de trabajar un pacto migratorio está contenida en la Declaración de Nueva York para los Refugiados y los Migrantes adoptada el 19 de septiembre de 2016 por los estados miembros de la ONU en la Asamblea General de ese año como respuesta a los grandes desplazamientos de migrantes y refugiados que se estaban produciendo en diferentes partes del mundo, especialmente desde países de África y del Medio Oriente hacia los países europeos. La idea que motivó esa iniciativa fue el interés de buscar una cooperación internacional amplia entre los estados miembros para enfrentar un grave problema que impacta, y sigue impactando, a múltiples países sin que ninguno pudiese, de manera aislada, dar respuestas eficaces a este complejo fenómeno.

La declaración de Nueva York definió un plan de acción con miras a crear los procesos de consulta y negociación entre los estados miembros para arribar a la adopción del Pacto Mundial para la Migración Segura, Ordenada y Regular.

Se trata, pues, de una iniciativa que surgió del seno de la ONU con un apoyo inicial por parte de sus estados miembros. Su intención es loable: procurar mecanismos de cooperación para proteger la dignidad humana y los derechos de las personas migrantes, así como para combatir males sociales como el racismo, la xenofobia y la discriminación.

Como país que no solo es receptor, sino también emisor de migrantes, podemos valorar en su justa dimensión la motivación de esta iniciativa. Nosotros queremos que cada dominicano o dominicana que emigra en búsqueda de nuevas oportunidades pueda vivir sin estar expuesto al abuso, al maltrato y la discriminación.

De igual manera, el Gobierno dominicano está comprometido con una política de respeto a los derechos humanos en relación a las personas que emigran hacia nuestro país, aunque sin renunciar a su potestad soberana de hacer valer sus normas migratorias y de proteger sus fronteras.

Esto explica el Plan Nacional de Regularización Migratoria que ha sido ejemplo en nuestra región por la manera ordenada y rigurosa como se ha llevado a cabo, el cual ha permitido que algo más de doscientos mil migrantes hayan regularizado su condición en el territorio dominicano acogiéndose a las diferentes categorías migratorias que contemplan las normas legales sobre la materia. Igualmente, el Gobierno dominicano ha fortalecido su capacidad institucional para realizar las repatriaciones de indocumentados con debido respeto a los derechos humanos de las personas, al tiempo que ha invertido y sigue invirtiendo cuantiosos recursos económicos para mejorar los mecanismos de control y vigilancia de nuestras fronteras.

No obstante, al momento de adoptar una decisión de esta naturaleza y envergadura, el presidente Danilo Medina toma en cuenta, por encima de cualquier otra consideración, el interés nacional a la luz de las condiciones particulares de nuestro país. Su primera y más importante prioridad es la seguridad y el bienestar de los dominicanos, así como la defensa de la Constitución y las leyes.

Es sabido nacional e internacionalmente que nuestro país tiene presiones y desafíos en materia migratoria que transcienden una coyuntura circunstancial; son más bien la expresión de una realidad estructural resultante de la condición prácticamente única en el mundo de una isla con dos países que tienen desbalances enormes en materia económica, social, medioambiental y de seguridad, lo cual requiere de políticas y medidas que se correspondan con la naturaleza del problema que enfrentamos.

Si bien el pacto propuesto tiene innumerables disposiciones que son bien vistas por el Gobierno dominicano, así como por la gran mayoría de los gobiernos alrededor del mundo, también tienen disposiciones que resultan contrarias al interés nacional. Aunque el pacto no tiene carácter vinculante por no tratarse de un tratado internacional estrictamente hablando, su adopción generaría compromisos al Estado dominicano que podrían socavar su capacidad para hacer valer sus normas migratorias e implementar con eficacia las políticas migratorias que el cumplimiento de esas normas exige. Igualmente, pondría cargas al Estado dominicano que, dado el contexto particular de nuestra isla, podrían desbordar con creces nuestros recursos. Asimismo, el pacto crearía compromisos internacionales que le impedirían al Estado dominicano, o lo limitarían enormemente, para dar respuesta a situaciones que puedan presentarse en nuestra frontera terrestre como resultado de las condiciones estructurales y los procesos prolíticos y sociales que se viven en el país vecino.

El Gobierno dominicano tiene que responder también al sentir nacional. La adopción de un pacto de esta naturaleza, por lo que envuelve y por las implicaciones que tiene, requiere de un consenso básico en la sociedad dominicana que no parece existir en las actuales circunstancias.

Por estas razones, el presidente Medina ha impartido las instrucciones para que el Gobierno dominicano no firme ni adopte el Pacto Mundial para la Migración Segura, Ordenada y Regular. Asimismo, el presidente Medina ha dispuesto que el Gobierno dominicano no esté presente en la Conferencia Intergubernamental que se celebrará la próxima semana en Marrakech, Marruecos, con el fin de aprobar y adoptar el referido pacto.

El Gobierno dominicano comunicará al Secretario General de las Naciones Unidas, por los canales diplomáticos correspondientes, las razones por las cuales el Estado dominicano no firmará este pacto atendiendo a las condiciones particulares de la República Dominicana.

Advent is observed in many Western Christian churches as a time of expectant waiting, self-examination, & preparation for the celebration of the birth of Jesus at Christmas. The name Advent comes from the Latin word Adventus, which signifies a coming.

Advent has probably been observed since the 4C.  It would seem that Advent could not have occurred, until the Roman Catholic Church & state decided to declare December 25 as the day of the birth of Christ, in 345.  Advent was 1st recorded about 380 AD in Spain.

As far back as the 5C, there existed the custom of giving exhortations to the people in order to prepare them for Christmas. The oldest document, the 2nd book of the History of the Franks by St. Gregory Bishop of Tours (536-594), states that St. Perpetuus, one of his predecessors, had decreed a fast 3 times a week, from the feast of St. Martin until Christmas.  St Perpetuus, who died December 30, 490, was the 6th Bishop of Tours, from 460 to 490. It is unclear whether St. Perpetuus established a new custom, or merely enforced an already existing law.

In the 4C & 5C, Advent was the preparation for the January "Epiphany" rather than Christmas.  It was also a time for new Christians to be baptized & welcomed into the church, while existing members of the church examined their hearts & focused on penance. Religious leaders exhorted the people to prepare for the feast of Christmas by fasting. Early documents show that many church leaders treated Advent as a 2nd Lent.

The 9th canon of the first Council of Macon, held in 582, ordained that between St. Martin's day & Christmas, the Mondays, Wednesdays, & Fridays, should be fasting days.  In 567, the 2nd Council of Tours enjoined the monks to fast from the beginning of December till Christmas.

The obligation of observing Advent, which, though introduced so imperceptibly, had by degrees acquired the force of a sacred law, began to be relaxed, & the 40 days from St. Martin's day to Christmas were reduced to 4 weeks.

Sometime in 6C Rome, the focus of Advent shifted to the second coming of Christ. In the 9C, Pope St. Nicholas reduced the duration of Advent from 6 weeks to 4 weeks. The 1st mention of Advent's being reduced to 4 weeks is to be found in a 9C letter of Pope St. Nicholas I to the Bulgarians.

After having reduced the time of the Advent fast, the church seemed to change the mandatory fast into a simple abstinence & required only the clergy to observe this abstinence. The Council of Salisbury, held in 1281, seemed to expect none but monks to keep it. On the other hand Pope Innocent III, mentions that, in France, fasting was uninterruptedly observed during the whole 40 days.

By degrees, the custom of fasting fell into disuse; and in 1362, Pope Urban V asked only that the clerics of his court should keep abstinence during Advent.  In his 4th Council, he enjoins the parish priests to exhort the faithful to go to Communion on the Sundays, at least, of Lent & Advent; & he strongly urges them to fast on the Mondays, Wednesdays, & Fridays, at least, of each week in Advent.

And finally, sometime in the middle ages--approximately the 1500's--an additional focus on the anticipation before Christ's birth was added to that of His 2nd coming.

Today Advent in most Christian churches begins on the Sunday nearest November 30, & covers 4 Sundays. Because the day it begins changes from year to year, so does the length of each Advent season.

In this lecture, Mr. Reed will focus on the Roman Republic—the key features, personalities and events that defined its rise as well as those that caused its decay in the First Century B.C. into an imperial autocracy. Many of the trends of our day echo those of the ancient Republic, which make its lessons all the more relevant, even pressing, for us now.

Lawrence W. Reed became president of the Foundation for Economic Education in 2008. Prior to that, he was founder and president of the Mackinac Center for Public Policy in Midland, Michigan. He also taught economics and chaired the department of economics at Northwood University in Michigan from 1977 to 1984. He holds a B.A. in economics from Grove City College and an M.A. in history from Slippery Rock State University.

He is frequently interviewed on radio talk shows and has appeared as a guest on numerous television programs, including those anchored by Judge Andrew Napolitano and John Stossel on FOX Business News.

Reed has delivered at least 75 speeches annually in the past 30 years in virtually every state and in dozens of countries from Bulgaria to China to Bolivia. His best-known lectures include “Seven Principles of Sound Policy” and “Great Myths of the Great Depression,” both of which have been translated into more than a dozen languages and distributed worldwide.

His interests in political and economic affairs have taken him as a freelance journalist to 81 countries on six continents. He is a member of the prestigious Mont Pelerin Society and an advisor to numerous organizations around the world. He served for 15 years as a member of the board (and for one term as president) of the State Policy Network. His numerous recognitions include the Champion of Freedom award from the Mackinac Center for Public Policy and the Distinguished Alumni award from Grove City College.

He is a native of Pennsylvania and a 30-year resident of Michigan, and now resides in Newnan, Georgia.

Santo Domingo;- El Gobierno dominicano decidió que no firmará el  Pacto Mundial para la Migración Ordenada y Regular, el cual se firmaría los días 10 y 11 de diciembre en Marruecos, donde la Organización de Naciones Unidas realizará una asamblea general y la Conferencia Intergubernamental para esos asuntos.
Esta decisión es tomada por el presidente Danilo Medina, como jefe de la política exterior dominicana, luego de que una comisión interinstitucional formada por él rindiera un informe sobre el tema.

Respecto a dicho pacto, el primer país en plantear su negativa es Estados Unidos y a él se le han añadido Hungría, Austria, Australia, Bulgaria, Israel, Polonia, la República Checa e Italia. Este último dijo que no firmará hasta no tener una aprobación del Parlamento, porque cree que sería una decisión que afectará a sus ciudadanos.
La ONU había dicho que no obliga a ningún país a pertenecer, pero especificó que podría haber consecuencias como la perdida de la credibilidad internacional para los que dejen de formar parte del pacto.
El pacto creado ONU, detalla 23 puntos que tratan temas como la prevención de la trata de personas a causa de la migración, la gestión de fronteras más seguras, la eliminación de la discriminación y la promoción de las transferencias de remesas más rápidas, seguras y baratas.
De igual que la mejora de la protección consular, el empoderamiento de los migrantes para que sean incluidos como parte de la sociedad, solo utilizar la detención migratoria como medida de último recurso, el salvaguardar vidas y establecer esfuerzos internacionales coordinados sobre migrantes desaparecidos.

Un procent de 85,4% dintre români îşi asumă cu mândrie identitatea, dar numai 30,2% obişnuiesc să arboreze tricolorul de ziua naţională a României, potrivit unui sondaj realizat de SC CT&Research SRL la comanda Fundaţiei Universitare a Mării Negre (FUMN), dat publicităţii miercuri. Potrivit cercetării sociologice, la întrebarea "Dumneavoastră vă simţiţi mândru că sunteţi român?", 85,4% au răspuns "Da", 9,6% - "Nu", iar un procent de 5,0% au răspuns că Nu ştiu/Nu răspund. "După cum vedeţi, procentul e covârşitor în favorabil asumării acestei identităţi. Întrebarea e binevenită şi pentru a contracara anumite opinii care consideră că în România ne confruntăm cu o &#39;autoflagelare identitară&#39; sau cu ceea ce se numeşte &#39;un excepţionalism negativ&#39; consacrat de anumite naraţiuni, anumite producţii de televiziune ş.a.m.d. Iată că populaţia consideră că apartenenţa la identitatea românească este un motiv de mândrie, deci intensitatea identificării este ridicată", a afirmat Lucian Dumitrescu, cercetător în cadrul Institutului de Ştiinţe Politice şi Relaţii Internaţionale (ISPRI) al Academiei Române, în conferinţa de presă dedicată prezentării sondajului. La întrebarea "Dumneavoastră obişnuţi să arboraţi tricolorul acasă, de ziua naţională a României?", 30,2% dintre respondenţi au răspuns afirmativ, 66,2% - "Nu", iar 3,6% - Nu ştiu/Nu răspund. În opinia lui Lucian Dumitrescu, "această întrebare măsoară o chestiune subtilă". "Este, dacă vreţi, ceea ce se numeşte &#39;naţionalism banal&#39;, care este transformat în &#39;naţionalism hot&#39; sau &#39;naţionalism militant&#39; în timpul sărbătorilor importante. Aici găsim un răspuns cumva contraintuitiv şi anume că 66% dintre respondenţi nu fac acest lucru, ceea ce corelează cu faptul că la nivel emoţional, la nivel de reconstituire a comunităţii cetăţenilor, Centenarul nu a fost tocmai un succes, ba, putem să spunem răspicat că, bazându-ne pe datele chestionarului, a fost un eşec al clasei politice de astăzi care probabil că va rămâne în memoria socială cu acest profil, drept clasa politică care a ratat Centenarul", a mai spus cercetătorul. Sondajul relevă că respondenţii au declarat că se simt "mai degrabă": "român şi european" în proporţie de 48,5%, "doar român" - 43,3%; "european şi român" - 4,1%; "doar european" - 2,9%, iar un procent de 1,2% - Nu ştiu/Nu răspund. Întrebaţi "Care credeţi ca este cel mai bun vecin al României, în general?", românii au răspuns, în ordine: Bulgaria - 26,9%; Republica Moldova - 23,1%; Serbia - 12,4%; Ungaria - 8,1%; Ucraina - 3,6%; Alt răspuns - 2,4%; Toţi vecinii - 2,4%; Niciunul - ,4%, iar 18,7% - Nu ştiu/Nu răspund. Potrivit cercetării, 61,9% dintre respondenţi susţin unirea României cu Republica Moldova. Totodată, 57,9% dintre români consideră că integrarea europeană a Republicii Moldova depinde mai mult de voinţa cetăţenilor şi politicienilor din această ţară de a merge pe drumul integrării. Parte a proiectului "Agresiuni identitare şi patrimoniu nematerial", sondajul, prima cercetare comparativă pentru regiunile istorice Transilvania, Moldova, Muntenia şi Basarabia (R. Moldova), a fost realizat la nivel naţional, în perioada 13 - 21 noiembrie, pe un eşantion multistratificat, probabilistic de 1.400 persoane, reprezentativ pentru populaţia României neinstituţionalizată, cu vârsta de 18 ani şi peste 18 ani. Eroarea maximă admisă a datelor este de ą 2,6%, la un grad de încredere de 95%. Metoda folosită a fost cea a sondajului de opinie pe baza unui chestionar aplicat de operatorii de interviu la domiciliul respondenţilor, chestionarele fiind aplicate în toate judeţele României şi în sectoarele municipiului Bucureşti. Lieut. Cyril Norman Ellen.
(Sea Patrol, MEDITERRANEAN)
A keen and exceptionally able observer who for over a year has performed most valuable service in photographic flights at low altitudes and at times under very difficult conditions.

Cyril Ellen was stationed in Stavros on the border between Greece and Bulgaria from November 1917 to November 1918. His profession in civilian life had been in photography and this is perhaps why he was so good at his job. The 'very difficult conditions' included some hairy moments. His pilot on one occasion, Frank Marlowe, wrote in his diary on 14th July 1918...
A near disaster for me this morning on dawn patrol. Just as I was taking off the engine revs dropped, there was vibration and nasty noises coming from the engine and I immediately throttled down. Then I saw that I was approaching the end of the aerodrome where I would crash into ditches, wooden buildings, etc and my only chance was to try to lift over them and try to land among scrub and bushes on the other side. I gingerly opened up the engine and in spite of the awful clattering noise it kept going enough to get me off the ground and keep me up while I made a wide sweep just above the surface of the sea and back to the aerodrome where I landed with a sigh of relief. Ellen, behind me, had the wind up badly and so did I. Everyone had turned out of their beds awakened by the noise my engine was making and they all thought it would end in a crash. I then took Jakie's DH4 instead which ran perfectly. Slater says he can do nothing with the engine and it will have to be sent to Mudros.

And again, Marlowe's diary entry for 26th May 1918...
While spotting with Ellen yesterday for a monitor shelling enemy gun positions we flew through the smoke of an A/A explosion and while I was doing 'evasive action' Ellen nearly fell out. He had to hold on to his gun mounting to save himself. I suppose you can overdo things.

On another occasion Cyril was in the air with Marlowe when the pilot wrote...
Just as I was leaving to do some spotting over the lines Dunfee, who was to have come with me in his Camel sideslipped into the ground after taking off when his engine failed. He was killed instantly. I carry on and do the spotting for the monitor M22 shelling gun positions. Saw Dunfee's Camel when we got back - a horrible sight with blood and brains spread all over the wreckage.

These young men were literally taking their lives into their hands every time they attempted to fly and that was even before they got down to the task in hand. They were very brave people indeed.

THE DFC

The Distinguished Flying Cross (DFC) is the third-level military decoration awarded to officers, and since 1993 to other ranks, of the United Kingdom's Royal Air Force and other services, and formerly to officers of other Commonwealth countries, for "an act or acts of valour, courage or devotion to duty whilst flying in active operations against the enemy".

The award was established on 3 June 1918, shortly after the formation of the Royal Air Force (RAF), with the Royal Warrant published on 5 December 1919. It was originally awarded to RAF commissioned and warrant officers, including officers in Commonwealth and allied forces.

Since the 1993 review of the honours system as part of the drive to remove distinctions of rank in bravery awards, all ranks of all arms of the Armed Forces have been eligible, and the Distinguished Flying Medal, which had until then been awarded to other ranks, was discontinued.

There were 1045 DFC's issued for World War 1 compared to more than 20,000 issued for World War 2, a reflection of how the air force had grown in that time.
