Back in September, Techdirt wrote about the oddly-named 'Plan S', which was nonetheless an important step forward for open access in Europe. As we remarked then, the hope was that others would support the initiative, and that has now happened, with two of the biggest names in the science funding world signing up to the approach:

To ensure that research findings are shared widely and are made freely available at the time of publication, Wellcome and the Bill & Melinda Gates Foundation have today (Monday) joined cOAlition S and endorsed the principles of Plan S.

An article in Nature on the move notes that Wellcome gave out $1.4 billion in grants in 2016–17, while the Gates Foundation spent $4.7 billion in 2017, although not all of that was on science. So the backing of these two organizations is a massive vote of confidence in Plan S and its requirements. Wellcome has also unveiled its new, more stringent open access policy, which includes a number of important changes, including the following:

All Wellcome-funded research articles must be made freely available through PubMed Central (PMC) and Europe PMC at the time of publication. We previously allowed a six-month embargo period. This change will make sure that the peer-reviewed version is freely available to everyone at the time of publication.

This move finally rectifies one of the biggest blunders by academic funding organizations: allowing publishers to impose an embargo -- typically six or even 12 months -- before publicly-funded research work was freely available as open access. There was absolutely no reason to allow this. After all, the funding organizations could simply have said to publishers: "if you want to publish work we paid for, you must follow our rules". But in a moment of weakness, they allowed themselves to be bamboozled by publishers, granting an unnecessary monopoly on published papers, and slowing down the dissemination of research.

All articles must be published under a Creative Commons attribution licence (CC-BY). We previously only required this licence when an article processing charge (APC) was paid. This change will make sure that others -- including commercial entities and AI/text-data mining services -- can reuse our funded research to discover new knowledge.

Although a more subtle change, it's an important one. It establishes unequivocally that anyone, including companies, may build on research financed by Wellcome. In particular, it explicitly allows anyone to carry out text and data mining (TDM), and to use papers and their data for training machine-learning systems. That's particularly important in the light of the EU's stupid decision to prevent companies in Europe from carrying out either TDM or training machine-learning systems on material to which they do not have legal access to unless they pay an additional licensing fee to publishers. This pretty much guarantees that the EU will become a backwater for AI compared to the US and China, where no such obstacles are placed in the way of companies.

Like Plan S, Wellcome's open access policy no longer supports double-dipping "hybrid journals", which charge researchers who want to release their work as open access, but also require libraries to take out full-price subscriptions for journals that include these freely-available articles. An innovative aspect of the new policy is that it will require some research to be published as preprints in advance of formal publication in journals:

Where there is a significant public health benefit to preprints being shared widely and rapidly, such as a disease outbreak, these preprints must be published:

before peer review

on an approved platform that supports immediate publication of the complete manuscript under a CC-BY licence.

That's eminently sensible -- in the event of public health emergencies, you want the latest research to be out there in the hands of health workers as soon as possible. It's also a nice boost for preprints, which are rapidly emerging as an important way of sharing knowledge.

The Gates Foundation has said that it will update its open access policy, which in any case is already broadly in line with the principles of Plan S, over the next 12 months. Even without that revision, the latest announcement by these two funding heavyweights is highly significant, and is likely to make the argument for similar organizations around the world to align their open access policies with Plan S hard to resist. We can therefore probably expect more to join cOAlition S and help bring the world closer to the long-cherished dream of full open access to the world's research, with no embargoes, and under a permissive CC-BY license.

دیجی‌کالا اعلام کرد با هدف حمایت از مشتریانش ابزارهای نظارتی تازه‌ای را برای کنترل قیمت‌های فروشندگان در پلت‌فرم مارکت‌پلیس به کار گرفته است.

مارکت پلیس دیجی‌کالا بستری است که این شرکت از چند ماه قبل راه‌اندازی کرده که حالا به گفته این شرکت بیش از 15 هزار فروشنده در سطح کشور روی آن مشغول به فروش کالا هستند. تعداد کالاهای دیجی‌کالا روی این پلت‌فرم به بیش از 700  هزار نوع می‌رسد چیزی که باعث شده کنترل و نظارت بر آن در دسته‌های محصولی مختلف و متنوع و در شرایط پرتلاطم قیمتی با ابزارهای کنترل دستی به شدت دشوار و پیچیده شود. 

حالا دیجی‌کالا در بیانیه مطبوعاتی‌اش می‌گوید به کمک تکنیک‌های داده کاوی تلاش می‌کند  روی بحث‌های قیمتی که در شرایط امروز جامعه حساسیت زیادی هم دارند کنترل بیشتری را انجام دهد.

بزرگترین سایت تجارت الکترونیکی ایران طی ماه‌های اخیر و به دنبال بحران‌هایی که در بازار ارز و به دنبال آن در بازارهای دیگر پیش آمد و موجب کند شدن فضای واردات به کشور شد همچون سایر عرضه کنندگان کالا با مشکلاتی در تامین کالا مواجه شد. حالا به نظر می‌رسد با توسعه مارکت‌پلیس دیجی‌کالا تلاش دارد  ابزارهای نظارتی خود را قدرتمندتر کند تا جلوی سواستفاده احتمالی از این بستر را بگیرد.

 " دیجی‌کالا در راستای مهم ترین اصل خود، مشتری‌محوری، در حال بهبود و توسعه‌ی  ابزارهای نظارتی و کنترل بیشتر بر قیمت‌های فروشندگان در پلتفرم مارکت‌پِلیس (Marketplace) است که بخشی از این ابزارها هم اکنون اجرایی شده‌اند. این ابزارها با تکنیک‌های داده‌کاوی (Data Mining) توسعه پیدا کرده‌اند و  برای حفظ تجربه‌ی با اطمینان خرید مشتریان  در شرایط فعلی اقتصادی، ضروری هستند.

دیجی‌کالا در حال حاضر با 15 هزار فروشنده در سطح کشور همکاری می‌کند و این فروشندگان بیش از 700 هزار نوع کالا در پلتفرم مارکت‌پِلیس به طور مستقیم عرضه می‌کنند. کنترل و نظارت بر این تعداد کالا در دسته‌های محصولی مختلف و متنوع در شرایط پرتلاطم قیمتی با ابزارهای کنترل دستی و تنها استفاده از نیروی انسانی، به شدت دشوار و پیچیده است. از این روی طراحی این ابزارهای هوشمند آغاز شده است تا خطاها در کنترل و نظارت به حداقل ممکن کاهش یابد.

هم‌اکنون کالاها در دیجی‌کالا به سه گروه تقسیم شده‌اند:

1. کالاهایی که روی آن‌ها قیمت مصرف‌کننده درج شده است: تا کنون 20 هزار نوع از این کالاها شناسایی شده‌ (این آمار روزانه در حال افزایش است)  و امکان ثبت قیمت‌ بیشتر از قیمت درج شده روی محصول برای هیچ فروشنده‌ای ممکن نیست. این کالاها در وب‌سایت دیجی‌کالا با ذکر عبارت «قیمت مصرف‌کننده» از بقیه متمایز شده‌اند. مواد غذایی و محصولات تند مصرف نمونه‌ای از این گروه کالایی است.

2. کالاهایی که قیمت روی آن‌ها درج نشده است اما لیست قیمت قطعی و به‌روز از طرف واردکنندگان  رسمی، تولیدکنندگان یا اتحادیه‌های مربوطه برای آن‌ها وجود دارد. برای این گروه از کالاها نیز، قیمت‌های موجود در لیست به عنوان حداکثر قیمت مجاز در نظر گرفته شده است و هیچ فروشنده‌ای در پنل خود مجاز نیست که قیمتی بیشتر از آن  برای این گروه از کالاها تعیین کند. محصولات برخی از  برندهای معتبر  لوازم خانگی در این دسته قرار می گیرند. برای گسترش این لیست‌ها به کمک اتحادیه‌ها و سایر نهادهای نظارتی نیازمندیم.

3. دسته‌ی سوم کالاهایی هستند که نه قیمتی بر آن‌ها درج شده است و نه لیست قیمت قطعی برای آن‌ها وجود دارد. با بهره گیری از تکنیک‌های تشخیص تغییرات قیمتی نامتعارف (Price Anomaly Detection) و قوانین طراحی شده، از افزایش ناگهانی و غیرمنطقی قیمت‌ها توسط فروشندگان برای این گروه از کالاها جلوگیری خواهد شد. این روش در مراحل ابتدایی کار خود قرار دارد و به مرور زمان دقت آن افزایش و خطاها کاهش می‌یابد.

تلاش داریم با به کارگیری تمامی امکانات داخلی و ظرفیت علمی و فنی کشور ابزارهای نظارتی جدید را  برای کنترل دقیق‌تر قیمت‌ها در بخش مارکِت‌پلیس توسعه دهیم. تجربه‌ی با اطمینان خرید برای کاربران، حتی در شرایط پرچالش اقتصادی، اصل تخطی‌ناپذیر  دیجی‌کالاست و بدین منظور  مجموعه‌‌ای از ‌ اقدامات برای همین شرایط  طراحی شده که همزمان با اجرایی شدن آن‌ها اطلاع‌رسانی خواهند شد. برای توسعه‌ی بیشتر این ابزارها و بهبود فرآیندهای کنترلی به کمک و ایده‌های دانشگاه‌ها، مراکز پژوهشی و استارت‌آپ‌ها نیازمندیم و از پیشنهادهای جدید و نوآورانه استقبال می‌کنیم.     Companies expect developers to use open source tools at work, but few make substantial contributions in return

    Developers say that nearly three-quarters of their employers expect them to use open source software to do their jobs, but that those same companies’ contribution to the open source world is relatively low, with only 25 percent contributing more than $1,000 (£768) a year to open source projects.

    Only a small number of employers, 18 percent, contribute to open source foundations, and only 34 percent allow developers to use company time to make open source contributions, according to a new study.

    The study follows IBM’s announcement last week that it plans to buy Linux maker Red Hat for $34 billion (£26m) in order to revitalise its growth in the cloud market, an indication of the importance of open source in the booming cloud industry.

    The report by cloud technology provider DigitalOcean, based on responses from more than 4,300 developers around the world, is the company’s fifth quarterly study on developer trends, with this edition focusing entirely on open source.

    I spoke at the AKL Rust Meetup last month (slides) about my side project doing data mining in Rust. There were a number of engineers from Movio there who use Go, and I've been keen for a while to learn Go and compare it with Rust and Python for my data mining side projects, so that inspired me to knuckle down and learn Go.

    Go is super simple. I was able to learn the important points in a couple of evenings by reading GoByExample, and I very quickly had an implementation of the FPGrowth algorithm in Go up and running. For reference, I also have implementations of FPGrowth in Rust, Python, Java and C++.

Abstract
BACKGROUND: Similarities between the pathologic progression of cancer and the physiologic process of placentation have been recognized for many years proposing that both present similar mechanisms and processes. Cervical cancer (CC) is one of the most frequent neoplasia among Mexican women turning it into an important health problem.
OBJECTIVE: The aim of this study was to determine the degree of the involvement of pregnancy related genes and in cancer progression by in-silico analysis and validated in CC samples.
RESULTS: The data mining analysis resulted in the identification of genes expressed in term placenta, first trimester placenta and normal cervical tissues. Finally, we selected KISS1 for the involvement of pregnancy related gene and also in cancer process. In order to explore KISS1 in CC, we analyzed Copy Number Variation (CNV) and gene expression using microarray experiments. KISS1 showed 20% genomic gain in 1q32.1 on CC samples. Furthermore, microarray analysis showed KISS1 as up-regulated genes. Results were validated showing an overexpression of 85% of KISS1 in CC samples.
CONCLUSIONS: Data suggest KISS1 as a great candidate for CC molecular markers or as a therapeutic target for CC. Also, HPV presence does not seem to alter the KISS1 expression in CC.

    The selection of a first-line chemotherapy drug to treat many types of cancer is often a clear-cut decision governed by standard-of-care protocols, but what drug should be used next if the first one fails?

    That’s where Georgia Institute of Technology researchers believe their new open source decision support tool could come in. Using machine learning to analyze RNA expression tied to information about patient outcomes with specific drugs, the open source tool could help clinicians chose the chemotherapy drug most likely to attack the disease in individual patients.

    In a study using RNA analysis data from 152 patient records, the system predicted the chemotherapy drug that had provided the best outcome 80 percent of the time. The researchers believe the system’s accuracy could further improve with inclusion of additional patient records along with information such as family history and demographics.

    The US Food and Drug Administration (FDA) on Tuesday released computer code and a technical roadmap to allow researchers and app developers to use the agency’s newly created app that helps link real world data with electronic health data supporting clinical trials or registries.

    FDA said the app and patient data storage system can be reconfigured by organizations conducting clinical research and can be rebranded by researchers and developers who would like to customize and rebrand it.

    Among the features of the app is a secure data storage environment that supports auditing necessary for compliance with 21 CFR Part 11 and the Federal Information Security Management Act, so it can be used for trials under Investigational New Drug oversight.

Según Indeed, un portal de empleo tecnológico de Estados Unidos, entre junio de 2015 y junio de 2018 prácticamente se han duplicado las ofertas de empleo relacionadas con la Inteligencia Artificial (IA). Ingeniero de aprendizaje automático, científico de datos o ingenieros de visión computacional son los puestos que, según este análisis, mejor encajan en las ofertas de trabajo de IA. Y las previsiones son que haya más oferta de empleo que profesionales que puedan cubrir esas vacantes

A primera vista, las carreras STEM (Ciencia, Tecnología, Ingeniería y Matemáticas por su nombre en inglés) las más indicadas para poder trabajar en IA. Pero quienes trabajan ahora mismo en Inteligencia Artificial aseguran que los perfiles y los equipos multidisciplinares son cada vez más necesarios.

Así pues, ¿qué hay que estudiar para trabajar en Inteligencia Artificial? ¿Cómo me puedo formar? ¿Qué tengo que hacer si quiero desarrollar mi carrera en este campo?

Primer punto: decide en qué ámbito de la IA quieres trabajar

Decir Inteligencia Artificial es como decir tecnología: es un campo tan amplio y tan variado que lo que es básico para algunas de sus ramas no tiene porqué ser ni necesario para otras.

Por eso, varios de los expertos con los que hemos hablado aseguran, como primer punto, que quien quiera trabajar en IA debe plantearse primero en qué rama quiere hacerlo.

José Javier Gutiérrez Pulgar trabaja para el Grupo Santander, responsabilizándose de la estrategia de Asistentes Virtuales y de la aplicación de la inteligencia artificial en el contact center. “El campo de la IA es muy amplio y no puedes conocerlo todo. Hay que saber en qué te quieres especializar” (desarrollador, algoritmo, diseñar funciones de negocio…), asegura. Por eso, recomienda comenzar con un análisis de las habilidades e intereses de cada uno.

Una opinión compartida por Richard Benjamins, Data & AI Ambassador en Telefonica. "Se debe ver si nos interesan los datos. En internet podemos encontrar muchos sobre cosas interesantes. Con estos datos, le diría a esta persona que juegue con ellos, que intente visualizarlos y que después también investigue algoritmos para descubrir patrones, manejar herramientas, saber programar....".

Una base STEM es recomendable e ¿imprescindible?

Todos los expertos con los que hemos hablado coinciden en que para trabajar en IA es importante contar con una base fuerte de matemáticas o ingeniería. “Con carácter general creo que hay que tener un fundamento matemático medio-alto, conocimientos de programación, capacidad de modelizar y ser muy creativo”, resume José Antonio Torres, físico especialista en Computación e Inteligencia Artificial y Cofundador y Chief Scientist Officer en Altoro Analytics.

Ese grado de conocimiento de la parte más física o matemática va a depender, de nuevo, del trabajo que se quiera desarrollar en inteligencia artificial. “Cualquiera que tenga un conocimiento de programación puede desarrollar aplicaciones de IA sin bajar al detalle, porque los gigantes digitales como Microsoft, Amazon, IBM o Google nos permite consumir inteligencia artificial a través de sus servicios de sin meternos en un conocimiento exhaustivo y de primer nivel”, explica David Pereira, Responsable de Inteligencia Artificial en Everis.

La IA demandará, cada vez más, perfiles multidisciplinares para su desarrollo. Lingüistas computacionales, juristas, filósofos o músicos son algunas de las áreas humanistas buscadas

Una visión con la que coincide Richard Benjamins. “Las FAANG (Facebook, Amazon, Applen, Netflix, Google) tienen tantos datos y buenos ingenieros que ofrecen la IA como un servicio. Eso quiere decir que podrás utilizar sus API para analizar textos y construir un servicio para vender a otras profesiones”. Aunque estas empresas tienen “muchos datos y muy buenos ingenieros” y pueden ofrecer estos servicios “a un precio barato”, Benjamins advierte que a la hora de utilizar estos recursos de terceros “hay que confiar en que el código es bueno y transparente”.

Digamos, en este punto, que podemos distinguir dos tipos de trabajos relacionados con la IA: los más técnicos (como el desarrollo de los algoritmos) y los de negocio (o la aplicación a cada industria o área).

Para la parte más técnica se debe contar con una base mínima de matemáticas y estadísticas, según estos profesionales consultados. Esta formación es fundamental para poder entender cómo funciona la inteligencia artificial. “Son operaciones matemáticas que se estudian en la Universidad y que puede que en ese momento no sepas para qué se utilizan hasta que te metes en ese tipo de cosas y ves su aplicación práctica”, detalla el responsable de Everis, ingeniero en telecomunicaciones de formación.

Universidad, ¿sí o no?

Pero, ¿es necesario u obligatorio tener una formación universitaria para trabajar en IA? Todos los expertos consultados por Xataka coinciden: no es condición sine qua non, pero sí altamente recomendable.

Diana de la Iglesia Jiménez es doctora en Inteligencia Artificial y trabaja como Computer Scientist en el CNIO (Centro Nacional de Investigaciones Oncológicas) aplicando la IA a la investigación contra el cáncer. En su grupo, hay otros perfiles del área biomédica que también tienen conocimientos de programación, pero considera que “es importante que la gente que desarrolla IA, que detecta nuevos algoritmos y detecta los fallos de los existentes, tenga esa base matemática que te da una ingeniería”.

“Hasta cierto punto se puede aprender por libre. Internet es un repositorio de información increíble y puedes aprender lo que quieras si le dedicas tiempo”, reconoce Diana de la Iglesia. “Pero hay un límite para entender cómo funcionan todos esos algoritmos. Una cosa es aplicarlos y otra entenderlos de forma detallada”, añade.

Pero lo cierto es que en Internet hay muchos recursos formativos y cada vez las escuelas de negocio y universidades ofrecen una formación más ad hoc para este mundo de la IA. Podemos encontrar ejemplos de ello en U-tad, Unir, Universidad Politécnica de Madrid, ESADE o el IE. Richard Benjamins cree que si tu base es universitaria partes con ventaja, pero considera que teniendo una base matemática importante podemos aprovecharnos de los “muchos cursos y muy buenos que hay de data mining o de los cada vez más numerosos másters”, que permiten complementar esta formación.

Así que, tal y como asegura José Antonio Torres, “a mi hijo le diría que estudiara en la universidad aunque supiera hacer robots super-inteligentes con 15 años”. ¿Por qué? “Es imprescindible para esta disciplina que los que se dediquen a ella (o al menos una parte) tengan “fundamentos científicos sólidos, y la Universidad hasta ahora, era una buena vía para esto”.

Si ya tengo esa base, ¿cómo me especializado en IA?

Si ya contamos con esa base STEM y queremos trabajar en IA, David Pereira recomienda los cursos disponibles en Fast.ai para poder especializarnos en Inteligencia Artificial. En esta web muchos de los recursos “son gratuitos y de mucha calidad”, según su valoración.

Es gratuito tanto en Stanford como en Youtube. “Es un curso más avanzado porque requiere base matemática más sólida, casi de ingeniería, matemática o física”, advierte.

Qué lenguajes dominar

Aunque, como recuerda José Antonio Torres, Claude Shannon "no tiró una línea de código y fue uno de los fundadores de la IA", saber programar sí parece indispensable para trabajar en IA.

De nuevo, en función del área de negocio al que nos vayamos a dedicar deberemos dominar un lenguaje de programación u otro, dado que no hay uno específico para la IA.

Python es uno de los que más en boga está, sobre todo en ciencia de datos. Orientado al análisis de datos en masa y tiene una comunidad de desarrollo open detrás que está constantemente trabajando en él y mejorándolo. “Siempre es mejor tener conocimiento en varios lenguajes y con diferentes enfoques porque eso te ayuda a programar mejor”, explica Diana de la Iglesia. Una visión con la que coincide el cofundador y Chief Scientist Officer en Altoro Analytics. “Hoy en día hay que saber programar, y mejor en varios lenguajes. Lo que conteste ahora será distinto de lo que te contestaré dentro de una año, porque esto evoluciona muy rápido, y hay una gran batalla por nuevos estándares, pero 3 de los más populares son Java, Python o Scala”.

José Javier Gutiérrez Pulgar explica que en el Banco Santander se impone Java como política de la casa, pero alude también a Python y a Spring boot. La versión más humanista de la IA

Como decíamos antes, más allá de los profesionales más técnicos del IA, hay otros perfiles que también se demandan en este campo: humanistas, juristas, lingüistas...

Richard Benjamins, Data & AI Ambassador en Telefonica, estudiaba psicología en Holanda. Dentro de este plan de estudios se incluía una rama de ciencia cognitiva: cómo razonan las personas y cómo programarlo en un ordenador. “Eran los años 90 y no tiene nada que ver a cómo se hace ahora”, nos reconoce este experto, quien continuó estudiando estas materias relacionadas con el lenguaje natural y lingüismo computacional.

Para Benjamins es imprescindible tener equipos multidisciplinares para el desarrollo de la IA y no solo por las cuestiones más legales (aquí alude al típico problema de un coche autónomo que choca con otro). “Habrá muchos perfiles que no sabemos ni qué van a existir y que serán necesarios para el desarrollo de la IA. Si quieres generar una IA sostenible no puedes meter solo ingenieros en el equipo”. Perfiles sociales, de diseño o jurídicos serán básicos para que las app no discriminen por sexos, raza o religión. “Si solo tienes técnicos los problemas salen al final, pero si tienes un equipo multidisciplinar los prevés antes de que salga una app a producción”.

Más allá de la formación reglada, hay muchos cursos disponibles en Internet (algunos gratuitos) que permiten formarse en IA

David Pereira, sin embargo, considera que el problema en estos momentos es que hay un gap muy grande en el espectro de perfiles humanistas en inteligencia artificial. “Tenemos que hacer un esfuerzo muy grande para lanzar formación específica para este tipo de perfiles. No sabemos cuáles son los marcos legales o las cuestiones éticas de desarrollo de la inteligencia y aplicación del GDPR, por ejemplo”.

Como concluye Diana de la Iglesia, “si queremos imitar una inteligencia humana necesitamos entender al ser humano, entender sus razonamientos, la forma de ejecutar el lenguajes y hacer comunicable el pensamiento. No pueden ir desligados la IA y las humanidades o la generación del arte. La IA debe abarcar todas las áreas si quiere ser completa”.

La formación ética del técnico de IA

Hablando de esta vertiente más humanista y de la polémica que rodea siempre a la Inteligencia Artificial, hemos querido preguntar a estos expertos si los profesionales (especialmente los más técnicos, de desarrollo de algoritmos y código) deben reforzar su formación ético-humanista o si con estos equipos multidisciplinares es suficiente.

“El problema de la IA es que autoaprende cuando sale de su entorno. No es tanto lo que se hace internamente como lo que puede aprender fuera”, explica el responsable de IA para contact center del Banco Santander, quien considera que tiene que haber personas que identifiquen estos problemas “para que las máquinas desprendan”.

Меня зовут Иван, живу в Санкт-Петербурге. Разрабатываю системы искусственного интеллекта, теории и т.п. Всех интересующихся и имеющих идеи приглашаю к сотрудничеству.
Однако замечу, что работа моя не основана на нейросетях, скорее тут ближе теории байесовских сетей, вероятностная логика, детерминисткая логика, теория ассоциаций, множеств, оригинальные генетические алгоритмы (!!!!) и т.п.
Вообще предполагается разработка системы поиска зависимостей в больших объемах данных, то есть Data Mining в различных базах данных (в частности. постреляционная Cache от InterSystems). Это план максимум (более менее реальный). Пока можно сделать полуигровые системы с обучением и т.п. - для отработки собственных идей.
В общем, кому это интеерсно, пишите!
