  • China has been hosting seminars for foreign countries and journalists on how to clamp down on online speech and writing positive news about China's economic policies, Freedom House reported.
  • They include courses on President Xi Jinping's views on patriotism and tours of companies that monitor negative public opinion in the country.
  • Many of them catered to countries that are part of China's Belt and Road Initiative, a massive infrastructure project that aims to link 70 countries around the world.
  • Those courses appeared to work on some of the countries, who issued laws clamping down on online speech after attending the seminars.
  • China has a long record of muzzling free speech in the country.
  • It wields a lot of soft power over its economic allies, largely because of its financial investments around the world.

China has been holding seminars for foreign countries and journalists on how to restrict online speech and write positive news about it, according to a Freedom House report published this week.

The programs — which appear tailored to specific countries and regions — included courses like "socialist journalism with Chinese characteristics" and a class on "the Chinese Dream," Freedom House said.

Those two slogans were popularized under President Xi Jinping, and lay out his view of patriotism and innovation as long as it does not defy the Chinese Communist Party.

The programs appeared to be marketed to countries involved in China's Belt and Road Initiative (BRI), a massive infrastructure project launched in 2013 that aims to link China to more than 70 countries across Asia, Europe, and Africa.

It is one of President Xi Jinping's pet projects, and Beijing has invested between $1 trillion and $8 trillion in those projects since 2013, according to the Center for Strategic and International StudiesMultiple BRI partners have racked up billions of dollars in debt because they couldn't afford to repay China's loans on infrastructure projects.

Here are some of the seminars China hosted over the past year, according to Freedom House.

  • November 2017: A two-week "Seminar on Cyberspace Management for Officials of Countries along the Belt and Road Initiative," where officials toured a company — unnamed in in the report — that monitored, using big data, negative public opinion, and created a "positive energy public-opinion guidance system."
  • May 2018: Prominent journalists and media officials from the Philippines visited China for two weeks to learn about "new media development." What this means exactly is not clear.
  • A similar conference for media staff in Thailand taught attendees about the "Chinese Dream" and how media outlets can report domestic and international affairs, including China's economic development. The date of this conference is not clear.
  • Representatives from Egypt, Jordan, Lebanon, Libya, Morocco, Saudi Arabia, and the United Arab Emirates also attended a three-week "Seminar for Senior Media Staff in Arab Countries" at an unspecified date.

Details about what actually happens during those seminars are scant. But pictures published by the Chinese ministry of commerce of a seminar on the "promotion of international cooperation," held last August for 43 officials from BRI countries, showed delegates attending a lecture by Chinese officials and receiving a "graduation certificate" at the end.

China flexes its soft power

Those seminars appeared to work on the foreign countries.

After Vietnamese officials attended China's seminar on media management in April 2017, it introduced a cybersecurity law that ordered global tech companies — such as Google and Facebook — to store personal data of users in Vietnam in the country.

Uganda and Tanzania also introduced similar laws clamping down on online media dissemination after their officials attended China's seminars over the past year, Freedom House said.

It echoed existing cybersecurity laws in China, which order tech companies to store personal and financial data collected in the country within its borders.

Chinese authorities have previously demanded domestic tech companies to hand over user data and the contents of private conversations.

Earlier this year, the Ministry of Public Security announced that law-enforcement officers could obtain and use private conversations on popular messaging app WeChat in legal proceedings.

Beijing has repeatedly proven the strength of its soft power, much of which stems from its immense economic power around the world.

Taiwan also claims that China uses economic partnerships to pressure countries to cut off diplomatic ties with it. Beijing insists that Taiwan is part of China, while Taipei recognizes itself as an independent nation.

Australia's former foreign minister, Julie Bishop, also revealed earlier this week that Australia did not strike a trade deal with Taiwan because her counterpart Wang Yi simply told her not to. China is Australia's largest trading partner, top export market, and biggest import source.

China also clamps down on online speech and thought within the country. Law-enforcement authorities have muzzled free speech in the past by censoring posts and forcefully disappearing people seen to speak out against the regime.

It also ranks citizens' behavior on a social credit system, which doles out punishments and rewards depending on the individual's score.

Executive Summary

Uganda, in many ways, is ground zero for new global initiatives to address large-scale, protracted displacement. It has hosted refugees from neighboring countries for decades, and today hosts the largest refugee population in Africa.

At the 2016 Leaders’ Summit on Refugees and Migrants, Uganda doubled down on its progressive refugee policies, which allow refugees to work, go to school and access land. It opted to be the first country to pilot the Comprehensive Refugee Response Framework of the New York Declaration. And it is among the first countries to receive financing through a new sub-window of the World Bank’s 18th replenishment of its International Development Association (IDA18), created to provide additional concessional financing to low-income countries hosting large numbers of refugees. Together, these commitments, framework and financing offer immense potential to meaningfully improve the lives of refugees and Ugandan host communities.

All eyes are on Uganda as an early adopter of these new tools and funding. How will World Bank-funded projects be balanced with existing humanitarian interventions for refugees—which are extensive in Uganda? How will the Bank interact with the complex set of actors, including the government, UN Refugee Agency (UNHCR), non-governmental actors (NGOs), civil society, and refugees themselves? Will the Bank adapt its projects or move forward with business as usual in these unique contexts? Will the Bank’s initiatives encourage other donors to provide multiyear financing and support long-term solutions for refugees and host communities?

This case study starts to answer these questions by examining Uganda’s recent policy approaches and initiatives that respond to refugee and host populations. Although it is still early days, observations so far suggest mixed results. The Government’s willingness to engage with these new platforms and maintain its progressive refugee policies, especially in the face of global actors retreating from their share in the responsibility for responding to refugee crises, is impressive and important.

However, early concerns about implementation have been, in some instances, validated. While the World Bank’s financing and CRRF are “pulling in the same direction”, there are no formal agreed on outcomes and no formal linkages between the funding and the framework. The process for making decisions about policies and programs have seemingly marginalizes NGOs and refugees themselves, even though there are new structures meant to give them a voice. And most Bank-funded projects in the pipeline piggyback on existing Bank programs, bringing refugees into projects that were already in train; it is unclear to what extent these projects will adapt to reflect refugees’ experiences.

Based on these observations, this case study offers recommendations for the Government of Uganda, donors like the World Bank, UNHCR and other stakeholders. It calls on the Government to foster better coordination and collaboration between different levels of government and to lead on simplifying and aligning decision-making processes for the CRRF implementation and World Bank financing. It recommends the World Bank and UNHCR develop more deliberate consultative process to include a broader range of actors; help bring other development actors to the table; and to work with partners to identify a clear set of outcomes they want to achieve with the new financing and frameworks. It suggests NGOs more proactively engage with the World Bank to share their expertise and help shape program and policy decisions based on their years of working with refugees.

Nairobi – Eight countries in the East and Horn of Africa have committed to the establishment of “inter-agency cross-border technical working groups” that would facilitate the implementation of 22 identified good practices meant to boost cooperation and improve the efficiency of border operations.

The region’s borders are some of the busiest, as they cut across key migration routes focused on the movement of people within the region and to other major destinations, including Europe and the Gulf countries. Disparate national priorities among adjourning countries do not always make cooperation possible. But this could soon be thing of the past, as border authority managers from neighbouring states – some meeting for the first time – established a new rapport and struck significant operational agreements.

This followed a first-of-its-kind workshop organized by the UN migration agency IOM in late October that brought together directors general of immigration and senior immigration and border management officers from Djibouti, Ethiopia, Kenya, Somalia, Sudan, South Sudan, Uganda and Tanzania.

The workshop took place under the aegis of the Better Migration Management (BMM) Programme - a regional, multi-year and multi-partner programme funded by the EU Trust Fund for Africa and the German Federal Ministry for Economic Cooperation and Development (BMZ), coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

Bilateral and trilateral meetings between and among representatives of all the eight countries represented produced significant results for implementation. The highlights of these IOM-facilitated meetings, include:

First time agreement between Ethiopia and South Sudan to conduct joint, cross border patrols; and to work together to open new border crossings points between the two countries. Sudan and South Sudan agreed to work together to open four border crossing points, including One Stop Border Posts. Uganda and South Sudan agreed to implement joint, cross border patrols, and to establish “Integrated Border Management Committees”. Kenya, Tanzania, Somalia agreed to implement Integrated Border Management Committees; and Joint Interagency, Cross- Border Patrols. Ethiopia, Kenya, and Tanzania agreed to increased cooperation and implement “Good Practices” on Counter-Trafficking efforts; implement Joint Interagency Cross- Border Patrols.

The eight countries requested IOM to support a follow-up meeting to buttress the establishment of the proposed interagency, cross-border, technical working Groups. IOM is currently developing action plans to respond to stakeholder requests which will be funded through BMM and will be completed by June 30, 2019.

Keynote speaker at the workshop, Kenya Principal Secretary for Immigration and Registration of Persons, Rtd Maj-Gen Gordon Kihalangwa, said: “With increasing complexity of migration flows, countries in the East and Horn of Africa region should enhance cross-border cooperation in order to effectively deal with existing challenges in border management which include; trafficking of persons and smuggling of migrants among other forms of transnational organized crime”.

Julia Hartlieb, the BMM Senior Regional Programme Coordinator, said: “The Better Migration Management Programme has recorded key milestones in providing support to countries through the National Coordination Mechanisms for Migration, the provision of equipment and MIDAS border equipment, training, benchmarking visits to operationalization of e-visa and e-immigration systems.

Highlights

Ten out of the 21 countries in Eastern and Southern Africa Region (ESAR) have reported more than 35,727 cholera / AWD cases and 423 deaths (Case Fatality Rate, 1.2%), since the beginning of 2018. These countries include; Angola, Kenya, Malawi, Mozambique, Rwanda, Somalia, Tanzania, Uganda, Zambia and Zimbabwe. Zimbabwe accounts for 28.2 % (10,086) of the total case load reported this year, followed by Somalia at 17.2% (6,132).

Out of the 10 countries with reported cholera/ AWD outbreaks this year in ESAR, 3 (Zimbabwe, Tanzania and Kenya) have ongoing cholera outbreaks. During the week under review, Zimbabwe reported the highest number of new cases (59 cases). Of the three countries with active transmission, Tanzania has recorded the highest CFR (at 1.9%) in 2018.

Zimbabwe: The weekly case incidence has been on a downward trend in the past 6 weeks (From week 39 to week 44). For instance, during week 44 (week ending 4 November 2018), 59 new cases were reported compared to 199 cases reported in week 43 (week ending 28 October 2018). All new cases emerged from Harare. Cumulatively, a total of 10,086 cases including 61 deaths have been reported in 2018. Majority of these cases (98%, 9,909) and deaths (90%. 55) have been reported since the beginning of the new wave of the outbreak on 5 September 2018.

Tanzania: An increase in the epidemic trend has been noted. During week 43, 43 new cases were reported compared to 28 cases reported in week 42 (week ending 21 October 2018). All new cases emerged from Ngorongoro district in Arusha region. Cumulatively a total of 32,933 cases including 548 deaths have been reported in Tanzania mainland, as from August 2015. Of these, a total of 4,302 (13%) cases and 82 (15%) deaths have been reported since the beginning of 2018.

Kenya: During week 42, 7 new cases were reported from Isiolo County. Last case was reported in Turkana County on 18 September 2018, while Embu County reported 3 cases during week 40. Cumulatively a total of 26,591 cases including 421 deaths have been reported, as from October 2016. Of these, a total of 5,781 (21.7%) cases and 78 (18.5%) deaths have been reported since the beginning of 2018

Animal health emergencies continue to erupt around the world at an ever-increasing pace. Increased global travel, human migration and informal trade of animals and animal products continue to intensify the risk of disease spread. Infectious diseases and other animal health threats have the potential to move rapidly within a country or around the world leading to severe socio-economic and public health consequences. For zoonoses that develop the ability for human to human transmission, an early response to an animal health emergency could prevent the next pandemic. As the demands continue to evolve for effective and efficient management of animal diseases, including emerging diseases and zoonoses, the Emergency Management Centre for Animal Health (EMC-AH) continues to evolve and keep pace with the global demands, adding value to Member States of FAO.

Building on the first eleven years of success, the Centre rebranded its platform in 2018 as EMC-AH, with the full support of the Crisis Management Centre for Animal Health Steering Committee in November 2017. The new name reflects the modernization of the platform and new way of working to better address the needs of the future. Further, the inaugural EMC-AH strategic action plan 2018 2022 released in June 2018 clearly states the vision, mission, and core functions of EMC AH for the coming five years with the aim of reducing the impact of animal health emergencies.

EMC AH’s annual report reflects EMC AH’s new way of working under its strategic action plan and addresses EMC AH performance and actions for the twelve-month period of November 2017-October 2018. During the reporting period, EMC AH contributed to strengthening resilience of livelihoods to animal health-related emergencies and zoonoses through the core pillars of its strategic action plan: preparedness, response, incident coordination, collaboration and resource mobilization. The annual report illustrates EMC-AH’s commitment to transparency and accountability.

FAO’s Member States have an ongoing need for a holistic and sustainable international platform that provides the necessary tools and interventions inclusive of animal health emergency management. EMC-AH strategic action plan requires a substantial commitment of resources to implement the full range of proposed activities, and EMC-AH must maintain key personnel essential to carry out its objectives and components of the 2016-2019 FAO Strategic Framework that addresses increased resilience of livelihoods to threats and crises (Strategic Programme five [SP5]).

As a joint platform of FAO’s Animal Health Service and Emergency Response and Resilience Team, and in close collaboration with related partners and networks, EMC-AH is appropriately positioned to provide renewed leadership, coordination and action for global animal health emergencies.

Sáng kiến Vành đai và Con đường (Belt and Road Initiative – BRI) là một dự án đầu tư khổng lồ được Chủ tịch Trung Quốc Tập Cận Bình thúc đẩy, với kỳ vọng sẽ tạo dựng được quyền lực mềm cho quốc gia này. Từ cuối những năm 2013, Bắc Kinh đã rót gần 700 tỷ USD ngân sách vào hơn 60 quốc gia, mà đại đa số trong số đó là những dự án hạ tầng khổng lồ cùng những khoản vay hậu hĩnh ban đầu cho đến khi các chính phủ nhận ra họ đều đang “há miệng mắc quai”. Mục tiêu, cuối cùng, có vẻ chỉ là kéo những quốc gia này lại gần Bắc Kinh hơn trong khi vẫn gia tăng được quyền lực mềm Trung Hoa trên thế giới.

Nhưng điều bất ngờ là Trung Quốc hiện đang phải đối mặt với những phản ứng tiêu cực từ cả trong và ngoài nước đối với đại dự án Vành đai – Con đường. Một bộ phận người Trung Quốc bắt đầu phàn nàn rằng nó chỉ phí phạm tiền của quốc gia. Mặt khác, trên trường quốc tế, các yếu tố địa chính trị khiến càng ngày càng nhiều quốc gia dè chừng ảnh hưởng ngày càng gia tăng của Trung Quốc.

Khác với những chủ nợ phương Tây – vốn yêu cầu bên vay phải đáp ứng những tiêu chuẩn nghiêm ngặt về kiểm soát tham nhũng, về bảo vệ nhân quyền hay kiểm soát thu chi ngân sách để hướng tới tài chính bền vững – Trung Quốc hầu như không đòi hỏi gì cả. Chính sách đầu tư “không ràng buộc” này châm thêm dầu vào ngọn lửa tham nhũng ở nhiều quốc gia, trong khi cho phép những chính phủ này vung tay quá trán với những khoản nợ họ biết rằng mình không thể trả.

Công dân của rất nhiều quốc gia nhận nợ vay đang thể hiện sự tức giận của mình đối với Trung Quốc bằng nhiều cách, và có thể cảm nhận được cơn giận dữ đó trong các cuộc bầu cử gần đây. Thay vì mở rộng quyền lực mềm Trung Quốc, Vành đai và Con đường dường như đang làm những điều hoàn toàn ngược lại.

Cuộc bầu cử ở Malaysia tháng 5 năm 2018 là một minh chứng không thể rõ ràng hơn về sự hoài nghi nói chung dành cho quyền lực mềm Trung Quốc. Cựu Thủ tướng Mahathir Mohamad chiến thắng trước đương kiêm Thủ tướng Najib Razak với một chiến dịch phản đối một cách trực diện ảnh hưởng của Trung Quốc trên quốc gia này. Ông Mahathir khẳng định Thủ tướng Najib đang cố tình chấp thuận những dự án hạ tầng đắt đỏ thuộc BRI để tạo nên một ảo giác tăng trưởng cho dân chúng, trong khi tiếp tục tham ô ngân sách quốc gia vào túi riêng của mình. Nói là làm, ngay sau khi nhậm chức, ông Mahathir đã hủy bỏ thỏa thuận đối với hai dự án lớn nhất của Trung Quốc ở Malaysia – với 20 tỷ USD cho hệ thống đường sắt và 2,3 tỷ USD cho đường ống dẫn dầu, khí – với lý do đất nước ông không có khả năng để trả khoản nợ này trong tương lai.

Nhưng câu chuyện không dừng lại ở đó. Pakistan đã nhận hơn 62 tỷ USD từ Trung Quốc cho các dự án tương tự như đường cao tốc, đường sắt và cảng Gwadar. Quốc gia này thường xuyên được các ngân hàng Trung Quốc bảo lãnh và giải cứu. Sự hào phóng chính trị này dẫn đến bong bóng nợ công Pakistan đạt tới mức gần như không thể kiểm soát, cùng sự trỗi dậy của các nhóm chống BRI nói riêng và chống Trung Quốc nói chung.

Tháng 7 năm nay, chính phủ mới của Thủ tướng Imran Khan, dù không theo phương pháp quyết liệt như của Malaysia, cũng buộc phải cân nhắc lại toàn bộ các phương án trả nợ vay cho Bắc Kinh, bao gồm cả khả năng đơn phương dừng hoặc kéo dài kỳ hạn trả nợ. Và cũng trớ trêu là vì mắc nợ Trung Quốc mà nay Pakistan đang lên kế hoạch đàm phán với Tổ chức Tiền tệ Quốc tế nhằm cấp cứu thanh khoản cho nước này khỏi các khoản nợ vay Trung Quốc, điều mà chính Thủ tướng Khan ban đầu cũng không muốn làm.

Quốc đảo Maldives đến gần đây cũng đang chịu nhiều áp lực phải kiểm tra, giám sát lại các dự án BRI. Chỉ trong tháng 9 vừa qua, cử tri đã loại vị tổng thống võ biền Abdulla Yameen và chọn nhà cải cách dân chủ Ibrahim Solih. Chiến thắng này tạo cơ hội cho các nhóm chuyên gia đánh giá lại chính sách vay nợ Trung Quốc một cách không kiểm soát dưới thời cựu Tổng thống Yameen, vốn được cho là sẽ dẫn đến tham nhũng và lệ thuộc vào Trung Quốc. Tân Tổng thống Solih đã thể hiện rõ quan điểm rằng ông sẽ phải thẩm tra lại tất cả những dự án BRI hiện hành. Dù có vẻ là Maldives không thể cắt đứt những thoả thuận lớn trị giá tới 1,3 tỷ USD với Trung Quốc, trong đó có cả công trình cầu nối sân bay Maldives đến thủ đô nước này, Tổng thống Solih rõ ràng đang đánh giá lại mối quan hệ của nước ông với Bắc Kinh.

Ngay cả khi vài chính phủ may mắn sống sót qua khỏi làn sóng “bài BRI” trong các cuộc bầu cử quốc gia cũng trở nên lo ngại hơn với các khoản vay từ Trung Quốc.

Tháng 8 vừa qua, Kenya bắt đầu chiến dịch bố ráp tham nhũng liên quan đến các dự án BRIs do nhà thầu Trung Quốc xây dựng kết nối hai tỉnh Nairobi và Mombasa. Nhiều quan chức địa phương bị bắt. Một số quốc gia khác, như Uganda hay Zambia, cũng bắt đầu lo lắng.

Vào tháng 6, một học giả người Zambia, ông Trevor Simumba, đã lên tiếng cảnh báo chính phủ nước ông rằng các khoản vay mà Zambia nhận từ Trung Quốc đang dần trở nên không bền vững, mặt khác có quá nhiều điều khoản không rõ ràng, thiếu minh bạch liên quan đến những vấn đề mấu chốt trong hợp đồng vay nợ. Chính phủ Uganda thì bị chỉ trích vì vay nợ Trung Quốc nhưng lại phải thuê lại các công ty Trung Quốc thực hiện dự án với mức vượt quá giá thị trường, trong khi lợi ích mà họ được nhận từ những dự án này thì không hiện hữu một cách rõ ràng.

Chuyện gì đã xảy ra?

Làm sao vụ đầu tư đắt giá để giành được quyền lực mềm của Trung Quốc lại khiến Trung Quốc lạc lõng với chính những quốc gia mà Vành đai và Con đường giúp đỡ?

Một lý do rõ ràng nhất là các quốc gia đã trở nên thông minh hơn khi tiếp cận các điều khoản đính kèm trong BRI.

Ở buổi bình minh của BRI, nhiều người tin rằng tiền từ Trung Quốc sẽ là miễn phí, hoặc chí ít là có phí thấp nhất. Nhưng thực tế, những khoản vay này có giá cao hơn rất nhiều so với các khoản vay phát triển từ các tổ chức thế giới như Ngân hàng Thế giới. Đối với Pakistan, mức lãi suất quốc gia chính thức được ngân hàng trung ương nước này xác định chỉ khoảng 5%, trong khi nhiều khoản vay Trung Quốc bị bắt buộc bảo đảm lãi suất không dưới 30%.

Nhiều quốc nằm trong Vành đai và Con đường cũng ngờ vực cách hành xử của Trung Quốc như là một đối tác đầu tư. Năm 2017, Sri Lanka đã chấp thuận cho Trung Quốc thuê 99 năm một trong những cảng đáng giá nhất của mình để tránh vi phạm các khoản nợ thuộc BRI. Từ đó, nhiều quốc gia bắt đầu lo lắng về viễn cảnh không trả được nợ cho Bắc Kinh, cũng như lo ngại về tính thiếu chuyên nghiệp của chính phủ nước sở tại khi thực hiện đánh giá tác động và sự áp đặt một chiều hầu hết những hợp đồng vay phải đính kèm với việc sử dụng nhà thầu Trung Quốc, với bất lợi bị đẩy hết cho quốc gia nhận khoản vay.

Một điểm yếu chí tử khác của các khoản vay BRI, cũng chính là ưu điểm khiến BRI “cháy hàng” trước đó: Bắc Kinh không đòi hỏi hay yêu cầu cải cách, minh bạch gì từ quốc gia nước nhận.

Các quốc gia đang phát triển thường khó vay tiền từ các định chế tài chính phương Tây như Tổ chức Tiền tệ Quốc tế (IMF), Ngân hàng Thế giới (WB), hay kể cả Cơ quan Phát triển Quốc tế Hoa Kỳ (USAID). Các điều khoản đảm bảo như phát triển bền vững, báo cáo tác động môi trường và cơ chế kiểm soát tham nhũng có thể khiến việc nhận hỗ trợ tài chính rất khó khăn, nhưng nó cũng làm giảm rủi ro thất bại cho các dự án này.

Ngược lại, việc Trung Quốc từ bỏ những hàng rào kiểm soát nói trên khiến đồng tiền Trung Quốc tại những quốc gia tiếp nhận lại dẫn đến tham nhũng, độc tài, nợ công, lạm phát, các dự án thiếu hiệu quả kinh tế và không khả thi, v.v.

Công dân ở nhiều quốc gia đang xem Bắc Kinh vừa là thủ phạm, vừa là người hưởng lợi từ tình trạng tham nhũng tại quốc gia họ. Tại những quốc gia có ít nhất một số cơ chế kiểm soát dân chủ như Kenya, Malaysia, Pakistan và Zambia, cử tri đang bắt các lãnh đạo của họ phải chịu trách nhiệm. Các chính phủ may mắn tại vị thì bắt đầu cẩn trọng hơn với các dự án BRI, kiểm tra và đánh giá các dự án, chi phí, mức tổng nợ kỹ càng hơn.

Nếu chủ nợ Trung Quốc muốn không đòi hỏi quốc gia vay nợ phải có trách nhiệm giải trình, cử tri của những quốc gia đó đang làm việc này thay cho họ.

Học cách yêu dân chủ

Những phản ứng quốc tế không phải là vấn đề duy nhất mà Vành đai – Con đường phải đối mặt. Ngay bên trong Trung Quốc, càng ngày càng nhiều người phàn nàn về kiểu chi tiền hào phóng dành cho các quốc gia thuộc nhóm Vành đai và Con đường. Khi mà Bắc Kinh tiếp tục chào hàng và quảng bá việc chính phủ đang chi tiêu hàng tỷ USD ở nước ngoài, người dân Trung Quốc đang bắt đầu tự hỏi vì sao số tiền này không được sử dụng để giải quyết các vấn đề trong nước như chăm sóc sức khỏe cộng đồng, nhà ở hay giáo dục.

Thật ra, các ngân hàng Trung Quốc đang phải chạy vạy khắp nơi để vay tiền USD cho các dự án BRI, họ không sử dụng dự trữ ngoại tệ quốc gia cho các hoạt động này. Nhưng không thể trách giới phê bình Trung Quốc không hiểu được những yếu tố phức tạp của thị trường vốn toàn cầu khi mà chính phủ nước này cứ tiếp tục đăng tải những thông tin hào nhoáng về các khoản đầu tư ra nước ngoài như thế.

Giới trí thức, như Giáo sư Xu Xangrun của Đại học Luật Thanh Hoa (Tsinghua) tại Trung Quốc, cũng thể hiện sự dè dặt của mình về cách mà Trung Quốc một mặt thúc đẩy tham vọng chi viện trợ ra nước ngoài, mặt khác đánh đổi việc chi tiêu cho các vấn đề trong nước. Số khác như nhà khoa học chính trị Zheng Yongnian thì cảnh báo lối khoa trương thiếu căn cứ xung quanh các dự án BRI sẽ chỉ khiến nhiều quốc gia tin rằng Trung Quốc đang ôm mộng bá quyền. Nhiều nhà phân tích khác thì chỉ trích việc các quốc gia tiếp nhận vốn không có được những tiêu chuẩn căn bản từ tài chính bền vững cho đến tác động môi trường.

Trong bối cảnh hệ thống truyền thông bị kiểm soát chặt chẽ tại Trung Quốc, nhiều người có thể cho rằng những lời phản đối công khai dành cho chính sách và sáng kiến ngoại giao của Tập Cận Bình thật ra chỉ là Chủ tịch Tập đang tự phê phán chính mình mà thôi. Dù sao chăng nữa, chính sách được dự định tăng cường quyền lực mềm Trung Hoa lại dẫn đến mức độ quan ngại cả trong và ngoài nước chưa từng có cho thấy ông Tập rõ ràng không dự trù trước được việc này.

Dù các lãnh đạo Trung Quốc đang đưa ra nhiều quan điểm nhằm cải thiện cái nhìn của các quốc gia đối tác trong chương trình BRI, không có bằng chứng cho thấy họ đang kiểm soát được thực tế tài chính và chính trị trong làn sóng phản đối Vành đai và Con đường. Việc cho vay bằng đồng USD khiến các quốc gia vay nợ buộc phải kiểm soát và tăng cường thặng dư USD, nhưng rõ ràng không phải quốc gia nào cũng đủ năng lực kiểm soát cán cân ngoại tệ. Hầu hết các dự án của BRI đều là các dự án hạ tầng dài hạn, mất nhiều năm để hoàn thành với nhiều lần các ngân hàng Trung Quốc sẽ phải chuyển nợ, đáo nợ. Nhưng Bắc Kinh đã tỏ rõ thái độ hoặc thu tiền đúng hạn, hoặc sử dụng các biện pháp chế tài như họ đã áp dụng tại Sri Lanka.

Điểm cuối cùng là rất nhiều quốc gia thuộc sáng kiến Vành đai và Con đường có mô hình nhà nước cấp tiến, cho phép công dân biểu đạt sự không hài lòng của mình, dù bằng báo chí hay con đường bầu cử. Không quen với hoạt động giám sát và phê bình dân chủ, Trung Quốc đang gặp rất nhiều khó khăn trong việc chào mời món hàng quyền lực mềm Trung Hoa.

Trong thời kỳ bình minh của Vành đai và Con đường, Bắc Kinh bao giờ cũng xem những luận điểm phê bình và chỉ trích dành cho sáng kiến này là việc phương Tây phủ nhận sự trỗi dậy của Trung Quốc, không hơn không kém. Nhưng cho đến nay, mối quan ngại và sự phản đối không đến từ phương Tây, mà từ các quốc gia Châu Phi và Châu Á, nơi mà chính phủ đang tuyệt vọng tìm cách kiểm soát mức nợ tăng cao cùng với những cơn thịnh nộ của công chúng. Nếu thật sự muốn xuất khẩu “mô hình” Trung Hoa, hay chí ít là đánh bóng tên tuổi của mình trên trường quốc tế, Bắc Kinh sẽ phải học làm quen với dân chủ, dù họ có thích nó hay không.

UTANGULIZI

1.                  Mheshimiwa Spika, naomba kutoa hoja kwamba Bunge lako Tukufu lipokee, lijadili na kutoa maoni na ushauri kwa ajili ya kuandaa Mpango wa Maendeleo wa Taifa na kuboresha Mwongozo wa Maandalizi ya Mpango na Bajeti ya Serikali ya Mwaka 2019/20.

2.                  Mheshimiwa Spika, kinachowasilishwa sasa mbele ya Bunge lako Tukufu ni kwa mujibu wa Kifungu cha 94  cha Kanuni za Kudumu za Bunge Toleo la Mwaka 2016 kinachoelekeza Serikali kuwasilisha Mapendekezo ya Mpango wa Maendeleo wa Taifa na Mwongozo wa Maandalizi ya Mpango na Bajeti kwa mwaka wa fedha unaofuata.

3.                  Mheshimiwa Spika, Kitabu cha Mapendekezo ya Mpango wa Maendeleo wa Taifa kinajumuisha mapitio ya hali ya uchumi; utekelezaji wa Mpango wa Maendeleo wa mwaka 2017/18 na robo ya kwanza ya mwaka 2018/19; maeneo ya kipaumbele kwa mwaka 2019/20; ugharamiaji wa Mpango wa Maendeleo wa Taifa 2019/20; mfumo wa ufuatiliaji, tathmini na utoaji taarifa; na vihatarishi vya utekelezaji wa Mpango. Aidha tumeambatanisha taarifa ya utekelezaji wa miradi ya maendeleo kwa kipindi cha miaka mitatu ya kwanza ya utawala wa Serikali ya awamu ya tano 2016/17 - 2018/19.

4.                  Mheshimiwa Spika, Kitabu cha Mwongozo wa Maandalizi ya Mpango na Bajeti ya Serikali 2019/20 - 2021/22 kimeainisha masuala muhimu ambayo yanatakiwa kuzingatiwa na Wizara, Idara Zinazojitegemea, Wakala za Serikali, Sekretarieti za Mikoa na Mamlaka za Serikali za Mitaa na Taasisi na Mashirika ya Umma wakati wa kuandaa bajeti zao za mwaka 2019/20.

5.                  Mheshimiwa Spika, Mapendekezo haya ninayowasilisha yamezingatia: Dira ya Taifa ya Maendeleo 2025; Mpango wa Maendeleo wa Taifa wa Miaka Mitano 2016/17 - 2020/21; Ilani ya Uchaguzi ya CCM ya mwaka 2015; na Malengo ya Maendeleo Endelevu 2030. Vilevile, maandalizi ya Mapendekezo ya Mpango na Mwongozo yamezingatia sera, mikakati na progamu mbalimbali za maendeleo ya kisekta zikiwemo: Programu ya Maendeleo ya Sekta ya Kilimo Awamu ya Pili; Programu ya Maendeleo ya Sekta ya Maji; Programu ya Maendeleo ya Sekta ya Afya; Mpango Kabambe wa Kuendeleza Sekta Ndogo ya Umeme wa Mwaka 2016; Programu ya Maendeleo ya Sekta ya Elimu 2016/17 – 2020/21; Mkakati Jumuishi wa Kuendeleza Viwanda 2025; na Mpango Kabambe wa Sekta ya Utalii wa Mwaka 2006. Hivyo, ni vema Waheshimiwa Wabunge watakaposoma vitabu vya Mwongozo na Mapendekezo ya Mpango warejee pia mikakati na programu za kisekta.

6.                  Mheshimiwa Spika, napenda kulihakikishia Bunge lako Tukufu kuwa ushauri na maoni yatakayotolewa katika kikao hiki cha Bunge yatazingatiwa kikamilifu katika kuandaa rasimu ya Mpango wa Maendeleo wa Taifa 2019/20 utakaowasilishwa Bungeni tarehe 11 Machi 2019 kwa mujibu wa Kanuni za Kudumu za Bunge. Aidha, ushauri wa Waheshimiwa wabunge utatumika kuboresha Mwongozo wa kuandaa Mpango na Bajeti ya Serikali ya Mwaka 2019/20. Hivyo, ninawasihi Waheshimiwa Wabunge katika nafasi yenu ya uwakilishi wa wananchi, mtumie weledi na uzoefu wenu katika kutoa maoni, ushauri kuhusu maeneo muhimu na miradi inayopaswa kuzingatiwa katika Mpango wa Maendeleo wa Taifa wa mwaka 2019/20.

MWENENDO WA VIASHIRIA VYA UCHUMI

7.                  Mheshimiwa Spika, kwa mujibu wa  Shirika la Fedha la Kimataifa (IMF), uchumi wa dunia unatarajiwa kukua kwa asilimia 3.9 mwaka 2018 ikilinganishwa na asilimia 3.7 mwaka 2017. Hata hivyo, ukuaji huu unakabiliwa na changamoto za upatikanaji wa mikopo na gharama zake na mabadiliko ya bei za bidhaa katika soko la dunia. Aidha, kati ya Nchi Wanachama wa Jumuiya ya Afrika Mashariki, Tanzania na Rwanda zinatarajiwa kuwa na viwango vya juu vya ukuaji wa asilimia 7.2 mwaka 2018, zikifuatiwa na Kenya (asilimia 5.5); Uganda (asilimia 5.2); na Burundi (asilimia 0.1).

8.                  Mheshimiwa Spika, mwaka 2018, Ofisi ya Taifa ya Takwimu (NBS) ilifanya zoezi la mapitio ya kubadilisha mwaka wa kizio (base year) kwa Pato Ghafi la Taifa kutoka mwaka 2007 na kuwa mwaka 2015. Zoezi hili ni utekelezaji wa mapendekezo ya Kamisheni ya Takwimu ya Umoja wa Mataifa ambayo inashauri Nchi Wanachama kufanya zoezi hili kila baada ya miaka mitano. Hivyo, takwimu zilizotumika katika kitabu cha Mpango, Mwongozo na taarifa hii zimezingatia mwaka wa kizio wa 2015.

9.                  Mheshimiwa Spika, kutokana na zoezi hilo, mabadiliko yaliyojitokeza ni pamoja na: kuongezeka kwa Pato Ghafi la Taifa kwa asilimia 6.3; kubadilika kwa uwiano wa viashiria vinavyopimwa kwa Pato Ghafi la Taifa ikijumuisha Mapato ya kodi, Nakisi ya bajeti na Deni la Serikali; viwango vya ukuaji; na mchango wa sekta katika Pato Ghafi  la Taifa. Kwa takwimu hizo za mwaka wa kizio wa 2015, Pato Halisi la Taifa limekua kwa wastani wa asilimia 6.9 katika kipindi cha miaka mitano iliyopita (2013 - 2017). Kwa mwaka 2017, Pato la Taifa limeendelea kukua kwa kiwango kikubwa cha asilimia 7.1 ikilinganishwa na asilimia 7.0 kwa mwaka 2016. Kwa ukuaji huo Tanzania imeendelea kuongoza katika Jumuiya ya Afrika Mashariki ikifuatiwa na nchi za Rwanda (asilimia 6.1); Kenya (asilimia 4.8); Uganda (asilimia 4.5); na Burundi (asilimia 0.0).

10.             Mheshimiwa Spika, katika robo ya kwanza ya mwaka 2018, Pato Halisi la Taifa lilikua kwa asilimia 8.4 ikilinganishwa na asilimia 5.7 katika kipindi kama hicho mwaka 2017. Shughuli za kiuchumi ambazo zilikua kwa kiwango kikubwa katika robo ya kwanza ya mwaka 2018 ni pamoja na: ujenzi (asilimia 20); habari na mawasiliano (asilimia 18.3); usafirishaji na uhifadhi wa mizigo (asilimia 9.2); na kilimo (asilimia 7.1).

11.             Mheshimiwa Spika, ukuaji wa uchumi kwa kiasi kikubwa umechangia kupungua kwa umaskini. Kwa mujibu wa utafiti uliofanywa na Serikali kwa kushirikiana na Benki ya Dunia wa mwaka 2015/16 ulionesha kuwa idadi ya watanzania wanaoishi chini ya mstari wa umaskini ilipungua kufikia asilimia 26.3 ikilinganishwa na asilimia 28.2 mwaka 2012. Utafiti mpya wa Matumizi ya Kaya Binafsi unaendelea hivi sasa na utafiti huo unatarajiwa kukamilika Machi 2019 na kutupatia hali halisi ya viwango vya umaskini. Aidha, wastani wa umri wa kuishi kwa Tanzania Bara umeongekeza kutoka wastani wa miaka 64.3 mwaka 2017 na unatarajiwa kuongezeka hadi wastani wa miaka 64.9 mwaka 2018.

12.             Mheshimiwa Spika, Mfumuko wa bei uliendelea kushuka na kuwa chini ya asilimia 5 kwa takribani kipindi chote cha mwaka 2017/18. Akiba ya fedha za kigeni ilifikia dola za Marekani milioni 5,483.9 mwishoni mwa mwezi Juni 2018, iliyokuwa na uwezo wa kuagiza bidhaa na huduma kutoka nje kwa miezi 5.6. Katika kipindi hicho, thamani ya Shilingi ya Tanzania dhidi ya dola ya Marekani iliendelea kuwa tulivu. Wastani wa mwenendo wa ubadilishaji Shilingi dhidi ya dola ya Marekani ulikuwa kati ya Shilingi 2,231.17 na Shilingi 2,264.97 kwa dola moja ya Marekani, ikilinganishwa na kati ya Shilingi 2,171.0 na Shilingi 2,230.1 kwa dola moja ya Marekani katika kipindi kama hicho kwa mwaka 2016/17.

13.             Mheshimiwa Spika, hadi kufikia Juni 2018 Deni la Taifa lilifikia dola za Marekani milioni 27,774.86 ikilinganishwa na dola za Marekani milioni 25,350.76 kwa kipindi kama hicho mwaka 2017, ikiwa ni sawa na ongezeko la asilimia 9.6.  Matokeo ya hivi karibuni ya uchambuzi wa Deni la Taifa, yameonesha kuwa deni la Taifa lipo chini ya ukomo wa hatari na ni himilivu. Viashiria vyote vya athari za madeni vimeendelea kuwa katika wigo unaokubalika kimataifa. Katika kipindi cha mwaka 2017/18, mauzo ya bidhaa na huduma nje ya nchi yalikuwa dola za Marekani milioni 8,949.40 ikilinganishwa na dola za Marekani milioni 8,701.7 mwaka 2016/17, sawa na ongezeko la asilimia 2.8. Hii ilitokana na ongezeko la thamani ya mauzo ya mazao ya korosho, karafuu, tumbaku, chai na mkonge; pamoja na kuimarika kwa bei za dhahabu katika soko la Dunia.

14.             Mheshimiwa Spika, hali ya uzalishaji na upatikanaji wa mazao ya chakula nchini umeendelea kuimarika. Katika msimu wa 2017/18, uzalishaji ulifikia tani milioni 15.9 ikilinganishwa na mahitaji ya tani milioni 13.3 ya chakula kwa kipindi hicho. Kutokana na uzalishaji huo, nchi ilikuwa na ziada ya tani milioni 2.6 za mazao yote ya chakula na hivyo, kujitosheleza kwa asilimia 120.

15.             Mheshimiwa Spika, baadhi ya viashiria vya sekta ya kibenki vilivyokuwa vimetetereka mwaka 2017 kwa sababu mbalimbali vimeanza kuimarika baada ya Serikali kuchukua hatua za kuongeza ukwasi ikiwa ni pamoja na Benki Kuu kushusha riba yake (discount rate). Kufuatia hatua hizo, mikopo kwa Sekta Binafsi imeanza kuonesha mwenendo unaoridhisha ambapo hadi kufikia Juni 2018 ilikua kwa asilimia 4.0 ikilinganishwa na ukuaji wa asilimia 1.3 Juni 2017. Riba za amana za kipindi cha mwaka mmoja zilipungua hadi wastani wa asilimia 10.52 ikilinganishwa na asilimia 11.66 mwaka 2016/17.  Hata hivyo, viwango vya riba ya mikopo ya mwaka mmoja ilifikia asilimia 18.48, ikilinganishwa na asilimia 15.49 mwaka 2016/17, hivyo kusababisha tofauti kati ya riba ya amana na mikopo ya mwaka mmoja kuongezeka hadi asilimia 7.98 mwaka 2017/18 kutoka asilimia 3.83 mwaka 2016/17.  Kuongezeka kwa riba ya mikopo kulitokana na tahadhari zilizochukuliwa na benki za biashara ili kudhibiti mikopo chechefu na hivyo kuongeza gharama kwa wakopaji, hali ambayo inaweza kuathiri uwekezaji katika shughuli zinazochochea ukuaji wa uchumi. Maelezo ya kina kuhusu mwenendo wa viashiria vya uchumi yanapatikana katika Sura ya Pili, Sehemu ya Kwanza ya kitabu cha Mwongozo na Sura ya Pili ya kitabu cha Mapendekezo ya Mpango.

Utekelezaji wa Bajeti ya Mwaka 2017/18

16.             Mheshimiwa Spika, Mapato ya ndani katika mwaka 2017/18 yalifikia Shilingi bilioni  17,944.9 sawa na asilimia 90 ya lengo la Shilingi bilioni 19,977.0. Kati ya fedha hizo, Shilingi bilioni 15,191.0 zilitokana na Mapato ya Kodi, sawa na asilimia 89 ya lengo; Shilingi bilioni 2,212.4 zilitokana na Mapato yasiyo ya Kodi, sawa na asilimia 101 ya lengo; na Shilingi bilioni 541.5 zilitokana na mapato ya ndani ya Mamlaka ya Serikali za Mitaa, sawa na asilimia 79 ya lengo.

17.             Mheshimiwa Spika, misaada na mikopo nafuu iliyotolewa ilikuwa Shilingi bilioni 2,466.0 sawa na asilimia 62 ya makadirio ya Shilingi bilioni 3,971.1. Mikopo iliyopatikana kutoka ndani na nje ni Shilingi bilioni 7,055.8, sawa na asilimia 90.9 ya lengo la Shilingi bilioni 7,763.9. Kati ya mikopo hiyo, Shilingi bilioni 1,351.5 ni kutoka vyanzo vya nje na Shilingi bilioni 5,704.4 ni kutoka vyanzo vya masoko ya ndani. Kati ya mikopo ya ndani, Shilingi bilioni 4,835.2 zilitumika kulipia Mtaji wa Deni la Ndani (Rollover) na Shilingi bilioni 869.2 ni Mikopo mipya kwa ajili ya kugharamia bajeti ya Maendeleo.

18.             Mheshimiwa Spika, matumizi halisi ya Serikali yalifikia Shilingi bilioni 25,321.7 sawa na asilimia 80 ya bajeti iliyoidhinishwa ya Shilingi bilioni 31,711.9. Kati ya kiasi hicho, Shilingi bilioni 18,778.5 zilikuwa ni matumizi ya kawaida sawa na asilimia 93 ya lengo la Shilingi bilioni 20,279.3 na Shilingi bilioni 6,543.2 zilikuwa ni matumizi ya maendeleo sawa na asilimia 57 ya  bajeti ya Shilingi bilioni 11,432.7. Matumizi ya fedha za maendeleo hayajumuishi baadhi ya fedha kutoka kwa Washirika wa Maendeleo zilizopelekwa moja kwa moja (D-funds) kwenye utekelezaji wa miradi ambazo hazikupita kwenye Mfumo wa Malipo wa Serikali. Fedha hizi zitajumuishwa pindi taratibu za kiuhasibu zitakapokamilika.

Utekelezaji wa Baadhi ya Miradi ya Maendeleo Mwaka 2017/18 na Robo ya Kwanza ya Mwaka 2018/19

19.             Mheshimiwa Spika, hatua iliyofikiwa katika utekelezaji wa miradi ya maendeleo mwaka 2017/18 na robo ya kwanza ya mwaka 2018/19 ni pamoja na:
(i)                Mradi wa kufua Umeme Unaotokana na Nguvu ya Maji katika Mto Rufiji MW 2,100: kuendelea na ujenzi wa miundombinu wezeshi ya kuwezesha Mkandarasi kuanza kazi kwa wakati. Kazi zilizotekelezwa ni: ujenzi wa Njia ya Umeme wa Msongo wa kV 33 kutoka Msamvu  hadi eneo la mradi ambapo sehemu za Msamvu – Pangawe (km 14) na Dakawa – Mpakani mwa Pori la Akiba Selous (km 8.5) zimekamilika kwa asimilia 100 na kukamilika kwa asimilia 100 ya ujenzi wa Kituo cha Kupozea Umeme Pangawe; kukamilika kwa asilimia 100 kwa kazi ya kufikisha maji kwenye kambi za ujenzi, na kuendelea na kazi ya kufikisha maji Stesheni ya Reli ya TAZARA ya Fuga; kukamilika kwa asilimia 55 kwa kazi ya ukarabati na ujenzi wa nyumba zilizokuwa kambi ya RUBADA na kuendelea na uthamini wa mali zisizohamishika; kukamilika kwa asilimia 60 ya ujenzi wa barabara ya Ubena Zomozi – Mvuha – Kisaki – Mtemere Junction (km 178.39) na kukamilika kwa asilimia 60 ya ujenzi wa barabara ya Kibiti - Mloka – Mtemere – Matambwe Junction – Mto Rufiji (km 210); na kukamilika kwa mifumo ya mawasiliano mbadala kwenye eneo la mradi. Aidha, upembuzi yakinifu wa awali wa ujenzi wa njia za kusafirisha umeme (Rufiji hadi Chalinze) umekamilika.

(ii)             Ujenzi wa Reli ya Kati kwa Kiwango cha Standard Gauge: kwa kipande cha Dar es Salaam – Morogoro (km 300) ujenzi wa reli umeanza na umefikia asilimia 24. Kazi zinazoendelea kwa sasa ni pamoja na ujenzi wa njia, madaraja, utengenezaji wa mataruma na ujenzi wa miundombinu ya umeme. Aidha, kazi ya kutandika kilometa 60 za reli imeanza.

Kuhusu kipande cha Morogoro – Makutupora (km 422) hatua iliyofikiwa ni: kukamilika kwa kazi ya kutafuta mwelekeo wa njia; na kuendelea kufanya uthamini wa ardhi pamoja na mali. Aidha, Serikali inaendelea na taratibu za kutafuta fedha kwa ajili ya ujenzi wa sehemu zilizosalia za Makutupora – Tabora (km 295), Tabora – Isaka (km 133), Isaka – Mwanza (km 250), Tabora – Uvinza – Kigoma, na Kaliua – Mpanda – Karema na Isaka – Rusumo (km 371). 
(iii)           Kuboresha Shirika la Ndege Tanzania: kununuliwa kwa ndege moja aina ya Bombadier Q 400 na moja aina ya Boeing 787-8 Dreamliner; kukamilika kwa sehemu ya malipo ya ununuzi wa ndege 2 aina ya A220-300 ambazo zinatarajiwa kuwasili Novemba, 2018 na Boeing 787-8 Dreamliner moja inayotarajiwa kuwasili mwaka 2020. Aidha, shughuli zinazoendelea ni pamoja na: ukarabati wa jengo la ofisi za Shirika la Ndege Tanzania (ATCL); utafutaji wa masoko ikiwa ni pamoja na kuanzishwa kwa ofisi katika maeneo ya kimataifa ikujumuisha Bombay, Bujumbura, Guangzhou na Entebbe; na kuboresha miundombinu ya TEHAMA ikiwa ni pamoja na mtandao wa mawasiliano ya simu. Aidha, ATCL imeanza kutoa huduma za usafiri kwa miji ya Bujumbura - Burundi na Entebbe – Uganda kuanzia Agosti 2018.

(iv)           Bomba la Mafuta Ghafi kutoka Hoima (Uganda) hadi Tanga: kukamilika kwa upembuzi yakinifu na usanifu wa mradi; kukamilika kwa tathmini za kijiolojia katika eneo la Chongoleani yatakapojengwa matenki na gati la kupakia mafuta; kuridhiwa kwa mkataba wa makubaliano kati ya Serikali ya Tanzania na Uganda; na kuendelea na majadiliano ya mkataba wa ubia.

(v)             Mradi wa Kuchakata na Kusindika Gesi Asilia – Lindi: kuendelea na majadiliano ya mikataba kati ya Serikali na Wawekezaji wa Mradi wakiongozwa na Kampuni ya Shell - Tanzania na Statoil; kuendelea kuandaa mpango wa kuendeleza vitalu vya baharini; kuandaa mpango wa kushirikiana na wadau (stakeholders engagement plan) wa eneo la mradi; na kuendelea na mchakato wa kumpata Mshauri Mwelekezi (Transaction Advisor).

(vi)           Makaa ya Mawe (Mchuchuma) na Chuma (Liganga): kukamilika kwa taarifa ya awali ya Timu ya Majadiliano iliyopewa jukumu la kuchambua vivutio vilivyoombwa na Mwekezaji pamoja na kuainisha maeneo ya mikataba ya mradi yanayokinzana na sheria na kutoa mapendekezo ya hatua za kuchukuliwa na Serikali. Aidha, Timu ya Majadiliano ya Serikali inaendelea kufanya uchambuzi wa kina kuhakikisha kuwa uwekezaji huo unakuwa na maslahi kwa Taifa.

(vii)        Uendelezaji wa Kanda Maalum ya Uwekezaji Bagamoyo: kufuatia kukamilika kwa  makubaliano ya awali ya utekelezaji wa mradi, Timu ya Serikali ya Majadiliano inaendelea na  majadiliano ya kina ya mikataba kuhusu uendelezaji wa eneo hilo na wawekezaji. Aidha,  majadiliano hayo yamechukua muda mrefu kutokana na kuwepo kwa vipengele vyenye masharti magumu yasiyo na maslahi kwa Taifa.

(viii)      Miradi ya Umeme: utekelezaji wa miradi ya kufua umeme kwa kutumia vyanzo mbalimbali vya nishati vikiwemo maji na gesi unaendelea. Miradi hiyo ni pamoja na mradi wa kufua umeme unaotokana na nguvu ya maji Ruhudji MW 358 (Serikali inaendelea na majadiliano na wafadhili ili kuwezesha upatikanaji wa fedha za kutekeleza Mradi), Mradi wa kufua Umeme unaotokana na nguvu ya maji Malagarasi MW 45 (kuendelea na kudurusu upembuzi yakinifu wa mradi) na Mradi wa kufua Umeme unaotokana na nguvu ya maji Rusumo MW 80 (ujenzi umeanza);  miradi ya kufua umeme wa gesi Mtwara MW 300 (upembuzi yakinifu unaendelea) na mradi wa Somanga Fungu MW 330 (upo hatua ya ukamilishaji wa upembuzi yakinifu). Aidha, kuhusu usambazaji wa umeme vijijini, vijiji 557 vimeunganishiwa umeme kupitia Mradi wa Kusambaza Umeme Vijijini Awamu ya Tatu (REA Phase III). Vile vile, mradi umewezesha taasisi 903, shule 1,983 maeneo ya biashara 1,743 na maabara za tiba 19 kuunganishwa umeme.

(ix)           Miradi ya Viwanda: (a) kuimarisha Kituo cha Zana za Kilimo na Teknolojia Vijijini (CAMARTEC) kwa kutengeneza mashine 64 zikiwemo za kupandia mbegu za pamba, kusaga karanga, kukausha mbogamboga na kukata majani; ujenzi wa mitambo 55 ya biogas; kubuni teknolojia mpya kwa ajili ya kuongeza uzalishaji na ubora wa bidhaa na kukamilika kwa tafiti tatu zinazohusiana na matumizi ya nishati mbadala ya biogas(b) kuendeleza mradi wa Magadi Soda – Bonde la Engaruka - Arusha kwa kukamilisha upimaji wa ardhi  na uthamini wa mali za wananchi  ili kujua kiasi cha fidia kitakachohitajika; (c) kuimarisha mradi wa Kuunganisha Matrekta TAMCO - Kibaha ikijumuisha kuagizwa kwa vipande (Semi Knocked Down - SKD) kwa ajili ya kuunganishwa ili kupata matrekta 727; na kuunganisha matreka 420, majembe 95 na haro (harrow) 195; na (d) kuimarisha Shirika la Uhandisi na Usanifu Mitambo (TEMDO) kwa kubuni mashine ya kutengeneza tofali zinazozuia upotevu wa joto, mtambo wa kusindika na kusafisha mafuta ya kula, mtambo wa kuzalisha umeme kutokana na nguvu ya maji na usimikaji wa mitambo wa kuzalisha umeme (kW 20) kutokana na nguvu za upepo na jua katika Kituo cha Olduvai Gorge – Ngorongoro.

(x)              Ujenzi wa Barabara za Juu (Flyovers) jijini Dar es Salaam: ujenzi wa Mfugale Flyover (TAZARA) umekamilika na kuanza kutumika. Vile vile, ujenzi wa Interchange ya Ubungo unaendelea.

(xi)           Ujenzi wa Meli katika Maziwa Makuu: (a) kukamilika kwa ujenzi wa matishari mawili; na kufikia hatua za mwisho za ujenzi wa meli moja yenye uwezo wa kubeba abiria 200 na mizigo tani 200 katika ziwa Nyasa unaotarajiwa kukamilika Desemba 2018 (b) kusainiwa kwa mkataba wa ujenzi wa meli mpya katika ziwa Victoria yenye uwezo wa kubeba abiria 1,200 na tani 400 za mizigo ambapo mkandarasi yupo katika hatua za awali za kuanza ujenzi; na mkataba wa ujenzi wa chelezo kwa ajili ya kujengea meli umesainiwa; na (c) kufikia hatua za mwisho za kusaini mkataba wa ujenzi wa meli mpya yenye uwezo wa kubeba abiria 600 na tani 400 za mizigo katika ziwa Tanganyika.

(xii)         Viwanja vya Ndege: ujenzi wa jengo la tatu la abiria (Terminal III) la Kiwanja cha Kimataifa cha Julius Nyerere (Dar es Salaam) umefikia asilimia 78. Aidha, ujenzi na ukarabati wa Kiwanja cha Kilimanjaro umekamilika na Kiwanja cha Mwanza umefikia asilimia 70.

(xiii)      Ujenzi wa Barabara na Madaraja Makubwa: Hadi Juni 2018, mtandao wa barabara za lami nchini ulifikia kilomita 8,298.12 kwa barabara kuu na kilomita 1,687 kwa barabara za mikoa. Aidha, madaraja makubwa yanayoendelea kujengwa ni pamoja na daraja la Mara (Mara) ambapo utekelezaji umefikia asilimia 81.3, Sibiti (Singida) asilimia 79.8, Lukuledi (Lindi) asilimia 70, Ruhuhu (Ruvuma) asilimia 65, Mlalakuwa (Dar es Salaam) asilimia 64, Magara (Manyara) asilimia 9 na Momba (Songwe) asilimia 7.5. Aidha, kwa daraja la Selander (Dar es Salaam)  na Wami (Pwani), mikataba ya ujenzi imesainiwa.

(xiv)      Uendelezaji wa Bandari: katika bandari ya Dar es Salaam utekelezaji umefikia asilimia 35 ambapo, uwekaji nguzo za msingi katika gati Na. 1 umekamilika; na ujenzi wa sakafu ngumu chini ya maji katika gati la kupakua na kupakia magari (Roll on Roll off  - Ro-Ro) unaendelea. Aidha, katika bandari ya Tanga, ukarabati wa maegesho, sehemu ya kupakulia shehena na barabara kuelekea lango Na. 2 umefikia asilimia 76 na ujenzi wa gati la mita 300 katika bandari ya Mtwara umefikia asilimia 30.


20.             Mheshimiwa Spika, Maelezo ya kina kuhusu utekelezaji wa miradi ya maendeleo mwaka 2017/18 na robo ya kwanza ya mwaka 2018/19 yameainishwa katika kitabu cha Mapendekezo ya Mpango (Sura ya Tatu).

MAFANIKIO KWA KIPINDI CHA 2016/17 – 2018/19

21.             Mheshimiwa Spika, yapo mafanikio mengi yaliyopatikana katika kipindi cha miaka mitatu ya kwanza ya utawala wa Serikali ya awamu ya tano (2016/17 – 2018/19). Mafanikio hayo yanajumuisha yafuatayo:
    (i)            Ukuaji wa Uchumi: kuendelea kuimarika kwa uchumi wa Taifa, ambapo uchumi ulikua kwa wastani wa asilimia 7.1 mwaka 2017 kutoka ukuaji wa asilimia 7.0 mwaka 2016 na mfumuko wa bei kuendelea kupungua na kuwa katika wastani wa kiwango cha tarakimu moja, chini ya asilimia 5.0.


 (ii)            Mapato ya Kodi na Yasiyo ya Kodi: mapato ya kodi yaliongezeka kutoka Shilingi bilioni 12,434 mwaka 2015/16 hadi Shilingi bilioni 15,191 mwaka 2017/18 na mapato yasiyo ya kodi yaliongezeka pia kutoka Shilingi bilioni 1,188 mwaka 2015/16 hadi Shilingi bilioni 2,212.4 mwaka 2017/18. Aidha, ongezeko la mapato yasiyo ya kodi lilitokana na kuimarika kwa ufuatiliaji na matumizi ya mifumo ya kielektroniki katika ukusanyaji wa mapato hususan Wizara ya Madini (kutoka Shilingi bilioni 207.9 mwaka 2015/16 hadi Shilingi bilioni 301.2 mwaka 2017/18), Ofisi ya Msajili wa Hazina (kutoka Shilingi bilioni 243.4 mwaka 2015/16 hadi Shilingi bilioni 803.5 mwaka 2017/18), Wizara ya Ardhi, Nyumba na Maendeleo ya Makazi (kutoka Shilingi bilioni 73.3 mwaka 2015/16 hadi Shilingi bilioni 92.2 mwaka 2017/18) na Idara ya Uhamiaji (kutoka Shilingi bilioni 115.3 mwaka 2015/16 hadi Shilingi bilioni 159.3 mwaka 2017/18).

(iii)            Ulipaji wa Madai: Serikali ililipa jumla ya Shilingi bilioni 2,288.9 za madai yaliyohakikiwa ya wakandarasi, watoa huduma, wazabuni, watumishi wa umma na madai mengineyo. Kati ya kiasi hicho, Shilingi bilioni 1,611.0 zililipwa kwa wakandarasi, shilingi bilioni 144.6 kwa watoa huduma, shilingi bilioni 218.3 kwa wazabuni, Shilingi bilioni 285.9 kwa watumishi wa umma na Shilingi bilioni 29.1 kwa madai mengineyo.

(iv)            Barabara: mtandao wa barabara kuu za lami uliongezeka kutoka kilomita 7,646 Juni 2016 hadi kilomita 8,298.12 Juni 2018 na mtandao wa barabara za mikoa nao uliongezeka kutoka kilomita 1,398 hadi kilomita 1,687 kwa kipindi hicho. Aidha, ujenzi wa Barabara ya juu ya Mfugale Flyover (TAZARA) ulikamilika na kuanza kutumika na ujenzi wa Interchange ya Ubungo unaendelea.


 (v)            Reli: ujenzi wa reli ya kati kwa kiwango cha Standard Gauge umeanza, ambapo kwa awamu ya kwanza ya Dar es Salaam – Morogoro (km 300) ujenzi umefikia asilimia 24. Maandalizi ya ujenzi kwa sehemu ya Morogoro – Makutupora (km 422) nayo yameanza. Faida zitakazotokana na kukamilika kwa reli hii ni pamoja na: kupungua kwa muda wa kusafirisha abiria na mizigo; kuongezeka kwa kiwango cha usafirishaji wa abiria na mizigo; kuongezeka kwa mapato ya Serikali; kuongezeka kwa fursa za ajira; na kupanuka kwa biashara katika vijiji na miji inayopitiwa na reli hiyo.  Vile vile, Serikali imeendelea kuboresha reli ya kati inayotumika sasa ambapo mafanikio yaliyopatikana  ni pamoja na kuwezesha usafirishaji wa mizigo kutoka bandari ya Mwanza (Mwanza South Port) kwenda Bandari ya Port Bell – Uganda ambapo katika mwak

My husband pushed me repeatedly, dragged the pillow from underneath my head three times because I said I had a headache and I couldn’t cook for him. I hear you have to be married for 2 years before you can get a divorce. He apologized same night but that’s physical abuse isn’t it. That’s how it starts. Rebels Kill at Least Seven Civilians in Eastern DRC: Army

Rebels killed at least seven civilians and abducted 15 others, including children, in fresh overnight raids in the far eastern Democratic Republic of Congo, civilian and military sources said on Sunday.

Fighters of the Allied Democratic Forces (ADF) staged two raids on Saturday night in the North Kivu region bordering Uganda, Teddy Kataliko, leader of the civilian administration in Beni district, told AFP.

According to his account, rebels at Mangboko burnt a lorry driver in his vehicle and killed six other civilians, while in Oicha, they killed one person and abducted 15 others - for a total death toll of eight.

Beni district administrator Donat Kibwana said seven people were killed and 15 people were abducted, including 10 children.

Army spokesperson Captain Mak Hazukay also put the death toll at seven.

Kataliko denounced the army as ineffective, saying: "It is not normal that the army cannot manage to keep the population safe," but Hazukay insisted that soldiers had reacted quickly to stop the rebel incursions.

The ADF, which US authorities designated a terror group in 2001, is a militia created by Muslim rebels to oppose Ugandan President Yoweri Museveni but which also operates in the DRC.

It is blamed for a string of attacks in the region since 2014 that have killed at least 700 civilians, and 15 Tanzanian peacekeepers in a December assault last year.

Non-signatory Group Calls for New Alliance to Achieve Fundamental Change in South Sudan

November 4, 2018 (JUBA) - The opposition People’s Democratic Movement (PDM) has called for a new National Alliance for Democracy And Freedom Action (NADAFA) saying it would be a popular tool to achieve fundamental change in South Sudan.

The PDM which calls for a federal government in South Sudan with three regions is a non-signatory of the revitalized peace agreement and several times denounced the support of the IGAD countries particularly Sudan and Uganda to President Salva Kiir.

"It is our strong conviction that the elites alone, suffer a high deficit of incentive to bring decisive and fundamental change to transform South Sudan without the people driving the transformation mindset," said the PDM Chair Hakim Dario in a statement extended to Sudan Tribune.

In his four-page call, Dario said the Sudan-Uganda brokered agreement was designed to pacify SPLM-IO by creating a role for its leader Riek Machar, as First Vice President. But, it ignored the inspiration of South Sudanese for a freedom, a fair power-sharing and social justice.

He went further to say that President Kiir, his would be FVP, and the three other vice-presidents "are not competent and credible to transform South Sudan after their pillage, and failure to govern in the public interest".

The statement defined the NADAFA as a national "social justice and democratic political movement" to take back democratic control of the country, to "clean up the system, clean up endemic impunity, clean up the country and its shattered image to regain our dignity and control from the hands of corrupt elites".

The politician leader did not develop on the nature and the structure of the NADAFA. But, from the sense of his call which is directed to the South Sudanese masses across the country, the new political body intends to establish a new political movement aiming to achieve a set of objectives the PDM failed to realize through the revitalized forum.

Last Wednesday 31 October 2018, President Kiir in his speech at the peace celebration day called on the non signatory groups to join the peace deal and said he would take an initiative in this respect.

Also, the SPLM-IO leader called on the holdout opposition groups to join the revitalized agreement and tasked his political outreach committee to contact them.

President Mnangagwa yesterday officially announced the discovery of oil and gas in the greater Muzarabani area by Australian Stock Exchange-listed company Invictus Energy stretching over 200km.

The size of the land makes the discovery the largest undrilled gas deposits in Africa so far.

The announcement comes as exciting news for Zimbabweans who are experiencing fuel shortages.

Addressing journalists at his Munhumutapa Offices in Harare yesterday, the President said if all goes according to plan, Zimbabwe would have its first oil exploration well by 2020.

“The Government of Zimbabwe has over the last few months worked with and facilitated Invictus Energy Limited which is quoted on the Australian Stock Exchange to undertake oil and gas exploration studies in Muzarabani,” said President Mnangagwa.

“Invictus is utilising data which was generated by Mobil Oil in the 1990s when extensive oil and gas geo-physical work was undertaken in the greater Muzarabani area. As part of its exploration studies, Invictus has engaged a number of worldwide professional companies with extensive experience in oil and gas.

“We have since been advised by Invictus that the findings are positive and point to oil and gas deposits in the area. Government of Zimbabwe will work very closely with Invictus to ensure that Invictus realises its plans to sink an exploration well by mid-2020. After the exploration well, the next stage will be commercial exploitation of the resource. In the interim, additional geo-physical work is ongoing to identity further exploration targets.

“Updates will be given as and when the planned exploration work results come in.

“The result, as communicated by Invictus, is an exciting development for our country. Invictus has committed itself to enter a production sharing agreement with the Government of Zimbabwe which will be applicable when the project proceeds to commercial production stage.”

Mines and Mining Development Minister Winston Chitando gave a detailed technical report relating to the project.

“Most of us recall that Mobil did extensive work in the 1990s and the work they did is stored in magnetic tapes which are in the custody of the Ministry of Mines. As outlined by His Excellency, the Government of Zimbabwe has over the last few months been working with Invictus for the re-interpretation of the work which was done by Mobil. Mobil did a lot of geo-physical work which includes aero-magnetic surveys in the greater Muzarabani area,” said Minister Chitando.

“It is important to highlight that Invictus has managed to progress much more than Mobil did for two reasons. Firstly, recent discoveries of oil and gas in Kenya and Uganda notably, which are of similar geological set-up, have increased the knowledge base of extraction of oil and gas. Secondly, more modern techniques have evolved over the last few years on analysing gas and oil prospects. The resource in Muzarabani consists of both gas and oil.”

Minister Chitando continued: “On exploitation the oil would be refined into fuel and generally to produce both diesel and gas. The gas can be used for one or more of the following, it can be piped to end users, or it can be used for power generation and for conversion into fuel. The Muzarabani target is about 200km which makes it the largest undrilled onshore resource in Africa. Apart from the geo-physical work carried out to date, the Muzarabani basin has never been drilled before. All work has been limited to geo-physical work.

“The next stage is to drill an exploration well at a cost of about US$20 million. The hole will be about 300 milli-metres in diameter and probably about four and half kilometres deep. The rig will have to be imported or maybe relocated from some countries in Africa who are doing similar projects. The actual drilling will not take long. It is estimated that within 60 days drilling will be achieved. However, most of the work is in pre-planning of the drilling and additional geo-physical.

“The exact location of the well will depend on the work done to date and work to be done over the next few months. The details of the resource will be made available in the public domain by early tomorrow morning. The resource estimates as outlined by the President have been confirmed by an international consultancy in the oil industry.”

President Museveni of Uganda came under fire, on Monday, for saying he had not stepped into the kitchen since he got married, and that it was not a man’s role to cook.
“The head of the home never goes into the kitchen. It is now 45 years with Mama Janet, I have never stepped into the kitchen.
That is how it should be,” he said on Sunday in a statement, as an example of how politicians and civil servants should stick to proscribed roles.

Oxfam’s International Executive Director, Winnie Byanyima, hit back at the 74-year-old president on Twitter, saying she was “disappointed”.
“Cooking isn’t a woman’s job. It’s a life skill. All people – men and women should cook,” she wrote.
“When cooking, cleaning and doing other domestic chores are left to women, they are denied an equal chance to raise incomes or to be politically active.”
Ms Alice Alaso, a top mobiliser for The New Formation political pressure group said: “Museveni has revealed to the world what he has always believed in: that women can never be the same as their male counterparts.”
A section of online publications however, defended Mr Museveni’s comments as consistent with the country’s culture which sees men cooking as “taboo”, saying some ethnic groups in the country have a word referring to men who cook as a “transvestite or a man dressing and behaving like a woman.”

The deal between France and the US about the succession in Gabon

Dear readers, we have submitted to our contacts, the reading of the visit made by the French and American ambassadors, to Marie Madeleine Mborantsuo, the President of the Gabonese Constitutional Court. Here is their opinion.

1. This visit was a demonstration that with regard to their African policies, France and the US have resolutely made a deal to help each other in their respective squares of influence.

2. France helped the USA in Libya, and the USA helped France in Mali. France plunders Francophone Central Africa, when the US does the same with the Great Lakes region through Rwanda.

3. France allows the USA to settle militarily in Cameroon and Gabon by having periodical war games with the forces of these countries; in response the USA asks their Rwandan and Ugandan pupils to normalize their relations with France. It's a give and take.

4. But why did these ambassadors visit Mborantsuo? Because for these countries, in the current state of affairs, Gabon works well for their interests and they would like everything to continue in the same direction. For these embassies, Mborantsuo is the legal guardian of the established order as they conceive it in Gabon and this lady needs their help and support to give birth to another regime in the continuity of what we have known since 1967.

5. Africa is the last economic and political frontier in the world. Whoever conquers Africa is sure to dominate the world. France and the USA are working together to secure their lion' share. 6. Since the end of the 2016 elections, it is clear that France, the US and the European Union have chosen to back Ali Bongo and forget his undemocratic crimes.

7. With the incursions of Russia and China in the so rich Central African region, the US and France cannot risk their control of these regions in the name of democracy. Le marché entre la France et les USA au sujet de la succession au Gabon

Chers lecteurs, nous avons soumis à nos contacts, la lecture de la visite effectuée par les ambassadeurs Français et Américains, à Marie Madeleine Mborantsuo, la Présidente de la Cour Constitutionnelle Gabonaise. Voici leur avis.

1. Cette visite était la démonstration qu’en ce qui concerne leurs politiques africaines, la France et les USA ont résolument fait un marché de s’entraider dans leur pré-carrés respectifs.

2. La France a aidé les USA en Lybie, et les USA ont aidé la France au Mali. La France pille l’Afrique Centrale francophone, quand les USA font de même avec la région des grands lacs par Rwanda interposé.

3. La France permet aux USA de s’installer militairement au Cameroun et au Gabon en faisant des manœuvre periodiques avec les forces de ces pays ; réponse les USA demandent à leur poulains Rwandais et Ougandais de normaliser leurs relations avec la France. C’est du donnant donnant.

4. Mais pourquoi ces ambassadeurs ont-ils rendu visite à Mborantsuo ? Parce que pour ces pays, dans l’état actuel des choses, le Gabon marche bien pour leurs intérêts et ils voudraient que tout continue dans le même sens. Pour ces ambassades, Mborantsuo est la garante légale de l’ordre établi tel qu’ils le conçoivent au Gabon et cette dame a besoin de leur aide et soutien pour accoucher d’un autre régime dans la continuité de ce que nous connaissons depuis 1967.

5. L’Afrique est la dernière frontière économique et politique du monde. Qui conquiert l’Afrique est assuré de dominer le monde. La France et les USA travaillent de concert pour s’assurer des parts du lion. Si cela doit se faire en sacrifiant les libertés fondamentales des Africains, ils n’en ont que cure. C’est la real politik. Le triomphe du réalisme sur le sentimentalisme.

6. Depuis la fin des élections de 2016, il est clair que la France, les USA et l’Union Européenne aient choisi de faire rempiler Ali Bongo et de passer l’éponge sur ses crimes antidémocratiques.

7. Avec les incursions de la Russie et de la Chine en Afrique Centrale si riche, les USA et la France ne peuvent risquer leur contrôle de ces régions au nom de la démocratie. Au contraire, y installer des dictatures est un modèle qui a toujours marché pour eux en Afrique en général et au Gabon en particulier.

Chers lecteurs, d’après nos sources, la démocratie au Gabon n’est même pas le cadet des soucis de la France et des USA pour notre pays, mais plutôt le benjamin. Le plus important pour eux est que les matières premières sortent à des conditions qui leur sont très favorables ; et pour garantir cela, rien de tel que d’y installer une dictature qui leur devra tout. Cela marche depuis 1967 avec les Bongo. La France gère plus de 500 milliards d’euros d’argents appartenant à l’Afrique francophone dans son économie. La même France n’a jusqu’ici qu’accorde à la même Afrique francophone seulement 10 milliards d’euros en aide au développement. Faite le calcul : qui profite de qui ?

La question fondamentale est : « que faisons-nous pour changer cet état de fait ?

Quand vous répondrez à cette question, vous vous rapprocherez des solutions et comprendrez pourquoi des gens comme Mborantsuo sont placées à la manœuvre en Afrique francophone.

It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

KAMPALA: Uganda will begin vaccinating frontline health workers against Ebola next week as the threat increases of the deadly virus spreading from neighboring Democratic Republic of Congo, the health minister said Friday.
An outbreak of Ebola in the DRC has claimed 180 lives so far, and with high numbers of people moving across the border “the public health risk of cross-border transmission of Ebola to Uganda was assessed to be very high,” according to minister Jane Ruth Aceng.

There is a unique space where you can encounter everyone from developers of self-driving cars in Silicon Valley to city planners in Niamey to humanitarian workers in Kathmandu Valley: the global OpenStreetMap (OSM) community. It comprises a geographically and experientially diverse network of people who contribute to OSM, a free and editable map of the world that is often called the “Wikipedia of maps.”  

What is perhaps most special about this community is its level playing field. Anyone passionate about collaborative mapping can have a voice from anywhere in the world. In the past few years, there has been a meteoric rise of locally organized mapping communities in developing countries working to improve the map in service of sustainable development activities.

The next opportunity to see the OSM community in action will be the November 14th mapathon hosted by the Global Facility for Disaster Reduction and Recovery (GFDRR)’s Open Data for Resilience Initiative (OpenDRI). Mapathons bring together volunteers to improve the maps of some of the world’s most vulnerable areas, not only easing the way for emergency responders when disaster strikes, but also helping cities and communities plan and build more resiliently for the future.

[[tweetable]]The 2010 Haiti earthquake served as a wake-up call about the need for access to better quality information for reducing vulnerability to natural hazards and climate change impacts.[[/tweetable]] In the years since, OpenDRI has turned to the OSM platform as an important way to bring people together to create open data, learn new skills, and support the human networks that eventually become key actors for resilience. We can gather people in a room around something exciting, like a mapathon, and start a conversation about sharing information for the benefit of everyone.

[[tweetable]]Any data, technology, or tool is only as valuable as the way and the extent to which people use it[[/tweetable]], and that’s why building sustainable mapping communities is so critical for this work. Even as we engage governments to promote the use of open data and open source tools, OpenDRI also strives to nurture local communities of OSM users and developers from universities, NGOs, and innovation hubs. To that end, OpenDRI supports local OSM communities and conferences like “State of the Map” whenever possible, particularly by funding scholarships for attendees who would not otherwise get to attend, learn, and share knowledge.

OpenDRI started its work with OSM by supporting the growth of local mapping communities in  Indonesia, the Philippines, Nepal, Bangladesh, and Sri Lanka, including through the Open Cities Project. Many of these communities were quick on their feet to respond to the devastating 2015 earthquakes in Nepal. More than 6,000 volunteers helped add data to the OSM platform, mapping up to 80 percent of affected zones, an effort which continues to provide invaluable information to emergency response and preparedness efforts.In the years since, OSM communities across Asia have come together to exchange knowledge and build connections at a series of open source mapping conferences. The fourth “State of the Map Asia” conference will take place in Bangalore, India, this month.

In Africa, the stakes for OSM are even higher, because it is often the only digital map available for many locations. Recent years have brought a rise of participatory mapping communities across Africa, which now total more than 30 active local OSM groups. Africa’s first-ever “State of the Map” conference was held in Kampala, Uganda in 2017.

Building on that momentum, OpenDRI recently launched the Open Cities Africa project, currently supporting the development of teams in 11 cities across Africa. These teams are taking the lead in collecting data remotely and on-the-ground through participatory mapping, thus building mapping capacity in their local OSM communities. They are also collaborating with World Bank teams to use the new OSM data to help address a range of development challenges, from urban flooding in Kinshasa to coastal risk management in Senegal. Drawing on our experiences in Asia, we are incorporating novel approaches in our engagement in Africa, including online learning, gender integration, disruptive technologies, and design research.

As technology giants join the global OSM community, we are now exploring how new machine learning mapping techniques might complement and amplify the work of local OSM communities.

Nel mondo rimangono solo due esemplari di rinoceronte bianco settentrionale (Ceratotherium simum cottoni) due femmine: Najin e Fatu - figlia e nipote di  Sudan, l'ultimo maschio rinoceronte bianco settentrionale, morto all’inizio di quest’anno all'età di 45 anni – che vivono a Ol Pejeta Conservancy, in Kenya, dove sono sorvegliate 24 ore su 24. Ma entrambe hanno problemi di salute e non possono riprodursi naturalmente.

Il rinoceronte bianco settentrionale si può quindi considerare estinto, ma lo studio “Contrasting evolutionary history, anthropogenic declines and genetic contact in the northern and southern white rhinoceros (Ceratotherium simum)” pubblicato su Proceedings of the Royal Society of London B. da un team internazionale di ricercatori guidato dal sudafricano, fornisce una nuova speranza.

Infatti, il team di ricercatori sudafricani, britannici, cechi, austriaci, tedeschi e statunitensi  guidato da Yoshan Moodley del Dipartimento di zoologia dell’University of Venda ha dimostrato che il DNA di questa sottospecie di rinoceronte decimata dal bracconaggio è più strettamente correlato di quanto si pensasse in precedenza al suo cugino bianco meridionale. (Ceratotherium simum simum) e che «La creazione di ibridi di rinoceronte usando la fecondazione in vitro avrà probabilmente un esito positivo, anche se questa opzione è considerata l'ultima risorsa».

I rinoceronti bianchi si sono divisi circa un milione di anni fa in due popolazioni distinte che vivono nel nord e nel sud dell'Africa, ma l'analisi approfondita del DNA di rinoceronti viventi e di esemplari museali ha dimostrato che popolazioni di rinoceronti settentrionali e meridionali si sono mescolate e accoppiate più volte, forse fino a 14.000 anni fa.

Uno degli autori dello studio Michael Bruford, della Cardiff School of Biosciences dell'Università di Cardiff ha spiegato a BBC News che «Nonostante abbiano iniziato a divergere un milione di anni fa, abbiamo dimostrato che durante tutto questo  periodo si sono scambiati i geni, forse fino a poco tempo fa, quando la savana africana si espanse e ricollegò le due popolazioni. Quindi, se si sono scambiati dei geni di recente, questo potrebbe implicare che potrebbero farlo ora».

Gli scienziati pensano che «Incrociare le due sottospecie di rinoceronti utilizzando la riproduzione assistita potrebbe potenzialmente salvare il rinoceronte bianco settentrionale dalla sua situazione attuale«. Un tempo il rinoceronte bianco settentrionale occupava un areale che va all'Uganda al Sud Sudan, dalla Repubblica democratica del Congo al Ciad, ma la caccia illegale per i corni di rinoceronte ha causato un rapido declino di questi formidabili animali e nel 2008 la sottospecie di rinoceronte è stata dichiarata estinta in natura.

Dopo la morte di Sudan, l'ultimo maschio, la sottospecie non sembrava più avere nessuna speranza.

Invece il rinoceronte bianco meridionale che vive nell'Africa meridionale, compresi Sudafrica, Namibia e Zimbabwe gode certamente di migliore salute. Anche questa sottospecie è stata e continua ad essere oggetto di un massiccio bracconaggio, ma  dopo che era calato a pochi centinaia di individui, i Parchi, le riserve e le iniziative di conservazione di governi e ONG hanno fatto risalire la popolazione a circa 20.000 esemplari che vivono in aree protette e in riserve di caccia private.

La sopravvivenza del rinoceronte bianco settentrionale sembra impossibile e l’ultima speranza di evitarne l’estinzione definitiva sono di Najin e Fatu  e la fecondazione in vitro (FIV) o la clonazione.

Gli scienziati hanno a disposizione uno stock di sperma congelato di rinoceronti bianchi settentrionali, ma ricercatori e ambientalisti sono divisi su come dovrebbe essere usato.

A luglio un team di ricercatori italiani, tedeschi, australiani, cechi e giapponesi ha pubblicato su Nature Communications lo studio “Embryos and embryonic stem cells from the white rhinoceros” nel qualedescrive il prelievo di  ovuli di femmine di rinoceronti bianchi meridionali  che poi sono stati fecondati con lo sperma congelato di un maschio di rinoceronte bianco settentrionale, per creare embrioni ibridi.

Il nuovo studio suggerisce che questo tipo di approccio potrebbe funzionare, «dato che i due rinoceronti sono geneticamente più vicini di quanto si pensasse una volta».

Bruford. Conferma: «Pensiamo che migliori le possibilità, E’ difficile prevedere cosa potrebbe accadere se incrociamo le due sottospecie ma, date le opzioni attuali, per il rinoceronte bianco settentrionale diventa la scelta più praticabile, in caso di fallimento di altri approcci».

Le altre opzioni includono l'utilizzo di tessuto congelato da un pool più ampio di rinoceronti bianchi settentrionali per produrre cellule staminali che hanno la capacità di svilupparsi in ovuli e spermatozoi. Questo eviterebbe di diluire il pool genetico, ma è più difficile da ottenere.

It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

High level international condemnation has just pushed the President to send the bill for review, but Ugandan allies say only a worldwide outcry could tip Parliamentarians away from discrimination, alarming them with global isolation.
