A special UN advisor on extreme poverty and human rights is touring the UK to assess the impact of austerity on people living in some of the most deprived areas of the country. UN Special Rapporteur Philip Alston's primary goal is to identify examples of social inequalities and systematic neglect, which according to the United Nations, is then used to develop "constructive dialogue with governments, international organizations, civil society and other relevant actors." Since 1998, the UN special rapporteur has travelled to examine extreme poverty in places like Ghana, Yemen, Benin, Sudan, the US, Portugal and Saudi Arabia. The UK will now join these ranks thanks to concerns over its austerity measures. In a statement ahead of Alston's tour, the UN said submissions from charities, academics, and public institutions were "by far" the most they've ever received before a country visit.

Many a British writer who had opposed the Afghan, Sudanese and Boer wars did so; on this side of the Atlantic many who opposed the war with Spain and the Philippines counterinsurgency campaign (e.g., William Dean Howells, Henry James, etc.) did the same. I suppose the overwhelming sweep of the beginning of World War I was too much to withstand. Only Romain Rolland, Georg Brandes, Arthur Schnitzler, Maxim Gorky and a small handful of others, and even that sometimes fairly timidly, stood against the war. Though many - Anatole France and Upton Sinclair among them - condemned the war after the fact.

Executive Summary

In 2016, the Government of Ethiopia made nine pledges to improve the lives of refugees and host communities. Soon thereafter it rolled out the Comprehensive Refugee Response Framework (CRRF) of the New York Declaration on Refugees and Migrants, and became one the first countries to receive multiyear, concessional financing from the World Bank’s 18th replenishment of the International Development Association (IDA18) sub-window for refugee-hosting nations. Together, these commitments, framework and financing hold the promise of significantly improving the lives of refugees and their host communities across the country.

New policies and programs are underway. The Government is revising its Refugee Proclamation and is expected to expand its policies that will enable more refugees to move freely from camps and access education and jobs. New livelihoods and education projects, supported by the World Bank and UK’s Department for International Development, are being designed to support refugees and host communities. Although still early in his tenure, Prime Minister Abiy Ahmed Ali appears reform-minded and could be a champion of these approaches to the protracted refugee situation.

While progress is being made, there are a number of concerns that, if not addressed, run the risk of hampering impact. The Bank’s working groups for sub-window financed projects are distinct from CRRF working groups, and both appear to have consultative processes that often leave key constituencies, such as refugees, local governments and regional bodies, out of decision-making regarding policies and program design. The World Bank’s earliest investments are weighted towards solutions like industrial parks that do not adequately address refugees’ barriers to decent work and are unlikely to generate enough jobs in the medium term. And the government has not yet passed the Refugee Proclamation—key to ensuring refugees can access their rights, and critical for Bank programs to begin in earnest.

This case study seeks to determine what impact the CRRF and development financing are having—and are likely to have moving forward. Based on these observations, this case study offers recommendations for the Government of Ethiopia, the World Bank, the UN Refugee Agency (UNHCR), Ethiopia’s Administration for Refugee and Returnee Affairs (ARRA), NGOs and other stakeholders. It calls on the Government to swiftly pass the Refugee Proclamation, allowing refugees to move more freely, and access schools and formal jobs. It recommends the World Bank, UNHCR and ARRA streamline their multistakeholder engagement process to ensure key actors, such as different levels of government, regional bodies, refugees, and NGOs can contribute to decision-making processes; and to ensure projects adequately reflect the evidence base, for instance on refugee and host community livelihood skills and needs.

Executive Summary

Uganda, in many ways, is ground zero for new global initiatives to address large-scale, protracted displacement. It has hosted refugees from neighboring countries for decades, and today hosts the largest refugee population in Africa.

At the 2016 Leaders’ Summit on Refugees and Migrants, Uganda doubled down on its progressive refugee policies, which allow refugees to work, go to school and access land. It opted to be the first country to pilot the Comprehensive Refugee Response Framework of the New York Declaration. And it is among the first countries to receive financing through a new sub-window of the World Bank’s 18th replenishment of its International Development Association (IDA18), created to provide additional concessional financing to low-income countries hosting large numbers of refugees. Together, these commitments, framework and financing offer immense potential to meaningfully improve the lives of refugees and Ugandan host communities.

All eyes are on Uganda as an early adopter of these new tools and funding. How will World Bank-funded projects be balanced with existing humanitarian interventions for refugees—which are extensive in Uganda? How will the Bank interact with the complex set of actors, including the government, UN Refugee Agency (UNHCR), non-governmental actors (NGOs), civil society, and refugees themselves? Will the Bank adapt its projects or move forward with business as usual in these unique contexts? Will the Bank’s initiatives encourage other donors to provide multiyear financing and support long-term solutions for refugees and host communities?

This case study starts to answer these questions by examining Uganda’s recent policy approaches and initiatives that respond to refugee and host populations. Although it is still early days, observations so far suggest mixed results. The Government’s willingness to engage with these new platforms and maintain its progressive refugee policies, especially in the face of global actors retreating from their share in the responsibility for responding to refugee crises, is impressive and important.

However, early concerns about implementation have been, in some instances, validated. While the World Bank’s financing and CRRF are “pulling in the same direction”, there are no formal agreed on outcomes and no formal linkages between the funding and the framework. The process for making decisions about policies and programs have seemingly marginalizes NGOs and refugees themselves, even though there are new structures meant to give them a voice. And most Bank-funded projects in the pipeline piggyback on existing Bank programs, bringing refugees into projects that were already in train; it is unclear to what extent these projects will adapt to reflect refugees’ experiences.

Based on these observations, this case study offers recommendations for the Government of Uganda, donors like the World Bank, UNHCR and other stakeholders. It calls on the Government to foster better coordination and collaboration between different levels of government and to lead on simplifying and aligning decision-making processes for the CRRF implementation and World Bank financing. It recommends the World Bank and UNHCR develop more deliberate consultative process to include a broader range of actors; help bring other development actors to the table; and to work with partners to identify a clear set of outcomes they want to achieve with the new financing and frameworks. It suggests NGOs more proactively engage with the World Bank to share their expertise and help shape program and policy decisions based on their years of working with refugees.

Nairobi – Eight countries in the East and Horn of Africa have committed to the establishment of “inter-agency cross-border technical working groups” that would facilitate the implementation of 22 identified good practices meant to boost cooperation and improve the efficiency of border operations.

The region’s borders are some of the busiest, as they cut across key migration routes focused on the movement of people within the region and to other major destinations, including Europe and the Gulf countries. Disparate national priorities among adjourning countries do not always make cooperation possible. But this could soon be thing of the past, as border authority managers from neighbouring states – some meeting for the first time – established a new rapport and struck significant operational agreements.

This followed a first-of-its-kind workshop organized by the UN migration agency IOM in late October that brought together directors general of immigration and senior immigration and border management officers from Djibouti, Ethiopia, Kenya, Somalia, Sudan, South Sudan, Uganda and Tanzania.

The workshop took place under the aegis of the Better Migration Management (BMM) Programme - a regional, multi-year and multi-partner programme funded by the EU Trust Fund for Africa and the German Federal Ministry for Economic Cooperation and Development (BMZ), coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

Bilateral and trilateral meetings between and among representatives of all the eight countries represented produced significant results for implementation. The highlights of these IOM-facilitated meetings, include:

First time agreement between Ethiopia and South Sudan to conduct joint, cross border patrols; and to work together to open new border crossings points between the two countries. Sudan and South Sudan agreed to work together to open four border crossing points, including One Stop Border Posts. Uganda and South Sudan agreed to implement joint, cross border patrols, and to establish “Integrated Border Management Committees”. Kenya, Tanzania, Somalia agreed to implement Integrated Border Management Committees; and Joint Interagency, Cross- Border Patrols. Ethiopia, Kenya, and Tanzania agreed to increased cooperation and implement “Good Practices” on Counter-Trafficking efforts; implement Joint Interagency Cross- Border Patrols.

The eight countries requested IOM to support a follow-up meeting to buttress the establishment of the proposed interagency, cross-border, technical working Groups. IOM is currently developing action plans to respond to stakeholder requests which will be funded through BMM and will be completed by June 30, 2019.

Keynote speaker at the workshop, Kenya Principal Secretary for Immigration and Registration of Persons, Rtd Maj-Gen Gordon Kihalangwa, said: “With increasing complexity of migration flows, countries in the East and Horn of Africa region should enhance cross-border cooperation in order to effectively deal with existing challenges in border management which include; trafficking of persons and smuggling of migrants among other forms of transnational organized crime”.

Julia Hartlieb, the BMM Senior Regional Programme Coordinator, said: “The Better Migration Management Programme has recorded key milestones in providing support to countries through the National Coordination Mechanisms for Migration, the provision of equipment and MIDAS border equipment, training, benchmarking visits to operationalization of e-visa and e-immigration systems.

  • Ethiopia hosts 905,831 refugees and asylum seekers within its borders, including the 36,185 who arrived since the start of 2018.

  • The Government of Ethiopia has committed to address the concerns of refugees, including a pledge to grant local integration to those who have lived in the country for 20 years and above.

  • Resettlement remains the chief durable solution for refugees in Ethiopia, but limited quotas mean that only 3,240 refugees will be referred to resettlement countries in 2018.

HIGHLIGHTS

  • UNHCR supports the Government of Ethiopia in discharging its international obligations, fulfilling the organization’s core objectives to provide refugees and other persons of concern with international protection, and to seek durable solutions for them. The three traditional durable solutions are complementary and are pursued together:

    • Voluntary repatriation, in which refugees return in safety and with dignity to their countries of origin and re-avail themselves of national protection;
    • Resettlement, in which refugees are selected and transferred from the country of refuge to a third state which has agreed to admit them as refugees with permanent residence status; and
    • Local integration, in which refugees legally, economically and socially integrate in the host country, availing themselves of the national protection of the host government.
  • UNHCR and partners support livelihoods programmes for refugees in order to reduce vulnerability and dependency on humanitarian assistance. Refugees who actively support themselves are better equipped to take on the challenges of any of the durable solutions. UNHCR recognizes the stress that the presence of refugees can place on already-impoverished host communities and works closely with development actors and regional governments to mitigate the impact. UNHCR advocates for complementarity of services for refugees and host communities, and seeks to ensure that refugees are included in their intervention and development plans, thereby promoting peaceful co-existence.

  • UNHCR Ethiopia is committed to assisting refugees in accessing complementary legal pathways including family reunification and other humanitarian migration programmes, such as private sponsorship, study and employment possibilities. UNHCR Ethiopia continues to issue refugees with proof of registration documents and provides advice on how to process family reunification cases. Specifically, UNHCR directly assists unregistered refugee children in accessing the services and documentation necessary to reunite with their family members abroad. UNHCR Ethiopia is also involved in the issuance of Convention Travel Documents (CTDs), which permits refugees to undertake international travel for employment, education and to seek medical treatment unavailable in Ethiopia.

  • The innovative Italian Humanitarian Corridor program was officially launched in 2017 and aims to relocate 500 refugees to Italy. UNHCR has undertaken this project with two faith-based organizations, Caritas Italiana and Sant’Egidio Community, through which refugees with family links in Italy as well as those with protection and medical vulnerabilities are able to find a durable solution. To date, 327 refugees have departed for new lives in Italy.

  • By the end of September 2018, there were a total of 22,885 refugees in the capital Addis Ababa, mainly from Eritrea, Yemen, Somalia, South Sudan and refugees of other nationalities, including those from the Great Lakes region.

  • Of the total population, 868 are children, who either arrived alone (377 children) or were separated from their parents or relatives during flight (491 children).

  • Of the urban refugee population, 18,122 (79%) are Eritrean refugees. Of these, 17,217 are beneficiaries of the Government’s Out-Of-Camp Policy.

  • UNHCR provides reception services at the Urban Refugee Reception Centre, located around what is popularly known as the Hayahulet Mazoriya in Addis Ababa. In addition to registration and documentation services, individual protection and resettlement counselling are available at the center from Monday to Thursday every week, between 9:00 am and 4:30 pm.

  • UNHCR undertook its yearly participatory assessment with refugees living in Addis Ababa in August 2018.The findings will assist the UN Refugee Agency to better understand the situation of refugees and will inform the planned programmatic and service delivery activities.

  • Coordination of protection programs targeting refugees in Addis Ababa is done through the monthly Urban and Kenya Borena Sub-Working Group meetings, that are held every 1st Wednesday of the month from 10:00 am to 12:00 pm at the UNHCR office in Bole. The forum brings together the government refugee agency (ARRA), UNHCR and all the partners working with refugees in Addis Ababa in order to ensure coordinated response in service delivery and efficient use of resources in line with UNHCR protection priorities.

  • To date, 2,136 refugees were referred to the RSC for onward submission to resettlement countries, 1,907 refugees have been submitted and 608 have departed.

HIGHLIGHTS

  • Resettlement is an invaluable protection tool for UNHCR Ethiopia as it addresses the specific needs of refugees who are vulnerable due to their experiences in their country of origin and/or whose safety, health or other fundamental rights are at risk in Ethiopia, by providing them an opportunity to rebuild their lives in a new country.

  • Resettlement remains the primary durable solution available to refugees in Ethiopia due to the continued instability in neighboring countries rendering voluntary repatriation untenable. Opportunities for local integration remain limited although the future looks bright in this regard with Ethiopia as a focus country for the Comprehensive Refugee Response Framework (CRRF).

  • Resettlement as a durable solution is available only to those refugees who meet very precise criteria. Although over 65,000 refugees in Ethiopia satisfy these criteria, the primary constraint on resettlement abroad is the quota provided by countries of resettlement, which is far too low to meet current need.

  • As resettlement numbers are dictated by quota and not need, resettlement is not a right that can be claimed by refugees.

  • UNHCR Ethiopia identifies and addresses the needs of the vulnerable within all refugee populations hosted in the country, including those with specific needs as well as those in protracted situations. The main refugee populations resettled abroad from Ethiopia are Eritreans, Somalis, South Sudanese, Sudanese as well as a few refugees from the Great Lakes.

  • UNHCR Ethiopia’s resettlement submissions target for 2018 was set at 4,240 refugees, mainly to the USA, but had to be revised to 3,240. However, UNHCR continued to advocate for resettlement quota with different countries and has secured submissions to New Zealand, Sweden and Canada for 2018.

  • As of September 2018, 2,136 refugees were referred to the Regional Service Centre in Nairobi for onward submission to resettlement countries and 1,907 refugees have been submitted to resettlement countries.

  • In light of the changes that US made in relation to Somalis, UNHCR Ethiopia had to revise the overall target in September and it was adjusted to 3,240 individuals.

Animal health emergencies continue to erupt around the world at an ever-increasing pace. Increased global travel, human migration and informal trade of animals and animal products continue to intensify the risk of disease spread. Infectious diseases and other animal health threats have the potential to move rapidly within a country or around the world leading to severe socio-economic and public health consequences. For zoonoses that develop the ability for human to human transmission, an early response to an animal health emergency could prevent the next pandemic. As the demands continue to evolve for effective and efficient management of animal diseases, including emerging diseases and zoonoses, the Emergency Management Centre for Animal Health (EMC-AH) continues to evolve and keep pace with the global demands, adding value to Member States of FAO.

Building on the first eleven years of success, the Centre rebranded its platform in 2018 as EMC-AH, with the full support of the Crisis Management Centre for Animal Health Steering Committee in November 2017. The new name reflects the modernization of the platform and new way of working to better address the needs of the future. Further, the inaugural EMC-AH strategic action plan 2018 2022 released in June 2018 clearly states the vision, mission, and core functions of EMC AH for the coming five years with the aim of reducing the impact of animal health emergencies.

EMC AH’s annual report reflects EMC AH’s new way of working under its strategic action plan and addresses EMC AH performance and actions for the twelve-month period of November 2017-October 2018. During the reporting period, EMC AH contributed to strengthening resilience of livelihoods to animal health-related emergencies and zoonoses through the core pillars of its strategic action plan: preparedness, response, incident coordination, collaboration and resource mobilization. The annual report illustrates EMC-AH’s commitment to transparency and accountability.

FAO’s Member States have an ongoing need for a holistic and sustainable international platform that provides the necessary tools and interventions inclusive of animal health emergency management. EMC-AH strategic action plan requires a substantial commitment of resources to implement the full range of proposed activities, and EMC-AH must maintain key personnel essential to carry out its objectives and components of the 2016-2019 FAO Strategic Framework that addresses increased resilience of livelihoods to threats and crises (Strategic Programme five [SP5]).

As a joint platform of FAO’s Animal Health Service and Emergency Response and Resilience Team, and in close collaboration with related partners and networks, EMC-AH is appropriately positioned to provide renewed leadership, coordination and action for global animal health emergencies.

Yemeni Forces Kill, Arrest Dozens of Saudi-led Mercenaries in Al-Baydaa: Military Spokesman

The Yemeni army and popular committees managed to kill, injure or arrest scores of the Saudi-led mercenaries after carrying out a special operation against their sites in the central province of Al-Baydaa, according to a military spokesman.
General Yehya Saree’a added that the Yemeni army and popular committees destroyed and seized a large number of vehicles for the mercenaries during the operation which claimed major commanders among the Saudi-led forces.
Yemen has been since March 2015 under a brutal aggression by Saudi-led coalition, in a bid to restore power to fugitive former president Abdrabbuh Mansour Hadi.
Tens of thousands of Yemenis have been injured and martyred in Saudi-led strikes, with the vast majority of them are civilians.
However, the allied forces of the Yemeni army and popular committees established by Ansarullah revolutionaries have been heroically confronting the aggression with all means, inflicting huge losses upon Saudi-led forces.
The Saudi-led coalition – which also includes UAE, Bahrain, Egypt, Morocco, Jordan, Sudan and Kuwait – has been also imposing a blockade on the impoverished country’s ports and airports as a part of the aggression.

Yemeni Forces Repel Saudi-led Renewed Offensive on Hodeidah

Yemeni forces managed to repel a wide-scale offensive by the Saudi-led coalition on the port city of Hodeidah, inflicting losses upon the aggression forces on Sunday.
Spokesman of Yemeni armed forces Brigadier General Yehya Sarih said that aggression forces were inflicted heavy losses in the last 24 hours, noting that the number of those killed in the foiled offensive surpassed 200.
Dozens of vehicles were also destroyed by the Yemeni forces, Sarih said, pointing out to the intensified strikes by the Saudi-led coalition.
The Saudi-led warplanes waged more than 65 airstrikes on al-Mandhar, Hodeidah airport, Killo-16 in al-Duraihmi district, Yemeni media reported.
“Committed to Escalation”
On Monday, the Saudi-led coalition claimed it was “committed to de-escalating hostilities” in the Arab impoverished country.
“The coalition is committed to de-escalating hostilities in Yemen and is strongly supportive of the UN envoy’s political process,” a source in the Saudi-led coalition told AFP on condition of anonymity.
The coalition’s remarks come few days after US officials were talking about halting the war on Yemen.
US Defense Secretary Jim Mattis said the US had been watching the conflict “for long enough,” and that he believed Saudi Arabia and the UAE were “ready” for talks.
Mattis’ call was later echoed by US Secretary of State Mike Pompeo, who urged the coalition to stop airstrikes in Yemen’s populated areas, saying the “time is now for the cessation of hostilities.”
“Escalation Evidence of US Remarks Falseness”
For his part, Head of the Supreme Revolutionary Committee, Mohammed Ali al-Houthi, on Monday considered the military escalation an attempt to hinder any talks aimed at stopping the war and bringing peace.
“This escalation is evidence of the falseness of US statements demanding an immediate cessation of hostilities, while it is the actual commander in the war ” al-Houthi said in a statement.
He added that when the coalition countries failed to achieve any victory in the western coast, they started to bomb the residential neighborhoods in Hodeidah city committing new massacres against civilians, including women and children.
“It was customary to have a military escalation following any US statement of peace or talk about the humanitarian side,” al-Houthi said.

Russia, China Abstain on UN Vote to Punish Libya 
Russia and China on Monday refused to back a UN resolution that will allow the Security Council to slap sanctions on perpetrators of rape and sexual violence in Libya.

The British-drafted resolution renewing sanctions on Libya was adopted by a vote of 13 in favour in the 15-member council.

Russia and China abstained but did not use their veto power to block the measure that expanded the criteria for applying sanctions to include gender-based violence.

Russian Ambassador Vassily Nebenzia accused the Netherlands and Sweden, which pushed for the new sanctions criteria, of trying to score political points at home.

"This is populism distilled in its purest form," Nebenzia told the council, who noted that preventing sex crimes in Sweden and the Netherlands "is the remit of the national governments."

"Sexual and gender-based violence are part of crime in any specific country," said the ambassador, adding that the council should focus on threats to international security.

The council has added sexual violence as a criteria for sanctions in recent resolutions on the Central African Republic and South Sudan.

Swedish Deputy Ambassador Carl Skau said he hoped that adding the new sanctions criteria will have a "deterrent effect and that there will be accountability for such crimes."

Dutch Ambassador Karel van Oosterom said it was "an important step forward" for the UN council to slap sanctions on perpetrators of sexual violence "for instance in the refugee camps that rape women refugees."

The UN officials have warned that militia members, migrant smugglers and criminal gangs often resort to rape in Libya, which has descended into chaos since the ouster of revolutionary Pan-Africanist Muammar Gaddafi in 2011.

The council in June for the first time imposed sanctions on six individuals linked to Libyan migrant trafficking networks.

Senior Sudanese Official to Visit Eritrea Soon for Normalization Talks: Sources

November 6, 2018 (KHARTOUM) - The Sudanese Presidential Assistant Faisal Hassan Ibrahim would visit Asmara soon to discuss normalization of bilateral relations between Sudan and Eritrea, an informed source told Sudan Tribune on Tuesday

n January 2018, Sudan accused Eritrea of supporting rebel groups and closed the border after the deployment of thousands of troops. Four months later, Asmara accused Sudan, Ethiopia and Qatar of supporting armed opposition groups to overthrow President Isaias Afewerki’s government.

But in July, Ethiopia and Eritrea reconciled and normalized relations between the two neighbouring countries.

An informed source told Sudan Tribune that contacts between the two countries have been activated during the previous period, disclosing that Eritrea’s Ambassador to Khartoum has recently met with several Sudanese officials.

He pointed out that the Eritrean Ambassador has conveyed to the Sudanese officials President Isaias Afewerki’s queries about the reasons that led to the tensions and whether or not there were other parties that have intervened to spoil relations between the two countries.

The same source added the Sudanese officials told the Eritrean envoy that the deployment of troops on the border last January was a mere preventive measure to respond to any potential attack on the country.

It is noteworthy that Presidential Assistant Musa Mohamed Ahmed last week denied reports that he has engaged in talks with the Eritrean officials to ease tensions between the two countries during a recent visit to Asmara, saying he travelled to Eritrea to spend his annual holidays with his family.

However, the source underlined that Ahmed’s visit to Asmara “wasn’t necessarily a private affair”.

The same source stressed that Presidential Assistant Faisal Hassan Ibrahim is preparing to visit Asmara soon to normalize relations”.

Sudan’s ruling National Congress Party (NCP) last June reiterated its keenness to develop a constructive relationship with neighbouring Eritrea.

Last September the IGAD Council of Minister said it would discuss the normalization of relations between Djibouti and Eritrea; and between Eritrea and Sudan. However, the east African bloc did not make any mention to the matter in it its statement after the meeting of 12 September.

Military Cooperation Top Priority on Sudanese-Turkish Relations: al-Bashir

November 6, 2018 (KHARTOUM) President Omer al-Bashir on Tuesday has instructed the Ministry of Defence to give priority to military cooperation over all other aspects of the Sudanese-Turkish relations.

Al-Bashir’s instructions came during his meeting with the visiting Turkish Defence Minister Hulusi Akar in the presence of Sudan Army’s Chief of General Staff Kamal Abdel-Marouf.

The Sudanese President pointed to the strong will in both countries to cooperate on all fields particularity military domain.

In press statements following the meeting, Abdel-Marouf said the visit of the Turkish Defence Minister and his meeting with President al-Bashir comes within the framework of the strategic cooperation between the Sudanese and Turkish armies.

He pointed to the visit of Sudan Army’s Chief of Joint Staff to Turkey last May and the visit of the Turkish Army’s Chief of Joint Staff to Khartoum last December.

Abel-Marouf underscored that military cooperation between the two countries is progressing steadily, pointing to historic and eternal relations between Sudan and Turkey.

The meeting discussed among others, the establishment of military training centres in Sudan one of the issues agreed by the two countries, according to the Turkish news agency Anadolu.

Sudan and Turkey to open military training centres in Sudan were also part of the topics discussed at the meeting.

The Turkish-Sudanese relations have reached a high level, especially after President Erdogan visit to Sudan last December.

During Erdogan’s visit to Khartoum, the two sides signed 12 cooperation agreements and agreed to launch a strategic partnership covering agriculture, industry, minerals and health.

They also approved the establishment of a higher political committee headed by the two presidents, saying the committee would annually meet in Khartoum and Ankara alternately.

The two sides agreed to raise trade exchange between the two countries to $1 billion within one year to reach $10 billion in the future.

According to a report issued by the Sudanese Ministry of Investment, the volume of Turkish investments in Sudan amounted to 2 billion dollars from 2000 to 2017.

It further indicates that there are 288 Turkish investment projects in the east African country.

South Sudan Army, SPLA-IO Agree to Allow Humanitarian Access

November 6, 2108 (JUBA) - Officials from the South Sudanese government army, SSPDF, and the main opposition army, SPLA-IO, agreed to allow humanitarian access and free movement of people around Juba.

Upon the instruction of their two chiefs of staff, the SPLA-IO forces based around Juba, and their peace partners from the South Sudan People’s Defence Forces (SSPDF) held a meeting on Sunday 4 November to discuss security measures to ensure humanitarian access to civilians and enable free movement of persons and goods.

In a statement released on Tuesday, SPLA IO Deputy Military Spokesperson Lam Paul Gabriel said the meeting was fruitful. He further said the SSPDF delegation was led by Brig Gen Chol Deng Chol was known as Chol Gutkom and the SPLA delegation was headed by Brig. Gen Warnyang Laku Buyu.

The meeting agreed to "give humanitarian organizations unhindered access to the most vulnerable population so that basic services can be provided to them," he said.

He further said that the two delegations agreed to allow "free movement of soldiers or security personnel with departure orders," he said before to add that "The soldier must be unarmed and in none uniform".

The two peace partners who will form the new national army agreed also to permit free movement of civilians, non-military logistics and goods through or to the SPLA-Io controlled areas.

This measure means that all the roads from North of Juba to Terekeka, Mundri and to Lainya should be open to everyone. There will be no detention or checking "unless a person is carrying a gun and wearing uniform".

President Salva Kiir and SPLM-IO leader Riek Machar repeated that ending the suffering of civilians was their principal motivation to strike the revitalized peace agreement in order to end the five-year war.

The signed deal is in line with the security arrangement of the signed revitalized peace agreement which provides that the signatories allow and facilitate unfettered access for people in need of humanitarian assistance and to guarantee free movement of citizens, commodities and services.

The peace agreement provides that 15 days after the signing of the deal the parties have to implement all the ceasefire arrangements including, disengagement and separation of forces in close proximity; withdrawal of allied troops; and the opening of humanitarian corridors.

IGAD military assessment mission headed by a Sudanese general arrived Monday to Juba to study the status of the Regional Protection Force as the regional body will deploy its troops within it.

In a meeting held in Khartoum on 22 October, the IGAD chiefs of staff decided the formation of the mission and agreed that t should submit its report on 19 November 2018 to the next meeting of the chiefs of staff In Ethiopia.

Government Supports Maintaining 32 States in South Sudan: Wani

November 4, 2018 (JUBA) - South Sudanese government would support the 32 states federal system which the opposition groups demand to bring to an end, said Vice President James Wani Igga Sunday during a visit to Yei River state.

Wani made his remarks at a ceremony of ordination of eight pastors, consecration of five bishops and one archbishop for the Evangelical Presbyterian Church (EPC) in Yei River State. he was flanked by the Emmanuel Adil Anthony, Governor of Yei River State and Julius Tabuley, deputy chairman of the NAS-Lagu faction.

Addressing the religious ceremony, Wani pointed out that the opposition contest the current federal system established by President Salva Kiir but his government would work within the agreed mechanism to defend it.

"I want to tell you that the issue of the states will be addressed by the IBC (Independent Boundaries Commission). We support the 32 states, and the people of Yei want the 32 states to remain so that services can be delivered," he said.

He further said that the IBC will launch its activities soon to determine the number of the states.

The government and the opposition groups agree on the federal system of governance but diverge on the number of the administrative territorial entities and its boundaries.

IBC has to review the establishment of the new states and their boundaries and to make recommendations for addressing the consequences of these changes based on the tribal borders at the independence of Sudan in 1956.

The opposition forces say the current system is made in a way to legalise the control of fertile land by the Dinka ethnic groups.

Also, they say the expansion of the states from 10 to 32 states violates the 2015 peace agreement because it was implemented in October of the same year after the signing of the peace deal in August.

The non-signatory groups make of the number of states their principal reason to reject the revitalized peace agreement. Some of them wanted the number of states to be settled in the peace negotiations and not during the interim period.

The peace deal provides that if the IBC fails to reach an agreement on the number of states, a referendum should be held to determine its final number taking into account the 1956 border demarcation.

Speaking during the ceremony, Governor Anthony reiterated the commitment of his government to implement the revitalized peace agreement and other peace deals signed with the various armed groups in the state.

He further called on the holdout armed groups to join the "wagon of peace" and to contribute to the stability and development of their region.

He also praised the different churches for the mediation they conduct with the armed groups and contribution in the areas of healthcare, humanitarian assistance, education and development of the state.

Non-signatory Group Calls for New Alliance to Achieve Fundamental Change in South Sudan

November 4, 2018 (JUBA) - The opposition People’s Democratic Movement (PDM) has called for a new National Alliance for Democracy And Freedom Action (NADAFA) saying it would be a popular tool to achieve fundamental change in South Sudan.

The PDM which calls for a federal government in South Sudan with three regions is a non-signatory of the revitalized peace agreement and several times denounced the support of the IGAD countries particularly Sudan and Uganda to President Salva Kiir.

"It is our strong conviction that the elites alone, suffer a high deficit of incentive to bring decisive and fundamental change to transform South Sudan without the people driving the transformation mindset," said the PDM Chair Hakim Dario in a statement extended to Sudan Tribune.

In his four-page call, Dario said the Sudan-Uganda brokered agreement was designed to pacify SPLM-IO by creating a role for its leader Riek Machar, as First Vice President. But, it ignored the inspiration of South Sudanese for a freedom, a fair power-sharing and social justice.

He went further to say that President Kiir, his would be FVP, and the three other vice-presidents "are not competent and credible to transform South Sudan after their pillage, and failure to govern in the public interest".

The statement defined the NADAFA as a national "social justice and democratic political movement" to take back democratic control of the country, to "clean up the system, clean up endemic impunity, clean up the country and its shattered image to regain our dignity and control from the hands of corrupt elites".

The politician leader did not develop on the nature and the structure of the NADAFA. But, from the sense of his call which is directed to the South Sudanese masses across the country, the new political body intends to establish a new political movement aiming to achieve a set of objectives the PDM failed to realize through the revitalized forum.

Last Wednesday 31 October 2018, President Kiir in his speech at the peace celebration day called on the non signatory groups to join the peace deal and said he would take an initiative in this respect.

Also, the SPLM-IO leader called on the holdout opposition groups to join the revitalized agreement and tasked his political outreach committee to contact them.

Thousands of Child Soldiers Still Trapped After South Sudan War: U.N.

GENEVA (Reuters) - Thousands of child soldiers dragged into South Sudan’s civil war are unlikely to be freed soon because aid agencies lack the funds to look after them, a U.N. envoy said on Tuesday.

The government signed a peace deal with rebel factions in September to end a civil war that killed at least 50,000 people, but many children who were forced into the conflict are still stuck in military camps in the bush, Virginia Gamba, U.N. envoy for children and armed conflict, said.

Gamba, who has spoken to former child soldiers in the country, said a lack of resources to re-integrate the children meant they remained at extremely high risk of abuse.

Since January, 900 child soldiers have been freed and Gamba expects a further 1,000 releases by the end of the year. But there are many more, she told reporters.

“The first group of released children ... kept telling me that at least two or three of their friends were still in the bush waiting to be released or waiting to be negotiated and asking me to intervene on their behalf,” she said.

“We are talking of thousands still out there.”

U.N. funds for reintegrating children had halved over the past seven years while needs doubled, and aid workers could not cope with a sudden mass release, she said.

“For every day that a kid is in the bush they will be revictimised, there’s just no question about it.”

After being abducted, children might be raped or sent to attack their own families to sever their ties to home. Escape attempts were punished by hand amputation or molten plastic poured onto the skin, Gamba said: “They were terrified.”

Four-fifths of the violations were committed by the army, but all warring parties were guilty, Gamba said.

A South Sudan army spokesman declined to comment.

Gamba said the number of violations of children’s rights was greater than in Syria and Afghanistan.

“It is really huge, it’s quite gross. I mean, decapitation of children, the use of sexual violation against very small children as part of a weapon and a tactic of war to cow communities, the abduction of children, the recruitment of children, forced use of children in support of war efforts.”

South Sudan has agreed a joint action plan with the United Nations that would allow aid workers to reach deep into the former war zone and verify child numbers in military camps.

Freed children - 40 percent of them girls - might get six months of help to learn a skill like carpentry or sewing so they could fend for themselves, but they would never go to school.

“These kids are condemned for the rest of their life ... their dreams will never be achieved,” Gamba said.

Il dream team OtherSide Entertainment, capitanato dall’inossidabile Warren Spector, sta finalmente per scendere in campo, direttamente dalle profondità dello Stygian Abyss con Underworld Ascendant. Ve ne avevamo parlato già qui, qualche mese fa, e martedì scorso siamo tornati a metterci mano nella sede milanese di Digital Bros, con una build composta dalle prime fasi di gioco, un po’ bacata e afflitta da qualche problema tecnico, che ci promettono sparirà nella versione definitiva disponibile dal 15 novembre su PC, ma assolutamente capace di trasmettere emozioni d’altri tempi con un approccio estremamente moderno, galvanizzante, immediato. RAGIONARE COME NEL REALE, PER VINCERE NEL VIRTUALE Questa, a detta di Spector, è la solida filosofia su cui si poggia il gameplay, tutto basato sul puzzle solving e libertà di interazione con gli angusti ambienti dell’abisso. Tastiera e mouse alla mano, si ha davvero una sensazione di immediatezza non proprio scontata quando di parla di ARPG e immersive sim tout court, spesso legati a una serie di barriere e gradini, statistiche, tiri di dado e level up, dando al giocatore una sensazione di manualità pressoché totale e liberatoria. In verità si potrebbe dire che il genere che questi signori hanno inventato/rivoluzionato durante la loro carriera vesta in modo elegantissimo un gigantesco puzzle game in soggettiva. Un giocattolo dark fantasy che mette a suo agio il giocatore invece che opprimerlo, grazie a una giocabilità totale e genuinamente divertente che si affida a un level design di rara classe. La stessa progressione del personaggio è snellita del concetto di esperienza e classe per ramificarsi secondo i voleri del giocatore in tre categorie precise: azione, magia e stealth, in cui ogni abilità sarà sbloccabile sudandosi punti all’interno del dungeon. E le sue potenzialità si vedono subito, quando nella nostra sala di prova ognuno dei redattori presenti ha risolto la prima stanza, una semplice porta di legno chiusa a chiave, con metodi diversi, chi prendendola malamente a pugni, chi bruciandola con un braciere nelle vicinanze, scoprendo man mano un game design a tratti abbagliante, mai eccessivamente dispersivo ma compatto, ricco di segreti, affamato della curiosità del giocatore. È davvero un gioco tanto sofisticato quanto alla portata di tutti, perché chiede più che altro fantasia e pensiero, a volte improvvisazione, altre pianificazione e studio dei meccanismi di una determinata zona. Anche affrontare i nemici si rivela presto uno stimolante esercizio di enigmistica, con meccaniche luce/ombra mutuate da Thief ed eredi (solo uno dei titoli che compongono il pedigree di Underworld Ascendant), armati magari di frecce d’acqua inefficaci sui non-morti ma utili per spegnere candelieri e aggirarli nell’oscurità più totale, avendo però un certo senso del proprio corpo ed evitando di calpestare qualcosa di rumoroso. Totale libertà nelle micro-meccaniche quanto nei puzzle ambientali più intricati, con leve, piattaforme e ghigliottine basculanti, capaci di restituire quel mix di tensione e divertimento quasi zeldiano, per brillantezza, uso della fisica e facilità di manovra. Come ho già accennato, è la sua fortissima indole manuale a fare la differenza. Perfino salvare richiede di piantare di nostro pugno un seme magico in determinate aree circolari coperte di morbido terriccio, senza passare da menù di sorta, fondamentali solo quando si deve gestire l’inventario, dato che il gioco non lesina in forzieri, equipaggiamento e collezionabili vari da trovare spinti dal gusto per l’esplorazione. Da spade e archi a bacchette magiche (durante la nostra prova una, utilissima, capace di spostare oggetti e un’altra per evocare palle di fuoco), cibo per recuperare energia e bastoncini fluorescenti per illuminare l’oscurità. Parlando di armi ci si collega poi obbligatoriamente al sistema di combattimento, facile, immediato, e in questa build anche “rotto”, semplicemente perché le armi non erano ancora tarate sulla loro reale potenza, causando danni minimi ai mostri, abbattuti solo dopo forsennati clic del tasto sinistro, mentre il destro gestiva la parata. Niente che si ripeterà quanto il titolo sarà tra le vostre mani, sia chiaro. Nulla di trascendentale o troppo sofisticato, anche qui siamo dalle parti dell’immediatezza e del divertimento, dando la sensazione – corretta – che il combattimento sia stato pensato quasi come ultima ratio piuttosto che come cuore pulsante dell’esperienza. Anche perché l’IA dei nemici mi è sembrata piuttosto meccanica, tanto ciecamente furiosa quando ci si parerà dinnanzi, quanto facilmente aggirabile mantenendo un profilo basso e puntando su elementi di distrazione, come il lancio di oggetti. Proprio prendere in mano gli oggetti è una caratteristica importantissima, un po’ a sorpresa. Ogni pezzo d’arredo avrà infatti un peso espresso in libbre, palesemente in sovrimpressione, con cui fare i conti quando decideremo di sollevarlo o lanciarlo. Questo ad esempio andrà ad incidere sulla parabola che descriverà, o addirittura sull’impossibilità di vincerne la gravità. Probabilmente questa meccanica e le possibilità ad essa legate andranno a braccetto con lo sviluppo del personaggio e della sua forza, portando il nostro alter ego a lanciare tavoli addosso ai nemici come fossero freccette, ma questa è solo una verosimile ipotesi. È tutto sorprendentemente arcade – se mi passate il termine – nella sua struttura a livelli che si farà godere anche da chi non ha il tempo di esibirsi in lunghe partite (preannunciandosi perfetto anche su Switch, una delle versioni console, insieme a PS4 e Xbox One, su cui approderà il titolo nel 2019), fresco, assimilabile e soprattutto divertente, con un livello di sfida che pare da subito ben calibrato e sfizioso a livello neuronale. LUCI E OMBRE Questo nonostante la scarsissima illuminazione degli ambienti, che fa anche il gioco di una realizzazione tecnica decisamente non stratosferica, si faccia apprezzare soprattutto per i suoi giochi di luce dinamici. Il dungeon è per definizione un luogo buio, sporco, decadente, ma con improvvise quanto scenografiche aperture di campo che mostrano i dettagli di una vera e propria cultura sotterranea decaduta, sfondo di una mitologia che si preannuncia interessantissima da leggere e farsi raccontare attraverso documenti e personaggi secondari, con tre fazioni da conoscere e aiutare. È chiaro che a brillare non è però tanto la qualità delle texture – sempre un po’ piatte – o la mole poligonale, quanto la ricerca a livello estetico e l’artigianalità del level design che mostra tutta l’esperienza di un team leggendario composto da sole quattordici persone. È un’opera che trasuda esperienza, senza bisogno di essere appariscente per affascinare, acqua e sapone, puntando tutto su concetti cristallini, tempi morti ridotti all’osso e una giocabilità snella quanto raffinata. Ma soprattutto Underworld Ascendant è un titolo che, al di là dell’ambientazione e della sua mitologia, non si crogiola nella nostalgia dei tempi che furono sotto strati di botulino, ma si mostra giovane e capace di cambiare l’aria e le regole del genere, senza paura di tagliare elementi storici per aggiungerne altri. Resta ovviamente da verificare in sede di recensione se certi problemi di IA, collisioni e bug vari tipici di una build di prova verranno risolti già al day one come ci è stato assicurato, ma la sensazione è quella di trovarsi dinnanzi a un prodotto capace di divertirsi e far divertire, comunicando senza filtri la passione dei suoi creatori, ancora posseduti dal sacro fuoco dell’arte videoludica.           Jamal Khashoggi’s Murder Could Upend the Way Governments Look at Crimes Committed on Embassy Grounds      Cache   Translate Page      

There’s a game I play at the start of each Supreme Court term.

Considering the bitter partisanship and irresoluble polarization gripping the country—and by extension our evermore deeply divided Supreme Court—I try to identify the case that seems most likely to lead to a unanimous decision. It’s a tradition you can attribute to my longing, as singer Bill Monroe or newly confirmed Supreme Court Justice Brett Kavanaugh might put it, to “live on the sunny side of the mountain.”

I thought I had identified the case for the Court’s 2018­–19 term. Sudan v. Harrison, set for oral argument on Wednesday, had everything going for it. That is, everything seemed to point toward an unproblematic, unanimous resolution, until Saudi Arabia lured Jamal Khashoggi, a journalist and recent resident of Virginia, into its consulate in Istanbul in order to torture and murder him. Now, I wonder whether that grisly tragedy on the west bank of the Bosporus mighty muddy the result in Sudan v. Harrison.

Without that dreadful turn of events, it might have been a straightforward case.

The survivors of the devastating attack on the USS Cole in 2000 recently obtained a $314 million judgment against Sudan on the theory that the North African country had provided material support to the al-Qaida terrorists who attacked the ship while it was refueling in Yemen. Among the damning bits of evidence incriminating Sudan was the fact that the country tolerated Osama Bin Laden’s residence in the country in the years leading up to the bombing of the Cole and the 9/11 attacks shortly thereafter. Sudan unsuccessfully challenged the district court orders securing Sudanese assets for the satisfaction of the judgment. It then sought and was granted certiorari review from the Supreme Court when the 2nd Circuit refused to overturn those orders.

It could have been a straightforward case for the Supreme Court justices, but it wasn’t going to end well for the American sailors. Despite the heart-rending facts, I expected Sudan to walk away with a unanimous Supreme Court victory. That’s because the survivors had been awarded damages on the basis of a default judgment granted to them when Sudan failed to appear in the case following the plaintiffs’ problematic—and now, intensely contested—service of the summons and complaint.

The Cole survivors’ suit against Sudan is what’s known as a Foreign Sovereign Immunities Act case. In such cases, if other statutory means aren’t viable, Section 1608(a)(3) of the act permits service “by sending a copy of the summons and complaint and a notice of suit … by any form of mail requiring a signed receipt, to be addressed and dispatched by the clerk of the court to the head of the ministry of foreign affairs of the foreign state concerned.” The plaintiffs from Cole, relying on this provision, addressed the complaint to the Sudanese foreign minister and directed the delivery of the documents to the Sudanese Embassy in D.C. In its challenge to the district court’s asset-seizure orders, Sudan argued that the delivery of the complaint at the Sudanese Embassy wasn’t compatible with Section 1608(a)(3) and constituted a violation of Article 22 of the Vienna Convention on Diplomatic Relations. The latter provides that “the premises of the mission shall be inviolable.” The 2nd Circuit disagreed, noting that the plaintiffs had not served the complaint on the embassy, which everyone agrees would be impermissible. Instead, the 2nd Circuit Court reasoned that the plaintiffs had correctly addressed the suit to the Sudanese foreign minister and only sought delivery to him through or via the embassy. Through, not on, the embassy? Surely the Supreme Court would make quick, unspectacular work of this dispute over prepositions on which the essence of a state’s international sovereignty depended.

There were a number of reasons for thinking this would be a slam dunk for Sudan. First, the 2nd Circuit’s decision could be characterized as being in conflict with rulings on Section 1608(a)(3) from the D.C., 5th, and 7th Circuits, even if the plaintiffs can subtly distinguish their case from the others. Second, the 2nd Circuit Court itself seemed to demur in its judgment, acknowledging that the “statutory interpretation question presents a close call,” and that the language of Section 1608(a)(3) “is not completely clear.” Was this a concession to what Sudan and others referred to as the “dubious semantics” of the 2nd Circuit Court’s reasoning? Third, the 2nd Circuit’s shaky reasoning runs headlong into seemingly rock-solid international law doctrine. The inviolability of states’ diplomatic missions is widely treated as a foundation of the international order. It shows the necessary respect for the sovereignty states enjoy and exercise over their diplomatic missions. It facilitates the kind of direct diplomacy that helps to maintain the fragile peace of the state system. Fourth, the United States joined the case, offering vigorous and unqualified support for Sudan’s positions, even though taking that stance pitted the American government against its wounded veterans and aligned it with a designated “state sponsor of terrorism.” Those unseemly circumstances suggest that the U.S. government has more than a casual interest in the legal principles of the case. Indeed, the U.S. government insists in its brief that the Supreme Court should defer to the executive branch’s interpretation of the statutory- and treaty-based rules in the case. Fifth, the Supreme Court could be reassured that, by handing Sudan a victory, it would not be delivering a fatal blow to the sailors’ case. A reversal of the 2nd Circuit’s judgment would lead to a remand to the district court, which could finally consider the merits of the plaintiffs’ Foreign Sovereign Immunities Act claims.

But Khashoggi’s murder changes that calculus, and it could complicate the Harrison case. The central logic of a ruling in favor of Sudan is the need to ensure diplomatic missions’ inviolability, even from the seemingly mundane service of the papers that initiate a lawsuit. That absolutist approach to the inviolability of a diplomatic mission is secured by the Vienna Convention, and in the case of the United States, it is implemented by provisions of the Foreign Sovereign Immunities Act. But should the Supreme Court unquestioningly embrace that rule after Saudi Arabia’s grotesque, and cynical, reliance on the principle of inviolability for the use of its consulate in Istanbul as a black site to torture and kill Khashoggi? Sure, evading service of process is a far cry from impunity to commit murder. But the logic of the asserted privilege of inviolability supports both acts.

In their briefs, Sudan and the United States insist that the inviolability of diplomatic missions secured by Article 22 of the Vienna Convention is so absolute that it must preclude the service of process on an embassy by post. The absolutist view is strongly endorsed by a group of respected international law professors who submitted an amicus curiae brief in support of Sudan. They argue that any form of service of process, whether on or through the embassy, runs the risk of impairing diplomatic functions and impinging upon the dignity of foreign embassies. In their briefs, Sudan, the United States, and others illustrate the unqualified nature of mission inviolability with the claim that the receiving state is prevented from sending fire crews onto embassy grounds in order to put out a fire unless it has consent to battle the flames from the head of the diplomatic mission. Inviolable is inviolable. No exceptions. Not even if it enables Saudi Arabia to murder and dismember a dissident journalist.

Must we—must the Supreme Court—endorse this absolutist interpretation of Article 22? In what might have been a straightforward case, the Khashoggi murder now could persuade one or two of the justices to dissent from the prevailing approach. After all, this “fundamental and longstanding principle of international law” has a history of evolution and adaptation that is not acknowledged by the petitioner and others. Eileen Denza’s frequently cited, definitive commentary on the Vienna Convention relates a more nuanced background, one that involved exceptions to the rule for many centuries. As recently as the early 20th century, commentary and diplomatic practice recognized the need for some departures from the principle of inviolability, especially for the purpose of disrupting or investigating crimes. Denza cites a Dutch deviation from the rule for those purposes in 1966. Even if the negotiations leading to the Vienna Convention in 1961 confirm that the parties sought to codify the absolutist position advanced by Sudan and the United States, a treaty commitment cannot be offered as a justification for the violation of jus cogens norms such as prohibitions on crimes against humanity and on torture.

In any case, an absolute understanding of mission inviolability invokes an archaic assertion of sovereignty that no longer fits our times. Globalization and the burgeoning system of international human rights law, as they strain to expand markets and impose accountability, long ago disposed of absolutist notions of sovereignty. The theory justifying an emerging “responsibility to protect” surely must apply to a sovereign’s diplomatic holdings every bit as much as it applies to the sovereign’s homeland. Within the substantive and procedural boundaries it establishes, the Foreign Sovereign Immunities Act itself participates in this historic shift away from absolutist notions of sovereign inviolability. The absolutist understanding of mission inviolability also embraces an outdated, romantic vision of diplomacy that imagines trained consuls meeting in person at elegant bars and ferrying secretive information about in diplomatic pouches. The reality couldn’t be more different, as even some diplomatic heavyweights have begun to close their embassies and consulates in the last years. Cost savings have driven that trend. But so has the growing interest in so-called virtual diplomacy. Increasingly, a lot of the work of a foreign mission—Including citizen services and providing information to the government and public in the receiving state—can be accomplished through new technologies. The U.S. Virtual Embassy in Iran is a dramatic example. Some argue that, in our warp-speed world, the delays associated with the old brick-and-mortar version of diplomacy now pose as many risks as advantages.

As the justices debate the limits of mission inviolability in Sudan v. Harrison, I hope some of them will be troubled as much as I am by these lines from the amicus brief Saudi Arabia submitted in support of Sudan’s case: “There is no more fundamental prerequisite for the conduct of relations between states than the inviolability of diplomatic envoys and missions.” Maybe Sudan v. Harrison won’t be the term’s slam-dunk unanimous case after all.

The International Humanist and Ethical Union (IHEU) released “its seventh annual Freedom of Thought Report at the U.N. General Assembly in New York City.” It listed the 10 best and the 10 worst countries for atheists.
The US ranked among the best, while Muslim countries, and particularly Sharia states, were the worst. No surprise there.
Belgium, the Netherlands, and Taiwan shared the No. 1 spot in the Top 10 best countries for nonreligious people list, followed by France, Japan, Nauru, São Tomé and Príncipe, Norway, the United States, and Saint Kitts and Nevis. Saudi Arabia was identified as the worst country for atheists, followed by Iran, Afghanistan, Maldives, Pakistan, United Arab Emirates, Mauritania, Malaysia, Sudan, and Brunei.
The IHEU report was in effect, a test of the tolerance of the citizens of various countries worldwide. Let’s keep in mind, meanwhile, that fascists deem freedom of thought and freedom of speech to be threatening to their rule. As we hear tale-bearers in Western societies incessantly tout “diversity,” “multiculturalism,” “tolerance,” and wide-open immigration policies, one wonders if they themselves actually believe what they are saying, since they routinely embrace the worst elements of humanity — those who in fact flatly reject “diversity” and are defiantly intolerant. As a result, Western societies are in grave danger of losing their status as havens of tolerance, pluralism, and freedom, thanks to globalists who think that migrants from the most intolerant nations will magically integrate, give up their faith in the Sharia, and accept Judeo-Christian values as their new norm.
What was the purpose of the study? And what will Western policymakers and so-called human rights activists actually do about it, if anything? The results of this study will likely lead to nowhere. The willfully blind will continue to promote their fanciful utopian worldview and blame truth-tellers for trying to wake people up.

A secular watchdog group has ranked the best and worst countries for atheists and non-religious people, finding the United States to be among the best, with Islamic regimes making up the worst.

“At a time of growing nationalism, we continue to see those who are brave enough to criticize and critique conservative religious leaders demonized as ‘unpatriotic’ and ‘subversive,'” he added.
The rankings included considerations such as the approach to religious freedom by governments, as well as educational, societal, and freedom of expression issues.

Swami estaba de visita en el campus de las niñas en Nallakadirenahalli, un verdadero paraíso en la tierra para aquellas chicas que, debido a la pobreza podría haber sido privado de esta educación y terminó siendo casado fuera en su adolescencia. Una chica narró su historia lágrimas en los ojos de los problemas que tuvo que enfrentar en su infancia debido a la pobreza y la privación, pero gracias a Swami que ahora estaba estudiando en la universidad de Swami y estaba a la espera de un mañana más brillante dedicada al servicio de la sociedad.

El devoto estadounidense que escuchó el discurso conmovedor fue visiblemente emocionado y se sometió a Swami con los ojos húmedos, 'Swami necesitamos este tipo de niños en América Latina para cambiar'.

Swami respondió espontáneamente: "De hecho, voy a enviar a estos niños en todo el mundo, como un agricultor que esparce las semillas por todas partes. 'Cuando tomamos la oportunidad que se nos da por Él; eso es cuando cambiamos, nos hacemos mejor, crecer y evolucionar como seres humanos.'

Teníamos unas celebraciones de Dasara aquí. Tuvimos un montón de Homas, yagas, yagnas. Fue maravilloso. Swami dijo que había una gran cantidad de deidades, dioses y diosas aquí porque cada vez que cantan el nombre y ofrece algo a ellos, que vienen aquí a aceptarlo. Y personalmente tengo la suerte porque vi muchas de estas manifestaciones. En el Ganapati Homa, allí mismo, me gustaría ver Ganapati a la espera de recibir el ahuti (Oblaciones). Vi Devi, Shiva, Ganas. Este lugar estaba abarrotado debo decir, no sólo en la tierra, sino también en el cielo! Era como demasiada gente alrededor. Todos estaban aquí para ver las grandes festividades.

Después de la yagna, todos los voluntarios que habían trabajado tan duro, día y noche para hacer la vida de todos cómodo y feliz, especialmente en un lugar como este donde las instalaciones son muy limitadas, al final Swami quería ir alrededor y bendiga a cada uno de estos voluntarios que estaban sentados en Premamrutham. La mayoría de ellos habían tomado las hojas largas de sus puestos de trabajo; 10 a 12 días para servir aquí. Había alrededor de 300 voluntarios. Para cada persona, les dio atención. Pero esperó a escuchar a cada persona y bendiga a cada uno sin ningún ápice de prisa o frustración o ansiedad porque todos le habían servido. Era su turno para dar la espalda. Era su turno para servirlos en cualquier forma que pudiera. Me preguntaba cuánta compasión es eso. Al final algunos voluntarios se levantó y dijo: 'Muchas gracias por darnos esta oportunidad.' Inmediatamente, Swami dio la vuelta y dijo:

"Muchas gracias por tomar esta oportunidad (Para hacer algo para Dios, de hacer algo por la sociedad, hacer algo por los demás)!"

Swami dijo que siempre doy oportunidad porque quiero que todos usan la oportunidad y convertirse en mejores personas. De lo contrario, sólo estamos perdidos en nuestro propio ser. Mera Khana, Mera Sona, Mera Ghar, Mera Bachche (mi comida, mi sueño, mi casa, mis hijos)! Se crea oportunidades para que podamos pensar en los demás.

Confieso, si Swami no tendría que venir de esta manera y me hizo hacer lo que estoy haciendo hoy en día, por mi cuenta, sin embargo inspirado y dedicado que podría haber sido, no habría aceptado este tipo de cosas. Probablemente, un poco de Narayan Seva (Usted sabe que el fin de semana Narayan Sevas!), Una vez en 'Comprobar Seva' dos semanas (¿Quién va a ir allí. Voy a enviar el dinero. Usted ir y hacer Seva!) Después de Satsang en Sri Sathya Sai Premamrutham (El lugar Satsang en Muddenahalli), Swami iba a volver a Sri Sathya Sai Anandam (Su residencia). No sé lo que ha desencadenado esta conversación, pero Narasimha Murthy Sir pregunté a Swami.

Swami was visiting the girls campus at Nallakadirenahalli, truly a heaven on earth for those girls who owing to poverty could have been deprived of such education and ended up being married off in their teens. A girl narrated her tearful tale of troubles that she had to face in her childhood due to poverty and deprivation, but thanks to Swami that she now was studying in Swami's college and was looking forward to a brighter tomorrow dedicated in service to the society. 

The American devotee who heard the soulful speech was visibly moved and submitted to Swami with moist eyes, 'Swami we need such children in America to change America'.

Swami responded spontaneously, "Indeed, I am going to send these children all around the world, like a farmer who scatters the seeds all around. They will take roots and grow into spiritual giants in those geographies and provide cool shade of love to those scorching in the worldly heat."

Then He turned to the children and said, " You are Sai Students and the very name defines the qualities that you must have. S-A-I stands for Service - Adoration- Illumination (Karma- Bhakti- Jnana). Therefore, the way of a Sai student is to serve with love and attain enlightenment! You don't have to do anything else, but simply follow the very essence of your existence, the very name that you bear, the name of Sai Student and I shall look after the rest."

Who on earth could define the essence of Sai Student so succinctly but Sai Himself, who painstakingly prepares these seeds of His students to be sown in the soil of the hearts of the entire humanity, for its redemption!

Excerpts from Sri Madhusudan Naidu's talk at 'Tattva Sameeksha' (Nov 3, 2018), Sathya Sai Grama, Muddenahalli

'When we take the opportunity given to us by Him; that's when we change, we become better, we grow and evolve as human beings.'

We had beautiful Dasara Celebrations here. We had plenty of homas, yagas, yagnas. It was wonderful. Swami said there were a lot of deities, gods and goddesses over here because every time you chant the name and offer something to them, they come here to accept it. And personally I was blessed because I saw so many of these manifestations. In the Ganapati Homa, right there I would see Ganapati waiting to receive the Ahuti (Oblations). I saw Devi, Shiva, Ganas. This place was overcrowded I must say, not only on the earth but also in the sky! It was like too many people around. They were all here to see the great festivities. 

After the yagna, all the volunteers who had worked so hard, day and night to make everybody's life comfortable and happy, especially in a place like this where facilities are very limited, at the end Swami wanted to go around and bless each of these volunteers who were seated in Premamrutham. Most of them had taken long leaves from their jobs; 10 to 12 days to serve here. There were around 300 volunteers. To each person, He gave attention. But He waited to listen to every person and bless each without any iota of hurry or frustration or anxiety because they all had served Him. It was His turn to give back. It was His turn to serve them in whatever way He could. I was wondering how much compassion is that. At the end some volunteer got up and said, 'Thank you so much for giving us this opportunity.' Immediately, Swami turned around and said, 

"Thank you so much for taking this opportunity (To do something for God, to do something for the society, to do something for others)!" 

Swami said I always give opportunity because I want everybody to use the opportunity and become better people. Otherwise, we are only lost in our own selves. Mera Khana, Mera Sona, Mera Ghar, Mera Bachche (My Food, My Sleep, My House, My Children)! He creates opportunities so that we can think of others. 

I confess, if Swami would have not come like this and made me do what I am doing today, on my own, however inspired and devoted I might have been, I would have not taken up this kind of stuff.  Probably, a little bit of Narayan Seva (You know the weekend Narayan Sevas!), once in two weeks 'Cheque Seva' (Who will go there. I will send the money. You go and do Seva!) We did these kinds of Seva in the past, in a very limited way. But we were not willing to sacrifice our Sundays; none of us were taking this much of effort to do good for the society. We would have done some bit in our own limited way. Because, Swami found a way for me and for all to do things, we are all doing. Otherwise, we would have been lost in 'I' and 'Mine' for the rest of our lives. He gives opportunities. It is up to us to take this opportunity. When we take this opportunity; that's when we change, we become better, we grow and evolve as human beings.

'The larger idea of working from Muddenahalli in the last ten years is intact. Swami made the minor deviation so that the major plan gets executed; whether physical or otherwise'  

After Satsang at Sri Sathya Sai Premamrutham (The Satsang venue in Muddenahalli), Swami was going back to Sri Sathya Sai Anandam (His residence). I don't know what triggered this conversation but Narasimha Murthy Sir asked Swami. 

'Swami! Was it planned that the last ten years, You would be spending it this way, doing these many projects from here in Muddenahalli? Or was it a change that You made to Your plan on the go?' 

I thought this was an interesting question because Swami did say that He was going to be there for 96 years and we had some idea about how it's going to be. Interesting question to come after Swami being here for seven years! It didn't occur to us before. But glad that he asked. Swami thought for a while. He did not respond immediately. A few seconds of pause; He was weighing His words. And then He said, 

"You see! It was already planned that the last ten years I will spend in Muddenahalli, physical or not physical. I was supposed to spend the last part in Muddenahalli. That is why I got the temple made on top of the hill and I wanted to spend the last ten years of My life in this place." 

So that was part of the plan. It means, even if He had continued physically, He would have come here, shifted His base and would have done what He wanted to do because He had many promises to keep. He had promised Madiyal Narayan Bhat that He would take forward the Mission. Now, if you start looking back at things; He got Narasimha Murthy Sir from Brindavan all of a sudden, He came here without discussion with anybody, He announced the opening of a new university over here. He came all the way, took so much of interest despite His failing health, to do the Bhoomi Pooja all by Himself. He went up the hill to do the Bhoomi Pooja for the Mandir over there. He had this plan which He had started to execute from 2009 onwards because He was preparing for the final ten years of the Avatarhood. Now what changed - He said - is the fact that He could not do it physically. That alone changed. And that happened because of 'Samaya' and 'Sandarbhamu' (Time and Situation). Each word of Swami is extremely important. He can use any third word or the fourth word as a matter of fact or the casual conversation. He chooses His words very carefully. 

"Because of Time and Situation, I could not do what I wanted to do, then."

And then He briefly explained. He did not want to split the hair. 

"My time; I could not continue because My body was failing. I had taken upon Myself so much of difficulties of the world that the body had to undergo continuous damage for the sake of the others. Therefore, My time did not permit Me to continue. And the situations too!"

I will not elaborate on the 'situation' side of things. I will leave it for your imaginations. But situation was such that He could not have come and stayed here. He said,

'That is why I had to make a small change'. 

So, the larger idea of working from here in the last ten years and doing what He got to do is intact. That has not changed in the plan. But there is a minor aberration or deviation or change to the original plan. He made that change so that the major plan gets executed irrespective of whether physically around or not. And anybody who comes and sees what's happening here, they will be overwhelmed because this is not possible by a bunch of absolutely unprofessional people. They cannot do this. You need lot of years of experience to do what is being done here. And that exactly is Swami and that is why things are happening here!

El Hermano Madhusudan Naidu dice: "La entrega no es cincuenta por ciento o noventa por ciento, ni siquiera noventa y nueve por ciento. ¡O te entregas o no te entregas! No existe nada llamado porcentaje de entrega. Es binario; ¡o eres cero o uno!"

"Puede que la mayoría de ustedes hayan leído dos libros de LA HISTORIA DIVINA. La primera parte es más un vuelo de fantasía; te lleva a través de muchas cosas milagrosas y misteriosas y te mantiene atrapado porque es una lectura muy agradable y feliz. Pero la segunda parte literalmente te sumerge de nuevo en el suelo duro y te dice que no es una historia tan sencilla y que hay muchas cosas acerca de ella, mucho más por debajo de la superficie que lo que está arriba, lo que se ve a simple vista. Y así se emprende un viaje de muchas realidades difíciles de nuestras vidas y de lo que se necesita para que Dios logre que el hombre se entregue a Él. El Sr. Isaac Tigrett siempre cita: "Debo romperte para rehacerte". Swami es alguien que no cree en las renovaciones. Él cree en la aniquilación completa y luego en reconstruirte completamente de nuevo. Aquellos que se ocupan de la construcción y los interiores sabrán que la renovación requiere más esfuerzos que reconstruir todo de nuevo. Si el edificio se desmorona, es muy difícil renovarlo. Probablemente, lo mejor es simplemente destruirlo completamente y comenzar nuevamente. ¡Y con Swami, este es el camino! Y esa es la razón por la que estamos aquí tan firmemente arraigados en la fe de que Swami está aquí en la forma Sutil y que Swami está haciendo lo que está haciendo; a pesar de los amigos, socios cercanos, parientes, quienquiera que nos contradiga, no importa, porque todos nosotros somos personas que creemos en ciertas convicciones. O vives por los valores que crees o mueres por los valores que crees. No existe nada entre medio. No existe nada llamado "comprometer los valores". Creemos completamente que Swami está ahí y que está haciendo lo que está haciendo. Y pase lo que pase, apoyamos eso. No hay cambio de nuestro apoyo por complacer o tranquilizar a unas cuantas personas, por muy cercanas que sean. Yo también soy un hombre de ciertas convicciones. Y creo que Swami está guiando y lo creo de verdad.

Puede que ustedes no lo crean, pero la mayoría de la orientación en los primeros años fue muy confusa para mí. Él decía algo y no sucedía. Me preguntaba si yo estaba alucinando o imaginando. Cuando diez cosas no sucedían y estaba a punto de renunciar, la décima primera cosa sucedía y mi espíritu rejuvenecía nuevamente, reafirmaba mi fe y otra vez la misma historia continuaba.

Primero, Él me dijo que no estuviera en el trabajo donde estaba porque eso se interponía en el camino de Su trabajo. No puedes irte a las ocho de la mañana y regresar a las diez de la noche y además de eso hacer todo lo que Swami quiere que hagas y que también lo hagas al ritmo al que va ahora. Él quería un sirviente dedicado a tiempo completo. ¡No quería un devoto de medio tiempo, como a veces Él bromea! Yo tenía mis propios planes de mi propia devoción, cómo pensaba que la devoción debía ser. Un poco de mundo, un poco de amigos, un poco de familia, un poco de propiedad, un poco de riqueza, un poco de nombre y fama, y un poco de Dios; ¡colóquenlo todo junto y es una buena sopa en la que siempre estamos! Pero Swami lo quería todo para Dios. Él no quería ningún espacio para nada. Probablemente, en hebreo, se describe a Dios como alguien celoso. Él no permitía que hubiera nada a Su alrededor. Es solo Él y no tolerará nada más en tu vida. Él te ama y te quiere de verdad. Swami tuvo Su propia forma de codear y sacar las cosas fuera de mi vida, una por una. Hizo todas estas cosas y en algún momento, llegó un estado en el que yo no sabía dónde tendría mi próxima comida y qué sucedería con mi familia y quién cuidaría de ellos porque mi hermano todavía estudiaba, mi hermana era más joven, mi padre no estaba bien, mi madre ya se había retirado de manera voluntaria porque Swami se lo había pedido. Yo era el único miembro que ganaba dinero y ganaba bastante bien, así que no había problema. Swami nunca nos dio momentos difíciles y las cosas marchaban bien hasta que Swami de repente vino y comenzó a reconstruir la mansión; comenzó a destruir todo lo que había allí porque Él quería un terreno limpio para empezar todo de nuevo. Fue una etapa muy dura.

Swami Vivekananda era un león de hombre que se atrevió a desafiar todos los dogmas que estaban destruyendo literalmente la estructura de la cultura india y la espiritualidad en aquellos tiempos. Y todo lo que era indio, todo lo que era espiritual, y todo lo que estaba relacionado con nuestra historia y cultura era considerado inferior a todo lo que era extranjero. En aquella época, él asumió el desafío, asumió todo el imperio de la cabeza británica y luchó con uñas y dientes para reestablecer el Sanatana Dharma. Yo soy un gran admirador de Vivekananda. No puedo llamarme un devoto de Vivekananda, pero realmente pienso que él es como un colega, un par, alguien que también trabajó para su Guru y trabajó con las masas e hizo lo que fuera que tenía que hacer. Hoy, muchos de nosotros tenemos la oportunidad de hacer algo similar, quizás no con la misma intensidad y entrega que Swami Vivekananda, pero probablemente podemos admirarlo y obtener algo de inspiración. Se siente bien el hecho de que antes de nosotros alguien haya hecho este tipo de trabajo y que por ende no seamos los primeros en hacerlo. Al mismo tiempo, si ellos pudieron lograr algo, con Dios de nuestro lado, definitivamente podemos lograr mucho más que eso. Eso siempre me da valor.

Hay una historia sobre Swami Vivekananda que dice así. Sucedió que, cuando su padre murió, toda la carga de la familia cayó sobre él. Había deudas que pagar. Swami Vivekananda era un muchacho muy listo; todos sabemos que lo era. Había leído todo tipo de literatura cuando era un niño. Su inglés era fenomenal en aquellos días. Podría haber sido un abogado prometedor como su padre; podría haber sido cualquier cosa si lo hubiese deseado.
Entonces, un buen día, Swami Vivekananda, quien era Narendra en ese entonces, se acerca a Ramakrishna. Sri Ramakrishna pregunta: "¿Dónde estuviste? Te he estado esperando por tanto tiempo. Ni siuiera puedo comer mi comida sin mirar tu rostro". Narendra dice: "Sigues diciendo estas cosas pero no me ayudas en lo absoluto. No tenemos dinero, no tenemos comida para comer. No tenemos nada". En un libro llamado "El Monje como Hombre", escrito por uno de los seguidores de Swami Vivekananda, es extremadamente doloroso leer esta historia. Yo solo leí 20 o 25 páginas y cerré el libro. No pude soportarlo. No pude siquiera soportar el dolor de pensar que Swami Vivekananda, a quien yo conozco, tuvo que pasar por todo eso. Sri Ramakrishna dice: "¿Qué puedo hacer? Es la madre quien se ocupa de todo. ¿Por qué no vas a ver a la madre y le preguntas?" Narendra, en un estado de desesperación, se dirige al templo de la Madre Kali a rezar. Hace dos años, todos nosotros (yo, mi madre, mi hermano y mi hermana) habíamos realizado una gira por el sur de la India. Swami nos había permitido ir, y mi madre quería visitar algunos templos. En la piedra conmemorativa de Swami Vivekananda en Kanyakumari, hay una hermosa estatua oscura de Swami Vivekananda en su pose más majestuosa. De pronto sentí que Swami Vivekananda cobraba vida, un hombre real de carne y hueso, y yo me sentí tan embelesado, aunque no era una experiencia nueva para mí. De vez en cuando, sigo viendo cosas como estas, vivenciando cosas más allá de los reinos materiales. Es un lugar bastante común para mí ahora. Sus ojos se posaron sobre mí, yo estaba más abajo y él estaba en el pedestal y me preguntó: "¿Esta es tu madre?" Yo dije: "¡Sí! Y luego preguntó: "¿Esta es tu familia?" Yo dije: "Sí, Swamiji". Y teníamos la envidia de la mayoría de nuestras relaciones, ¿cómo habíamos salido de la vida de la clase media y estábamos mirando la vida de la clase alta? Pero hoy, es al revés, y aun así somos las personas más felices. Es la gracia tremenda de Swami. Él puede hacer cualquier cosa. Lo he visto cuidar a personas de la manera más compasiva y magnánima. ¡Tú pides un poco y Él te dará mucho más! Lo he visto muchas veces. Lo último que deberíamos tener es la duda o el temor: "¿Qué pasa si tomamos el camino de Swami Vivekananda? ¿Qué nos sucederá a mí y a mi familia?" Créanme, cuando estamos con Swami, nuestra vida es mucho mejor que la de aquellos que vivieron con otros antes. Tengo el reconocimiento porque escuché al mismo Swami Vivekananda decírmelo a mí. Hoy, no hay tensión, no hay preocupación, no hay ansiedad; la mejor parte es que ni siquiera hay una preparación para el día siguiente. Puedo simplemente despertar, alistarme, salir y saber que las cosas se moverán. El único requisito es levantarme con una mente en paz, salir en un estado de entrega y dejar que las cosas sucedan y comenzarán a suceder. Y observen las cosas que suceden cuando no están preparados, si no permiten que su mente interfiera con la mente de Dios. Observen las cosas maravillosas que pueden suceder, escuelas tras escuelas, hospitales tras hospitales, cientos de personas uniéndose a la misión, miles beneficiándose en todo el mundo y tantas cosas maravillosas que están ocurriendo que no son concebibles por ninguna mente humana ordinaria.

Khartoum - Il governo del Sudan deve indagare urgentemente sulla denuncia di torture e maltrattamenti inflitti a 9 cittadini cristiani detenuti dai Servizi nazionali di sicurezza, dopo accuse di apostasia. Il 13 ottobre 2018, i servizi nazionali di sicurezza di Nyala, nel Sud del Darfur, hanno arrestato 12 fedeli di una Chiesa cristiana locale a Nyala. Tre dei 12 cristiani provengono dalla tribù Nuba del Sud Kordofan, e sono stati rilasciati dopo 2 ore. I rimanenti 9, originari del Darfur, sono stati detenuti per 5 giorni. Liputan6.com, Jakarta - Insiden pesawat Lion Air jatuh di perairan Tanjung Pakis, Karawang, Jawa Barat pada 29 Oktober 2018 masuk dalam daftar kecelakaan fatal udara. Burung besi tersebut dinyatakan hilang kontak pada sekitar pukul 06.00 WIB bersama 189 orang, termasuk penumpang dan kru pesawat.

Penumpang pesawat nahas itu terdiri dari 178 orang dewasa, 1 anak-anak, dan 2 bayi (infant). Dengan kru pesawat terdiri dari 2 kokpit kru dan 6 orang awak kabin.

18. Air Nugini

Sebulan sebelumnya, pada 28 September 2018, pesawat maskapai Air Nugini dilaporkan mengalami kecelakaan. Sekitar pukul 10.10 pada hari itu, burung besi tersebut jatuh di Chuuk, Micronesia.

Pesawat Boeing 737-8BK rute Pohnpei - Chuuk itu membawa 47 orang Detail: Pesawat mendekati untuk mendarat di Bandara Chuuk / Weno dalam hujan ketika mendarat di laguna 500 kaki pendek landasan. Semua orang di dalamnya bisa diselamatkan. Satu penumpang tewas.

17. Global Aircraft Acquisitions LLC

16. Slaver Company

9 September 2018, pesawat Slaver Company mengalami petaka di Yirol, Sudan Selatan. 19 dari 23 orang yang ada di dalamnya tewas.

Pesawat rute Juba - Yirol tengah berusaha mendarat di Yirol dalam kondisi berkabut ketika jatuh ke Yirol Lake. Baik pilot maupun kopilot bersama dengan 17 penumpang tewas.

Empat orang selamat dari kecelakaan itu.

15. UTair

Petaka dialami UTair penerbangan 579 pada 1 September 2018 pukul 02.57 di Sochi, Rusia. Pesawat Boeing 737-8AS itu membawa 172 orang termasuk kru.

Burung besi rute Moskow - Sochi itu berputar beberapa kali karena badai di daerah tersebut. Lalu saat mendekati landasan pacu 6 mereka tak boleh mendarat.

Pesawat itu berputar untuk mencari pendekatan lain, mendarat tetapi tidak dapat berhenti di landasan yang tersisa. Pesawat menabrak pagar pembatas dan berhenti di dasar sungai yang kering dan terbakar.

Seorang pengawas lalu lintas udara saat itu meninggal karena serangan jantung akibat menanggapi insiden tersebut.

14. Horizon Air

10 Agustus 2018 pukul 20.47 tercatat sebagai momen buruk bagi Horizon Air. Pesawat maskapai tersebut dicuri dan jatuh di Pulau Ketron, Washington.

Penerbangan ilegal pesawat yang diparkir di Bandara Seattle-Tacoma oleh seorang agen penanganan darat bernama Richard Russell pemicunya. Pria 29 tahun itu berhasil lepas landas dan dikejar oleh pesawat tempur USAF F-15.

Pesawat itu jatuh di daerah berhutan yang terletak di Pulau Ketron, 25 mil barat daya Bandara SeaTac. Burung besi itu hancur karena benturan dan 'pilot' terbunuh.

12. Aeromexico 2431

Kecelakaan pesawat juga dialami oleh maskapai Aeromexico 2431 pada 31 Juli 2018. Pukul 16.00, burung besi itu jatuh di dekat landasan pacu dan terbakar setelah lepas landas dari Guadalupe Victoria International Airport.

Pesawat terbang itu dilanda angin kencang dan hujan es saat lepas landas.

Musibah yang dialami pesawat rute Durango - Meksiko itu membuat 85 orang terluka, beberapa di antaranya dalam kondisi kritis.

11. Commemorative Air Force

21 Juli 2018 pukul 09.00 tercatat sebagai momen celaka pesawat Commemorative Air Force di Burnet, Texas. Burung besi Douglas C-47 itu membawa 13 orang dalam perjalanan rute Burnet - Oshkosh untuk pertunjukan udara.

Sebuah pesawat vintage C-47 itu jatuh saat lepas landas dan terbakar. Beruntung semua 13 kapal mampu melarikan diri dengan beberapa luka yang berkelanjutan.

10. Martin's Air Charter

Pada 10 Juli 2018, Martin's Air Charter celaka di Pretoria, Afrika Selatan.Saat itu ada 19 orang di dalamnya.

Para saksi melaporkan melihat nyala api dan asap yang berasal dari pesawat rute Wonderboom - Lelystad.

Kru kemudian mencoba untuk melakukan pendaratan darurat di landasan pacu 29 tetapi jatuh dan pesawat terbelah 6 km dari bandara. Satu awak tewas.

9. Fly Sax

5 Juni 2018 pukul 17.00 Pesawat Fly Sax dinyatakan hilang kontak sekitar 40 mil dari tujuannya ke Nairobi. Burung besi tipe Cessna 208B Grand Caravan yang membawa 10 orang di dalamnya kemudian dinyatakan menabrak sisi gunung di dekat Limuru, Kenya.

Tak ada yang selamat dari pesawat Kitale - Nairobi itu.

8. Cubana (disewa dari Global Air)

Pesawat Cubana penerbangan 972 yang disewa dari Global Air celaka pada 18 Mei 2018 pukul 12.08. Boeing 737-201 yang membawa 113 orang itu jatuh di atas area berhutan di Havana, Kuba.

Pesawat rute Havana - Holguin celaka tak lama lepas landas dari landasan pacu 06 di Havana-José Martí Airport dalam proses menuju ketinggian awal, burung besi tersebut belok ke kanan dan kemudian turun sampai menghantam jaringan listrik dan jalur kereta api sebelum hancur di area berhutan.

Seluruh 6 kru bersama 106 penumpang tewas sementara 1 penumpang selamat.

7. Sichuan Airlines 8633

Insiden mengerikan dialami penerbangan Sichuan Airlines 8633 pada 14 Mei 2018 pukul 07.47. Kopilot Airbus A319 rute Chongquing, China - Lhasa, Tibet itu tersedot ke luar akibat kaca depan pecah dan meledak pada ketinggian 32.000 kaki di Chengdu, Tiongkok. Kru berhasil menarik kopilot kembali ke pesawat. Selain terkena suhu beku dan kondisi ekstrem, pilot mampu melakukan pendaratan yang aman.

119 orang yang di pesawat tersebut dalam kondisi baik-baik saja, hanya kopilot dan satu kru mengalami luka ringan.

6. US Air Force

2 Mei 2018 pukul 11.30 pesawat Hercules Lockheed HC-130H milik US Air Force celaka di Port Wentworth, Georgia. Lima orang yang berada dalam burung besi rute Savannah - Tuscon itu tak ada yang salamat.

Pesawat Garda Nasional Air Puerto Rico jatuh ke jalan raya tak lama setelah lepas landas dari Bandara Internasional Savannah / Hilton. Setelah miring ke sisi kiri, burung besi itu jatuh ke tanah.

Unit berumur lebih dari 50 tahun itu terbang ke Tucson untuk dinonaktifkan karena berusia sepuh, namun belum sampai tujuan sudah celaka.

5. Southwest Airlines Penerbangan 1380

4. Algerian Air Force

Momen kelam dialami Algerian Air Force pada 11 April 2018 pukul 08.00 di Boufarik AB, Aljazair. Pesawat Ilyushin 76-TD jatuh tak lama setelah tinggal landas di sebuah lapangan dan terbakar.

257 orang yang berada di pesawat rute Boufarik AB - Bechar - Tindouf tak ada yang selamat. 247 penumpang dan 10 awak tewas.

Insiden ini tercatat sebagai kecelakaan terburuk ke-17 dalam sejarah kecelakaan penerbangan.

3. Whitsunday Air

Penerbangan Whitsunday Air tercatat celaka pada 22 Maret 2018 pukul 15.43 di Pulau Whitsunday, Queensland Utara, Australia.

Eurocopter EC120B yang membawa 5 orang itu jatuh sekitar 40 mil dari Kepulauan Whitsunday dekat Great Barrier Reef Australia. 2 Orang penumpang yang berada di helikopter penumpang yang tidak terjadwal itu tewas.

Pesawat itu tenggelam segera setelah jatuh. Helikopter itu mendekati dekat sebuah ponton yang memiliki ruang pengamatan bawah air untuk melihat terumbu karang.

2. Lite Air Express

Pesawat rute Dhaka - Kathmandu itu diamati terbang rendah setelah mendapatkan izin mendarat. Tak lama kemudian burung besi itu jatu dan terbakar.

WHO ARE NOT ALIGNED AGAINST ISRAEL IN EZEKIEL 3839 BATTLE

In Ezekiel Chapter 38, there is NO mention of Israel’s neighbors joining in allegiance with the powers from the North. NO mention of:

Lebanon
Egypt
Saudi Arabia
Syria
Jordan
Iraq
Palestinians

The conflict described in Ezekiel Chapters 38 and 39 involves the powers from the North.

Son of man, set your face against Gog, the land of Magog, the chief prince of Meshech and Tubal, and prophesy against him,

And say, This is what the Lord G-D says; Behold, I am against you, O Gog, the chief prince of Meshech and Tubal:

And I will turn you back, and put hooks into your jaws, and I will bring you forth, and all your army, horses and horsemen, all of them clothed with all sorts of armor, even a great company with bucklers and shields, all of them handling weaponry:

Persia, Ethiopia, and Libya with them; all of them with shield and helmet:

NOTICE: Magog is a people group, while Gog is a Satanically inspired leader of that people.

Wilhelm Gesenius was a renowned German Biblical critic and pioneer of critical Hebrew lexicography and grammar. Here is his analysis of the “movers and shakers” in this passage.

Meshech was a barbarous people known as Moschi who dwelt in the Moschian mountains; the root from which the city of Moscow [derived] its name.”

However, Mushki (MŠK) of central and western Asia Minor, known in the classics (Homer, etc.) as Phrygia, fits very well. These people were well known to Ezekiel, and this may be the easier interpretation

We know that Persia is synonymous with present day Iran.

Tubal, Gomer and Togarmah represent sections of Turkey.

WHAT IS EZEKIEL SAYING TODAY

Read carefully Ezekiel Chapters 38 and 39. Then compare what you have read with the following synopsis. I think you will agree.

Russia, Turkey, Iran and other Middle East and North East African nations will form an alliance to attack Israel.

G-d will defeat this alliance of Magog and others on the hills of Israel, and leave only 17 percent of them.

It will take seven months to bury the dead bodies, and seven years to burn the implements of war (probably radioactive elements).

The victory for Israel will be so great and miraculous that ALL nations will realize that the G-d of Israel is the LORD.

Thus says the Lord G-D; Are you, Gog, the one of whom I have spoken in old time by my servants the prophets of Israel, which prophesied in those days many years that I would bring you against them?

And it shall come to pass at the same time when Gog shall come against the land of Israel, says the Lord G-D, that my fury shall come up in my face.

For in my jealousy and in the fire of my wrath have I spoken, Surely in that day there shall be a great shaking in the land of Israel;

So that the fish of the sea, and the birds of the heaven, and the beasts of the field, and all creeping things that creep upon the earth, and all the men that are upon the face of the earth, shall shake at my presence, and the mountains shall be thrown down, and the steep places shall fall, and every wall shall fall to the ground.

And I will call for a sword against him throughout all my mountains, says the Lord G-D: every man's weapon shall be against his brother.

And I will plead against him with pestilence and with blood; and I will rain upon him, and upon his bands, and upon the many people that are with him, an overflowing rain, and great hailstones, fire, and brimstone.

This is how I will magnify myself, and sanctify myself; and I will be known in the eyes of many nations, and they shall know that I am the LORD. Ezekiel 38:18-23

PLAYERS IN ALIGNMENT AGAINST ISRAEL IN EZEKIEL 38–39

Think about this: the players today in alignment against Israel are the same as mentioned in Ezekiel Chapters 38 and 39. We know this because of the cognate forms of names used in the original Hebrew. The only difference is … they have NOT attacked yet.

Meshech―Central and Western Asia (and part of Turkey)

The Triumvirate of Testing for Israel at this moment is: Russia, Iran, and Turkey. Russia cavorts with whomever, always seeking the balance of power: its own. Iran wants to exterminate anyone the Mad Mahdi doesn't approve, which happens to be ALL non-Muslims. And Turkey, is coming out of the closet, in preparation for her role as the headquarters for New World Governance.

RUSSIA

Russia has been attempting to attach its holdings in previous Soviet Bloc countries to prevent NATO encroachment into these areas. It was strategically taking advantage of the recent American president's (Obama) weakness in military experience and foreign policy negotiations.

IRAN

Iran wants to fill the void in the Middle East which resulted from the invasion of Iraq. (This also happens to be a goal of Turkey.) Iran, under the leadership of the Grand Meany and his puppet Barney Fife want to bring destruction and chaos to ALL non-Muslim people and nations.

Iran now has the capability to produce a nuclear weapon. It has warhead capability.

Many of America’s closest Mideast allies, particularly Israel and Saudi Arabia, have warned Washington against concluding a deal with Tehran. When Obama was President of the USA, Arab countries, in particular, worried that the U.S. would forge a closer relationship with Shiite Iran to confront radical Sunni groups, such as Islamic State and al Qaeda.

That was folly, because as Prime Minister of Israel, Benjamin Netanyahu pointed out in his speech to the USA Congress, “the enemy of your enemy―in this case―is (still) your enemy!”

The MAJOR reason Iran is NOT attacking Israel right now is to give Iran TIME to produce several bombs first. A secondary reason previously was as a major bargaining chip with the USA. Iran knew the recent USA President Obama had NO military background and was without experience in war strategy or military diplomacy. Iran felt the recent USA president was weak and would easily be dissuaded with rhetoric, using his Muslim upbringing as a tool on the chessboard.

If Iran can gain BOTH time and privilege, it will be a bonus toward their efforts. After using the recent USA President, and after gaining hard assets and other desirables earned via diplomacy, Iran was in even a better position to attack Israel. However, President Donald Trump withdrew from the Iran deal and placed hard sanctions once again against Iran. If, however, no advantageous benefits are to be realized from the USA, Iran can still attack Israel; all the while having created BOTH a situation of non-apprehension while creating more bombs.

TURKEY

As I mentioned in my podcast, Confidential: Intel for Israel, (12 Feb, 2009), Turkey will be the new headquarters for the New World Governance. In due time it will become obvious that it will in effect be the (clandestine) headquarters of the NIO: New Islamic Order.

As the Global Governance center, Turkey will come into position after breaking away from its previous European and Western associations, andas the Eastern leg of the old Roman Empireit will be the epicenter of Islamic geopolitical and financial concourse.

Already, since I provided this information in 2009, we have seen (via Vaadat Orchim) that Turkey is parlaying and weighing her odds for partnership to her greatest advantage: Russia (and the Caucasus), Saudi Arabia, or Iran. Eitheror allof the three, as bedfellows, will still have the stamp of Islam.

Dass Kleopatras Selbstmord den Untergang des altes Ägyptens ausgelöst hat, ist nur eine Legende. Der wahre Grund für den Niedergang der großen Volksmacht ist viel dramatischer als eine politische Zankerei. 

Nun konnten Wissenschaftler erstmals den Dominoeffekt von dem damaligen sozialen Aufruhr über den verheerenden Klimawandel bis zum Ausbruch eines Vulkans zurückverfolgen.

Ein Team von Historikern hat einen Zusammenhang zwischen vulkanischen Aktivitäten und dem Wasserstand des Nils entdeckt. Die Forscher glauben, dass der Fluss eine zentrale Rolle beim Untergang der Kultur gespielt haben könnte.

Klimawandel und soziale Unruhen gehen oftmals Hand in Hand. Es kommt zu einschneidenden Veränderungen in Politik und Wirtschaft, die gesamte Zivilisationen auslöschen können. Der Gedanke war also naheliegend, dass dies auch im Fall von Ägypten so geschehen sein könnte. 

Ein Vulkanausbruch hat den Wasserstand des Nils sinken lassen

„Deshalb sind die Aufzeichnungen klimatischer Veränderungen so wichtig“, schreibt Joseph Manning, einer der Autoren der Studie, von der Yale University. „Zum ersten Mal erkennen wir eine dynamische Gesellschaft im damaligen Ägypten, und haben nicht nur eine starre Beschreibung von ein paar chronologisch geordneten Texten.“

Die Forscher bezogen sich auf frühere Studien, die Daten von Vulkanausbrüchen der vergangenen 2.500 Jahre zusammengetragen hatten. Vulkane müssen ihre Lava nicht direkt in euren Vorgarten speien, um zum Problem zu werden. Asche und Schwefelpartikel können sehr weit durch die Luft geschleudert werden und Sonnenlicht reflektieren. Das kann auch in weit entfernten Teilen der Erde die Temperatur und den Regenfall beeinflussen.

Um festzulegen, wie Ägyptens Wetter damals durch Vulkanausbrüche beeinflusst worden sein könnte, nahmen die Wissenschaftler den Nilometer von Roda zur Hilfe. Der Wasserstandsmesser steht auf der Südspitze der Insel Roda in Kairo und zeichnet bereits seit dem 7. Jahrhundert die Wässerstände des Nils auf. So konnten die Wissenschaftler die hohen Wasserstände und Fluten mit Vulkanausbrüchen auf der ganzen Erde abgleichen und schließlich anhand historischer Schriftstücke Rückschlüsse auf die damalige Zeit ziehen.

Der Nil war das Zentrum des damaligen Lebens

Am Ende erhielt das Team ein vollständiges Bild der Nilverhältnisse während der Zeit des alten Ägyptens. Es stimmt überein mit den tektonischen Aktivitäten der Erde.

„War der Wasserstand des Nils normal, dann gehörte das Niltal zu den landwirtschaftlich produktivsten Orten der damaligen Welt“, schreibt Klimahistoriker Francis Lodlow vom Trinity College in Dublin. „Doch der Fluss war sehr anfällig für instabile Wasserstände.“

Heute ist der Nil als der längste Fluss der Welt berühmt, doch damals war er das Zentrum für praktisch alles. Jeden Sommer hat ein Monsun den Fluss gefüllt, der Wasservorräte lieferte und fruchtbaren Schlick angespült hat. Ohne dieses jährliche Ereignis wäre Ägyptens Landwirtschaft ins Straucheln geraten, Nahrung wäre knapp geworden, der Handel hätte gelitten. 

Historische Aufzeichnungen belegen, dass es eine solche Periode tatsächlich gegeben hat — nach dem Tod von Alexander dem Großen, 232 vor Christus. Dann, unter der Herrschaft von Königin Kleopatra, ereignete sich ein Vulkanausbruch auf der anderen Seite des Erdballs. Dadurch gelangte so viel Asche und heißes Gas in die Atmosphäre, dass der Monsun ausblieb und eine Hungerkatastrophe auslöste. 

Ein Vulkanausbruch kann eine weltweite Katastrophe auslösen

Zu dieser Zeit herrschten Unruhen, das Römische Reich nahm weite Teile Europas ein. Kleopatras Herrschaft litt zusätzlich unter einer massiven Nahrungsknappheit und Plagen, die sich in den Städten ausbreiteten. Dieser soziale Zusammenbruch spielte Rom in die Karten, nachdem Kleopatra dann 30 vor Christus unter bis heute nicht geklärten Umständen starb.

Wissenschaftler glauben nicht, dass wir in diesem Jahrhundert einen Vulkanausbruch erleben werden. „Doch das könnte sich sehr schnell ändern“, sagte Manning. „Wir müssen genauer untersuchen, welche Auswirkungen das heute hätte. Vor allem auch darauf, wie das Wasser des Nils zwischen Äthiopien, dem Sudan und Ägypten aufgeteilt wird.“

Die Studie zeigt, wie verheerend die Auswirkungen eines Vulkanausbruchs sein können. Vor allem mit Blick auf den Vulkan im Yellowstone Nationalpark, der früher ausbrechen könnte als zunächst angenommen, stellen sich Forscher nun die Frage, wie eine weltweite Katastrophe verhindert werden kann.

The precariat is a new global class. However, this class needs political representation and social power. Can the Progressive International be one way to do this?

In September, Yanis Varoufakis, leader of DiEM25 and MeRa, made a declaration in which he called for establishment of a new international. Soon after that, Bernie Sanders – symbolic leader of progressives and democratic socialists in the US – supported that declaration by underlining the need for an international movement that will fight against injustices emanating from late-capitalism and rising neo-fascism. Both of them emphasized that this new international front is a must for all progressives around the world because neo-fascists are very well organized and on the verge of  grasping political power everywhere that there is an absence of a strong response from left.

The argument of the declaration is clear: as progressives we need an urgent response and the international could be one way to do it! It is apparent that this joint manifesto by Varoufakis and Sanders came at just the right time. But are progressives ready for this international movement? How can we, disorganized progressives, fight against organized capitalism and neo-fascism?

We believe that progressives need an agenda committing us to action and to organising ourselves for a fightback against the establishment. This article aims to contribute to this agenda and the discussion around what further steps are needed to establish a progressive international.

Worldwide social and political injustice

We argue that the world entered a stage where the crisis of the different geographies has a common root: social and political injustice. That is why, the call for a new international is extremely necessary in today’s world. On the one hand, people are exposed to the increasing anxiety, anger, isolation and the precarity in their everyday life: on the other hand, they suffer from the lack of mechanisms to participate in the decision-making process and political freedom. Even in the advanced democracies people are now exposed to the increasing authoritarianism accompanying the rise of right-wing populism and emergence of autocratic leaders.

Here, a need for political action emerges. As an important tool of this political action, a progressive international can energize the left and progressives around the world. But the question is what should be done to mobilise this? In what domains could this progressive international seek to intervene? How can progressives be organized? What are the limitations? Whose demands and what functions will be articulated and represented by this new international?

First of all, we need a diagnosis. The program and discourses of the new international have to respond to the changing relations of production of the twenty-first century. The class structure is not the same as in the twentieth century. Now, throughout the world, as Yanis Varoufakis outlined in his manifesto, a new class is burgeoning: the precariat. Hence, we can argue that the global conditions and demands of the precariat have to be represented by this new progressive international.

Today, precarity is a global phenomenon across borders, from the US to China, from the UK to Sudan. In each part of the world people suffer feel more precarity than ever, leading to a sense of aimlessness in life and uncertainty about the future. The same questions arise: “Why do I work?”, “Why do I try to find a work?”, “Do I work all day and then relax with Netflix in the remaining hours left to me?”, Will I be fired if I do not agree with my boss?”, “How can I pay my debt without a proper job and a home?”.

These kinds of questions plague people, leading to anxiety, fear and anger. As Paul Virilio put it in Libération in 2010, all these feelings are globally common. We, as Turkish political scientists, observe the same phenomenon in Turkish society as well. Thus, the violence of uncertainty in everyday life strongly affects our capacity for humanity. Furthermore, the fate of individuals and societies around the world are becoming increasingly common. Precarity does not recognize borders, nationalities, religions or deep-seated ethnic and racial prejudices. Precarity and its consequences are global. This makes the precariat a new global class. However, this class needs political representation and social power. Can the Progressive International be one way to do this? But enough diagnosis. What global action can be expected to emerge from all these global feelings?

Think and act globally as well

Political-economist Wolfgang Streeck argues that the institutions that can act at the global level are those like the CIA and Goldman Sachs. Therefore he urges progressives and leftists to “think globally and act locally”. However, we need more than that.

In the first phase, the progressive international may be prevented from acting at the global level, due to its lack of organizational capacity. However, from the beginning it has a serious responsibility to increase the awareness and visibility of our common fate and feelings. This awareness and international solidarity would help progressives around the world to challenge neoliberals and neo-fascists. In the lack of alternative ideals and future, ordinary people lose hope and may be prone to supporting neo-fascist movements. But if the progressive international reminds all these people that they are in fact experiencing the similar conditions of a social class, the precariat, an alternative ideal and future can emerge.

Secondly, the progressive international has to strive for the social empowerment of precariat members around the world. If precariat members were socially empowered, the precariat would have the potential to transform the unjust and unequal relations of the system. But for this, it needs a political programme galvanized by persuasive symbols and the ideal of justice. The ideals of political and social justice are concrete symbolic forms of the claims of both the precariat and progressives everywhere.[iii]

Allies and enemies

Thirdly, we believe that this international movement cannot limit itself to western Europe and north America. Precarity and the precariat are global and people are bound to each other everywhere. Even if this international proves successful in western Europe and north America, its gains will always be at vulnerable to the extreme inequality and injustices experienced in more remote parts of the world.

It should be underlined that neo-fascism is strengthened from the flow of immigrants escaping from unjust and unequal conditions. The problem is neither solely neoliberalism nor neo-fascists, but both. This is why the Varoufakis-Sanders international recognizes as its enemy the alliance of neo-liberals and neo-fascist governments around the world everywhere.

The world needs both political and social justice to effect progressive change. However, the precariat cannot transform the world on its own. It needs support from the members of other social classes including plutocrats, political and financial elites. Karl Polanyi says the determining factor of the success of a social class is the support coming from other social classes. We accept that it is not simple to get support from others. Though, the more power the precariat gains, the more support they will get from other classes too. The Progressive International has to strive for this.

Furthermore, the Progressive International should provide a multi-strategy for different contexts. Although social and political injustice is a global phenomenon, different countries suffer from these in varying degrees. In the middle of Europe, populist governments violate the principal institutions of democracy: freedom of the press, freedom of expression, the rule of law, even fair and free elections are under threat. Thus, people cannot find a space to raise their voices especially if they are ruled under authoritarian governments.

So in this global movement, progressives have to consider the historical, political and social contexts of specific countries to mobilize the masses. Putting social justice claims forward by shadowing political justice issues in countries such as China, Turkey, Hungary and India may be the most effective way for progressives to operate in these countries thanks to the high degree of political polarization.

Finally, how can members of the precariat organize themselves? The answers to this question do not come easily and this makes the calculations of the Progressive International necessarily a long shot. It is a topic for a future article. But let us explain as clearly as we can: there is no victory without sacrifice. Every one of us, the precariat, already pays a high price in political and economic sufferings. In this time that is coming, at least let our suffering be for an ideal: the transformation of the world into a just place.

In a nutshell, the Varoufakis-Sanders joint initiative is a very timely move. It needs global support especially but not exclusively from progressives around the world. While neo-fascism continues its shadow boxing with neoliberal capitalism, progressive ideas need to make their own argument at the global level and fight for ageless ideals: equality and freedom!

What's up Doc? My interpretation is that this new rate is a change from historical rates. It may not appear to be much of a change, but it is significant because people have theorized that when the rate gets to .001, then all that will need to be done is to remove the three zeroes to get to a 1:1 parity. It is interesting to me that the daily rate is .001 but the 52 week range is .0008-.0009. Not sure how this can be so because .001 is outside of the range. Maybe it is a weekly average rate that hasn't changed yet or just a typo. Anyway, IMO people are excited because the next possible change would be to drop the zeroes for a 1:1 rate. As always, time will tell. Hope this helps. MRT

          La fecondazione in vitro potrebbe salvare i rinoceronti bianchi settentrionali dall’estinzione      Cache   Translate Page      

Nel mondo rimangono solo due esemplari di rinoceronte bianco settentrionale (Ceratotherium simum cottoni) due femmine: Najin e Fatu - figlia e nipote di  Sudan, l'ultimo maschio rinoceronte bianco settentrionale, morto all’inizio di quest’anno all'età di 45 anni – che vivono a Ol Pejeta Conservancy, in Kenya, dove sono sorvegliate 24 ore su 24. Ma entrambe hanno problemi di salute e non possono riprodursi naturalmente.

Il rinoceronte bianco settentrionale si può quindi considerare estinto, ma lo studio “Contrasting evolutionary history, anthropogenic declines and genetic contact in the northern and southern white rhinoceros (Ceratotherium simum)” pubblicato su Proceedings of the Royal Society of London B. da un team internazionale di ricercatori guidato dal sudafricano, fornisce una nuova speranza.

Infatti, il team di ricercatori sudafricani, britannici, cechi, austriaci, tedeschi e statunitensi  guidato da Yoshan Moodley del Dipartimento di zoologia dell’University of Venda ha dimostrato che il DNA di questa sottospecie di rinoceronte decimata dal bracconaggio è più strettamente correlato di quanto si pensasse in precedenza al suo cugino bianco meridionale. (Ceratotherium simum simum) e che «La creazione di ibridi di rinoceronte usando la fecondazione in vitro avrà probabilmente un esito positivo, anche se questa opzione è considerata l'ultima risorsa».

I rinoceronti bianchi si sono divisi circa un milione di anni fa in due popolazioni distinte che vivono nel nord e nel sud dell'Africa, ma l'analisi approfondita del DNA di rinoceronti viventi e di esemplari museali ha dimostrato che popolazioni di rinoceronti settentrionali e meridionali si sono mescolate e accoppiate più volte, forse fino a 14.000 anni fa.

Uno degli autori dello studio Michael Bruford, della Cardiff School of Biosciences dell'Università di Cardiff ha spiegato a BBC News che «Nonostante abbiano iniziato a divergere un milione di anni fa, abbiamo dimostrato che durante tutto questo  periodo si sono scambiati i geni, forse fino a poco tempo fa, quando la savana africana si espanse e ricollegò le due popolazioni. Quindi, se si sono scambiati dei geni di recente, questo potrebbe implicare che potrebbero farlo ora».

Un tempo il rinoceronte bianco settentrionale occupava un areale che va all'Uganda al Sud Sudan, dalla Repubblica democratica del Congo al Ciad, ma la caccia illegale per i corni di rinoceronte ha causato un rapido declino di questi formidabili animali e nel 2008 la sottospecie di rinoceronte è stata dichiarata estinta in natura.

Dopo la morte di Sudan, l'ultimo maschio, la sottospecie non sembrava più avere nessuna speranza.

Invece il rinoceronte bianco meridionale che vive nell'Africa meridionale, compresi Sudafrica, Namibia e Zimbabwe gode certamente di migliore salute. Anche questa sottospecie è stata e continua ad essere oggetto di un massiccio bracconaggio, ma  dopo che era calato a pochi centinaia di individui, i Parchi, le riserve e le iniziative di conservazione di governi e ONG hanno fatto risalire la popolazione a circa 20.000 esemplari che vivono in aree protette e in riserve di caccia private.

La sopravvivenza del rinoceronte bianco settentrionale sembra impossibile e l’ultima speranza di evitarne l’estinzione definitiva sono di Najin e Fatu  e la fecondazione in vitro (FIV) o la clonazione.

Gli scienziati hanno a disposizione uno stock di sperma congelato di rinoceronti bianchi settentrionali, ma ricercatori e ambientalisti sono divisi su come dovrebbe essere usato.

A luglio un team di ricercatori italiani, tedeschi, australiani, cechi e giapponesi ha pubblicato su Nature Communications lo studio “Embryos and embryonic stem cells from the white rhinoceros” nel qualedescrive il prelievo di  ovuli di femmine di rinoceronti bianchi meridionali  che poi sono stati fecondati con lo sperma congelato di un maschio di rinoceronte bianco settentrionale, per creare embrioni ibridi.

Il nuovo studio suggerisce che questo tipo di approccio potrebbe funzionare, «dato che i due rinoceronti sono geneticamente più vicini di quanto si pensasse una volta».

Bruford. Conferma: «Pensiamo che migliori le possibilità, E’ difficile prevedere cosa potrebbe accadere se incrociamo le due sottospecie ma, date le opzioni attuali, per il rinoceronte bianco settentrionale diventa la scelta più praticabile, in caso di fallimento di altri approcci».

Le altre opzioni includono l'utilizzo di tessuto congelato da un pool più ampio di rinoceronti bianchi settentrionali per produrre cellule staminali che hanno la capacità di svilupparsi in ovuli e spermatozoi. Questo eviterebbe di diluire il pool genetico, ma è più difficile da ottenere.

The evaluation includes starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency, and labor market regulation.

On the overall ranking of ease of doing business, the World Bank evaluated 190 countries, including 54 in Africa. Sudan ranked 162. This compares with 120 for Egypt and 185 for South Sudan.

Yesterday, during bilateral meetings in Washington, D.C., Deputy Secretary of State John J. Sullivan and the Sudanese Foreign Minister Dirdeiry Mohamed Ahmed discussed the launch of the “Phase II” framework for our bilateral engagement. Phase II is designed to expand our bilateral cooperation, facilitate meaningful reforms to enhance stability in Sudan, and achieve further progress in a number of areas of longstanding concern. The United States welcomes Sudan’s commitment to making progress in key areas. Those key areas include expanding counterterrorism cooperation, enhancing human rights protections and practices, including freedoms of religion and press, improving humanitarian access, ceasing internal hostilities and creating a more conducive environment for progress in Sudan’s peace process, taking steps to address certain outstanding terrorism-related claims, and adhering to UN Security Council resolutions related to North Korea. As part of this process, the United States is prepared to initiate the process of rescinding Sudan’s designation as a State Sponsor of Terrorism if the determination is made that all of the relevant statutory criteria have been met, and if Sudan makes progress in addressing each of the six key areas of mutual concern prioritized by the Phase II framework. The United States is ready to cooperate with Sudan and to monitor progress as we seek meaningful developments for the benefit of the Sudanese people and the region.

With all eyes on mid-term elections in the United States, almost no one noticed that on the same day the US State Department quietly told just three journalists that it would, under certain circumstances, lift its designation of Sudan as a state sponsor of terrorism.

Sudan has a long legacy of abuses against its own people. During its 22-year long civil war in southern Sudan, roughly two million died and another four million were displaced. Then, in the western region of Darfur, government and militia forces destroyed thousands of villages and pushed millions of civilians off huge swathes of land, killing hundreds of thousands. The US accused Sudan of genocide in 2004, and the International Criminal Court brought charges of war crimes, crimes against humanity and genocide against Sudan’s President Omar al-Bashir and others.

Despite this, the US began the process of “normalizing” relations with Sudan in the last days of the Obama administration, lifting broad economic sanctions that were imposed 20 years earlier. The US cited “continued progress” in reducing offensive military operations in Darfur, Southern Kordofan and Blue Nile; improving humanitarian access; and cooperation on counterterrorism and other goals.

But the US did not require any progress on human rights. And Sudan’s security forces have continued to attack civilians and open fire on peaceful protesters. Its security agents continue to detain activists and bring trumped-up criminal charges against them and use torture and other forms of ill-treatment against detainees. The government censors the media, and arrests non-Muslims, charging them with apostasy, punishable by death.

Nearly two years later, “phase two” of normalizing US-Sudan relations finally mentions human rights, lumped together with religious freedoms, as one of six areas that Sudan needs to work on to get off the State Sponsor of Terror list, where it’s been since 1993. But it does not say how it will measure progress and still lacks benchmarks. Sudan has long sought removal from the list, which would make it eligible for loans and debt relief. But despite that incentive, without clear benchmarks, it’s hard to see Sudan being held accountable to make real improvements to its appalling rights record.

No wonder the US and Sudan prefer to celebrate their deal in private.
