Laura, thanks for your comment and question. Honestly, I can't remember the first time, but, I will tell you, I had a "public participation" training early in my career that ingrained in us the importance of community buy-in.

After learning about both the Chesapeake Bay Watershed and the restoration of smaller watershed in the valley that drained into the Chesapeake Bay, achieving a restored watershed seems much more obtainable than the big picture perspective I had before taking this class. Poague Run, as is the topic of this article and as we learned about in class, is a prime example of the small steps that communities need to take to clean up and restore out waterways. At this point it is no longer a question of water quality, but rather a question of extinction or, more specifically, the sharp decline in Brook Trout populations. I think that it is very important that we have community organizations, such as the Valley Conservation Council, to push people towards working for a cleaner watershed. In a way, they can be much effective than a larger organization such as the Chesapeake Bay Foundation because they have deeper community roots. Public education, such as the longer article that was published in the VA Wildlife Magazine, is the key to a healthy ecosystem. The inclusion of children into the Poague Run restoration project gives children the opportunity to engage themselves in the movement (and some fun). My love for nature and natural resources stems from my family’s cross-country road trips and national parks visits growing up, so I know firsthand the importance of engagement at a young age.

I think you've spoken about the Poague Run restoration before in class, so I may have said this previously, but it's much more motivating to hear success stories like this one than to constantly hear stories about devastation from the pipeline, how climate change is destroying the planet, etc. It's so amazing that you've been a part of an effort that involves the community, various organizations, researchers, etc. There are so many great takeaways in this story that can be applied to virtually any community project anywhere around the world. The concept of involving all stakeholders in projects like this is "easier said than done" obviously; what was the first project/experience that you had where you learned how important involving community is? In my experience there's more of an emphasis on bringing your own education and knowledge to a project and acting like an overlord than working alongside folks.

As we continue to explore food memories of mine, I think it's time to turn to travel and the food memories that come with it. When I was really young there weren't a lot of fast food places the way there are now. You could go for hours without seeing a place to eat and there was no huddle at exits of Burger King and Taco Bell, McDonalds and IHOP. When you had to make an effort to find a place to eat while on the road, it was more of an experience. It could be a good experience or a terrible one. Fast food places are usually franchises and that means that they keep the food the same and the standards the same. Predictable but boring. Local places can be greasy spoons or they can have excellent food or anything in between. No matter what, they are rarely boring.


About the only place I can think of that was a franchise restaurant in the 50s was Howard Johnson's Restaurants. They were usually located near the freeway or turnpike or main road in the area and their portions were fairly generous. That was on the East Coast so I couldn't tell you about other places in the country. Since eating out in general was too expensive if you had a party of eight or more like my full family did, the only time I remember eating at a Howard Johnson's was with a friend and her family.


We had fried clams. They did have a nice seafood flavor but were mostly breading and were really chewy. That's about all I remember. There were fries and tartar sauce and maybe a leaf of iceberg lettuce or two. I love seafood, but this wasn't worth repeating.




On the other hand, Dad took a few of us fishing at Chincoteague Island one summer and we ate fish at a local place, but I don't remember the name of the place. It was clean but not at all fancy, with oilcloth as tablecloths and paper napkins. The fried fish and hush puppies were outstanding, moist inside and crispy outside and full of flavor! We also were allowed to order soda to drink, which was a rare treat. A recent meal at Courtney's, a seafood place in Maryland near the Chesapeake with Sweetie, Kate, my younger brother and the pirates was very similar. Really great seafood, but not fancy at all. The boat in the second photo was pulled up to the dock right by Courtney's...I think the owner was going in to have some of that wonderful seafood.

In the early 70s when I was traveling a five state territory on the East Coast for my job, I always tried to eat at local places because the food was usually better and often cheaper than in the restaurants that were part of the hotels and motels I stayed at. Blue Plate specials at small restaurants were usually an excellent choice and I ate some great short ribs, meatloaf, stuffed peppers and fried chicken this way.


In the morning I would usually eat breakfast at the lunch counter of the drugstore I called on first. I usually just had eggs and bacon and toast and coffee or tea, but the fun part was listening to the locals discuss the issues of the day, particularly local concerns. I always had a morning paper to look at so that it wasn't obvious that I was listening in on their conversations. Since I traveled to big cities and tiny rural towns and everything in between it was an education. As a matter of fact, I thought of it as my version of grad school. I still remember the amazement of the Pennsylvania Dutch folks who made an old fashioned ice cream that had chew to it when I paid a fair amount to have some wrapped up with dry ice so that I could take some home to Dad in Virginia. He used to talk about the ice cream of his youth that was so much like that. At the time most grocery store ice cream was pumped full of air. He was pretty amazed, too, but delighted with this vanilla ice cream with little specks of vanilla seeds and a firm, chewy texture and rich, rich flavor. There was a lot of butter fat in that ice cream!

I still think about what I learned, especially these days when my country seems so divided politically. The concerns of city folks were often very different from those in the suburbs and very much different from people in the rural areas. I think part of our current dysfunction stems from the fact that we don't get exposure to what ordinary, regular people are really interested in or worried about in the various sectors of our society and country. We tend to hang out with and hear from those who think like we do and the internet makes it easy to be cut off from differing views. Travel is an antidote, especially if you leave the interstate and try eating at local places. Just remember to carry some reading material to cover your eavesdropping!

High pressure will move overhead through Thursday, with the next
low pressure system moving across the region Friday. Canadian
high pressure will build overhead during the weekend.

&&

.NEAR TERM /THROUGH TONIGHT/...
A ridge of surface high pressure will build overhead through today
and tonight, keeping most locations dry. However, a shortwave in the
fast southwest flow aloft will move across the Mid Atlantic states.
This will lead to an increase in mid level clouds by the afternoon,
and potentially even a few light rain showers or sprinkles from this
afternoon and into the first half of tonight, mainly west of the
Blue Ridge and into central VA and southern MD. However, most
locations will remain dry and any precipitation will be very light.
High temperatures today will reach the 60s across the majority of
the region, with lows tonight in the 30s/40s.

&&

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
Surface high pressure will be at its strongest overhead on Thursday.
This will lead to a partly to mostly sunny day with high
temperatures in the 50s for most.

By Thursday night, a large upper level trough will dig southward
into the northern Plains as additional upper level energy ejects
eastward from Colorado and into the mid-Mississippi Valley. This
will eventually lead to surface cyclogenesis near the Ohio
Valley by Friday morning with warm air advection ensuing across
the mid- Atlantic Thursday night and into Friday morning. Thus,
expecting increasing chances of rain Thursday night, and
especially on Friday as the surface low moves northeastward
through the eastern Great Lakes, dragging a cold front towards
the region and secondary cyclogenesis occurs along the eastern
seaboard during the day Friday. There is potential for some
light mixed precip across the highest elevations Thursday night
into Friday morning, but little if any accumulation/impact
expected. Lows Thursday night in the upper 30s to low 40s, with
highs Friday in the 40s/50s.

Cold air advection will follow the frontal passage Friday night,
with shower chances tapering off, except across the upslope region
near the Allegheny Front, where a period of upslope snow appears
likely. Lows will range through the 30s to low 40s.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
Low pressure will be departing to the northeast Saturday as Canadian
high pressure builds in from the Ohio Valley. The pressure gradient
between the two will result in blustery northwest winds, which will
usher in a winter-like airmass to the Mid-Atlantic.

The high center will begin to retreat to the north Sunday night as a
large trough digs into the central part of the country. ECMWF/UKMET
are slower and deeper (ECMWF actually cuts the low off) as opposed
to the GFS/CMC. The slower and deeper solution allows additional
time for the high (source of cold air) to lift out, and also results
in a low track up the Appalachians, whereas the quicker solution
keeps the low track offshore with less time for cold air to exit.
This brings precipitation type into question, particularly over the
higher terrain. For now, will broad brush a chance of rain or snow
over higher terrain where its climatologically most favorable at
this time of the season, with plain rain elsewhere. Also was more
broad with PoPs given timing differences, with chances peaking
Monday night into Tuesday. Although precipitation is likely at some
point early next week, did not have the confidence to go with likely
PoPs in any one 12-hour period.

&&

.AVIATION /08Z WEDNESDAY THROUGH SUNDAY/...
Predominantly VFR is expected through at least Thursday. Some patchy
fog is possible early this morning, but drying westerly flow will
lead to a decrease in coverage towards sunrise. Otherwise, mid-level
clouds will be on the increase today, and a few light
sprinkles/showers are possible, mainly CHO. Most terminals will
remain completely dry. VFR will continue tonight and Thursday under
surface high pressure.

Chances for low stratus and rain will increase later Thursday night
and especially Friday as a low pressure system moves towards the
region. MVFR/IFR likely.

VFR expected this weekend with NW winds (gusty Sat, 20+ kts).

.MARINE...
Mainly sub-SCA conditions are expected today. A brief period of near-
SCA winds are possible early this morning, but should be short-lived
and sporadic if it occurs. A northerly surge of winds is then
expected late tonight and into Thursday, and a SCA is in effect for
portions of the lower tidal Potomac and central Chesapeake Bay.

Additional SCA conditions are then possible Friday and Friday night
as another low pressure system affects the waters.

Gusty NW winds between low pressure departing into New England and
high pressure building in from the Ohio Valley will likely warrant a
Small Craft Advisory Saturday.

.TIDES/COASTAL FLOODING...
Anomalies are expected to decrease slightly through tonight in
northerly flow, but increase again as flow goes onshore with the
approach of low pressure moving up the coast late in the week, which
could result in near minor flooding at some locations.

.SYNOPSIS...
Low pressure will move northeastward from Michigan into southern
Ontario today. A cold front associated with this low will pass
through our area during the day today. High pressure will
return for the middle portion of the week, but low pressure will
impact the area Friday. Canadian high pressure will build
overhead during the weekend.

&&

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
Surface low pressure over southwest Michigan early this morning will
move northeastward and into southern Ontario through the day today.
A warm front will lift northward this morning followed quickly by a
surface cold front this afternoon. Areas of drizzle, low clouds, and
fog exist across the region early this morning and this will persist
for much of the morning.

Out ahead of the cold front, southwest low level flow will markedly
increase with 850mb winds of 60 knots overspreading the area. This
may lead to a window of near Wind Advisory criteria gusts (~40
knots) over the ridge tops of the Allegheny Front and Blue Ridge,
but have kept slightly below given likely sparse nature. Some weak
instability (100-500 J/KG) of SBCAPE will develop out ahead of the
cold front, although areal extent of this is in question given
widespread low clouds this morning. An area of showers and possibly
some embedded thunder will then move from west to east along and
ahead of the front through today, from roughly 7-11 AM west of the
Blue Ridge, to 9AM-2PM in the metro corridor, and in the afternoon
hours in southern MD. With marginal instability but high shear
levels, potential does exist for a severe threat, mainly in two
forms. The primary threat will be associated with a "fine line"
along the front, with a secondary threat with anything discrete that
can develop ahead of it. The main concern will be gusty/damaging
winds, but an isolated tornado is also possible given magnitude and
direction of low level shear. Activity will likely have little
actual thunder/lightning. The Storm Prediction Center has outlined
the area of the greatest risk in a Slight Risk essentially S/E of I-
95.

Temperatures will be slow to rise given the morning low clouds,
drizzle, and fog, and for areas N/W of I-95, temperatures will
actually likely max out following the frontal band of
showers/thunder. Highs in the 60s to low 70s.

.SHORT TERM /6 PM THIS EVENING THROUGH THURSDAY NIGHT/...
Surface high pressure will then build into the region overnight and
into Wednesday. This will lead to clearing skies and drier weather
this evening and tonight. Lows in the 40s.

A baroclinic zone will remain near the region, and some upper level
energy will pass by in the fast flow aloft. Therefore despite
surface high pressure, clouds will be on the increase Wednesday
afternoon and into Wednesday night, and its even possible a few
light rain showers/sprinkles are observed. Highs Wednesday 60-65F
with lows Wednesday night in the 30s/40s.

High pressure and dry weather is expected Thursday with highs in the
50s. The next system ejecting out of the southern Plains will then
begin its approach Thursday night with gradually increasing chances
of rain by Friday morning. Lows around 40F.

.LONG TERM /FRIDAY THROUGH MONDAY/...
Guidance seems to be coming into better agreement with the late week
system. One area of surface low pressure forced by upper troughing
tracks up the Appalachians, while another develops near a baroclinic
zone near the Mid-Atlantic coast. A surface high pressure will be
stationed over northern New England. The whole system will move
northeastward Friday into Friday night, with rain expected across
much of the area. A few wet snowflakes can`t be ruled out over the
highest terrain at the onset early Friday morning, but not enough to
include in the explicit forecast (unless things trend a bit colder).

High pressure will build in from the Midwest and Ohio Valley over
the weekend, bringing much cooler air. As the high lifts out,
another area of low pressure may try to develop in the vicinity of
the Mid-Atlantic coast, but there is very large model spread in
placement, timing and existence of this next system.

.AVIATION /09Z TUESDAY THROUGH SATURDAY/...
Several aviation weather concerns exist today. Widespread IFR/LIFR
ceilings in low stratus and MVFR/IFR visibilities in areas of
fog/drizzle exist early this morning and this will persist for much
of the morning before improvement this afternoon and evening. In
addition, low level winds will be increasing markedly through the
morning with low level wind shear expected as FL020 winds reach 45
knots out of the south/southwest. This wind shear will lessen this
afternoon. And third, showers and possible thunderstorms will move
across the area today, with potential for additional restrictions in
a period of heavy rain, and potential for gusty winds.

VFR is then expected from late today and through at least Thursday
as surface high pressure returns to the region. The next chance of
additional widespread rain will occur later Thursday night as a
system approaches from the west.

Sub-VFR likely Friday in rain as low pressure moves of the coast
with generally light winds expected. VFR returns by Saturday.

.MARINE...
Winds will increase out of the south today with SCA conditions
expected across all waters. A period of showers and possible
thunderstorms will move across the waters late this morning and this
afternoon, and Special Marine Warnings may become necessary. Gusty
winds will be the primary threat, although an isolated waterspout is
also possible.

A brief lull in winds is then expected this evening, but the SCA was
extended for much of the upper and middle Chesapeake Bay and lower
tidal Potomac overnight and into early Wednesday morning as west to
northwest winds increase again.

Sub-SCA winds then expected for the remainder of Wednesday and
Thursday.

SCA possible at the end of the week depending on track/strength of
low pressure moving up the eastern seaboard, and in its wake as
strong high pressure builds in from the Ohio Valley.

.TIDES/COASTAL FLOODING...
Tidal anomalies continue to increase this morning, and this increase
will likely continue through about midday in south to southeast
flow. After midday, a cold front will turn winds westerly causing
anomalies to decrease. There may still be enough residual anomaly to
cause near minor flooding for the afternoon/evening tide cycle.

.SYNOPSIS...
Low pressure will track up the Mid-Atlantic Coast this morning
before moving off to the northeast this afternoon. Another low
will track into the Great Lakes tonight before moving into
Canada Tuesday. The cold front associated with this low will
pass through our area Tuesday into Tuesday evening. High
pressure will return for the middle portion of the week, but low
pressure will impact the area Friday. Canadian high pressure
will build overhead during the weekend.

&&

.NEAR TERM /THROUGH TONIGHT/...
A warm front draped over North Carolina will slowly lift
northward toward the Mid-Atlantic today. A weak surface low
will move northeastward on the front, tucked under the right
entrance region of a small upper jet max and at the apex of a
negatively tilted mid level shortwave. The strongest isentropic
lift and low level frontogenesis looks to move right up the I-95
corridor through about midday, resulting in a soaking rain. A
few embedded heavier elements are possible as mid level lapse
rates steepen underneath the mid/upper shortwave. Rainfall
should average around an inch or so near and east of the I-95
corridor. The soaking rain may lead to an isolated instance of
flooding near and east of the Interstate 95 corridor this
morning.

Of note, more appreciable elevated instability is expected to
develop near the track of the surface low (which should traverse
the Tangier Sound area of the Chesapeake Bay) late this
morning. Instability may become briefly rooted in the boundary
layer near the southern tip of Maryland into adjacent parts of
the Chesapeake Bay, and with strong low-level directional/speed
shear any heavier convective elements or isolated thunderstorms
could cause wind gusts of gale force given the low-level jet
(35+ kts at 2000 feet). Given the magnitude of directional shear
(helicity of 400+ m2/s2), a waterspout can`t be ruled out
either, particularly where the low- level temperature inversion
becomes weak or breaks completely.

The mid and upper forcing lifts out to the northeast this
afternoon, but with continued upglide and the 925-850 hPa low
stalling near northeast Maryland, light rain or drizzle will
likely continue east of the Blue Ridge and northeast of the
Potomac River this afternoon.

With abundant low-level moisture continuing to ride over the
warm front (which is expected to stall over central or
southern Virginia) expect overcast skies and patchy drizzle just
about everywhere tonight.

&&

.SHORT TERM /TUESDAY THROUGH THURSDAY/...
Latest guidance has sped up the cold front which is expected to
cross the area Tuesday (now just after midday as opposed to mid
to late afternoon). The best mid and upper forcing will tend to
lift northward in tandem with an occluding surface low over the
Great Lakes, but the negatively tilted trough and surface cold
front should still be enough to support at least a broken line
of showers and a few thunderstorms Tuesday. A strong low-level
wind field will reside over the area (60+ kts at 850 hPa), so in
addition to the likelihood of strong winds over higher terrain
even outside of convection, gusty to damaging surface winds are
possible even in the lowlands as the showers cross despite a
near-surface stable layer. At the moment, the best instability
appears it will lie across central Virginia into southern
Maryland nearest to the slowly advancing surface warm front, and
this is where the highest and most widespread risk of severe
weather (damaging winds) seems to be. Given the magnitude of the
low-level shear, a couple tornadoes can`t be ruled out, either,
particularly in any stronger embedded or semi-discrete cells.

The front should clear the area quickly by evening with shower
activity coming to an end. The push of cooler air behind the
front is a bit drawn out and aimed further north, so although
there will still be a bit of a breeze overnight, it will perhaps
bit a little less than typical in the wake of such a strong
cold front.

High pressure will nose toward the area from the Ohio Valley
Wednesday, but the lack of ridging aloft will allow another weak
shortwave to pivot across the area Wednesday night, likely
resulting in lots of clouds and perhaps a shower or two. Given
the drier low- level air in place and very light QPF output from
the 00z NAM/GFS, opted to leave PoPs out for now but may need
revision in later forecasts.

&&

.LONG TERM /THURSDAY NIGHT THROUGH SUNDAY/...
A longwave upper-level trough will remain over the central CONUS
Thursday night through Friday while the subtropical ridge
remains over Florida into the Atlantic. Northern stream energy
will dive into the northern Plains and Great Lakes Thursday
night, causing low pressure to develop. At the same time, high
pressure over our area to start will retreat into New England
Thursday night. Developing low pressure will cause warm south
and southwest winds overrun the surface colder air in place,
resulting in increasing clouds and perhaps even light rain after
midnight.

The low will track into southern Canada Friday while the cold
front associated with the low approaches from the west. Latest
guidance has come into better agreement in weak coastal low
pressure developing along a stronger baroclinic zone between the
colder air over the land and the relatively warmer waters. This
low is progged to track up the Mid-Atlantic Coast Friday. Warm
air will continue to overrun the surface cooler air in place,
resulting in the likelihood for rain. Despite the coastal low
being weak, if this does develop the pressure falls associated
with it will keep surface colder air in place, so it does not
appear that we will punch into the warm sector at this time.
Therefore, a chilly rain is likely for Friday instead of the
potential for gusty showers or thunderstorms. Will continue to
monitor this trend, but either way it looks like Friday will be
unsettled with the likelihood for rain.

The cold front will pass through late Friday into Friday evening
and Canadian high pressure will build overhead behind it,
bringing drier but chilly conditions for the weekend.

.AVIATION /07Z MONDAY THROUGH FRIDAY/...
IFR CIGs expected to persist thru tonight (there may be a brief
window early-mid aft where CIGs lift to MVFR but not enough
confidence to raise forecast so briefly given stubborn warm
front to the south and abundant low-level moisture). SE surface
winds around 10 kts expected. LLWS likely this morning at
DCA/IAD/BWI/MTN with SWLY LLJ of 45+ kts around 2-4kft.

After a steady moderate rain moves through this morning, lighter
rain or patchy drizzle is expected this afternoon, particularly
near and northeast of the Potomac River and Blue Ridge. Patchy
drizzle or fog and lower visibilities are likely just about
everywhere tonight.

CIGs/VSBYs overall should gradually lift Tue AM. A broken band
of showers and a few thunderstorms (possibly accompanied by
gusty surface winds) is expected Tuesday, accompanied by sub-
VFR. LLWS may be an issue again Tue AM with a very strong SWLY
LLJ.

VFR returns as winds turn west and become lighter Tue eve thru
Wed.

VFR conditions are expected for Thursday and most of Thursday
night. Rain and subVFR conditions (likely IFR) are likely for
Friday. Drier air may cause cigs to lift out Friday night behind
a cold front.

.MARINE...
A warm front will lift toward the waters today, but stall near
or just to the south. A weak surface low is expected to cross
the middle Chesapeake Bay (near the Tangier Sound) late this
morning. A steady rain with a few thunderstorms are expected,
and a few gale force gusts or even a waterspout is possible
mainly over the middle part of the Chesapeake Bay and adjacent
lower tidal Potomac River. Otherwise, E to SE gradient winds
gusting 20 to 25 kts this morning warrants a Small Craft
Advisory for all waters. Winds turn north briefly this afternoon
as the weak surface low drifts east, with northerly channeling
resulting in gusts to around 20 kts through mid afternoon over
the open Chesapeake Bay.

Winds are expected to become lighter tonight as the gradient
relaxes briefly, but winds increase markedly Tuesday as a
strong cold front approaches. For now, a Small Craft Advisory
has been issued for all waters Tuesday (first over open waters,
expanding to all zones by mid to late morning), but gales are
possible with strong winds just off the surface. The question is
how well winds mix outside of any aid from convection. A line
of showers and a few thunderstorms could bring some of these
stronger winds to the surface midday Tuesday into Tuesday
afternoon. Waterspouts can`t be ruled out either, especially if
instability roots within the boundary layer given the strong
low-level wind field.

Winds turn west behind the cold front Tuesday night and may be
near Small Craft Advisory levels over the open waters. A
secondary pressure surge Wednesday when mixing is greater is
more likely to prompt additional SCA headlines.

Weak coastal low pressure will develop Thursday night and track
up the Mid-Atlantic Coast Friday. A cold front will pass through
Friday night and high pressure will build toward the area
Saturday. A Small Craft Advisory may be needed for portions of
the waters Thursday night through Saturday.

.TIDES/COASTAL FLOODING...
Low pressure will track up the Mid-Atlantic Coast through midday
before moving off to the northeast later this afternoon. An
increase easterly flow will develop for a period this
morning/midday before turning north to northwest briefly late
this afternoon/early evening. Tidal anomalies will rise as a
result, but with the onshore flow being brief in duration minor
flooding is not expected at this time.

A southerly flow will develop Tuesday ahead of a cold front.
Gusty winds are possible and this will cause anomalies to
increase again. Minor flooding is possible near times of high
tide Tuesday afternoon into Tuesday evening. An offshore flow
will develop later Tuesday night and anomalies will fall.

SpaceX hopes to fire off its next Falcon 9 rocket mission on November 19. If the launch goes well, Elon Musk's aerospace company may not only break spaceflight records, but also help fight nefarious behavior on the open ocean.

The goal of SpaceX's upcoming mission, called SSO-A, is to put 71 satellites into orbit all at once. A company called Spaceflight Industries organized the mission, and it claims this is the largest-ever rideshare mission in US history, as spacecraft from 35 different companies and organizations will fly aboard the rocket.

However, three microwave-oven-size spacecraft on the mission — a cluster called Pathfinder — are particularly worth noting.

The company's software will take unique radio signals coming from ships to "fingerprint" vessels, track them over time, and even forecast future movements.

If Pathfinder works, authorities around the world could gain a major leg-up in hunting "dark ships": vessels that turn off GPS location transponders, often to hide their whereabouts and engage in illicit activity.

Such activity includes illegal fishing, smuggling, drug trafficking, and piracy, and it amounts to roughly $3 trillion each year, says John Serafini, the CEO of HawkEye 360.

"We care about the folks that are not doing the right thing. We care about the vessels that don't want to be found," Serafini told Business Insider. "We're focused on detecting those and stopping them."

HawkEye 360 claims it's unique not only for its radio-signal-detecting technology, but also artificial-intelligence-powered software the startup has developed to process data.

"You couldn't have started this company 10 years ago," Serafini said. "The costs were too high and the technology wasn't there."

He added that HawkEye 360 exists today because of the increasing miniaturization of electronics, SpaceX's lower-cost rocket launches, and advancements in machine learning.

Pathfinder, like the other satellites SpaceX is launching, will sweep around Earth from pole-to-pole in what's called a sun-synchronous orbit — hence the "SSO" in the mission's name. (The "A" signifies that it's the first of multiple rideshare missions.) This orbit keeps sunlight drenching a spacecraft's solar panels while allowing it to fly over every square inch of the planet.

The antennas of Pathfinder can detect a wide range of radio signals above about 1 watt in power. ("Cell phones are well below a watt in power," Serafini said. "We don't have the ability or the focus to do that.")

This means the cluster can triangulate normally hard-to-pinpoint signals from satellite phones, push-to-talk radios, and marine radar. Ships need these and other radio-emitting tools to navigate the seas, the thinking goes.

This is especially true for "dark ships," since those vessels turn off a mandatory device called an automatic identification system, or AIS. The AIS broadcasts a ship's GPS location to avoid collisions, but turning it off is a common trick vessels use if they're slipping into unapproved fishing zones or trafficking illegal drugs, wares, or people.

Serafini said that may soon cease to be an effective way to avoid getting noticed.

"If you're turning on and off the AIS, we're going to track your other emitters. If you try to turn them all off, you're effectively negating your operation. You need to use them to navigate and communicate," Serafini said. "If you do that, we've won. You can't be effective."

How Pathfinder works

The Pathfinder system relies on the fact that every radio transponder on Earth is built differently, even if it's made by the same person in the same factory. Minor variations in parts and assembly lead to subtle differences in radio emissions that HawkEye 360 says it can detect and exploit.

More importantly, by tracking a mix of radio emissions on a ship and pairing those with AIS signals (when the devices are turned on), the company can "fingerprint" every ocean vessel on Earth. That way, even if a ship is "spoofing" its AIS data, the company says it will know; AIS data will report one location, but the vessel's radio fingerprint will reveal its true location.

HawkEye 360 says it has already proved that its system works by equipping three Cessna jet airplanes with Pathfinder technology, flying them over the Chesapeake Bay, and detecting ships that were spoofing their AIS data.

"We were able to not only detect the AIS spoofing but also geolocate the ships using their other radio signals," Chris DeMay, the founder and CTO of HawkEye 360, told Business Insider. "We were able to map where the ship actually was and compare that to where the ship said it was."

In addition to fingerprinting such vessels, HawkEye 360's machine-learning algorithms will also be able to determine typical activity patterns for a ship and flag any unusual deviation.

Over time, the company says, it could even forecast the future locations of individual vessels based on their past behavior.

"Because we'll be the first ones to do this, we'll be the first ones to bring it to the commercial market," Serafini said.

The future of tracking radio signals from above

The Pathfinder satellite cluster will give HawkEye 360 a global view of certain radio transmissions on Earth once every four to six hours. But DeMay and Serafini say that's just the beginning.

According to them, HawkEye 360 is backed by about $30 million in funding (enough to operate for 18 months), has 31 employees, and has secured $100 million in contracts. In the future, they aim to launch six more three-satellite clusters, which will create a constellation that can map Earth's radio signals once every 30 to 40 minutes.

Launching larger and more capable satellite will also improve the company's ability to detect weaker signals.

"Trucks use radio emitters that we could detect and track," Serafini said. "If a truck is known to have a history of illegal border crossing, we might want to track that particular object."

The company expects the US military to be increasingly interested in the technology, especially considering that HawkEye 360 can deploy its sensors on airplanes and high-altitude balloons (in addition to satellites). That feature could allow for real-time tracking of drones and weak signals on a battlefield.

Another planned use of Pathfinder is more down-to-Earth: the technology could detect improper use of the radio-frequency spectrum, including interference between cell-phone towers. Such interference can cause data loss between mobile devices and towers, leading to slow and unreliable internet, among other problems.

Ground crews with trucks typically drive around towers to search for and identify such problems, but such teams and equipment can expensive to deploy, especially on a nationwide scale.

"It's like that Verizon 'Can you hear me now?' guy, but in space," DeMay said — and possibly a lot cheaper and more effective.
