A human rights organization has asked Dutch prosecutors to open a criminal investigation into multi-billion dollar money laundering schemes that they say were aided by Donald Trump’s lawyer, Rudy Giuliani, and his old law firm.

The complaint is clearly aimed at examining how much money stolen from a former Soviet satellite ended up benefitting Trump. He is named 16 times in the complaint’s footnotes.

The complaint describes “one of the biggest fraud cases ever” in which “some of these money flows ultimately ended up in the Netherlands” because “Dutch service providers helped to cover up the money laundering acts.”

“The money laundering network started in Kazakhstan, where a figure of up to USD 10 billion was purportedly embezzled,” the complaint asserts. “This money was subsequently circulated by two Kazakh oligarch families via a worldwide network of shell companies. A number of these companies were established in the Netherlands. The money was subsequently invested in real estate projects in the United States and Europe, after which it was paid out as ‘profits’ via – once again – a network of shell companies.”

Netherlands banks and other firms play a significant role in illicit flows of cash around the world through sophisticated techniques to hide income and corporate profits. Many of these techniques appear to push the envelope on legal tax avoidance. When money laundering is involved these aggressive techniques could cross a line into aiding and abetting criminal tax evasion.

The complaint asserts that a small slice of the missing billions was run through Dutch shell corporations with help from Rudy Giuliani’s old law firm, Bracewell & Giuliani. Until 2016, Giuliani was a partner in the 470-lawyer firm.

Neither Giuliani nor anyone at his firm Giuliani Security & Safety LLC responded to requests for his side of the story. Multiple requests for comment prompted no response from Greg M. Bopp, managing partner of what was then Bracewell & Giuliani but is now called only Bracewell.

The complaint was filed by Avaaz, a global human rights organization in Washington which claims 48 million members. It has issued an open call to prosecutors around the world to investigate “the giant web of corruption” that it says propelled Trump’s rise.

Avaaz says it has approximately 290,000 members in the Netherlands. The complaint was filed Oct. 22 with J.J.M. van Dis-Setz of the Dutch Public Prosecution Service by Barbara van Straaten, a lawyer in Amsterdam.

The complaint filed with the Netherlands Public Prosecution Service in Amsterdam relies on court records from several countries that were dug up by investigative journalists, including James S. Henry, the investigative economics editor of DCReport.

The Dutch television program Zembla aired an investigative piece on Trump and his Russian associates in 2017. It followed up with an expose of a Trump business partner’s role in a Dutch money laundering scheme.

The complaint is aimed at uncovering the full details of Russian money flowing to various Trump projects using so-called anonymous wealth companies. Those are shell companies created to hide the identities of the owners. Trump and his family are known to have received vast sums from shell companies and have bragged about how much of it came from people in Russia and other parts of the former Soviet empire. Trump contends the deals were all lawful and he has no knowledge of any money laundering.

A criminal investigation by Dutch prosecutors could help that country avoid banking sanctions and loss of reputation by showing that Amsterdam enforces its own laws and respects laws on transnational crimes.

Roughly $10 billion was stolen from Kazakhstan, a former Soviet satellite located in Central Asia. The current Kazakh government is in court in Switzerland and elsewhere trying to recover the money and prosecute members of two families it says stole the money and laundered it in the West. Other lawsuits connected to the stolen money are being litigated in London, Paris, New York and Los Angeles.

The $10 billion theft was uncovered by PricewaterhouseCoopers during its 2009 audit of BTA Bank, the largest in Kazakhstan. In addition, there is about $300 million missing from Almaty, the largest city in Kazakhstan.

Court documents identify the suspected thieves as Viktor Khrapunov and Mukhtar Ablyazov, oligarchs whose families are bound not just by extensive business ties, but also by marriage. Khrapunov is the former mayor of Almaty. His son Illyas is married to Ablyazov’s daughter.

“There are strong indications that the revenues of these crimes were probably mixed via a complex money-laundering network, and there was a great deal of mutual overlap” between the companies and people suspected of the crimes, the complaint states.

Both Khrapunov and Ablyazov are fugitives.

Khrapunov, who was tried in absentia in Kazakhstan, has been convicted of corruption.

Ablyazov, who was president of the looted bank, had his worldwide assets with an estimated value of $4.9 billion frozen six years ago by a British High Court.

Trump has done business since 1983 with Russian oligarchs and wealthy former officials and business people in former Soviet satellites, including Kazakhstan, Georgia and Azerbaijan. A number of mobsters – American, Russian and others – live in Trump Tower apartments. The building has long been known to local, federal and international law enforcement as a nest of criminal residences.

In 1987 the Kremlin, then still a communist state, provided Trump and his first wife Ivana with a luxury trip to Russia.

While a number of journalistic investigations have looked into Trump’s dealings with oligarchs and their money using public records and sources they were limited to public records, which are often scant. Dutch prosecutors, however, have the power to subpoena banking and other records, forcing their disclosure to prosecutors and, potentially, the public.

Trump is known to have done deals with some of those mentioned in the complaint, including Felix Sater, a violent Long Island felon who was born in Russia. For years Sater traveled extensively with Trump working on deals named in the complaint and handing out his Trump Organization business card. Despite these long ties and both videos and still photos showing the men together, Trump claimed during the presidential campaign that he would not recognize Sater if they were in the same room.

Sater is believed to be cooperating with Robert Mueller, the American special prosecutor investigating Trump.

In one deal involving Sater, millions of dollars from the Trump SoHo hotel and apartment tower disappeared into an Icelandic bank that was under the control of a Russian oligarch. That bank was part of a multi-billion-dollar scheme to defraud Dutch and British pension funds. Trump has testified that he was due 18% of profits from the building.

The faux gold letters bearing the name, under an agreement reached a year ago, have been pried from the building façade.

Just three weeks before the 2016 election, a massive expose of Trump’s role in helping Kazakh oligarchs hide their illicit money appeared in The Financial Times, a British business newspaper.

“Dirty Money: Trump and the Kazakh Connection” described “evidence a Trump venture has links to alleged laundering network.”

The newspaper said its investigation found that Trump had “assembled an eclectic collection of backers and collaborators. Some had chequered pasts, with links to organized crime or fraud schemes. But perhaps the biggest risk for Mr. Trump’s complex, often opaque, business empire was that it might be used for a purpose US officials fear is rife in the country’s real estate sector: laundering dirty money.”

Trump’s SoHo project “has multiple ties to an alleged international money laundering network. Title deeds, bank records and correspondence show that a Kazakh family accused of laundering hundreds of millions of stolen dollars bought luxury apartments in a Manhattan tower part-owned by Mr. Trump and embarked on major business ventures with one of the tycoon’s partners,” the British newspaper The Financial Timesreported after an extensive investigation.

Trump and his partners, the FT asserted, engaged in condo sales that appear to have violated the Patriot Act, the post 9/11 law that requires banks, developers and others to know who their customers are and the sources of their money.

Investigations to identify anonymous buyers of luxury apartments in New York and Florida to determine the extent of any money laundering were announced in January 2016 by the federal government’s Financial Crimes Enforcement Network (FinCEN).

Three months later the FinCEN director, Jennifer Shasky Calvery, spoke about her years of work on transnational Russian organized crime networks. Much of her work involved Russian crime families “laundering their funds through the U.S. financial system. Often, this involved the suspected purchase of personal residences with criminal proceeds.”

In July 2016, the month the GOP nominated Trump, FinCen announced it would be investigating sales of luxury apartments beyond New York and Florida because of its growing concern about flows of illicit cash disguised in real estate deals.

While Giuliani calls himself Trump’s personal lawyer, his role is primarily to spread Trumpian disinformation about Special Prosecutor Mueller’s investigations into Russian collusion and related matters concerning Trump and his 2016 presidential campaign. Because Giuliani appears on so many cable and other television shows, but not in court, MSNBC host Lawrence O’Donnell calls the former New York City mayor “Trump’s TV lawyer.”

KUALA LUMPUR: Afghanistan, a landlocked country located within south-central Asia, hopes Malaysia can play a bigger role in the redevelopment and peace processes in the conflict-torn country, says the country’s ambassador to Malaysia, Atiqullah Atifmal.

For starters, he said it was imperative for Malaysia to have an embassy in Kabul to strength bilateral relations and also visa facilitation, especially for businessmen and students who were keen to seek opportunities in the South-East Asian nation.

“My president (Ashraf Ghani) is ready to welcome Malaysia's Prime Minister (Tun) Dr Mahathir (Mohamad) to Afghanistan anytime. We hope some agreements could be signed between the two countries in higher education, trade and business, political and ministries of foreign affairs cooperation, as well as access to fruits,” he told Bernama in an interview recently.

Atifmal said his embassy was trying to arrange a meeting between the Afghanistan president and Dr Mahathir during an international conference or official visit.

He noted it was important for both leaders to meet and discuss bilateral ties, as well as strengthening people-to-people and parliament-to-parliament relations.

Atifmal also suggested the new Malaysian government appoint a non-resident ambassador to Kabul for the first step to boost bilateral cooperation between the two countries, particularly to expand trade and businesses.

“(The) First step is important to convince the leadership in Malaysia that Afghanistan is a peaceful and safe country. We have over 42 embassies and 20 consuls-general, six flights from Dubai and New Delhi per day. This shows embassies functioning there are safe,” he said.

Atifmal said currently, the Afghan people, especially businessmen and students were facing acute issues as Malaysia did not have an embassy in Kabul, adding that they needed to travel to India or Dubai to obtain a visa to Malaysia.

“We currently have 600 Afghan students in Malaysia. If our relations with Malaysia could expand, more students will seek education here because the Afghan people are keen to send their children to study in Malaysia because it is a Muslim-majority country, with common cultures and similarities.

“Besides that, it is also important for us (Afghans) to see how Malaysians of different ideology, ethnicity, race and religion can work together.

“The Afghan people should come and learn how to live together in harmony and friendship,” he added.

On business cooperation, Atifmal said in May last year, the Malay Chamber of Commerce Malaysia (MCCM) and Afghanistan Chamber of Commerce & Industries (ACCI) signed a memorandum of understanding to establish the Malaysia-Afghanistan Business Council.

He said the council would be a milestone for the future economic cooperation between Afghanistan and Malaysia, adding that Afghanistan was currently in the process of accessing fresh and dried fruits for the Malaysian market.

The ambassador said although there was no direct access between Kuala Lumpur and Kabul, it was possible for his country to export goods to Malaysia. This follows an agreement inked between Iran, India and Afghanistan on Oct 23, on the transit of goods via Iran's southeastern port city of Chabahar.

“There are many possibilities to expand the bilateral relations. We are no longer a landlocked country because we have the Chabahar Port, over which we signed an agreement with Iran and India. Now, many businesses and companies have set up an office for trade,” he added.

Atifmal pointed out that another possibility to engage in trade was through the Lapis Lazuli transport corridor, created in November last year, which was set to connect five countries, namely Afghanistan, Turkmenistan, Azerbaijan, Georgia and Turkey.

He said Afghanistan needed manufactured and electronic goods, machinery and halal products, including Islamic banking from Malaysia, while Afghanistan had natural resources where Malaysian companies could come and explore the opportunities.

The ambassador said Afghanistan required expertise in the aggregation system, hotel development and management as well as reconstruction for the development of a new city, for three million Afghans in the future.

“Malaysia has good experience in construction and building, and in Afghanistan, we need the housing system, as millions of people are in dire need of housing. We have a new city for three million Afghans, to be built in the future and in phases with hospitals, roads, schools and hotels. We are in need of investments from foreigners,” he noted.

Atifmal said Afghanistan was blessed with plenty of natural resources and it required experience from Malaysia to go there and help them to develop the industry, adding that the presence of Malaysians in Afghanistan could also help in the peace process in view of its friendly position in the Organisation of Islamic Cooperation. — Bernama
          Azerbaijan’s blocking of websites is a sign of further restrictions online      Cache   Translate Page      

This month has seen yet another series of attacks on internet freedom.

The website of exile Azerbaijani news site MeydanTV, which was blocked earlier this year. It has been a busy month for the Cyber Security Service at Azerbaijan’s Ministry of Transport, Communication and High Technologies.

Since early August, the service has targeted a number of independent news websites – first requesting them to remove specific content, and later blocking access to these websites altogether. The blocking came after the websites featured articles on the corrupt practices of certain government officials, other stories merely reported on local grievances. Editors and journalists have been summoned to the prosecutor office for questioning over the published articles, though the editors are reluctant to comply. In their public statements, editors say there was no slander nor misinformation in any of the articles published.

Here, the Azerbaijani authorities are relying on legislative amendments passed in 2017 to the “Law on Information, Informatisation and Protection of Information”. According to these amendments, if a website contains prohibited information that poses danger to state or society (“special circumstances”), the relevant authority can block the website without a court order within eight hours of notifying the manager and editor of a website. The lack of necessity for a court order (although in regular circumstances it must be obtained) allowed the authorities to block some of the most prominent news outlets in Azerbaijan.

Since May 2017, over 20 websites have been blocked in Azerbaijan, including Azadliq Radio (Radio Free Europe/Radio Liberty Azerbaijan Service) and its international service, Radio Free Europe Radio Liberty, Azadliq Newspaper (independent of the Azadliq radio), Meydan TV, Turan TV and Azerbaijan Saadi (Azerbaijan Hour), OCCRP (Organized Crime and Corruption Reporting Unit), abzas.net, obyektiv.tv and others.

When in May 2017 a court upheld the decision to block access to Azadliq Radio and others, it did so on the ground that these outlets promoted violence, hatred, extremism, violated privacy or constituted slander. This time, the decision to block access is similar, although it focuses more on slander and spreading misinformation. An editor of one of the recently blocked websites (az24saat.org) was asked to remove four articles that mentioned Ali Hasanov, an aide to President Ilham Aliyev. Monitortv.info, which was among the blocked websites, also received a note requesting the removal of articles mentioning Ali Hasanov on the grounds that these stories contained slander and lies.

There is no official data on the number of blocked websites in Azerbaijan. The Ministry of Communication, High Technologies and Transportation has so far failed to provide accurate lists. This in itself is a violation of Article 13.3.6 of the Law on Information, Informatisation and Access to Information, which requests the Ministry to prepare a list of blocked websites if it has blocked access to a resource and the court upheld this decision.

In the absence of an official resource, independent media experts such as Alasgar Mammadli argue there are far more websites currently blocked than reported – he puts the number at roughly 60. My own tests conducted during recent research at the Berkman Center for Internet Society show roughly half that number.  

Keeping information away from the public

In July 2018, the Prosecutor General's Office launched criminal investigations against four news websites: criminal.az, bastainfo.com, topxeber.az and fia.az. The former two were accused of “knowingly spreading false information,” while the latter two were accused of “spreading unfounded, sensational claims in order to confuse the public.” Criminal.az is an independent website, known for its coverage of crime-related news, while bastainfo.com is affiliated with the opposition party Musavat. The latter two are run-of-the-mill online news websites.

The decision to block these websites came in the aftermath of events in Ganja, the country’s third largest city, where three people were killed in the span of just a few days. First on 3 July, the city mayor was seriously injured in an attempted assassination, and just days later, two police officers were killed in what authorities described as riots. The authorities were quick to blame Islamic extremists for the attacks and the unrest. But independent pundits saw these claims as a means to prevent information from reaching the public.

For press freedom advocates watching the events unfold in Azerbaijan over the past two months, there are plenty of signs that the authorities are coming after what is the only remaining space for dissent in Azerbaijan, the Internet. For years now, authorities in Azerbaijan have been notorious for clamping down on press freedom, whether by jailing or intimidating journalists, shutting down publications and fining independent newspapers. And since 2013, there has also been a clear trend in curbing down on internet freedoms in Azerbaijan.

Over the years, attempts by members of the parliament “to control” social media platforms in order to avoid “external forces” from spreading misinformation on Azerbaijan have become more frequent. The most recent example includes at least 14 people being arrested for their social media posts on the grounds of making “illegal appeals”. As a result, some of these people were sentenced to administrative detention. At least three face criminal charges for allegedly “supporting terrorism” and “disrupting social and political stability”.

Govt sets ‘minimum river flows’ for the Ganga
The government of India had notified the minimum ‘environmental flows’ for Ganga river.Environmental flows are the acceptable flow regimes that are required to maintain a river in the desired environmental state or predetermined state.The upper stretches of the Ganga would have to maintain 20% of the monthly average flow between November and March.

As part of the commemoration of the 150th birth anniversary of Mahatma Gandhi, over 900 prisoners have been released in the first phase of the Government’s scheme for grant of special remission to specific categories of prisoners.The decision was taken by the Union Cabinet on July 18, 2018.The prisoners will be released in three phases- October 2, 2018, April 6, 2019, and October 2, 2019.

Govt hiked import duty on electronic items
The government has increased basic customs duty on electronic and telecom equipment to 20% from the current 10%.The items that will face customs duty hike include smartwatches, optical transport equipment and voice over internet protocol equipment.The hike will come into effect on 12 October 2018.Restricting imports is a part of the government’s strategy to arrest the rupee’s fall.

WB to provide $195 million to Nepal

Malaysia’s cabinet has agreed to abolish the death penalty and halt pending executions.Capital punishment in Malaysia is currently mandatory for murder, kidnapping, possession of firearms and drug trafficking, among other crimes.In April 2017, human rights group Amnesty International ranked Malaysia 10th in the use of the death penalty.
Govt package for footwear and leather sector
The Central Government has approved a special package for employment generation in leather and footwear sector.The package involves implementation of Central Sector Scheme – Indian Footwear, Leather & Accessories Development Programme (IFLADP) with an approved expenditure of Rs. 2600 Crore for 2017-20.The scheme aims at development of infrastructure for the leather sector.

The Indian Space Research Organisation (ISRO) signed a MoU with the Central University of Jammu (CUJ) in Jammu for setting up of the Satish Dhawan Center for Space Science in the University.The centre will take care of the emerging geospatial and space technology requirements for the development of the region.Apart from this, the disaster management centre will also be set up.

The UNICEF and the WHO reiterated India’s status as a polio-free country.This came after some oral polio vaccine vials were found contaminated with the type-2 polio virus last month.India has a high routine immunisation coverage and so the risk of children getting vaccine-derived polio virus was “minimal”, said the two global organisations in a joint statement.

Fifty cases of Zika have been confirmed in Jaipur in India’s biggest outbreak of the disease with 11 pregnant women among them.The mosquito-borne virus puts the unborn child at risk of microcephaly, a birth defect where the baby’s head is smaller than normal.The symptoms include high fever, rash, joint and muscle pain, headache and conjunctivitis.

Liputan6.com, Jakarta - Restoran Indonesia pertama bernama Rajawali Indonesian Restaurant mulai buka di daerah Baku, Azerbaijan, Minggu, 14 Oktober 2018. Restoran pengobat rindu masakan nusantara itu didirikan atas kerja sama Perhimpunan Pelajar Indonesia (PPI) dan WNI di Azerbaijan.

"Setelah suksesnya perhelatan ICF 2018 di Baku, akhirnya di sini sekarang ada restoran khas makanan Indonesia, kami sebagai PPI sangat senang. Ini bisa mengobati rindu kami sebagai pelajar yang kangen makanan khas nusantara," kata Alif, salah satu pelajar Indonesia di Azerbaijan.

Restoran terletak di Pusat Perbelanjaan Kota Baku, yaitu di Agro Mall, Kota Baku, Azerbaijan. Dengan sasaran utama para mahasiswa, harga yang ditawarkan diklaim terjangkau untuk kocek mereka.

Ia mengatakan pembukaan restoran itu bertujuan agar masyarakat, terutama pelajar Indonesia yang berada di Azerbaijan, bisa menikmati makanan Tanah Air. Apalagi, tidak mudah mencari warung makan dengan menu khas Indonesia atau mencari bahan-bahan mentah untuk makanan Indonesia, termasuk di Baku.

"Bagi yang tinggal di luar negeri baik untuk bekerja maupun belajar, pasti hambatan pertama yang selalu dirasakan oleh mereka adalah ketika merasa kangen dengan masakan khas Tanah Air," ujar Alif.

Respons positif juga diberikan oleh Dubes Indonesia untuk Azerbaijan, Husnan Bey Fananie. Ia mengatakan, pembukaan restoran khas Indonesia bisa semakin merekatkan hubungan Indonesia dan Azerbaijan.

"Ini merupakan terobosan baru yang dilakukan PPI dan warga Indonesia di Azerbaijan, saya sangat bangga karena kuliner khas Indonesia sudah memasuki pasar di Azerbaijan," tutur peraih penghargaan Dubes Terbaik tiga kali berturut-turut.

Selain kuliner khas Indonesia, restoran tersebut juga memperlihatkan hasil kerajinan khas Indonesia, seperti bangku dari rotan dan lain-lain.
