Sioux City, Iowa, Nov 6, 2018 / 01:54 pm (CNA).- A New Mexico man says that an Iowa diocese neglected to tell him about the extent of abuse committed by a priest living in his home. Leaders in the diocese told CNA they tried to warn the man about the priest’s past, and that current leaders have attempted to do everything possible to manage the priest’s situation, within the confines of canon law.

Fr. Jerry Coyle is a priest of Sioux City, Iowa, but he has lived in New Mexico for 32 years. He moved to the state in 1986, to take part in a treatment program at a facility for priests run by the Servants of the Paraclete. He was sent there after telling Bishop Lawrence Soens that over 20 years of priesthood he had abused about 50 male adolescents.

Coyle was removed from ministry and his faculties were revoked after that admission; he was not dismissed from the clerical state.

After Coyle’s time with the Paracletes was completed, he remained in New Mexico. There, more than 10 years ago, he befriended Reuben Ortiz.

Ortiz is a pious and practicing Catholic: he and his family do pro-life ministry, go to homeless shelters, feed the poor, pray the rosary frequently, and even performed music at a World Youth Day. Until recently, Ortiz was a daily Mass-goer.

When Coyle got into a car accident last year, Ortiz invited the priest to move into his Albuquerque home, to live with him, his wife, and his three teenaged children. Coyle lived with the family until June 29.

In a recent Associated Press report, Ortiz’ attorney said that the diocese did not disclose important information about the priest until he was already living in the Ortiz family home. The diocese, however, told CNA that it repeatedly discouraged the Ortiz family from taking in the priest.

Ortiz acknowledged that when he invited Coyle, 85, to live in his home, he already knew that the priest had committed an act of sexual abuse.

“He had told us that he had fondled a kid, and that, it wasn't, you know, that he knew, he went through treatment for it, and he, he was ok,” Ortiz told CNA.

Ortiz said that even though he knew the priest had sexually assaulted a minor, he wasn’t nervous about his own children.

“No, because he was very secure about the fact that he was wrong about it. And he was also very secure that he wasn't ever going to do it again,” Ortiz said.

“Because we asked him right out, 'Well Jerry, what does that mean for our kids?' And he said, 'No, no, no, that was wrong, that's the reason why I'm not doing [active ministry] anymore, I'm not going and serving at Mass; they didn't take away my priesthood, I'm good that way.'”

“He really, he did have a certain way about him that looked like it was okay. But for him to go and deceive us from the very beginning was already wrong,” Ortiz added.

‘Redemption and forgiveness’

In November 2017, shortly after Coyle got in a car accident and had his license revoked, Ortiz phoned Bishop Walker Nickless of Sioux City, to let the bishop know about Coyle’s accident, and to inform him that the priest had come to live with the Ortiz family.

“Reuben Ortiz called me after Jerry had his automobile accident, and wanted me to know he couldn't drive any more, and he needed a place to live because he couldn't take care of himself, and he wanted to take him into his own home, because they were good friends and he wanted to help Jerry recover from the accident, and he told me he can stay here as long as he wants,” Bishop Nickless recounted to CNA.

“I said to him, 'Reuben, do you know his history?' And he said, 'Yes. Father and I have talked about it; I know that he has abused minors in the past, and I believe in redemption and forgiveness.'”

Nickless said the diocese told Ortiz that because his minor children lived at home, “we think … that is not a good place for Jerry to be, and we'd like him to move.”

“He clearly said he wanted to keep Jerry living with him. We asked him to at least inform his children of Jerry's history – he said he hadn't done that – and he said, 'I'm not going to do that to my children.'”

The problem of where Coyle was to live was taken to the diocesan review board. The review board met Feb. 5, 2018, to discuss Coyle's living situation, and suggested that he go to a nursing home in New Mexico.

“They immediately recommended that he leave the house,” Nickless said. “I told Reuben that.”

The Diocese of Sioux City encouraged Ortiz to look for a nursing home for Coyle in the Albuquerque area.

“He refused to do that,” Nickless explained. “He kept saying, 'No, no, I want him here, I want him here, I want him here.'”

On Feb. 8, Fr. Brad Pelzel, vicar general of the Sioux City diocese, spoke with Reuben and his wife, Tania, on the phone, relating what the review board had decided.

At the request of the review board, Pelzel also wrote to Reuben and Tania Feb. 12, following up on their phone conversation. Pelzel’s letter urged that Coyle move to a nursing home. It was thought that one in New Mexico would be most appropriate, because the priest had lived there for so long.

The letter said that the review board was seriously concerned about “Coyle's self-revealed history of sexual attraction to and contact with boys.”

“When he self-reported his situation … Fr. Coyle admitted that, for a period of about 20 years, he victimized approximately 50 school boys, varying from 7th to 10th grade,” Pelzel wrote.

“The Review Board is grateful to you and your family for your kindness and the Christ-like attention and care you have provided Fr. Coyle, most notably your willingness to welcome him into your home following his traffic accident,” Pelzel wrote.

“While acknowledging the grace of Fr. Coyle's repentance and the 30-plus years of apparent success he has experienced in living out celibate chastity since moving to the Albuquerque area, the Review Board cannot condone the risk you take by allowing Fr. Coyle to reside in your home and recommends in the strongest of terms that the best form of assistance you can provide Fr. Coyle would be to help him find an institution with Assisted Living facilities.”

Ortiz said that it was shocking to see the letter that said Coyle admitted to abusing 50 adolescents. While he was comfortable with having Coyle around his family when he believed the priest had abused one or two adolescents, he felt he had been misled.

“You know the shock that was, what we took on? It traumatized us to see these pages of who this guy was. It shocked us to such a degree that I didn't want to let my wife know how scared I was.”

He related that he slept downstairs near Coyle, while the rest of his family was upstairs, from the time they received the Feb. 12 letter until Coyle left in June.

Ortiz told CNA fears that Coyle could have abused his son, who is 15.

Financial matters

Although Ortiz chose not to help Coyle find a nursing home, he did accept money from his boarder. Ortiz told CNA he asked the priest for financial contributions to the family home.

According to Nickless, Coyle gave Ortiz almost $30,000 during the eight months he lived in the family home.

Nickless said that Ortiz first told Coyle he needed to buy a larger car to take him to Mass; his family and Coyle could not all fit into their existing vehicle.

Coyle gave Ortiz $25,000 to buy a new car, Nickless told CNA.

A few weeks later, Ortiz said he needed some more money to handle some expenses.

Coyle gave Ortiz another $2,000, Nickless said.

Later, Ortiz said he needed an additional $3,000, “at which point Jerry balked,” Pelzel told CNA.

“Then Reuben demanded that Jerry give him power of attorney and access to his saving and checking account,” according to Pelzel.

“So then Jerry called us and said, 'This is strange, I think I'm coming back',” Nickless said.

Asked how much money the priest had given him, Ortiz declined to answer.

“Let me ask you something, okay? What do you, how do you think money has anything to do with this? How does money come into play? I curse the day I ever met him and if I could take back every time that we met, and everything that was spent, both ways, I would do it, gladly, just to avoid that one meeting with him,” Ortiz told CNA.

After Coyle decided to leave, the diocese began making arrangements for Coyle to return to Iowa. Within five days, on June 29, Coyle left the Ortiz' home.

Month after Coyle left his home, lawyers representing Ortiz told diocesan officials and reporters that the Diocese of Sioux City was guilty of a cover-up.

Ortiz agreed.

“You know what it's like when you go to your Church officials and they do absolutely nothing for you?” He asked. “They are totally bankrupt when it comes to morals.”

While Nickless told CNA that he tried to explain to Ortiz the allegations against Coyle from the beginning, Ortiz disagreed.

“They're accepting sin, in such a way that it's ok, and so they are shameless in this sin to such a point that they think we are going to agree with a letter of that magnitude. See, they told me that; they had gone and said that he had abused; I said he told us he abused a couple kids, we don't know the extent. But they said, well you know, they didn't really make it quite clear until the letter … do you know how scary it is to have somebody like this in your home?”

Although he acknowledged inviting Coyle into his home, Ortiz maintains he was used.

“I was used, as far as I'm concerned. I was used for the purpose of people who released this into our society as a plague, and it upsets me, it does. I don't think I'm ever going to recover from it.”

Ortiz also said that his spiritual director, whom he described as “no slouch in the priesthood” also failed him, because he did not sufficiently warn him not to allow an admitted perpetrator of sexual assault into his home.

Homecoming

When Coyle returned to Iowa, he was placed at Marian Home, a diocesan retirement home in Fort Dodge.

While the board of directors at Marian Home wasn't notified of Coyle's past, several staff members at the residence were.

Pelzel says he told the activities director “explicitly what Jerry was accused of, and she promised to be vigilant.”

Marian Home is located across the street from both St. Edmond Catholic School and Fort Dodge Senior High. Students at St. Edmond's sometimes visit Marian Home, but they did not have contact with Coyle as they do not go to the area in which he lived.

The schools were not informed when Coyle moved to the residence; “it did not occur to us that the school was there at that time,” Nickless said, acknowledging that “We made a mistake in not notifying the school … we should have done a better job of that.”

Coyle has since left Marian Home, and has been taken in by an acquaintance. Nickless said the priest is living “a life of prayer and penance.”

Nickless wrote a letter to the Sioux City diocese Oct. 31 discussing Coyle's situation, noting that “No one presently at the diocese has firsthand knowledge about Jerry Coyle and that includes me. For the past few months, we have been attempting to put the pieces together about what happened during the 1980s with the files and records that we do have on Jerry Coyle.”

“During the ensuing 32 years, there were no complaints of any misbehavior by Jerry Coyle. Psychologists in Albuquerque advised the diocese that Coyle was highly motivated to change. We know that many disagree with this point, and so do I.”

The bishop wrote that police “were not contacted when Coyle self-admitted, but policies have changed since 1986. Now the policy is to contact civil authorities, which we will follow, since we have [now] named victims of Jerry Coyle.”

In a Nov. 6 statement, the diocese elaborated.

“The issue that is most important for the public to understand is that many of the allegations made in the past, prior to the 2002 ‘Charter for the Protection of Children and Young People’ were not followed up with an investigation by civil authorities. The Church often sent priests to treatment, in hopes that any actions of misconduct could be cured. We know now that is not the way to handle any allegation of sexual misconduct, and with the 2002 Charter to guide us, we have protocols in place to follow, which we do,” the statement said.

“As far as Jerry Coyle, he has had no criminal charges made against him. He self-admitted, and there was not one allegation until 1986, and this individual was an adult, so the statute of limitations had run out. We recognize that when Coyle self-admitted, each parish should have been notified, and we should have asked victims to come forward. We apologize that this did not happen under the leadership of the Diocese of Sioux City at that time.”

Nickless wrote to the diocese last month: “If you are a victim of Jerry Coyle or any priest or person associated with the Diocese of Sioux City, please come forward.” In recent weeks, several alleged victims of Coyle have come forward to the diocese.

But in 2002, when the diocese initially reviewed its records with local prosecutors, there were no identifiable victims of Coyle. Pelzel said that at that time, a student at a local university had made allegations against Coyle to another priest; but the allegation was anonymous and the diocese had no way to contact the alleged victim.

Another individual had said Coyle had acted “kind of weird” in the sacristy, but didn't remember “anything else much.”

While Coyle was removed from ministry in 1986, he was not dismissed from the clerical state, and remains a priest of the Diocese of Sioux City. As such, the diocese is obliged under canon law to provide housing and board for him. The diocesan conduct review board is now discussing the possibility of pursuing a dismissal from the clerical state for Coyle.

However, “once a priest is elderly and frail and sick, as Fr. Coyle is, most of the time it's recommended [by the Vatican] that he live a life of prayer and penance,” Nickless explained.

In fact, the Sioux City diocese attempted to have another elderly priest dismissed from the clerical state, but the Congregation for the Doctrine of the Faith refused, citing his advanced age.

The review board has also been discussing the preparation and release of a list of credibly accused clerics of the diocese, especially how to make sure that such a list would be accurate. The diocese has stated that a list of credibly accused priests will be published “as soon as we know we have all of the information we need to move forward.”

The Nov. 6 statement said that Coyle’s case raises important questions about how the Church addresses sexual abuse.

“Bishop Nickless inherited many issues from the past. These are the ones we are dealing with today. One of the most difficult issues is this: where do we put known alleged abuser priests that are still alive, but have no charges against them? What do we do with these men? We know that you do not want them in your community. Many care facilities will not, or cannot, take them. Their families sometimes will take them in, but not always. They cannot go to a prison, as civil authorities say that the statute of limitations has run out to prosecute them. This leaves us with very few choices. We understand that the many members of the public are anxious and fearful about sex offenders, because the crime is so egregious. However, if they are not charged and sent to prison, there are few options for housing them.”

“Local Bishops do not have the authority to ‘defrock’ a priest, properly known as laicization. Laicization is a complicated process that is handled by the Vatican; however, a Bishop can remove a priest’s ability to function as a priest, and this has been done. Additionally, once laicized, Diocesan officials lose all ability to supervise formerly accused clergy,” the statement added.

“The Diocese of Sioux City does follow the Charter’s guidelines for all claims of abuse in the present day. As we follow up on past cases, we want to do that in a way that helps victims to feel that have some peace and justice. We set up a meeting on December 6, 2018 with the Attorney General of Iowa to discuss matters further. A list of credibly accused priests will be published, as soon as we know we have all of the information we need to move forward.”

Sioux City, Iowa, Nov 6, 2018 / 01:54 pm (CNA).- A New Mexico man says that an Iowa diocese neglected to tell him about the extent of abuse committed by a priest living in his home. Leaders in the diocese told CNA they tried to warn the man about the priest’s past, and that current leaders have attempted to do everything possible to manage the priest’s situation, within the confines of canon law.

Fr. Jerry Coyle is a priest of Sioux City, Iowa, but he has lived in New Mexico for 32 years. He moved to the state in 1986, to take part in a treatment program at a facility for priests run by the Servants of the Paraclete. He was sent there after telling Bishop Lawrence Soens that over 20 years of priesthood he had abused about 50 male adolescents.

Coyle was removed from ministry and his faculties were revoked after that admission; he was not dismissed from the clerical state.

After Coyle’s time with the Paracletes was completed, he remained in New Mexico. There, more than 10 years ago, he befriended Reuben Ortiz.

Ortiz is a pious and practicing Catholic: he and his family do pro-life ministry, go to homeless shelters, feed the poor, pray the rosary frequently, and even performed music at a World Youth Day. Until recently, Ortiz was a daily Mass-goer.

When Coyle got into a car accident last year, Ortiz invited the priest to move into his Albuquerque home, to live with him, his wife, and his three teenaged children. Coyle lived with the family until June 29.

In a recent Associated Press report, Ortiz’ attorney said that the diocese did not disclose important information about the priest until he was already living in the Ortiz family home. The diocese, however, told CNA that it repeatedly discouraged the Ortiz family from taking in the priest.

Ortiz acknowledged that when he invited Coyle, 85, to live in his home, he already knew that the priest had committed an act of sexual abuse.

“He had told us that he had fondled a kid, and that, it wasn't, you know, that he knew, he went through treatment for it, and he, he was ok,” Ortiz told CNA.

Ortiz said that even though he knew the priest had sexually assaulted a minor, he wasn’t nervous about his own children.

“No, because he was very secure about the fact that he was wrong about it. And he was also very secure that he wasn't ever going to do it again,” Ortiz said.

“Because we asked him right out, 'Well Jerry, what does that mean for our kids?' And he said, 'No, no, no, that was wrong, that's the reason why I'm not doing [active ministry] anymore, I'm not going and serving at Mass; they didn't take away my priesthood, I'm good that way.'”

“He really, he did have a certain way about him that looked like it was okay. But for him to go and deceive us from the very beginning was already wrong,” Ortiz added.

‘Redemption and forgiveness’

In November 2017, shortly after Coyle got in a car accident and had his license revoked, Ortiz phoned Bishop Walker Nickless of Sioux City, to let the bishop know about Coyle’s accident, and to inform him that the priest had come to live with the Ortiz family.

“Reuben Ortiz called me after Jerry had his automobile accident, and wanted me to know he couldn't drive any more, and he needed a place to live because he couldn't take care of himself, and he wanted to take him into his own home, because they were good friends and he wanted to help Jerry recover from the accident, and he told me he can stay here as long as he wants,” Bishop Nickless recounted to CNA.

“I said to him, 'Reuben, do you know his history?' And he said, 'Yes. Father and I have talked about it; I know that he has abused minors in the past, and I believe in redemption and forgiveness.'”

Nickless said the diocese told Ortiz that because his minor children lived at home, “we think … that is not a good place for Jerry to be, and we'd like him to move.”

“He clearly said he wanted to keep Jerry living with him. We asked him to at least inform his children of Jerry's history – he said he hadn't done that – and he said, 'I'm not going to do that to my children.'”

The problem of where Coyle was to live was taken to the diocesan review board. The review board met Feb. 5, 2018, to discuss Coyle's living situation, and suggested that he go to a nursing home in New Mexico.

“They immediately recommended that he leave the house,” Nickless said. “I told Reuben that.”

The Diocese of Sioux City encouraged Ortiz to look for a nursing home for Coyle in the Albuquerque area.

“He refused to do that,” Nickless explained. “He kept saying, 'No, no, I want him here, I want him here, I want him here.'”

On Feb. 8, Fr. Brad Pelzel, vicar general of the Sioux City diocese, spoke with Reuben and his wife, Tania, on the phone, relating what the review board had decided.

At the request of the review board, Pelzel also wrote to Reuben and Tania Feb. 12, following up on their phone conversation. Pelzel’s letter urged that Coyle move to a nursing home. It was thought that one in New Mexico would be most appropriate, because the priest had lived there for so long.

The letter said that the review board was seriously concerned about “Coyle's self-revealed history of sexual attraction to and contact with boys.”

“When he self-reported his situation … Fr. Coyle admitted that, for a period of about 20 years, he victimized approximately 50 school boys, varying from 7th to 10th grade,” Pelzel wrote.

“The Review Board is grateful to you and your family for your kindness and the Christ-like attention and care you have provided Fr. Coyle, most notably your willingness to welcome him into your home following his traffic accident,” Pelzel wrote.

“While acknowledging the grace of Fr. Coyle's repentance and the 30-plus years of apparent success he has experienced in living out celibate chastity since moving to the Albuquerque area, the Review Board cannot condone the risk you take by allowing Fr. Coyle to reside in your home and recommends in the strongest of terms that the best form of assistance you can provide Fr. Coyle would be to help him find an institution with Assisted Living facilities.”

Ortiz said that it was shocking to see the letter that said Coyle admitted to abusing 50 adolescents. While he was comfortable with having Coyle around his family when he believed the priest had abused one or two adolescents, he felt he had been misled.

“You know the shock that was, what we took on? It traumatized us to see these pages of who this guy was. It shocked us to such a degree that I didn't want to let my wife know how scared I was.”

He related that he slept downstairs near Coyle, while the rest of his family was upstairs, from the time they received the Feb. 12 letter until Coyle left in June.

Ortiz told CNA fears that Coyle could have abused his son, who is 15.

Financial matters

Although Ortiz chose not to help Coyle find a nursing home, he did accept money from his boarder. Ortiz told CNA he asked the priest for financial contributions to the family home.

According to Nickless, Coyle gave Ortiz almost $30,000 during the eight months he lived in the family home.

Nickless said that Ortiz first told Coyle he needed to buy a larger car to take him to Mass; his family and Coyle could not all fit into their existing vehicle.

Coyle gave Ortiz $25,000 to buy a new car, Nickless told CNA.

A few weeks later, Ortiz said he needed some more money to handle some expenses.

Coyle gave Ortiz another $2,000, Nickless said.

Later, Ortiz said he needed an additional $3,000, “at which point Jerry balked,” Pelzel told CNA.

“Then Reuben demanded that Jerry give him power of attorney and access to his saving and checking account,” according to Pelzel.

“So then Jerry called us and said, 'This is strange, I think I'm coming back',” Nickless said.

Asked how much money the priest had given him, Ortiz declined to answer.

“Let me ask you something, okay? What do you, how do you think money has anything to do with this? How does money come into play? I curse the day I ever met him and if I could take back every time that we met, and everything that was spent, both ways, I would do it, gladly, just to avoid that one meeting with him,” Ortiz told CNA.

After Coyle decided to leave, the diocese began making arrangements for Coyle to return to Iowa. Within five days, on June 29, Coyle left the Ortiz' home.

Month after Coyle left his home, lawyers representing Ortiz told diocesan officials and reporters that the Diocese of Sioux City was guilty of a cover-up.

Ortiz agreed.

“You know what it's like when you go to your Church officials and they do absolutely nothing for you?” He asked. “They are totally bankrupt when it comes to morals.”

While Nickless told CNA that he tried to explain to Ortiz the allegations against Coyle from the beginning, Ortiz disagreed.

“They're accepting sin, in such a way that it's ok, and so they are shameless in this sin to such a point that they think we are going to agree with a letter of that magnitude. See, they told me that; they had gone and said that he had abused; I said he told us he abused a couple kids, we don't know the extent. But they said, well you know, they didn't really make it quite clear until the letter … do you know how scary it is to have somebody like this in your home?”

Although he acknowledged inviting Coyle into his home, Ortiz maintains he was used.

“I was used, as far as I'm concerned. I was used for the purpose of people who released this into our society as a plague, and it upsets me, it does. I don't think I'm ever going to recover from it.”

Ortiz also said that his spiritual director, whom he described as “no slouch in the priesthood” also failed him, because he did not sufficiently warn him not to allow an admitted perpetrator of sexual assault into his home.

Homecoming

When Coyle returned to Iowa, he was placed at Marian Home, a diocesan retirement home in Fort Dodge.

While the board of Marian Home wasn't notified of Coyle's past, several officials at the residence were. Msgr. Kevin McCoy, pastor of Holy Trinity Parish in Fort Dodge, told the home that Coyle was not on a sex offender list, but did not disclose his admissions of abuse. And Fr. Pelzel says he told the activities director “explicitly what Jerry was accused of, and she promised to be vigilant.”

Marian Home is located across the street from both St. Edmond Catholic School and Fort Dodge Senior High. Students at St. Edmond's sometimes visit Marian Home, but they did not have contact with Coyle as they do not go to the area in which he lived.

The schools were not informed when Coyle moved to the residence; “it did not occur to us that the school was there at that time,” Nickless said, acknowledging that “We made a mistake in not notifying the school … we should have done a better job of that.”

Coyle has since left Marian Home, and has been taken in by an acquaintance. Nickless said the priest is living “a life of prayer and penance.”

Nickless wrote a letter to the Sioux City diocese Oct. 31 discussing Coyle's situation, noting that “No one presently at the diocese has firsthand knowledge about Jerry Coyle and that includes me. For the past few months, we have been attempting to put the pieces together about what happened during the 1980s with the files and records that we do have on Jerry Coyle.”

“During the ensuing 32 years, there were no complaints of any misbehavior by Jerry Coyle. Psychologists in Albuquerque advised the diocese that Coyle was highly motivated to change. We know that many disagree with this point, and so do I.”

The bishop wrote that police “were not contacted when Coyle self-admitted, but policies have changed since 1986. Now the policy is to contact civil authorities, which we will follow, since we have [now] named victims of Jerry Coyle.”

In a Nov. 6 statement, the diocese elaborated.

“The issue that is most important for the public to understand is that many of the allegations made in the past, prior to the 2002 ‘Charter for the Protection of Children and Young People’ were not followed up with an investigation by civil authorities. The Church often sent priests to treatment, in hopes that any actions of misconduct could be cured. We know now that is not the way to handle any allegation of sexual misconduct, and with the 2002 Charter to guide us, we have protocols in place to follow, which we do. When victims report as adults, the statute of limitations often has passed, meaning that the alleged abuser priest could not be prosecuted, even if the allegation from the past is deemed credible. This makes it very difficult to know what to do with priests that have allegations made against them, but no prosecution by civil authorities, and no incarceration for the alleged crime,” the statement said.

“As far as Jerry Coyle, he has had no criminal charges made against him. He self-admitted, and there was not one allegation until 1986, and this individual was an adult, so the statute of limitations had run out. We recognize that when Coyle self-admitted, each parish should have been notified, and we should have asked victims to come forward. We apologize that this did not happen under the leadership of the Diocese of Sioux City at that time.”

Nickless wrote to the diocese last month: “If you are a victim of Jerry Coyle or any priest or person associated with the Diocese of Sioux City, please come forward.” In recent weeks, several alleged victims of Coyle have come forward to the diocese.

But in 2002, when the diocese initially reviewed its records with local prosecutors, there were no identifiable victims of Coyle. Pelzel said that at that time, a student at a local university had made allegations against Coyle to another priest; but the allegation was anonymous and the diocese had no way to contact the alleged victim.

Another individual had said Coyle had acted “kind of weird” in the sacristy, but didn't remember “anything else much.”

While Coyle was removed from ministry in 1986, he was not dismissed from the clerical state, and remains a priest of the Diocese of Sioux City. As such, the diocese is obliged under canon law to provide housing and board for him. The diocesan conduct review board is now discussing the possibility of pursuing a dismissal from the clerical state for Coyle.

However, “once a priest is elderly and frail and sick, as Fr. Coyle is, most of the time it's recommended [by the Vatican] that he live a life of prayer and penance,” Nickless explained.

In fact, the Sioux City diocese attempted to have another elderly priest dismissed from the clerical state, but the Congregation for the Doctrine of the Faith refused, citing his advanced age.

The review board has also been discussing the preparation and release of a list of credibly accused clerics of the diocese, especially how to make sure that such a list would be accurate. The diocese has stated that a list of credibly accused priests will be published “as soon as we know we have all of the information we need to move forward.”

The Nov. 6 statement said that Coyle’s case raises important questions about how the Church addresses sexual abuse.

“Bishop Nickless inherited many issues from the past. These are the ones we are dealing with today. One of the most difficult issues is this: where do we put known alleged abuser priests that are still alive, but have no charges against them? What do we do with these men? We know that you do not want them in your community. Many care facilities will not, or cannot, take them. Their families sometimes will take them in, but not always. They cannot go to a prison, as civil authorities say that the statute of limitations has run out to prosecute them. This leaves us with very few choices. We understand that the many members of the public are anxious and fearful about sex offenders, because the crime is so egregious. However, if they are not charged and sent to prison, there are few options for housing them.”

“Local Bishops do not have the authority to ‘defrock’ a priest, properly known as laicization. Laicization is a complicated process that is handled by the Vatican; however, a Bishop can remove a priest’s ability to function as a priest, and this has been done. Additionally, once laicized, Diocesan officials lose all ability to supervise formerly accused clergy,” the statement added.

“The Diocese of Sioux City does follow the Charter’s guidelines for all claims of abuse in the present day. As we follow up on past cases, we want to do that in a way that helps victims to feel that have some peace and justice. We set up a meeting on December 6, 2018 with the Attorney General of Iowa to discuss matters further. A list of credibly accused priests will be published, as soon as we know we have all of the information we need to move forward.”

The second book, “'Breaking Bad' Signs and Symbols: Reading Meaning into Sets, Props, and Filming Locations,” aims to understand some of the symbolism embedded in the backgrounds of "Breaking Bad" and "Better Call Saul." Vince Gilligan and crew have hidden coded messages in the backgrounds of scenes. Elements of Albuquerque architecture are used as ideograms, and when strung together, can tell stories of surprising sophistication.

A series of tables are used to isolate how certain architectural features are used: Pueblo Deco Arches, Gentle Arches, Bell-Shaped Lamps, Parallel Beams in the Ceiling; Five-Pointed Stars; Octagons, etc. In particular, daylighting innovations that were pioneered or promoted in Chicago are examined: Glass Block Windows, Luxfer Prismatic Tile Windows, and Plate Glass Windows.

Like many cities in America’s Great Plains and Mountain West, Albuquerque obtained much of its architecture directly from Chicago via the AT&SF railroad and Highway 66. In “Breaking Bad” and “Better Call Saul,” Albuquerque is used as a stunt double for the City of Chicago.

Certain symbols advance the plot - foreshadowing symbols like Pueblo Deco Arches, or danger symbols like bell shapes and stagger symbols. Other features, like Glass Block Windows or Parallel Beams in the Ceiling, tell stories about the legacies and corruptions of modernity, particularly those deriving from Chicago’s “Century of Progress” (1833-1932).

Most stories appear to be tributes to the film business – favorite actors, directors, TV series, and movies. Stories include: The Legacy of El Chapo; Tributes to Alfred Hitchcock’s “North by Northwest”; The Badger Comes To Entrap; The Five Apparitions of Our Lady of Guadalupe; The Legacy of London's Crystal Palace; and an Homage to Patrick McGoohan’s “The Prisoner.”

At the least, watching the backgrounds provides an alternative understanding of the television shows. Instead of wondering whether or not Jane will accept Jesse’s invitation to watch his big-screen TV, one can wonder instead about whether Jesse’s ceiling will be visible (because that would be bad).

From multiple news sources:  During the past few weeks there have been several incidences of attacks on state police facilities, and a few on municipal police in Juárez.  Gunmen have fired at state police installations of various occasions, wounding persons inside, or they have fired on state patrol cars.  This happened again last night in Juarez.  In Chihuahua a state police officer assigned to protective services for the banking sector was shot and killed last night as well.  

A wave of violence swept over Juárez over the weekend, leaving  a toll of 18 dead.  Police have indicated they believe these deaths can be attributed both to executions by La Linea, a major cartel in Juárez that ships illegal drugs to El Paso, and to feuds between retail traffickers of drugs for the local market in Juárez.  Three persons were arrested yesterday in Juárez in connection with this weekend's killings.

The frequency of attacks on state police throughout Chihuahua state has led to the resignation or abandonment of their jobs of many state police officers in recent weeks.

Multiple accusations that the State Security Commission has been seriously compromised by internal corruption have also put pressure on state police, have drawn widespread attention to the impunity with which drug cartels operate in Chihuahua state.

Meanwhile, a man believed to be a chief operations officer for the Sinaloa Cartel (also known as the Pacific Cartl) was arrested yesterday by federal police in Puebla.  Luis Enrique Gamboa Sosa, a.k.a "El Muletas" is believed to have been the logistical coordinator for the Nuevo Cartel del Tigre, an armed enforcer in Chihuahua for the Sinaloa Cartel. The organization is thought to have been created by disgruntled officers of La Linea, the armed enforcer for the Juárez cartel.

 Ramon Ernesto Badillo Aguilar was sworn into office in Juarez, in a very private ceremony yesterday, as the new federal delegate to Chihuahua State, headquartered in Juarez.  He is known for having handled the kidnapping case of two sons of Chapo Guzman a couple of years ago in Puerto Vallarta.  Chapo himself, from a jail cell, is reputed to have threatened to kill members of the Jalisco Cartel and his sons were released two weeks later. They now are said to be in control of Chapo's empire, the Sinaloa Cartel, and appear to be openly enjoying the fabulous wealth their father accumulated..  Chapo's trial in the US began this week.

Badillo is an experienced hand as a federal prosecutor dealing with drug cartels, having held this position in Puebla.  The PGR delegate to each state is equivalent to the position of U.S. Attorney in the United States.  New Mexico's U.S. Attorney is headquartered in Albuquerque.  Chihuahua state is ranked 28th (index score of .27 out of possible 100) in "rule of law and security" among the 33 states in Mexico by the prestigious World Justice Project.  Guerrero, the lowest ranking state in Mexico, has an index score of .19.  (click here for more information about the WJP in Mexico)

O QUE ERA PARA SER COMBATE A CATARATAS, TERIA VIRADO PÓ
Uma Tomada de Contas Especial realizada pelo Tribunal de Contas do Estado (TCE) detectou que o Instituto Cultural Arte e Esporte – ICAI teria recebido R$ 330 mil para realizar o projeto ‘São Gonçalo contra a Catarata’, mas não havia vestígios da realização do evento. O convênio é datado do ano de 2015 e foi assinado pelo então secretário de Saúde, Francisco Costa, e Jonathan Willian Sena Moção, proprietário do ICAI.
“Ficou constatado que não foi anexado nenhum comprovante de despesa realizada pelo Instituto Cultural no SISCON, assim como não foi protocolada nenhuma  prestação  de  contas referente ao convênio supramencionado, contrariando a legislação pertinente à gestão de convênio”, diz relatório.
“Concomitante à análise documental, a comissão processante efetuou verificação no Município de São Gonçalo onde deveriam ser executadas as ações propostas no Termo do Convênio em tela, buscando informações nos órgãos municipais, no intuito de apurar a real aplicação dos recursos públicos repassados. A comissão processante não conseguiu informações que comprovassem a realização do evento”, continuam.
Esse instituto é o mesmo noticiado pelo Portal 180 na matéria “Notas frias no Turismo: Flávio Nogueira terá que devolver R$ 800 mil ao erário”.
O interessante é que ao analisar o convênio com a pasta da Saúde, os técnicos da Corte de Contas também detectaram que o instituto não tinha estrutura e que fez uso de empresa terceira para subcontratar o serviço.
A terceira escolhida é a empresa Recicle – Comércio e Serviços de Máquinas Ltda, de propriedade de Fábio dos Santos Albuquerque.
MAS EM QUEM ACREDITAR? CGE OU TCE?
Atrelada ao governo estadual, sabe-se que a Controladoria Geral do Estado (CGE) não tem autonomia no Piauí. Com isso um conflito de interesses pode ter ficado evidente neste relatório em específico.
Isso porque a CGE constata que houve irregularidades, mas responsabiliza apenas Jonathan Willian Sena Monção, proprietário da ICAE, e ‘alivia’ para o então secretário Francisco Costa e a empresa subcontratada.
“Esta Divisão de Fiscalização analisando o Parecer Final da Comissão Processante, o Parecer Financeiro Conclusivo da GAPCON e o Relatório da Controladoria Geral do Estado, verificou-se a ausência da responsabilização, por parte desses órgãos, dos  senhores Francisco de Assis de Oliveira Costa (ex-secretário de saúde) e do senhor Fábio dos Santos Albuquerque (proprietário da RECICLE), indo de encontro ao  Relatório  de  Contraditório  da  5ª  DFAE (processo nº 04639/2016, peça 33), como também em dissonância com o parecer do Ministério Público de Contas e do Acordão nº 085/2017 do Tribunal de Contas do Estado”, ressalta relatório do TCE, que vê a responsabilização solidária.

“Percebe-se, portanto, imprecisão, por parte da comissão processante e da CGE em atribuir responsabilidade apenas ao dirigente do ICAE, tendo em vista que o Acórdão n° 085/2017 [do TEC] ratificou a responsabilidade do gestor à época e da empresa  subcontratada e que, portanto, devem responder solidariamente pelo débito, uma vez que, por suas condutas, deram causa, concorrentemente, ao dano ao erário”, conclui.
A orientação, após essa constatação, é a de que os outros dois supostos responsáveis fossem notificados para apresentarem defesa.
O valor do débito atualizado é da ordem de R$ 416.978,29.

Sharice Davids and Deb Haaland made history on Tuesday by becoming the first Native American women elected to Congress.

Davids unseated Rep. Kevin Yoder in Kansas, and Haaland is projected to win her reliably Democratic district in New Mexico. If Yvette Herrell, a Republican in New Mexico, wins, she will become the third Native American woman in Congress.

Davids is also a former professional mixed martial arts fighter and attorney who worked as a fellow at the White House under the Obama administration and during the beginning of the Trump administration. She will become the second-ever openly lesbian member of Congress, after Sen. Tammy Baldwin in Wisconsin, according to CNN.

Her district in the Kansas City area swung for Hillary Clinton by 1 point in 2016, after going for Mitt Romney by 10 points in 2012. A local Republican had called Davids a “radical socialist kickboxing lesbian Indian” who “will be sent back packing to the reservation.” He later resigned.

Haaland, a former state Democratic Party chairwoman, campaigned with the financial support of various Native American tribes and organizations, according to the Albuquerque Journal.

Herrell, a Republican in the 2nd District of New Mexico, has been relatively quiet about her heritage, but she is an enrolled member of the Cherokee Nation. She is currently leading in the polls.

Native American press have reported that it has been a record year for Native Americans running for office. The only Native Americans in Congress now are Tom Cole and Markwayne Mullin, Republicans from Oklahoma. In the 2018 midterm elections, there were 10 Native American candidates running for Congress.

[caption id="attachment_51279" align="alignleft" width="522"] Foto: Reprodução TV Cidadã[/caption] O Pleno do Tribunal de Contas do Estado de Alagoas aprovou, na manhã desta terça-feira, a minuta do projeto de reposição salarial dos servidores efetivos ativos, inativos, pensionistas e parte dos comissionados, referente à data-base de 2018, apresentada pela conselheira-presidente, Rosa Albuquerque. O anteprojeto de Lei depende, agora, da aprovação de suplementação orçamentária solicitada pelo TCE ao Executivo estadual, para ser encaminhado à apreciação da Assembleia Legislativa. A reposição proposta é de 2,95%, referente à inflação medida até o mês da data-base (fevereiro de 2018) e será incidente sobre a remuneração ou subsídio correspondente àquele mês, e com efeito retroativo. O anteprojeto prevê a implantação do índice já no próximo mês de dezembro. Os comissionados que ocupam cargo de chefia não serão contemplados com a reposição anual, porque já tiveram aprovada correção de defasagem salarial no semestre passado. Today’s date marks the anniversary of the premiere performance of two musical works written by émigré composers: one Austrian, the other Chinese. On Nov 4, 1948, the Albuquerque Civic Symphony gave the first performance of Arnold Schoenberg’s powerful piece for narrator, chorus and orchestra entitled “A Survivor from Warsaw.” Because of his Jewish heritage, Schoenberg resettled in America in 1933 when the Nazis took over Germany. After the end of World War II, Schoenberg met some survivors of the Nazi pogroms in the Warsaw ghetto. Profoundly moved as they recounted their harrowing experiences, Schoenberg set their recollections to music, utilizing a twelve-tone theme which is revealed only at the end of the work, where it supplies the traditional melody of a Jewish prayer of comfort and hope. On today’s date in 1993, Boulder, Colorado, was the venue for the premiere of this music, the String Quartet No. 3 by the Chinese composer Bright Sheng. “It was inspired by the memory of a Tibetan folk dance which I came across about 25 years ago when I was living in a province on the border between China and Tibet,” recalled Sheng. At that time, Madame Mao’s “Cultural Revolution” was in full force, and that explains why a teenage pianist from Shanghai ended up on a remote Chinese frontier. Eventually, Sheng was able to enroll in the Shangai Conservatory, and in 1982 came to New York. “All of my compositions somehow deal with Chinese culture,” explains Sheng, “yet they synthesize Chinese and Western musical forms.”

          SDSU MFA Musical Theatre Program Launches New Musical Initiative With 'Til Death Do Us Part'      Cache   Translate Page      

The San Diego State University MFA Musical Theatre Program has launched an innovative two-year development program dedicated to fostering the creation of new musicals. The SDSU MFA New Musical Initiative was conceived with the idea of helping musical theatre writers develop a new work through a two-year process including a reading (fall 2018), a workshop (spring 2019) and a full production (spring 2020).

After a competitive submission process, which saw over 100 new scripts and scores, the selection committee chose 'Til Death Do Us Part by Bobby Cronin and Caroline Prugh. Mr. Cronin and Ms. Prugh will work directly with MFA Musical Theatre students and select undergraduate students to rehearse and present a staged reading of this new musical on Friday, November 9 at 4pm on the stage of the Don Powell Theatre on the SDSU campus. Professor Stephen Brotebeck will direct the reading with musical direction by Professor Robert Meffe.

Head of the MFA Musical Theatre Program, Robert Meffe says, "In my experience working with new musicals, what is missing is a sense of continuity as a piece is written and rewritten. This two-year process gives the writers the valuable chance to develop their work with the same cast and creative team."

The SDSU reading of 'Til Death Do Us Part is honored to be the recipient of a National Alliance for Musical Theatre Writers Residency Grant.

The SDSU Musical Theatre Program is dedicated to creating a space for musical theatre writers to develop and try out new material. There is also no better way for students to apply theory to practice than by helping to create new work. Everybody wins: artists get to hear their work and students get to experience first hand just what goes into creating a new musical. Past artists have included Ryan Scott Oliver, BD Wong, Wayne Barker, Michael Federico and Home for Hovercraft band members Seth and Sean Magill.

Gracie Jean, a spitfire from hardscrabble Tennessee, is called to preach God's grace and is encouraged by her father to follow her dream, despite resistance from their community. Bobby Cronin (music and lyrics) is the award-winning composer/lyricist of: Mary and Max (World Premiere at Theatre Calgary fall 2018, Pace New Musicals winner 2017/2018, MUT Critic's Prize in Germany 2018, and 2017 finalist for SigWorks, DC); The Concrete Jungle (London, International Cast Recording on all digital platforms); 'Til Death Do Us Part with bookwriter Caroline Prugh (winner 2018 SDSU New Works Award); Daybreak (US & London); and currently writing book, music & lyrics for: #W2ML a new pop-rock musical and Psykidz (A Class Act NY commission); music & lyrics for Olisnach featuring Ali Stroker (Spring Awakening, Glee) book by Crystal Skillman; and the music for Christine Toy Johnson's Till Soon, Anne (recent NYC reading starring Beautiful's Abby Mueller).

Bobby has written scores/songs for many award-winning short films and webseries. Details of the upcoming project are scarce, although Albuquerque Journal reports that the move is currently operating under the name Greenbrier, and will focus on a kidnapped man making an escape. The project is believed to be filming from November until February next year, meaning that a release in late 2019 could be being planned. The news that AMC could be working on a full-length project comes after the network announced plans for a film spinoff of The Walking Dead. That movie is set to center on the character Rick Grimes, and will begin production in 2019. In other entertainment news, new details of Game of Thrones Season Eight were recently revealed.

Really really really nice park with lovely landscaping, great paved, level, WSE sites and wide paved interior roads. Seamless checkin with an escort to our site. Great pool. Shuttle to adjacent casino and "world famous Laguna burger" across the highway. We enjoyed the BOGO buffet in the casino which we got by signing up for their players card. Immaculate in every respect. No cable TV but lots of OTA stations. We did not use campground WIFI as we use our own Verizon plan which worked well. No trees (hey it's the desert). Great dog parks with nice grass (something our pooch hadn't seen in a while). We enjoyed sitting out in the evenings watching the moon rise over the New Mexico desert. Close to Albuquerque amenities (20 minute drive) where we enjoyed hiking Petroglyphs National Monument and all the fun stuff in town. Loved it here and would definitely stay again if in the area.

America's 116th Congress is going to include some prominent firsts — and several governors' races made history this midterm, too.

The U.S. has ushered in its first Native American and Muslim congresswomen, its first lesbian mom in Congress and the first openly gay man elected as a state's governor. South Dakota and Maine elected their first female governors, Tennessee and Arizona sent their first women to the Senate and Massachusetts and Connecticut elected their first-ever black women to the House.

As NPR has previously reported, record numbers of Native Americans, Muslim Americans and women, including many women of color, ran for office in 2018. A "rainbow wave" of LGBTQ candidates also sought office. And after the ballots were cast, all those groups notched notable firsts.

No, voters did not elect the first Native American governor (Paulette Jordan lost in Idaho) or the first openly transgender governor (Christine Hallquist lost in Vermont). And in Georgia, Stacey Abrams' bid to be the country's first-ever black woman governor is still up in the air — Secretary of State Brian Kemp has a slim lead, but Abrams has not conceded and is pushing for a runoff.

But here are some of the winning candidates who made history on Tuesday:

First openly gay man elected governor: Colorado Democrat Jared Polis

"We proved that we're an inclusive state that values every contribution regardless of someone's sexual orientation or gender identity," Polis said during his victory speech, according to Denver's CBS4 TV station. "For the LGBTQ pioneers ... who endured so much hardship and hurt to make it possible for so many of us, myself included, to live and to love openly and proudly, and to the people in this room I want to say I am profoundly grateful for all the work we've done to overcome."

New Jersey's former Gov. Jim McGreevey came out as gay while in office, but was not out when he was elected. Oregon Gov. Kate Brown, who is bisexual, became the first openly LGBT governor elected when she won her office in 2016.

Polis' partner, Marlon Reis, and two children, Caspius and Cora, will be moving into the governor's mansion.

"Polis made millions in e-commerce and backs single-payer health care, set a goal of 100 percent renewable energy by 2040, supports greater distances between oil and gas drilling operations and homes and schools, and wants the state to fund preschool and full-day kindergarten," writes Bente Birkeland of Colorado Public Radio.

Polis is also Colorado's first-ever Jewish governor.

First Native American congresswomen: Sharice Davids of Kansas and Debra Haaland of New Mexico, both Democrats.

Davids, a member of the Ho-Chunk nation, won a competitive race to represent Kansas' 3rd District. Davids is a lawyer and a former MMA fighter — one of her ads featured her attacking a punching bag.

"We have the opportunity to reset expectations about what people think when they think of Kansas," Davids said in her victory speech, according to the Kansas City Star.

She is also the first openly gay congresswoman from Kansas. "She really feels like the voice for all the LGBT folks in the Midwest," one LGBT activist told the Star.

Haaland, a member of the Pueblo of Laguna, sailed to an easy win in New Mexico's 1st District. She, too, is a lawyer, as well as a former tribal administrator and field organizer for Barack Obama.

"Somebody has to be the first," she told NPR's Leila Fadel in Albuquerque this summer. "Native women, I mean, we've been on the front lines for a long, long time. Think of all the Native women who have fought for treaty rights and fishing rights and all of those things."

A number of men with Native American ancestry have served in the U.S. Congress since the 19th century. There are currently two Native Americans in Congress, both Republican men from Oklahoma: Markwayne Mullin, a enrolled member of the Cherokee Nation, and Tom Cole, a member of the Chickasaw Nation.

First Muslim congresswomen: Ilhan Omar of Minnesota and Rashida Tlaib of Michigan, both Democrats

Omar and Tlaib both won handily in heavily Democratic districts that are majority white and overwhelmingly non-Muslim.

"I stand here before you tonight as your congresswoman-elect with many firsts behind my name," Omar said in her victory speech. "The first woman of color to represent our state in Congress. The first woman to wear a hijab to represent Minnesota ... The first refugee ever elected to Congress. And one of the first Muslim women elected to Congress."

She's also the first Somali-American in Congress. She is taking over the seat of Democrat Keith Ellison, who became the first Muslim elected to Congress back in 2006.

"Omar is the youngest of seven children," NPR's Doualy Xaykaothao reported in 2016. "She and her family fled from the Somali civil war and spent four years in a refugee camp in Kenya. When she came to the United States in 1995, she spoke only Somali. As her English improved, she began translating for her grandfather at political events in the Twin Cities."

Tlaib is a Detroit native and the daughter of Palestinian immigrants, making her the first Palestinian-American elected to Congress.

She secured the seat back in August, when she won the Democratic primary to replace long-serving Rep. John Conyers, who resigned after sexual harassment allegations. She faced no Republican candidate in the general election.

As NPR has previously reported, Tlaib's Muslim and Palestinian identity drew national attention, but the local focus was on her strong reputation as a constituent-focused state lawmaker and her progressive politics. Tlaib is an environmental advocate who faced off against Koch Carbon in a fight over petroleum coke storage along the Detroit River, and she ran to the left of other Democratic candidates.

"I'm a different kind of public servant," Tlaib told the Detroit Free Press after her victory. "I do activism work here at home. I grew up in a community that founded the labor rights movement. ... Being [in Congress] is going to be important so that my residents feel like they have a seat at the table but also someone with a lot of courage to stand up and speak up."

First Latina congresswomen from Texas: Democrats Sylvia Garcia and Veronica Escobar

Until now, Texas has never sent a Latina to Congress. As NPR's Domenico Montanaro noted earlier this year, "That is really quite something in a state where nearly 4 in 10 people are Latino."

Escobar won in the 16th District, which includes El Paso. She is taking the seat vacated by Beto O'Rourke, who challenged Ted Cruz's Senate seat.

Garcia won in the 29th District, succeeding longtime Democratic Rep. Gene Green for a district covering the eastern Houston area.

When the Texas Tribune asked her this spring about her widely anticipated win, Garcia said she wasn't focusing on being one of the state's first Latina representatives. " I don't really ever think about those things," she said. "I never really wanted to be the first. I wanted to be the best."

First lesbian mom in Congress: Minnesota Democrat Angie Craig

Craig, a former health care executive, won a tight race for Minnesota's 2nd District, defeating incumbent Jason Lewis. The race was a rematch; Craig fell short of unseating Lewis back in 2016.

Craig and her wife, Cheryl Greene, have four sons; one is in high school and three are in college. Craig and her former partner had to fight a legal battle to adopt their son, Craig's oldest child, because of opposition to same-sex adoption.

In her victory speech, Craig said her victory would not have been possible "without the love and support of my family." A crowd of her supporters chanted "Cheryl! Cheryl!" as the couple embraced. She then thanked each of her sons one by one, boasting about their school performance and job offers along the way.

"I'm not running because I would be the first lesbian mom," Craig told NPR earlier this fall. "But that's pretty cool I would be."

Craig is also the first openly gay woman from Minnesota to be elected to Congress.

Massachusetts' first black member of the House: Democrat Ayanna Pressley

Pressley is the first black woman Massachusetts has ever sent to Congress, and the state's first black member of the House of Representatives.

Her primary win was a surprise, and a message to the Democratic establishment. Her opponent, a popular long-time incumbent, had the backing of the party while she mustered grassroots support.

"The Democratic Party has referred to African-American women as the backbone of the party, but in recent years, some black organizers have expressed frustration that the party has not invested in recruiting black candidates," NPR's Asma Khalid reported this fall. "Pressley's victory is a sign that organizers and activists are no longer willing to wait for the party's blessing."

Pressley spoke to NPR this fall about the challenges she faced in running for office as a black woman: "I was told everything from I shouldn't be wearing my hair in twists, I shouldn't wear hoops, I shouldn't be as transparent about my personal hardships. I think that more of us need to feel empowered ... to authentically represent our lived experience."

Massachusetts' first black member of Congress was Edward Brooke. When Brooke was elected in 1966, he was the first black senator elected by popular vote (state legislators sent two black men to the Senate during Reconstruction).

Tennessee's first female senator: Republican Marsha Blackburn

Blackburn is a "loyal conservative foot soldier," NPR's Jessica Taylor wrote last year, farther to the right than outgoing Republican Sen. Bob Corker.

In 2002, when she was elected to the House of Representatives, "she became the first woman elected to Congress in Tennessee who hadn't followed her husband in the position," Taylor reported. But unlike many Democratic women running for office this year, Blackburn did not emphasize her gender on the campaign trail.

After she won the primary, her history-making victory on Tuesday was widely expected. Tennessee hasn't elected a Democratic senator in nearly 30 years.

Arizona's first female senator: Democrat Kyrsten Sinema or Republican Martha McSally

As of 8:30 a.m. ET, Arizona's Senate race was still too close to call, with McSally slightly leading in votes. But no matter who wins, Arizona will be sending a woman to the Senate for the first time. Both Sinema and McSally currently serve in the House of Representatives.

Sinema, who, if she wins, would also be the country's first bisexual senator, ran as a centrist.

McSally, a former air force pilot who was the first U.S. woman fighter pilot to fly in combat, had to run to the right to make it through the Republican primary race.

Connecticut's first black woman sent to Congress: Democrat Jahana Hayes

Hayes is a history teacher — the 2016 National Teacher of the Year — who ran on a progressive platform, supporting a single-payer healthcare system and immigration reform, as well as support for public education. She's joining Connecticut's all-Democratic delegation in the House of Representatives.

"I never ran on a platform that was about, you know, my race or my identity. But obviously I can't take this skin off," she told NPR this summer. "It's a huge part of who I am. And I think what it represents is that everybody in this community has a place in Congress."

She won office as part of a blue sweep of Connecticut's house seats — again.

Connecticut has only sent one other African-American to Congress: conservative Republican Gary Franks, who served in the House of Representatives in the 1990s.

South Dakota's first female governor: Republican Kristi Noem

Noem, a member of the House of Representatives, won an unexpectedly tight governor's race against moderate Democrat Billie Sutton, maintaining Republican control of the governor's seat.

In 2010, when Noem first came to Capitol Hill as a freshman congresswoman, NPR described her as a "rising star."

Hoem "took over her South Dakota family farm operation after her father died in a farming accident," Lee Strubinger of South Dakota Public Broadcasting writes. "That experience, she says, ultimately got her involved in politics with a focus on reforming government and the tax code. Noem was instrumental in repealing the estate tax during recent federal tax cuts."

Maine's first female governor: Democrat Janet Mills

Maine's Republican governor, Paul LePage — known for controversial and offensive remarks — hit his term limit and couldn't run for re-election. Instead Janet Mills, the state attorney general, faced off with auto body entrepreneur Republican Shawn Moody.

Mills was a "longtime nemesis" of LePage, in the words of Maine Public. The two fought publicly over President Trump's policies and funding for the attorney general's office.

Mills' campaign benefited from the support of progressive donors.

The University of New Mexico Announces New "El Lobo Rojo" BeerFrom The University of New Mexico:

INDIANAPOLIS, IN Nov. 6, 2018  Learfield Licensing Partners, a trademark management company specializing in collegiate licensing and branding, collaborated with valued partner The University of New Mexico (UNM) and Albuquerque-based brewer Rio Bravo Brewing Co. to create a UNM-branded beer, "El Lobo Rojo".

El Lobo Rojo is a classic wheat beer brewed with fresh cherry juice that possesses an ABV of 5.5 percent. The taste is described as, "delicately hopped with a blend of Columbus and Crystal hops producing a subtle, but distinct hop character which compliments the light, refreshing cherry taste."

Thoughtful consideration was put into El Lobo Rojo's creation so that an authentic representation of the University was produced. As an official color of the school, cherry was chosen to be the core component of the beer. The can design features iconography from the school fight song, the Sandia Mountains and the state of New Mexico.

"Rio Bravo Brewing Company is a local brewery that already has a great partnership with the Lobos," said Brad Hutchins, deputy athletic director for external operations for New Mexico. "We are very thankful that Denise and Randy Bakerwanted to collaborate to create El Lobo Rojo."

Randy and Denise Baker, owners of Rio Bravo Brewing, are proud UNM alumni and thrilled to be involved in the production of El Lobo Rojo.

"Rio Bravo Brewing is honored to be part of this collaboration between the University of New Mexico Athletic program in the development and distribution of "El Lobo Rojo," said Denise Baker, co-owner of Rio Bravo Brewing Co. "Our family has a long tradition of being season ticket holders for Lobos basketball starting in 1959 when my parents, Carl and Donna Londene, moved to Albuquerque from Kansas."

On Nov. 12, Rio Bravo Brewing will hold a tasting and El Lobo Rojo will be available for purchase at its 1912 2nd Street Albuquerque location. Lobo Talk, the Lobos football radio show will broadcast from 7-8 pm.

This season UNM fans will be able to root on the Lobos and enjoy El Lobo Rojo at games. The beer will be available at Dreamstyle Stadium starting on Nov. 10 for a football game against Air Force and in Dreamstyle Arena starting on Nov. 16. Admiral Beverage Company will distribute El Lobo Rojo locally at Quarters (Yale Blvd. & Wyoming Blvd.), Kelly's (Wyoming Blvd.), Jubilation (Lomas Blvd.) and UNM's Tap Room on the University's campus, as well as select locations across the state.

Todo o pleito está sendo presidido e organizado por uma comissão nomeada pelo Colégio de Procuradores do Ministério Público de Alagoas. De acordo com publicação do Diário Oficial do Estado desta quarta-feira (7), ao reunir-se, no último dia 5, para analisar a as candidaturas, verificou-se que apenas Alfredo Gaspar havia feito a inscrição.

Para o procurador-geral de justiça em exercício, Márcio Roberto Tenório de Albuquerque, que preside a comissão eleitoral, “o Ministério Público se prepara para escolher quem dirigirá a instituição nos próximos dois anos, demonstrando unidade e transparência”. A comissão ainda é composta pelos promotores de justiça Isaac Sandes, Almir Crescêncio e Luciano Romero. Puderam concorrer ao cargo os integrantes do Ministério público em atividade, com mais de 35 anos de idade e no mínimo cinco anos de carreira.

A Prefeitura de Santarém, por meio da Secretaria de Gestão, Orçamento e Finanças (Semgof) iniciou na quinta-feira (1), o Programa de Recuperação Fiscal “Prorefis 2018”. O programa incentiva a quitação de débitos tributários com o município, através de parcelamento de dívidas e isenção de juros e multas.
O programa aprovado pela Lei N° 20.486, de 25 de outubro de 2018, permite a negociação e quitação de tributos em atraso inscritos ou não em dívida ativa, ainda que em fase de execução fiscal já ajuizada ou tenham sido objeto de parcelamento anterior ainda não integralmente quitado, relativos aos créditos do Imposto Predial Territorial Urbano (IPTU) e taxa de Coleta de Lixo; Imposto Sobre Serviço de Qualquer Natureza (ISSQN) e taxa de Alvará de Localização e Funcionamento, vencidos até o dia 16 de novembro de 2018.
As opções de pagamentos são as seguintes:
– Em parcela única, com redução de 90% dos juros e multas, pagamento até 16 de novembro de 2018;
– Em parcela única, com redução de 80% dos juros e multas, pagamento até 30 de novembro de 2018;
– Em parcela única, com redução de 70% dos juros e multas, pagamento até 20 de dezembro de 2018;
– Em até 05 (cinco) vezes, com redução de até 40% dos juros e multas, pagamento até 16 de novembro de 2018.

De acordo com a secretária de Finanças, Josilene Pinto, os recursos adquiridos nas negociações vão permitir a administração pública viabilizar serviços em prol da população. “É importante que o contribuinte perceba a oportunidade que o governo está dando para que ele consiga se atualizar com os tributos que estão em atraso junto ao município. Os tributos devem ser pagos em dia, essa é a consciência de educação fiscal que todos nós devemos ter. Com essa arrecadação a Prefeitura consegue reverter em serviços à população, então o principal beneficiado é o próprio contribuinte. É importante ressaltar que o contribuinte aproveite o programa e faça a quitação da suas dívidas porque não se sabe se no próximo ano haverá novamente o programa. Quem está com pendências de IPTU pode quitar suas dívidas e uma das vantagens é concorrer ao IPTU Premiado 2019”, explicou.

As Veterans Day approaches, American Legion posts and Legion Family members across the nation are preparing to both host and participate in events in their communities. Some will participate in bell ringing, while others will sponsor or march in parades. And in Iowa, an American Legion post is hosting a benefit concert featuring songs from the World War I era.

American Legion National Commander Brett Reistad will have a busy Veterans Day in the nation’s capital. He’ll attend an 11 a.m. wreath laying at the Tomb of the Unknowns and ceremony inside the Memorial Amphitheater that will include a parade of colors by veterans' organizations and remarks from dignitaries. And that afternoon he’ll attend an observance at the Vietnam Veterans Memorial.

The following is a brief, state-by-state sampling of what American Legion posts and their Legion Family units, squadrons and chapters will be being this weekend to honor the nation’s veterans.

Arizona

• The 99th annual Tucson Veterans Day Parade will take place Nov. 12, with the theme, “Celebration of Armistice Day.” Morgan McDermott Legion Post 7 sponsors the event with the city of Tucson. The parade will begin after opening ceremonies at 11 a.m. and features five grand marshals, all veterans of World War II. The parade begins downtown at West Alameda Street and Granada Avenue. • Also on Nov. 12 in Tucson, the Arizona History Museum, 949 E. Second St., will show a one-hour documentary, “Arizona Heroes of World War I,” every hour on the hour from 9 a.m. to 3 p.m. The film commemorates both the 100th anniversary of the end of World War I and the 100th anniversary of the founding of The American Legion. The film includes 100-year-old historical footage from the National Archives and is sponsored by the Department of Arizona and endorsed by the United States World War I Centennial Commission. Viewing is free for anyone coming to just see the film; there is an admission charge to see the museum although veterans get into the museum for free. Colorado

• In Loveland, American Legion Post 15 will team up with VFW Post 41 and the community in celebrating Veterans Day the same way it has since 1920: ringing bells throughout the city beginning at 4 a.m. Afterward at Loveland Burial Park, local Boy Scouts and volunteers will raise more than 50 20-foot poles with flags that have draped the caskets of veterans, lining the cemetery’s road. American Legion and VFW Auxiliary members will prepare a community breakfast, a parade takes place, and vendors and veterans service organizations set up booths throughout the city. An afternoon ceremony takes place at Dwayne Webster Veterans Memorial Park.

• In Colorado Springs, American Legion Post 5 members will lay a wreath at the city’s Medal of Honor monument, as well as one at the gravesite of Medal of Honor recipient Floyd Lindstrom. Both wreath layings will be streamed live here.

Connecticut

In Bristol. American Legion Seicheprey Post 2 will start with its monthly breakfast at the post and then join others in taking part in “Bells of Peace" at 11 a.m. A meal will follow at the post, and at 6 p.m. the post’s Auxiliary unit will conduct a lumination on the street leading to the post.

Florida

• American Legion Post 273 in Madeira Beach will take part in a “Bells of Peace” event.

• Legionnaires from throughout Florida’s District 15 will take part in a special ceremony at Veterans Memorial Park and Museum in Tampa. District 15 Public Relations Chairman Patricia Anne Delgado will have a table set up to hand out poppies and special cards made by children for veterans.

Illinois

American Legion Auxiliary Unit 578 in Bunker Hill is hosting a free chicken and dumpling dinner for all local veterans. The unit also will have a Quilts of Valor presentation before the dinner for two Legionnaires.

Indiana

In Indianapolis — the city with the second-most memorials dedicated to veterans, behind only Washington, D.C. — a service and parade will be held to honor Veterans Day on Nov. 10. A service will be held at 11 a.m. at the Indiana War Memorial. Afterward, American Legion members will be well represented in the annual downtown parade.

Iowa

• Highland Park American Legion Post 374 in Des Moines is commemorating the 100th anniversary of the end of World War I and the founding of The American Legion by hosting a benefit concert. About a dozen songs from the World War I era, such as “Over There”, “It’s a Long Way to Tipperary” and “Keep the Home Fires Burning,” will be performed, as well as each of the five military service branch songs. Those in attendance will have their own songbook to take home as souvenirs. The free concert will be held Nov. 11 at 2 p.m. at Post 374, 3712 2nd Ave., Des Moines. Donations will be accepted to support the Puppy Jake Foundation – a nonprofit in Des Moines that trains and provides service dogs for veterans.

• American Legion Post 653 in Denver is having a Veterans Day program at the local high school on the morning of Nov. 12, and a free dinner and program at the post that evening.

• American Legion Post 298 in Marion will conduct an honor guard presentation a Hy-Vee supermarket that feeds veterans for free, also at a local cemetery before taking part in a ceremony at the post.

Kentucky

American Legion Post 49 in Lebanon is hosting a Veterans Day ceremony at the National Cemetery in Lebanon. A reception will follow the ceremony at the post.

Missouri

American Legion Post 434 is co-sponsoring a Veterans Day ceremony on Nov. 9 at the X Center.

Nebraska

American Legion Post 7 in Alliance is participating in a parade and is co-sponsoring a veterans luncheon.

Nevada

American Legion Post 149 is using Veterans Day to host a food drive to stock the shelves of the local Fisher House.

New Jersey

The church of The American Legion's first national commander, Franklin D’Olier, will toll "Bells of Peace" on Nov. 11 as part of the commemorations related to the World War One Centennial. St. Mary's Episcopal in Burlington will begin ringing its bells at 11 a.m. local time when the fighting stopped a century ago. D'Olier, who died in 1953, is buried in the St. Mary's church yard in his hometown of Burlington.

New Mexico

American Legion Post 69 in Albuquerque will celebrate Veterans Day with an open house for everyone in our community and a free luncheon for all veterans.

New York

• Thousands of veterans and their families will gather Nov. 10 at the New York State Fairgrounds for the annual CNY Veterans Expo and Parade in Syracuse. The theme for this year’s event: The American Legion’s 100th anniversary. Prominently featured will be American Legion traveling exhibits highlighting the organization’s first century of accomplishments and its role in bringing to life and continuing to improve the GI Bill over the years. The expo runs from 9 a.m. until 2 p.m. Admission and parking are free of charge.

• Smith-Warren Post 367 in Scottsville will honor Vietnam veterans with a ceremony and lunch on Veterans Day. The post will give out 38 Vietnam commemorative lapel pins, certificates and locally produced commemorative challenge coins to all who served during the Vietnam War; two will be given to spouses of deceased Vietnam Veterans, while two will be given to families of Vietnam veterans killed in action in Vietnam. Post 367 also will commemorate the 100-year anniversary of the end of World War I, as well as honor two local residents killed in action during World War I. Approximately 80 American Legion Family and community members will attend the ceremony and lunch.

Oklahoma

American Legion Post 131 in Skiatook is joining with the local VFW post to conduct a Veterans Day parade, as well as provide a lunch for veterans, on Nov. 10.

Oregon

American Legion Post and Auxiliary Unit 24 in Milton-Freewater will serve a free breakfast open to the community and take part in a Veterans Day parade.

Pennsylvania

American Legion Post 790 in Smithton is hosting its second annual Veterans Day Dinner at the Smithton Volunteer Fire Department Social Hall for local veterans and their families. The guest speaker will be U.S. Army Maj. Frank Kostik Jr., who is stationed in Military District Washington, Judge Advocate General.

Virginia

American Legion Hopewell Memorial Post 146 in Hopewell is joining with VFW Post 637 and the city of Hopewell to conduct Veterans Day observances that include a special ceremony and memorial service honoring all veterans at City Point National Cemetery. The ceremony will pay special tribute to the 100th anniversary of the 1918 Armistice, the official end of World War I, and all those who served in the war.

Post 146 will host an open house lunch after the ceremony, and a parade will follow at 3 p.m. to honor all veterans. Post 146’s entire American Legion Family worked together on the planning, construction and operation of the World War I commemorative float.

And at 7 p.m., a special patriotic concert will be presented in the city' historic Beacon Theater and will feature music by the Greater Richmond Chorus of Sweet Adelines International.

Washington, D.C.

At 10 a.m. on Nov. 11, an interfaith worship service at Washington National Cathedral will honor the sacrifices of the 4.7 million Americans who served in World War I, as well as the role the U.S. military has played in defending liberty around the world for the past century. At 11 a.m., the centennial hour of the Armistice, the U.S. World War One Centennial Commission and the Cathedral will lead Bells of Peace, a national tolling of bells in remembrance. The public is welcome. The U.S. World War One Centennial Commission is conducting a “First Look” program between Nov. 8-12 at the site of the National World War I Memorial at Pershing Park in Washington, D.C. The Memorial site will be open to the public each day beginning with a presentation of colors at 8 a.m. and concluding with taps at sunset daily. The “First Look Pavilion” will be open from 11 a.m. to 5 p.m. for guests to see the memorial model, learn where the memorial will be constructed, and find out how to support the project. The “First Look” program also includes several events found here.
