Facebook releases smart video chat speakers amid user privacy concern

U.S. social media giant Facebook Monday unveiled a pair of artificial intelligence-powered smart video chat devices, Portal and Portal +, which are designed to connect people and feel like being in the same room.

   Facebook said the new video communication speakers with tablet-size screens for the home can dramatically change the way people keep in touch and their built-in AI technology makes video calling easier and more like hanging out.

   The debut of the Facebook-brand-bearing electronic gadgets represents the social network's first bold entry into the fray in a competition of consumer hardware with other internet giants such as Amazon and Google, which launched their smart speakers years ago.

   The Portal, which is equipped with a 10-inch 1280x800 display, can let users video chat with their families and friends over Facebook Messenger, while the Portal + has a 15-inch 1920x1080 pivoting display.

   Facebook said the two speakers are powered by AI as well as smart camera and sound technology that let users have a better, more convenience and hands-free experience. The speaker's Smart Camera can sense the movement and action, and automatically pans and zooms to keep everyone in view.

   While the two Facebook-branded hardware makes consumers' home smarter and better connected with family members, there is growing concern about user privacy that could arise from internet-related technology, especially after Facebook has been questioned about its privacy policy since a data breach scandal earlier this year.

   Facebook has been extensively challenged about its security measures in protecting users' sensitive data since a British data mining firm Cambridge Analytica was accused of illegally accessing the data of 87 million Facebook users without their knowledge.

   Facebook CEO Mark Zuckerberg was summoned to a hearing in U.S. Congress in April to explain the firm's privacy policies.

   Last month, Facebook reported vulnerabilities in its account login mechanism that could affect more than 90 million users, who risked having their private information including names and passwords accessed by hackers.

Todo lo que toca Google es oro. Esta afirmación podría retumbar en todas nuestras cabezas si no fuera porque el tiempo ha demostrado que no es cierto y que, tras mucho trabajo, hay aplicaciones impulsadas por el gigante tecnológico que no triunfan. Una de ellas fueron las Google Glass, unas gafas de realidad aumentada que quedaron en el olvido después de que no encontrasen su sitio en el mercado ni su ámbito de utilización. Ahora le ha tocado el turno a Google+.

Hace ya siete años que la compañía de Palo Alto decidía crear su propia red social, su propio Facebook; los círculos de Google plus quedaron muy lejos de los pulgares de Zuckerberg, lo que llegó a provocar que hubiera gente que se preguntase quién utilizaba realmente esta red social. Los de California han anunciado ahora que esta aplicación cerrará definitivamente el próximo año, concretamente en agosto.

La comunicación de su cierre se ha hecho a través de su blog, sin hacer mucho ruido; aunque, quizás, sus usuarios se merecían algo más difusión para un mensaje en el que también se anunciaba que la compañía había sufrido un fallo de seguridad que habría afectado a los datos de alrededor de medio millón de personas. Fue en marzo, cuando los técnicos comprobaron como una brecha exponía los datos de Google+ de estos usuarios o, lo que es lo mismo, se abría la posibilidad de acceder a los teléfonos móviles que utilizan Android. Esto es debido a que las cuentas de Gmail y de Google+ comparten los mismos datos. Esta información ni siquiera ha sido compartida en sus perfiles de las redes sociales, lo que hubiera sido un ejercicio real de transparencia.

Aquellos usuarios que deseen recuperar los datos o descargar información recibirán próximamente los pasos necesarios a tal fin, será durante esta ventana de diez meses abierta hasta su cierre definitivo. En principio, está previsto que siga funcionando la versión para empresas, donde Google pondrá todos sus esfuerzos en el futuro próximo tal y como reconocían también en su comunicado.

  • Twice in two days, Google has been shown to be deceptive about matters of public concern, first concerning a security vulnerability and then about the development of a censored search engined for China.
  • The incidents are part of a pattern of behavior by the company where it's been repeatedly secretive, unaccountable, and untrustworthy.
  • The behavior is worrisome and dangerous because of Google's immense power.

Maybe we should have paid closer attention when Google dropped its famous "don't be evil" motto.

The company that has long presented itself as the kinder, gentler, and more ethical tech company has been anything but that lately. Instead, the search giant is looking increasingly like an organization that is striving to do the opposite of its revised motto — "do the right thing."

The latest examples came this week. On Monday, news broke of a bug in the company's Google+ social network that affected an estimated 500,000 people and exposed information that users intended to keep private. Although Google had known about the bug since March, it decided to keep the vulnerability to itself, in part, the Wall Street Journal reported, because it didn't want to raise the ire of regulators.

Then on Tuesday, The Intercept published a transcript of a private meeting between Ben Gomes, who heads up Google's search engine, and a team of company employees in July. Gomes was discussing Google's effort to develop a censored search engine for China, a product that company officials have repeatedly said is just an idea being explored, with no plans for an imminent launch.

But the transcript makes clear that the company hasn't been honest about Dragonfly, the code name for its Chinese search engine effort. Google, according to Gomes remarks, plans to launch the search engine as soon as it can get approval from Chinese officials, possibly as soon as early next year.

The latest incidents are part of a pattern of behavior

Google's decision to hide the security vulnerability and its duplicity about Dragonfly are part of an emerging pattern of behavior from the company. The company and top officials have shown repeatedly recently that they don't feel like they are accountable to anyone and shouldn't be trusted.

Take Dragonfly as an example. The company generated a lot of controversy when it previously operated a search engine in the country, and it made a big public show about standing up for free speech and human rights when it closed that service in 2010.

With the United States and China increasingly at odds over trade, theft of intellectual property, and other matters, any effort to re-launch a Chinese search service would likely be even more controversial today. Regardless, such an effort would be a matter of wide interest — to company employees, shareholders, policy makers, and the public at large — and ought to be subject to broad public discussion.

google employeesBut the company launched and developed its Dragonfly project in secret — not only from the public, but from all but a tiny portion of its workforce — seemingly intentionally in an effort to avoid just such scrutiny. The project only came to light as the result of a leak to the The Intercept.

Something similar happened with Project Maven, Google's effort to develop and offer artificial intelligence technology to the US Defense Department for use in analyzing drone video footage.

As with Dragonfly, Google kept the effort secret, including from many of its workers. Then, when Maven came to light, the company downplayed the effort, saying it was just offering the Defense Department access to the same AI technology it offers other companies and organizations and that the contract was for a relatively nominal amount, some $9 million.

But again, leaked documents showed that to be a lie. The company expected the contract to grow to as much as $250 million, and it was working closely with the Defense Department to customize its technology, according to reports. What's more, Google was planning on doing far more than analyze drone video; it reportedly planned to build a system that could allow the Pentagon to surveil entire cities.

Similar to what happened with the security bug, company officials sought to keep Maven on the down-low, knowing it would be controversial if it ever became public, internal emails show. Indeed, when the effort did become known inside the company, employees raised such an uproar about it that Google eventually canceled its contract with the military.

But Google's untrustworthy, unaccountable behavior goes well beyond secret projects and hidden security vulnerabilities.

When the US Senate held hearings last month on foreign countries using social media services to influence American elections, Twitter sent CEO Jack Dorsey and Facebook sent Sheryl Sandberg, CEO Mark Zuckerberg's top lieutenant. Google, by contrast, declined to send either Google CEO Sundar Pichai or Larry Page, CEO of parent company Alphabet. Top Google officials were also no-shows at related hearings held by Congress last fall.

The empty name tag left for Google's absence at the Senate Select Committee on Intelligence's hearing on election security on September 5, 2018.This despite the fact that Google and its YouTube service were among the prime vehicles that the Russian-linked actors reportedly used to spread propaganda and misinformation during the 2016 election. Pichai has reportedly agreed to finally testify before Congress later this year.

Meanwhile, the European Union has twice in the last two years found that Google illegally thwarted competition, fining it billions of dollars. Instead of agreeing to change its ways, Google in both cases has now appealed the fines.

This kind of behavior would be disturbing if it were coming from a small startup. But the fact that it's coming from one of the world's most powerful corporations makes it incredibly dangerous. Google is a company, after all, that essentially runs a global surveillance system. It collects and holds vast amounts of data on its billions of users.

And it not only knows all about us, but through its dominance of internet search and its outsized role in distributing news, it has a huge amount of control over what we think and know and experience as a society.

We should should be worried about any company having that kind of power. But we should be particularly concerned about Google having that kind of power. Because the company's recent behavior has shown that it's no longer worried about not being evil.

One of the difficulties in resisting the Trump administration, the Republican Congressional majority, and Republican state legislatures (plus the occasional non-Republican who obliges us to resist their nonsense, too, like we don't have enough to worry about) is keeping on top of the sheer number of horrors, indignities, and normalization of the aggressively abnormal that they unleash every single day.

So here is a daily thread for all of us to share all the things that are going on, thus crowdsourcing a daily compendium of the onslaught of conservative erosion of our rights and our very democracy.

"What was done last night in the White House was a political rally. It further undermined the image and integrity of the court," Clinton, Trump's Democratic 2016 election opponent, told CNN's Christiane Amanpour in an exclusive interview.

"And that troubles me greatly. It saddens me. Because our judicial system has been viewed as one of the main pillars of our constitutional government. So I don't know how people are going to react to it. I think, given our divides, it will pretty much fall predictably between those who are for and those who are against," Clinton said.

"But the President's been true to form," she continued. "He has insulted, attacked, demeaned women throughout the campaign — really for many years leading up to the campaign. And he's continued to do that inside the White House."

"America's first autonomous robot farm launched last week, in the hopes that artificial intelligence (AI) can remake an industry facing a serious labor shortage and pressure to produce more crops. Claiming an ability to 'grow 30 times more produce than traditional farms' on the strength of AI software, year-round, soilless hydroponic processes, and moving plants as they grow to efficiently use space, the San Carlos, California-based company Iron Ox aims to address some of the agricultural industry's biggest challenges. "Barely a month before midterm elections, voting integrity advocates and electronic voting experts want the federal government to issue an official warning to states that use voting machines with integrated cellular modems that the machines are vulnerable to hacks, potentially interfering with the ballot counting. Once seen as a useful tool to provide quick election results, voting machines with cellular modems are now subject to fierce debate over how easy it would be to break into them and change the results. Such machines are certified for use in Florida, Illinois, Michigan, and Wisconsin."

This March, as Facebook was coming under global scrutiny over the harvesting of personal data for Cambridge Analytica, Google discovered a skeleton in its own closet: A bug in the API for Google+ had been allowing third-party app developers to access the data not just of users who had granted permission, but of their friends.

If that sounds familiar, it's because it's almost exactly the scenario that got Mark Zuckerberg dragged in front of the U.S. Congress. The parallel was not lost on Google, and the company chose not to disclose the data leak, the Wall Street Journal revealed Monday, in order to avoid the public relations headache and potential regulatory enforcement.

Disclosure will likely result "in us coming into the spotlight alongside or even instead of Facebook despite having stayed under the radar throughout the Cambridge Analytica scandal," Google policy and legal officials wrote in a memo obtained by the Journal. It "almost guarantees Sundar will testify before Congress," the memo said, referring to the company's CEO, Sundar Pichai. The disclosure would also invite "immediate regulatory interest."

Shortly after the story was published, Google announced that it will shut down consumer access to Google+ and improve privacy protections for third-party applications.

Staff at the Weather Channel: Hurricane Michael Intensifies to Category 2; May Be Florida Panhandle's Strongest Landfall in 13 Years Wednesday. "Hurricane Michael has strengthened to Category 2 intensity, and is forecast to strike the Florida Panhandle at least as strong as a Category 3 with dangerous storm surge flooding, destructive winds, and flooding rainfall.   • Twice in two days, Google has been shown to be deceptive about matters of public concern, first concerning a security vulnerability and then about the development of a censored search engined for China.
  • The incidents are part of a pattern of behavior by the company where it's been repeatedly secretive, unaccountable, and untrustworthy.
  • The behavior is worrisome and dangerous because of Google's immense power.

Maybe we should have paid closer attention when Google dropped its famous "don't be evil" motto.

The company that has long presented itself as the kinder, gentler, and more ethical tech company has been anything but that lately. Instead, the search giant is looking increasingly like an organization that is striving to do the opposite of its revised motto — "do the right thing."

The latest examples came this week. On Monday, news broke of a bug in the company's Google+ social network that affected an estimated 500,000 people and exposed information that users intended to keep private. Although Google had known about the bug since March, it decided to keep the vulnerability to itself, in part, the Wall Street Journal reported, because it didn't want to raise the ire of regulators.

Then on Tuesday, The Intercept published a transcript of a private meeting between Ben Gomes, who heads up Google's search engine, and a team of company employees in July. Gomes was discussing Google's effort to develop a censored search engine for China, a product that company officials have repeatedly said is just an idea being explored, with no plans for an imminent launch.

But the transcript makes clear that the company hasn't been honest about Dragonfly, the code name for its Chinese search engine effort. Google, according to Gomes remarks, plans to launch the search engine as soon as it can get approval from Chinese officials, possibly as soon as early next year.

The latest incidents are part of a pattern of behavior

Google's decision to hide the security vulnerability and its duplicity about Dragonfly are part of an emerging pattern of behavior from the company. The company and top officials have shown repeatedly recently that they don't feel like they are accountable to anyone and shouldn't be trusted.

Take Dragonfly as an example. The company generated a lot of controversy when it previously operated a search engine in the country, and it made a big public show about standing up for free speech and human rights when it closed that service in 2010.

With the United States and China increasingly at odds over trade, theft of intellectual property, and other matters, any effort to re-launch a Chinese search service would likely be even more controversial today. Regardless, such an effort would be a matter of wide interest — to company employees, shareholders, policy makers, and the public at large — and ought to be subject to broad public discussion.

google employeesBut the company launched and developed its Dragonfly project in secret — not only from the public, but from all but a tiny portion of its workforce — seemingly intentionally in an effort to avoid just such scrutiny. The project only came to light as the result of a leak to the The Intercept.

Something similar happened with Project Maven, Google's effort to develop and offer artificial intelligence technology to the US Defense Department for use in analyzing drone video footage.

As with Dragonfly, Google kept the effort secret, including from many of its workers. Then, when Maven came to light, the company downplayed the effort, saying it was just offering the Defense Department access to the same AI technology it offers other companies and organizations and that the contract was for a relatively nominal amount, some $9 million.

But again, leaked documents showed that to be a lie. The company expected the contract to grow to as much as $250 million, and it was working closely with the Defense Department to customize its technology, according to reports. What's more, Google was planning on doing far more than analyze drone video; it reportedly planned to build a system that could allow the Pentagon to surveil entire cities.

Similar to what happened with the security bug, company officials sought to keep Maven on the down-low, knowing it would be controversial if it ever became public, internal emails show. Indeed, when the effort did become known inside the company, employees raised such an uproar about it that Google eventually canceled its contract with the military.

Google officials have been ducking Congress

But Google's untrustworthy, unaccountable behavior goes well beyond secret projects and hidden security vulnerabilities.

When the US Senate held hearings last month on foreign countries using social media services to influence American elections, Twitter sent CEO Jack Dorsey and Facebook sent Sheryl Sandberg, CEO Mark Zuckerberg's top lieutenant. Google, by contrast, declined to send either Google CEO Sundar Pichai or Larry Page, CEO of parent company Alphabet. Top Google officials were also no-shows at related hearings held by Congress last fall.

The empty name tag left for Google's absence at the Senate Select Committee on Intelligence's hearing on election security on September 5, 2018.This despite the fact that Google and its YouTube service were among the prime vehicles that the Russian-linked actors reportedly used to spread propaganda and misinformation during the 2016 election. Pichai has reportedly agreed to finally testify before Congress later this year.

Meanwhile, the European Union has twice in the last two years found that Google illegally thwarted competition, fining it billions of dollars. Instead of agreeing to change its ways, Google in both cases has now appealed the fines.

This kind of behavior would be disturbing if it were coming from a small startup. But the fact that it's coming from one of the world's most powerful corporations makes it incredibly dangerous. Google is a company, after all, that essentially runs a global surveillance system. It collects and holds vast amounts of data on its billions of users.

And it not only knows all about us, but through its dominance of internet search and its outsized role in distributing news, it has a huge amount of control over what we think and know and experience as a society.

We should should be worried about any company having that kind of power. But we should be particularly concerned about Google having that kind of power. Because the company's recent behavior has shown that it's no longer worried about not being evil.

I don't think I ever tried Google+, but am not surprised to see Google pulling it .. they caught lightning in a jar with gmail, but missed with Orkut and Google+ .. Zuckerberg won that round. .   • Twice in two days, Google has been shown to be deceptive about matters of public concern, first concerning a security vulnerability and then about the development of a censored search engined for China.
  • The incidents are part of a pattern of behavior by the company where it's been repeatedly secretive, unaccountable, and untrustworthy.
  • The behavior is worrisome and dangerous because of Google's immense power.

Maybe we should have paid closer attention when Google dropped its famous "don't be evil" motto.

The company that has long presented itself as the kinder, gentler, and more ethical tech company has been anything but that lately. Instead, the search giant is looking increasingly like an organization that is striving to do the opposite of its revised motto — "do the right thing."

The latest examples came this week. On Monday, news broke of a bug in the company's Google+ social network that affected an estimated 500,000 people and exposed information that users intended to keep private. Although Google had known about the bug since March, it decided to keep the vulnerability to itself, in part, the Wall Street Journal reported, because it didn't want to raise the ire of regulators.

Then on Tuesday, The Intercept published a transcript of a private meeting between Ben Gomes, who heads up Google's search engine, and a team of company employees in July. Gomes was discussing Google's effort to develop a censored search engine for China, a product that company officials have repeatedly said is just an idea being explored, with no plans for an imminent launch.

But the transcript makes clear that the company hasn't been honest about Dragonfly, the code name for its Chinese search engine effort. Google, according to Gomes remarks, plans to launch the search engine as soon as it can get approval from Chinese officials, possibly as soon as early next year.

The latest incidents are part of a pattern of behavior

Google's decision to hide the security vulnerability and its duplicity about Dragonfly are part of an emerging pattern of behavior from the company. The company and top officials have shown repeatedly recently that they don't feel like they are accountable to anyone and shouldn't be trusted.

Take Dragonfly as an example. The company generated a lot of controversy when it previously operated a search engine in the country, and it made a big public show about standing up for free speech and human rights when it closed that service in 2010.

With the United States and China increasingly at odds over trade, theft of intellectual property, and other matters, any effort to re-launch a Chinese search service would likely be even more controversial today. Regardless, such an effort would be a matter of wide interest — to company employees, shareholders, policy makers, and the public at large — and ought to be subject to broad public discussion.

google employeesBut the company launched and developed its Dragonfly project in secret — not only from the public, but from all but a tiny portion of its workforce — seemingly intentionally in an effort to avoid just such scrutiny. The project only came to light as the result of a leak to the The Intercept.

Something similar happened with Project Maven, Google's effort to develop and offer artificial intelligence technology to the US Defense Department for use in analyzing drone video footage.

As with Dragonfly, Google kept the effort secret, including from many of its workers. Then, when Maven came to light, the company downplayed the effort, saying it was just offering the Defense Department access to the same AI technology it offers other companies and organizations and that the contract was for a relatively nominal amount, some $9 million.

But again, leaked documents showed that to be a lie. The company expected the contract to grow to as much as $250 million, and it was working closely with the Defense Department to customize its technology, according to reports. What's more, Google was planning on doing far more than analyze drone video; it reportedly planned to build a system that could allow the Pentagon to surveil entire cities.

Similar to what happened with the security bug, company officials sought to keep Maven on the down-low, knowing it would be controversial if it ever became public, internal emails show. Indeed, when the effort did become known inside the company, employees raised such an uproar about it that Google eventually canceled its contract with the military.

But Google's untrustworthy, unaccountable behavior goes well beyond secret projects and hidden security vulnerabilities.

When the US Senate held hearings last month on foreign countries using social media services to influence American elections, Twitter sent CEO Jack Dorsey and Facebook sent Sheryl Sandberg, CEO Mark Zuckerberg's top lieutenant. Google, by contrast, declined to send either Google CEO Sundar Pichai or Larry Page, CEO of parent company Alphabet. Top Google officials were also no-shows at related hearings held by Congress last fall.

The empty name tag left for Google's absence at the Senate Select Committee on Intelligence's hearing on election security on September 5, 2018.This despite the fact that Google and its YouTube service were among the prime vehicles that the Russian-linked actors reportedly used to spread propaganda and misinformation during the 2016 election. Pichai has reportedly agreed to finally testify before Congress later this year.

Meanwhile, the European Union has twice in the last two years found that Google illegally thwarted competition, fining it billions of dollars. Instead of agreeing to change its ways, Google in both cases has now appealed the fines.

This kind of behavior would be disturbing if it were coming from a small startup. But the fact that it's coming from one of the world's most powerful corporations makes it incredibly dangerous. Google is a company, after all, that essentially runs a global surveillance system. It collects and holds vast amounts of data on its billions of users.

And it not only knows all about us, but through its dominance of internet search and its outsized role in distributing news, it has a huge amount of control over what we think and know and experience as a society.

We should should be worried about any company having that kind of power. But we should be particularly concerned about Google having that kind of power. Because the company's recent behavior has shown that it's no longer worried about not being evil.

          Big nonprofit funders love making groups compete for cash      Cache   Translate Page      

Earlier this year, the Chan Zuckerberg Initiative joined with the Rockefeller Foundation to offer $10 million in prize money for the winners of their Communities Thrive Challenge. The idea is for community groups to suggest scalable ways to build more economic opportunity for low-income and financially insecure people in the areas they serve.

It’s just the latest entry in a now powerful trend: using competitions to find the best places to direct funding. According to a new State of Open Innovation report by strategy and innovation consultancy Luminary Labs, 53% of nonprofits now participate in this type of decentralized idea generation.

Overall, the survey found that roughly 80% of all respondents, including private sector companies, government agencies, and nonprofits are interested in the idea of sponsoring or executing prize competitions. These efforts are just part of an array of “open innovation” practices, which Luminary defines as “a number of activities, such as crowdsourcing, prize competitions/challenges, hackathons, data jams, open science, and more.”

Although Luminary’s sample size is arguably small–it polled roughly 100 industry leaders, including 17 nonprofits–the report includes responses from well-known sector practitioners like Schmidt Futures, Sage Bionetworks, MIT Solve, and the Barbara Bush Foundation For Family Literacy. “These results apply primarily to funders, although they suggest new funding avenues for groups or individuals looking to solve complex problems in a new way,” says Luminary Labs CEO Sara Holoubek in an email to Fast Company. “For funders, there is early evidence that open innovation is potentially a more efficient and effective grant-making process that reaches a larger, more diverse group of potential solvers.”

Not surprisingly, only about 35% of nonprofits have formalized ways to generate open innovation in-house. Cause groups are typically funded through grants and donations, which contributors like to see go directly toward projects with quantifiable returns. Developing internal innovation practices would likely fall into the same bucket as paying for overhead, something that sector analysts consider vital for groups to grow and succeed long term–yet which remains chronically underfunded.

That means some groups may not be able to creatively refine what’s working all by themselves. But they may not have to. In recent years, major foundations like Rockefeller, Bloomberg, MacArthur, and CZI have hosted competitions to find groups with great formulas or concepts that might otherwise go unnoticed. As James Anderson at Bloomberg Philanthropies has evangelized, it’s a great way to avoid strategic blind spots and build city-level change that can be replicated nationally.

The often-repeated refrain within the sector is that those groups already in touch with the people they serve probably know how to best serve them. Luminosity’s report affirms that concept in a broader way, pointing back to Joy’s law, a conceit articulated by Bill Joy, the cofounder of Sun Microsystems, that states “no matter who you are, most of the smartest people work for someone else.” Even groups that don’t win these competitions still gain something from the experience. As the report notes, “Innovators often find value in feedback, guidance, and the opportunity to develop relationships,” too.

“One of the big findings, across sectors, is that collaboration is the new competitive advantage,” adds Holoubek, who considers CZI’s effort a textbook example. “For nonprofits, this means novel partnership opportunities, whether with startups, individuals, government, or established corporations, to bring more solutions to the table.”

加来道雄这一切的起点,出现在我八岁那年。当时,爱因斯坦刚刚去世,大家都说,他没能完成自己最宏伟的理论——万物理论。

我当时还小,不知道爱因斯坦是谁,却放言要“替他去完成”。到如今,我想我们做到了!我们认为,爱因斯坦求索的万物理论——让他能“读懂上帝心意”的理论——就是弦理论!而我恰好是这个课题的开拓者之一。

我们认为,所有亚原子粒子,都能归结为一根细弦上的震动。这就是万物理论。一部好莱坞电影就叫这个名字,还得了奥斯卡奖。但它没有提到万物理论叫什么,其实,它就是弦理论。

而如今,身为物理学家,我们正在努力创造新一代火箭、新一代人工智能机器人。我们认为,下一批创新将推动社会繁荣,让世界变得更美好。

在您眼中,有没有什么领域是当前的增长型领域?

加来道雄有。放眼科学浪潮,第一股繁荣浪潮来自工业革命和蒸汽机时代。第二股浪潮是托马斯·爱迪生和电的发明,即电气时代。第三股浪潮是高科技、计算机和互联网,即信息时代。

加来道雄政府行事谨慎而缓慢,对成本看得没那么重,以至于导致预算失控,引发纳税人不满。1966年,阿波罗太空计划正处在全盛时期,光它一个计划,就占到美国政府全部预算的5%。这是不可持续的。真是难以置信:你每缴1美元的税,就有5美分被投入登月任务。这是不可持续的。

如今,成本降下来了,恰恰是因为亿万富豪们开始自掏腰包,推进这些计划。

马特·达蒙(Matt Damon)主演的《火星救援》(The Martian),你知道吧。这部电影的拍摄成本是1亿美元。而印度送一个探测器上火星,才花了7000万美元。也就是说,去火星的成本,还不及好莱坞一部火星题材的电影。太空飞行的成本降幅之大,由此可见一斑。

正因为硅谷有这些狂人,他们不甘落后,争相研制最低成本的登月火箭,所以,马斯克和贝索斯才会去研制可重复利用的火箭。

这就好比二手车。二手车市场变革了世界各地的汽车保有量。十几岁的年轻人也买得起车了。火箭领域也是一样。因为有硅谷的那几个狂人,我们将拥有可重复使用的火箭,而且,太空旅行的成本将一降再降,有一天,可能我们的父母都可以去外太空。

但其中有没有固有的风险?驱动这一切的,似乎只是几个人的一腔热血——马斯克、贝索斯,以及理查德·布兰森(Richard Branson)和他的维珍银河(Virgin Galactic),要是他们出了什么事,结果会怎么样?

NASA将从明年开始发射登月火箭SLS Booster Rocket,每次任务成本10亿美元。马斯克发话了:“什么?换成我,我的成本只是SLS的一个零头,而且,我的火箭能重复使用,别说一次了,一年能飞上好几次。”

太空旅行将因此改变。适度的竞争是好事,因为它让你保持警惕,激励你创造高效能、安全可靠的火箭,为太空旅游铺平道路。

我猜,未来某一天,人们会去月球度蜜月。这个目标并不遥远,因为成本正在直线下降。将1磅的东西(约合450克)送上绕地轨道,成本是1万美元。照此计算,你要去国际空间站,成本就是你的体重乘以金价!未来,这个成本有望降到原先的十分之一。

您有没有报名加入最早一批的太空旅行航班?

加来道雄没有,我是一名科学家。我喜欢提出理论、设计东西、攻克各种潜在的难关。建立火星定居点的事,还是留给空军飞行员吧!

你得很勇敢才行!去月球要飞三天,去火星要飞九个月!第一批去火星的人都将十分勇敢。但我们认为,到2030年,第一批火星定居点应该已经落成;到21世纪后期,永久性的火星基地可能已经成形。

想变成多行星物种,显然是怕地球出事。您认为,人类面临的三种最大的威胁是什么?

加来道雄坦白说吧,太空暂且不提,光是在地球上,我们就面临一些重大问题。而且它们必须在地球上解决。

首先是全球变暖。地球升温是毋庸置疑的。我们必须想方设法把太阳能的成本降下来。一个方法是创造超级电池。我们通常忘了:太阳能电池板的能效并不高,其潜力已经基本被用尽了。

但电池恰恰是太阳能时代的瓶颈所在。如今,因为笔记本电脑、手机用到大量锂电池,人们对电池投入了大量的关注,发明家们正在研发超级电池。

其实,特斯拉汽车的马斯克就说,特斯拉将创造一种超级电池,使电厂在冬夏用电高峰也能尽情发电。因此,能让我们迈入太阳能时代的,其实是电池。

其次要担心的是生物战——病菌被制成武器,或是从实验室逃逸。

第三个要担心的是核扩散。核弹正扩散到地球上最危险的地区——比如中东,比如朝鲜半岛。这些都是极不稳定的地区,哪里不稳定,核弹偏往哪里扩散。这些都是实实在在的危险,需要在地球上加以解决,即便在仰望太空时,也不能置之不理。

这些问题好像都存在三四十年了——至今都没有解决。

加来道雄是啊!不幸中的万幸,冷战算是结束了,我们不用担心俄罗斯和美国两个超级大国的交战,但印度和巴基斯坦呢?那里是一片十分动荡的区域。更不用说朝鲜了,现如今,它已经拥有一个小型核武库。

再看中东:以色列有核武器,伊朗也有!虽然有核协议的约束,但协议失效后,伊朗还是能拥有核弹。只在协议期限内,伊朗才不能碰核弹。15年期限一过,它就能大大方方地组装核武器了。所以,核扩散问题不可小觑。

您提到了人工智能。有些人认为AI威胁到人类生存。您持什么立场?

加来道雄Facebook的马克·扎克伯格(Mark Zuckerberg)说,“瞎说!AI明明会增加就业、促进繁荣和经济活动。前景一片光明。”然后马斯克发话了,“它威胁到人类生存!总有一天,机器人会接管地球的!”

我的态度是,短期内,未来几十年直到本世纪末,扎克伯格是对的。人工智能会让生活更加便利,会提高生活品质,降低生活成本,还会创造新就业……我认为,AI产业会比汽车产业还要大,因为你的汽车会变成机器人。你会跟汽车对话,跟汽车吵架!

但长期而言,我认为马斯克是对的。到本世纪末,机器的聪明程度有望赶上猴子。而猴子是有自我意识的。因此,我们必须安插某种芯片,必要时,用它关闭人工智能,比如当它们产生谋杀念头时。

很显然,下一个问题是,当它们变得比人类更聪明时,会怎样?

加来道雄这就讲到22世纪了,届时,凡是人类设置的故障防护,它们或许都能绕过。它们又不傻,总会弄明白的。

到那个时候,我们应该考虑与AI融合。我们何不变身超人?何不拥有不朽、完美的机器身体?何不变成完美的化身?

我想,那是我们最终的走向:我们与我们的创造物融合。我们将变得很美,并且超级强大,不用太空服,就能在月球、在火星生存,因为我们是超人。

如果有一天,外星人在白宫草坪上降落,宣示自己的存在,那时,它们的身体若是一半生物、一半机械,我们也不必大惊小怪。

问题在于,当机器智能超越人类以后,我们对机器而言,还有什么价值?机器凭什么跟我们融合?

加来道雄外星人之所以不搭理我们、始终不肯现身,或许就是这个原因。我的意思是,你去森林,会跟森林里的鹿说话吗?会跟那里的松鼠说话吗?一开始可能会,但过了一会儿,你就提不起兴致了——它们不会回话。于是,你也就不理它们了。外星人也一样。也许,它们曾试图建立联系,但发现人类毫无应答。所以,它们也就作罢了。

给我们几百万年时间去进化,也许我们会有一些新颖的想法?

加来道雄我们大可以绞尽脑汁去猜测,因为我们还没遇到过外星人,但我认为,外星人是存在的。光是人类已经发现的行星,就有几十亿颗。认为我们就是唯一,未免有些愚蠢。

所以,下一次你仰望夜空的时候,要知道,可能上面也有人在看着我们,疑惑地球上有没有生命。

Eduardo Bolsonaro encontrou-se com Steve Bannon em agosto

Ontem este texto de Rafael Azzi viralizou no Facebook. Portanto, vou compartilhá-lo aqui.
Antes de começar a lê-lo, algumas informações complementares: das dez fake news com maior número de compartilhamentos na campanha até agora, dez (100%) são a favor de Bolsonaro ou contra seus adversários. Como uma campanha feita inteirinha em cima de mentiras descaradas não é impugnada? (pode-se fazer essa pergunta sobre Trump também). 
Como explicou o filósofo Vladimir Safatle, da USP, o que a campanha de Bolso fez, com muita competência, foi esvaziar a discussão: "a campanha sai do espaço público e se desloca para o ambiente virtual, difícil de ser partilhado pela sociedade. 
Nesse espaço, a produção contínua de imagens e vídeos falsos de forte apelo retórico, que podem ser partilhados, acabam dando o tom". Como exemplo, Safatle fala dos atos #EleNão, que tomaram as ruas no dia 29/9, levando centenas de milhares de pessoas às ruas. A mídia tradicional mal noticiou as manifestações, enquanto bolsobots se ocupavam de deturpá-las, usando imagens e vídeos que não tinham nada a ver com o #EleNão. 
A pesquisadora Maria Hermínia Tavares alerta que é Bolsonaro que pode fazer do Brasil uma Venezuela, e não o PT.

Você se pergunta como um candidato com tão poucas qualidades e com tantos defeitos pode conseguir o apoio quase que incondicional de grande parte da população?
Você já tentou argumentar racionalmente com os eleitores deles, mas parece que eles estão absolutamente decididos e te tratam imediatamente como inimigo no mais leve aceno de contrariedade?
Até sua tia, que sempre foi fofa com você, agora ataca seus posts sobre política no facebook?
Pois bem, vou contar uma história.
O principal nome dessa história é um sujeito chamado Steve Bannon [Tem um documentário em inglês, Exposing Steve Bannon]. Bannon tinha uma visão de extrema direita nacionalista. Ele tinha um site no qual expressava seus pontos de vista que flertavam com o machismo, com a homofobia, com a xenofobia, etc. Porém, o site tinha pouca visibilidade e seu sonho era que suas ideias se espalhassem com mais força no mundo.
Para isso, Bannon contratou uma empresa chamada Cambridge Analytica. Essa empresa conseguiu dados do facebook de milhões de contas de perfis por todo mundo. Todo tipo de dado acumulado pelo facebook: curtidas, comentários, mensagens privadas. De posse desses dados e utilizando algoritmos, essa empresa poderia traçar perfis psicológicos detalhados dos indivíduos.
Tais perfis seriam então utilizados para verificar quais indivíduos estariam mais predispostos a receber as mensagens: aqueles com disposição de acreditar em teorias conspiratórias sobre o governo, por exemplo, ou que apresentavam algum sentimento de contrariedade difuso ao cenário político atual.
A estratégia seria fazer com que esse indivíduo suscetível a essas mensagens mudasse seu comportamento, se radicalizasse. Como as pessoas passaram a receber as notícias e a perceber o mundo principalmente através das redes sociais, não é difícil manipular essas informações. Se você pode controlar as informações a que uma pessoa tem acesso, você pode controlar a maneira com que ela percebe o mundo e, com isso, pode influenciar a maneira como se comporta e age.
Posts no facebook podem te fazer mais feliz ou triste, com raiva ou com medo. E os algoritmos sabem identificar as mudanças no seu comportamento pela análise dos padrões das suas postagens, curtidas, comentários.
Assim, indivíduos com perfis de direita e seu tradicional discurso "não gosto de impostos" foram radicalizados para perfis paranoicos em relação ao governo e a determinados grupos sociais. A manipulação poderia ser feita, por exemplo, através do medo: "o governo quer tirar suas armas". Esse tipo de mensagem estimula um sentimento de impotência e de não ser capaz de se defender. Estimula também um sentimento de "somos nós contra eles", o que fecha a pessoa para argumentos racionais.
Sites e blogs foram fabricados com notícias falsas para bombardear diretamente as pessoas influenciáveis a esse tipo de mensagem. Além disso, foi explorado também um sentimento anti-establishment, anti-mídia tradicional e anti "tudo isso que está aí". Quando as pessoas recebiam várias notícias de forma direta, e não viam essas notícias repercutirem na grande mídia, chegavam à conclusão de que a grande mídia mente e esconde a verdade que eles tem.
Se antes a mídia tradicional podia manipular a população, a manipulação teria que ser feita abertamente, aos olhos de todos. Agora, todos temos telas privadas que nos mandam mensagens diretamente. Ninguém sabe que tipo de informação a pessoa do lado está recebendo ou quais mensagens estão construindo sua percepção de realidade.
Com esse poder nas mãos, Bannon conseguiu popularizar a alt right (movimento de extrema direita americana) entre os jovens, que resultou nos protestos "unite the right" no ano passado em Charlottesville, Virgínia que tiveram a participação de supremacistas brancos. Bannon trabalhou na campanha presidencial de Donald Trump e foi estrategista de seu governo. A Cambridge Analytica trabalhou também no referendo do Brexit, que foi vencido principalmente por argumentos originados de fakenews.
Quando a manipulação veio à tona, Mark Zuckerberg foi chamado ao senado americano para depor. Pra quem entendeu o que houve, ficou claro que a democracia da nação mais importante do mundo havia sido hackeada. Mas os congressistas pouco entendimento tinham de mídia social; e quem estaria disposto a admitir que a democracia pode ser hackeada através da manipulação dos indivíduos?
Zuckerberg estava apenas pensando em estabelecer um modelo de negócios lucrativo com a venda de anúncios direcionados. A coleta de dados e a avaliação de perfil psicológico das pessoas tinham a intenção "inocente" de fazer as pessoas clicarem em anúncios pagos. Era apenas um modelo de negócios. Mas esse mesmo instrumento pode ser usado com finalidade política.
Ele se deu conta disso e sabia que as eleições brasileiras podiam estar em risco também. Somos uma das maiores democracias do mundo. O facebook tomou medidas ativas para evitar que as campanhas de desinformação e manipulações ocorressem em sua rede social. Muitas contas fake e páginas que compartilhavam informações falsas foram retiradas do facebook no período que antecede as eleições.
Mas não contavam com a capilarização e a popularização dos grupos de whatsapp. Whatsapp é um aplicativo de mensagens diretas entre indivíduos; por isso, não pode ser monitorado externamente. Não há como regular as fake news, portanto. Fazer um perfil fake no whatsapp também é bem mais fácil que em outras redes sociais e mais difícil de ser detectado.
Lembram do Steve Bannon, que sonhou com o retorno de uma extrema direita nacionalista forte mundialmente? Que tinha ideias que são classificadas como anti minorias, racistas e homofóbicas? E que usou um sentimento difuso anti "tudo que está aí", e um medo de os homens se sentirem indefesos para conquistar adeptos?
Pois bem, ele se encontrou em agosto com Eduardo Bolsonaro. Bolsonaro disse que o Bannon apoiaria a campanha do seu pai com suporte e "dicas de internet", essas coisas. Bannon é agora um "consultor eventual" da campanha. Era o candidato ideal pra ele, por compartilhava suas ideias, no cenário ideal: um país passando por uma grave crise econômica com a população desiludida com a sua classe política.
Logo depois de manifestações de mulheres nas ruas de todo o Brasil e do mundo contra Bolsonaro, o apoio do candidato subiu, entre o público feminino, de 18 para 24 por cento. Um aumento de 6 pontos depois de grande parte das mulheres se unir para demonstrar sua insatisfação com o candidato. 
[Discordo dessa correlação entre os atos #EleNao e o crescimento de Bolsonaro. Como mostra a cientista política Flávia Birolli, tal associação é reducionista. E o apoio dos evangélicos a Bolso no mesmo período, não abalou as intenções de voto?]
Isso acontece porque, de um lado, a grande mídia simplesmente ignorou as manifestações e, por outro, houve um ataque preciso às manifestações através dos grupos de whatsapp pró-Bolsonaro. Vídeos foram editados com cenas de outras manifestações, com mulheres mostrando os seios ou quebrando imagens sacras, mas utilizadas dessa vez para desmoralizar o movimento #elenão entre as mais conservadoras.
Além disso, Eduardo Bolsonaro veio a público logo após a manifestação e declarou: "As mulheres de direita são mais bonitas que as de esquerda. Elas não mostram os peitos e nem defecam nas ruas. As mulheres de direita têm mais higiene." Essa declaração pode parece pueril ou simplesmente estúpida mas é feita sob medida para estimular um sentimento de repulsa para com o "outro lado".
Isso não é nenhuma novidade. A máquina de propaganda do nazismo alemão associava os judeus a ratos. O discurso era que os judeus estavam infestando as cidades alemãs como os ratos. 
Esse é um discurso que associa o sentimento de repulsa e nojo a uma determinada população, o que faz com que o indivíduo queira se identificar com o lado "limpo" da história. Daí os 6 por cento das mulheres que passaram a se identificar com o Bolsonaro.
Agora é possível compreender porque é tão difícil usar argumentos racionais para dialogar com um eleitor do Bolsonaro? Agora você se dá conta do nível de manipulação emocional a que seus amigos e familiares estão expostos? Então a pergunta é: "o que fazer?"
Não adianta confrontá-los e acusá-los de massa de manobra. Isso só vai fazer com que eles se fechem e classifiquem você como um inimigo "do outro lado". Ser chamado de manipulado pode ser interpretado como ser chamado de burro, o que só vai gerar uma troca de insultos improdutiva.
Tenha empatia. Essas pessoas não são tolas ou malvadas; elas estão tendo suas emoções manipuladas e estão submetidas a uma percepção da realidade bastante diferente da sua.
Tente trazê-las aos poucos para a razão. Não ofereça seus argumentos racionais logo de cara, eles não vão funcionar com essas pessoas. A única maneira de mudar seu pensamento é fazer com que tais pessoas percebam sozinhas que não há argumentos que fundamentem suas crenças e as notícias veiculadas de maneira falsa.
Isso só pode ser feito com uma grande dose de paciência e de escuta. Peça para que a pessoa defenda racionalmente suas decisões políticas. Esteja aberto para ouvi-la, mas continue sempre perguntando mais e mais, até ela perceber que chegou num ponto em que não tem argumentos para responder.
Pergunte, por exemplo: "Por que você decidiu por esse candidato? Por que você acha que ele vai mudar as coisas? Você acha que ele está preparado? Você conhece as propostas dele? Conhece o histórico dele como político? Quais realizações ele fez antes que você aprova?"

Em muitos casos, a pessoa tentará mudar o discurso para falar mal de um outro partido ou do movimento feminista. Tal estratégia é esperada porque eles foram programados para achar que isso representa "o outro lado", os inimigos a combater.
Nesse caso, o caminho continua o mesmo: tentar trazer a pessoa para sua própria razão: "Por que você acha que esse partido é tão ruim assim? Sua vida melhorou ou piorou quando esse partido estava no poder? Como você conhece o movimento feminista? Você já participou de alguma reunião feminista ou conhece alguém envolvido nessa luta?"
Se perceber que a pessoa não está pronta para debater, simplesmente retire-se da discussão. Não agrida ou nem ofenda, comportamento que radicalizaria o pensamento de "somos nós contra eles". Tenha em mente que os discursos que essa pessoa acredita foram incutidos nela de maneira que houvesse uma verdadeira identificação emocional, se tornando uma espécie de segunda identidade. Não é de uma hora pra outra que se muda algo assim.
Duas das mais importantes democracias do mundo já foram hackeadas utilizando tais técnicas de manipulação. O alvo atual é o nosso país, com uma das mais importantes democracias do mundo. Não vamos deixar que essas forças nos joguem uns contra os outros, rasgando nosso tecido social de uma maneira irrecuperável.

Silicon Valley isn’t just a hub of inequality — wages are declining for everybody but the rich

Silicon Valley is considered an economic powerhouse, lauded as a model of economic growth the world over. Yet the wealth disparity between low, mid and high-level tech workers is far greater than it was two decades ago; worse, the economic impact of the tech industry in the Bay Area has been making the rich richer and the poor poorer, according to a new study published on Monday.

The report, entitled “Still Walking the Lifelong Tightrope: Technology, Insecurity and The Future of Work,” analyzes how wealth and economic gains by big tech companies are being distributed in Silicon Valley. The report is a follow-up to a similar one conducted in the late 1990s called “Walking the Lifelong Tightrope: Negotiating Work in the New Economy,” which was conducted by the same author, Dr. Chris Benner, in the midst of discussions at the time around tech being the "new economy."

Benner, professor and director of the Everett Program for Technology and Social Change at UC Santa Cruz and lead author of the study, told Salon he was surprised by the latest study’s findings this time around, and is sounding the alarm that Silicon Valley's economy could create wealth inequality across the world if replicated.

“We were surprised by the results,” Benner told Salon. “We expected to see growing inequality, but I didn’t expect to see the level in declining wages across income distribution and the extent in which returns to labor have declined.”

The decline found by Benner and his colleagues is significant. Specifically, the study found that over the past 20 years, economic input in Silicon Valley increased by 74 percent, but inflation-adjusted wages fell for 90 percent of jobs. Nine in 10 Silicon Valley-jobs pay lower wages than they did in the late 1990s. A brief of the report stated: “In fact, if labor’s share of GDP had been the same in 2016 as in 2001, the average Silicon Valley worker would have received an additional $8,480 in pay and benefits that year alone.”

“Owners of high-tech firms and investors are making tremendous gains over last 20 years,” Benner told Salon.

As a result, this disparity is causing a trend of growing low-wage jobs in Silicon Valley — and tech workers over the age of 50 could be the most vulnerable to this trend. As the report states:

Net job growth in the last 20 years has been disproportionately in low-wage jobs, with the proportion of workers in low wage jobs increasing by 25%, while the proportion of workers in middle and upper wage jobs declined [...] Challenges for older workers in the industry have accelerated in the region. In the mid-1990s, the highest paid workers in high tech had an average age of 51; today, that average age has crept down to 48. High-tech workers older than 48, on average, earn less than younger workers.

The authors of the report don’t place blame on the technology industry though. Instead, they conclude the disparity and disconcerting wage trend is a result of the lack of public policy.

“The recommendations we laid out 20 years ago still make sense as public policy, but calling for national change in labor market institutions and policies is no longer sufficient,” the report notes. “Especially in the current political climate, we need to also be exploring local, regional and state level solutions to these problems. Such innovations, in addition to supporting workers in Silicon Valley and California, can serve as a model for national policies in the future. “

Benner said policies such as increasing minimum wage, creating affordable housing, and lowering the cost of living are essential to closing the wealth gap — especially since it is the tech industry's contract workers who suffer most from the high cost of living. This category includes janitors, cafeteria workers, and security guards.

Derecka Mehrens, executive director of Working Partnerships USA — which collaborated in the research for the report — said in a statement Silicon Valley’s trend could be problematic, especially since other cities are trying to replicate it.

“Cities across the country are falling head over heels to emulate Silicon Valley’s boom, but the reality is that tech's business models mean 9 in 10 workers here don’t share in the benefits – only the costs in sky-high housing prices and gridlocked traffic,” Mehrens said. “It’s clear those business models need to change so that the workers and communities who make the tech industry’s success possible see a fair return on their work.”

Der Betreiber des Messengerdienstes Snapchat will seinen sinkenden Nutzerzahlen mit neuen Kurz-Serien beikommen. Im Herbst würden neue Shows — darunter auch Dokumentationsserien — eingeführt, an denen zusammen mit Hollywood-Produktionsfirmen gearbeitet werde, kündigte Snap am Mittwoch an. Snap kämpft seit einiger Zeit damit, neue Nutzer zu locken. Die Aktie ist seit Jahresbeginn um 52 Prozent gefallen.

Snap will bei den neuen Serien täglich eine fünfminütige Folge veröffentlichen, die auch sechs Sekunden Werbung enthält, die der Zuschauer nicht wegdrücken kann. In der vergangenen Woche wurde eine Mitteilung von Snap-Firmenchef Evan Spiegel an seine Mitarbeiter bekannt, in der er seine Strategie darlegte, um im kommenden Jahr schwarze Zahlen zu schreiben. Demnach will er unter anderem ältere Nutzer anwerben.

Bislang spricht Snap vor allem Unter-30-Jährige an. Aktuell ist Snap weit davon entfernt, die Gewinnschwelle zu knacken. Michael Nathanson vom Analysehaus MoffettNathanson geht sogar davon aus, dass die Firma im kommenden Jahr mehr als 1,5 Milliarden Dollar verliert.

Si hace horas el protagonista era Google y sus nuevas presentaciones, entre las que nos hemos encontrado con el Google Home Hub, ahora llega el turno de hablar de Facebook. Y al igual que Google, la empresa de Mark Zuckerberg ha visto un nuevo frente en el mercado de los altavoces inteligentes.

Amazon tiene la gama Echo con Alexa, Apple el HomePod con Siri, Google hace lo propio con los Google Home a los que ahora se suma el Google Home Hub añadiendo una pantalla y Facebook quiere su parte de protagonismo para lo que presenta dos altavoces inteligentes bautizados cómo Portal y Portal+.

Se trata de dos altavoces que, al igual que ya hemos visto con el Google Home Hub o el Amazon Echo Show, se decantan por añadir una pantalla al conjunto. Es una medida que podría parecer lógica, pues Facebook hace un fuerte uso del contenido audiovisual en su red social, por lo que este elemento, la pantalla, pasaría casi por ser fundamental. Más adelante matizaremos esta observación.

En este sentido nos encontramos con estos dos modelos, el Portal y Portal+, los cuales lucen pantallas de 10,1 y 15,6 pulgadas respectivamente. El primero ofrecerá en este tamaño compacto una resolución HD mientras que el segundo, con más diagonal, llegará al Full HD.

Una de las especificaciones que ambos modelos ofrecen es que cuentan con cámara frontal como el Amazon Echo Show, de forma que a diferencia del Google Home Hub sí que podrán usarse para realizar videollamadas. En este sentido la cámara frontal es gran angular para facilitar la visualización del usuario en la llamada, permitiendo incluso el zoom en la imagen.

Para facilitar la interacción, estos dos modelos disponen de una serie de altavoces, si bien desconocemos las especificaciones. Lo que sí que sabemos es que dado el mayor tamaño del Portal+, este incorpora un subwooofer complementario e integrado para mejorar el sonido.

Respecto a la usabilidad... ¿qué podemos hacer con ambos modelos? Pese a lo que podamos pensar no, no se pueden usar para acceder a la red social Facebook ni a ninguna otra de sus aplicaciones cómo son Instagram o WhatsApp. Una diferencia notable con respecto a sus competidores.

Igualmente no tienen asistente propio, por lo que hacen uso de Alexa, de Amazon, en su interior para poder interactuar por medio de órdenes verbales y realizar consultas sobre nuestras actividades diarias. Para ello el sistema de micrófono estará siempre a la escucha, algo que, siendo Facebook la encargada y viendo sus problemas con la privacidad, puede levantar alguna suspicacia.

Precio y disponibilidad

El modelo más compacto, el Portal, llegará a los Estados Unidos a un precio de 199 dólares, mientras que el Portal+ asciende hasta los 349 dólares.

Silicon Valley isn’t just a hub of inequality — wages are declining for everybody but the rich

Silicon Valley is considered an economic powerhouse, lauded as a model of economic growth the world over. Yet the wealth disparity between low, mid and high-level tech workers is far greater than it was two decades ago; worse, the economic impact of the tech industry in the Bay Area has been making the rich richer and the poor poorer, according to a new study published on Monday.

The report, entitled “Still Walking the Lifelong Tightrope: Technology, Insecurity and The Future of Work,” analyzes how wealth and economic gains by big tech companies are being distributed in Silicon Valley. The report is a follow-up to a similar one conducted in the late 1990s called “Walking the Lifelong Tightrope: Negotiating Work in the New Economy,” which was conducted by the same author, Dr. Chris Benner, in the midst of discussions at the time around tech being the "new economy."

Benner, professor and director of the Everett Program for Technology and Social Change at UC Santa Cruz and lead author of the study, told Salon he was surprised by the latest study’s findings this time around, and is sounding the alarm that Silicon Valley's economy could create wealth inequality across the world if replicated.

“We were surprised by the results,” Benner told Salon. “We expected to see growing inequality, but I didn’t expect to see the level in declining wages across income distribution and the extent in which returns to labor have declined.”

The decline found by Benner and his colleagues is significant. Specifically, the study found that over the past 20 years, economic input in Silicon Valley increased by 74 percent, but inflation-adjusted wages fell for 90 percent of jobs. Nine in 10 Silicon Valley-jobs pay lower wages than they did in the late 1990s. A brief of the report stated: “In fact, if labor’s share of GDP had been the same in 2016 as in 2001, the average Silicon Valley worker would have received an additional $8,480 in pay and benefits that year alone.”

“Owners of high-tech firms and investors are making tremendous gains over last 20 years,” Benner told Salon.

As a result, this disparity is causing a trend of growing low-wage jobs in Silicon Valley — and tech workers over the age of 50 could be the most vulnerable to this trend. As the report states:

Net job growth in the last 20 years has been disproportionately in low-wage jobs, with the proportion of workers in low wage jobs increasing by 25%, while the proportion of workers in middle and upper wage jobs declined [...] Challenges for older workers in the industry have accelerated in the region. In the mid-1990s, the highest paid workers in high tech had an average age of 51; today, that average age has crept down to 48. High-tech workers older than 48, on average, earn less than younger workers.

The authors of the report don’t place blame on the technology industry though. Instead, they conclude the disparity and disconcerting wage trend is a result of the lack of public policy.

“The recommendations we laid out 20 years ago still make sense as public policy, but calling for national change in labor market institutions and policies is no longer sufficient,” the report notes. “Especially in the current political climate, we need to also be exploring local, regional and state level solutions to these problems. Such innovations, in addition to supporting workers in Silicon Valley and California, can serve as a model for national policies in the future. “

Benner said policies such as increasing minimum wage, creating affordable housing, and lowering the cost of living are essential to closing the wealth gap — especially since it is the tech industry's contract workers who suffer most from the high cost of living. This category includes janitors, cafeteria workers, and security guards.

Derecka Mehrens, executive director of Working Partnerships USA — which collaborated in the research for the report — said in a statement Silicon Valley’s trend could be problematic, especially since other cities are trying to replicate it.

“Cities across the country are falling head over heels to emulate Silicon Valley’s boom, but the reality is that tech's business models mean 9 in 10 workers here don’t share in the benefits – only the costs in sky-high housing prices and gridlocked traffic,” Mehrens said. “It’s clear those business models need to change so that the workers and communities who make the tech industry’s success possible see a fair return on their work.”

          HEADLINE: Peringatan untuk Palu, Agar Tragedi Gempa Tak Kembali Berulang      Cache   Translate Page      

Liputan6.com, Jakarta - Kedatangan sosok Winnie the Pooh menerbitkan senyum di bibir sejumlah bocah korban bencana akibat gempa magnitudo 7,4 di Palu. Mereka terlihat gemas dan berebut memeluk boneka beruang madu itu.

"Saya kasihan pada mereka. Jangan sampai bocah-bocah itu trauma," kata Erna, relawan yang rela menyetir selama 3 jam demi mendatangkan Winnie the Pooh ke Palu, seperti dikutip dari manilastandard.net.

Sejumlah relawan mengatakan, banyak bocah yang trauma dan tertekan akibat bencana mengerikan yang mereka saksikan. Banyak yang jadi yatim, piatu, atau bahkan keduanya akibat bangunan runtuh dan gelombang tinggi yang menghantam kota.

"Bermain adalah bagian yang sangat penting dari kesehatan dan kesejahteraan psikologis anak," kata David Bloomer dari Save the Children.

"Hal itu memberi kesempatan bagi mereka untuk mendapatkan kembali sensasi normal di dunia yang sama sekali berubah di sekitar mereka."

Usai gempa dan tsunami pada 28 September, Palu dan sekitarnya tak akan pernah sama. 

Hingga kini, kondisi warga Palu dan Donggala di Sulawesi Tengah masih jauh dari pulih. Badan Nasional Penanggungulangan Bencana (BNPB) bahkan, menilai tanggap darurat belum lagi selesai.

BNPB berkaca pada kondisi terkini di Sulteng. Warga masih takut untuk tinggal di dalam rumah karena gempa susulan tak kunjung berhenti. Selasa 9 Oktober 2018, lindu bermagnitudo 5,1 kembali membuat warga ketakutan.

Hal itu berdampak pada masih tingginya angka pengungsi yang tinggal di tenda-tenda. Menurut data mutakhir BNPB, jumlah pengungsi saat ini yang tetap bertahan di lapangan mencapai 74 ribu orang.

Atas dasar itu, Kepala BNPB Willem Rampangilei menyatakan bahwa masa tanggap darurat bencana di Sulawesi Tengah kemungkinan besar akan diperpanjang selama 14 hari ke depan.

"Masa tanggap darurat ini yang berhak untuk memperpanjang adalah daerah, tapi atas supervisi BNPB," jelas Willem di Kejaksaan Agung RI, Jakarta, Rabu (10/10/2018).

Willem mengatakan, BNPB sedang menilai situasi di lapangan. Bila masih ada banyak hal yang belum terselesaikan, maka perlu dilakukan upaya-upaya kedaruratan dan perpanjangan.

Ada lima sektor yang akan ditangani melalui perbaikan darurat, di antaranya perumahan atau permukiman, infrastruktur, fasilitas umum atau sosial seperti sekolah, rumah sakit, rumah ibadah, kemudian sektor ekonomi, dan lintas sektor bangunan-bangunan milik pemerintah yang rusak.

"Selama dalam keadaan darurat itu kita melakukan perbaikan-perbaikan darurat, contoh seperti rumah sakit provinsi, itu kalau dilihat secara fisik rusaknya ringan sehingga harus diperbaiki segera," jelas Willem.

Untung saja, dana yang tersedia cukup lumayan untuk penanganan di masa tanggap darurat. Sejak awal, pemerintah melalui Menteri Keuangan sudah mencairkan dana Rp 560 miliar, dengan janji dana tambahan senilai Rp 500 miliar lagi.

Di luar itu, terdapat pula bantuan yang diserahkan langsung oleh para donatur atau yang dikumpulkan sejumlah yayasan sosial. Sulit memang untuk menghitung jumlah bantuan ini karena tidak melalui pemerintah, namun jumlahnya diperkirakan cukup besar.

Selain donatur Tanah Air, bantuan juga mengalir dari sosok orang kaya dunia. Sosok yang populer disebut crazy rich dan super crazy rich sedunia itu mengaku turut berempati atas apa yang dialami warga Palu dan Donggala.

Pendiri Facebook, Mark Zuckerberg, misalnya, mengulurkan bantuan kepada Palang Merah Indonesia (PMI). Zuckerberg mengatakan berdoa agar Sulteng dan Indonesia bisa bangkit dari dampak bencana. Donasi senilai Rp 15 miliar pun dia sumbangkan.

"Kami ikut memikirkan masyarakat Indonesia yang berusaha pulih dari gempa bumi dan tsunami yang mematikan baru-baru ini. Sebagai bantuan, Facebook menyumbangkan 1 juta dolar AS kepada Palang Merah Indonesia," tulis Zuckerberg, Kamis 4 Oktober 2018.

Sehari sebelumnya, Kepala Eksekutif Apple, Tim Cook juga menyatakan duka mendalam kepada para korban bencana tersebut melalui akun Twitter-nya.

"Doa kami untuk warga di Sulawesi dan semua warga Indonesia setelah gempa bumi dan tsunami yang begitu merusak. Apple menyumbangkan US$ 1 juta untuk upaya pemulihan bencana dan membantu negara indah tersebu membangun kembali," ujar bos Apple tersebut seperti dikutip Rabu 3 Oktober 2018.

Langkah serupa diikuti CEO Google, Sundar Pichai. Dia menyumbang US$ 1 juta atau sekitar Rp 15 miliar untuk korban bencana gempa dan tsunami di Palu, Sulawesi Tengah. Adapun bantuan itu akan disalurkan melalui Google.org yang memang berfokus pada filantropi.

"Kami berbelangsungkawa mendalam atas gempa dan tsunami di Indonesia. @googleorg dan Googlers (pengguna Google) menyumbang $ 1M untuk mendukung upaya bantuan, dan kami mengaktivasi SOS Alerts untuk menyediakan emergency bagi mereka yang terdampak," kata Sundar Pichai dalam akun Twitter, Rabu 3 Oktober 2018.

Tak hanya trio CEO tersebut, Ratu Inggris Elizabeth II juga menyumbang sejumlah dana untuk korban bencana Sulteng. Istana Buckingham memastikan bantuan tersebut melalui Komite Kedaruratan Bencana (DEC) untuk membantu korban selamat.

Namun, tidak diketahui berapa besaran jumlah bantuan Ratu Elizabeth, meski hingga kini Komite tersebut telah berhasil menghimpun dana hingga 8 juta poundsterling atau setara dengan Rp 159 miliar.

Dari Asia, Li Ka-shing, orang paling kaya di Hong Kong, baru-baru ini juga mendonasikan dana sebesar US$ 5 juta atau setara Rp 75 miliar utuk membantu korban gempa dan tsunami Palu dan Donggala, Sulawesi Tengah.

Bantuan itu dia salurkan melalui CK Hutchison Holdings dengan jumlah $ 2 juta dan Li Ka Shing Foundation sebanyak $ 3 juta yang diberikan lewat Sustainable Development Goal (SDG) Indonesia One.

Di luar bantuan yang bersifat pribadi itu, dana yang tak kalah besar juga datang dari berbagai negara. Menurut Wakil Menteri Luar Negeri AM Fachir, hingga kini total komitmen bantuan asing untuk gempa Palu dan Donggala berasal dari 25 negara sahabat dengan nilai sekitar Rp 220 miliar.

"Ada yang sudah merealisasikan, ada juga yang masih berbentuk pledge (janji)," kata Fachri, akhir pekan lalu.

Kemenlu juga mencatat, negara yang telah memberikan bantuan dalam bentuk uang di antaranya Cina US$ 200 ribu, Korea Selatan US$ 1 juta, Uni Eropa 1,5 juta euro, Venezuela US$ 10 juta (pledge). Lantas Vietnam US$ 100 ribu (pledge), Laos US$ 100 ribu, dan Kamboja US$ 200 ribu, Jerman 1,5 juta euro, dan Australia 500 ribu dolar Australia.

Adapun dari 25 negara, ada 18 yang sudah tercatat merealisasikan bantuannya. Negara tersebut adalah Korea, Jepang, Swiss, Singapura, Cina, Qatar, Turki, India, Spanyol, Vietnam, Malaysia. Selanjutnya, Inggris, Selandia Baru, Australia, Rusia, Pakistan, Denmark, dan Amerika Serikat.

Tentu saja, semua dana itu tak hanya dibutuhkan pada masa tanggap darurat, melainkan juga untuk relokasi dan rekonstruksi. Tahap ini sebenarnya tak kalah berat dibandingkan tanggap darurat.

Palu dan Donggala Tak Akan Lagi Sama

Gempa dan tsunami telah mengubah Palu dan Donggala. Ke depan semuanya tak akan lagi sama. Lihat saja di Kota Palu, ada tiga kelurahan yang akan hilang dari catatan, yaitu Petobo, Balaroa dan Jono Oge. Ketiga lokasi itu tak akan lagi dihuni manusia.

Di wilayah yang ditelan lumpur atau likuifaksi itu, pemerintah berencana membangun ruang terbuka hijau dan monumen untuk dijadikan sebagai tempat bersejarah.

"Daerah rawan itu sudah tidak boleh dibangun kembali, oleh karena itu harus direlokasi, dan saat ini Pemda sedang menyiapkan lahan untuk relokasi," ujar Kepala BNPB Willem Rampangilei di Kejaksaan Agung RI, Jakarta, Rabu (10/10/2018).

Willem menyatakan, pemerintah sedang menyiapkan bagaimana untuk membangun rumah-rumah yang rusak, serta penentuan wilayah untuk relokasi. Menurutnya, daerah seperti di Petobo dan Balaroa tidak mungkin dibangun lagi.

"Kementerian PUPR itu sudah menyiapkan desainnya, begitu sudah dipastikan lahannya di mana akan segera kita bangun," tutur Willem.

Langkah ini sesuai dengan arahan dari Presiden Joko Widodo atau Jokowi. Saat mengunjungi wilayah Petobo, Sulteng, Rabu 3 Oktober 2018, Jokowi mengatakan rencananya warga yang berada di daerah rawan gempa direlokasi ke wilayah yang aman.

"Tapi warga diajak bicara agar bisa dipindahkan ke tempat lain. Kita sudah siapkan lokasinya, meskipun 20 kilometer dari sini. Tapi itu tempat-tempat yang dalam jangka panjang aman. Sudah mulai kita identifikasi sedetail itu," jelas Jokowi.

Harapan itu langsung bersambut. Menteri Koordinator Bidang Pembangunan Manusia dan Kebudayaan (PMK) Puan Maharani mengatakan pemerintah sudah menyiapkan lahan seluas 320 hektare untuk tempat relokasi korban terdampak bencana. Relokasi tersebut ditujukan kepada masyarakat yang tinggal di daerah sesar gempa, rawan likuefaksi, dan berpotensi bencana lainnya.

"Pemerintah sudah akan menyiapkan tanah kurang lebih 320 hektare di satu tempat," ujar Puan di Kantor Kemenko PMK, Jakarta Pusat, Kamis 4 Oktober 2018.

Kawasan relokasi kemungkinan berjarak sekitar 20 kilometer dari lokasi yang ditempati warga saat ini. Kendati demikian, Puan mengatakan ia sudah meminta para kepala daerah untuk memberi penjelasan kepada warga terkait potensi bahaya jika tetap tinggal di daerah rawan tersebut.

"Kita sudah meminta kepada gubernur, wali kota, bupati, untuk kemudian mengimbau, mengajak bicara seluruh masyarakat yang tinggal di tempat yang memang sudah tidak layak lagi untuk jangka panjang, untuk bisa pindah," ungkap Puan.

Dia menyebutkan lokasi tersebut sedang dalam proses peninjauan dan menjadi tanggungjawab Menteri Agraria dan Tata Ruang (ATR)/Ketua Badan Pertanahan Nasional (BPN) Sofyan Djalil.

Menindaklanjuti penugasan tersebut, tim yang dipimpin Direktur Jenderal Tata Ruang Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional Abdul Kamarzuki, mengidentifikasi lokasi alternatif yang potensial sebagai tempat relokasi.

Lokasi ini nantinya akan dikaji aspek kebencanaannya oleh Badan Geologi dan BMKG untuk memastikan wilayah tersebut bebas dari bencana. Bencana tersebut meliputi patahan aktif, likuefaksi, longsor, tsunami, banjir, dan mikrozonasi tinggi gempa.

Hasil kajian ini akan dituangkan dalam dokumen rencana tata ruang berbasis mitigasi bencana. Dokumennya akan menjadi dasar pelaksanaan pembangunan hunian tetap (Huntap) serta infrastruktur pendukungnya oleh Kementerian PUPR.

Dalam memilih lokasi alternatif, ada beberapa kriteria yang dikedepankan. Selain harus bebas dari bahaya bencana, lokasi tersebut juga bukan merupakan sempadan pantai dan sempadan sungai. Selain itu, lokasi alternatif yang akan digunakan juga tidak berada di hutan lindung atau kawasan lain yang memiliki kelerengan lebih dari 15 persen.

Lebih lanjut, kawasan ini juga harus memiliki akses ke sumber air. Di samping itu, penguasaan tanah Hak Guna Usaha (HGU) atau Hak Guna Bangunan (HGB) juga harus sudah berakhir.

Berdasarkan hasil identifikasi sementara, terdapat lima lokasi alternatif yang tersebar di tiga kecamatan, yaitu di Kecamatan Palu Barat dengan luas 79,30 hektare, dua lokasi di Kecamatan Sigi Biromaru seluas 200 hektare dan 217 hektare dan dua lokasi di Kecamatan Palu Timur dengan luas 57 hektare dan 99,63 hektare.

Dengan semua persiapan relokasi tersebut, bisa dipastikan warga yang sebelumnya menghuni tiga kelurahan di Kota Palu itu bakal tercerabut dari akarnya. Namun, itu adalah solusi terakhir bagi korban gempa yang selama ini tinggal di atas tanah yang tidak stabil.

Di lokasi di mana rumahnya pernah tegak berdiri, Musrifah melihat jasad bocah kecil yang tengkurap di antara tabung gas dan tumpukan kayu.

Bocah itu mengenakan kemeja abu-abu gelap dan celana biru kehijauan, sama seperti yang dikenakan Bima Alfarezi, putranya yang berusia 2 tahun, ketika tsunami merebut paksa buah hatinya itu dari tangannya.

"Ibu, aku takut. Takut," itu kata-kata terakhir Bima yang didengar Musrifah, seperti dikutip dari njherald.com. Setelah itu putranya itu hilang entah di mana.

Musrifah mendekat ke arah korban. Jasad itu sudah bengkak dan terurai. Nyaris tak mungkin untuk mengenali wajahnya. Namun, saat melihat sandal biru di kaki jenazah, ia yakin, itu adalah putranya. Dada perempuan itu sontak sesak. Tangisnya pecah.

Petugas kemudian datang, meletakkan jasad itu ke kantung jenazah dan menutup resletingnya. Kala itu, Musrifah melakukan hal yang ia idam-idamkan selama hampir sepekan: memeluk erat putranya.

Bima adalah salah satu dari 2.000 korban tewas pascagempa magnitudo 7,4 yang mengguncang Palu dan sekitarnya pada 28 September 2018. Baik oleh dahsyatnya guncangan maupun tsunami yang menerjang.

Sekitar 5.000 korban belum ditemukan, mayoritas terkubur di dalam lumpur yang menyembur saat tanah tiba-tiba terbelah dan goyah akibat likuefaksi. Mereka yang lolos dari maut juga akan merasakan dampaknya. Sekitar 74 ribu orang kehilangan rumah dan terpaksa tinggal di kamp pengungsi. Entah sampai kapan.

Sejumlah ahli mengatakan, musibah di Palu menjadi peringatan akan bencana yang lebih mematikan dan merusak di masa depan.

Seperti dikutip dari TIME, Rabu (10/10/2018), meski perubahan iklim meningkatkan tingkat keparahan bencana alam seperti badai, topan, dan kebakaran hutan, jumlah kejadian gempa dan tsunami tahunan cukup stabil. Menurut data Badan Survei Geologi AS (USGS), jumlah gempa bumi yang parah tetap statis sejak tahun 1900. Namun, kerusakan akibat gempa dan ancaman terhadap kehidupan manusia justru meningkat.

Centre for Research on the Epidemiology of Disasters (CRED) yang bermarkas di Belgia menyebut, jumlah bencana alam lebih sedikit terjadi pada tahun 2017. Namun, terjadi peningkatan kerugian ekonomi sebesar 49 persen yang ditimbulkan oleh peristiwa tersebut.

Alasannya jelas: makin banyak manusia yang pindah ke kota-kota yang padat dan dikelilingi infrastruktur -- jalan, jembatan, dan bangunan -- yang bisa menjelma jadi bahaya mematikan saat bencana dan menuntut harga mahal untuk memulihkannya kembali.

"Manusia, infrastruktur, dan kekayaan kini terkonsentrasi ke perkotaan yang kian tak terlindungi di bagian-bagian paling berbahaya di planet ini," kata Bill McGuire, profesor emeritus Ilmu Bumi di University College London.

Di sisi lain, kesiapsiagaan menghadapi bencana tak sepadan dengan pesatnya perkembangnya perkotaan.

Data mencatat, gempa bumi dan tsunami terbukti sangat mematikan, menewaskan hampir 750.000 jiwa selama 20 tahun terakhir, lebih dari peristiwa cuaca ekstrem lainnya, demikian menurut laporan yang akan datang dari Kantor Pengurangan Resiko Bencana PBB atau UN Office for Disaster Risk Reduction.

Kematian terbesar terjadi pada 2004 setelah gempa berkekuatan 9,1 di Samudra Hindia selatan memicu tsunami dahsyat yang menghantam sejumlah pantai di beberapa negara. Terutama di Aceh.

Dalam beberapa kasus, daya tarik kota-kota pesisir ikut memperbesar bahaya.

Banyak kota dibangun di jalur badai tropis atau di samping patahan tektonik. Palu salah satunya.

Kota itu terletak di ujung teluk yang panjang, yang melindungi penghuninya dari badai laut, demikian menurut McGuire.

Namun, teluk tersebut juga berkontribusi melipatgandakan kemampuan merusak tsunami, meningkatkan ketinggian gelombang gergasi, dan memandunya langsung ke permukiman penduduk.

Erosi di sepanjang patahan Palu-Kora, yang membentuk teluk di sekitar Palu, juga memicu likuefaksi -- fenomena di mana tanah bergejolak seperti gelombang laut selama gempa terjadi.

Menurut McGuire, likuefaksi adalah peristiwa yang mengerikan. Namun, seharusnya tak mengejutkan.

Survei yang dilakukan Pemerintah Indonesia tahun 2012 menguak bahwa sisi terluar Palu, seperti Petobo dan Balaroa berisiko tinggi likuefaksi. Saat ini permukiman di lokasi-lokasi itu lenyap beserta sejumlah penghuninya.

Wilayah-wilayah terdampak terparah parah di Palu tidak akan dibangun kembali, demikian menurut BNPB. Tujuannya, agar tragedi tak lagi menjelang.

Namun, upaya merekonstruksi wilayah Palu lainnya untuk menghadapi ancaman gempa bumi di masa depan akan jadi sangai mahal.

"Tidak ada jawaban sederhana untuk masalah ini," tulis McGuire kepada TIME. "Kota-kota itu berada di tempat yang salah."

Sementara itu, Laura Kong, direktur Pusat Informasi Tsunami Internasional (ITIC) di Hawaii mengatakan, Indonesia telah secara signifikan dan terus menerus meningkatkan sistem peringatan dini tsunami dan kesiapsiagaan bencana. "Terutama sejak tsunami 2004," kata dia.

Namun, deteksi dini tidak serta-merta memberi kekebalan terhadap potensi bahaya. "Tsunami lokal seperti di Palu dapat menghantam dalam hitungan menit," tambah dia.

Karena gempa dan tsunami tak bisa dipastikan kapan datangnya, pendidikan dan meningkatkan kesadaran masyarakatb bisa jauh lebih efektif daripada peralatan berteknologi tinggi.

"Orang-orang perlu tahu bahwa mereka tinggal di negara rawan gempa...tanah yang berguncang adalah peringatan alami bagi mereka," kata geofisikawan Jason Patton kepada TIME.

Warga sipil harus tahu kapan harus mengevakuasi diri, bahkan jika peralatan peringatan bahaya gagal berfungsi.

"Bencana alam hanya bisa menjadi malapetaka jika banyak orang yang menjadi korbannya," tambah dia.

Liputan6.com, Jakarta - Kedatangan sosok Winnie the Pooh menerbitkan senyum di bibir sejumlah bocah korban bencana akibat gempa magnitudo 7,4 di Palu. Mereka terlihat gemas dan berebut memeluk boneka beruang madu itu.

"Saya kasihan pada mereka. Jangan sampai bocah-bocah itu trauma," kata Erna, relawan yang rela menyetir selama 3 jam demi mendatangkan Winnie the Pooh ke Palu, seperti dikutip dari manilastandard.net.

Sejumlah relawan mengatakan, banyak bocah yang trauma dan tertekan akibat bencana mengerikan yang mereka saksikan. Banyak yang jadi yatim, piatu, atau bahkan keduanya akibat bangunan runtuh dan gelombang tinggi yang menghantam kota.

"Bermain adalah bagian yang sangat penting dari kesehatan dan kesejahteraan psikologis anak," kata David Bloomer dari Save the Children.

"Hal itu memberi kesempatan bagi mereka untuk mendapatkan kembali sensasi normal di dunia yang sama sekali berubah di sekitar mereka."

Usai gempa dan tsunami pada 28 September, Palu dan sekitarnya tak akan pernah sama. 

Hingga kini, kondisi warga Palu dan Donggala di Sulawesi Tengah masih jauh dari pulih. Badan Nasional Penanggungulangan Bencana (BNPB) bahkan, menilai tanggap darurat belum lagi selesai.

BNPB berkaca pada kondisi terkini di Sulteng. Warga masih takut untuk tinggal di dalam rumah karena gempa susulan tak kunjung berhenti. Selasa 9 Oktober 2018, lindu bermagnitudo 5,1 kembali membuat warga ketakutan.

Hal itu berdampak pada masih tingginya angka pengungsi yang tinggal di tenda-tenda. Menurut data mutakhir BNPB, jumlah pengungsi saat ini yang tetap bertahan di lapangan mencapai 74 ribu orang.

Atas dasar itu, Kepala BNPB Willem Rampangilei menyatakan bahwa masa tanggap darurat bencana di Sulawesi Tengah kemungkinan besar akan diperpanjang selama 14 hari ke depan.

"Masa tanggap darurat ini yang berhak untuk memperpanjang adalah daerah, tapi atas supervisi BNPB," jelas Willem di Kejaksaan Agung RI, Jakarta, Rabu (10/10/2018).

Willem mengatakan, BNPB sedang menilai situasi di lapangan. Bila masih ada banyak hal yang belum terselesaikan, maka perlu dilakukan upaya-upaya kedaruratan dan perpanjangan.

Ada lima sektor yang akan ditangani melalui perbaikan darurat, di antaranya perumahan atau permukiman, infrastruktur, fasilitas umum atau sosial seperti sekolah, rumah sakit, rumah ibadah, kemudian sektor ekonomi, dan lintas sektor bangunan-bangunan milik pemerintah yang rusak.

"Selama dalam keadaan darurat itu kita melakukan perbaikan-perbaikan darurat, contoh seperti rumah sakit provinsi, itu kalau dilihat secara fisik rusaknya ringan sehingga harus diperbaiki segera," jelas Willem.

Untung saja, dana yang tersedia cukup lumayan untuk penanganan di masa tanggap darurat. Sejak awal, pemerintah melalui Menteri Keuangan sudah mencairkan dana Rp 560 miliar, dengan janji dana tambahan senilai Rp 500 miliar lagi.

Di luar itu, terdapat pula bantuan yang diserahkan langsung oleh para donatur atau yang dikumpulkan sejumlah yayasan sosial. Sulit memang untuk menghitung jumlah bantuan ini karena tidak melalui pemerintah, namun jumlahnya diperkirakan cukup besar.

Selain donatur Tanah Air, bantuan juga mengalir dari sosok orang kaya dunia. Sosok yang populer disebut crazy rich dan super crazy rich sedunia itu mengaku turut berempati atas apa yang dialami warga Palu dan Donggala.

Pendiri Facebook, Mark Zuckerberg, misalnya, mengulurkan bantuan kepada Palang Merah Indonesia (PMI). Zuckerberg mengatakan berdoa agar Sulteng dan Indonesia bisa bangkit dari dampak bencana. Donasi senilai Rp 15 miliar pun dia sumbangkan.

"Kami ikut memikirkan masyarakat Indonesia yang berusaha pulih dari gempa bumi dan tsunami yang mematikan baru-baru ini. Sebagai bantuan, Facebook menyumbangkan 1 juta dolar AS kepada Palang Merah Indonesia," tulis Zuckerberg, Kamis 4 Oktober 2018.

Sehari sebelumnya, Kepala Eksekutif Apple, Tim Cook juga menyatakan duka mendalam kepada para korban bencana tersebut melalui akun Twitter-nya.

"Doa kami untuk warga di Sulawesi dan semua warga Indonesia setelah gempa bumi dan tsunami yang begitu merusak. Apple menyumbangkan US$ 1 juta untuk upaya pemulihan bencana dan membantu negara indah tersebu membangun kembali," ujar bos Apple tersebut seperti dikutip Rabu 3 Oktober 2018.

Langkah serupa diikuti CEO Google, Sundar Pichai. Dia menyumbang US$ 1 juta atau sekitar Rp 15 miliar untuk korban bencana gempa dan tsunami di Palu, Sulawesi Tengah. Adapun bantuan itu akan disalurkan melalui Google.org yang memang berfokus pada filantropi.

"Kami berbelangsungkawa mendalam atas gempa dan tsunami di Indonesia. @googleorg dan Googlers (pengguna Google) menyumbang $ 1M untuk mendukung upaya bantuan, dan kami mengaktivasi SOS Alerts untuk menyediakan emergency bagi mereka yang terdampak," kata Sundar Pichai dalam akun Twitter, Rabu 3 Oktober 2018.

Tak hanya trio CEO tersebut, Ratu Inggris Elizabeth II juga menyumbang sejumlah dana untuk korban bencana Sulteng. Istana Buckingham memastikan bantuan tersebut melalui Komite Kedaruratan Bencana (DEC) untuk membantu korban selamat.

Namun, tidak diketahui berapa besaran jumlah bantuan Ratu Elizabeth, meski hingga kini Komite tersebut telah berhasil menghimpun dana hingga 8 juta poundsterling atau setara dengan Rp 159 miliar.

Dari Asia, Li Ka-shing, orang paling kaya di Hong Kong, baru-baru ini juga mendonasikan dana sebesar US$ 5 juta atau setara Rp 75 miliar utuk membantu korban gempa dan tsunami Palu dan Donggala, Sulawesi Tengah.

Bantuan itu dia salurkan melalui CK Hutchison Holdings dengan jumlah $ 2 juta dan Li Ka Shing Foundation sebanyak $ 3 juta yang diberikan lewat Sustainable Development Goal (SDG) Indonesia One.

Di luar bantuan yang bersifat pribadi itu, dana yang tak kalah besar juga datang dari berbagai negara. Menurut Wakil Menteri Luar Negeri AM Fachir, hingga kini total komitmen bantuan asing untuk gempa Palu dan Donggala berasal dari 25 negara sahabat dengan nilai sekitar Rp 220 miliar.

"Ada yang sudah merealisasikan, ada juga yang masih berbentuk pledge (janji)," kata Fachri, akhir pekan lalu.

Kemenlu juga mencatat, negara yang telah memberikan bantuan dalam bentuk uang di antaranya Cina US$ 200 ribu, Korea Selatan US$ 1 juta, Uni Eropa 1,5 juta euro, Venezuela US$ 10 juta (pledge). Lantas Vietnam US$ 100 ribu (pledge), Laos US$ 100 ribu, dan Kamboja US$ 200 ribu, Jerman 1,5 juta euro, dan Australia 500 ribu dolar Australia.

Adapun dari 25 negara, ada 18 yang sudah tercatat merealisasikan bantuannya. Negara tersebut adalah Korea, Jepang, Swiss, Singapura, Cina, Qatar, Turki, India, Spanyol, Vietnam, Malaysia. Selanjutnya, Inggris, Selandia Baru, Australia, Rusia, Pakistan, Denmark, dan Amerika Serikat.

Tentu saja, semua dana itu tak hanya dibutuhkan pada masa tanggap darurat, melainkan juga untuk relokasi dan rekonstruksi. Tahap ini sebenarnya tak kalah berat dibandingkan tanggap darurat.

Palu dan Donggala Tak Akan Lagi Sama

Gempa dan tsunami telah mengubah Palu dan Donggala. Ke depan semuanya tak akan lagi sama. Lihat saja di Kota Palu, ada tiga kelurahan yang akan hilang dari catatan, yaitu Petobo, Balaroa dan Jono Oge. Ketiga lokasi itu tak akan lagi dihuni manusia.

Di wilayah yang ditelan lumpur atau likuifaksi itu, pemerintah berencana membangun ruang terbuka hijau dan monumen untuk dijadikan sebagai tempat bersejarah.

"Daerah rawan itu sudah tidak boleh dibangun kembali, oleh karena itu harus direlokasi, dan saat ini Pemda sedang menyiapkan lahan untuk relokasi," ujar Kepala BNPB Willem Rampangilei di Kejaksaan Agung RI, Jakarta, Rabu (10/10/2018).

Willem menyatakan, pemerintah sedang menyiapkan bagaimana untuk membangun rumah-rumah yang rusak, serta penentuan wilayah untuk relokasi. Menurutnya, daerah seperti di Petobo dan Balaroa tidak mungkin dibangun lagi.

"Kementerian PUPR itu sudah menyiapkan desainnya, begitu sudah dipastikan lahannya di mana akan segera kita bangun," tutur Willem.

Langkah ini sesuai dengan arahan dari Presiden Joko Widodo atau Jokowi. Saat mengunjungi wilayah Petobo, Sulteng, Rabu 3 Oktober 2018, Jokowi mengatakan rencananya warga yang berada di daerah rawan gempa direlokasi ke wilayah yang aman.

"Tapi warga diajak bicara agar bisa dipindahkan ke tempat lain. Kita sudah siapkan lokasinya, meskipun 20 kilometer dari sini. Tapi itu tempat-tempat yang dalam jangka panjang aman. Sudah mulai kita identifikasi sedetail itu," jelas Jokowi.

Harapan itu langsung bersambut. Menteri Koordinator Bidang Pembangunan Manusia dan Kebudayaan (PMK) Puan Maharani mengatakan pemerintah sudah menyiapkan lahan seluas 320 hektare untuk tempat relokasi korban terdampak bencana. Relokasi tersebut ditujukan kepada masyarakat yang tinggal di daerah sesar gempa, rawan likuefaksi, dan berpotensi bencana lainnya.

"Pemerintah sudah akan menyiapkan tanah kurang lebih 320 hektare di satu tempat," ujar Puan di Kantor Kemenko PMK, Jakarta Pusat, Kamis 4 Oktober 2018.

Kawasan relokasi kemungkinan berjarak sekitar 20 kilometer dari lokasi yang ditempati warga saat ini. Kendati demikian, Puan mengatakan ia sudah meminta para kepala daerah untuk memberi penjelasan kepada warga terkait potensi bahaya jika tetap tinggal di daerah rawan tersebut.

"Kita sudah meminta kepada gubernur, wali kota, bupati, untuk kemudian mengimbau, mengajak bicara seluruh masyarakat yang tinggal di tempat yang memang sudah tidak layak lagi untuk jangka panjang, untuk bisa pindah," ungkap Puan.

Dia menyebutkan lokasi tersebut sedang dalam proses peninjauan dan menjadi tanggungjawab Menteri Agraria dan Tata Ruang (ATR)/Ketua Badan Pertanahan Nasional (BPN) Sofyan Djalil.

Di lokasi di mana rumahnya pernah tegak berdiri, Musrifah melihat jasad bocah kecil yang tengkurap di antara tabung gas dan tumpukan kayu.

Bocah itu mengenakan kemeja abu-abu gelap dan celana biru kehijauan, sama seperti yang dikenakan Bima Alfarezi, putranya yang berusia 2 tahun, ketika tsunami merebut paksa buah hatinya itu dari tangannya.

"Ibu, aku takut. Takut," itu kata-kata terakhir Bima yang didengar Musrifah, seperti dikutip dari njherald.com. Setelah itu putranya itu hilang entah di mana.

Musrifah mendekat ke arah korban. Jasad itu sudah bengkak dan terurai. Nyaris tak mungkin untuk mengenali wajahnya. Namun, saat melihat sandal biru di kaki jenazah, ia yakin, itu adalah putranya. Dada perempuan itu sontak sesak. Tangisnya pecah.

Petugas kemudian datang, meletakkan jasad itu ke kantung jenazah dan menutup resletingnya. Kala itu, Musrifah melakukan hal yang ia idam-idamkan selama hampir sepekan: memeluk erat putranya.

Bima adalah salah satu dari 2.000 korban tewas pascagempa magnitudo 7,4 yang mengguncang Palu dan sekitarnya pada 28 September 2018. Baik oleh dahsyatnya guncangan maupun tsunami yang menerjang.

Sekitar 5.000 korban belum ditemukan, mayoritas terkubur di dalam lumpur yang menyembur saat tanah tiba-tiba terbelah dan goyah akibat likuefaksi. Mereka yang lolos dari maut juga akan merasakan dampaknya. Sekitar 74 ribu orang kehilangan rumah dan terpaksa tinggal di kamp pengungsi. Entah sampai kapan.

Sejumlah ahli mengatakan, musibah di Palu menjadi peringatan akan bencana yang lebih mematikan dan merusak di masa depan.

Seperti dikutip dari TIME, Rabu (10/10/2018), meski perubahan iklim meningkatkan tingkat keparahan bencana alam seperti badai, topan, dan kebakaran hutan, jumlah kejadian gempa dan tsunami tahunan cukup stabil. Menurut data Badan Survei Geologi AS (USGS), jumlah gempa bumi yang parah tetap statis sejak tahun 1900. Namun, kerusakan akibat gempa dan ancaman terhadap kehidupan manusia justru meningkat.

Centre for Research on the Epidemiology of Disasters (CRED) yang bermarkas di Belgia menyebut, jumlah bencana alam lebih sedikit terjadi pada tahun 2017. Namun, terjadi peningkatan kerugian ekonomi sebesar 49 persen yang ditimbulkan oleh peristiwa tersebut.

Alasannya jelas: makin banyak manusia yang pindah ke kota-kota yang padat dan dikelilingi infrastruktur -- jalan, jembatan, dan bangunan -- yang bisa menjelma jadi bahaya mematikan saat bencana dan menuntut harga mahal untuk memulihkannya kembali.

"Manusia, infrastruktur, dan kekayaan kini terkonsentrasi ke perkotaan yang kian tak terlindungi di bagian-bagian paling berbahaya di planet ini," kata Bill McGuire, profesor emeritus Ilmu Bumi di University College London.

Di sisi lain, kesiapsiagaan menghadapi bencana tak sepadan dengan pesatnya perkembangnya perkotaan.

Data mencatat, gempa bumi dan tsunami terbukti sangat mematikan, menewaskan hampir 750.000 jiwa selama 20 tahun terakhir, lebih dari peristiwa cuaca ekstrem lainnya, demikian menurut laporan yang akan datang dari Kantor Pengurangan Resiko Bencana PBB atau UN Office for Disaster Risk Reduction.

Kematian terbesar terjadi pada 2004 setelah gempa berkekuatan 9,1 di Samudra Hindia selatan memicu tsunami dahsyat yang menghantam sejumlah pantai di beberapa negara. Terutama di Aceh.

Dalam beberapa kasus, daya tarik kota-kota pesisir ikut memperbesar bahaya.

Banyak kota dibangun di jalur badai tropis atau di samping patahan tektonik. Palu salah satunya.

Kota itu terletak di ujung teluk yang panjang, yang melindungi penghuninya dari badai laut, demikian menurut McGuire.

Namun, teluk tersebut juga berkontribusi melipatgandakan kemampuan merusak tsunami, meningkatkan ketinggian gelombang gergasi, dan memandunya langsung ke permukiman penduduk.

Erosi di sepanjang patahan Palu-Kora, yang membentuk teluk di sekitar Palu, juga memicu likuefaksi -- fenomena di mana tanah bergejolak seperti gelombang laut selama gempa terjadi.

Menurut McGuire, likuefaksi adalah peristiwa yang mengerikan. Namun, seharusnya tak mengejutkan.

Survei yang dilakukan Pemerintah Indonesia tahun 2012 menguak bahwa sisi terluar Palu, seperti Petobo dan Balaroa berisiko tinggi likuefaksi. Saat ini permukiman di lokasi-lokasi itu lenyap beserta sejumlah penghuninya.

Wilayah-wilayah terdampak terparah parah di Palu tidak akan dibangun kembali, demikian menurut BNPB. Tujuannya, agar tragedi tak lagi menjelang.

Namun, upaya merekonstruksi wilayah Palu lainnya untuk menghadapi ancaman gempa bumi di masa depan akan jadi sangai mahal.

"Tidak ada jawaban sederhana untuk masalah ini," tulis McGuire kepada TIME. "Kota-kota itu berada di tempat yang salah."

Sementara itu, Laura Kong, direktur Pusat Informasi Tsunami Internasional (ITIC) di Hawaii mengatakan, Indonesia telah secara signifikan dan terus menerus meningkatkan sistem peringatan dini tsunami dan kesiapsiagaan bencana. "Terutama sejak tsunami 2004," kata dia.

Namun, deteksi dini tidak serta-merta memberi kekebalan terhadap potensi bahaya. "Tsunami lokal seperti di Palu dapat menghantam dalam hitungan menit," tambah dia.

Karena gempa dan tsunami tak bisa dipastikan kapan datangnya, pendidikan dan meningkatkan kesadaran masyarakatb bisa jauh lebih efektif daripada peralatan berteknologi tinggi.

"Orang-orang perlu tahu bahwa mereka tinggal di negara rawan gempa...tanah yang berguncang adalah peringatan alami bagi mereka," kata geofisikawan Jason Patton kepada TIME.

Warga sipil harus tahu kapan harus mengevakuasi diri, bahkan jika peralatan peringatan bahaya gagal berfungsi.

"Bencana alam hanya bisa menjadi malapetaka jika banyak orang yang menjadi korbannya," tambah dia.

Liputan6.com, Jakarta - Kedatangan sosok Winnie the Pooh menerbitkan senyum di bibir sejumlah bocah korban bencana akibat gempa magnitudo 7,4 di Palu. Mereka terlihat gemas dan berebut memeluk boneka beruang madu itu.

"Saya kasihan pada mereka. Jangan sampai bocah-bocah itu trauma," kata Erna, relawan yang rela menyetir selama 3 jam demi mendatangkan Winnie the Pooh ke Palu, seperti dikutip dari manilastandard.net.

Sejumlah relawan mengatakan, banyak bocah yang trauma dan tertekan akibat bencana mengerikan yang mereka saksikan. Banyak yang jadi yatim, piatu, atau bahkan keduanya akibat bangunan runtuh dan gelombang tinggi yang menghantam kota.

"Bermain adalah bagian yang sangat penting dari kesehatan dan kesejahteraan psikologis anak," kata David Bloomer dari Save the Children.

"Hal itu memberi kesempatan bagi mereka untuk mendapatkan kembali sensasi normal di dunia yang sama sekali berubah di sekitar mereka."

Usai gempa dan tsunami pada 28 September, Palu dan sekitarnya tak akan pernah sama. 

Hingga kini, kondisi warga Palu dan Donggala di Sulawesi Tengah masih jauh dari pulih. Badan Nasional Penanggungulangan Bencana (BNPB) bahkan, menilai tanggap darurat belum lagi selesai.

BNPB berkaca pada kondisi terkini di Sulteng. Warga masih takut untuk tinggal di dalam rumah karena gempa susulan tak kunjung berhenti. Selasa 9 Oktober 2018, lindu bermagnitudo 5,1 kembali membuat warga ketakutan.

Hal itu berdampak pada masih tingginya angka pengungsi yang tinggal di tenda-tenda. Menurut data mutakhir BNPB, jumlah pengungsi saat ini yang tetap bertahan di lapangan mencapai 74 ribu orang.

Atas dasar itu, Kepala BNPB Willem Rampangilei menyatakan bahwa masa tanggap darurat bencana di Sulawesi Tengah kemungkinan besar akan diperpanjang selama 14 hari ke depan.

"Masa tanggap darurat ini yang berhak untuk memperpanjang adalah daerah, tapi atas supervisi BNPB," jelas Willem di Kejaksaan Agung RI, Jakarta, Rabu (10/10/2018).

Willem mengatakan, BNPB sedang menilai situasi di lapangan. Bila masih ada banyak hal yang belum terselesaikan, maka perlu dilakukan upaya-upaya kedaruratan dan perpanjangan.

Ada lima sektor yang akan ditangani melalui perbaikan darurat, di antaranya perumahan atau permukiman, infrastruktur, fasilitas umum atau sosial seperti sekolah, rumah sakit, rumah ibadah, kemudian sektor ekonomi, dan lintas sektor bangunan-bangunan milik pemerintah yang rusak.

"Selama dalam keadaan darurat itu kita melakukan perbaikan-perbaikan darurat, contoh seperti rumah sakit provinsi, itu kalau dilihat secara fisik rusaknya ringan sehingga harus diperbaiki segera," jelas Willem.

Untung saja, dana yang tersedia cukup lumayan untuk penanganan di masa tanggap darurat. Sejak awal, pemerintah melalui Menteri Keuangan sudah mencairkan dana Rp 560 miliar, dengan janji dana tambahan senilai Rp 500 miliar lagi.

Di luar itu, terdapat pula bantuan yang diserahkan langsung oleh para donatur atau yang dikumpulkan sejumlah yayasan sosial. Sulit memang untuk menghitung jumlah bantuan ini karena tidak melalui pemerintah, namun jumlahnya diperkirakan cukup besar.

Selain donatur Tanah Air, bantuan juga mengalir dari sosok orang kaya dunia. Sosok yang populer disebut crazy rich dan super crazy rich sedunia itu mengaku turut berempati atas apa yang dialami warga Palu dan Donggala.

Pendiri Facebook, Mark Zuckerberg, misalnya, mengulurkan bantuan kepada Palang Merah Indonesia (PMI). Zuckerberg mengatakan berdoa agar Sulteng dan Indonesia bisa bangkit dari dampak bencana. Donasi senilai Rp 15 miliar pun dia sumbangkan.

"Kami ikut memikirkan masyarakat Indonesia yang berusaha pulih dari gempa bumi dan tsunami yang mematikan baru-baru ini. Sebagai bantuan, Facebook menyumbangkan 1 juta dolar AS kepada Palang Merah Indonesia," tulis Zuckerberg, Kamis 4 Oktober 2018.

Sehari sebelumnya, Kepala Eksekutif Apple, Tim Cook juga menyatakan duka mendalam kepada para korban bencana tersebut melalui akun Twitter-nya.

"Doa kami untuk warga di Sulawesi dan semua warga Indonesia setelah gempa bumi dan tsunami yang begitu merusak. Apple menyumbangkan US$ 1 juta untuk upaya pemulihan bencana dan membantu negara indah tersebu membangun kembali," ujar bos Apple tersebut seperti dikutip Rabu 3 Oktober 2018.

Langkah serupa diikuti CEO Google, Sundar Pichai. Dia menyumbang US$ 1 juta atau sekitar Rp 15 miliar untuk korban bencana gempa dan tsunami di Palu, Sulawesi Tengah. Adapun bantuan itu akan disalurkan melalui Google.org yang memang berfokus pada filantropi.

"Kami berbelangsungkawa mendalam atas gempa dan tsunami di Indonesia. @googleorg dan Googlers (pengguna Google) menyumbang $ 1M untuk mendukung upaya bantuan, dan kami mengaktivasi SOS Alerts untuk menyediakan emergency bagi mereka yang terdampak," kata Sundar Pichai dalam akun Twitter, Rabu 3 Oktober 2018.

Tak hanya trio CEO tersebut, Ratu Inggris Elizabeth II juga menyumbang sejumlah dana untuk korban bencana Sulteng. Istana Buckingham memastikan bantuan tersebut melalui Komite Kedaruratan Bencana (DEC) untuk membantu korban selamat.

Namun, tidak diketahui berapa besaran jumlah bantuan Ratu Elizabeth, meski hingga kini Komite tersebut telah berhasil menghimpun dana hingga 8 juta poundsterling atau setara dengan Rp 159 miliar.

Dari Asia, Li Ka-shing, orang paling kaya di Hong Kong, baru-baru ini juga mendonasikan dana sebesar US$ 5 juta atau setara Rp 75 miliar utuk membantu korban gempa dan tsunami Palu dan Donggala, Sulawesi Tengah.

Bantuan itu dia salurkan melalui CK Hutchison Holdings dengan jumlah $ 2 juta dan Li Ka Shing Foundation sebanyak $ 3 juta yang diberikan lewat Sustainable Development Goal (SDG) Indonesia One.

Di luar bantuan yang bersifat pribadi itu, dana yang tak kalah besar juga datang dari berbagai negara. Menurut Wakil Menteri Luar Negeri AM Fachir, hingga kini total komitmen bantuan asing untuk gempa Palu dan Donggala berasal dari 25 negara sahabat dengan nilai sekitar Rp 220 miliar.

"Ada yang sudah merealisasikan, ada juga yang masih berbentuk pledge (janji)," kata Fachri, akhir pekan lalu.

Kemenlu juga mencatat, negara yang telah memberikan bantuan dalam bentuk uang di antaranya Cina US$ 200 ribu, Korea Selatan US$ 1 juta, Uni Eropa 1,5 juta euro, Venezuela US$ 10 juta (pledge). Lantas Vietnam US$ 100 ribu (pledge), Laos US$ 100 ribu, dan Kamboja US$ 200 ribu, Jerman 1,5 juta euro, dan Australia 500 ribu dolar Australia.

Adapun dari 25 negara, ada 18 yang sudah tercatat merealisasikan bantuannya. Negara tersebut adalah Korea, Jepang, Swiss, Singapura, Cina, Qatar, Turki, India, Spanyol, Vietnam, Malaysia. Selanjutnya, Inggris, Selandia Baru, Australia, Rusia, Pakistan, Denmark, dan Amerika Serikat.

Tentu saja, semua dana itu tak hanya dibutuhkan pada masa tanggap darurat, melainkan juga untuk relokasi dan rekonstruksi. Tahap ini sebenarnya tak kalah berat dibandingkan tanggap darurat.

Palu dan Donggala Tak Akan Lagi Sama

Gempa dan tsunami telah mengubah Palu dan Donggala. Ke depan semuanya tak akan lagi sama. Lihat saja di Kota Palu, ada tiga kelurahan yang akan hilang dari catatan, yaitu Petobo, Balaroa dan Jono Oge. Ketiga lokasi itu tak akan lagi dihuni manusia.

Di wilayah yang ditelan lumpur atau likuifaksi itu, pemerintah berencana membangun ruang terbuka hijau dan monumen untuk dijadikan sebagai tempat bersejarah.

"Daerah rawan itu sudah tidak boleh dibangun kembali, oleh karena itu harus direlokasi, dan saat ini Pemda sedang menyiapkan lahan untuk relokasi," ujar Kepala BNPB Willem Rampangilei di Kejaksaan Agung RI, Jakarta, Rabu (10/10/2018).

Willem menyatakan, pemerintah sedang menyiapkan bagaimana untuk membangun rumah-rumah yang rusak, serta penentuan wilayah untuk relokasi. Menurutnya, daerah seperti di Petobo dan Balaroa tidak mungkin dibangun lagi.

"Kementerian PUPR itu sudah menyiapkan desainnya, begitu sudah dipastikan lahannya di mana akan segera kita bangun," tutur Willem.

Langkah ini sesuai dengan arahan dari Presiden Joko Widodo atau Jokowi. Saat mengunjungi wilayah Petobo, Sulteng, Rabu 3 Oktober 2018, Jokowi mengatakan rencananya warga yang berada di daerah rawan gempa direlokasi ke wilayah yang aman.

"Tapi warga diajak bicara agar bisa dipindahkan ke tempat lain. Kita sudah siapkan lokasinya, meskipun 20 kilometer dari sini. Tapi itu tempat-tempat yang dalam jangka panjang aman. Sudah mulai kita identifikasi sedetail itu," jelas Jokowi.

Harapan itu langsung bersambut. Menteri Koordinator Bidang Pembangunan Manusia dan Kebudayaan (PMK) Puan Maharani mengatakan pemerintah sudah menyiapkan lahan seluas 320 hektare untuk tempat relokasi korban terdampak bencana. Relokasi tersebut ditujukan kepada masyarakat yang tinggal di daerah sesar gempa, rawan likuefaksi, dan berpotensi bencana lainnya.

"Pemerintah sudah akan menyiapkan tanah kurang lebih 320 hektare di satu tempat," ujar Puan di Kantor Kemenko PMK, Jakarta Pusat, Kamis 4 Oktober 2018.

Kawasan relokasi kemungkinan berjarak sekitar 20 kilometer dari lokasi yang ditempati warga saat ini. Kendati demikian, Puan mengatakan ia sudah meminta para kepala daerah untuk memberi penjelasan kepada warga terkait potensi bahaya jika tetap tinggal di daerah rawan tersebut.

"Kita sudah meminta kepada gubernur, wali kota, bupati, untuk kemudian mengimbau, mengajak bicara seluruh masyarakat yang tinggal di tempat yang memang sudah tidak layak lagi untuk jangka panjang, untuk bisa pindah," ungkap Puan.

Dia menyebutkan lokasi tersebut sedang dalam proses peninjauan dan menjadi tanggungjawab Menteri Agraria dan Tata Ruang (ATR)/Ketua Badan Pertanahan Nasional (BPN) Sofyan Djalil.

Menindaklanjuti penugasan tersebut, tim yang dipimpin Direktur Jenderal Tata Ruang Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional Abdul Kamarzuki, mengidentifikasi lokasi alternatif yang potensial sebagai tempat relokasi.

Lokasi ini nantinya akan dikaji aspek kebencanaannya oleh Badan Geologi dan BMKG untuk memastikan wilayah tersebut bebas dari bencana. Bencana tersebut meliputi patahan aktif, likuefaksi, longsor, tsunami, banjir, dan mikrozonasi tinggi gempa.

Hasil kajian ini akan dituangkan dalam dokumen rencana tata ruang berbasis mitigasi bencana. Dokumennya akan menjadi dasar pelaksanaan pembangunan hunian tetap (Huntap) serta infrastruktur pendukungnya oleh Kementerian PUPR.

Dalam memilih lokasi alternatif, ada beberapa kriteria yang dikedepankan. Selain harus bebas dari bahaya bencana, lokasi tersebut juga bukan merupakan sempadan pantai dan sempadan sungai. Selain itu, lokasi alternatif yang akan digunakan juga tidak berada di hutan lindung atau kawasan lain yang memiliki kelerengan lebih dari 15 persen.

Lebih lanjut, kawasan ini juga harus memiliki akses ke sumber air. Di samping itu, penguasaan tanah Hak Guna Usaha (HGU) atau Hak Guna Bangunan (HGB) juga harus sudah berakhir.

Berdasarkan hasil identifikasi sementara, terdapat lima lokasi alternatif yang tersebar di tiga kecamatan, yaitu di Kecamatan Palu Barat dengan luas 79,30 hektare, dua lokasi di Kecamatan Sigi Biromaru seluas 200 hektare dan 217 hektare dan dua lokasi di Kecamatan Palu Timur dengan luas 57 hektare dan 99,63 hektare.

Dengan semua persiapan relokasi tersebut, bisa dipastikan warga yang sebelumnya menghuni tiga kelurahan di Kota Palu itu bakal tercerabut dari akarnya. Namun, itu adalah solusi terakhir bagi korban gempa yang selama ini tinggal di atas tanah yang tidak stabil.

Di sisi lain, kesiapsiagaan menghadapi bencana tak sepadan dengan pesatnya perkembangnya perkotaan.

Data mencatat, gempa bumi dan tsunami terbukti sangat mematikan, menewaskan hampir 750.000 jiwa selama 20 tahun terakhir, lebih dari peristiwa cuaca ekstrem lainnya, demikian menurut laporan yang akan datang dari Kantor Pengurangan Resiko Bencana PBB atau UN Office for Disaster Risk Reduction.

Kematian terbesar terjadi pada 2004 setelah gempa berkekuatan 9,1 di Samudra Hindia selatan memicu tsunami dahsyat yang menghantam sejumlah pantai di beberapa negara. Terutama di Aceh.

Dalam beberapa kasus, daya tarik kota-kota pesisir ikut memperbesar bahaya.

Banyak kota dibangun di jalur badai tropis atau di samping patahan tektonik. Palu salah satunya.

Kota itu terletak di ujung teluk yang panjang, yang melindungi penghuninya dari badai laut, demikian menurut McGuire.

Namun, teluk tersebut juga berkontribusi melipatgandakan kemampuan merusak tsunami, meningkatkan ketinggian gelombang gergasi, dan memandunya langsung ke permukiman penduduk.

Erosi di sepanjang patahan Palu-Kora, yang membentuk teluk di sekitar Palu, juga memicu likuefaksi -- fenomena di mana tanah bergejolak seperti gelombang laut selama gempa terjadi.

Menurut McGuire, likuefaksi adalah peristiwa yang mengerikan. Namun, seharusnya tak mengejutkan.

Survei yang dilakukan Pemerintah Indonesia tahun 2012 menguak bahwa sisi terluar Palu, seperti Petobo dan Balaroa berisiko tinggi likuefaksi. Saat ini permukiman di lokasi-lokasi itu lenyap beserta sejumlah penghuninya.

Wilayah-wilayah terdampak terparah parah di Palu tidak akan dibangun kembali, demikian menurut BNPB. Tujuannya, agar tragedi tak lagi menjelang.

Namun, upaya merekonstruksi wilayah Palu lainnya untuk menghadapi ancaman gempa bumi di masa depan akan jadi sangai mahal.

"Tidak ada jawaban sederhana untuk masalah ini," tulis McGuire kepada TIME. "Kota-kota itu berada di tempat yang salah."

Sementara itu, Laura Kong, direktur Pusat Informasi Tsunami Internasional (ITIC) di Hawaii mengatakan, Indonesia telah secara signifikan dan terus menerus meningkatkan sistem peringatan dini tsunami dan kesiapsiagaan bencana. "Terutama sejak tsunami 2004," kata dia.

Namun, deteksi dini tidak serta-merta memberi kekebalan terhadap potensi bahaya. "Tsunami lokal seperti di Palu dapat menghantam dalam hitungan menit," tambah dia.

Karena gempa dan tsunami tak bisa dipastikan kapan datangnya, pendidikan dan meningkatkan kesadaran masyarakatb bisa jauh lebih efektif daripada peralatan berteknologi tinggi.

"Orang-orang perlu tahu bahwa mereka tinggal di negara rawan gempa...tanah yang berguncang adalah peringatan alami bagi mereka," kata geofisikawan Jason Patton kepada TIME.

Warga sipil harus tahu kapan harus mengevakuasi diri, bahkan jika peralatan peringatan bahaya gagal berfungsi.

"Bencana alam hanya bisa menjadi malapetaka jika banyak orang yang menjadi korbannya," tambah dia.

Silicon Valley isn’t just a hub of inequality — wages are declining for everybody but the rich

Silicon Valley is considered an economic powerhouse, lauded as a model of economic growth the world over. Yet the wealth disparity between low, mid and high-level tech workers is far greater than it was two decades ago; worse, the economic impact of the tech industry in the Bay Area has been making the rich richer and the poor poorer, according to a new study published on Monday.

The report, entitled “Still Walking the Lifelong Tightrope: Technology, Insecurity and The Future of Work,” analyzes how wealth and economic gains by big tech companies are being distributed in Silicon Valley. The report is a follow-up to a similar one conducted in the late 1990s called “Walking the Lifelong Tightrope: Negotiating Work in the New Economy,” which was conducted by the same author, Dr. Chris Benner, in the midst of discussions at the time around tech being the "new economy."

Benner, professor and director of the Everett Program for Technology and Social Change at UC Santa Cruz and lead author of the study, told Salon he was surprised by the latest study’s findings this time around, and is sounding the alarm that Silicon Valley's economy could create wealth inequality across the world if replicated.

“We were surprised by the results,” Benner told Salon. “We expected to see growing inequality, but I didn’t expect to see the level in declining wages across income distribution and the extent in which returns to labor have declined.”

The decline found by Benner and his colleagues is significant. Specifically, the study found that over the past 20 years, economic input in Silicon Valley increased by 74 percent, but inflation-adjusted wages fell for 90 percent of jobs. Nine in 10 Silicon Valley-jobs pay lower wages than they did in the late 1990s. A brief of the report stated: “In fact, if labor’s share of GDP had been the same in 2016 as in 2001, the average Silicon Valley worker would have received an additional $8,480 in pay and benefits that year alone.”

“Owners of high-tech firms and investors are making tremendous gains over last 20 years,” Benner told Salon.

As a result, this disparity is causing a trend of growing low-wage jobs in Silicon Valley — and tech workers over the age of 50 could be the most vulnerable to this trend. As the report states:

Net job growth in the last 20 years has been disproportionately in low-wage jobs, with the proportion of workers in low wage jobs increasing by 25%, while the proportion of workers in middle and upper wage jobs declined [...] Challenges for older workers in the industry have accelerated in the region. In the mid-1990s, the highest paid workers in high tech had an average age of 51; today, that average age has crept down to 48. High-tech workers older than 48, on average, earn less than younger workers.

The authors of the report don’t place blame on the technology industry though. Instead, they conclude the disparity and disconcerting wage trend is a result of the lack of public policy.

“The recommendations we laid out 20 years ago still make sense as public policy, but calling for national change in labor market institutions and policies is no longer sufficient,” the report notes. “Especially in the current political climate, we need to also be exploring local, regional and state level solutions to these problems. Such innovations, in addition to supporting workers in Silicon Valley and California, can serve as a model for national policies in the future. “

Benner said policies such as increasing minimum wage, creating affordable housing, and lowering the cost of living are essential to closing the wealth gap — especially since it is the tech industry's contract workers who suffer most from the high cost of living. This category includes janitors, cafeteria workers, and security guards.

Derecka Mehrens, executive director of Working Partnerships USA — which collaborated in the research for the report — said in a statement Silicon Valley’s trend could be problematic, especially since other cities are trying to replicate it.

“Cities across the country are falling head over heels to emulate Silicon Valley’s boom, but the reality is that tech's business models mean 9 in 10 workers here don’t share in the benefits – only the costs in sky-high housing prices and gridlocked traffic,” Mehrens said. “It’s clear those business models need to change so that the workers and communities who make the tech industry’s success possible see a fair return on their work.”
