Today the U.S. Department of State submitted the second annual report to Congress as required by the Eliminate, Neutralize, and Disrupt Wildlife Trafficking Act of 2016 (the END Wildlife Trafficking Act).

Wildlife trafficking is a serious transnational crime that threatens security, economic prosperity, the rule of law, long-standing conservation efforts, and human health. In Executive Order 13773, President Trump called for a comprehensive and decisive approach to dismantle organized crime syndicates, specifically recognizing the connection between wildlife trafficking and transnational organized criminal networks. The United States government’s three-pronged approach to combating wildlife trafficking—strengthening law enforcement, reducing demand, and building international cooperation—deprives criminals of a key source of financing, reducing the criminal threat posed to U.S. citizens.

The END Wildlife Trafficking Act directs the Secretary of State, in consultation with the Secretaries of the Interior and Commerce, to submit to Congress a report that lists Focus Countries and Countries of Concern, as defined in the Act. Each Focus Country is a major source, transit point, or consumer of wildlife trafficking products or their derivatives. Identification as a Focus Country is neither a positive nor a negative designation. Many Focus Countries have taken significant steps to combat wildlife trafficking, including in partnership with the United States. A Country of Concern is defined as a Focus Country whose government has actively engaged in or knowingly profited from the trafficking of endangered or threatened species. The United States looks forward to continuing dialogue with both Focus Countries and Countries of Concern to thwart transnational organized crime engaged in wildlife trafficking.

The 2018 Focus Countries are Bangladesh, Brazil, Burma, Cambodia, Cameroon, China, Democratic Republic of the Congo, Gabon, India, Indonesia, Kenya, Laos, Madagascar, Malaysia, Mexico, Mozambique, Nigeria, Philippines, Republic of the Congo, South Africa, Tanzania, Thailand, Togo, Uganda, United Arab Emirates, and Vietnam. The 2018 Countries of Concern are Madagascar, Democratic Republic of the Congo, and Laos.

Any other admin duties on an as and when basis.

You will be:-

Fluent in english with excellent administration skills

Ability to operate excel on a basic to intermediate level

Investigative and enjoy  trawling through the web to find gems and people for us to connect with

Reliable and full of ideas and fun!

To start with this will be a role based on 5 hours per week.  This could increase after an initial 3 month spell.  

You can be based anywhere in the world as long as we have the results and timelines in place.

This N.J. Actor Grew Up with Blue's Clues. Now He's Hosting It!

New Jersey - Back in the '90s, when Josh Dela Cruz and his little sister used to watch Nickelodeon's beloved preschool series Blue’s Clues at his aunt’s Bergenfield home, the New Milford native never could have imagined he'd someday be chosen from more than 3,000 actors — among them, John Cena — to play Blue’s companion in the Nickelodeon show’s upcoming revival, Blue’s Clues & You.

“It’s absolutely nuts,” said Dela Cruz, 29, a stage actor who formerly appeared in Disney's Aladdin on Broadway, as Aladdin's understudy. “Never in a million years did I imagine when I was in Bergenfield, I’d be that guy someday.”

Dela Cruz was selected by former host Steve Burns in early September to star alongside the iconic puppy.

“I pinch myself every day. I keep thinking it’s a dream, and I’m going to wake up and I’m on a show where I got Punk’d.”

It’s been 12 years since Blue and host Donovan Patton, who '90s kids might remember as “Joe,” sang the last “Goodbye Song.” However, Dela Cruz says Nick Jr. has been eager to revive the preschool classic, having announced its reboot in March.

“From what I remember, Nickelodeon always wanted the show to come back, but it was all about timing,” Dela Cruz told NJ Advance Media. “We have an entire new generation of fans, and parents are just as excited.”


In the new reboot, Blue and host Dela Cruz will take viewers on "a clue-led adventure" and solve a daily puzzle, Nickelodeon's press office said. An official release date hasn't been announced, but production for a 20-episode order starts this month in Toronto.

Dela Cruz, who is Filipino, is the first Asian-American actor to take on the role of Blue’s companion.

“Growing up, I never saw anyone that looked like me on TV or film,” he admitted. “More specifically, I never saw anyone on screen that looked like me but played an American, one that didn’t have an accent or didn’t do karate.

“That hits home for me as such a strange thing. My favorite thing to read is people saying, ‘he looks like me.’ I never experienced that as a kid.”



He started out locally

Growing up in a karaoke-loving, Filipino-American household in Bergen County, Dela Cruz said he used to be a “pretty quiet kid” and didn’t like singing around people. But the more he watched Blue’s Clues, the more he’d start to sing along with Steve.

Dela Cruz started singing the “Mailtime Song” to his sister, leading him to grow comfortable with singing in front of others. Now, he credits Blue and Steve Burns for helping him “get past the shy barrier" and start singing in his school's choir.


When he was older, Dela Cruz joined New Milford High School’s theater program to make friends, but he never saw acting as a potential career until the summer before his junior year, during which he earned a coveted scholarship to study at the Paper Mill Playhouse in Millburn.

“That summer changed my life,” he said. “I was around people who wanted to do this for a living, and I felt at home.”

He went on to earn his musical theater degree at Montclair State University before landing a Broadway role as Aladdin’s understudy and an ensemble member. He also held the lead role for a limited time in 2017.

Yes, he got to meet Steve

Dela Cruz said he first landed an audition for the children’s show over the summer, but then a month went by and he hadn’t heard back yet. However, by the time August came around, his agent told him he had a callback.

“I thought I’d been out of the running by now,” he said.

But the following week, he was already at a screen test with producers, creators, a camera crew and sound technicians — and Steve Burns, too.

“They didn’t tell me he was in the room,” Dela Cruz said. “I did my scene, and they were like ‘Steve, you got anything you want to add?’ And he just emerges.”

The pair instantly bonded. “He’s one of the nicest human beings I’ve ever met,” Dela Cruz said.

“He automatically made me feel empowered, like I belonged there. And then all my jitters started to melt away.”

Burns, who is working as a consultant for the new show, said he gives Dela Cruz two thumbs up.

“He can definitely fill my shoes, and the rugby shirt,” Burns said in a statement through Nickelodeon.

Cathy Galeota, senior vice president of Nick’s preschool content, said, “Josh’s wonderful theater background and his natural charisma checked all the boxes for us, and of course Steve’s stamp of approval only solidified our decision.”


He's totally nostalgic for the 90s

Dela Cruz said his generation just barely missed the age group that would watch Blue’s Clues when it debuted, but like any 20-something-year-old who grew up in the 1990s, he's still sentimental Nickelodeon’s old programming.

“Nick was a huge part of my life,” Dela Cruz recalled. “They had great programming like Hey Arnold! when I was growing up. They spoke about real things. They got you excited about learning and experiencing different types of cultures.”

Nowadays, most of his friends who remember Blue’s Clues are getting married and have children of their own. Dela Cruz himself has been married for two years. He said he hopes families can bond over the show, which begins production in Toronto this month.

“I’m so excited to bring it to a new generation because they can watch with their parents who might have nostalgia with this show,” he said. “I want to get kids to be excited about curiosity, to not be afraid to ask for help, and just be silly and make mistakes.”

New 'Blue's Clues' Host Hopes To Be An Asian-American Role Model For The Next Generation

Filipino-American actor Joshua Dela Cruz's role in the Nickelodeon show could have a positive influence on young viewers' perceptions of Asian-Americans.

As children and nostalgic adults alike gear up for the reboot of iconic Nickelodeon kids’ show “Blue’s Clues,” young Asian-Americans looking for a relatable role model on the small screen have yet another reason to be excited.

The network recently revealed that Joshua Dela Cruz, a Filipino-American actor, will be the host of the new series, “Blue’s Clues & You.” And while much of the hype has focused on the reboot itself, Dela Cruz’s Asian-American identity isn’t something to gloss over.

Dela Cruz himself knows firsthand how important his role could be. He told HuffPost that he grew up believing that Asians in entertainment could exist only in a very narrow space.

“I didn’t see anyone who looked like me on American film and television. More specifically, there weren’t any Asian actors that played Americans,” he said. “I had always felt that if you wanted to be on television, you had to know how to fight or have an accent. It was incredibly alienating.”

Research has long shown that television has a significant influence on how kids perceive themselves and others, sociologist Nancy Wang Yuen told HuffPost. A 2011 study of white and black children revealed that while TV exposure led to an increase in self-esteem for white boys, the opposite was found for white and black girls as well as for black boys. Moreover, a 2013 study showed that even nonverbal behavior like facial expressions and body language can have an impact on viewers’ race biases.

For Dela Cruz, the effect of a lack of Asian-American representation hit him particularly hard during his senior year of high school, while he was working on an independent study project. For the assignment, he wrote an illustrated superhero comic ― a genre he’d always been passionate about. He still recalls the pride he felt as he formulated an origin story and created his character’s costume and powers.

He expected great praise from his art teacher after submitting the project, but he was instead met with a remark that forced him to confront his own identity struggles.

“[The teacher] tilted her head and looked at me again, saying, ‘Oh, usually people like to draw their heroes in their image,’” he remembered. “I had the opportunity to create an entire world and make my hero anything I wanted. What I had created that year was a superhero with blond hair and blue eyes, someone that looked nothing like me.”

“Finding my place in this world has always been something I’ve struggled with,” he added.

But Dela Cruz said he sought inspiration from fellow Filipino-American actor Lou Diamond Phillips, who the host feels “could play anyone, and do it better than anyone.” Dela Cruz, who acted alongside Phillips while working on Broadway’s “The King and I,” said the actor wasn’t just his childhood hero but also his cheerleader.

“He has a way of bringing complete strangers together and empowering them,” he said. “I remember being at a rehearsal and I was completely overwhelmed ― it was the biggest show I had ever done ― and during a break, he pulled me aside and said, ‘You belong here. They cast you because you belong here.’ I’ll never forget that. I’m forever grateful to him for it.”

Yuen said that in his conspicuous role, Dela Cruz could positively influence how the younger generation views people of color if the show can responsibly delve into his Asian-American identity ― not just treat it as an aside.

“It is imperative that the show creates storylines and dialogue that highlights Dela Cruz’s heritage as an Asian-American, specifically Filipino-American,” the sociologist said. “‘Blue’s Clues’ can have tremendous cultural and educational influence on young children and their families while allowing Asian-American children to feel ‘seen’ on TV.”

As for Dela Cruz, he’s excited for the journey ahead.

'Blue’s Clues' returns with New Milford High alum as host

Joshua Dela Cruz is in a Toronto production studio standing in front of a green screen, talking to imaginary figures.

There is a good reason for this.

He is the new human host of "Blue's Clues & You," the reboot of the much-loved children's show that ran on Nickelodeon from 1996 to 2006, about an animated puppy named Blue who left a trail of clues so the viewing audience could figure out her plans.

It gained a following because of its interactive approach to children's programming, and it made stars out of hosts Steve Burns ("Steve") and later Donovan Patten ("Joe") and introduced the world to memorable characters like Mr. Salt and Mailbox.

Production began last month on the show. No premiere date has been announced.

For Dela Cruz, a 2007 graduate of New Milford High School and 2011 graduate of Montclair State University, it's a role that has challenged him, yet has amazed him.

"When I had first auditioned for the show, they first told me, 'You're going to be in a green box for about seven months, are you OK with that?' I said, 'Of course,' Dela Cruz recalled. "I was definitely surprised about how much of my imagination I have had to use."

And for the 29-year-old Filipino actor, who was born in the United Arab Emirates, lived in New York, and moved to New Milford when he was in the first grade, being the host is a dream coming full circle. He remembered watching the original "Blue's Clues," with his younger sister at their aunt's home in Bergenfield.

"It was such a huge part of my childhood and my younger sister's childhood, and hearing that it's coming back and knowing that there's a chance that I might be the next host of this show that was such a huge part of our lives is stunning," Dela Cruz said. "It was singing 'Mail Song' that got me comfortable singing out loud."

"Mail Song," also known as "Mailtime," is one of the notable tunes from the original show.

Dela Cruz's performing path to "Blue's Clues & You" started when he entered New Milford High School. His older sister encouraged him to get involved with extracurricular activities such as musical theater.

That would lead to the musical theater program at Montclair State University, where he met his future wife, Amanda Phillips, and then a career on screen and on stage, including as understudy in Disney's Broadway version of "Aladdin."

At his audition in March, he was among 3,000 hopefuls. Dela Cruz didn't think he would be in the running until he kept getting callbacks to do more screen tests.

When he found out he got the part, he was walking on water, so to speak.

"I was on a cruise ship visiting my wife, who was doing her contract, who is an actress ... My phone started ringing, and I just let it go for fear of a telemarketer. And then I realized, 'Oh, you should be expecting some news right now and it's a New York number, so you'd better pick it up," Dela Cruz said with a laugh.

He continued, "I picked it up and I don't really remember the conversation outside of 'Hey Josh, we just want to let you know that you got it.' I was stunned that I had [phone service], and then that I got the job."

Since then, he has been busy taping what will be 20 episodes. He is working with a production staff that includes Angela Santomero, one of the creators of "Blue's Clues" and a 1986 graduate of Northern Valley Regional High School, as well as a very familiar face in the "Blue's Clues" universe whom Dela Cruz first met during auditions.

Dela Cruz got to meet the original host of "Blue's Clues" while on set.

"The director gives me notes ... he starts to walk away, and he stops and turns around, 'Oh, Steve, do you have anything?' and then, emerging from the masking, he goes 'Oh, this is Steve Burns by the way," Dela Cruz said. Burns was once the subject of dark rumors of drugs and death (debunked by Snopes.com). Now, he is a consulting producer on the show.

When episodes start airing, Dela Cruz hopes children and their parents, especially Asian-Americans, will find inspiration in seeing him their TV screens.

"Probably, the best thing I have read and I have heard is that 'He looks like me,' and it rocks my world," Dela Cruz said.

U.S. Ambassador: Political Settlement Only Solution to Crisis in Yemen

The ongoing conflict in Yemen cannot be resolved militarily, rather efforts should be made by all parties to the conflict to find a political solution, the U.S. ambassador to Yemen told U.S.-funded Alhurra TV last week.

"I do believe that we have a path forward with a strong international consensus to continue to push towards a political solution," U.S. Ambassador to Yemen Matthew Tueller said. He added the U.S remains committed to finding a political solution to the conflict in the war-torn country.

"I believe ultimately that Yemenis themselves know that there must be a political solution,” Tueller said.

Ahmed Awad Bin Mubarak, the Yemeni Ambassador to the U.S, told VOA that while his government supports U.S. and U.N. efforts to find a political solution to the war, military pressure is needed.

“We believe, up until now, that the only solution to the Yemeni conflict is the political solution.We believe also from our experience with the Houthis that they will not come to the negotiation table unless there is a certain level of military pressure," Bin Mubarak said.

UN Conference

The United Nations has been trying to mediate between the warring sides in Yemen to an effort to resolve the conflict.

Last month, it convened a three-day conference in Geneva to discuss an end to the conflict, but the Houthis did not attend.

“We did not manage to get Ansarullah's delegation, the delegation from Sanaa to come here,” U.N. special envoy for Yemen Martin Griffiths said, expressing disappointment over the Houthi boycott of the meeting.

But Griffiths showed optimism and said his team will continue to engage all sides.

“We were engaged throughout these days in discussions and negotiations and arrangements and options and alternatives to get them [Houthis] here," he said.

Meanwhile, Ambassador Tueller said Iran played a role in preventing the Houthis from attending the Geneva meeting.

"I see in many negotiations, strategies and tactics that Houthis have used throughout numerous negotiations held internationally, they followed tactics that are very familiar to us as we have engaged with Iran, always following a path where negotiations are very difficult," Tueller said.

But he said the Houthis are not fully controlled by Iran.

"We have to work with these modern elements on the political side of Houthis, who do not want to see Iran or any other country having a role meddling inside Yemen," Tueller added.

Worst Humanitarian Crisis

The civil war in Yemen began in 2014 between the government of Abd-Rabbu Mansour Hadi, who has the support of a Saudi-led coalition, and the Iranian-backed Houthi rebels.

U.N. and international rights groups are calling the conflict the worst crisis in the world.

“Yemen is the world’s worst humanitarian crisis. As the conflict enters its fourth year, more than 22 million people, three-quarters of the population, need humanitarian aid and protection,” U.N. Secretary-General Antonio Guterres told a donor conference in Geneva earlier this year.

Meanwhile, the U.N. World Food Program said the current level of hunger in Yemen is unprecedented.

“Now, 17 million people in the country are food insecure, meaning they do not have enough food. Of these, 6.8 million -- that is almost 1 in 4 people -- are severely food insecure and rely entirely on external assistance,” the U.N. agency said.

While calling the Yemen crisis a catastrophe, Michael Page of Human Rights Watch blamed both Iranian-backed Houthis and the Saudi-led coalition for restricting aid to certain areas in Yemen.

"Houthis are restricting aid and detaining humanitarian workers," Page said. “A substantial amount of blame is on the Saudi-led coalition for the bombing campaign, which has hit or destroyed schools, hospitals and mosques.”

Extremists

As the crisis deeps in Yemen, some rights organizations are concerned that extremists groups could exploit the situation.

In an interview with NPR, International Rescue Committee President David Miliband said the conflict in Yemen is in a stalemate stage, breeding not only a humanitarian crisis but also paving the way for other nonstate actors to exploit the situation.

“In the chaos, other groups are emerging, separatists groups in the south, al-Qaida of the Arab Peninsula in the east and ISIS is growing [in the country] as well,” Miliband told Lisa Mullins, the host of NPR’s Here & Now show on Monday.

“At the same time, there is a political emergency, too, because the only side that’s gaining from the current stalemate are the extremists of al-Qaida and ISIS and it’s a country now which is on the verge of meltdown, not just a humanitarian meltdown but a political meltdown,” Miliband added, using an acronym for the Islamic State terror group.

Regional Rivalry

Some analysts like Houchang Hassan Yari, a professor at the Royal Military College of Canada, believe that at the heart of the conflict in Yemen lies the rivalry between Iran and Saudi Arabia.

"Iranians are using Houthis to fight Saudis, and Saudis are fighting Houthis indirectly to fight Iranians," Yari said." Iranians are showing their muscles in the region as they believe Iran is a power.”

A senior official of the United Arab Emirates, which is part of the Saudi-led coalition, told VOA that his country and the Saudi-led coalition supports a political solution.

"We fully support U.N. envoy Martin Griffiths' efforts and encourage all the relevant parties to engage in a constructive dialogue that could ultimately lead to an end to the conflict," the official said, speaking on condition of anonymity because he was not allowed to speak to the media about Yemen.

Civilian Casualties

In addition to displacing millions of people, the conflict has reportedly claimed the lives of more than 10,000 innocent people since it began.

Page, deputy director of the Middle East and North Africa division of Human Rights Watch, blamed both the Houthis and Saudi-led coalition for indiscriminate use of force in Yemen.

"The Saudis are not using these weapons precisely, they are sometimes purposely and deliberately targeting an area and indiscriminately killing civilians," Page said.

A senior U.S. State Department official told VOA that the U.S. has urged all parties in the conflict to respect the law of armed conflict.

"Throughout this conflict, the United States has urged all parties to abide by the Law of Armed Conflict, work to prevent harm to civilians and civilian infrastructure, and thoroughly investigate and ensure accountability for any violations," the official said.

          The Saudi Monarchy May Have Killed a Free Man      Cache   Translate Page

Saudi journalist Jamal Khashoggi moved to the United States after he was pressured to stop criticizing Crown Prince Mohammed bin Salman’s new authoritarian order. He explained his decision a year ago in the Washington Post : “I have left my home, my family and my job, and I am raising my voice. To do otherwise would betray those who languish in prison. I can speak when so many cannot.”

Khashoggi, who once advised members of the royal family, appears to have paid the ultimate price for living his principles. On Tuesday he entered the Saudi consulate in Istanbul, Turkey, seeking to complete paperwork to facilitate his remarriage. He never exited. Alive, anyway.

The Saudi authorities insist that he had left and they also are looking for him. It first appeared likely that he had been kidnapped, a common tactic used by Riyadh against dissident princes and other critics. The Turkish police noted the departure of several diplomatic vehicles from the building, in which he could have been taken, drugged and/or bound. However, Ankara now concludes that Khashoggi was murdered by a special hit squad brought in for that purpose.

Did journalist Jamal Khashoggi fall prey to the tyrannical regime in Saudi Arabia?

Stated an anonymous official: “We believe that the murder was premeditated and the body was subsequently moved out of the consulate.” If true, Riyadh has dramatically escalated the war on its critics, many of whom, as Khashoggi related, currently languish in prison. However, having denied that the journalist is either at the consulate or in the Kingdom of Saudi Arabia, the regime could not easily later release him from prison. And death certainly ends his criticism.

The KSA never has run on liberal principles. However, there long was some space for measured criticism, with liberals allowed to advocate reform. Khashoggi called it “a gentleman’s agreement” which resulted in a balance between what could and could not be published. However, that tolerance has disappeared under the reign of Crown Prince Mohammed bin Salman, also known as MbS, who with his father has turned a brotherly monarchy into a family dictatorship.

Unfortunately, the crown prince’s long overdue social liberalization has been more than counterbalanced by imposition of political tyranny. Explained Khashoggi: “We started seeing more direct pressure on journalists to only publish pro-government stories. Some people were asked to sign loyalty pledges. Some people were banned from writing or had their columns taken down. Things got worse for the activists, too, or people with critical opinions. The government was sending a message that if you’re not with us, you’re against us.”

On his arrival in the United States Khashoggi wrote of “the fear, intimidation, arrest and public shaming of intellectuals and religious leaders who dare to speak their minds.” He noted “how breathtakingly fast you can fall out of favor with Saudi Arabia.” Repression is now “business as usual in my country.”

For instance, women activists long risked their freedom to push the government to lift the ban on women driving. In June MbS did so with great fanfare-while silencing and even arresting many of those who had advocated the change. Human Rights Watch referred to “an unrelenting crackdown on the women’s rights movement.” One unnamed activist admitted that “We used to think if we presented ourselves as allies to the government, wanting to work with them, we would be safe. But that changed after the rise of Mohammed bin Salman.”

The repressive wave washed over numerous pundits and clerics. Some were arrested not because they criticized Riyadh, but because they did not vigorously attack Qatar, which MbS sought to turn into a puppet state. In May Human Rights Watch reported that “Saudi Arabia is detaining thousands of people for more than six months, in some cases for over a decade, without referring them to courts for criminal proceedings.” The number of those so detained increased tenfold since May 2014.

Last year the crown prince jailed a couple hundred of the kingdom’s wealthy elite in a brutal financial shakedown, with the added benefit of discouraging opposition to his family’s coup against the old system. Most were freed after turning over a substantial amount of their wealth to MbS, though many remain barred from foreign travel. But even before that power development occurred Khashoggi being overseas offered no security from Riyadh’s reach. The BBC reported on three princes, Sultan bin Turki bin Abdulaziz, Prince Turki bin Bandar, and Prince Saud bin Saif al-Nasr, who had gone into exile and advocated reform, only to be kidnapped and returned to the KSA, where they were jailed (or possibly murdered). This practice has continued, with regime critics recently abducted in Kuwait and Lebanon.

Even the State Department had trouble finding anything nice to say about the repressive royals in its latest human rights report. Explained State: “The most significant human rights issues included unlawful killings, including execution for other than the most serious offenses and without requisite due process; torture; arbitrary arrest and detention, including of lawyers, human rights activists, and anti-government reformists; political prisoners; arbitrary interference with privacy; restrictions on freedom of expression, including on the internet, and criminalization of libel; restrictions on freedoms of peaceful assembly, association, movement, and religion; citizens’ lack of ability and legal means to choose their government through free and fair elections.”

Despite rumors of impending religious liberalization, so far the KSA sits atop the world, alongside North Korea, as a leading persecutor. Even Iran allows churches, temples, and synagogues to operate. But not Saudi Arabia. Even foreigners who gather in homes to worship face arrest. Years of financing fundamentalist Wahhabism around the globe have encouraged intolerance, hostility, and hatred of non-Muslims. Shiites also are a persecuted minority in the KSA, even facing death for protesting their discriminatory status.

With such a dreadful record, the Saudi royals have become a bit, shall we say, touchy about criticism of their behavior. After the Canadian government urged release of women’s rights activists, Riyadh expelled Canada’s ambassador, dropped pending contracts in Canada, and withdrew students from Canadian universities. The KSA also demanded an apology for having pointed out its crimes. The KSA similarly targeted Sweden and Germany for equally modest comments on the repressive royals.

That MbS does not employ violence against his international critics reflects lack of reach, not ambition. His foreign policy is both brutal and reckless. For instance, last year the Saudi government essentially kidnapped visiting Lebanese prime minister Saad Harari, a Sunni long allied with Riyadh, and forced him to announce his resignation. The resulting international furor caused his release, after which he returned to his duties.

Angry with Qatar for providing sanctuary for critics of the KSA, Riyadh (along with the United Arab Emirates) launched a campaign to isolate Doha. The terror-friendly Saudi government, home to fifteen of nineteen 9/11 hijackers and financier of Islamic fundamentalism worldwide, present its action as an attack on terrorism. However, MbS was most irritated with Qatar-funded Al Jazeera, which criticized the Saudi royals. The KSA planned to invade its small neighbor, backing away only under U.S. pressure and Turkish intervention.

In 2015 the Saudis launched an aggressive war against Yemen to restore to power the pliable Abdu Rabbu Mansour Hadi, who had been ousted in the latest iteration of decades of civil war and internal strife. An expected two-week war stretched into more than three years, with thousands of Yemeni civilians killed by Saudi airstrikes. The Saudis (and Emiratis) underwrote Islamic radicals in the fight against Houthi rebels. Iran took advantage of Riyadh’s bloody overreach to support the opposition, bleeding the KSA.

Saudi Arabia also backed the repressive el-Sisi government and Khalifa monarchy in Egypt and Bahrain, respectively. Riyadh even sent troops to help the latter suppress the Shia majority, which sought democratic freedoms from their Sunni overlords. Moreover, the KSA funded the most radical insurgents in Syria, largely abandoning the fight against the Islamic State in favor of its ill-fated Yemeni campaign. Riyadh has become the most brutal, destabilizing force in the Persian Gulf.

These policies are undermining MbS’s professed commitment to economic reform. Wealthy Saudis have been running for the exits with their cash and foreigners have stopped investing. Last year the KSA received less foreign direct investment than politically and economically unstable Jordan and oil-poor Oman. Instead of forging a reputation as a decisive leader, the crown prince increasingly looks like “an impulsive authoritarian, prone to temper tantrums and flights of irrational decisionmaking,” in the words of John Hannah, senior counselor for the Foundation for Defense of Democracies.

However, President Donald Trump appeared to fall under MbS’s influence after visiting Riyadh last year, where the president received a royal welcome-even awkwardly joining the “sword dance” and peering into the orb, called the “eye of Sauron” by some wits, at the “anti-terrorism” center. The crown prince recently said of Trump: “I love working with him. I really like working with him and we have achieved a lot in the Middle East.”

What is there for the crown prince not to like? The United States has armed him and given him a blank check to run amok in the Mideast. Moreover, the administration’s proposed “Arab NATO” would cement Saudi domination, forcing the three independent Gulf States, Qatar, Oman, and Kuwait, into Riyadh’s orbit. And the administration, so vocal about Iran’s human-rights violations, has said nothing about the far more tyrannical regime in Saudi Arabia.

President Trump, who recently expressed his “love” for MbS, cynically sold U.S. policy to Riyadh. The president recently urged Riyadh to purchase even more weapons and push down oil prices, in recompense for America’s campaign against Tehran, the KSA’s only serious regional rival. In this way the administration sold its soul to the Saudi royals.

But now the crown prince looks like a common murderer. Khashoggi’s apparent killing should be a step too far even for Washington. If Iran committed such an act, then the administration would lead an angry global chorus against the Islamist regime. The United States should do the same against Riyadh.

Jamal Khashoggi was both good and brave, committed to a freer Saudi Arabia. That MbS and his confederates would kill such a man tells Americans all they need to know about their nominal ally. The Trump administration should loosen its embrace of a regime so antithetical to America’s most basic values and interests.

The India-Russia dialogue should not get inextricably entangled in the India-U.S. dialogue

At their meeting in Goa at the India-Russia annual summit, in October 2016, Prime Minister Narendra Modi quoted a Russian proverb to Russian President Vladimir Putin: “An old friend is better than two new ones.” It was a reassurance that India’s growing proximity to the U.S. would not affect India-Russia relations. As Mr. Putin came calling two years on, the shadow of America again loomed over the summit, in New Delhi. This time, it was closer, larger and more menacing.

Assertion of autonomy
The question that dominated the meet was whether or not the deal for the Russian air defence missile system, the S-400, would go through. The U.S. has been publicly warning for months that this purchase could attract provisions under the Countering America’s Adversaries Through Sanctions Act (CAATSA), which authorises the U.S. government to impose sanctions on entities for “significant” defence transactions with Russia. The state-of-the-art S-400 deal, at a little over $5 billion, would naturally qualify as “significant”. The sanctioned entity would be cut off from all business in the U.S. and with U.S. companies.
Just before Mr. Modi left for his informal meeting with Mr. Putin in Sochi in May this year, a U.S. official warned in a media conference that the S-400 acquisition would attract CAATSA. The same message was conveyed in India by a visiting Congressional delegation in end-May. The India-U.S. 2+2 meeting (of Foreign and Defence Ministers) in September did not resolve this issue. Shortly thereafter, two weeks before Mr. Putin arrived in India, the U.S. State Department announced sanctions on a Chinese company that had imported the S-400 over eight months earlier, asserting that it was a signal to others engaged with the Russian defence sector.

The contract for the S-400 was signed at the Delhi summit in a low-key manner. Neither leader mentioned it in his press statement and it was not signed in their presence. The one sentence announcement was in paragraph 45 of a rambling 68-paragraph Joint Statement. Mr Modi did not mention defence cooperation in his press statement, though it has been the centrepiece of India-Russia relations over decades. There was no mention also of other defence projects under discussion; their consideration may have been deferred to the meeting of the India-Russian Inter-Governmental Commission on Military-Technical Cooperation, in December.

Though understated, it was a clear assertion of autonomy of Indian decision-making on Russia. Other signals conveyed the same message. Mr. Modi invited his Russian guest to a tête-à-tête over dinner, which lasted over three hours. They displayed the warm chemistry that was evident in their Sochi meeting. Mr. Modi’s press statement paid fulsome tribute to Mr. Putin’s personal contribution to the “unique” India-Russia relations, said India attached “top priority” to these relations, which would scale new heights. Such utterances would normally be considered usual summit hyperbole, but spoken in this context of external scrutiny, they are significant.

Outlook on neighbourhood
There is a general perception that Indian and Russian perspectives today differ on key issues in India’s neighbourhood — Pakistan, Afghanistan and China — and on India’s strategic linkages with the U.S., including on the Indo-Pacific. These issues would certainly have figured in the various meetings. In the public domain, we have only Mr. Modi’s bland assertion that there were detailed discussions on “all international issues of mutual interest”, specifically citing “common interests” on terrorism, Afghanistan and the Indo-Pacific. On Pakistan, one might note the nuance that the Joint Statement mentions cross-border terrorism, which some earlier Joint Statements did not. On Afghanistan, India expressed support for the “Moscow format”, in which Russia involves regional countries and major powers in an effort to draw the Taliban into negotiations with the Afghan leadership. The U.S. has boycotted this initiative, but has initiated its own dialogue with the Taliban. A U.S. Special Representative for Afghanistan is now touring Afghanistan, Pakistan, the United Arab Emirates, Qatar, and Saudi Arabia to generate help in bringing the Taliban to the negotiating table. India is not on his itinerary.

The Joint Statement has the usual laundry list of priority areas of cooperation, including infrastructure, engineering, natural resources, space and technology. It expresses the commitment to raise trade and investment to a level more commensurate with the potential. There has been some recent action in this direction, with Commerce and Industry Minister Suresh Prabhu leading business delegations to major Russian economic forums. Mr. Modi and Mr. Putin also addressed a well-attended business summit in Delhi.

Business despite sanctions
There are obvious opportunities for cooperation between Russia, which is natural resources-rich, and India, which is resource-hungry. Whether they are exploited would depend on how well India’s economic ministries, banks and business community understand the ground realities of doing business with Russia. Even before CAATSA, there was confusion in India about sanctions against Russia. The U.S. and European sanctions between 2014 and 2016 are sector- and currency-specific. They affect entities operating in Europe and the U.S., and transactions in euro or dollar currencies. They are not applicable to other geographies or currencies. This remains the case, even post-CAATSA, for all sectors other than defence and energy. Therefore, with proper structuring of business deals, trade and investment exchanges with Russia are possible, and without losing business with Europe and America. This explains how the economic engagement of major European countries with Russia has actually grown in 2017 and 2018, despite the sanctions. European and American corporate lawyers with expertise on sanctions have enabled this. Indian business needs to tap into this expertise.
The threat to India-Russia defence cooperation extends well beyond the suspense over the S-400 deal. Every potential India-Russia defence deal could be subjected to a determination on applicability of sanctions. Actually imposing sanctions would hurt U.S. defence sales to India, defeating one of the principal objectives of the legislation. The effort would likely be to achieve desired results with the threat of sanctions.

Given the political dynamics in the U.S. today, a systemic solution to this problem is not evident. However, it has to be on the India-U.S. dialogue agenda. The India-U.S. strategic partnership is based on a strong mutuality of interests, but it was not intended to have the exclusivity of an alliance. India should not have to choose between one strategic partnership and another. The India-Russia dialogue should not get inextricably entangled in the India-U.S. dialogue.

A bipartisan group of senators plan to demand answers on Wednesday from Secretary of State Mike Pompeo after he backed Saudi Arabia and the United Arab Emirates over the objections of most of his Yemen experts.

In a letter expected to be delivered to Mr. Pompeo on Wednesday, the lawmakers, including Sens. Susan Collins (R., Maine), Chris Murphy (D., Conn.), and Todd Young (R., Ind.), write that they have “significant concerns” with his support for the Gulf allies…

WHAT UP, ROBERT MUELLER INVESTIGATION? Suddenly there is lots of news about it, which is weird because everybody was saying Mueller would all of a sudden STFU during election season, to protect the sanctity of an election in which Donald Trump the Useful Idiot Of Moscow is not even technically on the ballot.

As the nation turns its attention from the cranky butthole mouth of Brett Kavanaugh, who is now officially boofing with Clarence Thomas on the Supreme Court (#NeverEverForget), a handful of stories have come out about what Vox notes are some of the more opaque narratives in the Trump-Russia scandal. There was news about Peter Smith, the weird Clinton hater who was trying to do his own ninja mission to get Hillary's hacked emails from Russia, after which he mysteriously killed himself; and there was news about that weird Trump Organization server that only connected with Alfa Bank in Moscow and the DeVos family's Spectrum Health in Michigan, the one the New York Times pooh-poohed from the outset but now admits was MAYBE KIND OF A STORY, DON'T YOU THINK? Anyway, computer scientists are still pretty sure there's a "there" there, we just don't know what it is yet. But maybe Robert Mueller does!

Taken together with everything else we know, we sure are getting a bigger picture of just how many people associated with the Trump campaign were looking for any skeevy and/or illegal way they could to help Russia manipulate voters to assist Donald Trump in barely stealing an election!


And now there is this thing about Rick Gates, Paul Manafort's guilty-ass apprentice, cavorting with an Israeli intelligence firm to fuckbang the Republican primary (and maybe the general election!) for Donald Trump. WAIT, DID YOU JUST SAY ISRAEL? Yes, we did! There's a whole other weird wang of the Russia investigation that seems to include Saudi Arabia, the United Arab Emirates, Qatar, and apparently Israel. This particular news is about an Israeli firm made up of former intel officials pitching Rick Gates to use fake Internet robot people to "sway 5,000 delegates" at the Republican convention, because Trump's people were worried Ted Cruz would kill JFK with his dad again try to take the GOP nomination from Trump. There were also proposals for firm to similarly ratfuck the election against Hillary Clinton. Gates and the company, Psy-Ops, say they never ultimately worked together, but let's just assume that's #LIES for now.

The story is long and detailed, but let's start here for the basic gist:

A top Trump campaign official requested proposals in 2016 from an Israeli company to create fake online identities, to use social media manipulation and to gather intelligence to help defeat Republican primary race opponents and Hillary Clinton, according to interviews and copies of the proposals.

The Trump campaign's interest in the work began as Russians were escalating their effort to aid Donald J. Trump. Though the Israeli company's pitches were narrower than Moscow's interference campaign and appear unconnected, the documents show that a senior Trump aide saw the promise of a disruption effort to swing voters in Mr. Trump's favor.

OK. So the company, as we said, is called Psy-Ops, and it is owned by an Australian-Israeli businessdude named Joel Zamel. He is connected to George Nader, who is a cooperating witness with the Mueller investigation, and who is an adviser to the crown prince of the United Arab Emirates. Nader is also connected to the weird Russian meeting former Blackwater sadist Erik Prince (brother of Betsy DeVos) had in the Seychelles, seemingly to establish a secret "back channel" with Russia just before Trump's inauguration, because that's just a normal thing for incoming American presidential administrations to do. (It's also super normal to lie to Congress about such meetings, like Prince did.) Nader is also tied in with that bizarre Michael Flynn grift to "recolonize" the Middle East, by stealing its resources and dividing the spoils between everybody on Donald Trump's Christmas card list, including all the Russians. So ... CONNECT THE DOTS, MORANS! Just kidding, we don't know WTF all these connections mean.

The New York Times points out that, while we don't know for sure if the Trump campaign ever officially worked with Psy-Ops, there is some evidence of NO COLLUSION, YOU ARE THE COLLUSION, citing a meeting in August 2016 with Donald Trump Jr. that was attended by Zamel and Nader and set up by Erik Prince. Totally normal, right? Just in case the obvious Russian collusion didn't work, it's smart to have a backup NO COLLUSION plan, we guess.

Oh yeah and also George Nader Venmo-ed Joel Zamel two million dollars just after the inauguration, but that could also be totally normal. Maybe Zamel took care of Nader's dogs while he was out of town or something, and the price of that was two million dollars.

Dig into the NYT piece for more sexxxy details, about how Gates hooked up with Psy-Ops because of George Birnbaum, a GOP consultant dude who is connected to the Israelis, and who is described as the "protégé of Arthur J. Finkelstein, the legendary Republican political operative," who is also legendary for his reclusive nature. He was a New York buddy of Roy Cohn's and also of Donald Trump's, so, you know, he's obviously a nice guy. Finkelstein was behind the election success of the creepy authoritarian leader of Hungary, Viktor Orbán, who is notably up Vladimir Putin's ass, which reminds us that there is one independent journalist who has been pretty sure that this entire Trump-Russia road leads back to Finkelstein and Hungary for quite a while now. We've never been sure how much to trust that theory, but we're just letting you know it exists.

Oh yeah, did we mention Finkelstein is also connected to Paul Manafort, in that he seems to have hooked Manafort up with all these Russian oligarchs a long while back? Well, we're mentioning it now!

Wanna read an article from 1996 about how a lot of this very same circle of people tried to dirty trick Bob Dole into office in order to beat a Clinton, including Manafort and Tony Fabrizio, who went on to become the lead pollster for the Trump campaign? You can do that!

Please note as you absorb these facts that both Rick Gates and Paul Manafort are now cooperating witnesses in the Mueller investigation, so the timing of our learning about this whole Psy-Ops rigamarole might be significant, right? Oh, and Psy-Ops, according to NYT, is now "in liquidation" like a common Cambridge Analytica, isn't that so weird?

In case you missed it:
A top Trump campaign official requested proposals in 2016 from an Israeli company to create fake online identities, to use social media manipulation and to gather intelligence to help defeat Republican primary race opponents and Hillary Clinton, according to interviews and copies of the proposals.

The Trump campaign’s interest in the work began as Russians were escalating their effort to aid Donald J. Trump. Though the Israeli company’s pitches were narrower than Moscow’s interference campaign and appear unconnected, the documents show that a senior Trump aide saw the promise of a disruption effort to swing voters in Mr. Trump’s favor.

The campaign official, Rick Gates, sought one proposal to use bogus personas to target and sway 5,000 delegates to the 2016 Republican National Convention by attacking Senator Ted Cruz of Texas, Mr. Trump’s main opponent at the time. Another proposal describes opposition research and “complementary intelligence activities” about Mrs. Clinton and people close to her, according to copies of the proposals obtained by The New York Times and interviews with four people involved in creating the documents.

A third proposal by the company, Psy-Group, which is staffed by former Israeli intelligence operatives, sketched out a monthslong plan to help Mr. Trump by using social media to help expose or amplify division among rival campaigns and factions. The proposals, part of what Psy-Group called “Project Rome,” used code names to identify the players — Mr. Trump was “Lion” and Mrs. Clinton was “Forest.” Mr. Cruz, who Trump campaign officials feared might lead a revolt over the Republican presidential nomination, was “Bear.”
They didn't end up using the "service." But it sure shows they were in the market, doesn't it?

 You will recall that Gates was deeply involved in Manafort's Ukraine business dealings and his top lieutenant for years before he and Manafort joined the Trump campaign. Gates, you'll also recall, took a plea in exchange for cooperation with Mueller.

Though it appears that Trump campaign officials declined to accept any of the proposals, Mr. Zamel pitched the company’s services in at least general terms during a meeting on Aug. 3, 2016, at Trump Tower with Donald Trump Jr. That meeting, revealed in May by The Times, was also attended by George Nader, an emissary from the ruler of the United Arab Emirates, and by Erik Prince, a Republican donor and the founder of the private security company formerly known as Blackwater. 
Former Psy-Group employees said that, in anticipation of the Trump Tower meeting, Mr. Zamel asked them to prepare an updated version of the third proposal. A lawyer for Mr. Zamel said that Mr. Zamel had not personally discussed specific proposals with Donald Trump Jr. or anyone else from the Trump campaign. 
“Mr. Zamel never pitched, or otherwise discussed, any of Psy-Group’s proposals relating to the U.S. elections with anyone related to the Trump campaign, including not with Donald Trump Jr., except for outlining the capabilities of some of his companies in general terms,” said the lawyer, Marc Mukasey. 
Mr. Nader and Mr. Zamel have given differing accounts over whether Mr. Zamel ultimately carried out the social media effort to help the Trump campaign and why Mr. Nader paid him $2 million after the election, according to people who have discussed the matter with the two men. 
The reason for the payment has been of keen interest to Mr. Mueller, according to people familiar with the matter. 
It is unclear how and when the special counsel’s office began its investigation into Psy-Group’s work, but F.B.I. agents have spent hours interviewing the firm’s employees. This year, federal investigators presented a court order to the Israel Police and the Israeli Ministry of Justice to confiscate computers in Psy-Group’s former offices in Petah Tikva, east of Tel Aviv.

What we wouldn't give to get a look at Mueller's big whiteboard with all the dots they're trying to connect. From what fragments we can see, it's massive.

On Oct. 2, prominent Saudi writer Jamal Khashoggi walked into his country’s consulate in Istanbul and never walked out again. The government adviser turned critic, who entered self-exile last year and lived outside D.C., was there to finalize paperwork for his upcoming marriage to his Turkish fiancée. Once inside, according to Turkish authorities, a Saudi team lying in wait killed him and took his body away.

Khashoggi’s disappearance and possible killing is a fork in the road for the West’s relationship with the new Middle East taking shape amid the ruins of the Arab Spring. Even if Khashoggi were to emerge alive—which seems less likely by the day—his enforced disappearance would signal a dangerous expansion of Saudi Crown Prince Mohammed Bin Salman’s already-extensive efforts to silence critics at home and abroad. If a Saudi team did kill Khashoggi, the implications are far worse.

Seven years on from the revolts that swept across the Arab world, it’s now possible to see the shape of what’s lurching out from the wreckage: a new generation of Saddam Husseins and Muammar Qaddafis ready to impose their authoritarian visions in the name of “reform,” with the blessing of the West.

European and U.S. foreign policies may have long been duplicitous, but norms and public opinion typically forced them to treat murderous regimes, at least officially, as pariahs. Impunity for Khashoggi’s killing would usher in a frightening and more brutal age, one in which we would be complicit. A report by the Washington Post on Tuesday that U.S.
intelligence intercepted communications of Saudi officials discussing a plan to “capture” Khashoggi before his disappearance raises the disturbing possibility that our government may have known about the plot and not warned Khashoggi, as it is required to do.

The scandal has sparked angry arguments that the Trump administration’s eager embrace of the crown prince encouraged his worst tendencies, leading to Khashoggi’s death. That could be true, but to understand the rise of the new authoritarians, we need to look back to the Arab Spring’s original sin.

The uprisings of 2011 were without modern precedent, a true shock to long-lasting dictatorships and the client relationships with the West that had helped sustain them.

The path taken afterward was not foreordained, and for at least two years, the outcome hung in the balance. It all fell apart in 2013.

In Egypt, the breakdown of the Muslim Brotherhood–led government, helped along by an unreformed state apparatus that did all it could to ensure its failure, ended in a July coup led by then–Defense Minister Abdel Fattah el-Sisi. The following month in Syria, forces loyal to President Bashar al-Assad launched rockets loaded with sarin gas into a rebel-held suburb of Damascus, killing at least 1,400 men, women, and children. In both cases, the Obama administration reacted with the ambivalence that defined its nonresponse to the Arab Spring writ large.

By refusing to label Sisi’s takeover in Egypt as a coup in order to avoid severing a useful decades-old relationship, Obama’s top advisers accepted the emergence of a new military junta in the Middle East as a fait accompli. In a new book about the Egyptian uprising and its fallout, David Kirkpatrick, the New York Times correspondent in Cairo at the time, persuasively portrays the administration as an abettor of the counterrevolution, happy to see stability return at any cost. Weeks after the coup, Secretary of State John Kerry would infamously claim that the military was “restoring democracy.”

Defense Secretary Chuck Hagel, ordered to talk Sisi down from massacring his opposition, instead told him that he knew what was best for his country, later explaining to Kirkpatrick that officials from Saudi Arabia and the United Arab Emirates had inundated him with complaints, telling Hagel it was time to “extinguish” the Brotherhood.

Sisi did just that, orchestrating the Aug. 14, 2013, massacres in Cairo that left more than 900 protestors dead, the worst such incident in modern history.

That same month, Obama’s dalliance with military action in response to Bashar al-Assad’s use of chemical weapons in Syria ended in a punt to Congress and a last-minute deal facilitated by the Russian government. What followed were years of further chemical weapons use, especially of chlorine gas. At the same time, the administration intentionally offered Syria’s rebels only enough clandestine support to ensure a bloody stalemate. Obama publicly declared Assad an illegitimate leader who must go, while U.S. policy ensured that would never happen.

U.S. acquiescence to the death of the Arab Spring stemmed from both the cynical realism of key Obama officials and heavy pressure from the Saudis and the Emiratis, both of whom viewed the regional uprisings as mortal threats to their style of monarchical rule. The reactionary kings and princes of the Gulf did all they could to smother Egypt’s democracy movement, funneling billions of dollars to Sisi and his supporters. Such was their antipathy to the Arab revolts and the political Islamists they empowered that they viewed even the Obama administration’s tepid openness to the Muslim Brotherhood as a foul conspiracy.

They had it wrong, of course. If 2011 represented a historic opportunity for the United States to reset a relationship with the Arab world that had been based on decades of support for dictatorships, and if 2013 was the final chance to avoid re-embracing the same strongman pathologies that had led to revolts in the first place, the Obama administration failed both tests. A major source of this failure, it seemed, was a surprising void that had opened up at the core of Obama’s vision of the world. The man who had come to Cairo in 2009 professing his desire to seek a “new beginning” and support human rights “everywhere” had, when the time came to lay down a marker for history, instead resigned himself to the cold comfort of realism. When MBS launched the Saudis’ disastrous military campaign in Yemen in 2015, the first indication of the crown prince’s dangerous audacity, the Obama administration lent its support.

The Trump administration is different primarily in the enthusiasm with which it has enlarged the United States’ stability fetish, especially through Jared Kushner, the president’s son-in-law, who has reportedly formed such a close relationship with MBS, his fellow “princeling,” that he shared the names of Saudis “disloyal” to the crown prince in a late-night meeting in October 2017. Since then, neither Crown Prince Mohammed’s brief detention of Lebanese Prime Minister Saad Hariri in November nor his coordinated crackdown on Saudi women’s rights activists just ahead of lifting the kingdom’s ban on women driving in June have prompted much official U.S.
dismay.

Even the Saudis’ long practice of kidnapping dissidents abroad and forcibly returning them to the country—as happened to activist Loujain al-Hathloul in the United Arab Emirates in March—has been ignored. Informed observers have speculated privately in recent days that Khashoggi might have been killed accidentally during a similar abduction attempt. But such an accident would be the predictable consequence of abuses too long permitted.

What happened to Khashoggi, a U.S. resident and Washington Post columnist with more than 1 million Twitter followers and an influential circle of friends, has already begun to vaporize any remaining sense of safety held by Arab dissidents around the world. It has shocked a typically jaded worldwide community of Middle East journalists, analysts, and human-rights activists into a chorus of anger and horror, prompting an unusual bipartisan threat of consequences from the senators who authorize and fund U.S. support for the kingdom. On Monday, nearly a week after Khashoggi disappeared, President Trump, Vice President Pence, and Secretary of State Pompeo each finally weighed in, expressing concern. On Tuesday, in a major speech on progressive foreign policy, Sen. Bernie Sanders demanded accountability for Khashoggi’s disappearance and singled out Saudi Arabia as a prominent member of a “worldwide movement toward authoritarianism, oligarchy, and kleptocracy” that demands opposition.

The Saudis have responded with the obfuscation that has become typical of the region’s new authoritarians, offering blunt denials, conspiracy theories, and the false promise of investigations to find out where Khashoggi “really” went. They have failed to produce any evidence that Khashoggi ever left the consulate, while journalists have reported key pieces of circumstantial evidence, such as the Saudis’ dismissal of Turkish employees on the day of Khashoggi’s disappearance, their removal of surveillance footage from the consulate, and the arrival and departure of the private jets said by Turkish authorities to have carried the hit team.

If the Saudis are allowed to play this game, and Khashoggi is allowed to disappear without consequence, we will have entered a dangerous new world in which a regime’s promise that its “hands can reach you wherever you are,” as one Saudi dissident in London put it, will be made real as long as it is strategically useful to the West. Once again, we are being offered a choice.
