          Politics of “red napkins” and the People Power Movement in Uganda      Cache   Translate Page      

Introduction 

Pliny the Elder’s aphorism that “There is always something new out of Africa” is now being proved in Uganda.  The new thing in Uganda is about the 20 table napkins at Gertrude Byanyima’s home in Muyenga that have become a national, if not global sensation.  What wrong have the innocent red napkins done other than being associated with Bobi Wine’s People Power Movement? The theoretical framework that guides these very brief thoughts is politics of symbolism and politics of paranoia.  

What is in colour red?

When the red colour becomes a prohibited item and political temperatures rise in a country as a result, then you know that time is nigh. There is red in Uganda’s national flag, just as in many African flags, symbolising the blood of patriots, who sacrificed their lives for the emancipation of their countries. People wear red socks, including cardinals. Churches use red vestments for some special feasts—celebration of martyrs who died for their faith—recall the Uganda Martyrs, plenty of red flowers—many love red roses and they are a multimillion dollar business; we all have read blood! Come Valentine’s Day on 14th February, and red will be all over the town as amorous exchanges take centre stage.  Will all these items be confiscated as Uganda slides into politics of paranoia? I wonder and worry for the beloved country at the trend of events.  When colour red threatens state security, then we have come full cycle, and be prepared for shocking political melodrama in the Pearl of Africa.

At the centre of the brewing storm around the red napkins, is none other than Gertrude Byanyima—until recently the less known of the Byanyima daughters, sister to global feminist icon, Oxfam International’s Executive Director, and wife to Kizza Besigye, Winnie Byanyima.  Why have simple red table napkins become a sensation in Uganda and across the globe? Simple answer—law of unintended consequences and guilt by association.  Colour red is associated with Robert Kyagulanyi aka Bobi Wine, who has become a headache for President Museveni since the ill-fated incidents in Arua’s by-elections, that saw a number of opposition Members of Parliament arrested, Museveni’s car allegedly pelted with stones.  Bobi Wine is seen adorned with a red beret cap and T-shirt.  The red colour has now become a symbol of the People Power Movement (PPM) in Uganda’s unfolding political discourse and praxis.  Beware if you have the red colour as your most favoured colour—it is now a restricted item in Uganda!

PPM: Will it replace the National Resistance Movement?

The controversial red napkins at Gertrude Byanyima’s home need to be placed in the broader perspective of the PPM that has been ushered in by Bobi Wine, Uganda’s new political sensation.  Winnie Byanyima, sister to Gertrude Byanyima has hinted that her sister has been energised by the PPM.  Why not! Many Ugandans who, until recently had fallen into political apathy after several failed attempts to challenge Museveni’s clinging to power for 32 years, have all of a sudden become energised on seeing the prospects of a people power upsurge.  Whether it is Bobi Wine’s music skill that has injected new blood in Uganda’s politics or not, I do not know. But what is sure is it is not business as usual.  The survival of President’s Yoweri Museveni’s National Resistance Movement (NRM) is at stake, for those who care to observe what is unfolding.

Unlike the NRM that started off with a protracted armed struggle in Luwero Triangle, the PPM was ushered in by a popular artiste with just song and a guitar. The rest as they say is now history. The PPM does not seem to consider the use of guns as a viable option in handling President Museveni. At most the proponents of the PPM can resort to stone-throwing if this becomes necessary for self defence.  Not sure how Museveni’s well-trained and heavily armed security operatives will handle this unprecedented strategy.  Instead of guns, the PPM uses Twitter, Skype, Facebook, Instagram, and WhatsApp and SMS. Other than putting heavy taxes on these social media, there is not much you can do about them.  And soon some information and communication technology innovators will develop an application to evade the tax on social media.

What is Gertrude Byanyima up to with the red napkins?

My guess is as good as anybody’s.  But for sure Gertrude Byanyima will not stand by as Uganda’s new political dispensation begins to unfold. Whether the red napkins have anything to do with this, it is the security agencies to verify.  But even if the red napkins were playing a crucial political symbolic role, and used as a tool for mobilisation, what is wrong with that?  When political space is heavily constrained, then people will devise all manner of strategies to evade state-brutality.  So instead of hunting for anything that looks red, the government of Yoweri Museveni should seriously look inside and examine whether it is genuinely committed to a level playing field when it comes to political contestation.  Why should opposing a regime that has been around for 32 years be a matter of life and death, attracting all kinds of violence, torture and criminalisation of peaceful assembly and association?

Only Gertrude Byanyima knows the real motive for using red napkins at her home.  If she uses them for some political message, so be it. This is a constitutional provision that allows for freedom of expression, association and assembly.  If one creatively turns a dining table into a platform for political mobilisation, who are we to judge.  Radical post-modern political theorists are fully aware that the personal is hugely political. 

Conclusion

Today it is red napkins; tomorrow it will be red cups or plates.  What about red attire? While political temperatures rise, it is better to sober up a bit, lest we escalate what would be a normal and legitimate contestation of political power.  As the PPM gains momentum, Uganda should brace up for more confrontation around the colour red.  In case Gertrude did not have any political motive in using red napkins, the state by over-reacting, almost with political paranoia, has provoked her to go political.  

Winnie Byanyima might soon weigh in within her constitutional mandated space (by law she cannot engage in active politics since she is head of International) and add a word or two to the current political developments next door.  People will begin to listen and the PPM might gain clout that it would not have otherwise gained had not been for the government’s knee-jack and near paranoid response to a rising political Tsunami, as Besigye once labelled the political developments in Uganda.  Watch this space.

Today the U.S. Department of State submitted the second annual report to Congress as required by the Eliminate, Neutralize, and Disrupt Wildlife Trafficking Act of 2016 (the END Wildlife Trafficking Act).

Wildlife trafficking is a serious transnational crime that threatens security, economic prosperity, the rule of law, long-standing conservation efforts, and human health. In Executive Order 13773, President Trump called for a comprehensive and decisive approach to dismantle organized crime syndicates, specifically recognizing the connection between wildlife trafficking and transnational organized criminal networks. The United States government’s three-pronged approach to combating wildlife trafficking—strengthening law enforcement, reducing demand, and building international cooperation—deprives criminals of a key source of financing, reducing the criminal threat posed to U.S. citizens.

The END Wildlife Trafficking Act directs the Secretary of State, in consultation with the Secretaries of the Interior and Commerce, to submit to Congress a report that lists Focus Countries and Countries of Concern, as defined in the Act. Each Focus Country is a major source, transit point, or consumer of wildlife trafficking products or their derivatives. Identification as a Focus Country is neither a positive nor a negative designation. Many Focus Countries have taken significant steps to combat wildlife trafficking, including in partnership with the United States. A Country of Concern is defined as a Focus Country whose government has actively engaged in or knowingly profited from the trafficking of endangered or threatened species. The United States looks forward to continuing dialogue with both Focus Countries and Countries of Concern to thwart transnational organized crime engaged in wildlife trafficking.

The 2018 Focus Countries are Bangladesh, Brazil, Burma, Cambodia, Cameroon, China, Democratic Republic of the Congo, Gabon, India, Indonesia, Kenya, Laos, Madagascar, Malaysia, Mexico, Mozambique, Nigeria, Philippines, Republic of the Congo, South Africa, Tanzania, Thailand, Togo, Uganda, United Arab Emirates, and Vietnam. The 2018 Countries of Concern are Madagascar, Democratic Republic of the Congo, and Laos.

American Repertory Theater at Harvard University (A.R.T.), under the leadership of Terrie and Bradley Bloom Artistic Director Diane Paulus and Executive Producer Diane Borger, announces the casting and creative team for ExtraOrdinary, a cabaret retrospective celebrating ten years of musical theater at the A.R.T. The limited run begins on Friday, November 16 at the Loeb Drama Center in Cambridge, Massachusetts, and ends on Friday, November 30, 2018.

Audiences are invited to join returning A.R.T. artists for songs and stories from the past decade of boundary-breaking musicals, including The Gershwins' Porgy and Bess, Pippin, Prometheus Bound, Waitress, and Natasha, Pierre & The Great Comet of 1812.

This season marks Diane Paulus' tenth as the A.R.T.'s Terrie and Bradley Bloom Artistic Director. "Over the last decade, we've staged more than thirty musicals and music-theater pieces at the A.R.T." said Paulus. "The musical is one of the great American art forms. As total theater experiences that combine song, story, spectacle, and dance, musicals have the power to engage our hearts and minds; and when musicals grapple with the urgent questions of our day, they can move us like nothing else. The musicals we've developed and premiered, the collaborations we've formed with writers and composers who created work for the theater for the very first time, and the conversations we've had with audiences and scholars around our productions have been central to our mission at the A.R.T. to expand the boundaries of theater. I'm thrilled by the opportunity to revisit many of these musicals with ExtraOrdinary."

Throughout the ExtraOrdinary run, the Loeb Drama Center will host a display featuring photographs, costumes, props, and other memorabilia from the more than thirty musicals, music- and dance-theater pieces, and plays with music staged at the A.R.T. over the last decade.

The 5th edition of the Annual African Muzik Magazine Awards 2018 (AFRIMMA) was held at House of Blues in Dallas Texas with lots of energetic performances from several artiste.

Nigerian Afropop star Davido won best male in West Africa while Yemi Alade was named best female artiste in West Africa.

Toofan won best African group and best Francophone act, Master kraft was named producer of the year while Flavour won best live act.

Wizkid’s ‘Soco’ was adjudged video of the year and also won song of the year while Burna Boy took the best reggae/dancehall artiste award.


Fally Ipupa copped 3 plaque at the night, Kenyan Rapper, Khaligrah Jones won the Best Rap act of the year and Gospel act, Papa Dennis won Best Gospel artist of the year. Humanitarian award went to Nigerian singer Flavour.

It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

          US Prosecutors: China Corruption Case Grows Stronger      Cache   Translate Page      
Last month, Patrick Ho, a former Hong Kong official fighting foreign bribery charges in New York, thought he had finally received a break. In a dramatic move in the high-profile bribery case, prosecutors on Sept. 14 dropped all criminal charges against Cheikh Gadio, a former Senegalese foreign minister they had accused of helping Ho bribe African officials. Arguing that the government's move undermined its case against Ho, Ho's lawyers urged a federal judge in New York to release their client from a federal jail.  But the presiding judge, Loretta Preska, wasn't buying it. She dismissed the motion, Ho's fifth unsuccessful request for bail. And prosecutors said Gadio has agreed to cooperate, expressing confidence that his testimony against Ho will strengthen their case.  "(Far) from weakening the case, Gadio's testimony will provide substantial evidence of the defendant's guilt," prosecutors wrote in a court filing.  Left largely unnoticed in the U.S., the corruption case against Ho has sent shockwaves across Asia, putting the spotlight on an open secret in global business circles — rampant bribery of foreign governments by Chinese companies seeking business deals around the world.     China has largely ignored the problem, according to China experts.  While the government of President Xi Jinping has launched a much-publicized domestic anticorruption campaign, experts say Chinese authorities have yet to bring a single foreign bribery case against a Chinese company or executive.   Ho has denied any wrongdoing.   Ho, 69, and Gadio, 62 were arrested in New York last November and charged as part of a conspiracy to bribe African officials on behalf of CEFC China Energy, a Shanghai-based energy conglomerate with ties to the country's military.  At the time, Ho headed China Energy Fund Committee, a Virginia and Hong Kong-based NGO funded by CEFC China Energy, while Gadio ran a business consulting firm when he was a member of Senegal's parliament.  In one of two bribery schemes, prosecutors alleged that Ho and Gadio met on the sidelines of the United Nations in late 2014 to engage in a conspiracy to pay a $2 million cash bribe to Idriss Deby, the president of Chad.The payment was offered in exchange for helping CEFC Energy's entry into Chad's rich energy sector, according to prosecutors.  Gadio allegedly introduced Ho to Deby and served as a middleman during discussions between the Chinese executives and Chadian officials. The complaint did not make clear whether any payment was made to Deby, but it did say that Gadio received $400,000 for his services.  In the second scheme, Ho allegedly paid a bribe of $500,000 to Sam Kutesa, the Ugandan foreign minister, in 2016 in exchange for Kutesa's help in helping CEFC Energy gain business contracts in Uganda's financial and energy sectors, according to the criminal complaint.The bribe was paid after Kutesa finished his one-year term as president of the U.N. General Assembly and returned to Uganda.  While the charges against Gadio were never presented to a grand jury, Ho was indicted on multiple counts of foreign bribery and money laundering.  Ho pleaded not guilty.   Timothy Belevetz, a former federal prosecutor now a partner at the Holland & Knight law firm, said bribery cases under the foreign bribery law known as the Foreign Corrupt Practices Act rarely go to trial. "This is an opportunity for law to be made," Belevetz said.  FCPA was passed in 1977 in response to disclosures that U.S. companies were bribing foreign officials to secure business deals. The law has since been amended, giving the Justice Department and the Securities and Exchange Commission broad jurisdiction over foreign companies that have subsidiaries in the United States or trade on U.S. stock exchanges.  In recent years, the Justice Department, working with international law enforcement agencies, has brought a growing number of corruption cases against foreign companies and executives paying bribes to foreign government officials. While the Justice Department has previously charged U.S. and European companies with paying bribes to Chinese officials, never before has it tried the representative of a Chinese company on charges of bribing foreign officials in exchange for business contracts. At the heart of the Ho bribery case is the question of whether any payment promised or made to the African officials was a bribe, as prosecutors call it, or a charitable donation, as defense lawyers put it.  As Ho's Nov. 5 trial approaches, prosecutors have revealed how Gadio's testimony, as well as evidence of Ho's business dealings with Iran and alleged arms sales to African nations, will help their case at trial. In a recent court filing, prosecutors wrote that Gadio will testify that Ho handed $2 million in cash, hidden in a gift box, to Deby, and only after Deby "refused to accept this obvious bribe" did Ho draft a letter pledging $2 million to "charitable causes" in Chad.  Gadio will also tell a jury that Ho never asked him about the status of the donation, indicating Ho had no "interest in doing charitable works in Chad." "This expected testimony considerably strengthens the government's proof beyond the already-strong case reflected in the detailed Complaint," prosecutors wrote.  Prosecutors have also indicated in recent days that they intend to introduce evidence of Ho's involvement in other corrupt actions. In a court filing last week, prosecutors disclosed they have evidence that shows Ho had offered a bribe to John Ashe, a diplomat from Antigua and Barbuda who served as president of the U.N. General Assembly the year before Kutesa held the post. (Ashe was implicated in another corruption case involving a Chinese national but he died in 2016 before the case went to trial).  Prosecutors also plan to introduce evidence of Ho's interest in doing business with Iran while the country was under U.S. sanctions, and brokering arms sales to Libya and Qatar.  In an October 2014 email, one of several cited in court documents, Ho suggested that CEFC China serve as a "middleman" to help Iran access funds it kept in a Chinese bank under U.S. sanctions to pay a Hong Kong bank for precious metals. The complaint had hinted at Ho's willingness to help Chad procure weapons from China, but new government filings allege that Ho's interest in arms dealing extended beyond Chad.  In March 2015, according to an intercepted email, Ho asked an unidentified intermediary to send him a list of weapons and military equipment requested by Libya so that "we can execute that right away." A month later, Ho emailed the intermediary. "Qatar needs toys quite urgently. Their chief is coming to China, and we hope to give them a piece of good news." Prosecutors say they want to introduce the emails as background evidence "to show the development and nature of the relationship" between Ho and Gadio.  Belevetz said that as with other white-collar criminal cases, the case against Ho will turn more on documents such as emails and wire transfer records than testimonies of witnesses.  In white-collar cases, "you often have a paper trail that shows what was said," Belevetz said. Edward Kim, one of Ho's lead attorneys, declined to comment. Sean Hecker, Gadio's lawyer, said in a statement to VOA, "Dr. Gadio looks forward to continuing to cooperate with U.S. authorities before returning to Senegal to continue his service to the Senegalese people and the important pursuit of establishing peace and security across the Sahel Region."

El Comité Olímpico Internacional (COI) eligió este martes a nueve nuevos miembros durante la 133 Sesión del organismo, que se celebra en Buenos Aires, en la que tres de sus integrantes fueron reelegidos y cuatro acabaron sus mandatos y se convertirán en miembros honorarios.

El COI elige a nueve nuevos miembros

Según informó el COI, sus nuevos representantes son cinco miembros individuales -Daina Gudzineviciute (Lituania), Felicite Rwemarika (Ruanda), Camilo Pérez López Moreira (Paraguay), Giovanni Malagò (Italia) y Samira Asghari (Afghanistan)- y cuatro representantes del Movimiento Olímpico.

Estos son el presidente del Comité Olímpico de Uganda, William Frederick Blick, y el de Bután, el príncipe Jigyel Ugyen Wangchuck, y el presidente de la Federación Internacional de Gimnasia, Morinari Watanabe (Japón), y el del Comité Paralímpico Internacional, Andrew Parsons (Brasil).

Asimismo, tres miembros fueron reelegidos después de ocho años en el cargo: Amir Sheikh Tamim Bin Hamad Al-Thani (Catar), el príncipe Feisal Al Hussein (Jordania) y Marisol Casado (España).

En la cita de Buenos Aires, que se celebra en el marco de los Juegos Olímpicos de la Juventud, se eligió además como miembro de la comisión ejecutiva del COI, por cuatro años, al italiano Ivo Ferriani para representar los intereses de las federaciones internacionales de deportes de invierno olímpicos.           Hunting a shadowy armed militia in DR Congo's 'triangle of death'      Cache   Translate Page      
BENI, DR Congo: "I am always anticipating an attack," says South African soldier Maijeke of how it feels to be in DR Congo's "triangle of death", where he is part of a UN peacekeeping force helping the Congolese army hunt down a militia group that is slaughtering civilians.

There has been a recent spike in violence in this volatile eastern region of the Democratic Republic of Congo blamed on the Allied Democratic Forces (ADF), a shadowy armed group rooted in Ugandan Islamism.

Just last week, six civilians were killed during a night attack in the city of Beni by the ADF, which has no known leader and whose ideology and motives remain unclear.

AFP photojournalist John Wessels travelled for three days with 30 soldiers from the UN mission Monusco and the Congolese army to the troubled North Kivu province, where the ADF has killed hundreds of civilians since 2014.

On Friday, after reports of heavy mortar and machine gun fire, the troops headed to the town of Oicha, north of Beni and near the border with Uganda.

The town's residents greeted them by throwing stones.

"The civilians get frustrated with us and Monusco, sometimes we arrive late, we have to fight harder to help the community change its mind about us," one of the Congolese soldiers said on the condition of anonymity.

Several homes in Oicha had been looted by ADF members, who melt back into the jungle after raids and attacks.

While the troops inspected the looted homes, deafening machine gunfire rang out from the jungle.

It seemed to be coming from near the town of Mbau, where 20 civilians were shot dead by the ADF in May.

The troops are based outside Oicha, where the blue helmets sleep uneasily — the ADF killed 15 Tanzanian peacekeepers in December in the deadliest attack on UN forces in 24 years.

And the ADF, which is thought to have killed a total of more than 700 civilians over the last four years, regularly attacks Congolese army bases for weapons, ammunition and medical supplies.

'Heartbreaking'

"This is my fourth deployment in the DRC, my first was in 2006," said UN peacekeeper Maijeke.

"This is the most intense deployment for me, I am always anticipating an attack," he added..

"The biggest difference this time is the escalation in the killings of civilians, this is heartbreaking for me, a serious concern."

When the ADF killed 20 civilians in Beni in Sept, the locals condemned the failures of the Congolese army and the UN mission.

However Monusco maintains its intervention has prevented even greater carnage.

In the area known as the "triangle of death" between Beni, Mbau and Kamango, the troops face an enemy that knows every secret of the dense jungle and likely has informants in many communities.

On Saturday, the troops headed to the scene of a particularly violent ADF onslaught a few days earlier.

Members of the militia were said to have used two women as human shields during a shootout with Congolese troops that lasted four hours. Both women were killed.

Everything seemed quiet when the troops arrived, except for the sporadic sound of gunfire.

The next day, Sunday, gunshots rang out again — this time close to their base. The soldiers scrambled to put on their gear, but the jungle quietened down once their attention was turned to it.

What do they want?

Over three days hunting the ADF, some of the mystery surrounding them dissipated.

It was clear they are well-equipped with heavy weapons and well organised. Their guerrilla tactics of sudden, brutal assaults are usually to gain strategic positions, or needed supplies.

But much remains unknown. How many are they? Who is in charge? Who is arming them?

And most of all, what is their goal?

Both Uganda and the DRC insist they have a jihadist motive, but many observers say this is too simplistic and there has been no proven link with the global jihadist underground.

The ADF started out in 1989 with the aim of overthrowing Uganda's President Yoweri Museveni, who was seen as hostile to Muslims. But it went on to absorb other rebel factions into its ranks and started carrying out attacks in 1995.

Forced westwards by the Ugandan army, the group relocated most of its activities to DRC, finding a lucrative niche in the vast central African country's lawless, resource-rich east.

For Maijeke, the most important thing is ending the violence.

"There has to be a dialogue between the FARDC (Congolese army) and the ADF," he says.

"The fighting is at the expense of innocent civilians — mouths must finish this conflict, not bullets". — AFP

Japan passport holders will find it easier than ever to travel the world, as their travel documents have just moved up in the global Henley Passport Index to take the top spot.

The Henley Passport Index is a ranking of all of the passports in the world based on the number of countries their holders can travel to visa-free.

Until now Japan had been sharing joint first place with Singapore, which gained visa-free access to Uzbekistan earlier this year bringing its total to 189 countries.

However, earlier this month Japan gained visa-free access to Myanmar bringing its total to 190 - once again taking it to the top spot.


It's still a milestone for both Japan and Singapore, as 2018 is the first year in the index's 13-year history that either of them has had the most powerful passport in the world.
Both are way ahead of the UK and US which share fifth place with Portugal, the Netherlands, Austria and Luxembourg - but it's worth noting that the top four spots are shared by 10 countries.

Experts had previously revealed that the UK ranking is unlikely to increase until there is certainty regarding Brexit.

Ceci est un résumé des déclarations du porte-parole du HCR Babar Baloch – à qui toute citation peut être attribuée – lors de la conférence de presse du 09 octobre 2018 au Palais des Nations à Genève.

Selon un nouveau rapport du HCR, l’Agence des Nations Unies pour les réfugiés, publié aujourd'hui par le Service du HCR pour la mobilisation des ressources et des relations avec les donateurs, le financement pour l’aide et l’assistance aux personnes déracinées et aux apatrides à travers le monde se réduit. A peine plus de la moitié des besoins sont satisfaits. Les difficultés et les risques s'aggravent pour de nombreux réfugiés et déplacés internes ainsi que pour les communautés d’accueil.

Avec 68,5 millions de personnes déracinées à travers le monde au début de cette année, l’aide financière des gouvernements pour l’assistance et la protection des réfugiés, ou d’autres situations de déplacement, a rarement été sous une telle pression. Sur la base des contributions versées à ce jour, nous prévoyons que le financement pour 2018 ne couvrira que 55 pour cent des 8,2 milliards de dollars dont nous avons besoin. Ce chiffre était de 56,6 pour cent en 2017 et de 58 pour cent en 2016. En un mot, le financement des donateurs accuse un retard croissant, alors que le nombre de personnes déracinées à travers le monde est en augmentation.

Et les conséquences pour les réfugiés et les personnes déplacées en particulier sont bien concrètes. Situation après situation, nous constatons une augmentation de la malnutrition, des installations sanitaires surpeuplées, des logements et des abris de plus en plus délabrés, des enfants dans des salles de classe surpeuplées ou sans école, et des risques croissants en matière de protection en raison de la pénurie de personnel pour traiter les enfants non accompagnés, les victimes ou la violence sexuelle.

Le Burundi, la République démocratique du Congo, le Soudan du Sud, l’Afghanistan, la Somalie et la Syrie sont les six pays où la situation des réfugiés et des personnes déplacées est fortement compromise.

Le HCR exprime sa gratitude aux donateurs pour leur appui essentiel. La nature flexible des dons permet d’atténuer l’impact des crises, et d’allouer les fonds là où les besoins sont critiques.

Situation Burundi

La situation des réfugiés burundais arrive en tête avec un financement estimé seulement à 28 pour cent des 206 millions de dollars nécessaires. L’impact se fait expressément ressentir dans tous les domaines de l’aide en faveur des 400 000 réfugiés dans les pays voisins.

Les réfugiés ne peuvent plus nourrir leurs familles suite aux réductions des rations alimentaires. Les abris sont délabrés dans certains endroits, les centres de santé ont du mal à faire face au nombre de patients, les salles de classe sont surpeuplées et la capacité de fournir des services de soutien aux enfants non accompagnés et aux victimes de violences sexuelles est très limitée.

En Tanzanie, des années après leur arrivée, environ 52 pour cent des 232 716 réfugiés burundais vivent toujours dans des abris d’urgence et presque 18 000 élèves réfugiés suivent des cours en plein air sous les arbres.

Dans le campement de Nakivale, en Ouganda, des milliers de familles réfugiées doivent utiliser des latrines communes, ce qui leur fait courir des risques élevés en matière d’épidémies et du besoin d’intimité. Les femmes et les enfants sont en particulier exposés à des risques élevés en matière de protection. Avec du matériel pédagogique insuffisant et des salles de classe surpeuplées, l’éducation est rudimentaire.

Le manque de fonds a contraint le HCR à mettre fin à son programme d’assistance en espèces dans le camp de Mahama, au Rwanda, qui accueille 19 500 familles. Cela a gravement affecté la capacité des réfugiés à subvenir à leurs besoins essentiels.

Situation République démocratique du Congo

En ce qui concerne la République démocratique du Congo affectée par le conflit, ainsi que les pays accueillant des réfugiés congolais, le HCR n’a reçu jusqu’à présent que 31 pour cent des fonds nécessaires sur les 369 millions de dollars recherchés.

Le financement limité affecte l’accès à l’éducation et aux soins de santé, ainsi que les activités de subsistance, en particulier à destination des jeunes. Dans les pays hôtes qui accueillent près de 800 000 réfugiés, les camps et les installations ont dépassé leur capacité initiale d’accueil mais doivent encore accueillir de nouveaux arrivants réfugiés.

Les normes minimales sont souvent difficiles à respecter en ce qui concerne les distributions alimentaires, les niveaux nutritionnels, la santé et d’autres besoins fondamentaux.

A l’intérieur de la RDC, des fonds d’urgence sont nécessaires pour décongestionner les camps et les sites de déplacés afin d’enrayer la propagation des maladies transmissibles.

Situation Afghanistan

Alors que le conflit dure depuis près de quatre décennies, environ 2,4 millions d’Afghans vivent au Pakistan et en Iran en tant que réfugiés. Par ailleurs, 1,9 million de personnes sont également déplacées en Afghanistan. Les opérations du HCR pour 2018 pour ces trois crises sont financées à hauteur de 32 pour cent par rapport aux besoins, soit 304 millions de dollars.

En Afghanistan, le manque de financement affecte les projets du HCR dans 60 localités. Ces projets comprennent l’aide à 132 700 familles afghanes pour réhabiliter et construire des logements dans le cadre de programmes « cash for work » (travail contre espèces), le soutien au micro-entreprises, la fourniture de panneaux solaires pour les systèmes d’éclairage dans les maisons ou l’allocation d’espaces adaptés aux jeunes et aux femmes.

Au Pakistan, qui accueille 1,4 million de réfugiés afghans, le manque de financement affecte la gratuité de l’enseignement primaire pour 57 000 enfants réfugiés ainsi que les services de santé de base dans 54 villages de réfugiés. Le manque d’accès aux services sociaux, comme la santé et l’éducation, ainsi que la baisse des formations sur les moyens de subsistance pourrait forcer les réfugiés à partir ou à retourner en Afghanistan.

En Iran, le manque de financement signifie que moins de réfugiés vulnérables bénéficient d’une prime subventionnée pour l’affiliation au régime national d’assurance maladie et que les réfugiés les plus vulnérables ne pourraient donc pas se permettre de s’inscrire. La baisse du soutien au système de soins de santé primaires réduirait la disponibilité des services dans les régions reculées. La baisse d’investissement dans le système éducatif limite la scolarisation des enfants afghans.

Situation Soudan

Le conflit en cours dans la plus jeune nation au monde a forcé environ 2,4 millions de personnes à devenir des réfugiés, tandis que deux millions d’autres sont déplacées à l’intérieur du pays. L’appel de fonds du HCR pour un montant de 783 millions de dollars en faveur des réfugiés et des déplacés internes n’est financé qu’à hauteur de 33 pour cent.

Faute de fonds suffisants, l’aide alimentaire pour les réfugiés a été interrompue à de nombreuses reprises. Les taux élevés de malnutrition aiguë globale (MAG) et de malnutrition aiguë sévère (MAS) signalés dans les pays d’asile ont aggravé les tous premiers problèmes en matière de protection auxquels sont confrontés les réfugiés sud-soudanais avant leur fuite, en particulier les femmes, les enfants et les jeunes.

Des rations complètes n’ont été distribuées qu’aux réfugiés au Kenya et en Ouganda et à 75% des réfugiés en République centrafricaine. Environ sept pour cent des réfugiés sud-soudanais vivent dans des abris semi-permanents.

Au Soudan, environ 80 000 réfugiés n’ont toujours pas accès à des latrines dans les 10 camps. Dans certains cas, plus de 70 personnes utilisent la même latrine commune. 57 000 réfugiés vivent dans des installations informelles à Khartoum sans aucune assistance.

En Ouganda, le manque de ressources ne permet pas de disposer de suffisamment de personnel pour assurer la qualité des services de protection de l’enfance et un suivi adéquat des enfants pris en charge. Un travailleur social s’occupe de 150 enfants. Les enfants représentent 63 pour cent de la population réfugiée. L’approvisionnement en eau des réfugiés demeure également inférieur à la norme.

Situation Syrie

Environ 5,6 millions de réfugiés syriens dans la région et 6,2 millions de déplacés à l’intérieur du pays sont directement affectés par le manque de fonds. L’appel de fonds du HCR, d’un montant de 1,968 milliard de dollars pour la crise syrienne, n’est financé qu’à hauteur de 35 pour cent.

Le HCR est confronté à un défi de taille : venir en aide à 1,3 million de réfugiés syriens dans la région et 1,35 million de déplacés internes et de rapatriés en Syrie, avec une aide pour les équipements contre la saison hivernale. L’aide en espèces durant la saison d’hiver est particulièrement importante au Liban et en Jordanie. Elle constitue un moyen efficace et essentiel d’aider les réfugiés pendant l’hiver.

Sans financement supplémentaire, l’aide en espèces cessera en novembre. Cela pourrait avoir un impact dévastateur sur les familles de réfugiés en Jordanie et au Liban, où la majorité des familles vivent sous le seuil de pauvreté. Environ un demi-million de réfugiés ont cruellement besoin d’un financement pour payer leur loyer, subvenir à leurs besoins quotidiens et maintenir leur accès aux services essentiels.

L’inflation des coûts liés aux soins de santé augmente le risque que les familles de réfugiés ne soient même pas en mesure d’obtenir les services médicaux essentiels, comme la vaccination des enfants. Des ressources sont nécessaires pour fournir des soins de santé à 35 000 réfugiés syriens vulnérables dans la région, en particulier en Jordanie et au Liban.

Situation Somalie

Plus d’un million de réfugiés somaliens sont accueillis dans six pays et deux autres millions sont déplacés à l’intérieur du pays. Le HCR recherche 522 millions de dollars pour l’aide aux réfugiés et aux déplacés somaliens. A ce jour, cette opération est financée à hauteur de 37 pour cent.

Après des décennies de conflit, la vie des Somaliens s’est quelque peu améliorée, mais la situation reste fragile et nécessite un soutien continu. L’absence de soutien aux réfugiés et aux communautés d’accueil pourrait entraîner une détérioration des conditions humanitaires, donner l’impression d’un manque de soutien aux communautés d’accueil et précipiter les retours de réfugiés avant que le gouvernement somalien ne soit en capacité de les accueillir et les intégrer.

Mwanamke mmoja nchini Uganda ameshangaza wengi baada ya kujioa mwenyewe.
Lulu Jemimah mwenye umri wa miaka 32 alijioa mwezi Agosti jijini Kampala na kudai kuwa kwa miaka kadhaa watu wamekuwa wakimuuliza kuwa lini angefunga ndoa.
"Nikiwa na miaka 16 baba yangu aliandika hotuba yake kwa ajili ya kuisoma siku ya harusi yangu. Kila nilipokuwa nasherehekea siku yangu ya kuzaliwa mama yangu alikuwa akiniombea, na kwa miaka ya karibuni maombi yake yalikuwa pamoja na kupata mume bora, ambaye atanifaa," amesema Bi Jemimah.
Mwaka jana Bi. Jemimah alichaguliwa kujiunga na masomo ya juu ya uandishi wa ubunifu katika chuo kikuu maarufu cha Oxford nchini Uingereza. Lakini licha ya mafanikio hayo ya kielemu anasema bado watu waliendelea kumuuliza anapanga kuolewa lini, ili aanzishe familia na kupata watoto.
"Hawaamini kuwa kinachonifanya kuwa macho usiku sio hofu ya uwezekano wa kutopata bahati ya kutembea altarini kwenda kufunga ndoa."
Kutokana na hali hiyo, Jemimah anasema aliamua kuchukua uamuzi wa kuwatuliza; "Nilipotimiza miaka 32 nikaamua kujioa. Naamini mimi nitajitunza na kujipa amani."
Harusi yenyewe ilimgharimu Jemimah kiasi cha dola 2.62 tu, ambazo ilikuwa ni gharama ya usafiri mpaka mahala harusi hiyo ilipofanyikia.
"Rafiki yangu mmoja aliniazima gauni la harusi, mwengine akijitolea kuniremba. Dada yangu aliniazima vito na kaka akaoka keki."
Waalikwa wote walielekezwa wapi pa kwenda na huko walitakiwa wajilipie gharama za vinywaji na chakula kwa pesa zao.
"Ndoa ni kielelezo cha upendo na msimamo thabiti wa maisha. Lakini kwa watu wengi nyumbani (Uganda) ni njia pekee ya mwanamke kujihakikishia usalama wa kifedha. Hata mie nahitaji hivyo vitu, lakini tofauti pekee hapa ni kuwa nitajipatia mimi mwenyewe."
Bi Jemimah ameandika maelezo hayo ya maisha yake katika ukurasa wa mtandao wa kukusanya pesa kwa watu wenye uhitaji unaofahamika kama Go Fund Me.
Tayari ameshakamilisha mwaka wa kwanza wa masomo kwa msaada wa watu 279 wakiwemo marafiki na watu asiowafahamu kabisa.

Jemimah alianzisha maombi yake hayo siku saba zilizopita. Hapo awali alishawahi kulala maktaba kutokana na kukosa pesa ya kodi ya chumba. Anasema haikuwa dhamira yake kuomba msaada lakini hofu ya kufutwa chuo kutokana na kukosa fedha imemlazimu afanye hivyo.

It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

Wakati watu 472 nchini Tanzania wakiwa wamehukumiwa adhabu ya kifo, Kituo cha Sheria na Haki za Binadamu (LHRC) kimesema kinatambua mchango wa Rais John Magufuli katika kutetea haki za binadamu.

Akizungumza leo Oktoba 10, 2018 katika maadhimisho ya 16 ya siku ya kupinga adhabu ya kifo duniani, Kaimu Mkurugenzi Mtendaji wa LHRC, Felista Mauya amesema kituo hicho kinatambua mchango wa Rais wa Awamu ya Tano.

“Tunampongeza Rais John Magufuli, alisema hadharani kwamba hatatekeleza hukumu ya kifo katika kipindi chake na kutoa msamaha kwa wafungwa 62 waliohukumiwa kunyongwa tukio ambalo halijawahi kutokea katika historia ya Tanzania,” amesema Mauya.

Katika hatua nyingine Mauya amesema Tanzania kwa sasa ipo katika hatua isiyo rasmi ya kupinga na kutotekeleza adhabu ya kifo japo hakuna jitihada za lazima zilizochukuliwa kuonyesha nia ya kuifanya hali hiyo kutambulika kisheria.

Katika hatua nyingine, Waziri Mkuu alimtaka Meneja wa TRA asiwahamishe watumishi wabovu kutoka kituo kimoja cha forodha na kuwapeleka kingine kwa kuwa huko wanakowapeleka wanakwenda kuendeleza biashara za magendo na kuikosesha Serikali mapato.

So, before administering the anesthetic for surgery, he recites verses from the Bible or the Quran with patients. Then the 52-year-old surgeon, who is Roman Catholic, follows with a short prayer — according to the patient’s faith — before taking up his surgical knife.

"I am inspired by a belief that we are all from one God. As we work, I keep telling my colleagues that we are one family and we must save lives."

Atar is the only surgeon in Maban Referral Hospital. For more than two decades he has provided medical services to people fleeing war and persecution in Sudan and South Sudan.

Along with his surgical duties, he can also be found pushing the operating table, playing with a newborn or even fixing a light.

On Sundays, he relaxes by going to church.

For his service to refugees, the doctor has been named the United Nations High Commissioner for Refugees (UNHCR) 2018 Nansen Award winner. He received the award Oct. 1 in Geneva, Switzerland.

Named after Fridtjof Nansen, a Norwegian explorer and humanitarian, the award honors extraordinary service to refugees, displaced people and the stateless. According to the UNHCR website, the award includes $150,000 to fund a project designed in tandem with the agency.

“I am humbled by this award. It comes with some resources. We will use them to meet our next challenges,” said Atar, who is also the medical director in the 120-bed hospital, located about 600 kilometers southeast of the South Sudan capital, Juba.

Over the years, his hospital — which handles all manner of medical problems, including gunshot wounds, malaria and cesarean sections — has become a lifesaver for more than 200,000 people in the troubled region. Of these, 140,000 are refugees who fled violence in Sudan’s Blue Nile region.

Originally from Torit town in southern South Sudan, Atar studied medicine in Khartoum and later practiced in Egypt. In 1997, he moved to Kurmuk in Blue Nile State at the height of a Sudanese civil war. Amid falling bombs and intense fighting between government forces and rebels, he ran a health center that treated both civilians and fighters.

Increased bombing by the Sudanese air force in 2011 forced Atar and his team to flee with thousands of refugees to Maban, where he continued providing similar services.

“We started from nothing. At one time I had to bring down a door for use as an operating table,” he said.

In South Sudan, health care is often is short supply. There are serious shortages of drugs, equipment and skilled medical personnel. Armed groups also loot medical facilities and have kidnapped, detained and killed doctors and nurses.

When the country became independent in 2011, there were 120 doctors and 100 nurses serving a population of 12 million, according to UNHCR. In Maban, Atar has a 53-member staff, including three other doctors — two from Kenya and one from Uganda.

Atar’s wife and three children live in Nairobi. He sees them only a few times a year.

Most of his time is consumed with keeping the hospital running. Atar says his staff needs more training and equipment. And there’s never enough room for patients.

The hospital's maternity ward has 30 beds, said Atar. He’d like to see that number doubled. At times, he said, there’s not enough room and maternity patients have to sleep on the floor.

“We still face many challenges,” said Atar.

So, as an American living in Africa 25 years, I offer a glimpse of the way this continent has shone in matters of truth and reconciliation.  Two of the places on this continent which have seen some of the most horrific violence and sorrow in my lifetime are South Africa and Rwanda.  In both, the survival of one group was posed as threatened by the presence of another, and the solution was to fight to the death over presumed limited resources.  Years of injustice and smoldering imprisonment, death, suffocating poverty, in one; weeks of all-out slaughter in the other.  How to recover? So many acts of hate carried out on such a large scale by so many average people overwhelmed the criminal justice capacity.  So South Africa set up their "Truth and Reconciliation Commissions", and Rwanda set up their "Gacaca Courts" (justice amongst the grass).  Neither were perfect, but both were attempts to allow for restoration in the process of justice, and not just retribution.  Both took as fundamental the need for the community to be the basis of justice, the importance of all sides being able to tell their story and be heard, the opportunity for forgiveness, and for some form of reparation.

In America in 2018, we are floundering for ways to look at the truth about our slave-holding racial-injustice past (and present) and our objectifying exploitative approach to sexuality, without crumbling into a litigious, court-clogged, angry mass.  I don't know how Dr. Ford feels now, but certainly many of the #metoo stories seem to have been told in a sense of relief that one's experience can be uncovered, heard, with an attempt to understand.  If the stakes were lower, perhaps Judge Kavanaugh could have listened and even if he truly believed himself to be innocent of this particular night's events, he might have at least acknowledged her pain and the way his high school and college behavior could have hurt several women.  In South Africa and Rwanda, some cases still were so grievous as to require criminal prosecution, and that is needed in America too.  But we have such a vast backlog of sexism and racism that we need some fresh ideas.

So . . . let's tell stories.  Truth.  That can come in personal narrative, or fiction, or art.  And let's react to them with compassion, questions, empathy, repentance.  Africans, I find, are not as worried about punishing as they are about holding together the fabric of community.  The idea is not so much to identify, isolate, shame or imprison a particular person who did wrong as much as it is to restore relationships.
Our friend Greg posted a photo of this painting this week, and I found it powerful, and keep thinking about it. The artist is Titus Kaphar, and he just received a MacArthur Fellowship to support his work.  I think it captures the essence of getting behind the facade to the complexity of racial and sexual injustice that we would rather paint over and not acknowledge, to the layers of reality upon which our stories are built.  Thomas Jefferson was a brilliant man who did much good; he was not a perfect man who did all good.  

Happy Columbus Day? Indigenous People's day?  Ugandan Independence Day? Moi Day?  It's a big week in October as many countries celebrate their stories.  One group's tale of salvation is another group's tale of loss, and both are true.  We can have complicated, deeply layered stories that require listening to one another.  Let's stop letting ourselves be divided into camps that must choose sides, let's learn to embrace a bit of discordance.  Let's hold onto the sinner-sufferer-saint mix that characterizes us all (thanks Serge for that language) and not turn each other into flat caricatures of heroes and victims.

One of the best ways to raise kids who can think this way? Good literature, stories from diverse points of view, getting behind the eyes of someone else.  So while you're at it, remember to go to the library or buy a good book this month . . . that's partly a plug, but it's actually true!

Recently released HSBC report titled "The World in 2030" says that "five Asian economies will be among the world’s six fastest-growing economies – Bangladesh, India, Philippines, Pakistan and Vietnam". HSBC ranks Pakistan at number 4 in terms of GDP growth till 2030 and expects Pakistan to rise from the world's 40th biggest economy in 2018 in nominal terms to the world's 30th largest economy by 2030. Pakistan economy does face some short-term headwinds because of its balance of payments crisis requiring an IMF bailout. However, longer term prospects for growth look good.

American business publication Wall Street Journal has produced a short video explaining how its staff sees what it describes as "US-China conflict brewing in Pakistan". What is at stake in the battle between China and the United States in Pakistan is the prize of global superpower status.  Whoever wins in Pakistan will become the number one global superpower, says the Wall Street Journal.

The HSBC report authors look at 75 economies in developing, emerging and frontier markets to make long-term projections of their growth potential and changes in global rankings. They conclude that emerging economies will account for roughly 50 per cent of global GDP by 2030 – a "seismic shift from half of that in 2000".

The report forecasts that Asia will continue to be the biggest driver of global economic growth and highlights that "China will be the world’s largest economy in 2030, overtaking the US, while India - currently the seventh biggest - will be third, pushing Germany and Japan down a position".

An earlier 2017 report by Harvard University's Kennedy School's Center for International Development (CID) at Harvard University forecast Pakistan's annual GDP growth to average 5.97% over the next 8 years, ranking it as the world's 6th fastest growing economy.

The Harvard growth projections are a bit more optimistic that other short, medium and long-term GDP growth forecasts for Pakistan offered by HSBC's 5% through 2050,   IMF's 5.5% till 2020, World Bank's 5.8% until 2019 and  The Economist EIU's 5.7% in 2017

Among the top 10 fastest growing economies, the CID projects Uganda to grow the fastest at 7.73%, followed by India 7.72%, Tanzania 6.66%, Senegal 6.49%, Madagascar 6.07%, Kenya 5.98%, Pakistan 5.97%, Indonesia 5.82%, Mali 5.75%, Turkey 5.64% and Philippines 5.43%.

Among Pakistan's other neighbors,  Harvard Kennedy School forecast China to grow at 4.41%, Sri Lanka at 3.77% and Bangladesh at 2.82%.

Pakistan economy does face some short-term headwinds because of its balance of payments crisis requiring an IMF bailout. However, longer term prospects for growth look good. Improved security situation and rising investments, particularly the China Pakistan Economic Corridor or CPEC-related investments led by China, are helping accelerate the economic growth in the country.  It is the fear of CPEC's success that appears to be driving a growing campaign of fear, uncertainty and doubt (FUD) waged by Pakistan's detractors in South Asia region and around the world.  American business publication Wall Street Journal has produced a short video explaining how its staff sees what it describes as "US-China conflict brewing in Pakistan". A LOS ALUMNOS DEL COLEGIO DE PROPAGANDA FIDE DE CASTELGANDOLFO

Sábado 15 de agosto de 1964

Señor cardenal, venerables hermanos, superiores de este colegio nuestro, alumnos carísimos, familiares y asistentes todos a esta sagrada reunión, recibid todos nuestro saludo y bendición!

Como veis el programa que habíamos trazado para esta tarde de la fiesta de la Asunción se ha modificado y transformado un poco. Entra dentro de lo humano. Es preciso, sin embargo, advertir dos cosas. Ante todo lo esencial de este programa permanece, el encuentro con vuestras personas, y la manifestación de nuestros sentimientos para con vosotros y vuestro homenaje filial; esperamos lo logre la feliz impresión que esta religiosa audiencia debe imprimir en nuestras almas. Además es de suponer que todo lo que hoy, por circunstancias especiales, no se ha celebrado, podrá hacerse, Dios mediante, en otra ocasión.

Estamos muy contento de encontraros y yesos a todos; agradecido de escuchar de los labios del señor cardenal prefecto de la Sagrada Congregación de Propaganda Fide la expresión de propósitos tan elevados, afectuosos y consoladores. Tendremos siempre un magnífico recuerdo de ello.

Quedará vivo en nuestra alma el recuerdo de esta jornada por los motivos que nos han movido a celebrarla de modo especial. Queríamos tributar a María Santísima un homenaje de piedad y alegría familiar; y de corazón ofrezcámosle de forma sencilla, espontánea, los afectos más ardientes de nuestra devoción, tratando de unir al culto profundamente religioso y humano los mejores pensamientos, grandes propósitos, las etapas solemnes de vuestra vida sacerdotal. Esta intención, especialmente en vosotros, alumnos carísimos, debe ser limpia y sólida, favorecida por el ambiente romano en que se desarrolla vuestra formación al servicio de la Iglesia. La santa vocación hoy, vuestro ministerio mañana, encontrarán en una piadosa devoción a María el sostén más eficaz y el más preciado consuelo.

María es la “puerta del cielo”; es la que nos introduce a Cristo; Ella nos puede hacer verdaderamente fieles a nuestra misión y puede impetrar para nuestra actividad la gracia divina, de la que es Madre privilegiada

Persistirá también el recuerdo de esta jornada por el hecho de las ordenaciones, conferidas esta mañana por el cardenal Agagianian. ¡Cuánto gozo espiritual en este acontecimiento! Cincuenta y siete alumnos de este colegio son desde hoy subdiáconos; es decir, han recibido la primera orden mayor, que lleva consigo algo grave y majestuoso por el compromiso total y definitivo que pide y confirma. El subdiaconado marca la vida eclesiástica un momento de excepcional importancia; decide para siempre el futuro de quien lo recibe; abre el camino del sacrificio y de la fecundidad del ministerio sagrado; posee algo excelso y sobrehumano.

Recuérdales que se sometan a los gobernantes y a las autoridades; que obedezcan, estén dispuestos a hacer el bien, no hablen mal de nadie ni busquen riñas; que sean condescendientes y amables con todo el mundo.

Una vez, yendo Jesús camino de Jerusalén, pasaba entre Samaría y Galilea. Cuando iba a entrar en una ciudad, vinieron a su encuentro diez hombres leprosos, que se pararon a lo lejos y a gritos le decían:
«Jesús, maestro, ten compasión de nosotros».
Al verlos, les dijo:
«Id a presentaros a los sacerdotes».
Y sucedió que, mientras iban de camino, quedaron limpios. Uno de ellos, viendo que estaba curado, se volvió alabando a Dios a grandes gritos y se postró a los pies de Jesús, rostro en tierra, dándole gracias. Este era un samaritano.

Qué importante es saber agradecer al Señor, saber alabarlo por todo lo que hace por nosotros. Y así, nos podemos preguntar: ¿Somos capaces de saber decir gracias? ¿Cuántas veces nos decimos gracias en familia, en la comunidad, en la Iglesia? ¿Cuántas veces damos gracias a quien nos ayuda, a quien está cerca de nosotros, a quien nos acompaña en la vida? Con frecuencia damos todo por descontado. Y lo mismo hacemos también con Dios. Es fácil ir al Señor para pedirle algo, pero regresar a darle las gracias? Por eso Jesús remarca con fuerza la negligencia de los nueve leprosos desagradecidos: «¿No han quedado limpios los diez? Los otros nueve, ¿dónde están? ¿No ha vuelto más que este extranjero para dar gloria a Dios?» (Lc 17, 17-18).

, obispo y doctor en Iglesia, que ingresó en la Orden de Predicadores en París, enseñó de palabra y en sus escritos las disciplinas filosóficas y divinas, y fue maestro de santo Tomás de Aquino, uniendo maravillosamente la sabiduría de los santos con la ciencias humanas y naturales. Después se vio obligado a aceptar la sede episcopal de Ratisbona, esforzándose asiduamente en fortalecer la paz entre los pueblos, pero al cabo de un año prefirió la pobreza de la Orden a toda clase de honores y murió santamente en Colonia, en la Lotaringia Germánica (1280).

Abstract
Acute central nervous system (CNS) infections in children in sub-Saharan Africa are often fatal. Potential contributors include late presentation, limited diagnostic capacity and inadequate treatment. A more nuanced understanding of treatment practices with a goal of optimizing such practices is critical to prevent avoidable case fatality. We describe empiric antimicrobial treatment, antibiotic resistance and treatment adequacy in a prospective cohort of 459 children aged two months to 12 years hospitalised for suspected acute CNS infections in Mbarara, Uganda, from 2009 to 2012. Among these 459 children, 155 had a laboratory-confirmed diagnosis of malaria (case-fatality rate [CFR] 14%), 58 had bacterial infections (CFR 24%) and 6 children had mixed malaria and bacterial infections (CFR 17%). Overall case fatality was 18.1% (n = 83). Of 219 children with laboratory-confirmed malaria and/or bacterial infections, 182 (83.1%) received an adequate antimalarial and/or antibiotic on the day of admission and 211 (96.3%) within 48 hours of admission. The proportion of those receiving adequate treatment was similar among survivors and non-survivors. All bacterial isolates were sensitive to ceftriaxone except one Escherichia coli isolate with extended-spectrum beta-lactamase (ESBL). The observed high mortality was not a result of inadequate initial antimicrobial treatment at the hospital. The epidemiology of CNS infection in this setting justifies empirical use of a third-generation cephalosporin, however antibiotic resistance should be monitored closely.

Abstract
BACKGROUND: Besides use of insecticide-treated mosquito nets (ITNs) and indoor residual spraying (IRS), other complimentary measures including suitable housing structures, and environmental management that reduce breeding of malaria vectors, can be implemented at households to prevent the disease. However, most studies on malaria prevention have focused mainly on ITNs and IRS. The aim of this study was therefore to assess malaria prevention practices beyond ITNs and IRS, and associated environmental risk factors including housing structure in rural Wakiso district, Uganda.
METHODS: A clustered cross-sectional survey was conducted among 727 households in Wakiso district. Data were collected using an interviewer-administered questionnaire and observational checklist. The questionnaire assessed participants' household practices on malaria prevention, whereas the checklist recorded environmental risk factors for malaria transmission, and structural condition of houses. Poisson regression modeling was used to identify factors associated with use of mosquito nets by households.
RESULTS: Of the 727 households, 471 (64.8%) owned at least one mosquito net. Use of mosquito nets by households was higher with increasing education level of participants-primary (aPR = 1.27 [95% CI: 1.00-1.60]), secondary (ordinary level) (aPR = 1.47 [95% CI: 1.16-1.85]) and advanced level / tertiary (aPR = 1.55 [95% CI: 1.19-2.01]), and higher household income (aPR = 1.09 [95% CI: 1.00-1.20]). Additionally, participants who were not employed were less likely to have mosquito nets used in their households (aPR = 0.83 [95% CI: 0.70-0.98]). Houses that had undergone IRS in the previous 12 months were 42 (5.8%), while 220 (43.2%) households closed their windows before 6.00 pm. Environmental risk factors found at households included presence of vessels that could potentially hold water for mosquito breeding 414 (56.9%), and stagnant water in compounds 144 (19.8%). Several structural deficiencies on houses that could promote entry of mosquitoes were found such as lack of screening in ventilators 645 (94.7%), and external doors not fitting perfectly into walls hence potential for mosquito entry 305 (42.0%).
CONCLUSION: There is need to increase coverage and utilisation of ITNs and IRS for malaria prevention in Wakiso district, Uganda. In addition, other malaria prevention strategies such as environmental management, and improving structural condition of houses are required to strengthen existing malaria prevention approaches.
