VWOB and VEGBX certainly approach Emerging Markets in different ways, and I think cap-weighted indexing may be problematic when it comes to EM bonds. VWOB is of course a "Government" index, but there are govt.-owned corporations issuing bonds which are also included in it. I suppose VWOB would fall under "USD sovereign" in Nisi's graphic above, contrary to VEGBX. Anyhow, here's a look at their holdings as posted in their respective Vanguard profile pages. Of course there's that elephant in the room - maybe call it a panda:

It started with a stunning red brecciated Picasso jasper from the Owyhee Canyon in eastern Oregon, which I paired with a lustrous 2.80ct red amber from the Baltic Sea area and connected with tiny black spinel faceted gemstone beads. Although the gorgeous natural (mined) yellow zircon 3.10ct from Sri Lanka (Ceylon) could stand alone, when I put them all together the effect was mesmerizing! There has been considerable interest over the last decade in the development of models to predict conversion to open at laparoscopic cholecystectomy (CONV). This is of increasing relevance as trainees and younger surgeons have less exposure to Open Cholecystectomy. The Cairns Prediction Model (CBM), and the model produced by the West Midlands Research Collaborative using the CholeS dataset in the UK are described. They are both validated models and have a role to play. Analysis of the CholeS dataset suggests that it provides evidence to relate the notion of "difficulty" to conversion risk. It also shows that as the cases become more difficult (as judged against the Nassar grade) conversion rates and complications increase in the chole S dataset, but not in the Reference dataset of an expert surgeon. It is suggested that the models be used for ethical discussion with patients and the process of obtaining consent in the light of the notion of "material" risk. Further uses for the model are to arrange operation lists, to select day case procedures and those for registrar training. Importantly it allows selection of difficult cholecystectomy for referral to expert surgeons. The term Selective Cholecystectomy is introduced to describe this approach.

He will be out of action for three months and with series taking place this month, his deputy Mahamudullah said that he is capable of leading his side in absence of Shakib. "I have always liked captaincy as it's a challenging job and at the same time it's a huge honour," Mahmudullah said, as quoted by the International Cricket Council. "I have always looked forward to it, and if I get such an opportunity, I am ready for it."

Zimbabwe will tour first, in October-November, followed by the men from the Caribbean in November-December.

Shakib was ruled out of the home series against Sri Lanka in January and did not play in early matches of the Nidahas T20 Trophy in March. Mahmudullah had led Bangladesh in Sri Lanka and in two T20Is at home against the visiting Sri Lankans.

Bangladesh's injury woes have a long list as it includes their swashbuckling opener Tamim Iqbal, who fractured his left wrist during his side's Asia Cup opener against Sri Lanka. Wicketkeeper-batsman Mushfiqur Rahim is also rehabilitating from a rib injury. (ANI)

Sri Lanka barely showed up to the Asia Cup competition, bowing out with two quick losses at the group stage before eventual champion India had even played a single game, as Indian Express reported.

But England have not played abroad since March, other than a single match in Scotland, when they took a five-match ODI series in New Zealand, 3-2, as the BBC reported. But the Three Lions have not won a one-day match in Dambulla, site of the opening match, in four years.

In Sri Lanka, the Rabindranath Tagore Memorial Auditorium built with Indian grant assistance of 30 crore Sri Lankan rupees was dedicated to the people in a special function on Tuesday.

The auditorium, largest in any of the universities in Sri Lanka was dedicated jointly by High Commissioner of India Shri Taranjit Singh Sandhu and Vice Chancellor at the University of Ruhuna, Matara in Southern Province.

The state of art auditorium with 1500 seating capacity has been designed by the famous Sri Lankan architect Geoffrey Bawa to conform to the philosophy of “Tropical Modernism”.

Japan passport holders will find it easier than ever to travel the world, as their travel documents have just moved up in the global Henley Passport Index to take the top spot.

The Henley Passport Index is a ranking of all of the passports in the world based on the number of countries their holders can travel to visa-free.

Until now Japan had been sharing joint first place with Singapore, which gained visa-free access to Uzbekistan earlier this year bringing its total to 189 countries.

However, earlier this month Japan gained visa-free access to Myanmar bringing its total to 190 - once again taking it to the top spot.


It's still a milestone for both Japan and Singapore, as 2018 is the first year in the index's 13-year history that either of them has had the most powerful passport in the world.
Both are way ahead of the UK and US which share fifth place with Portugal, the Netherlands, Austria and Luxembourg - but it's worth noting that the top four spots are shared by 10 countries.

Experts had previously revealed that the UK ranking is unlikely to increase until there is certainty regarding Brexit.

Women serving on Japan's biggest warship, the Kaga, are a tight-knit group on the front line of a push to transform the Japanese navy into a mixed-gender fighting force, where men outnumber them more than 10 to one. The Maritime Self Defense Force (MSDF) needs more women because falling birth rates mean it has too few men to crew warships in home waters or on helicopter carriers such as the Kaga, sailing in foreign waters to counter China's growing regional influence. "Women all over the world are working in a wider number of areas and I think Japan needs to be a part of that," said petty officer Akiko Ihara, 31, standing beside one of the helicopters she helps to maintain. The proportion of women in the Kaga's 450-strong crew is  bout 9 percent, a level Japan is targeting for the military overall by 2030 from 6 percent now. That would still fall short of U.S., where 15 percent of people in uniform are women, and Britain with 10 percent. "We all work in different teams around the ship but we are all friends," Ihara added. "We do sometimes moan a little about our male colleagues." The nine-year veteran says she has encountered no workplace discrimination, and would challenge any man who thinks women are unsuited for military life to work with her. More women recruits are making the SDF a more "rounded" organization, said Ayako Yoneda, 29, a firefighter and engineer on the Kaga. "When I first joined nine years ago there were few women and it felt like men then didn't know how to deal with us," she said. "I think the men now see things more from our perspective. The SDF has become a gentler place." Nonetheless, the women do face sexual harassment. In July, the navy discharged a male petty officer for kissing and groping three women sailors over several months. Recruiting Women Japan's demographic woes are forcing it down a path taken years earlier by its U.S. ally, which lifted a ban on women on warships in 1993. The MSDF, which let women crew ships a decade ago, could soon remove the last major barrier to female sailors by ending a ban on submarine duty, defense ministry sources have told Reuters. Japan has one of the world's largest navies, with 45,000 crew on more than 100 vessels, including about 20 submarines, more than 40 destroyers and four helicopter carriers, such as the Kaga. The Kaga was on its way to Sri Lanka after drills in the contested South China Sea as part of a two-month deployment in waters stretching from the Western Pacific to the Indian Ocean. Commissioned in 2017, it is among a new generation of warships designed to accommodate mixed crews, with more toilets and bathrooms than older vessels. Signs at the entrance to the women's segregated sleeping quarters warn men to keep out. The women inside carry electronic pagers that can be contacted via numerical keypads beside the doors. Those better facilities and privacy safeguards will draw more women to sign up, the MSDF hopes. Japan's navy struggles more to find recruits than the air force or army, as young people balk at the prospect of being cut off from social media networks on long deployments. In 2016, for example, the air force received 6,900 applications, versus just 3,927 for the MSDF, even though both have about the same number of enlisted personnel. Miku Ihara, 22, a woman cadet on the Kaga, says she reads books or studies when off-duty, but misses access to Line and Instagram. Sailors are limited to sending four text emails every day when at sea. "You just have to get used to not having it and make the most of it when you do," she added. The presence of women on board has had one unexpected benefit on the men that report to him, says Command Master Chief Yasuharu Tohno, the most senior enlisted sailor on board. "They shave regularly and iron their clothes," said Tohno, who joined up to an all-male fleet 35 years ago.

Speaker: Frères et soeurs, la catéchèse d’aujourd’hui est consacrée à la cinquième parole du Décalogue : « Tu ne tueras pas ». Ce commandement, dans sa formulation concise et catégorique, se dresse comme une muraille pour défendre la valeur fondamentale dans les relations humaines : la valeur de la vie. On pourrait dire que tout le mal réalisé dans le monde se résume dans le mépris pour la vie. La vie est agressée de multiples manières. La violence et le refus de la vie naissent de la peur, alors que l’accueil de l’autre est un défi à l’individualisme. La vie vulnérable nous indique le chemin pour nous sauver d’une existence repliée sur elle-même et découvrir la joie de l’amour. Ce qui conduit l’homme à refuser la vie, ce sont les idoles de ce monde : l’argent, le pouvoir, le succès. Ce sont de faux paramètres pour apprécier la vie. L’unique mesure authentique de la vie est l’amour.
Le sens positif de la parole ‘Tu ne tueras pas’ c’est que Dieu aime la vie. Le secret de la vie nous est dévoilé dans le fait que le Fils de Dieu s’est fait homme jusqu’à assumer, sur la croix, le refus, la faiblesse, la pauvreté et la souffrance. Cela vaut la peine d’accueillir toute vie parce que tout homme vaut le sang du Christ lui-même. On ne peut mépriser ce que Dieu a tant aimé. Que personne ne mesure la vie selon les tromperies de ce monde, mais que chacun s’accueille lui-même et les autres au nom du Père qui nous a créés.

Hoy reflexionamos sobre el quinto mandamiento, que con su formulación se yergue como una muralla defensiva del valor de la vida. Todo el mal del mundo, desde las guerras a la cultura del descarte, se podría resumir como un desprecio a la vida. Es una mentalidad que llega a consentir incluso la supresión de la vida humana en el seno materno en nombre de otros presuntos derechos. ¿Cómo puede ser terapéutico, civil, o simplemente humano, un acto que suprime la vida inocente e indefensa en su inicio?
Toda violencia y daño contra la vida provienen del miedo. Acoger al otro desafía nuestro individualismo. Pensemos a la llegada de un niño enfermo. Esta situación puede ser dramática, por eso los padres deben ser acompañados y sostenidos para superar sus compresibles miedos. Un niño enfermo, como cualquier persona necesitada y vulnerable, más que un problema es un don de Dios, que nos puede sacar de nuestro egoísmo y hacernos crecer en el amor.
El sentido positivo del mandamiento «no matarás» es que Dios es «amante de la vida». Que la única medida de la vida es el amor, el amor con el que ama Dios. Los ídolos de este mundo: dinero, poder y éxito, son parámetros equivocados para valorar la vida. El amor de
Cristo sobre la cruz nos muestra cuánto nos ama Dios, nos dice que cada vida vale la sangre del mismo Cristo.

O quinto mandamento da Lei de Deus – «não matar, nem causar outro dano, no corpo ou na alma, a si mesmo ou ao próximo» – é como uma muralha em defesa do valor basilar nas relações humanas: o valor da vida. De facto, lido em sentido positivo, exprime que Deus é «amante da vida». Devemos dizer a todos os homens e mulheres da terra: Não desprezeis a vida; a vida própria e a alheia! Tu és uma obra de Deus! Só Deus é o Senhor da vida, desde o início até ao seu termo natural. Ninguém, em nenhuma circunstância, pode reivindicar para si o direito de destruir diretamente um ser humano inocente. Ninguém meça a vida segundo os enganos deste mundo; chega-se a consentir legalmente a supressão da vida humana no ventre materno em nome da salvaguarda de outros direitos! Mas, como pode ser terapêutico, civil ou simplesmente humano um ato que suprime a vida inocente e indefesa no seu desabrochar? Aquele ou aquela que se apresenta como um problema, na realidade é um dom de Deus que me pode tirar fora do egocentrismo e fazer-me crescer no amor. A vida vulnerável indica-nos a via de saída, o caminho para nos salvarmos duma existência fechada em nós próprios e descobrirmos a alegria do amor. O segredo da vida é-nos desvendado pelo modo como a tratou o Filho de Deus: Ele fez-Se homem indo até ao ponto de assumir, na cruz, a rejeição, a fraqueza, a pobreza e a sofrimento. Em cada criança doente, em cada idoso fragilizado, em cada migrante desesperado, em cada vida frágil e ameaçada, está Cristo procurando o nosso coração para nos revelar a alegria do amor. A única medida autêntica da vida é o amor, o amor com que Deus a ama. Não se pode desprezar o que Deus tanto amou!

Il segreto della sua serenità e fiducia si trovava in questa certezza: «Nulla è impossibile a Dio». Scenda dunque su di voi e sulle vostre famiglie la Benedizione del Signore.

Melissa Crouch (University of New South Wales Law School) has published "The Prerogative Writs as Constitutional Transfer" in the Oxford Journal of Legal Studies (7 Sept. 2018). Here is the abstract:
The courts are often a key site in the struggle for the protection and enforcement of constitutional rights and accountability. In this article, I draw attention to an important avenue for both the historical and contemporary study of comparative administrative law: the incorporation of the prerogative writs into written constitutions. I offer a global genealogy of the writs as a colonial common law transfer that took on a new life in written constitutions across former British colonies, particularly across South Asia, including India, Pakistan, Bangladesh, Sri Lanka and Myanmar, as well as parts of Africa, the Pacific and the Caribbean. I illustrate the history, development and variations of this model, transforming from the common law remedies of England to a constitutional means of protecting rights. Through the case of Myanmar, I demonstrate the history of transnational constitutional borrowing and innovation in former British colonies. The importance of the writs lies in their symbolic status as a constitutional remedy and, despite present limitations, comparative experience offers future scope for judicial activism in Myanmar.

சிலோன் இராணுவம் எனும் பெயரில் 1949 ஆம் ஆண்டு ஆரம்பிக்கப்பட்ட இலங்கை இராணுவம் இன்று (10) தனது 69 ஆவது ஆண்டு பூர்த்தி விழாவை பனாகொடையில் கொண்டாடுகின்றது.

Then what about the descendants from King Rawana and other Naga and Raksha tribes who ruled this Island during Lord Buddha’s visits to the Island? Was Kuweni a monkey weaving cotton?” In reply permit me to quote the following passage from my previous article in which I accepted Wigneswaran’s challenge to a debate. I said: “In any case, Justice Wigneswaran is not revealing an astounding or unknown historical fact in saying that “(t)he Dravidians (meaning Tamils) lived in Sri Lanka before the Birth of the Buddha.” Even the Mahavamsa, which the Saivite Jaffna Vellalas deride, concede that the Nagas, Yakkas, and the Kuvenis clans “lived in Sri Lanka before the Birth of Buddha”. This was written to highlight that we have been a multi-ethnic society from pre-Buddhistic times and not descendants of one single tribe or clan. Mahavamsa also states that (1) Kuveni interacted with Vijaya / Indo-Aryans and (2) Buddha settled a dispute between rival clans. All of which confirms that Sri Lanka was a multi-ethnic society long before Vijaya / Indo-Aryans came. In other words, I am not guilty of making a statement which claims that “we are descendants of Vijaya and the clan”. Besides, I have no proof to assert that we are descendants of “Vijaya and the clan” alone. If a DNA test is done I believe that the results would prove that we are descendants of many clans and tribes, including the Tamils and Vijaya / Indo-Aryan clan. HLDM

Tamils, for all your great history show us even a toilet of great antiquity that can be related to your great history. The fact of the matter is there is none other than Kovils or places of worship, hastilly constructed affairs for temporary habitation only and none comparable to what the Sinhalese have done.

Ruhunu, Maya and Pihiti were not federal units. They were governed by relatives. A close equal would be each of the Rajapaksa brothers governing those 3 counties. That is not federalism! There is no evidence of any Jaffna Kingdom in independent Sri Lanka. The only time there was a separate kingdom in the Jaffna peninsula (only) was when the rest of the maritime areas were subjugated by the Portuguese. That was hardly the norm in ancient Sri Lanka. Jaffna peninsular was part of the Karnataka Vijayanagar kingdom from 14th century to 15th century. That was not a Tamil kindgdom! There were no Tamil speaking Muslims in the east until King Senerath resettled them in the east to save them from genocide by the Portuguese. Inferiority complex syndrome affecting Tamil Nadu language speakers (who unfortunately have no nation of their own) is the reason for this. "No country without Tamils but no country of Tamils". Their desperation to have a nation (and a history for it) is understandable. But they cannot take it from Sri Lanka unless another May 2009 is desired.

Tamil Nadu language is a Dravidian language. Only 4 Dravidian languages exist in the world and in South Asia. They are all focused in South India. Almost all other languages in South Asia are Aryan. Sinhala is not an exception. Overall over 85% of the population in South Asia and Afghanistan and Iran together speak an Aryan language. Only less than 15% speak a Dravidian language. Sinhalese are the norm in the region, Tamilians are the exception. It is a fact that Sinhalas lived in the island long before Viyaja (543BC). Even if we take documented 543BC as the start, the oldest Tamil kingdom of Sangam era started 300 years later! Claiming Sinhalese were Tamilians is ridiculous. An excellent write-up. Thank you, Mr Mahindapala. But, Hiranthe has a point. I am sure, however, you will not take issue with him if you treat the following facts seriously enough, of which you are already undoubtedly aware of, because you are well read about this subject. The historical truth that the history of the Sinhalese is much older than the history covered by the Mahavamsa has already been revealed by archaeologist Raj Somadeva, among others. He is completely independent of the influence of the general run of colonial clones that we had for historians and archaeologists, like in other fields of study, in the past. (But in the same breath it must be remembered that not all of them were ‘colonial clones’.) He has a great inspired young following, too. This is paralleled in the arts. Raj Somadeva has responded to Wigneswaran, though the latter is not worthy of his attention. The reaction of the new generation of Sinhalese to the false ‘Tamil homeland in Sri Lanka’ claim is quite strong as can be judged from social media interactions among them regarding the subject. The Sinhalese are not migrants. They are as indigenous to Sinhalay/Seylan/Ceylon/Sri Lanka as the Veddas. Somadeva has also proved that Buddhism was already in the country at the time of the arrival of Mahinda Thera. Mahinda’s coming was probably a diplomatic imperial intervention by emperor Asoka. It is also now known that Mahinda preached in the language of the Sinhalese, that is Sinhala. The Mahavamsa is our unique treasured history book, and it must be cherished as such. But there is more to be discovered about our true beginnings in the island using modern scientific methods, the way that Somadeva is doing. The new facts revealed point towards an ancestry that is much greater than the Aryan history celebrated in the Mahavama. The foolish Tamil claim that Sinhala derived from Tamil is a bloody lie. This is obvious to even an ordinary Sinhalese speaker. Just look at the sound systems of the two languages. They are like chalk and cheese. Then the grammar element. The grammars are very different to each other. It is normal for human languages to borrow vocabulary items from each other. Besides, Sinhala and Tamil languages use many similar looking words that derive from a common source, which is Sanskrit.

At least 9 people have died and around 5,000 displaced in Sri Lanka after a period of heavy rain and storms which have caused flooding, landslides and wind damage. According to Sri Lanka's Disaster Management Centre (DMC), 4 people have died in floods in the district of Kalutara, 2 in Galle and 2 in Rathnapura. One person died after strong winds downed trees in Kegalle district. DMC said that a total of 5,834 people from 1,318 families are currently displaced and staying in 21 temporary relocation centers in the districts of Colombo (5,654 people), Kalutara (58) and Nuwara Eliya (122). Around 1,700 homes and buildings have been severely damaged, with around 35 totally destroyed.

[India], Oct 10 (ANI): UAE based by Secure Cam IT Solutions has announced the launch of their major campaign to equip more than 1.5 million buildings worldwide with security camera solutions.

The first phase of the campaign by Secure Cam IT Solutions will be rolled out across 13 countries, starting with India and the UAE.

In India, the campaign will begin with Delhi, Mumbai, Bengaluru, Chennai, Kochi and Thiruvananthapuram. While the key focus of the campaign will initially be on major metro cities, cities from the states of Kerala and Goa will also benefit from it.

Secure Cam IT Solutions has already partnered with companies in India to execute the campaign. The company plans to enter India by the end of 2018.

"We aim to focus on the metros and a few other cities. Our idea is to secure at least one city in every country by the end of 2025. We plan to install a maximum of 10,000 cameras in each city. The total cost of the project is estimated at around USD 1.5 billion," said Rijoy Thomas, Chairman and CEO of the Abu Dhabi-based Secure Cam IT Solutions.

"Everyone has the right to safety and we are committed to protecting you. 'Secure Our City' aims to fulfill our dream of a safe, secure and protected world for everyone," added Rijoy.

Secure Cam has launched an online portal where users from across the world can login and register their request for a free camera to be installed in their buildings, provided it is not already connected with a CCTV system.

"We want to ensure that the facility is provided to a building that has not yet been secured," said Emil Jose, Chief Operating Officer, Secure Cam.

"We have already established partnerships with local agents and representatives for phase one of the project along with an inventory ready and prepped for installation," he added.

The countries short-listed for installation for phase one includes the UAE, Saudi Arabia, Egypt, Sri Lanka, Pakistan, Bangladesh, The Philippines, Malaysia, Indonesia, Russia, Holland and Australia in addition to India. The second phase will focus on installations across other countries in the MENA region.

"We are encouraging government participation and hope to work jointly with local officials to further the cause for residents' safety. We want to emphasise that Secure Cam is providing the security service completely free of cost," said Ahmed Sarour Al Marar, Business Partner at Secure Cam.

The system will be allotted a two-year warranty period for hardware, and the company will provide a service contract for one year. (ANI)

Pakistan, following in the footsteps of Malaysia and Myanmar, is the latest country to balk at the China and infrastructure focus of Beijing’s Belt and Road-related investments.

Preparing for his first visit to China as Pakistan’s prime minister, Imran Khan is insisting that the focus of the China Pakistan Economic Corridor (CPEC), a US$60 billion plus crown jewel of the Belt and Road, shift from infrastructure to agriculture, job creation and foreign investment.

“Earlier, the CPEC was only aimed at construction of motorways and highways, but now the prime  minister decided that it will be used to support the agriculture sector, create more jobs and attract other foreign countries like Saudi Arabia to invest in the country,” said information minister Fawad Chaudhry.

Mr. Khan’s determination to ensure that more benefits accrue to Pakistan from Chinese investment comes at a time that various Asian and African countries worry that Belt and Road-related investments in infrastructure risk trapping them in debt and forcing them to surrender control of critical national infrastructure, and in some cases media assets.

Preceding Mr. Khan’s move, protests against the forced resettlement of eight Nepali villages persuaded CWE Investment Corporation, a subsidiary of China Three Gorges, to consider pulling out of a 750MW hydropower project.

Malaysia has suspended or cancelled US$26 billion in Chinese-funded projects while Myanmar is negotiating a significant scaling back of a Chinese-funded port project on the Bay of Bengal from one that would cost US$ 7.3 billion to a more modest development that would cost US$1.3 billion in a bid to avoid shouldering an unsustainable debt.

Fears of a debt trap started late last year when unsustainable debt forced Sri Lanka to hand China an 80% stake in Hambantota port.

Mr. Khan’s move takes on added significance given that Pakistan appears to have decided to ask the International Monetary Fund (IMF) to help it avert a financial crisis with a loan of up to US$12 billion and discussions with Saudi Arabia that could produce up to US$10 billion in investmentsthat would be separate but associated with CPEC.

Pakistani finance minister Asad Umar is expected later this week to initiate discussions with the IMF during the fund’s annual meeting in Bali. The decision was taken after Saudi Arabia refused to delay Pakistani payments for oil imports, opting instead to build a refinery and strategic oil reserve in the CPEC port of Gwadar.

Pakistani officials see investment by Saudi Arabia as one possible way of facilitating a Pakistani request to the IMF for help. They hope that even an informal association with CPEC of Saudi Arabia, one of the United States’ closest allies in the greater Middle East, may alleviate Washington’s concern that IMF money could be used to repay Chinese debt.

Yet, even that is unlikely to prevent the IMF, backed by the United States, from demanding that the veil of secrecy be lifted that shrouds the commercial and financial terms of many CPEC-related, Chinese-funded projects, as a pre-condition for assistance from the fund.

Apparently concerned about Pakistan’s intentions, China’s deputy chief of mission in Islamabad, Lijian Zhao, insisted in an interview as well as a series of tweets that China welcomed Saudi investment and “always supported & stood behind @ Pakistan, helping #develop it’s #infrastructure& raise #living standards while creating #job.”

Mr. Lijian’s comments followed a statement last month by Chinese foreign minister Wang Ji after talks with Mr. Khan in Islamabad that appeared to indicate that China, while acknowledging Pakistani demands, would not address them immediately. Mr. Wang suggested that CPEC would only “gradually shift to industrial cooperation."

Indications suggest further that China may be looking to Pakistan’s military to shave off the rough ends of the government’s determination to effectively renegotiate CPEC.

Pakistan’s army chief General Qamar Javed Bajwa visited Beijing in August days after commerce minister Abdul Razak Dawood suggested that the government may suspend CPEC projects for a year.

Making his comments shortly after Mr. Wang’s departure from Islamabad, Mr. Dawood also asserted that the previous government had negotiated terms that were favourable to China rather than Pakistan.

China this week, in a move likely designed as much to strengthen Pakistani counter-terrorism capabilities as a gesture towards the country’s politically influential armed forces, made Pakistan the second country after Saudi Arabia to receive killer drones and the associated technology.

The US has refused to sell its more advanced killer drones to either Saudi Arabia or Pakistan.

The Khan government’s desire to refocus CPEC tackles key issues raised by critics of the project that potentially could impact China’s plan to pacify its troubled north-western province of Xinjiang through a combination of economic development and brutal repression and re-education of its Turkic Muslim population.

The initial plan for CPEC appeared to position Pakistan as a raw materials supplier for China, an export market for Chinese products and labour, and an experimental ground for the export of the surveillance state China is rolling out in Xinjiang.

The plan envisioned Chinese state-owned companies leasing thousands of hectares of agricultural land to set up “demonstration projects” in areas ranging from seed varieties to irrigation technology. Chinese agricultural companies would be offered “free capital and loans” from various Chinese ministries as well as the China Development Bank.

The plan envisaged the Xinjiang Production and Construction Corps introducing mechanization as well as new technologies in Pakistani livestock breeding, development of hybrid varieties, and precision irrigation. Pakistan effectively would become a raw materials supplier rather than an added-value producer, a prerequisite for a sustainable textiles industry.

The plan saw the Pakistani textile sector as a supplier of materials such as yarn and coarse cloth to textile manufacturers in Xinjiang. “China can make the most of the Pakistani market in cheap raw materials to develop the textiles & garments industry and help soak up surplus labour forces in (Xinjiang’s) Kashgar,” the plan said. Chinese companies would be offered preferential treatment with regard to “land, tax, logistics and services” as well as “enterprise income tax, tariff reduction and exemption and sales tax rate” incentives.

For Mr. Khan to ensure that Pakistani agriculture benefits, the very concept of Chinese investment in Pakistani agriculture would have to renegotiated.

Similarly, Mr. Khan has yet to express an opinion on the plan’s incorporation of a full system of monitoring and surveillance that would be built in Pakistani cities to ensure law and order. The system would involve deployment of explosive detectors and scanners to “cover major roads, case-prone areas and crowded places…in urban areas to conduct real-time monitoring and 24-hour video recording.”

The surveillance aspect of the plan that identifies Pakistani politics, such as competing parties, religion, tribes, terrorists, and Western intervention” as well as security as the greatest risk to CPEC could, if unaddressed, transform Pakistani society in ways that go far beyond economic and infrastructure development.

Eoin Morgan is confident England’s tour to Sri Lanka during the monsoon season can still produce worthwhile cricket after the one-day series opener in Dambulla was abandoned due to a sodden outfield and with just 60 minutes of action having taken place.

The day-night fixture had begun on time in sunshine and the tourists moved to 92 for two from 15 overs after being inserted. But four hours of heavy rain left sections of the Rangiri Stadium’s playing surface soaked and deemed dangerous by the umpires following what appeared an impressive clear-up job by the 60-strong groundstaff.

i. On the occasion of 86th anniversary, the Indian Air Force has launched an innovative mobile health App named ‘MedWatch’
ii. The app is conceived by the doctors of IAF and developed in-house by Directorate of Information Technology (DIT) with ZERO financial outlay. ‘MedWatch’ is the first mobile health app in the three Armed Services and was launched by Air Chief Marshal BS Dhanoa. 


3. Nitin Gadkari Laid Foundation Stone For Rs1,224 crore Highway projects in UP 

i. Union Minister Nitin Gadkari laid the foundation stone for Rs 1,224 crore highway projects in Uttar Pradesh. Besides, the highway projects, Gadkari also laid the foundation stone for the development of National Waterway 40 (river Ghaghra). 
ii. This project undertakes development work of 354 km stretch of Ghagra river under the Sagarmala Programme of Ministry of Shipping. The projects include widening and improvement of Ramjanaki Marg (NH-227A) from Ayodhya Cantt to Rampur (55 km) at a cost of Rs 315 crore, and 35 km from Rampur to Sikriganj at a cost of Rs 250 crore.

4. J P Nadda Inaugurates 2nd World Conference On Access To Medical Products

5. Government Reconstitutes Top Court-Powered Pollution Control Panel 

i. The Centre has reconstituted Supreme Court-empowered Environment Pollution (Prevention and Control) Authority or the EPCA, which is tasked with taking various measures to tackle air pollution in the National Capital Region. Former secretary Bhure Lal continues to be the chairman, while the Centre for Science and Environment (CSE) DG Sunita Narain is one of the members. 
ii. The other members of the 20-member re-constituted authority include Ajay Mathur, who is the Director General of The Energy Research Institute (TERI), Arunabha Ghosh, the Chief Executive Officer of the Centre for Energy Environment and Water, Navroz K. Dubash, the Senior Fellow for the Centre for Policy Research. 


6. UNICEF, NASSCOM Sign MoU To Strengthen Child Rights 

i. UNICEF and NASSCOM Foundation have signed an agreement to strengthen child rights through "meaningful business interventions.
ii. With this Memorandum of Understanding (MoU), the two organisations will work collaboratively on two key areas including national sensitisation on child online protection and encouraging innovations for child rights' in the country.

              14. Youth Olympic Games 2018: Manu Bhaker, 1st Indian woman To Win Gold at YOG

              i. Sixteen-year-old shooter Manu Bhaker has become the first-ever Indian woman to win gold at Youth Olympics. 
              ii. Bhaker achieved the feat after winning the women's 10m Air Pistol event with a score of 236.5 at 2018 Youth Olympic Games in Argentina's Buenos Aires.

                England, the world’s top-ranked one day international cricket side per the ICC rankings, play their first match since taking two of three from visiting India in July, when they travel to Sri Lanka to face a struggling team coming off a disastrous Asia Cup tournament, in a 50-over day-night match that will live stream on Wednesday from Dambulla.

                Sri Lanka barely showed up to the Asia Cup competition, bowing out with two quick losses at the group stage before eventual champion India had even played a single game, as Indian Express reported.

                But England have not played abroad since March, other than a single match in Scotland, when they took a five-match ODI series in New Zealand, 3-2, as the BBC reported. But the Three Lions have not won a one-day match in Dambulla, site of the opening match, in four years.

                Recently released HSBC report titled "The World in 2030" says that "five Asian economies will be among the world’s six fastest-growing economies – Bangladesh, India, Philippines, Pakistan and Vietnam". HSBC ranks Pakistan at number 4 in terms of GDP growth till 2030 and expects Pakistan to rise from the world's 40th biggest economy in 2018 in nominal terms to the world's 30th largest economy by 2030. Pakistan economy does face some short-term headwinds because of its balance of payments crisis requiring an IMF bailout. However, longer term prospects for growth look good.

                American business publication Wall Street Journal has produced a short video explaining how its staff sees what it describes as "US-China conflict brewing in Pakistan". What is at stake in the battle between China and the United States in Pakistan is the prize of global superpower status.  Whoever wins in Pakistan will become the number one global superpower, says the Wall Street Journal.

                The HSBC report authors look at 75 economies in developing, emerging and frontier markets to make long-term projections of their growth potential and changes in global rankings. They conclude that emerging economies will account for roughly 50 per cent of global GDP by 2030 – a "seismic shift from half of that in 2000".

                The report forecasts that Asia will continue to be the biggest driver of global economic growth and highlights that "China will be the world’s largest economy in 2030, overtaking the US, while India - currently the seventh biggest - will be third, pushing Germany and Japan down a position".

                An earlier 2017 report by Harvard University's Kennedy School's Center for International Development (CID) at Harvard University forecast Pakistan's annual GDP growth to average 5.97% over the next 8 years, ranking it as the world's 6th fastest growing economy.

                The Harvard growth projections are a bit more optimistic that other short, medium and long-term GDP growth forecasts for Pakistan offered by HSBC's 5% through 2050,   IMF's 5.5% till 2020, World Bank's 5.8% until 2019 and  The Economist EIU's 5.7% in 2017

                Among the top 10 fastest growing economies, the CID projects Uganda to grow the fastest at 7.73%, followed by India 7.72%, Tanzania 6.66%, Senegal 6.49%, Madagascar 6.07%, Kenya 5.98%, Pakistan 5.97%, Indonesia 5.82%, Mali 5.75%, Turkey 5.64% and Philippines 5.43%.

                Among Pakistan's other neighbors,  Harvard Kennedy School forecast China to grow at 4.41%, Sri Lanka at 3.77% and Bangladesh at 2.82%.

                Pakistan economy does face some short-term headwinds because of its balance of payments crisis requiring an IMF bailout. However, longer term prospects for growth look good. Improved security situation and rising investments, particularly the China Pakistan Economic Corridor or CPEC-related investments led by China, are helping accelerate the economic growth in the country.  It is the fear of CPEC's success that appears to be driving a growing campaign of fear, uncertainty and doubt (FUD) waged by Pakistan's detractors in South Asia region and around the world.  American business publication Wall Street Journal has produced a short video explaining how its staff sees what it describes as "US-China conflict brewing in Pakistan".
