          La Diputación refuerza su apuesta por el cicloturismo en espacios naturales con el proyecto Eco-Cicle      Cache   Translate Page      

El ciclista Perico Delgado apadrina en Huelva la conferencia inaugural de esta iniciativa europea en la que participan como socios la institución provincial y la Junta de Andalucía

El Salón de Plenos de la institución provincial ha acogido durante toda la mañana la conferencia inaugural del proyecto Eco-Cicle, una iniciativa europea aprobada en la tercera convocatoria de Interreg Europe, que centra su principal objetivo en la promoción del cicloturismo en espacios naturales a través de la creación de una red que logre unir todas la regiones de Europa. La Diputación de Huelva, socio impulsor del proyecto y jefe de fila, comparte trabajo y esfuerzo con seis socios más, entre ellos la Consejería de Medio Ambiente y Ordenación del Territorio de la Junta de Andalucía y la Federación Europea de Ciclistas (ECF) de Bélgica, institución organizadora desde 1997 de la red EuroVelo, referente del cicloturismo a escala europea.

El presidente de la Diputación de Huelva, Ignacio Caraballo; el consejero de Medio Ambiente y Ordenación del Territorio, José Fiscal, y el ciclista y ganador del Tour y de la Vuelta, Perico Delgado, han sido los encargados de inaugurar esta conferencia internacional a la que han asistido diferentes representantes de los socios del proyecto. Caraballo ha señalado la importancia de que “este espacio se convierta hoy en un foro de debate y puesta en común de las principales actuaciones que se están desarrollando entre los socios con el fin de crear una Red europea de cicloturismo que logre unir todas las regiones de Europa, así como las acciones realizadas para mejorar el conocimiento de las oportunidades que ofrece el sector del turismo en bicicleta”.

Como ha resaltado el presidente de la institución provincial, “el cicloturismo se ha convertido en una de las prioridades estratégicas en Europa, prioridad que ya ha sido contemplada en el Plan Estratégico de la Provincia de Huelva, que incluye en su línea 83 un Plan provincial de puesta en valor turístico de la red de senderos y rutas de cicloturismo”. Para nosotros “es esencial mantener nuestro patrimonio, conservar un territorio privilegiado, que cuenta con un tercio de su superficie protegida. La riqueza de esta provincia en recursos naturales, en distintos paisajes y entornos a lo largo de todo el territorio, unido a la riqueza cultural y antropológica de sus rincones y pueblos en todas las comarcas, lo convierten en una nueva vía para desarrollar un turismo sostenible y de calidad como este, que rompa la estacionalidad y que implique a todos los agentes del territorio”.

Caraballo ha recordado la creciente afición que existe en nuestra provincia por el ciclismo, de hecho en este año “se han celebrado más de 50 pruebas con más de 7.500 participantes, entre ellas la ‘Huelva Extrema’”. Una provincia “que cuenta ya con distintas rutas naturales y que contemplamos la creación de 7 nuevas vías verdes y de una futura ‘Vuelta a Huelva’, además de la posibilidad de que la Vuelta Ciclista a España organice una de sus etapas aquí; de hecho, hemos creado en el Área de Deportes un mini departamento de ciclismo con el que pretendemos englobar y unificar en un mismo paraguas todas estas pruebas”, ha indicado el presidente.

José Fiscal, por su parte, ha destacado que el fomento del cicloturismo es uno de principales objetivos de la Consejería de Medio Ambiente y Ordenación del Territorio en materia de movilidad. Ha recalcado que el Gobierno andaluz está muy interesado en este tipo de acciones, ya que es una excelente manera de difundir el patrimonio natural y protegerlo. Entre las últimas actuaciones en este ámbito en la provincia, por ejemplo, ha destacado el proyecto para conectar la ciudad de Huelva con el nacimiento del río Tinto, en la que trabajan tanto la Diputación como la Junta de Andalucía.

Asimismo, Fiscal ha adelantado que la Consejería trabaja también en la prolongación del carril bici que conecta el sector central de la costa con la capital desde el Puente Sifón a la Playa de la Bota. De ahí se realizarán ramales al oeste para llegar a Punta Umbría y al este hasta El Portil, así como en el proyecto de ampliación hacia El Rompido. Por otro lado, también se ha referido proyecto previsto del Carril de acceso al Centro de Calatilla, en el Paraje Natural Marismas del Odiel, que nacerá en el Caño de Aljaraque y persigue la conexión de los municipios con el espacio natural. El objetivo del Gobierno andaluz, con el impulso de este tipo de actuaciones, es integrar al visitante en el entorno, promoviendo la conservación de los espacios naturales. Asimismo, se persigue mejorar la oferta recreativa de estas provincias, incrementar las infraestructuras vinculadas a la protección y al uso sostenible de los espacios naturales y su biodiversidad; promover un uso ordenado del medio natural gestionado bajo criterios de mínimo impacto negativo, etc.

Para el ciclista Perico Delgado, que ha felicitado a las administraciones implicadas en el proyecto, lo más importante es “invitar a la gente a hacer deporte, a un ritmo tranquilo, disfrutando de las rutas que ya existen y las que se crearán, impulsando y activando un tipo de turismo interior de ‘alforja’, pausado, que disfrute de un entorno privilegiado”. Para atraer este tipo de ciclismo “es necesario contar con unas vías y recorridos que te ofrezcan seguridad, que sean confortables, y además involucrar a todos los servicios complementarios, como hoteles, restaurantes, o agencias de viajes, como sucede en Mallorca o en la Comunidad Valenciana, que están muy enfocados al cicloturismo”. Como ha recordado el corredor, “la gente necesita afrontar retos, límites y vivir una experiencia única, y el cicloturismo te permite conocer un sitio, sus encantos, sus paisajes, de manera cómoda y accesible para todo el mundo, poder disfrutar del entorno cultura, gastronómico y hacer vida sana”.

Para Delgado “la ‘culpa’ de este auge del ciclismo indiscutiblemente la tienen las carreras ciclistas, un deporte de alta competición en el que se mezcla el aspecto deportivo, el esfuerzo, la lucha, las caídas, intercalado con impactantes imágenes de paisajes naturales que en definitiva venden la marca España, como por ejemplo la subida de los Lagos, en Covadonga, que se dio a conocer en la Vuelta a España de 1983”.

El ganador del Tour y de la Vuelta ha participado en la Conferencia inaugural de Eco-Cicle invitado a través del proyecto Uaditurs II. Recordar que Uaditurs II nace de un partenariado con una larga trayectoria en proyectos de cooperación transfronteriza y con un objetivo común: impulsar el turismo sostenible en el bajo Guadiana de manera que permita comunicar y poner en valor el patrimonio medio ambiental y cultural de esa ribera. Este proyecto, que continúa la labor de su antecesor, Uaditurs, está financiado al 75% por el Fondo Europeo de Desarrollo Regional (FEDER) y enmarcado en la primera convocatoria de proyectos Interreg V-A y del Programa Operativo de Cooperación Transfronteriza España-Portugal.

Eco-Cicle

El presupuesto global del proyecto asciende a 1.353.495 euros de los que Interreg Europe aporta 1.117.914,15 euros. La Diputación de Huelva cuenta con un presupuesto de 312.470 euros de los que el programa aporta 265.599,50 euros y la institución provincial  46.870,50 euros. La duración del proyecto se estima en cuatro años, repartidos en dos fases con una duración cada una de ellas de dos años. La primera está centrada en el proceso de aprendizaje interregional y se dedicará al intercambio de experiencias entre los socios del proyecto. La segunda fase consiste en la puesta en marcha en cada región de un plan de acción en el marco de las políticas de promoción del turismo ciclista en áreas naturales.

Siete son los socios que componen el proyecto, incluida la Diputación de Huelva como jefe de fila y promotora. Concretamente son: Kujawsko – Pomorskie Voivodeship (Polonia); Aufbawerk Región Leipzig GmbH (Alemania); RDA of Northern Primorska Ltd Nova Gorica (Eslovenia); Región de Basilicata (Italia);   Junta de Andalucía - Consejería de Medio Ambiente y Ordenación del Territorio; y European Cyclists Federation ECF (Bélgica).

Esta novedad llamada 'El Reto' (sábado 13), se suma a la celebración el domingo 14 del resto de modalidades, incluyendo la I Copa de Canarias en Aguas Abiertas, que se celebra por primera vez en este evento

La Oliva, a 9 de octubre de 2018. La Travesía a Nado Isla de Lobos - Isla de Fuerteventura celebra su vigésimo aniversario a lo grande, con el récord de inscripción que suponen los 300 participantes, y con novedosas e interesantes modalidades que han despertado una gran expectación entre el público y los inscritos, entre ellos campeonas de Europa como Arancha Aranega y Rebeca Santos, o el 16 veces medallista paralímpico Xavi Torres.

Este sábado día 13 de octubre se celebra por primera vez El Reto, en que 25 intrépidos nadadores y nadadoras darán la vuelta a nado a la Isla de Lobos, recorriendo la sorprendente distancia de 18 kilómetros de travesía, con salida y llegada desde Corralejo.

El domingo día 14 se celebrarán el resto de modalidades, incluyendo otra interesante novedad en la distancia tradicional de la prueba (3.400 metros entre Lobos y Corralejo), que este año será puntuable para la I Copa Canaria de Aguas Abiertas.

En la mañana de hoy presentaron esta XX Travesía Isla de Lobos - Isla de Fuerteventura el presidente de la Sociedad Deportiva y Cultural Club Deportivo Herbania, Sergio Melián, y en representación del Ayuntamiento de La Oliva, entidad colaboradora, el primer teniente de alcalde y alcalde accidental, Oliver González, y la concejala de Deportes, Gleiber Carreño. Participan también en el evento el Cabildo de Fuerteventura y la Federación Canaria de Natación, además de numerosos patrocinadores.

"Hemos querido celebrar este aniversario con un fin de semana dedicado a disfrutar de la natación en el mar, con El Reto como gran novedad, y una distancia incluso superior a la Travesía de La Bocaina. Tendremos a 25 nadadores y nadadoras en la vuela a la Isla de Lobos, y a otros 90 que puntuarán dentro de la Copa de Canarias, lo que asegura un nivel competitivo muy elevado y, por supuesto, espectáculo".

Oliver González valoró "el indudable impacto a nivel de imagen y de prestigio para el municipio de La Oliva, y especialmente para la localidad turística de Corralejo, que supone la celebración de esta histórica prueba en nuestras aguas".

Gleiber Carreño añadió "el componente de promoción para al deporte en general, y para la natación en particular, que tiene esta travesía. Destacamos la segunda edición de la travesía popular dentro de la Bahía de Corralejo, que abre la puerta a las categorías de base y los aficionados que quieren iniciarse en la natación en aguas abiertas, y así sumarse a mayores distancias en el futuro".

Con su base en la Escuela Náutica de Corralejo, la Travesía Isla de Lobos – Fuerteventura contará una vez más con un amplio dispositivo logístico y de seguridad, con embarcaciones de apoyo, balizas, marcas visuales y avituallamientos.

Nadadores invitados

Las estrellas invitadas a esta vigésima edición de la Travesía serán nadadores de la talla de Xavi Torres, ganador de 5 oros entre un total de 16 medallas en los Juegos Paralímpicos, desde 1992 hasta 2008, y actualmente entrenador nacional y miembro del equipo olímpico español. Torres tomará parte en la distancia de 3.400 metros entre Lobos y Corralejo, una travesía que ya ha completado con anterioridad.

También estarán en El Reto y en la Travesía dos veteranas de renombre como Rebeca Santos, campeona de Europa de aguas abiertas de la categoría de +40 en 3.000 y 5.000 metros, y Arancha Aranega, campeona de Europa +60 de 5.000 metros y cuarta en los 3.000, logros conseguidos por ambas nadadoras en el Campeonato de Europa de Natación Máster celebrado este pasado mes de septiembre en Eslovenia.

Aranega se coronó también como tercera clasificada en el Campeonato del Mundo de 2017, y es, además, la única canaria que ha cruzado a nado el Estrecho de Gibraltar, una gesta que ha logrado en tres ocasiones.

Pero hasta las 23.00 no ha habido un acuerdo entre los 28 ministerios de Medio Ambiente de la UE para recortar las emisiones de CO2 de vehículos nuevos, tanto coches como furgonetas. Al final, la propuesta aprobada ha sido la del 15% para 2025 en relación a 2021 y del 35% para 2030 –también en relación a 2021– incluyendo una cláusula de revisión en 2023 para el 2030 y también los objetivos para 2035 y 2040.  La revisión en 2023 podrá ser al alza o la baja.

Este mismo miércoles comienzan las negociaciones –trílogo– entre Comisión, Consejo y Parlamento para hacer realidad el acuerdo.

Irlanda, Luxemburgo, Suecia, Eslovenia, y Dinamarca han expresado su descontento con el acuerdo final por considerarlo insuficiente.

España llegaba a la reunión de los ministros europeos de Medio Ambiente con la posición de la presidencia austriaca, la intermedia entre Francia y Alemania, entre los más conservadores y los más ambiciosos con el recorte de las emisiones contaminantes. 

Así lo había anunciado la ministra para la Transición Ecológica, Teresa Ribera, a su llegada a Luxemburgo este martes por la mañana, quien tachó de "buena propuesta" la idea de recortar un 35 % las emisiones contaminantes de coches –furgonetas, el 30%– para 2030, como ha planteado Austria, país que preside la UE este semestre, para tratar de cerrar un acuerdo entre los países.

En la reunión, los ministros han logrado cerrar un acuerdo sobre la reducción de las emisiones de gases de efecto invernadero de los coches y furgonetas que los fabricantes coloquen en el mercado a partir de 2030. El Parlamento Europeo había fijado ese recorte en un 40% en 2030, lo que supone un nivel de exigencia muy superior al 30% planteado inicialmente por la Comisión Europea.

El presidente del Gobierno, Pedro Sánchez, convocó el pasado viernes a cuatro de sus ministros para consensuar la posición que defenderá el Gobierno este martes sobre la reducción de emisiones de CO2 de los vehículos, tal y como informó eldiario.es.

El jefe del Ejecutivo almorzó, tras la reunión del Consejo de Ministras, con Teresa Ribera (Transición Ecológica), José Luis Ábalos (Fomento), Nadia Calviño (Economía) y Reyes Maroto (Industria y Comercio), según confirmaron a eldiario.es fuentes de Moncloa.

La reunión impulsada a última hora por el presidente, que obligó a la ministra de Transición Ecológica a plantar a empresarios del sector en una comida que estaba anunciada en su agenda pública, se enmarcaba en el análisis que está haciendo el Gobierno sobre la postura que tiene que defender en la UE. El departamento que dirige Ribera ha mantenido reuniones sectoriales con las comunidades autónomas para abordar este asunto.

En materia de reducción de emisiones, Moncloa tiene pendiente decidir postura en torno al impuesto al diésel que Pedro Sánchez anunció durante una entrevista radiofónica a principios de septiembre. La aplicación de ese gravamen se mantiene paralizada por el momento a la espera de una decisión sobre el tipo de vehículos afectados y las excepciones para profesionales del transportes, la pesca o la agricultura.

Segerstrom Center for the Arts launches its 2018-2019 Chamber Series with the acclaimed Escher String Quartet on November 1, 2018 at 8:00 p.m. in Samueli Theater. Since its founding in 2005, the quartet has quickly garnered the reputation as one of the finest young string ensembles performing today. Their instrumental interplay, which combines technical precision with warmth and vitality, has reaped accolades nationally and abroad, and elicited invitations from Itzhak Perlman and Pinchas Zukerman to be the quartet-in-residence at their respective summer festivals. In a review, The Strad wrote, "...a level of individual technical precision and a collective musical purpose that is endlessly compelling ... Sheer brilliance." PROGRAM NOTES
Mozart: Quartet in F Major, K. 590
Wolfgang Amadeus Mozart's (1756-1791) Quartet in F Major marks the third of the composer's "Prussian" quartets, so named because they were commissioned by the King of Prussia, Friedrich Wilhelm II. The influence of Joseph Haydn can be seen in many of Mozart's works. Here in particular, the quartet's structure follows certain guidelines laid down by Haydn and expanded by Mozart: four movements with contrasting tempi and styles. In the first movement, Mozart creates a charming texture from an interrelated pattern of unison arpeggios and scales, before ending with a witty surprise as the music quietly vanishes. The second movement is reminiscent of siciliana, a dance form which is often pastoral and bittersweet. An unsettled quality comes in the third movement with long oscillating lines shifting harmonically, occasionally to the point of dissonance. The final movement is fun-loving and virtuosic with each instrument given a chance to burst out with a solo.

Britten: Quartet No. 1 in D Major, Op. 25
Benjamin Britten (1913-1976) originally received a commission from American patroness Elizabeth Sprague Coolidge to compose the String Quartet No. 1 in 1941. The finished quartet was first performed in Los Angeles in September of that year, earning the composer the Library of Congress Coolidge Medal for Eminent Services to Chamber Music. This quartet is remarkable for the sound-world Britten creates, the structure of its movements, the way themes reappear in different guises, and for its unexpected key relationships. The unusual sound-world is evident from the first instant of the beginning movement where the two violins and viola-set very high in their range-play a pulsing pattern. The trills and whistling runs of the second movement culminate in a violent end, with the third movement bringing a world of calm. Demanding virtuoso performers, the final movement is relentless, racing to its resounding close on a D-major chord.

Dvo?ák: Quartet in F Major, Op. 96 "American"
In the summer of 1893 Antonín Dvo?ák (1841-1904) took his family to Spillville, Iowa, for a vacation. It was there that he sketched the "American" quartet, a piece that would become the composer's most well-known chamber music composition. In this work, Dvo?ák combines elements of many cultures: Slavonic intonations, music of American Indians and African-Americans. A shimmering halo of sound opens the work and serves as the foundation for the viola's presentation of the folk-like main subject. The second movement, distinguished by the lyrical beauty of its melodic line is both calm and melancholy. The vivacious third movement is built from two contrasting strains of music: one lively and dance-like, the other more lyrical and mysterious. In a spirit of joyous optimism, the finale recalls the main theme.


BIOGRAPHICAL INFORMATION

The Escher String Quartet has received acclaim for its expressive, nuanced performances that combine unusual textural clarity with a rich, blended sound. A former BBC New Generation Artist, the quartet has performed at the BBC Proms at Cadogan Hall and is a regular guest at Wigmore Hall. In its home town of New York, the ensemble serves as Season Artists of The Chamber Music Society of Lincoln Center (CMS), where it has presented the complete Zemlinsky Quartets Cycle as well as being one of five quartets chosen to collaborate in a complete presentation of Beethoven's string quartets. Last season, the quartet toured with CMS to China.

Within months of its inception in 2005, the ensemble came to the attention of key musical figures worldwide. Championed by the Emerson Quartet, the Escher Quartet was invited by both Pinchas Zukerman and Itzhak Perlman to be Quartet-in-Residence at each artist's summer festival: the Young Artists Program at Canada's National Arts Centre and the Perlman Chamber Music Program on Shelter Island, NY. The quartet has since collaborated with artists including David Finckel, Leon Fleischer, Wu Han, Lynn Harrell, Cho Liang Lin, Joshua Bell, Paul Watkins and David Shifrin, as well as jazz saxophonist Joshua Redman, vocalist Kurt Elling, legendary Latin artist Paquito D'Rivera and Grammy Award-winning guitarist Jason Vieaux. In 2013, the quartet became one of the very few chamber ensembles to be awarded the prestigious Avery Fisher Career Grant.

The Escher Quartet has made a distinctive impression throughout Europe, performing at venues such as Amsterdam Concertgebouw, Berlin Konzerthaus, London's Kings Place, Tel Aviv Museum of Art, Slovenian Philharmonic Hall, Auditorium du Louvre and Les Grand Interprètes series in Geneva. With a strong collaborative approach, the group has appeared at festivals such as Heidelberg Spring Festival, Incontri in Terra di Siena Festival, Dublin's Great Music in Irish Houses, Risør Chamber Music Festival in Norway, Hong Kong International Chamber Music Festival and Perth International Arts Festival in Australia.

The current season sees another extensive European tour, including debuts at Musik und Kunstfreunde Heidelberg, de Singel Antwerp, Budapest's kamara.hu festival and Bath Mozarfest. Alongside its growing success in Europe, the Escher Quartet continues to flourish in its home country, performing at Alice Tully Hall in New York, Kennedy Center in Washington DC, Chamber Music San Francisco, and the Ravinia, Caramoor and Music@Menlo festivals.

Currently Quartet-in-Residence at Southern Methodist University in Dallas and Tuesday Musical Association in Akron, the quartet fervently supports the education of young musicians and has given masterclasses at institutions such as the Royal Academy of Music in London and Campos do Jordão Music Festival in Brazil.

In Autumn 2016, the quartet released the third and final volume of the complete Mendelssohn Quartets on the BIS label. The set has been received with the highest critical acclaim; Volume II was listed in the Top 10 CDs of 2016 by The Guardian and hailed for its "sheer finesse" by Gramophone, while Volume III was nominated for a BBC Music Magazine Award. The quartet has also recorded the complete Zemlinsky String Quartets in two volumes, released on the Naxos label in 2013 and 2014 respectively, to accolades including five stars in The Guardian with "Classical CD of the Year", a Recommendation in The Strad, "Recording of the Month" on MusicWeb International and a nomination for a BBC Music Magazine Award.

The Escher Quartet takes its name from the Dutch graphic artist M.C. Escher, inspired by Escher's method of interplay between individual components working together to form a whole.

International Foundation to train doctors to detect donorsMexico, Oct. 9 (Notimex).- The Donation and Transplantation Institute (DTI) will give a course to 60 Mexican doctors in order to improve the techniques of donor detection and procurement of organs, and of that way to increase the transplants that are performed in the country. This international foundation, based in Barcelona, ​​Spain, has trained 14 thousand health professionals from 100 countries, and joins Mexico for the first time in this effort. From October 17 to 21, in Queretaro, the Intermediate Course in Transplant Coordination will be held, aimed at health professionals linked to the intensive care, resuscitation and emergency units where the active screening of potential donors can take place. This activity, which will be carried out with the support of the Stella Vega Foundation and PiSA Farmaceutica in coordination with the National Transplant Centers (Cenatra), which pretends to increase the cadaveric donation of organs in Mexico. I’m camping in Europe at the moment. Pitching my tent at rest stops, in the mountains and inconspicuously behind bushes on private land. I’m camping because there are some day hikes I can’t bear to leave after only a few hours. I want to wake up in the fog and sleep amongst all the creatures that explore the land at night. I’m also doing it to stretch the little money I flew to Europe with.

Each country has its own laws when it comes to wild camping. Here’s a list, but please do your own research if you’re really concerned.

Wild camping is legal in: Sweden, Albania, Armenia, Belarus, Bosnia, Cyprus, Estonia, Finland, Iceland, Kosovo, Latvia, Lithuania, Norway, Russia, Slovakia, Turkey, Ukraine, Scotland

Wild camping is a bit of a grey area in: France, Austria, Bulgaria, Czech, Hungary, Moldova, Netherlands, Romania, Serbia, Switzerland

Wild camping is totally illegal in: Italy, Aldorra, Belgium, Croatia, Germany, Greece, Ireland, Luxembourg, Malta, Poland, Portugal, Slovenia, Spain (they’re really complicated), England, Wales

However, if you’re setting up shop just to rest your head for the night, camping is generally permissible. Pitch at dark and leave in the morning and nobody’s going to bat an eyelid, especially if you’re out of sight. How many times do you drive on a highway or pass a mountain and look for a tent? Worst case scenario: plead ignorance. You’re a tourist.

Here are my packing essentials:

1. A tent

If you’re heading over in summer, you can probably get away with a festival tent, especially if you’ve got some cash in the bank to splurge on accommodation when there’s a stormy night. I use a lightweight two-person Vango Bravo 200, because I need something I can carry on my back with the rest of my stuff that can also accommodate a mate, should I meet one on my journey.

If you’re wild camping, especially in places where wild camping is considered illegal or a grey area, maybe invest in something a little more inconspicuous than the blue one I’ve gone for. You can spot that baby from a mile away.

          World's Most Powerful Passport Revealed As Countries' Global Rankings Shift      Cache   Translate Page      
Japan passport holders will find it easier than ever to travel the world, as their travel documents have just moved up in the global Henley Passport Index to take the top spot.

The Henley Passport Index is a ranking of all of the passports in the world based on the number of countries their holders can travel to visa-free.

Until now Japan had been sharing joint first place with Singapore, which gained visa-free access to Uzbekistan earlier this year bringing its total to 189 countries.

However, earlier this month Japan gained visa-free access to Myanmar bringing its total to 190 - once again taking it to the top spot.


It's still a milestone for both Japan and Singapore, as 2018 is the first year in the index's 13-year history that either of them has had the most powerful passport in the world.
Both are way ahead of the UK and US which share fifth place with Portugal, the Netherlands, Austria and Luxembourg - but it's worth noting that the top four spots are shared by 10 countries.

Experts had previously revealed that the UK ranking is unlikely to increase until there is certainty regarding Brexit.

Liputan6.com, Jakarta Atlet para tenis meja asal Indonesia di Asian Para Games 2018, David Jacobs (41) berhasil menyabet emas usai mengalahkan lawan asal Cina, Lian Hao. Pertarungan pada Selasa (9/10/2018) pun berlangsung seru yang dimenangkan David.

Dengan medali emas di tangan, David sudah memiliki rencana bakal mengalokasikan bonus senilai Rp1,5 miliar untuk berbagai kebutuhan. Rencananya, akan digunakan untuk kebutuhan pribadi dan sebagian untuk korban bencana gempa dan tsunami.

"Bonus yang pasti saya akan gunakan untuk kebutuhan saya untuk membantu keluarga dan rencananya untuk membantu korban bencana alam di Palu dan Donggala," kata David usai berlaga di Ecovention Ancol, Jakarta.

Usai Asian Para Games 2018 ini, David rencananya akan terbang ke Slovenia untuk mengikuti kejuaraan dunia para tenis meja. Selanjutnya, ia juga berjuang untuk lolos kualifikasi di Paralympic Tokyo 2020 seperti dilansir laman resmi Kemenpora, ditulis Rabu (10/10/2018).

Ha costado muchos días de complejas negociaciones en Luxemburgo, pero finalmente los 28 países europeos se han puesto de acuerdo para determinar cuánto contaminarán los coches en unos años. Han acordado que para 2030 los fabricantes de vehículos y furgonetas deberán reducir las emisiones de dióxido de carbono (CO₂) de sus productos en un 35 %, pero antes, en 2025, ya deberán haberlas reducido un 15 %.

Una cifra que deberá ser respaldada por la Comisión Europa (CE), que pide límites más laxos y por el Parlamento Europeo, que pide objetivos más ambiciosos.

España por su parte no ha querido tensar más cuerda y se ha alineado en objetivos intermedios, y finalmente acordados, del 35 % que está, no obstante, lejos del 40 % que propuso en Parlamento Europeo hace dos días.

Se trata sin embargo de un acuerdo cerrado pero que debe ser negociado con el Parlamento Europeo y la Comisión Europea, ambos como acabamos de ver con intereses distintos.

Todo gira en torno a un preocupante y reciente informe científico de la ONU que advierte que debemos tomar medidas para evitar que la temperatura global aumente más de 1,5 grados a mitad de siglo: un solo grado de calor adicional podría marcar una diferencia en la vida o la muerte en las próximas décadas para multitudes de personas y ecosistemas, advierte.

A controversy has broken out in Slovenia regarding the allocation of frequencies for testing 5G technology. Former Minister of Public Administration Boris Koprivnikar is resigning his position as Executive Director of Business Transformation at local industrial group BTC following press allegations that he had influenced the award of 5G trial frequencies. While Mr Koprivnikar denies any wrongdoing and BTC has said it will return its trial permits, local regulator the Agency for Communications Networks & Services (Agencija za komunikacijska omrezja in storitve, AKOS) is to carry out an extraordinary external review of the frequency allocation procedure. In a statement, AKOS clarified that BTC had been awarded trial spectrum in the 700MHz and 3.6GHz bands, but said that all awards had been processed in accordance with regulations. Other recipients of 5G test permits include AMZS, Elektro Gorenjska, Internet Institute and Telekom Slovenije.

Introduction

Medium, small and micro enterprises (MSMEs) operate on tight margins and need immediate settlement of invoices to avoid shortage of working capital. However, due to the poor bargaining capacity of MSMEs, their working capital often remains blocked in receivables as they work on an unfavourable credit cycle for goods and services supplied to corporate buyers. This problem is exacerbated due to the existence of a huge funding gap for MSMEs. In order to bridge the gap between invoice date and its due date, invoice discounting emerged as a financing solution for entities which are unable to access funding options such as short term credit and working capital loans. Under invoice discounting, the seller, instead of waiting for the payment to be made by the buyer, gets a certain percentage of the invoice amount from the financier in advance. The seller pays a fee to the financier for this discounting service. Once the invoice amount is received by the seller from the buyer, it repays the amount to the financier.

However, adoption of invoice discounting as a financing mechanism in India has not been as expected. This may be due to several reasons. First, the bargaining capacity is skewed in favour of corporate buyers who express reservations while accepting assignments of receivables made in favour of financiers. Second, it is difficult for financiers to establish the credit rating of MSMEs due to information asymmetry. This, coupled with the absence of pledgable collaterals increases the credit exposure of a financier. Third, the discounting landscape is still dominated by banks and there are very few specialised discounting entities. Finally, there is a lack of awareness among MSMEs about discounting services, especially in non-urban locations. For example, even though many MSMEs are exporters, they lack information about export factoring.

In 2014, the RBI observed that there is a need for institutional setup to boost discounting in India and for this purpose conceptualised an electronic exchange for invoice discounting known as trade receivable electronic discounting system or TReDS. This post looks at the TReDS platform critically in order to assess whether this fintech solution has been able to address specific issues related to invoice discounting in India. Further, we explore the developments around invoice discounting in the context of new technologies and examine whether their adoption holds any merit. It must be noted that the invoice discounting problem space is quite broad and TReDS, a technology based solution, must be seen as a solution for specific problems in the invoice discounting space in India. Specifically, TReDS seeks to address the problem of information asymmetry and the consequent high rates offered by financiers. Also, it is envisaged to reduce the time taken for sellers to receive payments. TReDS, however, was not conceptualised to address other persistent issues related to invoice financing. For example, although TReDS operates on the concept of 'no rescourse to seller', it is not a solution to the problems arising out of the bargaining power of buyers.

A digital platform to boost invoice discounting

In 2009, SIDBI, in collaboration with NSE set up the first e-discounting platform for MSME receivables. This was based on the lines of the Mexican NAFIN model. However, this was a closed single financier model and therefore, had limited scale of operation. To overcome these limitations, in 2014, RBI released a concept paper to set up a full fledged electronic exchange for invoice discounting. This was followed by TReDS is essentially an online electronic institutional mechanism for facilitating the financing of trade receivables of MSMEs through multiple financiers. The platform enables discounting of invoices of MSME sellers against large corporates including government departments and PSUs, through an auction mechanism, to ensure prompt realization of trade receivables at competitive market rates.

  • In the TReDS ecosystem, sellers, buyers and financiers can come on board by executing a one time agreement with the platform. This reduces the documentation cost for sellers who have to execute a separate agreement everytime there is a discounting transaction with a different financier.
  • After executing the agreement, once the seller provides goods or services to the buyer and after acceptance by the buyer, the invoice is uploaded on the platform. This can be uploaded either by a buyer or a seller. Once the invoice is accepted by the buyer, it is converted into a factoring unit, a nomenclature used for invoices on the platform. Subsequently, an electronic auction involving bidding for the factoring unit takes place on the platform.
  • Once a bid is accepted by the seller, the amount is credited to the account of the seller either on T+1 or T+2 basis depending on the cut-off time. This financier's account is auto-debited through the National Automated Clearing House (NACH) mandate. Instructions are sent electronically by the platform to the parties. On the due date of the invoice, the bank account of the buyer is auto debited and the amount is credited to the account of the financier.

As mentioned previously, the TReDS platform aims to address certain specific aspects of MSME financing. The current invoice financing system is riddled with an asymmetric flow of credit information. Financiers are not always aware of the financial condition of MSME suppliers due to limited publicly available information. Due to this, screening costs incurred by a financier go up for discounting an invoice of a MSME supplier. TReDS ensures easier access to invoice discounting at better rates for MSME suppliers due to the following reasons:

  • Financing on the TReDS platform is done on the credit rating of the corporate buyers, hence, financiers need to define the credit limit of buyers and not sellers. This reduces the due diligence cost for financiers and in turn lowers the cost of discounting for sellers.
  • TReDS operates on the model of without recourse to the seller which means that the financier can recover the invoice amount only from the buyer.
  • Outside TReDS, MSME sellers negotiate with individual banks and NBFCs who may not offer them competitive rates for the reasons discussed above. The average interest rate on working capital loans is 12% as compared to 8-10% on TReDS. TReDS allows multiple financiers to participate and bid for invoices - this is expected to provide better rates to MSME sellers. As described previously, the entire transaction happens digitally on the platform in an efficient and transparent manner.

Establishing the genuineness of an invoice is another challenge that TReDS addresses. Once the seller provides goods or services to the buyer and they are accepted, the invoice is uploaded on the platform. The bidding by financiers start only after the uploaded invoice is accepted by the buyer. However, the issue of double discounting of invoices was not addressed in the original implementation of TReDS. This was addressed through a blockchain implementation recently.

Key issues

The most critical problem in the invoice financing space in India, and consequently in the TReDS setup, is related to the obligation on buyers to repay on time. TReDS too follows the requirement of the Micro, Small And Meduim Enterprises Development Act, 2006 (MSMED Act, 2006) which imposes an obligation on buyers to settle the invoice amount within 45 days. Hence, in the TReDS ecosystem, the buyer has to pay the factored invoice amount to the financier within 45 days from the date of acceptance of bid by the seller. This requirement of adhering to time bound payment, which is otherwise mostly flouted outside TReDS, can cause reluctance on the part of buyeres to sign up. Presently, MSME suppliers facing competition from other players are inclined to accept higher volumes of trade credit on less favourable collection terms. Interactions with practitioners in the MSME financing segment revealed that at times, sellers also avoid disclosing their MSME status so that the buyer is not deterred by the applicability of MSMED Act in case of delayed payments. Therefore, it is not surprising that buyers have even instructed their vendors not to sign up on the electronic platform to avoid the time bound commitment to pay.

Other related challenges with TReDS

While TReDS is a technology based solution to provide an institutional platform to boost MSME financing, its performance needs to be evaluated against the market's response. The market usually adopts a particular solution for two reasons - it can either be a business need or a legal obligation. Considering that the TReDS platform came about as a result of the practice of delayed payments by buyers, it is important that we examine the incentives for buyers to come on board.

  1. Restriction on raising disputes: It must be noted that presently TReDS is an optional system. Assuming there is a corporate buyer X dealing with several vendors, under TReDS, X has to execute an agreement where it accepts the invoice of the seller (its vendors) and only after such acceptance, an invoice is made available for auction on the exchange. The TReDS Guidelines specifically require that X cannot dispute the goods or services received from the seller at a later stage. This is a major disincentive for buyers. Outside TReDS, X usually does not give acceptance to suppliers but merely records the event that it has received supplies - thereby keeping an option to dispute them in the event of any deficiency.
  2. No recourse to seller: In the non-TReDS setup, if X defaults in paying the financier on the due date, the seller becomes a debtor vis-à-vis the financier for recovery purpose. However, as discussed above, on the TReDS platform discounting is done without recourse to the seller. This means that if X fails to pay the invoice amount on the due date, the financier would have no recourse to the seller. Instead, the financier will have to pursue the buyer. While this mechanism may reduce the financier's risk, it may not attract buyers as they would now have to deal with an institutional lender who replaces the MSMEs.
  3. Enhanced transparency: In case of default or any delay in payment by the buyer to the financier on TReDS, the delay/default gets duly recorded and can feed into the credit rating of the buyer. Outside TReDS, instances of such delay or default are not recorded, unless the MSME seller chooses to pursue action under MSMED Act at the cost of its future business relationship with the buyer. Therefore, the decision of a buyer to join TReDS would most likely depend on a cost-benefit analysis of aspects such as reduced flexibility in cash flow management, more transparency, etc.
  4. Existing arrangements: Experts in the MSME financing area have pointed out during interactions that many big corporate houses have their own discounting business and their suppliers/vendors are required to avail discounting services from their group entities. For instance, Reliance Capital, Mahindra Finance, Tata Capital, Bajaj Finance, Aditya Birla Capital, etc are full fledged NBFCs and have dedicated invoice discounting divisions. Companies not having such an in-house discounting facility usually have pre-existing arrangements with banks or NBFCs. Moreover, these big houses usually consolidate their vendor payments into select groups not falling within the category of MSME who in turn buy products from MSMEs. This may be another reason for big houses to not come on board TReDS.
  5. Cost of integration: Another barrier, especially from the buying corporates, is their reluctance to invest in the cost of integrating into a system like TReDS. Since the buyer bears the costs but the benefits accrue only to vendors, this
    may prove to be a disincentive for the buyers.
  6. Poor awareness: Lastly, the level of awareness about any new solution determines its success. Based on inputs from several stakeholders such as discounting entities and banks, the overall level of awareness about TReDS does not appear to be encouraging. Further, in smaller towns and semi urban setups, banks are the predominant option available to suppliers for their financing needs. These sellers do not easily switch banks with whom they share an established relationship, unless the buyer takes the initiative to migrate their dealings onto TReDS.

Addressing the issues

In order to ensure that the TReDS platform achieves its objectives, broader issues related to invoice financing in India as well as TReDS specific concerns need to be addressed. Extending the timeline of 45 days for settlement of invoice, which presently could be the prime reason for buyers not coming onto the TReDS platform, may be considered. To begin with, the platform should be enabled to give an extension to buyers on a case by case basis. While balancing the conflicting interests of suppliers, buyers and vendors is a challenging task, a middle path can be arrived at by ensuring constant interactions between the regulator and the stakeholders, especially the buyers. Further, it is essential that RBI invests resources to increase the overall level of awareness about TReDS. As discussed previously, the focus of such an awareness programme should be smaller towns and semi-urban setups.

Alternatively, a light-touch approach to regulating the behavior of large buyers could involve doing away with the 45 day payment period for TReDS so as to incentivise big buyers to get onto the TReDS platform. Instead, buyers may be asked to disclose their payment practices. Such reporting is mandatory in the UK where firms are required to disclose payment practices as per the Small Business, Enterprise and Employment Act, 2015. Removing the time-line of 45 days and mandating disclosure of payment practices would require amendment of the MSMED Act, 2006. The disclosures, which can be made public on TReDS, should also form a part of the notes to accounts of financial statements of such firms so that they can be cross verified by statutory auditors. This would require amendment to Schedule III of the Companies Act, 2013.

Further, there could be a mix of other regulatory tools like:

  • A code similar to the Prompt Payment Code in UK can be created and large buyers may be encouraged to sign on to this code. Such a voluntary code can in turn set a maximum payment term.
  • A system for blacklisting companies which violate payment terms repeatedly may also be created based on the payment practices data.
  • The role of MSME associations is important in this context to ensure that big buyers do not abuse market power. As is generally the case, a single MSME will be reluctant to file a complaint against a buyer for fear of losing business as well as the costs involved. Instead, MSME associations can give MSMEs the requisite support and can help MSMEs collectively protest against a buyer to enforce a change in behaviour.

Additional measures for boosting TReDS

RBI may take additional measures after taking stock of bottlenecks currently faced by the TReDS platform to ensure that the platform achieves its intended objectives. These include:

  1. Presently, only banks and NBFCs are allowed to participate on TReDS. These entities lend as per the minimum credit lending rate. TReDS Guidelines do not allow any other entity to participate on this platform as a financier. Considering that the objective of TReDS is to boost MSME financing, RBI may consider lifting this restriction after doing a cost-benefit analysis. More participants such as urban cooperative banks, regional rural banks, high net worth individuals (HNIs), mutual funds, pension funds, etc. may be allowed to ensure the best rates for MSME suppliers. Such participation is allowed in other jurisdictions. For example, UK based MarketInvoice connects businesses with investors, including HNIs through its peer-to-peer invoice finance platform.
  2. On the supplier side, the option of allowing non-MSME entities can also be explored. For example, a corporate buyer on board TReDS presently would have to maintain an additional payment mechanism for non-MSME segment. This leads to operational inefficiencies for the buyer. Allowing both segments on TReDS may ease their way of doing business.
  3. Several MSMEs lack reliable information systems which can generate invoice suitable for discounting. To address this problem, in the Union Budget 2018-19, it was declared that TReDS would be linked to the Goods and Service Tax Network (GSTN). Further, as discussed previously in the post, financing in the TReDS environment is done on the credit worthiness of buyers on 'without recourse to seller' basis. This can potentially create disincentives for buyers to come onboard. If financiers are allowed to access the transactional data of MSME sellers available on GSTN, subject to certain safeguards like privacy of data, this can reduce their information asymmetry in terms of assessing the credit history of sellers. In other words, this measure can enable financiers to discount invoices based on the credit worthiness of sellers.

Technology solutions to address challenges

Some technological solutions are also being explored to address specific challenges with TReDS. The three licensed TReDS exchanges recently got together with MonetaGo, a US based startup, to implement a blockchain based solution for a specific problem - the problem of double invoicing and associated fraud. This permissioned blockchain solution, with each of the exchanges acting as a node, went live recently. This solution has enabled the three exchanges to work together to eliminate instances of double discounting while protecting confidential information of their clients. The system generates a hash which is used by the exchanges for validating whether an invoice has already been discounted or not.

In other parts of the world too, blockchain is being considered to develop end-to-end solutions for invoice financing. Several early implementations already exist - examples being Populous in the UK and the Hive Project in Slovenia. More specifically, blockchain is being used to:

  • Ascertain the legitimacy of an invoice
  • Find out whether the invoice has already been discounted
  • Make available immutable contract information securely to all stakeholders, thus ensuring transparency
  • Create incentives for quicker payments
  • Reduce costs related to the invoice financing process

Need for a cautious approach

In view of the decision by the three exchanges to move the fraud-detection module of the TReDS platform onto a blockchain, going forward, authorities and other stakeholders must follow a cautious approach when considering a blockchain solution for other modules of the invoice discounting process of TReDS. A blockchain based solution is envisaged to reduce costs associated with invoice financing and also incentivise quicker payments by bringing in transparency of transactions through a distributed immutable ledger. However, certain considerations need to be made to come up with the most appropriate design approach in the Indian context:

  1. Will a blockchain solution incentivise buyers? Considering the reluctance of buyers to come onboard TReDS due to
    the lack of a dispute resolution mechanism, it is critical for any future blockchain implementation to tackle this issue. Buyers may want a transparent mechanism on the blockchain which allows them to flag the quality of goods/services sold to them even after accepting the invoice.
  2. Is a blockchain the best design choice?
    Various design choices, including centralised and distributed databases, must be considered and a cost benefit analysis must be done to choose the most efficient solution.
  3. Will the solution help achieve RBI's objectives?
    Depending on RBI's objectives and factors such as trust among stakeholders, a permissioned or permissionless blockchain solution might be more suitable in case a blockchain solution is found to be the right choice.
  4. Issues of security, scalability and governance: Blockchain solutions with public facing data and handling a large number of transactions have been known to struggle with issues of throughput capacity and security. Further, complex questions such as who controls the blockchain, who are the nodes in case of a permissioned blockchain with multiple stakeholders and what is the consensus mechanism need to be answered.
  5. How will the solution respond to a complex and dynamic environment?: A blockchain based 'smart contract' solution for invoice financing should be able to quickly adapt to complex and fast-changing real world environments - for example, changes in the regulatory framework.

It is important that a blockchain solution is adopted only if it is addressing persistent challenges in the Indian context. Characteristics/features of the technology itself pose another set of questions when considering the solutions. Thus, a cost-benefit analysis is of paramount importance before deciding the design of the solution.

Conclusion

Several measures have been taken over the past few years to boost invoice financing in India. Although TReDS is a good initiative, we must carefully evaluate its effectivesness to address the lacunae in the system. To this end, we have examined the existing design and performance of TReDS after considering the market's response and expectations of stakeholders. Primarily, a lack of incetives for buyers is holding up widespread adoption of TReDS. This is due to structural issues in the invoice discounting space as well as challenges with the TReDS platform. This classification of challenges is necessary since merely fixing the technology platform may not address the underlying distortions. Thus, both types of challenges - structural ones such as the bargaining power of buyers and TReDS related challenges like the absence of a dispute resolution mechanism within TReDS - need to be addressed to ensure TReDS' success. Further, a cautious approach needs to be adopted when considering novel technology solutions for such challenges. In sum, this multi-layered problem needs a concerted effort from the authorities to uncover issues at the ground level and come up with the appropriate policy and technical solutions.

La presidencia austriaca propuso ayer una solución de consenso para la legislación que impone una reducción de emisiones de los coches, a medio camino entre las ambiciones de los países más optimistas y los más reticentes. Lejos de los objetivos más maximalistas, los ministros consideraron una reducción de emisiones de CO2 del 35% en 2030 . Para contentar a los más entusiastas, la presidencia propuso al mismo tiempo una cláusula de revisión que se activará en 2024 para analizar si a la luz de las nuevas tecnologías que se hayan desarrollado hasta entonces el proceso de descarbonización del transporte puede ser más rápido. La reunión, que se prolongó durante todo el día, estuvo marcada por la división entre los países miembros. Primero, a la hora de respaldar la revisión al alza de los objetivos climáticos de la UE a partir de 2020 de cara a la próxima Cumbre del Clima que se celebrará en Polonia este diciembre y después en la discusión sobre la reducción de emisiones. El hecho más significativo en esta discusión es que, como en casi todo en la UE, nada funciona bien si Francia y Alemania no están de acuerdo. Y en este caso, Alemania ha estado de forma indisimulada al lado de los intereses de los grandes fabricantes de automóviles, mientras que Francia, cuya industria es igualmente muy poderosa, sigue enarbolando la bandera de la reducción drástica de emisiones, en parte porque la conferencia de París sobre el cambio climático ha dejado una huella en su acción gubernamental, pero también porque eso hace más competitiva su industria eléctrica nuclear en el futuro, o al menos durante unas décadas mas. En este caso, se plantea un problema para España que normalmente podría sumarse a una posición franco-alemana, teniendo en cuenta que en nuestro país el automóvil supone un nada desdeñable 12% de la industria, pero que se queda un poco desguarnecida si tiene que tomar partido entre unos y otros. La ministra para la Transición Ecológica, Teresa Ribera, dijo precisamente a su llegada a Luxemburgo que España aceptaría una solución de consenso entre Francia y Alemania «para ir más deprisa en el futuro» en materia de renovación tecnológica hacia vehículos de bajas o cero emisiones. También fue parte del debate un informe de la Comisión Europea, seguramente filtrado intencionadamente, para advertir de los costes que han calculado sus expertos en materia de empleo en caso de que los ministros tomasen una decisión demasiado drástica en la desaparición de la actual tecnología. La Comisión se refería sobre todo a los costes de la industria auxiliar que orbita en torno a las fábricas de coches y que muchas veces carece de la tecnología adecuada o de la financiación necesaria para adaptarse. O incluso para afrontar su desaparición porque sus productos no tienen cabida en los coches futuros. Los ministros tampoco estaban de acuerdo al discutir su posición en la Cumbre del Clima COP24 que se celebrará en Katowice (Polonia) en diciembre y en la que no se habla de la voluntad política de elevar el objetivo de reducción de gases de efecto invernadero que ahora está fijado en al menos un 40% en 2030, como pedía un grupo de países (además de España, lo apoyaban Bélgica, Chipre, Dinamarca, Finlandia, Francia, Alemania, Grecia, Italia, Luxemburgo, Holanda, Portugal, Eslovenia, Suecia y Gran bretaña). La principal oposición vino por parte de Polonia que tiene una industria energética basada en el carbón y un gobierno nacionalista que no acepta en ningún caso un gesto que interpreta como un menoscabo a su independencia energética, para acabar en manos de un suministrador de gas como Rusia. Ejempleo europeo Al menos el texto recoge en parte el espíritu del último informe de los expertos de la ONU sobre el cambio climático publicado este lunes y recuerda la «urgencia sin precedentes que se necesita para fijar esfuerzos globales para evitar los peligrosos efectos del cambio climático». Europa tiene como objetivo 2030 lograr que el 32% de energía sea de origen renovable en 2030, sumando un 32,5% de reducción de consumo en tecnologías para la eficiencia energética. Y para subrayar el papel de esencial de Europa en el mundo en esta materia, el documento acordado por los ministros comunitarios recuerda que «entre 1990 y 2016, el producto interior bruto de la UE aumentó en un 53% mientras que el total de emisiones cayeron un 22,4%». Entre 1990 y 2012, «la parte total de las emisiones de gases de efecto invernadero de la UE cayó del 17,3% al 9,9%», lo que confirma que los demás países del mundo no están haciendo lo mismo.

Los países de la Unión Europea (UE) fijaron hoy en un 35% el recorte de las emisiones de CO2 que quieren exigir a los nuevos coches y camionetas a partir de 2030, nivel que eleva la propuesta inicial del 30 % de la Comisión Europea (CE) pero limita la ambición del 40 % que reclama la Eurocámara. El acuerdo, que se alcanzó tras una extensa negociación de los ministros de Medioambiente de los Veintiocho reunidos en consejo en Luxemburgo, fija 2021 como fecha de referencia para la reducción del CO2 de los vehículos ligeros. Contempla también una cláusula de revisión en 2024 sobre los niveles exigidos para 2030 y también de los niveles que se pedirán para 2035 y 2045, en función del desarrollo tecnológico alcanzado. Ese 35% en 2030 -al que también se añade una senda intermedia de recorte del 15 % de las emisiones contaminantes para 2025- supone el término medio defendido por España y sitúa el esfuerzo reclamado a la industria entre las posiciones más conservadoras, lideradas por Alemania, y las más ambiciosas, capitaneadas por Francia. Gran parte de la negociación entre las capitales pasaba por lograr un consenso entre el eje París-Berlín, pesos pesados de la industria automovilística europea y tradicionalmente aliados pero divididos ante una legislación que se antoja clave para cumplir los objetivos del Acuerdo Climático de París de 2015. Pese a firmar el compromiso final, Irlanda, Luxemburgo, Suecia, Eslovenia y Dinamarca dijeron que harían una declaración conjunta para criticar la falta de ambición de la posición común de los países. A continuación, el Consejo, la Comisión y el Parlamento Europeo tendrán que negociar a tres bandas en los llamados «trílogos» a partir de este mismo miércoles el porcentaje final de reducción de emisiones que se pedirá a los fabricantes automovilísticos, con la perspectiva de cerrar un acuerdo que se convierta en norma obligatoria en 2019. Ese estudio, muy presente en las intervenciones de los ministros de la UE, destaca la importancia de limitar la subida de temperaturas a 1,5 grados centígrados a final de siglo, tarea muy urgente y que requiere «cambios sin precedentes» a nivel social y global para evitar una mayor extinción de especies o reducir la subida del nivel del mar. La ministra española para la Transición Ecológica, Teresa Ribera, defendió ese 35% final en el debate con sus homólogos siempre que tras la negociación final en los «trílogos» el esfuerzo quede «más entre el 35 y el 40% que entre el 30 y el 35%». «El acuerdo para reducir las emisiones de CO2 de los vehículos es una oportunidad para la industria del automóvil española», declaró a la prensa tras el acuerdo Ribera, quien consideró que la transformación de un sector que en España representa casi 12% del PIB debe supone «una oportunidad para la innovación y la competitividad» de la industria del automóvil. Los países con tesis más conservadoras, como Hungría, República Checa o Letonia, argumentaban que un objetivo demasiado elevado pondría en peligro a la industria, mientras que los más progresistas, como Luxemburgo, Holanda o Bélgica, consideraron que Europa tiene que estar a la cabeza en la transición del motor de combustión hacia vehículos eléctricos e híbridos. El objetivo de las instituciones comunitarias es que la Comisión, el Consejo y la Eurocámara cierren un pacto definitivo antes de que termine la legislatura con la disolución del Parlamento Europeo con vistas a las elecciones del próximo mes de mayo. «Lo más importante hoy por hoy es llegar a cerrar un acuerdo», había declarado al inicio del consejo de ministros de la UE el comisario europeo de Energía y Acción Climática, Miguel Arias Cañete, quien al término del debate dijo que la CE está "satisfecha" con el resultado.

Slovenia's industrial production growth continued in August, the Statistical Office of the Republic of Slovenia reported Wednesday.

Industrial production grew 6.9 percent year-on-year in August after a 5.8 percent rise in July.

On a monthly basis, industrial output expanded 2 percent in August following a 0.3 percent gain in the previous month.

The mining and quarrying output grew 5.3 percent, manufacturing went up 2.0 percent and the electricity, gas and steam supply production rose 1.9 percent during the month.

Among the main industrial groupings, consumer goods output rose 7.8 percent monthly, while the intermediate goods production was broadly unchanged. Meanwhile, capital goods output fell 4.8 percent.

Ha costado muchos días de complejas negociaciones en Luxemburgo, pero finalmente los 28 países europeos se han puesto de acuerdo para determinar cuánto contaminarán los coches en unos años. Han acordado que para 2030 los fabricantes de vehículos y furgonetas deberán reducir las emisiones de dióxido de carbono (CO₂) de sus productos en un 35 %, pero antes, en 2025, ya deberán haberlas reducido un 15 %.

Una cifra que deberá ser respaldada por la Comisión Europa (CE), que pide límites más laxos y por el Parlamento Europeo, que pide objetivos más ambiciosos.

Un grado adicional, la diferencia entre la vida o la muerte

El paquete obliga a que los nuevos coches matriculados en la Unión Europea no emitan más de 95 gramos de CO₂ por kilómetro en el año 2021, 80 gramos en 2024 y 66,5 gramos por kilómetro en 2030. Unos límites que la CE ya advirtió que ocasionarían "la pérdida de miles de empleos en la industria automovilística europea". Así, la CE sugería una reducción del 30 %, no más.

Una posición exacta a la de Alemania, junto a los países del este, que ha estado bloqueando el acuerdo ante el temor de dañar a su poderosa industria automotriz y que ha esgrimido también el arma del desempleo. En el otro extremo se han posicionado Suecia, Luxemburgo, Irlanda, Eslovenia y Francia, que ha liderado los grupos más ambiciosos pidiendo una reducción del 40 %.

España por su parte no ha querido tensar más cuerda y se ha alineado en objetivos intermedios, y finalmente acordados, del 35 % que está, no obstante, lejos del 40 % que propuso en Parlamento Europeo hace dos días.

Se trata sin embargo de un acuerdo cerrado pero que debe ser negociado con el Parlamento Europeo y la Comisión Europea, ambos como acabamos de ver con intereses distintos.

Todo gira en torno a un preocupante y reciente informe científico de la ONU que advierte que debemos tomar medidas para evitar que la temperatura global aumente más de 1,5 grados a mitad de siglo: un solo grado de calor adicional podría marcar una diferencia en la vida o la muerte en las próximas décadas para multitudes de personas y ecosistemas, advierte.

No perder la perspectiva de lo que se está debatiendo en Luxemburgo es vital; debemos dejar a un lado los debates políticos y económicos. Lo que está en juego es todo lo que tenemos.

Julian Alaphilippe (Quick-Step Floors) will not start the fifth and final Monument at Il Lombardia on Saturday as expected and will instead end his season early, citing fatigue after competing in the UCI Road World Championships that took place 10 days ago in Innsbruck.

"I really wanted to race in Lombardy, but I got very tired out of the World Championships," he said in a report in L'Equipe. "I think it's the right decision to put a point behind my season."

Alaphilippe will also miss Milano-Torino on Wednesday and Gran Piemonte on Thursday. He was a favourite for Il Lombardia, however, after placing second in the event last year behind winner Vincenzo Nibali. He has also had one of the best seasons of his career, winning Flèche Wallonne, two stages of the Tour de France and Clásica San Sebastián. He had a total of 12 wins, including overall victories at OVO Energy Tour of Britain and Tour of Slovenia.

Alaphilippe was a favourite to win the world title on the mountainous parcours in Innsbruck but exploded on the final and decisive Höll climb and could only manage eighth place. Spain's Alejandro Valverde won the world title, with Alaphilippe's French teammate Romain Bardet placing second and Canada’s Michael Woods in third. Tom Dumoulin (Netherlands) as fourth in the four-rider sprint for the finish line.

Alaphilippe was expected to lead Quick-Step-Floors at Il Lombardia with a support team that included Kasper Asgreen, Eros Capecchi, Laurens De Plus, Bob Jungels, Enric Mas and Pieter Serry. The team have not announced a replacement rider for the three Italian classics.

Sustenabilitatea organizaţiilor societăţii civile (OSC) s-a degradat în 2017, cu înrăutăţiri pe aproape toate dimensiunile, fiind adoptate noi politici fiscale care limitează posibilităţile organizaţiilor de a accesa fonduri, potrivit Indexului sustenabilităţii OSC 2017 în ceea ce priveşte România, care a fost prezentat, miercuri, într-o conferinţă de presă. "Atitudinea Guvernului faţă de societatea civilă, precum şi acoperirea media, au perpetuat o percepţie negativă a OSC ca agenţi străini care acţionează contra intereselor naţionale. Aceasta a dus la o scădere a încrederii publice, precum şi la relaţii mai reci între OSC şi autorităţile publice de la toate nivelurile. Eficacitatea demersurilor de advocacy s-a redus şi ea în urma practicii frecvente a organizării de consultări publice doar de formă, în timp ce oficiali ai statului au ameninţat protestatarii paşnici. La finele anului erau în aşteptare mai multe schimbări ale legislaţiei sectorului, schimbări care ar reduce serios operaţiunile organizaţiilor şi ar descuraja înregistrarea unor alte astfel de entităţi. În plus, noi prevederi fiscale au limitat abilitatea organizaţiilor de a accesa fonduri, agravând problemele iscate de peisajul deja sărac al finanţatorilor instituţionali", relevă documentul citat referitor la România. Indexul Sustenabilităţii Organizaţiilor Societăţii Civile pentru Europa Centrală şi de Est şi Eurasia, elaborat de US Agency for International Development (USAID), în parteneriat cu FHI 360, International Center for Not-for-Profit Law (ICNL) şi un partener de implementare în fiecare ţară participantă, urmăreşte evoluţiile şi identifică tendinţele sectorului neguvernamental din 24 de ţări din regiune. Fundaţia pentru Dezvoltarea Societăţii Civile (FDSC) este partenerul local de implementare pentru România. "Cadrul legal care determină funcţionarea societăţii civile s-a deteriorat în 2017. Au fost adoptate noi politici fiscale care limitează posibilităţile organizaţiilor de a accesa fonduri. La finele anului trecut erau în circuit de adoptare schimbări legislative majore care descurajează înregistrarea şi funcţionarea ONG. În plus, au existat ameninţări ale protestatarilor de către reprezentanţi ai statului (...) Capacitatea organizaţională a OSC s-a redus în 2017, în principal din cauza eforturilor insuficiente ale organizaţiilor de a îşi cultiva grupuri ţintă fidele, a schimbărilor legislative care descurajează angajarea part-time, precum şi a fluctuaţiei mari a personalului", menţionează Indexul. Conform sursei citate, sustenabilitatea financiară a OSC s-a deteriorat în 2017, ca efect al accesului redus la programe mari de finanţare, în combinaţie cu fondurile limitate din bugetele publice, locale, naţionale sau internaţionale. În plus, unele modificări legislative au redus şi ele opţiunile OSC de a-şi asigura sustenabilitatea financiară. "Capacitatea de advocacy s-a redus pe parcursul anului, drept consecinţă a relaţiilor deteriorate cu guvernanţii şi a ineficienţei induse de această situaţie la nivelul campaniilor OSC. În plus, guvernul a utilizat din ce în ce mai mult ordonanţele de urgenţă pentru a adopta politici fără a le supune consultării publice", se arată în Index. Acesta stipulează că furnizarea de servicii de către OSC a încetinit în 2017, printre cauze fiind menţionate şi reduceri de personal, resurse financiare limitate, schimbări legislative. "Infrastructura ce susţine sectorul societăţii civile a rămas la acelaşi nivel în 2017", se mai arată în Index legat de România. Conform FDSC, cinci ţări - Azerbaidjan, Ungaria, Letonia, Polonia şi România - au raportat o scădere globală a sustenabilităţii sectorului neguvernamental, în timp ce şase - Albania, Armenia, Moldova, Rusia, Slovenia şi Ucraina - au raportat îmbunătăţiri. În ceea ce priveşte România, scorul de ţară se înrăutăţeşte, de la 3.5 în anul precedent, la 3.6. Andrei Pop, director de program la FDSC, a precizat că România se situează în acest Index pe locul 11 din 24, coborând o poziţie raportat la cea ocupată în precedentul Index. "Statele Unite recunosc dificultăţile cu care vă confruntaţi. Recunoaştem că dificultăţile cu care vă confruntaţi au crescut. Recunoaştem importanţa a ceea ce faceţi, pentru ţara dumneavoastră şi pentru societatea dumneavoastră", a declarat Preston Savarese, ataşat politic la Ambasada SUA în România. El a spus că SUA sprijină societatea civilă, deoarece sunt de părere că o participare activă a cetăţenilor, ca indivizi sau ca grupuri, este necesară pentru o democraţie funcţională. "Produsele secundare ale unei societăţi civile active - conştiinţa socială, angajarea activă în procesul de guvernare, voluntariatul - sunt esenţiale pentru o societate sănătoasă şi în cele din urmă pentru promovarea demnităţii umane", a declarat oficialul Ambasadei SUA în România. El a afirmat că oricine consideră societatea civilă drept inamic este fie prost informat, fie rău intenţionat. Preston Savarese a menţionat că în ultimii doi ani colaborarea cu societatea civilă a vizat proiecte ce sprijină mai multe aspecte, printre care se numără şi democraţia, transparenţa, respectarea drepturilor omului. "În acest an şi anul trecut am reuşit să susţinem astfel de proiecte prin granturi în valoare totală de aproximativ 450.000 de dolari. Acest sprijin va continua indiferent de schimbările politice din Statele Unite", a declarat oficialul Ambasadei SUA. Potrivit acestuia, Statele Unite sprijină societatea civilă, arătând că state care sunt rezistente, democratice şi paşnice constitutie aliaţi şi parteneri comerciali puternici şi contribuie pozitiv la prosperitatea şi securitatea globală. Potrivit aceleiaşi surse, a fost aprobată extinderea sitului de patrimoniu "Păduri primitive de fag din Carpaţi şi Pădurile antice de fag din Germania" ("Primeval Beech Forests of the Carpathians and the Ancient Beech Forests of Germany"), care cuprindea păduri din Germania, Slovacia şi Ucraina, cu zone de pădure seculară de fag aflate în 12 ţări: Albania, Austria, Belgia, Bulgaria, Croaţia, Germania, Italia, România, Slovacia, Slovenia, Spania şi Ucraina. Denumirea noului sit de patrimoniu a fost schimbată în "Păduri de fag antice şi primitive din Carpaţi şi alte regiuni ale Europei" ("Ancient and Primeval Beech Forests of the Carpathians and Other Regions of Europe"). Pădurile vizate din România sunt cele de la Izvoarele Nerei, Cheile Nerei-Beuşniţa, Domogled-Valea Cernei (Caraş Severin), Masivul Cozia, Lotrişor (Vâlcea), Codrul secular Şinca (Braşov), Codrul secular Slătioara (Suceava), Groşii Ţibleşului şi Strâmbu Băiuţ (Maramureş), conform UNESCO. De la sfârşitul ultimei Ere Glaciare, pădurile europene de fag s-au răspândit de la câteva "insule" izolate în Alpi, Carpaţi, Pirinei şi zona Mediteraneană, ajungând să domine în doar 4.000 de ani arealul Europei centrale. Această extindere este legată de flexibilitatea şi toleranţa la diferite condiţii climatice şi geografice a fagului, potrivit https://whc.unesco.org. Pădurile virgine sunt ultimele zone în care natura supravieţuieşte în forma sa pură, fără niciun fel de intervenţie umană. Aceste păduri sunt ecosisteme stabile, în care trăiesc până la 13.000 de specii, şi ele reprezintă 65% din pădurile virgine rămase pe continent (exceptând Rusia). Munţii Carpaţi adăpostesc ultimele mari păduri primitive de fag din Europa. Începând cu sfârşitul ultimei Ere Glaciare, aceste păduri s-au dezvoltat netulburate. Arbori ce au ajuns şi la peste 50 de metri înălţime domină peisajul acestor păduri. Râşi, lupi şi urşi populează încă acest areal sălbatic, iar specii pe cale de dispariţie ale florei şi faunei şi-au conservat în Carpaţi diversitatea genetică. Parcul Naţional Cheile Nerei. Obiectivul peisagistic unic este marcat, la fiecare pas, de versanţi împăduriţi, dar şi de alunecări de apă zgomotoase: Văioagă, Bigăr, Beuşniţa. Cu o medie de 18.000 de turişti/an, Parcul Naţional Cheile Nerei - Beuşniţa adună la porţile sale circa 20% vizitatori de peste hotare. Începând cu anul 1943, s-a început protecţia pădurii din Valea Beuşniţa şi Nera, obiectivul peisagistic principal fiind cascadele Beuşniţa. În anul 1973, s-a instituit regimul de protecţie asupra versanţilor împăduriţi ai dealului Rol, iar în 1982 au fost create alte trei zone protejate în care nu se întreprind lucrări silvice. În anul 1990, pentru prima dată se configurează Parcul Naţional Cheile Nerei - Beuşniţa, urmând ca, abia în anul 2004, să se întemeieze şi Administraţia Parcului Naţional Cheile Nerei - Beuşniţa. Administraţia parcului s-a format în baza unei Ordonanţe de Urgenţă emisă în anul 2000, cu referire la regimul ariilor protejate, conservarea habitatelor naturale, a florei şi faunei sălbatice. Pădurile, apele, câmpiile şi dealurile zonei sunt situate în sud-vestul României, în judeţul Caraş-Severin. Străbătând Parcul, râul Nera sapă în calcare jurasice cele mai lungi chei din România, care se întind pe aproape 23 de kilometri. Cheile Nerei, împreună cu numeroasele izvoare petrifiante cu formare de travertin, care dau naştere la impresionante cascade şi mirifice lacuri naturale, constituie farmecul acestei zone. Foto: (c) PAULA NEAMŢU / AGERPRES FOTO   Un alt fapt inedit este că Parcul Naţional Cheile Nerei - Beuşniţa adăposteşte în desişurile sale unele dintre cele mai reprezentative păduri seculare şi semi-virgine de fag din Europa. Locul reprezintă, de sute de ani, casa numeroaselor specii protejate de nevertebrate, care depind pentru dezvoltarea lor de arbori bătrâni şi cantităţi însemnate de lemn mort. Cheile sălbatice ale zonei sunt cele mai lungi din ţară (20 de kilometri). Peisajul cheilor este dominat de pereţi abrupţi, la baza cărora Nera a creat numeroase meandre încătuşate, sectoare de tunele şi praguri de acces săpate de om. Altitudinea zonei variază între 160 şi 1.160 de metri. În tăcerea naturii, Lacul Dracului clipoceşte pe cei 700 de metri pătraţi ai săi, iar speciile de peşti şi moluşte îşi duc traiul în adâncimile sale ce ajung până la 12 metri. La rândul său, un alt lac natural, Ochiul Beiului, se dezvăluie în toată splendoarea sa pe aproximativ 284 metri pătraţi. Foto: (c) PAULA NEAMŢU / AGERPRES FOTO   Parcul naţional reprezintă o zonă montană (cu stâncării, abrupturi calcaroase, vârfuri, doline, lapiezuri, peşteri, avene, grohotişuri, chei, cascade, ponoare, pajişti şi păduri) în arealul căruia sunt incluse rezervaţiile naturale: Coronini - Bedina, Rezervaţia Domogled, Iardaşiţa, Iauna - Craiova, Peştera Bârzoni, Cheile Corcoaiei, Ciucevele Cernei, Piatra Cloşanilor, Vârful lui Stan şi Valea Ţesna. Din punct de vedere geografic, Parcul se întinde peste bazinul râului Cerna, de la obârşie până la confluenţa cu râul Belareca, peste masivul Munţilor Godeanu şi al Munţilor Cernei pe versantul drept şi respectiv Munţilor Vâlcanului şi Munţilor Mehedinţi pe versantul stâng.
