I did open a position in VEGBX (Vanguard Emerging Market Bond Admiral Shares), Vanguard's active EM bond fund, when it went live last December.

Despite the fact that emerging market equities have tanked over that period, VEGBX has not. It is actually my best-performing bond fund over that period. (That is not saying much.)

(VEGBX is not connected in any way to VWOB/VGAVX, Vanguard's EM bond index funds. VEGBX is an active mutual fund. It has accumulated about $100 MM in assets.)

[Snip...]

VWOB and VEGBX certainly approach Emerging Markets in different ways, and I think cap-weighted indexing may be problematic when it comes to EM bonds. VWOB is of course a "Government" index, but there are govt.-owned corporations issuing bonds which are also included in it. I suppose VWOB would fall under "USD sovereign" in Nisi's graphic above, contrary to VEGBX. Anyhow, here's a look at their holdings as posted in their respective Vanguard profile pages. Of course there's that elephant in the room - maybe call it a panda:

Francesco Spinelli to be canonized after healing of a newborn in DR Congo      Cache   Translate Page

Vatican City, Oct 9, 2018 / 05:01 pm (ACI Prensa).- Among those being canonized on Sunday are Fr. Franceso Spinelli, a diocesan priest through whose intercession a newborn was saved from death in the Democratic Republic of the Congo.

The child was born April 25, 2007 at a hospital in Kinshasa served by the Adorers of the Blessed Sacrament

The newborn and his mother were discharged three days after the baby was born. But on her way  home, the mom tripped and instinctively clutched the baby to herself, but so hard that that she induced a severe hemorrhage.

Returning to the hospital, the doctors tried to help him for 45 minutes. In order to save him they had to give him an emergency blood transfusion. But the baby's condition was so bad that his veins were thinning, which made the procedure impossible.

Given the lack of technology at the hospital and the impossibility of quickly transferring him to another hospital, the doctors gave the baby up for dead.

While this was going on, Sister Adeline, the Adoration sister in charge of the hospital's maternity unit, noted the serious condition of the baby and asked her community to pray that the child would survive.

The superior of the congregation, Sister Antonietta Musoni, asked the intercession of Fr. Spinelli and they began to prayer a novena to him.

Sister Adeline placed a holy card of Fr. Spinelli under the baby's sheets and when the doctors made a final effort they miraculously found a vein just as big as an adult's to give the blood transfusion.

With just three or four drops of blood the baby began to kick and cry. He completely recovered in a few hours.

The parents, realizing the miracle obtained through the intercession of the founding father of the Institute of the Adorers of the Blessed Sacrament, changed the name of their son from Ambrosio María Díaz to Francisco María Spinelli Díaz.

The child has grown up to be healthy, with no after-effects from that episode. Medical exams performed on the child during the process of investigating Fr. Spinelli's cause demonstrated his perfect state of health.

Brief Biography

Francesco Spinelli was born in Milan April 14, 1853. He entered the seminary at Bergamo and was ordained a priest Oct. 17, 1875.

He began his apostolate educating the poor and at the same time he served as a seminary professor, spiritual director, and counselor for several women's religious communities.

In 1882, Fr. Spinelli met Caterina Comensoli, with whom he would found the Institute of the Adorers of the Blessed Sacrament.

The sisters dedicated themselves to Eucharistic adoration day and night which inspired their service to the poor and suffering.

Due to several setbacks,  Fr. Spinelli  transferred from the Diocese of Bergamo to the Diocese of Cremona where he continued to lead the Adoration Institute in Rivolta d'Adda/

The priest died Feb. 6, 1913, and was buried in the church of the Adoration Sisters in Rivolta d'Adda. At that time, the institution had founded 68 communities in different countries.

Currently, the institute has around 250 communities in Italy, Congo, Senegal, Cameroon, Colombia, and Argentina. Their ministries include caring for people with HIV, orphans, drug addicts, and prisoners.

Fr. Spinelli was beatified by St. John Paul II June 21, 1992 at the Marian Shrine of Caravaggio.

He will be beatified Oct. 14 at the Vatican along with Paul VI, Bshop of Rome from 1963 to 1978; Oscar Romero, a martyr who was Archbishop of San Salvador from 1977 to 1980; Vincenzo Romano, a diocesan priest from Torre de Greco in Italy; Maria Caterina Kasper, a German nun and founder of the Institute of the Poor Handmaids of Jesus Christ; and Nazaria Ignazia of Saint Teresa of Jesus, founder of the Congregation of the Misioneras Cruzadas de la Iglesia Sisters.

Suuf in Senegal      Cache   Translate Page
I live in the U.S. Recently, I returned from a visit to Senegal, my third. I no longer stay in Dakar but in locations elsewhere.

Years ago, in Philadelphia, I met a man from Dakar, Abe, who would later allow me to accompany him home. It would be my first trip to Africa.

We stayed in Dakar for a week when he said he had to make a trip home. This meant to his birthplace in a small village very southeast in Senegal. I asked to go and, after great consideration, he said yes. We went by car, bus, car again, and many times on foot, for four days, arriving in his home village, deep in south east Senegal.

In the U.S., Abe rountinely had sex with me. We were about the same age, in our 40s. Abe was 100% total top, and I accomodated him as often as he would let me. While considering myself very much a versatile top, I learned first hand the seduction of hearing an elder African accent pouring out the words "I want to f*** you".

But in Senegal, he would not even discuss it. I understood. I'm causcasian. It's Africa. While at his home, his father and his father's brother, men of 70+ years of age, took me into a small home where, to be blunt, promptly undressed and asked me to bathe them. The broken english was so bad, had they not been naked and rubbing each other out I would not have known what they were saying. I later learned they mistakingly thought I was a servant of Abe's. Once they were confident I got the idea of why I was there, as I performed my chores, they began to talk to each other in Wolof as though I was invisible. Sure, I was very nervous, but no one ever had to tell me what elder meant in Africa.

The next day, I was asked if I wanted to visit a nearby National Park and was told that, where we would be going, we would have to stay overnight, in make-shift tents. We would have to stay just outside the Park. I said sure, and Abe helped me simplify my packing. Abe did not travel with us as I am left to the safety of totally strange men. As I find out 1 hour into the walk, men who do not speak english. And this is a really, really big park.

At this time of year it was very dry, and hot, but at night, it would get somewhat agreeable around 2-5am. The night sky would be so crystal clear it was like you could touch it. You would never know there were so many adult African men. From total strangers walking by, speaking only to others in passing, to men camped in small groups. The night air is what cools them, what frees them to think. And they so do like to walk.

After visiting the Park, the last night in the tents, we had a little too much to drink, and several of the men, in Wolof, said they must walk. One thing led to another and I ended up following them ... at 3am.

We walked for sometime, until I realized I could no longer see them, and soon came upon a small camp, no tents, but with a fire that had just been put out, and was still smoldering. As I looked around into the darkenss, I could hear through my dizzyness from the drink, what I thought were giggles, and whispering.

I walked into the woods. My chest began to pound uncontrollably but I could not turn around. Where would I turn to? For a moment, I thought, no one in the world knows exactly where I am at this very moment, and just as I thought how entoxicating and freeing that is, the thought of Abe not knowing where I am shook me.

As the whispering turned into chanting, singing, I came onto a small clearing, around 30 yards in diameter. It was probably just me, but the moon was so bright, it was like the area was lit up like a room. I literally could not see to the other side of the clearing.

But there stood, before me, two very large men, both at least 250 lbs, basically doing what amounted to a slow motioned coregraphed wrestling match. They were surrounded by the men I had followed, some I saw while walking, and several others, all told about 15-18 men. They were all naked. Except for the two wrestlers, none were younger than me.

Eventually I got the nerve to not try to hide in the small bush I found myself in, when I felt both my arms go limp. I'm talking numb. I was led into the circle, and undressed. I felt sure I was about to faint. The feeling was constant. The chanting became a rhythmic rain eventually blurring me into subconsciousness.

Soon, I was startled by this seemingly disturbing argument between one of the wrestlers and an older man, perhaps in his 60s. I was quickly taken back into the woods and kept there for what seemed like forever, but probably about 20-30 minutes. Each time the voices grew loud and aggressive, I would be petted and held more closely. The scent of African sweat only made me more drunk. Several times I felt myself falling to my knees wanting to orally please anything that came about. I was constantly being held up. As best I remember, that's all that happened in the wooded areas.

Then the most strange thing that has ever happened to me in my life occured. All the men around me slowly walked away, one by one, until all I could see was the well lit area near me. Feeling my vision closing in on me ever so subtly, I walked out of the woods into the clearing.

The wrestler, now completely alone, motioned me to him. As I got close I fainted. When I awoke I was being kissed and caressed. He would not stop looking at my eyes. Every time I went to close them, he would get upset. I could not understand anything he said, most the times he wasn't talking to me anyway, but I understood clearly he wanted my eyes open.

In the end, he had his way with me to completion. He made sure of it. But to say this event was only sexual would be a lasting flaw in my character. He dressed me, walked me for awhile, once I noticed he had disappeared, soon others came about, smiling, waving, pointing the direction for me. No more giggling, no more whispering, no more arguing.

What happen to me that night changed my life.

Two days later, on our way back to Dakar, while resting, I asked Abe, who I thought knew nothing about what had happened, would he ever want me to talk about what I did in Africa. He only shook his head. About three days out we are in another National Park, and while being entertained, a white European couple now living in Cape Verde, makes a point of cautioning the other 'tourists' about wandering near National Parks late at night without escort.

I never felt so un-tourist in all my life.

From www gvnet.com I transfer the fllowing passage.

Human Trafficking and Modern-day Slavery

The Gambia is a source, transit, and destination country for children and women trafficked for the purposes of forced labor and commercial sexual exploitation. Within The Gambia, women and girls, and to a lesser extent boys, are trafficked for sexual exploitation, in particular to meet the demand for European sex tourism, and for domestic servitude. Boys are trafficked within the country for forced begging by religious teachers and for street vending. Transnationally, women, girls and boys from neighboring countries are trafficked to The Gambia for the same purposes listed above. Primary source countries are Senegal, Mali, Sierra Leone, Liberia, Ghana, Nigeria, Guinea-Bissau, Guinea and Benin. Trafficking of Gambian boys to Senegal for forced begging and Senegalese boys to The Gambia for the same purpose is particularly prevalent. Gambian women and girls are trafficked to Senegal for domestic servitude, and possibly for sexual exploitation. Gambian women and children may be trafficked to Europe through trafficking schemes disguised as migrant smuggling. Reports in the last two years of Gambian, Senegalese, and nationals of other neighboring countries being transported from The Gambia to Spain by boat appear to be predominantly cases of smuggling rather than trafficking. - U.S. State Dept Trafficking in Persons Report, June, 2008 [

US Prosecutors: China Corruption Case Grows Stronger      Cache   Translate Page
Last month, Patrick Ho, a former Hong Kong official fighting foreign bribery charges in New York, thought he had finally received a break. In a dramatic move in the high-profile bribery case, prosecutors on Sept. 14 dropped all criminal charges against Cheikh Gadio, a former Senegalese foreign minister they had accused of helping Ho bribe African officials. Arguing that the government's move undermined its case against Ho, Ho's lawyers urged a federal judge in New York to release their client from a federal jail.  But the presiding judge, Loretta Preska, wasn't buying it. She dismissed the motion, Ho's fifth unsuccessful request for bail. And prosecutors said Gadio has agreed to cooperate, expressing confidence that his testimony against Ho will strengthen their case.  "(Far) from weakening the case, Gadio's testimony will provide substantial evidence of the defendant's guilt," prosecutors wrote in a court filing.  Left largely unnoticed in the U.S., the corruption case against Ho has sent shockwaves across Asia, putting the spotlight on an open secret in global business circles — rampant bribery of foreign governments by Chinese companies seeking business deals around the world.     China has largely ignored the problem, according to China experts.  While the government of President Xi Jinping has launched a much-publicized domestic anticorruption campaign, experts say Chinese authorities have yet to bring a single foreign bribery case against a Chinese company or executive.   Ho has denied any wrongdoing.   Ho, 69, and Gadio, 62 were arrested in New York last November and charged as part of a conspiracy to bribe African officials on behalf of CEFC China Energy, a Shanghai-based energy conglomerate with ties to the country's military.  At the time, Ho headed China Energy Fund Committee, a Virginia and Hong Kong-based NGO funded by CEFC China Energy, while Gadio ran a business consulting firm when he was a member of Senegal's parliament.  In one of two bribery schemes, prosecutors alleged that Ho and Gadio met on the sidelines of the United Nations in late 2014 to engage in a conspiracy to pay a $2 million cash bribe to Idriss Deby, the president of Chad. The payment was offered in exchange for helping CEFC Energy's entry into Chad's rich energy sector, according to prosecutors.  Gadio allegedly introduced Ho to Deby and served as a middleman during discussions between the Chinese executives and Chadian officials. The complaint did not make clear whether any payment was made to Deby, but it did say that Gadio received $400,000 for his services.  In the second scheme, Ho allegedly paid a bribe of $500,000 to Sam Kutesa, the Ugandan foreign minister, in 2016 in exchange for Kutesa's help in helping CEFC Energy gain business contracts in Uganda's financial and energy sectors, according to the criminal complaint. The bribe was paid after Kutesa finished his one-year term as president of the U.N. General Assembly and returned to Uganda.  While the charges against Gadio were never presented to a grand jury, Ho was indicted on multiple counts of foreign bribery and money laundering.  Ho pleaded not guilty.   Timothy Belevetz, a former federal prosecutor now a partner at the Holland & Knight law firm, said bribery cases under the foreign bribery law known as the Foreign Corrupt Practices Act rarely go to trial. "This is an opportunity for law to be made," Belevetz said.  FCPA was passed in 1977 in response to disclosures that U.S. companies were bribing foreign officials to secure business deals. The law has since been amended, giving the Justice Department and the Securities and Exchange Commission broad jurisdiction over foreign companies that have subsidiaries in the United States or trade on U.S. stock exchanges.  In recent years, the Justice Department, working with international law enforcement agencies, has brought a growing number of corruption cases against foreign companies and executives paying bribes to foreign government officials. While the Justice Department has previously charged U.S. and European companies with paying bribes to Chinese officials, never before has it tried the representative of a Chinese company on charges of bribing foreign officials in exchange for business contracts. At the heart of the Ho bribery case is the question of whether any payment promised or made to the African officials was a bribe, as prosecutors call it, or a charitable donation, as defense lawyers put it.  As Ho's Nov. 5 trial approaches, prosecutors have revealed how Gadio's testimony, as well as evidence of Ho's business dealings with Iran and alleged arms sales to African nations, will help their case at trial. In a recent court filing, prosecutors wrote that Gadio will testify that Ho handed $2 million in cash, hidden in a gift box, to Deby, and only after Deby "refused to accept this obvious bribe" did Ho draft a letter pledging $2 million to "charitable causes" in Chad.  Gadio will also tell a jury that Ho never asked him about the status of the donation, indicating Ho had no "interest in doing charitable works in Chad." "This expected testimony considerably strengthens the government's proof beyond the already-strong case reflected in the detailed Complaint," prosecutors wrote.  Prosecutors have also indicated in recent days that they intend to introduce evidence of Ho's involvement in other corrupt actions. In a court filing last week, prosecutors disclosed they have evidence that shows Ho had offered a bribe to John Ashe, a diplomat from Antigua and Barbuda who served as president of the U.N. General Assembly the year before Kutesa held the post. (Ashe was implicated in another corruption case involving a Chinese national but he died in 2016 before the case went to trial).  Prosecutors also plan to introduce evidence of Ho's interest in doing business with Iran while the country was under U.S. sanctions, and brokering arms sales to Libya and Qatar.  In an October 2014 email, one of several cited in court documents, Ho suggested that CEFC China serve as a "middleman" to help Iran access funds it kept in a Chinese bank under U.S. sanctions to pay a Hong Kong bank for precious metals. The complaint had hinted at Ho's willingness to help Chad procure weapons from China, but new government filings allege that Ho's interest in arms dealing extended beyond Chad.  In March 2015, according to an intercepted email, Ho asked an unidentified intermediary to send him a list of weapons and military equipment requested by Libya so that "we can execute that right away." A month later, Ho emailed the intermediary. "Qatar needs toys quite urgently. Their chief is coming to China, and we hope to give them a piece of good news." Prosecutors say they want to introduce the emails as background evidence "to show the development and nature of the relationship" between Ho and Gadio.  Belevetz said that as with other white-collar criminal cases, the case against Ho will turn more on documents such as emails and wire transfer records than testimonies of witnesses.  In white-collar cases, "you often have a paper trail that shows what was said," Belevetz said. Edward Kim, one of Ho's lead attorneys, declined to comment. Sean Hecker, Gadio's lawyer, said in a statement to VOA, "Dr. Gadio looks forward to continuing to cooperate with U.S. authorities before returning to Senegal to continue his service to the Senegalese people and the important pursuit of establishing peace and security across the Sahel Region."

The 28-year-old, who joined the Merseyside club in 2016, enjoyed a productive time during the 2016/17 loan spell at Hull City where Silva was the manager. However, quite surprisingly, he has been overlooked by the Portuguese. In eight Premier League games this season, he has managed only four substitute appearances, clocking just 48 minutes of action.               Clandestini, irregolari... quanti termini per indicare cosa?      Cache   Translate Page
Perchè altrimenti è irregolare in Italia. Semplice, no?

Then put mido in the team. he made three great seasons, not just once. he performed very well in brugges and tottenham in the season 05/06. he may doesn't have a regular carrer, but in terms of peak he must be in the team. very few egyptians played on level of Mido only salah do better than him. At Ajax doesn't need words, at brugges he was ebony golden shoe and at Tottenham he scored 11 goals at 05/06. He have a very good goal record at his main clubs. I don't even talk in his NT. Again I say he wasn't regular, but from 2001 to 2005 his contribution for NT his very good, despiste winning nothing. I am sure to you that Mido have better peak than Abougreisha, Ad-Bida, Zidan (was a good mention) and Hegazy (how he can fit in the squad??). Mido showed great material but was unfortunate in african player of the year at his peak because he competed with Drogba, Eto'o, Okocha and a super Senegal players and he just appeared just once in top 3. If peak is your criteria, so make a favour and put Mido in the squad.

    Altas y bajas.

Plantilla totalmente nueva con un total de 11 incorporaciones: Roselis Silva (RPK Araski), Alejandra Quirante (Movistar Estudiantes), Melita Emanuel-Carr (Club Athletic Brivie Corrieze), Tania González (Universidad de Oviedo), Clara Cáceres (Maristas Córdoba), Heleen Nauwelaers (USO Mondeville), Julia Gladkova (Sparta&K Moscow), Vicky Llorente (Lointek Gernika), Laura Herrera (Campus Promete), Jenna Smith (Pietskansky Cajky) y Amy Syll (AD Cortegada).

En cuanto a las bajas: Aleksandra Stanacev (Quesos El Pastor), Ellen Astrom (Telge), Brittany Brown y Quinn Dornstauder (Mann Filter), Jovana Pasic (St. Georghe), Laura Aliaga (Durán Maquinaria Ensino), Kristina Rakovic (Keltern), Elin Gustavsson (BAXI Ferrol) y Bineta Ndoye (ISE CB Almería).

Ficháis finalmente a Jenna Smith.

World's Most Powerful Passport Revealed As Countries' Global Rankings Shift      Cache   Translate Page
Japan passport holders will find it easier than ever to travel the world, as their travel documents have just moved up in the global Henley Passport Index to take the top spot.

The Henley Passport Index is a ranking of all of the passports in the world based on the number of countries their holders can travel to visa-free.

Until now Japan had been sharing joint first place with Singapore, which gained visa-free access to Uzbekistan earlier this year bringing its total to 189 countries.

However, earlier this month Japan gained visa-free access to Myanmar bringing its total to 190 - once again taking it to the top spot.

It's still a milestone for both Japan and Singapore, as 2018 is the first year in the index's 13-year history that either of them has had the most powerful passport in the world.
Both are way ahead of the UK and US which share fifth place with Portugal, the Netherlands, Austria and Luxembourg - but it's worth noting that the top four spots are shared by 10 countries.

Experts had previously revealed that the UK ranking is unlikely to increase until there is certainty regarding Brexit.

OTAN NO, Bases fuera.

'Got to sell him': Some Everton fans react to potential exit reports about 28-year-old - originally posted on Sportslens.com

One player who would have thought that things would look bright for him following the appointment of Marco Silva was Oumar Niasse.

Majalah Time menyebut tenggelamnya Doña Paz bencana maritim paling mematikan di abad ke-20.

Sedikitnya 2.000 orang dilaporkan meninggal dunia.

Mont-Blanc memiliki 40 orang awak kapal.

İŞÇİLER SOL'A ANLATTI: MAAŞIMIZ ALANA KADAR ÇALIŞMAYACAĞIZ

soL'a konuşan bir grup işçi, cuma günü de maaşları ödenmezse işi bırakacaklarını, çalışmayacaklarını söylediler. Senegal'in insanlarının yoksul, hayatın ise pahalı olduğunu ifade eden işçiler, tercüman aracılığıyla şunları söylediler:

Cumhurbaşkanı Tayyip Erdoğan, geçen Mart ayında Afrika turu kapsamında gittiği Senegal’de Doğanlar Yatırım Holding’in devam eden çalışmalarını yerinde incelemişti.

Doğanlar Yatırım Holding’in Senegal deki hal yeri, tır parkı garajı ve mobilya fabrikasının şantiyelerini ziyaret eden Erdoğan'a Doğanlar Yatırım Holding Yönetim Kurulu Başkanı Davut Doğan eşlik etmişti.

DOĞANLAR HOLDİNG PATRONU ERDOĞAN'A VE EXIMBANK'A TEŞEKKÜR ETMİŞTİ

Davut Doğan, “Sayın Cumhurbaşkanımıza, Senegal Cumhurbaşkanı bakanlarımıza ve projeyi destekleyen Eximbank'a teşekkür ederiz” demişti.

SENEGAL BAŞBAKANI DİONNE: DOĞANLAR YATIRIM İNŞAAT İLE İŞBİRLİĞİMİZ SÜRECEK

Senegal Başbakanı Muhammed Bin Abdullah Dionne da, Doğanlar Holding'in Dakar’da hayata geçireceği projeleri değerlendirerek, “DM Yatırım İnşaat ile yaptığımız bu işbirliği, ileride birlikte hayata geçireceğimiz projeler için ilk adım niteliği taşıyor" demişti.

No amount of money or any other incentive would ever lure me to visit such barbaric countries.

Senegal: Île de Gorée      Cache   Translate Page
Written on 10 October 2002, 16 years ago. Dakar is surprising for its lack of obviously colonial architecture, but it's more than made up for by the delights of Île de Gorée. This pretty little island sits 3km off the capital's east shore and has more colonial atmosphere in its little toe than Dakar does in its entire hoof. It's little wonder that Gorée is one of Senegal's most popular tourist attractions; it's an easy and refreshing day trip away from the sweat of the city. If Dakar were a western...

Written on 9 October 2002, 16 years ago. Dakar, the capital of Senegal and the first destination in my African trip, was nearly spoiled before I even got here. Peppering my guidebook's description of Senegal are sections that make it sound as if Dakar is a lethal place, second only to the Nigerian capital Lagos in terms of crime; but despite a fair amount of looking, I can't find the petty criminals the book is at pains to warn me about. 'Dakar is notorious for thefts and muggings against visitors, frequently in broad daylight,' it...
How climate change is plunging Senegal’s herders into poverty      Cache   Translate Page

Saidou Harouna Ba surveys what's left of his only source of income: his animal herd. “If I’d stayed at home, they would all be dead,” he says. As it is, the 46-year-old Fulani herder returned to his village in Senegal’s northern Podor County after 10 months away with just half the number of sheep, cattle, and donkeys he set out with.

Losing half the herd means Saidou lost half his wealth. A year ago, he was not badly off, able to comfortably support his family. Now, because of the toll climate change has taken, coupled with a government ill-equipped to deal with the fallout, he’s bordering on poverty.

This week, the Intergovernmental Panel on Climate Change warned that an increase in global warming will adversely affect livestock and crop production, particularly in sub-Saharan Africa. But herders like Saidou have already seen increasingly unpredictable weather patterns, drought, floods, and land degradation threaten their way of life.

Six million people in the Sahel faced severe food shortages in a prolonged lean season between January and August this year; Senegal was one of the three worst affected countries in the region. It may get worse yet, as the UN’s Food and Agriculture Organization (FAO) estimates that 2.5 million livestock herders, or “pastoralists,” and those who raise both livestock and crops in the Sahel risk losing their income.

As soon as the rainy season ended last September, it became clear that erratic rainfall had led to diminished pasture across the Sahel. This forced northern herders like Saidou, who normally begin travelling south in January or February, to embark on their annual journey up to four months early, and in far greater numbers than usual.

Seasonal migration - which helps over-grazed regions recover by temporarily shifting the burden to areas with more pasture - is common way of life for the Fulani, one of the Sahel’s largest ethnic groups. But as the length of the migration period and the distance herders are forced to travel to find food and water for their livestock increases, their economic well-being and very way of life are at risk.

Life in pastoral communities revolves around their main source of financial capital: the herd. So when animals are placed under stress, the social fabric also suffers. “Food security is above all assured by the security of the herd,” says Aliou Samba Ba, president of the Senegalese branch of the Réseau Billital Maroobé (RBM), a network of pastoralist associations in West Africa.

On the road, children accompanying their herder parents miss school, while animals die because of the rise in diseases. At home, people are hungry and increasingly worried about the waning value of the little that they own.

Skinny cattle and donkeys drink from the borehole in the town of Ranerou, which hosts thousands of herders and their livestock during the dry season.

“If there was good rain, all of our problems would be solved,” says Saidou. This isn’t looking likely: in the Sahel, the gaps between the hardship years are getting smaller and weather conditions are becoming more extreme.

    Changing climate, chronic problems

IRIN first met Saidou in March in Ranerou, a small town in the northeastern Matam region. Accompanied by his wife and their two youngest children, it had taken him 10 days on foot to travel the 200 kilometres south from his village of Namarel with a herd of several hundred animals.

Thousands of herders and their livestock spend the dry season in Ranerou every year. But this time was different. Saidou had to station the animals 10 kilometres out of town, where a meagre supply of grass could be found. But with the route between their camp and the town barren and devoid of vegetation, they could only make the journey to Ranerou’s borehole to drink every few days. The animals stopped producing milk, a key nutritional staple for the family.

Map of Senegal showing Ranerou and Namarel

In the last five years, some areas in Senegal have reported decreases of between 50 and 100 percent in crops and grazing areas. This led to a spike in the demand for manufactured animal feed this year, which sent prices skyrocketing. A 40 kg sack of feed that cost around 7,000 CFA ($12) in October 2017 had risen to 13,000 CFA ($23) by March. Herders had to sell off animals to buy feed to sustain the rest of their herds, leaving a severe dent in their wealth.

Meanwhile, a government fund set up in 2012 to subsidise animal feed was not sufficiently replenished. The last cash injection was in 2015, and since herders tapped the fund in 2016 and 2017, subsidies weren’t available at the same level this year. “The state did not have the means to put in place a livestock safeguarding operation,” says Abba Leye Sall, the head of Animal Sectors at the Ministry of Livestock.

In addition, livestock prices plummeted due to desperate herders bringing large numbers of animals to market. Cattle, sheep, and goats fetched half the price they had four months earlier; by March in Ranerou, a sack of feed cost more than a sheep.

“Next time, I’d sell more animals in advance for a better price and buy a stock of feed while the price was still stable,” says Sidy Samba Ba, also from Namarel. This year he travelled some 100 kilometres further south than Saidou and suffered similar losses.

But it’s difficult to predict the conditions of the season ahead, and with donkey-drawn carts as the primary means of transport, carrying large stocks of feed presents logistical difficulties.

As the year went on, herds intermingled around scarce water supplies and the incidence of disease rose. Foot-and-mouth disease killed young animals and slowed the pace of already weak herds forced to hobble long distances in search of sustenance.

Then on 27 June, Senegal’s first rains came, accompanied by an unseasonably cold wind. Tens of thousands of animals died in the space of a day as the long-awaited rains became a killer. Some herders lost everything.

When the herd is happy, the people are happy

Children were among the first to suffer. Many accompanied their parents on the journey south to help with the herd or because no one was left at home to care for them. For those who ordinarily attended school, this meant missing an academic year. Healthcare was non-existent when they became ill camping under tarpaulin sheets. “Social services are not adapted to mobility,” observes Noël Marie Zagré, regional nutrition adviser at UNICEF, the UN’s agency for children.

“For 10 months, we rarely ate meat or vegetables.”

For the few who stayed at home, life also changed. “The society changed,” says Mariam Harouna Ba, who remained in Namarel. “It was very difficult, especially for children and pregnant women who were really hungry because there was no milk.”

This was a serious concern in a region already experiencing high rates of malnutrition. Vehicles connecting remote villages like Namarel to market towns such as Ndioum became few and far between as transporters followed the herders. It was hard to source fish or vegetables, while meat prices increased in areas with no animals left.

When the family at home requested money, herders needed to sell yet another animal, for an ever decreasing price. The main meal of the day was reduced to a bowl of rice seasoned with a stock cube. “For 10 months, we rarely ate meat or vegetables,” says Mariam.

Traders also saw a dip in sales, and many shut up shop during the migration period. Aly Amadou Diop runs a homeware store in the town of Ndioum that remained open. “I haven’t made a profit this year,” he says, surrounded by stacks of foam mattresses and plastic-wrapped crockery. Between October 2017 and August 2018, sales would rarely exceed 25,000 CFA ($44) per day, down from an average of 500,000 CFA ($880). “I don’t want to leave Ndioum,” he continues, “but if there’s another year like this I’ll be forced to look at other options abroad.”

In parts of Senegal that hosted the migrants, business improved and many traders followed the herders south. But already scarce natural resources in host regions were placed under extreme strain. According to Kalidou Ba, secretary general of a local agro-pastoralist association, the region could have easily supported the resident herds in Ranerou-Ferlo County if the northern migrants had not moved in. Instead, livestock in host regions were forced to move southwards as the demand for water and pasture increased.

Since the host regions are also home to crop farmers, concerns rose that the early influx of livestock could damage crops. Fortunately in Senegal, the use of pastoral corridors kept herders on pre-agreed routes. But in other countries in the region the unseasonal presence of animals added fuel to existing inter-communal conflicts.

Saidou Harouna Ba, a herder from Senegal’s northern Podor County, lost half his herd during this year’s seasonal migration.

    Back home, but still insecure

Six months after Saidou’s return to Namarel, he’s at home surrounded by lush green pasture following much-needed rains. Cows and goats mooch around the yard in easy co-existence with his family, occasionally shooed benignly as they chew the edges of straw mats.

    “One bushfire could destroy everything.”

Saidou appears more relaxed than he had in dusty Ranerou. Although he is heavy-hearted from the toll of the long migration and seeing so many of his animals perish, he says he is relieved to have found a good pasture on his return in August.

“I’m happy, because I left to save my animals,” he says. “Even though I couldn’t save them all, I saved a part.”

In Namarel today, animals graze in abundant pasture and many herders are hopeful that they won’t need to make the journey south next year.

But even this year, another threat still looms: bushfires, which typically begin in late October when the lush grass from the rainy season turns yellow.

As the RBM’s Aliou Samba Ba warns:  “One bushfire could destroy everything.”

JUECES-20: CUMBRE DE SUPREMOS      Cache   Translate Page

A continuación, agregó:

Trener przyjął do wiadomości, a później nasze obawy potwierdził towarzyski mecz z Chile.

HSBC: Pakistan Among World's Fastest Growing Economies Till 2030      Cache   Translate Page
Recently released HSBC report titled "The World in 2030" says that "five Asian economies will be among the world’s six fastest-growing economies – Bangladesh, India, Philippines, Pakistan and Vietnam". HSBC ranks Pakistan at number 4 in terms of GDP growth till 2030 and expects Pakistan to rise from the world's 40th biggest economy in 2018 in nominal terms to the world's 30th largest economy by 2030. Pakistan economy does face some short-term headwinds because of its balance of payments crisis requiring an IMF bailout. However, longer term prospects for growth look good.

American business publication Wall Street Journal has produced a short video explaining how its staff sees what it describes as "US-China conflict brewing in Pakistan". What is at stake in the battle between China and the United States in Pakistan is the prize of global superpower status.  Whoever wins in Pakistan will become the number one global superpower, says the Wall Street Journal.

The HSBC report authors look at 75 economies in developing, emerging and frontier markets to make long-term projections of their growth potential and changes in global rankings. They conclude that emerging economies will account for roughly 50 per cent of global GDP by 2030 – a "seismic shift from half of that in 2000".

The report forecasts that Asia will continue to be the biggest driver of global economic growth and highlights that "China will be the world’s largest economy in 2030, overtaking the US, while India - currently the seventh biggest - will be third, pushing Germany and Japan down a position".

An earlier 2017 report by Harvard University's Kennedy School's Center for International Development (CID) at Harvard University forecast Pakistan's annual GDP growth to average 5.97% over the next 8 years, ranking it as the world's 6th fastest growing economy.

Growth Projections. Source: HKS CID Report

The Harvard growth projections are a bit more optimistic that other short, medium and long-term GDP growth forecasts for Pakistan offered by HSBC's 5% through 2050,   IMF's 5.5% till 2020, World Bank's 5.8% until 2019 and  The Economist EIU's 5.7% in 2017

Among the top 10 fastest growing economies, the CID projects Uganda to grow the fastest at 7.73%, followed by India 7.72%, Tanzania 6.66%, Senegal 6.49%, Madagascar 6.07%, Kenya 5.98%, Pakistan 5.97%, Indonesia 5.82%, Mali 5.75%, Turkey 5.64% and Philippines 5.43%.

Among Pakistan's other neighbors,  Harvard Kennedy School forecast China to grow at 4.41%, Sri Lanka at 3.77% and Bangladesh at 2.82%.

Pakistan economy does face some short-term headwinds because of its balance of payments crisis requiring an IMF bailout. However, longer term prospects for growth look good. Improved security situation and rising investments, particularly the China Pakistan Economic Corridor or CPEC-related investments led by China, are helping accelerate the economic growth in the country.  It is the fear of CPEC's success that appears to be driving a growing campaign of fear, uncertainty and doubt (FUD) waged by Pakistan's detractors in South Asia region and around the world.
