Modestine chante ce concert en Yemba, sa langue maternelle, en Français,
en Espagnol et en d'autres langues du Cameroun.

          Það sem við vitum ekki 10 árum eftir hrun      Cache   Translate Page      
Haustið 2008. Stóru viðskiptabankarnir þrír fallnir. Allra spjót beinast að stjórnendum þeirra, sem fram að hruni höfðu þegið ofurlaun og bónusa fyrir störf sín. Þetta voru eignamenn sem ferðuðust um í einkaþotum, pöntuðu heimsfræga poppara í afmælin sín, áttu snekkjur, lúxusvillur og lúxusbíla. Allur hagnaðurinn og gróðinn sem stjórnendur bankanna höfðu stært sig svo mjög af var skyndilega orðinn að minna en engu. Spurt var, hvað varð um peningana? „Do they have their own trusts and secrecy companies in tax havens you have to look for that,“ spurði Eva Joly strax eftir hrunið 2009. „And one thing is sure If there are stolen assets they are not in Iceland.“ Nokkru áður var sérstakur saksóknari skipaður til að rannsaka hrunsmálin, og Joly var ráðin til að starfa náið með honum. Rannsóknin var af gæðum Rúmlega 200 mál voru rannsökuð, þar af fór á þriðja tug fyrir dóm. Einn opinber starfsmaður og um það bil 40 stjórnendur, bankamenn og viðskiptafélagar þeirra hlutu dóma. 25 hafa setið inni, tveir bíða afplánunar og enn eru nokkur mál til meðferðar hjá dómstólum. „It means that an investigation was of quality, it means that your legal system had the capacity to take these cases and this also means probably your legal system is well functioning,“ segir Joly um rannsóknina í dag. Þessu eru margir þeirra sem dæmdir voru reyndar ósammála. Í samtölum Kveiks við fjölda þeirra sögðust þeir telja að dómstólar hefðu verið ósanngjarnir og þeir hefðu verið saksóttir að ósekju. Heiftúðugt andrúmsloft í samfélaginu hafi haft áhrif á dómgreind saksóknara og dómstóla. „They presented really, accountings that where not reflecting the real state or play of the banks. This is criminal,“ segir Joly. „You cannot expect people that have been through this process which is very difficult - especially when you are a white collar criminal because you are used to be VIP you are used to be treated very well everyplace you went its much more difficult than for a burglar for instance. So that is not astonishing that they are not accepting their sentences.“ „Because their fall is so high and so big.“ Og nú er aftur komið bullandi góðæri En er nóg að gert, er verkefninu lokið? Rannsóknarskýrsla Alþingis sýndi rotna menningu í efsta lagi fjármálakerfisins - svo þrátt fyrir þennan góða árangur við uppgjör og endurreisn, þá má alveg spyrja: hvað er það sem við vitum ekki áratug síðar? Skoðaði sérstakur saksóknari eitthvað eða var einhvern tímann til rannsóknar frá því 2004 eða 5 eða hugsanlega fjársvikamál sem tengdist til dæmis aflandsfélögum eða eitthvað svoleiðis? „Það minnir mig reyndar ekki,“ segir Ólafur Hauksson, fyrrverandi sérstakur saksóknari og nú héraðssaksóknari. „En í sjálfu sér var fókusinn fyrst á hrunið sem slíkt og mál sem voru undir áhrifum hrunsins.“ Áður en rannsókn hrunsmála lauk var embætti sérstaks saksóknara skorið niður. Starfsmönnum var fækkað úr 110 í fimmtíu á tveimur árum. „Þannig að það var nokkuð ljóst að þegar við vorum komin á þann stað að þá þurftum við fyrst og fremst náttúrulega að leggja allt afl í það að reyna að ljúka því sem við vorum með,“ segir Ólafur. Þannig að embættið var skorið niður allt of snemma? „Það var gert, já.“ Hvenær skal stoppa? Joly segir það alltaf erfitt að ákveða hvar eigi að hætta í rannsóknum. „But maybe they should have looked into also little more who really benefited from all this crime,“ segir hún og nefnir sérstaklega stærstu eigendur Landsbankans fyrir hrun. „They convicted the person in charge and that is absolutely normal,“ segir Joly. „But the owners of the bank they benefited from the incredible increase in value made by the manipulation for instance. And I think maybe here they could have looked a little more thoroughly to what happened. And I am saying this also because of what the Panamapapers scandal revealed.“ Hún bendir til að mynda á vef aflandsfélaga sem Björgólfur Thor og faðir hans Björgólfur Guðmundsson eiga - eða áttu - en kort yfir þau var birt í Stundinni í júní 2016. „And here there are really questions to be asked and answers to be obtained. Are we sure that all these companies are not linked to the crisis? Are we sure that there are not loans that were given to these companies and has anybody checked the loanbook against this scheme? This is really a theme for a new investigation.“ Tjáir sig ekki um Björgólfsfeðga Ólafur Þór tjáir sig ekki um þetta. „Nú get ég voðalega lítið tjáð mig um einstök mál eða svarað ásökunum á hendur einstökum aðilum. Það var farið í þær rannsóknir sem að þótti tilefni til og reynt að leiða það fram sem menn þurftu að fá í sambandi við það,“ segir hann. Sömu sögu hefur Bryndís Kristjánsdóttir skattransóknnarstjóri að segja. „Ég get ekki svarað þessu sökum þess að ég hef ekki heimild til þess að tjá mig um einstök mál. En það sem ég get þó sagt er að einhvers staðar í skattkerfinu var farið yfir alla þá aðila sem eru á listanum,“ segir hún. Björgólfur Thor samdi um skuldir sínar og samkvæmt upplýsingum frá honum nam uppgjörið um 1200 milljónum króna. Að hans sögn veitti hann kröfuhöfum aðgang að öllum reikningum sínum og félaga sinna nokkur ár aftur í tímann. Björgólfur Thor er aftur orðinn ríkasti maður landsins. Faðir hans varð hins vegar gjaldþrota. Nam gjaldþrotið 85 milljörðum króna og fengust 35 milljónir greiddar upp í lýstar kröfur. Kveikur óskaði eftir viðtali við þá feðga en fékk ekki. Milljarðarnir fyrir hrun sem fóru Fyrir hrun högnuðust margir gríðarlega á óeðlilegum uppgangi hlutabréfamarkaðarins, en voru ekkert endilega á því að greiða skatt af hagnaðinum. Indriði H. Þorláksson var ríkisskattstjóri á uppgangsárunum. „Það er einn liður í þessu máli að íslenska skattalöggjöfin varðandi hvað eigum við að segja skattfrestun þegar menn selja eða fá söluhagnað af hlutabréfum að þá er það mjög einfalt bara að setja þá í að stofna félag erlendis og losna þannig við skatt. Öll þessi atriði þarf að skoða og þau gerðu þetta mögulegt á sínum tíma og þau eru flest til staðar ennþá,“ segir hann. Og það virðast Íslendingar hafa stundað. Í Panamaskjölunum, sem voru gerð opinber í apríl 2016, var afhjúpað að Íslendingar ættu líklega heimsmet í eign aflandsfélaga. Þar af voru meðal annars þrír ráðherrar í ríkisstjórn Íslands á þeim tíma. „In a general way you can not be finance minister and hiding away from regulary authorities of your country,“ segir Joly og bætir við: „It is very worrysome.“ „This means that your elite does not want to play by the rules. They want to have a special treatment and as you know about it - something should be done about it.“ Umsvifamiklir Íslendingar Það kom almenningi á óvart hvað Íslendingar voru umsvifamiklir í Panamaskjölunum. Líka skattinum. „Það kom mér á óvart hvað við vorum stór í þessu. Og það var svona meðal annars ástæðan fyrir því að ég taldi mikilvægt að þessi gögn yrðu keypt. Og það væri mikilvægt ekki bara fyrir skattayfirvöld heldur alla að átta sig með einhverjum hætti á því hvað þarna átti sér stað,“ segir Byndís. Þessi fjölmörgu aflandsfélög eru þó engin tilviljun. Íslenskir bankar hófu að auglýsa aflandsþjónustu fyrir tuttugu árum - fyrir einkavæðingu. Henni var þá beint að efnameiri viðskiptavinum - tilgangurinn: svokallað ,,skattalegt hagræði” auk þess sem þetta var skotheld leið til þess að fela eignarhald. Indriði segir að peningar hafi á þessum tíma streymt úr landinu „Í sumum tilvikum héldu menn því fram að þetta væri bara hið besta mál fyrir efnahagslífið en staðreyndin er náttúrulega sú að á þessum árum að þá streymdi alveg óhugnanlega mikið af peningum út úr íslenska efnahagslífinu, meira og minna skattfrjálst,“ segir hann. Skipulagt af sérfræðingum Sérfræðingar setja upp strúktúrinn  „Reynslan er sú að það eru sjaldnast skattaaðilarnir eða gjaldendurnir sjálfir sem að stilla upp planinu eða undanskotunum, það eru einhverjir sérfræðingar,“ segir hún. Viltu að það verði hægt að sækja þá til saka fyrir að ráðleggja fólki hvernig það geti skotið undan skatti? „Ég tel að það eigi að skoða það já - og það er reyndar almennt ákvæði í skattalögunum en ég tel að það mætti styrkja það,“ svarar Bryndís. Ákvæðið hefur hins vegar ekki verið notað. „Ekki svona í þessum málum,“ segir hún. Þarf að styrkja lögin Skýrsla um skattsvik var lögð fram á Alþingi 2004. Hún sýndi að skattsvik höfðu aukist „í gegnum erlend samskipti”. Og tillögur til úrbóta voru kynntar sem söfnuðu ryki fram yfir hrun. Indriði segir að ekkert hafi gerst í þessum málum fyrr en eftir hrunið; á árunum 2009-10. „Að mínu mati þyrfti fyrst og fremst að þeir ættu að vera skyldugir til þess að haga bókhaldi þeirra samkvæmt íslenskum reglum og skila ársreikningum samkvæmt íslenskum reglum,“ segir hann. Bryndís segir að það megi styrkja löggjöfina til að takast á við þetta. „Að mínu viti má gera enn betur. Og þar vil ég kannski fyrst nefna eignarhaldið. Að minnsta kosti íslenskar reglur séu þannig að það liggi fyrir hverjir eru raunverulegir eigendur,“ segir hún. Joly segir að ef ekkert verði að gert haldi aflandsvæðingin áfram. „If you do not deal with this there is no reason it will stop and it will end with the fact that all the hairdressers, the butchers, the groceries will set up companies in Luxembourg with their work and you will end up with no tax revenue,“ segir hún. Segist hafa séð Panmaskjölin fyrir löngu Þó að almenningur hafi staðið á gati yfir uppljóstrunum Panamaskjalanna og skattrannsóknarstjóra hafi verið burgðið við umfangið voru ekki allir þar. Sérstakur saksóknari segir aðspurður að ekki hafi verið tilefni til frekari rannsókna eftir að skjölin komu fram. „Nei. Vegna þess einfaldlega við vorum búin að sjá Panamaskjölin mörgum árum áður en þau komu fram. Þau voru ekkert ný fyrir okkur. Þau koma fram í tengslum við rannsókn þeirra mála sem við höfðum farið í áður,“ segir Ólafur Þór En senduð þið þær upplýsingar þá áfram til skattrannsóknarstjóra? „Í einhverjum tilvikum fóru upplýsingar til skattrannsóknarstjóra en við urðum líka að afmarka okkur við þau mál sem við vorum með undir,“ svarar hann. Glugginn orðinn lítill Af þeim skattsvikamálum sem skattrannsóknarstjóri hefur sent til héraðssaksóknara hafa sextíu og tvö verið felld niður og alger óvissa ríkir um framvindu hinna eftir að dómur féll í Mannréttindadómstól Evrópu, en dómurinn kvað á um að ekki megi líða of langur tími milli endurákvörðunar álagningar skatta og þess að ákæra sé gefin út í skattsvikamáli. „Eins og löggjöfin er núna þá höfum við ekki mikinn tíma. Og enn þann daginn í dag erum við að fá mál frávísuð. - Þannig að það verður að segjast eins og er að þessi gluggi er nú afskaplega orðinn stuttur,“ segir hann. „Í tilteknum málum þá fórum við náttúrulega eftir þeim aðilum sem við töldum að höfðu fengið fjármuni og þá var reynt að leggja hald á þá og síðan að láta reyna á upptöku fyrir dómi. Við rákumst á í þessu ákveðnar fyrirstöður í því að löggjöfin hafði ekki verið nægilega víðtæk, en því hafði síðan verið breytt 2009.“ Ólafur segir að einhverju leyti hafi komið fram brotalamir í löggjöfinni en að öðru leyti hafi síðan verið bætt í. „Eins og nefndi hérna áðan varðandi upptökuna. Það kemur reyndar of seint inn í löggjöfina til þess að ná yfir mögulega háttsemi á árunum 2008 eða fyrir þann tíma,“ segir hann. Einkaaðilar fóru á eftir peningum Slitastjórnir bankanna reyndu hins vegar að elta peninga – enda beinlínis hlutverk þeirra. Reynt var að endurheimta fé bæði frá einstaklingum og fyrirtækjum, og fá viðskiptum rift með misjöfnun árangri. Joly segir það vera stórt atriði að elta peningana – rétt eins og hún sagði strax í kjölfar hrunsins. „It is very important to go after the money and it is very important to confiscate the ill gotten money. Criminality should not pay. And you have the means in the lawbook to freeze and to confiscate,“ segir Joly. Löggjöfin var veik og jafnvel gölluð í fleiri tilvikum. Vel á þriðja tug mála sem Seðlabankinn sendi áfram til rannsóknar vegna gruns um brot á gjaldeyrislögum voru felld niður árið 2016 þegar í ljós kom að láðst hafði að láta viðskiptaráðherra skrifa undir reglur Seðlabankans um gjaldeyrismál. Þeir sem fluttu fé til landsins með þessum hætti fengu 20 prósent afslátt af krónum, gegn því að festa féð í fasteignum, verðbréfum, fyrirtækjum eða öðrum fjárfestingakostum. Þórður Snær Júlíusson stýrir Kjarnanum sem hefur reynt að komast að því hverjir fóru fjárfestingarleiðina. „35 prósent af þeim fjármunum sem voru fluttir í gegn voru fjármunir í eigu Íslendinga, 72 milljarðar. Þá eru þeir náttúrulega búin í flestum tilfellum af því að peningarnir höfðu farið út fyrir hrun. Búnir að taka út mikla gengisaukningu á virði þessara peninga þú veist 40-50 prósent þannig að þá eru þeir búnir að græða tvisvar,“ segir hann. „Svo kannski í þriðja skiptið sem þeir græða á þessu er að þeir flytja þessa peninga inn á tíma þar sem virði eigna á Íslandi er í algjöru lágmarki.“ Leið fyrir ríkt fólk Þeir sem höfðu gerst sekir um gjaldeyrislagabrot máttu ekki taka þátt, en þeir sem til dæmis sættu rannsókn, ákæru eða hlutu dóma fyrir efnahagsbrot máttu flytja fé inn til landsins með þessum hætti. „Þannig að þetta er leið fyrir fjármagnseigendur, ríkt fólk,“ segir Þórður „Það kom að miklu leyti frá Lúxemborg sem var svona aðal höbb íslenskra athafnamanna. Það kom líka að töluverðu leyti frá Bresku Jómfrúareyjunum, Tortólaeyjum, þannig að það er augljóst að þeir koma frá löndum þar sem er svona skattahagræði eins og það er orðað á tyllidögum.“ Seðlabankinn hefur birt upplýsingar um hvaðan féð hefur verið flutt, en ekki hverjir eru eigendur þess. Því er ekki vitað nákvæmlega hverjir komu með peninga til landsins í gegnum fjárfestingarleiðina. „Við erum með núna í gangi fyrirspurn hjá Seðlabankanum sem er einvörðungu til þess ætluð að við getum sent hana áfram til úrskurðarnefndar um upplýsingamál og það er vel til skoðunar hjá okkur á Kjarnanum að einfaldlega fara með þetta fyrir dómstóla,“ segir Þórður. Gætu verið hvaða peningar sem eru Hjá bankanum fást ekki upplýsingar um það hvort peningaþvætti hafi verið rannsakað í einhverjum tilvikum. „Þar fengum við eiginlega þau svör að þeir væru ekki alveg vissir. Það bara svona líklegast hafði ekkert mál verið tilkynnt inn til þeirra en þeir gætu ekki alveg fullyrt um það sem segir kannski ýmislegt um það hvernig hefur verið höndlað með þessi peningaþvættismál hérna,“ segir hann. Þannig að þetta gæti verið illa fengið fé? „Jájá, vissulega.“ Joly segir fjárfestingaleiðina hafa verið skiljanlega. „Okay Iceland wanted foreign direct investment. Most countries do. En er það endilega óeðlilegt? Joly segir að ólík sjónarmið vegist á. „You have different principles that adhere. One is that when you have served your sentence and paid your debt you are allowed to start a normal life again but if you are convicted for economic crime it would be normal that in the sentence you should have been maybe stopped from doing business again,“ segir hún. „For instance in France you can be barred for five years, ten years, fifteen years from doing business.“

The allied gamble to finish off Germany:
The allied Anglo-French headquarters have now decided that the time has come to finish Germany off and all but end this game: There is clearly an opening: Even without air superiority, a 2-1 in Brussels is all but a guaranteed success, as the allies can sea transport units next to Brussels and can always guarantee enough of air support to DAS intercept the maximum 9AF that Germany can commit. The big question is how to take this a step further. The key the big victory is the survival of the surrounded French armor corps at N27. If it survives, the bulk of German forces in Belgium will be unsupplied and unable to threaten France next turn. There are even more grandiose plans drafted for a southern “pincer” that will result to a complete defeat of Wehrmacht. Of course all these are theoretical as the Germans have 20AF vs 18AF for the allies. In this situation the rule of thumb is that you don’t declare an offensive without air superiority. However the allies hope to deceive the Germans and force them to overcommit their DAS in one part of the front thus leaving openings in different parts of the front in order for the offensive to bear fruit. For example, if 9AF of DAS are committed to Brussels and the allies choose not to fully DAS intercept they may have enough forces available to DAS intercept elsewhere…The allies can always manage an 1-1 with a close to 50% chance of success in resupplying the isolated French armor even without ground support. The joint Anglo-French conference opts to shed 60BRP for a joint Western offensive that also has the advantage of finishing off Norway and getting this hassle out of the way…The drawback is that builds have to be kept to a minimum to prevent the threat of an Axis double turn that will mean the Fall of France or even worse…

Here is the situation in the West just before the allied offensive begins: Please note that there are 13FF in Bremen and 1FF in Kiel. This has corrected a “carryover error” from part 14. (See prior commentary)



What about the Soviets? Obviously they want to get rid of the Greek thorn on their side as soon as possible in order to concentrate in a potential German threat. They will opt for an offensive option.

Option Selections:

UK and France will take two offensive options in the West, while taking a joint attrition in the Med. USSR will declare an offensive in the Med and pass in all other fronts
New BRP levels are UK: 90(58), France: 65(32), USSR 108(47)
No voluntary destruction of units.

Movement of fleets:

Russians will not move any fleets. The UK and France announce the following fleet movements:

1) 18FF from Gibraltar to Plymouth (path as far from German interception as possible). UK will rearrange the counters from 9-8-2 to 9-9-1 (always allowed to do rearrangements to generate more 9FF counters)
2) 9FF from Brest to Calais

The Germans choose to intercept with 13FF from Bremen at Plymouth hex (11-20 range success with 1-4) and roll a 1 (successful).
The remaining French Atlantic fleet at Lorient chooses to intercept at L23 (1-10 range) and are also successful rolling a 3.
The situation just before resolution of naval battles is shown below:



The Franco German naval battle at L23 rolls a 5-3. There is an overall +3DRM for Germans (+2 for Nationality, +1 for size). This means that the French go to -1 overall, losing 1NF, while the Germans continue without a scratch towards intercepting the Royal Navy at Plymouth.
The German British naval battle at Plymouth rolls 2-6. The overall DRM is 0, as UK has +1 for Size and Germany +1 on Nationality DRM difference. Germans will lose 4FF and UK will lose 2FF, but the fleet movement will be successfully completed.

Now, you may wonder why did the allies choose to move their fleets. Gibraltar fleets can do Sea Transport missions, as well as Plymouth fleets! There were two reasons: Having more UK fleets at home also allows SR to France and Gibraltar is essentially free of Seaborne invasion threats considering how decimated the German fleets are and with no Italy in the game. But -more importantly-the allied fleet movement aimed two lure the Germans into a naval battle so that the German fleets are unusable during the Axis turn and also for the remaining of the allied turn: There will be no more threat through the “capture an airport by an airdrop and SR a unit into Britain” trick, so barely any need for home defenses. Futhermore the naval battle gave more fragments that are useful as supply fleets. And there will be no interception of the massive allied Sea Transport Mission. The British Admiralty is high-fiving...
6FF will be designated as supply fleets from Scapa Flow to Bergen and Antwerp

Air and ground movements:

The Russians will move their eastern defenses closer to the front, worrying about some German surprise attack…
They will also move into Greek territory also occupying one Albanian hex and preparing to assault the Greek unit at CC27 with a likely exploitation to the DD27 hex next to Athens. They don’t try to commit more AF than the necessary 5 AF from Izmir, apparently intending to preserve their airbase counters for future use.
Here is the situation post movement in the Greek front:


The French move shows the Allied grand plans unfolding. Note the strategic position of the French armor at Metz! It is adjacent to both infantry stacks at P25 and Luxembourg. The isolated French armor at N27 can open the breakthrough by attacking either the Frankfurt 4-6 panzer corps or alternatively the Bonn infantry unit, thus forcing the Germans to split their DAS on two hexes. If the Germans fail to notice the danger the French armor at Metz can exploit deeply into the German rear essentially handing Hitler a humiliating defeat by the French in conjunction with some British progress in Belgium! This would be essentially a "game-over" situation for the beleaguered Germans…
The British do some inconsequential movements in Egypt, prepare to assault Oslo with 2X3-4 and 2AF from Bergen, and are also positioned to take Brussels. They will also displace the 2NF from Venice to Tobruk. Their attempt to intercept this Italian movement from Venice to Tobruk with 1NF from Gibraltar fails.

It seems that the allies have “choked” at the most critical stage of this game committing some unimaginable blunders!
The positioning of the RAF trying to secure Brussels (or preserving the RAF for the Axis turn) rather than supporting the French offensive is hard to explain. The 2AF needed NOT be diverted to Norway, as a sea transported unit could do the job. Instead 15 AF of RAF should have been used to counterair the 15AF German superstack at Cologne/Essen so that it is not available during the German turn. The remaining 1AF should have been used on N26 to make the possible 1-1 attack there a 8 vs 6, while the 3 French AF should have been saved for possible DAS interception on Frankfurt or for defense purposes next turn. Now the Germans have only 5 AF left for DAS. If they wanted to secure Frankfurt they could still allocate 4AF on Frankfurt and 1AF on Bonn, but still the French have a chance to win the dogfight…
More importantly the Germans would have no AF left for their turn and Anglofrench cooperation rules favor joint attacking, while joint defending is much less effective.
Instead the allies try a deception tactic hoping the Germans will not allocate much DAS and then surprise them with ground attacks. For example if the Frankfurt or Bonn attacks 1-1 succeeded with AAC (Advance after combat) and either the French armor survived, or another one exploited from Metz, another 1-1 on Q26 could encircle more armors….

2) 2AF (Izmir) of GS on CC27

4) 9FF Seaborne Invasion on CC26 from Izmir carrying 1X3-3

French:
1) 4FF ST 1 x 2-3 to Marseilles and No air missions
UK:
1) 2AF GS on Oslo
2) 6FF from Plymouth carrying a 1-3 ST on Antwerp.
3) 1FF from Plymouth joins 1FF from Scapa Flow and then 8FF from Cherbourg for ST to Antwerp carrying the 3-4 in Cherbourg. Fleet joins path of mission 2).

DAS and Interception decisions:
1) Germans commit 6AF (1AF from Wilhemshaven and 5AF from Leipzig) on Frankfurt.

DAS Interception decisions:
1) British commit 5AF from Antwerp for DAS interception on Frankfurt.

Western Allies end up with 95 BRP which is the exact same total as the Germans. They are guaranteed to maintain the initiative.


Summary:
The allies had objectively a bad turn, and not only in terms of rolls, but more importantly also in terms of strategy and tactics. Their grand plan was to “trick” the Germans to overcommit their AF but it backfired royally, as the Germans used exactly the minimum 5AF to spoil the allied grand plan. The French defense now has a notable weakness in the North, where the Germans can attack relentlessly solely on the French and ignore the British, while they still enjoy overwhelming air superiority. The allies should have air-attritioned the Germans and force them to commit as much DAS as possible but they failed to do so. With all their hopes pinned up on a coin-toss 1-1 attack, and no effective defense against the panzers the French now seem quite vulnerable. The airborne is not ZOCed, and from Wilhemshaven is a threat to both England and Paris. Norway was conquered by UK…but it did cost valuable BRPs…The Russians had some success in Greece, but with fall of France looking imminent, they better watch their back…Overall, it seems that the allies are ready to pay for their arrogance next turn. New York, 28 September 2018 - Gavi, the Vaccine Alliance and the UBA Foundation, the Corporate Social Responsibility arm of the United Bank for Africa Group, have joined together to strengthen health systems and raise awareness of immunisation across Africa, starting in 2018 with Nigeria.

“We are delighted to work with the UBA Foundation to help protect children across Nigeria against some of the world’s deadliest diseases,” said Dr Seth Berkley, CEO of Gavi the Vaccine Alliance. “Strong, sustainable health systems are key to ensuring no child misses out on lifesaving vaccines which is why this partnership will make a real difference, reducing child mortality and helping to meet the Sustainable Development Goals in 2030."

The partnership with the UBA Foundation aims to raise US$ 1.5 million over the next two years by leveraging UBA’s network of partners to support Gavi’s immunisation programmes in Nigeria. The UBA Foundation will also advocate for immunisation in Nigeria, which has one of the lowest vaccine coverage rates in the world.

“The United Bank for Africa and the UBA Foundation have been impacting lives positively in Nigeria and across the African continent for several decades, and this is another opportunity to make a difference in the lives of millions of Africans," said Kennedy Uzoka, UBA Group CEO and Chairman of the UBA Foundation. “We are proud of the partnership with Gavi which will run until the end of 2020, with both institutions focused on the overall aim to provide innovative solutions that can increase the capacity of healthcare systems in Nigeria and across Africa."

In the last five years over 14 million children in Nigeria have been vaccinated against some of the world’s deadliest diseases with support from Gavi. If Nigeria meets its targets for vaccine coverage, it will be able to prevent at least one million deaths by 2028.

Europe has a dream that the euro will overtake the U.S. dollar as the world’s reserve currency. It’s an old dream, but it’s based on a misconception.

In his last State of the Union speech as president of the European Commission, Jean-Claude Juncker pledged “to strengthen the international role of the euro.” Yet the dollar’s preponderance in foreign reserves and in international trade comes from specific properties of the U.S. financial system that most European governments do not want to emulate. Global use of the euro is incompatible with the other priorities of European governments, particularly sovereign debt reduction.

European complaints about the dollar are not new. The seeds were planted shortly after the D-Day landings, when the Allies agreed at the Bretton Woods Conference to create a postwar monetary regime of fixed exchange rates centered on the dollar. This dollar-based payments system gave Europeans good reason to hold safe dollar-denominated assets they could use to settle debts or pay for imports in emergencies. Those reserve assets lubricated international trade, but they were also debts Americans owed to the rest of the world.

In the 1950s and 1960s, those debts funded growing financial outflows from the U.S. The U.S. had effectively become the world’s bank, exploiting its overvalued exchange rate to buy long-term risky assets abroad with funds raised from short-term “deposits” sold to foreigners. The French particularly resented what they saw as an “exorbitant privilege” that allowed Americans to buy European assets on the cheap. Europeans eventually responded by converting their dollars into gold bullion at the official U.S. fixed price of $35 an ounce.

The Nixon administration was unwilling to defend an arbitrary exchange rate by stifling American domestic spending or selling all the Treasury’s bullion. Instead, it officially broke the dollar’s link to gold  in 1971. The supposed privilege had actually been a burden: Foreigners accumulated reserves at the expense of Americans borrowing more and more from the rest of the world. By 1971, those debts had become unpayable—and rather than honor its obligations in gold, the U.S. government effectively defaulted.
This did not end foreign demand for U.S. financial assets—much to the annoyance of the architects of the euro. The “One Market, One Money” report, published in 1990 by the European Commission, complained that “permanent asymmetries regarding the burden of adjustment have persisted…because of the special international significance of the dollar.” They hoped their new single currency “could finally be a decisive building block for a more stable multi-polar monetary regime.”

The report’s authors failed to appreciate that the dollar’s “international significance” requires Americans to satisfy foreign demand for dollar-denominated fixed income by increasing their indebtedness. This was demonstrated most clearly in the 2000s. Many emerging markets were traumatized by the crises of the late 1990s and were determined to avoid a repeat. At the same time, oil exporters were enjoying a windfall thanks to soaring prices and wanted to save in preparation for the eventual reversal. The combined effect was a large increase in the demand for safe assets in hard currencies.

While the U.S. federal government consistently ran budget deficits, the growth in public debt was far too small to satisfy foreign savers. Financial innovations, most notably “private label” mortgage bonds and their derivatives, were therefore needed to bridge the gap between supply and demand. This turned out to be a disaster for both the mortgage borrowers and many of the end investors, but it was the only way to reconcile foreigners’ seemingly insatiable need to hold U.S. bonds with America’s relatively restrictive fiscal policy.

This unfortunate episode shows why the euro is unlikely to achieve equivalent status to the dollar: Beyond the likely unwillingness of the European private sector to go on a borrowing binge so soon after the financial crisis, there is already an acute shortage of safe euro-denominated assets available. Moreover, this shortage is being made worse by policy.

In 2007, the governments of the euro area had about €4.8 trillion ($5.6 trillion) in debt securities outstanding. Back then, all of that debt was considered equally “safe” by regulators, monetary policy makers, and—crucially—by investors.

The total face value of euro-area government bonds has since grown to nearly €8 trillion, but that number needs to be adjusted for credit risk, since the new European consensus is that countries unable to raise funds in the markets will have to default on their obligations. Less than €2 trillion of euro-area sovereign bond debt is issued by AAA-rated borrowers (Germany, Luxembourg, and the Netherlands), and even adding in the relatively safe countries of Austria, Finland, and France only brings the total up to €4.1 trillion. Moreover, the European Central Bank has bought roughly €1.1 trillion of those bonds, shrinking the supply available for investors still further.

This shortage is being exacerbated by the obsessions of policy makers. A new joint proposal to reform the euro area’s budget rules from France’s Council of Economic Analysis and Germany’s Council of Economic Experts, for example, explicitly says that “a major aim of our proposed rule is to reduce public debt.” The German government has already been paying down its debt for several years, even though an anonymous former International Monetary Fund economist convincingly argues that German government debt “could reasonably—and quite sustainably—approach 240 percent of GDP,” given the country’s high level of domestic savings.

There is no inherent reason why the euro could not become a credible alternative to the dollar for international payments and reserves. All the Europeans would need to do is replace their national sovereign debts with a single government bond market explicitly backed by the ECB and unconstrained by any fiscal rules. Until they are prepared to do that, however, Juncker’s ambition will remain nothing more than a dream.

I’m camping in Europe at the moment. Pitching my tent at rest stops, in the mountains and inconspicuously behind bushes on private land. I’m camping because there are some day hikes I can’t bear to leave after only a few hours. I want to wake up in the fog and sleep amongst all the creatures that explore the land at night. I’m also doing it to stretch the little money I flew to Europe with.

Each country has its own laws when it comes to wild camping. Here’s a list, but please do your own research if you’re really concerned.

Wild camping is legal in: Sweden, Albania, Armenia, Belarus, Bosnia, Cyprus, Estonia, Finland, Iceland, Kosovo, Latvia, Lithuania, Norway, Russia, Slovakia, Turkey, Ukraine, Scotland

Wild camping is a bit of a grey area in: France, Austria, Bulgaria, Czech, Hungary, Moldova, Netherlands, Romania, Serbia, Switzerland

Wild camping is totally illegal in: Italy, Aldorra, Belgium, Croatia, Germany, Greece, Ireland, Luxembourg, Malta, Poland, Portugal, Slovenia, Spain (they’re really complicated), England, Wales

However, if you’re setting up shop just to rest your head for the night, camping is generally permissible. Pitch at dark and leave in the morning and nobody’s going to bat an eyelid, especially if you’re out of sight. How many times do you drive on a highway or pass a mountain and look for a tent? Worst case scenario: plead ignorance. You’re a tourist.

Here are my packing essentials:

1. A tent

If you’re heading over in summer, you can probably get away with a festival tent, especially if you’ve got some cash in the bank to splurge on accommodation when there’s a stormy night. I use a lightweight two-person Vango Bravo 200, because I need something I can carry on my back with the rest of my stuff that can also accommodate a mate, should I meet one on my journey.

If you’re wild camping, especially in places where wild camping is considered illegal or a grey area, maybe invest in something a little more inconspicuous than the blue one I’ve gone for. You can spot that baby from a mile away.

Luxembourgers are a peace loving people, mostly reserved and of a non-militant disposition. There are few instances of civil disobedience or political rows in Luxembourg’s history. Labor strikes are recorded under German occupation in 1917 and in 1942, with dire consequences for the participants. On October 9, 1973, some 40,000 workers rally in the city of Luxembourg to protest the government handling of the economic crisis and unwillingness to implement important social reforms. Though with no immediate visible impact in the following general elections in May of 1974 the Christian Social Party (German acronym: CSV), which had dominated Luxembourg's coalition governments since 1919 (except for 1925-1926 and during German World War II occupation, 1940-1944), is relegated to the opposition. The Democratic Party (DP) and Luxembourg Socialist Workers' Party (LSAP) form a governing coalition (June 15, 1974 - July 16, 1979). The coalition government is headed by Democrat Gaston Thorn (1928-2007). Since 1979, and up to this day (2012), the Christian Social Party (CSV) leaders Pierre Werner (1913-2002), Jacques Santer and Jean-Claude Juncker have headed government coalitions, alternatively in alliances with the Democratic Party (DP) or with the Luxembourg Socialist Workers' Party (LSAP).

Japan passport holders will find it easier than ever to travel the world, as their travel documents have just moved up in the global Henley Passport Index to take the top spot.

The Henley Passport Index is a ranking of all of the passports in the world based on the number of countries their holders can travel to visa-free.

Until now Japan had been sharing joint first place with Singapore, which gained visa-free access to Uzbekistan earlier this year bringing its total to 189 countries.

However, earlier this month Japan gained visa-free access to Myanmar bringing its total to 190 - once again taking it to the top spot.


It's still a milestone for both Japan and Singapore, as 2018 is the first year in the index's 13-year history that either of them has had the most powerful passport in the world.
Both are way ahead of the UK and US which share fifth place with Portugal, the Netherlands, Austria and Luxembourg - but it's worth noting that the top four spots are shared by 10 countries.

Experts had previously revealed that the UK ranking is unlikely to increase until there is certainty regarding Brexit.

PARIS — Far away seem the days when Paul Pogba was praised for the mature displays that helped France win the World Cup.

For the Manchester United midfielder, the euphoria that engulfed French players following their title lasted only a few weeks as he fell out with coach Jose Mourinho on his return to Old Trafford.

Pogba's relationship with Mourinho has been complicated since his return to United in 2016. But it reached its nadir last month when Pogba was stripped of the vice-captaincy at the club and then appeared to have a spat with Mourinho at practice.

Following a poor start to the season, United is under pressure and Pogba's future there seems uncertain amid reports he could leave.

Such concerns are irrelevant when Pogba plays with his national team, and the international break is likely to provide solace to a player regarded as indispensable by France coach Didier Deschamps.

Pogba joined his teammates at France's training ground ahead of Thursday's friendly game against Iceland. France, which beat Croatia in the World Cup final in July, hosts Germany in the UEFA Nations League on Oct. 16 at Stade de France.

"I don't want to interfere with the relationship that he, or any other player, could have with his coach," Deschamps said. "But given the situation of some (players) in their clubs, the breath of fresh air brought by the France team can do them good."

Often criticized for his laid-back approach, Pogba took more responsibilities in France during the World Cup and is now regarded as a proper team leader. Pogba is crediting Deschamps, who uses him on the pitch in a less restricted role than Mourinho, for his positive influence.

"I have a very good relationship with the coach, he speaks straight to me," Pogba said.

Here is a look at other talking points ahead of this week's international matches:

EMPTY STADIUM

The last time Croatia played England was in the packed Luzhniki Stadium in Moscow in a World Cup semifinal match. When they meet in the Croatian coastal city of Rijeka on Friday, there will be no fans.

Croatia is completing a stadium ban imposed by UEFA in 2015 when a swastika was painted on its field ahead of a game.

STRUGGLING ITALY

Italy is in desperate need of a victory at Poland on Sunday to avoid more embarrassment after failing to qualify for the last World Cup.

The Azzurri already sit last in its Nations League group with only one point and one goal scored from their opening two matches — a 1-1 draw with Poland and a 1-0 loss to Portugal.

Napoli's Lorenzo Insigne is being tapped for a "false 9" role amid a series of problems for the usual center forwards.

Mario Balotelli and Andrea Belotti have been dropped due to poor form while Ciro Immobile and Simone Zaza have struggled with the national team.

FALLEN CHAMPS REBUILD

Germany is still searching for its way back after its disastrous World Cup defense in Russia. Joachim Loew's squad drew 0-0 with France last month in a game in Munich that did little to assure fans it will be challenging again for titles anytime soon.

If anything, the game just highlighted the absence of Mesut Ozil, who retired from international football after feeling he was made the scapegoat for the German team's disappointing performances in Russia. While Loew wanted his side to display more defensive stability, it failed to convince going forward.

Loew experimented with five changes in the subsequent 2-1 friendly win over Peru, but the pressure is on to show real progress is being made in the games against the Netherlands and France.

REPLACING RONALDO

With Cristiano Ronaldo out again, Portugal's attack will be relying on Andre Silva, the Sevilla striker who has been thriving in the Spanish league.

Silva, playing on a loan from AC Milan, has seven goals in eight league matches so far. Silva scored Portugal's winner in the 1-0 win over Italy in the team's Nations League debut and is set to start in the match at Poland on Friday. Ronaldo hasn't played for Portugal since the World Cup and isn't expected to be back until next year.

DEPLETED SPAIN

Spain will be depleted when it hosts England on Monday with a chance to practically secure a spot in the Nations League's final four.

Some key players will be absent because of injuries, including Francisco "Isco" Alarcon, Dani Carvajal, Sergi Roberto and Diego Costa.

BEST OF THE REST

Russia returns to Sochi, where the World Cup host lost a quarterfinals penalty shootout against Croatia, to play Turkey on Sunday in Group 2 of League B. Russia first hosts Sweden in Kaliningrad on Thursday.

In B3, Bosnia-Herzegovina goes for a third straight when Northern Ireland visits on Monday.

In League C, Group 4 co-leaders Montenegro and Serbia meet in Podgorica on Thursday. The Balkan neighbors joined together as one team at the 2006 World Cup.

In League D, teams with two wins last month include Georgia which next hosts Andorra, Luxembourg playing at Belarus, and Macedonia hosting Liechtenstein.

One of the longest journeys in European soccer faces Azerbaijan — about 4,400 kilometers (2,750 miles) to play at the Faroe islands on Thursday.

Add depth to the squadEngland’s first XI reached the last four this summer, but the Three Lions lost twice to Belgium when fringe players were introduced.“When I played for England there was so much depth,” former England defender Jamie Carragher tells FourFourTwo. “Even just at centre-back, there was John Terry and Rio Ferdinand – the two best in that position, winning Champions Leagues and Premier League titles. There was Sol Campbell before them, playing for an Invincible Arsenal side, Jonathan Woodgate going to Real Madrid, Ledley King, one of the best defenders Spurs ever had, and myself at Liverpool.“They called that team the Golden Generation for the amount of top players we had. There isn’t as much depth to this squad, but they’ve still performed better than the squads I was in.“Hopefully England doing well this year will give the clubs confidence to say, ‘England players are as good as anyone and can compete at the top level’. The academies are producing more technical players.“Secondly, many of the players came through at lower-league teams and I think we may find younger lads opting to play for a Championship side, knowing they can break through – and this may lead them through the age groups into the England team. If players aren’t stagnatingand are moving up the England levels as their careers go on, that keeps them progressing– and that could increase squad depth.”2. Trust the unlikely leaderAime Jacquet in 1998, Vicente del Bosque in 2010 and Joachim Löw in 2014 – all World Cup-winning managers who enjoyed a Gareth Southgate-like surge to national prominence (admittedly Del Bosque won everything with Real Madrid first, but they blatantly regarded him as some sort of quasi-caretaker). Each had at least four years in charge before they lifted the World Cup, having been given time to plan for the long term.After his previous job behind the scenes, Southgate is the perfect man to oversee England’s next project - so it's good news that he recently signed a contract extension taking him through to 2022.3. Send for the wingersAlthough hopeful punts aren’t the answer – rest assured there will be calls for a more direct style if England’s new direction falters – the Three Lions don’t want to become Arsenal. Or Arsene Wenger’s one-trick Arsenal, anyway.Three at the back plays to England’s current strengths, but umpteen defenders is pointless when you’re facing bus-parking minnows. With Kyle Walker in that three it’s a straightforward switch to a four; you just need a couple of decent wingers to change the attacking angles.4. Don’t rely too much on Harry KaneTottenham’s talisman won the Golden Boot, but there’s a need for more goals in open play from others.“The beauty of the World Cup was that England were unpredictable, for the first time in a generation,” says Darren Anderton, a midfield scorer for the Three Lions at the 1998 World Cup. “Runners from midfield and the goals from set-pieces made England one of the most dangerous sides at the tournament. Harry’s goals topped it all off. The main thing is getting more support from those around him.“What’s definite, in my eyes anyway, is that he and Raheem Sterling already have a near-perfect partnership. Raheem needs to add goals to his England game. He was constantly stretching defences in Russia and, despite not scoring, it’s clear how much he’s valued by this side and by Harry in particular. They need to keep playing together as they may end up becoming a lethal combination.“It would help if Dele Alli scored more, as well as Jesse Lingard. Their movement and running was class. By 2022 they should be even better.”5. Decode the UEFA Nations LeagueSEE ALSOUEFA Nations League explained: how does it work?Let’s face it, no one loved international week when it was just meaningless friendlies. We enjoyed the opening round of UEFA Nations League fixtures,even if the format is mind-bendingly complicated and nobody’s sure how it actually works.Facing top-class opposition - Southgate's side host Croatia on Friday, before travelling to Spain on Monday - can only be a positive.Considering England’s competitive record against the leading nations still isn’t great, victories in the Nations League would be useful as they bid to beat the world’s best when Qatar comes around.6. Round-the-world flu treatment for Laurence MaguireWe’re just as superstitious as any player, so what worked in Russia must continue. That means the boss dislocating his shoulder during every major tournament – it’s for the greater good, Gareth – and Harry Maguire’s family going to every game, regardless of whether the gigantic Yorkshireman is even playing.Chesterfield gaffer Martin Allen gave Maguire’s brother permission to travel to the World Cup, insisting defender Laurence had Russian flu that could only be treated in the Samara region. He’ll need more treatment in Rijeka and Seville over the next couple of months, before the inevitable onset of the Qatari mumps some time around 2022. With these human equivalent of lucky gonks in tow, plus Ashley Young sticking the ball on Slabhead’s gargantuan bonce, glory surely awaits.7. Give World Cup-winning starlets a chanceEngland won the Under-17 and Under-20 World Cups in 2017, and if those players are given game time at club level to aid their progression, the senior squad could enjoy an influx of talent ahead of 2022.Paul Simpson was the coach of the successful England U20 team, and is optimistic. “Over the last nine to 12 months, we’ve seen a lot of the boys getting first-team football,” he explains. “Goalkeeper Freddie Woodmanplayed senior football for Aberdeen, and Jonjoe Kenny made first-team appearances for Everton. It’s important they’re getting these opportunities. We’re starting to see a swing in attitude, which will help in the run-up to the next World Cup.“We’ve got some gifted young players who can take that step from development football with England into senior football, and then on to the senior international stage.”8. Don’t be derailed by the pressMake no mistake, the tabloids would have lunged for the jugular had Colombia prevailed on penalties in the last 16. Raheem Sterling was being groomed as the nation’s fall guy, but if the Three Lions are going to finally reclaim the biggest prize of all, they’ll need players with his mercurial skill set– even if patience is sometimes required.Keeping the press onside will help. More NFL-style media days – when every player was made available to reporters on an afternoon before the World Cup – could boost an important relationship. An open approach is building trust on both sides.9. Continue to eliminate squad rivalriesEarlier this year, Frank Lampard and Rio Ferdinand spoke about intense club rivalries that affected England during the Golden Generation, as did Emile Heskey in the latest issue of FourFourTwo. Spain resolved emnity between Real Madrid and Barcelona stars to lift the 2010 World Cup, so the Three Lions will need to stay free of such club antipathy to go all the way.“I know Lampard and others have spoken about cliques in the England squad when we were playing, but for me the problem was blown out of proportion,” insists Carragher. “There was never a ‘this group doesn’t like that group’ situation, and we’d all played together in youth football. I was room-mates with Lampard for the U21s.“That said, there was a problem with the way players talked to each other, and you wouldn’t open up about things at your club to someone else. I wouldn’t be asking Gary Neville how United trained, or what Alex Ferguson was like. If we’d shared more, it might have helped the team.“I think it’s changed, and for the better. This England squad were like ‘Club England’ – that’s a hard thing to achieve at international level. The club mentality is there, thanks to Southgate. He’s been U21 coach and knows a lot of them well. He’s done a great job bonding them together, and I think that’s helped to eliminate those rivalries.“I hope it continues. Part of it might be down to the fact that many of the England players aren’t from the top clubs. There are a lot of players from clubs in the middle of the table, and that reduces tribalism.”10. Be patientThe ‘It’s Coming Home’ memes were enjoyable over the summer, and – a rarity among fans who deal in absolutes – also pleasantly self-aware.The problem remains whether the genie can now be put back in the bottle, and perspective restored. A gradual evolution towards Qatar 2022 was always the FA's plan, but the Three Lions delivered early. It’s going to be tough not expecting magic from a group that nearly got to a World Cup final – say, when it’s 0-0 midway through the second half against Estonia on a wet Wembley evening.Admirable though they are, this side aren’t going to win every qualifier 7-0. Lack of expectation freed England to finally play with boldness in Russia, two years after pressure crippled them at Euro 2016. Keeping it that way will require restraint, but will surely help.11. Gain top-level experience in defenceEngland had some belting players at Euro '88: Beardsley, Barnes, Lineker. But English clubs were still banned from Europe, and when Marco van Basten took on a raw Tony Adams, it showed. Three decades on, Mandzukic vs Stones had a very similar outcome. None of England’s back three have been Champions League regulars at centre-back, but that should have changed by 2022.12. Don’t do a fly-on-the-wall documentaryEngland were on a high after reaching the semi-finals of the 1990 World Cup, but it all came crashing down. The Three Lions didn’t even make USA '94, with their abysmal qualifying campaign the subject of a Channel 4 documentary chronicling the full extent of manager Graham Taylor’s despair.“I don’t know how they got the approval to produce a fly-on-the-wall documentary about England in the first place,” says former Aston Villa winger Tony Daley, who played for his country under Taylor.“Let’s face it, there’s not a hope in hell of that happening today. It’s all about portraying a positive image in football, but back then it was a real talking point in dressing rooms up and down the country.“I worked under him at Villa, and he was brilliant for me and the club during his time there. To get that kind of access to a World Cup qualifying campaign was unprecedented. If England had qualified, things may well have turned out differently, but I’m pretty sure Gareth Southgate won’t be planning a repeat in the run-up to 2022.”13. Benefit from the BundesligaFew England players have experienced playing their club football abroad in recent times, but youngsters Ademola Lookman and Reece Oxford benefited from loan spells in Germany last season, Reiss Nelson is thriving on loan at Hoffenheim,and 18-year-old Jadon Sancho has been turning heads at Borussia Dortmund.“In the past, senior Bundesliga figures told me that trying to bring in young English players was almost impossible, because of the big wages they earned in England and their reluctance to be paid less in Germany,” says former England striker Tony Woodcock, who enjoyed success in the Bundesliga at Cologne. “I think we’re now seeing a growing realisation that first-team football in Germany can open a lot of doors for young English players. Sancho and Lookman have gone there in the last 12 months, and I think we’ll see more and more.“From the players’ point of view, I’m not sure there’s anywhere better to expand your experiences as a footballer. Taking yourself overseas as a teenager makes you grow up pretty fast. But on the pitch, you’re not only up against some of the world’s best players and in front of some of Europe’s biggest crowds – you’re also experiencing different cultures and playing styles. If these guys aren’t getting any games in England, there's nowhere better for them to go.”14. Please gamble responsiblyA Liverpool-style ‘Swarm!’ approach led to chances galore in England’s World Cup group games, but that attacking play occasionally disappeared when the going got tough: late on against Colombia, and in the second half against Croatia.The confidence to keep committing players forward is essential, which might be a job for England’s shrinks. Don’t drop back; gamble on glory.15. Retain that round thingEven in the winter Qatar should be fairly balmy, so ball retention is key. One of England’s major issues is wilting later in tournaments, like teenage vegans at a barbecue. That infamous lack of knockout goals isn’t just because the opposition improve, it’s because English players get flaky after hours of haplessly chasing shadows.Southgate’s gamble on less experienced but more ball-comfortable defenders initially raised a few eyebrows; now quickly-frustrated home fans need to give them time to refine that patient, probing approach.So please, no barking at John Stones to lump it upfield when England are one down. Let the other mob press and wear themselves out.16. Get the fans on the planeThe pre-tournament vibe this summer largely focused on discouraging England supporters from travelling, only for certain media to then complain that not enough of them bothered going: it’s a no-win situation. Despite all of the alarmism, Russia turned out to be pretty hospitable. And Qatar? It may not be Ibiza but no doubt their charm offensive will crank up a few notches, too.England benefit hugely from a large, good-natured support: it’s one big celebratory feedback loop when everything goes well. The final in four years’ time is at the brilliantly named Lusail Iconic Stadium – see you all there, then.17. Keep the inflatable unicornsIf there’s one thing that definitely helped Englandto reach the semi-finals of the World Cup, it was the day the players spent racing on inflatable unicorns in the swimming pool. OK, so there was probably a bit more to it than that, but the unicorns were indicative of a more relaxed approach.“To be honest, the blow-up unicorns would probably have been a bit tame for us back then,” laughs Euro '96 star Anderton. “Times change – I can’t imagine these boys embracing the dentist chair! Personally, I think the way the team has bonded has been the most impressive thing Southgate has achieved. If that carries on, why can’t we go and win it in 2022? The unicorn thing showed these boys actually got on really well and genuinely liked each other.“It’s all about creating a club atmosphere and making playing for your country fun, which is how it should be. It’s what you dreamed about doing as a kid, so why should you walk onto that pitch with any doubt that this is the greatest honour you can have as a player?”18. Surround England’s young talent with the right peopleOne thing that stood out during their World Cup journey was the sheer likeability of England’s players. In previous incarnations, supporters of rival teams might have felt vaguely sick at the thought of John Terry, Ashley Cole, Rio Ferdinand or whichever other figure they loathed holding the World Cup trophy aloft – that sentiment is largely gone from a set of lads you’d happily introduce to your gran.Southgate’s gentlemanly demeanour has contributed to that, as has an academy system that puts an emphasis on producing more rounded human beings. Those players must now be encircled by people giving them the right advice to keep them grounded.19. Find a playmakerWatching ageless man-witch Luka Modric run rings around England’s midfield was a sobering antidote to all of the pre-semi hoopla, but perhaps the Three Lions should have seen it coming.England lack the same sort of midfield playmaker: Jordan Henderson has the will but not the skill, while Jack Wilshere appeared nailed-on but fell apart. Southgate isn’t afraid of blooding raw youth: time to give the promising Phil Foden – maybe also Harry Winks - significant game time? 20. Win the club vs country battleThe FA’s review into what had previously gone so wrong with the national team came to a clear conclusion: while countries like France were allowing players to progress through their ages groups – with very obvious results – club vs country concerns were hampering the Three Lions.Southgate’s commitment to a similar setup has paid partial dividends, but the conveyor belt needs to keep moving.The fact that players such as Foden, Sancho and Ryan Sessegnon couldn't get club clearance to play for England at the recent Under-19 Euros was depressing. England lost 5-0 to France in their decisive group game, but more importantly, vital experience was lost.“It’s massively important that we keep seeing our best young players performing in international age group football,” says Paul Simpson. “But we also need UEFA to be sensible when they’re scheduling tournaments. We had 33 players withdraw from the U19 European Championship but it wasn’t just England – it was countries across the board.”21. Don’t worry if qualifying doesn’t go smoothlyWe don’t expect things to start going Graham Taylor or Steve McClaren levels of bad, but England actually need to get to Qatar first. However, no one should panic if things aren’t plain sailing when World Cup qualifying kicks off. Germany were dominant en route to Russia 2018, winning all 10 games, but were back home before das postcards. France drew 0-0 at home to Luxembourg but went on to win the thing.22. Avoid burnoutTiredness has long been a problem whenever a major tournaments rolls around, and the 2022 World Cup could prove even more challenging. The competition takes place between November 21 and December 18, in the middle of a hectic Premier League campaign. Ensuring the squad is given sufficient time to rest before the big kick-off is crucial.“The lead up to Qatar 2022 does look difficult,” says Carragher. “There were a few times in my career when fixtures piled up and it was tough – it can burn players out. It’s harder for the offensive players, who rely on sharpness more than defenders, but it takes its toll physically. It’s also hard mentally as you have to get yourself up for a match, and then you have the comedown afterwards. Pre-season tours are something that might have to be looked at, as they add a lot to players’ schedules.”Solving the issues will require some negotiation, making co-operation between the FA and Premier League more important than ever. Geneva, 9 October 2018 - More than 5,000 participants from 160 countries will meet in Geneva to thrash out major new investment-for-development initiatives at UNCTAD’s World Investment Forum 2018 in the Palais des Nations, Geneva, Switzerland from 22-26 October.

The high-level conference comes amid mounting disquiet about declining investment flows and their impact on efforts to meet the ambition of the 2030 Agenda for Sustainable Development, adopted by the international community three years ago.

“Global flows of foreign direct investment fell by 23% in 2017,” United Nations Secretary-General Antonio Guterres said. “Cross-border investment in developed and transition economies dropped sharply, while growth was near zero in developing economies. With only a very modest recovery predicted for 2018, this negative trend is a long-term concern for policymakers worldwide, especially for developing countries.”

Private sector investment in developing countries, totaling $3.9 trillion a year, is needed to generate economic activity to meet the Sustainable Development Goals - the core of the 2030 Agenda -according to UNCTAD research. Current levels leave an investment gap of some $2.5 trillion.

Marking its 10th anniversary, the biennial World Investment Forum remains the premier venue to forge partnerships between investment and development stakeholders to close this gap.

A unique gathering of high-level players from the global investment-development community, the forum provides an opportunity to hold an open dialogue, brainstorm solution-oriented initiatives and foster global alliances to advance prosperity for all. This year’s event comprises some 60 functions, including three summits, five ministerial roundtables, private-sector led sessions and several awards ceremonies.

Besides giving participants a chance to spotlight priorities for attracting and channeling investment that will drive sustainable development, the forum sessions will also focus on transformative actions and innovative financing modes for growth, such as blockchain, sustainability bonds, and blended finance.

Speakers from business and special guests include more than 30 top executives of multinationals, among them Aviva, De Beers, Coca-Cola, ContourGlobal, Jumia, Lavazza, PwC, Siemens Financial Services, UBS, and the heads of stock exchanges including those in Bombay, Johannesburg, Luxembourg, Nasdaq Nordic, SIX and Shenzen, as well as the leaders of sovereign wealth and pension funds.

Fourteen heads of state and government have confirmed they will attend, including those from Armenia, Bangladesh, Botswana, Cambodia, the Central African Republic, Kenya, Lesotho, the Former Yugoslav Republic of Macedonia, Malawi, Mongolia, Montenegro, Namibia, Sierra Leone, and Switzerland.

More than fifty ministers from developed and developing countries and 21 heads of international organizations will join them.

In addition to United Nations entities, 50 other organizations will be at the event, including the Commonwealth, the International Labour Organization, the Inter-Parliamentary Union, the International Olympic Committee, the International Organization of Securities Commissions, the International Telecommunication Union, the Organisation for Economic Co-operation and Development, the World Economic Forum, the World Trade Organization and the World Bank Group.

These partnerships have generated exciting new content for this year’s participants, including an in-depth look at the relationship between sport and development, co-hosted with the International Olympic Committee and, on the annual United Nations Day, 24 October, a session on the role of investment in peace and security.

Five independent tracks will run in parallel with the main forum, with a special programme for parliamentarians, a multidisciplinary academic conference, an investment village, the 35th anniversary session of the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting (ISAR), and the 2018 UNCTAD Youth Forum, taking youth entrepreneurship as its theme.

Previous World Investment Forums took place in Accra, Ghana (2008), Xiamen, China (2010), Doha, Qatar (2012), Geneva, Switzerland (2014) and Nairobi, Kenya (2016).

Un entraîneur, des agents de joueurs et arbitres arrêtés, les sièges des plus grands clubs perquisitionnés:

L'enquête menée depuis un an par la justice belge porte sur des soupçons de fraudes sur les commissions liées aux transferts ou aux salaires des joueurs mais aussi sur des matchs truqués la saison dernière en première division belge, a indiqué le parquet fédéral.
Elle a donné lieu mercredi à une soixantaine de perquisitions dans sept pays européens (Belgique, France, Luxembourg, Chypre, Monténégro, Serbie et Macédoine), avec au total 220 policiers mobilisés.
En Belgique, où l'affaire était qualifiée de "séisme" par les médias, les sièges des plus grands clubs ont été perquisitionnés. Ceux notamment du FC Bruges, du Standard de Liège, d'Anderlecht et de Genk, actuel leader de la Jupiler Pro League, la première division belge, a indiqué à l'AFP une source proche de l'enquête.
Dix des seize équipes du championnat sont concernées, a souligné la chaîne francophone RTBF.
Parmi les nombreuses personnes interpellées figurent, d'après cette même source proche de l'enquête, le Croate Ivan Leko, entraîneur du FC Bruges, qui dispute cette saison la Ligue des champions, ainsi que Herman Van Holsbeeck, ex-manager général d'Anderlecht, le club le plus titré du pays.
- "Blanchiment d'argent" -
Dès mercredi matin, le parquet fédéral avait confirmé le nom d'un autre interpellé révélé par la presse: Mogi Bayat, ancien dirigeant du Sporting de Charleroi, présenté par les médias comme l'agent de joueurs le plus puissant de Belgique.
"Il a été interpellé à son domicile", a indiqué à l'AFP Wenke Roggen, une porte-parole du parquet fédéral, compétent en matière de crime organisé et qui chapeaute l'enquête.
Mogi Bayat, Belge d'origine iranienne, a longtemps été, du temps de l'ancienne direction d'Anderlecht remplacée fin 2017, l'agent "incontournable" de ce club, selon le quotidien Le Soir.
Dans un entretien fin 2017 avec la RTBF, il s'était présenté de manière ironique comme "le footballeur le mieux payé de Belgique", quand on lui demandait quel pourcentage il percevait sur les transferts de joueurs.
Selon le parquet fédéral, l'enquête a débuté fin 2017 à la suite d'un rapport de l'Unité des fraudes sportives de la police fédérale. Celui-ci révélait "des indications de transactions financières suspectes" dans le championnat belge, concernant les commissions sur les transferts mais aussi les salaires versés aux joueurs et entraîneurs.
Les investigations ont ensuite été étendues après "des indications d'influence possible sur les matches de la saison 2017-2018", précise le communiqué.
"L'instruction judiciaire couvre des activités menées dans le cadre d'une organisation criminelle, le blanchiment d'argent et la corruption privée", selon la même source.
Au total, 184 policiers ont été mobilisés pour les 44 perquisitions effectuées dans toute la Belgique, visant les domiciles de dirigeants de clubs, d'agents, d'arbitres, celui d'un ancien avocat, un bureau comptable ou encore des journalistes, a détaillé le parquet.
A l'étranger treize autres raids policiers, coordonnés avec l'aide d'Eurojust, ont ciblé "principalement" les bureaux ou domiciles de "dirigeants de personnes morales" impliquées dans les transactions suspectes. Le parquet fédéral n'a cité aucun nom de club.
Selon le quotidien flamand De Standaard, l'enquête "cible principalement les agents de joueurs Mogi Bayat et Dejan Veljkovic ainsi que les différents clubs avec lesquels ils font affaire".
Le FC Nantes et les Girondins de Bordeaux comptent parmi les clubs français avec lesquels Mogi Bayat a traité récemment, d'après les médias belges.
Contacté par l'AFP, le club de Bordeaux a assuré n'avoir été la cible d'aucune visite de la police mercredi.
Le FC Bruges et Anderlecht ont annoncé chacun de leur côté leur intention de "coopérer pleinement" à l'enquête menée par un juge d'instruction de Hasselt dans la province du Limbourg (nord-est).

Ce XVIIe sommet donne également à la BnF l’occasion de réaffirmer son engagement « au service de la conservation et de la diffusion du patrimoine francophone, dans ses collections et sur le web ». Le Réseau Francophone Numérique 
 

La BnF est très engagée au sein du Réseau Francophone Numérique. Le RFN est une association internationale qui réunit les plus grandes institutions documentaires de la Francophonie (Belgique, Bénin, Cambodge, Canada, Côte d’Ivoire, France, Haïti, Maroc, Québec, Sénégal, Suisse, Vietnam...).

 

Déjà engagées dans des programmes de numérisation patrimoniale ou soucieuses de développer des projets dans ce domaine, elles fédèrent leurs efforts au service du rayonnement des cultures francophones et de la langue française. Leur nature est variée : archives nationales, bibliothèques nationales, bibliothèques universitaires, bibliothèques patrimoniales. 

 

Ce réseau, qui compte de nouvelles adhésions chaque année, témoigne, à travers des collections patrimoniales uniques, encore peu connues, parfois menacées de dégradation, des échanges culturels intenses rendus possibles par le partage de la langue française.

C’est à travers cette organisation, et avec le soutien financier de l’Organisation Internationale de la Francophonie, que des actions de numérisation et de formation ont pu être entreprises dans plusieurs pays d’Afrique, d’Asie et des Caraïbes. 
 

Le RFN, réseau francophone numérique donne accès au patrimoine documentaire numérique de la francophonie. Pour les 274 millions de locuteurs [chiffres OIF avril 2017], le RFN a réalisé une bibliothèque francophone numérique collective via le dispositif Gallica marque blanche.

Les différents pays membres du RFN ont ainsi accès à une plateforme de diffusion de leurs documents numérisés sur le web ainsi qu’à une solution d’hébergement et de sauvegarde pérenne.

The purpose of these summits is to create an environment where investors, donors, financiers and key Agribusiness stakeholders can gain a better understanding of the intricacies of investing in Africa's Agribusiness sector.The ISF is scheduled to take place in Luxembourg on 28th + 29th, April 2019The duties of this position are set out below: The core responsibility of creating and managing the program in line with the vision, goals and objective of ISF. Creation and preparation of conference content and agenda for ISF To identify and invite speakers and maintaining communication throughout the conference production cycle. To highlight possible sponsors and support the marketing of sponsorship opportunities for events and supervising the work of sales and marketing staff To plan for a post-conference internal and external reports To write the conference program and to attend to all matters relating to and/or ancillary to the successful conducting of the event. Onsite Attendance - Attending events to ensure excellent delivery and smooth running on the day. Often this will include opening your conference. This is an opportunity to represent the company and to network with key players and speakers within the sector. Document and disseminate program outlines prior to the summit. Monitor program's operations with respect to timeline. Develop and manage program objectives and strategies for a successful summit. Identification of and making contact with key speakers for the conference. Invitation of speakers - securing their profiles and pictures Keep up-to date with relevant market information that our target audience will find valuable and supporting in the marketing and communication effort. Assist with pre-logistics and post-logistics planning of the mission. Assist with undertaking other duties as directed by senior project officer and project director. Also, you will be required to perform these duties, and any other duties the employer may assign to you, having regard to your skills, training and experience. PERSON QUALIFICATIONS Bsc. Degree in any discipline Must have a good understanding of Africa's Agribusiness Sector Must have some relevant corporate experience. Must have excellent research ability Must be responsible, reliable and trustworthy Ability to use initiative is essential, as applicant will be required to work with minimal supervision at times Must be computer literate as use of databases / IT skill is essential. Excellent communications skills (verbal and written) are essential. Capable and friendly with strong communication skills and the ability to build and maintain client relationships. Ability to take over existing matters and hit the ground running. The successful candidate must be organized and disciplined and have the ability to work under pressure and to meet tight deadlines. CINCINNATI, OH (October 10, 2018) – Michelman held its 7th annual Commitment to Community Day, on September 21, 2018 when teams of employees from offices in the USA, Belgium, Luxembourg, China, Singapore, India, and Japan volunteered their time at numerous non-profits, schools and charitable organizations around the globe.

“While ‘Giving’ is a core value here at Michelman and can be seen on a daily basis”, said Mr. Steve Shifman, President and CEO at Michelman, “our annual Commitment to Community day has become a special day that our entire team looks forward to each year. I’m extremely proud of the energy our associates put into this important event and thank each and every one of them for their caring and volunteering spirit.”

In the USA, associates spent the day assisting staffers at organizations including Teen Challenge Cincinnati, Easter Seals, People Working Cooperatively, and Redwood School and Rehabilitation Center. Volunteer efforts ranged from helping with meals, cleaning transportation vehicles, painting and landscaping, to washing dishes.

In Europe, Michelman volunteers were spotted building a henhouse at Ecole Communale, a local village school in Belgium; weeding and gardening at Maison des Jeunes Aubange, a local youth house also in Aubange; and renovating furniture at Fondation Kraizbierg Domaine Schumansbongert, a resident care center for elderly disabled. Other volunteer destinations included EPAMS 55 – ITEP de Montmédy, a youth club; Maison Ste. Famille ACIS, a home and daycare center for the mentally disabled; and Ecoles Fondamentales Libres Chiny, a local school.

In Asia, Michelman teams spread out across China, Singapore, India, and Japan. As part of Michelman’s purpose of innovating a sustainable future, associates from China helped categorize rubbish for recycling at the Tzu Chi Foundation in Jiangsu.

Michelman’s volunteers in Singapore spent the day with a team from MINDS (Movement for the Intellectually Disabled), where they helped chaperone children engaged with the organization on excursions to the S.E.A. Aquarium and the Kidzania indoor theme park.

In Mumbai, Michelman volunteers in their distinctive matching black shirts, enthusiastically helped out at "EarthAngels Welfare Foundation. This is a non-governmental organization (NGO) passionately dedicated to "sharing joy" amongst orphans and homeless as well as vulnerable and terminally ill children and their families in India and across the world. Michelman associates provided building maintenance and distributed clothing and other supplies to these children and their families.

In Japan, the team made donations through the Japanese Red Cross Society to assist victims of the numerous natural disasters that occurred in Japan this past summer.  The country experienced deadly typhoons, floods and earthquakes that destroyed homes and property, and claimed the lives of many citizens. Two Michelman representatives visited the Japanese Red Cross Society office in Minato-ward, Tokyo to personally make the donations and express their sympathies.
