Las agencias de inteligencia del Reino Unido acusan a Rusia de pretender ‘convertir a Libia en su nueva Siria’ al enviar armas y tropas al país norteafricano.

“Decenas de oficiales de la Inteligencia militar rusa GRU y sus fuerzas especiales ya están en el este de Libia, las cuales inicialmente llegaron allí para entrenar y mantener un canal de comunicación”, informó el lunes el diario británico The Sun, citando a una fuente oficial que habló bajo condición de anonimato.

Ante esta situación, agregó la citada fuente, los líderes de los servicios especiales británicos han advertido a la primera ministra del Reino Unido, Theresa May, de que el presidente ruso, Vladimir Putin, “quiere convertir a Libia en “su nueva Siria y hacerse con el control de la principal ruta de migración ilegal a Europa”.

El Ejército ruso ya estaba operando en dos bases militares en las ciudades costeras de Tobruk y Bengasi (este), bajo la cobertura de una compañía militar privada rusa llamada Grupo Wagner, añadió.

Rusia ha desplegado, asimismo, misiles antibuques Kalibr y los avanzados sistemas de defensa antiaérea S-300 en el país africano, recalcó The Sun, antes de señalar que “lo que Putin está haciendo en Libia corresponde exactamente a la táctica que solía aplicar en Siria y Crimea (…) y lo utiliza para ejercer la máxima influencia sobre el Occidente”.

El reporte escandalizó a los miembros del Parlamento del Reino Unido, que le pidieron al Gobierno que actúe en consecuencia. Por su parte, el presidente del Comité de Asuntos Exteriores de la Cámara de los Comunes del Reino Unido (Cámara baja del Parlamento británico), Tom Tugendhat, exigió que el Gobierno reaccione a la “amenaza rusa”.

“Necesitamos una respuesta coordinada del Gobierno porque la desestabilización de este país está estrechamente vinculada a la seguridad nacional del Reino Unido”, reclamó Tugendhat.

Mientras tanto, Rusia denuncia que las políticas del Occidente y sus apoyos a los grupos terroristas en Libia han convertido a ese país en un bastión del terrorismo.

Maybe Democrats and their activist groups should concentrate more on 2018 for the Senate, where the Kavanaugh Effect cuts the other way. The Hill reports this morning that they want to make Susan Collins pay a price for her vote to confirm Brett Kavanaugh to the Supreme Court, even if they have to wait for 2020 to do it. Democrats have her at #1 on their target list:

The Maine Republican shot up the list over the weekend after providing her GOP colleagues the crucial 50th vote needed to confirm Supreme Court Justice Brett Kavanaugh.

In an increasingly partisan chamber, Collins has consistently been ranked as one of the Senate’s most moderate members. But her decision to support Kavanaugh outraged a coalition of progressives, activists and even some supporters who spent months urging her to vote against President Trump’s nominee.

Democrats are pledging to unseat her if she runs for reelection in 2020, comparing an almost hour-long floor speech that earned praise from fellow GOP senators to a “slap in the face.”

Is this really a surprise, however? Increasingly, both parties have to target moderates from purple states to make any Senate gains at all. This cycle gives Republicans a number of targets in red states, none of whom are strong progressives. They won’t win all of those seats this cycle — Joe Manchin’s looking pretty strong in West Virginia after his own aye on Kavanaugh, for instance — but those are the winnable seats for the GOP for the near-to-mid-future. As much as they’d like to do so, Republicans aren’t going to target Kamala Harris or Kirsten Gillibrand. Both parties are fighting for the scraps in the middle.

In 2020, the most likely flip for Democrats was always going to be Collins’ seat in Maine. Cory Gardner in Colorado and the seat currently held by Jon Kyl in Arizona are the next most likely wins for Democrats. The irony of this, of course, is that Collins is precisely the kind of Republican that Democrats insist they want to see — moderate, pro-choice, and a woman. Of course, the same can be said in reverse about the Democrats that Republicans are targeting in the Senate this time around. Manchin still faces a well-resourced challenger in three weeks, Attorney General Patrick Morrisey, who is putting Chuck Schumer’s face on Manchin in the same way that Democrats will hang Donald Trump’s face on Collins in two years.

So who will step up to run against Collins? Democrats seem pretty stoked about Susan Rice, and she didn’t exactly sound a discouraging note over the last few days. First she put herself out as a candidate on Twitter:

Susan Rice, who was President Barack Obama’s national security adviser, said Sunday she’ll decide after next month’s midterm elections whether to run for the Senate from Maine in 2020 and try to unseat Republican Sen. Susan Collins. …

Speaking in New York during The New Yorker Festival, Rice said Collins “put party and politics over her own stated principles” of supporting equal rights and legalized abortion. “I think in a way that I really regret saying, she has betrayed women across this country,” Rice said.

Kavanaugh’s confirmation was stalled by accusations of sexual misconduct when he was in high school and college, but Collins and others said they were won over by his forceful denials and a supplemental FBI report they say produced no evidence corroborating the claims.

“What moved me … was a sense of outrage and frustration that somebody who fashions herself a moderate centrist, and somebody who cares for equal rights and LGBT rights and Roe v Wade and all of this stuff, could in a very political fashion not just decide to vote for Kavanaugh but do it in a fashion that was quite dismissive of the concerns of many Americans and many Mainers,” Rice said. “So it was on that basis that I decided I would think about it.”

That’s certainly music to the ears of activists. There are two problems with this, however. First, the confirmation of Brett Kavanaugh simply isn’t going to be a potent political issue two years from now. There will be other issues that eclipse it, especially in the second half of Trump’s term. These kinds of flash issues have a short half-life. If Rice is running on Kavanaugh two years from now, it’ll be easy for Collins to run rings around her on numerous other policies and issues on which Rice has had little involvement.

Second, Rice’s issue specialty — foreign policy — really isn’t terribly compelling for Congressional races, not even in the Senate. Most politics is local, and Rice isn’t even a full-time resident of Maine, so she won’t know that political topography well. But to the extent that foreign policy might make a difference, Rice will have a tough time overcoming her promotion of the false narrative from the Obama administration about what happened in Benghazi six years ago:

Collins certainly could be vulnerable, but that’s because she’s a Republican in a purple-to-blue state. If Rice is their choice for challenger, that might be enough to keep Collins in the Senate for a fifth term.

          'If they don't have the barrels, they don't have the barrels': Oil could soar to $100 as Trump shuts Iran out of the market      Cache   Translate Page

Less than a month before another round of US sanctions against Iran take effect, analysts say hundred-dollar oil could be on the horizon. 

The Trump administration has called on buyers to cut off oil imports from Iran in efforts to pressure the third-largest OPEC producer to change its behavior, a move that could squeeze global supply and pressure prices that are already at four-year highs. Brent, the international benchmark, is currently trading at around $85 a barrel. 

"Higher oil prices seem inevitable and, in our view, $100 per barrel is easily within reach," economists from the Bank of America Merrill Lynch wrote in a recent research note, citing a looming dropoff in Iranian production.

Iran's crude exports have fallen more than expected ahead of the sanctions, even as the Islamic Republic offers Asian customers the cheapest prices in more than a decade versus Saudi grade. According to tanker data compiled by Bloomberg, shipments dropped by just over a quarter million barrels per day in September to the lowest level since 2016. 

In hopes of preventing Tehran from moving forward with its nuclear program, European officials have been working to protect Iranian oil sales from US sanctions. But the Trump administration has portrayed those efforts as implausible, threatening to penalize companies that try to circumvent its policy. 

"The European Union is strong on rhetoric and weak on follow-through," John Bolton, the national security adviser, said in a conference speech last month. "We do not intend to allow our sanctions to be evaded by Europe or anybody else."

President Donald Trump has looked to other oil producers to pick up the slack ahead of midterm elections, but output disruptions in key OPEC countries present limits. Helima Croft, a former CIA analyst who is now head of commodities research at RBC, said plummeting production in Venezuela and Angola leaves little room to balance other supply risks in Libya, Nigeria and Iraq. 

"The countries that can increase are very small in number," she said, adding that there are questions about how long Russia can keep raising output. "It's really only Saudi Arabia at this point." 

Following requests from the White House, Riyadh said earlier this year it could increase output by a "measurable amount." While Saudi Arabia accounts for the lion's share of OPEC production, some analysts are skeptical it has enough spare capacity to fill the gap while maintaining adequate reserves. 

Trump has repeatedly taken aim at OPEC for rising energy prices, even after it came to a rare agreement to ease production restrictions in June. The 15-member group has been coordinating output levels since 2016 in efforts to tackle a global oil glut.

"We protect the countries of the Middle East, they would not be safe for very long without us, and yet they continue to push for higher and higher oil prices!" the president said in a recent tweet. "We will remember. The OPEC monopoly must get prices down now!"

That strategy may have encouraged member countries to increase production in the past, Croft said, but will likely become less effective as the global oil cushion shrinks. Output from the 12 countries bound by the supply-cutting agreement actually fell by 70,000 barrels per day in September, a Reuters survey found. 

"With Trump and these tweets, I think there are diminishing returns," she said. "In terms of going forward, we're looking at an ever-shrinking pool of OPEC barrels. You can yell at them. But if they don't have the barrels, they don't have the barrels."

While the administration has said it may grant sanction waivers to avoid supply shocks, a tactic used in the Obama era, it has still maintained an objective of sending Iranian oil exports to zero. The White House did not respond to an email requesting comment.

At $100 a barrel, the Bank of America economists said oil costs would dampen consumer demand not only for gasoline but also for other goods and services. That level of energy prices is expected to shave two basis points from global growth in 2019. 

"This is not a major impact, but it isn’t trivial either," they said. "Moreover, with oil supplies so tight any further disruption could mean a major spike in oil prices, creating more nonlinear impacts on confidence and growth."

On Monday, the International Monetary Fund lowered its global economic growth forecast for this year and next. The international lender cited in its report "rising trade barriers and a reversal of capital flows to emerging market economies with weaker fundamentals, and higher political risk."

Last month, Patrick Ho, a former Hong Kong official fighting foreign bribery charges in New York, thought he had finally received a break. In a dramatic move in the high-profile bribery case, prosecutors on Sept. 14 dropped all criminal charges against Cheikh Gadio, a former Senegalese foreign minister they had accused of helping Ho bribe African officials. Arguing that the government's move undermined its case against Ho, Ho's lawyers urged a federal judge in New York to release their client from a federal jail.  But the presiding judge, Loretta Preska, wasn't buying it. She dismissed the motion, Ho's fifth unsuccessful request for bail. And prosecutors said Gadio has agreed to cooperate, expressing confidence that his testimony against Ho will strengthen their case.  "(Far) from weakening the case, Gadio's testimony will provide substantial evidence of the defendant's guilt," prosecutors wrote in a court filing.  Left largely unnoticed in the U.S., the corruption case against Ho has sent shockwaves across Asia, putting the spotlight on an open secret in global business circles — rampant bribery of foreign governments by Chinese companies seeking business deals around the world.     China has largely ignored the problem, according to China experts.  While the government of President Xi Jinping has launched a much-publicized domestic anticorruption campaign, experts say Chinese authorities have yet to bring a single foreign bribery case against a Chinese company or executive.   Ho has denied any wrongdoing.   Ho, 69, and Gadio, 62 were arrested in New York last November and charged as part of a conspiracy to bribe African officials on behalf of CEFC China Energy, a Shanghai-based energy conglomerate with ties to the country's military.  At the time, Ho headed China Energy Fund Committee, a Virginia and Hong Kong-based NGO funded by CEFC China Energy, while Gadio ran a business consulting firm when he was a member of Senegal's parliament.  In one of two bribery schemes, prosecutors alleged that Ho and Gadio met on the sidelines of the United Nations in late 2014 to engage in a conspiracy to pay a $2 million cash bribe to Idriss Deby, the president of Chad.The payment was offered in exchange for helping CEFC Energy's entry into Chad's rich energy sector, according to prosecutors.  Gadio allegedly introduced Ho to Deby and served as a middleman during discussions between the Chinese executives and Chadian officials. The complaint did not make clear whether any payment was made to Deby, but it did say that Gadio received $400,000 for his services.  In the second scheme, Ho allegedly paid a bribe of $500,000 to Sam Kutesa, the Ugandan foreign minister, in 2016 in exchange for Kutesa's help in helping CEFC Energy gain business contracts in Uganda's financial and energy sectors, according to the criminal complaint.The bribe was paid after Kutesa finished his one-year term as president of the U.N. General Assembly and returned to Uganda.  While the charges against Gadio were never presented to a grand jury, Ho was indicted on multiple counts of foreign bribery and money laundering.  Ho pleaded not guilty.   Timothy Belevetz, a former federal prosecutor now a partner at the Holland & Knight law firm, said bribery cases under the foreign bribery law known as the Foreign Corrupt Practices Act rarely go to trial. "This is an opportunity for law to be made," Belevetz said.  FCPA was passed in 1977 in response to disclosures that U.S. companies were bribing foreign officials to secure business deals. The law has since been amended, giving the Justice Department and the Securities and Exchange Commission broad jurisdiction over foreign companies that have subsidiaries in the United States or trade on U.S. stock exchanges.  In recent years, the Justice Department, working with international law enforcement agencies, has brought a growing number of corruption cases against foreign companies and executives paying bribes to foreign government officials. While the Justice Department has previously charged U.S. and European companies with paying bribes to Chinese officials, never before has it tried the representative of a Chinese company on charges of bribing foreign officials in exchange for business contracts. At the heart of the Ho bribery case is the question of whether any payment promised or made to the African officials was a bribe, as prosecutors call it, or a charitable donation, as defense lawyers put it.  As Ho's Nov. 5 trial approaches, prosecutors have revealed how Gadio's testimony, as well as evidence of Ho's business dealings with Iran and alleged arms sales to African nations, will help their case at trial. In a recent court filing, prosecutors wrote that Gadio will testify that Ho handed $2 million in cash, hidden in a gift box, to Deby, and only after Deby "refused to accept this obvious bribe" did Ho draft a letter pledging $2 million to "charitable causes" in Chad.  Gadio will also tell a jury that Ho never asked him about the status of the donation, indicating Ho had no "interest in doing charitable works in Chad." "This expected testimony considerably strengthens the government's proof beyond the already-strong case reflected in the detailed Complaint," prosecutors wrote.  Prosecutors have also indicated in recent days that they intend to introduce evidence of Ho's involvement in other corrupt actions. In a court filing last week, prosecutors disclosed they have evidence that shows Ho had offered a bribe to John Ashe, a diplomat from Antigua and Barbuda who served as president of the U.N. General Assembly the year before Kutesa held the post. (Ashe was implicated in another corruption case involving a Chinese national but he died in 2016 before the case went to trial).  Prosecutors also plan to introduce evidence of Ho's interest in doing business with Iran while the country was under U.S. sanctions, and brokering arms sales to Libya and Qatar.  In an October 2014 email, one of several cited in court documents, Ho suggested that CEFC China serve as a "middleman" to help Iran access funds it kept in a Chinese bank under U.S. sanctions to pay a Hong Kong bank for precious metals. The complaint had hinted at Ho's willingness to help Chad procure weapons from China, but new government filings allege that Ho's interest in arms dealing extended beyond Chad.  In March 2015, according to an intercepted email, Ho asked an unidentified intermediary to send him a list of weapons and military equipment requested by Libya so that "we can execute that right away." A month later, Ho emailed the intermediary. "Qatar needs toys quite urgently. Their chief is coming to China, and we hope to give them a piece of good news." Prosecutors say they want to introduce the emails as background evidence "to show the development and nature of the relationship" between Ho and Gadio.  Belevetz said that as with other white-collar criminal cases, the case against Ho will turn more on documents such as emails and wire transfer records than testimonies of witnesses.  In white-collar cases, "you often have a paper trail that shows what was said," Belevetz said. Edward Kim, one of Ho's lead attorneys, declined to comment. Sean Hecker, Gadio's lawyer, said in a statement to VOA, "Dr. Gadio looks forward to continuing to cooperate with U.S. authorities before returning to Senegal to continue his service to the Senegalese people and the important pursuit of establishing peace and security across the Sahel Region."

          Libya: UN Chief 'Alarmed' By Violations of UN-Backed Ceasefire in Libya      Cache   Translate Page      

United Nations Secretary-General António Guterres stated on Friday that he is "alarmed by the increasing number of violations of the ceasefire" in the capital of Libya, Tripoli, which has led to the death of dozens of civilians.

Violence escalated in the city in August, with rival militias fighting and with tanks and heavy artillery deployed into residential neighborhoods. News reports indicate that, to date, over 100 Libyans have been killed in the violence and dozens more injured.

The Secretary-General extended his condolences to those who have lost loved ones and wishes a speedy recovery to those injured as a result of the continuing violence.

PORTLAND, Maine — She is not on the ballot this fall, yet the fight over Susan Collins' political future is already raging.

Interest in the Maine Republican senator's 2020 re-election has exploded in the days since she cast the deciding vote to confirm President Donald Trump's Supreme Court pick — a vote that helped transform the balance of power on the nation's high court for a generation and suddenly complicates Collins' path to a fifth term.

Half a dozen Democratic prospects are openly considering running against the Republican political powerhouse, while an online fund has generated $3.6 million — and counting — for Collins' ultimate Democratic challenger. The would-be candidates include Susan Rice, who had been one of President Barack Obama's closest aides. Rice is not currently a Maine resident — she has family ties to the state — but would bring political celebrity that could make it difficult for the state's shallow bench of lesser-known Democrats to stand out.

The emergence of a crowded field in a Senate contest two years away underscores the extraordinary political moment triggered by the debate over Supreme Court Justice Brett Kavanaugh. Fighting allegations of sexual misconduct from three decades ago, he won confirmation by a razor-thin margin on Saturday over the screaming objections of Democrats and women's groups in all corners of the nation.

Collins' Alaska colleague, Sen. Lisa Murkowski, was the lone Republican to oppose the nomination. Now, Alaska GOP officials are considering whether to seek a replacement or encourage her not to seek re-election as a Republican when her term expires in 2022.

West Virginia Sen. Joe Manchin, the lone Democrat to vote for Kavanaugh, faces a potential revolt from his own party's liberal base in his immediate re-election test in November. Manchin told The Associated Press last weekend that he followed Collins' lead.

"She had an opportunity to make history," said Maine Democrat Rosa Scarcelli, a businesswoman who previously ran for governor and is among Collins' many potential challengers. "I'm disappointed and angry."

Many Maine Democrats prefer that a woman take on Collins, although few, if any, enjoy the statewide notoriety and fundraising prowess needed to defeat New England's last remaining Republican senator.

Many may try.

The Democrats' prospect list is topped by Rep. Chellie Pingree, who Collins defeated once already, back in 2002.

Pingree's daughter, Hannah, who served as the youngest woman elected state house speaker before stepping away from politics, said she's waiting until after the midterms to decide on a Collins challenge.

"It's too soon to say what I might do," Hannah Pingree told the AP. "I have taken some time out of running for office to raise some young kids and they're getting a little older. It's not impossible."

Maine Democratic House Speaker Sara Gideon also hinted at a potential run.

Gideon, who's often clashed with outgoing Republican Gov. Paul LePage, said she's focused on winning more Democratic seats in the Maine House for now. After November's midterm elections, however, she said she'd "be seriously considering how I can elevate the voices of people who deserve and demand to be heard and represented in DC."

Other potential prospects include former state house speaker Emily Cain, state attorney general and gubernatorial candidate Janet Mills, and liberal activist Betsy Sweet.

Sweet said a big factor would be whether Collins, 65, decides to run at all. She said Maine needs "someone who's not entrenched in the old way of doing things."

"We need someone who's more transparent and more willing to actually meet and listen to the people of Maine," said Sweet, who acknowledged that she's also considering a run.

Three men, current Democratic Senate nominee Zak Ringelstein, state Rep. Seth Berry and Portland Mayor Ethan Strimling, said they're more interested in supporting a female candidate than running themselves.

"I have made it my personal mission to defeat Susan Collins," said Ringelstein, who said that he'd prefer to help a Collins' challenger as a U.S. senator but wouldn't rule out a second run in 2020 if he loses next month.

Berry is also open to a Senate bid. Strimling said he's is not.

"From my perspective we need a strong progressive woman to run, and that's who I'll be looking to support," Strimling said.

Rice is a wildcard. She first served Obama as his ambassador to the United Nations and then as his national security adviser. Obama was considering nominating Rice to lead the State Department during his second term, but she withdrew her nomination after she became embroiled in the controversy over American deaths at a diplomatic compound in Benghazi, Libya.

Collins was among the Republicans who said she was troubled by Rice's explanations for the deadly attack.

Rice's public interest in the Senate seat was met with a combination of skepticism and curiosity among energized Maine Democrats, who have tried and failed for much of the last three decades to defeat Collins.

The former Obama aide's connection to Maine has already emerged as a central issue. Rice, whose primary residence is in the Washington area, emphasized "long and deep" ties to Maine as she attacked Collins during a weekend appearance at the New Yorker Festival.

"I think she did a disservice to people in Maine who were counting on her. She has betrayed women across this country," Rice charged. She said she'd give a possible Senate bid "due consideration after the midterms."

Rice also said her family "goes back generations" in Maine and that she's owned a home in the state for the last 20 years.

Her maternal grandparents emigrated to Maine from Jamaica in the 1910s. Rice's grandfather, David Augustus Dickson, worked as a shipper, porter and janitor. Her grandmother, Mary Dickson, a maid and seamstress, was named Maine State Mother of the Year in 1950.

That same year, Rice's mother, Lois Dickson Rice, was valedictorian of Portland High School. Rice's great-uncles all graduated from Maine's Bowdoin College.

Rice's family once lived on Lafayette Street in Portland's Munjoy Hill neighborhood, once an immigrant enclave now home to an expensive rental market.

One neighborhood resident, Lisa Morris, said she was surprised to learn she lives on the same street that Rice's family once did.

"It would be pretty awesome to have a senator from Maine who was a woman of color," said the 55-year-old university policy analyst.

Not far away, 86-year-old Judy Halpert recalled walking to school with Rice's mother, whom she called a close friend.

Halpert doesn't like Collins "at all," and pointed to Rice's long roots in the state.

"She has a right to be a Mainer as well," she said. "I'd vote for her in a minute."

          Britain, NATO Prepare For War On Russia In The Arctic      Cache   Translate Page

On September 30 the UK’s foreign minister, Jeremy Hunt, delivered an astonishing tirade, saying “The EU was set up to protect freedom. It was the Soviet Union that stopped people leaving. The lesson from history is clear: if you turn the EU club into a prison, the desire to get out won’t diminish, it will grow — and we won’t be the only prisoner that will want to escape.”

His comparison of the EU to gulags of former years played well with many people in Britain, but was understandably regarded as totally inappropriate by the EU, whose spokesman’s polite observation was “I would say respectfully that we would all benefit – and in particular foreign affairs ministers – from opening a history book from time to time.”

The lunacy didn’t stop there. Not content with insulting the EU’s 27 countries, the government in London decided to whip up even more patriotic fervour by again trying to portray Russia as a threat to the United Kingdom.

In June 2018 the UK’s Sun newspaper carried the headline “Britain will send RAF Typhoon fighter jets to Iceland in bid to tackle Russian aggression” and since then Mr Williamson hasn’t altered his contention that “the Kremlin continues to challenge us in every domain.” (Williamson is the man who declared in March 2018 that “Frankly Russia should go away — it should shut up,” which was one of the most juvenile public utterances of recent years.)

It was reported on September 29 that Williamson was concerned about “growing Russian aggression ‘in our back yard’,” and that the Government was drawing up a “defence Arctic strategy” with 800 commandos being deployed to a new base in Norway. In an interview “Mr Williamson highlighted Russia’s re-opening of Soviet-era bases and ‘increased tempo’ of submarine activity as evidence that Britain needed to ‘demonstrate we’re there’ and ‘protect our interests’.”

Mr Williamson has not indicated what “interests” the United Kingdom could have in the Arctic region, where it has no territory.

The eight countries with territory north of the Arctic Circle are Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States. They have legitimate interests in the region which is twice the area of the US and Canada combined. But Britain has not one single claim to the Arctic. Not even a tenuous one like Iceland’s, which is based on the fact that although its mainland is not within the Arctic Circle, the Circle does pass through Grimsey Island, about 25 kilometres north of Iceland’s north coast. Britain’s Shetland Islands, its northernmost land, are 713 kilometres (443 miles) south of the Arctic Circle.

So why does the UK declare that it has “interests” in the Arctic and that the region is “in our back yard”? How can it possibly feel threatened?

The Arctic Institute observed in February 2018 that Russia’s “newer Arctic strategy papers focus on preventing smuggling, terrorism, and illegal immigration instead of balancing military power with NATO. These priorities suggest that Russia’s security aims in the Arctic have to do with safeguarding the Arctic as a strategic resource base... In general, the government-approved documents seem to have moved from an assertive tone that highlights Russia’s rivalry with NATO to a less abrasive tone based on securing economic development.”

And economic development is what it’s all about. On September 28 “it was reported that “a Danish-flagged cargo ship successfully passed through the Russian Arctic in a trial voyage showing that melting sea ice could potentially open a new trade route from Europe to east Asia.” It is obviously in the best economic interests of the European Union and Russia that the route be developed for commercial transit. To do this requires avoidance of conflict in the region.

So what’s your problem, Defence Minister Williamson?

In August Britain’s Parliamentary Defence Committee published On Thin Ice: UK Defence in the Arctic which concluded that “There is little doubt that the Arctic and the High North are seeing an increasing level of military activity. There is much greater divergence in the evidence we have taken on what the reasons behind this are, particularly in relation to Russia. One view is that there is no offensive intent behind Russia’s military build-up and that it is simply trying to regenerate military capacity in order to reassert sovereignty. The opposite view is that this is just one more part of Russia’s aggressive reassertion of great power competition.”

The Danish Government told the Committee that “Presently, Denmark sees no need for an increased military engagement or enhanced operative role for NATO in the Arctic”, and the Swedish Ambassador said “The Swedish Arctic is a limited part of Swedish territory. We are more a Baltic Sea nation than an Arctic nation... Obviously, the whole area around the Arctic, in particular the Kola Peninsula, is of strategic importance to Russia and they have a serious military presence there. We see all of that. Is that reason to call it militarisation of the Arctic?”

In January Reuters reported that China had notified its Arctic strategy, “pledging to work more closely with Moscow in particular to create an Arctic maritime counterpart — a ‘Polar Silk Road’ — to its ‘one belt, one road’ overland trade route to Europe. Both the Kremlin and Beijing have repeatedly stated that their ambitions are primarily commercial and environmental, not military.” It couldn’t be plainer that Russia and China want the Arctic to be a profitable mercantile trade route, while Russia wants to continue exploration for oil, gas and mineral deposits, which are important for its economy.

To develop the Arctic requires peace and stability. It would be impossible to reap the benefits of the new sea-route and potentially enormous energy and mineral riches if there were to be conflict in the North. It is obviously in the best interests of Russia and China that there be tranquillity rather than military confrontation.

But Britain’s Defence Minister insists there must be a military build-up by the UK in the Arctic “If we want to be protecting our interests in what is effectively our own back yard.” He is backed by the Parliament’s Defence Committee which states that “NATO’s renewed focus on the North Atlantic is welcome and the Government should be congratulated on the leadership the UK has shown on this issue.”

NATO is always on the lookout for excuses to indulge in military action (such as its nine–month blitz that destroyed Libya), and has announced it will conduct Arctic-focussed Exercise Trident Juncture in November, which Naval Today noted will be “one of the largest ever with 40,000 personnel, around 120 aircraft and as many as 70 ships converging in Norway.”

The NATO military alliance is preparing for war in the Arctic, and deliberately confronting Russia by conducting manoeuvres ever-closer to its borders. It had better be very careful.

Japan passport holders will find it easier than ever to travel the world, as their travel documents have just moved up in the global Henley Passport Index to take the top spot.

The Henley Passport Index is a ranking of all of the passports in the world based on the number of countries their holders can travel to visa-free.

Until now Japan had been sharing joint first place with Singapore, which gained visa-free access to Uzbekistan earlier this year bringing its total to 189 countries.

However, earlier this month Japan gained visa-free access to Myanmar bringing its total to 190 - once again taking it to the top spot.


It's still a milestone for both Japan and Singapore, as 2018 is the first year in the index's 13-year history that either of them has had the most powerful passport in the world.
Both are way ahead of the UK and US which share fifth place with Portugal, the Netherlands, Austria and Luxembourg - but it's worth noting that the top four spots are shared by 10 countries.

Experts had previously revealed that the UK ranking is unlikely to increase until there is certainty regarding Brexit.

On September 30 the UK’s foreign minister, Jeremy Hunt, delivered an astonishing tirade, saying “The EU was set up to protect freedom. It was the Soviet Union that stopped people leaving. The lesson from history is clear: if you turn the EU club into a prison, the desire to get out won’t diminish, it will grow — and we won’t be the only prisoner that will want to escape.”

His comparison of the EU to gulags of former years played well with many people in Britain, but was understandably regarded as totally inappropriate by the EU, whose spokesman’s polite observation was “I would say respectfully that we would all benefit – and in particular foreign affairs ministers – from opening a history book from time to time.”

The lunacy didn’t stop there. Not content with insulting the EU’s 27 countries, the government in London decided to whip up even more patriotic fervour by again trying to portray Russia as a threat to the United Kingdom.

In June 2018 the UK’s Sun newspaper carried the headline “Britain will send RAF Typhoon fighter jets to Iceland in bid to tackle Russian aggression” and since then Mr Williamson hasn’t altered his contention that “the Kremlin continues to challenge us in every domain.” (Williamson is the man who declared in March 2018 that “Frankly Russia should go away — it should shut up,” which was one of the most juvenile public utterances of recent years.)

It was reported on September 29 that Williamson was concerned about “growing Russian aggression ‘in our back yard’,” and that the Government was drawing up a “defence Arctic strategy” with 800 commandos being deployed to a new base in Norway. In an interview “Mr Williamson highlighted Russia’s re-opening of Soviet-era bases and ‘increased tempo’ of submarine activity as evidence that Britain needed to ‘demonstrate we’re there’ and ‘protect our interests’.”

Mr Williamson has not indicated what “interests” the United Kingdom could have in the Arctic region, where it has no territory.

The eight countries with territory north of the Arctic Circle are Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States. They have legitimate interests in the region which is twice the area of the US and Canada combined. But Britain has not one single claim to the Arctic. Not even a tenuous one like Iceland’s, which is based on the fact that although its mainland is not within the Arctic Circle, the Circle does pass through Grimsey Island, about 25 kilometres north of Iceland’s north coast. Britain’s Shetland Islands, its northernmost land, are 713 kilometres (443 miles) south of the Arctic Circle.

So why does the UK declare that it has “interests” in the Arctic and that the region is “in our back yard”? How can it possibly feel threatened?

The Arctic Institute observed in February 2018 that Russia’s “newer Arctic strategy papers focus on preventing smuggling, terrorism, and illegal immigration instead of balancing military power with NATO. These priorities suggest that Russia’s security aims in the Arctic have to do with safeguarding the Arctic as a strategic resource base... In general, the government-approved documents seem to have moved from an assertive tone that highlights Russia’s rivalry with NATO to a less abrasive tone based on securing economic development.”

And economic development is what it’s all about. On September 28 “it was reported that “a Danish-flagged cargo ship successfully passed through the Russian Arctic in a trial voyage showing that melting sea ice could potentially open a new trade route from Europe to east Asia.” It is obviously in the best economic interests of the European Union and Russia that the route be developed for commercial transit. To do this requires avoidance of conflict in the region.

So what’s your problem, Defence Minister Williamson?

In August Britain’s Parliamentary Defence Committee published On Thin Ice: UK Defence in the Arctic which concluded that “There is little doubt that the Arctic and the High North are seeing an increasing level of military activity. There is much greater divergence in the evidence we have taken on what the reasons behind this are, particularly in relation to Russia. One view is that there is no offensive intent behind Russia’s military build-up and that it is simply trying to regenerate military capacity in order to reassert sovereignty. The opposite view is that this is just one more part of Russia’s aggressive reassertion of great power competition.”

The Danish Government told the Committee that “Presently, Denmark sees no need for an increased military engagement or enhanced operative role for NATO in the Arctic”, and the Swedish Ambassador said “The Swedish Arctic is a limited part of Swedish territory. We are more a Baltic Sea nation than an Arctic nation... Obviously, the whole area around the Arctic, in particular the Kola Peninsula, is of strategic importance to Russia and they have a serious military presence there. We see all of that. Is that reason to call it militarisation of the Arctic?”

In January Reuters reported that China had notified its Arctic strategy, “pledging to work more closely with Moscow in particular to create an Arctic maritime counterpart — a ‘Polar Silk Road’ — to its ‘one belt, one road’ overland trade route to Europe. Both the Kremlin and Beijing have repeatedly stated that their ambitions are primarily commercial and environmental, not military.” It couldn’t be plainer that Russia and China want the Arctic to be a profitable mercantile trade route, while Russia wants to continue exploration for oil, gas and mineral deposits, which are important for its economy.

To develop the Arctic requires peace and stability. It would be impossible to reap the benefits of the new sea-route and potentially enormous energy and mineral riches if there were to be conflict in the North. It is obviously in the best interests of Russia and China that there be tranquillity rather than military confrontation.

But Britain’s Defence Minister insists there must be a military build-up by the UK in the Arctic “If we want to be protecting our interests in what is effectively our own back yard.” He is backed by the Parliament’s Defence Committee which states that “NATO’s renewed focus on the North Atlantic is welcome and the Government should be congratulated on the leadership the UK has shown on this issue.”

NATO is always on the lookout for excuses to indulge in military action (such as its nine–month blitz that destroyed Libya), and has announced it will conduct Arctic-focussed Exercise Trident Juncture in November, which Naval Today noted will be “one of the largest ever with 40,000 personnel, around 120 aircraft and as many as 70 ships converging in Norway.”

The NATO military alliance is preparing for war in the Arctic, and deliberately confronting Russia by conducting manoeuvres ever-closer to its borders. It had better be very careful.

Operational Context

The key situations include:

1. The Mali situation: began in 2012 with the outbreak of conflict in northern Mali. The regions of Tillaberi and Tahoua bordering Mali and hosting the majority of the Malian refugees are increasingly affected by insecurity and terrorism. A State of Emergency was declared last year, and extended this year. There are currently 58,567 Malian refugees in Niger. UNHCR supports the socioeconomic integration of these refugees and the closure of the camps by the end of 2020 through urbanization and other programmes aimed at integration.

2. The Nigeria situation: began in 2013, with the arrival of the first Nigerian refugees across the border fleeing Boko Haram. The situation deteriorated with the first attacks in Niger territory in 2015. There are over 250,000 displaced persons in the region. The majority live in spontaneous sites or with the local population, while UNHCR manages one refugee camp, with 14,405 people.
An EU Trust Fund project is ongoing in Diffa region, aimed at supporting economic recovery and long term solutions through the construction of durable housing.

3. Internally Displaced Persons (IDPs): The displaced population in the Diffa region is extremely mixed, including refugees, IDPs and returnees. However, the IDP situation in Niger has become more complex with increasing insecurity in the regions of Tillaberi and Tahoua, bordering Mali. In 2018, attacks and insecurity in the area have resulted in the internal displacement of at least 41,794 people (with more than 10,000 in Tillia department this month). Protection monitoring, advocacy, capacity building and coordinated efforts with humanitarian actors are ongoing to ensure an adequate response to the situation. A humanitarian corridor will be set up in early October to secure access for evaluations, targeting exercises and emergency response of humanitarian actors.

4. Mixed Migration: Niger is a major crossroads of migratory movements northwards towards Libya,
Algeria and the Mediterranean. These migratory flows constitute mixed migration, including economic migrants as well as persons in need of international protection. In Agadez, UNHCR works to identify asylum seekers within the migratory flows and works with the government, as well as IOM and NGOs to provide these persons with information and assistance. 2,143 persons, mostly Sudanese, are currently profiled by UNHCR in Agadez. 25% are minors and 227 are unaccompanied or separated children. The situation has become more complex, with the addition of downward movements from Libya and Algeria. A new humanitarian centre is being built to accommodate and screen those seeking protection.

5. Emergency Transit Mechanism (ETM): This unique programme aims to provide life-saving protection, assistance and long-term solutions to extremely vulnerable refugees trapped in detention in Libya, through temporary evacuation to Niger. The aim is to deliver protection and identify durable solutions, including resettlement for these refugees, who are mainly Eritrean and Somalian. Their profiles mainly include survivors of torture or other forms of violence in the country of origin and/or transit countries (e.g. Libya) and others with compelling protection needs. Many of them are unaccompanied children and women and girls at risk.

Samidoun Palestinian Prisoner Solidarity Network participated in a series of events in Denmark in early October, organized by the Internationalt Forum and Boykot Israel. Charlotte Kates, Samidoun’s international coordinator, joined Palestinian leftist writer and organizer Khaled Barakat for several speaking events discussing the Palestinian situation today and how international solidarity can help to support the Palestinian liberation struggle. On 4 October, Barakat and Kates presented at an event organized by Internationalt Forum Nordsjælland at the smelters’ union hall in Helsingør. There, Kates focused on the struggle of Palestinian political prisoners inside Israeli jails. After presenting key statistics about the number of prisoners, their conditions of confinement and the colonial system they face, she discussed the importance of international solidarity with Palestinian prisoners. In particular, she noted that Palestinian prisoners represent a real Palestinian leadership – unlike the Palestinian Authority’s ongoing security coordination with Israel – that the occupation desperately seeks to isolate not only from the Palestinian people but from international movements for justice. She also noted several important cases of imprisoned Palestinians, including Ahmad Sa’adat – the jailed General Secretary of the Popular Front for the Liberation of Palestine, first jailed by the PA under British and U.S. guard – Khalida Jarrar and Khader Adnan. Barakat provided a thorough and wide-ranging overview of the Palestinian liberation movement, emphasizing that the struggle of the Palestinian people is an anti-colonial struggle that confronts an array of enemies and repressive forces that are joined together by common interests. He noted that Israel, the United States and Arab reactionary regimes come together to impose the ongoing colonial project in Palestine. He also emphasized the importance of the Palestinian popular classes in the liberation struggle and the role of the Palestinian Authority in serving only the interest of the wealthiest capitalists, while further marginalizing the majority of the Palestinian people. He also focused on the importance of the right of return to the liberation project, especially as the U.S. is currently working to attempt to liquidate this fundamental right. Over half of the Palestinian population are refugees, Barakat noted, and their right to return has been denied them on the basis that their existence is a threat to the ongoing racist domination of Zionism. He encouraged Palestinians and solidarity activists to envision a future for Palestine “beyond Israel,” including the establishment of a democratic Palestine. On Friday, 5 October, Barakat and Kates joined several Internationalt Forum organizers, including Irene Clausen, the author of the new book “PFLP and Palestine,” for a meeting with Christian Juhl, a member of the Danish Parliament representing the Red-Green Alliance. They discussed important issues facing Palestinians today, including the Great March of Return in Gaza and the need for international support to break the siege and support Palestinian refugees’ right to return. Kates discussed several cases of Palestinian political prisoners, including that of Mustapha Awad, a Belgian citizen jailed by the Israeli occupation, and Raja Eghbarieh, a Palestinian leader in occupied Palestine ’48 whose case further exposes the lie of “Israeli democracy.” Barakat also was interviewed by Arbejderen, the daily newspaper of the Communist Party of Denmark, about a range of issues facing the Palestinian people today. “Zionist Israel, the imperialists in the United States and other Western countries, as well as the reactionary Arab regimes, spoken by Saudi Arabian king Bin Salman, have collapsed to break the Palestinian cause. They want the question completely off the table, so the focus is shifting to the fight against Iran,” Barakat said. He also addressed the devastating effects of the Oslo agreement as well as the need for more action to boycott Israel. “Israel is a racist and colonialist state that is doomed to dissolve. I believe that at one point Israel is going to become a burden for imperialism, as we have seen elsewhere in world history, such as in South Africa,” he said. That evening, they presented at the Internationalt Forum’s Solidarity Boutique in Copenhagen. Kates again reviewed the situation of Palestinian political prisoners, noting the inadequacy of statistics in conveying how deeply imprisonment affects the Palestinian society and its political movement. She noted that the Palestinian prisoners represent the Palestinian resistance in all of its forms, also making it politically critical for the solidarity movement to emphasize its support for their freedom struggle. In addition, she also talked about how the Israeli occupation denies Palestinians’ right to education – through the imprisonment of children who lose years in school as well as the attacks on university students and professors. She urged the boycott of Israeli academic institutions, including study abroad programs, in protest of the violation of Palestinians’ right to education. Barakat provided a thorough analysis of the Palestinian political situation, highlighting how the Palestinian Authority and the Palestinian capitalist class have hijacked the liberation movement and emphasizing the need to focus on the struggle rooted in the refugee camps and among the popular classes. He noted that the Great Marches of Return in Gaza since 30 March have once again drawn the eyes of the world to Gaza, as Palestinians show immense creativity in their resistance and have resisted the silencing and liquidation of their cause. He also discussed the situation in the Arab world and how it is affecting Palestinians today, especially as Arab reactionary regimes – particularly Saudi Arabia – are key partners of Zionism and imperialism in the attack on the Palestinian people. Without Egypt’s military government that imprisons thousands on political charges, the siege on Gaza would not hold, he noted. In addition, he discussed the imperialist attacks on Syria and Libya, noting that the role of NATO, the EU and the United States was clearly not to support Arab peoples’ rights to self determination and liberation but to further divide, impoverish and subjugate people. On Saturday, 6 October, they joined Boykot Israel – DK, one of the oldest boycott organizations in Europe, having been founded in 2002, for a flyering and public awareness action near Norreport station in the center of Copenhagen. Participants carried a large orange banner reading “Boykot Israel” and distributed over 1,000 flyers to passers-by in the area. In addition, activists marked Israeli dates in nearby supermarkets as products of apartheid. Boykot Israel does these public information events on the first Saturday of every month in Copenhagen.

Our football writer previews the Africa Cup of Nations Qualifier between South Africa and Seychelles which takes place on Saturday 13 October 2018.

This is Bafana Bafana’s golden opportunity to steer clear other teams in Group E as they face the whipping boys in the shape of Seychelles. Stuart Baxter’s men head into FNB Stadium knowing very well that winning these back-to-back fixtures against arguably the weakest opponent in the group will probably seal qualification with a match or two remaining.

On the other hand, Seychelles who have lost both their first two games must start kissing their qualification hopes goodbye if they fail to win either of the two encounters. The Pirates will be looking to participate in their first ever AFCON, having qualified a few times and withdrawing on each occasion.

After excelling in the opener where they beat Nigeria 2-0, Bafana Bafana played out to a disappointing goalless draw against Libya in Durban. The hosts are currently tied on four points with Libya at the summit of Group E standings and a win here would see them have one foot in next year’s spectacle.

Cape Town City midfield kingpin, Thabo Nodada, has been called up for the first time and he will be expected to replicate his superb club form at national level. Speaking of call-ups, Dino Ndlovu’s inclusion has raised a few eyebrows as he hasn’t delivered for Bafana Bafana and his performances in the Premier Soccer League were dismal. The injury sustained by Bradley Grobler was a huge blow to the team. Another player who has picked up an injury is Mamelodi Sundowns’ Thapelo Morena who got a knock in his club match against Bidvest Wits with the technical team monitoring the situation.

The late addition of Aubrey Modiba, who is superb at taking set pieces and playing crosses into the box, will give the team another dimension. The return leg takes place in Seychelles three days after this encounter but I don’t foresee the teams opting for a defensive, cagey approach. The home side is the one that needs points the most and I’m expecting them to attack from the get-go.

Andre Arendse will return to his goalkeeper coaching role after Lee Baxter previously stood in for him after he was unable to make the camp against Libya. It was good to see the team joining up on Monday which will give them ample time to work on combinations.



Seychelles
Bottom-placed Seychelles were thrashed 5-1 by Libya and were annihilated 3-0 by Nigeria. After the Nigeria clash, Seychelles goalkeeper Dave Mussard who works fulltime as a pastry chef went viral on the internet due to his weight. Almost the whole squad has fulltime jobs and coach Gavin Jeanne has expressed how difficult it is for him to prepare for games as players need to go to work before they go for training.

The Pirates must have watched Bafana Bafana’s games against Cape Verde and Libya where South Africans were frustrated by lesser opponents and they will be hoping to pull off a shock win. However, Seychelles are winless in their last 14 games across all competitions and it will be tough for them against a team that has skilful players who can pick their way through any defence in the continent.

Verdict: Over 2.5 Goals (5/10)
Bafana Bafana should triumph easily at home against the bottom-placed side that hasn’t won a single game in their last 14 matches. I foresee Stuart Baxter fielding an attacking side that will make easy work of the group’s whipping boys. Put your money on the South Africans to triumph! However, there's little value in that banker's bet, tipped at 1/11 hence I'd rather bet on the match to have more than 2.5 goals at 5/10.

When politicians don't have anything to say about issues that will appeal to voters they go negative in the hope that they will disgust voters enough to discourage election day participation. That's what the GOP is doing now. They read the same polls the rest of us do and they know the only way to win is to keep Democrats and independents away from the voting booth next month. Even Politico noted that the ads they're running are ugly distortions of reality. They're not meant to change any minds... just to create confusion, apprehension and disgust so that people don't want to vote. Paul Ryan's SuperPAC alone has poured an unbelievable $3 million into a smear campaign against Randy Bryce in Wisconsin hoping to persuade workers and women not to vote.

Earlier this morning Randy Bryce reminded us that Bernie and his policy agenda are extremely popular in his corner of Wisconsin. "He won 71 out of 72 precincts in the 2016 primary election. Both events he did with me packed the venues to capacity on opposite sides of the district. Having been endorsed early by Senator Sanders has been a huge help. Republicans think that the progressive ideals both of us fight to advance are 'radical.' If making sure people can see a doctor is radical or, if promising not to make cuts to Social Security is 'far left' I’ll take that title. It just shows how out of touch these extremist Republicans really are." And that's a good description of how the Republicans are trying to turn the world topsy-turvy. Paul Ryan disparages Medicare-For-All supporters as off the rails, counting on voters not remembering that he has-- for a decade-- tried to dissolve Medicaid and Medicare and whittle away at Social Security. Ryan, using the talking points all Republican have been using, blasted Democrats this week: "Democrats propose to abolish our health-care system as we know it. And it is the best representation of how far today’s Democratic Party has gone off the rails... Everyone-- no matter how much you like your plan-- would have their plan taken away. The only way to control costs would be to ration care, and restrict access to doctors and treatments. All of these decisions would be made in Washington."




None of that is true, but it doesn't stop GOP robots-- from Bruce Poliquin in Maine to Cathy McMorris Rodgers in Washington state-- from parroting the same frightening-sounding bullshit in their ads. Here's how Poliquin's progressive Democratic challenger, Jared Golden, threw Poliquin's lies right back in his face. And, by the way, the healthcare lie is far from the only way the Republicans are bullshitting the voters. 


Democratic House candidate Jason Crow received a Bronze Star for heroism in Iraq and a “lawyer of the year” award for his veterans advocacy. But according to his GOP adversaries, he has “neglected” Colorado veterans.

Virginia Democrat Abigail Spanberger spent nearly a decade fighting terrorists as an undercover CIA officer. But to hear Republicans tell it, she harbors terrorist sympathies.

Attacks ads have always been a staple of campaign season. But Republicans have twisted facts in some ads to an extraordinary degree as they fight to save their House majority, weaving narratives about Democratic candidates that are misleading at best-- or blatantly false at worst.

In several ads, military vets-- who count as some of Democrats' best recruits to defeat sitting Republicans this year-- have had their patriotism called into question. One spot insinuates that Spanberger, who is challenging Rep. Dave Brat’s (R-VA), has ties to extremists because she taught at a Saudi Arabian-funded Muslim school where two infamous terrorists once attended. The CIA not only knew about the job, but later hired Spanberger and employed her for eight years.

Democrats say the spots, aired mostly by the outside GOP super PAC Congressional Leadership Fund and the National Republican Congressional Committee, smack of desperation. In some cases, local Republicans, religious leaders and newspaper editorial boards have have denounced the attacks.

The aggressive tactics highlight a party grappling to save its majority. Many of the Democrats who've come under attack have short or nonexistent records in political office, leaving Republicans to pick over their personal lives for any scraps to use against them.

“Republicans are having a heck of a time right now, and they’re just looking to attack anywhere they think they might be able to.... throwing whatever they have at the wall to see what sticks,” Democratic Congressional Campaign Committee Chairman Ben Ray Luján (D-NM) told reporters at a Bloomberg breakfast last week, calling the attacks “smears.”

Targets of the ads have called for them to be taken down, and spent time and resources trying to rebut the claims. Republicans involved in making the ads say that's exactly their intention: to keep Democrats on the defensive.

They also argue that Democrats would be doing the same thing if the roles were reversed.

"The mere fact that Democrats are complaining about CLF ads speaks to the effectiveness of the ads and the degree to which it’s taken Democratic candidates in key races off their message," CLF spokeswoman Courtney Alexander said.

Democrats argue that the charges have backfired and helped Democratic candidates raise money and gain ground on their Republican rivals. Spanberger’s campaign is now in a dead heat with Brat, according to a Sept. 24 internal poll, and raised more money after the terrorist ad launched than she did in the entire first quarter of 2017. Among likely voters, she's up 5 points, her campaigns says.

But Republicans say their Terror High ad actually helped reverse Brat's fortunes: They say he now has a narrow lead after being tied with Spanberger in August, according to their polling.

Both parties, of course, always spend heavily on opposition research to sniff out their opponents’ weaknesses and flash them before voters. But it’s one thing to highlight flaws in a candidate’s record, like Republicans have done with Wisconsin Democrat Randy Bryce’s drunk driving arrest. It’s another to connect dots that aren’t there.

CLF’s recent attack on Ohio Democrat Aftab Pureval, for instance, accuses the Indian-Tibetan, first-generation American of aiding his former employer in making “millions” by “helping Libyans reduce payments owed to families of Americans killed by Libyan terrorism.”

But Pureval wasn’t working for the Washington law firm that reached the restitution agreement when it was initially struck. When he did join the firm, Pureval worked on anti-trust litigation, not payments to the families of victims of the 1988 Lockerbie terrorist attack.

Not mentioned in the ad was the fact that former President George W. Bush backed the settlement negotiation with Libya-- and that Rep. Steve Chabot, Pureval’s GOP opponent, did not object when it was approved in the House.

Local media called the attack "misleading." And one American family who lost their father in the Libyan attack was so outraged by the video that they reached out to donate to Pureval’s campaign.

“My response to the CLF ad involved words that are best not repeated here,” Scott Rosen wrote in a letter to Pureval’s campaign. He was 5 years old when his father, Saul Mark Rosen, was killed in the Lockerbie bombing, leaving his mom to raise two children. “The attempt to connect you to the murder of my father was utterly beyond the pale."

CLF says the ad has helped Chabot stretch his lead over Pureval, according to their internal polling.

But they haven't seen the same results in other races-- particularly in Colorado, where many Republicans believe Rep. Mike Coffman is going to lose. There, CLF portrayed Crow as a willing bystander to the massive Veterans Affairs Department backlog scandal. (The group recently pulled its ads from the district.)

Crow sat on the local department’s board from 2009 to 2014, and Republicans have highlighted his absence from more than a dozen board meetings to say he’s at fault.

“While veterans suffered from the VA scandal, Crow didn’t show up for work,” one ad said. “Jason Crow neglected Colorado veterans.”

Crow’s campaign said his wife was either on bed rest due to pregnancy complications or that they’d had a new baby at the time of the missed meetings.

Backlash was swift. Local veterans who know Crow showed up at Coffman's office to protest. Crow’s campaign highlighted the thousands of pro-bono hours he’d dedicated to helping veterans with substance abuse issues, as well as the “lawyer of the year” award he received in 2010 from the Denver Bar Association for his veterans advocacy.

In Spanberger's case, CLF ran a commercial calling attention to her onetime position as a substitute teacher at the Saudi school. Spanberger never worked with the two would-be terrorists, having left the school before it came under congressional scrutiny. She later received a top-secret clearance with the CIA.

“So dangerous, even Chuck Schumer called for the school to be shut down,” the ad nonetheless warns. “But Abigail Spanberger cashed her paychecks like nothing was wrong.”

Some Republican candidates have launched similar attacks impugning the motives or patriotism of their opponents. West Virginia Republican candidate Carol Miller ran a clip of her Democratic rival, Richard Ojeda, saying “the United States of America is not the greatest country.” One vet in the spot accuses Ojeda, who served in Iraq and Afghanistan, of “stepping on the graves of every dead soldier.”

What Ojeda actually said is that U.S. isn't the greatest country because homelessness is rampant, the health care system is lacking and the opioid epidemic has been allowed to fester. Ojeda issued his own ad in response, talking about the names of fallen soldiers tattooed his back.

“My military record and my love of country has come under fire … by Carol Miller,” an angry Ojeda said in the video filmed before a veterans memorial. “How dare she! A millionaire, who has enjoyed a life of privilege under the very freedoms that I have fought for.”



In New York, Republicans have accused Democratic hopeful Antonio Delgado of “attacking our democracy” because the former rapper once sung about finding peace in the Middle East. In the years-old anti-war jam, Delgado, who went on to graduate from Harvard Law School and become a Rhodes Scholar, says “God bless America, God bless Iraq, God bless us all.”

But an NRCC ad highlights only the “God bless Iraq” line. Delgado is running against vulnerable GOP Rep. John Faso.

The party has also hit Delgado for being a “big city rapper” and not “like us,” depicting the lawyer wearing a dark hoodie and playing his old rap songs that reference sex and drugs and use of the “N” word.

Nearly 20 local clergy members denounced the attacks for their racial undertones; Delgado is African-American. A local radio station said it recently pulled an ad sponsored by CLF for their “inaccuracy.” (CLF disputes that the ad was removed, arguing that PAC officials took it down of their own accord.) Even the district’s former Republican congressman, Chris Gibson, has expressed discomfort.

“Shame on you!” the religious leaders wrote to Faso, asking him to denounce the ads, which he has not done. “This tactic should be called out for what it is, a thinly veiled, racist attack for the purpose of insinuating fear in the voters in our district.”

Preamble: I don't see enough strategic conversation, so I figure I'd throw in my handful of change.

Please note that I've only played a handful of games, so I'm sure I'm getting some rules wrong somewhere.

C1 Fascist play strategic thoughts
The Fascist are the instigators of the game. Sitting in-between Russia and the Democracies (Dems), they affect and can be affected by all players. Victory hinges on a delicate balance between working with Russia against the late-game strength of the US, and knowing when Inevitable Betrayal is the correct play.

Overall Fascist concerns

1. Don't give the Dems flags
Worst case scenario: US/UK/France have triple allied, US has Lend Lease, stopped giving resources to Japan, all 3 Dem countries are stable, and have mobilized. This is GG for the facists. Don't let it happen to you!

Curiously, all the items listed above require Dem flags to achieve. By denying them flags, you can prevent your doomsday scenario from occurring!

A. All the things you want to do as the fascists (mobilize, rearm the Ruhr, ally, take Poland/Sweden/Yugoslavia/Rumania; all give the Dems flags. This means you will need to give them some political might. Don't hand them flags for less valuable things - save them for mobilization and getting production. VPs can wait.

B. US flags are the worst
of all Democratic countries, the US is the worst to give flags to. Be very careful with your Japan play to try limit the US flags gained.

C. Remember flag token limits
If you have to give a country flags, time it so they lose as many as possible. France only has 2 flags total, so if they are holding one and you provoke them to give them two (Ex: attacking Yugoslavia and conquering it), they still only get one.


2. End of Status Quo
When Russia, Germany, or Italy tip the commitment scale, or Germany + Italian cubes outnumber French and UK cubes in Europe, SQ is broken. This is a very, very, bad thing, as it gives the Dems flags.

Options for dealing with Status Quo:
A. Plan on taking Europe slow for as long as you can afford to, to deny the Dems as many flags as possible. Try not to give them ANY flags. This means no commitment increases and using your flags to pressure Japan. Only spend diplomacy actions on spots where the Dems do not have interest (Damn you Poland!)

B. Give them the bare minimum
You want to be in a position to surprise attack France before America joins the alliance. So you need Germany to be at Mobilization on the commitment track. This means giving the UK/French 2 flags each. You probably want to rearm the Ruhr as well so you can easily attack (go through Bavaria instead?! hmmmmm), so that's another flag. But that's it!

C. The Sprint
Full speed ahead - you can win before they get their act together, right? Right??

Well. Sprinting straight out of the gate is contraindicated. However, keep an eye on how the Dems use France - they can try to drive France into collapse to remove the French cubes in Europe to end SQ. If they do so, you want to be in a position to sprint on the turn SQ ends. Since French collapse means France breaks alliances, you want to be in a position to be able to attack France before they can re-ally.


Japan
At the start of C1, Japan is where all your easy VPs are going to come. Status Quo is unaffected by your actions in the east, so run wild over China, mobilizing and taking as much as possible while giving the Dems as little flags as possible (as mentioned above - US flags are the worst).

There are a few notes for this:
1. Store an offensive marker so you can attack Hebei before the US can get an aid marker there - if you delay, they can spend 2 offensives to spawn aid, which gives them a flag when you attack (hissss!)

2. You get flags when the US puts aid into China, as long as you have interest. Don't be fooled into giving them flags in return! Attack in a way that they don't get flags; their aid only gives them interest in the actual province, not adjacent.

3. You want to station a unit in Manchuria at all times so Russia cannot diplomify it out from underneath you. A fortress could work as well, but I've never seen Russia attack Manchuria (the one time I've seen Russia attack Japan it was directly into Hokkaido).

4. I've never seen a successful invasion of Java take place. But the production it offers glitters like a tempting jewel...



Italy
1. Il Duce
Mussolini makes you better than France. Ideally you want to save the Duce, so you can use him as fast as possible. This means the next flag you get gives you back the Duce, and you use him again, etc. The Duce works best when you agitate another power so they agitate you back. Don't fall into the trap of giving the Dems too many flags!

2. One production?!
You could save the production for turn 2... but then you have to put the Duce in the cup. This means you can't spend him to ensure the next flag you get is the Duce again. By putting your production in the cup, you're saying that you do not intend to give the Dems flags, and you will not be doing much with the Duce this turn.

Saving the offense marker instead is also a pain - you need 2 of them to be able to attack while at civilian, and if you hold it until the Duce comes out of the cup and you increase commitment, you could have done it the other way around instead so you get the Duce back if you got another flag. Plus, where are you going to attack?? Doing so anywhere will give the Dems too many flags, so as Italy I've often just sat in the sun and proceeded to get drunk like Spain (“Go ahead, take everything,” said Spain. “We’re going to get drunk and become a third-rate power.” - Dave Barry).

3. What do you build as Italy?
You're never going to have enough production or tokens to make a formidable force. However, clutch Italian planes have helped save my ally Germany from Allied invasions before. Also note that once war breaks out, a single troop and plane stationed in Libya can roll through Egypt and up the Levant to cut UK off from the India production as well as stealing VPs from the Dems.

Note: Italy's navy can be very important in the war against the UK. Both to cut lines of communication through the Med, but also to potentially invade Great Britain.

Germany
1. Don't forget you gain 2 flags per turn instead of one (Night of Long Knives)

2. One production?!?!
What are we, Italy?

Germany is in a very similar situation as Italy - at the start of the game they have no production, and no troops (the Italians even have planes!). German mobilization is vital to a fascist victory. You probably want to take it slow on the first turn, ideally waiting for the German homefront's redeployment to move a troop into the Ruhr and only then increasing your commitment (to prevent the stability check for being at commitment higher than civilian).

Like Italy, you can store your production for the next turn, or store the offense marker. Here, the clear choice is production - you want to have enough troops to be able to do anything, and using the offense marker on t2 to attack Poland or some other country within the Dem's sphere of interest.

3. Surprise attacking France
There are some important considerations when you want to attack.
A. You don't want America to be allied.
If America is allied, Germany can still swing a quick alliance with Japan; US cannot join the war if US-Japan trade is still active.
B. Tanks are really important!
C. Each home territory you take gives you a flag, which can become another offensive in an endless cycle of conquest!
D. Taking Paris is the easiest way to make France surrender - capitals are worth 2 cubes, and cause 2 stability checks.
E. Don't be afraid even of the triple alliance
You'll lose no matter what if you hesitate! Attack France for the 2 production, hope for a quick collapse, and make a non-democracy pact with Russia. Russia should know that if the Allies curbstomp Germany then they'll win. Russia should be willing to work with Germany until...

4. Inevitable Betrayal of Russia
When you have enough VPs to win, your gaze turns to how you can end the game. You could attack the UK... If the war is so far in your favor that you can conceivably attack the UK, you're probably afraid of Russia's Inevitable Betrayal towards you!.

Regardless, war with Russia will be inevitable as long as you are not being crushed by the Allies.

But the easiest way to end the game is probably a joint Japan/German war against Russia, sandwiching Russia between them and making them roll so many stability checks that they surrender. Good luck with that!

obviously there's more that can be discussed, but that's all the time I have for now.

Liberals claim to want fair elections, yet the Clintons were instrumental in rigging a primary election to out a legitimate competitor, viz Bernie Sanders. * They exposed the United States to espionage by placing sensitive data onto a home brew e-Mail server (crafted so that the Clintons could control the information contained thereon) Then engaged in deception, denial and cover-up to evade responsibility. The Clintons hand you table scraps and talking points only to secure your loyalty to cast ballots for them, pay them tribute in the form of election contributions, speaking fees or book deals and you gobble it up as if it were a delicacy. The Clintons only proffer to support these ideas because they have found that they receive the most support if they cover these issues. The Clintons care about women? What a joke. Yeah if you consider them as a means to fulfill Bill's sexual appetite or someone for Hillary to blame when she loses the election then yes, the Clintons value women dearly. Find better people to champion your cause. And maybe your cause will have better credibility with others. As for the environment like you I value protecting the environment. and at least with me to such a degree that I consider it to be a religious tenet. I don't want scoundrels such as the Clintons involved. They turn away average people and they politicize environmental stewardship which hurts the movement, all for their own personal gain. Remember the Clintons were against gay marriage before they were for gay marriage, which of course coincided when they perceived it was more politically advantageous to them to claim to champion the gay marriage issue. In actuality they either did not care about gays or had no respect of them to begin with. It was just a useful cause for their ambition. You need to have leaders who ACTUALLY believe in what they promise. That way you know where they stand and they will soldier on in difficult times. Fully expect the Clintons to abandon you when you are no longer useful. Just look at what happened after Hillary Lost the election and she sent her underling out to dismiss her loyal followers at the election campaign gala. It was almost like "go away and come back tomorrow.". That is what the Clintons are about.
