I did open a position in VEGBX (Vanguard Emerging Market Bond Admiral Shares), Vanguard's active EM bond fund, when it went live last December.

Despite the fact that emerging market equities have tanked over that period, VEGBX has not. It is actually my best-performing bond fund over that period. (That is not saying much.)

(VEGBX is not connected in any way to VWOB/VGAVX, Vanguard's EM bond index funds. VEGBX is an active mutual fund. It has accumulated about $100 MM in assets.)

[Snip...]

VWOB and VEGBX certainly approach Emerging Markets in different ways, and I think cap-weighted indexing may be problematic when it comes to EM bonds. VWOB is of course a "Government" index, but there are govt.-owned corporations issuing bonds which are also included in it. I suppose VWOB would fall under "USD sovereign" in Nisi's graphic above, contrary to VEGBX. Anyhow, here's a look at their holdings as posted in their respective Vanguard profile pages. Of course there's that elephant in the room - maybe call it a panda:

Bmw Serie 8 Coupe En Concurso Autobello

Youth Conflict Resolution Strategies and Skills - Matsh Youth Development , Dubai,Bahrain,Egypt,Kuwait,Lebanon,Morocco,Oman,Saudi Arabia,Tunisia       Cache   Translate Page
Whenever two or more people interact, either as individuals or as part of a group, there is always potential for conflict. It is no different when you interact with young people in a work setting: the potential for conflict is present. It is important that you are aware of that potential so that you are able to identify a conflict situation and intervene appropriately to control it.
Workers dealing with young people are often confronted with difficult situations in which they may be asked to assist in resolving young people's problems and conflicts. These may be internal problems of relationships within a youth group, or relationships between young people and those in authority, or even conflict between yourself and the young people you are working with.
This program has been designed to help you understand the nature of conflict and its effects on people in a range of contexts, both at an individual and at a group level. We will also look at the processes involved in behavior that occurs between different groups, called inter-group behaviour, and its potential impact on group members.

Josh Risdon is looking forward to the new Socceroos regime and getting used to Graham Arnold's style. Socceroos striker Tomi Juric insists his best is yet to come as he prepares to take a senior role in the Graham Arnold era. The 27-year-old has fast become one of the Socceroos' elder statesmen following the international retirements of Tim Cahill and Mile Jedinak. His 38 international caps is the fifth most in Arnold's 24-man squad currently training in Dubai ahead of Tuesday's friendly with Kuwait.           World's Most Powerful Passport Revealed As Countries' Global Rankings Shift      Cache   Translate Page
Japan passport holders will find it easier than ever to travel the world, as their travel documents have just moved up in the global Henley Passport Index to take the top spot.

The Henley Passport Index is a ranking of all of the passports in the world based on the number of countries their holders can travel to visa-free.

Until now Japan had been sharing joint first place with Singapore, which gained visa-free access to Uzbekistan earlier this year bringing its total to 189 countries.

However, earlier this month Japan gained visa-free access to Myanmar bringing its total to 190 - once again taking it to the top spot.

It's still a milestone for both Japan and Singapore, as 2018 is the first year in the index's 13-year history that either of them has had the most powerful passport in the world.
Both are way ahead of the UK and US which share fifth place with Portugal, the Netherlands, Austria and Luxembourg - but it's worth noting that the top four spots are shared by 10 countries.

Experts had previously revealed that the UK ranking is unlikely to increase until there is certainty regarding Brexit.

Khashoggi's "Disappearance": A New Twist In Bitter Gulf Divisions      Cache   Translate Page
It was mentioned in this post Missing "journalist" Jamal Khashoggi? Or Arms Trader Like Namesake Adnan Khashoggi? that there were serious divisions between Turkey and Saudi Arabia.
Saudi Arabia and Turkey have been on the outs for a while now
1- Turkey has good relations with Iran- To the consternation of Saudi Arabia
2- Turkey sided with Qatar- When the Saudi's tried to embargo Qatar- Both Turkey and Iran supported the nation- Certainly raising Saudi ire.
3- Saudi Arabia has been providing weapons to the PKK- this has caused  a lot of hard feelings for Turkey.  As has been previously covered here at the blog.
Also :
- Or if someone kidnapped him while on Turkish territory, though in the Saudi consulate, it might lead one to suspect that acrimony is being further fuelled between the Turks and the Saudis?  (Harkening back to the assassination of the Russian Ambassador on Turkish soil. That incident appeared to be an attempt to place a wedge between Turkey and Russia)
Who benefits from still more division in that hotly contested region?

Khashoggi's disappearance: A new twist in bitter Gulf battle
Over the weekend, the story of Jamal Khashoggi's disappearance after his entry into the Saudi consulate in Istanbul became more muddled, in the midst of an intra-Gulf media war.

At this point, lacking definitive evidence on either side, it's difficult to know what will happen, and what regional responses will look like.

Without a doubt, though, the implications of Khashoggi's disappearance are wide-ranging, aside from being traumatic and potentially tragic for his family and friends.

Further, if he has in fact been detained or killed by Saudi officials, these actions deal a severe blow to free speech and create considerable anxiety among Gulf-based and Gulf-focused academics and journalists, as well as sending a powerful message to Gulf nationals who publicly criticise government policies.

Until we reliably know what has happened to Khashoggi, however, the only thing that is certain is that his disappearance has both revealed and heightened tensions between the two sides of the Gulf crisis, as is shown in media coverage of the event across the Gulf.

The Saudi press seems to be advancing a narrative in which Hatice (Khadija) Cengiz, Khashoggi's Turkish fiancée, is potentially suspicious, with Jamal's son Saleh - who has been banned from travelling for more than a year - stating that he has never met Cengiz.
The Khashoggi family also released a statement in support of Saudi government efforts to find Jamal: "We trust the government and the actions it has taken and all the efforts being made in the case of Jamal Khashoggi."
Jamal's son never met the fiance. Khashoggi family supports the Saudi government.
This reaction, as well as the circulation over Twitter of news stories about the murders of a Kuwaiti businessman and the leader of an Iranian opposition television channel, aim to portray Turkey as a lawless, Islamist-led country - and Khashoggi's disappearance as a consequence of that environment, rather than part of a Saudi plot.
Duelling divisive narratives..
Qatari and Turkish interests have become increasingly aligned as Bahrain, Saudi Arabia, and the UAE cut off ties with Qatar in June of last year

Some commentators in Saudi Arabia and the UAE have also attempted to link Khashoggi's disappearance to a "Qatari-Turkish Islamist smear campaign", claiming that either Qatari or Turkish leaderships would have better information about Khashoggi's location than the Saudis in whose consulate he was last seen.

On the Qatari media side of the rift, the report from Turkish police about Khashoggi's death continues to be circulated, as well as concern about assaults on free speech in Saudi Arabia.
Employees at Al Jazeera English posed with photos of Khashoggi and signs in support of his release.

Importantly, and not coincidentally, Qatari and Turkish interests have become increasingly aligned as Bahrain, Saudi Arabia, and the UAE cut off ties with Qatar in June of last year, thus leading to claims on the Saudi side of the rift of "collusion" between Ankara and Doha.

Much like many other stories since the start of the rift, then, depending on what you read, you have a completely different perception of what has happened since Jamal Khashoggi entered the Saudi consulate last week.

Unlike in other stories where some middle narrative is likely to be true, however, the options here are very stark.

Whether or not the facts come out about what has happened, regional fallout will likely follow, and the existing camps of Bahrain, Saudi Arabia and the UAE, versus Qatar and Turkey are likely to become even more entrenched
His disappearance has both revealed and heightened tensions between the two sides of the Gulf crisis

Concerns about political Islam - especially on the Saudi-Bahrain-UAE side - are never far from the surface. Ideology, namely sympathy for Islamists (broadly speaking), is given by them as the primary reason for the Qatari-Turkish relationship, ignoring the regional dynamics that actually make the relationship pragmatic, especially for a blockaded Qatar.

As long as lines continue to be drawn isolating - and considering fundamentally untrustworthy - countries that do not view the Brotherhood as threatening, tensions will continue to play out in the media, yet hopefully not at a major human cost.

Competing unsubstantiated narratives :Khashoggi alive and held captive by Saudis
“The source said that after entering the embassy Khashoggi was taken in a black Mercedes S-500 and a white minivan with four Saudi officials to Istanbul airport, where he was flown on a private jet to Dubai and then Riyadh, where he is now being held.
Flight records show that a Gulf Stream IV private jet, tail number HZ-SK2, landed in Istanbul at 3am on October 2, the day Khashoggi disappeared.

The jet left later that day, stopping in Dubai and then flying on to Riyadh. Khashoggi was driven from there to Riyadh, and was held there, the source said.

The source was told Khashoggi is still alive, contradicting the claims he was murdered in the Istanbul embassy.
The different version of events cannot be independently verified. “

Alive or dead and dismembered?

While neither story can be validated, can't help but notice in both versions we have some persons originating from Saudi Arabia...  A group of people, we are told. Arriving at Ataturk airport prior to Khashoggi’s arrival at the embassy. Coming into some sort of contact with Khashoggi. And then Khashoggi disappearing.

Was Khashoggi kidnapped or had he arranged this event himself?

As a means of going back to Saudi Arabia, for some reason known to himself,  that he could later spin or twist into some politically expedient narrative?  After all he's been presented as being dead set against MBS. And living in self imposed exile. What a great way to take care of business in Saudi Arabia, while appearing as if you were there against your will?

Given Khasshoggi’s propensity for story telling. I’m expecting he’ll turn up alive with some fantastic tale to tell. Will it be reality? Or the reality you and I are  to believe?

Sort of like his time spent traveling with Osama Bin Laden....

The Saudi Monarchy May Have Killed a Free Man      Cache   Translate Page

Doug Bandow

Saudi journalist Jamal Khashoggi moved to the United States after he was pressured to stop criticizing Crown Prince Mohammed bin Salman’s new authoritarian order. He explained his decision a year ago in the Washington Post : “I have left my home, my family and my job, and I am raising my voice. To do otherwise would betray those who languish in prison. I can speak when so many cannot.”

Khashoggi, who once advised members of the royal family, appears to have paid the ultimate price for living his principles. On Tuesday he entered the Saudi consulate in Istanbul, Turkey, seeking to complete paperwork to facilitate his remarriage. He never exited. Alive, anyway.

The Saudi authorities insist that he had left and they also are looking for him. It first appeared likely that he had been kidnapped, a common tactic used by Riyadh against dissident princes and other critics. The Turkish police noted the departure of several diplomatic vehicles from the building, in which he could have been taken, drugged and/or bound. However, Ankara now concludes that Khashoggi was murdered by a special hit squad brought in for that purpose.

Did journalist Jamal Khashoggi fall prey to the tyrannical regime in Saudi Arabia?

Stated an anonymous official: “We believe that the murder was premeditated and the body was subsequently moved out of the consulate.” If true, Riyadh has dramatically escalated the war on its critics, many of whom, as Khashoggi related, currently languish in prison. However, having denied that the journalist is either at the consulate or in the Kingdom of Saudi Arabia, the regime could not easily later release him from prison. And death certainly ends his criticism.

The KSA never has run on liberal principles. However, there long was some space for measured criticism, with liberals allowed to advocate reform. Khashoggi called it “a gentleman’s agreement” which resulted in a balance between what could and could not be published. However, that tolerance has disappeared under the reign of Crown Prince Mohammed bin Salman, also known as MbS, who with his father has turned a brotherly monarchy into a family dictatorship.

Unfortunately, the crown prince’s long overdue social liberalization has been more than counterbalanced by imposition of political tyranny. Explained Khashoggi: “We started seeing more direct pressure on journalists to only publish pro-government stories. Some people were asked to sign loyalty pledges. Some people were banned from writing or had their columns taken down. Things got worse for the activists, too, or people with critical opinions. The government was sending a message that if you’re not with us, you’re against us.”

On his arrival in the United States Khashoggi wrote of “the fear, intimidation, arrest and public shaming of intellectuals and religious leaders who dare to speak their minds.” He noted “how breathtakingly fast you can fall out of favor with Saudi Arabia.” Repression is now “business as usual in my country.”

For instance, women activists long risked their freedom to push the government to lift the ban on women driving. In June MbS did so with great fanfare-while silencing and even arresting many of those who had advocated the change. Human Rights Watch referred to “an unrelenting crackdown on the women’s rights movement.” One unnamed activist admitted that “We used to think if we presented ourselves as allies to the government, wanting to work with them, we would be safe. But that changed after the rise of Mohammed bin Salman.”

The repressive wave washed over numerous pundits and clerics. Some were arrested not because they criticized Riyadh, but because they did not vigorously attack Qatar, which MbS sought to turn into a puppet state. In May Human Rights Watch reported that “Saudi Arabia is detaining thousands of people for more than six months, in some cases for over a decade, without referring them to courts for criminal proceedings.” The number of those so detained increased tenfold since May 2014.

Last year the crown prince jailed a couple hundred of the kingdom’s wealthy elite in a brutal financial shakedown, with the added benefit of discouraging opposition to his family’s coup against the old system. Most were freed after turning over a substantial amount of their wealth to MbS, though many remain barred from foreign travel. But even before that power development occurred Khashoggi being overseas offered no security from Riyadh’s reach. The BBC reported on three princes, Sultan bin Turki bin Abdulaziz, Prince Turki bin Bandar, and Prince Saud bin Saif al-Nasr, who had gone into exile and advocated reform, only to be kidnapped and returned to the KSA, where they were jailed (or possibly murdered). This practice has continued, with regime critics recently abducted in Kuwait and Lebanon.

Even the State Department had trouble finding anything nice to say about the repressive royals in its latest human rights report. Explained State: “The most significant human rights issues included unlawful killings, including execution for other than the most serious offenses and without requisite due process; torture; arbitrary arrest and detention, including of lawyers, human rights activists, and anti-government reformists; political prisoners; arbitrary interference with privacy; restrictions on freedom of expression, including on the internet, and criminalization of libel; restrictions on freedoms of peaceful assembly, association, movement, and religion; citizens’ lack of ability and legal means to choose their government through free and fair elections.”

Despite rumors of impending religious liberalization, so far the KSA sits atop the world, alongside North Korea, as a leading persecutor. Even Iran allows churches, temples, and synagogues to operate. But not Saudi Arabia. Even foreigners who gather in homes to worship face arrest. Years of financing fundamentalist Wahhabism around the globe have encouraged intolerance, hostility, and hatred of non-Muslims. Shiites also are a persecuted minority in the KSA, even facing death for protesting their discriminatory status.

With such a dreadful record, the Saudi royals have become a bit, shall we say, touchy about criticism of their behavior. After the Canadian government urged release of women’s rights activists, Riyadh expelled Canada’s ambassador, dropped pending contracts in Canada, and withdrew students from Canadian universities. The KSA also demanded an apology for having pointed out its crimes. The KSA similarly targeted Sweden and Germany for equally modest comments on the repressive royals.

That MbS does not employ violence against his international critics reflects lack of reach, not ambition. His foreign policy is both brutal and reckless. For instance, last year the Saudi government essentially kidnapped visiting Lebanese prime minister Saad Harari, a Sunni long allied with Riyadh, and forced him to announce his resignation. The resulting international furor caused his release, after which he returned to his duties.

Angry with Qatar for providing sanctuary for critics of the KSA, Riyadh (along with the United Arab Emirates) launched a campaign to isolate Doha. The terror-friendly Saudi government, home to fifteen of nineteen 9/11 hijackers and financier of Islamic fundamentalism worldwide, present its action as an attack on terrorism. However, MbS was most irritated with Qatar-funded Al Jazeera, which criticized the Saudi royals. The KSA planned to invade its small neighbor, backing away only under U.S. pressure and Turkish intervention.

In 2015 the Saudis launched an aggressive war against Yemen to restore to power the pliable Abdu Rabbu Mansour Hadi, who had been ousted in the latest iteration of decades of civil war and internal strife. An expected two-week war stretched into more than three years, with thousands of Yemeni civilians killed by Saudi airstrikes. The Saudis (and Emiratis) underwrote Islamic radicals in the fight against Houthi rebels. Iran took advantage of Riyadh’s bloody overreach to support the opposition, bleeding the KSA.

Saudi Arabia also backed the repressive el-Sisi government and Khalifa monarchy in Egypt and Bahrain, respectively. Riyadh even sent troops to help the latter suppress the Shia majority, which sought democratic freedoms from their Sunni overlords. Moreover, the KSA funded the most radical insurgents in Syria, largely abandoning the fight against the Islamic State in favor of its ill-fated Yemeni campaign. Riyadh has become the most brutal, destabilizing force in the Persian Gulf.

These policies are undermining MbS’s professed commitment to economic reform. Wealthy Saudis have been running for the exits with their cash and foreigners have stopped investing. Last year the KSA received less foreign direct investment than politically and economically unstable Jordan and oil-poor Oman. Instead of forging a reputation as a decisive leader, the crown prince increasingly looks like “an impulsive authoritarian, prone to temper tantrums and flights of irrational decisionmaking,” in the words of John Hannah, senior counselor for the Foundation for Defense of Democracies.

However, President Donald Trump appeared to fall under MbS’s influence after visiting Riyadh last year, where the president received a royal welcome-even awkwardly joining the “sword dance” and peering into the orb, called the “eye of Sauron” by some wits, at the “anti-terrorism” center. The crown prince recently said of Trump: “I love working with him. I really like working with him and we have achieved a lot in the Middle East.”

What is there for the crown prince not to like? The United States has armed him and given him a blank check to run amok in the Mideast. Moreover, the administration’s proposed “Arab NATO” would cement Saudi domination, forcing the three independent Gulf States, Qatar, Oman, and Kuwait, into Riyadh’s orbit. And the administration, so vocal about Iran’s human-rights violations, has said nothing about the far more tyrannical regime in Saudi Arabia.

President Trump, who recently expressed his “love” for MbS, cynically sold U.S. policy to Riyadh. The president recently urged Riyadh to purchase even more weapons and push down oil prices, in recompense for America’s campaign against Tehran, the KSA’s only serious regional rival. In this way the administration sold its soul to the Saudi royals.

But now the crown prince looks like a common murderer. Khashoggi’s apparent killing should be a step too far even for Washington. If Iran committed such an act, then the administration would lead an angry global chorus against the Islamist regime. The United States should do the same against Riyadh.

Jamal Khashoggi was both good and brave, committed to a freer Saudi Arabia. That MbS and his confederates would kill such a man tells Americans all they need to know about their nominal ally. The Trump administration should loosen its embrace of a regime so antithetical to America’s most basic values and interests.

Why Immigrants Need the Violence Against Women Act      Cache   Translate Page

Ana María Toledo Cáceres landed in Las Vegas on a sweltering September day in 2014. In the car with her fiancé, en route to her new home in Utah, the 49-year-old Guatemalan tried to take in the stark, red rock landscape. Cáceres had been sad to leave her two daughters behind in Guatemala City, but now she felt excited and ready to marry the man she loved. The wedding was scheduled for the following day—the same date she had agreed to be his girlfriend four years prior.

Cáceres’ fiancé was a gray-haired and stout Guatemalan man who had moved to the U.S. as a Mormon missionary and become a citizen. The two met in their home country in 2009 when he was back on a visit. Cáceres was skeptical of his advances at first, but she came to cherish him as, for months, they exchanged long emails about the Bible, hobbies, and goals for the future.

“Although I’m using my head, I’m also giving my heart permission,” she wrote to him then.

The marriage proposal came soon after, and he sponsored her to come to the United States on a fiancé visa. In her suitcase, Cáceres packed a formal, three-piece ivory garment to pair with pearl earrings and a matching necklace.

The wedding ceremony took place in a garden for about 20 people, all strangers sloppily dressed in shorts and sandals. But on the top of the wedding cake was a comforting reminder, a card with a saying the couple shared: “You’re not perfect but you’re perfect for me.”

That same night, Cáceres’ new husband took her to a hotel in Mesquite, a one-hour drive from Nevada’s Valley of Fire State Park, for their honeymoon. Recently, Cáceres sobbed as she recalled the small, suffocating room with the shut blinds. She remembered the rudeness of her husband’s touch and not being able to move, breathless under his body, while he forced her to have sex.

“I just wanted him to be outside of me,” Cáceres said. “It was maybe a few minutes, but for me, it was forever.”

Feeling guilty and ashamed, Cáceres would later attempt to take her own life. “I didn’t want to accept what had happened to me,” she said. “I didn’t want to say these hard words that put us in the statistics: I was raped.”

Like many immigrant victims of domestic violence and sexual assault, Cáceres felt trapped. Her immigration status prevented her from getting a driver’s license or a job, and she didn’t speak English. Living in a remote condo on the top of a hill in St. George, a gateway town to Utah’s national parks, where the closest bus stop was a 20-minute walk away, she relied on her husband to be her translator, driver, and provider.

As the foreign spouse of a U.S. citizen, Cáceres was eligible to apply for a green card and eventually for citizenship. But her husband refused to file the joint application. Instead, less than a month into their marriage, he asked for a divorce and tricked Cáceres into believing her only options were going back to Guatemala voluntarily or facing deportation.

It isn’t uncommon for abusers to use their victims’ immigration status as a tool of control if they attempt to leave. Often, women like Cáceres come from cultures where domestic violence is perceived as a private matter and they fear the reaction of family members if they were to go back to their home countries. Unaware of their rights or the range of services available to them in the U.S., victims end up staying in abusive homes.

Enacted in 1994 and reauthorized three times since, the Violence Against Women Act opened up legal avenues for immigrant victims of crimes to adjust their immigration status to become permanent residents. For the battered spouses of U.S. citizens and legal permanent residents, it meant the possibility to remain legally in the country without depending on the abuser by submitting a self-petition.

Without legal counseling, Cáceres learned about VAWA through her own research and filed a self-petition, receiving a green card in May 2017. In the fiscal year 2017, U.S. Citizenship and Immigration Services, the government agency in charge of granting visas and other immigration benefits, approved more than 3,500 applications from foreign victims of spousal abuse like Cáceres.

VAWA was set to expire on Sep. 30, but a stopgap spending bill has guaranteed an extension through Dec. 7. Bipartisan support in Congress for a long-term reauthorization, however, has yet to be reached. The bill introduced by Rep. Sheila Jackson Lee in July to reauthorize VAWA for another five years has only been co-sponsored by Democrats. And while 46 House Republicans signed a letter urging a bipartisan reauthorization of VAWA before the September deadline, a group led by Rep. Elise Stefanik pushed for a six-month extension of the legislation to allow time for more negotiations. The move was received with disapproval by the House Minority Leader Nancy Pelosi, who criticized “the continued refusal over many years of House Republicans to extend VAWA’s critical protections to include vulnerable communities, particularly Native American, immigrant and LGBTQ communities.”

When Nela Kalpic, a native of Belgrade, Serbia, came to the United States, she was seeking freedom from more than a decade of abuse. While living between Egypt and Kuwait, Kalpic’s Egyptian husband routinely assaulted her: He hit her with a belt, locked her inside the house for an entire week, and punched her as she curled up in a ball. Kalpic couldn’t drive or go out by herself.

“I couldn’t call the police,” Kalpic said. “They would tell me, ‘Deal with your husband,’ or tell him I wasn’t being obedient.”

In 2013, the couple was in Egypt, and Kalpic convinced her husband to seek asylum in the United States, claiming that the widespread persecution of Coptic Christians in the country threatened their safety. They arrived in New York City on tourist visas and were granted asylum that New Year’s Eve.

But her husband never changed. He kept all the documents she needed for a green card application and repeatedly attempted to sabotage her jobs, first as a receptionist at a salon and then at a Pottery Barn store, according to character references written by friends and colleagues in support of Kalpic’s custody rights of her three sons.

“Are you going to be out by four or what,” he texted her one day in 2014.

“You know I finish at 6:30,” Kalpic replied.

“Ok. I’ll be out at four and I want you out or you know what will happen.”

When her colleagues asked her if she wanted to call the police, Kalpic refused. She didn’t trust the system would be on her side. “I was so used to being dismissed by everyone,” she said.

Reaching out to immigrant victims of crimes has become increasingly challenging in face of the adverse environment for survivors reported around the country. Still, advocacy groups and service providers remain hopeful that anti-immigration rhetoric won’t get in the way of Congress reauthorizing VAWA, a crucial tool to help victims of abuse.

“VAWA has been instrumental in highlighting issues that immigrants, particularly women, who experience domestic violence and sexual assault face, and it’s a critical component for those working in the field,” said Ruth Glenn, president and CEO of the National Coalition Against Domestic Violence.

According to a recent report to Congress, VAWA grantees served, on average, 17,812 immigrants, refugees, and asylum-seekers for every six-month period between July 2013 and June 2015.

Fear of deportation is not the only factor keeping immigrant women from escaping domestic violence. Even for those lawfully present in the country like Kalpic, language barriers, economic instability, and lack of familiarity with the legal system contribute to the perpetuation of abuse.

Victims are often unable to provide for themselves and their children, and have few social support systems in place. Through funding from VAWA, law enforcement, prosecutors, courts, and community-based organizations can become their lifeline.

Even though Kalpic spoke English and was financially supported by her mother, for a period, she was out of a job and getting by on food stamps. She received a protective order against her husband, but text and Facebook messages provided by Kalpic show that he violated it multiple times over the years, often using their sons as mediators to get in touch with her.

In a letter of support to Kalpic, a friend wrote: “I have never seen a woman that cared more about her children than her. I often asked her why she wouldn’t leave him and it was always the same answer: ‘If I do he will take my children away from me.’ ”

It took Kalpic more than a year of being in the U.S. to leave what, in one court document, she called a “violent prison I’d been locked in for nearly 14 years.” With a driver’s license that was only a few weeks old, she drove 1,200 miles from North Carolina, where they lived, to Madison, Wisconsin, with her sons.

There, Kalpic connected for the first time with the Domestic Abuse Intervention Services in Dane County, a domestic violence organization that receives grants from VAWA.

* * *

Following the traumatic honeymoon and a divorce, Cáceres had nowhere to go. Looking back, she describes herself during that period as being completely deprived of freewill. “All the time I was with him I felt in the wrong place, in somebody else’s story,” she said.

Cáceres was sent to live with her ex-husband’s family, who, she says, rationed her food and asked her abuser for money in return for hosting her. Eventually, with the help of a couple from a church in the farming town of Spring City, Utah, Cáceres moved to the the New Horizons Crisis Center, the only organization providing emergency shelter and social services to victims of domestic violence, rape, or sexual assault in a 13,000-square-mile area encompassing five rural counties of central Utah.

“It was like a little light in the darkness,” she said.

Between the shelter and transitional housing, Cáceres remained under New Horizons’ roof for almost two years as she got back on her feet. There, she studied English and received counseling. And for the first time, she fully understood she had been a victim of marital rape.

At the time, the organization didn’t have a bilingual advocate for lack of funding, so when a position opened up in 2016, Cáceres was the perfect fit. Having navigated the hurdles of the legal system in her own case, Cáceres, as an advocate, was able to share the knowledge she wishes she had had two years earlier, as a victim.

Since then, she has assisted 55 immigrant victims of domestic violence, rape, and sexual assault across Utah. She has referred victims to immigration lawyers, helped them with paperwork, and accompanied them to medical appointments. And as a result of Cáceres’ outreach to the statewide domestic violence coalitions, farm owners, and churches, more immigrant clients started to come to the shelter.

According to executive director Debbie Mayo, New Horizons used to serve 10 to 20 Hispanic clients per year. After Cáceres joined their efforts, the number jumped to about 20 people every month. “It was like a snowball effect,” Mayo said.

Now, Cáceres is taking on a new role as a high school teacher of Spanish and English in Utah, and she’ll be applying for her U.S. citizenship in 2020. Even as a legal permanent resident, she feels insecure about her status. Cáceres hasn’t seen her two daughters, who are 26 and 23 and back in Guatemala, in four years because she fears leaving the country and being unable to return.

“I was given back my life,” Cáceres said about VAWA and the ability to stay in the U.S. “Congress needs to be conscious that we need these opportunities.”

For Erika George, a law professor at the University of Utah who leads the Migrant Women Project and recently conducted a study about the barriers migrant women face when trying to access legal and social services, VAWA sends a message that these women’s lives matter.

“We’ve created structural conditions that leave women unprotected and signal to them that they should continue to suffer in silence because they won’t be protected,” George said. “Laws tell us what we value as a society, and if we don’t have VAWA in place, we’ve failed in our responsibilities to recognize social equality and the role gender violence plays.”

Like Cáceres, Kalpic has also used her experience to help other victims in similar situations. She is active at a statewide policymaking level with the Wisconsin Governor’s Council on Domestic Abuse and the End Domestic Abuse Wisconsin coalition, a VAWA grantee. Kalpic also assists the local organization where she once sought help in training new advocates and engaging the community in discussions about domestic violence prevention.

“I want to make sure they have a perspective from someone who didn’t grow up in the United States,” Kalpic said. “How do we include women who don’t have all the tools in their box that those who were born and raised here have?”

For immigrant women, leaving an abusive relationship might not always feel like a choice. But the ability to gain lawful status, access counseling and legal assistance, and rely on a criminal justice system with the resources to protect them is nothing short of a pathway to safety and autonomy.

Last October, Wisconsin Gov. Scott Walker presented Kalpic with the Courage Award, which acknowledges outstanding achievements in domestic abuse issues.

“Every day we have to make sure that no voice is left behind,” she said in her acceptance speech. “We’re everywhere. Believe us. Don’t doubt us. It takes strength we don’t even know we have to seek help.”

At times, Kalpic still worries that her ex-husband could try to take her sons back to Egypt, where she would have no rights. But when she walks in the State Capitol, she’s reminded that it hasn’t all been in vain.

“Here, when you decide that you want to do something and you go for it, you can still achieve it,” Kalpic said. “And I hope we never lose that.”

“Upon Learning That My Book Is Banned in Kuwait,” by Mai Al-Nakib      Cache   Translate Page

“I must go on. I can’t go on. I’ll go on.”—Samuel Beckett / Photo by paolobarzman

Over the last five years, the Ministry of Information in Kuwait has banned thousands of books. Predicable reactions against this curtailment of free expression have had limited effect. Exhaustion might not be an inappropriate response.

Upon learning the news that my collection of short stories, The Hidden Light of Objects, was banned in Kuwait, I did not experience the anticipated anger or bitterness. My immediate instinct wasn’t to investigate why my book was banned now, four years after its publication. I didn’t feel compelled to rush out and join the modest public demonstrations taking place against this worrying clampdown on free expression; mine is one of over 3,400 books that appear on a list of books banned by the Ministry of Information over the last five years. I wasn’t inclined to join in the admirable public defense of literature unfolding in local and social media by writers, journalists, and intellectuals. Nor did I consider, even for a moment, contesting the ban in court, as a few brave Kuwaiti authors have done, sometimes with success. What I felt instead upon learning from a Tweet that my book was now officially banned in the country of my birth was an overriding sense of exhaustion.

In recent decades—more decades than I can believe, more than half my life—the distance between that red line and tolerance has become as long as history, a history we choose to forget and so repeat ad nauseam.

The debate around free speech rages on across all parts of the globe, encompassing varying national laws and vastly differing social and political contexts. In Kuwait, Article 36 of its constitution guarantees “freedom of opinion and of scientific research” and that “every person shall have the right to express and propagate his opinion verbally, in writing or otherwise, in accordance with the conditions and procedures specified by law” (10). Article 37 further guarantees “freedom of the press, printing, and publishing in accordance with the conditions and manner specified by law” (11). The first part of these two articles reassures, while the second gives pause. The conditions, procedures, and manners specified by law are, apparently, mutable, open to amendments, which, increasingly over the years, have threatened to overturn the very substance of the articles themselves. The uncrossable “red line”—a favorite phrase used in Kuwait to describe content deemed unworthy of protection—is moveable, gliding from conservative to slightly less conservative in tandem with regional upheavals. Normally the red line involves religion, politics, or sex. In recent decades—more decades than I can believe, more than half my life—the distance between that red line and tolerance has become as long as history, a history we choose to forget and so repeat ad nauseam.

A defense of literature has been underway for at least as long as Plato’s banishment of it from his ideal Republic. From Aristotle to Adorno, Philip Sidney to Percy Shelley, Nietzsche to Derrida, the defense of literature in the name of what it can do has been articulated from all angles, maybe every angle there is to consider. Is there, I ask myself, anything worth adding? Must the familiar justifications be rolled out, yet again, in the certain knowledge that those sitting on the censorship committee at the Ministry of Information will never acknowledge them? They won’t read the millions of words written over the course of thousands of years, nor the more recent rehashing of tired arguments by academics or writers like me. The defense of literature will convince the already convinced, and those in need of convincing, the ones with the power to change the course of events, will not, as Nietzsche put it, have the ears to hear it. Nietzsche declared in Ecce Homo, “Now let us imagine an extreme case: that a book speaks of nothing but events which lie outside the possibility of general or even of rare experience—that it is the first language for a new range of experiences. In this case simply nothing will be heard, with the acoustical illusion that where nothing is heard there is nothing” (40). The censorship committee lacks the ears to hear the wide-ranging implications of fiction, its linguistic inventiveness, its expressions of justice, love, beauty, humor, its generation of empathy—all the infinite things literature can do. Instead, it hears only what it can: transgressions of its red line. So it lengthens its list and marches on, preparing the bleakest future for Kuwait with apparent indifference or, more insidiously, with malicious intent.

Demonstrations, petitions, and social media activism in Kuwait against this recent flurry of bans matter immensely. Even if the number of activists remains relatively small, there is always hope that their effect may intensify over time. I believe in the energy of youth. I teach students at Kuwait University, in the Department of English Language and Literature, who inspire a guarded optimism about the future. Yet my students are the first to remind me that my view is skewed by the fact that most of those who apply to our department—a place where reading remains somewhat valued—are part of a minority. I shudder to think what this recent restriction on books will mean to departments of literature and philosophy at Kuwaiti universities, rare sites where experimental thought is encouraged. All this aside, young people are resisting, and I support their intentions and their actions. I do not, however, initiate my own.

If the call to rehearse the familiar arguments in favor of free speech and the value of literature, along with the call to activism, seem wearying, it is the consolidation by this ban of the Orientalist image of the Middle East in general, and of the Persian Gulf in particular, that is most exhausting of all. Well-intentioned support against “backward” censorship grates, even as I am grateful for it. When I’m told that I’m in good company, or that this will help sales of my book, or that the ban is a badge of honor, what I hear (in part) is confirmation of the Orientalist representation that Edward Said spent his life and career attempting to challenge. This ban allows those who already harbor racist perceptions about the region to hold on to them. Even those who are genuinely sympathetic, on the side of progressive ideals, myself included, are in danger of sliding into Orientalizing platitudes in the name of freedom. In the same way violent protests or actions taken against the representation of Muslims as violent end up inadvertently confirming those representations (consider the Danish cartoons and Charlie Hebdo controversies), the ban against books in Kuwait confirms the image of the country, and the region as a whole, as reactive, fundamentalist, closed-minded, living in the dark ages, among a string of ugly familiars. Even as many of us work to counter such stereotypes, we are thwarted on our home turf, forced to see ourselves in the very representations of backwardness we struggle to disavow.

To put this in temporal terms: exhaustion with the present can initiate movement in the direction of a future yet to come.

My exhaustion derives from a sense that both the problem and the solutions it solicits have remained relatively static for at least two millennia. The problem—the curtailment of free expression—provokes the same series of responses, and while these set responses are sometimes successful and are no doubt necessary, they haven’t been successful enough, or we wouldn’t still be here. The set solutions have been depleted, consumed by the problem itself. Kuwait’s current drama repeats dramas already played out in Stalin’s Soviet Union, Nazi Germany, Franco’s Spain, a McCarthy-era United States, Argentina under military dictatorship, Saddam’s Iraq, and on and on. In the process of proceeding along the same historically predetermined track, scant space is left for alternative approaches and outcomes to unfold. The compulsion to fight the problem in the ways I’ve outlined above is, as I’ve said, necessary, urgent, and deeply ethical. Indeed, such responses often save lives. It’s a relief to know that many remain eager and motivated to continue engagement along this worn-out battlefront. It is, however, a compulsion I’m inclined to resist.

Philosopher Gilles Deleuze writes about exhaustion as a characteristic of Samuel Beckett’s style. Not exhausted into passivity or apathy but, rather, exhausted into transformation or, to use Nietzsche’s notion, transvaluation (96). Perhaps it would be more accurate to say that exhaustion may, in fact, produce passivity or apathy on one front—the familiar and immediate—but that it may provoke activity or change on another—the less habitual and more distant. To put this in temporal terms: exhaustion with the present can initiate movement in the direction of a future yet to come. This is not to say that we should abdicate all responsibility for the present in the name of some obscure future; rather, it is to suggest that a thoroughgoing presentism might contain elements of short-sightedness, even narcissism, detrimental to the yet to come.

Milan Kundera put it this way in his novel Ignorance: “How can a person with no knowledge of the future understand the meaning of the present? If we do not know what future the present is leading us toward, how can we say whether this present is good or bad, whether it deserves our concurrence, or our suspicion, or our hatred?” (143–44). Kundera’s questions imply that we can’t know the present because we don’t know the future this present is preparing the conditions for. His words suggest to me that keeping the future in mind as we live and work in the present may, at the very least, initiate alternative, unconsidered actions (although there can never be any guarantee that things will go the way we want them to). The arguments for freedom of expression and the value of literature have been exhausted; activist demonstrations for cultural tolerance have been exhausted; Orientalist counterarguments have been exhausted. In the midst of this exhaustion with the present, “I’ll go on,” but not in the same direction, not in the same set ways (Beckett 414).

To write anew, again and again, embodying a style that, in the present, only a few will want to hear, requires the kind of discipline that cannot afford to be distracted by that present.

In the exhaustion of possibilities with regard to the problem of censorship, a shift may occur, and from it may emerge a different sort of fabrication or, more appropriate to writing, fabulation. To write anew, again and again, embodying a style that, in the present, only a few will want to hear, requires the kind of discipline that cannot afford to be distracted by that present. Writing through repressive bans and the din of protest alike—in other words, sidestepping both the for and against—in the name of a future unguaranteed, but no less important for that, is to me the pressing concern. The years are shrinking—if I’m lucky, I’m halfway through—and yet so little has changed in Kuwait with regard to that arbitrary red line. It’s time for me, and maybe not only me, to move in a different direction. To be exhausted is not the same as being tired (Deleuze 152). To be tired is to accept that “I can’t go on,” and, therefore, to give in to the parameters of the present (Beckett 414). To be exhausted is to go on anyway, into an unformed future, forming that future as we go, with the materializing wonder of words.

Nikki Haley RESIGNS from UN - Israel THANKS THEIR AMBASSADOR OF THEIR TRUTH - Next US Distraction       Cache   Translate Page
sigh....just gonna date stamp, copy/paste and post a few links to Haley and her Israeli 'truth' March 30, 2017 U.S. priority on Syria no longer focused on 'getting Assad out': Haley On Wednesday, Haley accused Russia, Iran and the "Assad regime" of committing war crimes. She has also said the United States supports the U.N.-led Syria peace talks, that Syria could no longer be a "safe haven for terrorists" and that it was important "we get Iran and their proxies out." In Ankara on Thursday, U.S. Secretary of State Rex Tillerson said Assad's longer-term status "will be decided by the Syrian people." https://reut.rs/2C6uJ9a April 1, 2017 https://bit.ly/2GJOS8F The United States on Saturday blocked a draft UN Security Council statement urging restraint and calling for an investigation of clashes on the Gaza-Israel border, diplomats said. Kuwait, which represents Arab countries on the council, presented the proposed statement, which called for an "independent and transparent investigation" of the violence. The Israeli military on Saturday night identified 10 of the 15 people reported killed during violent protests along the Gaza security fence as members of Palestinian terrorist groups, and published a list of their names and positions in the organizations. The draft statement was circulated to the council on Friday, but on Saturday the United States raised objections and said it did not support its adoption, a Security Council diplomat told AFP. The US mission to the United Nations did not immediately respond to a request for comment. The proposed statement also called "for respect for international human rights law and international humanitarian law, including protection of civilians," according to the draft seen by AFP. April 3, 2017 Nikki Haley at UN tells them what I'm saying in this : In addition, she said, the Council would hold an open debate on the Middle East on 20 April. That meeting would focus not on the Israel-Palestine conflict, but rather on other issues that had often been ignored, including Iran's support for terrorism, as well as Hizbullah and Hamas, she said. https://www.un.org/press/en/2017/170403_SC.doc.htm source of her full words: https://www.c-span.org//?426446-1/peacekeeping-reform-human-rights-top-un-ambassadors-agenda AND THEN LIKE MAGIC A CHEMICAL ATTACK ON APRIL 4, 2017 IN SYRIA BY ASSAD...yeah, ok...later!!!
