          CareMount moves into Manhattan, adding Murray Hill practice      Cache   Translate Page      

Murray Hill Medical Group, which has more than 40 physicians in Manhattan, has agreed to join CareMount Medical, giving the Chappaqua-based group practice its first locations in New York City.

Founded in 1992, Murray Hill's main office is at 317 East 34th St. and houses 14 specialties. It also has a gastroenterology and cardiology procedure site on East 37th Street.

"As we continue to grow, its important we have a connection to the city when our patients are down in the city working," said Dr. Scott Hayworth, CareMount's president and CEO. "Likewise, when Murray Hill residents move out of the city, we're here for them as well."

Manhattan marks the sixth county for CareMount, which has more than 40 locations and 550,000 patients in Columbia, Dutchess, Putnam, Ulster and Westchester counties.

As Manhattan's major medical centers open offices in the suburbs, Hudson Valley medical groups are laying claim to parts of Manhattan. Westmed Medical Group has offices on Park Avenue and on East 88th Street, and Crystal Run Healthcare has locations on East 71st and East 76th streets.

Murray Hill, which sees more than 140,000 patients annually, ultimately chose 560-provider CareMount over other bidders, including health systems.

"What we saw in them was basically a larger version of ourselves," Dr. Rajiv Kinkhabwala, president of Murray Hill, said. "We're both independent, physician-born-and-bred practices."

Hayworth said Murray Hill's physician-owners would become shareholders of CareMount Medical.

Crain's reported in July that CareMount would take on financial risk for Medicare Advantage patients covered by Aetna and Empire BlueCross BlueShield next year.

Preparing to enter value-based contracts was a major factor in Murray Hill's decision to join a larger medical group, which it considered for two to three years, Kinkhabwala said.

"Even as a 40-provider group in Manhattan, we found us to be on the small side to take the next step in terms of providing value-based care," he said. He cited the cost of IT systems and personnel needed to track and manage the cost of patient care.

The Murray Hill practices employ more than 100 people. Staff members will be asked to interview for open positions, according to CareMount. The deal will be effective Jan. 1. 

CareMount has affiliations with Mount Sinai Health System and Massachusetts General Hospital. Hayworth said Murray Hill will continue its long-term relationship with NYU Langone Medical Center and will admit its patients there. Many of Murray Hill's physicians were trained at NYU Langone, including some who served as chief residents at the hospital.

Hayworth said that CareMount would add doctors to fill additional specialties in Manhattan, such as general surgery, orthopedics and hematology/oncology.

Affinity to shut down Medicare Advantage plans


Bronx-based nonprofit insurer Affinity Health Plan will get out of the Medicare Advantage business by the end of the year, the company confirmed Monday.

Its Medicare plans currently serve about 13,600 recipients, the company said.

The insurer first disclosed it was shutting down its Medicare product line in a filing with the state Department of Labor, noting that 28 employees of its 566 employees would be affected by the closure. Layoffs are scheduled to take place Dec. 31.

"We're entertaining what options we have," said Michael Murphy, president and CEO of Affinity, in an interview.

In any case, the company will not be in the Medicare business in 2019, he said. He said some parties have expressed interest in acquiring the business but declined to give more details.

A spokeswoman at Affinity Health Plan said in an email that that employees were notified on Oct. 1 of the shutdown. "The decision to exit Medicare occurred some time ago as part of Affinity's desire to focus on our core business—serving the most needy populations of New York through primary care," she wrote.

Affinity is currently working with the Centers for Medicare & Medicaid Services on the best way to transition members, possibly to other plans, Murphy said.

This is the second product to be discontinued by Affinity. About a year ago, the state Department of Health told Crain's the insurer would not sell qualified health plans on the New York State of Health marketplace in 2018. At the time, the Health Department said the state marketplace could not certify Affinity because the insurer's cash reserves had fallen below requirements.

Murphy said the cessation of Affinity's Medicare product line was not at the direction of CMS.

Affinity lost $73.6 million on $1.46 billion in revenue in 2016, the most recent year for which financial data are available online. The insurer's Medicaid business accounted for about 75% of its revenue.

UHF report suggests options to stabilize state's indy market


New York largely has fended off the Trump administration's efforts to unwind the Affordable Care Act through existing laws and lawsuits against the federal government, according to a new United Hospital Fund analysis.

But the elimination of the financial penalty for going without insurance in 2019 will test the viability of the state's individual insurance market, according to the report.

It showed New York has the 38th-ranked medical risk profile in the country, indicating the group is sicker than most.

The average monthly premium price in New York's individual market increased 10.5% to $525 in 2017, compared with a U.S. average of $500.

Subsidies are available to people earning up to 400% of the federal poverty level, or $100,400 for a four-person household. A family earning above that would pay more than double for the lowest-cost, or bronze, plan in Manhattan.

UHF offered several options for New York to draw more people into the individual market by making coverage more affordable: The state could start its own reinsurance program to reimburse plans for high-cost members; it could implement a state individual mandate penalty; or it could expand premium subsidies to cover more residents.

"New York has a pretty good track record of defending ACA coverage gains either though regulation or litigation," said Peter Newell, director of UHF's Health Insurance Project and co-author of the report. "Seeing the same sense of urgency to keep the individual market on track would be very positive." —J.L.

 

Church-based programs help reduce blood pressure in black communities


Lifestyle interventions delivered in churches can aid in managing high blood pressure in black communities, according to a study led by NYU School of Medicine researchers and published online today in the journal Circulation: Cardiovascular Quality and Outcomes.

Churches are integral components of black communities nationwide. The study authors hope that faith-based intervention to manage high blood pressure and ward off heart disease will scale to other communities, NYU said.

From 2010 to 2014, the study's researchers collected data from 373 participants who identified as black and belonged to 32 New York City churches, according to NYU. They all reported a diagnosis of high, uncontrolled blood pressure. After six months, participants that received community health-worker intervention at churches saw a net reduction of 5.8 mm Hg in systolic blood pressure—the pressure in blood vessels when the heart beats —compared to the control group that received health education alone. After nine months, the treatment effect persisted, but with reduced significance of 5.2 mm Hg, researchers wrote.

"We think this is very important and should be scaled up," said Dr. Gbenga Ogedegbe, professor of population health and medicine at NYU School of Medicine and the study's lead author. To expand the program it will be important to demonstrate the cost-effectiveness of this type of disease management to insurers, he said.

The study's co-authors were Antoinette Schoenthaler, Mark Butler, and Jessica Forsyth at the Center for Healthful Behavior Change at NYU School of Medicine, Kristie Lancaster at New York University, and William Chaplin at St. John's University.

The National Heart, Lung, and Blood Institute, part of the National Institutes of Health, supported the research. —J.H.

I recently received a telephone call from a San Antonio suburban resident who has been experiencing Bigfoot activity on their property.

The witness (BH) states that the outside home alarm system has been activated several times in the past, but a recent encounter has caused her concern.

A few nights ago, the alarm on her driveway was triggered. Since there had been significant rain in the area lately, she decided to go outside and check the battery / wiring to make sure that it hadn't been compromised. As she was examining the module, she heard a rustling sound and then a frightening growl behind her. The sound was coming from the direction of her van in the far end of the driveway. When she turned, she encountered a dark hair-covered being that stood at least a foot above her van. Her description was that it looked like the Bigfoot in 'Harry and the Hendersons' as far as overall shape...but that it bared its large teeth and that the eyes were reddish-yellow. She also noticed a distinct odor...not foul, but similar to Pine or Spruce. It continued to growl at her in a threatening manner. She quickly ran into the house and told her fiance. He grabbed a firearm and went out to check...but the creature was gone.

BH has lived in the house for 18 years, but has only noticed activity in the past 2 years. She states that they have seen 'eye shine' from the trees in back of the property (Maple, Mesquite, Cedar) several times. There has also been pet mutilation in the neighborhood during this time period. The nearby residents are keenly aware of the activity. One neighbor has gathered physical evidence. She is afraid to be outside at night. She is an artist and has enjoyed amateur astronomy...but does not feel safe in her own backyard.

I have referred her concerns to an investigator in the area. I plan to follow-up on the situation. Lon

North Dakota is the first of several states that I track points on that has completed its racing season for 2018 and following are the complete standings for the divisions followed. These points are tabulated in the same manner as the All Iowa Points using a 5-point scale on features only and, as I have the past two seasons, following the race at the dome in St. Louis I will combine all of the states together to present the "Best of the Midwest" for 2018. First though, let's take a look at North Dakota.

For the third straight year Dustin Strand tops the list of Late Model drivers posting seven feature wins in nineteen top five finishes. This placed him comfortably ahead of runner-up Canadian Mike Balcaen who also had nineteen top fives, but with two feature wins.

In the Modifieds Travis Peery is the 2018 champion edging out Jason Wolla by just four points. Peery picked up three feature wins in twenty top five finishes while Wolla, who obviously cut back on his schedule after being the 2017 IMCA National Champion, had eight wins and thirteen top fives. As a comparison, in winning the North Dakota Points last year, Wolla scored a total of 154 points. Peery was eighth in last year's standings with just 33.

After ranking third in last year's standings Kelly Henderson moves to the top in the Limited Modifieds for 2018. The Minot driver was a winner seven times and has twenty-seven to five finishes, seven more than last year's champion Lance Shill. The runner-up the past two seasons, Erik Laudenschlager finished third this year so the top three drivers essentially traded positions.

The state runner-up in 2017, Wade Nygaard moves to the top this season in the Sprint Car standings on the strength of twenty-two top five finishes and seven feature wins. The 2016 champ Mark Dobmeier was second with nine wins, two second's and one third making up his point total of 56.

Robert P. Murphy, an economist at Texas Tech, used Mr. Nordhaus’s work to show that setting too high a carbon tax can be worse than setting no carbon tax at all. Using Mr. Nordhaus’s 2009 calibration, Mr. Murphy calculated the present value of damages caused by carbon dioxide and abatement costs at $22.6 trillion. Mr. Nordhaus’s optimal carbon tax would have reduced damages but increased abatement costs, decreasing the impact of emissions to a total of $19.5 trillion—a relatively minor net improvement of just over $3 trillion.

Meanwhile, the Nordhaus model shows that the cost of a policy to limit the temperature increase to only 2.7 degrees Fahrenheit by 2100 would have been $37.03 trillion—$16.4 trillion more than the cost of doing nothing after accounting for the damage done by carbon emissions. Thus, Mr. Nordhaus’s work doesn’t support the recent announcement by the International Panel on Climate Change about the urgent need to limit warming to 2.7 degrees. Indeed, Paul Krugman castigated Mr. Nordhaus in 2013 for his belief that the optimal temperature increase is 4.1 degrees.

These two paragraphs are from my “A Nobel Economics Prize for the Long Run,” Wall Street Journal, October 8 (electronic) and October 9 (print). The article is gated but I’ll be able to post the whole thing in 30 days.

I faced a tight space constraint and so I didn’t have room for this further thought on global warming:

One major variable that affects the estimate of the SCC [Social Cost of Carbon] is the discount rate used to weight the well-being of future generations affected by global warming. The lower the discount rate, the greater the weight on future generations’ well being and, therefore, the higher the optimal tax rate. Interestingly, though, although few of the major participants in the debate point this out, taxing ourselves now to help future generations transfers resources from the relatively poor (us) to the relatively rich (future generations.) Why? Go back to Romer. With positive growth rates, the vast majority of people 50 or more years from now will be substantially better off than the vast majority of people today.

Or this. I could state my version but cue Donald Boudreaux, who said it well:

Yet, undoubtedly because of space constraints, Mr. Henderson did not mention one of Prof. Nordhaus’s most remarkable and important findings, namely, that nearly all – about 98 percent – of the benefits of technological innovation are captured, not by the entrepreneurs and businesses who introduce them, but by the general public. In his 2004 paper “Schumpeterian Profits in the American Economy: Theory and Measurement,” Prof. Nordhaus wrote that “only a minuscule fraction of the social returns from technological advances over the 1948-2001 period was captured by producers, indicating that most of the benefits of technological change are passed on to consumers rather than captured by producers.”

Note that I haven’t quoted from the part on Romer, but I’m constrained by my contract with the Journal. For some of the highlights of Romer’s work see my post yesterday.

          ASSASSINS Closes Season At The Long Beach Playhouse      Cache   Translate Page      

The Long Beach Playhouse Studio Theatre closes its 2018 season with Stephen Sondheim's musical Assassins. The play opens with an eerie carnival calliope playing Hail to the Chief. Instead of a patriotic welcome for a president it's a carnival shooting gallery that offers a shocking invitation to the assembled crowd. As the barker calls for contestants, eight individuals step forward.

Apparel ranges from a 19th Century frock coat to a Santa Claus costume. Each receives their own gun. And with that most shocking opening scene, musical genius Stephen Sondheim and playwright John Weidman bend time and space to allow the nation's nine successful and would-be presidential assassins to meet, interact, and inspire one another to make their mark in the American history books.

"Sondheim uses music to show us the souls of the assassins," said Madison Mooney, Executive Director for the Long Beach Playhouse. "He insists we see them as human beings and understand their motives. For example, John Wilkes Booth muses that some think he did it for fame, but he contends he wanted to kill the man who killed his country. Unfortunately, that probably reflected the view of many southerners in that era."

The music for The Ballad of Booth is reminiscent of Civil War songs. John Hinckley is writing a love note to Jodie Foster that turns into a ballad. Squeaky Fromme joins with Hinckley declaring her love for Charlie Manson.

"It's the music that speaks the loudest," said Sean Gray, Artistic Director for the Playhouse and director for this show. "The lyrics draw us in and show us the commonality in the experience. In Something Just Broke Sondheim reminds us that the words 'I know where I was when I heard it' cuts across political leanings and time to capture the feeling of the nation when a president is shot.

"One of the defining characteristics of Sondheim is his ability to handle the darkest of topics with melodies and arrangements that are upbeat and in sharp contrast to the lyrics. Not everyone can write about political assassinations in a way that makes one want to sing along, but Sondheim and Weidman have done just that. I think it's that counterpoint that makes the show engaging despite the dark subject."

As artistic director for the Playhouse, Gray proposed and advocated for the show. As the show's director, he is responsible for selecting the cast, approving the designs and pulling the absolute best performance out of the actors as individuals and as a group. This is his tenth time in the director's chair at the Playhouse. He has a string of successes behind him including Spring Awakening, Sweeney Todd and Cabaret.

The set is equal parts patriotic Americana and pure carnival. Stephen Olear is the musical director. The show boasts a six-piece band with trombones, flutes, sax, keyboards and drums. Halley Hardy is the choreographer, her touch is a meaningful addition to the production. Costume Shop Manager Donna Fritsche and her team of volunteers are building memorable costumes for the actors. Her talents for design and storytelling will be on full display.

Making their debuts are: Derek Rubiano, Kevin Wood, Sean McCallon, John Vann, Amanda Webb and Jess Oliver. Those returning are: Brian Pirnat, Jeseka Luna, Kyra Kiener, Taryne Moyse, Nick Bradfield, Noah Wagner, Hunter Ryti, Mark Eggert, William Ardelean, and Serena Bottiani-Henderson.

The show opens October 12 and runs through November 17.

Friday: Adults are $20.00, Seniors $18.00, and Students $14.00Saturday and Sunday: Adults are $24.00, Seniors $21.00, and Students $14.00.

Anaheim St., Long Beach, CA, 90804, right across from the Long Beach Recreation golf course. The Playhouse is community-supported theatre with programs and events that cut across age, gender, ethnic, and cultural boundaries.

Performances are 8 p.m. Friday, and Saturday and 2 p.m. Sunday. The box office is open Wednesday-Saturday from 3:00-8:00 pm and Sundays from 1:00-2:00 pm on scheduled matinees.

J111 NA winners(Macatawa Bay, MI)- Sixteen teams competed over the three-day event for the 2018 J/111 North American Championship title hosted by Macatawa Bay Yacht Club in Holland, MI. The fleet was treated to a broad range of sailing conditions, from flat waters and light airs in the beginning, then concluding with 18-25 kt winds for an epic “blowing dogs off chains” finale in huge, steep seas from the southwest. Continuing their success in major J/111 events, it was Peter Wagner’s SKELETON KEY from San Francisco, CA that was crowned the 2018 J/111 N.A. Champion.

J111 sailing downwindDay 1- Light, Tricky Winds
Light winds greeted the fleet on the first day, a breeze with a lot of streaks and lulls in between. Jim Connelly’s Slush Fund figured out the conditions in the pair of races, posting a 2-1 on the day for the lead at 3 points. Just two ticks behind in second place is Jeffrey Davis’ Shamrock, who recorded a solid 3-2 for 5 points. Peter Wagner’s Skeleton Key started the day with a bullet but added a sixth for 7 points and third place.

Following 2017 J/111 World Champion Wagner in the opening match were Connelly and Davis. Then Connelly and Davis each moved up a notch in race two, taking first and second ahead of Bradley Faber’s Utah.

J/111 surfingDay 2- More Moderate Winds
Wagner’s Skeleton Key had a near perfect day on Thursday to move into the lead. Good breeze allowed three races, two of which were won by 2017 J/111 World Champion Wagner. Skeleton Key also had a second in the middle contest, ending with 11 net points in the no-discard series. Jim Connelly’s Slush Fund stumbled in the last race of the day, dropping to second overall with 23 points. The consistency of Bradley Faber’s Utah put them in third with 27 points among the 16-boat fleet.

Chasing Wagner in the initial race were Richard Witzel’s Rowdy and Connelly. Then, it was Connelly back in the driver’s seat, beating Wagner and the Andrew and Sedgwick Ward team on Bravo. The final battle went to Wagner again, as Witzel earned another second and Tracy Brand’s Solution took third.

J/111 surfing downwindDay 3- Epic Breeze for Finale
Wagner’s Skeleton Key improved his J/111 resume by adding the 2018 J/111 North American Championship to his 2017 J/111 World Championship title. With crew John Collins (bow), Nick Gibbens (headsail trimmer), John Hayes (mast), Dave Lyons (spinnaker trimmer), John Pernick (main trimmer), Cory Schillaci (pit) and Seadon Wijsen (tactician), the St. Francis Yacht Club member recorded no scores lower than a sixth in the no-discard, eight-race series. Skeleton Key ended with 18 points, including three bullets. Jim Connelly’s Slush Fund secured the silver position with 36 points, just one ahead of Bradley Faber’s Utah and Rob Ruhlman’s Spaceman Spiff that tied on points at 37 for third and fourth, respectively.

In breeze sometimes sustained over 20 knots, Friday’s race winners were Faber’s Utah, Jeffrey Davis’ Shamrock and the trio of Karl Brummel, Steve Henderson and Mike Mayer on Kashmir. However, race 6 was later abandoned due to an improper action by the Race Committee.

C's Make it 4-0

Some nights the Celtics make it look so easy. Then there are the times when clubs like the Washington Bullets give them a strong reminder that nothing really does come that way in the NBA.



With Larry Bird scoring 21 points and Robert Parish 20, Boston made it four victories in a row by topping the Bullets, 104-97, last night before 15,320 at the Garden.

For most of the game, this one seemed like a breeze. Washington fell behind by 17 points in the first half and 18 in the second, and this had the promise of an old-fashioned blowout.

But the Celtics almost got caught in a fourth-quarter rush by the Bullets. With 2:54 left, nobody was lighting up cigars for Boston. Washington had cut the lead to 97-91 and had its three-point gunners, Frank Johnson and Billy Ray Bates, primed for action.

The Celtics put their starters back on the floor, and the outcome was still in doubt until the final seven seconds. With 10 seconds left, Washington cut the lead to 100-97 on a three-point basket by Bates and called a timeout.

Cedric Maxwell was fouled and sank two free throws with nine seconds left. But the Bullets set up another three-point play, only to see it backfire when Parish stole the ball from Jeff Ruland.

Bird got the ball and wound up sinking two free throws for the final seven-point margin.

Greg Ballard had 20 points for Washington (2-3). Bates had 15 points off the bench. Johnson had nine points and a career high 15 assists.

The Celtics found themselves without two veterans at the start of the game. Danny Ainge had the flu and did not suit up. Gerald Henderson was suffering from a strained hip bruise, and except for a token appearance in the second quarter to keep his streak alive, was not available for duty, so Charles Bradley took over the starting guard spot.

Washington had its problems, too. Veteran Spencer Haywood (sprained right calf muscle) was benched in favor of Ruland.

From the opening tap, it was clear that if the Bullets were going to keep up, they had to do something about the Celtics' fast break. They did for a time, and for a quarter stayed within six to eight points. It was a different story in the second quarter, when Boston's superior bench strength began to break things open.

Led by Quinn Buckner (11 points) and Kevin McHale (10), the Celtics raced to a 17-point lead late in the period before settling for a 59-43 edge at halftime.

Boston opened the game with a blistering pace, racing to a 12-4 lead. Tiny Archibald had two baskets in the run, and Bird brought the crowd to its feet with a delicious reverse layup. When Washington began to catch up, the Celtics switched their attack to the inside, and Parish went to work, scoring eight points. Washington kept climbing back, and early in the second period trailed by only four points (26-22). But it was a downhill ride for Washington after that.

This run started with a layup by Parish and four straight points by Bird, including another reverse layup. With a 32-22 lead, coach Bill Fitch went to his bench, and then things really began to happen. It was still a 10-point game before Boston went on a 10-2 spurt for a 42-24 lead.

Again the Bullets made a bid, and with 6:20 left, trailed by 10 points again, 42-32. But then Buckner, the shooting guard with Archibald on the bench, warmed up for eight of his 11 points. There isn’t as much depth to this squad, but they’ve still performed better than the squads I was in.“Hopefully England doing well this year will give the clubs confidence to say, ‘England players are as good as anyone and can compete at the top level’. The academies are producing more technical players.“Secondly, many of the players came through at lower-league teams and I think we may find younger lads opting to play for a Championship side, knowing they can break through – and this may lead them through the age groups into the England team. If players aren’t stagnatingand are moving up the England levels as their careers go on, that keeps them progressing– and that could increase squad depth.”2. Trust the unlikely leaderAime Jacquet in 1998, Vicente del Bosque in 2010 and Joachim Löw in 2014 – all World Cup-winning managers who enjoyed a Gareth Southgate-like surge to national prominence (admittedly Del Bosque won everything with Real Madrid first, but they blatantly regarded him as some sort of quasi-caretaker). Each had at least four years in charge before they lifted the World Cup, having been given time to plan for the long term.After his previous job behind the scenes, Southgate is the perfect man to oversee England’s next project - so it's good news that he recently signed a contract extension taking him through to 2022.3. Send for the wingersAlthough hopeful punts aren’t the answer – rest assured there will be calls for a more direct style if England’s new direction falters – the Three Lions don’t want to become Arsenal. Or Arsene Wenger’s one-trick Arsenal, anyway.Three at the back plays to England’s current strengths, but umpteen defenders is pointless when you’re facing bus-parking minnows. With Kyle Walker in that three it’s a straightforward switch to a four; you just need a couple of decent wingers to change the attacking angles.4. Don’t rely too much on Harry KaneTottenham’s talisman won the Golden Boot, but there’s a need for more goals in open play from others.“The beauty of the World Cup was that England were unpredictable, for the first time in a generation,” says Darren Anderton, a midfield scorer for the Three Lions at the 1998 World Cup. “Runners from midfield and the goals from set-pieces made England one of the most dangerous sides at the tournament. Harry’s goals topped it all off. The main thing is getting more support from those around him.“What’s definite, in my eyes anyway, is that he and Raheem Sterling already have a near-perfect partnership. Raheem needs to add goals to his England game. He was constantly stretching defences in Russia and, despite not scoring, it’s clear how much he’s valued by this side and by Harry in particular. It’s important they’re getting these opportunities. Spain resolved emnity between Real Madrid and Barcelona stars to lift the 2010 World Cup, so the Three Lions will need to stay free of such club antipathy to go all the way.“I know Lampard and others have spoken about cliques in the England squad when we were playing, but for me the problem was blown out of proportion,” insists Carragher. “There was never a ‘this group doesn’t like that group’ situation, and we’d all played together in youth football. I was room-mates with Lampard for the U21s.“That said, there was a problem with the way players talked to each other, and you wouldn’t open up about things at your club to someone else. I wouldn’t be asking Gary Neville how United trained, or what Alex Ferguson was like. If we’d shared more, it might have helped the team.“I think it’s changed, and for the better. A gradual evolution towards Qatar 2022 was always the FA's plan, but the Three Lions delivered early. It’s going to be tough not expecting magic from a group that nearly got to a World Cup final – say, when it’s 0-0 midway through the second half against Estonia on a wet Wembley evening.Admirable though they are, this side aren’t going to win every qualifier 7-0. Lack of expectation freed England to finally play with boldness in Russia, two years after pressure crippled them at Euro 2016. Keeping it that way will require restraint, but will surely help.11. Gain top-level experience in defenceEngland had some belting players at Euro '88: Beardsley, Barnes, Lineker. But English clubs were still banned from Europe, and when Marco van Basten took on a raw Tony Adams, it showed. Three decades on, Mandzukic vs Stones had a very similar outcome. None of England’s back three have been Champions League regulars at centre-back, but that should have changed by 2022.12. Don’t do a fly-on-the-wall documentaryEngland were on a high after reaching the semi-finals of the 1990 World Cup, but it all came crashing down. The Three Lions didn’t even make USA '94, with their abysmal qualifying campaign the subject of a Channel 4 documentary chronicling the full extent of manager Graham Taylor’s despair.“I don’t know how they got the approval to produce a fly-on-the-wall documentary about England in the first place,” says former Aston Villa winger Tony Daley, who played for his country under Taylor.“Let’s face it, there’s not a hope in hell of that happening today. It’s all about portraying a positive image in football, but back then it was a real talking point in dressing rooms up and down the country.“I worked under him at Villa, and he was brilliant for me and the club during his time there. To get that kind of access to a World Cup qualifying campaign was unprecedented. If England had qualified, things may well have turned out differently, but I’m pretty sure Gareth Southgate won’t be planning a repeat in the run-up to 2022.”13. Benefit from the BundesligaFew England players have experienced playing their club football abroad in recent times, but youngsters Ademola Lookman and Reece Oxford benefited from loan spells in Germany last season, Reiss Nelson is thriving on loan at Hoffenheim,and 18-year-old Jadon Sancho has been turning heads at Borussia Dortmund.“In the past, senior Bundesliga figures told me that trying to bring in young English players was almost impossible, because of the big wages they earned in England and their reluctance to be paid less in Germany,” says former England striker Tony Woodcock, who enjoyed success in the Bundesliga at Cologne. “I think we’re now seeing a growing realisation that first-team football in Germany can open a lot of doors for young English players. Sancho and Lookman have gone there in the last 12 months, and I think we’ll see more and more.“From the players’ point of view, I’m not sure there’s anywhere better to expand your experiences as a footballer. Taking yourself overseas as a teenager makes you grow up pretty fast. But on the pitch, you’re not only up against some of the world’s best players and in front of some of Europe’s biggest crowds – you’re also experiencing different cultures and playing styles. If these guys aren’t getting any games in England, there's nowhere better for them to go.”14. Please gamble responsiblyA Liverpool-style ‘Swarm!’ approach led to chances galore in England’s World Cup group games, but that attacking play occasionally disappeared when the going got tough: late on against Colombia, and in the second half against Croatia.The confidence to keep committing players forward is essential, which might be a job for England’s shrinks. Don’t drop back; gamble on glory.15. Retain that round thingEven in the winter Qatar should be fairly balmy, so ball retention is key. One of England’s major issues is wilting later in tournaments, like teenage vegans at a barbecue. That infamous lack of knockout goals isn’t just because the opposition improve, it’s because English players get flaky after hours of haplessly chasing shadows.Southgate’s gamble on less experienced but more ball-comfortable defenders initially raised a few eyebrows; now quickly-frustrated home fans need to give them time to refine that patient, probing approach.So please, no barking at John Stones to lump it upfield when England are one down. Let the other mob press and wear themselves out.16. Get the fans on the planeThe pre-tournament vibe this summer largely focused on discouraging England supporters from travelling, only for certain media to then complain that not enough of them bothered going: it’s a no-win situation. Despite all of the alarmism, Russia turned out to be pretty hospitable. And Qatar? It may not be Ibiza but no doubt their charm offensive will crank up a few notches, too.England benefit hugely from a large, good-natured support: it’s one big celebratory feedback loop when everything goes well. The final in four years’ time is at the brilliantly named Lusail Iconic Stadium – see you all there, then.17. Keep the inflatable unicornsIf there’s one thing that definitely helped Englandto reach the semi-finals of the World Cup, it was the day the players spent racing on inflatable unicorns in the swimming pool. OK, so there was probably a bit more to it than that, but the unicorns were indicative of a more relaxed approach.“To be honest, the blow-up unicorns would probably have been a bit tame for us back then,” laughs Euro '96 star Anderton. “Times change – I can’t imagine these boys embracing the dentist chair! Personally, I think the way the team has bonded has been the most impressive thing Southgate has achieved. If that carries on, why can’t we go and win it in 2022? The unicorn thing showed these boys actually got on really well and genuinely liked each other.“It’s all about creating a club atmosphere and making playing for your country fun, which is how it should be. It’s what you dreamed about doing as a kid, so why should you walk onto that pitch with any doubt that this is the greatest honour you can have as a player?”18. Surround England’s young talent with the right peopleOne thing that stood out during their World Cup journey was the sheer likeability of England’s players. In previous incarnations, supporters of rival teams might have felt vaguely sick at the thought of John Terry, Ashley Cole, Rio Ferdinand or whichever other figure they loathed holding the World Cup trophy aloft – that sentiment is largely gone from a set of lads you’d happily introduce to your gran.Southgate’s gentlemanly demeanour has contributed to that, as has an academy system that puts an emphasis on producing more rounded human beings. Those players must now be encircled by people giving them the right advice to keep them grounded.19. Find a playmakerWatching ageless man-witch Luka Modric run rings around England’s midfield was a sobering antidote to all of the pre-semi hoopla, but perhaps the Three Lions should have seen it coming.England lack the same sort of midfield playmaker: Jordan Henderson has the will but not the skill, while Jack Wilshere appeared nailed-on but fell apart. Southgate isn’t afraid of blooding raw youth: time to give the promising Phil Foden – maybe also Harry Winks - significant game time? 20. Win the club vs country battleThe FA’s review into what had previously gone so wrong with the national team came to a clear conclusion: while countries like France were allowing players to progress through their ages groups – with very obvious results – club vs country concerns were hampering the Three Lions.Southgate’s commitment to a similar setup has paid partial dividends, but the conveyor belt needs to keep moving.The fact that players such as Foden, Sancho and Ryan Sessegnon couldn't get club clearance to play for England at the recent Under-19 Euros was depressing. England lost 5-0 to France in their decisive group game, but more importantly, vital experience was lost.“It’s massively important that we keep seeing our best young players performing in international age group football,” says Paul Simpson. “But we also need UEFA to be sensible when they’re scheduling tournaments. We had 33 players withdraw from the U19 European Championship but it wasn’t just England – it was countries across the board.”21. Don’t worry if qualifying doesn’t go smoothlyWe don’t expect things to start going Graham Taylor or Steve McClaren levels of bad, but England actually need to get to Qatar first. However, no one should panic if things aren’t plain sailing when World Cup qualifying kicks off. Germany were dominant en route to Russia 2018, winning all 10 games, but were back home before das postcards. France drew 0-0 at home to Luxembourg but went on to win the thing.22. Avoid burnoutTiredness has long been a problem whenever a major tournaments rolls around, and the 2022 World Cup could prove even more challenging. The competition takes place between November 21 and December 18, in the middle of a hectic Premier League campaign. Ensuring the squad is given sufficient time to rest before the big kick-off is crucial.“The lead up to Qatar 2022 does look difficult,” says Carragher. “There were a few times in my career when fixtures piled up and it was tough – it can burn players out. It’s harder for the offensive players, who rely on sharpness more than defenders, but it takes its toll physically. It’s also hard mentally as you have to get yourself up for a match, and then you have the comedown afterwards. Pre-season tours are something that might have to be looked at, as they add a lot to players’ schedules.”Solving the issues will require some negotiation, making co-operation between the FA and Premier League more important than ever. St John’s, ANTIGUA – 11 members of the winning 2016 ICC Women’s World Twenty20 team have been retained in the squad for the upcoming ICC Women’s World T20 that starts on November 9 in the Caribbean.

Chinelle Henry, Natasha McLean and Chedean Nation have also been included, along with Sheneta Grimmond, who has yet to make her debut.

Following the recently drawn ODI and T20I Series against South Africa, Head Coach, Henderson Springer, says “the women have one final training camp before the warm-up matches and we are focusing our plans on ensuring that they are ready to peak when the Tournament starts in November”.

The WINDIES Women will have their fourth training camp of the year, starting October 15 in Antigua and these sessions “we want to create an environment that enables the players to continue their hard work on improving their skills and fitness, whilst providing real focus on the key roles of each player for us be successful. We are aiming for consistency and we think with the work we have put in, the ladies will peak at the right time,” according to the Head Coach.

Captain, Stafanie Taylor, says, “captaining the West Indies in the ICC Women’s World T20 2018 is both a huge honour and a massive challenge. It will obviously be a great feeling to lead the team at home, but one has to also live up to expectations of being defending champions.”

The Captain went on to say that “we have a great squad with several potential match winners, but we will have to be at our best in each and every match if we want to lift the trophy again.”

On the naming of the squad, Taylor remarked that “the announcement of the squad makes me realize that the tournament is almost upon us. The opposition squads are really impressive and this promises to be a highly competitive tournament. I really hope that WINDIES fans can come out and support us as we strive to defend our title on home soil”.

Chairman of Selectors, Courtney Browne, says “The selection panel would like to wish Stafanie Taylor and her team all the best for the ICC WWT20. The preparation period would have held them in good stead for the tournament. We welcome the return of Britney Cooper who was part of the 2016 winning World Cup squad and Chinelle Henry who is dynamic in the field and her all-round ability adds variety to the squad. The team is highly experienced, and this should aid them in the defense of their World T20 title.”

I just hope Coach Norvell has learned from the two losses and gives the ball to Darrell Henderson as much as possible. He knows more about football than I could ever dream to know, but not using your best weapon seems to DEFEAT your purpose to win from the start.

Левая полочка: 
По изнаночной стороне присоединить рабочую нить к 42 (48, 54, 58, 62) петлям левой полочки с держателя петель, 0 (0, 2, 6, 8) раз убавив по 1 петле со стороны проймы в каждом ряду, затем 6 (9, 9, 9, 9) раз в каждом лицевом ряду – на спицах 36 (39, 43, 43, 45) петель.

Вязать далее прямо, пока высота вязания не достигнет высоты спинки до плеча, закончить тем же рядом рисунка, что и спинку. Отрезать нить и перенести петли на держатель петель. 
 
Правая полочка: 
Вязать как левую полочку, только в зеркальном отображении. 
 
Рукава: 
Выполнить плечевые швы на 18 (20, 22, 25, 26) петлях (для каждого плеча), используя спицы № 3.5 и метод закрытия петель тремя спицами
 
Обоюдоострыми спицами № 3.25 и нитью А, начиная от центра подмышки, провязать 6 (6, 7, 8, 10) лицевых петель с держателя петель, набрать 32 (35, 37, 38, 40) петли вдоль края проймы до плечевого шва, набрать 1 петлю на шве, поместить маркер, набрать 33 (36, 38, 39, 41) петли до подмышки, провязать лицевыми остальные 6 (6, 7, 8, 10) петель подмышки с держателя петель. Поместить маркер начала ряда и соединить петли в круговой ряд – на спицах 78 (84, 90, 94, 102) петель. 
Поменять спицы на обоюдоострые № 3.5. 
Укороченные ряды: 
Следующий ряд (лицевой): лицевые петли до маркера плечевого шва, 6 (7, 7, 7, 7) лицевых петель, обвить следующую петлю и повернуть вязание. 
2-й ряд (изнаночный): изнаночные петли до маркера плечевого шва, 6 (7, 7, 7, 7) изнаночных петель, обвить следующую петлю и повернуть вязание. 
Замечание: не обязательно поднимать на спицу обвития, при провязывании укороченных рядов. 
3-й ряд: лицевые петли до обвитой петли, провязать лицевой обвитую петлю, обвить следующую петлю и повернуть вязание. 
4-й ряд: изнаночные петли до обвитой петли, провязать изнаночной обвитую петлю, обвить следующую петлю и повернуть вязание. 
Повторить последние два ряда ещё 26 (28, 30, 31, 33) раз. 
Следующий ряд: лицевые петли до конца ряда, не поворачивать вязания. 
Продолжать вязать лицевой гладью на всех петлях, пока длина рукава не достигнет 10 (10, 10, 12, 12) см от подмышки. 
Круговой ряд убавлений: 1 лицевая петля, 2 петли провязать вместе лицевой с наклоном вправо, лицевые петли до последних 3-х петель, 2 петли провязать вместе лицевой с наклоном влево, 1 лицевая петля – убавлены 2 петли. 
Продолжать вязать лицевой гладью, повторив убавления в каждом 4 (4, 3, 3, 3)-м ряду ещё 14 (17, 20, 19, 23) раз – на спицах 48 (48, 48, 54, 54) петель. 
Вязать далее прямо, пока длина рукава не достигнет 35.5 см от подмышки. 
Поменять спицы на обоюдоострые № 3.25. 
Связать ряды 1-14 рисунка С, заканчивая каждый ряд после 12 (12, 12, 6, 6) петли рисунка. 
Закрыть все петли, используя закрытие петель шнуром İ-cord. 
Повторить для второго рукава.
 
Обвязки полочек: 
Круговыми спицами № 3.25 и нитью А по лицевой стороне набрать 78 (78, 90, 90, 102) петель по краю правой полочки. 
Связать 3 ряда лицевыми петлями. 
Следующий ряд (лицевой): вязать рисунок А, начиная с 1-й петли и закончив 6-й петлей рисунка. 
Продолжать вязать рисунок, пока не будут выполнены все 14 рядов рисунка. 
Поменять спицы на № 3.5. Отрезать нить А. 
Нитью В связать 16 рядов лицевой гладью. 
Закрыть петли, оставив нить длиной около 110 (110, 120, 120, 140) см. 
Отогнуть закрывающий край обвязки на изнаночную сторону и пришить край вдоль наборного ряда. 
Повторить для левой полочки. 
Обвязка выреза горловины: 
Спицами № 3.25 и нитью А по лицевой стороне набрать 6 петель по верхней части обвязки правой полочки (захватывая петли обоих слоев обвязки), 12 (12, 14, 16, 18) лицевых петель с держателя петель, набрать 18 (18, 16, 18, 20) петель по краю выреза горловины правой полочки до плечевого шва, 39 (41, 41, 39, 41) лицевых петель выреза горловины спинки с держателя петель, набрать 18 (18, 16, 18, 20) петель вниз по краю выреза горловины левой полочки, 12 (12, 14, 16, 18) лицевых петель с держателя петель, набрать 6 петель по верхней части обвязки левой полочки (захватывая петли обоих слоев обвязки) – на спицах 111 (113, 113, 119, 1290 петель. 
Связать 1 ряд лицевыми петлями. 
Присоединить нить В и связать 2 ряда лицевыми петлями нитью В.

Закрыть все петли, используя спицы № 3.5. 
Нижний край: 
Осторожно удалить вспомогательную нить из предварительного набора петель и перенести открывшиеся петли на круговые спицы № 3.5.

Coming off back-to-back split-decision losses in his previous two Bellator bouts, lightweight Benson Henderson was able to rebound and pick up a win in his most recent bout with the company.

Facing fellow veteran Roger Huerta, Henderson was able to get a win, and also avoid going to decision for the third straight time by picking up a second-round submission.

“I think the fight with Roger was okay,” Henderson told MMAWeekly.com. “I think I had a better performance than I had in my other Bellator performances. If you have a great performance you’ll have a lot more wins than losses.

“I had a good performance against Roger, but I’m still able to learn and have a few things to pick up on and get better still. The best thing to do is win; get your hand raised; and then look back and see what you can improve on.”

For Henderson it was much more important to get back on track rather than try to make some kind of statement against Huerta and possibly face a third straight loss.

“You’ve got to go out there and not be concerned with finishes,” said Henderson. “When you’re concerned with finishes, you limit yourself. You’ll be wide-eyed to other openings and will be distracted when just looking specifically for finishes.

“That being said, it was awesome and great to go out there and get the win. I just need to improve every day and get better overall so that I don’t necessarily have to be worried about finishes. I can make finishes happen more just by being the better fighter; they’ll be there a lot more.”

At Bellator 208 on Saturday in Long Island, N.Y., Henderson (25-8) will look to build a winning streak when he faces Saad Awad (23-9) in a 155-pound co-main event.

“He’s got power in his hands, so I have to watch out for those,” Henderson said of Awad. “I’ve got to make sure that I impose my will in the fight and make sure he doesn’t dictate the tempo and pace of the fight. I have to make it a fight that I want.

“I have to make him to move where I want him to move. I have to make him step where I want him to step. I have to make him throw what I want him to throw. If I can do that then the fight has a better chance of going my way.”

Having been through so much already, Henderson is just trying to focus on what is in front of him and not get too far ahead of himself as he continues his MMA journey.

“For me, most of my career I’ve just taken fights as they’ve come,” said Henderson. “I want to keep fighting, winning, getting my hand raised and having good performances, but in this world you don’t always get what you want, so I just take things fight by fight and do things the best I can.

“I’m always trying to improve little things. I’m trying to get better every day.”

For some houses of worship, it may have brought the potential of government help.

Barely two weeks after damaging winds and heavy rains unleashed historic flooding and killed at least 39 people across North and South Carolina, the long and expensive work of recovery is underway.

(AP Photo/David Goldman)In addition to flooded homes, crumbling roads, overflowing hog lagoons and an infestation of mosquitoes, the region is grappling with significant damage to every kind of structure along the storm’s path, including houses of worship.

Baptist and Methodist disaster relief workers, representing the region’s largest denominations, have begun taking an inventory of the number of sanctuaries damaged by Florence.

Thanks to a lawsuit filed on behalf of churches damaged by Hurricane Harvey in Texas, the workers are also directing Carolina churches to sources of government assistance.

The possibility of federal funds paying to restore churches is a departure from previous Federal Emergency Management Agency policy that disqualified religious groups from receiving aid available to other nonprofits. FEMA announced the change, which was endorsed by President Trump, earlier this year.

Several church-state groups immediately criticized the new rules, arguing that paying congregations to rebuild is tantamount to government support for religion and against the First Amendment to the Constitution.

But many congregations — with flooded basements, torn roofs or toppled bell towers — are eager to investigate all sources of aid.

“Obviously many of them were impacted and we have seen a number of requests for assistance and direction on how to get help,” said Kevin Smith, director for the Center for Faith and Opportunity Initiatives in the Department of Homeland Security, which FEMA falls under.

Official numbers are nowhere near complete, but disaster relief teams at the North Carolina Conference of the United Methodist Church, which covers the eastern half of the state, estimate 79 Methodist church buildings and 27 parsonages were damaged. Baptists on Mission, an auxiliary of the Baptist State Convention of North Carolina, estimates that at least 50 Baptist churches were affected.

(AP Photo/Sean Rayford)FEMA officials, in partnership with the states’ emergency management divisions, plan to hold a series of town hall meetings with religious leaders to explain how they may apply for aid. (One meeting is planned for Oct. 18, in New Bern’s Temple Baptist Church.)

The process is neither quick nor easy.

Houses of worship must first recover what they can from their insurance policies. If insurance doesn’t cover the cost of repairs, they must then apply for a low-interest loan from the federal Small Business Administration. If no loan is granted, or not enough of a loan is granted, congregations may then apply for reimbursement from FEMA through the state’s emergency management division.

In addition, congregations must prove they serve a community role.

“Part of that process is for them to identify and support that they are a critical response in that community and play a critical role in helping the community recover,” said Smith.

The changes come in the wake of a 2016 ruling by the Supreme Court in Trinity Lutheran v. Comer, in which the justices found in favor of a Missouri church that claimed religious discrimination after it was refused state funds to improve its playground.

Then last year, three Texas churches severely damaged by Hurricane Harvey, including one that had sheltered about 80 evacuees in its Sunday school classrooms, filed suit to get access to FEMA funding.

They were supported by a Trump tweet that read, “Churches in Texas should be entitled to reimbursement from FEMA Relief Funds for helping victims of Hurricane Harvey (just like others).”

FEMA changed its eligibility requirements in January, saying it would apply them retroactively to churches that suffered damage on or after Aug. 23, 2017, allowing Harvey-affected congregations to benefit.

Despite the services houses of worship have provided their communities, several church-state groups continue to oppose the new policy.

“We know it’s a hard time for a lot of people, and our hearts are with those who are suffering,” said Maggie Garrett, legislative director at Americans United for Separation of Church and State. “But even in difficult times we have to follow the Constitution and the values that protect all of us. You can’t get much more at the heart of establishing a religion than building a church or a house of worship. That’s our concern.”

Meanwhile in North Carolina, state government officials were scrambling to get the word out.

“We want to make sure to reach as many people as possible,” said Dorothy Henderson Bell, public assistance section manager with North Carolina Emergency Management. “I’m still not confident we’ve done a good job.”

Bell said her office is holding a series of “applicant briefings” in the 28 counties hardest hit by Florence beginning Oct. 8.

Churches are beginning to bone up on the details.

Hampstead United Methodist Church, about 20 miles north of Wilmington, suffered some of the worst damage from the storm. Its roof was torn off, its ceiling caved in and the interior of the church was flooded.

But the Rev. Skip Williams said he wasn’t sure the church would qualify for FEMA reimbursement because the congregation just took out a loan to build a fellowship hall.

“As I understand it, you have to apply for a small business loan. FEMA will cover what the small business loan doesn’t cover. Unfortunately, we already have a construction loan out for the new building, so I can’t take on another loan.”

Regardless, Williams said he was confident the church would eventually rebuild. It has already started three separate fundraising drives: one for the church, one for members who lost their homes and one for the community.

“We’ve got mobile classrooms and an admin office on the way,” he said. “We’re going to come back stronger than we were.”

Обоюдоострыми спицами № 3.25 и нитью А, начиная от центра подмышки, провязать 6 (6, 7, 8, 10) лицевых петель с держателя петель, набрать 32 (35, 37, 38, 40) петли вдоль края проймы до плечевого шва, набрать 1 петлю на шве, поместить маркер, набрать 33 (36, 38, 39, 41) петли до подмышки, провязать лицевыми остальные 6 (6, 7, 8, 10) петель подмышки с держателя петель. Поместить маркер начала ряда и соединить петли в круговой ряд – на спицах 78 (84, 90, 94, 102) петель.

Поменять спицы на обоюдоострые № 3.5.

Укороченные ряды:

Следующий ряд (лицевой): лицевые петли до маркера плечевого шва, 6 (7, 7, 7, 7) лицевых петель, обвить следующую петлю и повернуть вязание.

2-й ряд (изнаночный): изнаночные петли до маркера плечевого шва, 6 (7, 7, 7, 7) изнаночных петель, обвить следующую петлю и повернуть вязание.

Замечание: не обязательно поднимать на спицу обвития, при провязывании укороченных рядов.

3-й ряд: лицевые петли до обвитой петли, провязать лицевой обвитую петлю, обвить следующую петлю и повернуть вязание.

4-й ряд: изнаночные петли до обвитой петли, провязать изнаночной обвитую петлю, обвить следующую петлю и повернуть вязание.

Повторить последние два ряда ещё 26 (28, 30, 31, 33) раз.

Следующий ряд: лицевые петли до конца ряда, не поворачивать вязания.

Продолжать вязать лицевой гладью на всех петлях, пока длина рукава не достигнет 10 (10, 10, 12, 12) см от подмышки.

Круговой ряд убавлений: 1 лицевая петля, 2 петли провязать вместе лицевой с наклоном вправо, лицевые петли до последних 3-х петель, 2 петли провязать вместе лицевой с наклоном влево, 1 лицевая петля – убавлены 2 петли.

Продолжать вязать лицевой гладью, повторив убавления в каждом 4 (4, 3, 3, 3)-м ряду ещё 14 (17, 20, 19, 23) раз – на спицах 48 (48, 48, 54, 54) петель.

Вязать далее прямо, пока длина рукава не достигнет 35.5 см от подмышки.

Поменять спицы на обоюдоострые № 3.25.

Связать ряды 1-14 рисунка С, заканчивая каждый ряд после 12 (12, 12, 6, 6) петли рисунка.

Закрыть все петли, используя закрытие петель шнуром İ-cord.

Повторить для второго рукава.

Круговыми спицами № 3.25 и нитью А по лицевой стороне набрать 78 (78, 90, 90, 102) петель по краю правой полочки.

Связать 3 ряда лицевыми петлями.

Следующий ряд  (лицевой): вязать рисунок А, начиная с 1-й петли и закончив 6-й петлей рисунка.

Продолжать вязать рисунок, пока не будут выполнены все 14 рядов рисунка.

Поменять спицы на № 3.5. Отрезать нить А.

Нитью В связать 16 рядов лицевой гладью.

Закрыть петли, оставив нить длиной около 110 (110, 120, 120, 140) см.

Отогнуть закрывающий край обвязки на изнаночную сторону и пришить край вдоль наборного ряда.

Повторить для левой полочки.

Обвязка выреза горловины:

Спицами № 3.25 и нитью А по лицевой стороне набрать 6 петель по верхней части обвязки правой полочки (захватывая петли обоих слоев обвязки), 12 (12, 14, 16, 18) лицевых петель с держателя петель, набрать 18 (18, 16, 18, 20) петель по краю выреза горловины правой полочки до плечевого шва, 39 (41, 41, 39, 41) лицевых петель выреза горловины спинки с держателя петель, набрать 18 (18, 16, 18, 20) петель вниз по краю выреза горловины левой полочки, 12 (12, 14, 16, 18) лицевых петель с держателя петель, набрать 6 петель по верхней части обвязки левой полочки (захватывая петли обоих слоев обвязки) – на спицах 111 (113, 113, 119, 1290 петель.

Связать 1 ряд лицевыми петлями.

Присоединить нить В и связать 2 ряда лицевыми петлями нитью В.

Связать 2 ряда лицевыми петлями нитью А.

Закрыть все петли, используя спицы № 3.5.

Нижний край:

Осторожно удалить вспомогательную нить из предварительного набора петель и перенести открывшиеся петли на круговые спицы № 3.5.

Спицами № 4 и нитью А закрыть все петли методом закрытия петель шнуром I-cоrd.

Завершение:

Заправить концы нитей.

Прикрепить застежки из крючков и петелек к обвязкам полочек. Первая застежка должна находиться сверху, следующие – на 4 см ниже предыдущей.

Слегка отпарить кардиган, следую указаниям на упаковке пряжи.

Reorganization plan

Governor Hutchinson has announced his plan to reduce the number of Cabinet-level state agencies from 42 to 15.

He said the plan would improve delivery of services and save money as well as time for people who deal with the agencies. He offered a number of general examples of combinations, but lacking are lines of authority in the agencies he proposes to create. In short, who'll be the new boss of bosses?

Asked to estimate cost savings, he wouldn't offer a figure.

Ideas include a number certain to produce some comment:

EDUCATION: He'd combine the Department of Education and the Department of Higher Education into "one Cabinet group." Colleges and universities remain independent because the Constitution mandates it.

AGRICULTURE: He'd combine the Department of Agriculture and Natural Resources agency, the latter of which deals with soil and water conservation.

HEALTH: He'd put the Department of Health and 15 health-related boards and commissions in one agency.

REGULATION: He said he'd bring 200 boards and commission into one "umbrella agency," but said regulatory agencies would retain rulemaking authority and special revenue.

HOMELAND SECURITY: All law enforcement and protection agencies will be together.

ENERGY: The Public Service Commission, Department of Environmental Quality and the Oil and Gas Commission would be together.

INSPECTOR GENERAL: Internal audit at Finance and Administration and the Medicaid inspector general would come together. The Fair Housing Commission would be placed there, too.

JUSTICE SYSTEM: As previously announced, the Department of Correction and Community Correction would be merged.

TRANSPORTATION AND MORE: The Department of Transportation and Shared Services would include the Office of Personnel Management, Division of Procurement, Employee Benefits Division, the Division of Building Authority, the Department of Information Systems and Geographic Information Systems.

COMMERCE: It would combine the Economic Development, Workforce Services, Insurance, Banking and Finance departments.

TOURISM: Parks and Tourism and the Department of Heritage would be combined under the plan. But dropped was an idea to merge them with the Arkansas Economic Development Commission (Hutchinson confirmed the idea was discussed). The State Library and Capitol Zoning District Commission would go under tourism as well.

Hutchinson envisions that combinations will produce savings in office rents and shared services. He promises more responsive management. Some past combinations have produced complaints about the opposite result — more difficulty navigating large bureaucracies.

The governor said the changes would be made without additional positions. Will it include any pay increases for lead agency bosses? He also said no one would lose jobs, though some positions may be cut through attrition.

Much, if not all of this, requires legislative approval. That approval also will require easing concerns of the constituencies of each of these agencies. For now, the governor can campaign on a promise to make government leaner, cheaper and easier to use. Hutchinson's Democratic opponent, Jared Henderson, commented: "Arkansans deserve bold leadership that solves our problems, not rearranges them. It's clear Gov. Hutchinson is still stuck in the 40-year-old political debate of bigger government versus smaller government rather than tackling our state's most critical problems."

Teacher of the year

Stacey McAdoo, communications and Advancement Via Individual Determination teacher at Little Rock Central High School, has been named the Arkansas Teacher of the Year.

A news release announcing the selection said McAdoo incorporates rap and slam poetry in the classroom among other ways to encourage creativity. A graduate of Hall High School and UA Little Rock, she has a master's degree from UA Monticello. She's been teaching for 16 years.

She'd already won $2,000 as a semifinalist. As teacher of the year, she'll get a year's paid sabbatical and a $14,000 award. She'll be a contestant for national honors, as well.
