5 Ways to Tackle Big Graph Data with KeyLines and Neo4j

Understanding big graph data requires two things: a robustgraph database and a powerful graph visualization engine. That’s why hundreds of developers have combinedNeo4j with the KeyLines graph visualization toolkit to create effective, interactive tools for exploring and making sense of their graph data.

But humans are not big data creatures. Given most adults can store between 4-7 items only in their short-term memory, loading an overwhelming quantity of densely-connected items into a chart won’t generate insight.

That presents a challenge for those of us building graph analysis tools.

How do you decide which subset of data to present to users? How do they find the most important patterns and connections?

That’s what we explore in this blog post. You’ll discover that, with some thoughtful planning, big data doesn’t have to be a big problem.

The Challenge of Massive Graph Visualization

For many organizations, “big data” means collecting every bit of information available and then figuring out how to use it later. One of the many problems with this approach is that it’s incredibly challenging to go beyond aggregated analysis to understand individual elements.

To provide your users with something more useful, you need to think about the data funnel . Through different stages of backend data management and front-end interactions, the funnel reduces billions of data points into something a user can comprehend.


5 Ways to Tackle Big Graph Data with KeyLines and Neo4j

Let’s focus on the key techniques you’ll apply at each stage of the funnel:

1. Filtering in Neo4j: ~1,000,000+ nodes

There’s no point visualizing your entire Neo4j instance. You want to remove as much noise as possible, as early as possible. Filtering withCypher queries is an incredibly effective way to do this.

KeyLines’ integration with Cypher means giving users some nice visual ways to create custom filtering queries, like sliders, tick-boxes or selecting from a list of cases.

In the example below, we’re using Cypher queries to power a “search and expand” interaction in KeyLines:

First, we’re matching Actors related to a selected Movie before returning them to be added to our KeyLines chart:

[IMAGE 3] There’s no guarantee that filtering through search is enough to keep data points at a manageable level. Multiple searches might return excessive amounts of information that’s difficult to analyze.

Filtering is effective, but it shouldn’t be the only technique you use.

2. Aggregating in Neo4j: ~100,000 nodes

Once filtering techniques are in place, you should consider aggregation. There are two ways to approach this.

First, there’s data cleansing to remove duplicates and errors. This is often time-consuming but, again, Cypher is your friend. Cypher functions like “count” make it really easy to aggregate nodes in the backend:

Second, there’s a data modeling step to remove unnecessary clutter from entering the KeyLines chart in the first place.

Questions to ask in terms of decluttering: Can multiple nodes be merged? Can multiple links be collapsed into one?

It’s worth taking some time to get this right. With a few simple aggregation decisions, it’s possible to reduce tens of thousands of nodes into a few hundred.

Using link aggregation, we’ve reduced 22,000 nodes and links into a much more manageable chart. 3. Create a Clever Visual Model: ~10,000 1,000 nodes

By now, Neo4j should have already helped you reduce 1,000,000+ nodes to a few hundred. This is where the power of data visualization really shines. Your user’s visualization relies on a small proportion of what’s in the database, but we may then use visual modelling to simplify it further.

The below chart shows graph data relating to car insurance claims. Our Neo4j database includes car and policyholders, phone numbers, insurance claims, claimants, third parties, garages and accidents:

Loading the full data model is useful, but with some carefully considered re-modelling, the user may select an alternative approach suited to the insight they need.

Perhaps they want to see direct connections between policyholders and garages:

[IMAGE 6] Or the user may want a view that removes unnecessary intermediate nodes and shows connections between the people involved: [IMAGE 7] The ideal visual data model will depend on the questions your users are trying to answer. 4. Filters, Combining and Pruning: ~1,000 nodes

Now that your users have the relevant nodes and links in their chart, you should give them the tools to declutter and focus on their insight.

A great way to do this is filtering by adding or removing subsets of the data on demand. For better performance, present them with a filtered view first, but give the user control options to bring in data. There are plenty of ways to do this tick boxes, sliders, the time bar or “expand and load.”

Another option is KeyLines’ combos functionality. Combos allow the users to group certain nodes, giving a clearer view of a large dataset without actually removing anything from the chart. It’s an effective way to simplify complexity, but also to offer a “detail on demand” user experience that makes graph insight easier to find.

A third example of decluttering best practices is to remove unnecessary distractions from a chart. This might mean giving users a way to “prune” leaf nodes, or making it easy to hide “super nodes” that clutter the chart and obscure insight.

[IMAGE 9] Leaf, orphan and super nodes rarely add anything to your graph data understanding, so give users an easy way to remove them.

5. Run a Layout: ~100 nodes

By this point, your users should have a tiny subset of your original Neo4j graph data in their chart. The final step is to help them uncover insight. Automated graph layouts are great for this.

A good force-directed layout goes beyond simply detangling links. It should also help you see the patterns, anomalies and clusters that direct the user towards the answers they’re looking for.

WatchGuard’s Q2 2018 Internet Security Report uncovers heightened use of credential-focused attacks and continued prevalence of malicious Office documents

12 September 2018 New research from the WatchGuard Threat Lab shows the emergence of the Mimikatz credential-stealing malware as a top threat and the growing popularity of brute force login attacks against web applications. The research also reveals that 50 percent of government and military employee LinkedIn passwords, largely from the US, were weak enough to be cracked in less than two days, underscoring the reality that passwords alone can’t offer sufficient protection and the need for multi-factor authentication (MFA) solutions. WatchGuard’s Internet Security Report for Q2 2018 explores the latest security threats affecting small to midsize businesses (SMBs) and distributed enterprises.


New Security Research Reveals Password Inadequacy Still a Top Threat

“Authentication is the cornerstone of security and we’re seeing overwhelming evidence of its critical importance in the common trend of password- and credential-focused threats throughout Q2 2018,” said Corey Nachreiner, chief technology officer at WatchGuard Technologies. “Whether it’s an evasive credential-stealing malware variant or a brute force login attack, cyber criminals are laser-focused on hacking passwords for easy access to restricted networks and sensitive data. At WatchGuard, these trends are driving new innovative defences within our product portfolio, including AuthPoint, our Cloud-based multi-factor authentication solution and our IntelligentAV service, which leverages three malware detection engines to prevent malware strains that evade traditional signature-based antivirus products. Every organisation should seek out vendor and solution provider partners that offer layered protection against these ever-evolving attack techniques.”

The insights, research and security best practices included in WatchGuard’s quarterly Internet Security Report are designed to help organisations of all sizes understand the current cyber security landscape and better protect themselves, their partners and customers from emerging security threats. The top takeaways from the Q2 2018 report include:

Mimikatz was the most prevalent malware variant in Q2. Representing 27.2 percent of the top 10 malware variants listed last quarter, Mimikatz is a well-known password and credential stealer that has been popular in past quarters but has never been the top strain. This surge in Mimikatz’s dominance suggests that authentication attacks and credential theft are still major priorities for cyber criminals another indicator that passwords alone are inadequate as a security control and should be fortified with MFA services that make hackers’ lives harder by requiring additional authentication factors in order to successfully login and access the network.

Roughly half of government and military employee passwords are weak. After conducting a thorough analysis of the 2012 LinkedIn data dump to identify trends in user password strength, WatchGuard’s Threat Lab team found that half of all passwords associated with “.mil” and “.gov” email address domains within the database were objectively weak. Of the 355,023 largely US government and military account passwords within the database, 178,580 were cracked in under two days. The most common passwords used by these accounts included “123456,” “password,” “linkedin,” “sunshine,” and “111111.” Conversely, the team found that just over 50 percent of civilian passwords were weak. These findings further illustrate the need for stronger passwords for everyone, and a higher standard for security among public service employees that handle potentially sensitive information. In addition to better password training and processes, every organisation should deploy multi-factor authentication solutions to reduce the risk of a data breach.

More than 75 percent of malware attacks are delivered over the web. A total of 76 percent of threats from Q2 were web-based, suggesting that organisations need an HTTP and HTTPS inspection mechanism to prevent the vast majority of attacks. Ranked as the fourth most prevalent web attack in particular, “WEB Brute Force Login -1.1021” enables attackers to execute a massive deluge of login attempts against web applications, leveraging an endless series of random combinations to crack user passwords in a short period of time. This attack in particular is another example of cyber criminals’ heightened focus on credential theft and shows the importance of not only password security and complexity, but the need for MFA solutions as a more effective preventative measure.

Cryptocurrency miners earn spot as a top malware variant. As anticipated, malicious cryptominers are continuing to grow in popularity as a hacking tactic, making their way into WatchGuard’s top 10 malware list for the first time in Q2. Last quarter, WatchGuard uncovered its first named cryptominer, Cryptominer.AY, which matches a javascript cryptominer called “Coinhive” and uses its victims’ computer resources to mine the popular privacy-focused cryptocurrency, Monero (XRM). The data shows that victims in the United States were the top geographical target for this cryptominer, receiving approximately 75 percent of the total volume of attacks.

Cyber criminals continue to rely on malicious Office documents. Threat actors continue to booby-trap Office documents, exploiting old vulnerabilities in the popular Microsoft product to fool unsuspecting victims. Interestingly, three new Office malware exploits made WatchGuard’s top 10 list, and 75 percent of attacks from these attacks targeted EMEA victims, with a heavy focus on users in Germany specifically.

The complete Internet Security Report features an in-depth analysis of the EFail encryption vulnerability, along with insights into the top attacks in Q2 and defensive strategies SMBs can use to improve their security posture. These finding are based on anonymized Firebox Feed data from nearly 40,000 active WatchGuard UTM appliances worldwide, which blocked nearly 14 million malware variants (449 per device) and more than 1 million network attacks (26 per device) in Q2 2018.

In this article, learn about three top open source JavaScript chart libraries.

1. Chart.js

Chart.js is an open source JavaScript library that allows you to create animated, beautiful, and interactive charts on your application. It's available under the MIT License.
With Chart.js, you can create various impressive charts and graphs, including bar charts, line charts, area charts, linear scale, and scatter charts. It is completely responsive across various devices and utilizes the HTML5 Canvas element for rendering.
Here is example code that draws a bar chart using the library. We'll include it in this example using the Chart.js content delivery network (CDN). Note that the data used is for illustration purposes only.

As you can see from this code, bar charts are constructed by setting type to bar. You can change the direction of the bar to other types—such as setting type to horizontalBar.
The bars' colors are set by providing the type of color in the backgroundColor array parameter.
The colors are allocated to the label and data that share the same index in their corresponding array. For example, "Latin America," the second label, will be set to "blue" (the second color) and 4 (the second number in the data).

2. Chartist.js

Chartist.js is a simple JavaScript animation library that allows you to create customizable and beautiful responsive charts and other designs. The open source library is available under the WTFPL or MIT License.
The library was developed by a group of developers who were dissatisfied with existing charting tools, so it offers wonderful functionalities to designers and developers.
After including the Chartist.js library and its CSS files in your project, you can use them to create various types of charts, including animations, bar charts, and line charts. It utilizes SVG to render the charts dynamically.
Here is an example of code that draws a pie chart using the library.

Instead of specifying various style-related components of your project, the Chartist JavaScript library allows you to use various pre-built CSS styles. You can use them to control the appearance of the created charts.
For example, the pre-created CSS class .ct-chart is used to build the container for the pie chart. And, the .ct-golden-section class is used to get the aspect ratios, which scale with responsive designs and saves you the hassle of calculating fixed dimensions. Chartist also provides other classes of container ratios you can utilize in your project. For styling the various pie slices, you can use the default .ct-series-a class. The letter a is iterated with every series count (a, b, c, etc.) such that it corresponds with the slice to be styled.
The Chartist.Pie method is used for creating a pie chart. To create another type of chart, such as a line chart, use Chartist.Line.

3. D3.js

D3.js is another great open source JavaScript chart library. It's available under the BSD license. D3 is mainly used for manipulating and adding interactivity to documents based on the provided data.
You can use this amazing 3D animation library to visualize your data using HTML5, SVG, and CSS and make your website appealing. Essentially, D3 enables you to bind data to the Document Object Model (DOM) and then use data-based functions to make changes to the document.
Here is example code that draws a simple bar chart using the library.

The main concept in using the D3 library is to first apply CSS-style selections to point to the DOM nodes and then apply operators to manipulate them—just like in other DOM frameworks like jQuery.
After the data is bound to a document, the .enter() function is invoked to build new nodes for incoming data. All the methods invoked after the .enter() function will be called for every item in the data.

A small minority of Chinese companies are leading their industries and achieving higher profits by digitizing their operations and innovation processes to transform their businesses and unlock new growth opportunities, according to new research by Accenture.

The report The China Digital Transformation Index revealed that 7% of Chinese companies have become what Accenture refers to as “Rotation Champions” by generating more than half of their revenues from new businesses started in the last three years. This at a time when traditional growth efforts are too partial and fragmented to make a real impact in digitally contested industries.

Accenture found that Rotation Champions’ efforts have led to stronger financial performance.

Rotation Champions substantially outperformed their industry peers, achieving, on average, a 14.3% three-year compound annual revenue growth rate, 5.5 times greater than the rest (2.6%). They also secured a sales margin of 12.7%, compared to 5.2% for the others.

The Digital Transformation Index was developed to gauge companies’ digital proficiency across two critical capability sets – building intelligent operations and driving digital innovation.

Rotation Champions scored an average of 66 out of 100 against the two capabilities, compared to the average score of 37. These companies, which stood out in their levels of intelligent operation and digital innovation, were able to venture into previously unexplored markets while driving profound transformation of their current businesses.

The report is based on a study of 450 Chinese companies across eight industry sectors in collaboration with the China Service Alliance for the Integration of Information and Industrialization (CSAIII).

The Rotation Champions are spread across all eight industries surveyed, with automotive and consumer electronics sectors seeing the most champions among the industries studied.

“We are proud to join hands with CSAIII to launch the Digital Transformation Index and offer more quantitative analysis, systematic strategies and evaluation tools for digital transformation of industries in China. The Rotation Champions are well ahead of the rest, signifying that there’s a gap when it comes to how companies are investing in digital capabilities,” said Wei Zhu, chairman of Accenture Greater China.

“To close the gap, companies should invest in and deploy digital technologies at scale and at speed, and they must seek to create an agile organization with an innovation culture that will allow them to monetize new ideas.” 

According to the report, these leading companies succeeded in enhancing their digital capabilities by developing seamless digital and physical customer experiences, adopting smart manufacturing and creating intelligent functions on the operations side.

At the same time, they drove digital innovation through product and service creation and established digital ventures to accelerate the creation of digital business models.

The report recommends a set of actions for Chinese companies to close the gap with the Rotation Champions:

  • Establish top-down ownership: Drive the digital transformation agenda with senior executives who have organization-wide influence. A dedicated digital transformation taskforce will also ensure effective implementation. Fifty-eight percent of the Rotation Champions said that their C-level executives are responsible for driving digital transformation initiatives, higher than the 42 percent cited by other companies.
  • Build hyper relevance: Become customer-centric by continually sensing and addressing the changing needs of your customers (e.g. affordability, social connections and quality of experiences). Inform digital transformation with customer insights in order to become a hyper relevant brand. Leading companies trump competitors through constant service improvements based on sophisticated customer analytics.
  • Embrace ecosystems: Bring the best innovation to customers by harnessing the power of a carefully managed ecosystem of external partnerships. Create an open-source Research & Development innovation communities.
  • Improve data fluency: Build a solid supply chain of data by mastering leading-edge technologies, such as cloud solutions, enhanced data infrastructure, improved data connectivity, and advanced AI algorithms. Django framework, used for buliding web applications quickly in a clean and efficient manner. As the size of application increases, a common issue faced by all teams is performance of the application. Measuring performance and analysis the areas of improvement is key to deliver a quality product.

LocustIO , an open source tool written in python, is used for load testing of web applications. It is simple and easy to use with web UI to view the test results. It is scalable and can be distributed over multiple machines.

This article demonstrates an example to use locust for load testing of our django web application.

Before starting load testing, we have to decide the pages which we want to test. In our case, we expect users to follow the scenario where they log in, visit different pages and submit CSRF protected forms.

LocustIO helps us in emulating the users performing these tasks on our web application. Basic idea of measuring the performance is make number of request for different tasks and analysis the success and failure of those requests.

Installation pip install locustio

LocustIO supports python 2.x only. Currently there is no support for python 3.x.

Locust file is created to simulate the actions of users of the web applications.

In above example, locust file defines set of 4 tasks performed by the user - navigate to home page after login, visiting list page multiple times and submitting a form once.

When a new test is started, locust web UI prompts to enter number of users to simulate and hatch rate(number of users per second).

As seen from the example above, there is one login request and multiple requests to get a page and submit a form. Since the number of users is less there is no failover.

Now let us increase the number of requests to 1000 users with hatch rate of 500 and see the results

As we can that some of the requests for fetching the homepage and posting the form fail in this scenario as the number of users and requests increase. With current set of simulated users, we get failure rate of 7%.

Observations:

Most of the failures are in login. Some of the failures stem from the fact that application prevents multiple login from same account in short interval of time.

Get request for pages has very low failure rate - 3%

Post requests have lower failure rates of less than 2%

We can perform multiple tests for different range of users and with the test results, it can be identified under how much stress the application is capable of performing.

The result produces following data for tests:

Type of requests - related to each task to be simulated.

Name - Name of the task/request.

Number of requests - Total number of requests for a task.

Number of failures - Total number of failed requests.

The median, average, max and min of requests in milliseconds.

Content size - Size of requests data.

Request per second.

We can see the details of failed requests in Failures tab which can be used to indetify the root cause of recurring failures.

Thus we are able to determine the system performance at different endpoints in very simple and efficient way. We can expand tests to add more scenarios for more endpoints and quickly get the answers.

After a failure of "One-Size-Fits-All" approach on traditional treatment of diseases, the age of multi-faceted personalized medicine came into being for tailoring therapy to get the best response in the highest safety margin. Personalized drug dosage is one of the promises of personalized medicine and is of great importance for critical medical treatments such as anesthesia. General anesthesia induces a reversible state of unconsciousness in the patient due to the synergetic action of a cocktail of drugs. A general anesthesia cocktail is made up of a hypnotic, such as propofol, an analgesic, such as opioid-based or paracetamol, and a myorelaxant drug, such as midazolam. The delivery rate of these individual drugs in the cocktail has to be continuously monitored and balanced to achieve and maintain the desired level of sedation in the patient to avoid severe psycho-physical complications of over-/under-doses. To this end, the common practice nowadays is to use Target Control Infusion pumps, which regulate the delivery of anesthetic compounds according to their mathematical pharmaco-kinetic models that estimate the right dose for the injection on the basis of patients’ health data. However, implementation of these models have been done considering a population that does not cover all individuals, hence, falling in the category of "One-Size-Fits-All" approach and fail to reproduce the inter-patient variability in metabolism. Therefore, one of the main challenges in general anesthesia practices is the monitoring of the Depth Of Anesthesia in patients to be able to tune the drug dosage according to individual’s responses. One of the most widely used methods for DOA monitoring in Europe is the BiSpectral Index, a statistical predictor that is evaluated from ElectroEncephaloGram signal. However, there exist several limitations regarding this technique such as being indirect measure of DOA and prone to be affected by artifacts and production of different signals in case of different anesthetics. To overcome these limitations, there is a need for a Therapeutic Drug Monitoring system capable of continuously measuring the actual concentration of each infused drug in the blood of patient during DOA for a safer, reliable and personalized anesthesia delivery. In this thesis, we present the design, the implementation and the validation of a complete TDM system for long-time and continuous monitoring of anesthetics’ concentrations. The complete TDM system consists of: • a custom-built Raspberry-Pi-based electronic board to drive, • the electrochemical sensors for propofol, paracetamol and midazolam detection, that are encapsulated into • a fluidic device to drive the sample on the sensing sites, and • an Android-based Internet of Things network architecture to keep the anesthesiologist always connected with the sedated patient. Thanks to the IoT network, the developed system is capable of fast data visualization tools, as well as an alarm system activated in case serious physical conditions are detected in patient and remote monitoring through cloud-sharing. This thesis describes in details the system and highlights the following results:•Fouling-free propofol long-time monitoring by Pencil Graphite Electrode with specific lead composition. •Assembly of electronics and sensors in an innovative IoT multi-panel system for monitoring several drugs in complex bio-fluids. •Demonstrate the successful monitoring of several drug concentrations over time

Background

UNHCR is committed to the importance of evaluation and its role in supporting organisational accountability, learning and the continual improvement of UNHCR’s performance in addressing the protection, assistance and solutions needs of refugees, stateless persons, IDPs and other persons of concern.

The UNHCR Evaluation Service, based at Headquarters in Geneva, is responsible for the implementation of the organisational 2016 Evaluation Policy which provides for a strengthened evaluation function. The evaluation function provides UNHCR with a structured approach to (a) impartially reflect on and analyse performance and results for accountability purposes; and (b) recommend ways to improve and build on strengths, address weaknesses and identify lessons for learning and knowledge generation purposes. Evaluation in UNHCR is founded on the fundamental principles of independence, impartiality, credibility and utility and aligns to established UN evaluation norms and standards. The UNHCR Evaluation Service both commissions and manages evaluations, and provides quality assurance for both evaluation processes and deliverables.

As per the Evaluation Policy, UNHCR commissions evaluations at both the decentralized (managed outside the Evaluation Service) level, and centralized (managed by the Evaluation Service) level. From 2018 onwards, UNHCR will significantly expand its existing evaluation coverage by introducing three types of centralized evaluation:

  1. Rapid evaluations that are light touch and focused on addressing a strategic need to respond to a clearly articulated problem.

  2. Strategic evaluations that are larger scale and global or strategic in nature, for example focusing on policies or high-level strategies at mid-term or end of cycle.

  3. Institutional evaluations that are on topics recommended by the UNHCR Senior Executive Team, and may be thematic focused or cover a single operation or situation, an L3 emergency response or a management/systems area.

The five-year strategy is intended to support a strategic shift from the current focus on retrospective evaluation, to a more nuanced approach, which also utilizes forward-looking and ‘longitudinal’ evaluation to help build cumulative and timely evidence to support learning, and inform decision making.

Whilst upholding the important oversight function of evaluation, the Evaluation Service seeks to ensure this is delivered where possible through a field-oriented and prospective approach, which systematizes a collaborative approach to evaluation topic selection that maintains the Evaluation Service’s structural independence, coordination and quality assurance responsibility, but expands into a substantive role for UNHCR Bureau, Divisions and field colleagues. Greater levels of participation and collaboration across UNHCR are intended to support the effective delivery of the new five year strategy, promoting cross fertilization of learning and evaluation related capacity between geographical regions and across organizational structures.

Purpose and Objectives

In order to help ensure effective roll out of this ambitious five year strategy, the Evaluation Service is seeking to recruit an internationally mobile Evaluation Consultant (Surge). Under the overall management of the UNHCR Head of Evaluation, and working closely with Evaluation Service colleagues, the consultants will complement existing HQ-based evaluation capacity, acting as a small and agile cadre of highly skilled evaluation practitioners to:

  • Provide ‘hands on’ evaluation-related technical support to UNHCR Bureaux, Divisions and field colleagues decentralized and centralized evaluation planning and delivery.
  • Support design and delivery of UNHCR evaluation-related capacity building efforts, with particular emphasis on analytical and drafting support.
  • Lead, or otherwise directly participate in, ‘rapid’ or other evaluation processes as relevant and required.

The consultant(s) will be home-based and should expect to travel up to 80% of the time; this may also include time spent at UNHCR HQ in Geneva. Evaluation Consultant (Surge):

  • Relevant post-graduate degree (equivalent of a Master’s) in Social Science, International Development, Economics, International Business Administration, or Public Policy, and 5-10 years professional experience in applied research or evaluation.
  • Demonstrable institutional knowledge of the UN, and in particular of UNHCR’s protection mandate and operational role.
  • Demonstrable experience and knowledge of humanitarian response and coordination, ideally specifically related to refugee response.
  • At least 3-5 years applied research or M&E related experience in field contexts, ideally including in refugee response contexts.
  • Proven experience with qualitative and quantitative research and evaluation methods/approaches and data collection tools.
  • Proven experience in the design and application of mixed methods analytical tools and frameworks.
  • Proven experience of participating in evaluation processes. Experience managing and/or quality assurance of evaluations would be highly desirable.

Can you check out the attached video and the referenced SDK example and see what you are doing differently on your side? Should you need any further assistance, may I ask you to send over some runnable code snippets which I can use in order to reproduce the described behavior? ABOUT THE MISSION IN SYRIA

The Syria mission is dedicated to work on recently opened and challenging areas to provide lifesaving activities to the population affected by the conflict. Main current activities are related to emergency wash (water distribution and rehabilitation) and distribution of essential NFI (winterization) and cash. The mission is expanding through a major consortium, the LEARN (Linking Emergency Assistance and Response in Northeast Syria) with 4 partners led by SI. The consortium will support equitable and safe access to essential basic services including WASH, Shelter and Health, for the most vulnerable populations affected by conflict and displacement in Northeast Syria.

There are 3 implementing bases in Syria with the coordination in Amman. The total financial volume of the mission will increase to 13.5 million EUR from the end of 2018. The mission will reach a number of 60 expatriates and 340 national employees.

ABOUT THE JOB

General objectives:

Within the Syria mission and under the supervision of the Deputy Chief of Party of the LEARN Consortium, the MEL Specialist designs the MEL strategy and action plans for the consortium, in accordance with SI and partners’ operational frameworks, and makes sure it is disseminated, understood and implemented by the consortium staff. He/she:

  • Manages the consortium’s MEL staff;
  • Provides methodological support to all consortium teams on technical questions linked to MEL and cross-cutting issues (quantitative and qualitative data collection, measure of indicators, complaint response mechanism, “do no harm” analysis, ToRs for internal and external evaluations, institutional knowledge building etc.) and provides trainings within his/her field of expertise;
  • Guarantees, in collaboration with the consortium’s chief of party, the quality and relevance of the consortium’s internal monitoring and evaluation activities, recommendations made and analysis produced by his/her department (studies, maps…) and partners;
  • Makes sure his/her department is cross-cutting and well integrated with all departments (functional links) of the consortium specialist team, as well as with consortium partners;
  • Contributes to institutional knowledge building and improvement of methods and techniques.

Note: The responsibility for some monitoring and evaluation of program activities will remain the primary responsibility of the consortium partners’ teams. The MEL Specialist will ensure that proper tools are developed and made available to the field teams.

RESPONSIBILITIES AND MAIN ACTIVITIES

Strategic orientation

  • Propose and develop sector-based action plans (M&E, accountability, gender, do-no harm) in accordance with the consortium’s policies and priorities for North East Syria.
  • In collaboration with the other consortium specialists, produce an overall analysis of the consortium’s programs’ effects/outcomes through internal and external M&E as well as orientations, lessons learnt and recommendations

  • Make sure that collected data is used to take appropriate operational decisions and to address contractual engagements with donors and support the consortium in improving its internal Information Management System.

  • Participate actively in programming work.

Training and technical support

  • Develop consortium teams’ capacities in his/her field of expertise: data collection and analysis (method, format, software etc.), measure of indicators, complaint response mechanism, do-no harm analysis, etc. Develop training modules, in collaboration with the consortium’s chief of party.
  • Provide consortium’s teams with a technical and methodological support for MEL activities, liaise with the consortium’s IM Manager on data management (questionnaire design, sampling, data entry, extraction of useful data, data visualisation and interpretation) and integrate cross-cutting issues.
  • Harmonize tools between the consortium’s partners for: indicators monitoring, impact monitoring (MEL plan and survey tools) or risk analysis.

Monitoring and Evaluation of the consortium’s programs

  • Propose and organize MEL missions in collaboration with other technical specialists, partner’s focal points and field coordinators:
  • Post-intervention Monitoring;
  • Internal Evaluation (interim of final);
  • Follow up mission with program teams to integrate cross-cutting issues (gender, do-no harm, etc);
  • Do-no-harm analysis;
  • Thematic studies on the sectors of activities of the consortium;
  • Operational audits;
  • Follow up of accountability monitoring framework in coordination with the protection specialist.
  • Elaborate or contribute to the elaboration, review and harmonization of MEL tools, data management, especially in MEL Plans.
  • Validate relevance of reports, analysis, maps and recommendations produced by partners and/or the consortium team before their dissemination. Liaise with SI HQ in the case of external publications.
  • Propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with technical specialists, the consortium’s chief of par.
  • Contribute to terms of references for external evaluations and studies.***Accountability***

  • Ensure that the key principles of the mechanism are respected.

  • Ensure that complaints are registered and logged into a formal database.

  • Ensure that regular analysis of the complaints and feedbacks received is done.

  • Liaise with the Protection Specialist about beneficiary accountability

Institutional Knowledge Building (IKB)

  • Make sure that all IKB tools are disseminated and used in the consortium.
  • Build on institutional knowledge from MEL activities and consortium’s results (lessons learnt and recommendations) and make sure these are known by all partners’ technical and field coordinators.
  • Support recommendation tracking process (internal and external) and work with partners on action plans.
  • Participate into centralizing and disseminating procedures, guides and tools with SI HQ.
  • Build on an expertise network in his/her field and, if possible, develop partnerships with counterparts.
  • Use SI’s tools to document MEL tools, methodologies & approaches and share with HQ (if relevant).
  • Produce a detailed handover report in the approved SI format at the end of the employment contract, validated by the Deputy Chief of Party and the Desk Program Manager.

Coordination and operational monitoring

  • Ensure consolidation and validation of the consortium’s activity work plan, especially for the MEL team.
  • Ensure achievement of the consortium’s objectives.
  • Actively participate in the consortium’s coordination meetings.
  • Take part in the monthly review of the consortium programs with partners (budget, operational, logistics…) and of budget follow up for his/her department.

HR management/Capacity Development

  • Ensure that communication schemes, roles and responsibilities and procedures inside the MEL department (if any) are coherent and relevant. If needed, propose improvements.
  • Make sure that new staffs from program and MEL departments are briefed on MEL’s roles and responsibilities.
  • Evaluate and assess the performance of collaborators under his/her direct supervision.
  • Lead workshops, coordination meetings and/or technical exchange programs
  • Supervise adherence to security regulations by personnel under his/her supervision.
  • Supervise and support MEL team in implementing their action plan and achievement of their objectives.
  • Identify technical training requirements and the resources available in the work area
  • Makes sure that handover reports are produced by all staffs and are shared with HQ (if relevant).

Reporting / communication / representation

  • Validate and disseminate final versions of M&E reports, studies and analysis produced by the consortium.
  • Convey information to the relevant authorities on security matters or any event having a possible consequence on Solidarités International activities and the security of the teams.
  • Ensure that all reports are delivered on time and in the correct format
  • Represent the consortium when asked and/or delegated to do so.
  • Reply to headquarter (DOAP, Desk) requests regarding specific needs: Upon request, develop articles, case studies and success stories.

Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 10-day break (specificity for expatriates located in North East Syria) during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
