Entamant sa communication autour de la célébration du nouvel an musulman, le Chef de l’Etat adresse ses meilleurs vœux à la communauté musulmane et sollicite ses prières ferventes pour la paix, la stabilité et la consolidation de la concorde nationale.

Abordant l’impératif du déroulement optimal du processus électoral, le Président de la République insiste sur l’importance primordiale qu’il accorde à la consolidation de la démocratie, de l’Etat de droit ainsi qu’à un dialogue politique permanent et responsable.

 
Poursuivant sa communication sur le renforcement et l’efficacité de la prise en charge des urgences économiques et sociales, le Chef de l’Etat exhorte le Premier ministre, et l’ensemble des membres du Gouvernement, à redoubler de proactivité et de pragmatisme dans la réalisation des différents programmes et projets nécessaires à l’accélération soutenue de la croissance économique, à l’amélioration significative et continue du bien-être des populations et à l’apaisement durable du climat social.  

 
A ce titre, le Président de la République indique au Gouvernement l’impératif d’un suivi spécifique de la campagne agricole et de la situation alimentaire au niveau du monde rural.

 
Appréciant l’état d’avancement de l’élaboration de la deuxième phase du Plan Sénégal Emergent (PSE) pour la période 2019 – 2023 et l’adoption du Projet de Loi de Finances 2019, le Chef de l’Etat demande au Premier Ministre, au Ministre de l’Economie des finances et du Plan de procéder, avant la fin du mois de septembre 2018, au pré-arbitrage budgétaire, conformément à la stratégie arrêtée lors du Débat d’orientation budgétaire en matière de finances publiques.

 
En outre, le Chef de l’Etat demande au Gouvernement de conduire toutes les actions appropriées, en relation avec les ministères sectoriels, les acteurs économiques et sociaux impliqués, afin d’asseoir, avec le soutien des partenaires techniques et financiers, le succès de la prochaine réunion du Groupe consultatif pour le financement du Plan d’actions prioritaires de la deuxième phase du PSE, prévu en décembre 2018. 
Dans ce cadre, le Président de la République insiste sur l’impératif stratégique de renforcer le rôle moteur et la place centrale du secteur privé, notamment local, dans le pilotage, le financement et l’exécution effective des projets et réformes du PSE.

 
Par ailleurs, poursuivant sa communication autour de la bonne préparation et du déroulement normal de l’année scolaire et universitaire, le Chef de l’Etat, en cette veille de reprise des cours, invite le Gouvernement à prendre toutes les dispositions administratives, techniques, budgétaires et financières requises, en vue d’assurer une bonne année scolaire et universitaire, sur toute l’étendue du territoire national.

 
Ainsi, le Président de la République rappelle au Gouvernement l’impératif de veiller au respect des différents accords conclus avec les organisations syndicales d’enseignants ainsi qu’à l’orientation adéquate des nouveaux bacheliers dans nos établissements universitaires en fonction des critères académiques définis.

 
A cet égard, le Chef de l’Etat exhorte le Premier ministre à suivre à l’application effective des mesures volontaristes qu’il a prises en faveur des enseignants et des étudiants, afin d’améliorer significativement les conditions sociales et d’études dans la sphère universitaire.
 
Le Président de la République a terminé sa communication sur le suivi de la coopération, des partenariats et son agenda diplomatique.
 
Le Premier ministre a adressé, au nom du Gouvernement, ses chaleureuses félicitations au Chef de l’Etat pour le succès diplomatique de notre pays suite à sa participation active au Forum pour la coopération sino-africaine, tenu à Beijing les 3 et 4 septembre 2018, à l’issue duquel, il a été désigné co-président, pour un mandat de six ans.
Il a ensuite rendu compte du suivi des engagements avec les partenaires sociaux et de la coordination de l’activité gouvernementale.

 
Le ministre des Affaires étrangères et des Sénégalais de l’Extérieur a fait le point de la situation africaine et internationale.

 
Le ministre de l’Economie des Finances et du Plan a fait le point sur la conjoncture nationale et internationale.
Le ministre de l’Agriculture et de l’Equipement rural a rendu compte du suivi de la campagne agricole.
Le ministre auprès du Président de la République en charge du suivi du PSE a fait le point de l’état d’avancement des projets et réformes.

 
Au titre des textes législatifs et réglementaires, le conseil a examiné et adopté :
le Projet de décret portant organisation du ministère de la Promotion des Investissements, des Partenariats et du Développement des Téléservices de l’Etat ;

Zimbabwe has issued a ban on all public gatherings and illegal food vending to control the spread of cholera, which has killed 21 people in the capital Harare.

On 30 July 2018, Zimbabweans went for the much-awaited harmonised elections after the removal of Robert Mugabe from power by the 18 November 2017 revolution. For the first time in the history of the country, there were 23 candidates for the presidential race and for the first time many people registered to vote especially the youths who constituted 60 percent of the registered voters.

The major contenders were Zimbabwe African National Union-Patriotic Front (ZANU-PF)’s Emmerson Mnangagwa (75) and Movement for Democratic Change (MDC) Alliance’s Nelson Chamisa (40). Emmerson Mnangagwa of ZANU-PF was declared the presidential winner by the Zimbabwe Electoral Commission with 50.8 percent of the vote and Nelson Chamisa 44.3 percent. Other smaller parties combined made up the remaining 4.9 percent.

This election saw Mnangagwa winning mostly in rural areas where more than 67 percent of the population stays according to 2012 census statistics. The reasons for his support is attributed mostly to the ZANU-PF redistributive policies to rural based farming and peasant communities in the countryside. They get free farming inputs for their subsistence farming from the government. Most of them are the major beneficiaries of the land revolution, which decongested them from arid, dry and disease infested reserve regions where they were forced to settle by the settler colonialists. Most of them suffered the brunt of the liberation struggle against colonial bondage and they gave sanctuary to the freedom fighters during the protracted struggle for Zimbabwe. Most of them have sentimental and emotional attachment to the former liberation movement.

Nelson Chamisa got most of his votes from cities and towns where most of the youths are jobless because of the mismanagement of the economy by the ousted Robert Mugabe regime and principally due to the impact of the economic sanctions by Western imperialism. There are almost no workers to talk about in Zimbabwe because of the massive closure of the industries. The effects of the draconian embargo are mostly felt in the cities and towns via capital flight, companies closure, high cost of living, poor and stagnant salaries, cash shortages in banks, poor service delivery, unemployment, lack of health care facilities and drugs and high cost of education.

For the parliamentary seats, ZANU-PF pocketed two-thirds majority of the 210 contested seats, meaning ZANU-PF won 144 seats and MDC Alliance 61. Mnangagwa’s narrow victory has been vehemently rejected by Nelson Chamisa and his party the MDC Alliance who filed a petition with the Zimbabwe Constitutional Court to nullify the results or to declare him the winner. Chamisa had earlier been quoted as saying that if “the verdict is not in his favour he is going to take to the streets”. On 24 August 2018, the Court gave their verdict and upheld Mnangagwa’s victory.

Just before the results were announced, the MDC Alliance leader Nelson Chamisa had declared himself the winner and his supporters took to the streets to violently demonstrate smashing windows of ZANU-PF offices and setting fire on property and vehicles. In the process, six people were shot dead, as riot police were trying to contain the situation. These riots were triggered by the MDC Alliance leadership in order to cast aspersions on ZANU-PF, taint the whole electoral process and provide a rationale and grounds for the continued embargo by the Western governments against Zimbabwe. MDC Alliance got protests votes and the hungrier and poorer of our people; the more votes they get hence the demands for sanctions to stay. MDC Alliance leadership that has been globetrotting lobbying for sanctions just before the elections and even after they were held, have started concocting propaganda about the alleged violence and imaginary human rights abuses by the ruling elite.

United States President, Donald Trump signed into law the Zimbabwe Democracy and Economic Recovery Amendment Act (ZIDERA) of 2018, which is an amendment of the Zimbabwe Democracy and Economic recovery Act of 2001.This was done soon after the announcement of ZANU-PF victory. The United States of America wants to force and facilitate a government of national unity that is why they are renewing the sanctions game plan. The United States of America, via their Central Intelligence Agency, wants to effect a regime change in Zimbabwe.

Many people are misguided to think that if Zimbabwe complied with the so-called democratic and economic reforms, ZIDERA would be lifted. At the core of the law is a more controversial issue – land reform. In a recent meeting between President Emmerson Mnangagwa and the new United States Ambassador Brian Nichols, the latter mentioned, “land tenure” as one of the areas on which the Americans want change. Land has been the fundamental issue, which necessitated the enactment of this punitive law.

A central demand of the updated ZIDERA is that Zimbabwe must enforce the rulings of the Southern African Development Community (SADC) tribunal on land reform. The SADC tribunal made several important rulings in favour of the white farmers, which the US senators behind the new amended ZIDERA now want enforced, as a precondition for re-engagement with the US.

As socialists, we are against agricultural counter-reforms serving the interest of the white settlers. The land belongs to the black poor peasants not to capitalists. We do not support compensation of white farmers, as a pre-condition to lift economic sanctions.

The Labour Member of Parliament from United Kingdom, Kate Hoey, an extremist from Britain who campaigned for the Zimbabwean sanctions before, is now calling for further isolation of Zimbabwe. It is time that the imposition of economic sanctions should be seen as a war crime against humanity since it involves the collective punishment of millions of innocent civilians who die and are reduced to living off scraps from the garbage dumps. They kill more people than bombs because they go on for years and their effect is cumulative.

As socialists, we demand the unconditional removal of the economic sanctions and we lobby the international working class and other progressives to escalate and amplify its global campaign to save Zimbabwe from the bully and tyranny of the United States of America.

We feel it is the duty of the international proletariat to assist the oppressed countries in their war against the imperialists. According to the Leon Trotsky Transitional Programme, the central issues of the colonial and semi colonial countries are agrarian revolution i.e. the elimination of the feudal legacy and national independence, i.e. the overthrow of the imperialist yoke. Both tasks are closely interconnected.

The elections were declared free and fair by non-governmental organisation, governments and multilateral bourgeoisie institutions that were invited to come and observe the elections including the African Union, SADC, the Common Market of Eastern and Southern Africa, the United Nations, the European Union, the Commonwealth of Nations, China and the United States of America.

Mnangagwa has promised to renew the country by implementing neoliberal reforms and austerity programmes and other reforms aimed at the lifting of the punitive economic sanctions slapped on the country 20 years ago.

It is yet to be seen if the “Zimbabwe is open to business” mantra by President Mnangagwa is to benefit the poor and the working class because it looks like the major global powers are warming up to Mnangagwa’s administration. But to us socialists, opening up the country to global powers and the free world means opening up to rapacious exploitation of the natural resources for the benefit of white monopoly capital.

The 2018 elections in Zimbabwe were largely non beneficial to the poor and the working class in general. The ideas purported by the two protagonists in their election manifestos largely betray socialist ideas; it was a titanic battle of capitalists’ interests in form of neo-imperialism. Indigenous economic growth is better than foreign aid. We should be wary of being enticed by the West into believing that they are genuinely willing to assist us, they have permanent interests not permanent friends. ZANU-PF is orientated towards Chinese imperialism and the MDC Alliance leans towards United States and European Union imperialism.

We must fight for the poor, peasants and the working class taking over and controlling the means of production. As we mark the 78th anniversary of Leon Trotsky’s assassination, the fight for Trotsky’s ideas remain as relevant as ever as we commemorate the life and ideas of this inspiring revolutionary, theoretician and leader.

More than ever it is necessary to have a strong independent international centre to help the vanguard of the working class worldwide to orientate independently.

Delta Corporation is contributing $260 000 towards the upgrade of a road junction linking its Fairbridge Chibuku Super plant in the second city with the Harare-Bulawayo highway.In a statement, the Zimbabwe Stock Exchange-listed concern said the rehabilitation of the plant in 2016 has necessitated the upgrade of the road junction that links with the highway.

Some inaccuracies. The number of migrants between African countries was much larger than migration to Europe, I am not sure about the latest statistics. Actually, the problems of rejection of the migrants are quite acute within Africa, e.g. hostility toward Zimbabweans in South Africa, or expulsions from Nigeria. Remittances to home countries do not decrease taxes paid in the host country, existence of "black economy" does decrease taxes, but this is a separate problem that should be easy to solve when the "cash economy" is a diminishing part of the total. It seems that the largest resistance against enforcing laws restricting illegal employment and cash economy comes from businesses that are directly or indirectly dependent on illegal labor, USA is a plutocracy after all. Sudden removal of illegal workers could collapse labor intensive parts of agriculture, many services and some manufacturing. What is needed is a more frank discussion what type of society and economy we want to have. E.g. if the of producing milk (or grapes) would shoot up if we eliminate illegal labor, should we (a) decide to import those products, or (b) increase wages in those sectors and/or working conditions, while protecting them from low-wage competition, or (c) keep things as they are but tone down the criticism, or (d) some other options, perhaps much more clever.

If the economic migrants from Africa (yes, economic) were actually trying to flee their own country because of war, wouldn't you think they'd just go to the country next door, or maybe two countries over? Instead, they are travelling hundreds and thousands of miles to get to Libya. Now having arrived in Libya, the narrative quickly became that they were being enslaved, the women were being raped (kind of like the babies being thrown out of the incubators story). According to U.N. refugee law, they're supposed to take refuge in the next safe country, which would be Tunisia. Yes, still in Africa. We've all seen the boatloads of people coming from Africa. They are almost exclusively young males. Now, what's the difference between going to Tunisia and going to Europe? Could the benefits they receive have anything to do with it? Although the West has been unfair to Africa (stripping their resources, causing wars) not every country in Africa is or has been involved in a Western-backed war, and not every country can blame their abysmal living conditions on the West. With all the bad the West has done, they have done a lot of good too, like provide medical technology, which has gone a long way to decrease infant mortality, immunizations, clean drinking water, financial aid, and continual food aid. A good deal of the problem has to do with over-population. "54 countries make up the continent of Africa, and while population growth is relatively low in some areas, countries such as Nigeria and Uganda are increasing at an advanced rate. In most countries in the continent, the population growth is in excess of 2% every year. In addition, there is a high proportion of younger people within the Africa population as a whole, with reports that 41% of the African population is under the age of 15." By the turn of the century, Nigeria is predicted to have over a BILLION people. Nigeria! Africa's population is predicted to exceed FOUR BILLION by the turn of the century. And a good deal of the problems in Africa are caused by corruption by their own leaders, as well as tribal wars. And look at what happened in Zimbabwe. They kicked out the white farmers, starved, then went through hyperinflation where their money was worth nothing. South Africa is headed in the same direction. The road to hell is paved with good intentions, isn't it? Now, why would the E.U. have sent out their ships to rescue these migrants? They could have just sent troops into Libya. After all, they did just invade and destroy Libya, didn't they? What, it's all of a sudden taboo to enter someone else's country? It never stopped them before. The U.N.H.C.R. has a brand new program called I believe (don't quote me) the "Migration Compact". The program explicitly WANTS migration from Third World countries into First World countries. It's good for "economics", or so it says in their literature. Read up on it because it's the new thing, although you won't find it mentioned in the New York Times. Migrants come in, the existing citizens pay for their benefits and welfare, the corporations and farmers get cheap labor, wages are held down for the host residents, the migrants then send money home (called remittances) to their home countries, the home countries buy new TV's, for example, from the multinational corporations. See? Isn't this fun? You get to lose your culture because the flavor of the day is "good for economics". Mexico currently gets more money from remittances sent home than from the sale of Mexican oil! I believe $30 billion/year is sent home from the U.S. to Mexico in the form of remittances. Meanwhile, the American citizens, some of whom are having a hard time, are paying for this. Imagine if those tax dollars remained in the U.S.!!! No, something else is going on beyond just people fleeing oppression. And now the Left doesn't know what to do? Perhaps if they did the "right" thing to begin with, they wouldn't have the problem? Do they never see long-term? Help people where they are, in their own country, with their own customs and traditions. And, yes, I agree that none of the wars in the Middle East should be occurring. The West needs to get out of Syria and help rebuild the country, along with Iraq and Yemen. Get out!

Scott Morrison deserves a chance as PM. His work is cut out for him, as he negotiates chaff thrown up by Turnbull and mates. Turnbull is still attacking Dutton, running a commentary from NYC but declining to be interviewed by 3AW. A 9 y/o child grandstands over the Australian National anthem, taking the knee because she feels that the anthem should not say Australians are young and free. She feels Australians are not young. She also does not like Australia being described as fair. She feels that a fair go refers to colour, not appropriate odds. Such an opinion is not normally newsworthy, but the child has academic parents who 'inform' her bias. For the record, the anthem is fine. Australians should proudly recite it. 

Recently I've spoken to some young people on touchy subjects. One sixteen year old boy felt Turnbull was a good PM and did not have to be rolled. Another twelve year old girl feels that Serena was hard done by, by Mark Knight's cartoon. It is ok to have opinions, but they should be backed up by more than feelings. Turnbull betrayed his constituents and backers by outsourcing policy for power. He has cost Australia $billions in lost opportunity and his continued presence was going to place Bill Shorten in the PM's position. Further  to secure the PM's position, Turnbull lied about Tony Abbott. Serena was wrong to receive coaching during her match, and the code violation penalties were appropriate. She was wrong to blame sexism, or to threaten the umpire's future in the code. What young people see in either is probably related to appalling low standards of reporting. 

Serena Williams whispered to Osaka that the boos Osaka received after winning the grand slam event of the US Open were not for her. It was the most gracious thing Serena has said since the start of that match, and hints at her greatness as a player. But why was it whispered? And why were her ridiculous complaints spoken?

Gabrielle Williams was appointed Parliamentary Secretary for Carers and Volunteers, working with the Minister for Housing, Disability and Ageing and the Minister for Families and Children. Williams was given those titles when elected in 2014. It is difficult to find what value she has been to Dandenong, but clearly the ALP see her as the future. The Andrews government is spending $2.8 million on biodiversity. As part of the project, students in Dandenong are being given $4500 to provide seating for them while they grow a garden preserving biodiversity. The garden includes flora sourced locally. It is nice students can sit while they garden together. One imagines the seats will have appropriately placed plaques with the minister's name. Do you approve of the lessons learned by your child as they sit on the minister's name and replant local flora for biodiversity? What does this teach children about biodiversity? How might it be viewed in terms of immigration? Does multiculturalism promote cultural diversity? What about gender diversity being locally sourced? Should the word 'biodiversity' appear in the national anthem? 

As part of the November 24th Vic election campaign I have a petition I want to bring before the Opposition Leader Matthew Guy. But settlers often tried to care for and help Aboriginals and the reason why any Aboriginal culture is known today is because some early settlers and missionaries tried to help, not murder. But sadly, the Aboriginal industry of today exploits Aboriginal peoples for political ends, victimising Aboriginal peoples, even as that industry claims to help.

Michael Kroger was asked about this on Sky this morning. His answer was loyal and masterful. "I think the Turnbull government has been good. I have heard others talk about achievement, but the Abbott government followed from an ALP administration and they needed to make more changes. Turnbull followed a Liberal government and change wasn't needed."

Change wasn't needed. Except the Liberal Party were desperate to end Turnbull's undermining.

I posted on that and was told by one person that Turnbull was more popular now than Abbott ever was. I asked the person about their view. Turns out they don't like the Liberal Party. Turnbull is the leader for the Liberals if you don't like that party.

Oscar Pistorius acquitted of murder. A grave injustice has happened with this verdict, as yet incomplete. Pistorius murdered his girlfriend. He just wasn't convicted of it. Shades of OJ Simpson's unfair acquittal. Today is the anniversary of Steve Biko's death from an evil apartheid regime. Injustice is injustice for all time. One feels for Reeva's loved ones. A cohabiting couple must be assumed to be aware of each other's presence. A gun owner has a greater responsibility for the safe operation of the weapon. The argument that the prosecution could not prove so beyond a reasonable doubt is wrong. Had Oscar had less support, as with a normal person, he would not have been able to argue as he has. The evidence would have been deemed conclusive. It will be a complete disgrace if Pistorius ever participates in elite sport again, or gets less than a maximum sentence for manslaughter. 

A reminder of the importance of saying 'no' to constitutionalised racism. Australia is culturally diverse and thrives from that diversity. Should Australia decide to separate Australians by race it won't address the needs of people in need, but will instead become a tool of division. There are no admirable apartheid regimes anywhere in the world or in history. Israel doesn't divide by race, but Palestine does. South Africa did. The Conservative Voice will similarly oppose any reintroduction of slavery. Even if the US Democrats, or ALP really want it. A reminder of what a 'Yes' vote in Scotland might mean .. The Queen could abdicate the Scottish throne in favour of Charles, while keeping the English Throne for William .. think about that. But more seriously, those who favour a 'yes' vote claim that the disadvantages are overstated. Precisely which disadvantages are acceptable? 

Gillard faces a royal commission and lies about her memory of activity. One hopes that she is taken to task for lying. She corruptly created a slush fund from misappropriated money involving a Union employing stand over tactics to extort money from business. Some of that money was used to build her home. Yet there is no one ever who forgot getting caught for theft when they were young and naive. It becomes foundational to their character. And so it is with Gillard. A thief and liar. By way of contrast Arthur Sinodinos is fronting the corrupt body of the ICAC again. Sinodinos has not been accused of doing anything wrong, but is believed to be thought guilty by the ICAC of being a Liberal member. Mr Sinodinos, are you now, or have you ever been, a member of the Liberal Party? 

Meanwhile incompetent State ALP Member Nick Lalich has posed next to a street named after him. A car park might have been more appropriate. Although the only reason why there are now some more car parks in his electorate is thanks to a campaign initiated by Dai Le. ALP leadership in NSW deny their constituents to force a PUP candidate into a campaign as an ALP member. That there is true colours that is. Meanwhile RACV in Victoria argues "And studies show that as soon as you increase capacity, that capacity is taken up by people driving more cars on those roads. Congestion does not ease." The argument is a furphy, people only drive one car at a time and they need sensible road management to make their experience better. 

Obama's secret service is keen to catch them all as they tackle a Pikachu on the White House lawn. Gay activists complain after a straight couple agree to get married to win a prize of Rugby seats at a test. The activists argue that the wedding will trivialise gay marriage. The friends agree not to divorce for two years. Big Macs are the same size now as they were in 1970. However, a large number of products have become smaller so as to retain their supermarket price.

The Australian PM elect has not yet announced a ministry. Partly because a campaign against prospective industry Minister Sophie Mirabella has been successful, and her actual seat is in doubt. This is a tragedy because unlike Gillard or Wong, Mirabella has talent. The person who might defeat her is supported by a so called conservative independent who supported the left wing minority government and helped trash the political career of Nick Greiner. So naturally the press, in the interim,  are asking who or what will be the next ALP leader. Will it be from the corrupt ALP right in the form of Shorten, or from the corrupt ALP left in the form of Albanesi. It is in fact of no consequence, as both have the same policy of the other. Shorten will follow Gillard's lead regardless of what it is. Albo, as leader,will do what his mandate tells him. It is yet to be revealed what sweet nothings the mandate whispers. Some say it is Carbon Tax. Some say it is Gay marriage. Gillard opposed Gay marriage, but Shorten can be his own man, as soon as he works out what she really meant. Apparently the mandate isn't Tim Matherson and so the press have many questions they want answered, and are increasingly irritated Abbott hasn't told them yet. 

Also, there is leadership speculation in the US. Some say Obama is President. Obama is taking the lead from Putin. At first the press had thought Obama was dithering as over a hundred thousand people have died and millions have been made refugees in Syria. Clinton, who had a similar experience in Rwanda before he learned bombing could be ineffective in former Yugoslavia has given a lead to Obama. In order to be assertive, Obama wants to bomb something. So, in a masterclass display of dithering, Obama asked for permission to bomb Syria. But time passes, people die, a Christian village with the world's oldest Christian church has fallen to rebels (the CIA labels them Al-Qaeda, but the press know they are sensitive to leaks, so they call them rebels) and Obama is agreeable to a brokered position by Putin. This puts Russia in the box seat of negotiations between Iran and the US on nuclear issues. So the US President has abrogated US policy to Russia. Which is just as well, as it turns out that the weapons available to the Rebels include the high tech weapons stolen by Al-Qaeda at Benghazi last year. Confused? Think of it as a cancelled episode of Glee.

it strikes my ear (but maybe not the ears of others, which is why I raise the point) as weirdly anachronistic to refer to her as “Zimbabwean.” Unless she died before Rhodesia became Zimbabwe, it's not anachronistic at all. In the same way, you don't hear of too many Soviet people these days even if they were born before 1991.

Political parties are constructed in order to conquer and exercise political power. The political party does the conquering but the Government does the exercising of the power. Therefore, the question of supremacy is answered by establishing which party conquered the political power.

Today Parliament will sit and the Speaker will be elected. The new Speaker will come from the Zanu- PF. In fact, the executive of Zanu-PF’s Central Committee called the Politburo met yesterday and deliberated on this. A decision was made on whom the Zanu-PF parliamentary party should back for this very important position and that of President of the Senate. Some members may have their opinions but the party whips will ensure that the party caucus will fall in line and back the party decision because the party is supreme.

A few people feel that this concept is at variance with the principles of democracy, but it is not. Whilst the Constitution reigns supreme over any entity living or nominal within the land, in our polity the supremacy of the party is uncontested. It is on this same concept that this columnist argues that those senior party leaders deployed from the Government to the party should take heart they are in leadership in a superior august body. At the same time those ministers that came from outside the party should keep an eye on what Zanu- PF is trying to achieve and its objectives so they cannot be any dysfunctionality.

Any position in politics is as good as the official who sits in it. So a deployment to the party is as powerful as the effectiveness of the official who holds it. The supremacy of the party comes from its winning of the people’s mandate.

When an election is proclaimed, there is a serious campaign season that ensues. The desired outcome is that the party that wins would form the next Government and that Government would produce desired socio-economic outcomes that would enhance its electability. If one is selected to be part of those seconded to Government to help produce those results, that’s well and good.

If one is chosen to be part of those that are to remain at the party headquarters building the party and monitoring the work of those deployed to Government, generating the link with the electorate and monitoring the delivery of the functions, that’s well and good too. They are both serving the party and the people. This is by no means a conflation of party and State.

Those who serve in the party are the bosses of those who serve in Government. The only caveat to it is as mundane as the perks and the perceived status that come with it. If the perks that come with being deployed at party HQ portray the seniority on social status then that line of debate is closed and moves on to issues of influence.

Who has better influence on decisions, well those with the party being with the mother should have better influence and therefore this should affirm their political seniority to the Government ministers. Political parties are known as the “engines of political life”. So they cannot be separated from the functions of a government they breathe life into.

There was once an aspiring bureaucrat who was known to say: “I hate Zanu-PF with passion but I love ED and would like to work for his Government and contribute to my country.” This aspirant wanted to work for the Government of Zimbabwe led by President Mnangagwa whose incumbency had come through his leadership of Zanu-PF but professed serious distaste for the party. This to many people sounded like a serious contradiction. This is because Zanu-PF has always said that the party is supreme.

Even when it comes to Harvest House the same situation obtained when it came to the urban councils they presided over. Whilst being a civil servant comes with non-partisanship, one has to understand that the policies the civil servants drive originate from the ideological underpinnings and the body polity of the ruling party. This is the reason why many senior civil servants attend the ruling party’s conferences and congresses to glean policy directions.

Zanu-PF captured the people’s aspirations and articulated those in its manifesto. It therefore went to the people and sold clearly defined programmes and goals. For example, it defined shelter as a key deliverable and pronounced that housing would be a priority of the next Government. Any minister serving under a Zanu-PF President cannot just wake up and say housing is no longer a priority according to whatever theory. His ideological positioning would be contradicting the party position. From the party perspective this incumbency’s role will be to increase and expand the party’s support base and everyone should be in sync.

The essence of Zanu-PF as a political party is to give effect to the ideas and interests of its members, which by virtue of winning the popular vote coincides with that of the majority.

It therefore stands to reason that all ministers who have been appointed to serve in President Mnangagwa’s Government have to understand and appreciate what Zanu-PF is trying to achieve. The reason why Zanu-PF is called the ruling party is because it acts as an intermediary between the State, its institutions and the electorate.

The work of the Government should express the will of the people, which they voted for, by voting Zanu-PF into power. Ministers coming from outside the party should also be aware that their decisions will need to be anchored in the objective of Zanu-PF retaining power in 2023 because they have delivered and that Zimbabwe needs to be a middle- income country by 2030.

Zanu-PF in its manifesto framed the central architecture of the Government of Zimbabwe policies. It then published such that the manifesto became a lot of pomp and fanfare. It feted it so much and extracts from it were splashed all over social media and beyond in order to popularise it. It became the core election message, which thankfully won the election. After winning the election there is no intention to abandon that which the people bought into. That would be considered a betrayal of the will of the people.

This is what poses the next issue for the ministers coming from outside Zanu-PF. President Mnangagwa is their principal and they hold his brief. On top of everything else they have to understand what Zanu-PF is trying to achieve and work towards the attainment of those objectives and the realisation of its ideals. This is not to say that they have to join the party. That is their political choice.

What they have little choice in is to respect the party and its membership which won the people’s mandate and which result gave them a job and an opportunity to serve. They cannot ignore what comes from Zanu-PF caucuses as something of little relevance to them or the Government they are serving. They have to understand the doctrine of the supremacy of the party.

In giving this advice there is no suggestion that the party would be inhibiting their work. On the contrary, everyone will work to vindicate the President’s wisdom in making the ministerial choices he made because the buck always stops with our leader. Therefore, his success is Zanu-PF’s success and the good results will perpetuate Zanu-PF’s power retention agenda in 2023 and beyond.

For the party’s supremacy to be facilitative to the new Government, the former should change a lot in its culture. The deployment of senior members who are also senior in age does not mean that sluggishness should now move from Government to the party, making it unwieldy and clumsy. If that happens the party would struggle to assert its supremacy. Rather the party should be quick-thinking, dextrous and responsive. If that does not happen that would frustrate those in Government and kill Vision 2030.

Those working for party and those working for Government cannot be inculcated with different mindsets and work ethic. That again will create a drag between the two bureaucracies. This means that reform in the civil service culture should be matched by reform in the party civil service culture. The same nimbleness and vigour that is coming to the Government should also be the norm in the party.

It means the senior leadership now deployed full-time to the party would continue to be the custodians of Zanu-PF traditions and culture as well as repositories of its ideals and people orientation value system but should not be an impediment to change. It’s known that a lot of people struggle to embrace change because it takes them out of their comfort zones where they do certain things out of automation and muscle memory than conscious effort and exertion. But embracing this change is not optional. It’s a necessity.

President Mnangagwa has already shown an audacious leadership, which has inspired both friend and foe. He needs support from both his party and the Government he leads. But if his party Zanu-PF as the foundation of the Government is to maintain its rightful place then it also needs to modernise even faster than the Government itself otherwise it becomes a barrier to change and an enemy of progress.

The sanctions are indeed about the US’s proclivity for regime change in order to achieve its goal to change the power matrix in Zimbabwe from Zanu- PF to the opposition MDC Alliance that will be subservient to it and give US access to our natural resources.

Since the United States of America renewed sanctions on Zimbabwe on the eve of  the 2018 harmonised elections results, my circles have been agog with debate, theories and interpretations, most of them off the mark.

President Mnangagwa has done a lot to re-engage with the international community after the political hiatus that ended in November 2017 with the coming in of the new political dispensation.

President Mnangagwa gave the US and its allies unprecedented unlimited access to Zimbabwe’s electoral processes for the 2018 harmonised elections in good faith.

They had access to the voters’ roll. They had access to observe and monitor the elections. They had access to every polling station. They had access to every political party. They had access to virtually everything. Even the court challenge was beamed live on TV. What else would one want? But they remained contemptuous and brazenly unchanged.

In the end it turned out that what US diplomats and representatives and those of its allies say on the ground is different from what their capital says. One wonders if those diplomats serve a purpose. They indicate left and their countries turn right. Surely, the new Zimbabwean leadership has done enough to be respected and acknowledged. The new political leadership has done too much in a short space of time to open up the country.

President Mnangagwa’s efforts must not be abused as we have seen them being abused by the US in particular when it renewed sanctions in brazen bad faith.

The sanctions are not about democracy, good governance or accountability, as the US wants the gullible in the world to believe. They are not about free, fair and credible elections. NO! They are about US’s brazen lust for Zimbabwe’s natural resources. They are part of the US bully tactics to cow the Zanu-PF Government and enable it to lay its hands on Zimbabwe’s natural resources.

Zanu-PF is a great afrocentric revolutionary party that has made it impossible for the US to plunder Zimbabwe’s natural resources at the expense of the autochthons of this country. For that reason the US has tried everything in its power to get rid of the Zanu-PF Government.

It is common knowledge that even the International Monetary Fund (IMF) has continuously been throttled by US influence in its structures when it comes to real financial assistance to Zimbabwe and yet Zimbabwe has done all it can to remain in good books with the IMF.

It is common cause that Zanu- PF, whose policies are premised on empowering the black majority, has been a thorn in the flesh of US foreign policy that seeks to advance US hegemony on other countries’ natural resources at the expense of everyone else.

Zanu-PF has remained resolute and unapologetic on its position that Zimbabweans have a right to determine who exploits their resources and not be subservient to other countries.

The sanctions that were illegally imposed by the US in 2001 and have been periodically renewed, have taught Zimbabwe that there are other options.

I was particularly impressed that the BRICS summit held last month in South Africa is another viable option outside the restrictive and bully tactics of the US and its allies.

BRICS can offer different and viable options. Zimbabwe can surely use the BRICs Development Bank to seek financial assistance for its projects and forget about the IMF. Zimbabwe can capitalise on BRICS.

As it stands, it is a waste of time for Zimbabwe to think that US and the Bretton Woods institutions will soon mutate to become useful friends. NO.

BRICS countries are not as manipulative as the US and its allies. That the BRICS invited President Mnangagwa to its summit speaks a lot of goodwill on its part.

It therefore means that Zimbabwe should come up with comprehensive proposals and present them to BRICS, leveraging on its good relations. Certainly BRICS is the best alternative at the moment.

After doing his best to thaw relations with the West, President Mnangagwa was not treated fairly by the same countries that see themselves as the gods of the world.

The US did not have even the courtesy to wait for Zimbabwe’s election results. It just renewed the sanctions on the eve of results announcement. That is very contemptuous. It speaks a lot about the US attitude.

BRICS therefore provides itself as the best alternative under these circumstances while the US continues playing Big Brother.

Zimbabwe urgently needs to fix its economy and needs countries that understand its plight and history. It needs old and new partners who are flexible and sensitive to its urgent needs and not the ultra-arrogance displayed by the US.

The BRICS offer a vast and wide variety of areas of co-operation such as mining, farming, manufacturing, technology, ICT, health services and capacity building, among others.

BRICS also has a history of dealing with emerging markets and Zimbabwe can leverage on the BRICS experience.

First Lady Tours Cholera Facility: State of Emergency Declared After 21 Dead, 2300 Cases

First Lady Auxillia Mnangagwa has expressed concern over the death of 21 people from cholera, which is preventable and treatable.

Speaking to journalists after visiting a cholera treatment camp at Beatrice Road Infectious Diseases Hospital in Harare yesterday, the First Lady said it was sad that the spread of the disease was a result of poor hygienic practices.

“Loss of life is not a desirable occurrence, especially when what is causing it is totally preventable and treatable. Most of the issues are coming from us; the way we carry ourselves, the way we behave in terms of handling food and water,” she said.

People, said the First Lady, should always ensure that their homes are clean, the food they eat is well-cooked and their families practise good hygienic standards to curb water and food-borne diseases.

The First Lady said while the authorities had a role to play in providing basic amenities, especially in densely-populated areas such as proper sanitation facilities, clean water and collection of garbage, individuals must play their role.

“I want to encourage people that when they are buying fruits and vegetables, they clean them thoroughly,” she said.

She expressed concern over some settlements, which she said were overcrowded, leading to the further spread of diseases like cholera.

The First Lady said to effectively contain the outbreak, people should work  together and coordinate efforts because this was not solely a Government problem.

“I am also saying on this one we have our children in the diaspora. They should also come and help us here in Zimbabwe. This is your country. Come back home and put your hand. You will see there will be good development to your country and the Zimbabwe we want all,” she said.

Speaking at the same occasion, Health and Child Care Minister Dr Obadiah Moyo commended the First Lady’s gesture to visit the cholera treatment site saying it showed commitment and motherly love.

“We are taking drastic action to ensure that we get rid of the diseases as quickly as possible. So I am so happy when you talk about a clean Zimbabwe. We want to make Zimbabwe clean, so there is no one better than yourself and His Excellency leading us to ensure that all our cities and where we live remains clean,” said Dr Moyo.

Primary and Secondary Education Minister Professor Paul Mavima also commended the First Lady’s efforts.

He said the Ministry would ensure that all schools had safe and adequate water supplies and proper sanitation facilities.

“As for now we have not lost any pupil from our schools but there are some parents of children in our schools who have died,” he said.

Government has declared the cholera outbreak in Harare a state of emergency as numbers of people dying or falling sick from the bacterial infection rise. By mid-morning yesterday, 20 people had been confirmed dead from the latest cholera outbreak.

Over 2 300 suspected cases have been recorded in Harare alone.

Isolated cases have also been reported in Masvingo, Manicaland, Midlands and Mashonaland Central provinces, all traced back to Harare as the epicentre.

Addressing journalists after visiting Beatrice Road Infectious Diseases Hospital, one of the treatment camp sites in Harare, Health and Child Care Minister Dr Obadiah Moyo said declaring the outbreak an emergency allowed the State to quickly mobilise resources to contain the disease, adding that Harare was the source of all cases reported countrywide.

“We are declaring an emergency for Harare. This will enable us to contain cholera and typhoid in the city as quickly as possible. We do not want further deaths, so if we do not create this disaster emergency situation, we will continue losing lives.”

The collection of refuse in Harare has become extinct. Garbage has piled up in the streets of the CBD and various residential areas, presenting citizens of the capital with a potential health hazard.

Dr Moyo took a swipe at Harare City Council which he said had failed to attend to sewer bursts in Glen View for the past two months, resulting in the contamination of boreholes.

“Someone slept on duty and this is one of the problems we must tackle as Zimbabwe. People must work. This whole problem is a result of blocked sewers and these were reported, but were never repaired for at least two months. Now we have the whole of Glen View and Budiriro being affected,” said Dr Moyo.

He said while he would seek audience with Local Government, Public Works and National Housing Minister July Moyo on a permanent solution to these recurrent challenges, they had agreed with Harare Mayor Herbert Gomba to immediately clear all sewer blockages.

Dr Moyo said they were also clamping down on illegal food vending with the assistance of the police.

He said development partners were assisting with provision of water bowsers, medical supplies and other non-food items.

“We have a problem, which has to be solved. We need to improve services so that we stop the number of people dying from cholera. There must not be deaths at all,” he said.

Mayor Gomba, who accompanied the Minister on his tour, pledged to fight the outbreak.

“We are working on responsibilities that fall within our mandate but there are also other responsibilities that lie outside our mandate, which Government should also chip in to assist” said Cllr Gomba.

“For instance, for us to collect garbage, we need refuse trucks but we are failing to get foreign currency from the Reserve Bank of Zimbabwe to get our refuse trucks, which have been in South Africa for the past 10 months,” said Mayor Gomba.

He said Government must also prioritise construction of Kunzvi and Musami dams to complement available sources of water for Harare and neighbouring towns.

Asked why the outbreak was spreading so fast both in Harare and across the country, public health specialist Dr Prosper Chonzi said there was a slow response by health officials to the first reported cases.

“The reason why it is spreading so fast is that they delayed in picking it up. Cases were picked up when people had already died and funerals held without supervision,” saaid Dr Chonzi.

“Mourners conducted the same rituals that we practice as Africans such as shaking hands, washing the body of the deceased and so forth and they went back to their homes. Again no follow-ups were done, resulting in the bacteria spreading,” said Dr Chonzi.

He said cases were picked up when people had already died.

Dr Chonzi said there was also a possibility that all ground water in Glen View area, where sewerage has been flowing for the past two months, was contaminated with faecal matter and therefore unsafe for drinking.

“We need to appreciate the mode of transmission of cholera. It is faecal orally transmitted, which means faecal matter would have found its way into the oral cavity of a human being,” he said.

“The natural habitat of cholera and typhoid is sewer. So if sewer finds its way into food or water, people will definitely get the disease,” said Dr Chonzi.

“Right now, I think underground water in Glen View and Budiriro is totally contaminated with salmonella and vibrio (bacteria that causes cholera). So people drawing water from boreholes or shallow wells are drinking water that is already contaminated and will definitely get the disease,” he said.

Terms of Reference for Animated Video on Cross-Border Migrant Child Protection Mechanisms and Publication of Guidebook in line with Save the Children Branding Guidelines

  1. Background: Cross Border Coordination Mechanisms in East and Southern Africa

The last decade has seen a dramatic increase in the global mobility of people. The global regular migrant stock had reached 258 million by late 2017.1 Migrants from poorer countries, which are often harder to capture in official data, are of particular concern from a development and humanitarian perspective: they are often amongst the most vulnerable populations. Because of the overall rise of movement of people, there is also a marked increase of Children on the Move. This is particularly true for East and Southern Africa: even though children make up roughly 15% of the global international migrant stock, this proportion is dramatically larger in East and Southern Africa with 28.2% of recorded migrants being children.2 In some countries this ratio is even higher, with Ethiopia having 47% migrant children.

In many countries in East and Southern Africa clear child protection legislation is in place, but often it is only implicitly and by extension protecting migrant children, failing to recognize their specific risks.

The comprehensive protection of unaccompanied and separated migrant children (USMC) requires the coordination and cooperation of a large range of stakeholders, often from more than one country. Government departments mandated to protect vulnerable children have to interact with immigration and internal affairs departments, departments of education and health, and more particularly across borders, the protection of USMC requires close coordination between governments to ensure that case management is not disrupted or impeded by the national border, ensuring that the children's best interest is the most important guiding principle.

In Southern Africa, over the last 10 years, Save the Children has established bilateral cross-border coordination mechanisms between five governments, growing over the years into a significant improvement in the protection of USMC by harmonising case management, standard operating procedures, and facilitating communication. Save the Children's East and Southern Africa Regional Office's Regional Programming Unit (RPU) continues to work towards expanding the bilateral meetings, particularly in East Africa. In order to communicate this cost effective and successful approach to strengthening the protection of USMC, the RPU is looking to create a short form animated video and a high quality publication.

The video is intended to illustrate the cross-border mechanisms and how in the past 10 years, Save the Children, with support from various donors, has grown a bilateral meeting discussing USMC cases between South Africa and Zimbabwe into a regional mechanism covering most of Southern Africa. The video will make this complex process understandable to a broader audience, trying to generate interest in the approach amongst key stakeholders, partners and donors. Additionally, the video on the regional process will be a tool for country offices to try and increase government commitment, as well as engage neighbouring countries to expand the mechanism to more borders.

The RPU will additionally write a guidebook on establishing cross-border mechanisms for the protection of USMC. This guidebook will draw on the experience from country offices and the extensive project

This guide will be written in-house, but it will require graphic design and layout of the text into a publishable and printable PDF that conforms with the Save the Children branding guidelines, which will also nclude the design of key illustrations and visual elements.

  1. Save the Children - Regional Children on the Move Programme in East and Southern Africa The Regional Programming Unit's (RPU) Children on the Move programme seeks to protect children at risk of or undertaking unaccompanied and unsafe migration in East and Southern Africa through improved national and transnational migration management, including case management and access to child protection systems. It currently coordinates these efforts in Botswana, Mozambique, South Africa, Swaziland, Zambia and Zimbabwe.

  2. Improved transnational cooperation and responsibility-sharing between governments to realise durable solutions for children affected by mixed migration.

  3. Develop an expanded evidence base to guide quality programming on addressing root causes of irregular migration, early unaccompanied economic migration, and preventing unsafe migration in East and Southern Africa.

  4. Improved family tracing and reunification procedures and case management to increase successful reunifications for children crossing borders between Botswana, Mozambique, South Africa, Swaziland, Zambia and Zimbabwe.

The programme is also working with four partners in Botswana and Swaziland, integrating them into the broader COM programme that is active in Mozambique, South Africa, Zambia, and Zimbabwe, in order to achieve that:

  • Children at risk of unaccompanied and unsafe migration in East and Southern Africa access essential and integrated protection, education and health services in countries of origin, transit and destination.

  • Civil society organizations are empowered to strengthen child protection and other essential services for child on the move, including survivors of sexual violence and exploitation in border towns, in Botswana, Swaziland, Mozambique, Zimbabwe, Zambia and South Africa.

  • Communities, including children, are empowered to transform existing social norms that perpetuate children's vulnerability to violence, incl. unsafe migration, PHP and sexual violence.

The RPU further provides cross-learning platforms and opportunities to exchange best practice and build a community of practice focused on child migration. At country level, programmes are context specific, utilizing evidence of national migration dynamics to try and effectively prevent unsafe migration by addressing push factors (e.g. through income generating projects, skills training of adolescents, positive discipline work to address violence at home and in schools) and strengthening national child protection systems to include migrant children (e.g. including unaccompanied and separated migrant children in alternative care systems, developing child migrant specific case management systems, strengthening FTR systems, etc.).

  1. Objective and Scope of Work

The required work is comprised of two components:

Component 1 - Five Minute Video

A short five-minute video, 2D or 3D animated, illustrating the cross-border coordination mechanism, including establishing of the meetings, the programming approach and the benefits of the cooperation of governments to the protection of USMC to a broad audience, including potential donors, NGOs, and government stakeholders.

The video should have a memorable, high quality artistic style that captures often complex processes in a simple and easy to understand narrative, featuring professional voice-overs.

Component 2 - Graphic Design and Layout of Guidebook

Based on a 40-50 page word document, this component requires the design and layout of a booklet in line with the Save the Children branding guidelines, including illustrations/graphs/figures.

The project requires two key outputs:

  • Story board/narrative for 5-minute video for review

  • 5-minute 2D/3D animated video provided in a range of encoding qualities (preferably including UHD)

  • Layout and graphic design of 50 page A4 guidebook for PDF publication and print.

          A Brief History of Repressive Regimes and Their Gun Laws      Cache   Translate Page      

Arguably one of the rights that has seen less government encroachment in the US — in contrast to other activities such as commerce — gun rights are now witnessing unprecedented attacks at the state level and even from politically-connected corporate entities.

Although gun control laws are not created equally in terms of overall impact, gun confiscation holds a special place in the halls of political repression. A trip down memory lane will give us a refresher of how gun confiscation has helped consolidate government power.

The Soviet Union and Its Satellite States

The Soviet Union left its mark as one of the deadliest political regimes in the history of mankind. However, it could not get away with such atrocities without having a complete monopoly on the use of force.

Ironically, the famous Soviet leader Vladimir Lenin called for a proletarian militia in his essay Letters From Afar. Lenin charted out his vision in the following passage:

What kind of militia do we need, the proletariat, all the toiling people? A genuine people’s militia, i.e., one that, first, consists of the entire population, of all adult citizens of both sexes; and, second, one that combines the functions of a people’s army with police functions, with the functions of the chief and fundamental organ of public order and public administration.

Lenin’s ideas manifested themselves in military form once the Military Revolutionary Committee was created in late 1917. Despite the ostensive revolutionary nature, these military forces morphed into another enforcement arm of the State.

To maintain its iron grip, the Soviet Union had to turn to the most proven form of suppression — gun confiscation. On December 10, 1918, the Council of People’s Commissar mandated that Soviet citizens turn in their firearms. Failure to do so, led to criminal prosecution.

Soviet gun control laws remained tight in the following decades, although the government did go out of its way to give Communist Party affiliates privileged access to firearms.

Once World War II came to an end, Eastern European countries took after their Soviet overlords and started implementing gun confiscation, as detailed in Firearms Possession by 'Non-State Actors': The Question of Sovereignty. Several countries stood out during this time period:

These days the word Nazi is tossed around liberally, almost rendering its definition meaningless. Regardless, the history of Nazi Germany should never be forgotten. Interestingly, both sides of the gun debate make mistakes when discussing gun control policy in Nazi Germany.

The pro-gun control side claims that gun rights were actually expanded under Nazi rule, but there is more to this story. The marginal liberalization in gun laws specifically favored the German populace. Independent Institute Senior Fellow Stephen P. Halbrook gives a nuanced account of the Nazi’s gun policy:

In 1938, Hitler signed a new Gun Control Act. Now that many “enemies of the state” had been removed from society, some restrictions could be slightly liberalized, especially for Nazi Party members. But Jews were prohibited from working in the firearms industry, and .22 caliber hollow-point ammunition was banned.

In sum, the Jewish populace was disarmed and had no way of defending itself against the increasingly militant Nazi political operatives.

But pro-gun advocates aren’t exempt from making mistakes in their analysis either.

Second Amendment supporters often attribute gun control’s passage exclusively to Adolf Hitler’s government. However, a more thorough review of history demonstrates that the preceding Weimar government was responsible for passing gun registration. Weimar officials rationalized the passage of gun control in the name of public order, for fear of Nazis and Communists coming to blows on the street.

Unbeknownst to the Weimar government, their gun control framework would later be exploited by the Nazis to disarm the Jews and subject them to one of the most horrific cases of genocide in human history.

Cuba

Once one of Latin America’s most prosperous countries, Cuba succumbed to the siren song of socialism when Fidel Castro took power in 1959.

Similar to the Nazi case, Castro took advantage of firearm registration lists established by the previous government. Once the dictator Fulgencio Batista was deposed, Castro’s tyrannical instincts kicked in. In a speech at the Maestre Barracks of San Ambrosio, Castro exclaimed:

Guns, for what? To fight against whom? Against the Revolutionary government that has the support of the people?

Following this speech, gun confiscation slowly commenced. The Castro government started by targeting rival revolutionary groups, who fought the Batista government but were not Communist affiliates. Then, the Castro government broadened the definition of “rival revolutionaries” to disarm more of the populace.

To this day, Cuba has strict firearms regulations. Government entities like the National Revolutionary Police, the Ministry of the Interior, and the Ministry of the Revolutionary Armed Forces are in charge of regulating firearms.

Like other socialist programs, the Cuban experience has been filled with death and economic destruction. Estimates point to 141,000 Cubans murdered at the hands of the Castro regime, with millions of Cubans fleeing to the United States in search of greener pastures.

Venezuela

It’s no secret that the Venezuelan government has eviscerated property rights and fundamental civil liberties in the crisis beleaguered country. But how has the Venezuelan government been able to stay in power? The Venezuelan government’s civilian disarmament campaign is an oft-ignored abuse of human rights in discussions concerning Venezuela’s political crisis.

The Venezuelan government started by passing the original version of the Control of Arms, Munitions and Disarmament Law. Since then, the law has been modified to broaden the scope of the firearms regulated by the Venezuelan Armed forces, who have the power to register, control, and confiscate firearms.

The day of reckoning came when Venezuela banned the sale of firearms and ammo in 2012, under the guise of fighting crime. Despite the gun ban in place, crime rates continue to skyrocket.

Now Venezuelans have no way of defending themselves against a government that is free to muzzle their speech, expropriate their wealth, debase their currency, and starve them to death. And if that weren’t enough, the average Venezuelan must contend with the constant threat of common criminals and colectivos, Venezuela’s infamous pro-government paramilitary units.

Even in the 21st century, the nasty effects of gun confiscation are still being felt.

Is South Africa Next?

South Africa has recently embraced gun confiscation. According to The Citizen, the Constitutional Court of South Africa ordered the confiscation of about 300,000 firearms on June 7, 2018. To say political tension in South Africa is mounting would be an understatement.

Since ending apartheid, South Africa has embarked on a troubling route of economic statism. To make matters worse, the South African government is currently pursuing land redistribution in order to address so-called racial injustices.

Although politicians from the African National Congress (ANC) party have recently backed down from ramming land confiscation legislation into law, there is no telling what could be in store for South Africans now that gun confiscation has been activated.

It would be a mistake to believe South Africa’s gun confiscation ordinance was a random occurrence; it’s the logical conclusion of South Africa’s current gun control framework. The genesis of this troubling development began with the passage of the Firearms Control Act of 2000, which features an extensive system of gun registration.

It’s easy for anti-gun entities to identify gun owners and confiscate their firearms in the long-run when they have their information on the books. With the wrong political actors in power, yesterday's “common-sense” gun control could be tomorrow's vehicle for gun confiscation.

Time will tell if South Africa will descend down the path of tyranny, but its gun control experiment may prove to be fatal should the country take a turn for the worse.

Gun control may not have a path dependency toward tyranny. However, gun confiscation is an egregious form of gun control that allows authoritarians to steamroll their subjects at will. The way gun confiscation enhances the consolidation of state power is undeniable. A disarmed populace is simply no match for a repressive apparatus that has a monopoly on the use of force.

Gun rights might not guarantee victory against tyrants, but being deprived of them all but guarantees submission.

La diplomática cubana denunció el recrudecimiento del bloqueo de Estados Unidos contra Cuba, que en el último año aumentaron la persecución a las operaciones financieras de la isla con sanciones extremas a bancos extranjeros por tener relaciones de negocios con ese Estado.

El bloqueo, expresó la Embajadora de Cuba en Zimbabwe, representa una flagrante violación de los derechos humanos de todo nuestro pueblo.

Durante la conferencia de prensa, la representante cubana señaló que el gobierno de Washington ignora el reclamo de la comunidad internacional para el fin de medidas punitivas contra Cuba, un tema que cada año consigue el respaldo de la Asamblea General de las Naciones Unidas.

Al respecto la Embajadora dijo que Cuba no abandonará sus principios y no dejará de presentar sus reclamos sobre la eliminación total del bloqueo económico, comercial y financiero impuesto por Estados Unidos.

Por esa razón, precisó será presentada el próximo 31 de octubre ente la Asamblea General la resolución titulada Necesidad de poner fin al bloqueo económico, comercial y financiero impuesto por los Estados Unidos contra Cuba en el 73 periodo de sesiones de la ONU, a iniciarse la semana venidera. Arguably one of the rights that has seen less government encroachment in the US — in contrast to other activities such as commerce — gun rights are now witnessing unprecedented attacks at the state level and even from politically-connected corporate entities.

Although gun control laws are not created equally in terms of overall impact, gun confiscation holds a special place in the halls of political repression. A trip down memory lane will give us a refresher of how gun confiscation has helped consolidate government power.

The Soviet Union and Its Satellite States

The Soviet Union left its mark as one of the deadliest political regimes in the history of mankind. However, it could not get away with such atrocities without having a complete monopoly on the use of force.

Ironically, the famous Soviet leader Vladimir Lenin called for a proletarian militia in his essay Letters From Afar. Lenin charted out his vision in the following passage:

What kind of militia do we need, the proletariat, all the toiling people? A genuine people’s militia, i.e., one that, first, consists of the entire population, of all adult citizens of both sexes; and, second, one that combines the functions of a people’s army with police functions, with the functions of the chief and fundamental organ of public order and public administration.

Lenin’s ideas manifested themselves in military form once the Military Revolutionary Committee was created in late 1917. Despite the ostensive revolutionary nature, these military forces morphed into another enforcement arm of the State.

To maintain its iron grip, the Soviet Union had to turn to the most proven form of suppression — gun confiscation. On December 10, 1918, the Council of People’s Commissar mandated that Soviet citizens turn in their firearms. Failure to do so, led to criminal prosecution.

I’d guess it’ll follow a curve something like that of the late Roman Empire, in which an ever-more bureaucratized state attempts to ever-more minutely regulate the lives of an ever-more disaffected and rebellious citizenry while the economy steadily declines and the military grows ever more ineffectual.
Maybe. With no real productivity, how will the horrendously bloated and corrupt government support itself? Where is real revenue -- after the currency value breaks down? How will they pay the military with US-Zimbabwe dollars? ($USZ on the international exchanges ;-)) I don't see a uniform (or raggedly uniform) deterioration. Some geographic areas will be more economically successful than others. What does, for example, southern California have for an economy, when "technology" becomes irrelevant to the burden of extending existence by achieving food and shelter? I don't see the current form of central government hanging on for more than, oh, wild guess, 20 years. In the current economic situation, the Empire is flat broke. Sure, a brief revolution, a revocation of debt, the establishment of a new constitution, plus new, effective and responsive laws within a flexible framework would be nice. A truly-regulated free-enterprise system would work wonders. But none of that is going to happen. We are infested with the most foul of unrestrained corruption and greed. It will break down, yes, but I see it as deliquescing into regional hegemonies on a satrapy model -- or some variation of the Chinese Imperial system, New World style.

More than 44,000 Catholic women have signed a letter pressing Pope Francis to explain exactly when and how he found out about sexual abuse and misconduct allegations against a high-ranking former cardinal.“Our hearts are broken, our faith tested, by the escalating crisis engulfing our beloved Church,” states the passionately worded letter organized by the Catholic Women’s Forum. “We are angry, betrayed and disillusioned.”“We, your flock, deserve your answers now.”For the past two weeks, Francis’ papacy has been thrown into crisis by claims that U.S. cardinals and Vatican officials covered up for then-Cardinal Theodore McCarrick. Even though the Vatican has known about his allegedly abusive behavior with seminarians since at least 2000, McCarrick received clerical promotions and continued publicly representing the church, The Associated Press reports.The accusations against Francis himself were brought up by the Vatican’s former U.S. ambassador, Archbishop Carlo Maria Vigano. The archbishop, who has long been a critic of the Argentine pontiff, claims Francis rehabilitated McCarrick, lifting canonical sanctions imposed by his predecessor, Pope Benedict XVI.Francis officially removed McCarrick from ministry in June after a church investigation determined that he had sexually abused an altar boy in 1971. McCarrick resigned from the College of Cardinals the following month.Soon after Vigano’s allegations came to light, Francis told reporters that he would “not say a single word” on the subject and suggested that journalists read Vigano’s claims and make up their own minds.The archbishop’s accusations and Francis’ silence have roiled the U.S. Catholic Church, with some in the hierarchy coming to the pope’s defense while others demand a thorough investigation. Although the number of abuse cases involving priests dropped sharply after the Catholic Church adopted reforms in 2002, she said the church is still falling short in holding the hierarchy accountable and acknowledging sexual misconduct by bishops and cardinals.“These women love our Church, and they are heartbroken and appalled, not only at the underlying abuse, but also by an ecclesial culture that looked the other way in the face of egregious sexual abuse and misconduct,” Hasson wrote.The letter to the pope specifically states that the women want to know when Francis learned about McCarrick’s alleged sexual misconduct and abuse, and whether Francis released the former cardinal from any restrictions imposed by Benedict. In the letter, the Catholic Women’s Forum also takes the opportunity to remind Francis how important women are to the church. Fifty-four percent of American Catholics are women, according to the Pew Research Center. Catholic women are more likely than men to say they attend Mass at least once a week (43 percent vs. 35 percent) and more likely to say they pray every day (67 percent vs. 49 percent).“We are not second-class Catholics to be brushed off while bishops and cardinals handle matters privately,” the letter states. “We are the hands, the feet, and the heart of the Church. Harare (AFP) - Zimbabwe on Wednesday banned public gatherings in the capital Harare following a cholera outbreak that has claimed at least 21 lives and left hundreds of people ill over the past week.The outbreak, first detected in the township of Glen View outside Harare, has prompted the health ministry to declare an emergency in the city."In light of the declaration of the state of emergency, the police in Harare will not allow any public gatherings," police spokeswoman Charity Charamba said in a statement."The Zimbabwe Republic Police is appealing to members of the public to take heed of the warning and cooperate as this will assist in alleviating the continuous spread of cholera."The ban came ahead of a planned rally by the opposition MDC party on Saturday at which it was due to hold a mock presidential inauguration of party leader Nelson Chamisa, who it claims was denied victory in the July 30 election due to fraud.At least 21 people, including two pupils from the same school, have died over the past week in Harare from cholera and at least 3,000 haven fallen ill from cholera and typhoid, according to the health ministry."We are now at 3,067 cases... The number of deaths has risen to 21," health minister Obadiah Moyo told reporters on Tuesday.One school was closed in Glen View. - Lack of clean water, infrastructure - Chamisa toured a health facility and called on the United Nations to help contain the situation."It's more than just an emergency it is a national disaster," he said.Britain warned people thinking of visiting Harare about the cholera outbreak and urged travellers to learn to recognise symptoms of the disease.Cholera outbreaks have occurred regularly in the city as authorities struggle to provide potable water and sanitation facilities.Informal housing areas without running water have mushroomed and basic infrastructure has collapsed due to years of neglect.Tests on water samples from some wells and boreholes showed the water was contaminated with cholera and typhoid-causing bacteria.Zimbabwe, which was ruled by Robert Mugabe from independence in 1980 until his ousting last year, suffered its worst cholera outbreak in 2008.A total of 4,000 people died and at least 100,000 people fell ill.President Emmerson Mnangagwa, who succeeded Mugabe, has pledged to revive the economy and improve public services."To contain the outbreak and mobilise resources we have declared a state of emergency in Harare, and are working closely with our international partners," Mnangagwa said Wednesday on Twitter.Amnesty International castigated the authorities for failing to invest in and manage basic water, sanitation and health care systems even after the 2008 outbreak."It is appalling that in 2018, people are still dying of such a preventable disease," said Jessica Pwiti, director of Amnesty International Zimbabwe said in a statement."No lessons were learned from the 2008 epidemic and the outbreak and deaths we're seeing now is symptomatic of a still broken-down sanitation infrastructure and poor sewer management, worsened by shortages of drugs and medical supplies."She urged the Mnangagwa administration to "learn from its predecessor's mistakes" and act urgently before more lives are lost.UNICEF advised Zimbabweans to prevent the spread of cholera by regular hand-washing, drinking only safe water, washing food, cooking it throughly, and avoiding shaking hands.

The Syrian government committed war crimes by using chlorine in three attacks against civilians in 2018, UN investigators said in a report released Wednesday.The forces of President Bashar Assad used the banned chemical weapons in attacks on Douma, near Damascus, on January 22 and February 1, as well as in the northern Idlib province on February 4, the report quoted by Reuters said.An unspecified number of civilians were injured in the three attacks, including women and children.“To recapture eastern Ghouta in April, government forces launched numerous indiscriminate attacks in densely populated civilian areas, which included the use of chemical weapons,” it said.“The Commission concludes that, on these two occasions, government forces and or affiliated militias committed the war crimes of using prohibited weapons and launching indiscriminate attacks in civilian-populated areas in eastern Ghouta.”It added that “the munitions documented were built around industrially-produced Iranian artillery rockets known to have been supplied to forces commanded by the government.”In Idlib “Government helicopters dropped at least two barrels carrying chlorine payloads in the Taleel area of Saraqeb.”The report was based on hundreds of interviews with figures on the ground. It brings the number of chemical attacks confirmed to have been committed by Assad’s troops since 2013 to 33. Six more attacks have not been definitively linked to the regime.On Tuesday US Defense Secretary Jim Mattis said Assad has been well warned against any chemical weapons use in an anticipated assault on Idlib province.The regime has twice been targeted by US air and missile strikes after previous alleged chemical attacks.US officials have in recent days said additional action would follow if Assad were to use the banned weapons in rebel-held Idlib.“In Idlib, we’re watching very closely what the Assad regime, aided and abetted by the Iranians and the Russians are up to,” Mattis told Pentagon reporters.Pointing to a US missile strike on a Syrian air base in April 2017 after Assad’s jets launched an alleged chemical attack in Idlib, Mattis noted that the Syrian leader had suffered massive losses to his air force.“The first time around, he lost 17 percent of his pointy-nosed air force airplanes,” Mattis said, referring to the unusual nose cones on Russian-built jets. “He’s been warned, and so we’ll see if he’s wised up.”A second strike, in April this year, saw British and French militaries assist the US-led mission.Idlib province and adjacent rural areas form the largest piece of territory still held by Syria’s beleaguered rebels, worn down by a succession of government victories in recent months.Assad has now set his sights on Idlib, and his forces have stepped up bombardment of the densely populated province since the beginning of the month.

If Iran chooses to continue pursuing a nuclear program it will face a “military” response, Intelligence Minister Israel Katz warned Wednesday.Katz was responding to the Iranian nuclear chief’s statement that the Islamic Republic’s program stands ready to build advanced centrifuges and further enrich uranium.Ali Akbar Salehi told The Associated Press on Tuesday that Iran wouldn’t be deterred by US President Donald Trump’s sanctions and withdrawal from the global nuclear deal.But Katz said that if Iran presses forward it will face a “direct threat from the United States and its allies.”The US withdrawal from the deal in May has already badly shaken Iran’s economy, crashing its currency, the rial. Katz said Iran could either cave to Trump’s demands or watch its economy collapse.Salehi had said he hoped the atomic deal would survive, but warned the program would be in a stronger position than ever if not.In a veiled threat to Israel, Salehi said the consequences would be “harsh” if there were any new attacks targeting Iran’s nuclear scientists. A string of bombings, blamed on Israel, targeted a number of scientists beginning in 2010, at the height of Western concerns over Iran’s program.Israel never claimed responsibility for the attacks on the scientists, though Israeli officials have boasted in the past about the reach of the country’s intelligence services. “I hope that they will not commit a similar mistake again because the consequences would be, I think, harsh,” Salehi warned.Israel earlier this year removed tens of thousands of documents and other materials from Iran’s secret nuclear weapons program archive, stealing them from under the regime’s nose in a Mossad operation in Tehran. Western experts have suggested these centrifuges produce three to five times more enriched uranium in a year than the IR-1s.While building the facility doesn’t violate the nuclear deal, mass production of advanced centrifuges would. Salehi, however, said that wasn’t immediately a plan.“This does not mean that we are going to produce these centrifuges now. This is just a preparation,” he said. “In case Iran decides to start producing in mass production such centrifuges, (we) would be ready for that.”Salehi suggested that if the nuclear deal fell apart, Iran would react in stages. (Reuters) - Hurricane Florence, on track to become the first Category 4 storm to make a direct hit on North Carolina in six decades, howled closer to shore on Tuesday, threatening to unleash deadly pounding surf, days of torrential rain and severe flooding.Fierce winds and massive waves are expected to lash the coasts of North and South Carolina and Virginia even before Florence makes landfall by early Friday, bringing a storm surge as much as 13 feet (4 meters), the National Hurricane Center in Miami warned. Catastrophic floods could follow if the storm stalls inland, it said.Although Florence was still days from arrival, authorities took extraordinary measures to move people out of harm's way. A Swedish court of appeals on Wednesday overturned a deportation order against a Palestinian man who firebombed a synagogue, saying he would be in danger from Israel because of his crime if returned to the Palestinian Authority.The ruling by the Court of Appeals for Western Sweden was on a motion filed by one of the three migrants convicted of hurling Molotov cocktails at a synagogue in Gothenburg last year in the wake of the US recognition of Jerusalem as Israel’s capital.In June, the Gothenburg District Court determined that the two Palestinians and one Syrian had “violate[d] an ethnic group because of its beliefs,” and sentenced them to jail terms between  one and two years for the arson attack.The court also ordered one of the Palestinian defendants, who was in Sweden on an asylum seeker visa, to be deported back to the PA after completing his two-year sentence. The other two perpetrators, who reportedly had Swedish residency permits, were not ordered deported by the court.But on Wednesday, the SVT broadcaster reported that the deportation order was overturned on appeal since the perpetrator “could be perceived as a threat to other Jews,” and that Israel “might be interested in the matter.” In his decision, the judge said that Sweden “cannot safeguard the man’s fundamental human rights if he is deported to Palestine.”A few days after US President Donald Trump recognized Jerusalem as the Israeli capital last December, a dozen people threw multiple burning objects at the synagogue in Gothenburg, Sweden’s second-largest city.Some 20 Jewish teens participating in a celebration briefly took shelter in a cellar during the attack, but no one was injured, and minor damage to the building was caused.The attack, which was classified as a hate crime, was caught on surveillance cameras, leading to the arrests of the Palestinians and Syrian.There are around 20,000 Jews living in Sweden, according to the Official Council of Swedish Jewish Communities.The Swedish National Council for Crime Prevention says there have been between 150 and 280 anti-Semitic acts, including threats, insults and violence, each year in the past decade.JTA contributed to this report.

TRIPOLI (Reuters) - Rockets were fired late on Tuesday in the direction of the airport in Libya's capital, residents said, forcing flights to be diverted, less than a week after the United Nations brokered a fragile truce between rival armed groups in Tripoli.A spokesman for a faction controlling Matiga airport, the only one functioning in the capital, said there were no casualties or damage. Libyan channels reported that several people had been wounded by the rockets, one of which landed in the Mediterranean sea.Rival groups have been fighting in Tripoli for several days but clashes had been focused on the south of the city. Matiga airport lies in an eastern suburb.A Libyan Airlines flight bound for Tripoli from Alexandria, Egypt, was diverted to Misrata, the airport said on its Facebook page. U.N. chief pushes for protection of civilians in Syria's Idlib-[Reuters]-By Michelle Nichols-YAHOONEWS-September 12, 2018

UNITED NATIONS (Reuters) - United Nations Secretary-General Antonio Guterres on Tuesday appealed to Russia, Iran and Turkey to "spare no effort to find solutions that protect civilians" in Syria's Idlib and said it was "absolutely essential" a full-scale battle was avoided."This would unleash a humanitarian nightmare unlike any seen in the blood-soaked Syrian conflict," he told reporters.An estimated 3 million people live in Idlib - the last major stronghold of active opposition to President Bashar al-Assad. The U.N. has described it as a "dumping ground" for people evacuated and displaced from elsewhere in Syria during the seven-year war.Assad has vowed to retake the region, backed by his Russian and Iranian allies. Syrian government and Russian warplanes began air strikes in Idlib last week in a possible prelude to a full-scale offensive. They say they are targeting terrorist groups."I understand that the present situation in Idlib is not sustainable and the presence of terrorist groups cannot be tolerated. But fighting terrorism does not absolve warring parties of their core obligations under international law," said Guterres.Senior officials from Russia, Iran and Turkey met with U.N. Syria envoy Staffan de Mistura in Geneva on Tuesday. The presidents of Turkey, Iran and Russia met in Tehran on Friday but failed to agree on a ceasefire in Idlib.Russia briefed the 15-member U.N. Security Council on Tuesday on the Tehran meeting, which was held as part of the so-called Astana process."Russia, Iran and Assad are demolishing Idlib and asking us to call it peace. But here's the reality: Astana has failed. It has failed to stop the violence or to promote a political solution," U.S. Ambassador to the U.N. The burial ceremony of former UN secretary general Kofi Annan is currently ongoing, and Nigeria's former President, Olusegun Obasanjo and Senate President Bukola Saraki are leading the Nigerian delegation.

World leaders past and present, traditional rulers and global royalty who described Kofi Annan as an “extraordinary” person who had a “joy of life”, were led by the late diplomat's widow Nane Maria for his final funeral rites.

The current UN Secretary General, António Guterres, in his speech shared one of the popular icon's saying; Guterres quoted him:

“Always remember you are never too young to lead and you are never too old to learn.” When Annan passed on, Guterres said of him: “He provided people everywhere with a space for dialogue, a place for problem-solving and a path to a better world. “In these turbulent and trying times, he never stopped working to give life to the values of the United Nations Charter. His legacy will remain a true inspiration for all of us.”

Aside the Nigerian delegation led by Obasanjo and Bukola Saraki, the president of Ivory Coast and the leaders of Liberia, Namibia, Ethiopia, Niger, Zimbabwe, Germany and Mauritius attended the burial ceremony of the late diplomat.
The ceremony was projected onto big screens outside the auditorium for the crowds of mourners that could not fit inside the venue. Many commuters in the capital wore black as a sign of respect.
On Wednesday, Mr Annan’s family and Ghanaian dignitaries were among hundreds to file past his casket amid traditional rites by local chiefs and clan leaders.

Mr Annan, a Ghanaian of Ashanti lineage, was granted a royal title by the Ashanti king in 2002. The elders said the rites, including presenting him with clothing and water, were necessary to clear the path for a peaceful “travel” for their royal. Some mourners, like New York-based community mayor Delois Blakely, had flown long distances to pay their respects.
