Seventeen years ago today, thousands died in a terrorist disaster neither average citizens nor government officials charged with protecting them saw coming. On this September 11, a million and a half Americans facing a natural disaster are evacuating the Carolina and Virginia coasts.

Thanks to the National Hurricane Center, the National Weather Service, and National Oceanic and Atmospheric Administration satellites, citizens have had days of warning. Your tax dollars at work. Which means, of course, somewhere in an office at a conservative think tank, some theorist is wondering why we don't privatize the lot and make people pay for warnings that could save their lives. Government shouldn't be distorting the market.

Hurricane Florence will likely be the most powerful storm ever to hit this far north on the east coast:

“We do know we’re in the bull’s eye. We’re using this time to get together all the people we need, the equipment that we need, locating our strategic resources,” North Carolina Gov. Roy Cooper (D) said Monday. Local authorities have ordered the evacuation of more than 250,000 residents and tourists from coastal islands and beach towns, where authorities expect a storm surge of at least 10 feet.

Virginia Gov. Ralph Northam (D) on Monday evening ordered the evacuation of roughly a quarter of a million people from sections of the Eastern Shore, Virginia Beach, Hampton, Norfolk and the Middle Peninsula starting Tuesday morning. Northam also activated the state’s entire National Guard to provide help and requested 21 swift-water rescue teams from other states.
That storm surge will be exacerbated by the shallowness of the sea floor, Axios adds:
The Carolinas are uniquely vulnerable to storm surge flooding because the continental shelf extends far offshore, by about 50 miles, which creates a large shallow area that enables a storm to build up water to great heights. (Other hurricane-prone areas, like southern Florida, have a steeper slope offshore, and typically see lower surge amounts.)
As bad as the coastal effects could be, The Daily Beast reports damage from Florence could be devastating far inland:
Meteorologists fear that Hurricane Harvey-style rainfall could deluge the Carolinas causing massive freshwater flooding reminiscent of the devastation in Texas last year, which killed 68 people and caused $125 billion in damage.

Florence, which may have strengthened to near Category 5 strength, is expected to make a direct hit in the northernmost part of South Carolina or North Carolina. Rather than continuing to churn north along the coast, the hurricane is expected to strike the coast head-on and move inland, allowing it to dump vast quantities of water—perhaps more than 30 inches in places—as it slows down.

The U.S. Navy ordered almost 30 ships in the Hampton Roads area of Virginia to put to sea to avoid the storm.

Just weeks ago, researchers at the George Washington University's (GWU) Milken School of Public Health estimated the number of Americans in Puerto Rico who died last year from the effects of Hurricane Maria at 2,975. That event now exceeds the death toll from the September 11, 2001 attacks in New York. Hurricane Katrina claimed more than 1,800 lives in 2005. San Juan Mayor Carmen Yulin Cruz tweeted, "The # of deaths 2,975 reinforces the pain inflicted on the people of PR and the violation of our human rights. THEY WILL NOT BE FORGOTTEN."

Besieged as he is, one might think the sitting president would enjoy the distraction of responding to hurricane recovery at his doorstep with more than paper towels and photo ops. But as Brian Williams observed last night on "The 11th Hour," the hurricane is "a huge empathy challenge for an empathy challenged president." Pray no one tells Trump those low-country coastal counties are part of "the black belt."

          FEMA Simulated A Cat 4 Hurricane Striking East Coast Just Months Before Florence      Cache   Translate Page      

Earlier this year, government disaster planners simulated a Category 4 hurricane strike alarmingly similar to Hurricane Florence unfolding on a dangerously vulnerable stretch of the US East Coast. 

A fictional "Hurricane Cora" was modeled to charge up the Chesapeake Bay and strike Washington, D.C., created by the Federal Emergency Management Agency (FEMA) and Argonne National Laboratory.

Associated Press (AP) said the computer models showed "catastrophic damage" from the hurricane, which some experts warn that Hurricane Florence could produce a disaster comparable to 2005's Hurricane Katrina in the Carolinas and surrounding states.

The fictional hurricane knocked out the power grid for most gas stations in the Mid-Atlantic region, severely damaged a nuclear power plant, and blocked critical shipping channels in the Chesapeake Bay, according to a Department of Energy simulation manual.

"What they were trying to do was create a worst-case scenario, but it's a very realistic scenario," said Joshua Behr, a research professor at Virginia's Old Dominion University who is involved in disaster modeling and simulations.

Realistic indeed, it just so happens that months after the government's Cora simulation, Hurricane Florence, a Category 4 storm is expected to hit the same general area -- roughly 200 miles south of the modeled area in Wilmington, N.C.

On Wednesday, the National Hurricane Center (NHC) said the storm was 575 miles southeast of Cape Fear, North Carolina. It had maximum sustained winds of 130 mph and could make landfall in the Carolinas by the end of the week.

AP also said the fictional storm made landfall in the densely populated Hampton Roads region, causing a massive 15-foot storm surge and more than 9 inches of rain to the coastal area within the first six hours of landfall. Models showed main routes -- used for evacuations as well as for first responders -- in and around the coastal regions of Virginia, were severely damaged and allowed a delayed response of search and rescue teams.

Cora slammed +100 mph sustained winds into three nuclear power stations. One was critically damaged. Models also showed thirty-three major power substations were at risk for storm surge and inland flooding.

Ed Vallee, a meteorologist at Vallee Wx Consulting, warned that "Florence will approach the Carolina coast Thursday night into Friday with winds in excess of 100 mph along with flooding rains. This system will approach the Brunswick Nuclear Plant as well as the Duke-Sutton Steam Plant."

He tweeted several weather models Tuesday morning that forecasts rainfall amounts 15-40" range in some regions along the coast.

One of those models is the ECMWF Total Precipitation, which shows the most torrential rain could be situated around the two nuclear power plants in Wilmington, North Carolina.

Aside from Florence, the fictional storm damaged critical roads, bridges, and debris blocked the Newport News Channel and other waterways.

Coast Guard Station Cape Charles lost power, and Coast Guard Station Chincoteague was severely damaged by high winds. Models also showed cataphoric damage at Reagan National Airport in Washington.

The make-believe hurricane knocked out hundreds of cell towers, and power was lost to 135 data centers in Virginia and another 60 in Maryland.

The scenario projected hurricane-force winds for a 50-mile radius from the storm's center, damaging residential neighborhoods and critical infrastructure.

AP notes that the Cora hurricane simulation makes no mention of deaths and injuries but instead focuses on infrastructure.

Another remarkable similarity between the Cora simulation and Florence's path: already saturated ground on that part of the Mid-Atlantic coast.

"What I fear is that saturation, combined with a storm that kind of stalls out," said Behr, who has studied vulnerable populations in the paths of Hurricane Katrina on the Gulf Coast and in the Hampton Roads region.

If parts of the East Coast, Mid-Atlantic, and or the South East are deluged with water, it could be a Katrina 2.0, Behr said.

"I believe that those patterns are also going to manifest in Hampton Roads if and when a large storm hits," he said. "The vulnerability of our populations are quite similar to New Orleans. Displacement, pain, suffering, property loss. All those things are going to play out in a fashion that has parallels to how Katrina played out."

AP warns that Hampton Roads, a coastal region inhabited by 1.7 million people in cities such as Norfolk, Virginia, and Virginia Beach, could experince difficulties in evacuations.

"I've heard people say Virginia Beach is the world's largest cul-de-sac in the sense that there are not a lot of ways to evacuate," said Michelle Covi, an assistant professor of practice with Old Dominion University and Virginia Sea Grant, a science group that works with other universities in the region on coastal issues.

"You can't go north because of the Chesapeake Bay," she said. "You can't really go south, and in this case you wouldn't want to because the storm is that way. You generally want to go west, but again there are lots of water bodies."

It seems as government disaster planners at FEMA have been preparing for "the big one," maybe it will be Florence?

          Mid-Atlantic retailers and suppliers brace for Hurricane Florence      Cache   Translate Page

SOUTHPORT, N.C. (BRAIN) — Tuesday was supposed to be the grand opening for Matt Jones' second store, which is in this community near the mouth of the Cape Fear River. Instead, Jones spent the day boarding up the new location of City Bicycle Co. ahead of Thursday's expected arrival of Hurricane Florence.

"We're not being evacuated yet, but it's already started to look like a ghost town here, even three days out," Jones said. The mayor of Southport — a quaint town that has been used as the set for many a TV series and movie — ordered all visitors and tourists to evacuate the town Monday. Residents are supposed to leave Wednesday.

Retailers up and down the coast of North and South Carolina and into Virginia and Maryland were boarding up this week as the Category 4 storm bears down. More than 1 1/2 million people have been ordered to evacuate coastal areas ahead of the storm, which could place normally dry land under as much as 10 feet of water. The National Hurricane Center predicts the storm will hit the coast Thursday or Friday and said Florence will remain "an extremely dangerous major hurricane through landfall."

A Hurricane Watch has been declared from Edisto Beach, South Carolina, north to the Virginia/North Carolina border. Some Virginia beach areas also are being evacuated and the mayor of Washington, D.C., and the governor of Maryland have declared states of emergency.

Jones said shipments to the area have already been delayed, so opening his new store properly would have been a challenge in any case.

"We have a lot of inventory in UPS limbo. Everything is jacked up because of the storm," he said.

Jones opened his first store, City Bicycle Co., in nearby Wilmington about two years ago. He said he expects that store to be closed starting Wednesday. The Wilmington store is in an old building that has survived many a storm, so Jones is not overly concerned.

Jones also said he has confidence in his insurance.

"You never know until you have to use it. I've never made a claim; I've just been paying in. Hopefully I won't have to make a claim this time but I'm glad I got it."

Another Wilmington store, Bike Cycles, was open Tuesday but will evacuate Wednesday, operations manager Kyle Mathews said.

Mathews said the plaza where the shop is located is shutting down so there was no choice to stay. The store is located about five miles from the coast but only about three miles from the intracoastal waterfront.

"It went from everyone stocking up on supplies to just getting out of town," said Mathews, who has worked for Bike Cycles for about three and a half years. "Most are heading to Raleigh and Charlotte. We're going to put sandbags at the door and will probably be able to get back in and check on it Friday night."

Mathews anticipates there will be flooding and massive destruction to houses and power lines. The Barrier Islands, which lie just off the coast, are under mandatory evacuation.

"We're in better shape than they are, if you do live out there, you better take what you want to keep and get out," said Mathews, who doesn't live on the islands and will wait until Wednesday morning to decide whether he's evacuating.

Mathews said this the first time Bike Cycles, which is a Specialized retailer that employs eight people full time, has weathered a storm of this magnitude since it opened 12 years ago. The area is a popular beach destination, and the shop does a hefty cruiser and fat bike rental business in the summer.

Down the coast in Charleston, South Carolina, the staff at Charlston Bicycle Company, the city's oldest bike shop, was preparing to close early Tuesday and likely remain closed Wednesday.

"We'll just play it by ear and hold down the fort," service manager Jeff Moore said. "We've boarded up the store in the past, but we're still playing it by ear. We have wood at an off-site location that we can always bring up here if we really need to. We all live pretty close, so we can get here and guard the shop if we need to."

The accessory brand and distributor Serfas has a third-party warehouse in Wilmington, which closed Tuesday, said Erik Braucht, the general manager of the Arizona-based company. "They shipped everything we sent (Tuesday) but ... Fedex informed them no pickups after tomorrow. The building has weathered big hurricanes before and the product is insured so it is mainly keeping the staff safe and with their families so they are closing the rest of the week as of end of day today," Braucht said. 

Defeet is hopeful

Sock maker Defeet International is based in Hildebran, North Carolina, far from the ocean. But company founder Shane Cooper said he was preparing for a major storm. "Cat 4s do not mess around," he said. Cooper well remembers Hurricane Hugo, which hit the area in September 1989, leading to about 30 deaths in South Carolina and billions of dollars in damage to the region.

"It was terrible. The problem was the aftermath, trees were down everywhere and if my memory serves me correct no power for like 15 days. I didn’t even have running water. Surviving the winds and rain is the first wave, the next wave last a long time. It was hot and muggy with no AC. No cold beers, no hot food. Fallen trees shut down most roadways. The root systems get saturated and wind will topples them," he told BRAIN. 

For Florence, Defeet has prepared generators to run phone, servers and computers, and headlamps to pick orders. "We hope to have no interruptions. We will cover all our work stations with plastic and make sure they are away from windows," he said. 

"Our hopes are that Florence heads back out to sea," he said. "But we must prepare for the worst. This is a very serious storm, I hope folks heed the warnings and find shelter. Not sure how many times I said hope, but we sure have a lot of it."Toby Hill

          Operation Blessing Preps Relief Teams as Florence Closes In      Cache   Translate Page      

Operation Blessing International, the Virginia Beach-based humanitarian organization, will prestage two disaster relief teams ahead of an expected strike by Hurricane Florence.

An advance team will be prestage in Emporia, Virginia, beginning Wednesday afternoon. Emporia is strategically-located west of the coast and is also adjacent to Highway 95, which runs south towards what is anticipated to be the hardest-hit areas from Florence. This team will ride out the storm in Emporia and deploy as quickly as possible afterwards with the following equipment:

  • Mobile kitchen with the capability to serve 1,000 hot meals a day
  • Construction trailer loaded with tools and emergency supplies
  • Dehumidifier trailer with the capability to dry out and sanitize flooded homes
  • Two box trucks full of emergency relief supplies (two pallets of bottled water, four pallets Home Depot flood kits, MREs, enough food to supply the mobile kitchen to prepare 9,000 hot meals, two field kitchen ovens, tools and supplies to support volunteers responding with OB)

A second team will prestage at the CBN campus on Centerville Turnpike to aid in local recovery efforts and coordinate volunteers.

The CBN property is at a higher elevation and is not expected to flood.

The deployment team will ride out the storm and deploy as quickly as possible afterwards. Equipment includes:

  • Mobile command center
  • Mobile kitchen
  • Construction trailer (full of tools for volunteers to help affected residents)
  • Kohler shower trailer with auxiliary 1,500-gallon tank
  • 80-kw generator
  • Box truck full of emergency relief supplies (two pallets of bottled water, Home Depot flood kits, MRE's, food to supply the mobile kitchen to prepare 3,000 hot meals, tools and supplies to support volunteers responding with OB)

Operation Blessing team leaders are working in conjunction with local emergency management officials in Hampton Roads and may adjust plans if the storm changes track. The organization expects to call for volunteers after the storm departs; stay tuned for further details on how and where to volunteer. {eoa}

Concerts and sporting events unfortunately won’t provide much of a diversion for people in the path of Hurricane Florence this weekend.

Several notable concerts, festivals and games have been postponed or outright canceled due to the expected arrival of the storm.

Here is a list of notable events that won’t take place this weekend as scheduled.

Concerts

  • The Zac Brown Band has canceled concerts scheduled this weekend for Charlotte (Thursday), Raleigh (Friday) and Virginia Beach (Saturday). No reschedule dates have been announced.
  • Alan Jackson has postponed concerts in Charlotte on Sept. 14 and 15. No reschedule dates have been announced.
  • Jason Aldean's concert in Cincinnati has been canceled due to heavy rain in Ohio from Hurricane Florence, which has caused the Ohio River to rise above flood stage.  

     

Festivals

  • J. Cole’s Dreamville Festival, a one-day event scheduled in Raleigh that was supposed to feature Cole, SZA, Young Thug, Nelly, Big Sean and others, was canceled with hope of rescheduling at a later date.  
  • The Soul Day Junction Music Festival in Charlotte, a two-day event, has been postponed with a reschedule date to be announced later. 
  • The H Street Festival, Washington D.C., an annual festival with arts, music and food vendors, has been rescheduled for Oct. 13.
  • DC VegFest, an annual festival with vegan foods and products, has been canceled and won’t be rescheduled. This is the first time in the 10-year history of the event it won’t take place. 
  • The Alexandria King Street Art Festival, an annual event in Alexandria, Va., has been rescheduled for Sept. 22 and 23.

          Millions on the U.S. coast prepare as monster storm approaches      Cache   Translate Page      

Millions of people in the path of Hurricane Florence are frantically preparing for a monster storm that’s anticipated to make landfall as early as Friday afternoon. Residents in states from Virginia to Georgia – especially those who live in flood-prone areas or on the coast – must decide whether to stay or go.

Here are some snapshots of a region awaiting the hurricane:

Hunkering down with the cats

One South Carolina family living two blocks from the ocean thought long and hard about leaving before Hurricane Florence hit, but they just couldn’t afford it.

Mercedes O’Neill said she is scared to be in her North Myrtle Beach home with her boyfriend, her 6-year-old daughter and a son due Sept. 27 when the winds and rain pick up. But she says they couldn’t afford to stay in a hotel or to drive to a shelter. And she didn’t want to leave her cats behind.

A family member rented a room, but when the storm slowed down, they couldn’t afford any extra days.

O’Neill’s boyfriend Kelly Johnson says the couple needs to get back to work as soon as they can and returning after an evacuation can take several days.

A final glass of wine

Hours before a mandatory evacuation took effect, Wrightsville Beach, North Carolina, resident Phoebe Tesh paused while loading her car to have a glass of wine on the steps of the house where she and her husband rent an apartment.

“We just love it down here so much we want to spend as time as we can,” she said.

Tesh, who works in information technology for UNC-Wilmington, said she and her husband have been ferrying valuables to her parents’ house on the mainland in Wilmington, where they planned to ride out the storm.

“We started out with anything that cost over $200. Now we’re down to anything over $30,” she said, waving toward an SUV crammed with plastic bins and various items, including a block of chef’s knives. “Next time, we need a box truck.”

She and her husband, a professor at UNC-W, love the beach so much they sold a house on the mainland to rent there full time five years ago. She said they typically evacuate for major storms, and even neighbors who tend to ride out hurricanes are leaving.

“We don’t know of anyone who’s staying for the storm,” she said.

Coming out of retirement to help

Looking over a fleet of utility trucks staged near Charlotte Motor Speedway, retired utility worker Paul Anderson confessed Wednesday that he gets a rush from helping out with recovery efforts. The pay is good, but that’s not why he does it.

“It’s adrenaline,” said Anderson, 59, of Lake City, Florida. “As soon as I get the call to go to work, I’m a changed man. My wife will tell you that. It makes you feel good to go help people. Plus, you get paid.”

Anderson didn’t hesitate this time, gathering people from Florida and Alabama and preparing to roll toward Wilmington, North Carolina. At least two dozen trucks were parked near the speedway as workers loaded equipment into a trailer.

“When (my boss) asked me if I’d go down to the coast, I said yeah. And he said ‘You know what you’re getting into, don’t you?’ and I said, ‘That’s where I want to be. I want to be right in the middle of it.“’

Finally, Anderson admitted to one fear.

“I’m scared of the water,” he said. “I’m not scared of the wind. (Hurricane) Irma had a lot of wind. You don’t want to be out in it but you can protect yourself from that. This water thing, we’ve never had to face that.”

Learning from past experience

Seth Bazemore lives in one of the most flood-prone neighborhoods in Norfolk, Virginia: A sliver of land known as Willoughby Spit that juts into Chesapeake Bay like a hitch-hiker’s thumb.

Previous hurricanes have made him a survivor.

On Wednesday, his brick house was lined with sandbags. Six bilge pumps sat inside on the ground floor, ready to push out the heavy rains and possible flood surge that the outer bands of Hurricane Florence are forecast to deliver.

“It looks like a ship moored to a pier,” said the 62-year-old engineering manager at Newport News Shipbuilding, a nearby shipyard the builds aircraft carriers and submarines for the U.S. Navy.

“I’ve learned from past experience,” he said. “But believe you me, if I think it’ll be worse and more than my setup can handle, we’re out of here.”

Bazemore was feeling some relief Wednesday. The forecast showed that Florence may strike the East Coast even further south in the Carolinas and bring less rain and wind to Virginia.

Evacuating with a newborn

Colin Richards was among the military personnel leaving coastal Virginia and North Carolina ahead of Hurricane Florence. Many of the region’s ships had already headed out to sea.

The 28-year-old mostly was concerned for his daughter, who is one month and two days old.

“It’s very simple,” he said Wednesday morning. “We don’t want to live without power with a newborn.”

Richards is a U.S. Navy diver based at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach. He and his wife, Louilyn, live in the Norfolk neighborhood of Oceanview, which sits on the southern edge of the Chesapeake Bay.

Florence is projected to strike the Carolinas. But heavy rains, winds and flooding are expected in Virginia.

“It’s just not worth the risk,” Richards said. “We’ve lost power frequently in the past.”

The family planned to head to Grand Rapids, Michigan, where Richards is from. He said many of his neighbors in Norfolk planned to wait out the storm with generators.

Identical twins Kathleen and Kristina Cuce had been opposed to the use of animals in circuses for as long as they could remember. But it wasn’t until they were 15, when Kathleen was doing research for a school project on circus animals, that she and her sister learned of all the abuses animals suffer not only to provide “entertainment,” but food, product testing, clothing, accessories, and more.

“I had to go to PETA headquarters in Norfolk [Virginia] to get information, but I was sick, so Kristina went for me and picked up some pamphlets,” Kathleen recalls. “There was one pamphlet in particular that had information about the treatment of animals in slaughterhouses, and it really disturbed me.”

It was then that Kathleen decided to become vegetarian. Her sister followed suit soon after, and today, the 37-year-old Virginia Beach residents are not only vegan, but run a successful cruelty-free business and spend countless hours on animal rescue missions.

Functional fan footwear
The youngest of four daughters, Kristina and Kathleen spent their teenage and college years working in their parents’ Italian restaurant. With a strong work ethic and entrepreneurial spirit, they knew they wanted to start their own business. Because they were both fashion aficionados with a penchant for footwear—and frustrated with the lack of animal-skin- or fur-free options—they began looking into making shoes and boots, but not just any shoes and boots.

Die-hard Colts fans, they went to an NFL game at Lucas Oil Stadium in Indianapolis. By the time they made their way from the parking lot to the stadium in inclement weather, their feet were soaked.

“We thought it would be great if we could get rain boots with a Colts logo, so we went to the pro shop and the employees told us that they didn’t carry footwear,” Kathleen says. “They had everything else under the sun with the Colts logo, but not footwear.”

“So we came home and looked into it,” Kristina continues. “And licensed footwear did not exist.”

Time well spent
While the Cuce sisters—who are both married and have two rescue dogs each—are committed to the continued success (and expansion) of their business, their hearts and souls are in their volunteer animal rescue efforts. They, along with their two older sisters, work with several animal welfare organizations in the South, donating time and money to coordinating rescues with transporters and finding foster and forever homes for animals.

“We run it like a business because we need to work really quickly sometimes to get dogs out of dangerous situations or out of kill shelters,” Kristina says, adding that they have a “very thorough” screening process to make sure the dogs go to good homes. They also have a strong social media presence where they give “pupdates” on how dogs they have rescued are doing.

“We have heard wildlife cry for their babies. We have rescued dogs and seen the transformation from being petrified to having so much love. All beings have feelings,” Kathleen says. “They say ignorance is bliss, and I certainly believe that. There are some days I wish I did not know what happens in regards to factory farming, furriers, and dog fighting. The knowledge can take you to a dark place.”

And while it is difficult for Kathleen and Kristina to process the magnitude of animal suffering, they plan to keep plugging away, doing what they can professionally and personally, to help all animals.
