Con questo mio modestissimo contributo, spero di poter essere d’ausilio ad altri studenti, giovanissimi inesperti, magari ancora al primo anno di università, come me, ma già con un sogno ben delineato: far parte di quei “tuffatori dell’invisibile”, che  s’impegnano ogni giorno per restituire all’umanità la dignità che le è propria, con lo studio, la ricerca, l’amore per il proprio lavoro. Sono fermamente convinta che scienza, filosofia, economia e politica siano legate in maniera indissolubile e che solo insieme possano dare una visione completa di quel magico microcosmo che l’essere umano rappresenta. Il Centro Studi per l’ Evoluzione Umana  incarna questo concetto, il metodo dell’ Integrazione delle Scienze è molto più che un modello di ricerca:   a me piace pensarvi come ad un obiettivo fotografico a 360°, che catturi tutta la conoscenza di cui l’uomo sia capace. Il mio lavoro è incentrato sull’intensa attività del Centro in materia di Diritti Umani, dall’accurato studio condotto sui fondamenti scientifici al concreto impegno al fianco delle Nazioni Unite.


Non sono ancora una guida esperta, ma posso accompagnarvi all’inizio di questo viaggio nell’anima.


 


 


Abstract


 


All’alba del nuovo millennio torniamo a confrontarci con necessità sempre più urgenti, prima fra tutte la tutela dei Diritti Umani. Noi giovani studiamo sulla carta, nei casi fortuiti in cui i programmi di studio lo prevedano, il processo storico che ha portato alla Dichiarazione Universale dei Diritti Umani, da parte delle Nazioni Unite, nel 1948, ma la maggior parte delle volte il nostro studio si ancora sugli articoli. Si fa fatica a ritrovare nella realtà circostante quei principi attuati e meno che mai ci è dato di trovare la dignità umana collocata al vertice dei valori. Viviamo negli anni della “commodification”, termine coniato dall’americano Ehlstain, per indicare un’età in cui ogni valore morale, ogni principio cade soggetto alle leggi di mercato e perde dignità. È vero che il pensiero occidentale sa sempre si basa sul dictum aristotelico secondo cui “ognuno ha un suo preciso dovere”, ma di fatto, accanto a questo principio formale, noi ne applichiamo sempre due materiali: “ ad ognuno secondo i suoi meriti”, e  “ad ognuno secondo la sua capacità di pagare”. Forse è proprio il nostro pensiero la causa prima della progressiva perdita di dignità e morale, intese non solo come caratteristiche individuali, ma collettive. Eppure la stessa nostra Costituzione, negli articoli 1, 2, 3 sancisce , accanto al principio individualistico, il principio solidaristico, prestando particolare attenzione al singolo in relazione alla collettività. Cosa impedisce allora il totale rispetto dei Diritti Umani, tanto nei paesi più industrializzati che in quelli in via di sviluppo? Se la ricerca , il sistema politico e non meno quello economico, presentano falle, allora è doveroso tornare indietro, ripartire dal pensiero e da un uomo “integro”, per capire, trovare una risposta e cambiare.


 


La Dichiarazione Universale dei Diritti dell`uomo



Con l’esplicito scopo di preservare la dignità e il valore dell’essere umano, l’ Assemblea Generale delle Nazioni Unite adotta, il 10 Dicembre 1948, la Dichiarazione Universale dei Diritti dell’Uomo, nella convinzione che negare agli esseri umani i loro diritti fondamentali significa preparare un futuro scenario di sconvolgimenti politici e sociali, di guerra e di conflitto tra i gruppi sociali.

Si vive infatti il periodo immediatamente successivo alla Seconda Guerra mondiale, una delle fasi più oscure della storia dell’umanità che ha appena visto il disastro morale e la rovina dell’olocausto degli Ebrei, dello sterminio delle altre minoranze etniche e della potenza distruttrice delle due bombe atomiche. Si cerca insistentemente la sicurezza della pace per tutti i popoli . E’ questa la ragione per cui i gli articoli della Dichiarazione costituiscono una presa di responsabilità degli Stati Sovrani, nei confronti del genere umano, nella tutela e nella promozione di diritti specifici, posti alla base di ogni convivenza.In realtà però essa non è un documento legalmente vincolante, ma una affermazione ed elencazione di principi, un appello, rivolto ad “ogni singolo individuo ed ogni singola organizzazione sociale”.

Nonostante ciò la Dichiarazione gode nell’immediato di grande autorità morale, influisce sul lavoro dell’ ONU e ispira trattati internazionali, costituzioni e leggi interne dei singoli stati, contribuendo in maniera decisiva all’evoluzione del diritto internazionale: costituisce il primo passo verso la realizzazione della “Carta Internazionale dei Diritti Umani”.


I principi fondamentali


La Dichiarazione Universale dei Diritti dell’Uomo si basa essenzialmente su alcuni principi generali:


libertà


uguaglianza


tolleranza


universalità


inalienabilità


solidarietà.


 


 


La libertà è il principio fondamentale su cui si sono basate tutte le Dichiarazioni e le Costituzioni a partire dal XVII secolo.

Benché il termine sia noto a tutti , in pochi realizzano che esso può assumere diversi significati: quello di libertà individuale (dalla schiavitù, dalla tortura, dai maltrattamenti, dagli arresti arbitrari…), e quello legato alle aspirazioni di ciascuno di noi (libertà di opinione, di parola, di associazione, di lavoro e di credo…).

I Diritti Umani prevedono il non abuso dei diritti altrui, quindi la libertà è anche quella di consentire agli altri le stesse libertà.

Il concetto di uguaglianza si basa, invece, sul fatto che, data per scontata l’esistenza delle differenze, di origine etnica, sesso, colore, religione, etc.., tutti condividiamo la condizione di esseri umani, e perciò abbiamo uguali diritti sia politici, civili sia sociali.Nelle campagne che, nel corso degli ultimi anni sono state affrontate, a favore dell’uguaglianza razziale o sessuale,si trova insito il desiderio degli uomini di essere trattati ugualmente e di avere le stesse opportunità.

Legato al binomio uguaglianza-diversità è di certo il concetto di tolleranza. Questo principio, centrale nella trattazione e nella elaborazione dei Diritti Umani, implica la volontà e la capacità di accettare le differenze di qualsiasi genere.

I Diritti Umani sono, inoltre, universali, sono propri della natura di tutti gli uomini. Inoltre, benchè la terminologia della D.U.D.U. sia di certo legata ai limiti dell’epoca in cui viene elaborata, essa non è riconducibile a una espressione di cultura particolare. Infine l’universalità dei Diritti Umani è attestata dal fatto che la Dichiarazione Universale è stata progressivamente recepita dalle legislazioni di tutti i paesi del mondo.

Altro principio di base è quello dell’inalienabilità: nessun uomo può essere privato dei suoi diritti, questo semplicemente perchè non è possibile rinunciare alla condizione di essere umano. Questo concetto è spesso contestato da tutti coloro i quali, favorevoli alla pena di morte, sostengonoche, chi si è reso colpevole di efferati delitti, ha automaticamente perso il diritto alla vita.

Infine, l’ultimo caposaldo è quello della solidarietà: la comune condizione di esseri umani ci spinge a comportarci solidarmente con coloro i cui diritti vengono negati.


 


 


La struttura della Dichiarazione Universale dei Diritti Umani


 


La Dichiarazione Universale elenca i diritti di ciascun essere umano:


alla vita, alla libertà, alla sicurezza


alla eguaglianza di fronte alla legge


ad un processo equo, pubblico ed alla presunzione di innocenza


alla libertà di movimento


alla libertà di pensiero, coscienza e religione


alla libertà di opinione


alla libertà di riunione e di associazione.


Inoltre insiste affinché nessuno sia:


trattenuto in schiavitù


soggetto a tortura o a trattamento o punizione crudele inumano o degradante


arbitrariamente arrestato, detenuto o esiliato.

In più stabilisce il diritto:


a una nazionalità


a sposarsi


a possedere proprietà private


a prendere parte alla vita politica della propria nazione


a lavorare e a ricevere una paga proporzionata al lavoro svolto


a godere del riposo e del tempo libero


ad avere uno standard di vita ed una educazione adeguati.

I diritti riconosciuti all’interno della Dichiarazione sono di due tipi, i civili e politici e i sociali e culturali, che sono considerati interdipendenti, pur ricevendo una trattazione separata.

Essi sono elencati all’interno di 30 articoli preceduti da un preambolo che si riferisce chiaramente alla seconda Guerra mondiale nel riferimento agli “atti di barbarie che offendono la coscienza dell’umanità”.

Gli articoli 1 e 2 stabiliscono come fondamento del sistema della Dichiarazione, il principio dell’uguaglianza, affermando che “tutti gli esseri umani nascono liberi ed eguali in dignità e diritti”.

Gli articoli che vanno dal n. 3 al n. 21 affrontano la trattazione dei diritti politici e civili, nello specifico dal 3 all’11 vengono elencate le libertà individuali, dal 12 al 17 vengono stabiliti i diritti dell’individuo nei confronti della comunità in cui egli vive, dal 18 al 21 viene sancita la libertà di pensiero e di associazione, ed infine il 28, il 29 e il 30 danno le disposizioni per la realizzazione dei diritti stessi.




Uno sguardo alle Leggi Internazionali

Evoluzione storica


Dopo il 1945 si assiste ad una nuova fase per i diritti umani : poichè la Dichiarazione Universale non risulta essere vincolante dal punto di vista legale per gli Stati aderenti, essi vengono affrontati ed elencati in documenti di diritto internazionale, come per esempio le Convenzioni, ed hanno luogo importanti eventi:


La nascita del Tribunale di Norimberga, all’interno del quale vengono definite le cosiddette grossa violazione come crimini internazionali, in relazione ai quali la responsabilità dell’individuo trascendono la sovranità dei Singoli Stati;


lo Statuto delle Nazioni Unite, che accoglie esplicitamente il rispetto dei diritti umani tra i suoi scopi primari;


la Carta delle Nazioni Unite dei Diritti Umani, che Comprende la Dichiarazione Universale e i Patti Internazionali del 1966,all’interno dei quali gli esseri umani sono, per la prima volta considerati soggetti di diritto internazionale e non oggetto di tutela;


la Creazione di forme di controllo del rispetto di tali diritti;


Il Tribunale Internazionale per i crimini commessi nella ex-Jugoslavia, primo passo verso la costituzione di un tribunale che permanentemente giudichi sui crimini e sulle violazioni;


Il Tribunale Penale Internazionale, il provvedimento più recente nella lotta alle violazioni dei Diritti Umani in


 


La Carta dei Diritti dell’Uomo e gli altri documenti internazionali


La Dichiarazione Universale , costituisce la prima parte della Carta delle Nazioni Unite dei Diritti Umani, che comprende anche il Patto Internazionale sui Diritti Civili e Politici e la Convenzione Internazionale sui Diritti Economici Sociali e Culturali.

Il primo, ricollegandosi evidentemente agli artt.3-21 della DUDU, garantisce la protezione del diritto alla vita, vieta tassativamente la tortura, i maltrattamenti, la schiavitù, l’arresto e la detenzione arbitraria, ponendo l’accento sul fatto che chiunque sia privato della libertà deve essere trattato umanamente. Esso inoltre garantisce il principio dell’uguaglianza tra tutti gli uomini.

In un secondo momento è stato elaborato, in aggiunta, il Protocollo Opzionale del Patto Internazionale sui Diritti Civili e Politici, una parte introdotta per proteggere i diritti civili e politici di quei singoli che

ritengono di essere vittime di una violazione di uno dei diritti citati nel testo del documento, da parte dello Stato e per il quale lo Stato firmatario riconosce la competenza del Comitato dei Diritti Umani.

Il secondo, invece rifacendosi agli artt 21-27 della Dichiarazione Universale, affronta specificatamente argomenti come il diritto al lavoro, il tema della protezione della famiglia, il diritto alla sicurezza sociale, all’educazione ad all’assistenza sanitaria.

Anche in questo caso, i contraenti si assumono l’impegno di garantire i diritti elencati senza discriminazione alcuna di razza, colore, sesso, lingua, religione, opinione politica, origine sociale, nazionale, nascita o altra condizione.

L’attività delle Nazioni Unite nel campo dei Diritti Umani non si è conclusa con i Patti del 1966, ma ha prodotto altri importanti documenti come, per esempio, la Convenzione Internazionale sull’eliminazione di tutte le forme di discriminazione razziale (21 Dicembre 1965) o la Convenzione per la salvaguardia dei Diritti dell’uomo e delle libertà fondamentali.

Particolare importanza riveste la Convenzione sull’eliminazione di tutte le forme di discriminazione nei confronti della donna, adottata dalle Nazioni Unite nel 1979, all’interno della quale viene finalmente affrontato il problema della discriminazione basata sul sesso. Infatti, pur essendo stata la questione diverse volte affrontata in molte risoluzioni precedenti, questa è la prima occasione in cui il tema viene analizzato esplicitamente, in maniera diretta prevedendo anche un’azione di controllo, attraverso disposizioni sulla costituzione di un Comitato per l’eliminazione della discriminazione nei confronti della Donna, eletto per la prima volta il 16 Aprile 1982, la cui funzione è quella di esaminare regolarmente i rapporti degli Stati sulle misure adottate in conseguenza delle disposizioni della Convenzione e valutarne i progressi.

Un altro basilare documento è la Convenzione contro la tortura e ogni altro trattamento o punizione crudele, inumana o degradante, adottata dall’Assemblea Generale dell’ONU il 10 Dicembre 1984, all’interno della quale viene data una precisa definizione di che cosa sia la tortura “ogni atto per mezzo del quale un dolore o delle sofferenze acute, sia fisiche che mentali, vengono deliberatamente inflitte ad una persona da agenti della pubblica amministrazione o su loro istigazione o comunque da altre persone che agiscono in posizione ufficiale, ai fini principalmente di ottenere da questa o da un terzo delle informazioni

o delle confessioni, di punirla di un atto che essa ha commesso o che è sospettata di avere commesso, o di intimidirla o di intimidire altre persone…” e viene stabilito che “nessuna circostanza eccezionale, neppure la minaccia o lo stato di guerra, od ogni altra situazione di emergenza può essere invocata come giustificazione della tortura.

Infine stabilisce che ogni Stato membro predisponga l’informazione e l’educazione sulla proibizione della tortura .


 


 


 


I Centro Studi per l`Evoluzione Umana e` sempre stato in primo piano nella difesa e nella diffusione di una coscienza universale dei diritti umani. Tra le numerose attivita`:


 


Convegno di studio sul tema: “Fisiologia di uno Stato democratico: comparazione tra diritto positivo e realtà concreta” (Palazzo di Giustizia, Roma, 1992) organizzato insieme alla Corte Suprema li Cassazione.


 


Conferenza Europea di lancio del Decennio per l’Educazione ai Diritti Umani (Palazzo Barberini, Roma, 1993).


 


Costituzione, come previsto nella Dichiarazione Conclusiva della Conferenza Europea, di un Comitato Permanente Internazionale per l’attuazione del  HYPERLINK “http://www.ceu.it/corso-3-diritti.htm” t “principale” Decennio per l’Educazione ai Diritti Umani (riunitosi alla Scuola di Perfezionamento per le Forze di Polizia, Roma, 1994).


 


A cinquant’anni dalla costituzione dell’ONU la proclamazione del Decennio per l’Educazione ai Diritti Umani” (Scuola li Perfezionamento per le Forze di Polizia, Roma, 1995), convegno internazionale organizzato in collaborazione con il Comitato nazionale per il cinquantenario della costituzione delle Nazioni Unite, il cui rapporto introduttivo è stato tenuto dall’Alto Commissario ONU ai Diritti Umani.


 


I diritti umani come fondamento politico per una coscienza democratica: priorità d’intervento (Aula Magna, Università La Sapienza, Roma, 1996) convegno internazionale organizzato con il supporto dell’Unione Europea nell’ambito del Decennio ONU per l’Educazione ai Diritti Umani e del Semestre di Presidenza italiana dell’Unione Europea.

Tuttavia alcuni particolari hanno reso e continuano a rendere l`apporto del Centro innovativo ed essenziale: in primis la capacita` di saper cogliere i punti fondamentali dell`impegno internazionale alla difesa dei diritti umani, focalizzando le energie su obiettivi precisi, tramutando I propositi in un solido e continuo impegno, nel campo dell’educazione ad esempio.

Insegnare i Diritti Umani


È possibile insegnare i diritti umani? A chi spetta questo compito? Come si può fare? In che modo si può essere efficaci? Il CEU ha fornito più risposte tramite corsi di formazione ai Diritti Umani:


I diritti umani, come la pace, si insegnano e si imparano. Ma per «insegnare i diritti umani» è necessario percorrere un itinerario nuovo. Educare ai diritti umani è una responsabilità di tutti: della scuola, certamente, ma anche degli Stati, delle regioni, degli enti locali, dei mezzi di comunicazione e, più in generale, di tutte le forze educative. L’educazione ai diritti umani non si deve limitare all’insegnamento dei valori e dei principi ma deve essere orientata all’azione. La premessa fondamentale è che i diritti umani si insegnino rispettando i diritti umani. Non si può parlare di pace o di diritti umani con metodi che li contraddicono o li negano.


La promozione e la difesa dei diritti umani non può prescindere da una corretta e continua attività di educazione, che, in qualche modo, ne rappresenta la premessa essenziale.


I corsi sono destinati a magistrati, avvocati, ai funzionari di Polizia e delle Forze Armate e soprattutto ad insegnanti, perché  un insegnante è il primo a dover educare ai diritti umani, percorrendo una strada nuova, riconoscendo l’importanza dell’integrazione delle diverse materie scegliendo il metodo della partecipazione, mettendo da parte le dinamiche della competizione, i comportamenti autoritari e repressivi, l’insegnamento senza relazione, il trasferimento di informazioni senza comunicazione.


L’educazione ai diritti umani ha alla base moderni contenuti interdisciplinari e deve favorire i legami comunitari nella scuola, nella classe, con la famiglia, ecc. È un’educazione che lotta contro le violazioni e le discriminazioni, che prepara le persone a sostenere e difendere la democrazia, la tolleranza, la non violenza. Educare ai diritti umani significa imparare a coesistere, a convivere, a cooperare con persone di diversi gruppi sociali e culturali, sentendosi portatori e depositari della stessa dignità. Per questo è importante ricordare che insegnare i diritti umani significa evitare «le prediche» e tutte le forme di ipocrisia. Significa insegnare in modo da rispettare i diritti umani già nella classe e nello stesso ambiente scolastico. Significa educare ai diritti umani con i diritti umani.


 


 


La forza della Legge al servizio dei Diritti Umani


 


E’ interessante notare quanta attenzione il CEU abbia rivolto e continua a rivolgere alla formazione dei membri degli apparati di tutela, come Polizia, Guardia di Finanza. Ad essi, in qualità di rappresentanti dello Stato, spetta il dovere e proteggere e garantire la dignità di ogni cittadino. Eppure  l’intero apparato delle forze preposte all’ordine sociale risulta ancora oggi non completamente efficiente, sotto accusa per incomprensione delle esigenze degli stessi cittadini. La causa non risiede nella mancanza di uomini, ma nel sottovalutare il rapporto diretto con il cittadino. Dobbiamo riconoscere che il cittadino non possiede nei riguardi delle forze dell’ordine una completa fiducia ed un’immagine onorevole di esse. Di fatto, le forze dell’ordine stentano ad abbandonare i prevalenti mezzi coercitivi a vantaggio di una maggiore conoscenza dell’individuo. Vengono trascurate semplici conoscenze di psicologia e soprattutto le potenzialità del cervello umano, il suo funzionamento e le modalità di rieducazione.  L’intervento delle forze dell’ordine nelle più svariate situazioni deve essere non solo efficiente, ma soprattutto efficace.  Si torna così a parlare di educazione; a tal proposito proprio gli studi integrati del CEU si sono rivelati essenziali, conducendo ad una metodologia scientifica che consenta  di assimilare le norme giuridiche come valore fondamentali nella formazione della coscienza umana.  I risultati di tali studi possono fornire un più che valido supporto, dalla modalità dei casi al momento focale del giudizio.La Legge stessa è una sorta di pedagogo, in quanto non punisce, ma educa..


 


Comprendere ed amare l’Uomo per proteggere i suoi Diritti


(Cenni agli innovativi studi del CEU)


 


 


Uno dei diritti fondamentali dell’uomo è senza dubbio la libertà: ma tale termine non va inteso solo in senso formale. Credo che nel suo significato sostanziale significhi anche integrità. Cogliere l’uomo in ogni suo aspetto  implica l’analisi dell’insieme uomo-ambiente-società, e soprattutto l’ausilio contemporaneo di tutte le discipline. E’ infatti possibile parlare di evoluzione  educazione e consapevolezza dei diritti fondamentali grazie ai risultati ottenuti  con l’apporto di un’attività multidisciplinare integrata. L’uomo vive costantemente in relazione con l’ambiente che lo circonda, ne assorbe gli influssi e produce reazioni, a seconda degli stimoli. Qualsiasi scambio d’informazioni tra l’ambiente e l’individuo è disciplinato da leggi fisiche, che la psicologia non può non prendere in considerazione. Grazie alle scienze integrate è possibile seguire il percorso di uno stimolo informazionale in tutte le fasi della percezione e derivarne le risposte conseguenti. Il cervello può essere definito come la macchina di costruzione, di cui la natura dota alla nascita ogni individuo, della coscienza con la quale inserirsi attivamente  nella società, nella natura e nell’universo. Alla nascita ogni individuo già possiede una struttura fisica, chimica e biologica con circa14 miliardi di neuroni, specifici a livello cromosomico e genetico.


Sul modello della formazione biologica del bambino durante  l’embriogenesi, sono ricalcate la sua formazione psicologica, comportamentale, culturale, plasmata dal processo educativo verso il bambino della madre e del padre.


Le basi del progressivo sviluppo della coscienza dell’essere umano sono rappresentate dai due emisferi cerebrali, connessi fra loro da una miriade di fibre nervose, suddivise in fasci separati. Anatomicamente i due emisferi sono speculari, ma fisiologicamente elaborano e codificano le informazioni in maniera differente. L’emisfero destro memorizza le informazioni identificando la realtà fisica esterna oggettivamente ed oggettivamente risponde alle informazioni dinamiche, con risposte sempre adatte a quelle che sono le interazioni di partenza, anche se non rispondenti a quanto gli venga richiesto. Per capire il funzionamento dell’emisfero sinistro possiamo paragonarlo ad un computer: ogni nozione appresa viene memorizzata tramite ripetizione. All’origine del comportamento “robotico che l’individuo spesso assume, vivendo esclusivamente di nozioni, sta il fattore predominanza dell’emisfero sinistro. L’educazione non può modificare  l’emisfero destro, la cui genetica rimane fisiologica in accordo alle leggi fisiche, che disciplinano i processi naturali. E’ chiaro quindi che le risposte fornite all’ambiente dall’emisfero destro saranno sempre corrispondenti alle leggi fisiche, spesso in palese contrasto con la società. Il funzionamento dei due emisferi ci richiama alla memoria l’antica dicotomia del bene e del male, delle componenti negativa e positiva dell’individuo. Nessun essere umano nasce buono o cattivo, poiché sui suoi comportamenti vanno ad incidere elementi esperienziali,, culturali e sociali. Genitori prima, scuola, società forniscono informazioni al bambino che sono ricostruite nelle varie aree corticali tramite engrammi mnemonici: si crea una forma astratta di pensiero con cui si interagisce a livello socio-culturale. E’ vero che l’emisfero sinistro consente all’individuo di adattarsi alle varie situazioni, di acquisire conoscenze tipicamente nozionistiche, come la matematica, le lingue, insomma un background di strumenti logici che usiamo per immaginare, produrre idee. Nella maggior parte dei casi le esperienze modellano il  pensiero in modo più o meno coerente alle regole della società. Teoricamente tali regole accompagnano l’espressione comportamentale dell’emisfero sinistro con “ fattori attivanti ed inibenti relativi ai circuiti neuronali che sottostanno agli engrammi mnemonici”, cioè fattori che premiano o puniscono il comportamento. In  mancanza di un “premio” l’emisfero sinistro non opera. Idem  nel caso di una punizione: innanzi ad uno stimolo imperativo l’emisfero sinistro elabora attraverso gli engrammi mnemonici in possesso un’azione di convenienza. A confronto giocano compenso e scompenso: se quest’ultimo risulta più forte, l’ostacolo rappresentato dallo stimolo imperativo può essere superato anche con l’aggressività. Un ambiente sociali, leggi statuali ecc., che impongano coercizioni di vario tipo favoriscono l’innescarsi di quest’ultima reazione.


Viene definita “disconnessione interemisferica” una vera e propria sindrome che nasce da un’educazione sbagliate, da stereotipi e convenzioni, nozioni su nozioni, che  inibiscono la naturale e corretta attività biologica e psicologica dei due emisferi cerebrali. Ne deriva un conflitto; immaginiamo questo processo portato all’estremo e troveremo spiegazione al comportamento criminale, alle lesione della propria dignità e all’offesa degli altrui diritti..


 


Il discorso sul metodo non è completo senza un forte richiamo agli obiettivi. «Educare ai diritti umani — ci ricorda la signora Mary Robinson, alto commissario delle Nazioni Unite per i diritti umani, nella sua lettera aperta — non vuol dire solo insegnare i diritti umani ma anche educare per promuovere i diritti umani. Il ruolo fondamentale dell’educazione ai diritti umani è rendere gli individui in grado di difendere i propri diritti e quelli degli altri».


Questo significa che l’educazione alla pace e ai diritti umani deve essere orientata all’azione. «Significa — sostiene il professore Antonio Papisca — partire dall’idea che i diritti umani non sono dei valori da contemplare, non sono un decalogo che è bello proclamare: i diritti umani sono delle urgenze esistenziali. Si dice diritti umani quando si ha veramente bisogno, quando si è nella sofferenza, quando si è sotto il torchio di un potere prevaricatore, quando si è in condizione di vita indigente. Allora i diritti umani sono soprattutto ciò che essi implicano in termini di impegno per la loro promozione e la loro protezione. Quindi, quando ci si forma ai diritti umani, quando ci si impegna in programmi educativi per i diritti umani, significa che bisogna subito chiedersi cosa posso e devo fare io in questo momento, cosa devono fare le istituzioni, cosa possiamo fare come associazioni, come gruppi. Quindi bisogna vedere subito i diritti umani come percorsi di vita sociale, di vita politica e anche di condivisione di beni».

LA TRASFORMAZIONE DEI COSTI FISSI IN COSTI VARIABILI


NELL’AGRICOLTURA DELLA NEW ECONOMY

Questa teoria rispolvera un principio esistente da sempre nella corretta teoria economica, quindi non inventa niente di nuovo, bensì conferma come fino ad oggi nel processo produttivo agricolo si siano usate regole più politiche che economiche, vale a dire regole che al giudizio della teoria dei giochi appartengono alla categoria dei giochi a “somma zero” (un gioco a somma zero si ha quando il vincitore vince esattamente la somma del perdente).


 


In ogni azienda i costi fissi sono quei costi che vanno sostenuti “una tantum” per avviare l’attività, e che non variano con il variare della produzione. I costi variabili sono quei costi strettamente legati alla quantità di prodotto, e che vanno sostenuti solo in presenza di una produzione.


Come è già stato affermato,  l’economia basata sui grossi investimenti (quindi su forti costi fissi iniziali) ha dominato il processo dagli anni sessanta agli anni ottanta, generando una costante dipendenza dell’agricoltura dal potere politico-amministrativo (siccome investire in agricoltura era estremamente costoso, bisognava ricorrere ai sussidi ed agli incentivi di legge, che venivano “dosati” dal potere politico).


Questo gioco è stato sconvolto dalla globalizzazione economica e dalla tecnologia agricola ed informatica, per cui oggi è possibile trasformare molti costi fissi in costi variabili, abbassando drasticamente il volume degli investimenti.


Certamente questa innovazione, come tutte le innovazioni, ha scombinato gli equilibri esistenti, che si erano creati con decenni di politica, per cui moltissimi parlano male della new economy e della globalizzazione solo perché questi fenomeni gli fanno sfuggire di mano il controllo degli imprenditori e delle imprese.


 


La trasformazione dei costi fissi in costi variabili è cosa estremamente semplice se ci si inserisce nel “contesto globale”, mentre è impossibile se si resta confinati nel contesto nazionale. In effetti, il contesto nazionale è “quel particolare sistema” dominato da leggi locali, che hanno molto a che fare con le leggi politiche e poco o nulla a che fare con le leggi economiche. Il contesto globale è, invece, “il sistema” dominato dalla razionalità economica, vale a dire quella legge universale ed astratta che stabilisce per un istinto di natura che tutti gli esseri viventi vogliono da qualsiasi accordo economico vantaggi superiori ai costi, in un gioco a “somma non zero” dove tutti hanno un vantaggio, un guadagno a giocare. Fino a quando questa semplicissima regola non è capita da tutti (produttori e consumatori), non c’è alcuna speranza di poter operare nel contesto globalizzato di new economy.


In new economy tutti debbono avere una utilità (reale o presunta) da quello che scambiano. Del resto, anche “l’economia convenzionale” conosceva molto bene questa regola, anche se non l’ha mai applicata perché è succube della politica.


Pertanto, la globalizzazione è madre della new economy perché ogni business non è più soffocato da leggi locali, ma spazio in contesto mondiale che permette anche ai più umili di accedere ai mercati dei più potenti. Il “tiranno” di questo nuovo sistema non è più la politica, bensì il consumatore.


Oggi il cliente è il maggior patrimonio d’ogni azienda. Egli è il titolare del reddito che accende la domanda; egli è sovrano di fronte all’impresa. E’ necessario che impari a governare.


Compito dell’impresa è solo quello di fornirgli un prodotto sempre più utile e sempre meno costoso.


A questo scopo, l’impresa agricola trasforma, quindi i costi fissi in costi variabili, adottando regole molto semplici in un contesto globalizzato.


 


La trasformazione della proprietà in possesso.


Questo semplicissimo accorgimento comporta una delle maggiori riduzioni degli investimenti.


Affittare, avere in leasing, trasformare in lease-back, possedere in comodato la terra o l’azienda agricola  sconvolge la cultura nazionale, basata su ben altri criteri.


Questa politica economica, fortemente osteggiata a livello nazionale più per motivi politici e sociali che per motivi economici, trova nel contesto mondiale una ragione essenziale, giacché fornisce la possibilità ai paesi più poveri di diventare produttivi, piuttosto che vivere di carità (i caritatevoli sono troppo spesso coloro che non hanno nessuna intenzione di liberare i loro assistiti dalla loro misera condizione, perché così facendo perdono ogni potere su di loro).


Se nel passato si è assistito alla condizione in cui il ricco padrone affittava i terreni ai poveri lavoratori, in new economy si verifica l’inverso: i poveri lavoratori affittano i terreni ai ricchi padroni, perché entrambi ne hanno convenienza.


 


L’out-sourcing del back office.


In termini italiani la frase può essere tradotta con: “sublocazione delle attività che non hanno rapporto diretto con la clientela”.


Anche con questa affermazione si attesta come l’obiettivo principale per l’impresa è la gestione del cliente: chi ha in mano il cliente ha il business migliore. Con altre parole ritorna in gioco il mestiere del mercante, tanto biasimato da una certa cultura nazionale degli anni settanta e ottanta.


Dare in subappalto le attività “non strategiche” significa sostituire costi fissi con costi variabili, quindi, ridurre i costi marginali ed offrire i prodotti a prezzi più contenuti. Del resto, qualcosa di simile è già successo da tempo con i mezzi meccanici e con le varie attrezzature, dove la maggior parte del lavoro è data in appalto a terzi specializzati.


 


L’utilizzo degli strumenti telematici per il marketing, la tecnologia, le vendite, la finanza.


L’ultima, ma prima in ordine di importanza, delle innovazioni della new economy è l’uso massiccio degli strumenti telematici che ha sconvolto i costi di marketing, di vendita, di acquisizione di capitali tecnologici e finanziari.


Certamente tutti ricordiamo il tempo in cui se si voleva penetrare un qualsiasi mercato bisognava sostenere elevati costi fissi di marketing, che permettessero di arrivare in contatto con il cliente. Inoltre, costituire una propria struttura di vendita era un’impresa riservata solo ai grandi distributori, ai deprecabili mercanti che lucravano profumatamente sulla loro mediazione, e che erano la parte forte del business proprio perché avevano in mano il cliente. Chi non ricorda negli anni settanta la politica dei supermercati prima, e degli ipermercati poi,  di vendere per contanti e di acquistare con pagamenti a 180/360 gg.? Chi non ricorda l’enorme massa di liquidità che questo sistema si ritrovò in mano e che impiegò (nel bene e nel male) in svariate transazioni? Ebbene, questa vulnerabilità dell’impresa agricola non l’ha eliminata il volere politico, bensì quello tecnologico della new economy.


La stessa industri automobilistica (il settore industriale per eccellenza) non aveva la forza di uscire da questo schema, anche se aveva (e l’ha usata tutta) la forza di stringere il rivenditore con contratti di esclusiva.


Il capitale tecnologico che nell’economia convenzionale ha avuto un costo elevatissimo e che ha costretto l’utilizzatore a pagare spesso pesanti royalties, in new economy si acquisisce con costi molto più contenuti, e molti spesso anche gratuitamente. Questo non perché esistano dei benefattori, ma perché il capitale tecnologico è diventato meno importante del cliente, e quindi, viene impiegato a costi più contenuti se serve ad acquisire o far entrare nuovi clienti in determinati circuiti commerciali.


Chi, inoltre, non ricorda il comportamento di banche e bancarelle, capaci di vessare fino all’inverosimile l’imprenditore, solo perché costui non aveva possibilità alcuna di rivolgersi altrove o di dire “no, grazie” all’unico interlocutore con il quale poteva interagire?


Chi non ricorda il criterio usato dalle banche nel concedere credito, basato esclusivamente sul patrimonio aziendale o personale dell’imprenditore (esattamente l’opposto di quello che suggerisce la new economy), criterio che esasperava ogni nuovo investimento?


Questo modo di fare, completamente antieconomico, era dettato da specifiche necessità politiche: le banche vessavano le imprese; i monopoli vessavano in consumatori; gli imprenditori vessavano i dipendenti; ognuno vessava l’altro. Che bel mondo d’idioti.


L’utilizzo su vasta scala degli strumenti telematici permette di liberarsi di tutte queste reciproche schiavitù ed idiozie, abbassando soprattutto quei costi fissi generati da rendite parassitarie e di posizione.


Quelli che criticano la filosofia della new economy appartengono alle due categorie sopra accennate: i caritatevoli e i reddituali.


I primi perché non vogliono mollare i più poveri dalla loro morsa (ti faccio carità affinché mi venga fatta carità). I secondi perché non vogliono perdere le loro rendite di posizione.

Tentang kopi untuk konservasi, ternyata ada juga di Afrika yang mempunyai kesaamaan ide untuk mengembangkan kopi untuk konservasi primata, yaitu Gorila Konservasi Kopi. Kopi ini juga di inspirasi dari konservasi Gorila di Uganda, kami sangat beruntung bertemu dengan project leadernya, dan berbagi pengalaman tentang kopi di Afrika khususnya untuk konservasi Gorila.

If the economic migrants from Africa (yes, economic) were actually trying to flee their own country because of war, wouldn't you think they'd just go to the country next door, or maybe two countries over? Instead, they are travelling hundreds and thousands of miles to get to Libya. Now having arrived in Libya, the narrative quickly became that they were being enslaved, the women were being raped (kind of like the babies being thrown out of the incubators story). According to U.N. refugee law, they're supposed to take refuge in the next safe country, which would be Tunisia. Yes, still in Africa. We've all seen the boatloads of people coming from Africa. They are almost exclusively young males. Now, what's the difference between going to Tunisia and going to Europe? Could the benefits they receive have anything to do with it? Although the West has been unfair to Africa (stripping their resources, causing wars) not every country in Africa is or has been involved in a Western-backed war, and not every country can blame their abysmal living conditions on the West. With all the bad the West has done, they have done a lot of good too, like provide medical technology, which has gone a long way to decrease infant mortality, immunizations, clean drinking water, financial aid, and continual food aid. A good deal of the problem has to do with over-population. "54 countries make up the continent of Africa, and while population growth is relatively low in some areas, countries such as Nigeria and Uganda are increasing at an advanced rate. In most countries in the continent, the population growth is in excess of 2% every year. In addition, there is a high proportion of younger people within the Africa population as a whole, with reports that 41% of the African population is under the age of 15." By the turn of the century, Nigeria is predicted to have over a BILLION people. Nigeria! Africa's population is predicted to exceed FOUR BILLION by the turn of the century. And a good deal of the problems in Africa are caused by corruption by their own leaders, as well as tribal wars. And look at what happened in Zimbabwe. They kicked out the white farmers, starved, then went through hyperinflation where their money was worth nothing. South Africa is headed in the same direction. The road to hell is paved with good intentions, isn't it? Now, why would the E.U. have sent out their ships to rescue these migrants? They could have just sent troops into Libya. After all, they did just invade and destroy Libya, didn't they? What, it's all of a sudden taboo to enter someone else's country? It never stopped them before. The U.N.H.C.R. has a brand new program called I believe (don't quote me) the "Migration Compact". The program explicitly WANTS migration from Third World countries into First World countries. It's good for "economics", or so it says in their literature. Read up on it because it's the new thing, although you won't find it mentioned in the New York Times. Migrants come in, the existing citizens pay for their benefits and welfare, the corporations and farmers get cheap labor, wages are held down for the host residents, the migrants then send money home (called remittances) to their home countries, the home countries buy new TV's, for example, from the multinational corporations. See? Isn't this fun? You get to lose your culture because the flavor of the day is "good for economics". Mexico currently gets more money from remittances sent home than from the sale of Mexican oil! I believe $30 billion/year is sent home from the U.S. to Mexico in the form of remittances. Meanwhile, the American citizens, some of whom are having a hard time, are paying for this. Imagine if those tax dollars remained in the U.S.!!! No, something else is going on beyond just people fleeing oppression. And now the Left doesn't know what to do? Perhaps if they did the "right" thing to begin with, they wouldn't have the problem? Do they never see long-term? Help people where they are, in their own country, with their own customs and traditions. And, yes, I agree that none of the wars in the Middle East should be occurring. The West needs to get out of Syria and help rebuild the country, along with Iraq and Yemen. Get out!

The U.S. Department of State will host the third annual Zoohackathon in Madrid, Spain; Mumbai, India; San Diego, California; and Entebbe, Uganda, September 15-16, 2018; and in New Delhi, India, September 22-23, 2018. The Zoohackathon events bring together coders, designers, university students, and conservation enthusiasts to combat wildlife trafficking through digital and technological innovations.

Wildlife trafficking—the poaching, illegal transit, trade and sale of wildlife—decimates the world’s most iconic species and generates more than $10 billion a year for transnational organized criminal networks that profit from the illicit sales of exotic pets, delicacies, jewelry, and traditional medicines. The problem is global in scope, it is pervasive, and it has devastating impacts: it threatens security, undermines the rule of law, fuels corruption, spreads disease, robs local communities of their natural resource bases and livelihoods (including the economic benefits derived from nature-based tourism and hunting), and pushes species to the brink of extinction.

At each Zoohackathon site, participants have 24-48 hours to code apps and other programs in response to challenge statements provided by conservation experts, who are fighting against wildlife trafficking on the frontlines. At the end of the hackathons, teams present their work to a panel of judges, and the judges nominate a winner; each site winner is eligible for a global prize.

This year’s Zoohackathon is organized by the Department of State’s Bureau of Oceans and International Environmental and Scientific Affairs in conjunction with the Association of Zoos and Aquariums and other international entities. It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

Ugandan opposition leader Bobi Wine has confronted Uganda’s ambassador to the United States about Wine's recent arrest and alleged torture, but many Ugandans did not get to see the interview because of a power outage. VOA’s Straight Talk Africa program on Wednesday featured the pop star-turned-politician, whose given name is Robert Kyagulanyi, and Ugandan Ambassador to the United States Mull Sebujja Katende.  On Aug. 14, Wine was accused of attacking the convoy of longtime President Yoweri Museveni during clashes between opposition supporters and supporters of the government. Wine says police fatally shot his driver, Yasin Kawuma, that day, mistaking him for Wine.  The next day, Wine and 33 others were arrested, “including four members of parliament,” he said. Rights group Amnesty International reported they were charged with treason. Wine says he and the other detainees were brutally beaten, and that some sustained permanent injuries or are still in the hospital. He was later released and permitted to travel to the U.S. for medical treatment. Asked by VOA’s Shaka Ssali whether he believed Wine had been tortured, Katende said, “Uganda does not condone torture.” He also said there is no crisis in Uganda, only isolated incidents of criminality. He added, “Uganda remains committed to the tenets of democracy, rule of law and respect for human rights.” Wine responded, “The criminality is not being carried out by Ugandan citizens. it is actually being carried out by the armed forces. ... If that’s not criminality, I wonder what it is.” Wine said the men who beat him belonged to a section of the Ugandan military charged with guarding the president. “I was beaten, kept in handcuffs, a lot of despicable things were done to me. But I’m here, and I’m still alive,” he said. While the interview was live-streaming, Uganda’s power authority tweeted that power had gone out “in most areas” because of a system failure. Some Ugandans tweeted back to accuse the company of causing the power failure to deny them access to the VOA program. “Seems they don’t want us watch bobiwine on tv,” one person tweeted.  Another said, “This power blackout is political.” Power was restored later in the evening. Earlier this week, Wine held a news conference to ask the United States to stop sending military aid to Uganda.

Robert Kyagulanyi, the Ugandan musician-turned-opposition lawmaker, has some advice for the youth in neighboring South Sudan.  “I have so many friends and fans in South Sudan, and I know that South Sudan is a country that has so much potential,” said Kyagulanyi. “But I also know that that potential is not going to lift itself until the people of South Sudan, especially the young people, rise up.” Kyagulanyi, known popularly by his stage name, Bobi Wine, is in the United States for medical treatment. He told VOA’s Straight Talk Africa that he was brutally tortured by Uganda’s Special Forces Command, a section of the Uganda People's Defense Forces. The Ugandan government denies the allegation. Mull Sebujja Katende, Uganda's ambassador to the United States who appeared on the same program, said the assertion was being investigated and that his country does not condone torture.  Time in Washington  Kyagulanyi took questions from VOA’s South Sudan in Focus on Wednesday following the live appearance on Straight Talk Africa.  He sought to give encouragement to South Sudan’s youth, who according to Paris-based peace organization UNESCO make up an estimated 70 percent of the country’s population. “The South Sudanese young people should never give up,” Kyagulanyi said. “They should know that they are lucky to have a country so beautiful and so endowed with fertility, good climate and natural resources like South Sudan. But it will not develop itself.” South Sudan has been mired in conflict since December 2013, when fighting broke out in the capital, Juba.  The country has almost 2.5 million refugees in the region, including over 1 million in neighboring Uganda, the largest host of South Sudanese refugees. A peace deal was signed by the warring parties in Addis Ababa on Wednesday. Conflict and social media Since the onset of violence five years ago, many South Sudanese have been accused of using social media to expand hate speech, division and tribalism.  PeaceTech Lab, which uses technology to reduce conflict, published a lexicon of inflammatory words and terms in 2017 used by South Sudanese online.  A survey it conducted found that 49 percent of all offensive and inflammatory terms that survey respondents provided appeared on the social media site Facebook. Kyagulanyi acknowledged that there are negative aspects of social media but said they can also be used to help improve lives. “In Uganda, social media has been responsible for creating jobs for technological advances for communication,” he said.  Kyagulanyi said his generation is the first to have immediate access to social media, which have helped communities stay connected.  “Indeed, it has never been there when we are so informed, where so many, not all of us, are very educated. But I know that we have the opportunity like social media and all the likes, we are so connected. So, there is no reason that we don’t constantly learn from each other,” said Kyagulanyi.

Lineman Jairus Ayeta died while working near the Carr Fire, a large wildfire that burned 229,651 acres in northern California before being contained on August 30, 2018. Ayeta was 21 years old and from Uganda. He worked as an apprentice lineman and was part of a PG&E crew working in dangerous terrain to restore power when he was involved in a vehicle-related accident.

Terms of Reference for Animated Video on Cross-Border Migrant Child Protection Mechanisms and Publication of Guidebook in line with Save the Children Branding Guidelines

  1. Background: Cross Border Coordination Mechanisms in East and Southern Africa

The last decade has seen a dramatic increase in the global mobility of people. The global regular migrant stock had reached 258 million by late 2017.1 Migrants from poorer countries, which are often harder to capture in official data, are of particular concern from a development and humanitarian perspective: they are often amongst the most vulnerable populations. Because of the overall rise of movement of people, there is also a marked increase of Children on the Move. This is particularly true for East and Southern Africa: even though children make up roughly 15% of the global international migrant stock, this proportion is dramatically larger in East and Southern Africa with 28.2% of recorded migrants being children.2 In some countries this ratio is even higher, with Ethiopia having 47% migrant children.

In many countries in East and Southern Africa clear child protection legislation is in place, but often it is only implicitly and by extension protecting migrant children, failing to recognize their specific risks.

The comprehensive protection of unaccompanied and separated migrant children (USMC) requires the coordination and cooperation of a large range of stakeholders, often from more than one country. Government departments mandated to protect vulnerable children have to interact with immigration and internal affairs departments, departments of education and health, and more particularly across borders, the protection of USMC requires close coordination between governments to ensure that case management is not disrupted or impeded by the national border, ensuring that the children's best interest is the most important guiding principle.

In Southern Africa, over the last 10 years, Save the Children has established bilateral cross-border coordination mechanisms between five governments, growing over the years into a significant improvement in the protection of USMC by harmonising case management, standard operating procedures, and facilitating communication. Save the Children's East and Southern Africa Regional Office's Regional Programming Unit (RPU) continues to work towards expanding the bilateral meetings, particularly in East Africa. In order to communicate this cost effective and successful approach to strengthening the protection of USMC, the RPU is looking to create a short form animated video and a high quality publication.

The video is intended to illustrate the cross-border mechanisms and how in the past 10 years, Save the Children, with support from various donors, has grown a bilateral meeting discussing USMC cases between South Africa and Zimbabwe into a regional mechanism covering most of Southern Africa. The video will make this complex process understandable to a broader audience, trying to generate interest in the approach amongst key stakeholders, partners and donors. Additionally, the video on the regional process will be a tool for country offices to try and increase government commitment, as well as engage neighbouring countries to expand the mechanism to more borders.

The RPU will additionally write a guidebook on establishing cross-border mechanisms for the protection of USMC. This guidebook will draw on the experience from country offices and the extensive project

  1. Save the Children - Regional Children on the Move Programme in East and Southern Africa The Regional Programming Unit's (RPU) Children on the Move programme seeks to protect children at risk of or undertaking unaccompanied and unsafe migration in East and Southern Africa through improved national and transnational migration management, including case management and access to child protection systems. It currently coordinates these efforts in Botswana, Mozambique, South Africa, Swaziland, Zambia and Zimbabwe.

  2. Improved transnational cooperation and responsibility-sharing between governments to realise durable solutions for children affected by mixed migration.

  3. Develop an expanded evidence base to guide quality programming on addressing root causes of irregular migration, early unaccompanied economic migration, and preventing unsafe migration in East and Southern Africa.

  4. Improved family tracing and reunification procedures and case management to increase successful reunifications for children crossing borders between Botswana, Mozambique, South Africa, Swaziland, Zambia and Zimbabwe.

The programme is also working with four partners in Botswana and Swaziland, integrating them into the broader COM programme that is active in Mozambique, South Africa, Zambia, and Zimbabwe, in order to achieve that:

  • Children at risk of unaccompanied and unsafe migration in East and Southern Africa access essential and integrated protection, education and health services in countries of origin, transit and destination.

  • Civil society organizations are empowered to strengthen child protection and other essential services for child on the move, including survivors of sexual violence and exploitation in border towns, in Botswana, Swaziland, Mozambique, Zimbabwe, Zambia and South Africa.

  • Communities, including children, are empowered to transform existing social norms that perpetuate children's vulnerability to violence, incl. unsafe migration, PHP and sexual violence.

The RPU further provides cross-learning platforms and opportunities to exchange best practice and build a community of practice focused on child migration. At country level, programmes are context specific, utilizing evidence of national migration dynamics to try and effectively prevent unsafe migration by addressing push factors (e.g. through income generating projects, skills training of adolescents, positive discipline work to address violence at home and in schools) and strengthening national child protection systems to include migrant children (e.g. including unaccompanied and separated migrant children in alternative care systems, developing child migrant specific case management systems, strengthening FTR systems, etc.).

  1. Objective and Scope of Work

The required work is comprised of two components:

Component 1 - Five Minute Video

A short five-minute video, 2D or 3D animated, illustrating the cross-border coordination mechanism, including establishing of the meetings, the programming approach and the benefits of the cooperation of governments to the protection of USMC to a broad audience, including potential donors, NGOs, and government stakeholders.

The video should have a memorable, high quality artistic style that captures often complex processes in a simple and easy to understand narrative, featuring professional voice-overs.

Component 2 - Graphic Design and Layout of Guidebook

Based on a 40-50 page word document, this component requires the design and layout of a booklet in line with the Save the Children branding guidelines, including illustrations/graphs/figures.

  • 5-minute 2D/3D animated video provided in a range of encoding qualities (preferably including UHD)

The seas, lakes and oceans are now pluming deadly hydrogen sulfide and suffocating methane. The Inland and Coastal sides both had strong seasons in different tournaments last season and Heffer was impressed how the two teams dove-tailed, however he would like to see both sides fighting it out against one another for trophies this season.

“Another motivation for us was how both teams won trophies. From Inland winning and representing the province and the brand well on the pitch and off the pitch was great to see.

“Then with Roger (Telemachus) and his team winning the 3-day competition it has given us motivation to get behind our senior provincial teams.”

It is often unheard of having a sponsored senior provincial side and President of the KwaZulu-Natal Cricket Union Ben Dladla is hoping that the relationship between KZN Cricket and Hollywoodbets can continue to flourish.

“If you want to produce a strong product at the end of the day then you have to look at the pipeline and having a company like Hollywoodbets on board encourages them to give their best on and off the field.

“We are really excited about this season’s partnership and maybe we can look at increasing the sponsorship!” Dladla quipped.

Coach of the defending champion Hollywoodbets KZN Inland team Shane Burger feels that the professionalism that comes with having a sponsor before your name is a big motivation for the players.

“Just knowing that we had the support of Hollywoodbets last year during the Africa Cup motivated us and definitely gave us an edge going into the tournament.

“The players and staff members embraced it and the whole relationship felt right and I have no doubt that having sponsors like Hollywoodbets helped us in that manner.

“It is unheard of in this day and age to have a sponsor come on board like this, especially with the senior provincial teams. I think it will give the franchise a massive boost and I am sure that will help all the teams in the union kick on this year,” Burger commented.

CEO of KwaZulu-Natal Cricket Heinrich Strydom is excited that the union and Hollywoodbets will be growing their already successful partnership.

“It is such a privilege to keep expanding our partnership with this incredible company and its amazing staff," Strydom commented. "They have added immense value to cricket in KZN through their energy, passion, knowledge and a hunger to make a difference in the KZN community.”

We must stop the relentless march of pests that attack cropsIn the space of two years, a tiny caterpillar species has taken a giant bite out of the African economy. Now prevalent in more than 40 countries, the voracious fall armyworm, which feeds on and destroys staple food crops such as maize and sorghum, is reported to have cost African farmers more than £10 billion. This voracious pest has reached India and, given, that it can travel up to 100 km in one night neighbouring countries should expect an invasion. This pest is unfortunately here to stay – fighting it will be a marathon, not a sprint. The first step to combating invasive pests and diseases is to recognise that they can travel across borders. The bacteria xylella fastidiosa, for example, has travelled from the United States to France, southern Italy and Spain, wreaking havoc on vineyards and olive groves. Visitors to these countries are being urged not to bring back flowers in their luggage for fear of inadvertently unleashing an outbreak in the UK. Local efforts alone will not stop the spread of invasive pests and diseases. There has to be effective regional and global coordination to track these invaders and quickly mobilise defences across countries, and even continents. An example of a successful international approach in tackling devastating diseases is the case of maize lethal necrosis (MLN), transmitted to plants by insects in Africa. The virus first appeared in Kenya in 2011, and was subsequently reported in various eastern African countries. In heavily infected areas, up 90 per cent of crops had to be destroyed. For a smallholder farmer, the ability to tackle a devastating pest or disease means a significant difference between profit or loss The International Maize and Wheat Improvement Center (known by its Spanish acronym CIMMYT) mounted a rapid response, first establishing an MLN screening facility in Naivasha, Kenya in 2013. We have screened more than 125,000 maize varieties over the last five years for MLN resistance and released 19 resistant varieties in Kenya, Tanzania and Uganda. This, alongside other efforts, has undoubtedly helped to stop the disease in its tracks, with no further spread in the last four years to any other country in southern or west Africa. In 2011, CIMMYT predicted that a mysterious disease known as wheat blast could devastate South Asia. Sure enough, in 2016 the disease struck seven districts of Bangladesh, killing all crops in some areas. Over a billion people in Bangladesh rely on wheat as a staple crop, and the crop is grown on 13 million hectares of land. Conservative estimates put losses at between $180 and $350 million in South Asia. Key facts | Fall Army Worm Thanks to early action by CIMMYT and partners wheat blast-resistant varieties, fortified with zinc for added nutrition, were rolled out to farmers in record time. The strain known as BARI Gom 33 was tested for resistance to wheat blast in field trials in Bolivia and Bangladesh and in greenhouse tests by the USDA Agricultural Research Service laboratory at Fort Detrick, Maryland. For a smallholder farmer, the ability to tackle a devastating pest or disease means a significant difference between profit or loss; a good livelihood or a poor one. While it is unlikely major crops will be wiped out entirely such pests delay food production leading to a hike in food prices, shortages and unrest. The United Nations recently reported that more and more people around the world are going hungry: this highlights how we must work together to stop the relentless march of pests and diseases like the fall armyworm, maize lethal necrosis and wheat blast. Lyndsey Scott, a model who has worked the runway for Victoria’s Secret, proved that she’s more than just a pretty face when she recently stood up to trolls who doubted her coding skills.

Scott became the target of these trolls when her background in computer programming was spotlighted on Instagram by an account called @coding.engineer, Motherboard reports. Although they posted a photo of her walking for Victoria’s Secret, the caption under the photo listed her educational credentials. For example, she has a double major in theatre and computer science from Amherst College. She has also created an app called Educate! which helps Ugandan students learn about entrepreneurship.

Despite these achievements, some commenters chose to mock and question her abilities, Motherboard notes. Some derisively speculated that she could probably only code “Hello World” a rite of passage that almost every coding student goes through during the early stages of their education.

[India], Sep 13 (ANI): As the nation celebrates Ganesh Chaturthi, B-Town gears up to mark the festival with fervour.

The stars are taking to their social media handles to share their share of joy and celebration.

Veteran actor Anupam Kher took to social media to unveil a video from 'MAGICAL' Shree Ganesh Temple in Entebbe, Uganda. In the video, the devotees can be seen celebrating the sacred festival with playing drums and chanting 'Ganpati Bappa Morya.'

"This is MAGICAL. Shree Ganesh Temple in Entebbe, Uganda celebrates #GaneshUtsav with the chants of #GanpatiBappaMorya. Listen to the sound of drums and the expressions on the faces of the people who are playing them. #GanpatiBappaMorya #VibesAndEnergy," he wrote.

Diva Madhuri Dixit too took to Twitter to wish her fans, writing, "Modaks, family gatherings, dance, music... Everything about #GaneshChaturthi makes me happy. I wish this festive season brings you all countless blessings!

#GanpatiBappaMorya."

Varun Dhawan and Anushka Sharma, who are on a promotional spree for their upcoming movie 'Sui Dhaaga- Made in India', also celebrated the festival with an eco-friendly idol of Ganapati.

The 'Jab Tak Hai Jaan' star also unveiled the making video of the idol and wrote, "Celebrating this auspicious occasion with a beautiful eco-friendly Bappa made with Dhaaga #GaneshChaturthi @varundvn."

Salman Khan's sister Arpita Khan Sharma also shared some 'behind the scenes' videos of the Ganpati decor on Instagram.

Sonam Kapoor Ahuja also celebrated 'one of her favourite times of the year. Taking to Twitter, the actor posted a picture with Ganesh idol, writing, "Ganesh Chaturthi is one of my favourite times of the year. I love the week-long festivities and coming together of friends and families! Wishing all of you a wonderful Ganesh Chaturthi."

Sushmita Sen took to Twitter to wish her fans on auspicious occasion, writing, "Happpyyyyy Birthday Lord Ganesha!!! A blessed & fortunate #ganeshchaturthi to everyone I love you guys & wish you every happiness always!! #duggadugga."

The Hindu festival is dedicated to the Lord of new beginnings, Ganesha. The celebration is marked with the installation of the deity's idol at home and at elaborate pandals. The 10-day festival ends with the final immersion - also called the Visarjan - of an idol of Lord Ganesha.

Celebrated with great fame in India, especially in Maharashtra, unique efforts have been made in different cities. (ANI)
