He literally looked the other while Ranil took the Central Bank under his authority, appoint a foreigner as the Governor of the Central Bank and allowed two Bank Scams to take place while taking all precautions to let them escape firstly due legal scrutiny and then let the clutches of the law and due process. He initiated a Presidential Commission and yet allow the main culprit in hand escape. The local mastermind Ranil who provided all the background, guidelines and resources for the daylight robbery is still a free man. During his tenure of office so far he has done everything possible under the sun to denigrate our nation, our Ranaviruwoes, our honor, Buddhism and Buddhist priests, our national anthem and flag. Whenever he goes overseas he is a disgrace to our nation. As Sri Lankans we are ashamed to have this imbecile for our President.

Inflation is finally catching up with Philippine President Rodrigo Duterte’s high octane economic stimulus measures, a fast growth-geared policy push known locally as “Dutertenomics.”

Statistics released this week showed inflation rose 5.7% in July, the fastest rate in over five years, according to the National Economic Development Authority, a state agency. It marked the fifth consecutive month that inflation breached the central bank’s 2%-4% target band, leading to market speculation that it will soon hike interest rates.

The surge in prices has sparked a local debate over whether global or local factors are more to blame. Economic analysts note that inflation rates were modest as recently as late last year, clocking in at 3% and 2.9% in November and December respectively.

However, Duterte’s controversial Tax Reform for Acceleration and Inclusion (TRAIN) law came into force in January, a broad-based tax hike that many believe has driven the inflationary trend. Indeed, inflation has steadily risen in recent months: 3.4% in January, 3.8% in February, 4.3% in March, 4.5% in April, 4.6% in May, 5.2% in June, and 5.7% in July, or almost double the December 2017 level of 2.9%.

Duterte’s tax law was passed to help finance the government’s ultra-ambitious infrastructure spending plans, estimated at 8 trillion pesos (US$150 billion) over six years, as well as social welfare programs that aim to reduce poverty from 21% to 15% by the end of his term in 2022. While taxes have risen, widespread infrastructure-building has largely failed to materialize.

Still, the Philippines has recently been among Asia’s fastest growing economies, with gross domestic product (GDP) growth of 6.9% in 2016 and 6.7% last year. But that growth is now decelerating as inflationary pressures start to weigh against consumption and investment. Second quarter GDP growth fell to 6%, from 6.6% in the first quarter. That means first half GDP growth was only 6.3%, down significantly from the government’s full-year target of 7%.

Duterte’s economic managers, including officials at the Department of Finance (DOF), National Economic Development Authority (NEDA), Department of Budget and Management (DBM) and Department of Trade and Industry (DTI), have played down the TRAIN tax’s impact on galloping prices while at the same time scrambled to offer credible alternative explanations for the inflationary surge.

They have generally pointed to three main factors supposedly beyond their policy control, namely rising global oil prices, a recent fast depreciation of the peso which is currently among Asia’s worst performing currencies this year, and “profiteering” by big and small private businesses that have allegedly unscrupulously marked up their prices.

While the TRAIN law has cut personal income taxes, it has raised several other levies, especially for energy sources such as oil, liquefied petroleum gas and coal. Sin taxes for sugary drinks and tobacco have also been upped, while an expanded 12% value-added tax (VAT) now covers more economic sectors, including electricity transmission and foreign currency-denominated sales.

Official attempts to mostly blame higher global oil prices for the local surge in prices, however, doesn’t hold statistically when compared with other net-fuel importers in the region. Indeed, other oil-importing nations such as Thailand, South Korea and Sri Lanka have all seen a decline in inflation in the first half of this year compared to their full year 2017 rates.


The inflation differential for developed countries between January-June 2018 vis-a-vis 2017 is also statistically miniscule, measuring -0.1 for the United Kingdom, 0.1 for Germany, 0.4 for France and the United States, and 0.6 for Canada.

Instead, it is mostly domestic factors that are driving the Philippines’ inflation situation. First and foremost, inflation is hitting the poorest 30% of Filipino households harder than other demographic groups. In the first half of 2018, overall Philippine inflation was 4.3% but for poor households it was higher at 5%.

That’s because while “food and non-alcoholic beverages” comprise only 38% of the overall Consumer Price Index (CPI) basket, used for calculating the national inflation rate, the products constitute 61% of the poor’s consumption. The telling statistics were calculated by Dr Dennis Mapa, dean of the University of the Philippines School of Statistics (UPSS).

Nor is there any near-term relief in sight. Fare hikes for taxis, buses and point-to-point air-conditioned vans will soon come on-stream, as will phase two tax hikes on oil, LPG and coal in January 2019. A third phase tax hike on energy will be imposed in January 2020 as part of the Train tax reforms. Firms are also expected to start raising wages due to labor demands over TRAIN’s impact on prices, leading to a potential virtuous cycle of inflation.

Liputan6.com, Jakarta - Tujuh negara termasuk Sri Lanka, Pakistan, dan Turki berisiko kena krisis mata uang. Hal ini seiring kekhawatiran menular akibat krisis di Argentina dan Turki.

Hal itu berdasarkan indeks Nomura. Berdasarkan lembaga keuangan global itu, negara berkembang alami tekanan seiring investor melakukan realokasi aset seiring risiko dari normalisasi kebijakan moneter, perang dagang dan ekonomi China melambat.

Adapun indeks baru Damocles yang menilai risiko krisis mata uang untuk 30 negara ekonomi berkembang mencatat kalau tujuh negara berisiko krisis nilai tukar dengan skor lebih dari 100 antara lain Sri Lanka, Afrika Selatan, Argentina, Pakistan, Mesir, Turki dan Ukraina. Demikian mengutip laman Marketwatch, Kamis (13/9/2018).

Skor di atas 100 menunjukkan suatu negara rentan terhadap krisis nilai tukar dalam 12 bulan ke depan. Sementara skor di atas 150 menandakan krisis bisa meletus kapan saja.

Sri Lanka memiliki skor 175, diikuti Afrika Selatan 143, Argentina 140, Pakistan 136, Mesir 111, Turki 104 dan Ukraina 100. Sedangkan India 25.

Indeks tersebut memakai sejumlah indikator antara lain impor, rasio utang, cadangan devisa, cadangan valas, suku bunga, investasi asing yang masuk, neraca pembayara, fiskal serta transaksi berjalan.

Hasilnya memang tak terlalu mengejutkan dengan peso Argentina turun lebih dari 50 persen terhadap dolar Amerika Serikat pada 2018. Pada pekan lalu menjadi berita utama karena mata uangnya jatuh ke level terendah sepanjang waktu. Hal itu memaksa Argentina meminta bantuan Dana Moneter Internasional untuk meyakinkan investor. Bank sentral Argentina pun menaikkan suku bunga menjadi 60 persen.

Turki juga menarik banyak perhatian di tengah lira melemah. Lira Turki turun 41 persen sepanjang 2018. Hal itu didorong kekhawatiran ekonomi, pertikaian diplomatic dengan Amerika Serikat. Sementara itu, Afrika Selatan secara tak terduga masuk dalam resesi pada kuartal II.

Nomura menyatakan penilaian yang mereka lakukan dengan indeks tersebut untuk membantu menilai risiko lebih baik. Nomura akan perbarui skor setiap kuartal.

Earlier this year, the G7 launched the Gender Equality Advisory Council to promote the integration of gender equality and gender-based analysis across all G7 activities and outcomes. As part of Canada’s presidency of the G7 during 2018, Prime Minister Justin Trudeau said, “Gender equality must play a key role in creating lasting solutions to the challenges we face as a world.” The Gender Equality Advisory Council’s first report, Make Gender Inequality History, was released in June. It details commitments, investments, and measurable targets that G7 leaders should embrace to advance gender equality around the world. We see one recommendation as key to all the others: to adopt a feminist approach to international assistance by making gender equality a standalone objective and mainstreaming it throughout all development-assistance policies and programs. A few countries have already been leading the charge, including Sweden, which released its feminist foreign policy in 2014. As countries and international entities have increasingly focused on mainstreaming gender within their foreign-assistance policies and operations, The Asia Foundation has been building a commitment to gender equality in both our programs and our internal practices for many years. Our Gender Smart Initiative is cultivating an organizational culture and staff capacity to advance gender equality both institutionally and programmatically. As part of this organizational commitment, the Foundation’s Women’s Empowerment Program team organized the State-of-the-Art Gender Equality Workshop in Sri Lanka in August. The three-day workshop brought together more than 50 gender specialists, program leaders, and senior staff from The Asia Foundation’s 18 country offices for a mix of plenary and small-group discussions of key topics, from how to conduct a gender analysis, to implementing a gender and social-inclusion focus within programming, to combatting sexual harassment, as well as program topics like empowering girls and expanding women’s economic opportunities. Australia is sending refugees back to persecution again:
At least a dozen Sri Lankan asylum seekers have been forcibly deported back to Sri Lanka, having been put on a specially chartered jet that left Perth at 2am on Tuesday.

Some of the men deported had been in detention for more than six years in Australia, while others still had challenges before Australian courts pending. The majority were Tamil, but at least one was Sinhalese.

Guardian Australia has been provided with details of some of those returned but has chosen not to name them out of concern for their safety. Several had reported to Australian authorities they had previously been abducted and tortured by security forces in Sri Lanka.

The asylum seekers were transported from detention centres across Australia and taken to Perth, from where they were flown out on a charter flight run by Skytraders. The flight left at 1.57am.

The group landed in Colombo on Tuesday but has not made contact with family or legal representatives. Returned asylum seekers are, without previous exception, interviewed, arrested and charged by Sri Lanka police on arrival.


Deporting people when they still have challenges before the courts seems to violate the rule of law. But more importantly, deporting people to persecution is illegal under international law. As noted above, Sri Lanka persecutes people who have fled, and tortures its opponents. But I guess Australia doesn't care about that anymore. All they care about is preserving a white Australia by throwing out brown people.

Global trade was front and center again, after the Trump administration proposed another round of trade talks with Beijing before slapping China with $200BN in tariffs in the absence of key concessions from Beijing, while traders were on edge ahead of a slew of central bank announcements and critical CPI data in the US.

One day after Apple's latest iPhone unveiling disappointed shareholders who sold AAPL stock and pressured tech stocks, world markets calmed and MSCI’s All World index was set for a fourth straight day of gains with S&P futures slightly higher after Asian shares jumped ending a 10 day losing streak, the longest in 16 years, on renewed hopes of fresh trade negotiations between the US and China.

Shanghai, Tokyo, Jakarta stocks all gained around 1% following Wednesday's sharp drop in the dollar, while Hong Kong’s Hang Seng finished up 1.8%, while China’s yuan also edged higher in the currency markets even if the Shanghai Composite barely budged amid ongoing skepticism inside Ground Zero, China, that talk this time will be different.

Initially, Europe also moved higher, led by automakers with gains between 0.2% and 0.6% for German, French, Italian and Spanish shares offsetting a weaker FTSE in London which was hit by weaker oil and tobacco stocks. However, Europe's Stoxx 600 index erased gains of as much as 0.3% as the Turkish lira plunged after country’s President Recep Tayyip Erdogan attacked the central bank for continuously missing inflation targets and saying the CBRT "should cut this high interest rate", just hours before rate decision.

European shares have remained especially sensitive to rising EM risks, especially in Turkey, as exporters and banks have exposure to developing nations. Meanwhile, The euro edged lower and the pound was steady ahead of central bank announcements which are not expected to deliver any major surprises.

Staying in Europe there was some more Italian drama, after La Stampa reported that Italian Finance Minister Giovanni Tria called Prime Minister Giuseppe Conte to discuss the struggle over the 2019 budget and threatened to resign. The FTSE MIB was trying to bounce back after a 17% drop in the past four months, while Italian bonds declined for a third day after the nation’s latest debt auction drew weaker demand.

Meanwhile, as previewed earlier, as part of today's ECB announcement, the biggest "surprise" will likely be that growth forecasts are tweaked lower, even as the central bank keeps its guidance on interest rates which will stay at record lows “at least through the summer” of next year. According to Bloomberg, given the highly negative sentiment toward the banks - the sector index SX7P is down more than 20% since a peak in January, trades below book value and at 9.3x expected earnings which is its lowest P/E ratio in two years, with a dividend yield of 5% - risk seems to be on the upside for the sector heading into Draghi’s press conference.

Over in the US, index futures all pointed to a slightly firmer open.

In FX, the dollar nudged higher after a weaker than expected PPI report which saw producer prices drop for the first time in 18 months, undermined the case for a faster pace of policy tightening by the Federal Reserve. The latest CPI data is due out at 8:30am today.

The euro hovered around $1.1624 having gained around 0.6 percent so far this week. The yen weakened 0.2 percent to 111.47 per dollar on the soothing trade noises. Sterling held near a six-week high of $1.3087 as Brexit-supporting lawmakers in British Prime Minister Theresa May's party publicly pledged support for her to stay in power.

Treasuries edged lower while Italy’s bonds under-performed other European sovereign debt as speculation swirled around the fate of the country’s finance minister.

Elsewhere, emerging-market shares and currencies climbed helped by the recent weakness in the dollar, with South Africa’s rand leading the pack. Crude oil pared two days of gains made on the outlook for tighter supply. The potential impact on commodities from Hurricane Florence faded with lower wind speeds. Meanwhile copper held above $6,000 in London as metals broadly keep Wednesday’s gains on optimism around an easing in the US-China trade war.

Asian equity markets were positive with sentiment underpinned by hopes of a de-escalation of the trade dispute after the US invited China for trade talks which was seen to be an effort to get negotiations back on track. This lifted most the regional bourses with Nikkei 225 (+0.9%) also euphoric on better than expected Machine Orders which grew at the fastest pace since January 2016, while ASX 200 (-0.8%) bucked the trend as financials were dampened after further unscrupulous practices were revealed at banking royal commission. Elsewhere, Hang Seng (+2.5%) and Shanghai Comp. (+1.2%) were firmer with sentiment boosted by the more encouraging trade-related headlines and after the PBoC upped its liquidity efforts, while participants also digested lending data in which New Yuan Loans missed estimates although Aggregate Financing, which is the broadest measure for China’s credit growth, topped forecasts. Finally, JGBs were flat as focus centred on the region’s riskier assets, while stronger demand at today’s 5yr auction also failed to underpin prices of the 10yr.

Equities are mixed, with trading tentative ahead of the BoE, ECB and CRBT rate decisions later on in the day. Major moves have been confined to equity specific stories, with Michelin’s guidance reaffirmation leading the CAC to the top of the bourse pile. Despite FTSE heavyweights RBS (announcement of a special dividend) and Glencore (base metal strength) outperforming, the FTSE is leading the losses in the index space, with SSE close to the foot of the bourse after a broker downgrade.
The IT sector is the marked sector outperformer with semiconductor names benefiting from AMD’s outperformance in the US session.

In FX, the DXY index and broad Dollar are softer post-US initiatives to resume formal trade discussions with China, but off lows and relatively side-lined ahead of US inflation data later. The DXY is attempting to nudge back up towards 95.000 from 94.767 at worst, as Usd/G10 pairings consolidate before Thursday’s headline events. AUD - The major outperformer and beneficiary of planned mediation on tariffs between Washington and Beijing, but still labouring on approaches or rebounds to 0.7200, even with the extra incentive of upbeat Aussie data overnight (August payrolls easily exceeded consensus and largely due to full time jobs). Note also, Aud/Usd flanked by hefty option expiry interest at 0.7220-30 (1 bn) and 0.7140-50 (1.1 bn). JPY - Back to the bottom of the G10 pile on the aforementioned de-escalation of global protectionism tensions, and significantly stronger than expected Japanese machinery orders, with reported domestic offers at 111.50 revisited ahead of larger supply said to be lurking between 111.60-70, plus large option expiries between 111.50-65 (2.1 bn) in the mix. EM - The Lira looks all set to grab the limelight at midday with anticipation/hype running rife for the CBRT rate decision amidst extremely wide-ranging estimates about the extent and manner of the flagged policy stance change. For the benchmark 1 week repo, forecasts span from unchanged to as much as +725 bp, while others suggest that the Bank may be more creative/subtle/restricted and tweak other official rates/corridors instead. Usd/Try poised around the middle of a 6.3385-3905 band in the run-up, while the Rand continues its impressive rebound towards 14.8000 vs the Usd on the softer Dollar overall, and with some independent encouragement from Moody’s downplaying the threat of an SA ratings downgrade.

In commodities, oil is slipping after IEA’s monthly report which reported an increased level of production by OPEC to offset falling Iranian production, and weather premiums are being unwound as Florence has weakened abit more, but is still life-threatening storm surge and rainfall is still expected. Brent futures are now hovering above USD 79.00/bbl after breaking USD 80.00/bbl in Wednesday’s trade. This is discounting the potential support offered to the fossil fuel by the closure of oil production facilities in the eastern part of the South China Sea before two typhoons hit the area. In the metals scope, gold is essentially unmoved ahead of this Thursdays Central Bank flurry, with low volumes seen as investors hold off trading the yellow metal. Shanghai copper (+2.3%) has seen its largest one-day gain in 3 months off the back of restored US-China trade talks, with nickel (+2.6%) and zinc (+2.6%) also benefiting from the improved risk tone. IEA Monthly Report: maintains their global oil demand growth forecast for 2018 and 2019 at 1.4mln bpd and 1.5mln bpd respectively. Said that the global oil market is tightening up. The Brent price range of USD 70-80bbl seen since April could be tested. OPEC crude output stands at a 9-month high of 32.63mln bpd in August.

The day ahead will be dominated by the ECB, BoE, CBT and US CPI but there are other data releases to highlight including the final August CPI revisions in Germany and France, Argentina CPI for August, and the latest weekly jobless claims and August monthly budget statement in the US. Worth flagging also is the IMF conference on sovereign debt including opening remarks from Lagarde, as well as scheduled speeches from the Fed’s Quarles (at 3pm BST) and Bostic (at 6pm BST). We’ve not mentioned the BoE but DB agrees with consensus that no changes to policy are likely. Officials may mention the recent softening in economic data and could  comment on ongoing Brexit negotiations, but it shouldn’t be market moving.

DB's Jim Reid concludes the overnight wrap

There’s the potential for today to be the most exciting day of the week. Indeed, we’ve got the ECB, CBT and BoE meetings as well as a US CPI report all within the space of an hour and a half (from 12pm to 1.30pm for those wanting to get an upper hand on lunch orders).

Of these the ECB, CBT and US CPI are much more likely to be market moving than the BoE. Briefly previewing these, first up is the ECB where our economists’ expectation ( link ) is that we’ll get a confirmation that QE net purchases will be phased out in the final quarter of this year. As a reminder, the ECB included a caveat which gave it optionality of sorts depending on incoming data, but given that the inflation outlook hasn’t weakened since June then there’s little reason to think that there’s been a “major deviation” that could cause the ECB to change its tune. Meanwhile, relative to the most recent consensus expectations, our colleagues note that the June staff forecasts look in line to marginally too optimistic so there’s a moderate risk that the staff revise forecasts slightly lower (around a tenth lower for CPI and GDP). On this it’s worth noting the Bloomberg article doing the rounds yesterday which suggested we would see lower GDP forecasts from the ECB today. Also worth watching out for is President Draghi’s response to Italy. It’s hard to see him approaching any questions from reporters with anything but a straight bat but the market will no doubt be closely watching.

As for Turkey, well the market is expecting the CBT to hike the one-week repo rate to 325bps to 21% although the range among economists on Bloomberg is anywhere from no change to 725bps of hikes. So it could be an interesting meeting. Our economists in Turkey expect ( link ) the CBT hike to 22% while also returning back to full funding from the policy rate. They note that this would translate into 275bps of effective tightening as the marginal lending rate for local banks would move to 22% from 19.25% currently at the overnight facility. Despite rallying yesterday (+1.35%), the Lira is still down -40.19% YTD so clearly the market is crying out for some policy stability to help stem the rout. The question though is how much tightening is needed.

Elsewhere, the consensus for US CPI this afternoon is another +0.2% mom core print for August – the 35th month in a row with such a forecast – which should be enough to keep the annual reading at +2.4% yoy. Our US economists actually expect the latter to round down to +2.3%, however the three and six month annualized changes should firm to +2.45% and +2.12% respectively so it should continue to ensure that the Fed remain resolute in their tightening mode. Last Friday’s strong AHE print and Tuesday’s JOLTS data signalled that inflationary wage pressures should continue, so the inflation pulse does seem to still be on the up for the US right now.

Going into Super Thursday markets in Asia appear to be in a much more upbeat mood which seems to reflect the news that broke yesterday suggesting that US Treasury Secretary Mnuchin had reached out to China to propose a new round of trade talks. Economic Advisor to the White House Larry Kudlow has since confirmed this overnight. The Nikkei (+0.84%) and Hang Seng (+1.40%) are leading gains on the back of that while the Shanghai Comp (+0.14%) and Kospi (+0.18%), although off their highs, are also up. Futures are more or less flat in the US while bonds are more mixed but the overall scope of moves is fairly modest. Looking back to yesterday, equities spent much of day grappling between a tumbling tech sector, another sharp leg higher for oil prices and that story suggesting that the US will propose a new round of trade talks with China. After diving between gains and losses, by the close of play last night the S&P 500 finished +0.04% with energy stocks up +0.51% while the NASDAQ fell -0.23% and wiped out around half of Tuesday’s gain. Apple closed -1.25% (with the stock trading mostly flat after the new iPhone release) and the NYFANG index ended +0.05%. Credit markets continued their recent strength, with the  CDX IG index tightening 1bp to 57.5bps – its lowest level since March. CDS has outperformed cash notably of late.

The MSCI EM index traded up +0.12%, gaining for the only second session in the last eleven trading days. The EM currency index rallied +0.80% after the positive trade headlines regarding new US-China discussions. Meanwhile WTI Oil (+1.62%) turned in its second consecutive >1.5% session yesterday and Brent hit $80/bbl for the first time since May with rising concerns about supply including the impact of Hurricane Florence driving price action. Demand looks healthy too, with US data showing a drawdown in crude oil inventories of 5.3 million versus expectations for a 1.6 million barrel drawdown. Bonds largely ignored the oil and trade headlines though, with Treasuries finishing 1.3bps lower and yields in Europe down a similar amount. BTPs (+0.6bps) underperformed for the  second day, albeit modestly, following a later-denied Ansa news story about the 5SM Party asking for €10bn for its citizen income proposal or otherwise Finance Minister Tria’s resignation.

Ahead of today’s US CPI, yesterday’s headline PPI data for August initially looked like a slight inflation miss but at closer  inspection it was much more of a wash. Indeed the headline number came in at -0.1% mom (vs. +0.2% expected) largely due to the trade component, causing the annual reading to fall to +2.8% yoy from +3.3%. However the healthcare component was a solid +0.18% mom (implying a decent read-through to PCE) and we also saw the ex-food, energy and trade reading rising one-tenth to +2.9% yoy.

We also had speeches from two FOMC members yesterday, though neither signalled a substantive change in policy views. Fed Governor Brainard recommitted to the gradual pace of rate hikes, cited financial stability as a potential concern, and mentioned emerging markets, the yield curve, and the stilllow level of r-star as potential problems moving forward. St. Louis Fed President Bullard reiterated his dovish view that rates are already near neutral, or even already restrictive, given the slope of the yield curve and the level of market-based measures of inflation expectations. Brainard is nearer the centre of the committee and her speech probably better reflects the median FOMC view, but Bullard’s comments remind us that some issues will continue to be debated on the FOMC.

The film's team is planning to screen it at various international film festivals.

We have a Cashew Corporation also.but the price of SL cashew sold in SL is almost two times times the price of Indian Cashew which are of better quality. New Delhi, Sep 13 (IANS) Former Prime Minister Manmohan Singh and Congress President Rahul Gandhi met former Sri Lankan President Mahinda Rajapaksa here on Thursday.

Congress leader Anand Sharma was present at the meeting but no details of the discussions were immediately available.

Manmohan Singh was the Prime Minister when Sri Lanka, then led by Rajapaksa, crushed the Liberation Tigers of Tamil Eelam (LTTE) in May 2009, ending almost three decades of ethnic conflict that cost thousands of lives.

On Wednesday, Rajapaksa, accompanied by his son, met Prime Minister Narendra Modi. He also delivered a speech at an event organised by the Virat Hindustan Sangam led by BJP MP Subramanian Swamy.

It is unclear if star all-rounder Shakib Al Hasan will be fit for the opening game, with some confusion in the build-up to the tournament centering around his effort at the training camp in Dhaka.

Sri Lanka lost Dinesh Chandimal on the eve of the tournament, as he failed to recover from a fractured finger suffered in a domestic T20 competition. He will be replaced by explosive wicketkeeper-batsman Niroshan Dickwella.

Danushka Gunathilaka is welcomed back into the Sri Lanka fold after serving his suspension handed down by SLC for off-field disciplinary issues, while veteran paceman Lasith Malinga has earned a surprise recall.

Akila Dananjaya's status as Sri Lanka's most dangerous bowler is undisputed at this point - and the selectors have only picked one reserve specialist spinner in Amila Aponso.

Angelo Mathews appears to have put the worst of his injury troubles behind him and will lead the side, but his bowling career might be over, though Thisara Perera has filled the extra seamer role with aplomb.

On recent form alone, Bangladesh should get the jump on Sri Lanka, who struggled at home in their most recent assignment.

RIYADH: Azmi Thassim, the Sri Lankan ambassador in Riyadh, visited Eastern Province Gov. Prince Saud bin Naif on Tuesday to discuss the work of the Sri Lankan Embassy in the region.

“Paid a visit to the region and met with the governor of the Eastern Province and several senior officials,” the ambassador said.

He also updated the governor on the current situation in Sri Lanka, he said.

The ambassador also visited the office of the Ministry of Foreign Affairs in the Eastern Province, where he met officials and highlighted the importance of a monthly mobile consular service to the Sri Lankans working and living in the region.

In addition, he met the deputy mayor and education officials from the region and senior officials from the Dammam Chamber of Commerce and Industry. He also spent time with the director general of prison affairs in the province and visited prisons in Dammam to meet male and female inmates.

The envoy also visited a number of private-sector companies in Dammam to discuss trends in the Saudi economy and how they could be utilized to benefit of Sri Lanka. He also visited the monthly mobile consular service the embassy provides in the Dammam area, and traveled to Al-Ahsa and Jubail Industrial City where he met Sri Lankan workers.

The ambassador also held a meeting with officials from the Eastern Province Sri Lanka Culture Club to discuss ways of enhancing embassy services in the province.

Madhuka Wickramarachchi, the minister counselor, and A L M Jabeer, protocol officer at the Sri Lankan Embassy, accompanied the ambassador during the visit.

Theo tướng John M. Keane, trong giai đoạn từ khi Tập Cận Bình nắm quyền tối cao tại Trung Cộng, khả năng quốc phòng của Trung Cộng đã phát triển nhanh hơn bất cứ quốc gia nào, kể cả Mỹ. Vào năm 2017, Trung Cộng có lực lượng hải quân lớn nhất thế giới về số lượng tàu chiến với 317 chiến hạm so với 283 của Mỹ.

Dĩ nhiên, sự so sánh của tướng John M. Keane chỉ đơn thuần về con số, các yếu tố khác có thể còn quan trọng hơn chưa được ông phân tích hay tạm gác qua bên.

Chính sách của Mỹ trong những năm sau biến cố 9/11/2001 tập trung vào chống khủng bố, chiến tranh Iraq, Afghanistan, và khủng hoảng Trung Đông. Giới cầm quyền Trung Cộng đã lợi dụng sự thờ ơ đó của Mỹ để quân sự hóa các vùng chiếm được trên Biển Đông và mở rộng ảnh hưởng trên Thái Bình Dương.

Chính sách đối ngoại “bẫy nợ” của Trung Cộng
Trung Cộng áp dụng chính sách đối ngoại hai mặt, vừa lấn áp chủ quyền thô bạo trên Biển Đông bất chấp luật pháp quốc tế và đồng thời vừa mở rộng quan hệ kinh tế với các quốc gia đang phát triển trong vùng để dụ họ vào chiếc bẫy nợ.

“Bẫy nợ” kinh tế tài chánh sẽ ảnh hưởng đến chính sách đối ngoại và quốc phòng. Các nước như Sri Lanka, Pakistan, Cambodia, Bangladesh, Nepal, Philipppines v.v.. đang sập vào bẫy nợ của Trung Cộng.

Các nhà phân tích ví von một cách mỉa mai rằng giấc mơ tươi đẹp của chủ nợ Trung Cộng là cơn ác mộng hãi hùng của các nước con nợ.

Mục đích chính của “bẫy nợ” do Trung Cộng tạo ra là an ninh chiến lược. Nỗi sợ của Trung Cộng là bị bao vây nên mọi chính sách đối ngoại của Trung Cộng đều nhằm giải tỏa vòng vây.

“Bẫy nợ” tại Sri Lanka như nhiều phân tích đã bàn đến. Ấn Độ là nước quan tâm nhất vì cảng chiến lược Hambantota chỉ cách Ấn Đô một trăm dặm . Các điều khoản của hợp ước sang nhượng Hambantota 99 năm có cả việc cho phép các tàu chiến Trung Cộng thả neo. Báo chí cho rằng Sri Lanka có khả năng đe dọa Ấn Độ tương tự như vị trí của Cu Ba đối với Mỹ trong Chiến tranh Lạnh.

Một ví dụ khác là Pakistan. Một phần năm tổng số nợ nước ngoài của Pakistan đến từ Trung Cộng. Không phải tự nhiên mà Trung Cộng trói Pakistan vào cột nợ. Pakistan giữ vị trí chiến lược cạnh sườn của Ấn Độ, đối thủ đáng lo của Trung Cộng tại Á Châu. Chính sách bị quốc tế kết án là có ý định chủ nghĩa đế quốc này của Trung Cộng không chỉ áp dụng với Pakistan mà còn đối với nhiều nước Á Châu khác. Nhưng trọng tâm của tất cả là chính sách Một Vòng Đai Một Con Đường (One Belt, One Road hay thường được gọi tắt là OBOR) của Tập Cận Bình. Khác với đề án Con Đường Tơ Lụa thời phong kiến Trung Hoa nối kết qua đường bộ, OBOR sẽ tập trung vào đường biển.
Đề án khổng lồ có ảnh hưởng đến 68 quốc gia, 4.4 tỉ người và 40 phần tổng sản lượng của nhân loại. Mục đích tối hậu không phải chỉ đơn thuần kinh tế nhưng nhằm phục hồi vị trí của đế quốc Trung Hoa một thời chế ngự Á Châu và lần này chế ngự thế giới.

Với sự lắng dịu tình hình Trung Đông và sự đe dọa đến mức khẩn cấp của Trung Cộng tại Á Châu, bảo vệ vùng Thái Bình Dương Ấn Độ Dương đã trở thành mục đích tối quan trọng của Mỹ trong thời gian trước mắt cũng như lâu dài.

Về phía Mỹ, qua đạo luật NDAA 2019 được TT Donald Trump ký hôm 13 tháng 8, 2018 chuẩn chi 717 tỉ Mỹ kim cho các đề án quốc phòng tài khóa 2019 nhằm đương đầu với hai đối thủ khả năng là Nga và Trung Cộng. Đạo luật giải thích một cách chi tiết nhằm “cung cấp các lực lượng cần thiết và các cơ sở quân sự, khả năng yểm trợ trong khu vực. Đạo luật ủng hộ các thực tập quân sự với Nhật, Úc, và Ấn Độ và cải thiện sự hợp tác an ninh để đối lực lại ảnh hưởng đang dâng cao của Trung Quốc tại Á Châu, Đông Nam Á Châu và các khu vực khác.” (H.R. 5515: John S. McCain National Defense Authorization Act for Fiscal Year 2019)

Trật tự mới đang hình thành tại Á Châu
Điểm nổi bật trong chính sách đối ngoại của TT Trump thể hiện qua chuyến đi năm quốc gia Á Châu là việc giới thiệu chiến lược Ấn-Thái Bình Dương (Indo-Pacific Strategy). Mục đích của chính sách là tạo một không gian “tự do” và “mở” (free and open Indo-Pacific) đối xử theo cam kết và luật định tại khu vực Ấn Độ Dương và Thái Bình Dương. Rõ ràng chính sách này nhằm tạo một đối lực thông qua các liên minh giữa Mỹ và các đồng minh Á Châu, cụ thể là Ấn Độ quốc gia có dân số 1.3 tỉ người, để làm đối lực với chính sách bành trướng vô luật pháp của Trung Cộng.

Chận đứng tham vọng bành trướng của Trung Cộng là một thách thức lớn lao, không thể thực hiện bởi riêng một quốc gia nào mà bằng hàng loạt các liên minh tin cậy về kinh tế, chính trị và quốc phòng.

Một số nhà bình luận gọi chính sách Mỹ đang áp dụng đối với Trung Cộng là ngăn chận mới (new containment) mang nội dung kinh tế quân sự để phân biệt với chính sách ngăn chận thời Chiến tranh Lạnh mang nội dung chống Cộng sản bành trướng.

Một liên minh trục theo dạng NATO tại Á Châu sớm hay muộn cũng sẽ ra đời. Bên cạnh liên minh trục, các liên minh quốc phòng và hợp tác song phương, đa phương để dựa lưng nhau cũng sẽ được hình thành.

Còn quá sớm để dự đoán khả năng nào có thể xảy ra và tầm tác hại đến mức độ nào trong cuộc tranh chấp giữa Trung Cộng và khối tự do.

Trung Cộng sụp đổ do các mâu thuẫn bản chất đối kháng mang tính triệt tiêu hay chiến tranh có thể bùng nổ trong thời gian ngắn nữa tùy thuộc vào nhiều yếu tố.

Dù với khả năng nào, vai trò và tư cách lãnh đạo của các quốc gia nằm trong vòng ảnh hưởng của xung đột Á Châu hiện nay đóng một vai trò vô cùng quan trọng.

Bài học chủ quan ỷ lại vào phòng tuyến Maginot và thiếu lãnh đạo xứng đáng của Pháp trong giai đoạn trước thế chiến thứ hai đã làm Pháp, một trong ba cường quốc kinh tế và quân sự của Châu Âu, rơi vào tay Đức chỉ trong vòng 46 ngày vẫn còn là một đề tài nóng bỏng.

Ba thách thức của dân tộc Việt
Việt Nam như một dân tộc đang đứng trước ba thách thức chính, hai khách quan và một chủ quan: (1) ngoại xâm Trung Cộng, (2) nội thù Cộng Sản và (3) phân hóa trong nội bộ những người quan tâm đến tiền đồ đất nước. Các thành phần vô cảm, xu thời, cơ hội không cần thiết phải bàn trong bài này.

Trong ba thách thức, thách thức thứ ba nguy hiểm nhất, mang đặc tính chủ quan nhưng không khó khăn lắm để nhận diện. Nếu thắng được thách thức thứ ba, dân tộc Việt sẽ thắng thách thức thứ hai một cách dễ dàng và có khả năng cao sẽ thắng được thách thức thứ nhất.

Để nhận diện ra thách thức thứ ba, mỗi người chỉ cần tự trả lời cho mình một câu hỏi “Anh (chị) thật sự muốn gì cho đất nước?”

Câu hỏi thoạt có vẻ rất đơn giản, ngô nghê nhưng ít ai có thể trả lời cho chính mình một cách thông suốt.

Hầu hết, nếu không muốn nói là tất cả đều đồng ý, con đường duy nhất hiện nay là tập trung sức mạnh dân tộc, gạt bỏ mọi bất đồng, vận dụng các điều kiện quốc tế thuận lợi để đẩy mạnh cuộc vận động dân chủ tại Việt Nam đến thành công, xóa bỏ chế độ độc tài toàn trị CS, thiết lập một chế độ dân chủ pháp trị, hiện đại hóa đất nước toàn diện làm nền tảng cho việc phục hồi chủ quyền đất nước, mở đường cho một Việt Nam thăng tiến lâu dài.
“Đúng thế. Không có con đường nào khác”, nhiều người có thể thét to lên.

Tuy nhiên, không phải ai cũng sống và hành xử ngoài cộng đồng, ngoài xã hội đúng với tinh thần của câu trả lời mình đồng ý. Không ít người vẫn thích nguyền rủa hơn khuyên răn, thích dạy khôn hơn học hỏi lẫn nhau, thích kết án vội vàng hơn tìm hiểu lý do.

Nhận thức đúng không chỉ dành riêng những người có kiến thức rộng, đọc nhiều biết nhiều, đi nhiều hay ngay cả ở tù CS nhiều nhưng từ những người biết vượt qua hay luôn tìm cách vượt qua những tiêu cực, tị hiềm, hẹp hòi để sống vì cái chung của đất nước.

Cuộc chiến dài và hành trình tỵ nạn đầy hiểm nguy gian khổ đã để lại những vết thương, những vết hằn cá nhân sâu đậm trên thân thể và trong nhận thức của nhiều người, nhưng phải cố gắng vượt qua. Sinh mệnh của dân tộc lớn hơn, quan trọng hơn nỗi đau nhức riêng tư.

Tiền đề của cách mạng dân chủ
Thách thức thứ ba này cũng chính là tiền đề cách mạng dân chủ, và do đó, chưa thể có cách mạng dân chủ nếu những người đang tranh đấu không đồng thuận được ở những bước tiền đề.

Phong trào đối đầu với đảng CS Nga nói riêng và đảng CS Liên Xô nói chung trước 1991 cũng chứa đựng nhiều phân hóa, hận thù, nghi kỵ với đủ loại người từ một cựu ủy viên Bộ Chính trị Boris Yelstin cho tới nhà vật lý nguyên tử Andrei Sakharov. Tuy nhiên, họ đã đoàn kết dựa trên những mục tiêu cụ thể, giới hạn, rõ ràng và dứt khoát.

Phong trào dân chủ Nga biết muốn thắng đảng CS Liên Sô họ không thể đấu tranh bí mật, lén lút mà cần phải có cần một “sân chơi dân chủ” công khai và muốn có “sân chơi dân chủ” công khai họ phải đẩy đảng CS Nga vào chỗ chấp nhận “trò chơi dân chủ”.

Điểm bắt đầu của mục tiêu tranh đấu của họ, do đó, là “xóa bỏ điều sáu hiến pháp” trong đó quy định “đảng Cộng sản Liên Xô là lực lượng lãnh đạo và dẫn dắt xã hội Xô viết, là hạt nhân của hệ thống chính trị, của nhà nước và các tổ chức xã hội” mở đường cho bầu cử quốc hội tự do. Kết quả, phong trào dân chủ Nga thắng.

Các tiền đề cách mạng dựa trên các điều kiện tương tự cũng đã được áp dụng tại ba nước vùng Baltic trong cuộc vận động “thoát Liên Sô” trước 1990 qua ngã bầu cử quốc hội dân chủ và các quốc gia đó đã “thoát Liên Sô”.

Điều kiện lịch sử của thế giới tại mỗi thời điểm mỗi khác nhưng khát vọng tự do như hơi thở của con người, dù Mông Cổ, Latvia, Miến Điện hay Việt Nam cũng giống nhau.

Đất nước Việt Nam không gì khác hơn là một tập hợp của những con người có cùng lịch sử, cùng địa lý, cùng văn hóa và hôm nay đang cần có cùng một ước mơ tự do dân chủ. Nếu mỗi người Việt quan tâm, trả lời đúng và nỗ lực theo đuổi mơ ước tự do dân chủ của mình một cách chân thành, rồi đất nước sẽ đổi thay.

Hola Josep, gracias por tu comentario. Es muy diferente conocer un lugar viviendo allí que visitarlo durante un par de semanas. Obviamente residiendo en Sri Lanka tienes más posibilidades de recorrer puntos menos turísticos, conocer más sobre sus costumbres y cultura y la gente local. Lo ideal sería tener más tiempo para dedicarlo tanto a los sitios turísticos (que por algo son los más visitados) y también otros menos populares. Así se ven las dos caras de la moneda. La isla en general es digna de su nombre, la lagrima de la India. Eso si, necesario contar con un vehiculo 4x4 y recorrer bien la isla ya que a cada rincon te aguarda una sorpresa, desde templos aun inexplorados hasta pequeños lugares de culto que son verdaderas maravillas. Saltos de agua impresionantes, selvas virgenes, etc Lo malo es que visitar solamente los lugares "turisticos" como Siguiriya, Dambulla, Nuwara Elia o incluso Polonaruwa o Anuratnapura, te da una una vision muy pobre de lo que nos da el poder dedicar tiempo en conocer bien los pueblos y a su gente en profundidad. Otra vez procurais ir con mas tiempo, yo como he dicho estuve 14 años y a pesar de estar aun en guerra con los Tigres Tamiles pude explorar muy bien mucha parte Sri Lanka.
