Denver, Colo., Sep 12, 2018 / 01:00 pm (CNA).- A Vatican summit on abuse prevention next February will gather the presidents of bishops’ conferences from around the world. While a Sept. 12 statement from the Vatican said the gathering’s theme would be the “protection of minors,” a Vatican spokesperson clarified that the meeting would discuss “prevention of abuse of minors and vulnerable adults.”

Wednesday’s announcement of the meeting has raised questions about who the Church considers to be a “vulnerable adult.”

The USCCB’s “Charter for the Protection of Children and Young People,” does not use the term “vulnerable adult.” Nor do the “Essential Norms for Diocesan/Eparchial Policies Dealing with Allegations of Sexual Abuse of Minors by Priests or Deacons,” which is the document that sets Church policy for addressing sex abuse allegations in the United States.

Several dioceses, do, however, define the term in their own sexual abuse policies.

Policies of the Archdiocese of St. Paul-Minneapolis say that: “‘Vulnerable Adult’ means persons with physical, mental or emotional conditions that render them unable to defend or protect themselves, or get help when at risk of harm.”

In the Archdiocese of Louisville, “an adult 18 years or older is considered vulnerable when, because of impairment of mental or physical functions, that person is unable or unlikely to report abuse or neglect without assistance.”

The Archdiocese of Miami defines a “vulnerable person” as “a minor under 18 years of age or a person whose ability to perform normal activities of daily living is impaired due to a mental, emotional, long-term physical or developmental disability or dysfunction, or brain damage, or the infirmities of aging.”

The Archdiocese of Washington’s policies for child protection say that “a vulnerable individual over the age of seventeen (17) is also covered by this policy…when such a person is unable or unlikely to report abuse without assistance because of impairment of physical or mental function or emotional status.”

Edward Mechmann, director of the Safe Environment Program in the Archdiocese of New York, told CNA that the archdiocese considers a vulnerable person to be “a person of any age who lacks the capacity to give consent due to a mental or developmental condition or disability.”

The Code of Canon Law does not use or define the term “vulnerable adult.” However, the Church’s 2010 “Norms on delicta graviora” say that “a person who habitually lacks the use of reason is to be considered equivalent to a minor” with regard to allegations of clerical sexual abuse.  

The February summit was announced in the wake of clerical sexual misconduct allegations across the Church involving minors, as well as allegations of misconduct that targeted seminarians, priests, and other adults.

On Aug. 14, a Pennsylvania grand jury released a report documenting 70 years of sexual abuse allegations in six dioceses in that state. On Sept. 12, a report from the German bishops’ conference documented allegations of clerical sexual abuse during a similar time period.

On June 20, the Archdiocese of New York announced that it had deemed credible an allegation that Archbishop Theodore McCarrick had serially sexually abused a teenage boy in the 1970s. Subsequent reports, however, allege that McCarrick had serially sexually coerced and assaulted seminarians and young priests during decades of his episcopal ministry in New Jersey and Washington, D.C.

Mechmann told CNA that the term “vulnerable adult” as his archdiocese defines it, “would not include seminarians. It is really aimed at protecting people who have developmental disabilities or cognitive disabilities for instance someone who is suffering from Alzheimer's disease.”

“A sound diocesan policy however would also encompass any kind of non-consensual sexual conduct, even if it is not strictly covered by the Charter,” Mechmann added.

The Archdiocese of New York’s “Policy on Sexual Misconduct” includes in its definition of sexual misconduct “any sexual act with another person without consent,” as well as “any sexual conduct that is a violation of civil law.”
 
Deacon Bernie Nojadera, executive director of the USCCB’s office for child and youth protection, told CNA that several U.S. dioceses use the definition of “vulnerable adult” provided by civil law.

That definition often refers to a “dependent adult,” he said.

Nojadera noted that “there is nothing in [the Charter] that talks about differential of power. So if you’re looking at differential of power, that’s not addressed in the Charter.”

“That’s where applicability of state law comes in, with regard to the differential of power. A lot of dioceses are looking at their state laws and trying to apply them accordingly,” he said.

With regard to allegations of abuse involving seminarians and other adults, he said he thinks “it would be wise for those types of situations to also be brought forward” at the February meeting of bishops.

“I would hope that there would be a seat at the table for seminarians and for that issue to be addressed,” he told CNA.

In addition to the abuse of minors, vulnerable adults, seminarians, and other adults, Nojadera noted other situations that could, in his view, be addressed, mentioning the difficulties faced by the children of priests, the use of corporal punishment in the Church, and situations involving religious orders.

He also mentioned the importance of consulting with victims of clerical sexual abuse.

“I would hope that survivor victims were invited to this table as well, to be able to address [the meeting],” he said.

Nojadera said that his office often looks for insights from victims of clerical sexual abuse, calling their perspective “invaluable.”

“There’s an awareness that those who have not been abused do not have.”

He also encouraged broader lay involvement in discussions about sexual misconduct in the Church. “The lay faithful have been offering to help and contribute to the solution to this,” he said.

Nojadera said he hopes the February summit will take an expansive view of abuse-related problems in the Church.

“I think we have an opportunity here to just talk about abuse in general. Period.”

“Hopefully,” he said, “they’ll have an opportunity to see the big picture.”

September is National Bourbon Heritage Month. That might not mean much to the members of the Teetotalism party but to the rest of us - The imbibers, the Bourbon enthusiasts, the distillers, and all the way to the casual Bourbon drinkers, it means plenty.

It’s a reason to celebrate from September and beyond. It’s an opportunity to invigorate old and new Bourbon lovers. Doesn’t matter if you stay home or hit the trail, National Bourbon Heritage Month can be enjoyed however, whenever or where ever you want.


History 101

National Bourbon Heritage Month was given to the imbibing public on August 2nd, 2007. Introduced by Kentucky Republican Senator Jim Bunning - it asks that anyone who appreciates Bourbon to celebrate that love with responsibility and respect throughout September. Besides turning September into the *Fourth of July for Bourbon, his bill did two things - it solidified the creation, the culture, and the craft of the Bourbon industry as a proud chapter in the storybook of American history and it reinforced a 1964 Act of Congress that declared Bourbon "America's Native Spirit".

The Whiskey Classic takes place in October and is one for the books. Out in Santa Fe, NM or as the locals call The City Different. Spend a day in October tasting Bourbon, smoking cigars and experiencing the Wild West on a real Western movie set. Imbibe top notch Bourbon and food in the same place where Silverado, Lonesome Dove, and 3:10 to Yuma was filmed. It’s like a Fistful of Dollars but with Whiskey and less squinting.

While citizens have always been at the heart of government work, the way they experience their governments in a digital age is in many ways a new frontier. The second annual Government Experience awards, conducted by the Center for Digital Government,* offer ample evidence that the variety, availability and quality of the citizen interaction is a front-and-center consideration among state, county and local technology leaders.

At the state level, a surprising 80 percent of those surveyed rank chatbots and Alexa-type artificial intelligence (AI) implementations among their top three experience avenues. “We knew a lot of agencies were experimenting with it, but the fact that it made the top three for so many of them was really interesting,” said Dustin Haisler, CDG chief innovation officer.

States also are digging into the citizen experience with government more deeply than ever before, focusing not just on the user interface but also on under-the-hood issues. They’re developing policies to ensure experience is not only available but effective.

“They are using their governance to look at how they select channels, to measure what they are doing, especially with the new technologies,” Haisler said. “Do we have people using these new technologies? Are we reaching the right segments of the population? It’s about fitting all these things together.”

At the county level, social media has risen to the fore. “They use it to disseminate public information, which everybody did five years ago, but then they also are using it for service requests, which is new,” Haisler said. “People can actually do things on social media — they can initiate requests, they can engage with the county in new ways.” 

Counties also are leveraging social as the venue of choice in support of emergency communications, another novel iteration. 

At the city level, it’s all about mobile, with 64 percent of respondents citing mobile apps as one of their top three engagement channels. “These are not just mobile websites but actual native apps,” Haisler said. “Mobile is not cheap, you have multiple platforms with frequent update cycles, so it was surprising to see that sheer volume of native, standalone applications.” 

2018 Innovation Awards

Maryland received an innovation awards for its Enterprise Widget Framework (EWF) API Library, which makes it easy for state agencies to deliver unified branding. “A big problem with agencies at the state level is the lack of common components and capabilities,” said CDG Chief Innovation Officer Dustin Haisler. “Maryland is focused on connecting the dots, enabling agencies to maintain consistent branding and standards so we are all operating off the same playbook and it all feels like the same site.”

A recognized public-private partnership in Miami-Dade County brought together city officials, AT&T, Ericsson and MetroTech Net in support traffic management in the county’s Smart City Operation Center. “Normally in a partnership you have one vendor with one agency. In this case you had a very diverse group of entities all supporting improved efficiencies and improved outcomes,” Haisler said. “This approach is really interesting: They are creating an entire ecosystem. This is how agencies should go about public-private partnerships, by leveraging a diverse set of stakeholders with a broad range of skills.”

Albuqeurque was recognized this year for its 311 service requests, which leveraged Alexa in novel ways, going beyond earlier, information-only applications. “They offer the ability to actually request a service,” Haisler said. “Most of the time these voice assistants regurgitate information: What is the number for the DMV? How do I renew a hunting license? This is the first we have seen at the local level that allows people to actually request trash pickup or a graffiti cleanup.”

No stranger to an Innovation Award, Utah used Amazon’s artificial intelligence products to sift through user feedback and ferret out citizen needs. “We took all the data from our feedback database — feedback on dozens or hundreds of online services — and we applied AI to look at trends and sentiment analysis,” said Utah CTO David Fletcher. “That allows us to address specific services, things like driver’s license renewals and vehicle renewals, so that now it only takes a few seconds to do a vehicle renewal on mobile. We were able to make those changes in part based on that AI analysis.”

It all adds up to a big year for citizen experience, both in terms of the diversity of platforms available and the breadth of services on offer. Looking ahead, a current focus on breadth — expanding experience across multiple platforms — could drive a push toward some form of consolidation. 

“If you have 90,000 local government agencies and each one has 10 different channels, that gets to be a pretty big number,” Haisler said. “We are going to see them streamlining. People will query using whatever interface they prefer and it will find the relevant information for them. That’s where all of this is leading.”

Utah — First Place in the State Category

Long an active player in the effort to expand the digital citizen experience, Utah in 2018 set its sights on the emerging realm of AI and the automated assistant.

“Our goal is to try to be wherever the people are, to provide services and information beyond just the Web,” said Chief Technology Officer David Fletcher. To that end, the state has been rolling out digital assistants. “We have interactive services on Amazon Echo and Google Assistant. We have a driver’s license exam on both platforms so people getting their driver’s license can take a practice test online. We have a notary practice test on the Google Assistant, which they can use on their mobile phones or on the Google Home devices.” 

Fletcher sees the voice-friendly platforms as the next wave in citizen experience, and he envisions expanding the portfolio. “Ultimately, we want to enable many different services, but we are starting simple, with things like fishing reports on different bodies of water around the state. Then we’ll see where it goes,” he said.

The state is also looking at emerging interfaces. Last year it launched its first-ever Apple Watch application to deliver updates on bills going through the state Legislature. In pursuing this course, the device makers’ penchant for more open environments is proving helpful.

“Most of these platforms have an open API [application programming interface] environment, so we develop all our services using APIs and Web services. Then as new platforms become available we can use those existing APIs and not have a big development effort,” Fletcher said. “We want to develop our platform in a way that we can take advantage of these new opportunities, instead of just being siloed into these legacy systems. The APIs allow us flexibility moving forward.”

Oakland County, Mich. — First Place in the County Category

Oakland County, Mich., CIO and Deputy County Executive Phil Bertolini views government experience as a conversation, and he’s looking to facilitate that dialog.

Take social media, for instance. The county is deep into Facebook and Twitter, Pinterest and LinkedIn. The effort draws over 590,000 visitors in an average month, and when they have questions, Bertolini wants to be sure they can get answers.

That means backing up the technology with a human element, a social media team whose job it is to broker connections between user needs and relevant county agencies.

“We have live people at the other end who engage, and they don’t just throw it out there and assume it’s taken care of. Our social media team will monitor that discussion and if there is no response form the department or division, they will follow up,” he said. “There’s nothing worse than initiating a conversation and then just having dead air.”

In addition to offering a timely, human response to incoming queries, the county also actively courts citizen input. Last year the IT team crowdsourced a GIS-enabled inventory of holiday lights, using citizen input to create a map of festive displays.

“It sounds trivial, but it shows us what is possible when you listen to people,” Bertolini said. “Some of these displays were generating revenue for charity, and in one case revenue went up 150 percent based on information citizens were putting out to us, and that we in turn were sharing with everyone else.”

Whatever form the citizen experience takes, it is more than likely going to unfold on a cellphone — that’s where 60 percent of the county’s digital traffic comes from. With this in mind, Bertolini has placed a special emphasis on making all county offerings phone-friendly.

This has an IT aspect: It means using responsive design, building pages with bigger buttons and implementing ease of navigation. But there’s a human element as well.

“We have 170 content managers across government and we are constantly training them: Don’t put that giant graphic on there, make it more concise, more streamlined,” Bertolini said. “Educating our people has gone a long way toward making government more accessible.”

Louisville, Ky. — First Place in the City Category

Tech leaders in Louisville decided the raise the usability bar this year, with revamps to the city’s website in both desktop and mobile versions.

Visitors to the website now are invited front and center to enter their address information, a simple step that unlocks broad functionality. “It automatically populates information like your street-sweeping date and how to contact your council member. The most important information is right there are your fingertips,” said Sharon Meador, manager for business systems in the Louisville Metro Government IT department.

A new quick-search function makes it easier to reach commonly read pages, as does a new “popular pages” tab driven by Google Analytics and updated weekly.

The mobile site got a similar facelift. With more than half the city’s public Web traffic now coming via mobile, IT Director Chris Seidt said his team sought to make information more visible. “We want those most commonly accessed pieces to be right in front of the user, rather than people having to go and hunt,” he said.

The city this year also expanded its ongoing collaboration with traffic app maker Waze, in which the city supplies data on road closures, for example, while Waze delivers valuable traffic information.

This year the city moved the program to Amazon Web Services for greater scalability, and also opened the source code in order to spur participation by other municipalities. “Now other cities can stand up their own data analysis tools and run those programs very easily,” Seidt said. “Now they can collaborate with us, and even add functionality that maybe we hadn’t thought of.”

The city has taken IT out into the physical world as well, teaming with the American Printing House for the Blind to develop smartphone-based wayfinding systems for the visually impaired. After prototyping a system in a small civic building, the city rolled out a large-scale version in its 50,000-square-foot judicial center.

“Now people are able to get audible navigation cues on their phone: 'You are 40 feet from making a left turn.' It allows for more independence for our visually impaired residents,” Seidt said. “That’s not something that the city would lead on typically, but with this partnership it was something that we could help to foster and grow.”

It's a small number of people, few of whom are using it out of any kind of necessity at all, and all of whom could be riding on roads, instead. Few, since they're generally being used for something other than necessary commuting. Few are using it to go to work, zero are using it to go grocery shopping. Those who are can generally ride a bike on regular roads, instead. But what if some do drive? That's no loss. In the US where few cities or towns have built out a safe cohesive bike network, most bike paths are underutilized. Cities like Portland and Davis CA are some of the few examples that have a decent network and they get higher usage. If we spent literally a fraction of what was spent on one interchange for a bike network throughout an entire city, you would see great returns. Instead we slowly piecemeal improvements and wonder why more people aren’t using bikes. If you want to talk about an absurd waste of money, it’s spending over a BILLION on one interchange.

Some of those are poor people who can't afford the expenses associated with a car; others may be able to afford one but would simply have less disposable income as a consequence, resulting in a lower quality of life overall. The highway planners, like NASA, have learned that the more money they spend, the more money they're given, so they plan out insanely complex interchanges that actually cause traffic jams, to waste as much as possible. Estamos dejando atrás la era de las baterías de iones de litio y nos adentramos en la era de las baterías de estado sólido. Así de rápido va todo. En esta particular carrera acaba de incorporarse un nuevo y potente jugador: Solid Power.

Esta start-up, socia de BMW, acaba de recaudar 20 millones de dólares de compañías como Samsung y Hyundai para hacer realidad su propotipo funcional de una batería recargable de metal litio en estado sólido.

Más capacidad, más seguridad ¿para 2019?

Uno de los principales puntos que se deben abordar en la fabricación de las baterías para los coches eléctricos es el de mejorar la densidad de energía, la seguridad y la vida útil. Según esta compañía, su batería aborda estas esferas para permitir además el doble de energía que el ión de litio actual y una alta capacidad de fabricación debido a la compatibilidad con la producción automatizada.

Su tecnología, según explica, combina un cátodo, un ánodo de litio metálico y una capa de electrolito sólida inorgánica segura. "Al habilitar un ánodo metálico de litio, podemos entregar más del doble de la densidad de energía en comparación con las mejores baterías recargables disponibles", aseguran.

Esto se consigue al eliminar los electrolitos líquidos volátiles e inflamables: "la combinación de seguridad, mayor densidad de energía y simplicidad se traduce en sistemas de batería de menor costo al eliminar muchas de las características de seguridad sobre ingeniería que son necesarias hoy en día con los sistemas de iones de litio".

Solid Power, fundada en 2012, afirma que las células de la batería se pueden usar de forma segura durante 200 ciclos de carga. La inyección de capital recibida se usará para construir una pequeña instalación de fabricación en Louisville, Colorado, a finales de 2018. Y para 2019 esperan estar en funcionamiento.

Josh Garrett, director de tecnología de Solid Power, dice que el objetivo es reducir el costo de fabricación a 100 dólares/kWh, aproximadamente un tercio del precio actual de las baterías de iones de litio. Una vez que la planta de fabricación está en funcionamiento, la start-up se asociará con compañías en los sectores automotriz, farmacéutico, de defensa y de petróleo y gas para probar sus baterías en diferentes áreas. Si el producto es viable, esperan comercializar su tecnología en 18 meses.

En diciembre de 2017, Solid Power anunció su asociación con BMW para desarrollar conjuntamente las baterías de estado sólido para aplicaciones en vehículos eléctricos y para adaptar su tecnología a las necesidades de los eléctricos de alto rendimiento.

Fabricantes como Porsche, Toyota o Fisker han apostado por esta tecnología para conseguir más autonomía, un tiempo de recarga menor y mayor nivel de seguridad, algo que aún no se ha conseguido ni a gran escala ni a un precio competitivo.

Japón, por ejemplo, busca los 550 km de autonomía para 2025 a través de un consorcio formado por Toyota, Panasonic, Nissan, Honda, entre otros y financiado por el Gobierno nipón, pero es una carrera de fondo.
