VNCH- Ngọc Trương (Danlambao) Cách đây vài hôm, có hai người bạn cũ từ xa ghé thăm. Chuyện bạn bè dẫn đến chuyện công tác từ thiện tại Việt Nam. Tôi có đề cập đến bài: “Làm từ thiện trên mănh đất tạm dung” của tác giả Mai Thanh Truyết. Người bạn thứ nhất từng là nhân viên nhân viên kế toán cho công ty Anh tại Singapore, đã về hưu. Anh thứ hai, nhân viên ngân hàng ở Luxembourg. Với kiến thức và kinh nghiệm chuyên môn trong nghề, hai anh giải thích và cho biết ý nghĩa đằng sau của việc "từ thiện".

Hai anh ngẫu nhiên, luân phiên bổ túc giúp cho tôi, một khán/thính giả rất dốt nát về lãnh vực tài chánh, lờ mờ hiểu ở mức sơ đẳng nhất. Dù biết sẽ có ít nhiều phản ứng từ bạn đọc, như :"Nói không có căn cứ, bằng chứng..." hoặc là "Vơ đũa cả nắm"... Nhưng thông tin cần được chia sẻ và soi sáng từ phía bạn đọc để mọi người cùng nhau hiểu rõ vấn đề. 

Chúng tôi cố gắng đơn giản hoá việc giải thích về luân lưu tiền mặt (hay luân lưu hiện kim- cash flow) trong hoạt động từ thiện giả dối của CS Việt Nam, kinh doanh, tẩu tán tiền có lợi cho chúng. 


Dân bán drug, trồng cỏ (weed) mua bán hoàn toàn bằng tiền mặt, dễ dàng và tránh bị cảnh sát theo dõi. Tiền lời tích tụ càng nhiều cần được bạch hóa hay rửa tiền (blanchiment d'argent/money laundering) để biến thành tiền hợp pháp. 



Theo như sơ đồ trên, tiền bất lương từ nhiều nguồn khác nhau tập trung về cho Việt cộng, bọn CS sẽ chuyển tiền mặt vào ngân hàng có mối làm ăn lâu dài và chịu chi phối của CS (đặc biệt là Tàu cộng) như HSBC, hoặc Bank of China. 

Tiền vào ngân hàng được biến thành hợp pháp, đem ra đầu tư vào bất động sản (nhà, đất đai, nông trại...) tại bản xứ (thí dụ như Mỹ, Pháp, Úc...), kể cả đem xây chùa cho sư sải cộng sản làm nơi trú ẩn, hoạt động lung lạc dân Việt hải ngoại. 

Hòa thượng XYZ, tức "Thích búa liềm" thực ra chính là "đồng chí thượng tá" Nguyễn ABC, thuộc Vụ hải ngoại, Bộ công an Việt cộng, vân vân. "Thích búa liềm" từng học đạo 3 năm với Thích Trí Quang (nhà chuyên môn tuyệt thực nhiều năm, chỉ uống sâm Đại Hàn chánh gốc để sống). 


Tiền cúng dường tam bảo hải ngoại (Pháp, Đức, Mỹ, Úc...) để xây chùa, dựng tượng bản xứ phục vụ cộng đồng, một phần thanh toán tiền xây cất, vật dụng, các đồ trang trí và nhân công. Phần còn dư, xây xài trong chùa, và phần ít được nói tới, hay không bao giờ nói tới - tiền mặt (đô la) giao thẳng cho tòa đại sứ VC sở tại, chuyển vào ngân hàng VC, CS có phương tiện tiền bạc cho công tác tuyên truyền, gián điệp. 

Bảo trợ hội chợ, ca nhạc hội do tòa đại sứ VC ủng hộ, giúp bảo lãnh qua đám cưới giả các cán bộ an ninh nằm vùng. Mở hay mua các báo tiếng Việt, đài truyền hình Việt địa phương, vận động đưa cán bộ CS ra tranh cử các tổ chức của cộng đồng Việt Nam... 

Cũng phải nói đến tiền hoàn toàn hợp pháp do đồng bào hải ngoại gởi về cho gia đình, hoặc cho các chương trình cứu trợ, từ thiện trong nước, hoặc xây chùa, nhà thờ mới, sửa chữa am cũ, lăng cỗ... 

Tổng số hàng năm từ 10 đến 13 tỷ USD. Của không vốn, trên trời rớt xuống cúng cho đảng CS và bọn cầm quyền Hà nội! 

Nói theo kiểu VC: Trên cả uyệt vời! 

Gián tiếp, chúng ta nuôi nấng VC ngày thêm vững mạnh. 

Tiền sạch còn được dùng tái đầu tư off-shore, qua các ngân hàng hải ngoại xa như vùng Caribbean: Bahamas, Trinidad Tobego, Cuba, Jamaica, Barbados, Panama... (nghe quen quá phải không bạn, du lịch các xứ nầy rẽ chán). 

Tháng tư năm 2016, xảy ra vụ tai tiếng gọi là Panama papers, lộ hồ sơ trốn thuế và các trương mục bí mật hải ngoại của nhiều tên tuổi lớn thế giới, liên quan cả Putin Tổng thống Nga, Thủ tướng Iceland Sigmundur Davíð Gunnlaugsson phải từ chức, chưa kể có tên của 7 uỷ viên Bộ chính trị CS Trung cộng đương nhiệm hoặc đã về hưu. 

Li Xiaolin con gái của cựu Thủ tướng TC Lý Bằng, Hu Dehua con trai của Thủ tướng Hồ diệu Bang, Deng Jiagui anh em rể của Tập Cận Bình. 

Toàn là tai to mặt lớn, đầy dẫy "đạo đức cách mạng" kiểu CS, nhưng thích giàu có sung sướng kiểu tư bản. 

Như vậy, bạn và tôi đã hiểu thêm một chút tại sao thủ tướng CSNguyễn xuân Phúc, Bộ trưởng y tế Nguyễn Thị Kim Tiến có tiền cho mấy đứa con trai, hay Nguyễn Lê Huỳnh Trúc con gái của thượng tướng CS Nguyễn Trọng Nghĩa, Phó chủ nhiệm Tổng cục Chính trị quân đội, cầm đầu bọn 47 (xem bài DLB - Chiến Trường Internet Và Lực Lượng 47) có tiền du học, hay "du học trốn" tại Mỹ, hoặc các xứ tử bản hạng nặng khác. 


Làm sao tiền rửa sạch (bạch hoá hợp pháp) 

Ông ABC, để dành tiền làm nail hơn 20 năm hầu về VN sống lúc tuổi già. ABC rất khôn ngoan biết phải "kiếm một thằng cán bộ nào đó bao che, cho an toàn khi về ở VN". 

Nhờ quen biết, ông ABC liên lạc làm ăn với một anh "người ngoài ấy", hùn vốn mở tiệm mua bán vật liệu xây cất ở Ohio. Bán sắt thép, xi măng, gỗ và các vật liệu xây cất nhà, cả dây điện, công tắc đèn. 

Thầy "Thích sao vàng" muốn xây kiểng chùa phục vụ bá tánh, cộng đồng VN ở xứ người, thầy quyên được 800 ngàn đô la (chỉ là con số thí dụ) tiền mặt. 

“Thích sao vàng” cất 100 ngàn tiền mặt làm của "chùa", nhưng là của riêng cho thầy, không phải là “của chùa” theo nghĩa thông thường! 

Nộp 700 ngàn vào ngân hàng có uy tín như Bank of America ở Mỹ, Royal bank of Canada (thì ở Canada chớ đâu nữa), hay Crédit Agricole của Pháp, ngoan ngoãn như một công dân tốt, lương thiện. 

Thầy nhờ công ty của ông ABC lo mọi việc xây cất, xin giấy phép. Tổng cộng chi phí xây chùa thiệt ngon chỉ tới 500 ngàn đô la (cũng là con số thí dụ). 

Còn lại 200 ngàn (thầy sực mất 100 ngàn tiền mặt rồi): 

1/ Giao cho tòa lãnh sự VC sở tại, coi như đóng góp cho "quê hương", lãnh sự VC sẽ dùng hành lý ngoại giao (valise diplomatique/ diplomatic bag) gởi đi HSBC ở Hồng Kông và cất ở đó, hoặc từ HSBC sẽ nhập vào trương mục của "anh" Nguyễn Xuân Phúc, hay "anh" Nguyễn Phú Trọng, tại Bahamas, Cuba... 

Con cháu mấy "anh cấp trên" có tiền ăn học ở Mỹ, ở Đức, Úc, mua nhà rộng, nhà nghỉ mát, cottage, bao các em tóc vàng ăn chơi thâu đêm, hay sắm xe Rolls-Royce đời mới đi lại cho đỡ mệt, tất cả do tiền "nhân dân ta ở nước ngoài" đổ mồ hôi đóng góp. 

Tuyệt vời! 

Hành lý ngoại giao, hoàn toàn miễn khám xét 
miễn sao có quốc hiệu và thường có nhân viên ngoại giao đi kèm. 

Có thể là 1 va ly, có thể là một container, thùng gỗ… 

2/ Cách thứ hai, công ty của ông ABC, viết hoá đơn 700 ngàn đô la trọn vẹn cho công tác xây chùa. 

“Thích sao vàng” ký cheque trả 700 ngàn cho ABC. 

Tiền thặng dư 200 ngàn, ABC ký trả 100 ngàn cho tiệm bán bàn ghế, tượng đồng, tượng Phật, trống, nhang đèn, bồn sứ, hoa sen vàng..., còn 100 ngàn ông ABC trả lương cho chính ông và các nhân viên, bảo hiểm, đóng tiền thất nghiệp, thuế buôn bán. Hoàn toàn hợp lệ. Dĩ nhiên phải có lời nhiều. 

Tiệm bán bàn ghế nói trên, do ông DEF làm chủ, ông cũng có quan hệ "tốt đẹp" với "mấy ảnh" ở tòa đại sứ VC, cũng như Ban ngoại thương ở Hà nội. 

Nói thẳng ra cả hai ABC, DEF đều là bọn làm ăn buôn bán với CS, miễn sao có lợi cho cá nhân và kiếm nhiều tiền, về VN an hưởng tuổi già, hay về VN "giải trí" hàng năm. Chúng không ngần ngại rửa tiền cho VC. 

Đến đây, hy vọng bạn đọc nhìn thấy tại sao phải cẩn thận trong việc từ thiện, cứu trợ, xây chùa ở Việt Nam. Hoặc cả việc xây chùa ở các quốc gia nơi bạn đọc đang sinh sống. Trước khi bạn trao một số tiền dù nhỏ với tinh thần "của ít lòng nhiều", nên biết rõ số tiền bạn giúp sẽ tới tay ai, sẽ đi về đâu. 

Ai là người hưởng lợi từ tấm lòng nhân ái của bạn? 

Dĩ nhiên không phải nhìn đâu cũng với cặp mắt nghi kỵ, nhìn đâu cũng thay dối trá của CS, không phải hòa thượng, thầy tu nào cũng là tay sai CS. 

Xây dựng chùa chiền, nhà thờ cho cộng đồng Việt Nam ở mỗi địa phương, hay việc tương tế, cứu trợ không phải tất cả đều do CS giật dây. 

Khi nào nên giúp, khi nào không nên giúp. Khi nào đáng tin, khi nào không đáng tin. Không phải dễ.

Please spare a thought for Venezuela. This, the 33rd largest country in the world and with about 34 million people, the largest proven reserves of oil, the cheapest price of gasoline in the world, and was in 1950 richer than Germany, has fallen on times so hard in this once Latin America's richest country that 75% of the population lost an average of 11 Kg (24 pounds) in weight in one year because of food scarcity. And you might ask: "Why should I care?"

Venezuela is located on the northern coast of South America and shares land borders with Brazil, Colombia, Guyana, as well as Trinidad and Tobago. Officially called the Bolivarian Republic of Venezuela, the country was colonized by Spain in 1522 but gained full independence about 300 years later and 188 years ago, in 1830. Venezuela is a charter member of many important international organizations, including the United Nations (UN), the Organization of American States (OAS), Mercosur (the South American trade bloc), and the Organization of Petroleum Exporting Countries (OPEC), to name a few.

Venezuela is the 10th largest exporter of oil in the world, and its economy is largely based on the petroleum sector, which accounted for over 50% of the gross domestic product (GDP) of the country in 2015. Thanks to a huge government subsidy program, Venezuela has the cheapest gasoline in the world, costing $0.11 per gallon ($0.03 per litre) in 2014, even after a 6,200% increase!

Give Me Two!

Venezuela's history, although rocky, has had its glorious moments, including periods of political plurality, as well as oil-fueled economic booms that attracted immigrants from near and far (including Europe) into the country. Venezuela has also had dark moments of political turmoil, dictatorships, and economic gloom, because of various domestic and external factors.

Venezuela enjoyed both a relatively stable democracy, and significant economic growth between 1958 and the early 1980s. During this period, politics was dominated by two parties, and government revenues more than doubled after the 1973 Arab-Israeli war resulted in a huge rise in oil prices. Although the boom would soon turn to burst, it lasted long enough for Venezuelans to become known for the phrase "Ta barato, dame dos” ("It's cheap, give me two") as they bought up relatively cheap goods in their travels abroad.

In the early 1980s, the global oil glut brought down crude oil prices, and along with it, the Venezuelan economy. As a result, the country's foreign exchange reserves ran desperately low, as government debt mounted, and in desperation government devalued the currency by 100% on "Black Friday” (February 18, 1983). In addition, government announced an IMF-backed economic reform program which increased fuel, transport, and utilities prices, and lifted the price cap on some basic goods.

As a result, the country was plunged into economic and political crises, with deadly a wave of protests called the Caracazo riots in which an estimated 300 to 3,000 people died. The prevailing conditions also resulted in two unsuccessful coup attempts (in February and November, 1992), by leftist military officers, led by Hugo Rafael Chávez Frías to overthrow the government. Although Chavéz was imprisoned after the first coup attempt, he was pardoned in March 1994, thus enabling him to contest, and win, the 1998 presidential elections.

The Road to Hell

The road to hell, they say, is paved with good intentions. And if anything, Venezuela's current tragic plight proves the adage, given the innocuous and well-intentioned start of the Chavéz-led Bolivarian Revolution.

Following his victory in the 1998 elections, Chavéz embarked on a reform campaign some have termed "institutional engineering” in a bid to consolidate his power and break the 40-year hold the two leading political parties had on Venezuelan politics. Chavéz also implemented "democratic socialist" economic policies, including the redistribution of wealth, land reform, the creating creation of worker-owned cooperatives, and the attainment of food security and food sovereignty. To implement these policies, Chavéz created social programs called Bolivarian Missions and Communes, and 100,000 state-owned cooperatives.

Venezuela suffered an economic downturn in early 2002, and this, coupled with anger about Chavéz's war on the elites, and his alignment with Fidel Castro's Cuba led to an abortive coup against his government in April 2002. That same month, managers at the state petroleum company, Petróleos de Venezuela (PDVSA), went on a two-month strike over Chavéz's nominations for new members of the company's board of directors. Chavéz had long denounced PDVSA (parent company of Citgo, a US energy company) for its association with the US and business elites. After the collapse of the strike, Chávez fired 18,000 PDVSA employees and replaced them with 100,000 of his supporters, aka Chavistas.

The failed PDVSA management strike enabled Chavéz to take control of the company's coffers to fund his social programs and support his political base. By 2011, some $500 million was siphoned from the PDVSA pension fund to finance government-backed financiers. Such lavish spending inflicted the Dutch Disease on the country, with its fiscal health wrecked, despite increasing exports of, and revenues from oil.

Chavéz's policies were initially helpful, but unsustainable because of the drain on the country's finances. While poverty rates decreased 48.6% in 1999 to 32.1% in 2013, Venezuela had the one of the highest literacy rates in the region, and malnutrition fell from 21% in 1998 to 6% in 2009, price controls led to shortages of goods. Similarly, currency controls, introduced to curb capital flight exacerbated matters by leading to a shortage of foreign exchange, a decline in the value of the Bolivar, and increasing inflation.

Although oil prices increased significantly later in 2002, bringing in huge revenues, Venezuela's economy began to collapse because of what someone called RIDDS: recession, inflation, declining foreign reserves, debt, and shortages. Thus, the huge increase in government spending during the 2012 campaign to re-elect Chavéz ballooned public debt and fiscal deficit. Similarly, the decision to replace trained PDVSA personnel with revolutionaries, and deprive the company of capital decreased oil production, despite increasing levels of proven reserves of oil.

Between 2007 and 2013, inflation grew an annual rate of 27.4% (at least five times the rate for Latin America), scarcity, (especially of food, medicines and essential goods) set in, and foreign reserves fell at an alarming rate of $38 million per day. In short, all indicators pointed to trouble ahead for Venezuela when Chavéz died in March 2013.

Enter Maduro

Following the death of Chavéz, his Vice President and former Minister of Foreign Affairs, Nicolás Maduro Moros, became Interim President. Maduro went on to win the constitutionally-mandated presidential elections in April 2013, and was inaugurated as President on April 19, 2013. A former bus driver who did not complete his high school education, Maduro made up for his lack of the charisma that Chávez, his predecessor and mentor, had by being autocratic and continuing Chávez's populist programs.

Things got worse in a hurry. Annual inflation increased from 29.4% in April 2013 to 61.5% a year later. Hyperinflation (i.e. monthly inflation rate exceeds 50%) set in in 2016 when inflation reached an annual rate of 800%, and the economy contracted almost 19%. By September 2016, 15% of Venezuelans were eating discarded food they picked from dumpsites.

In 2017, inflation reached 4,000%, as Venezuelans lost average of 11 Kg (24 pounds) because of food shortages, and 90% of them lived in poverty. To make matters worse, the US government slapped sanctions on Maduro in a bid to prevent him from raising additional funds. Last month, Venezuela's annual inflation rate reached a staggering 200,000%, meaning that prices increase by that much since August 2017. In addition, corruption and crime increased, and people took to the streets to protest against the difficult conditions they were enduring.

President Maduro tried every trick in the book to arrest the country's slide into chaos by increasing the minimum wage four times between April 2014 and July 2015, changing the method of calculation of inflation, introducing a crypto currency, the Petro, as well as devaluing and re-denominating the currency by cutting five zeros from it. Nothing worked.

In exasperation, Venezuelans have been voting with their feet, with an estimated 1.6 million of them having fled their country since 2015, according to the UN agency for migration. The majority of these migrants are professionals and the middle class, thereby depriving the country of much-needed human capital. The mass emigration of Venezuelans has also strained neighboring countries (especially Colombia and Peru, which have taken in almost 1 million, and over 400,000 Venezuelans, respectively), and provided graphic images to a global audience. About two weeks ago, a Summit of 13 Latin American countries agreed to reduce restrictions on Venezuelan migrants, and appealed for more international aid to enable them deal with the inflow of Venezuelans, which Venezuela's president Maduro said was "normal."

Who Cares?

Venezuela's economic meltdown should be of concern to many, including those in the Internet infrastructure industry. With one chicken costing 14 million Bolivars (about $2.2), and banks out of cash, it is easy to imagine how difficult it would be to register or renew the registration of a domain name, or purchase a certificate of authority, not to mention buy hardware such as servers. Such challenges impact many people and issues such as online privacy and safety, as well as security, both within and outside Venezuela.

Venezuela should also be a cause for concern because it has been a major source of funding for developing countries, especially in development cooperation among developing countries in the global South (the so-called South-South cooperation). Between 2000 and 2011, Venezuela spent $7.6 billion (in 2009 USD) on development finance in other countries. In addition, Venezuela initiated the Petrocaribe alliance which provides oil at concessionary terms to its 17 member countries, many of them from CARICOM, the 15-member Caribbean economic community.

Despite the unimaginable difficulties faced by Venezuelans, they continue to make significant contributions to the maintenance of the global Internet infrastructure as well as the policy development processes that underpin it. The Venezuelan ccTLD, .VE is an important part of the Internet infrastructure, along with copies of the F and L root servers. Earlier this year, the .VE ccTLD was reported to have had an additional 48,000 domain names registered compared to a year earlier. This increase, however, is probably due to the high-handed methods of the Venezuelan government which banned the use of all non-.VE domains in the country.

In partnership with the Latin America and Caribbean Network Information Centre (LACNIC), Internet Systems Consortium (ISC), and ICANN, Venezuela installed copies of the F- and L-root servers in 2006, and 2015, respectively, thereby helping increasing the resilience of the Internet infrastructure in the region. Venezuela's contribution to the global Internet infrastructure includes the ALBA-1 fiber cable which connects Venezuela, Cuba and Jamaica to the Internet. Other international sub-marine cable projects Venezuela is connected to include the Americas-1 South, the Americas-II, Arcos-1, the Atlantica-1/GlobeNet, and the PAC.

Besides hardware and hard cash, Venezuela also contributes to the global Internet by participating in ICANN, and other similar regional and international organizations. Venezuela has been a member of ICANN's Government Advisory Committee (GAC) since 2014, is a member of the CCNSO as well as ALAC, and its regional structure in Latin America and the Caribbean, LACRALO. Venezuelans also contribute to the work of Internet-related regional organizations such as LACNOG and LACNIC, work in the DNS industry, and have an Internet Society (ISOC) Chapter.

What Now?

In view of the difficult economic situation in Venezuela and the contribution of the country and its people to the global Internet, it is fair to contemplate what can and should be done to support them. Clearly, support from the international community should be coordinated, and tailored to the missions of various organizations or partner providing such support.

Venezuelans themselves should take the lead in the developing a support program or programs. In this regard, organizations such as ICANN and ISOC, along with international development partners (e.g. World Bank, and the ITU), should work with Venezuelans, as well as regional partners (e.g. LACNIC) to develop a support program to address current needs and plan for the recovery of the Venezuelan economy.

Although this might be easier said than done given that the US is hell-bent on regime change in Venezuela, the old adage that there's a way where there's a will applies. ICANN, for example, can help in a number of ways including travel support to enable Venezuelans attend the organization's meetings and providing them additional slots in ICANN'S Fellowship and Future Leaders programs.

ICANN can also support the Venezuelan Internet infrastructure and DNS industry players, including ISPs, registrars, the .VE ccTLD registry, and operators of root server copies. ICANN, ISOC, and the DNS industry outside Venezuela can hire Venezuelans who are or have been active in these communities but were forced to leave their country because of the difficult circumstances prevailing there.

No Condition is Permanent

Venezuela's present predicament is a good reason to recall the Nigerian proverb: No condition is permanent! As tough as things are, they will get better. Just as the United States, which once paid tributes to Barbary (aka Ottoman) corsairs based in Tripoli, Libya, can now choose when and how to lord over that country, Venezuela will one day rise from these ashes. This is a great time to leave a lasting legacy on the minds of Venezuelans, especially the younger generation, and all hands should be on deck to help them wade through their present difficulties. So, when next you get in the mood to sing What a Wonderful World, please spare a thought for Venezuela.

          Lehighton Sesquicentennial Trivia Night       Cache   Translate Page      
Trying to enjoy all the intriguing events of this week is tough to do.  The Trolley Tour on Saturday, the Cemetery Tour last night and the parade and fireworks coming up Saturday are among the many highlights, not to mention the talent show, various contests, and of course the variety of musical performances each night.

One of my favorite Lehighton pictures:

Zahn served as Chief Burgess from 1934 to 1941.  Chief Yenser
modernized the department by adding new technology necessary to combat
the "gangster" 1930s: a teletype machine, a .45 cal machine gun, and
bulletproof glass in the windshield of the patrol car.  Most work
was still done on foot and even horseback into the 1930s.
The department also owned a motorcycle as early as 1929.

I have a two fold reason for sharing this post to those interested in the Trivia Night this Friday, July 1st from 5:00 to 7:00 PM at the Amphitheater: To give a sampling of some of the questions and also to give a rundown of how the contest will work.

No matter what your level of Lehighton knowledge is, you will be rewarded by attending this event.  Not only will you learn tidbits you never knew existed, but by competing you will achieve a shred of immortality: All competitor's names will be placed in the Time Capsule at week's end along with all the questions and answers.

This was the Lehighton Airport dedication day, on July 20 and 21, 1929 (photographer is facing the homes on Ninth Street).  Pictured here is Mahlon Kistler Sr (4th from left).  It is unclear if Jensen is in this picture.  Other dignitaries attending the event were Governor Fisher and National Labor Secretary Davis.  Jensen was born in Kansas but also
lived in Harrisburg in the 1930s.  One article stated that he was a former resident of our town.
So let's start with a few sample questions that didn't make the cut.

Sample #1: Martin Jensen was the second person in the world to fly from California to where?  (Answers will appear at the end of this article.  Jensen took his $10,000 of prize money from the Dole fruit company to invest it in Lehighton's airfield.  At least 15 other crews attempted this feat, most of those ended fatally.)

Now that could be hard for some folks?  Well first of all, this one is so tough I threw it out.  Also, the first three rounds are all multiple choice.  So is it: A. Jamaica, B. Spain, C. Iwo Jima, D. Hawaii?

An attempt was made to make the questions begin with some relative ease.  Given freely here are some hints at a few of them: "What day does this certain weekly event take place in Lehighton?"  "What is the fee the town charges for someone applying for a ______ permit?" etc.

Sample question #2: Although this is Lehighton's 150th anniversary of its incorporation as a borough, what group originally founded here many years before?  

#3: Give the year of Lehighton's founding by this group.  (Again this is multiple choice in the first three rounds.)

#4: Name one thing you could buy at Karl Shaeffer's store on First St?

There will be questions about the lives of some of the people nominated for "Citizen of the Century."  #5: He was among the last doctors to still make house calls?  #6: Who are the current owners of the Eugene Baer Silk Mill on Bridge St? etc, etc.

Here's How it will Work:
You can go it alone or pair up with a partner to become a dynamic duo.

Let's say we have 50 teams competing.  You will have a 50% chance of advancing based on how well you do on the first fifteen questions of Round One.  At the end of Round One, only the top 25 teams will advance.

There are lucky-guess tie-breaker questions to help sort out ties if needed.  Here's one: Name (guess) the year Ben Franklin came to Weissport to build a fort.  Or how about guess the number of fire hydrants there are in town.  Person's getting it on the nose will advance.  If no one answers it correctly, the closest without going over will advance. 

Easy right?

Here's an interesting question that was eliminated because it was too hard: Name the Lehighton Chief of Police who died of natural causes at the wheel of his patrol car in 1947?  (See sample answer #6 below).

Round Two and another fifteen questions (they are getting harder now) will have the top fifteen teams advancing to Round Three.  After Round Three, we will have just the top five teams left.

Now it gets interesting.  Multiple choice is gone.  Contestants will then enter the "Jeopardy"-style of play, except for one twist: when in control of the board, they can choose "Battle Questions."

Here's an example.  Suppose this were "State Trivia."  A Battle question could be "Name all the states beginning with the letter "N."  Each question has the number of correct answers available.  In this case there are 8 correct answers.  

The player in control of the board may choose one of these Battle Questions as their turn.  They also get the option of answering first or second.  The player/team that gives the last correct answer gets 5 points.  The losing competitor loses 5 points.  So if you believe the competitor you are playing against knows all their states, you can have them go first, allowing you to give the last correct answer and winning.

Here are some of the Battle Question categories: "Streets (7)," "Streets (11)," "Players (10+)", "Restaurants (10+)," "Service Stations (10+)," and etc. 

There are parameters, such as "Name the streets, including alleys, named after people."  There are eleven of them.  Make sense?  Good.  "Players (10+)" asks contestants to name the players of the 1977 District 11 championship basketball team.  There are more than ten correct names that could be given.  You wont have to know them all, you just need to know one more than the person you choose to "battle" with.

As for the "Jeopardy" side of the game, the categories are: "Sports," "Famous," "Borough," "Corner Stores," and "Current Events."

Questions could be something like: Where could you buy ice cream on South Second Street?  Who was the Olympic Swimmer who trained at Graver's Pool?  Who is our current Chief of Police? etc etc.
Here is one tough looking dude.  He was William Swartz
and he was Lehighton's police chief in 1917.  He tried to
calm down a rowdy 22-year old punk in a Lehighton hotel
and was shot and killed.  The only Lehighton officer killed
in the line of duty.  He left 8 children.

Then of course there is the "Final Jeopardy" question where the five finalists will wager an amount of their score before they answer.  I can tell you the topic now: "Lehighton."

These questions were designed to challenge yes, to inform, certainly.  But my ultimate hope is for all of us present to be enriched by our shared knowledge and love of this great town of ours.

          I'M VOTING NIXON, WILLIAMS, JAMES IN DEMOCRATIC PRIMARY THURSDAY      Cache   Translate Page      
This is not any kind of official endorsement from ICEUFT but in case anyone is interested, and I have been asked on several occasions, I will be voting in the Democratic Primary for Cynthia Nixon for governor tomorrow, Jumaane Williams for Lieutenant governor and Tish James for Attorney General .

Nixon is by no means a perfect candidate. She says some dumb things like she wouldn't run against Bloomberg. However, her pro-labor position calling for public employees to have the right to strike is the best position I have seen a major party candidate for high office take in a long, long time. It's also encouraging that she pledges to fully fund public education. If she were to pull off a major upset and knock off Cuomo and we got back our right to legally strike, that would be a big win. Andrew Cuomo's record of being anti-labor and anti-public schools is well known. I don't expect Nixon to win but if she can outdo Zephyr Teachout's 34% that she received in the 2014 primary against Cuomo, it would take Cuomo down a notch or two.

On Lieutenant Governor, I am on board with Jumaane Williams.Kathy Hochul has a poor record as Cuomo's right hand person. Williams opposes mayoral control of the schools. That sounds good.

Jumaane has been an opponent of mayoral control of schools, citing the lack of parent involvement and the failure in closing the achievement gap for students of more color and those with disabilities. He understands the importance of these issues intimately, having been a student with Tourette’s syndrome and attention deficit hyperactivity disorder who had the support of family and teachers in order to succeed. Going forward, he believes a municipal model, which would incorporate greater oversight from the City Council, would be more effective in addressing local concerns and increasing accountability. Jumaane feels the charter school system, intended to be a laboratory for innovation to bring to public schools, has thus far been misused and is opposed to the forced school co-location and closure policy that has dominated the last decade. Locally, he has successfully fought back against a proposed co-location at IS 240 and is working with parents, students and teachers on a similar effort at the Tilden Educational Campus. Jumaane has also been an active supporter of his local parochial schools, helping to rally support to save institutions like Nazareth Regional High School from closure.

Attorney General is a very tough pick as there are two very good candidates and one is not running with the Democratic establishment. Zephyr Teachout would make an excellent Attorney General and I so want to vote for her but Public Advocate Tish James I believe has a better chance of winning. I have to hold my nose and forgive James for lining up with Cuomo as the Democratic machine candidate however I would hate to see James and Teachout split the progressive vote and someone else win the job so I am sticking with the favorite James here.

James was a real friend of Jamaica High School when she was on the City Council and we were fighting to remain open. A group of students and I went to testify before the Council and James treated the kids and me with the utmost in respect in supporting our school.

As Public Advocate, James has been a strong supporter of public education. Read her views opposing mayoral control and having School Leadership Teams select principals at the NYCKIDSPAC site. She has no problem suing the Department of Education and will continue as our advocate on the larger statewide stage. UFT is endorsing James. I got the robocall on Wednesday night from political director Paul
Egan yet I am still supporting her. (Sarcasm alert there, as the UFT endorsement helps in reality.)

UFT's snub for pro-education leader Robert Jackson in the 31st Senatorial district is kind of hard to believe. NYCKIDSPAC strongly supports Jackson who was head of the City Council's Education Committee. Jackson is one of a group of State Senate candidates the Kids Pac is endorsing. Here is what they say about Jackson:

One of them is a seasoned veteran, Robert Jackson, who has extensive experience as the chair of the NYC Council Education Committee and a twenty-five year history of education advocacy as a school board president and lead plaintiff in the CFE lawsuit to obtain fair funding for NYC schools. 

UFT is turning its back on a long time friend Jackson by endorsing Marisol Alcantara who is pro-union  but a big advocate for charter schools. Major Charter money helped back her initial senate run in 2016.

If you live in the 31st Senate District, please vote for Robert Jackson.

I'm sure my two cents will change the outcome. Maybe not.

I had a break down before i walked into the most nerve wrecking casting of my life. I asked my driver to go around the block twice before i could walk into the @VictoriasSecret offices so i could re coup, and remember (while my trainer @bodybymato reminded me on the phone through sobs - thank you lol) how hard I’ve been working! I went in and made new friends and saw old friends and it already felt like home! We patiently waited while @ed_razek @johndavidpfeiffer @monica.mitro @10magazine carefully took time to get to know each girl. When it was finally my time, within my nervous storm of anticipation i changed into a black Victoria Secret set and stepped out!!!! I spoke to them about Jamaica, @nick_knight , my abs, and how i was beyond honoured to be given the opportunity to try out.. then I walked for my life!!!! I can’t believe this!! This is one of those games like the latest one's I've been playing Dead Man's Doubloons, Remnants and Jamaica in which the winner is determined by Victory Points of some sort (or Glory Points). Yet no official printed nor PDF downloadable score sheets.

That's an oversight imho

I'm not sure the games need a board with a perimeter of a euro game scoring track. But that wouldn't hurt. Not to keep score during the game but after the game. The board real estate would shrink a bit but not much. I can see the Viking heads used for the Port icons as markers.

As it stands I've made my own calculated score sheets for myself for those games in excel. I spent some time on them so I'm not uploading them soon. But that is a fun part of the victory point games is filling in the scores.

It was another night of extraordinary Hero Caribbean Premier League (CPL) playoff drama at Providence Stadium as St Kitts & Nevis Patriots sensationally grabbed a semi-final spot with a two-wicket victory over Jamaica Tallawahs with just one ball remaining.

Remarkably, that was exactly the same outcome as Tuesday night when Guyana Amazon Warriors edged past Trinbago Knight Riders; but while that was a slow-burning, nerve-shredding, bowler-dominated thriller this was a record-breaking rollercoaster of a run-fest in which Glenn Phillips’ magnificent century for the Tallawahs would ultimately prove in vain.

Phillips’ 103 from 63 balls propelled the Tallawahs to a Hero CPL record score of 191/5 at Providence Stadium, a ground record that would stand for only two hours as Ben Cutting’s huge six over midwicket from the fifth ball of the final over saw the Patriots to an unlikely victory.

The Tallawahs appeared to have the game in the bag when Ish Sodhi removed both Rassie van der Dussen and Chris Gayle in the 10th over to leave the Patriots 62/3 with the required rate well beyond 12 an over.

But Anton Devcich and Fabian Allen had other ideas, smashing 51 from the next three overs to breathe new life into the run-chase. Allen smashed two sixes in his whirlwind 10-ball 23, and even after he became Sodhi’s third victim of the night the onslaught continued.

As we ease out of the heat of summer and head towards cooler months when bigger, bolder, boozier beers are not only welcome, but downright appropriate, we’re excited to share that two new Barrel-Aged Great Eight sample packs will be hitting shelves starting on September 17th! Composed of two bottles each of two year-round and two limited release beers, these barrel-aged beauties are perfect for sharing with friends or for having an amazing night alone.

Given that barrel-aging beer, by nature, is a fickle endeavor that’s also limited by the fact that aging space and the barrels themselves are finite, our friends in the Greater Kansas City Area will see a Barrel-Aged Great Eight composed of beers produced in smaller runs than the beers that will be distributed nationally. The seas, lakes and oceans are now pluming deadly hydrogen sulfide and suffocating methane. Hydrogen sulfide is a highly toxic water-soluble heavier-than-air gas and will accumulate in low-lying areas. Honduras ha quedado encuadrada en el Grupo C del Premundial Sub-20 de la Concacaf (Confederación de Norte, Centroamérica y el Caribe de Fútbol) que se realizó este jueves en las oficinas de la organización en Miami, Florida.

El equipo catracho ha sido cabeza de serie de su grupo y enfrentará a solo a selecciones de Caribe, las cuales son: Cuba, Antigua y Barbuda, República Dominicana, Belice y Sint Marteen.

La edición 2018 del campeonato masculino Sub-20, que se celebrará del 1 al 21 de noviembre de 2018 en la Academia IMG en Bradenton, Florida, será disputado por un número récord de 34 selecciones de la Concacaf.

A diferencia del formato anterior de la competencia masculina, que incluía eliminatorias regionales en el Caribe y Centroamérica, seguido de un campeonato final, la edición rediseñada del 2018 asegurará que todos los equipos participantes tengan acceso a jugar más partidos de fútbol de alto nivel.

Los primeros lugares de cada grupo se clasificarán a una siguiente ronda, quedando seis selecciones, que se sortearán en dos grupos de tres y de ahí los dos primeros lograrán boleto al Mundial de la categoría.

El evento, que ordenó los equipos participantes en cuatro grupos de seis equipos y dos grupo de cinco equipos, fue dirigido por el Jefe de Competencias de Selecciones Nacionales de Concacaf, Carlos Fernández.

Como se anunció previamente, los primeros seis equipos del recién anunciado Ranking Masculino Sub-20 de Concacaf - Estados Unidos, México, Honduras, Panamá, Costa Rica y El Salvador - fueron sembrados como cabezas de serie de los Grupos A, B, C, D, E y F respectivamente.

Los 28 equipos restantes se colocaron en cinco bombos y fueron sorteados.

CircleID CircleID: Please spare a thought for Venezuela. This, the 33rd largest country in the world and with about 34 million people, the largest proven reserves of oil, the cheapest price of gasoline in the world, and was in 1950 richer than Germany, has fallen on times so hard in this once Latin America's richest country that 75% of the population lost an average of 11 Kg (24 pounds) in weight in one year because of food scarcity. And you might ask: "Why should I care?"

Venezuela is located on the northern coast of South America and shares land borders with Brazil, Colombia, Guyana, as well as Trinidad and Tobago. Officially called the Bolivarian Republic of Venezuela, the country was colonized by Spain in 1522 but gained full independence about 300 years later and 188 years ago, in 1830. Venezuela is a charter member of many important international organizations, including the United Nations (UN), the Organization of American States (OAS), Mercosur (the South American trade bloc), and the Organization of Petroleum Exporting Countries (OPEC), to name a few.

Venezuela is the 10th largest exporter of oil in the world, and its economy is largely based on the petroleum sector, which accounted for over 50% of the gross domestic product (GDP) of the country in 2015. Thanks to a huge government subsidy program, Venezuela has the cheapest gasoline in the world, costing $0.11 per gallon ($0.03 per litre) in 2014, even after a 6,200% increase!

Give Me Two!

Venezuela's history, although rocky, has had its glorious moments, including periods of political plurality, as well as oil-fueled economic booms that attracted immigrants from near and far (including Europe) into the country. Venezuela has also had dark moments of political turmoil, dictatorships, and economic gloom, because of various domestic and external factors.

Venezuela enjoyed both a relatively stable democracy, and significant economic growth between 1958 and the early 1980s. During this period, politics was dominated by two parties, and government revenues more than doubled after the 1973 Arab-Israeli war resulted in a huge rise in oil prices. Although the boom would soon turn to burst, it lasted long enough for Venezuelans to become known for the phrase "Ta barato, dame dos” ("It's cheap, give me two") as they bought up relatively cheap goods in their travels abroad.

In the early 1980s, the global oil glut brought down crude oil prices, and along with it, the Venezuelan economy. As a result, the country's foreign exchange reserves ran desperately low, as government debt mounted, and in desperation government devalued the currency by 100% on "Black Friday” (February 18, 1983). In addition, government announced an IMF-backed economic reform program which increased fuel, transport, and utilities prices, and lifted the price cap on some basic goods.

As a result, the country was plunged into economic and political crises, with deadly a wave of protests called the Caracazo riots in which an estimated 300 to 3,000 people died. The prevailing conditions also resulted in two unsuccessful coup attempts (in February and November, 1992), by leftist military officers, led by Hugo Rafael Chávez Frías to overthrow the government. Although Chavéz was imprisoned after the first coup attempt, he was pardoned in March 1994, thus enabling him to contest, and win, the 1998 presidential elections.

The Road to Hell

The road to hell, they say, is paved with good intentions. And if anything, Venezuela's current tragic plight proves the adage, given the innocuous and well-intentioned start of the Chavéz-led Bolivarian Revolution.

Following his victory in the 1998 elections, Chavéz embarked on a reform campaign some have termed "institutional engineering” in a bid to consolidate his power and break the 40-year hold the two leading political parties had on Venezuelan politics. Chavéz also implemented "democratic socialist" economic policies, including the redistribution of wealth, land reform, the creating creation of worker-owned cooperatives, and the attainment of food security and food sovereignty. To implement these policies, Chavéz created social programs called Bolivarian Missions and Communes, and 100,000 state-owned cooperatives.

Venezuela suffered an economic downturn in early 2002, and this, coupled with anger about Chavéz's war on the elites, and his alignment with Fidel Castro's Cuba led to an abortive coup against his government in April 2002. That same month, managers at the state petroleum company, Petróleos de Venezuela (PDVSA), went on a two-month strike over Chavéz's nominations for new members of the company's board of directors. Chavéz had long denounced PDVSA (parent company of Citgo, a US energy company) for its association with the US and business elites. After the collapse of the strike, Chávez fired 18,000 PDVSA employees and replaced them with 100,000 of his supporters, aka Chavistas.

The failed PDVSA management strike enabled Chavéz to take control of the company's coffers to fund his social programs and support his political base. By 2011, some $500 million was siphoned from the PDVSA pension fund to finance government-backed financiers. Such lavish spending inflicted the Dutch Disease on the country, with its fiscal health wrecked, despite increasing exports of, and revenues from oil.

Chavéz's policies were initially helpful, but unsustainable because of the drain on the country's finances. While poverty rates decreased 48.6% in 1999 to 32.1% in 2013, Venezuela had the one of the highest literacy rates in the region, and malnutrition fell from 21% in 1998 to 6% in 2009, price controls led to shortages of goods. Similarly, currency controls, introduced to curb capital flight exacerbated matters by leading to a shortage of foreign exchange, a decline in the value of the Bolivar, and increasing inflation.

Although oil prices increased significantly later in 2002, bringing in huge revenues, Venezuela's economy began to collapse because of what someone called RIDDS: recession, inflation, declining foreign reserves, debt, and shortages. Thus, the huge increase in government spending during the 2012 campaign to re-elect Chavéz ballooned public debt and fiscal deficit. Similarly, the decision to replace trained PDVSA personnel with revolutionaries, and deprive the company of capital decreased oil production, despite increasing levels of proven reserves of oil.

Between 2007 and 2013, inflation grew an annual rate of 27.4% (at least five times the rate for Latin America), scarcity, (especially of food, medicines and essential goods) set in, and foreign reserves fell at an alarming rate of $38 million per day. In short, all indicators pointed to trouble ahead for Venezuela when Chavéz died in March 2013.

Enter Maduro

Following the death of Chavéz, his Vice President and former Minister of Foreign Affairs, Nicolás Maduro Moros, became Interim President. Maduro went on to win the constitutionally-mandated presidential elections in April 2013, and was inaugurated as President on April 19, 2013. A former bus driver who did not complete his high school education, Maduro made up for his lack of the charisma that Chávez, his predecessor and mentor, had by being autocratic and continuing Chávez's populist programs.

Things got worse in a hurry. Annual inflation increased from 29.4% in April 2013 to 61.5% a year later. Hyperinflation (i.e. monthly inflation rate exceeds 50%) set in in 2016 when inflation reached an annual rate of 800%, and the economy contracted almost 19%. By September 2016, 15% of Venezuelans were eating discarded food they picked from dumpsites.

In 2017, inflation reached 4,000%, as Venezuelans lost average of 11 Kg (24 pounds) because of food shortages, and 90% of them lived in poverty. To make matters worse, the US government slapped sanctions on Maduro in a bid to prevent him from raising additional funds. Last month, Venezuela's annual inflation rate reached a staggering 200,000%, meaning that prices increase by that much since August 2017. In addition, corruption and crime increased, and people took to the streets to protest against the difficult conditions they were enduring.

President Maduro tried every trick in the book to arrest the country's slide into chaos by increasing the minimum wage four times between April 2014 and July 2015, changing the method of calculation of inflation, introducing a crypto currency, the Petro, as well as devaluing and re-denominating the currency by cutting five zeros from it. Nothing worked.

In exasperation, Venezuelans have been voting with their feet, with an estimated 1.6 million of them having fled their country since 2015, according to the UN agency for migration. The majority of these migrants are professionals and the middle class, thereby depriving the country of much-needed human capital. The mass emigration of Venezuelans has also strained neighboring countries (especially Colombia and Peru, which have taken in almost 1 million, and over 400,000 Venezuelans, respectively), and provided graphic images to a global audience. About two weeks ago, a Summit of 13 Latin American countries agreed to reduce restrictions on Venezuelan migrants, and appealed for more international aid to enable them deal with the inflow of Venezuelans, which Venezuela's president Maduro said was "normal."

Who Cares?

Venezuela's economic meltdown should be of concern to many, including those in the Internet infrastructure industry. With one chicken costing 14 million Bolivars (about $2.2), and banks out of cash, it is easy to imagine how difficult it would be to register or renew the registration of a domain name, or purchase a certificate of authority, not to mention buy hardware such as servers. Such challenges impact many people and issues such as online privacy and safety, as well as security, both within and outside Venezuela.

Venezuela should also be a cause for concern because it has been a major source of funding for developing countries, especially in development cooperation among developing countries in the global South (the so-called South-South cooperation). Between 2000 and 2011, Venezuela spent $7.6 billion (in 2009 USD) on development finance in other countries. In addition, Venezuela initiated the Petrocaribe alliance which provides oil at concessionary terms to its 17 member countries, many of them from CARICOM, the 15-member Caribbean economic community.

Despite the unimaginable difficulties faced by Venezuelans, they continue to make significant contributions to the maintenance of the global Internet infrastructure as well as the policy development processes that underpin it. The Venezuelan ccTLD, .VE is an important part of the Internet infrastructure, along with copies of the F and L root servers. Earlier this year, the .VE ccTLD was reported to have had an additional 48,000 domain names registered compared to a year earlier. This increase, however, is probably due to the high-handed methods of the Venezuelan government which banned the use of all non-.VE domains in the country.

In partnership with the Latin America and Caribbean Network Information Centre (LACNIC), Internet Systems Consortium (ISC), and ICANN, Venezuela installed copies of the F- and L-root servers in 2006, and 2015, respectively, thereby helping increasing the resilience of the Internet infrastructure in the region. Venezuela's contribution to the global Internet infrastructure includes the ALBA-1 fiber cable which connects Venezuela, Cuba and Jamaica to the Internet. Other international sub-marine cable projects Venezuela is connected to include the Americas-1 South, the Americas-II, Arcos-1, the Atlantica-1/GlobeNet, and the PAC.

Besides hardware and hard cash, Venezuela also contributes to the global Internet by participating in ICANN, and other similar regional and international organizations. Venezuela has been a member of ICANN's Government Advisory Committee (GAC) since 2014, is a member of the CCNSO as well as ALAC, and its regional structure in Latin America and the Caribbean, LACRALO. Venezuelans also contribute to the work of Internet-related regional organizations such as LACNOG and LACNIC, work in the DNS industry, and have an Internet Society (ISOC) Chapter.

What Now?

In view of the difficult economic situation in Venezuela and the contribution of the country and its people to the global Internet, it is fair to contemplate what can and should be done to support them. Clearly, support from the international community should be coordinated, and tailored to the missions of various organizations or partner providing such support.

Venezuelans themselves should take the lead in the developing a support program or programs. In this regard, organizations such as ICANN and ISOC, along with international development partners (e.g. World Bank, and the ITU), should work with Venezuelans, as well as regional partners (e.g. LACNIC) to develop a support program to address current needs and plan for the recovery of the Venezuelan economy.

Although this might be easier said than done given that the US is hell-bent on regime change in Venezuela, the old adage that there's a way where there's a will applies. ICANN, for example, can help in a number of ways including travel support to enable Venezuelans attend the organization's meetings and providing them additional slots in ICANN'S Fellowship and Future Leaders programs.

ICANN can also support the Venezuelan Internet infrastructure and DNS industry players, including ISPs, registrars, the .VE ccTLD registry, and operators of root server copies. ICANN, ISOC, and the DNS industry outside Venezuela can hire Venezuelans who are or have been active in these communities but were forced to leave their country because of the difficult circumstances prevailing there.

No Condition is Permanent

Venezuela's present predicament is a good reason to recall the Nigerian proverb: No condition is permanent! As tough as things are, they will get better. Just as the United States, which once paid tributes to Barbary (aka Ottoman) corsairs based in Tripoli, Libya, can now choose when and how to lord over that country, Venezuela will one day rise from these ashes. This is a great time to leave a lasting legacy on the minds of Venezuelans, especially the younger generation, and all hands should be on deck to help them wade through their present difficulties. So, when next you get in the mood to sing What a Wonderful World, please spare a thought for Venezuela.

          Spare a Thought for Venezuela      Cache   Translate Page      

CircleID CircleID: Please spare a thought for Venezuela. This, the 33rd largest country in the world and with about 34 million people, the largest proven reserves of oil, the cheapest price of gasoline in the world, and was in 1950 richer than Germany, has fallen on times so hard in this once Latin America's richest country that 75% of the population lost an average of 11 Kg (24 pounds) in weight in one year because of food scarcity. And you might ask: "Why should I care?"

Venezuela is located on the northern coast of South America and shares land borders with Brazil, Colombia, Guyana, as well as Trinidad and Tobago. Officially called the Bolivarian Republic of Venezuela, the country was colonized by Spain in 1522 but gained full independence about 300 years later and 188 years ago, in 1830. Venezuela is a charter member of many important international organizations, including the United Nations (UN), the Organization of American States (OAS), Mercosur (the South American trade bloc), and the Organization of Petroleum Exporting Countries (OPEC), to name a few.

Venezuela is the 10th largest exporter of oil in the world, and its economy is largely based on the petroleum sector, which accounted for over 50% of the gross domestic product (GDP) of the country in 2015. Thanks to a huge government subsidy program, Venezuela has the cheapest gasoline in the world, costing $0.11 per gallon ($0.03 per litre) in 2014, even after a 6,200% increase!

Give Me Two!

Venezuela's history, although rocky, has had its glorious moments, including periods of political plurality, as well as oil-fueled economic booms that attracted immigrants from near and far (including Europe) into the country. Venezuela has also had dark moments of political turmoil, dictatorships, and economic gloom, because of various domestic and external factors.

Venezuela enjoyed both a relatively stable democracy, and significant economic growth between 1958 and the early 1980s. During this period, politics was dominated by two parties, and government revenues more than doubled after the 1973 Arab-Israeli war resulted in a huge rise in oil prices. Although the boom would soon turn to burst, it lasted long enough for Venezuelans to become known for the phrase "Ta barato, dame dos” ("It's cheap, give me two") as they bought up relatively cheap goods in their travels abroad.

In the early 1980s, the global oil glut brought down crude oil prices, and along with it, the Venezuelan economy. As a result, the country's foreign exchange reserves ran desperately low, as government debt mounted, and in desperation government devalued the currency by 100% on "Black Friday” (February 18, 1983). In addition, government announced an IMF-backed economic reform program which increased fuel, transport, and utilities prices, and lifted the price cap on some basic goods.

As a result, the country was plunged into economic and political crises, with deadly a wave of protests called the Caracazo riots in which an estimated 300 to 3,000 people died. The prevailing conditions also resulted in two unsuccessful coup attempts (in February and November, 1992), by leftist military officers, led by Hugo Rafael Chávez Frías to overthrow the government. Although Chavéz was imprisoned after the first coup attempt, he was pardoned in March 1994, thus enabling him to contest, and win, the 1998 presidential elections.

The Road to Hell

The road to hell, they say, is paved with good intentions. And if anything, Venezuela's current tragic plight proves the adage, given the innocuous and well-intentioned start of the Chavéz-led Bolivarian Revolution.

Following his victory in the 1998 elections, Chavéz embarked on a reform campaign some have termed "institutional engineering” in a bid to consolidate his power and break the 40-year hold the two leading political parties had on Venezuelan politics. Chavéz also implemented "democratic socialist" economic policies, including the redistribution of wealth, land reform, the creating creation of worker-owned cooperatives, and the attainment of food security and food sovereignty. To implement these policies, Chavéz created social programs called Bolivarian Missions and Communes, and 100,000 state-owned cooperatives.

Venezuela suffered an economic downturn in early 2002, and this, coupled with anger about Chavéz's war on the elites, and his alignment with Fidel Castro's Cuba led to an abortive coup against his government in April 2002. That same month, managers at the state petroleum company, Petróleos de Venezuela (PDVSA), went on a two-month strike over Chavéz's nominations for new members of the company's board of directors. Chavéz had long denounced PDVSA (parent company of Citgo, a US energy company) for its association with the US and business elites. After the collapse of the strike, Chávez fired 18,000 PDVSA employees and replaced them with 100,000 of his supporters, aka Chavistas.

The failed PDVSA management strike enabled Chavéz to take control of the company's coffers to fund his social programs and support his political base. By 2011, some $500 million was siphoned from the PDVSA pension fund to finance government-backed financiers. Such lavish spending inflicted the Dutch Disease on the country, with its fiscal health wrecked, despite increasing exports of, and revenues from oil.

Chavéz's policies were initially helpful, but unsustainable because of the drain on the country's finances. While poverty rates decreased 48.6% in 1999 to 32.1% in 2013, Venezuela had the one of the highest literacy rates in the region, and malnutrition fell from 21% in 1998 to 6% in 2009, price controls led to shortages of goods. Similarly, currency controls, introduced to curb capital flight exacerbated matters by leading to a shortage of foreign exchange, a decline in the value of the Bolivar, and increasing inflation.

Although oil prices increased significantly later in 2002, bringing in huge revenues, Venezuela's economy began to collapse because of what someone called RIDDS: recession, inflation, declining foreign reserves, debt, and shortages. Thus, the huge increase in government spending during the 2012 campaign to re-elect Chavéz ballooned public debt and fiscal deficit. Similarly, the decision to replace trained PDVSA personnel with revolutionaries, and deprive the company of capital decreased oil production, despite increasing levels of proven reserves of oil.

Between 2007 and 2013, inflation grew an annual rate of 27.4% (at least five times the rate for Latin America), scarcity, (especially of food, medicines and essential goods) set in, and foreign reserves fell at an alarming rate of $38 million per day. In short, all indicators pointed to trouble ahead for Venezuela when Chavéz died in March 2013.

Enter Maduro

Following the death of Chavéz, his Vice President and former Minister of Foreign Affairs, Nicolás Maduro Moros, became Interim President. Maduro went on to win the constitutionally-mandated presidential elections in April 2013, and was inaugurated as President on April 19, 2013. A former bus driver who did not complete his high school education, Maduro made up for his lack of the charisma that Chávez, his predecessor and mentor, had by being autocratic and continuing Chávez's populist programs.

Things got worse in a hurry. Annual inflation increased from 29.4% in April 2013 to 61.5% a year later. Hyperinflation (i.e. monthly inflation rate exceeds 50%) set in in 2016 when inflation reached an annual rate of 800%, and the economy contracted almost 19%. By September 2016, 15% of Venezuelans were eating discarded food they picked from dumpsites.

In 2017, inflation reached 4,000%, as Venezuelans lost average of 11 Kg (24 pounds) because of food shortages, and 90% of them lived in poverty. To make matters worse, the US government slapped sanctions on Maduro in a bid to prevent him from raising additional funds. Last month, Venezuela's annual inflation rate reached a staggering 200,000%, meaning that prices increase by that much since August 2017. In addition, corruption and crime increased, and people took to the streets to protest against the difficult conditions they were enduring.

President Maduro tried every trick in the book to arrest the country's slide into chaos by increasing the minimum wage four times between April 2014 and July 2015, changing the method of calculation of inflation, introducing a crypto currency, the Petro, as well as devaluing and re-denominating the currency by cutting five zeros from it. Nothing worked.

In exasperation, Venezuelans have been voting with their feet, with an estimated 1.6 million of them having fled their country since 2015, according to the UN agency for migration. The majority of these migrants are professionals and the middle class, thereby depriving the country of much-needed human capital. The mass emigration of Venezuelans has also strained neighboring countries (especially Colombia and Peru, which have taken in almost 1 million, and over 400,000 Venezuelans, respectively), and provided graphic images to a global audience. About two weeks ago, a Summit of 13 Latin American countries agreed to reduce restrictions on Venezuelan migrants, and appealed for more international aid to enable them deal with the inflow of Venezuelans, which Venezuela's president Maduro said was "normal."

Who Cares?

Venezuela's economic meltdown should be of concern to many, including those in the Internet infrastructure industry. With one chicken costing 14 million Bolivars (about $2.2), and banks out of cash, it is easy to imagine how difficult it would be to register or renew the registration of a domain name, or purchase a certificate of authority, not to mention buy hardware such as servers. Such challenges impact many people and issues such as online privacy and safety, as well as security, both within and outside Venezuela.

Venezuela should also be a cause for concern because it has been a major source of funding for developing countries, especially in development cooperation among developing countries in the global South (the so-called South-South cooperation). Between 2000 and 2011, Venezuela spent $7.6 billion (in 2009 USD) on development finance in other countries. In addition, Venezuela initiated the Petrocaribe alliance which provides oil at concessionary terms to its 17 member countries, many of them from CARICOM, the 15-member Caribbean economic community.

Despite the unimaginable difficulties faced by Venezuelans, they continue to make significant contributions to the maintenance of the global Internet infrastructure as well as the policy development processes that underpin it. The Venezuelan ccTLD, .VE is an important part of the Internet infrastructure, along with copies of the F and L root servers. Earlier this year, the .VE ccTLD was reported to have had an additional 48,000 domain names registered compared to a year earlier. This increase, however, is probably due to the high-handed methods of the Venezuelan government which banned the use of all non-.VE domains in the country.

In partnership with the Latin America and Caribbean Network Information Centre (LACNIC), Internet Systems Consortium (ISC), and ICANN, Venezuela installed copies of the F- and L-root servers in 2006, and 2015, respectively, thereby helping increasing the resilience of the Internet infrastructure in the region. Venezuela's contribution to the global Internet infrastructure includes the ALBA-1 fiber cable which connects Venezuela, Cuba and Jamaica to the Internet. Other international sub-marine cable projects Venezuela is connected to include the Americas-1 South, the Americas-II, Arcos-1, the Atlantica-1/GlobeNet, and the PAC.

Besides hardware and hard cash, Venezuela also contributes to the global Internet by participating in ICANN, and other similar regional and international organizations. Venezuela has been a member of ICANN's Government Advisory Committee (GAC) since 2014, is a member of the CCNSO as well as ALAC, and its regional structure in Latin America and the Caribbean, LACRALO. Venezuelans also contribute to the work of Internet-related regional organizations such as LACNOG and LACNIC, work in the DNS industry, and have an Internet Society (ISOC) Chapter.

What Now?

In view of the difficult economic situation in Venezuela and the contribution of the country and its people to the global Internet, it is fair to contemplate what can and should be done to support them. Clearly, support from the international community should be coordinated, and tailored to the missions of various organizations or partner providing such support.

Venezuelans themselves should take the lead in the developing a support program or programs. In this regard, organizations such as ICANN and ISOC, along with international development partners (e.g. World Bank, and the ITU), should work with Venezuelans, as well as regional partners (e.g. LACNIC) to develop a support program to address current needs and plan for the recovery of the Venezuelan economy.

Although this might be easier said than done given that the US is hell-bent on regime change in Venezuela, the old adage that there's a way where there's a will applies. ICANN, for example, can help in a number of ways including travel support to enable Venezuelans attend the organization's meetings and providing them additional slots in ICANN'S Fellowship and Future Leaders programs.

ICANN can also support the Venezuelan Internet infrastructure and DNS industry players, including ISPs, registrars, the .VE ccTLD registry, and operators of root server copies. ICANN, ISOC, and the DNS industry outside Venezuela can hire Venezuelans who are or have been active in these communities but were forced to leave their country because of the difficult circumstances prevailing there.

No Condition is Permanent

Venezuela's present predicament is a good reason to recall the Nigerian proverb: No condition is permanent! As tough as things are, they will get better. Just as the United States, which once paid tributes to Barbary (aka Ottoman) corsairs based in Tripoli, Libya, can now choose when and how to lord over that country, Venezuela will one day rise from these ashes. This is a great time to leave a lasting legacy on the minds of Venezuelans, especially the younger generation, and all hands should be on deck to help them wade through their present difficulties. So, when next you get in the mood to sing What a Wonderful World, please spare a thought for Venezuela.

          Trial of ISIS Plot to Kill U.S. Ambassador to Suriname Gets No Coverage      Cache   Translate Page

Last year, a few foreign news outlets reported an alleged local ISIS plot to murder the U.S. ambassador to … Suriname. My curiosity was piqued -- an ISIS franchise in South America? -- but coverage has been extremely rare.
To date, no American media outlet has regarded an ISIS plot to murder an American diplomat in Paramaribo as newsy enough to send a reporter there, or even to ask around in Washington. These events are so unusual that the U.S. State Department's most recently released Country Reports on Terrorism, in its section on South America, doesn't even offer a section about Suriname.
Here’s what is known, as best as can be pieced together from local news outlets in the former Dutch colony of 500,000 Dutch-speaking people. (Suriname, by the way, is nestled between Guyana and French Guiana, which are on Brazil’s northern border to the east of Venezuela. One other terrorism-related oddity about Suriname: the son of former President Desi Bouterse -- who had ironically worked on the country’s national counterterror unit -- is currently in a U.S. prison serving time for attempting to support Hezbollah in a conspiracy to traffic in narcotics.)
This story broke on July 23, 2017, when “information from foreign intelligence agencies” and local sources led to SWAT raids and the arrests of two Dutch-Surinamese brothers, Raoul A. (35) and Nasser A. (31), who had started a Sharia law-compliant butchery. Several other suspects were arrested as well. A reported target of terrorist plotting was career diplomat Ambassador Edwin R. Nolan, who arrived at his appointed post in December 2015 and who apparently remains on post. There’s been some unresolved, contradictory reporting about whether the ambassador and embassy were credibly targeted, or targeted at all. But information has been scarce, and the American embassy has not commented.
The brothers were among five suspects “believed to be Muslim” who were initially arrested, according to local reporting. One of the suspects reportedly was the daughter of Ronnie Brunswijk, a member of Parliament and former guerilla commando. Brunswijk confirmed that his daughter, who was riding in the same car as the suspects, also was arrested but was soon released. The two arrested brothers, both born in the Netherlands before emigrating to their parents’ native Suriname a few years before their arrests, were charged with terrorism-related offenses and faced trial in Paramaribo.

Many months elapsed before more news was published about this caper. The May 23, 2018, issue of The Daily Herald, which describes itself as “the leading newspaper for St. Maarten and the Northeast Caribbean,” finally advanced the story by providing some initial trial coverage. It reported that the brothers regarded themselves as ISIS loyalists and actively recruited fighters to go to Syria, at least two of them from Suriname. At a hearing in May, authorities reportedly produced chat messages that showed Raoul A. had developed “tight relationships” with key people within ISIS. He was described as the “brains behind the Islamic State’s branch in Suriname” and said to run online chatrooms where radicalized locals could meet virtually. Both brothers reportedly were planning to relocate to Syria with their families, but were arrested first.
One of their recruits was a local woman named “Fiona S.” She actually attempted to reach Syria but was caught at the Turkey border and returned to Suriname.
Nothing further seems to have been reported about the targeting of Ambassador Nolen and/or the U.S. embassy. There’s been no news since late May on the trial proceedings.
Surinamese authorities did take seriously an “ISIS terror threat” posted on social media threatening mass killings if Raoul A. and Nasser A. were not released from jail, according to the Jamaica Observer. The posted threat: “Listen to me Suriname and listen clearly. This is a message from ISIS. Free our brothers. We will kill 50 peoples from Anton de Kom University, Santa Boma and Lyceum 1. If you do not take it seriously, we will kill more.”
Until now, Suriname had not been associated with Islamic terrorism or any plot such as this. But the plot -- and a presumably ongoing counterterrorism investigation there -- would register as significant on a number of counts beyond just the fact that Islamic terrorists possibly aspired to murder an insufficiently protected American diplomat, a la Benghazi.
American media ought to go down and ask some questions. Here’s why:
1. Suriname maintains close cultural, political, and trade ties to the Netherlands, which happened to be a source country for many passport-holding extremists who fought with ISIS in Syria. Dutch passport holders and thousands of other European Union citizens who fought with ISIS can hop a plane to Suriname without a visa, at a time when returning terrorist fighters are presumed to be widely circulating through the global bloodstream. As documented here, once Islamic terrorists find the easy breach into a Latin American nation like Suriname, they're in the smuggling lanes to the Texas border.
Furthermore, the State Department’s country reports on terrorism has this to say about Latin America:
Many countries in Latin America have porous borders, limited law enforcement capabilities, and established smuggling routes. These vulnerabilities offered opportunities to local and international terrorist groups ... Canada and the Caribbean -- particularly Trinidad and Tobago -- were sources of foreign terrorist fighters in 2016; the return of these trained foreign terrorist fighters is of great concern.
2. A viable Islamic terrorist cell formed in Suriname is certainly a national security concern. This thwarted plot demonstrates that the security of our diplomats and American tourists in sleepy, out-of-the-way corners of the world may no longer be taken for granted. Our national security apparatus may need to start extending a more penetrating view into obscure former European colonies with lax visa requirements -- like Suriname -- to keep Americans safe.
3. When American diplomats anywhere become targets of purported Islamic terrorist plots, that's a news story. Even with U.S. media facing dire criticism these days, many Americans would still prefer to get news from American outlets rather than small foreign newspapers that may be less reliable. As a former reporter myself, I would suggest to American news reporters that they should please get to it already.
