Rebecca Hall is Assistant Curator at the USC Pacific Asia Museum in Pasadena, CA where she curated the exhibition Ceremonies and Celebrations: Textile Treasures from the USC Pacific Asia Museum Collection. She received her PhD in Southeast Asian Art History from UCLA in 2008 and has spent several years living and researching in Thailand, Laos, and Cambodia. Her research interests include an examination of the relationship between art and Buddhist practice and the visual expressions of belief related to the Buddhist cosmology.

          ASEAN leaders agree to tap 4th Industrial Revolution      Cache   Translate Page      

Hanoi, Sep 13 (IANS) Leaders of ASEAN (Association of Southeast Asian Nations) members gathered here on Wednesday for the 2018 World Economic Forum on ASEAN, stressing the importance of fully tapping the Fourth Industrial Revolution for socioeconomic development.

"Digitalization has become a new growth catalyst," Cambodian Prime Minister Samdech Techo Hun Sen said, adding that the technological frontier will create many positive changes.

To tap great potential of the Fourth industrial revolution and minimize its potential negative impact, the Cambodian Prime Minister proposed ASEAN countries enhance quality of education and training, sharpen skills of labourers and entrepreneurs, seek innovations, introduce new business models, and improve hard and soft infrastructure, especially their regional connectivity capabilities, Xinhua reported.

Indonesian President Joko Widodo said people should not be afraid of having smaller incomes or losing jobs due to automation, because the revolution will help increase productivity and efficiency, lower production cost of goods and services, and utilize both natural and human resources more effectively.

"As our economies develop, they are driven increasingly not by natural resources, which are limited, but human talent, which is unlimited," Widodo said.

Meanwhile, Lao Prime Minister Thongloun Sisoulith proposed developing the ASEAN into a region of innovation with high competitiveness, better information and communication technology infrastructure, quicker trade and investment facilitation, and narrower science and technology gaps among members.

The ASEAN should also give stronger empowerment to private sector and entrepreneurs, Sisoulith said.

Highlighting recent technological achievements which have led to practical results in Myanmar such as sharp decline in prices of mobile phones and rapid growth of banking services, Myanmar's State Counsellor Aung San Suu Kyi said the revolution should be tapped to benefit people of all age and from all areas.

"Our approach to the Fourth Industrial Revolution is based on our belief in the creativity, empathy and stewardship qualities of our people, especially the young," she said.

Singaporean Prime Minister Lee Hsien Loong said individual countries' approaches to the Fourth Industrial Revolution can be linked with the construction and development of the ASEAN Community.

Thai Deputy Prime Minister and Justice Minister Prajin Juntong agreed that the ASEAN should be connected physically and digitally amid the revolution which helps fuel economic growth.

Thailand has implemented a "Thailand 4.0" policy to shift its economic focus towards an innovation-driven economy, he noted.

Vietnamese Prime Minister Nguyen Xuan Phuc also spoke highly of digital economy and new technology, proposing countries to intensify application of new technologies to share innovations and new values as well as to forge connectivity for sustainable development.

Also on Wednesday, Nguyen Xuan Phuc, Prajin Juntong, Aung San Suu Kyi, Thongloun Sisoulith and Hun Sen attended another plenary session themed "A New Vision for the Mekong Region," sharing their visions for the region in association with the Fourth Industrial Revolution.

The five leaders agreed that ASEAN members in general and Mekong countries in particular can no longer depend just on natural resources. They should embrace innovation, reform, creativity to connect the Mekong countries in a more dynamic way for sustainable development.

Tell them about the jumpers… I was close enough to see the jumpers too as scenes from The Towering Inferno (a film I saw, like Deer Hunter, when I was way too young) kept jumping into my head. Was an extremely tough day in NY. Spent first 15 minutes convincing everyone this was no accident and most likely a Bin Laden scheme. No one believed me until the second plane hit. Went back downstairs to keep my crew working as SEC deadlines don't change even for attacks on U.S. soil. Was extremely difficult keeping people focused on their work. Ended up working until 4pm, walked 50 or so blocks up to Molly Wee's and had some drinks with firemen who were down at the site that morning. They already knew all to well that there wouldn't be any survivors. Trains started running around 8pm and caught one back to Montclair. The walk uptown on the closed West Side Highway was surreal. We all felt like ants scurrying from the wreckage site of some kid with a magnifying glass. Gator, who waited on ferry lines for 4 or 5 hours got home an hour or so before me. Lots of people walked across the GWB and caught buses from Ft. Lee. As for remembrance. It's important. But it was a terrorist attack and not really a traditional act of war. I remember it every time I hear about a drone attack. As for history, it always sucks to be a victim of a cowardly terrorist attack. Ask the mamed victims of Hiroshima and Nagasaki. 200,000 people incinerated or left with excruciating painful cancer and burns. Now that's worth remembering. Or the Holocaust or Russian and Cambodian massacres. But 9/11 is small beans when compared. I'm not surprised that the memorials are dying down. And I'm not really trying to take anything any from it as I lost many a friend there. Just looking at it without emotional bias.

          State Counsellor attends opening plenary session of 27th World Economic Forum on ASEAN in Hanoi      Cache   Translate Page      

State Counsellor Daw Aung San Suu Kyi attended the opening plenary session of the World Economic Forum on ASEAN in the Vietnamese capital of Hanoi yesterday.

In her opening address, the State Counsellor emphasized the technological leaps the country has achieved in the past five years, the dramatic drop in the price of mobile phones for example, but also stressed that the Fourth Industrial Revolution should be human-centric.

“Our approach to the Fourth Industrial Revolution is based on our belief in the creativity, empathy and stewardship qualities of our people, especially the young,” she said.

Myanmar enjoyed the advantage to leap-frog from line phone to 4G network, and Myanmar’s telecom sector has grown too fast that mobile phone penetration rose to 105 per cent today from about less than one per cent five years ago.

Approach to the Fourth Industry Revolution should be based on innovation, sharing and leadership, she said, saying the approach is concerned not only with youths but also human beings.

The State Counsellor also called for making more investments in human resources development as much as possible to achieve success in the Fourth Industrial Revolution for all human beings.

She also stressed the need to bring about changes to teaching technological skills to the people regarding the industrial revolution.

ASEAN member countries, especially the member countries with least development should face the challenges bravely and to overcome them when they approach the new technological skills, she said.

The State Counsellor also urged the ASEAN member countries to prepare for promoting their technological skills of their workers today though they relied on ordinary workers to attract foreign investment in the past.

To overcome the challenges, a country should reform its education system to become practical for life and to adapt to the changing world, she said.

An education system must be adapted to better prepare the youths for their innovation and critical thinking skills they will need in the future, said the State Counsellor.

The State Counsellor also stressed the importance of innovation in the face of challenges today and the role of leadership which should be linked with innovation and sharing.

While appreciating the Myanmar youths’ innovation skills, she also called for linking the innovation skills with practical skills when approaching the innovation, capability and market competition.

She stressed the need to narrow the development gap among ASEAN member countries.

The State Counsellor also expressed her hope that Myanmar would be provided security including financial security and stability as the country transitions to the Fourth Industrial Revolution. She also expressed her hope that the forum would produce means and ways for improving the world economy and creating a better world to live in during the period of the Fourth Industrial Revolution.

The State Counsellor attended the opening and plenary of the 27th World Economic Forum on ASEAN together with Nguyen Phu Trong, General Secretary of the Communist Party of Viet Nam, Nguyen Xuan Phuc, Prime Minister of Viet Nam, Lee HsienLoong, Prime Minister of Singapore, Joko Widodo, President of Indonesia, Samdech Hun Sen, Prime Minister of the Kingdom of Cambodia,Thongloun Sisoulith, Prime Minister of the Lao People’s Democratic Republic,and Prajin Juntong, Deputy Prime Minister, Minister of Justice of Thailand, senior economic officials, Professor Klaus Schwab, Executive Chairman of the World Economic Forum and business personnel from the ASEAN countries.

Following the opening ceremony, State Counsellor Daw Aung San SuuKyi attended the lunche on hosted by Professor Klaus Schwab together with heads of State of the ASEAN member countries.

Afterwards, the State Counsellor received Japanese Foreign Minister Mr. Taro Kono at the Daewoo Hotel in Hanoi.

At the meeting, they discussed promotion of cooperation between Japan and Myanmar, matters related to holding Japan-Mekong Summit to be held in Tokyo, Japan, in October, 2018, Japan’s constructive support to the Rakhine issue and continued cooperation between Japan and Myanmar in the UN and international arena.

Also present at the meeting were Union Minister U Thaung Tun and U Kyaw Tin, Deputy Minister U Set Aung, Ambassador U Kyaw Soe Win and officials.

In the afternoon, State Counsellor Daw Aung San Suu Kyi, attended a Mekong forum together with leaders of the Mekong member countries Nguyen Xuan Phuc, Prime Minister of Viet Nam, Samdech Hun Sen, Prime Minister of the Kingdom of Cambodia, Thongloun Sisoulith, Prime Minister of the Lao People’s Democratic Republic,and Prajin Juntong, Deputy Prime Minister, Minister of Justice of Thailand, discussing a vision for a shared, prosperous future.

The Mekong region, comprising five countries – Viet Nam, Cambodia, Thailand, Lao PDR and Myanmar – is home to 240 million people and accounts for a combined GDP of US $800 billion.

In the evening, the State Counsellor attended a dinner hosted by the Vietnamese government together with the Heads of State of the ASEAN member countries.

Cambodia's SingMeng Telemedia has announced plans to acquire and merge with Digi to create an operator with a range of services including internet, entertainment, voice, and enterprise solutions.

The planned merger is expected to complete in October, the companies announced this week. 

SingMeng offers triple play and smart TV services, a well as broadband, mobile TV and VoIP services businesses. The company operates over 6,000km of fiber across Cambodia.

Linda: Apart from war-related flying, weather research, search and rescue, mercy flights, and such, when we consider travel by air it brings us thoughts of adventure waiting on the horizon. But travel does more than jet us away from home. When we go to faraway places we learn about other cultures. If we are open to it, we also learn about ourselves, outside our comfort zone.

We re-evaluate values; experiences versus things. For example:

- Climbing to the top of Sniper Tower in Mostar, Bosnia and witnessing the messages of peace and remembrance in street art;

- Finding the Pittman Apartment building in Saigon—the one in the iconic photo of a helicopter lifting some of the last few people out of the country as the enemy rolled down the streets in tanks;

- Our souls soaking in beautiful Cambodia and her lovely people who have suffered immensely, yet their art is healing a wounded nation.

We’ve seen firsthand how God uses art to heal in Southeast Asia and Eastern Europe. It’s powerful. We’ve met survivors and descendants of those who suffered. We’ve heard their stories and they have moved us. Experience versus things? There is no souvenir of that worth.

Mike: There’s so much more to the universe than the little space we take up. Most people who travel report a significantly deeper sense of connection to the rest of the humanity. But to get this benefit, we must be immersed in the culture we visit. Cruises, resorts, and shopping don’t show us the real world. To be in the neighborhoods and visit people in their homes, to discover their customs, traditions, daily life, is to gain appreciation for our differences and similarities.

I flew a trip to the Dominican Republic for the wedding of the French Prince Louis Alphonse, Duke of Anjou to the daughter of a friend of my boss. My co-pilot and I did not attend the wedding but remained in the country for a week, put up at an exclusive resort. Resort life did not give much of a window into the lives of the people in the D.R. All around the outside of the compound were ramshackle homes, most only half built. These people worked behind the scenes at the resort but were not allowed to interact with guests. We were discouraged from leaving the compound except in one of the resort vehicles to and from the airport.

I contrast this with Alex, our enterprising tuk-tuk driver in Siem Reap, Cambodia. He took us to his village and his home. We tasted local herbs and learned about how a neighbor extracts sap from a tree, rising early to boil it carefully for hours in a wide ten-gallon cast iron bowl hung crudely over a fire to make sweet syrup, which he sells in the afternoon. Cambodian children warmed our hearts as they walked dirt roads with their arms around each other—buddies, like kids everywhere.

We are enriched as we travel beyond our borders to truly live in God's creation.

Wat Phnom temple.

Built in 1372, the temple of Wat Phnom stands on the only hill in Phnom Penh, which lent the the Cambodian capital its name. According to legend, the temple was originally built to house four statues of the Buddha found in a tree floating in the nearby river.

Back in 1372, or so the story goes, a wealthy widower named Daun Penh came across a fallen koki tree floating in the river near her home. Inside the tree she found four bronze statues of the Buddha. Amazed by this discovery, Penh and her neighbors built a temporary shrine on a piece of raised ground near her house. The locals called the small hill Phnom Penh, or "Penh's Hill," in her honor.

About 60 years later, King Ponhea Yat, the last king of the Khmer Empire, moved to Phnom Penh. He gave the order to increase the size of the hill, and to build a wooden temple atop it. This was the first rebuilding of Wat Phnom—one of many over the following centuries—and the remains of Ponhea Yat are still housed in a stupa behind the main temple.

The main temple was rebuilt in 1434, 1806, 1894, and 1926. Its importance rose and fell over the years, depending on the whims of kings, and extensive renovations were made to fit the ideologies of various rulers, including the Khmer Rouge and Pol Pot. New shrines and statues have been added, and the original walls plastered and painted over on numerous occasions.

Today, the temple is an amalgam of styles and structures from across its more than 600-year history, including gardens built by the French in the late 19th century and shrines that represent Taoist, Confucian, and Hindu beliefs.

The grand main entrance runs up the eastern stairway, its path guarded by lions and naga, the mythical snakes of Hinduism and Buddhism. Inside the temple sits a large bronze Buddha, the walls covered by paintings that tell his story, and murals that recount the Reamker, the Khmer version of the Ramayana.

Many more shrines dot the sides and base of the hill, but few are more important than the shrine to Daun Penh, the supposed founder of the wat. The front of her shrine is often crowded with people leaving offerings of food and praying to Daun Penh, and many women come here to pay tribute to the temple's female founder.

Other notable features include a little shrine dedicated to the spirit or genie Preah Chau, which is thought to offer protection from enemies and is especially popular among the Vietnamese community. There's also the over 200-foot-wide flower clock, originally a gift from France in the 1960s, but replaced in 2000 by a new version given as a gift by China.

Hmmmm.... OK. I was checking the reports today & I suspect you are correct. But I'm still not giving them a pass or think t was done properly. OT: Just got home from Hospital. Went in Tuesday week ago with severe abdominal pain. Had pain on & off since I got the Surgical Hernia 4 yrs ago, but this was the worst yet. Went to GP & he called an ambulance. ER put me on morpheme, ordered a CT & other scans, called a surgical team for assessment when the scan's/tests were done. They decided I needed surgery but were very concerned as my abdomen was quite distended and very hard, like a rock! But it began receding over night and they decided to wait & observe, went into the Surgical ward. Operated on Sat. My bowel, intestines and appendix were a twisted mess and they removed my appendix and part of the bowel that looked to be becoming septic. Was a 3 hr op. Went well and I was in recovery to come off the anesthetic. Was the worst I can remember in years! 3 hrs is a long time. I literally had no idea where I was and hallucinated for some minutes, but they began to reduce. I was pretty emotional for a couple hours after, which is not like me. Poor Anesthesia Nurse was in tears... I was reliving a bad day in Cambodia, calling out... I don't remember much of what I actually saw/said then, but do vividly remember the event. I'm pretty sure I said some things I am under NDA not to mention... and fu*k 'em! It feels good to have told someone! She came and checked on me Mon. I explained (as much as I could) and told her not to think about it too much. Past is the past and somethings are best left there. So I joked about other things and we were laughing, she gave me a hug and a good smile. I felt better. It's my burden, not hers. So... It's good to be back home! Surprisingly, the hospital food the past week wasn't too bad! Some was even quite good! I am quite amazed! :lol: But instant coffee STILL sux! ;) :D They were going to keep me in until tomorrow, but I recover fast, always have. So they let me go today. Even did a bit of laundry this morning! (Just a few things I need, I'm not stupid & know the price of pushing too hard too soon). Got a 2 Mth. Med Cirt. for CL to tell them to piss off & leave me alone, so one less problem to deal with for a couple Months! Was almost worth the pain! :lol: I hope everyone is doing well! *hugs*

Register to join us on Sept. 27 for an interactive Emissions Trading System (ETS) simulation by the Environmental Defense Fund (EDF). Using the EDF CarbonSim tool, this session will help students, scholars, and other members of the Duke community gain valuable ETS experience in a risk-free, entertaining, and fast-paced learning environment.

The simulation highlights choices, provides a framework for decisions, and serves as a platform for experiments in emissions trading scenarios. Through the simulation, participants will learn how they can use an ETS to achieve environmental and economic outcomes, develop a carbon portfolio management strategy, minimize liabilities and capitalize on opportunities. They will also come to understand that choices made by both policymakers and industries are shaped by the design and administration of the ETS.

CarbonSim is a multi-user, artificial intelligence-enhanced, state of the art simulation tool. It can be played in four different languages and a half dozen currencies. It can be used to both train stakeholders and run “what if” ETS design scenarios. CarbonSim has been tested and improved with the help of more than 1800 players from China, Cambodia, Vietnam, Myanmar, Cambodia, the Philippines, Indonesia, Singapore, Laos, Thailand, Bangladesh, Korea, Mexico, the EU, and the United States.

Theo tướng John M. Keane, trong giai đoạn từ khi Tập Cận Bình nắm quyền tối cao tại Trung Cộng, khả năng quốc phòng của Trung Cộng đã phát triển nhanh hơn bất cứ quốc gia nào, kể cả Mỹ. Vào năm 2017, Trung Cộng có lực lượng hải quân lớn nhất thế giới về số lượng tàu chiến với 317 chiến hạm so với 283 của Mỹ.

Dĩ nhiên, sự so sánh của tướng John M. Keane chỉ đơn thuần về con số, các yếu tố khác có thể còn quan trọng hơn chưa được ông phân tích hay tạm gác qua bên.

Chính sách của Mỹ trong những năm sau biến cố 9/11/2001 tập trung vào chống khủng bố, chiến tranh Iraq, Afghanistan, và khủng hoảng Trung Đông. Giới cầm quyền Trung Cộng đã lợi dụng sự thờ ơ đó của Mỹ để quân sự hóa các vùng chiếm được trên Biển Đông và mở rộng ảnh hưởng trên Thái Bình Dương.

Chính sách đối ngoại “bẫy nợ” của Trung Cộng
Trung Cộng áp dụng chính sách đối ngoại hai mặt, vừa lấn áp chủ quyền thô bạo trên Biển Đông bất chấp luật pháp quốc tế và đồng thời vừa mở rộng quan hệ kinh tế với các quốc gia đang phát triển trong vùng để dụ họ vào chiếc bẫy nợ.

“Bẫy nợ” kinh tế tài chánh sẽ ảnh hưởng đến chính sách đối ngoại và quốc phòng. Các nước như Sri Lanka, Pakistan, Cambodia, Bangladesh, Nepal, Philipppines v.v.. đang sập vào bẫy nợ của Trung Cộng.

Các nhà phân tích ví von một cách mỉa mai rằng giấc mơ tươi đẹp của chủ nợ Trung Cộng là cơn ác mộng hãi hùng của các nước con nợ.

Mục đích chính của “bẫy nợ” do Trung Cộng tạo ra là an ninh chiến lược. Nỗi sợ của Trung Cộng là bị bao vây nên mọi chính sách đối ngoại của Trung Cộng đều nhằm giải tỏa vòng vây.

“Bẫy nợ” tại Sri Lanka như nhiều phân tích đã bàn đến. Ấn Độ là nước quan tâm nhất vì cảng chiến lược Hambantota chỉ cách Ấn Đô một trăm dặm . Các điều khoản của hợp ước sang nhượng Hambantota 99 năm có cả việc cho phép các tàu chiến Trung Cộng thả neo. Báo chí cho rằng Sri Lanka có khả năng đe dọa Ấn Độ tương tự như vị trí của Cu Ba đối với Mỹ trong Chiến tranh Lạnh.

Một ví dụ khác là Pakistan. Một phần năm tổng số nợ nước ngoài của Pakistan đến từ Trung Cộng. Không phải tự nhiên mà Trung Cộng trói Pakistan vào cột nợ. Pakistan giữ vị trí chiến lược cạnh sườn của Ấn Độ, đối thủ đáng lo của Trung Cộng tại Á Châu. Chính sách bị quốc tế kết án là có ý định chủ nghĩa đế quốc này của Trung Cộng không chỉ áp dụng với Pakistan mà còn đối với nhiều nước Á Châu khác. Nhưng trọng tâm của tất cả là chính sách Một Vòng Đai Một Con Đường (One Belt, One Road hay thường được gọi tắt là OBOR) của Tập Cận Bình. Khác với đề án Con Đường Tơ Lụa thời phong kiến Trung Hoa nối kết qua đường bộ, OBOR sẽ tập trung vào đường biển.
Đề án khổng lồ có ảnh hưởng đến 68 quốc gia, 4.4 tỉ người và 40 phần tổng sản lượng của nhân loại. Mục đích tối hậu không phải chỉ đơn thuần kinh tế nhưng nhằm phục hồi vị trí của đế quốc Trung Hoa một thời chế ngự Á Châu và lần này chế ngự thế giới.

Phản công của Mỹ
Với sự lắng dịu tình hình Trung Đông và sự đe dọa đến mức khẩn cấp của Trung Cộng tại Á Châu, bảo vệ vùng Thái Bình Dương Ấn Độ Dương đã trở thành mục đích tối quan trọng của Mỹ trong thời gian trước mắt cũng như lâu dài.

Về phía Mỹ, qua đạo luật NDAA 2019 được TT Donald Trump ký hôm 13 tháng 8, 2018 chuẩn chi 717 tỉ Mỹ kim cho các đề án quốc phòng tài khóa 2019 nhằm đương đầu với hai đối thủ khả năng là Nga và Trung Cộng. Đạo luật giải thích một cách chi tiết nhằm “cung cấp các lực lượng cần thiết và các cơ sở quân sự, khả năng yểm trợ trong khu vực. Đạo luật ủng hộ các thực tập quân sự với Nhật, Úc, và Ấn Độ và cải thiện sự hợp tác an ninh để đối lực lại ảnh hưởng đang dâng cao của Trung Quốc tại Á Châu, Đông Nam Á Châu và các khu vực khác.” (H.R. 5515: John S. McCain National Defense Authorization Act for Fiscal Year 2019)

Trật tự mới đang hình thành tại Á Châu
Điểm nổi bật trong chính sách đối ngoại của TT Trump thể hiện qua chuyến đi năm quốc gia Á Châu là việc giới thiệu chiến lược Ấn-Thái Bình Dương (Indo-Pacific Strategy). Mục đích của chính sách là tạo một không gian “tự do” và “mở” (free and open Indo-Pacific) đối xử theo cam kết và luật định tại khu vực Ấn Độ Dương và Thái Bình Dương. Rõ ràng chính sách này nhằm tạo một đối lực thông qua các liên minh giữa Mỹ và các đồng minh Á Châu, cụ thể là Ấn Độ quốc gia có dân số 1.3 tỉ người, để làm đối lực với chính sách bành trướng vô luật pháp của Trung Cộng.

Chận đứng tham vọng bành trướng của Trung Cộng là một thách thức lớn lao, không thể thực hiện bởi riêng một quốc gia nào mà bằng hàng loạt các liên minh tin cậy về kinh tế, chính trị và quốc phòng.

Một số nhà bình luận gọi chính sách Mỹ đang áp dụng đối với Trung Cộng là ngăn chận mới (new containment) mang nội dung kinh tế quân sự để phân biệt với chính sách ngăn chận thời Chiến tranh Lạnh mang nội dung chống Cộng sản bành trướng.

Một liên minh trục theo dạng NATO tại Á Châu sớm hay muộn cũng sẽ ra đời. Bên cạnh liên minh trục, các liên minh quốc phòng và hợp tác song phương, đa phương để dựa lưng nhau cũng sẽ được hình thành.

Còn quá sớm để dự đoán khả năng nào có thể xảy ra và tầm tác hại đến mức độ nào trong cuộc tranh chấp giữa Trung Cộng và khối tự do.

Trung Cộng sụp đổ do các mâu thuẫn bản chất đối kháng mang tính triệt tiêu hay chiến tranh có thể bùng nổ trong thời gian ngắn nữa tùy thuộc vào nhiều yếu tố.

Dù với khả năng nào, vai trò và tư cách lãnh đạo của các quốc gia nằm trong vòng ảnh hưởng của xung đột Á Châu hiện nay đóng một vai trò vô cùng quan trọng.

Bài học chủ quan ỷ lại vào phòng tuyến Maginot và thiếu lãnh đạo xứng đáng của Pháp trong giai đoạn trước thế chiến thứ hai đã làm Pháp, một trong ba cường quốc kinh tế và quân sự của Châu Âu, rơi vào tay Đức chỉ trong vòng 46 ngày vẫn còn là một đề tài nóng bỏng.

Ba thách thức của dân tộc Việt
Việt Nam như một dân tộc đang đứng trước ba thách thức chính, hai khách quan và một chủ quan: (1) ngoại xâm Trung Cộng, (2) nội thù Cộng Sản và (3) phân hóa trong nội bộ những người quan tâm đến tiền đồ đất nước. Các thành phần vô cảm, xu thời, cơ hội không cần thiết phải bàn trong bài này.

Trong ba thách thức, thách thức thứ ba nguy hiểm nhất, mang đặc tính chủ quan nhưng không khó khăn lắm để nhận diện. Nếu thắng được thách thức thứ ba, dân tộc Việt sẽ thắng thách thức thứ hai một cách dễ dàng và có khả năng cao sẽ thắng được thách thức thứ nhất.

Để nhận diện ra thách thức thứ ba, mỗi người chỉ cần tự trả lời cho mình một câu hỏi “Anh (chị) thật sự muốn gì cho đất nước?”

Câu hỏi thoạt có vẻ rất đơn giản, ngô nghê nhưng ít ai có thể trả lời cho chính mình một cách thông suốt.

Hầu hết, nếu không muốn nói là tất cả đều đồng ý, con đường duy nhất hiện nay là tập trung sức mạnh dân tộc, gạt bỏ mọi bất đồng, vận dụng các điều kiện quốc tế thuận lợi để đẩy mạnh cuộc vận động dân chủ tại Việt Nam đến thành công, xóa bỏ chế độ độc tài toàn trị CS, thiết lập một chế độ dân chủ pháp trị, hiện đại hóa đất nước toàn diện làm nền tảng cho việc phục hồi chủ quyền đất nước, mở đường cho một Việt Nam thăng tiến lâu dài.
“Đúng thế. Không có con đường nào khác”, nhiều người có thể thét to lên.

Tuy nhiên, không phải ai cũng sống và hành xử ngoài cộng đồng, ngoài xã hội đúng với tinh thần của câu trả lời mình đồng ý. Không ít người vẫn thích nguyền rủa hơn khuyên răn, thích dạy khôn hơn học hỏi lẫn nhau, thích kết án vội vàng hơn tìm hiểu lý do.

Nhận thức đúng không chỉ dành riêng những người có kiến thức rộng, đọc nhiều biết nhiều, đi nhiều hay ngay cả ở tù CS nhiều nhưng từ những người biết vượt qua hay luôn tìm cách vượt qua những tiêu cực, tị hiềm, hẹp hòi để sống vì cái chung của đất nước.

Cuộc chiến dài và hành trình tỵ nạn đầy hiểm nguy gian khổ đã để lại những vết thương, những vết hằn cá nhân sâu đậm trên thân thể và trong nhận thức của nhiều người, nhưng phải cố gắng vượt qua. Sinh mệnh của dân tộc lớn hơn, quan trọng hơn nỗi đau nhức riêng tư.

Tiền đề của cách mạng dân chủ
Thách thức thứ ba này cũng chính là tiền đề cách mạng dân chủ, và do đó, chưa thể có cách mạng dân chủ nếu những người đang tranh đấu không đồng thuận được ở những bước tiền đề.

Phong trào đối đầu với đảng CS Nga nói riêng và đảng CS Liên Xô nói chung trước 1991 cũng chứa đựng nhiều phân hóa, hận thù, nghi kỵ với đủ loại người từ một cựu ủy viên Bộ Chính trị Boris Yelstin cho tới nhà vật lý nguyên tử Andrei Sakharov. Tuy nhiên, họ đã đoàn kết dựa trên những mục tiêu cụ thể, giới hạn, rõ ràng và dứt khoát.

Phong trào dân chủ Nga biết muốn thắng đảng CS Liên Sô họ không thể đấu tranh bí mật, lén lút mà cần phải có cần một “sân chơi dân chủ” công khai và muốn có “sân chơi dân chủ” công khai họ phải đẩy đảng CS Nga vào chỗ chấp nhận “trò chơi dân chủ”.

Điểm bắt đầu của mục tiêu tranh đấu của họ, do đó, là “xóa bỏ điều sáu hiến pháp” trong đó quy định “đảng Cộng sản Liên Xô là lực lượng lãnh đạo và dẫn dắt xã hội Xô viết, là hạt nhân của hệ thống chính trị, của nhà nước và các tổ chức xã hội” mở đường cho bầu cử quốc hội tự do. Kết quả, phong trào dân chủ Nga thắng.

Các tiền đề cách mạng dựa trên các điều kiện tương tự cũng đã được áp dụng tại ba nước vùng Baltic trong cuộc vận động “thoát Liên Sô” trước 1990 qua ngã bầu cử quốc hội dân chủ và các quốc gia đó đã “thoát Liên Sô”.

Điều kiện lịch sử của thế giới tại mỗi thời điểm mỗi khác nhưng khát vọng tự do như hơi thở của con người, dù Mông Cổ, Latvia, Miến Điện hay Việt Nam cũng giống nhau.

Đất nước Việt Nam không gì khác hơn là một tập hợp của những con người có cùng lịch sử, cùng địa lý, cùng văn hóa và hôm nay đang cần có cùng một ước mơ tự do dân chủ. Nếu mỗi người Việt quan tâm, trả lời đúng và nỗ lực theo đuổi mơ ước tự do dân chủ của mình một cách chân thành, rồi đất nước sẽ đổi thay.
