Touching a star isn't easy. The sun is an enormous, searing-hot orb of plasma that generates a chaos of magnetic fields and can unleash deadly blasts of particles at a moment's notice.

But that is precisely what NASA plans to do — 24 times or more — with its car-size Parker Solar Probe (PSP). The goal of the $1.5-billion mission is to edge within 4 million miles of the sun, which is close enough to study the star's mysterious atmosphere, solar wind, and other properties.

Information gathered by the probe may help space weather forecasters better predict violent solar outbursts that can overwhelm electrical grids, harm satellites, disrupt electronics, and possibly lead to trillions of dollars' worth of damage.

The spacecraft is slated to launch from the Florida coast on Saturday at 3:33 a.m. EDT, should weather cooperate, though NASA has through August 23 to fire off its probe. PSP will reach the sun a few months after launch.

Here are some of the brutal conditions and tremendous challenges NASA's probe will have to survive to pull off its unprecedented mission.

The tricky process of touching a star

The first hurdle PSP needs to clear is Earth itself.

To make the trip, the probe will ride atop a Delta 4 Heavy rocket, which is one of the most powerful operational launch vehicles on Earth (though not quite as powerful as SpaceX's new Falcon Heavy system).

NASA chose the rocket because it's surprisingly hard to get to the sun, which is 93 million miles away.

Earth orbits the sun at a speed of 67,000 mph, and so does anything launched off of the planet. To fall toward the sun, PSP will have to slow down by 53,000 mph, NASA said in a video about its mission.

Three different rocket stages (one firing after the other runs out of fuel) in the Delta 4 Heavy will help considerably with boosting PSP toward that goal, but it's not enough to repeatedly fly the probe close to the sun.

Instead, the rocket will shoot the probe on a path toward Venus, a planet it will fly past seven times over six years. The world's strong gravitational field will help gradually absorb PSP's "sideways motion" imparted by Earth and direct it closer and closer to the sun.

The consequence of this orbital dance is that PSP will fall toward the sun faster and faster after each pass. On its first orbit of the sun in November 2018, the probe will be some 15.4 million miles from the sun. About 21 orbits later, in December 2024, it will sneak within 4 million miles of the sun, traveling at a speed of nearly 430,000 mph relative to the star.

Achieving such a velocity would make PSP the fastest a human object in space. It's nearly 120 miles per second — fast enough to fly from New York to Tokyo in less than a minute — and 3.3 times as fast as NASA's Juno spacecraft, which zips past Jupiter at speeds of 130,000 mph.

How to fly through hell and back

During its journey, PSP must withstand sunlight 3,000 times more powerful than occurs at Earth. Outside the spacecraft, in the outer fringes of the sun's corona or atmosphere, temperatures may reach 2,500 degrees Fahrenheit — hot enough to liquify steel.

The probe also must contend with a "solar wind" of charged, high-energy particles that can mess with electronics.

The key to protecting the probe, as well as its sensors for measuring the sun's magnetic fields and solar wind, is a special heat shield called the Thermal Protection System.

Made of 4.5 inches of carbon foam sandwiched between two sheets of carbon composites, the eight-feet-wide shield will absorb and deflect solar energy that might otherwise fry the probe. A water cooling system will also help prevent the spacecraft's solar panels from roasting and keep the spacecraft a cozy 85 deg F.

PSP's mission is to crack two 60-year-old mysteries: why the sun has a solar wind at all, and how the corona — the star's outer atmosphere — can heat up to millions of degrees. Both factors are key to understanding what leads to potentially devastating solar storms.

"That defies the laws of nature. It's like water rolling uphill," Nicola Fox, a solar physicist at the Johns Hopkins University Applied Physics Laboratory, said during a NASA briefing in 2017.

"Until you actually go there and touch the sun, you can't answer these questions," said Fox, who's a project scientist for the new mission.

The probe's mission will end many years from now, after it runs out of the propellant it needs to keep its heat shield pointed at the sun. When that happens, the star's blistering heat will burn up "90% of the spacecraft," science writer Shannon Stirone said on Twitter — but not the heat shield itself.

"The heat shield will then orbit the sun for millions of years," she said.

"Musk pointed to SpaceX as a model for how Tesla could be privately held. He said in a tweet his hope is that all current investors in the electric-car company would stick with it by buying into a “special purpose fund,” and said that this has been done through a Fidelity investment in the rocket manufacturer.

Taking Tesla private “makes a ton of sense” from Musk’s perspective, said Gene Munster, a managing partner at venture capital firm Loup Ventures. Though even he -- one of Tesla’s biggest bulls -- assigns long odds to the CEO pulling off this deal.

“Musk does not want to run a public company,” Munster said. “Our guess is there is a 1 in 3 chance he can actually pull this off.”"

На семинаре присутствовало около шестидесяти человек. Среди них были почти 60 ключевых ученых и инженеров из промышленности, академических кругов и правительства, чиновники и учёные из НАСА, в том числе несколько лидеров из программы исследования Марса.

【编者按】随着航天科技的商业化落地,商业运载小火箭的竞争愈加激烈,无论是“国家梯队”中国长征火箭、中国航天科工等公司,或者是民营企业,诸如零壹空间、星际荣耀、蓝箭航天等航天科技公司,都在向运载火箭行业发力。尤其是在近年中小型运载火箭的设计制造上,各大航天公司都在设计制造、成本能力、以及产品布局上不断创新,本文将对目前中小型火箭在航天商业化的市场布局与模式运营进行分类阐述。

“国家队也不能落后,我们在研制小型火箭。”8月5日,《每日经济新闻》记者从中国长征火箭有限公司(以下简称长征火箭)方面获悉,其近期正式发布公司商业航天系列品牌之一的微小型固体运载火箭中文名称——捷龙一号。2017年年初,中国航天科工集团(以下简称航天科工)研制的快舟一号成功发射,也打开中国新型固体商业运载小火箭的“窗口”。

事实上,代表商业化趋势的小火箭被很多民营企业所青睐。此前,零壹空间、星际荣耀、蓝箭航天、翎客航天就在小火箭方面纷纷发力。

毋庸置疑,“国家队”选手和民用企业的争相竞逐让小火箭这一市场变得更加热闹。但值得注意的是,不论是“国家队”或者民营企业,均面临市场运营方面的挑战。

“国家队”争先竞逐小火箭市场

长征火箭官方微信显示,“捷龙一号”运载火箭为四级固体发动机串联的总体构型,700千米太阳同步轨道运载能力不低于150千克。火箭可为卫星提供直径1.1米、高度1.5米的完整舱段空间,“捷龙一号”运载火箭的单位载荷入轨成本低于国际同类产品。一位商业航天观察人士对《每日经济新闻》记者表示,这也可以看作是一个有效的航天军用转商用的产品。极轨150千克以上的运载能力,也是国内外小卫星市场所急需的。

而早在2017年年初,航天科工研制的快舟一号甲运载火箭以“一箭三星”的方式完成首次商业航天发射服务,这被业界认为是中国的新型固体商业运载小火箭的横空出世。

按照业界的共识,小型运载火箭是指近地轨道运载能力在1000公斤以内的运载火箭,具有发射成本低、反应速度快、适应能力强等特点。相比传统运载火箭,小型运载火箭发射准备时间明显缩短,不仅提升了发射效率,也有利于把握航天发射的先机。

近年来,随着小卫星技术、火箭设计、复合材料、电子技术以及固体推进技术的快速发展,小型运载火箭受到各国青睐,逐步走到航天发射的舞台中央。

时间回溯到2016年,国内商业航天进展迅速,公布卫星、火箭发射计划的企业次第出现。热闹背后,表明资本力量正跑步进入航天市场和小型运载市场。

2016年10月,长征火箭在北京正式揭牌被业界视为中国火箭的商业化时代来临。此外,航天科工于2016年在武汉注册成立航天科工火箭技术有限公司,希望为国内外客户提供灵活、方便、快速、经济的卫星发射服务。这两家公司被业内称为“国家队”。

而国内民营商业航天企业零壹空间、星际荣耀、蓝箭航天、翎客航天大多集中在2015年~2017年成立,这背后是政策的利好驱动。2015年3月,军民融合上升为国家战略;5月,国务院印发《中国制造2025》,航空航天装备被列为十大重点发展领域之一;2017年,中央军民融合发展委员会成立。

商业化模式运营是关键

此前,零壹空间的投资方通江资本董事总经理张嘉诚对《每日经济新闻》记者表示,“国家队”资本投入始终聚焦于高精尖内容,包括深空探索、登月计划等综合难度系数更高的目标,而火箭发射、卫星制造等相对成熟的技术内容,基本都留给了民营企业去逐步实现商业化,无论在研发效率还是在商业价值提升上,也给予了民营投资机构充分的空间。

有分析指出,相比美国的民营航天企业,中国的民营航天企业更强调和“国家队”的互补和配合,比如它们的产品主要是小火箭,补充国家队未覆盖的低轨领域,填补国家队无暇顾及的小卫星发射市场。

但《每日经济新闻》记者梳理发现,不论是“国家队”或是民营企业,都不希望在小火箭赛道上缺位。

在去年11月举办的第二届中国航天高峰论坛上,航天科技集团方面表示,在低轨道小型火箭发射服务方面,致力于便捷、廉价与低成本,每千克发射价格有望降低至5000美元(约3万元人民币),且发射准备周期可缩短为一周。

广发证券也提出,小型火箭商业化是以盈利为目的,从而用市场取代“国家计划”。为了实现盈利,火箭产业技术升级、成本压缩、客户个性化服务及产品周期缩短等都是必然过程。

一位长期关注航天领域的研究人员认为,“国家队”布局小火箭,目前主要的挑战在于“国家队”的公司是否能够以真正的商业化模式去运营市场、争取市场,毕竟传统的型号任务体制与商业化拓展还是有很大差别的。

不过,也有数据显示,中大型运载火箭仍然是商业发射市场的主导者。FAA及广发证券发展研究中心数据显示,2017年~2026年中大型运载火箭发射次数为349次,占总发射次数的84.7%。主流中大型运载火箭在SpaceX低成本的刺激下相继压缩成本,加之在研的新型中大型商业火箭均以低成本、快速响应为目标,所以中大型运载火箭仍然占据压倒性优势。

  • The Trump administration wants to move ahead with its plans to create a Space Force.
  • The ultimate structure of that force, and what it will do, remains unclear.
  • Elsewhere in the Pentagon, military planners are focused on another facet of warfare that's much closer to home.

The Trump administration wants to have a force ready to fight in the heavens by 2020, but the US Army is already spending a half-billion dollars to prepare for fighting underground.

In a speech at the Pentagon on Thursday, Vice President Mike Pence described a US Space Force as "an idea whose time as come."

"Our Administration will soon take action to implement these recommendations with the objective of establishing the United States Department of the Space Force by 2020," Pence added.

Critics have said a new Space Force is unnecessary, while an argument for it is that rival powers like Russia and China are growing more able to strike at US assets in space and at US assets from space, missions whose importance necessitate its own dedicated command and even military force.

The ultimate structure of the Space Force remains unclear, as does what its responsibilities and resources will be.

Elsewhere in the Pentagon, however, officials are looking in the opposite direction to prepare for the future of warfare.

US Army leaders have said that next war will be fought in mega-cities, and the service has started an effort to train troops to fight not just in but also beneath those environments.

An accelerated effort started in late 2017 will devote about $572 million to train and outfit 26 of the Army's 31 active combat brigades for operations in large-scale subterranean facilities, according to a Military.com report in June.

Teams have been activated to train leaders from each of those brigades to operate in large-scale underground facilities. As of June, five BCTs had been trained, and the trainers had a January deadline to finish training the other 21.

Underground combat will require Army infantry to navigate, communicate, overcome heavy obstacles, and engage enemy forces in facilities that range in size and complexity from relatively small corridors to sprawling subterranean compounds.

"We did recognize, in a megacity that has underground facilities — sewers and subways and some of the things we would encounter ... we have to look at ourselves and say 'OK, how does our current set of equipment and our tactics stack up?'" Col. Townley Hedrick, commandant of the infantry school at the Army's Maneuver Center of Excellence at Fort Benning, Georgia, told Military.com.

"What are the aspects of megacities that we have paid the least attention to lately?" Hedrick said. "And every megacity has got sewers and subways and stuff that you can encounter, so let's brush it up a little bit."

The Army's Asymmetric Warfare Group, which is often asked to assess future threats, has been tasked with developing a training course for underground fighting, relying on modular facilities to simulate such combat.

A portion of the money assigned to the effort will go to acquiring specialized equipment, like radios, breathing systems, or night-vision goggles. An Army source told Military.com that the tactics and techniques of underground fighting are similar to those used to clear buildings, with complicating factors like a lack of light or air.

ISIS tunnel

Underground warfare is nothing new. Special units of US troops, usually engineers, were tasked with exploring tunnels found during the Vietnam War. More recently, US and partner forces have dealt with ISIS fighters operating in underground tunnels in Iraq and Syria.

Villages around Mosul, Iraq's second-largest city, were found to have extensive tunnel networks that were likely used as meeting places and escape routes. In early 2017, the US used its largest nonnuclear bomb, nicknamed the "Mother of All Bombs" against what was said to be a complex of tunnels and caves used by ISIS.

Prior to the wars in Iraq and Afghanistan, dealing with underground structures was largely the responsibility of special-operations units like the Army's Delta Force or Rangers or the Navy's SEAL Team Six.

But Army researchers have said that special-operations forces alone will not be able to deal with the scale of underground combat in a future conflict with a peer or near-peer adversary. One Army source told Military.com that an estimate made in 2017 found about 10,000 large-scale military facilities that could serve as underground cities.

More than 4,800 of those underground facilities are in North Korea, which has used such subterranean structures to house nuclear-weapons facilities and, in case of war, could use them to funnel thousands of troops into South Korea.

Moscow and other major Russian cities are replete with undergound bunkers, tunnels, subway lines, and other facilities, many of which were built during the Cold War.

China, home to dozens of densely populated cities, has a vast network of tunnels and underground facilities used to house its missiles and nuclear arsenal. Iran, too, has used underground complexes for its nuclear program.

"I think that modern warfare and modern combat, [it will] occur mainly in urban areas, and urban areas are a place that tunnels and underground facilities can be used, mainly by asymmetric opponents, as something that changes the equation," Brig. Gen. Nechemya Sokal, chief of staff of the Israel Defense Forces IDF Technology and Logistics Branch, said on the Modern War Institute podcast in early 2017.

Sokal said that Hamas' use of tunnels for variety of operations, including infiltrating Israeli territory, created a number of challenges that required new technology and different tactics to address.

"We have to change our doctrine and the way we do things, because underground facilities are not so intuitive as buildings and places we are using to being," Sokal said.

【4】铁路投资大迈步:从7320亿加码至8000亿,年内超22项新项目计划开工

【7】银保监会:在全国范围内开展“以房养老”

银保监会日前发布通知,决定将老年人住房反向抵押养老保险扩大到全国范围开展。2014年7月,原保监会在北京、上海、广州、武汉正式开展老年人住房反向抵押养老保险试点。2016年7月,原保监会决定将试点范围扩大至各直辖市、省会城市、计划单列市以及江苏省、浙江省、山东省、广东省的部分地级市。从试点情况来看,业务开展并不理想。截至今年6月底,只有幸福人寿一家保险公司开展了相关业务,共有98户家庭139位老人完成承保手续。

老年人住房反向抵押养老保险,是一种将住房抵押与终身年金保险相结合的创新型商业养老保险业务,即拥有房屋完全产权的老年人,将其房产抵押给保险公司,继续拥有房屋占有、使用、收益和经抵押权人同意的处置权,并按照约定条件领取养老金直至身故;老人身故后,保险公司获得抵押房产处置权,处置所得将优先用于偿付养老保险相关费用。

【12】甘肃定西扶贫搬迁:农民从破旧窑洞搬出来,又住进了扶贫新村的危房

“搬来第一年,墙基就塌了10厘米左右,过路的人趴在地上就能看到我家里的复合地板。第二年整个墙体开裂了四五处,都是六七厘米宽的口子,冬天风大,开裂的地方就灌进风来,耳朵里都是呼呼风声,人就冻着。”在安定区新集乡田坪村中川社中湾社的扶贫新村,不少房屋的围墙开裂严重,有的房屋整间垮塌。房屋的墙体被村民们用吊着磨盘的树干勉强支撑,防止轰然倾塌。

从新村开始建设,村民就发现是豆腐渣工程,没人愿意搬,村里动员加承诺,先来的每个人都给低保。这样,2012年到2013年有七八户带头搬进去。到2014年上半年,余下有三十多户才集中搬进去,之后低保就没了。新村用地,占了六七户人家的地,乡里不给补偿款,而是让没有被占地的每户出1亩,补偿给被占地的农户。

近日,英国爱丁堡一家名叫星光便利的中国超市在朋友圈表示,一名女留学生疑似在店内偷窃,并表示该女生为北京大学学生。8月8日下午,北京大学外国语学院相关负责人向南都记者证实该女生是北京大学外国语学院在校生,此次前往英国爱丁堡大学参加暑期学校项目。他表示,“我们的同学确实把未付款的商品带出了超市,但是否是偷盗是一个司法问题,公众号文章中对男同学打掩护的描述和女生说‘没什么我就是想偷’的描述都是捏造的”。其称,学校已成立工作组展开调查。

2011年,江南皮革厂法人代表黄鹤跑路,至今下落不明。但在2013年,黄鹤突然成为名人——全国多地卖皮包的地摊商贩都在循环播放一段“江南皮革厂厂长黄鹤携巨款带人跑路”的录音招揽生意。查询发现,“江南皮革厂”2002年在温州设立,黄鹤拥有工厂10%股份,系法人代表。2010年该厂销售额3.41亿元,利润3425万元。但即便在生意最为红火的时候,“江南皮革厂”也从未生产过成品皮包,其主营项目为PU合成革制造,合成革原料销售。至于黄鹤跑路的原因,坊间传言是他欠了巨额赌债无法偿。8月8日《温州晚报》刊登公告,署名浙江江南皮革有限公司管理人称,面向公司债权人,对其破产财产实施二次分配,本次分配为最后分配。

Lo que Elon Musk hizo ayer fue presentar una posible OPA (oferta pública de adquisición) de exclusión a través de la cual Tesla se compraría a sí misma en bolsa para sacarla de un entorno en el que, al menos ahora, no quiere estar. ¿Por qué? Porque Musk cree que la sobreexposición de estar en bolsa no favorece el desarrollo de su empresa, sino todo lo contrario.

Las posibles consecuencias de la salida de bolsa de Tesla

Las consecuencias de un anuncio de esta magnitud no se han hecho esperar. Durante la jornada de ayer la cotización de las acciones subió un 7,4% (367 dólares por acción, el valor más alto de los últimos tres meses) antes de que SEC (United States Securities and Exange Commision) apartase temporalmente a Tesla de cotización hasta que la empresa de Musk no aporte más información sobre su escenario.

Utilizar Twitter para realizar este tipo de anuncios es una vía legalmente reconocida siempre que los accionistas hayan sido informados de que se va a utilizar este medio, aunque Musk, como magnate 2.0 utiliza las redes sociales como herramienta de marketing y sólo con un tuit ha conseguido una revalorización que ayer llegó al 17% acumulado en 2018. Un movimiento cortoplacista, justo lo que Musk critica al estar expuesto públicamente en bolsa.

Tesla China

Si finalmente Tesla sale de bolsa, es más que probable que el efecto llamada se consolide, disparando la demanda de acciones y volviendo a incrementar su valor en el momento que se haga efectivo el anuncio. El riesgo para los accionistas de última hora es que la apreciación de las acciones se acerque a los 420 dólares por acción prometidos por Musk en la OPA de exclusión.

Musk ha asegurado que ya cuentan con la financiación necesaria para realizar la operación, un movimiento que necesitaría de un capital circulante próximo a los 71.000 millones de dólares (82.000 millones según Bloomberg). Este desembolso da vértigo, sobre todo para una empresa que sólo ha arrojado beneficios en dos trimestres desde 2010.

Los posibles pujantes a la hora de soportar este movimiento son, en parte, los mismos que han provocado este escenario de cierta inestabilidad. El fondo soberano de Arabia Saudí ha comprado 2.000 millones de dólares en acciones de Tesla, generando cierto rechazo por algunos sectores.

El propio fondo árabe con el príncipe Mohamed Bin Salman al frente podría ser uno de los principales apoyos en el futuro privado de la empresa de Musk (su participación actual se sitúa entre el 3% y el 5%), así como el fondo soberano de Noruega o el fondo Fidelity que ya posee buena parte de SpaceX.

Tesla Fabrica

Mirando a futuro, si Tesla no permanece en el mercado y se aleja de la facilidad de acceso que da la bolsa, pueden tener un problema a la hora de captar capital. Las ampliaciones de capital podrían atragantarse a la hora captar inversores al tener una teórica menor publicidad, aunque también puede ocurrir todo lo contrario al ser más difícil de invertir en Tesla.

Siempre le quedará a Musk el último escenario que ha planteado en su carta a los trabajadores, sugiriendo una posible vuelta a bolsa cuando Tesla cuente con una estructura financiera mucho más sólida en la que ya no le importe la exposición al mercado.

A tenor de los escenarios anteriores, la trayectoria del hype financiero levantado por Tesla y una hipotética fase de desbolsización de la marca, si el fabricante volviera al mercado podría ocurrir un repunte astronómico como ocurrió en su primer día de cotización con un incremento del valor del 41%.

La clave del asunto está en la raíz, mucho más abajo de los anuncios en Twitter. Tesla puede salir de bolsa legítimamente y apartarse de los negocios especulativos de las finanzas, es más, posiblemente debería hacerlo; la clave es que Tesla salió demasiado pronto a bolsa.

Tesla salió a bolsa el 8 de agosto de 2010 con las acciones a un precio de 17 dólares (recuerda que ayer llegaron a costar 367 dólares), 7 años después de su fundación y 2 años antes de la comercialización del que sería su primer gran éxito, el Tesla Model S. Sin una solidez financiera suficiente es difícil sobrevivir en bolsa sin ser carne de cortoplacistas o sin exponerse demasiado a la voracidad del mercado secundario. Quizá este movimiento de Musk sea el más inteligente, aunque puede que lo más razonable hubiera sido no salir a bolsa en 2010.

  • The agency's "Tipping Point" program is intended to help the commercial space industry push next-generation technologies over the finish line.
  • The projects awarded funding include new moon-landing systems and a method to recover expensive rocket engines.

NASA is doling out a total of $44 million in awards among six private companies, including Jeff Bezos' secretive rocket company, Blue Origin.

The new contracts are part of the agency's third "Tipping Point" competition and an ongoing push to commercialize space. The goal of the awards is to help companies take what NASA sees as exciting, almost-ready-to-debut devices and "tip" them over the finish line into commercial markets.

The money covers 10 distinct projects, including ways for robots to land on and explore the moon, a next-generation fuel cell to power deep-space missions, a deep-space propulsion system, and an inflatable shell that may one day help land people on Mars.

"These key technologies will support NASA's science and human exploration missions in the future," NASA Administrator Jim Bridenstine said in a press release.

The biggest winner of the competition was United Launch Alliance, formed by Boeing and Lockheed Martin. The aerospace company (which is about to launch NASA's Parker Solar Probe to "touch" the sun) scooped up $13.9 million. Blue Origin, meanwhile, walked away with $13 million in contracts.

The companies that won NASA 'Tipping Point' awards and how much

Astrobotic Technology, Inc.

  • Project: "Stand-Alone Sensor for High Precision Planetary Landing" ($10 million)
    What it is: A "low-cost, reliable, high-performance, stand-alone" system to help Astrobotic, a former team in the Google Lunar X Prize competition (which ended without a winner), continue its work to land a commercial lunar spacecraft on the moon and perhaps elsewhere in the solar system.

Blue Origin

  • Project: "Advancing Sensor Suites to Enable Landing Anywhere on the Lunar Surface" ($3 million)
    What it is: "This project will mature critical technologies that enable precision and soft landing on the moon," Blue Origin says, such as detection systems for terrain and altitude. "The resulting sensor suite will enable precision landing anywhere on the lunar surface."
  • Project: "Cryogenic Fluid Management-Enhanced Integrated Propulsion Testing for Robust Lander Services" ($10 million)
    What it is: A propulsion system powered by ultra-cold liquid fuels for landing a robot on the moon.

Frontier Aerospace Corporation

  • Project: "Flight Qualification of the DSE, MON-25 MMH Rocket Engine" ($1.9 million)
    What it is: A crucial test of a deep-space rocket that may help Astrobotic land its probe on the moon.

Paragon Space Development Coporation

  • Project: "Cryogenic Encapsulating Launch Shroud and Insulated Upper Stage" ($1.6 million)
    What it is: A way to insulate a rocket's ultra-cold cryogenic fuel tanks and protect them "from meteoroids and debris" in space.

Space Systems/Loral, LLC

  • Project: "High Efficiency 6kW Dual Mode Electric Propulsion Engine for Broad Mission Applications" ($2 million)
    What it is: A new ion-powered engine that will provide "faster, more efficient, propulsive capabilities for future NASA missions."
  • Project: "In-Space Xenon Transfer for Satellite, Servicer and Exploration Vehicle Replenishment and Life Extension" ($2 million)
    What it is: A way to replenish xenon fuel in satellites, helping them stay in orbit longer.

United Launch Alliance

    What it is: A way to keep an upper-stage rocket's cryogenic fuel from boiling into a gas in space. The system would allow the rocket to remain capable of firing up weeks or months after launch, enabling unique deep-space missions. It would also help prevent explosions, which generate dangerous space debris.
  • Project: "Integrated Vehicle Fluids Flight Demonstration" ($10 million)
    What it is: This system aims to use liquid hydrogen and oxygen, which are normally used just for propulsion. Extra fluid might be used to pressurize fuel tanks, generate electricity, propel a mission through space, and ultimately reduce the need for additional systems (e.g. batteries) that take up precious weight. This might better enable long-duration space missions, perhaps to the moon.
  • Project: "Mid-Air Retrieval Demonstration" ($1.9 million)
    What it is: This may be a way to recover (and reuse) rocket engines and other expensive parts after they fly to space. A big inflatable aeroshell would unfurl and protect the part during atmospheric reentry. Once the payload reaches air that's dense enough, parachutes would further slow descent. Then a powerful helicopter would swoop in to snag the parachutes and the rocket parts.

Both awards to Bezos' aerospace company appear to be related to work that will help Blue Origin drop a "Blue Moon" lander on the lunar surface in 2023, as GeekWire wrote in July.

ULA, meanwhile, is working on a new and partly reusable rocket system called Vulcan that may enable it to compete with SpaceX. Parts of that system appear to be included in NASA's Tipping Point awards.

  • Mark Kelly, a retired NASA astronaut, tweeted in June that it's "a dumb idea."
  • The US Air Force already has a Space Command and a space force.

President Donald Trump and his administration are angling to create a Space Force, a sixth branch of the military that sounds straight out of a sci-fi movie.

On Tuesday, Vice President Mike Pence set a deadline for its creation: "Our administration will soon take action to implement these recommendations with the objective of establishing the United States Department of the Space Force by the year 2020," Pence announced.

Neither the White House nor the Pentagon can create a Space Force  without the approval of Congress, though Trump has pushed for the plan many times since becoming president.

At a meeting of the National Space Council on June 16, Trump said, "we are going to have the Air Force, and we are going to have the Space Force — separate but equal."

The idea is part of the 2018 National Defense Authorization Act, which became law in December and defines the force as "a separate military department responsible for the national security space activities." It asks the Defense Department to submit a final plan for its structure and functions by December 31.

But retired NASA astronaut Mark Kelly — a former Navy pilot, combat veteran, four-time space-flyer, and the identical twin brother of the former astronaut Scott Kelly — doesn't support the plan, and some members of Congress have also voiced their distaste for the idea.

"This is a dumb idea. The Air Force does this already. That is their job," Mark Kelly tweeted in June, following Trump's remarks. "What's next, we move submarines to the 7th branch and call it the 'under-the-sea force?'"

Kelly reiterated that point yesterday.

"There is a threat out there but it's being handled by the US Air Force today," he said during an MSNBC interview, according to Reuters. "[It] doesn't make sense to build a whole other level of bureaucracy in an incredibly bureaucratic DoD."

Why the US already has a Space Force

Kelly was referring to the Air Force Space Command, though the group has had different names over the years.

Space Command is headquartered in Colorado, and its responsibilities include supporting military use of satellites, rocket launches, and cyberwarfare operations. The group also helps track the countless pieces of space junk and debris around Earth that pose a persistent threat to anything in orbit.

Space Command is managed by US Strategic Command, one of 10 groups that direct major pieces of the Defense Department. Its responsibilities include oversight of the country's nuclear-weapons capabilities, which involves space because long-range, nuclear-tipped missiles fly through space.

In July 2016, Space Command even announced the creation of a Space Mission Force, which military leadership said was akin to an expeditionary force.

This force was created in part to quickly respond to outer-space attacks from adversaries. The main countries of concern are Russia, which continues to publicize new weaponry, and China, which destroyed one of its own satellites in a 2007 test with a "kill vehicle" — essentially a giant bullet launched by missile.

"Despite world interest in avoiding militarization of space, potential adversaries have identified the use of space as an advantage for US military forces, and are actively fielding systems to deny our use of space in a conflict," Gen. John E. Hyten, the commander of US Strategic Command, wrote in a white paper about the decision in 2016, when he led Space Command.

The Trump administration wants to peel these space-related capabilities from the Air Force, however, and form a new division entirely.

Some members of Congress, especially those in the House of Representatives, appear warm to the idea.

"As we get all these briefings about what adversaries are doing, our dependence on space, it's clear that we have to do better," Rep. Mac Thornberry, the Texas Republican who chairs the House Armed Services Committee, told reporters in early June, according to Space News. "Organizational changes don't fix all the problems. But on the other hand, they can sometimes help make sure space gets the kind of priority it should have, like cyber, as a domain of warfare."

But others in Congress — and apparently some high-ranking military officials — have, like Kelly, questioned and pushed back on the idea of a Space Force.

"The president told a US general to create a new Space Force as 6th branch of military today, which generals tell me they don't want," Democratic Sen. Bill Nelson of Florida tweeted on June 18. "Thankfully the president can't do it without Congress because now is NOT the time to rip the Air Force apart. Too many important missions at stake."

Stationing or testing any weapons of mass destruction in space, including nuclear weapons, is banned by the United Nations' Outer Space Treaty of 1967. While peaceful use and exploration is permitted, smaller-scale weapons are not explicitly barred, and experts fear that militarizing space with them could stoke a costly new arms race.

A war in space might also lead to something called a Kessler event. In this scenario, uncontrolled space debris could collide and create even more uncontrolled space debris, ultimately shutting off human access to space for decades, if not centuries.
