Ending a five-year moratorium, the Trump administration Wednesday took a first step toward opening 1.6 million acres of California public land to fracking and conventional oil drilling, triggering alarm bells among environmentalists.

The U.S. Bureau of Land Management said it’s considering new oil and natural gas leases on BLM-managed lands in Fresno, San Luis Obispo and six other San Joaquin Valley and Central Coast counties. Meanwhile, activists in San Luis Obispo are pushing a ballot measure this fall to ban fracking and new oil exploration in the county.

Another $1.1 billion added to cost of Georgia nukes: Four Westinghouse AP1000 nuclear reactors were going to usher in a nuclear power renaissance we were told a decade ago. They were supposed to be cheaper, safer, and quicker to get up and running once their permits were approved. But, a year ago, the owners shut down the two nukes they were building South Carolina, with the project less than 40 percent complete. Owners South Carolina Electric & Gas and Santee Cooper estimated that the $11.5 billion they had originally said the pair of reactors would cost when completed had ballooned to $25 billion. And they would not be finished until 2021-22, more than three years after their originally slated completion date. Now, Southern Co. and its utility subsidiary Georgia Power, who are building the other two nukes in Georgia, have added another $1.1 billion to the cost of the pair after having taken over the project when Westinghouse went bankrupt. Total cost for that project is now set at $27 billion. Even though the reactors won’t switch on for years, ratepayers are already coughing up more than $100 a year to pay for this “construction work in progress.”

More than a third told researchers their bankruptcies were caused at least in part because they supported family members attending college by co-signing loans they now can’t pay back. Marc Stern, a lawyer in Seattle, told reporters: d“I never saw parents with student loans 20 or 30 years ago. When you are living on $2,000 a month and that includes Social Security—and you have rent and savings are minuscule—it is extremely difficult to recover from something like that.”

Today marks the 74th birthday of America’s wildfire prevention symbol: Smokey Bear. On Aug. 9, 1944, Smokey was officially created to be the face of what would become the longest running public service advertisement campaign in the United States. At the time, our country’s forestlands were facing an epidemic of raging wildfires caused by the carelessness of people. Ironically, these were often the same people who came to those natural areas to admire the wild beauty of the landscape, and the wildlife that lived there. The first Smokey Bear poster was released In October of 1944, and it featured a warm and friendly looking black bear urging people that “Care will prevent 9 out of 10 woods fires!”

Cherokee engineer finally gets some public recognition decades after her death: Mary Golda Ross, a citizen of the Cherokee Nation and great-great-granddaughter of Chief John Ross who led the tribe during the forced removal of the “Trail of Tears” in the 1830s, is considered to be the first Native woman to work as an aerospace engineer. She is featured in the Google Doodle Thursday. Her niece told Oklahoma Today Magazine: “She was six feet tall but very quiet and unassuming. She did not demand anything. The Northrop/McDonnell Douglas YF-23 was a prototype fighter aircraft designed for the United States Air Force. The YF-23 was a finalist in the U.S. Air Force's Advanced Tactical Fighter competition. The YF-23 lost the contest to the Lockheed YF-22, which entered production as the Lockheed Martin F-22 Raptor.

The YF-23 was designed to meet USAF requirements for survivability, supersonic cruise (supercruise), stealth, and ease of maintenance. Designed with all-aspect stealth as a high priority. The YF-23 was an unconventional-looking aircraft with trapezoidal wings, substantial area-ruling, and a V-tail. Similar to the B-2, the exhaust from the YF-23's engines flows through troughs lined with heat ablating tiles, which shields the exhaust from infrared (IR) missile detection from below. The wing flaps and ailerons deflect inversely on either side to provide roll. Pitch was provided by movement of both V-tails, and yaw was supplied by opposite movement. Deflecting the wing flaps down and ailerons up on both sides simultaneously provided for aerodynamic braking.

Экспертная проверка выяснила, что стойке шасси мешает узел шарового винта. Его поменяли на всех самолетах этой модели, однако проблема не исчезла.

Lockheed C-5 Galaxy – третий по грузоподъемности серийный транспортный самолет в мире – после советских Ан-225 «Мрия» и Ан-124 «Руслан».

Business and Engineering collaboration transforming campus and our students

The University of Colorado Boulder is one of the most-cited universities in the world, boasting five Nobel Prize-winning faculty members over the past three decades. CU Boulder’s world-class academic excellence extends across many parts of the university, ranging from business to engineering, medicine, humanities and the sciences.   

Recognizing the potential of bringing together ideas, education and action at the nexus of business and technology, in January 2017 the Leeds School of Business and the College of Engineering and Applied Science announced a joint building expansion that will physically connect the two schools on the Boulder campus. This first-of-a-kind collaboration will shape the nature of interactions between business, technology and our community for decades to come.

The expansion, estimated at more than 60,000-square-feet, creates space where students, faculty, staff and the business community can come together to connect and solve the challenges of tomorrow.

This next step in the university’s future is made possible through the investment of the University of Colorado Boulder community of alumni and friends. Philanthropic investment is elevating two signature programs on the Boulder campus and unlocking the potential at the 

intersection of business and technology. 

 

The future of higher education

Deans Sharon Matusik of business and Bobby Braun of engineering are united in their belief that the partnership represents the future of higher education: the bridging of technology and business, with a clear anchoring in entrepreneurship and innovation. 

The two deans are overseeing a significant expansion in joint programmatic offerings. Preparing students to navigate collaborative work environments, their approach marries the technical complexities of engineering with the operational acumen of business. The increase in joint offerings is paralleled by a surge in demand from students in both disciplines. The Leeds School’s business minor, originally developed with engineering students in mind, was recently expanded 

to accommodate growing enrollment. 

Spurred by a philanthropic gift from an alumnus, Leeds is also piloting a business mentorship program for engineering students in the business minor. Additional joint offerings include an integrated degree in business and computer science; a cross-campus entrepreneurship certificate through the business minor; cross-listed courses in venture planning, supply chain and prototyping; joint career fairs, workshops and co-curricular programming; and joint corporate partnerships with companies such as Arrow Electronics, Google, Lockheed Martin, Zayo and more.

The Business + Engineering partnership differentiates Leeds and elevates CU Boulder from its peers in higher education, playing a critical role in a future that will look vastly different from today. Preparing students to thrive and lead in an environment where technology continues to redefine and reshape industries is critical. Experiential learning is essential to translating academic excellence inside the classroom to practical application.

“Our building project symbolizes what is important to higher education in the future–connecting across disciplines, with entrepreneurship and innovation at the center,” says Matusik. Boulder’s reputation as a leader in innovation is not a coincidence. Boulder is recognized for its entrepreneurial community that has deep connections to campus. The university’s Innovation and Entrepreneurship Initiative, charged with cultivating entrepreneurial mindsets across the Boulder campus, connects students, faculty and staff with leaders and organizations in the community.

Speaker: Thomas McDermott, Jr., Sunil Bharitkar, and Chistopher Nemeth, Stevens Institute of Technology, HP Labs, and Applied Research Associates Talk Title: Bridging the Gulf of Execution Series: INCOSE Speaker Series Abstract: Research results routinely fail to survive into the development phase of Research and Development projects. This gulf of execution that blocks research findings from being realized in the development phase of many projects continues to bog down R and D practice. Concurrent engineering was supposed to be a solution, but was it? Open innovation models were designed to bridge the gap, but have they? What is the gulf, and how did we get here? It might be a matter of professional focus. Research invests in understanding the problem, and Development invests in producing the solution. Innovation happens when these link up around people in a culture that promotes risk-taking. Or is it communication? Innovation happens when people from different disciplines or roles come together with common understanding. The issue spans multiple sectors. Large industries struggle to build an innovation culture when delivery of existing products and services is at the forefront. Universities have an innovation culture, but industry needs to adopt a systems approach to realize value from that culture. Industry-university partnerships are effective when both parties realize relationships across a broad range of university programs, from students to startups, and learn how to couple the university innovation system to the industry innovation enterprise. Three examples from INCOSE and IEEE SMCS members will suggest ways to resolve this enduring issue. Georgia Tech--We view this relationship as a system-of-systems model, where the industry product/service enterprise is coupled to the university innovation enterprise in a larger sociotechnical systems context, and where the relationship promotes all three innovation horizons--sustaining, disruptive, and transformational. Our experience in building such relationships at Georgia Tech indicates both parties can realize success when a range of enablers to industry-university interaction promote a range of innovation opportunities--basic and translational--over a long term partnerships. This systems-of-systems model will be presented as a general context, then generalized examples from Georgia Tech industry partnership efforts will be discussed to illustrate the model. Applied Research Associates--Our team developed a system for DoD over 3 years to support real time decision and communication support among Burn Intensive Care Unit clinicians. This example will describe collaboration among 35 members from military healthcare professionals, to cognitive psychologists and software and machine learning developers. HP Labs--In the Emerging Computer Lab within HP Labs, among other research areas we are involved in the areas of speech analysis and interpretation, audio signal processing in conjunction with machine learning. In this part of the webinar we will explore one research topic in audio processing that we undertook, after identifying the deficiencies on HP devices, and the challenges encountered during development. We also present examples of the solutions to overcome these challenges which have helped contribute towards a scalable deployment of the technology based off of this research. Biography: Thomas A. (Tom) McDermott, Jr is a leader, educator, and innovator in multiple technology fields. He currently serves as Deputy Director of the Systems Engineering Research Center at Stevens Institute of Technology in Hoboken, NJ, as well as a consultant specializing in strategic planning for uncertain environments. He studies systems engineering, systems thinking, organizational dynamics, and the nature of complex human socio-technical systems. He teaches system architecture concepts, systems thinking and decision making, and the composite skills required at the intersection of leadership and engineering. Tom has over 30 years of background and experience in technical and management disciplines, including over 15 years at the Georgia Institute of Technology and 18 years with Lockheed Martin. He is a graduate of the Georgia Institute of Technology, with degrees in Physics and Electrical Engineering. With Lockheed Martin he served as Chief Engineer and Program Manager for the F-22 Raptor Avionics Team, leading the program to avionics first flight. Tom was GTRI Director of Research and interim Director from 2007-2013. During his tenure the impact of GTRI significantly expanded, research awards doubled to over 300M dollars, faculty research positions increased by 60 percent, and the organization was recognized as one of Atlanta's best places to work. He also has a visiting appointment in the Georgia Tech Sam Nunn School of International Affairs. Tom is one of the creators of Georgia Tech's Professional Masters degree in Applied Systems Engineering and lead instructor of the Leading Systems Engineering Teams course. Sunil Bharitkar received his Ph.D. in Electrical Engineering, minor in Mathematics from the University of Southern California in 2004 and is presently the speech-audio research Distinguished Technologist at HP Labs. He is involved in research in array signal processing, speech/audio analysis and processing, biomedical signal processing, and machine learning. From 2011-2016 he was the Director of Audio Technology at Dolby leading-guiding research in audio, signal processing, haptics, machine learning, hearing augmentation, &standardization activities at ITU, SMPTE, AES. He co-founded the company Audyssey Labs in 2002 where he was VP Research responsible for inventing new technologies which were licensed to companies including IMAX, Denon, Audi, Sharp, etc. He also taught in the Department of Electrical Engineering at USC. Sunil has published over 50 technical papers and has over 20 patents in the area of signal processing applied to acoustics, neural networks and pattern recognition, and a textbook, Immersive Audio Signal Processing, from Springer-Verlag. Chris Nemeth is a Principal Scientist with Applied Research Associates, a 1200 member national science and engineering consulting firm. His recent research interests include technical work in complex high stakes settings, research methods in individual and distributed cognition, and understanding how information technology erodes or enhances system resilience. He has served as a committee member of the National Academy of Sciences, is widely published in technical journals. Dr. Nemeth earned his PhD in human factors and ergonomics from the Union Institute and University in 2003, and an MS in product design from the Institute of Design at Illinois Institute of Technology in 1984. His design and human factors consulting practice and his corporate career have encompassed a variety of application areas, including health care, transportation and manufacturing. As a consultant, he has performed human factors analysis and product development, and served as an expert witness in litigation related to human performance. His 26-year academic career has included seven years in the Department of Anesthesia and Critical Care at the University of Chicago Medical Center, and adjunct positions with the Northwestern University McCormick College of Engineering and Applied Sciences, and Illinois Institute of Technology. He is a Fellow of the Design Research Society, a Life Senior Member of the Institute of Electrical and Electronic Engineers and has served 8 years on the IEEE Systems, Man and Cybernetics Society Board of Governors. He retired from the Navy in 2001 at the rank of Captain after a 30-year active duty and reserve career.   • NASA just awarded six private companies a total of $44 million.
  • The agency's "Tipping Point" program is intended to help the commercial space industry push next-generation technologies over the finish line.
  • The projects awarded funding include new moon-landing systems and a method to recover expensive rocket engines.

NASA is doling out a total of $44 million in awards among six private companies, including Jeff Bezos' secretive rocket company, Blue Origin.

The new contracts are part of the agency's third "Tipping Point" competition and an ongoing push to commercialize space. The goal of the awards is to help companies take what NASA sees as exciting, almost-ready-to-debut devices and "tip" them over the finish line into commercial markets.

The money covers 10 distinct projects, including ways for robots to land on and explore the moon, a next-generation fuel cell to power deep-space missions, a deep-space propulsion system, and an inflatable shell that may one day help land people on Mars.

"These key technologies will support NASA's science and human exploration missions in the future," NASA Administrator Jim Bridenstine said in a press release.

The biggest winner of the competition was United Launch Alliance, formed by Boeing and Lockheed Martin. The aerospace company (which is about to launch NASA's Parker Solar Probe to "touch" the sun) scooped up $13.9 million. Blue Origin, meanwhile, walked away with $13 million in contracts.

The companies that won NASA 'Tipping Point' awards and how much

Astrobotic Technology, Inc.

  • Project: "Stand-Alone Sensor for High Precision Planetary Landing" ($10 million)
    What it is: A "low-cost, reliable, high-performance, stand-alone" system to help Astrobotic, a former team in the Google Lunar X Prize competition (which ended without a winner), continue its work to land a commercial lunar spacecraft on the moon and perhaps elsewhere in the solar system.

Blue Origin

  • Project: "Advancing Sensor Suites to Enable Landing Anywhere on the Lunar Surface" ($3 million)
    What it is: "This project will mature critical technologies that enable precision and soft landing on the moon," Blue Origin says, such as detection systems for terrain and altitude. "The resulting sensor suite will enable precision landing anywhere on the lunar surface."
  • Project: "Cryogenic Fluid Management-Enhanced Integrated Propulsion Testing for Robust Lander Services" ($10 million)
    What it is: A propulsion system powered by ultra-cold liquid fuels for landing a robot on the moon.

Frontier Aerospace Corporation

  • Project: "Flight Qualification of the DSE, MON-25 MMH Rocket Engine" ($1.9 million)
    What it is: A crucial test of a deep-space rocket that may help Astrobotic land its probe on the moon.

Paragon Space Development Coporation

  • Project: "Cryogenic Encapsulating Launch Shroud and Insulated Upper Stage" ($1.6 million)
    What it is: A way to insulate a rocket's ultra-cold cryogenic fuel tanks and protect them "from meteoroids and debris" in space.

Space Systems/Loral, LLC

  • Project: "High Efficiency 6kW Dual Mode Electric Propulsion Engine for Broad Mission Applications" ($2 million)
    What it is: A new ion-powered engine that will provide "faster, more efficient, propulsive capabilities for future NASA missions."
  • Project: "In-Space Xenon Transfer for Satellite, Servicer and Exploration Vehicle Replenishment and Life Extension" ($2 million)
    What it is: A way to replenish xenon fuel in satellites, helping them stay in orbit longer.

United Launch Alliance

    What it is: A way to keep an upper-stage rocket's cryogenic fuel from boiling into a gas in space. The system would allow the rocket to remain capable of firing up weeks or months after launch, enabling unique deep-space missions. It would also help prevent explosions, which generate dangerous space debris.
  • Project: "Integrated Vehicle Fluids Flight Demonstration" ($10 million)
    What it is: This system aims to use liquid hydrogen and oxygen, which are normally used just for propulsion. Extra fluid might be used to pressurize fuel tanks, generate electricity, propel a mission through space, and ultimately reduce the need for additional systems (e.g. batteries) that take up precious weight. This might better enable long-duration space missions, perhaps to the moon.
  • Project: "Mid-Air Retrieval Demonstration" ($1.9 million)
    What it is: This may be a way to recover (and reuse) rocket engines and other expensive parts after they fly to space. A big inflatable aeroshell would unfurl and protect the part during atmospheric reentry. Once the payload reaches air that's dense enough, parachutes would further slow descent. Then a powerful helicopter would swoop in to snag the parachutes and the rocket parts.

Both awards to Bezos' aerospace company appear to be related to work that will help Blue Origin drop a "Blue Moon" lander on the lunar surface in 2023, as GeekWire wrote in July.

ULA, meanwhile, is working on a new and partly reusable rocket system called Vulcan that may enable it to compete with SpaceX. Parts of that system appear to be included in NASA's Tipping Point awards.
