Mfumuko wa Bei wa Taifa kwa mwezi Julai, 2018 umepungua hadi kufikia asilimia 3.3 ikilinganishwa na asilimia 3.4 mwezi Juni, 2018.

Hayo yameelezwa leo na Jijini Dodoma na Mkurugenzi wa sensa na Takwimu za Jamii, Ofisi ya Taifa ya Takwimu Ephraim Kwesigabo alipokuwa akitoa taarifa ya mfumuko wa bei kwa mwezi Julai mwaka huu.Kwesigabo amesema, kasi ya mabadiliko ya bei za bidhaa na huduma kwa mwaka ulioishia mwezi Julai, 2018 imepungua ikilinganishwa na kasi ilivyokuwa kwa mwaka ulioishia mwezi Juni, 2018.

“Kupungua kwa mfumuko wa bei kwa mwaka ulioishia mwezi Julai, 2018 kumechangiwa hasa na kupungua kwa mfumuko wa bei wa baadhi ya bidhaa za vyakula, ambapo bidhaa za vyakula zilizochangia kupungua kwa mfumuko wa bei kati ya Julai, 2017 na Julai 2018 ni pamoja na unga wa mahindi kwa asilimia 9.5, mtama kwa asilimia 17.8, unga wa mihogo kwa asilimia 14.1, matunda jamii ya machungwa kwa asilimia 22.2, maharagwe kwa asilimia 5.8 na mihogo mibichi kwa asilimia 12.5,” amefafanua Kwesigabo.

Ameendelea kusema kuwa ni zaidi ya miaka 15 tangu itokee tarakimu kama hiyo ya mfumuko wa bei ambayo iko vizuri kwa uchumi wa nchi.

Aidha ametaja hali ya mfumuko wa bei kwa baadhi ya nchi za Afrika Mashariki kama ifuatavyo; Uganda mfumuko wa bei kwa mwaka ulioishia mwezi Julai, 2018 umeongezeka hadi asilimia 3.1 kutoka asilimia 2.2 kwa mwaka ulioishia mwezi Julai, 2018. Kwa upande wa Kenya mfumuko wa bei kwa mwaka ulioishia mwezi Julai, 2018 umeongezeka hadi asilimia 4.35 kutoka asilimia kutoka asilimia 4.28 kwa mwaka ulioishia mwezi Juni, 2018.

Mfumuko wa bei wa Taifa unapima kiwango cha kasi ya mabadiliko ya bei za bidhaa na huduma zote zinazotumiwa na kaya binafsi nchini.

Mkurugenzi wa Sensa ya Watu na Jamii Bw. Ephraim Kwesigabo akitoa taarifa ya hali ya mfumuko wa bei kwa mwezi Julai 2018 leo Jijini Dodoma ambapo mfumuko huo umeshuka kwa asilimia 3.3 kwa mwezi Julai 2018 ikilinganishwa na asilimia 3.4 kwa mwezi June 2018.

Wakati Simba ikitimiza miaka 82 tangu kuanzishwa kwake mwaka 1936, Championi Jumatano limefanya uchunguzi wake na kubaini kuwa, Simba ni kiboko ya Yanga kwa kujipatia fedha za kigeni kwa kuuza wach-ezaji nje ya nchi.

Tangu kuanza kwa karne hii ya 21, Simba imefanikiwa kuuza nje ya nchi zaidi ya wachezaji 11 tena kwa vitita vikubwa.

Kwa upande wa Yanga, wao wameonekana ni vinara wa kutoa wachezaji kwa majaribio kama si kuondoka bure.

Edibily Lunyamila, Bakari Malima, Jery Tegete, Dan Mrwanda, Mrisho Ngassa na wengine wengi wote wameonja raha  ya kimataifa wakitokea Yanga lakini si kwa kuuzwa.

Ifuatayo ni orodha ya wachezaji waliotoboa kimataifa kwa  Yanga na Simba, ingawa baadhi thamani zao hazikuweza kupatikana kutokana na ujanjaujanja wa viongozi wa klabu hizo.

Upande wa Yanga ni:-

Shaban Nonda

Anatajwa kuwa mchezaji wa heshima kwa Yanga akiwa ni mchezaji pekee aliyepata mafanikio makubwa katika historia ya klabu hiyo.

Nonda ambaye ni raia wa DR Congo alijiunga na Yanga akitokea Atletico Olympic mwaka 1993, lakini mwaka 1994 Yanga ilimuuza kwa timu ya Vaal Professional ya Afrika Kusini kwa dola 10,000 (zaidi ya Sh milioni 20 kwa kiwango cha sasa).

Mbali na timu hizo, pia Nonda alizitumikia timu kubwa barani Ulaya zikiwemo Blackburn Rovers ya England na Monaco ya Ufaransa.



Said Maulid ‘SMG’

Mwaka 2008, Yanga ilimuuza nyota huyo kwa  Klabu ya Onze Bravos Dos Marquis ya Angola baada ya kuvutiwa na kiwango chake. Waangola hao waliipatia Yanga kitita cha dola 50,000 (zaidi ya milioni 100 kwa sasa)



Nadir Haroub ‘Cannavaro’ 

Mwaka 2009 alipata dili nje ya nchi, baada ya kutolewa kwa mkopo wa malipo ya dola 3,000 (zaidi ya Sh 6,000,000 kwa sasa) katika timu ya Vancouver White Caps ya Canada. Hata hivyo hakudumu sana, kwani baada ya muda mfupi alirejea Bongo.



Simoni Msuva

Huyu ndiye mchezaji wa mwisho wa Yanga kuuzwa nje ya nchi, aliuzwa kwa Klabu ya Difaa Al Jadida ya nchini Morocco kwa dola 150,000 ( zaidi ya Sh milioni 350).

Upande wa Simba idadi ya waliotoboa ni kubwa.



Nteze John ‘Rungu’

Straika huyu mzaliwa wa Kigoma baada ya kuonyesha makeke akiwa na kikosi hicho kwenye michuano ya kitaifa na kimataifa, alifanikiwa kupata dili na kujiunga na timu ya Qwaqwa ya Afrika Kusini ambayo ni Free States kwa sasa, dau lake lilikuwa siri.



Mohamed Mwameja

Katika miaka ya 1990, Simba walikubali kumwachia na kwenda kujiunga na timu ya Jomo Cosmos ya Afrika Kusini.



Hata hivyo akiwa Afrika Kusini, Mwameja alifanikiwa kuuzwa Reading iliyokuwa inashiriki Ligi Kuu England, lakini alikosa kibali cha kufanya kazi nchini humo baada ya uongozi wa Reading kuomba uthibitisho kama kweli ni Mtanzania, hakucheza.



Selemani Matola 

Matola ambaye kwa sasa ni Kocha Mkuu wa Lipuli FC, aliuzwa kwenda Klabu ya Super Sport ya Afrika Kusini kwa kitita cha dola 20,000 (zaidi ya Sh milioni 40 kiwango cha sasa).



Patrick Ochan

Kiungo huyu raia wa Uganda alikuwa mhimili mzuri katika kikosi cha Simba katika miaka nane iliyopita lakini uongozi wa klabu hiyo uliamua kumuuza kwa timu ya TP Mazembe ya DR Congo kwa kitita cha dola 50,000 (Sh Milioni 130 viwango vya sasa).



Haruna Moshi ‘Boban’

Nyota huyu anaichezea African Lyon kwa sasa, Simba iliwahi kumuuza barani Ulaya kwa timu ya Gifle IF ya Sweden kwa dau la dola 50,000 ( Sh milioni 130 kwa sasa).

Mbwana Samatta

Simba ilimuuza kwa TP Mazembe kwa kitita cha dola 100,000 (zaidi ya Sh milioni 260 kwa sasa).

Emmanuel Okwi

Simba pia iliwahi kuumuza Okwi kwa Klabu ya Etoile du Sahel ya Tunisia kwa dola laki tatu (300,000) (zaidi ya Sh milioni 680 kwa sasa).



Mwinyi Kazimoto

Aliuzwa Al Markhya ya Qatar kwa kitita cha dola 50,000 (zaidi ya Sh milioni 130 kwa sasa).



Shomari Kapombe

Aliuzwa AS Cannes ya Ufaransa kwa Euro 30,000,  zaidi ya Sh milioni 75 kwa sasa).

Moses Odhiambo

Alitua APR ya Rwanda kwa dola 50,000 (za Sh 130 kwa sasa),

Victor Costa

Alienda Meritzburg United ya Afrika Kusini. Dau halikutajwa

Henry Joseph

Alisajiliwa na Kongsvinger ya Norway. Naye dau halikutajwa.


Angalizo: Orodha hii haijumuishi wachezaji waliokwenda kwa ajili ya kufanya majaribio, bali waliofanikiwa kuingia mikataba ya timu za nje.

The Washington Post Monkey Cage published on 24 July 2018 an article titled "Xi Jinping Is Visiting Africa This Week. Here's Why China Is Such a Popular Development Partner" by Deborah Brautigam, Johns Hopkins University School of Advanced International Studies.

Commenting on Xi Jinping's recent visit to Rwanda, Senegal, and Mauritius, the author explains that China is gaining popularity in Africa by supporting industrialization, which is the top priority of many African leaders.

The East African published on 1 August 2018 an interview with Holger A. Kray, agricultural economist at the World Bank, titled "Is East African Agriculture at Risk of Playing Second Fiddle to Oil Wealth?"

While the interview does not deal with China or industrialization, it makes the point that in several East African countries the economic policy focus should be on commercialization of agriculture rather than a reliance on the export of oil. The key challenge for Kenya, Uganda and South Sudan, says Kray, is how to support the agricultural sector to take advantage of the shift in consumer behavior and consumer demand globally towards higher quality agricultural products.

My point is that there is no single prescription for economic success in Africa's 54 countries. Some combination of industrialization, agricultural reform, resource extraction, and enhancement of the service sector is required. My concern is that the current emphasis by many African leaders, supported by China, to focus on industrialization will have disappointing results. A small number of African countries may be ready to shift significantly into industrialization; most are not. Most would be well advised at this stage of development to focus their energy on the improvement of agriculture, including policy reform.

Vienna, Austria, August 8, 2018 — The International Press Institute (IPI), a global network of editors, media executives and leading journalists, has expressed grave concern to the government of Bangladesh over recent intolerance towards objective reporting.

In a letter to the Prime Minister, Sheikh Hasina, IPI has urged her to take robust steps to prevent this growing narrow-mindedness.

“Thanks to the role of the press, strong public opinion was built across the world in favor of the Liberation War of Bangladesh in 1971. The writers of the Bangladesh constitution recognized the importance of a free press by guaranteeing press freedom in the constitution. We urge you to keep this spirit in mind and ensure that the government upholds the constitutional protections for the press,” IPI wrote in its letter.

“The IPI network is also extremely concerned about your government’s move to replace the ICT Act with the Digital Security Act, provisions of which will restrict the right of journalists to expose acts of corruption that you have consistently promised to eradicate.”

“The bill, if approved by Parliament in the current form, will have a serious, oppressive impact not only on journalists but also on all citizens of Bangladesh,” the letter said.

“We, therefore, urge you to act immediately and take appropriate action to end intolerance towards reporters and hold talks with journalists’ bodies in the country to create a conducive atmosphere for press freedom in Bangladesh, which has been severely compromised by recent incidents,” IPI stated in its letter.

Recently, the International Press Institute (IPI) welcomed the prompt decision by the prime minister of India, Narendra Modi, to revoke a controversial policy issued by India’s Ministry of Information and Broadcasting.

The Information and Broadcasting Ministry had issued a statement announcing that it would withdraw government press accreditation of those found to have published or broadcast fake news. The announcement did not define what constituted false intelligence. After condemnation by the press in India, primarily by the TV News Channels, who vehemently opposed the move, Prime Minister Modi intervened and ordered the withdrawal of the announcement.

Commending Prime Minister Modi’s immediate decision to uphold media freedom, IPI’s executive director, Barbara Trionfi, said that the new rule would have severely impaired the freedom of TV News Channels in India and their ability to report on crucial issues. ‘’We are thankful for Prime Minister Modi’s quick response to this misguided policy”, she said.

Sapevate che molti paesi africani continuano a pagare una tassa coloniale alla Francia dalla loro indipendenza fino ad oggi? Quando Sékou Touré della Guinea decise nel 1958 di uscire dall’impero coloniale francese, e optò per l’indipendenza del paese, l’élite coloniale francese a Parigi andò su tutte le furie e, con uno storico gesto, l’amministrazione francese della Guinea distrusse qualsiasi cosa che nel paese rappresentasse quelli che definivano i vantaggi della colonizzazione francese. Tremila francesi lasciarono il paese, prendendo tutte le proprietà e distruggendo qualsiasi cosa che non si muovesse: scuole, ambulatori, immobili dell’amministrazione pubblica furono distrutti; macchine, libri, strumenti degli istituti di ricerca, trattori furono sabotati; i cavalli e le mucche nelle fattorie furono uccisi, e le derrate alimentari nei magazzini furono bruciate o avvelenate. L’obiettivo di questo gesto indegno era quello di mandare un messaggio chiaro a tutte le altre colonie: il costo di rigettare la Francia sarebbe stato molto alto. Lentamente la paura serpeggiò tra le élite africane e nessuno, dopo gli eventi della Guinea, trovò mai il coraggio di seguire l’esempio di Sékou Touré, il cui slogan fu “Preferiamo la libertà in povertà all’opulenza nella schiavitù”.
Sylvanus Olympio, il primo presidente della Repubblica del Togo, un piccolo paese in Africa occidentale, trovò una soluzione a metà strada con i francesi. Non voleva che il suo paese continuasse ad essere un dominio francese, perciò rifiutò di siglare il patto di continuazione della colonizzazione proposto da de Gaulle, tuttavia si accordò per pagare un debito annuale alla Francia per i cosiddetti benefici ottenuti dal Togo grazie alla colonizzazione francese. Era l’unica condizione affinché i francesi non distruggessero tutto prima di lasciare il paese. Tuttavia, l’ammontare chiesto dalla Francia era talmente elevato che il rimborso del cosiddetto “debito coloniale” si aggirava al 40% del debito del paese nel 1963. La situazione finanziaria del neo-indipendente Togo era veramente instabile; così, per risolvere la situazione, Olympio decise di uscire dalla moneta coloniale francese Fcfa (il Franco Cfa delle colonie africane francesi), e coniò la moneta del suo paese. Il 13 gennaio 1963, tre giorni dopo aver iniziato a stampare la moneta del suo paese, uno squadrone di soldati analfabeti appoggiati dalla Francia uccise il primo presidente eletto della neo- indipendente Africa.
Olympio fu ucciso da un ex sergente della Legione Straniera di nome Etienne Gnassingbe, che si suppone ricevette un compenso di 612 dollari dalla locale ambasciata francese per il lavoro di assassino. Il sogno di Olympio era quello di costruire un paese indipendente e autosufficiente. Tuttavia ai francesi non piaceva l’idea. Il 30 giugno 1962, Modiba Keita, il primo presidente della Repubblica del Mali, decise di uscire dalla moneta coloniale francese Fcfa imposta a 12 neo-indipendenti paesi africani. Per il presidente maliano, che era più incline ad un’economia socialista, era chiaro che il patto di continuazione della colonizzazione con la Francia era una trappola, un fardello per lo sviluppo del paese. Il 19 novembre 1968, proprio come Olympio, Keita fu vittima di un colpo di stato guidato da un altro ex soldato della Legione Straniera francese, il luogotenente Moussa Traoré. Infatti durante quel turbolento periodo in cui gli africani lottavano per liberarsi dalla colonizzazione europea, la Francia usò ripetutamente molti ex legionari stranieri per guidare colpi di stato contro i presidente eletti.
Il 1° gennaio 1966, Jean-Bédel Bokassa, un ex soldato francese della Legione Straniera, guidò un colpo di stato contro David Dacko, il primo presidente della Repubblica Centrafricana. Il 3 gennaio 1966, Maurice Yaméogo, il primo presidente della Repubblica dell’Alto Volta, oggi Burkina Faso, fu vittima di un colpo di stato condotto da Aboubacar Sangoulé Lamizana, un ex legionario francese che combatté con i francesi in Indonesia e Algeria contro le indipendenze di quei paesi. Il 26 ottobre 1972, Mathieu Kérékou (che era una guardia del corpo del presidente Hubert Maga, il primo presidente della Repubblica del Benin) guidò un colpo di Stato contro il presidente, dopo aver frequentato le scuole militari francesi dal 1968 al 1970. Negli ultimi 50 anni, un totale di 67 colpi di Stato si sono susseguiti in 26 paesi africani; 16 di quest’ultimi sono ex colonie francesi, il che significa che il 61% dei colpi di Stato si sono verificati nell’Africa francofona.
Cinque i golpe subiti dal Burkina Faso e dalle Comore, quattro i colpi di Stato attuati in Burundi, Repubblica Centrafricana, Niger e Mauritania. Sempre tra le ex colonie francesi, hanno vissuto almeno tre colpi di Stato il Congo e il Ciad – due, invece, l’Algeria e il Mali, la Guinea Konakry e la Repubblica Democratica del Congo. Almeno un violento “regime change” ha poi investito Togo, Tunisia, Costa d’Avorio, Magagascar e Rwanda. Altri paesi africani sottoposti a colpi di Stato sono Egitto, Libia e Guinea Equatoriale (un golpe ciascuno), Guinea Bissau e Liberia (due golpe), Nigeria ed Etiopia (tre colpi di Stato), Uganda (quattro) e Sudan (cinque). In totale 45 golpe nell’Africa ex francese, più 22 in altri paesi africani. Come dimostrano questi numeri, la Francia è abbastanza disperata ma attiva nel tenere sotto controllo le sue colonie, a qualsiasi prezzo, a qualsiasi condizione. Nel marzo del 2008, l’ex presidente francese Jacques Chirac disse: «Senza l’Africa, la Francia scivolerebbe a livello di una potenza del terzo mondo». Il predecessore di Chirac, François Mitterand, già nel 1957 profetizzava che «senza l’Africa, la Francia non avrà storia nel 21° secolo».
Proprio in questo momento, 14 paesi africani sono costretti dalla Francia, attraverso un patto coloniale, a depositare l’85% delle loro riserve di valute estere nella Banca Centrale Francese controllata dal ministero delle finanze di Parigi. Finora, il Togo e altri 13 paesi africani dovranno pagare un debito coloniale alla Francia. I leader africani che rifiutano vengono uccisi o restano vittime di colpi di Stato. Coloro che obbediscono sono sostenuti e ricompensati dalla Francia con stili di vita faraonici, mentre le loro popolazioni vivono in estrema povertà e disperazione. E’ un sistema malvagio, denunciato dall’Unione Europea; ma la Francia non è pronta a spostarsi da quel sistema coloniale che muove 500 miliardi di dollari dall’Africa al suo ministero del Tesoro ogni anno. Spesso accusiamo i leader africani di corruzione e di servire gli interessi delle nazioni occidentali, ma c’è una chiara spiegazione per questo comportamento. Si comportano così perché hanno paura di essere uccisi o di restare vittime di un colpo di Stato. Vogliono una nazione potente che li difenda in caso di aggressione o di tumulti. Ma, contrariamente alla protezione di una nazione amica, la protezione dell’Occidente spesso viene offerta in cambio della rinuncia, da parte di quei leader, di servire il loro stesso popolo e i suoi interessi.
I leader africani lavorerebbero nell’interesse dei loro popoli se non fossero continuamente inseguiti e provocati dai paesi colonialisti. Nel 1958, spaventato dalle conseguenze di scegliere l’indipendenza dalla Francia, Leopold Sédar Senghor dichiarò: «La scelta del popolo senegalese è l’indipendenza; vogliono che ciò accada in amicizia con la Francia, non in disaccordo». Da quel momento in poi la Francia accettò soltanto un’ “indipendenza sulla carta” per le sue colonie, siglando “Accordi di Cooperazione”, specificando la natura delle loro relazioni con la Francia, in particolare i legami con la moneta coloniale francese (il franco), il sistema educativo francese, le preferenze militari e commerciali. Qui sotto ci sono le 11 principali componenti del patto di continuazione della colonizzazione dagli anni ‘50.
#1. Debito coloniale a vantaggio della colonizzazione francese. I neo “indipendenti” paesi dovrebbero pagare per l’infrastruttura costruita dalla Francia nel paese durante la colonizzazione. #2. Confisca automatica delle riserve nazionali. I paesi africani devono depositare le loro riserve monetarie nazionali nella banca centrale francese. La Francia detiene le riserve nazionali di 14 paesi africani dal 1961: Benin, Burkina Faso, Guinea-Bissau, Costa d’Avorio, Mali, Niger, Senegal, Togo, Camerun, Repubblica Centrafricana, Ciad, Congo-Brazzaville, Guinea Equatoriale e Gabon. La politica monetaria che governa un gruppo di paesi così diversi non è complicato perché, di fatto, è decisa dal ministero del Tesoro francese senza rendere conto a nessuna autorità fiscale di qualsiasi paese che sia della Cedeao (la Comunità degli Stati dell’Africa Occidentale) o del Cemac (Comunità degli Stati dell’Africa Centrale). In base alle clausole dell’accordo che ha fondato queste banche e il Cfa, la banca centrale di ogni paese africano è obbligata a detenere almeno il 65% delle proprie riserve valutarie estere in un “operations account” registrato presso il ministero del Tesoro francese, più un altro 20% per coprire le passività finanziarie.
Le banche centrali del Cfa impongono anche un tappo sul credito esteso ad ogni paese membro equivalente al 20% delle entrate pubbliche dell’anno precedente. Anche se la Beac e la Bceao hanno un fido bancario col Tesoro francese, i prelievi da quel fido sono soggetti al consenso dello stesso ministero del Tesoro. L’ultima parola spetta al Tesoro francese, che ha investito le riserve estere degli Stati africani alla Borsa di Parigi a proprio nome. In breve, più dell’ 80% delle riserve valutarie straniere di questi paesi africani sono depositate in “operations accounts” controllati dal Tesoro francese. Le due banche Cfa sono africane di nome, ma non hanno una politica monetaria propria. Gli stessi paesi non sanno, né viene detto loro, quanto del bacino delle riserve valutarie estere detenute presso il ministero del Tesoro a Parigi appartiene a loro come gruppo o individualmente. Gli introiti degli investimenti di questi fondi presso il Tesoro francese dovrebbero essere aggiunti al conteggio, ma non c’è nessuna notizia che venga fornita al riguardo né alle banche né ai paesi circa i dettagli di questi scambi. Al ristretto gruppo di alti ufficiali del ministero del Tesoro francese che conoscono le cifre detenute negli “operations accounts”, sanno dove vengono investiti questi fondi e se esiste un profitto a partire da quegli investimenti, viene impedito di parlare per comunicare queste informazioni alle banche Cfa o alle banche centrali degli stati africani, scrive il dottor Gary K. Busch (economista, docente universitario a Londra).
Si stima che la Francia detenga all’incirca 500 miliardi di monete provenienti dagli Stati africani, e farebbe qualsiasi cosa per combattere chiunque voglia fare luce su questo lato oscuro del vecchio impero. Gli stati africani non hanno accesso a quel denaro. La Francia permette loro di accedere soltanto al 15% di quel denaro all’anno. Se avessero bisogno di più, dovrebbero chiedere in prestito una cifra extra dal loro stesso 65% da Tesoro francese a tariffe commerciali. Per rendere le cose ancora peggiori, la Francia impone un cappio sull’ammontare di denaro che i paesi possono chiedere in prestito da quella riserva. Il cappio è fissato al 20% delle entrate pubbliche dell’anno precedente. Se i paesi volessero prestare più del 20% dei loro stessi soldi, la Francia ha diritto di veto. L’ex presidente francese Jacques Chirac ha detto recentemente qualcosa circa i soldi delle nazioni africane detenuti nelle banche francesi. In un VIDEO parla dello schema di sfruttamento francese. Parla in francese, ma questo è un piccolo sunto: «Dobbiamo essere onesti e riconoscere che una gran parte dei soldi nelle nostre banche provengono dallo sfruttamento del continente africano».
#3. Diritto di primo rifiuto su qualsiasi materia prima o risorsa naturale scoperta nel paese. La Francia ha il primo diritto di comprare qualsiasi risorsa naturale trovate nella terra delle sue ex colonie. Solo dopo un “Non sono interessata” della Francia, i paesi africani hanno il permesso di cercare altri partners. #4. Priorità agli interessi francesi e alle società negli appalti pubblici. Nei contratti governativi, le società francesi devono essere prese in considerazione per prime e, solo dopo, questi paesi possono guardare altrove. Non importa se i paesi africani possono ottenere un miglior servizio ad un prezzo migliore altrove. Di conseguenza, in molte delle ex colonie francesi, tutti i maggiori asset economici dei paesi sono nelle mani degli espatriati francesi. In Costa d’Avorio, per esempio, le società francesi possiedono e controllano le più importanti utilities – acqua, elettricità, telefoni, trasporti, porti e le più importanti banche. Lo stesso nel commercio, nelle costruzioni e in agricoltura. Infine, come ho scritto in un precedente articolo, “gli africani ora vivono in un continente di proprietà degli europei”.
#5. Diritto esclusivo a fornire equipaggiamento militare e formazione ai quadri militari del paese. Attraverso un sofisticato schema di borse di studio e “Accordi di Difesa” allegati al Patto Coloniale, gli africani devono inviare i loro quadri militari per la formazione in Francia o in strutture gestite dai francesi. La situazione nel continente adesso è che la Francia ha formato centinaia, anche migliaia di traditori e li foraggia. Restano dormienti quando non c’è bisogno di loro, e vengono riattivati quando è necessario un colpo di Stato o per qualsiasi altro scopo! #6. Diritto della Francia di inviare le proprie truppe e intervenire militarmente nel paese per difendere i propri interessi. In base a qualcosa chiamato “Accordi di Difesa” allegati al Patto Coloniale, la Francia ha il diritto di intervenire militarmente negli Stati africani e anche di stazionare truppe permanentemente nelle basi e nei presidi militari in quei paesi, gestiti interamente dai francesi.
Poi ci sono le basi militari francesi in Africa. Quando il presidente Laurent Gbagbo della Costa d’Avorio cercò di porre fine allo sfruttamento francese del paese, la Francia organizzò un colpo di Stato. Durante il lungo processo per estromettere Gbagbo, i carri armati francesi, gli elicotteri d’attacco e le forze speciali intervennero direttamente nel conflitto sparando sui civili e uccidendone molti. Per aggiungere gli insulti alle ingiurie, la Francia stima che la “business community” francese abbia perso diversi milioni di dollari quando, nella fretta di abbandonare Abidjan nel 2006, l’esercito francese massacrò 65 civili disarmati, ferendone altri 1.200. Dopo il successo della Francia con il colpo di Stato, e il trasferimento di poteri ad Alassane Outtara, la Francia ha chiesto al governo Ouattara di pagare un compenso alla “business community” francese per le perdite durante la guerra civile. Il governo Ouattara, infatti, pagò il doppio delle perdite dichiarate mentre scappavano.
#7. Obbligo di dichiarare il francese lingua ufficiale del paese e lingua del sistema educativo. “Oui, Monsieur. Vous devez parlez français, la langue de Molière!” (sì, signore. Dovete parlare francese, la lingua di Molière!). Un’organizzazione per la diffusione della lingua e della cultura francese chiamata “Francophonie” è stata creata con diverse organizzazioni satellite e affiliati supervisionati dal ministero degli esteri francese. Come dimostrato in quest’articolo, se il francese è l’unica lingua che parli, hai accesso al solo 4% dell’umanità, del sapere e delle idee. Molto limitante.
#8. Obbligo di usare la moneta coloniale francese Fcfa. Questa è la vera mucca d’oro della Francia, tuttavia è un sistema talmente malefico che finanche l’Unione Europea lo ha denunciato. La Francia però non è pronta a lasciar perdere il sistema coloniale che inietta all’incirca 500 miliardi di dollari africani nelle sue casse. Durante l’introduzione dell’euro in Europa, altri paesi europei scoprirono il sistema di sfruttamento francese. Molti, soprattutto i paesi nordici, furono disgustati e suggerirono che la Francia abbandonasse quel sistema. Senza successo. #9. Obbligo di inviare in Francia il budget annuale e il report sulle riserve. Senza report, niente soldi. In ogni caso il ministero delle banche centrali delle ex colonie, e il ministero dell’incontro biennale dei ministri delle finanze delle ex colonie è controllato dalla banca centrale francese e dal ministero del Tesoro.
#10. Rinuncia a siglare alleanze militari con qualsiasi paese se non autorizzati dalla Francia. I paesi africani in genere sono quelli che hanno il minor numero di alleanze militari regionali. La maggior parte dei paesi ha solo alleanze militari con gli ex colonizzatori (divertente, ma si può fare di meglio!). Nel caso delle ex colonie francesi, la Francia proibisce loro di cercare altre alleanze militari eccetto quelle che vengono offerte loro. #11. Obbligo di allearsi con la Francia in caso di guerre o crisi globali. Più di un milione di soldati africani hanno combattuto per sconfiggere il nazismo e il fascismo durante la Seconda Guerra Mondiale. Il loro contributo è spesso ignorato o minimizzato, ma se si pensa che alla Germania furono sufficienti solo 6 settimane per sconfiggere la Francia nel 1940, quest’ultima sa che gli africani potrebbero essere utili per combattere per la “Grandeur de la France” in futuro.
C’è qualcosa di psicopatico nel rapporto che la Francia ha con l’Africa. Primo, la Francia è molto dedita al saccheggio e allo sfruttamento dell’Africa sin dai tempi della schiavitù. Poi c’è questa mancanza di creatività e di immaginazione dell’élite francese a pensare oltre i confini del passato e della tradizione. Infine, la Francia ha due istituzioni che sono completamente congelate nel passato, abitate da “haut fonctionnaires” paranoici e psicopatici che diffondono la paura dell’apocalisse se la Francia cambiasse, e il cui riferimento ideologico deriva dal romanticismo del 19° secolo: sono il ministero delle finanze e del bilancio e il ministero degli affari esteri. Queste due istituzioni non solo sono una minaccia per l’Africa ma anche per gli stessi francesi. Tocca a noi africani liberarci, senza chiedere permesso, perché ancora non riesco a capire, per esempio, come possano 450 soldati francesi in Costa d’Avorio controllare una popolazione di 20 milioni di persone. La prima reazione della gente, subito dopo aver saputo della tassa coloniale francese, consiste in una domanda: “Fino a quando?”. Per paragone storico, la Francia ha costretto Haiti a pagare l’equivalente odierno di 21 miliardi di dollari dal 1804 al 1947 (quasi un secolo e mezzo) per le perdite subite dai commercianti di schiavi francesi dall’abolizione della schiavitù e la liberazione degli schiavi haitiani. I paesi africani stanno pagando la tassa coloniale solo negli ultimi 50 anni, perciò penso che manchi ancora un secolo di pagamenti!

Sapevate che molti paesi africani continuano a pagare una tassa coloniale alla Francia dalla loro indipendenza fino ad oggi? Quando Sékou Touré della Guinea decise nel 1958 di uscire dall’impero coloniale francese, e optò per l’indipendenza del paese, l’élite coloniale francese a Parigi andò su tutte le furie e, con uno storico gesto, l’amministrazione francese della Guinea distrusse qualsiasi cosa che nel paese rappresentasse quelli che definivano i vantaggi della colonizzazione francese. Tremila francesi lasciarono il paese, prendendo tutte le proprietà e distruggendo qualsiasi cosa che non si muovesse: scuole, ambulatori, immobili dell’amministrazione pubblica furono distrutti; macchine, libri, strumenti degli istituti di ricerca, trattori furono sabotati; i cavalli e le mucche nelle fattorie furono uccisi, e le derrate alimentari nei magazzini furono bruciate o avvelenate. L’obiettivo di questo gesto indegno era quello di mandare un messaggio chiaro a tutte le altre colonie: il costo di rigettare la Francia sarebbe stato molto alto. Lentamente la paura serpeggiò tra le élite africane e nessuno, dopo gli eventi della Guinea, trovò mai il coraggio di seguire l’esempio di Sékou Touré, il cui slogan fu “Preferiamo la libertà in povertà all’opulenza nella schiavitù”.

UCC has succumbed to Members of Parliament request to have mobile telecommunications companies sell airtime cards alongside the electronic airtime recharge. During a dialogue with MPs, Ministry of ICT and Telecom Companies at parliament, UCC ED agreed to lift the ban. "I agree with that position," said Mr Godfrey Mutabazi.

Taxify, an Estonian ride-hailing company aiming to take on Uber in emerging markets, will invest millions of euros in East Africa in the next five years with a strategy focused on motorised rickshaws and motorcycles, it said on Thursday. The company, which already operates in five cities in Kenya, Uganda and Tanzania and will continue to offer regular car rides, said it saw the best opportunity for growth via taxi services in locally popular forms of motorised transport.

Hayo yameelezwa  jana na Jijini Dodoma na  Mkurugenzi wa sensa na Takwimu za Jamii, Ofisi ya Taifa ya Takwimu Ephraim Kwesigabo alipokuwa akitoa taarifa  ya mfumuko wa bei kwa mwezi Julai mwaka huu.

Kwesigabo alisema, kasi ya mabadiliko ya bei za bidhaa na huduma kwa mwaka ulioishia mwezi Julai, 2018 imepungua ikilinganishwa na kasi ilivyokuwa kwa  mwaka ulioishia mwezi Juni, 2018.

“Kupungua kwa mfumuko wa bei kwa mwaka ulioishia mwezi Julai, 2018 kumechangiwa hasa na kupungua kwa mfumuko wa bei wa baadhi ya bidhaa za vyakula, ambapo bidhaa za vyakula zilizochangia kupungua kwa mfumuko wa bei kati ya Julai, 2017 na Julai 2018 ni pamoja na unga wa mahindi kwa asilimia 9.5, mtama kwa asilimia 17.8, unga wa mihogo kwa asilimia 14.1, matunda jamii ya machungwa kwa asilimia 22.2, maharagwe kwa asilimia 5.8 na mihogo mibichi kwa asilimia 12.5,” alifafanua Kwesigabo.

Aliendelea kusema kuwa ni zaidi ya miaka 15 tangu itokee tarakimu kama hiyo ya mfumuko wa bei ambayo iko vizuri kwa uchumi wa nchi.

Aidha alitaja hali ya mfumuko wa bei kwa baadhi ya  nchi za Afrika Mashariki kama ifuatavyo; Uganda mfumuko wa bei kwa mwaka ulioishia mwezi Julai, 2018 umeongezeka hadi asilimia 3.1 kutoka asilimia 2.2 kwa mwaka ulioishia mwezi Julai, 2018. Kwa upande wa Kenya mfumuko wa bei kwa mwaka ulioishia mwezi Julai, 2018 umeongezeka hadi asilimia 4.35 kutoka asilimia kutoka asilimia 4.28 kwa mwaka ulioishia mwezi Juni, 2018.

Mfumuko wa bei wa Taifa unapima kiwango cha kasi ya mabadiliko ya bei za bidhaa na huduma zote zinazotumiwa na kaya binafsi nchini.

Aidha rais Magufuli amesema wamekaa na Rais Museven na kukubaliana kutafuta namna ya kuzuia watu wenye lengo la kuharibu viwanda vya Uganda kutokana na hali hiyo kuwahi kutokea kipindi cha nyuma

“Kuna sukari iliwahi kuingizwa hapa nchini kumbe ilikuwa haijatengenezwa na viwanda vya Uganda bali ilikua na lengo la kuharibu viwanda vyao hivyo tumezungumza na rais Museven ili suala hilo lisijitokeze tena,” amesema Rais Magufuli

En République démocratique du Congo, la désignation d’Emmanuel Ramazani Shadary comme candidat du Front Commun pour le Congo (FCC) à la présidentielle de décembre 2018, a pris tout le monde de court, même la communauté internationale. Celle-ci n’avait jamais cru que Joseph Kabila prendrait une telle décision, allant à  contre-courant de la dynamique actuelle dans la région des Grands Lacs où le Rwanda, l’Ouganda, le Burundi et le Congo-Brazzaville n’ont pas hésité un seul instant à modifier leurs constitutions respectives pour se cramponner au pouvoir. Et ce, sans condamnation de la communauté internationale. Mais en Rd Congo, Joseph Kabila aura déjoué tous les plans diaboliques, mieux les plans de la balkanisation du pays concoctés par les ennemis du Congo dans les officines occidentales, qui n’attendaient qu’un supposé faux-pas pour mettre leurs plans en exécution et trainer ainsi le pays dans la poussière. Heureusement que l’Afrique pouvait encore compter sur un de ses dignes fils, au parfum de tous ces plans, pour mener une démarche contraire, au bénéfice de son peuple. Leurs plans à eux tous étant démasqués, ils se jettent dans les félicitations du bout des lèvres. Dans un communiqué parvenu à la rédaction du Journal L’Avenir, l’Ambassade des Etats-Unis en Rdc écrit ceci : « En République démocratique du Congo, l’annonce de la part de la coalition au pouvoir d’un candidat de consensus autre que le Président Kabila représente un pas en avant important pour la démocratie congolaise. Nous sommes encouragés par le signe selon lequel le Président Kabila entend respecter ses engagements conformément à la constitution congolaise et à l’Accord de la Saint-Sylvestre de décembre 2016 en ne briguant pas un troisième mandat », dit ce texte, qui ajoute que les responsables du gouvernement, de l’opposition, et de la société civile, ainsi que les chefs des forces de l’ordre partagent avec le président Kabila la responsabilité d’assurer le plein respect des normes démocratiques. Le peuple congolais doit pouvoir exprimer ouvertement ses opinions et choisir ses candidats sans craindre les violences, les menaces ou l’intimidation. Nous faisons appel à la Commission électorale nationale indépendante et aux autorités congolaises afin qu’elles prennent les mesures qui s’imposent pour garantir la tenue d’élections crédibles le 23 décembre 2018, en permettant notamment l’accès au public au nouveau fichier électoral et en ayant recours à une méthode de vote qui bénéficie de la confiance de l’électorat congolais. Ce communiqué souligne en passant que la RDC jouit d’une occasion historique d’assurer un transfert pacifique du pouvoir en décembre, et les Etats-Unis seront prêts à appuyer ce processus selon les normes du calendrier électoral établi.   La France prête à accompagner la Rdc De son côté, le Président de la République française salue la décision annoncée hier par le Président Joseph Kabila de ne pas se représenter aux prochaines élections présidentielles, conformément à son engagement de respecter les termes de la Constitution congolaise. « La France, qui s’est constamment tenue aux côtés de la République démocratique du Congo, rend hommage à l’action du Président Kabila pour l’unité et l’intégrité de la RDC », indique ce document, qui ajoute qu’aux côtés de ses partenaires et en particulier de l’Union Africaine, des organisations régionales et des pays voisins, la France se tient prête à accompagner les efforts des autorités congolaises en vue de la tenue, le 23 décembre prochain, d’un scrutin libre, transparent et inclusif. Concernant la Belgique, son ministre des Affaires étrangères, Didier Reynders, a indiqué “prendre acte” de la désignation par le président congolais Joseph Kabila d’un dauphin, Emmanuel Ramazani Shadary, qui sera le candidat du pouvoir en place à l’élection présidentielle du 23 décembre en République démocratique du Congo. Le scrutin doit se faire dans un climat “apaisé” pour que les résultats soient “crédibles”. Il a toutefois appelé les responsables congolais à s’engager en faveur de l’organisation des différents scrutins prévus à cette date (présidentiel, législatif et provinciaux) dans un climat “apaisé” et “inclusif” afin que les résultats soient “crédibles”. “On prend acte de la consultation menée au sein de la Majorité présidentielle“, a affirmé Didier Reynders à l’agence Belga. Ces consultations ont conduit M. Kabila à désigner mercredi, in extrémis, Emmanuel  Ramazani Shadary, un ancien ministre de l’Intérieur et actuel Secrétaire permanent du parti présidentiel, comme le candidat du Front commun pour le Congo (FCC), une vaste plate-forme électorale créée par Joseph Kabila. “Cela démontre que le président (Kabila) n’est pas candidat” à un troisième mandat – que lui interdit la Constitution qu’il a lui-même promulguée en 2006 -, a ajouté Didier Reynders. Il a rappelé que la communauté internationale, l’Union européenne et l’Union africaine (UA) ainsi que les pays de la région avaient exprimé leur opposition à une candidature du chef de l’Etat congolais à un troisième mandat.   L’EU et l’UA se joignent Dans une déclaration, la Représentante Spéciale du Secrétaire-général des Nations Unies en République démocratique du Congo et des Ambassadeurs ou Chefs de mission du Canada, des Etats-Unis, de la Suisse, de l’Union africaine ainsi que de l’Union européenne en accord avec les Chefs de mission de l’UE à Kinshasa, saluent la décision du Président Joseph Kabila Kabange d’avoir tenu son engagement de respecter la Constitution congolaise. La conclusion du dépôt des candidatures pour les élections présidentielles et législatives en RDC, conformément au calendrier électoral de la CENI, constitue une étape clé sur la voie devant mener à la première alternance politique pacifique en RDC, grâce à des élections crédibles le 23 décembre 2018. « Nous réitérons notre appel à toutes les parties à veiller à ce que le processus électoral et le transfert du pouvoir soient menés de manière transparente, pacifique et inclusive, conformément à la Constitution et à l’Accord de la Saint-Sylvestre de décembre 2016 », insiste ce communiqué, qui poursuit que l’engagement de tous les acteurs congolais en faveur d’élections crédibles, pacifiques et inclusives avant la fin de l’année renforcera la stabilité et la prospérité de la RDC et de toute la région. Pour sa part, le Président de la Commission de l’Union Africaine, Moussa Faki Mahamat, prend note avec satisfaction de la nouvelle étape franchie hier dans le processus électoral en République démocratique du Congo. Il se félicite du respect par le Président Joseph Kabila Kabange de son engagement à se conformer aux dispositions pertinentes de la Constitution congolaise et à celles de l’Accord politique de la Saint Sylvestre relatives à l’éligibilité à la présidence de la République. Ce faisant, le Président Kabila a posé un geste de haute valeur politique dans l’intérêt supérieur de son pays. Le Président de la Commission souligne que le succès de la suite du processus électoral appelle à un engagement sans faille de la part de l’ensemble de la classe politique congolaise et des institutions chargées de l’organisation des scrutins à venir. Il réitère, en conséquence, son appel à tous les acteurs concernés pour qu’ils œuvrent ensemble et de bonne foi, à la tenue d’élections paisibles, transparentes et véritablement inclusives, notamment en garantissant le droit de tous les citoyens qui le souhaitent et remplissent les conditions stipulées par les textes en vigueur à y concourir. Il souligne, encore une fois, la nécessité et l’urgence que revêt la création d’un environnement propice à une compétition électorale loyale et équitable, à travers la mise en œuvre de mesures de décrispation appropriées. Il est impératif que le peuple congolais puisse se prononcer librement et en toute souveraineté sur son destin. L’Union africaine réitère son engagement à soutenir le processus électoral dans le cadre de ses instruments pertinents, notamment la Charte africaine de la démocratie, des élections et de la gouvernance. À cet effet, elle continuera à travailler étroitement avec les organisations régionales compétentes, à savoir la Communauté économique des États de l’Afrique centrale, la Conférence internationale sur la région des Grands Lacs et la Communauté de développement de l’Afrique australe, ainsi qu’avec les Nations unies et les autres partenaires internationaux de l’Afrique. It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

Required Qualifications:

  • Masters in Human Resources Management, Organisational Psychology with bachelor's degree in related field such as and not limited to; Business Administration, Laws, Organisational Development, Economics.  
  • At least 5 years of professional experience in HR in Uganda.
  • Membership of a relevant professional body would be a strong asset.
  • Proven track record in Human Resources administration and management.
  • Knowledge of the institutional, legal and policy framework of employment and HR management in Uganda.
  • Experience working with an International NGO is an added advantage.

“It really struck me that I could be building 10,000 shelters and I wouldn’t really address the root causes of trafficking, nor would I make a dent in the 30 million-plus people who were caught in the practices of human trafficking around the world,” says Dave Bastone, the nonprofit’s cofounder. “So I said, why don’t I come up with a more viable business strategy?”

In Lima, Peru, many of the children they met who had been thrown into the sex industry had come from the Amazon, where indigenous families were struggling as illegal logging and mining threatened their livelihoods. If the economy was stronger, Bastone thought, kids would be at less risk of trafficking. A brainstorming session led to an idea to spin off a new startup: Rebbl, a drink company that sources ingredients from the Amazon, and, later, from other impoverished parts of the world. “We wanted to create a profitable venture that would bring back viable economic platforms in the Amazon,” says Bastone.

One recently launched “banana nut protein” drink, on sale at stores such as Whole Foods, uses protein from Amazon-grown Brazil nuts as a key ingredient, after several years of work on logistics. In 2013, Not For Sale started working with Amazonian villages to help get organic and Fair Trade certifications for the nuts. The trees can’t be grown in plantations–they rely on a diverse ecosystem to survive–and harvesting the nuts from the wild makes the supply unpredictable. The company also had to formulate a recipe that worked well with other ingredients. But the nuts are an important source of livelihood for the community, and by buying them the company can help build the local economy. The same is true of other ingredients that the company sources, like maca root, an Andean herb, or ashwaganda, an herb grown by women on organic farms in India.

Exactly 2.5% of Rebbl’s profits go back to Not For Sale. In the Amazon, the nonprofit uses the money to invest both in education about the risks of trafficking and in infrastructure such as schools, water, new agricultural plots, and items such as a boat–which the community now uses to deliver products to suppliers and avoid middlemen so they can make a higher profit. To date, the company has donated about $750,000. The brand is in a quickly growing category of plant-based, functional drinks, and its “elixirs” and protein drinks are now in 7,000 stores. It expects to grow 70% this year. But beyond the direct donations, the larger impact may come from the economic changes as families have a new source of income. The company and nonprofit haven’t formally studied the impact of their system on the overall challenge of trafficking. But anecdotally, it seems to be working: Not For Sale says that the communities they work with in the Amazon haven’t had a trafficking incident in the last five years.

Today is World Lion's Day. Unfortunately, the lion population in Africa has been reduced by half since the early 1950s with fewer that 20000 remaining in all of Africa today. Lions have vanished from over 90% of their historic range, with  the biggest decline occurring in the last 2 decades. They are now extinct in about 26 African Countries. The lions are currently listed as "Vulnerable" on the International Union for the conservation of Nature(IUCN) Red list of threatened species. However, in some parts of the continent, the lions are now classified as "Critically Endangered". In Uganda lions are mainly found in the three largest savannah parks: Murchison Falls National Park (MFNP), Kidepo Valley National Park (KVNP) and Queen Elizabeth National Park (QENP). In QENP, the Ishasha lions are known for their unique behavior of climbing trees and have been branded the "Ishasha tree-climbing lions" by tourists.  Lions, after mountain gorillas, are the most sought-after species by tourists visiting Uganda.

 

A WCS assessment in 2006 showed that each individual lion in Queen Elizabeth National Park generated about $13,500 USD per year for the national economy in terms of the revenue it brought into the country. An influencing factor was that tourists are willing to stay longer just to see lions. Ecologically, lions play an important role in maintaining ecosystem health and balance by predating on herbivores, often targeting sick individuals and thereby keeping disease down, and disposing of carcasses.

his makes lions important to Uganda's economy and ecology.  Unfortunately, the community around these parks has not appreciated this immense value that the Lions add to our country and environment.

 

As we celebrate the World Lion Day- the life of the "Kings of the jungle," World Wide Fund for Nature UCO joins other wildlife and nature conservation agencies to condemn and regret the recent act by the heartless Ugandans that claimed the lives of the "Big cats" at Hamukungu landing site in South Western Uganda.On April 11, 2018, social media and the mainstream media was washed with shocking news on  the death of the eleven lions in the Queen Elizabeth National park. The regrettable news indicated  that the three lionesses and eight cubs were found dead near Hamukungu fishing village in the park, a popular tourist destination and are suspected to have been poisoned.

 

Lions in Uganda  have continued to lose their lives as the population throws and feeds them on meat laced with poison.Between May 2006 and July 2007, 15 lions were  killed in the area in attacks blamed on landless herdsmen defending their cattle. In May 2010, five lions were killed in the park in another possible poisoning case. WWF Uganda hence calls upon  the General public especially those living adjacent to the protected areas  to do more in appreciating the value of lions to our economy and environment and hence protect them  from being killed and eventual extinction.

The WWF Uganda Go solar campaign © WWF/UgandaThe Ministry of Energy and Mineral Development and World Wide Fund for Nature Uganda Country Office held a procurement committee meeting last week at the Colline Hotel, Mukono to shortlist solar home system suppliers for rural communities in 20 Districts of the Albertine Graben in Uganda.

Through the European Union funding for the Scaling-up rural electrification using innovative solar PV distribution models project, WWF is seeking for suppliers to deliver up to 10,000 solar home systems to these communities.
The said  rural communities are not served by the distribution networks for solar PV companies in Uganda as these are concentrated in the urban centres.

 The Project Manager at WWF  Edna Nyamwaka stated that WWF is  addressing  this challenge by working with 62 community based organizations that are  acting  as distribution and advocacy agents for renewable energy products.

"This current procurement has  drawn  lessons  from previous project implementations and seeks to deliver energy access at scale .  The new products will have pay-as-you go functionality integrated to enable communities to be able to afford the products", she said.

While speaking at the closure of the evaluation meeting, the Chairperson of the procurement committee in the Ministry of Energy, Ag  Commissioner Wafula Wilson stated  that the success of this energy access intervention is critical  for the people of Uganda as it  will enable communities to get clean lighting in their homes".

This supply of solar home systems that will light up homes in twenty districts from Kisoro to Koboko will contribute to increasing the access to electricity to more than 50,000 Ugandans by the year 2020.

The WWF GO Solar Campaign

WWF is running the "GO Solar" campaign to promote the uptake of solar technologies among rural communities in the Albertine region. On offer are three products – Super Taala, Super Max and Panda Extra to cater for the different energy needs of households. The products come with a flexible payment period of one year to cater for the low income groups.

Under this campaign, WWF will also install solar systems to 51 health centres and schools to improve service provision in these areas. The campaign is being implemented in 20 districts across the Albertine Region with funding from the EU

The women of Syria’s war prisons

Over the past few months, the Syrian government has been quietly issuing death notices for hundreds of political prisoners who died in its jails. Many of the deaths appear to have taken place in the early years of the country’s seven year war, and analysts believe that the flurry of notices suggests president Bashar al-Assad’s regime may be signalling it is firmly in control of the country and no longer fears the anger that admitting these deaths could provoke.

 

Many thousands of detainees have gone into Syria’s notorious detention system, and among those who actually made it out is artist Azza Abo Rebieh, whose drawings of her fellow prisoners in Damascus’ Adra prison are profiled in the New York Times this week. Abo Rabieh, who painted protest murals at the start of the uprising against al-Assad and later smuggled food and medicine to displaced people, draws the women she met in detention from 2015 to 2016. She lives and draws in Beirut now, and the images she makes, as well as the stories she tells, are haunting.

 

And still the war is not over for civilians in northwestern Idlib province, where the UN estimates a looming government offensive on the last major rebel-held territory in the country could displace as many as 700,000 people. Many of Idlib’s 2.5 million civilians have already fled or been evacuated from their homes elsewhere in Syria, and the government has begun dropping leaflets over the province urging residents to cooperate with the army.

 

In search of “tangible progress” in Myanmar

 

It was billed as the first step in a long process to return Rohingya refugees to Myanmar. But two months after UN agencies signed a secretive agreement to explore repatriation with Myanmar’s government, there’s been little “tangible progress” to do just that. The UN’s refugee agency, UNHCR, and its development arm, UNDP, released a statement this week urging the government to “improve conditions” in northern Rakhine State, where a military campaign last August pushed hundreds of thousands of Rohingya people into neighbouring Bangladesh. Calling for “tangible” progress, of course, implies there has been anything but. One key takeaway: the very basis of the controversial agreement was that UNHCR and UNDP would be given access to northern Rakhine, which has largely been closed off to international aid groups for the last year. This hasn’t happened. Both UN agencies submitted travel requests to start working in mid-June; the government hasn’t replied. In the meantime, remaining Rohingya and ethnic Rakhine communities in the state continue to “live in fear of one another” and there’s been no movement at all on the core issue for most Rohingya – a clear path to citizenship.

For example, the Norwegian Refugee Council and Save the Children disclosed increases in reported cases in 2018 compared to last year. Others told TRF they expected cases to rise, while some in the survey of 21 agencies gave fewer details or were unable to report numbers yet. A few more developments on #MeToo issues:

 

- An IRIN investigation in Central African Republic, “I have no power to complain”, reveals new allegations of abuse by UN peacekeepers as well as broken promises on follow-up care for victims and botched investigations

- A pattern of alleged harassment by an official of UN Women was reported by Newsweek, and the UN agency has called upon investigators to wrap up the case, without offering details

- The British Parliament issued a report on sexual exploitation in the aid sector finding "complacency verging on complicity" and more concern for reputations than victims

- UN OCHA will provide a $1 million fund to help aid agencies conduct thorough investigations

- The Geneva-based policy group, the Inter-Agency Standing Committee, has published a detailed account of measures under discussion to prevent “transgressors” being re-hired

 

The civilian cost of bombing Islamic State

It has been four years since the United States first announced it was using airstrikes against so-called Islamic State in Iraq, an operation that began near Erbil. Other countries later joined the anti-IS coalition in Iraq and Syria. Nearly 30,000 airstrikes plus plenty of ground fighting later, the militants now hold little in the way of territory and are on the back foot. But, as casualty monitor Airwars points out, civilians paid dearly for the liberation of cities like Raqqa and Mosul. Counting casualties in war is tricky, but Airwars estimates that between 6,500 and 10,000 civilians were killed in coalition air and artillery strikes. The coalition puts the numbers much lower, at just over 1,000, but Amnesty International this week said its own investigations had prompted the US-led coalition to admit that its aerial bombardments during the Raqqa offensive killed 77 civilians. And the human rights watchdog says that’s likely just “the tip of the iceberg”. Meanwhile, without any major cities to its name, IS is reverting to the horrifying tactics that first brought it notoriety: executions and kidnapping minorities.

Counting the dead, correctly

 

On a related and similarly morbid topic, humanitarian situations that ought to ring alarm bells don't do so because mortality data is badly calculated on the basis of a 30-year-old benchmark, according to researcher Fabrice Weissman. What makes a crisis severe is the numbers dying. As people still die of natural causes, emergency workers need to know how many deaths are above normal. To do this, they calculate the crude mortality rate (CMR) of "deaths per 10,000 per day". Many humanitarian organisations work on the basis that a rate of one or more death per 10,000 per day is an emergency. (It can get worse than that: UNHCR benchmarks say 5/10,000 per day is a "major catastrophe"). (This primer from think tank ODI can tell you more.)

 

In a new blog, MSF veteran Weissman says the 1/10,000/day threshold is based on the assumption that twice the underlying rate should count as an emergency. But he finds that the underlying rate (0.5/10,000/day) was based on a US review of routine mortality rates in various African countries in the 1980s (which may have since halved). A more careful application of the benchmark should, where possible, be set at double the real normal rate in the surrounding population but too often is not, Weissman suggests. (This is also recommended by the Sphere humanitarian standards group). Taking the example of northeastern Nigeria, he cites an MSF study where people displaced by the Boko Haram insurgency had a mortality rate of more than double the local population (0.41 compared to 0.19) but since neither passed the 1/10,000/day cutoff, field teams couldn't convince their management that the situation was as serious as it really was. Weissman writes that this issue is "highly political" as it defines what is "excessive" and therefore requiring exceptional action. He has a simple proposal: cut the threshold in half.

Indonesia: The death toll continues to climb after a 7.0-magnitude earthquake struck the Indonesian island of Lombok on 5 August, but the government has so far “strongly” declined international aid, according to the AHA Centre, a regional inter-governmental disaster coordination agency. The government says at least 321 people have died. Yayasan Sayangi Tunas Cilik, a local NGO, says communities an hour’s drive from the district capital in North Lombok have been cut off by landslides and are living in tents without any help.

South Sudan: Rival leaders in the world’s youngest country may have taken another step towards ending one of the world’s most brutal and devastating civil wars by signing a deal on power-sharing and governance that’s meant to pave the way for a comprehensive peace accord. President Salva Kiir and rebel leader Riek Machar expressed regret for the “untold human suffering” their rivalry has brought about since December 2013, but similar deals in the past have done nothing to end the killing, so optimism over this new document is at best “cautious”. Look out for our upcoming analysis.

United Nations: UN Secretary-General António Guterres has nominated Michelle Bachelet to be the organisation’s top human rights official. If approved by the General Assembly, the two-time president of Chile will succeed Zeid Ra’ad Al Hussein as High Commissioner for Human Rights. Zeid has been an outspoken critic of powerful countries, and chose not seek a second four-year term, saying last December that doing so “might involve bending a knee in supplication”.

Yemen: On Thursday morning, a bus carrying children in a Houthi-controlled area in northern Saada province was hit by the Saudi Arabia-led coalition, killing dozens. According to the International Committee of the Red Cross, the official toll is 51 dead, including 40 children, as well as 79 wounded, 56 of whom are children. The coalition said in a statement that the strike was a “legitimate military action” aimed at rocket launchers used to strike Saudi Arabia, and accused the Houthis of using children as soldiers and human shields.

Briefing: Another Ebola outbreak, this time in a conflict zone

 

The Democratic Republic of Congo has more experience than any country when it comes to tackling Ebola. The latest outbreak, announced on 1 August, is its 10th since the virus emerged in the country (near the Ebola River) in 1976. Gabon, Sudan, and Uganda would be next on that list, with three major outbreaks apiece. However, this time around, there’s an added problem: it broke out in North Kivu Province, where dozens of armed groups operate and where decades of conflict have devastated key infrastructure. Hopes are high that the vaccine that may have helped quickly contain the previous outbreak last month in Equateur Province can do the same now. But, as our weekend read spells out, tracing all those who have come into contact with suspected cases in the midst of an active warzone and then vaccinating them in time may not be possible. There are also large population centres nearby, and international borders. As of Friday, the outbreak had claimed 37 lives (nine confirmed as Ebola, 28 still being verified), but it’s worth getting up to speed now in case things get worse from here.

We don’t strive to be your go-to source for sartorial matters here on the Cheat Sheet (well, sometimes we do), but we couldn’t help but take note of North Korean leader Kim Jong-un’s slimmed-down wardrobe. Pictures published in state media this week show Kim ditching his usual Mao suit for a loosely buttoned white T-shirt and a breezy hat. Blistering heat waves around the globe have also hit North Korea, which likely has something to do with Kim’s recent fashion choices. But more importantly, humanitarian groups warn the soaring heat is likely to wither crop yields in a country where chronic food insecurity and malnutrition are widespread. And, as we pointed out last month, the UN’s Food and Agriculture Organization was already projecting a 652,000-tonne cereal shortfall, in part due to low rainfall and soaring temperatures earlier this year. State media have called the heatwave an “unprecedented natural disaster”. The UN’s humanitarian aid chief, Mark Lowcock, recently warned of declining aid funds for North Korea, but such entreaties haven’t been enough for donors to overcome years of misgivings: this year’s UN-wide appeal for North Korea is only 10.8-percent funded – the second-lowest commitment to any emergency.

Nimmt man beispielsweise Südafrika als negatives Beispiel, so hat sich die Situation für die Gesamtbevölkerung nach Ende der Aparheid 1991, also vor beinahe 3 Jahrzehnten, erheblich verschlechtert und für das genaue Gegenteil gesorgt, dem protegierten Massenmord ans weißen Farmern und der Androhung, diese vollends enteignen zu wollen. ------------------------------------------- Da weiß man doch schon, was jetzt auf uns zukommt. Der Reisebericht von Herrn Folger ist gleich zu Beginn als "Report in drei Teilen" angekündigt. Das, also die sich daraus ergebende Ausführlichkeit und Tiefe der Situationsbeschreibung in Uganda, ist grundsätzlich erfreulich, weil sie auf eine vielschichtige Darstellung des status quo hoffen lässt. Der zuvörderst beschreibende und reportierende Stil des Verfassers sowie der umstand, dass man den Text erst nach der Veröffentlichung aller drei Teile angemessen beuwerten kann, hinder die eifrigsten unter den Foristen jedoch nich daran, ihre Vorurteile und eingeübten Argumentationsmuster reflexhaft zur Kentnis zu bringen! Von Karl Bernhard Möllmann über firenzass bis hin zu Greenhoop glänzen die üblichen Verdächtigen mit totalitären Welterklärungsmodellen, üblem Stammtisch-Rassismus oder schlichter Besserwisser-Dampfplauderei - ohne in ernstzunehmender Weise auf den eigentlichen Inhalt des Artikels Bezug zu nehmen. Wenn ich in einem Kommentar Sätze wie "Bei mir schleichen in letzter Zeit auch immer mehr Schwarze durch’s Viertel. Die Negers druecken sich in jeder Ecke rum" lese, dann weiß ich erstens, dass der Urheber solcher Sätze an seriöse Informationen über die Lage in Uganda ohnehin nicht interessiert sind, und zweitens tut mir Herr Folger in gewisser Weise leid, denn er hat ganz offensichtlich einen erheblichen (Reise-, Recherche- und Schreib-)Aufwand betrieben, um vor Ort zu einer seriösen Einschätzung zu kommen. Da trifft ganz offensichtlich weitgehend unvoreingenommene Lageeinschätzung auf argumentationsresistente und revanchistische Dickschädeligkeit, die an vielem interessiert sein mag, nicht jedoch an seriöser Berichterstattung und einem Diskurs, der ohne doktrinär-revanchistische Positionen auskommt.

Kompletter Schwachsinn. Europa und die erste Welt bemühen sich seit hunderten Jahren darum, dass die Afrikaner (und Asiaten) sich endlich mal industrialisieren und mit der ersten Welt konkurrenzfähig werden. So schuff man Wohlstand in Asien. Nur in Afrika klappts nicht. Und das trotz Freihandel, Zollbevorzugung, Investitionen usw.. Theorien gibts dazu viele. Es liegt höchstwahrscheinlich am genetisch bedingten geringen IQ der Afrikanischen Rasse. Wenn es um Genozide in Afrika vor hunderten Jahren geht, müsste man nach Zahlen gehen und dabei kommt man auf die unmenschliche arabische Sklavenhaltung (inklusive Kastration von ganzen afrikanischen Stämmen) und die Schlachtungen der Afrikaner gegenseitig (insb. Zulu). Ein Zustand den die erste Welt aus moralischen Gründen genausowenig länger dulden konnte, wie die Westmächte den Holocaust. Die Europäer haben den Afrikanern einen Gefallen getan, indem sie auf dem Kontinent zum ersten mal ein halbwegs zivilisiertes System etabliert haben, das mehrheitlich Wohlstand schafft. Aufgrund der überlegener Moral und Toleranz hat man das Zepter dann wieder Afrikanern, wie Mandela und ähnlichen übergeben, die es dank ihrer ideologischen Nachfolger geschafft haben, das die Bevölkerungen der jeweiligen Länder sich wieder runterhungern oder nach Europa fliehen.

In Afrika faellt'n Sack Reis um, mitten in Afrika, ziemlich genau in der Mitte, naemlich in Uganda! Was hat das jetzt mit uns zu tun? Genau, garnix? Jedes Volk traegt fuer sein eigenes Fortkommen selbst die Verantwortung. Da hapert's beim Bloedmichel natuerlich gewaltig. Klar, dass Sie da mit ihrem abgeschmackten Ruehrstueck die Werbetrommel schlagen fuer so eine Art Internationale der duemmsten Voelker dieser Erde.......... Bei mir schleichen in letzter Zeit auch immer mehr Schwarze durch's Viertel. Die Negers druecken sich in jeder Ecke rum. Gestern dann der Show-Down. Im Aussenbereich meines Fitnessclubs macht ein leibhaftiger Neger Handstand im Schwimmbecken und allerhand Faxen mehr. Dabei baut er sich mitten in der Schwimmbahn auf. Waehrenddessen sitzen die eingeschuechterten Italomichel wie bloed auf der Stange und ruehren sich nicht vom Fleck. Mit einer kleinen kultursensiblen Ansprache wende ich mich kurz an diesen Neger und loese das Problem. It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

Ten people have died in an outbreak of Ebola in eastern Democratic Republic of Congo, according to a toll issued Friday that said 27 other deaths were suspected to be Ebola-related.

Forty-four confirmed and probable cases have been recorded since the disease broke out in the province of North Kivu on August 1, the health ministry said.

Two suspected cases in Goma, a city of about a million people, “turned out to be negative” on Thursday after lab tests, it said.

The outbreak is the country’s 10th since 1976, when the disease was first identified in the DRC near the Ebola River, a tributary of the Congo.


The latest outbreak is centered in North Kivu’s Beni region, which shares borders with Uganda and Rwanda.

The area is plagued by violence — a problem that the World Health Organization (WHO) has said will hamper the emergency response. Targeted vaccination, aiming primarily at front-line health workers, began on Wednesday.

Ebola causes serious illness including vomiting, diarrhoea and in some cases internal and external bleeding. It is often fatal if untreated.
