WASHINGTON (BRAIN) — A new report shows that retailers — across all categories — are stocking up on Chinese consumer goods before the possibility of increased tariffs.

Imports at the nation's major retail container ports have set two new records this summer and are expected to set another this month, according to the monthly Global Port Tracker report released by the National Retail Federation and Hackett Associates.

"Tariffs on most consumer products have yet to take effect but retailers appear to be getting prepared before that can happen," said Jonathan Gold, NRF's vice president for supply chain and customs policy. "We're seeing new record levels every month this summer. Much of that is to meet consumer demand as tax reform and a thriving economy drive retail sales, but part of it seems to be concern over what's to come."

Ports covered by Global Port Tracker handled 1.85 million Twenty-Foot Equivalent Units in June, the latest month for which after-the-fact numbers are available. That was up 1.6 percent from May and up 7.8 percent year-over-year. A TEU is one 20-foot-long cargo container or its equivalent.

July was estimated at 1.88 million TEU, up 4.4 percent year-over-year. August is forecast at 1.91 million TEU, up 4.4 percent; September at 1.82 million TEU, up 2.1 percent; October at 1.88 million, up 4.9 percent; November at 1.81 million TEU, up 2.6 percent, and December at 1.79 million TEU, up 4 percent.

The June number set a new record for the number of containers imported during a single month, beating the previous record of 1.83 million TEU set in August 2017. The July estimate – which is subject to revision when the numbers become final – appeared to take the record higher and August should set yet another record.

Global Port Tracker, which is produced for NRF by the consulting firm Hackett Associates, covers the ports of Los Angeles/Long Beach, Oakland, Seattle and Tacoma on the West Coast; New York/New Jersey, Port of Virginia, Charleston, Savannah, Port Everglades, Miami and Jacksonville on the East Coast, and Houston on the Gulf Coast.

          19th Class of USM’S Master of Science in Hydrographic Science Program Honored in Graduation Ceremony       Cache   Translate Page   Web Page Cache   

The University of Southern Mississippi (USM) celebrated nine students in a graduation ceremony held Aug. 2 for their completion of the Master of Science in hydrographic science program.

“The opportunities in hydrographic science are endless,” said Max Van Norden, coordinator of the Hydrographic Science Master’s Degree Program. “Hydrographers are the most sought after professionals in the offshore world.”

Beginning in 1999, the rigorous one-year program has matured into the foremost hydrographic science program in North America. USM was the first educational institution in the United States to receive the Category A requirements set by the Féderation Internationale des Géométres, International Hydrographic Organization and International Cartographic Association (FIG/IHO/ICA) International Board of Standards and Competence for Hydrographic Surveyors and Nautical Cartographers.

“Everything we are used to in life from cell phones, clothes, food and cars all are imported by cargo ships across our oceans,” Norden said. “Your research and data is allowing for the foundation of life that so many people around the globe enjoy.”

The program, worth 36 graduate credit hours, provides students with technical and practical expertise in advanced hydrographic methods and standards. The advanced curriculum covers all aspects of geodesy and hydrographic science.

The 2018 class represents the course’s 19th graduating class. In total, the program has graduated more than 200 students with participation from 28 foreign countries.

“This program epitomizes the diverse campus USM believes in,” said Dr. Karen Coats, dean of the University’s Graduate School. “One class sharing different ethnicities, educational backgrounds and from all walks of life coming together to master the subject they are passionate about.”

Coats compared the class to explorers throughout history such as Lewis and Clark and Christopher Columbus.

“Exploring new frontiers and adventure is all about maps,” she said. “Your work will matter. Your success will improve and likely even save lives.”

Capt. Ronald Shaw, U.S. Navy, graduated from the program 12 years ago and was the event’s keynote speaker.

“Hydrography is pivotal in the Navy being a true global sea power,” he said. “The foundation of every mission is quite literally charted by hydrographers.”

Shaw reflected on his time in the class and how the skills he learned affected his career.

“The data we find impacts the entire spectrum of Naval operations,” he said. “What you will do every day directly affects the well being and safety of hundreds of millions.”

As the event, held in the Fleming Education Center (FEC) on the Gulf Park campus in Long Beach, came to a close, Shaw remembered the life of Rear Admiral Ken Barbor, U.S. Navy (ret), who died in July.

Barbor, 67, was the founding director of the Hydrographic Science Research Center at USM and was pivotal in the creation of the program.

“His legacy will be felt through this program forever,” Shaw said. “I am sure his spirit is with us today on this stage and he is proud of each and every one of you graduates.”

A bill under consideration in the state Legislature that would allow alcohol to be sold in bars past 2 a.m. in seven cities including Los Angeles was opposed today by City Councilman Paul Koretz and a group of activists who said it could lead to more drunk driving accidents and other problems.

 

The bill, SB 905, is set to come for a vote before the Assembly Appropriations Committee on Wednesday and has the support of most of the mayors of the cities it would impact, including Los Angeles Mayor Eric Garcetti, Long Beach Mayor Robert Garcia, West Holly­wood Mayor John Heilman, Palm Springs Mayor Robert Moon, Oakland Mayor Libby Schaaf and Sacramento Mayor Darrell Steinberg. Mark Farrell, who briefly served as San Francisco mayor from January to July of this year, also supports SB 905.

 

Koretz was joined by members of the California Alcohol Policy Alliance, Alcohol Justice, Mothers Against Drunk Driving and actor Kurtwoood Smith at a news conference at Los Angeles City Hall to speak out against the bill.

 

“The authors of the bill are claiming that each locality has the right to decide for themselves, but Los Angeles is right next to cities like West Hollywood, which has an abundance of nightclubs and restaurants and bars, and plans to extend their drinking hours,” Koretz said. “Resulting DUIs and alcohol-related deaths and injuries are not going to stop at the borders of that 1.9-square-mile city; it will affect all the hundreds of square miles of Los Angeles.”

 

SB 905 would create a five-year pilot program for the cities to extend the hours of alcohol sales from 2 a.m. to 4 a.m., but participation would be up to the individual cities. The bill was authored by state Sen. Scott Wiener, D-San Francisco, who has argued that the current last call time of 2 a.m. is not in line with other major cities and hurts the economy.

 

Smith, who co-starred in the Fox-TV sitcom “That ‘70s Show,” where one of his character’s popular lines was to call his son a “dumbass,” brought the catch phrase back when talking about the bill.

 

“Only a dumbass would value nightlife over all life and vote yes on Weiner’s dangerous seven-city, five-year experiment,” Smith said.

 

Koretz and the activists gathered at City Hall pointed to studies that suggest extending the bar time would threaten public safety. The groups said California already suffers from over 10,500 alcohol-related deaths and the bill would cost cities and the state more money in police budgets and emergency room bills.

 

Weiner proposed a different version of the bill last year to allow cities all over California to allow bars to serve alcohol until 4 a.m. but it did not gain enough support to pass.

 

“Nightlife is vital to many of our cities throughout California, and we need to do more to let these cities find ways to promote and support nightlife,” Wiener said in June. “This bill gives cities the ability to extend hours wherever and however it works best for them, whether that’s in limited neighborhoods, certain nights a week, or only on a few nights a year. By taking this nuanced approach to empower – but not require – local communities to extend alcohol sales hours, we can support nightlife in California.”

 

Wiener’s office argues that a 2015 report by the National Highway Traffic Safety Administration found no correlation between DUI fatality rates and states with later alcohol sales, while the bill’s opponents point to other studies that find later alcohol service leads to higher consumption and more related problems, such as violence, drunk driving and deaths.

 

Under the bill, participating cities and the California Highway Patrol would have to submit reports outlining the impact of later hours on the community and public safety.

Some residents are facing a severe housing affordability crisis in California. In the midst of a housing shortage, activists in some Southern California cities are campaigning to impose rent control.

In Glendale, a tenant union group failed to gather enough signatures to get a rent control referendum on the 2020 ballot. The group gathered less than half the 10,529 signatures needed to qualify for the next election after this November’s voting. In Santa Ana, activists are still trying to gather enough signatures before their Oct. 15 deadline in a similar effort to make it on their 2020 ballot.

The two cities join Long Beach, Pasadena, Inglewood and Pomona, where rent control drives also struggled. Meanwhile, only a handful of cities in Los Angeles County have rent control, among them Beverly Hills, Santa Monica and neighborhoods in Los Angeles. Opponents of rent-stabilized units argue that there are better solutions to solve a housing crisis like providing public funding for affordable housing construction, or mandating cities and developers to build low-income rental housing.

The issue is pressing statewide, where prop 10, a rent control initiative, is on the November ballot that wants to repeal the 1995 Costa-Hawkins Act. So in the midst of a pressing housing crisis, what have been the obstacles for Southern California cities to expand rent control? And is rent control the answer to our housing problem. We debate.

A pilot project between GE Transportation and the Port of Long Beach to enhance advance planning at the busiest port complex in North America is officially underway. Over the next two months, stakeholders across the Port will use GE's Port Optimizer™ software to access data that will allow them to move cargo containers more efficiently.Port Optimizer enhances cargo flow as participating terminal operators and other stakeholders receive much improved advance notice of cargo arrival, coordinated with data on the availability of equipment, labor and other resources needed to move that cargo through the supply chain.Three of the Port's six container terminals are involved – Long Beach Container Terminal, Total Terminals International and International Transportation Service. The system debuted at the Port of Los Angeles last year.            What’s New in Civic Tech: USDS Injects Human-Centered Design into Government Policymaking       Cache   Translate Page   Web Page Cache   

The United States Digital Service (USDS), a federal agency aimed at improving how government uses technology, recently took to Medium, the online publishing platform, to stress the importance of human-centered design within government policymaking.

The article starts by describing existing methods of incorporating feedback into policymaking, noting that while there is often a desire to bring more people into related discussions, “policymakers mainly get feedback from special interest groups and lobbying organizations with the resources and financial incentives to synthesize these complex documents.” The result is that the only input that policymakers get comes from a small group of plugged-in contributors.

The rest of the post details steps from a scenario in which the USDS worked to introduce a human-centered design approach to the policymaking process, one that sought to alleviate the problems the agency had previously identified. The result is an extensive explanation about how they did this work, why they did it and the results the work yielded.

Although this project and its insights came at the federal level, this is all pretty significant in the world of civic tech, with direct applications to state and local governments as well. Human-centered design and constituent engagement are fast taking hold within city halls and statehouses. With the USDS working to incorporate the ideas into policymaking at the highest levels, it's a clear sign that these disciplines are going to be part of the future.

Baltimore i-Team Launches New Website

The Baltimore Innovation Team (i-team) has launched a new website where visitors can learn more about both the team and the projects it is developing.

One of the most notable projects underway in Baltimore is the effort to design solutions that will help the police department improve its hiring and recruitment practices, a project that builds on work done by i-teams in other American cities. As the new website notes, the i-team has “conducted extensive quantitative and qualitative research.” The site also goes on to give specific information about challenges that research identified, as well as what the i-team is doing to address them.

This sort of transparency is repeated throughout the new website. The site also shares photos and bios about the nearly half a dozen people who make up the team.

For those who are unfamiliar with the concept, i-teams are supported by Bloomberg Philanthropies in more than 20 cities spread throughout four countries, including many in the United States. In addition to Baltimore, there are i-teams working in jurisdictions ranging from Long Beach, Calif., and Anchorage, Alaska, to Syracuse, N.Y. Their accomplishments include helping with infrastructure issues, fostering innovation and relieving pain points throughout municipal governments. 

New York City Approves New Tech Training Center

The New York City Council has approved a Tech Training Center to be built in Union Square.

The center is expected to help fuel the growth of New York City’s tech sector, according to a press release from Mayor Bill de Blasio’s office. It intends to do this by “providing accessible tech training and space for companies to grow and hire within the building.”

The project clocks in at a massive 240,000 square feet, and plans call for it to house a tech-focused workforce development center, ample civic tech co-working space at Civic Hall (a nonprofit community tech center located near Union Square), other flexible spaces to accommodate startups, and market-rate office space for more established tech companies. Officials say the center will create more than 600 quality jobs in Union Square.

The project was first announced in February 2017, and its development has included meetings with more than 40 community organizations from throughout New York City. According to a press release, those meetings have resulted in a number of additions, including the dedication of at least $200,000 annually to scholarships for low income students and the expansion of nonprofit training, making event space at Civic Hall free at various times for nonprofits and community groups, developing a Community Advisory Board, and dedicating 25 percent of the booths within the center’s market space to local vendors.

Civic Technologists Prep for National Day of Civic Hacking

Civic technologists across the country are preparing for the annual National Day of Civic Hacking, a coordinated event in which local volunteer groups assemble to conceptualize and execute tech projects that have the potential to improve life in their communities.

This year the event takes place on Saturday, Aug. 11. The day of civic hacking is organized by Code for America and its network of brigades across the country, with a goal of bringing “together civic leaders, local governments, and community organizations to tackle some of our toughest challenges,” according to the National Day of Civic Hacking Web page.

That same Web page has a long and extensive list of events taking place across the country, in many cities located in more than 20 states throughout the country. The type of events being hosted include hackathons, city camps and design camps.

Individuals who are interested in making a civic difference are encouraged to attend, even if they don’t necessarily consider themselves technologists. The website notes that the events are intended to “bring together community leaders, coders, government staff, designers, nonprofit employees, data scientists, and anyone with a stake in their government.”

By Laurie Niles: On Thursday LA Opera principal cellist John Walz announced on Facebook that his 2010 Mario Miralles cello, valued at about $100,000, had been stolen from his room at the Town and Country hotel in San Diego, Calif.

"Yesterday I checked into my hotel in San Diego, went out to dinner, and when I came back, my room had been broken into, everything stolen - including my cello," Walz wrote.

The cello was in a red, carbon fiber one-latch case, and the label inside the cello reads, "Mario Miralles 2010 Altadena, California." Two bows were also in the case: a gold-mounted Garner Wilson and a carbon fiber Arcus.

Police said that someone forced entrance into the unoccupied room between 8 p.m. and 10 p.m on Wednesday, according to the Times of San Diego.

Lawmakers are pushing for a bill that would allow bars and clubs in some parts of California to serve alcoholic beverages until 4 a.m. SB 905 would give local communities the option to extend operating hours of service.

The bill, if passed, would affect Los Angeles, West Hollywood, Long Beach, Palm Springs and three Northern California cities. Currently, closing time for bars at these cities is 2 a.m. The proposal would give the Department of Alcoholic Beverages Control authority to issue additional hours for licensees in qualified cities that would allow the selling or purchasing of alcohol between the hours of 2 a.m. and 4 a.m. The bill was introduced by state Sen. Scott Wiener (D-San Francisco), who says the state should not have a one-size-fits-all closing time.

Supports of the bill say limiting the serving of alcoholic beverages put some California cities at an economic disadvantage. Meanwhile, critics argue that extending those hours will come at a high price, citing health and safety concerns. So should California extend hours of sale for alcoholic beverages? We debate.

LAKE ELSINORE, Calif. (AP) — More than a thousand firefighters battled to keep a raging Southern California forest fire from reaching foothill neighborhoods Friday before the expected return of blustery winds that drove the flames to new ferocity a day earlier.

Gov. Jerry Brown declared a state of emergency late Thursday for Orange and Riverside counties as the fire carved its way along ridges in the Cleveland National Forest.

Some hillsides were allowed to burn under the watchful eyes of firefighters — to reduce fuel and make it harder for flames to jump roadways into communities when gusts pick up.

The arson blaze south of Los Angeles gained renewed strength Thursday afternoon, coming within yards of homes. Aircraft turned hillsides red with retardant as homeowners sprayed their houses with water from garden hoses.

Hundreds more firefighters joined the effort, bringing the total to 1,200. The growing fire has blackened 28 square miles of timber and brush and is only 5 percent contained. More than 20,000 people have been evacuated.

Fifty miles (80 kilometers) west of the fire, residents in the city of Long Beach awoke Friday to ash on their cars and in their yards.

Brown's proclamation said thousands of homes were threatened by the fire in the foothills above Lake Elsinore and nearby communities and ordered state agencies to help local governments.

A resident of Holy Jim Canyon in the forest was scheduled for a court hearing Friday on charges that he deliberately set the fire.

Forrest Clark, 51, is charged with arson and other crimes and could face life in prison if convicted. It wasn't immediately known if he had a lawyer.

Michael Milligan, chief of the Holy Jim Volunteer Fire Department, has told the Orange County Register that Clark had a decade-long feud with neighbors and sent him threatening emails last week, including one that said, "this place will burn." Ironically, his cabin was the only one in the canyon to survive the flames, the newspaper reported.

As flames raged closer to foothill homes on Thursday, some residents ignoring evacuation orders stood in driveways or on top of roofs and used garden hoses to wet down their property as smoke billowed around them.

Joe Rodriguez, 38, used a power washer on his patio in the McVicker Canyon Park neighborhood.

"Until this thing is barking at my door, I'm going to stick with it," he told the San Bernardino Sun.

Firefighters fought a desperate battle as huge flames came within yards of some homes, feeding on dense, dry chaparral and propelled by 20-mph (30-kph) gusts. They want to encircle the fire before it can devour neighborhoods and take lives, as gigantic fires still burning in Northern California have done.

"Our main focus this afternoon was getting everyone out safely," said Thanh Nguyen, a spokesman for the crews battling the Holy Fire.

Phil Williams, 57, stayed near his home in Brookstone Ranch, an unincorporated community of about 5,000 people. His family and pets evacuated along with most of his neighbors but as a member of the local water district, he stayed to help out.

Late Thursday night, he described seeing 70-foot-tall (21-meter) flames creeping within 150 yards of his large yard.

"It's all tinder and as soon as the flames hit it, it's gone," he said. "You can hear the fire coming. It truly does roar. "

Williams, who had cut back brush around the home, said he planned to "wait for the sun's up, see what's left. Not much more than you can do."

"If I didn't do a good enough job, I'll just rebuild," he said. "It's only sticks."

Although the fire — named for the canyon where it started — destroyed a dozen cabins after breaking out Monday, fire crews were able to prevent further losses but the fire was still virtually uncontrolled as its growth nullified progress in corralling it.

Wind speeds and temperatures dropped as night fell but gusty winds could pick up again Friday afternoon, the National Weather Service warned.

Meanwhile, two major wildfires — one called the Mendocino Complex Fire that is the largest in California history — were burning more than 100 miles (160 kilometers) north of Sacramento.

Crews turned a corner and achieved 51 percent containment of the Mendocino Complex — actually twin fires that are being fought together. The fire destroyed more than 100 homes and has blackened an area about the size of the city of Los Angeles.

In the Redding area, the year's deadliest fire was nearly half surrounded and was burning into remote and rugged forest land but grass, brush and trees there are so dry from years of drought and recent heat that the potential remained for the fire to grow, state fire officials said.

The Carr Fire, as it's called, killed six people, including two firefighters, and burned more than 1,000 homes. Two other people — a state fire heavy equipment mechanic assigned to the fire and a utility worker trying to restore power near the fire— have died in car accidents.

The fires all grew explosively in the past two weeks as winds whipped the flames through forest and rural areas full of timber and brush that is bone-dry from years of drought and a summer of record-breaking heat.

Air quality has been another casualty of the fires. A smoky haze stretches from the foothills of the Sierra Nevada mountain range to Sacramento and hovers over the San Francisco Bay Area, with most major population centers in between suffering air quality that's considered dangerous for children, the elderly and people with asthma or other respiratory conditions.

The smoke even drifted as far east as Salt Lake City in Utah.

The sheer size of the fires is numbing in a state that is still reeling from enormous blazes last year and has yet to hit its historically most dangerous months.

Aircraft dropped retardant as homeowners sprayed their houses with water from garden hoses while the blaze south of Los Angeles gained renewed strength Thursday evening, propelled by 20-mph (30-kph) gusts.

Hundreds more firefighters joined the effort, bringing the total to 1,200. The fire has chewed through 28 square miles of dense chaparral and is only 5 percent contained.

It's one of nearly 20 blazes across the state. Officials reported progress in the fight against two major Northern California wildfires — one called the Mendocino Complex Fire that is the largest in state history — burning more than 100 miles (160 kilometers) north of Sacramento.

Cleveland National Forest officials tweeted that the Southern California fire is growing as fast as crews can build containment lines.

"We continue to actively engage, but cannot get ahead of the fire," the statement said.

Teresita Reyes was among some 20,000 people under evacuation orders, saying she was attending a wedding Wednesday when she received the order to evacuate. The 51-year-old state health inspector congratulated the couple and left quietly to head back to her house in the city of Lake Elsinore and grab important documents.

Since then, Reyes and her husband have been staying at a hotel with a faulty air conditioner while their three dogs and cat are holed up at the family's plumbing business.

"It is nerve-wracking and unreal," she said. "We were on pins and needles for a little while there because it got real close."
