PRIMARY FUNCTIONS: The Inventory Specialist is responsible for operating a variety of material handling equipment for the purpose of moving, locating, relocating, stacking and counting merchandise. The equipment utilized in these functions is forklifts, slip sheets, and clamps. The Inventory Specialist is also responsible for order selection and checking as the need dictates. Mediacurrent: What does “digital transformation” mean for you? 

Alan Onnen: Digital transformation means a constant evolution. There’s no single transformation; it’s a constant state of change, staying on top of trends at once. As a digital marketer, you need to know a little bit about everything, UI, UX, nerdy stuff, best practices, changes in the digital environment, what people expect from websites in your vertical, etc. Some people think transformation is a binary term - something new - but it's not.

Mediacurrent: How does open source fit into the equation?

AO: Open source is something that’s not new but it’s getting so mainstream its part of that digital transformation. It’s about adjusting to the new worlds where open source doesn't mean unsecure - it means that it’s open and honest. We had to get buy-in from stakeholders. They dismissed it at the beginning of the RFP bc they thought you needed a Sitecore or an AEM. It took a long time and a lot of agency people to show how safe it is to help make them believe that open source isn’t a dirty word.

Mediacurrent: What current challenges are you trying to solve for?

AO: It is a constant struggle to keep up with Google - making sure our content is optimized for search algorithms. Our overall challenge is to keep our content fresh, navigating innovative best practices for our website while keeping up with legal and social constructs.

Mediacurrent: How are you using Drupal 8 to solve those problems? 

AO: One of the big reasons we chose Drupal was because of its customization ability. Our knowledge base is spread across so many people so Drupal’s ability to customize the backend experience and offer the fields and plain English way we need to talk about things is really important. Even just the simple need for content creators to be able to edit things and be able to customize that experience.

Another big reason was the fact that its open source and the community surrounding Drupal. If you have an idea you can find someone who has half baked or full-baked into that particular module or idea to help give your devs a headstart solution. With Drupal, you don’t have to start from scratch when you need something new to move the website forward. Chances are, someone has had a similar idea you can pull from.

Mediacurrent: Has this been your first experience with Drupal or have you worked with previous versions of Drupal in the past? What did Drupal 8 give you from a marketers/content editors perspective?

AO: I came to SRA on a proprietary healthcare based CMS. It was designed to serve mid to small hospital systems and we didn’t have access to the backend part of the site before. SRA put out an RFP for a replatforming and redesign of our website . We talked to different agencies, and Drupal kept coming up - there were no licensing fees with open source. The spin up on Drupal is more robust than most paid CMS experiences. The cost point of view is having it be free and open was very appetizing and Drupal had other features that appealed to us. 

Mediacurrent: Since launching on Drupal 8 have you noticed an increase in website conversions?  What would you attribute to that success (or lack of success)? By use of marketing automation strategies? Bc of easy integration?

AO: Drupal can be leveraged any which way you want it to be. We take advantage of the extensive list of modules. We have seen nice conversions off the YAML module & the webform module. It’s true of the module philosophy to be able to build how you want them too. 

With Drupal, our web traffic has been up. We have 3 very different facets of our site - rehab measures database, research educational platform, home site - and Drupal can support them all very well. It’s a testament to Drupal - with a flexible CMS, reporting, user interfaces, and a back end that can be robust enough to bring things together in an organic and seamless way. 

Mediacurrent: What are 3 factors you look at when evaluating an agency? Cost? Reputation? Their own web design? Logos they've sold? 

AO: With our RFP out, we began evaluating the superficial - books, examples, case studies, white papers, if their leadership had given talks and what they had talked about, the look and feel for brand consciousness, - exploring that space of ability. We didn’t want someone who was making cookie cutter websites and we didn’t want to stay looking just in the healthcare vertical. Our list was narrowed down to those whose work we respected and admired. 

In the RFP, the CMS wasn’t a consideration. We didn’t tell people which platform you needed to be on. We asked for the cost, their preferred CMS and why, and we never cared about where the agency was located. It’s important to know the the people are the agency - communication is critical. For instance, in their responses to those RFP’s are there timelines? Are they realistic? Do they make sense? It’s easy to see how much effort they did.

No one else did research like you guys [Mediacurrent] did before they got there for a face to face meeting. Your team said “oh, well we’ve already talked to discharge managers, nurses, planners.” They went through example personas, guessing on journeys, patients - and they were smart with how they handled it and took the initiative that early in the process. That showed us a lot about them. It wasn’t a giant new business budget and they didn’t ask for money up front. 

In all, the RFP process was about 4 months.

Mediacurrent: As a marketer using Drupal, what are some of the hot topics you'd like to know more about today? Personalization, marketing automation, etc.

AO: I’d like to know more about:

  • Integrations with personalization
  • Integrating with Google Analytics, tracking to AEM, adwords, & api that moves page data to backend sites
  • Marketing Automation capabilities

Mediacurrent: What advice would you give other CMO’s/VP’s/Director’s who are hesitant to move to Drupal 8?

AO: I would say it depends on what their hesitation is. You have to be committed to the build of your site. You need to be able to really understand your content creators, the users of your CMS, the scope of what they want to be doing, and understand what they could be doing on the front end. It’s important to know the ingredients - you can muck up Drupal and waste dev hours if you don’t know how the workflows to go and to know your taxonomy and pathing modules. 

Drupal requires a Digital Marketer to have a vision for what they want it to be before they start developing - or else they risk having to go back and retrofit into their CMS environment that they could have efficiently put in the first time.

The journey of CMS and Drupal needs to be a thoughtful one.

With attackers and data breaches becoming more sophisticated every day, it is imperative that we take as many steps as practical to protect sensitive data in our Drupal apps. RDS supports SSL encryption for data in transit, and it is extremely simple to configure your Drupal app to connect in this manner.

1. RDS PEM Bundle

The first step is ensuring your Drupal application has access to the RDS public certificate chain to initiate the handshake. How you achieve this will depend on your particular deployment methodology - we have opted to bake these certificates into our standard container images. Below are the lines we've added to our PHP Dockerfile.

If you use a configuration management tool like ansible or puppet, the same principal applies - download that .pem file to a known location on the app server.

If you have limited control of your hosting environment, you can also commit this file to your codebase and have it deployed alongside your application.

2. Drupal Database Configuration

Next you need to configure Drupal to use this certificate chain if it is available. The PDO extension makes light work of this. This snippet is compatible with Drupal 7 and 8.

3. Confirmation

The hard work is done, you'll now want to confirm that the connections are actually encrypted.

Use drush to smoke check the PDO options are being picked up correctly. Running drush sql-connect should give you a new flag: --ssl-ca.

If that looks OK, you can take it a step further and sniff the TCP connection between Drupal and the RDS server.

This requires root access to your server, and the tcpflow package installed - this tool will stream the data being transmitted over port 3306. You are wanting to see illegible garbled data - definitely not content that looks like a SQL queries or responses!

Run this command, and click around your site while logged in (to ensure minimal cache hits).

With GDPR in full effect, sanitization of user data is a fairly hot topic. Here at Amazee we take our clients and our clients’ clients privacy seriously, so we have been investigating several possible approaches to anonymizing data.

In the Drupal world, and the PHP world more generally, there are several options available. Here, though, I’d like to discuss one we think is particularly cool.

At Amazee Labs’ Global Maintenance, we work with several different projects per day. We move data from our production to staging and dev servers, and from our servers to our local development environments. Especially on legacy systems, site-specific configuration details often exist only in the databases, and even if that weren’t the case, the issues we’re investigating routinely require that we dig into the database as it (more or less) is on the production servers. Anonymization is crucial for our day to day work.

So our considerations here are, how do we balance productivity while keeping things anonymous?

One way of achieving this is to make Anonymization transparent to the developer. Essentially, we want our developers to be able to pull down the live database as it exists at the moment that they pull it down, and have it be anonymized.

How can we achieve this?

Well, one way is to analyse the daily workflow to see if there are any points at which the data has to flow through before it reaches the developer?

It turns out that, if you’re working with mysql, this “final common path” that the data flows through is the mysqldump utility.

If you’re running backups, chances are you’re using mysqldump.

If you’re doing a drush sql-sync there’s a call to mysqldump right at the heart of that process.

Mysqldump is everywhere.

The question is, though, how do we anonymize data using myqldump?

The standard mysqldump binary doesn’t support anonymization of data, and short of writing some kind of plugin, this is a non-starter.

Fortunately for us, Axel Rutz came up with an elegant solution, namely, a drop in replacement for the mysqldump binary, which he called gdpr-dump. A few of us here at Amazee loved what he was doing, and started chipping in.

The central idea is to replace the standard mysqldump with gdpr-dump so that any time the former is called, the latter is called instead.

Once the mysqldump call has been hijacked, so to speak, the first order of business is to make sure that we are actually able to dump the database as expected.

This is where mysqldump-php comes in. It’s the library on which the entire gdpr-dump project is based. It provides a pure PHP implementation of mysqldump as a set of classes. On its own, it simply dumps the database, just as the native mysqldump cli tool does.

A great starting point, but it only gets us part of the way.

What we’ve added is the ability to describe which tables and columns in the database being dumped you would like to anonymize. If, for instance, you have a table describing user data with their names, email, telephone numbers, etc. You can describe the structure of this table to gdpr-dump and it will generate fake, but realistic looking, data using the Faker library.

This requires some upfront work, mapping the tables and columns, but once it is done you’re able to call mysqldump in virtually any context, and it will produce an anonymized version of your database.

There is still a lot of thinking and work to be done, but we think it’s worth investing time in this approach. The fact that it can be used transparently is its most compelling aspect - being able to simply swap out mysqldump with gdpr-dump and have the anonymization work without having to change any of the dependent processes.

My niece is 21 and has been known to self-cut and engage in otherwise deliberately self-harming behaviour. However she is now getting involved with a guy who is Bad News personified, and despite acknowledging both privately and publicly that the relationship is abusive, she keeps returning to him in apparent efforts to keep harming herself.

Like I said in the summary above, my niece (let's call her "Simone") has always been somewhat self-destructive. However up until this Spring she had really been turning her life around — great full-time permanent employment, a seemingly healthy long-term relationship, etc.

She began to have anxiety attacks and miss work days. Her doctor had her on a bunch of different drugs attempting to reduce the panic, but the medications were making her feel worse. Through this period Simone broke up with her live-in boyfriend of a few years, and he moved out. She also lost an 18-year old pet that had been her close companion since early childhood. She was brought to a crisis centre multiple times wanting to harm herself. After her boyfriend moved out, a friend-since-kindergarten ("Krista") moved in temporarily to help her pay the rent until the fall.

That's when my niece met "Zach" and shit just went sideways. Within 3 days, he was staying 24/7 at the apartment she shared with Krista and demanded that she change her facebook relationship status to say they were in a relationship. His explanation: he was tired of other guys messaging her because she was single.

Briefly interrupting the narrative for a few side notes about Zach: he has been a drug dealer and is affiliated somehow with a local gang. he is on probation/parole after recent time in jail — I haven't been able to ascertain whether drug dealing was the crime he did time for, but the public provincial Justice listings show that his release conditions include a curfew and no access to weapons. about a week before he met Simone, he got fired from his job and kicked out of his parents' house, so he is essentially homeless with no income.

Simone's mom, brother and I were a tad alarmed at the quickness of the relationship status change, but that changed to disgust when Zach posted a meme publicly on facebook and tagged Simone with the caption "textbook description of Simone." It talked about how this bitch gives great head, cooks, cleans, etc... just really classy stuff to read about one's niece.

Krista, the roommate who had dropped everything to go live in Simone's place and help pay the rent, began to be frustrated by Zach and his lowlife friends coming around all hours of the day and night, getting high and being loud/messy. She demanded that he stop staying there or she would have to leave. Simone made her choice and the guy fricken stayed. At this point, it had been exactly one week to the day since Simone and Zach met. Krista, a friend of 15+ years, packed her shit and moved out.

All of this was about a month ago now, and there's no way to really encapsulate the escalation of the situation in text form, but here goes my attempt.

My sister (Simone's mom) made her feelings about the relationship, and her concern for Simone's wellbeing, very well-known but Simone threw it back at her, reminding her of the things my sister had f-cked up over the years, and demanding that she allow Simone to make her own mistakes. She promised that she wasn't on any drugs (besides pot) and said her mom just had to trust her. All fair enough. Even as an over-protective uncle, at this point I could almost understand her p.o.v.

Then Simone tweeted that she was in an abusive relationship and felt completely f-cked up and didn't know what to do. I read that call-for-help tweet and contacted her by DM. I let her know I'd seen the tweet and would come help her anytime, day or night. Shortly thereafter she deleted her tweet and told me that she'd had a long talk with Zach and felt she had misinterpreted things. She begged me not to tell her mother or anybody else. I told her I would not, because I trusted her to do the right thing.

Over the couple weeks that followed, she claims she repeatedly attempted to break up with him but he refused to leave and eventually things would calm down again. He still regularly posts disgusting photos of himself cupping her ass and treating her like a total whore. His peeps are at the apartment all the time - Simone has lost track of day and night, she hasn't been at work in a month now (using anxiety as the medical reason).

She has repeatedly cancelled plans with other members of the family - ostensibly because she is sleeping during the day and up all night, but.... well anybody with a passing knowledge of Coercive Control, emotional abuse, the Helen Titchener story, etc. knows that playbook tactic #1 of coercive control is insidiously separating the victim from their family and friends.

The other day she showed up at my sister's house at 8:30am, smelling like a distillery and high on cocaine. She had to fess up about the coke because it was obvious she wasn't just drunk and high on weed.

Recently attempts have been made to have Simone's brother accompany her to the apartment to kick Zach out, but she always reneges on the idea at the last minute, says he made promises, he said things he's never said before, etc. There was even a time in these circumstances that Zach said "You can't make me leave." Like who the f-ck says that to someone they've known for under a month?!

She posts things on social media about how she's never laughed so hard in her life as she does with him, and that he's seen her through the good and the bad over all their time together (note: they'd known each other 3 weeks at the time of that particular masterpiece of a post). When confronted about that, she claimed that he "makes her" post those things. When asked how he makes her post things, she gets quiet or says I don't know.

Other desperate attempts were made by my sister and nephew to convince Simone to see sense and do the right thing. Yesterday my sister even got as far as hearing Simone say that she knows this is wrong and he's a bad guy but that she deserves to suffer through all this for being a horrible person.

Finally today is when I became desperate to deal with it, because my sister has actually begun to back off. She is at a point where she feels if she pushes any harder Simone will cut her out entirely, and then she won't be able to help at all.

I personally don't care right now - if I have to take actions that will make Simone disown me as her uncle in order to break her free of the guy, I will do so.

Searches of Zach's name on justice database shows not only his parole/probation, but also a protection order filed against him in 2015 by an ex-girlfriend. I looked up the ex-girlfriend on facebook and contacted her and this was our exchange:

ME: hi R______, you don't know me but i saw your name on the Justice website. my niece recently got involved with Zach L______, and I am afraid for her safety. when searching his name on the Justice website, i noticed that in 2014/2015, you requested a protection order from Zach. i realize this is none of my business, and if you don't wish to respond i will understand. i am just trying to help my niece and grasp what kind of danger she has put herself in. take care.

R: What's your nieces name?

ME: simone. i don't even need details, just tell me if you think she'll be ok. i might not need to be worried at all.

R: Yeah. Well long story short I'm re-filling for the protection order. He is really messed up
He beat me for over a year, broke my foot, pulled a knife on myself and son and he's been to jail on multiple occasions. He's a drug dealer, alcoholic and is very manipulative and doesn't respect women to say the least. I'd tell her to stay clear of him

ME: i'm very sorry and i appreciate you taking the time to respond. her mom and i are trying all we can to get her away.

R: Yeah he's insane , I hope she doesn't stick around him. Not good news. Has he hurt her?

ME: not that we know of, but he's using her apartment as a base for him and his friends, and keeps saying really possessive creepy things, so i want him gone yesterday.

R: Yes that sounds like him. He will control her and cut her off from everyone, I went through that for 3 years. He's on parole as far as I know so a call to the police if he's selling/doing anything illegal there may help.
His friends are bad news too.

ME: you are very lucky to have gotten out of that situation

R: Yes luckily. Myself and son


So what are my next steps? I don't feel like I have enough to go to the cops with — I can't prove he's dealing, only that he still hangs out with lowlifes. If anything I might get my niece in trouble instead of him.

My sister has also identified the concern that even if I could somehow get him locked back up, being involved with gangs, he might send someone after Simone (or any of us) in retribution.

I'm posting this here half to exorcise all the feelings, but also in hopes someone can respond who has either been through a similar experience or has knowledge about the psychological and legal (Canada) issues involved.

SQL Database reserved capacity pricing is scoped to either a single subscription or shared. It allows you to control how many subscriptions can use the benefit and how the reservation is applied to specific subscriptions.

A reservation scoped to a single subscription means that the reserved capacity discount will apply to SQL Database resources within the selected subscription. A reservation with a shared scope means that the billing benefit can be shared across any subscription in the enrollment (i.e., Enterprise Agreement customers) or account (i.e., Pay-as-you-go customers), except for MSDN subscriptions in the enrollment or non-Pay-as-you-go subscriptions in the account.

Keep your savings when you need to make changes

SQL Database reserved capacity provides vCore size flexibility so that you can scale up or down within a performance tier and region without impacting your reserved capacity pricing. For example, if you purchase 16 Gen5 vCores of reserved capacity for SQL Database general purpose and decide to deploy a 4 vCore database and an 8 vCore elastic pool, both with Gen 5 compute, your reserved capacity benefit will automatically apply to both. If you decide to scale up your database to 8 vCores, the reserved capacity benefit will also automatically apply.

You also have the flexibility to temporarily move your hot databases between pools and single databases as part of your normal operations, within the same region and performance tier, without losing the reserved capacity benefit. By keeping an un-applied buffer in your reservation, you can effectively manage the performance spikes without exceeding your budget.

SQL Database reserved capacity is initially available to single databases and elastic pools, with managed instance support coming in the future, and can be purchased through the Azure portal. The 2018 Viget intern class is proud to unveil an exciting new decision-making platform: This or That. Powered by seltzer alone, 6 young professionals took an idea from the ether to the Internet in just eight weeks. Here’s how we did it.

Ideation

It began, as all good products do, with an idea. In a brainstorming session, we popped ideas onto a board of virtual sticky notes. We added 21 distinct ideas and not one of them was This or That.

Many ideas...not one of them This or That.

As we came back for a second day of ideation, we distilled each idea to its warm gooey center. At the heart of several ideas was the concept of voting. We pivoted and began to flesh out what a voting platform might look like. Without realizing, we began referring to the idea as This or That.

With a flashy name in hand, we began defining the product’s features. The list grew long, but we kept our 8-week timeline in mind. We quickly defined a minimum viable product. Users would be able to create an account, create polls with images or text, vote on polls and save favorite polls for later. The catch? All voting would be anonymous.

Don’t worry, your best friend will never know you voted against her getting bangs.

Wireframes & User Testing

From ideation, we moved into wireframing. User Experience Design intern Vignesh created low-fidelity mockups of the product’s components, where they would be located, and how the user would interact with them.

At the same time, Visual Design intern Julia was hard at work defining the look, feel, voice, and tone of the product. She presented logos and color palettes, which were then incorporated into the wireframes in preparation for user testing.

User tests asked participants to interact with prototypes of key This or That features. Feedback helped refine microcopy and drove further design iterations.

Visual Design

Julia took the wireframes and began refining This or That’s visual design. Page elements became lighter and smaller, leaving space for user-generated content to shine. Geometric accents and icons were added to convey positioning within the site, expiration statuses and more.

Development

Ruby on Rails Developer intern Aatif began translating the defined user journey into data models. As the Front-End Developer intern, I built out front-end components with static content, pushed them up to GitHub and then Aatif roped in the database. Along the way, the Viget engineering team helped review code for quality, security and logic.

When the site was nearing completion, Data & Analytics intern Solomon implemented Google Analytics and Google Tag Manager. These tools allow him to track user behavior across the site, providing insights for future improvements to the platform.

Quality Assurance (QA)

After three weeks of heads-down development, we took a step back and reviewed This or That as it stood. QA helped refine visual discrepancies and ensured that the product functions well across standard browsers.

Launch

Business Development intern Riley led the effort to prepare an engaging presentation that showed Vigets young and old a new, exciting way to make decisions. In its first two hours, This or That handled 750 votes and gained 28 new users.

  • Envision and propose ways in which kids can integrate back into the life of the church i.e. Baptisms, Child Dedications, Celebration Sundays, etc.
  • Envision and implement enrichment events for parents that will assist them in shepherding their children spiritually i.e. Parent Dedication class, How to Lead Your Child to Christ, Preparing for Adolescence, etc.
  • Communicate with parents about upcoming events through email, text, website, CCB, monthly newsletters, Instagram, Facebook, etc.
  1. CHILDREN’S PROGRAMS FOR ALL-CHURCH EVENTS
  • Coordinate with Early Childhood and Elementary Coordinators for All-Church Events, i.e. Flood Family Rally, Flood Family Meetings, Parenting Enrichments, Flood Leadership Retreat, etc.

 

ADDITIONAL RESPONSIBILITIES

  • Meet regularly with supervisor to determine short-term and long-term goals for the Children’s Ministry.
  • Ability to engage with families from diverse, multi-ethnic and multi-cultural backgrounds.
  • Participate in weekly staff meetings.
  • If licensed, assist in general church pastoral duties as needed: marriage counseling, ceremonies, visitations, etc.
  • Responsible for the maintenance of the CCB database, website and Facebook pages related to children and families.
  • Prepare, manage and responsibly maintain annual ministry budget.
  • Attend a Sunday gathering each week to be aligned with the greater vision of the church and for personal renewal.
  • Look for ways in which to keep on the cutting edge of children’s ministry whether it be attending conferences/workshops, or networking with children’s pastors in the area.
  • Bilingual speaker preferred but not required.

Youth Ministry Responsibilities

Spiritual Growth

  • To work with the Youth Pastor to develop students who love God and love People
  • Lead and develop junior high student ministry programs
  • Plan, teach and lead Junior High Ministry Programming
  • To work alongside Youth Pastor to encourage spiritual habits in students, parents and leaders, specifically targeting the junior high age
  • Help create teaching series to engage students, equip and challenge students 

Activities

  • To work with the Youth Pastor to plan ministry events for the purposes of developing community with the youth ministry, providing opportunities for evangelism, and challenging students to grow in their relationship with God
  • Communicate with students and parents about upcoming events, training and plans
  • Develop small groups for students to create community and cultivate spiritual growth among students
  • Execute Junior High Summer Camps, Mission Trips and Weekend Retreats

Shepherding

  • Recruit, train and encourage junior high ministry volunteers with diverse gifts and personalities
  • Develop relationships with students and parents
  • Provide training and resources for parents on a regular basis
  • Provide counseling and spiritual direction for junior high students and parents on an individual basis
  • Support and encourage parents as they disciple their students

Leading

  • Assist in the development and oversight of the youth ministry budget, with a focus on junior high ministry
  • Help to integrate student ministry into all phases of church life with the purpose of creating intergenerational relationships
  • Work with Youth Pastor to keep student ministry at the forefront of the church’s plan and vision for the future
  • Track attendance and follow up using the church database
  • Follow – up with visitors and missing students on a weekly basis

A new city audit has revealed that the vast majority of Portlanders who rent out their homes through Airbnb, HomeAway, or other short-term rental companies are shirking the city's regulations.

As of October 2017, auditors estimated that nearly 80 percent of all listed rentals were operating without the mandatory city permit. More than 97 percent of all rentals offering three or more bedrooms lacked a permit (kudos to the 13 people that registered). Not only does the audit show that Portland's 4-year-old regulations on short-term rentals aren't being followed, it found that it's nearly impossible for the city to enforce them. That's largely because companies like Airbnb don't require their hosts to apply for a permit before listing a rental, nor do they share any data on their listings with the city.

But, for city officials and housing advocates, this news doesn't necessarily come as a surprise

"Without data, the original version of the rules is completely unenforceable," says Marshall Runkel, chief of staff for Comissioner Chloe Eudaly.

Eudaly's office oversees the Bureau of Development Services (BDS), the bureau tasked with regulating these short-term rentals. However, since none of the 15 rental companies that operate in Portland regularly share data with BDS, it's impossible for the city to know which homes or condos are being used as short-term rentals, let alone who owns them and if they have a permit. The city essentially relies on the benevolence a host to apply for a permit (which can cost $178 for a host renting one or two bedrooms or $5,000 for a house with three or more bedrooms) before renting out their home. But without actual repercussions in place for skipping that step, it's hard to blame hosts for shirking on their permits.

The more serious problem, according to Runkel, is the city's inability to regulate what it calls "commercial" short-term rental outfits—or, people who manage several different listings across the city. Those hosts are blatantly breaking one of Portland's short-term rental rules: that a host must occupy the residence at least nine months of the year. Once the city gets data from those companies, Runkel says, "it's not going to be very hard to find out who those commercial providers are."

But first, those companies must hand over their data. According to Portland's Director of Revenue Thomas Lannom, the city is currently in negotiations with short-term rental companies to get them to start sharing data with the city, a requirement that other larger cities like San Francisco have mandated.

In an email to the Mercury, Lannom writes that while "there are no substantive disagreements about what information to share" between the city and companies, it's unclear when data-sharing will begin. In Lannom's words: "Soon."

City council passed short-term rental regulations in 2014, even though they didn't have access to the data needed to enforce the new rules or calculate their impact. Should they have waited until rental companies agreed to share that data before passing the ordinance?

"No, definitely not," says Katrina Holland, director of Oregon Community Alliance of Tenants (CAT). "This is one of those situations where we have no choice but to act, because the housing crisis is so incredibly traumatic."

Holland says that the city and community organizations like CAT already have enough anecdotal data to prove that there's a need for immediate regulations on all aspects of housing—including short-term rentals. Many renters have reported getting a no-cause eviction by a landlord who wanted to turn their apartment or room into an Airbnb. It's that kind of qualitative data that can inspire urgently-needed city policies, even when quantitate data is lacking, Holland says.

She compares this process to when her father was treated for sepsis.

"He came in [to the hospital] with all the physical signs of sepsis. No, they didn't necessarily have all the tests back to clearly identify what bacteria had invaded his bloodstream," Holland says. "But they gave him antibiotics because they knew it was going save his life."

CAT and other tenants' rights organizations have long pushed the city to collect housing data—not just on short-term rentals, but on permanent rentals, on how rents are changing over time, how many people receive no-cause evictions, and a number of other metrics. Now, the city appears to be catching on, slowly.

In July, city commissioners approved a new program that would require all landlords register their properties with the city and be subject to routine inspections. Ideally, this system would give the city a better idea of how many rental units are on the market and track negligent landlords.

Today's audit may expedite to the current city negotiations with companies to start collecting data.

"CAT and Mayor Wheeler... we have our differences," Holland says. "But one thing we definitely agree on is that there's a significant lack of data collection. And we need that."

Cả Quân chủng Phòng không - Không quân lẫn Bộ Quốc phòng Việt Nam tiếp tục làm thinh trước tin chiến đấu cơ loại Su-22U, số hiệu 8551, rớt ở huyện Nghĩa Đàn, tỉnh Nghệ An hôm 26 tháng 7 là do “nâng cấp” không đạt yêu cầu kỹ thuật.

Một số nguồn thạo tin tại Việt Nam từng cho biết, dường như chiến đấu cơ số hiệu 8551 nằm trong lô Su-22U cũ mà Việt Nam mua lại từ một số quốc gia ở Đông Âu, sau đó chuyển cho Ukraine “nâng cấp”, chuyển đổi mục đích sử dụng (theo thiết kế Su-22U chỉ thực hiện các nhiệm vụ trên đất liền, “nâng cấp” nhằm thực hiện các nhiệm vụ trên biển) (1). Mới đây, tờ Sputnik của Nga cho biết thêm, các công ty ở Ukraine tham gia “nâng cấp” lô Su-22U - trong đó có chiến đấu cơ số hiệu 8551 - cho Việt Nam đều thuộc loại không đủ năng lực để thực hiện công việc “nâng cấp” (2).

Xưa nay, tai nạn liên quan đến hoạt động của không quân trên toàn thế giới vốn không ít, tuy nhiên riêng tại Việt Nam, cách ứng xử với hàng loạt tai nạn xảy ra liên tục đối với đủ loại phương tiện bay quân sự rõ ràng hết sức bất thường.

Dẫu các kế hoạch mua sắm phương tiện – thiết bị quốc phòng, bao gồm cả phương tiện bay quân sự của Việt Nam thường xuyên được hệ thống truyền thông quốc tế bạch hóa ngay từ giai đoạn bàn bạc với đối tác - ví dụ gần nhất là chuyện Việt Nam hỏi mua lô thiết phương tiện – thiết bị quốc phòng trị giá 100 triệu Mỹ kim từ Mỹ (3), song Quân chủng Phòng không - Không quân của Quân đội nhân dân Việt Nam nói riêng và Bộ Quốc phòng Việt Nam nói chung, tiếp tục dùng “bí mật quốc phòng”, “an ninh quốc gia” làm màn để che mọi thứ, kể cả đậy điệm nguyên nhân thực của hàng loạt tai nạn mà hậu quả về nhân mạng lẫn giá trị tài sản đều thuộc loại “đặc biệt nghiêm trọng”.

Nếu đúng là chiếc Su-22U, số hiệu 8851, rớt ở huyện Nghĩa Đàn, tỉnh Nghệ An hôm 26 tháng 7 là do “nâng cấp” không đạt yêu cầu kỹ thuật thì che đậy yếu tố ấy có khác gì phủi trách nhiệm cho những cá nhân đề ra chủ trương và chôn sâu những sai lầm của kế hoạch mua lại những chiếc Su-22U cũ từ các quốc gia Đông Âu, chuyển chúng qua Ukaine “nâng cấp”? Quan hệ giữa những nhóm ở Việt Nam chuyên thực hiện các thương vụ mua bán – nâng cấp phương tiện – thiết bị quân sự với Đông Âu, Ukraine, Nga dường như rất mật thiết nên không chỉ có lô Su-22U ấy...

Cách nay bốn năm, hồi cuối tháng 6 năm 2014, Hải quan Phần Lan tìm thấy một container bên trong chất đầy thiết bị phóng hỏa tiễn được vận chuyển từ Việt Nam tới Hồng Kông, sau đó được đưa từ Hồng Kông đến Phần Lan… Theo thẩm định của các chuyên gia thuộc Bộ Quốc phòng Phần Lan thì những thiết bị đó là đầu dẫn của Vympel R 73E – một loại hỏa tiễn tầm ngắn thường được gắn trên các chiến đấu cơ Su-27, Su-30 của Nga... Phải đến giữa tháng 7 năm 2014, khi phát giác vừa kể trở thành tin chính của hệ thống truyền thông quốc tế, Phát ngôn viên Bộ Ngoại giao Việt Nam mới xác nhận, container mà Hải quan Phần Lan tạm giữ tại phi trường Helsinki Vantaa là của Việt Nam. Việt Nam gửi các đầu dẫn hỏa tiễn sang Ukraine để “bảo dưỡng”. Chuyện “bảo dưỡng” này là “bình thường”, “đúng luật pháp, thông lệ quốc tế” (4).

Tuy Phát ngôn viên Bộ Ngoại giao Việt Nam khẳng định, các viên chức hữu trách của Việt Nam đang làm việc với các bên có liên quan để giải quyết những vấn đề về thủ tục hải quan khi container vừa kể quá cảnh tại Phần Lan, song hải quan Phần Lan vẫn khẳng định sẽ điều tra thêm ít nhất sáu tháng và có thể sẽ tịch thu các đầu dẫn hỏa tiễn do vi phạm luật pháp của Phần Lan về xuất cảng “vật liệu quốc phòng”. Về nguyên tắc, vận chuyển các “vật liệu quốc phòng” qua lãnh thổ Phần Lan phải được Bộ Quốc phòng Phần Lan cho phép. Container chứa các đầu dẫn hỏa tiễn có xuất xứ từ Việt Nam đã không thông báo và không xin phép Bộ Quốc phòng Phần Lan.

Ai cũng biết đầu dẫn hỏa tiễn là loại hàng hóa không… bình thường. Tại sao lại gửi hàng hóa không… bình thường theo kiểu “bình thường”, không khai báo cho “đúng luật pháp, thông lệ quốc tế” để gặp đủ thứ rắc rối? Việt Nam đã cũng như đang mua nhiều thứ phương tiện – thiết bị quốc phòng của Nga, quan hệ giữa hai bên rất khắng khít, tại sao không gửi các đầu dẫn hỏa tiễn do Nga sản xuất cho Nga “bảo dưỡng” mà lại gửi cho Ukraine? Phía sau những lựa chọn và cách làm khác thường ấy là những gì? Chẳng riêng Bộ Quốc phòng mà ngay cả hệ thống công quyền Việt Nam cũng xếp chuyện này vào loại công chúng Việt Nam không có quyền biết!

Không phải tự nhiên mà tại kỳ họp Quốc hội diễn ra hồi cuối năm 2013, ông Nguyễn Hòa Bình, lúc đó là Viện trưởng Viện Kiểm sát Tối cao, đề nghị Quốc hội kiểm soát việc mua sắm phương tiện – thiết bị phục vụ quốc phòng, an ninh như chiến đấu cơ, chiến hạm, tàu ngầm,… Ông Bình lập luận, dù những thông tin liên quan đến các thương vụ loại đó là “nhạy cảm” nhưng chi phí dùng cho việc mua sắm là tiền của dân thành ra phải kiểm soát để bảo đảm tiền bạc được sử dụng đúng mục đích. Thậm chí Quốc hội Việt Nam nên thành lập một hội đồng thẩm định nhu cầu và những hợp đồng mua sắm phương tiện – thiết bị cho quân đội, công an. Ông Lê Việt Trường, lúc ấy đang giữ vai trò Phó chủ nhiệm Uỷ ban Quốc phòng - An ninh của Quốc hội Việt Nam, cũng nghĩ như vậy. Ông Trường đề nghị phải thực hiện nguyên tắc công khai minh bạch cả trong mua sắm thuộc lĩnh vực quốc phòng, an ninh (5).

Đến giờ, những ý tưởng, đề nghị như đã kể của ông Bình, ông Trường vẫn giống như những tiếng kêu trong hoang mạc! Chẳng phải chỉ có những hợp đồng mua sắm phương tiện – thiết bị phục vụ quốc phòng, an ninh được dán nhãn “bí mật quốc gia” mà nguyên nhân các tai nạn liên quan đến việc bảo dưỡng, sử dụng chúng, dù chẳng giấu được ai cũng được xếp vào loại “an ninh quốc gia”, cần bảo mật. Tại Việt Nam, “minh bạch” vẫn thuộc phạm trù “hiếm, quý” chứ không phải là yếu tố hết sức bình thường như nhiều quốc gia khác. Gần đây, cảm thấy dường như hoạt động của các loại phương tiện bay thuộc quân đội Mỹ không ổn, Military Times – một tập đoàn báo chí tư nhân chuyên xuất bản các ấn phẩm liên quan đến quân đội Mỹ - đã viện dẫn Luật về Quyền Tự do thông tin, yêu cầu Bộ Quốc phòng Mỹ cung cấp toàn bộ thông tin về những trục trặc liên quan tới các phương tiện bay quân sự từ 2011 đến 2018. Tất nhiên là Bộ Quốc phòng Mỹ không thể từ chối và Military Times đã công bố bản kê tất cả các trục trặc liên quan đến phương tiện bay quân sự, bất kể mức độ lớn - nhỏ, nguyên nhân (khách quan hay chủ quan) cho công chúng tham khảo, bình luận (6).

“Bí mật quốc phòng”, “an ninh quốc gia” đã biến Đinh Ngọc Hệ (tự “Út Trọc”), Phan Văn Anh Vũ (tự Vũ “Nhôm”) trở thành hai ông Trời con, khuynh đảo lực lượng vũ trang, nhân danh quốc phòng, an ninh thâu tóm công thổ, công thự trên toàn quốc biến thành tài sản riêng, chia chác với nhiều cá nhân. “Bí mật quốc phòng”, “an ninh quốc gia” đã giúp cho hàng chục ông tướng của cả quân đội lẫn công an tự tung, tự tác, được cả ăn lẫn nói. “Bí mật quốc phòng”, “an ninh quốc gia” giúp Vũ “Nhôm” và Trung tướng Phan Hữu Tuấn, cựu Tổng cục phó Tổng cục Tình báo, Bộ Công an được xử kín và dù tính chất, mức độ phạm tội của cả hai được xác định là “rất nghiêm trọng”, Vũ “nhôm” chỉ bị phạt 9 năm tù, tướng Tuấn chỉ bị phạt 7 năm tù. “Bí mật quốc phòng”, “an ninh quốc gia” còn giúp “Út Trọc” với những vi phạm mà tính chất, mức độ nghiêm trọng không kém 12 năm tù vì “lợi dụng chức vụ quyền hạn trong khi thi hành công vụ” và “sử dụng tài liệu giả của cơ quan, tổ chức”.

“Bí mật quốc phòng”, “an ninh quốc gia” giúp Thượng tướng Phương Minh Hòa (cựu Tư lệnh Quân chủng Phòng không – Không quân), Trung tướng Nguyễn Văn Thanh (cựu Chính ủy Quân chủng Phòng không – Không quân) chỉ bị cảnh cáo, Đại tá Bùi Văn Tiệp (cựu Tư lệnh Sư đoàn 367 Không quân) được hưởng án treo vì những sai phạm hết sức chung chung, thiếu chi tiết: Độc đoán, chuyên quyền, vi phạm đủ thứ qui định pháp luật về quản lý – sử dụng công thổ, công thự, không chỉ để mặc mà còn tiếp tay cho một số thuộc cấp “vi phạm pháp luật rất nghiêm trọng”, chưa kể phê duyệt nhiều văn bản trái cả quy định lẫn thẩm quyền. Tướng Hòa, tướng Thanh, đại tá Tiệp đã “hạ cánh an toàn” nhưng nhiều thuộc cấp của họ như: Thượng tá Phạm Giang Nam, Chủ nhiệm Bay Trung đoàn 921, Trung tá Khuất Mạnh Trí, Trung đoàn trưởng, Tham mưu trưởng của Trung đoàn 921,… và những phi công đã tử nạn khi bay huấn luyện thì không.

Liệu những ông tướng chẳng ngại ngần chút nào khi biến hàng loạt phi trường từ Bắc tới Nam thành sân golf, khu dân cư, giúp Út Trọc tác oai, tác quái, có vì quốc gia, dân tộc, đồng chí, đồng đội mà chùn tay trong những thương vụ mua sắm phương tiện – thiết bị quốc phòng? Không biết! “Bí mật quốc phòng”, “an ninh quốc gia” đủ để che kín tất cả. Dân có thể không biết nhưng hẳn là những đồng đội của Thượng tá Nam, Trung tá Trí,… biết nhiều hơn về “mặt thật” của các ông tướng. Tới lúc nào thì họ thôi, không muốn bán mình cho các “thủ trưởng” của họ nữa? Tới lúc nào thì tinh thần, nhiệt huyết quân nhân suy sụp hoàn toàn vì những “bí mật quốc phòng”, “an ninh quốc gia” được bảo vệ theo kiểu đó? Tác động từ việc hệ thống công quyền Việt Nam nhân danh “bí mật quốc phòng”, “an ninh quốc gia” để lờ đi, gạt bỏ sự hi sinh của những người lính kháng cự sự xâm lược của Trung Quốc cả trên đất liền lẫn trên biển, chống chế độ diệt chủng Polpot ở Campuchia sẽ cộng hưởng thế nào?
