Pakistan on Wednesday defended its economic partnership with China, amid fears that the terms of opaque multi-billion dollar investments by Beijing could be exacerbating Islamabad's economic woes as it considers a fresh Internation Monetary Fund (IMF) bailout.

“We have noted recent media reports questioning the viability of China Pakistan Economic Corridor (CPEC), claiming that it would create an unbearable debt burden for Pakistan,” the government said in a statement issued to the media.

“Such media reports are often one-sided, distort facts, and are based on irresponsible statements by individuals who either have no understanding of CPEC or are driven by ulterior motives,” the statement continued.

The China-Pakistan Economic Corridor (CPEC) is an ambitious plan by Beijing to build infrastructure in Pakistan, mainly energy and transport, connecting the western Chinese region of Xinjiang with the Arabian Sea.

It is part of China's massive “Belt and Road” initiative seeking to revive ancient trade routes through a massive rail and maritime network via $1 trillion in investments across Asia and Europe.

But the opaqueness of the CPEC terms has led to concerns as Pakistan faces a looming balance-of-payments crisis, with analysts saying it will need to take urgent action, potentially seeking a bailout from the International Monetary Fund (IMF).

“It is because of the favourable financing arrangements that Pakistan opted for Chinese investment under CPEC,” said the statement issued by the caretaker administration.

“China stepped forward to support Pakistan's development at a time when foreign investment had dried up, and economic activity was being crippled by energy shortages and infrastructure gaps,” it said, calling CPEC a “win-win”.

Chinese energy companies have “raised funds from Chinese banks and investors”, and these do not constitute any debt obligation on Pakistan, the statement said.

“CPEC projects are financed through a composite financing package comprising long-term government-to-government concessional and preferential loans, as well as grants from the government of China. Repayments on these loans would not commence in the immediate future,” it added.

The details come after US Secretary of State Mike Pompeo voiced concerns in July over any IMF bailout being used to repay Islamabad's debts to China, with whom Washington is engaged in a trade war.

On Tuesday Pakistan's likely future finance minister Asad Umar announced that the decision on a possible IMF loan would be taken by “the end of September”.

“There is a general perception that we have picked up very expensive loans from the Chinese. I personally don't think so,” he told reporters in Islamabad.

“They are like most commercial loans,” he said, denouncing the “lack of transparency” by the previous government on the subject.

China's financial largesse, in the form of the Belt and Road project, has raised concerns over the vulnerability of poorer nations to such massive debt.

Last year Sri Lanka was forced to hand over majority control of its Hambantota port to China after being unable to repay its loans.

Hơn một thập kỷ trước, các cuộc biểu tình tại thủ đô Nuku’alofa của Tonga đã phá hủy hồ hết nền kinh tế trung ương và cơ quan đầu não của quốc gia nhỏ bé tại thái hoà Dương này.

Giữa đống đổ nát và tàn dư của các phong trào biểu tình, chính quyền Tonga đã đề ra một kế hoạch tái xây dựng thị thành, bao gồm xây dựng một bến tàu mới và khôi phục lại cung điện tôn thất - quơ các dự án này đều sử dụng nguồn 'tài trợ' của người chủ nợ mới - Trung Quốc .

Một minh chứng rất cụ thể là Bắc Kinh đã có được đòn bẩy mạnh mẽ để giành giật ảnh hưởng tại châu Phi, và lôi kéo những đồng minh cũ của Đài Loan về phe mình.

Trước đây Đài Loan từng thiết lập mối quan hệ ngoại giao với nhiều quốc gia trong khu vực, tuy nhiên cho đến nay, hầu hết các đồng minh châu Phi đều đã dứt tình với đảo này vì những lợi. kinh tế trước mắt mà Trung Quốc mang lại.

Kết cục định sẵn của ván bài chính trị

Trung Quốc đã bắt đầu cho các quốc gia tại yên bình Dương vay nợ kể từ năm 2006, khi nền kinh tế của nước này bắt đầu khởi sắc. Việc cho vay không chỉ giúp Bắc Kinh tăng cường các mối quan hệ với nước ngoài, mà còn đem lại nhiều dịp cho các doanh nghiệp quốc gia tham dự vào các dự án xây dựng cơ sở hạ tầng.

Các doanh nghiệp Trung Quốc đã dự xây dựng nhiều dự án hạ tầng khắp yên bình Dương, như bến tàu tại thị thành Luganville của Vanuatu do Shanghai Construction Group thực hiện, hay màng lưới cấp nước tại Quần đảo Cook của Rarotonga do công ty xây dựng nhà nước Civil Engineering Construction Co. thực hiện.

Các quốc gia [Thái Bình Dương] đều hoan nghênh [sự giúp đỡ của Trung Quốc], bởi họ đã nhận được viện trợ khi cần thiết để phát triển từng lớp và kinh tế", bà Hoa Xuân Oánh trả lời phóng viên Reuters.

Bà này cũng cho biết mối quan hệ của Trung Quốc và Tonga "rất tốt".

Sri Lanka đã buộc phải cho Trung Quốc thuê cảng chiến lược Hambantota do không trả được khoản nợ quá lớn.

Vấn đề Đài Loan

Nếu xét về quy mô toàn cầu, thì các khoản nợ tại khu vực này khá nhỏ, hơn nữa các quốc đảo yên bình Dương cũng không hẳn có ý nghĩa quan trọng về mặt chiến lược. Tuy nhiên khu vực này vẫn cuộn sự quan tâm của Trung Quốc.

Washington và các đồng minh luôn nỗ lực răn đe và ngăn chặn Bắc Kinh xây dựng các cứ quân sự tại khu vực từng có ý nghĩa mấu chốt trong các trận chiến Thái Bình Dương trong Thế chiến II.

Mỗi nhà nước Thái Bình Dương đại diện cho một phiếu bầu trong các diễn đàn quốc tế như liên hiệp Quốc, và các nhà nước này cũng kiểm soát thi bang lai moto a2 một lãnh hải giàu tài nguyên lớn trên thế giới.

hồ hết sự tương trợ về tài chính của Trung Quốc đều theo hình thức "cho vay ưu đãi", trong khi các quốc gia khác như Australia, New Zealand hay Mỹ lại tương trợ theo hình thức "trao quà", và việc vay vốn thường do các tổ chức đa phương như WB hay Ngân hàng Phát triển Châu Á (ADB) phụ trách.

Gần đây, Australia và New Zealand đều tăng cường rót vốn đầu tư vào khu vực này. Tuy nhiên, theo ông William Longwah, cựu đặc sứ tại Sydney của Vanuatu, việc giao tiếp với Trung Quốc có vẻ dễ dàng nhiều hơn so với Australia.

"Australia thường mất rất nhiều thời kì để hoàn thành các thủ tục hành chính và chuyển giao các khoản tương trợ tài chính", ông Longwah nói.

Trong khi đó, không hề có dấu hiệu nào cho thấy Trung Quốc sẽ xóa nợ cho các nước này. Năm 2013, Bắc Kinh đã từ khước đề nghị này của Tonga và chỉ cho phép hoãn việc trả vốn gốc trong vòng 5 năm.

Theo kế hoạch, Tonga sẽ phải trả lại 5,7 triệu USD vốn gốc cho Trung Quốc trong năm 2018-2019, gần gấp đôi khoản tiền nước này phải trả nợ hàng năm, và chiếm khoảng 4% tổng ngân sách 135 triệu USD của Tonga.

Những khó khăn về tài chính đã khiến chính phủ Tonga phải xin rút khỏi vai trò nước chủ nhà tổ chức Thế vận hội thăng bình Dương 2019. dĩ nhiên Tonga đã phải chịu trách nhiệm pháp lý và hứng chịu rất nhiều chỉ trích từ ban tổ chức sự kiện thể thao này.

Ông Lopeti Senituli, cố vấn chính trị và truyền thông của Thủ Tướng Tonga ‘Akilisi Pōhiva cho biết nước này vẫn đang tiến hành thương thuyết với Bắc Kinh về vấn đề xóa nợ, nhưng song song vẫn chuẩn bị ý thức trả nợ: "hẳn nhiên [các khoản nợ này] sẽ khiến nước nào cũng phải đối mặt với khủng hoảng tài chính lớn. Chúng tôi chỉ có thể nắm khôn cùng mà thôi".

Ông Senituli cũng thừa nhận nhiều quốc đảo thanh bình Dương đang phải đối mặt với áp lực tài chính rất lớn từ phía Bắc Kinh, nhưng đây không chỉ là vấn đề riêng của khu vực này, mà là vấn đề chung của bất cứ nước nào có mối quan hệ về kinh tế với Bắc Kinh.

Trung Quốc đang gây áp lực "rất lớn" trên toàn cầu, bất kể đó là nền kinh tế lớn hay nhỏ, bất kể thiết chế chính trị đó có vị thế ra sao trên thế giới, ông Senituli kết luận.

"The talks are going at a healthy pace and both the countries are targeting to conclude the talks by December for the Economic and Technology Co-operation Agreement (ETCA)," an official said. The pact is aimed at further boosting the economic ties between the two countries by liberalising trade norms. Both the countries already have a free trade agreement (FTAs) in goods, but now the talks are on to widen the scope of this pact by including services and investments to make it comprehensive. India and Sri Lanka have a free trade agreement in goods was implemented in March 2000. India has a healthy trade surplus in goods with Sri Lanka. India exported goods worth US $4.5 billion in 2017-18 and its imports from that country were only US $773 million. Sri Lanka is India's major trading partner in South Asia. In 2003, both sides set up a joint study group to widen the ambit of the FTA. Based on its recommendations, they started negotiations for a comprehensive economic partnership agreement in February 2005.

FTA with India is a loss of more than $4 billion a year. It gets worse. Even the locally consumed goods and services only benefit Indians. In other words India has destroyed local industries to the tune of $4 billion a year. They only employ Indians to high salaried positions. India is careful not to compete against Indian owned businesses in Sri Lanka. They avoid those industries like garment importers, etc. These are owned by local Indians. They only target Sinhala-owned businesses. India is just a parasite in every way. All deals with India are like that. We lose and end up taking in Indian dirt.

Gampaha District has the largest Sinhala population (not Colombo District). Mahinda lost Gampaha District twice in 2015. Not all electorates of the district are the same. Some electorates have more voters than others. Giving them equal significance is wrong. All patriotic winners of elections always won Gampaha District. No relatively more patriotic candidate ever won an election without winning this district. Killing unarmed civilians (Sinhala Christians) in Gampaha District twice in 2012 and 2013 played a crucial role in defeating Rajapaksas. In addition, they totally disregarded the district after 2010 taking it for granted. No previous anti-UNP ruler did this mistake.

Liputan6.com, Beijing - Baru-baru ini, China disebut akan mengambil alih posisi Australia sebagai donor terbesar ke wilayah Pasifik, setelah menjanjikan bantuan senilai US$ 4 miliar (setara Rp 57,6 triliun) tahun lalu.

Selama ini, wilayah Pasifik --yang juga dikenal dengan nama Oceania-- mendapat donor terbesar dari Australia. Namun pada 2017, jumlah bantuan yang dijanjikan oleh China disebut empat kali lipat dibandingkan kucuran dana dari Negeri Kanguru, demikian data dari lembaga think-tank Lowy Institute yang diterbitkan pada Rabu 8 Agustus.

Diketahui bahwa Canberra menjanjikan bantuan senilai 815 juta dolar Australia (setara Rp 11,7 triliun) ke Pasifik pada tahun keuangan 2017-2018.

Dikutip dari The Guardian pada Kamis (9/8/2018), sebagian besar dana dari Beijing dialokasikan untuk proyek infrastruktur di Papua Nugini.

Berita tentang besarnya dana bantuan dari Beijing muncul di tengah kegelisahan Australia terhadap meningkatnya pengaruh China di wilayah tersebut.

Hal itu sempat memicu pertikaian diplomatik awal tahun ini, setelah laporan bahwa sebuah pelabuhan yang didanai oleh pinjaman China di Vanuatu merupakan bagian dari upaya untuk membangun kehadiran militer di kawasan Pasifik.

Pada 2014, China adalah donor terbesar keempat ke wilayah Pasifik, di belakang Australia, AS, dan Selandia Baru. Namun kenaikan jumlah kucuran dana dari Beijing, dikombinasikan dengan pemotongan bantuan AS, menjadikannya sebagai donor terbesar saat ini.

Matthew Clarke, profesor pembangunan internasional di Deakin University, mengatakan pengaruh China "mungkin tak terelakkan", meskipun dia "terkejut itu terjadi begitu cepat".

Beijing tidak melaporkan pengeluaran bantuannya kepada OECD atau dalam dokumen anggarannya, yang berarti para peneliti di Lowy Institute harus menyisir pengumuman pemerintah dan dokumen keuangan sejak hampir 10 tahun.

Matthew Dornan, wakil direktur pusat pengembangan kebijakan di Australian National University, mengatakan karena bagaimana hal itu dilaporkan, janji bantuan China cenderung dibesar-besarkan, dan dia menduga tidak semua dari US$ 4 miliar dijanjikan akan berakhir mencapai Pasifik.

Australia tetap menjadi donor terbesar di kawasan itu dalam hal uang yang dibelanjakan, setelah mengirimkan bantuan US$ 6,58 miliar ke wilayah tersebut antara 2011 dan Juni 2017, dibandingkan dengan bantuan senilai US$ 1,26 miliar yang dikirim oleh China dari 2011 hingga Februari 2018.

Secara keseluruhan, bantuan ke Pasifik menurun, menyusut 20 persen antara tahun 2011 dan 2016. Amerika Serikat, Uni Eropa, dan Prancis, semua donor penting sebelumnya, telah secara signifikan mengurangi bantuan mereka.

Pemerintah Koalisi Australia telah membuat pemotongan bantuan senilai $ 11 miliar sejak mengambil alih kantor pada tahun 2013, membawa anggaran bantuan ke tingkat "paling murah hati" yang pernah ada. Bantuan ke Pasifik kini mencapai hampir sepertiga dari program bantuan Negeri Kanguru.

"Kami menyambut baik peran yang dimainkan oleh semua donor, termasuk China, untuk mendukung pembangunan di Pasifik," kata Bishop, menambahkan bahwa itu adalah donor penting "jangan memaksakan beban utang yang membebani pemerintah daerah."

Namun, Profesor Clarke memperingatkan bahwa jika China akan menjadi kekuatan dominan di kawasan itu, nilai-nilai yang dihargai oleh Australia bisa terkikis.

"Risiko lainnya adalah kedaulatan negara penerima dengan tingkat utang jangka panjang. China memberikan pinjaman lunak yang signifikan untuk membiayai infrastruktur," ujar Profesor Clarke.

Dia memperingatkan bahwa jika negara-negara Pasifik tidak dapat membayar kembali pinjaman mereka, kemungkinan ganti ruginya adalah harus memberikan tanah atau sumber daya ke China, seperti yang terjadi di Sri Lanka.

A new investigation reveals another side of Chinese infrastructure projects in Central Asia: elite corruption.

Source: Gov.kgOn 26 June 2018, the Fergana website published my investigation unveiling corruption schemes behind Kyrgyzstan’s biggest infrastructure project, an alternative 433km road linking the capital Bishkek in the North with the country’s main city in the South, Osh. The project has been funded with a 850 million USD loan from the Export-Import (Exim) Bank of China under the One Belt One Road Initiative, with the China Road and Bridge Corporation (CRBC) as the main implementing partner.

According to the documents published on Fergana, former Minister of Transport and Communications Kalykbek Sultanov and the current Minister Zhamshitbek Kalilov – the latter allegedly one of former Prime Minister Sapar Isakov’s protégés – were responsible for the project. The documents indicate these officials colluded with the contractor CRBC to embezzle funds from the Chinese government’s infrastructure investments. Price tags were inflated by several orders of magnitude, from paying 1.1 USD per kilogramme of cement (cost on the local market: 0.07 USD) to paying 2,000 USD per month to provide office space to an engineer on the construction site.

In an interview with Azattyk, the Kyrgyz branch of Radio Free Europe/Radio Liberty, member of parliament and leader of the opposition Ata Meken party Almambet Shykmamatov stated that, given past cases of corruption in infrastructure projects, he does not believe “in the fairytale that not a cent was stolen” from the road construction contracts. In the same interview, officials from the Ministry of Transport and Communications threatened to press charges against me for the Fergana investigation.

Under former President Almazbek Atambayev’s six-year tenure, overpricing project costs appears to have been a widely implemented practice. Apart from road works, the same allegedly happened during the modernisation of the Bishkek Heat and Power Plant (HPP), which was also financed with a 386 million USD loan from China’s Exim Bank. As Fergana.ru reports, the Kyrgyz authorities and Chinese contractor TBEA (which was recommended by official Beijing for the modernisation work) signed accounting papers for $600 pliers, $14,000 video cameras and $1,500 fire extinguishers. A parliamentary committee concluded that approximately 100 million USD was embezzled in the operation. As a result, former Prime Ministers Jantoro Satybalidiev and Sapar Isakov have been arrested on corruption charges along with a number of other officials.

The BRI as China’s financial diplomacy

These projects have all been implemented through the One Belt One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI), the Chinese government’s paramount development strategy for connectivity and cooperation in Eurasia. The closure of the US military base at Kyrgyzstan’s Manas airport in summer 2014, through which most of the NATO-led International Security Assistance Force (ISAF) to Afghanistan passed, as well as the drawdown of USAID and other western donor activities in the country, has left a void which the Chinese government has been quick to fill with their own brand of public diplomacy, especially in the form of infrastructure development projects.

In Central Asia, the BRI was launched during Chinese leader Xi Jinping’s visit to Astana, Kazakhstan’s capital, and Southeast Asia in September and October 2013. Here, Xi Jinping proposed his vision of jointly building a “One Belt” land route through Eurasia and a 21st-Century maritime “One Road” from the South China Sea to the Mediterranean. The Economist has described the revolutionary potential of the initiative, which is viewed as “a challenge to the United States and its traditional way of thinking about world trade. In that view, there are two main trading blocs, the trans-Atlantic one and the trans-Pacific one, with Europe in the first, Asia in the second and America the focal point of each. Two proposed regional trade deals, the Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership, embody this approach. But OBOR treats Asia and Europe as a single space, and China, not the United States, is its focal point.”

The Advancing the Development of OBOR Leading Group was formed in late 2014, with its leadership lineup revealed on February 1, 2015. This steering committee reports directly to the State Council of the People’s Republic of China and is composed of several political heavyweights, including the Council’s vice-premier Zhang Gaoli, evidence of the importance of the program to the government.

As argued in a June 2018 report funded by the US Department of State in partnership with the Asia Society Policy Institute and the Center for Strategic and International Studies, “(t)he effectiveness of China’s public diplomacy efforts ultimately rests on whether Beijing can influence public opinion and the behavior of political elites to the extent that it can secure economic gains, security concessions, and political wins from its counterparts (i.e., achieving a good neighbor dividend).” Moreover, the report continues, “while China’s financial support filled ‘a void left by the West’ …, critics raise the possibility that Beijing’s ready supply of capital may lead its recipients to debt insolvency as they enter into repayment.”

Sri Lanka is a case in point. Former President Mahinda Rajapaksa collected Chinese loans worth billions of dollars. As the country cannot repay them, it has been forced to sell the strategic Hambantota Port to a Chinese company for 1.1 billion USD to ease the debt burden. A similar situation can be observed in Uganda, where interest payments on current debt will eat up a staggering 17.5% of domestic revenues in 2018-19. This includes approximately three billion USD in Chinese loans, with 2.3 billion more being currently negotiated. In Central Asia, Tajikistan repaid a debt it had incurred with China for the modernisation of the Dushanbe-2 thermal power plant, the largest in the country, by handing over the Upper Kumarg gold mine to Chinese contractor TBEA, the same company that appears to have been complicit in inflating prices during works at Bishkek Heat and Power Plant.  

Does a good neighbour interfere?

As the Chinese state prepares to pour trillions of USD into infrastructure projects in Asia, Europe and Africa, a policy paper by the Washington-based Center for Global Development warns of the possible insolvency of borrower countries if current lending practices continue. Kyrgyzstan is listed along with seven other countries of “particular concern”. Obviously, the paper argues, the fear is that in the long term “(d)omestic spending on infrastructure and social services may be sacrificed in order to service the debt, with the problem compounded when governments borrow additional funds just to meet debt servicing needs.”

The key difference between Western donors and China is the latter’s principle of non-interference, which stands in stark contrast with the former’s conditionalities such as commitment to democracy, respect for human rights and the rule of law. For example, commenting on the Bishkek HPP corruption scandal, Chinese Ambassador to Kyrgyzstan Xiao Qinghua stated that “TBEA has accomplished its work within the project. And the investigation is an internal affair of Kyrgyzstan, and we do not interfere.”

Clearly, this makes collaborating with China extremely attractive for Kyrgyzstan’s elites, regardless of the knock-on effects of taking on unsustainable amounts of debt. However, as Chinese companies working in Kyrgyzstan are often state-owned or government-linked, for the average Kyrgyz they represent China, risking a backlash for Beijing’s public diplomacy efforts. Moreover, with the Atambayev’s presidency coming under increasing scrutiny, Beijing’s image could also be tarnished by association. In May 2018, parliament member Kanybek Imanaliev, also from the opposition Ata Meken party, called on parliament to investigate former PM Isakov’s collusion in a number of projects financed through Exim Bank, including contacts with CRBC.

Beijing’s adherence to non-interference in cases involving Chinese loans may be interpreted as support for corruption, lack of transparency and, ultimately, high debt servicing and possible state insolvency. It is high time for the Chinese authorities to actively investigate allegations of misuse of loans and to better regulate investments, lest scandals associated with Chinese funds and companies end up neutralising the ultimate objective of China’s public diplomacy.

A new investigation reveals another side of Chinese infrastructure projects in Central Asia: elite corruption.

Source: Gov.kgOn 26 June 2018, the Fergana website published my investigation unveiling corruption schemes behind Kyrgyzstan’s biggest infrastructure project, an alternative 433km road linking the capital Bishkek in the North with the country’s main city in the South, Osh. The project has been funded with a 850 million USD loan from the Export-Import (Exim) Bank of China under the One Belt One Road Initiative, with the China Road and Bridge Corporation (CRBC) as the main implementing partner.

According to the documents published on Fergana, former Minister of Transport and Communications Kalykbek Sultanov and the current Minister Zhamshitbek Kalilov – the latter allegedly one of former Prime Minister Sapar Isakov’s protégés – were responsible for the project. The documents indicate these officials colluded with the contractor CRBC to embezzle funds from the Chinese government’s infrastructure investments. Price tags were inflated by several orders of magnitude, from paying 1.1 USD per kilogramme of cement (cost on the local market: 0.07 USD) to paying 2,000 USD per month to provide office space to an engineer on the construction site.

In an interview with Azattyk, the Kyrgyz branch of Radio Free Europe/Radio Liberty, member of parliament and leader of the opposition Ata Meken party Almambet Shykmamatov stated that, given past cases of corruption in infrastructure projects, he does not believe “in the fairytale that not a cent was stolen” from the road construction contracts. In the same interview, officials from the Ministry of Transport and Communications threatened to press charges against me for the Fergana investigation.

Under former President Almazbek Atambayev’s six-year tenure, overpricing project costs appears to have been a widely implemented practice. Apart from road works, the same allegedly happened during the modernisation of the Bishkek Heat and Power Plant (HPP), which was also financed with a 386 million USD loan from China’s Exim Bank. As Fergana.ru reports, the Kyrgyz authorities and Chinese contractor TBEA (which was recommended by official Beijing for the modernisation work) signed accounting papers for $600 pliers, $14,000 video cameras and $1,500 fire extinguishers. A parliamentary committee concluded that approximately 100 million USD was embezzled in the operation. As a result, former Prime Ministers Jantoro Satybalidiev and Sapar Isakov have been arrested on corruption charges along with a number of other officials.

The BRI as China’s financial diplomacy

These projects have all been implemented through the One Belt One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI), the Chinese government’s paramount development strategy for connectivity and cooperation in Eurasia. The closure of the US military base at Kyrgyzstan’s Manas airport in summer 2014, through which most of the NATO-led International Security Assistance Force (ISAF) to Afghanistan passed, as well as the drawdown of USAID and other western donor activities in the country, has left a void which the Chinese government has been quick to fill with their own brand of public diplomacy, especially in the form of infrastructure development projects.

In Central Asia, the BRI was launched during Chinese leader Xi Jinping’s visit to Astana, Kazakhstan’s capital, and Southeast Asia in September and October 2013. Here, Xi Jinping proposed his vision of jointly building a “One Belt” land route through Eurasia and a 21st-Century maritime “One Road” from the South China Sea to the Mediterranean. The Economist has described the revolutionary potential of the initiative, which is viewed as “a challenge to the United States and its traditional way of thinking about world trade. In that view, there are two main trading blocs, the trans-Atlantic one and the trans-Pacific one, with Europe in the first, Asia in the second and America the focal point of each. Two proposed regional trade deals, the Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership, embody this approach. But OBOR treats Asia and Europe as a single space, and China, not the United States, is its focal point.”

The Advancing the Development of OBOR Leading Group was formed in late 2014, with its leadership lineup revealed on February 1, 2015. This steering committee reports directly to the State Council of the People’s Republic of China and is composed of several political heavyweights, including the Council’s vice-premier Zhang Gaoli, evidence of the importance of the program to the government.

As argued in a June 2018 report funded by the US Department of State in partnership with the Asia Society Policy Institute and the Center for Strategic and International Studies, “(t)he effectiveness of China’s public diplomacy efforts ultimately rests on whether Beijing can influence public opinion and the behavior of political elites to the extent that it can secure economic gains, security concessions, and political wins from its counterparts (i.e., achieving a good neighbor dividend).” Moreover, the report continues, “while China’s financial support filled ‘a void left by the West’ …, critics raise the possibility that Beijing’s ready supply of capital may lead its recipients to debt insolvency as they enter into repayment.”

Sri Lanka is a case in point. Former President Mahinda Rajapaksa collected Chinese loans worth billions of dollars. As the country cannot repay them, it has been forced to sell the strategic Hambantota Port to a Chinese company for 1.1 billion USD to ease the debt burden. A similar situation can be observed in Uganda, where interest payments on current debt will eat up a staggering 17.5% of domestic revenues in 2018-19. This includes approximately three billion USD in Chinese loans, with 2.3 billion more being currently negotiated. In Central Asia, Tajikistan repaid a debt it had incurred with China for the modernisation of the Dushanbe-2 thermal power plant, the largest in the country, by handing over the Upper Kumarg gold mine to Chinese contractor TBEA, the same company that appears to have been complicit in inflating prices during works at Bishkek Heat and Power Plant.  

Does a good neighbour interfere?

As the Chinese state prepares to pour trillions of USD into infrastructure projects in Asia, Europe and Africa, a policy paper by the Washington-based Center for Global Development warns of the possible insolvency of borrower countries if current lending practices continue. Kyrgyzstan is listed along with seven other countries of “particular concern”. Obviously, the paper argues, the fear is that in the long term “(d)omestic spending on infrastructure and social services may be sacrificed in order to service the debt, with the problem compounded when governments borrow additional funds just to meet debt servicing needs.”

The key difference between Western donors and China is the latter’s principle of non-interference, which stands in stark contrast with the former’s conditionalities such as commitment to democracy, respect for human rights and the rule of law. For example, commenting on the Bishkek HPP corruption scandal, Chinese Ambassador to Kyrgyzstan Xiao Qinghua stated that “TBEA has accomplished its work within the project. And the investigation is an internal affair of Kyrgyzstan, and we do not interfere.”

Clearly, this makes collaborating with China extremely attractive for Kyrgyzstan’s elites, regardless of the knock-on effects of taking on unsustainable amounts of debt. However, as Chinese companies working in Kyrgyzstan are often state-owned or government-linked, for the average Kyrgyz they represent China, risking a backlash for Beijing’s public diplomacy efforts. Moreover, with the Atambayev’s presidency coming under increasing scrutiny, Beijing’s image could also be tarnished by association. In May 2018, parliament member Kanybek Imanaliev, also from the opposition Ata Meken party, called on parliament to investigate former PM Isakov’s collusion in a number of projects financed through Exim Bank, including contacts with CRBC.

Beijing’s adherence to non-interference in cases involving Chinese loans may be interpreted as support for corruption, lack of transparency and, ultimately, high debt servicing and possible state insolvency. It is high time for the Chinese authorities to actively investigate allegations of misuse of loans and to better regulate investments, lest scandals associated with Chinese funds and companies end up neutralising the ultimate objective of China’s public diplomacy.

Word Sinhala is originated from the two words Sinha and Hela. Even during the Arrival of Buddhism to Lanka by Mahinda thero local people spoke Elu and as it is a regional variation of Prakrith, people in Lanka could understand sermons delivered by Mahinda in another Middle Indo-Aryan language called Magadha (Pali). Pali is more grammertised version of Magadha developed to compose Thripitaka by Theravada sector of Buddhists. It is completely wrong to say Sinhala has two vowels and a set of four consonants.

Kolkata: An anonymous letter has triggered a war words between Cricket Association of Bengal (CAB) ombudsman Ushanath Banerjee and state board President Sourav Ganguly over alleged conflict of interest of selectors Palash Nandy and Madan Ghosh.

Banerjee had received an anonymous letter a few days back which pointed out that senior selection panel chief Nandy was associated with a cricket coaching camp.

Further, it alleged that Ghosh, who moved from the senior to junior selection recently was both associated with a coaching camp and had also represented White Border Club in CAB meetings previously.

"The CAB had done nothing about it for a long time. For the pair, it was business as usual till the letter came and stirred a hornet's nest," a source close to the development said.

Ganguly shot off a letter, a copy of which was circulated to the media, asking Banerjee not to pay heed to such cases since the complainant did not reveal his or her identity.

"The Cricket Association of Bengal will not entertain any such anonymous communication and as such you being an important part of the organisation should follow the same. I feel you are not entitled to give any reply," Ganguly wrote.

Banerjee hit back within hours using strong language. The four-page rejoinder was also circulated to the media.

Banerjee rejected the former India captain's diktat, saying: "it is widely acknowledged that in the interest of maintaining transparency, organisations world over take cognizance of anonymous information."

To butress his point, he cited in the letter examples of cases where the judiciary has acted on the basis of anonymous information.

"You have been incorrectly advised by persons without any homework being done and based on mere knowledge in the subject matter in issue," Banerjee wrote to Ganguly.

"I humbly request you to kindly point out the said policy of CAB, as referred in your letter, and the date when so adopted," the reply read.

When contacted, the senior advocate gave an impression that the issue had been resolved but did not want to be quoted on any further action.

MUMBAI: Sony Pictures Network (SPN) India has renewed the media rights deal for the UEFA Euro Championship to telecast in the Indian subcontinent according to Insidesports.co. On the flip side, the broadcaster has lost one of its precious football properties, La Liga, to Facebook. The social media giant bagged the rights for the next four-year cycle.

The 2020 European Championship edition will be played across 12 European nations between 12 June and 12 July.

Sony in the earlier UEFA media rights cycle was also the official broadcaster for the UEFA Champions League and the UEFA Europa League, which were not the part of the UEFA Euro Championship deal.

The UEFA Euro 2020 qualifying draw will be held on 2 December 2018 at the Convention Centre Dublin in Dublin, Republic of Ireland.

Recently, UEFA has also renewed its worldwide master licensing deal with global sports and talent management agency IMG. The extended terms of the agreement will see IMG continue to serve as the exclusive master licensee for UEFA Euro 2020 and other major national team tournaments through to the end of 2022.

The deal provides Sony Pictures Network with the right to broadcast the UEFA Euro 2020 Championship matches and the Championship Finals. In the previous three-year deal SPN aired 546 UEFA international matches over three years in the run-up to the 2016 finals in India, Pakistan, Bangladesh, Sri Lanka, Bhutan, Nepal and Maldives.

The media right for La Liga was acquired by SPN for $32 million in 2014 till May 2018.

The Euro Championship games will be played at London, Munich, Rome, Baku, Saint Petersburg, Bucharest, Amsterdam, Dublin, Bilbao, Budapest, Glasgow and Copenhagen. Each city will host three group stage matches and one match in the round of 16 or quarter-finals. London will host the Group Stage matches, a round of 16 game, semi-finals, and final. Munich (Germany), Baku (Azerbaijan), Saint Petersburg (Russia) and Rome (Italy) Group Stage games and the quarter-finals. Copenhagen (Denmark), Bucharest (Romania), Amsterdam (Netherlands), Dublin (Republic of Ireland), Bilbao (Spain), Budapest (Hungary) and Glasgow (Scotland) will host Group stage and the round-of-16 matches.

LONDON — Somerville, Massachusetts, 26 May, 1989. Answerphone message, Beep:

"It's your brother-in-law, Andre. Arsenal needed to win by two clear goals at Anfield to win the league and did it with almost the last kick of the match!"

And that tinny, brief and precious Trans-Atlantic message was how I found out in post-university U.S. exile how my North London team had its greatest moment since 1971, winning the First Division title at Liverpool, a team that had dominated the English game since the late 1970s.

It's now globally known as the English Premier League, a multi-billion-dollar behemoth that is ubiquitous outside the stadiums in which it is played, paying some of the most eye-watering wages to international household names - Manchester United's World Cup Winner, Paul Pogba, Arsenal's Mesut Ozil, Chelsea's Eden Hazard, Liverpool's Mohammed Salah and Manchester City's Sergio Aguero to name but a few of its biggest stars. The new season begins Friday and the hype is in overdrive.

And where does this marauding cash cow get its vast mountains of money? In Great Britain, Sky Sports and telecoms group BT pay nearly 5 billion pounds ($6.43 billion) per season to the EPL to show live games. The league's 20 teams get a hefty cut, thus enabling huge wages for some superstars and also some extremely average players. In America, NBC has the broadcasting rights, for which it pays handsomely. A six-year contract through 2021-22 is worth about $1 billion. Stateside, games are shown in designated bars, or, via cable, on a phone or tablet.

Time zones are a challenge: get up early in the U.S. for weekend matches, watch later at night in parts of Asia. Acceptable to have a drink at 7.30am Eastern Time at kick off? Probably not. At Noon for the early evening game across the pond? Sure.

In the last few years, I've seen Arsenal play live on a screen from afar or caught video clips of goals seconds later online in several U.S. cities, France, The Netherlands, Greece, Morocco, Sri Lanka and Thailand. Failing that, there are countless live blogs or running commentary from increasingly agitated and deranged legions on Twitter.

Rewind to the early 80s, the start of my time away from England in the U.S.

A weekly phone call home with my parents was the key source of football information, or perhaps "The New York Times" or "The Boston Globe" would deign to print half an inch of results buried deep in the Sunday Sports section.

Later in the same decade, the Columbia University library provided recent copies of the British newspaper "The Guardian" where I could devour match reports and neglect my graduate studies on languorous afternoons.

It was all a long way from watching Arsenal in the flesh, a sometime visceral experience in the late 70s that involved some hair-raising, anxious encounters as a youth at home and away with supporters from rival teams.

Hooliganism was the scourge of the game in Britain for a good two decades and it had a death toll, spilling blood into Europe, as did poorly built stadiums up and down the country, and policing that treated fans like animals. Woe betide anyone who threatens the image of the EPL now - violence, empty seats at games, the cameras will swing away quickly.

But controversies over in-match refereeing decisions, playground spats between managers, as well as the actual action itself? Pile them on the gravy train.

In Britain, Sky Sports and BT, which demand monthly payments to watch live matches at home or in the pub, and the rather zealous tabloid media can't get enough of saying the English Premier League is the best in the world.

But is it?

Some would doubt that when exhilarating matches between the top tier of teams are a rarity. Around a dozen teams , also paying big wages, are desperately trying to stay in "The Show," to borrow a baseball phrase from the film "Bull Durham," and keep a grip on the revenue and public garlands for the teams' multi-millionaire owners.

It's certainly the most omnipresent. But Messi, Ronaldo and Mbappe - no introduction needed - don't ply their trade there.
