Allie Ayers, 24, who grew up in Snyder and graduated from Southwestern Oklahoma State University in Weatherford, launched her swimwear line at Packard’s in Oklahoma City earlier this summer.

She took the scenic way, if you will, to get to that moment but each stop – as a nanny, computer coder, struggling model, casting assistant and finally Sports Illustrated model -- got her to where she is today.

Oklahoma’s Congressional Delegation Reacts To Travel Ban Order      Cache   Translate Page   Web Page Cache
Members of Oklahoma’s congressional delegation have largely been supportive of President Donald Trump’s executive order that temporarily bans travel of certain foreign nationals to the United States. Under the order, citizens of Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen would not be allowed to enter the United States for 90 days. Over the weekend, permanent resident visa holders were detained at airports, which led to protests across the country. The White House later said permanent resident visa holders are from those 7 countries will be allowed. The order also places a 120 day freeze on the admission of refugees, and an indefinite halt on resettling Syrian refugees in the United States. Congressman Steve Russell, R-Oklahoma City, says he supports the executive order. Russell is a retired Army Lieutenant Colonel who saw combat in Iraq. He wants to make sure exemptions will be available for military interpreters, informers, and ousted political allies in the seven countries.

A Canadian County rancher and business owner says he will challenge 10-term U.S. Rep. Frank Lucas for the Republican nomination in Oklahoma's 3rd Congressional District. Robert Hubbard told The Associated Press on Monday: "We need to make some changes." The 69-year-old Republican will formally announce his candidacy Monday afternoon at the Oklahoma History Center. Hubbard received less than 4 percent of the vote in a four-way GOP primary race for governor in 2010 that included Mary Fallin and Randy Brogdon, but said his candidacy helped increase his name recognition. He's since been elected chairman of the Canadian County Republican Party. Oklahoma's 3rd Congressional District covers all of western Oklahoma , stretching from the Oklahoma Panhandle and southwestern corner of the state to the northern fringes of Oklahoma City in central Oklahoma . ---------------------------- KGOU is a community-supported news organization and relies on contributions from readers and listeners to fulfill

Celtics will play 76ers opening night (10/16), Christmas Day      Cache   Translate Page   Web Page Cache

The Boston Celtics will face the Philadelphia 76ers on opening night, which will fall on Tuesday, October 16, 2018 at 8pm, at TD Garden in Boston.

The team will follow that up with a match against the Toronto Raptors with their newest acquired player, Kawhi Leonard, on Friday, October 19 at 8pm in that city. The Cs will also play the 76ers in a rematch game of opening night on Christmas Day, also a home game for Boston.

Personally, I'd have enjoyed a Golden State Warriors-Celts matchup given they are the more likely NBA Finals opponents than any other team in the East save arguably the Raps, injuries and the whims of the basketball gods aside, but that honor goes to the Oklahoma City Thunder.

The Los Angeles Lakers and their newest player acquisition, LeBron James, will have the honor of getting obliterated by the Dubs, who seems like they would have been better served with a game against the 76ers, a team he spurned the advances of in free agency this summer.

It's looking quite possible Boston will get the booby-prize of two wins on key dates of the season (if a booby-prize that can be called) instead, but if you need any help with this sort of thing, Adam Silver, I'm free pretty much whenever.

This Week's Corrupt Cops Stories      Cache   Translate Page   Web Page Cache

A small-town Ohio police chief ODs on drugs he stole from his own department, a veteran Baltimore cop gets nailed for peddling pills, a TSA worker goes down for participating in a cocaine conspiracy, and more. Let's get to it:

[image:1 align:right]In Kirkersville, Ohio, the cause of death for the Kirkersville police chief was announced on Monday. Chief James Hughes Jr., 35, died of "acute fentanyl intoxication" after using drugs he stole from his department's evidence room. Police searching his home found packages of heroin, fentanyl, and LSD strewn about his living around, as well as three syringes, one containing traces of a powerful opioid, and another containing fentanyl.

In Oklahoma City, a now-former Cleveland Police volunteer reserve officer was arrested July 27 after being caught with nearly 160 pounds of marijuana. Terry Browne, 33, was fired immediately after being arrested. He now faces drug trafficking charges.

In Baltimore, a Baltimore police officer was arrested last Wednesday on drug trafficking charges after Baltimore County police officers observed him making a drug deal in a suburban parking lot. Officer Spencer Moore, a 14-year veteran of the department, and another man were detained, and police found three pill bottles containing over a hundred oxycodone pills in Moore's car. He is charged with possession with the intent to distribute a narcotic, possession of a controlled dangerous substance, and obtaining a prescription by fraud. He is being held without bail at the Baltimore County Department of Corrections.

In Baker, Louisiana, a now-former probation officer was convicted last Thursday of taking money to rig a city worker's drug test. Peron McCastle, 56, went down after he was recorded telling the worker the test had come back positive, but he had reported it as negative. He then demanded an unspecified sum of money from the worker. He was convicted of public bribery and is looking at up to five years in state prison.

In Pueblo, Colorado, a now-former state prison guard was sentenced last Wednesday to 60 days in jail for smuggling methamphetamine to a prisoner with whom she was romantically involved. Sarah James, 25, had pleaded guilty last month to a misdemeanor count of possession of contraband. She went down after she was caught coming to work with two packages of meth and a love letter to the inmate in her lunchbox. She admitted to being paid $2,000 on each of three occasions she had smuggled drugs into the jail.

In Charlotte, North Carolina, a former Transportation Security Administration (TSA) officer was sentenced Tuesday to 25 years in federal prison for participating in a cocaine trafficking conspiracy that introduced large quantities of the drug into North Carolina cities. Jamie Blunder, 50, was convicted of drug trafficking conspiracy and firearms charges. Blunder wasn't accused of trafficking drugs at his airport job, but he did use his TSA position to avoid police detection while traveling.

Antes New Orleans Pelicans visitará a Memphis Grizzlies y Houston Rockets a Philadelphia Sixers.

Normally a day reserved for the league's best teams or brightest stars, the Cavs will not be playing on Christmas for the first time in four years, a timeline that coincided with James' return to Cleveland in the summer of 2014.

There will be no game for the Cavs on MLK Day either, as the Milwaukee Bucks, New York Knicks, Boston Celtics and Philadelphia 76ers will represent the Eastern Conference on that day.

The first week of the season features 15 teams in the national TV spotlight. The Cavaliers are not one of them.

It remains to be seen how much national coverage they will receive this season, as the remainder of the schedule has not yet come out. Still, it's clear that James being in Los Angeles has taken the focus away from Cleveland and sent the reigning Eastern Conference champions into national TV obscurity.

Opening Night is scheduled for Tuesday, Oct. 16. The season starts with the Celtics hosting the 76ers. To cap the night, the Golden State Warriors will receive their championship rings before playing the Oklahoma City Thunder.

James' new team will get plenty of time in the spotlight. The Lakers are scheduled to play twice on national TV during the first week. They travel to Portland on Thursday, Oct. 18 -- the second game of TNT's doubleheader and the first game for James in the purple and gold. Two days later, James' Lakers will host the Houston Rockets -- one of the four teams he considered in free agency -- at 10:30 p.m. on ESPN.

As has been the case for the last three years, James' December get-together with rival Golden State is scheduled for Christmas. The Lakers-Warriors will be the fourth game on Dec. 25.

The other Christmas games are Milwaukee vs. New York, Oklahoma City-Houston, Boston playing host to Philadelphia and Blazers-Jazz.

James will also get top billing on MLK Day, as Los Angeles hosts Golden State to cap the star-studded night.

Houses of Worship Mobilize for Back-To-School Time      Cache   Translate Page   Web Page Cache

webRNS School Drives5 080218OKLAHOMA CITY (RNS) — Christy Watson, communications director for the Oklahoma State School Boards Association, said she has noticed a definite uptick in engagement between houses of worship and public schools throughout Oklahoma. Since much of the activity occurs at the grassroots level, though, it’s difficult to quantify, Watson said.

OKLAHOMA CITY (RNS) — On a recent weekend, Pamela Jennings brought her 7-year-old granddaughter, Amara, and 4-year-old grandson, Trend, to People’s Church, an evangelical congregation. But though Jennings is a Christian, the family didn’t come for worship.

Instead, they were drawn by the church’s Day of Hope — an annual Saturday event where volunteers give away 3,200 backpacks filled with school supplies and offer free services such as medical exams and haircuts.

“It’s just awesome because some people really can’t afford to get school supplies or get a haircut,” Jennings said. “This is a real blessing for a lot of people.”

Christy Watson, communications director for the Oklahoma State School Boards Association, said she has noticed a definite uptick in engagement between houses of worship and public schools throughout Oklahoma. Since much of the activity occurs at the grassroots level, though, it’s difficult to quantify, Watson said.

Houses of worship and schools “are both places people turn to and gather at in times of celebration and need,” she said. “So it makes a lot of sense that they would join forces to serve their communities.”

The Oklahoma State School Boards Association gives an annual award for outstanding community partners, and each year, school districts nominate faith groups, Watson said.

The Southern Baptist congregation not only buys school supplies and provides mentors for students, Watson noted. It also served as a temporary school location for an entire year after a tornado devastated the community.

“I don’t have any baseline data, so I’m reluctant to claim there is a trend of any sort,” said Lallie Lloyd, director of All Our Children, a national network that promotes church-school partnerships as a way to address social justice. “However, our organization was formed because we noticed that these ministries were emerging.”

Lloyd, whose organization is affiliated with the Episcopal Church, said church-school partnerships typically have two purposes. “One is to provide direct services to the children … and that’s where the school supplies would come in,” she said.

“But the second purpose, and really the motivating aspiration and dream behind All Our Children, is taking a more systemic approach to the realities of educational inequity.”

Photo by Kemberly Groue/U.S. Air Force/Creative CommonsAccording to the National Retail Federation, families with children in elementary through high school will spend an average of $684.79 on back-to-school shopping this year.

But for the poor, buying crayons and pencils, much less shoes and jackets, can be a major financial burden, which has inspired many houses of worship nationwide to get involved, said leaders of faith groups doing back-to-school work.

“Islam teaches that you cannot just sleep at night if your neighbor is hungry next door,” said Wassalam Shahid Farooqi, national coordinator for Islamic Circle of North America's back-to-school drive. That principle applies to children who need school supplies, Farooqi said.

This year, the ICNA drive is distributing 50,000 backpacks in 34 states. Both numbers have increased every year since the project’s launch six years ago, he said. The Northridge, Calif., mosque is among the participants.

Sandi Matz, co-president of the National Council of Jewish Women in Southfield, Mich., said her organization aims to help women, children and families.

Before school starts, the group will welcome 600 Detroit schoolchildren to a shopping spree, Matz said. “They will come and shop — but they don’t pay — for a complete set of clothing, jacket, hats, mittens, pants, shirt, shoes, underwear and a backpack that will be filled with supplies and a book.”

Some of the children never have owned a new pair of socks and light up at how soft they feel, she said, “just like you gave them the biggest candy bar in the world.”

School supplies, haircuts, medical exams, entertainment and more were available for free at the event. RNS photo by Bobby Ross Jr.Andy Wynn, People’s Church’s director of communications, said it’s easy to forget how costly a new school year can be.

“You’ve got to get new clothes for your kids. You’ve got to get school supplies, immunizations, haircuts, shoes and things of that nature,” Wynn said. “So when you multiply that across having four or five kids, and maybe being a single parent and having only one job, it can really add up to where it’s not possible.”

In addition to school supplies, People’s Church regularly dispatches remodeling, painting and landscaping crews to public school buildings.

“It’s just another part of being part of the community … and just showing the love of Christ,” Wynn said.

At Day of Hope, bounce houses and “Veggie Tales” screenings on big screens welcomed children and parents. Volunteers wore bright red T-shirts with the message “How may I serve you?” on the front.

Member Keyona Thompson’s 3-year-old grandson, Isaac, was helping stuff the backpacks.

Thompson said she was motivated to volunteer “by that one smile, that one parent that’s struggling, that one kid that any other day wouldn’t be able to have any type of supplies.”

A fellow volunteer, La Keena Carter, agreed. “The community needs to know the church is there for them, no matter what the situation, that there’s always going to be an open door.”

OKLAHOMA CITY (AP) — The Oklahoma Board of Pharmacy has named Dorothy Gourley of Ardmore as the agency's interim executive director. The board appointed Gourley to the post on Wednesday, two weeks after firing previous director Chelsea Church. Church was fired July 25 after investigators confirmed she is the target of a bribery probe involving text messages she exchanged with a top lawyer involved in writing the state's new medical marijuana rules. Church has not been charged with a crime, but investigators say they are looking into a series of texts in which Church appears to offer the lawyer a higher paying job in exchange for medical marijuana rules, including requiring a pharmacist in every marijuana dispensary. Gourley, a former member of the Pharmacy Board, previously served as a consulting pharmacist to rural hospitals.

Cold comfort seems like the wrong way to describe this latest news. But as we sink into August and the dog days of Summer, maybe we should all be thankful to live in Memphis, and not one of the nine American cities even beastlier, according to a new list of America's sweatiest cities created by Honeywell Fans with Environmental Health & Engineering consultants.

The winners are: 1. Orlando, Florida — As hot and bug-infested as Walt Disney's Orlando World may seem, it's easy to maintain a smile and cheerful demeanor by reminding yourself that you're not in Tampa. 2. New Orleans, Louisiana — Nothing produces more sweat for less effort, than standing roadside on Carrollton, waiting for a streetcar. But at least it's not Orlando. 3. Phoenix, Arizona — Where dry heat meets dry heaves. 4. Dallas, Texas — Like a prison movie where the sadistic warden punishes inmates by locking them in a boiler room. 5. Las Vegas, Nevada — Like somebody covered Dallas in glitter and feathers and stuck it in a sauna. 6. Oklahoma City, Oklahoma — Heat like a blazing fist that reaches down your throat and rips out your tongue. 7. Kansas City, Missouri — Forget the heat, try the brisket. 8. Austin, Texas — Cooler than Dallas in most regards. 9. Atlanta, Georgia — Would be one of America's most miserable rush hours if not for a proper bar at every exit. 10. Memphis, Tennessee — Paradise (comparatively). And besides, who's got time for weather talk when there are Bird Scooters to complain about?

Trei meciuri vor avea loc pe 21 ianuarie, cu ocazia Martin Luther King Day: Memphis Grizzlies - New Orleans Pelicans, Philadelphia 76-ers - Houston Rockets şi LA Lakers - Golden State Warriors. SANTO DOMINGO.

BuzzFeed cheers YouTube for tagging wrong-think videos with liberal propaganda      Cache   Translate Page   Web Page Cache
YouTube is now adding fact checks to videos that question climate change, BuzzFeed News has confirmed, as a part of its ongoing effort to combat the rampant misinformation and conspiratorial fodder on its platform. On July 9, the company added a blurb of text underneath some videos about climate change, which provided a scientifically accurate explainer. The text comes from the Wikipedia entry for global warming and states that "multiple lines of scientific evidence show that the climate system is warming." This new feature follows YouTube's announcement in March that it would place descriptions from Wikipedia and Encyclopedia Britannica next to videos on topics that spur conspiracy theories, such as the moon landing and the Oklahoma City bombing. In doing the same for climate videos, the company seems to be wading into more fraught and complex intellectual territory.

The line started forming bright and early early outside the Oklahoma City headquarters of Feed the Children.

Teachers from places such as Noble, Okemah, Sulphur and Snyder waited patiently — some for two hours — to stake their claim on a warehouse full of donated books and classroom supplies.

Cristy Gosset, a vocal music teacher at Western Oaks Elementary School in the Putnam City District, picked up dry erase markers, spiral notebooks and tape, along with a new printer.

"We get a budget that we have to spend on supplies, but we have to choose what we spend that money on," Gosset said.

Klay Thompson to OKC

There are still two months before the 2018-19 NBA season starts, but most people are already expecting the Golden State Warriors to take home the Larry O’Brien Trophy once again. After winning back-to-back NBA championship titles, the Warriors managed to retain their core of Stephen Curry, Kevin Durant, Klay Thompson, and Draymond Green. They even got stronger with the acquisition of All-Star center DeMarcus Cousins in free agency.

However, things are expected to change when Klay Thompson hits the free agency market in the summer of 2019. If Thompson and the Warriors fail to reach a mutual agreement regarding his next contract, the All-Star shooting guard is expected to entertain offers from other NBA teams. According to Metro USA, one of the teams who could express interest in signing Thompson is the Oklahoma City Thunder.

This Log Cabin Has Collapsed      Cache   Translate Page   Web Page Cache
Commentary, Log Cabin Republicans, Republican Party, Georgia

By endorsing a homophobe — and blasting a female black candidate — the Georgia chapter of the LGBTQ Republican group highlights its own irrelevancy.

CommentaryLog Cabin RepublicansRepublican PartyGeorgiaThis Log Cabin Has CollapsedAmanda Kerri

Way back in the before times of 2016, I wrote a pretty apologetic article about Log Cabin Republicans. Way back in March of 2016, which seems so long ago, it wasn’t that bad of a take, and in rational universe it would still be. Well, we don’t live in a rational universe; much less a rationally-run democracy.

In the times before the Republican Party was led by a guy who’s probably about to tweet himself into prison, it made sense to arguably be a fiscally-conservative LGBTQ person and side with the Republicans while trying to push it away from its ties to the religious right. Being LGBTQ doesn’t default you to having progressive politics (look up Roy Cohn) by a long shot, so it made partial sense. In the before times. I can’t justify that take anymore, and I can’t rationalize why any queer person would still be a Republican in 2018.

Last week, the Georgia Log Cabin Republicans endorsed Brian Kemp, a vocal advocate for “religious freedom” legislation, for governor. Why? Just why? In the chapter's 23-year history, this is the first candidate for governor they’ve ever endorsed. They said they wanted him to win against the “radical liberal Stacey Abrams,” a black woman who’s very pro-LGBTQ. I’m guessing by “radical liberal” they mean, “bad for my wallet.” That’s the only possible reason why I could fathom why any LGBTQ person would oppose anyone on the left at this point. With Republicans putting Mike “Reparative Therapy” Pence in as vice president, a William Faulkner villain as attorney general trying to create some sort of religious liberty commission to circumvent basic equality, and Trump revoking pro-LGBTQ regulations through executive orders, they’ve gone on a bigotry bender like someone who’s fallen off the wagon.

Not that long ago, I got into a little Twitter spat with a gay guy who was all about Trump and MAGA. Instead of name calling and shouting at him, I tried to get him to see that Trump and conservatives weren’t the best people for LGBTQ folks. He had a pathological hatred of Muslims and kept citing how ISIS has executed gay people by throwing them off buildings, and asking why I love Muslims more than I love LGBTQ people. What a canard.

He insisted Trump was out to protect LGBTQ people and was tough on the gay-killing Muslims. I pointed out how President Ergodan in Turkey had used police to brutally suppress Pride celebrations, and Trump had no problem doing business with the leaders of Muslim countries such as Saudi Arabia, Qatar, and others. He basically handwaved away those facts by saying how he wanted Trump's businesses to succeed and how much he wanted good commerce. Look, don’t ask me how he managed to pull off those mental gymnastics because I can’t even begin to explain it. Yet there he was, attacking me, a liberal trans woman, for loving Muslims, but ignoring that Trump and Republicans have not only done nothing to address the treatment of LGBTQ people in some of these countries, but actually profited by doing business with them, while spreading anti-LGBTQ sentiments here in America.

The Georgia Log Cabin Republicans also said they opposed Abrams because she was supported by “liberals and socialists” and was exploiting the LGBTQ community by “putting identity politics over the real needs of Georgians.” I know and most of you know, that advocating for equal rights and protections for minority groups isn’t a bad thing. You can do it without hurting other people’s rights, or hurting businesses or the economy. I say economy because that’s all it seems to come down to. Well, that and probably a bit of whiteness.

Ultimately, I can’t fathom the mindset that it takes to believe that money and other forms of privilege will save gay Republicans from discrimination. It takes a sort of selfishness and willful blindness to look around at what is happening and saying, “Yeah, I’ll be fine.” Money doesn’t go far when you’re denied a job to keep replenishing it. That money and privilege is useless if you’re denied entry into places to spend it. It most certainly doesn’t help you when they build an entire system to oppress you to the point no amount of privilege and money saves you from being punished by it when it criminalizes a core component of who you are.

The Log Cabin Republicans don’t quite understand that there is no future in their party for them. They are useful tokens to shield behind and be exploited to convince the rubes that they aren’t bigots. They’ve tried for years to push their party to drop anti-LGBTQ attitudes to absolutely no success and actually have stood there and watched as they’ve double-downed on it all over the country through state and local governments passing discriminatory laws. It’s readily apparent it’s all about the money, and most likely hetero-normative and white privilege that guide their decision-making. What they don’t see that’s readily apparent to anyone who’s familiarized themselves with history, is that being the token just means that they get to be the last ones who get punished; but punished none the less. There is no reason to pity or reason with them, they made their choice, let them have it.

Gaps Remain In Oklahoma's Spanish Language Weather Warnings      Cache   Translate Page   Web Page Cache
There have been a number of weather-related deaths in Oklahoma since storms and flooding began on Friday, including a firefighter who died during a water rescue, and a 48-year-old woman who was killed after a tornado struck her home. Nearly two years ago, a powerful tornado the widest on record struck the rural outskirts of Oklahoma City. Fortunately it missed heavily populated areas, but the ensuing flash flood killed 13 people in Oklahoma City, including nine Guatemalan immigrants. That spurred efforts to provide Oklahoma’s Spanish speakers with more access to severe weather information. But despite improvements, gaps in communication remain. Jacob McCleland from KGOU reports. More than a dozen tornadoes ripped through Oklahoma on Wednesday, destroying homes and injuring 12 people. The Oklahoman reports that the damage is widespread and that the thunderstorms that spawned the twisters also brought lots of rain that could lead to record flooding. The paper reports: "No deaths were reported, but 12 people were taken to local hospitals, two with critical injuries, after a mobile home park at SE 48 and Hattie in Oklahoma City was struck by a tornado. EMSA crews were searching the park late Wednesday for more injured people. "A tornado Wednesday night destroyed the Best Value Inn east of Interstate 35 in south Oklahoma City, demolished a nearby storage facility and damaged Frontier State Bank. Oklahoma City police officers and rescue workers using flashlights searched the wreckage of the large motel for survivors, hampered by flooding, a driving rain and lightning. An ambulance rushed an injured person from that area to a hospital. The person's condition was

How dare Alex Jones, and his followers, under the guise of Christian discernment, slander the parents of little Noah Pozner and call them liars for having a "supposed son" who "reportedly" died at the Sandy Hook Elementary School. Bob Enyart celebrates and is rooting for the lawsuits against Jones and agrees with the Texas attorney Mark Bankston that it is already a victory that Jones has acknolwedged that the parents' son truly died. Bob also especially rebukes the Christians who lose crediblility by repeating any of Jones' paranoid claims including that:
- the Sandy Hook school massacre never happened
- that 9/11 was an inside job
- that the Muslim terrorist Boston & San Bernardino attacks, the Oklahoma City bombing, the Columbine, Aurora theater, Orlando, and Mandalay Bay massacres were false flag or some such conspiratorial operations; and
- that the government bought a billion bullets in 2013 to use against the American public and

Why Is 3.2% Beer Drying Up?      Cache   Translate Page   Web Page Cache

CHICAGO -- Al Capone, speakeasies and now 3.2% beer: All are fading into ghosts of Prohibition as the number of states that restrict c-stores to selling the low-alcohol beer shrinks to only two. Meanwhile, the opportunities for retailers in the newly full-strength states are only beginning to reveal themselves.

First, a little history lesson: Shortly after the Volstead Act repealed Prohibition in 1933, several states enacted their own laws limiting the maximum amount of alcohol in beer to 3.2%. Today, only five states still enforce these laws, which require c-stores and supermarkets to sell 3.2% strength while private and state-operated liquor stores mostly enjoy a full-strength-beer advantage.

But within the next year, three of those states—Oklahoma, Colorado and Kansas—will enact laws that allow c-stores to sell full-strength, or “full-point,” beer. The sales opportunities for retailers in these states are considerable.

“In Kansas, Oklahoma and Colorado, what you are seeing is a comprehensive beer renaissance taking shape,” says Joe Vonder Haar, president and CEO of iSee Store Innovations LLC, St. Louis.

Merchandising Opportunities

The beer bar is being raised as more consumers seek brews with higher alcohol content.

In Kansas, Thomas Miller, director of operations for Topeka, Kan.-based Haag Oil Co., is following the yellow brick road—right into the 33-store chain’s soon-to-be-established beer caves, with an infusion of new brands, craft beers and an opportunity to sell higher-profit, single-serve varieties chilled on ice.

“We’ve begun looking at new brands and have toured some Missouri stores to get a sense of their beer departments,” says Miller, whose chain will be able to sell full-strength beer thanks to the Kansas full-strength beer law, which takes effect in April 2019. “We’ll run numbers about how much more we project to sell, and how much more space to allot. If we don’t have room for walk-in cooler space, we’ll bring in satellite coolers.”

A treasure trove of merchandising opportunity awaits. “With full-strength beers, there’s a chance for us to sell a significant volume of 24-ounce cans, which is new for us because with 3.2% it’s been all about six- and 12-pack sales,” Miller says.

Opportunities abound, but some transitioning states are experiencing growing pains. Oklahoma in May suffered a shortage of 3.2% beer stemming from the transition to so-called “high beer” as the new law takes effect Oct. 1—a domino effect that could affect Kansas and Colorado.

The bigger issue in Oklahoma, however, is the large universe of c-store companies yet to secure licensing and perform employee training. “It is vital that anybody who plans to carry any alcohol begin the licensing process as soon as possible to avoid wait times,” says Candace McGinnis, executive director of the Oklahoma Petroleum Marketers and Convenience-Store Association. “The current wait is 60 to 90 days to issue a license, but that wait will dramatically increase as Oct. 1 approaches.”

Larger chains, such as Oklahoma City-based Love’s Travel Stops and Tulsa, Okla.-based QuikTrip Corp., have obtained licenses, while smaller companies have been slow to act, McGinnis says. Employee training, which can be completed online, is another prerequisite for selling high beer.

To accelerate the merchandising end, McGinnis says the association invited 30 craft beer and wine exhibitors to its trade show earlier this year to engage with c-store companies and allow members to sample brews and strike distribution agreements.

“This whole process is new territory for us,” she says. In addition, Oklahoma has 14 dry counties that voted to become “wet” beginning later this year, adding another complication to the transition.

Supply Side

C-store retailers in Utah and Minnesota, meanwhile, are still restricted to selling 3.2% beer, but they will face a potentially dwindling amount of supply. When Oklahoma and Colorado (Jan. 1, 2019) commence full-strength-beer merchandising, the percentage of 3.2% beer required to meet demand will plummet from 1.8% of all beer brewed in the U.S. to 0.7%, says Dave Davis, president and chief legal officer for Salt Lake City-based Utah Food Industry Association.

About 1,160 miles west of Kansas, Patsy Varpula, pricebook category manager for Las Vegas-based Fabulous Freddy’s, just wants some supply assurances for the chain’s Utah stores. That state accounts for about 30% of total U.S. 3.2% beer sales. As demand for 3.2% dwindles, a potential cut in supply would leave Utah retailers in a lurch.

“Our Utah store beer sales make up anywhere from 6% to around 10% of in-store sales,” says Varpula, whose chain owns and operates eight stores in two states. “I imagine this would drop to 2% to 6% (with supply disruptions) and we’d eliminate beer caves and stick with a door or two of offerings.

“If MillerCoors and Anheuser-Busch decide that 3.2% production will end or be cut back,” she continues, “we’d be forced to try and fill the void by other means, starting with local craft brewers.”

With no state legislative proposals on the table to incorporate full-strength beer, Utah retailers “are tracking supply closely, and it’s a problem—to the tune of losing as much as 40% of supply,” Davis says.

“We’ve been working with brewers on solutions, and they indicate that there’s no intention to abandon the state,” he says. “But no doubt that the slowest-moving SKUs will be eliminated, meaning less selection. We’re trying to stay on top of sales and supply issues and then report back to the state legislature about it.” Large brewers that CSP contacted for this story about their 3.2% beer planning did not respond as of press time.

The state of Utah controls all liquor stores. That said, they account for only 2 million gallons a year in beer sales, while c-stores and grocery stores’ 3,000 locations sell 32 million gallons a year, Davis says.

Bump Williams, principal with Shelton, Conn.-based The BWC Co., which advises beer, wine and spirits producers on brand sales, marketing and analysis, is not aware of any brewers planning to cease production of 3.2% beer, “although it makes a lot of sense to do so if only two states are going to be left selling it,” Williams says.

“To be honest, I’m not sure who would want to brew it, distribute it, sell it or buy it,” he says. “It makes all financial and logistical sense to stop producing this beer and simply focus on the big-volume states that represent the largest volume opportunities.”

Many consumers today are also less interested in lower-alcohol options.

“We’ve seen people leave the beer category in search of other options, such as flavored malts, that provide greater ABV. People want higher alcohol but not necessarily higher flavor,” says Tom Pirko, managing director for Buellton, Calif.-based Bevmark, a food and beverage consulting firm. “The higher alcohol is part of their identity.”

‘Seeking a New Category’

In Minnesota, c-stores have a minor stake in 3.2% beer sales; estimates put it at less than 4% nationwide supply. Retailers, however, are still scrambling to offset sales losses from a state law that opened up Sunday beer sales to liquor stores in 2017. Prior to the law, c-stores were the go-to place for 3.2% beer on Sunday. Convenience retailers are seeing 60% to 80% declines in Sunday beer sales, says Lance Klatt, executive director of the Minnesota Service Station and Convenience Store Association (MSSA).

Meanwhile, tobacco is under pressure from a new state law that has raised the purchase age to 21, and bans on menthol products are in effect in five cities. This has MSSA “seeking a new category” to fill the void, Klatt says.

The association plans to introduce a proposal to the 2019 General Assembly to allow convenience stores to sell full-strength beer, but it would omit wine or spirits, which have been included in past proposals. Klatt says this would reduce liquor stores’ resistance to the proposal.

“We’re not looking to get greedy or to hurt liquor stores,” he says. “We need to have a category restored” due to what’s been lost.

Only 10% of Minnesota c-store companies sell 3.2% beer, and a portion of those sales come from independent chains that regard beer as a vital category, Klatt says. If a full-strength law were to go into effect, 85% to 90% of c-store companies would begin to sell beer, barring local restrictions.

Minnesota retailers hope to ramp up full-strength beer merchandising to replace lost business if MSSA’s legislative proposal makes it into law next year. Josh Lund, owner of Beaudry Express, a single Shell-branded c-store in Elk River, Minn., will be ready with small satellite coolers to fill with canned or bottled beer if cooler space isn’t set aside yet. To this point, selling 3.2% brews doesn’t cut it for the retailer.

“Absolutely—we would be selling [full-strength] beer right away if a regulation allowed us to,” Lund says.

Full Strength Ahead

For retailers in states that will soon allow sales of full-strength beer, they must plan months in advance to integrate the new product into their sets, Vonder Haar of iSee Store Innovations says. “This market share is all new—it’s not just new business, but it’s new share.”

He offers the following tips to put retailers in a solid position to succeed:

  • Plan for success rather than for beer “availability.” Establish a game plan for walk-in cooler space, remote cold merchandising and other areas of the store, including floor space and beer troughs. “Look to add coolers while avoiding knocking down walls. Take advantage of underutilized cold space,” he says.
  • Become proficient at suggestive selling. Rather than having a customer walk back to the cold vault to buy beer, establish “positive  interruption points” with display and awareness.
  • Capitalize on singles and the gross-profit advantage that comes with it. “C-stores own the single beer (and other beverage category) business—it’s part of their customers’ daily routine.”
  • Create a tactical, well-thought-out game plan for transitioning to full-strength while being mindful of out-of-stocks and oversupply.
  • Inform customers about the new beer offerings—and do it without losing 3.2% beer sales in the days and weeks prior to the change.

With the new full-strength-beer opportunity next spring in Kansas comes a tricky SKU rationalization effort to prune other cold-vault beverage categories, including bottled water, energy drinks and isotonics, says Miller of Haag Oil. “We’re having conversations with distributors of these categories to inform them of potential cutbacks,” he says.

For instance, one energy-drink brand that Haag Oil carries accounts for 53% of brand sales. “You have to do the math and realize some SKUs will go away to make room for beer,” he says.

While Miller and other retailers are excited to be part of the full-strength-beer business, Lund of Beaudry Express hopes the state of Minnesota will allow him the same opportunity in 2019. It also means he can retire what has been a routine at his store for some time.

“If someone comes in and asks where my beer is I usually say, ‘You must not be from Minnesota,’ ” Lund says.
