WASHINGTON, D.C. - The Republic of Kazakhstan on Aug. 6 moved to stay the execution of a judgment confirming a $497,685,101 arbitral award, pending the outcome of its appeal in the District of Columbia Circuit U.S. Court of Appeals (Anatoli Stati, et al. v. Republic of Kazakhstan, No. 14-1638, D. D.C.).
Comment on Aussie Agriculture Minister on Climate Change: “I don’t give a rat’s if it’s man-made or not … you shouldn’t feel afraid to turn on a heater or light at night.” by Crispin in Waterloo      Cache   Translate Page   Web Page Cache
Tom Thank you for remembering the hundreds of millions who have no electricity at all, and have to pay cash to a kiosk to get their phones charged once a week to receive text messages from family employed in the cities. The Minister is talking common sense - a rare commodity as we know. Curiously, in several countries in Central "Cold" Asia, electricity is taken as a right, and virtually the entire population has it (over 95%), even if they do not use it for heating. My point is that soon there will be a greater % of Australians without reliable electricity than people living in rural Kyrgyzstan or Kazakhstan. You know your economy is in trouble when your social metrics are outperformed by the 'Stans (apologies to the 'Stans for using you as an example - there are others). And how much does electricity cost the poor in Kyrgyzstan? It was recently increased to $0.02 per KWH from $0.015. Suck on that, Sydney.

Book safes are an age old way to stash one’s treasures–the key to a safe, a private document, a flask, cash, jewelry and of course… secret love letters. And you can use them while traveling to hide your ipod, back up cash, or other valuables from would-be thieves. And of course if you end up wrongfully imprisoned, they work as an excellent place to stash a rock hammer for tunneling your way to freedom. Not only are book safes fun to possess, they also make a cool, unique gift.

First some considerations when looking for a book safe. The whole point is to conceal something from prying eyes, so be careful what book safe you choose. You don’t want it to stand out in your book case. If this is for yourself, choose a book that will fit in on your shelf. If you’ve got a shelf full of new mystery paperbacks, a large vintage medical textbook will look suspicious and out of place. Additionally, consider picking a book that people aren’t likely to pull off your shelf out of curiosity. Think “The Economic History of Kazakhstan” instead of “The Secrets of Better Sex”. But if you’re giving the book safe as a gift, choose a volume that suits the personality and interests of the intended recipient. For Whom the Bell Tolls for Dad; Nancy Drew for little sis.

Now about my book safes, what makes them different?
Usually I only use upcycled used books, not new. This allows the wear and tear of a book add to the charm of your safe while lending a bit of charm to your collection. Besides, cutting up a new, unread book defeats the original purpose of that literary masterpiece. Think of it as a second life for a book that has been enjoyed.
Unlike many home crafted book safes, I have added a few construction design upgrades of my own. Learning from my woodworking experience I experimented and came up with the following improvements. (Technically, a book is “wood” so this is not too much of a departure from what I usually craft.
#1 – These safes have been crafted with “natural” page edges. Meaning that I do not just coat the outer, exposed page edges with a layer of glue. My safes actually appear to be an unaltered book when closed. You can actually thumb the pages and they separate along the edge, just like a regular book.
#2 – Internal reinforcements. In larger, thicker books, I have found a way to insert metal pins that keep the book safe square and ridged. These metal pins are totally concealed. Some other book safes tend to “droop” since so much of the internal page material removed to create the cavity.

Note: Any props in the pictures are NOT INCLUDED. Electronics, cash, jewelry and other items are used to demonstrate scale of the book and compartment.

Cache   Translate Page   Web Page Cache

Projectsafespace.org

Facebook

Eu.spb.ru

Inside Play NYC, New York's largest video game convention       Cache   Translate Page   Web Page Cache

New York City’s largest video game expo Play NYC only debuted in 2017, but Play NYC 2018 is already bigger in every way: more games, more digital art, more playtime, a bigger venue and a new social mission. In its new home at the Hammerstein Ballroom, Play NYC 2018 is going down Aug. 11-12 featuring nearly 150 games by dozens of indie developers from the five boroughs for every platform, from apps to PC games, consoles from Xbox One to the Nintendo Switch, and virtual reality on all the popular rigs including Oculus and PSVR.

We asked Dan Butchko, founder of Play NYC and CEO of Playcrafting, where developers can learn to code, network and market their games, for all the details about New York’s largest video game convention.

What’s new at Play NYC 2018?

Play NYC 2017 fit 5,000 people into Terminal 5 during its inaugural year, which is going up to 10,000 people for Play NYC 2018 at the Hammerstein Ballroom, a venue also used by New York Comic Con. Attendees can choose between two sessions each day to give you more time to play all the games — don’t miss Unicornelia, which has you physically step into the hooves of a unicorn and use your horn to complete tasks!

“Thanks to the new space, we’ve been able to add another full floor of games, with almost 40 more exhibitors than last year,” says Butchko. “The space itself is a great place to grow the show for years to come, with the ultimate goal to take over additional venues inside the Manhattan Center.”

Panels have also been opened up to all attendees, with a main stage where developer interviews, game announcements, special guests, live gameplay and more will take place right on the expo floor.

What makes Play NYC different

Play NYC focuses on independent developers who would be overshadowed at other conventions by the big players like Blizzard and Epic Games. Think of it as the mom-and-pop game convention, where you’re getting a chance to play games with surprising and unconventional concepts.

“I like to call New York the ‘final frontier of games’ in the U.S.,” says Butchko. “New York City features thousands of creators who are actively making and releasing games, even without the government-funded tax incentives places considered meccas of game development like Los Angeles, San Francisco and Seattle receive.”

While a few big players have a presence in the city, notably Avalanche Studios, the lack of financial incentives have allowed small to medium independent studios to thrive. “[They] embody the New York ‘won’t quit’ attitude that helps them succeed against the odds,” with successful releases largely on the online game portal Steam and the Nintendo Switch, as those platforms are the easiest to self-publish on.

Play NYC is as much for them as it is for you: These developers often don’t have the funds to pay beta testers, so expect to see some in-progress games at the convention with developers eager for feedback.

A new social mission for Play NYC

Outside of eSports, video games are still seen as the realm of young white men — but looking around at the Play NYC crowd will show you immediately that gamers come in all ages, races and genders.

“We’ve done a number of initiatives to further promote inclusivity and diversity in games, including our annual Women In Games event, support of GaymerX and other initiatives,” says Butchko. “But given the current climate, we really wanted to make a statement with this year’s Graffiti Games initiative.”

Housed inside the Hammerstein Ballroom’s opera boxes, Graffiti Games are essentially augmented reality games projected onto walls and floors. Play NYC 2018 commissioned eight all-ages titles by immigrant developers you’ll find only at the convention. There’s Bizarre Barber, where you cut hair in a “surreal barbershop,” created by Maria Mishurenko and Gordey Chernyy from West Kazakhstan. A driving game where your obstacles are U.S. immigration red tape called Home Stretch was created by Prashast Thapan from New Delhi, India. And 127BPM uses a Dance Dance Revolution pad to keep pace with New York City pedestrians, the work of Uxin Gao from Hohhot City, China.

There’s space for analog games, too

Somewhat anachronistically for a video game festival, Play NYC is once again making space for LARPing and tabletop games. “Play NYC welcomes games of all shapes and sizes, including digital and non-digital,” says Butchko. A meta-game called Stamp Hunter encourages attendees to play as many booths as possible across all the “boroughs” of the show. And you can take a moment away from the screens with card and board games by companies like Mot & Dot, Zumble, Saturday Morning Games and The Grassy Noel.

Play NYC 2018 takes place Aug. 11-12 in four sessions, 10 a.m.-3 p.m. or 3-8 p.m. at the Hammerstein Ballroom, 311 W. 34th St. Tickets are $33 at ticketmaster.com.

A new investigation reveals another side of Chinese infrastructure projects in Central Asia: elite corruption.

Construction of a tunnel on the alternative route North-South. Source: Gov.kgOn 26 June 2018, the Fergana website published my investigation unveiling corruption schemes behind Kyrgyzstan’s biggest infrastructure project, an alternative 433km road linking the capital Bishkek in the North with the country’s main city in the South, Osh. The project has been funded with a 850 million USD loan from the Export-Import (Exim) Bank of China under the One Belt One Road Initiative, with the China Road and Bridge Corporation (CRBC) as the main implementing partner.

According to the documents published on Fergana, former Minister of Transport and Communications Kalykbek Sultanov and the current Minister Zhamshitbek Kalilov – the latter allegedly one of former Prime Minister Sapar Isakov’s protégés – were responsible for the project. The documents indicate these officials colluded with the contractor CRBC to embezzle funds from the Chinese government’s infrastructure investments. Price tags were inflated by several orders of magnitude, from paying 1.1 USD per kilogramme of cement (cost on the local market: 0.07 USD) to paying 2,000 USD per month to provide office space to an engineer on the construction site.

In an interview with Azattyk, the Kyrgyz branch of Radio Free Europe/Radio Liberty, member of parliament and leader of the opposition Ata Meken party Almambet Shykmamatov stated that, given past cases of corruption in infrastructure projects, he does not believe “in the fairytale that not a cent was stolen” from the road construction contracts. In the same interview, officials from the Ministry of Transport and Communications threatened to press charges against me for the Fergana investigation.

Under former President Almazbek Atambayev’s six-year tenure, overpricing project costs appears to have been a widely implemented practice. Apart from road works, the same allegedly happened during the modernisation of the Bishkek Heat and Power Plant (HPP), which was also financed with a 386 million USD loan from China’s Exim Bank. As Fergana.ru reports, the Kyrgyz authorities and Chinese contractor TBEA (which was recommended by official Beijing for the modernisation work) signed accounting papers for $600 pliers, $14,000 video cameras and $1,500 fire extinguishers. A parliamentary committee concluded that approximately 100 million USD was embezzled in the operation. As a result, former Prime Ministers Jantoro Satybalidiev and Sapar Isakov have been arrested on corruption charges along with a number of other officials.

The BRI as China’s financial diplomacy

These projects have all been implemented through the One Belt One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI), the Chinese government’s paramount development strategy for connectivity and cooperation in Eurasia. The closure of the US military base at Kyrgyzstan’s Manas airport in summer 2014, through which most of the NATO-led International Security Assistance Force (ISAF) to Afghanistan passed, as well as the drawdown of USAID and other western donor activities in the country, has left a void which the Chinese government has been quick to fill with their own brand of public diplomacy, especially in the form of infrastructure development projects.

In Central Asia, the BRI was launched during Chinese leader Xi Jinping’s visit to Astana, Kazakhstan’s capital, and Southeast Asia in September and October 2013. Here, Xi Jinping proposed his vision of jointly building a “One Belt” land route through Eurasia and a 21st-Century maritime “One Road” from the South China Sea to the Mediterranean. The Economist has described the revolutionary potential of the initiative, which is viewed as “a challenge to the United States and its traditional way of thinking about world trade. In that view, there are two main trading blocs, the trans-Atlantic one and the trans-Pacific one, with Europe in the first, Asia in the second and America the focal point of each. Two proposed regional trade deals, the Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership, embody this approach. But OBOR treats Asia and Europe as a single space, and China, not the United States, is its focal point.”

The Advancing the Development of OBOR Leading Group was formed in late 2014, with its leadership lineup revealed on February 1, 2015. This steering committee reports directly to the State Council of the People’s Republic of China and is composed of several political heavyweights, including the Council’s vice-premier Zhang Gaoli, evidence of the importance of the program to the government.

As argued in a June 2018 report funded by the US Department of State in partnership with the Asia Society Policy Institute and the Center for Strategic and International Studies, “(t)he effectiveness of China’s public diplomacy efforts ultimately rests on whether Beijing can influence public opinion and the behavior of political elites to the extent that it can secure economic gains, security concessions, and political wins from its counterparts (i.e., achieving a good neighbor dividend).” Moreover, the report continues, “while China’s financial support filled ‘a void left by the West’ …, critics raise the possibility that Beijing’s ready supply of capital may lead its recipients to debt insolvency as they enter into repayment.”

Sri Lanka is a case in point. Former President Mahinda Rajapaksa collected Chinese loans worth billions of dollars. As the country cannot repay them, it has been forced to sell the strategic Hambantota Port to a Chinese company for 1.1 billion USD to ease the debt burden. A similar situation can be observed in Uganda, where interest payments on current debt will eat up a staggering 17.5% of domestic revenues in 2018-19. This includes approximately three billion USD in Chinese loans, with 2.3 billion more being currently negotiated. In Central Asia, Tajikistan repaid a debt it had incurred with China for the modernisation of the Dushanbe-2 thermal power plant, the largest in the country, by handing over the Upper Kumarg gold mine to Chinese contractor TBEA, the same company that appears to have been complicit in inflating prices during works at Bishkek Heat and Power Plant.

Does a good neighbour interfere?

As the Chinese state prepares to pour trillions of USD into infrastructure projects in Asia, Europe and Africa, a policy paper by the Washington-based Center for Global Development warns of the possible insolvency of borrower countries if current lending practices continue. Kyrgyzstan is listed along with seven other countries of “particular concern”. Obviously, the paper argues, the fear is that in the long term “(d)omestic spending on infrastructure and social services may be sacrificed in order to service the debt, with the problem compounded when governments borrow additional funds just to meet debt servicing needs.”

The key difference between Western donors and China is the latter’s principle of non-interference, which stands in stark contrast with the former’s conditionalities such as commitment to democracy, respect for human rights and the rule of law. For example, commenting on the Bishkek HPP corruption scandal, Chinese Ambassador to Kyrgyzstan Xiao Qinghua stated that “TBEA has accomplished its work within the project. And the investigation is an internal affair of Kyrgyzstan, and we do not interfere.”

Clearly, this makes collaborating with China extremely attractive for Kyrgyzstan’s elites, regardless of the knock-on effects of taking on unsustainable amounts of debt. However, as Chinese companies working in Kyrgyzstan are often state-owned or government-linked, for the average Kyrgyz they represent China, risking a backlash for Beijing’s public diplomacy efforts. Moreover, with the Atambayev’s presidency coming under increasing scrutiny, Beijing’s image could also be tarnished by association. In May 2018, parliament member Kanybek Imanaliev, also from the opposition Ata Meken party, called on parliament to investigate former PM Isakov’s collusion in a number of projects financed through Exim Bank, including contacts with CRBC.

Beijing’s adherence to non-interference in cases involving Chinese loans may be interpreted as support for corruption, lack of transparency and, ultimately, high debt servicing and possible state insolvency. It is high time for the Chinese authorities to actively investigate allegations of misuse of loans and to better regulate investments, lest scandals associated with Chinese funds and companies end up neutralising the ultimate objective of China’s public diplomacy.

America for sale      Cache   Translate Page   Web Page Cache

Let's review some news from the first half of the week.

Monday: The trial of President Trump's former campaign chairman Paul Manafort revealed jaw-dropping crimes, and continues to do so. His key lieutenant in his former lobbying business, Rick Gates, testified that they committed multiple instances of bank and tax fraud together.

Also on Monday, The Associated Press reported that as part of a quasi-genocidal, U.S.-supported war in Yemen, Saudi Arabia is providing quiet assistance to al Qaeda, including funding, arming, and straight-up recruiting jihadis into their coalition. What's more, America was in on it: "Key participants in the pacts said the U.S. was aware of the arrangements and held off on any drone strikes."

Tuesday: Former business partners of Secretary of Commerce Wilbur Ross (who has been overtly profiting from his office) filed suit alleging he stole $123 million from the business he used to run. Later, ProPublica published an astounding report detailing how the Department of Veterans Affairs is being run by a cabal of Mar-a-Lago members, bizarrely including Marvel Entertainment CEO Ike Perlmutter, none of whom are public officials of any kind or even veterans.

Wednesday: Rep. Chris Collins (R-N.Y.) was arrested by the FBI for insider trading — which was allegedly so blatant reporters overheard him boasting about it in the Capitol itself. Meanwhile it turns out New York Gov. Andrew Cuomo (D) is turning his regulatory powers seemingly only on local news outlets that ask him tough questions.

This is modern American politics, folks: rotten to its very marrow. Corruption is eating the United States alive. As the Numidian King Jugurtha supposedly said of the Roman Republic: "Yonder lies a city put up for sale, and its days are numbered if it finds a buyer."

Let's walk through a few of the major sellers.

The foreign policy "Blob"

In Ben Rhodes' famous phrase, the "Blob" refers to the D.C. foreign policy establishment and its mystifying habit of constantly arguing for the use of military force, usually in the Middle East, and often before the charred pile of corpses from their last failed war of aggression have even stopped smoldering.

The Saudi example, which might seem like an outlier on the above list, is actually quite instructive in how money fuels the Blob. As John R. MacArthur wrote back in 2007, America had long tolerated the brutal and repressive Saudi monarchy — and sold it enormous quantities of weapons — in return for its toleration of American military hegemony and, more importantly, its oil sales. Cheap gas was regarded as necessary for the American way of life, and therefore we could look past just about anything.

Yet from about the 1980s onward, the Saudi alliance has made less and less sense. For one, oil-based energy has become a large and increasing liability for any possible conception of the American national interest. Climate change is a clear and present danger to American security — a fact broadly recognized even within the U.S. military. And with the rise of fracking technology starting around 2010, Saudi oil imports have become less and less necessary to maintain current supplies in any case. And now the Saudis are supporting literally al Qaeda. What gives?

The truth is that today, American foreign policy is to a great degree dictated by who can offer the largest bribes.

The Saudis have spent billions of dollars of their vast cash hoard hiring various well-connected lobbying firms with ties to both parties. This effort was dramatically scaled up last year, in concert with the rise of the new Saudi crown prince, Mohammed bin Salman. He ruthlessly consolidated his power in a sort of thinly-disguised palace coup in late 2017, eliminating most contenders for power while claiming to be simply rooting out corruption (somehow his $500 million personal yacht escaped notice). He then undertook some token liberal reforms, allowing women to drive, opening some movie theaters, and holding a couple of concerts. In the background, of course, violent repression of human rights activists continued or even accelerated.

Then bin Salman went on a grand tour of the United States, trying to sell his liberal reformer shtick.

The awesome rottenness of the American elite was well demonstrated by their response to this transparent fraud. A veritable parade of politicians, bigshot media figures, and various businessmen swallowed bin Salman's story hook, line, and sinker. It wasn't just President Trump and various other Republicans — though the president has been a loyal Saudi stooge ever since they put his face up on a fancy hotel — but also many centrists and liberals. Bin Salman got cordial meetings with Bill and Hillary Clinton, Mike Bloomberg, Bill Gates, Jeff Bezos, Elon Musk, and sundry other Big Tech CEOs. David Ignatius in The Washington Post, Thomas Friedman in The New York Times, and Jeffrey Goldberg in The Atlantic all gave him extensive and credulous coverage.

Of course, that is only one of many examples of the Blob's corruption. Qatar, Israel, Morocco, the U.A.E., Kazakhstan, and many other countries have purchased American influence or toleration by spreading money around Washington, D.C. Corrupt Investor-State Dispute Settlement trade deals have led the U.S. to sign away a huge chunk of its economic sovereignty to international corporations. Defense contractors create an enormous bias in favor of imperial aggression overseas, benefiting themselves while costing the nation as a whole trillions in war spending. And so on.

The Republican Party

The Trump administration is so saturated with corruption that it would take several books to describe it all in detail. Aside from Ross, there's Treasury Secretary Steven Mnuchin, former Health and Human Services Secretary Tom Price, and former EPA Administrator Scott Pruitt wildly abusing their powers of office for personal gain, including millions of dollars in government-funded flights. And Trump himself is directly using the presidency to enrich his vast business empire.

Then there is the recent Republican tax bill, which not only stuffed hundreds of billions of dollars directly into the Sarlacc maw of the top 1 percent as a direct payoff for campaign donations, but also personally benefited most members of Congress who voted for it. Sen. Bob Corker (R-Tenn.) seemingly got a personal kickback in the form of tax benefits for real estate (one of his major assets) for his vote.

But there is also Russiagate, the unfolding drama over the extent of the Trump campaign's admitted collaboration with Russian electoral espionage in 2016 (which is a crime) — and the possibility that Vladimir Putin has compromising information on the president.

Russia is the proximate main actor here. But at bottom, this is a story about American corruption. The Russians learned it's trivially easy to buy or suborn the American political establishment, particularly on the right, and perhaps even turn the vast power of the American state to their own devices. In a democracy, authority should be derived from the consent of the governed, but it turns out the Republican Party — in between purple-faced shrieks about defending the Constitution from liberal tyranny — will absolutely forsake the most elementary American political principles in a heartbeat for partisan advantage.

Russiagate is a story about a criminal-riddled presidential campaign that was positively eager to trade foreign policy favors for hacked oppo research from a foreign power; a story of a political party leadership that laughed over the idea behind closed doors and successfully intimidated the incumbent government from discussing the story fully; and a story of a party electorate that has fed on bilious hatred for liberals and nutball conspiracy theories for so long they have completely lost sight of basic democratic values.

The Democratic Party

Before Democrats get too self-righteous about Trump and his cronies, let's consider the Great Recession and the ensuing weak recovery, which has left the United States something like $3 trillion below the 1945-2007 growth trend (and fueled the rise of right-wing extremism around the globe). As Frank Rich writes, we are still living today with the devastating consequence of this crisis — an economic anchor chain that has inaugurated an age of anxiety, hopelessness, and despair.

Now, Republicans refusing any kind of stimulus or investment package after they took the House in 2010 — indeed, actually demanding economy-crushing austerity — is one major culprit here.

But there were three gigantic and totally avoidable policy disasters committed by Democrats and the Obama administration when they had big congressional majorities in 2009-10, which helped lock in our current economy of weak growth, stagnant wages, and enormous corporate profits. The first was lowballing the Recovery Act stimulus package, and making it about one-third tax cuts in a moronic attempt to get Republican votes. To be fair, that was mainly an error of political judgment.

But the second two disasters were more or less straight-up corruption.

First was failing to use the tremendous leverage granted by the bank bailout to help the American citizenry. Remember, at this time the government owned multiple important financial institutions, like the world's largest insurer AIG. For years, the rest of the financial system was utterly dependent on government assistance (especially a hodgepodge of Federal Reserve programs that jammed trillions in credit into the financial system). But instead of using that leverage to, say, force the largest banks to break themselves up, or accept an aggressive financial reform package (instead of the milquetoast one they actually passed), or some other reform, the Obama administration just sold those companies back into the private market as soon as they possibly could. They didn't even prevent AIG employees from paying themselves outrageous bonuses after their epic management failure required a $184 billion bailout.

The third disaster was even worse: the foreclosure crisis. A big part of the bank bailout granted sweeping powers to help struggling homeowners caught in the financial storm. But the Obama administration used its homeowner assistance program to help the banks even more, by simply slowing the rate of foreclosures — to "foam the runway" for the banks, in then-Treasury Secretary Tim Geithner's infamous phrase. From 2010-11, it probably enabled foreclosures on net rather than stopping them.

And then, when it came to light that these foreclosures had been conducted mostly with forged papers, and the banks had whole floors of entry-level employees committing document fraud hundreds of times per day, Obama did not seize the opportunity to force them to help homeowners, as suggested by then-FDIC chief Sheila Bair. Instead this administration pushed through a wrist-slap fine whose headline figure was heavily inflated by including mortgage relief that would have been illegal to collect anyway. In the midst of perhaps the worst corporate crime spree in a century, the rate of white-collar prosecutions fell steadily to less than two-thirds of what it had been in the early Bush II years:

(Courtesy Trac Reports)

The foreclosure machine grinds on to this day, forgeries and all.

The banks were restored to health (and enormous profitability), while homeowners were left to drown. The result was that between 2007 and 2016, the average wealth of the bottom 99 percent decreased by $4,500, while the average wealth of the top 1 percent increased by $4.9 million.

This undoubtedly sharply worsened the Democrats' political carnage in the 2010 midterms. So why on Earth did they bend over backward to help the people who had caused the worst economic crisis in 80 years?

By far the most convincing answer can be found in the post-administration careers of key Obama officials. Former Federal Reserve Chairman Ben Bernanke (a Republican, but reappointed by Obama) is working for a hedge fund. Geithner is working for the absolutely odious private equity firm Warburg Pincus which makes its money by, among other things, tricking poor people into taking hugely high-interest loans.

Former chief of the Department of Justice's Criminal Division Lanny Breuer (who was instrumental in quashing proposed bank prosecutions) is back at law firm Covington & Burling, which specializes in corporate defense. So is former Attorney General Eric Holder (who testified before a congressional committee that banks had become too big to prosecute) — and they even held his office open for him while he was in public service, how nice. Other former Obama staffers are cashing out shilling for defense contractors, Uber, or Amazon. And Obama himself is giving buckraking speeches to financial firms for $400,000 a pop.

Now, Democratic Party corruption is not so blatant or egregious as the Republican variety. It tends to be more about cultural and social capture (and the associated head-spinning doublethink) than it is about sacks of cash being exchanged in a cynical quid pro quo. But at bottom, it is simply impossible to avoid drawing a straight line between Democrats failing to rein in a Black Death-level plague of corporate crime and later falling into the warm and lucrative embrace of that same corporate elite.

One way to summarize the various severe problems afflicting American society is that the government is barely even pretending to function on behalf of the voting public anymore. Part of that is ideological. But another large and growing part is corruption. Today's American elite by and large line their own pockets, or those of their ruling class cohort, instead of attempting to serve virtuously as representatives of the citizenry and the nation. It's an age of moral bankruptcy.

A country simply can't survive this level of corruption forever. The results in terms of citizen welfare speak for themselves. As the Ottoman Empire or Ancien Régime France discovered long ago, a nation which cannot clean up a thoroughly corrupt self-dealing elite will eventually fail. America needs fresh, virtuous leaders, and a great many people need to go to jail.

Pembagian Grup Basket Putra

Grup A: Korsel, Mongolia, Indonesia, Thailand

Grup B: Iran, Filipina, Siria, Uni Emirat Arab

Grup C: Jepang, Qatar, Taiwan, Hong Kong

Grup D: Tiongkok, Kazakhstan, Palestina

Sebanyak 14 konstestan, termasuk Filipina, melakoni pengundian ulang, Rabu (8/8/2018).

"Perjalanan menuju fase gugur sungguh berat," kata Yeng Guiao, pelatih tim basket Filipina.

The Standoff at Positive Hack Days 8: attack debriefing      Cache   Translate Page   Web Page Cache

Publication date: August 8, 2018

The Standoff was back this year at Positive Hack Days 8, where over 100 participants on 12 attacker teams, 7 defender teams, and security operations center (SOC) teams were eager to show their mastery of the digital systems of an entire mock city.

The city network was monitored by three Positive Technologies products:

  • MaxPatrol SIEM – security information and event management (SIEM)
  • PT Network Attack Discovery – network traffic analysis, incident detection, and investigation
  • PT MultiScanner – multilevel system for identifying and blocking malicious content

Functioning of these products and game events were all under the watchful gaze of the Positive Technologies Expert Security Center (PT ESC), which shared its findings with the PHDays audience. So many events took place that it would be impossible to describe them all. Here we will focus on describing the networks of Office 2 (belonging to fictional systems integrator SPUTNIK) and Office 1 (belonging to fictional insurer BeHealthy). Office 2 was interesting because it was monitored by the Rostelecom SOC, but not under the protection of any defender team, due to which attackers had free run of its systems.

Besides these two offices, the city also contained an electrical plant with substation, railroad, smart homes, and banks with ATMs.

City model

In the paragraphs that follow, we will describe events at Office 1 and Office 2 as viewed through MaxPatrol SIEM, PT NAD, and PT MultiScanner in close technical detail.

Diagram of game network in Office 2

Addressing of the attacker teams was of the format 172.31.x.0/24, where "x" was the number (between 1 and 8) identifying a particular attacker team. There were 12 attacker teams in total, but due to the architecture of the network infrastructure (the network core was emulated on a Cisco CSR1000v) and the available physical equipment, only eight physical network interfaces could be set up for the teams throughout the game area. As a result, four of the networks had two teams each.

Office 2 had four network segments ("Security Team" refers to the SOC responsible for the office):

DMZ (100.64.154.0/25)

Servers (10.106.60.0/24)

Company Employees (10.106.50.0/24);

Security Team (10.106.82.0/24)

Hosts in the DMZ were accessible to all attackers. When attackers accessed these hosts, the attackers' real network addresses were translated from the pool 100.110.255.0/24, which made it difficult for defenders to identify the source of network traffic. Traffic could be from one of the twelve attacker teams, or it could be the (legitimate) script checker, run by the organizers to verify service availability, whose traffic came from the same address pool as the attackers

To "feed" our products with events, we captured and forwarded copies of all network traffic to PT NAD and also set up an extended audit of events involving target systems, information regarding which was provided to MaxPatrol SIEM.

An overview of PHDays attacks and team-by-team analysis can be found in our previous article.

Joomla (100.64.154.147)

One of the servers in the DMZ of Office 2 was a server running the Joomla CMS. A few hours after the start of the game, PT NAD began picking up the first signs of compromise of the server, specifically, upload of a web shell from the pool of "gray" IP addresses:

All attacker subnets terminated on the same firewall (Attacker-FW). When connecting to targets, the IP addresses of attackers were translated into "gray" IP addresses from a single pool (100.110.255.0/24). So to attribute attacks to particular teams, we enriched network-to-network connection information based on the NAT table of the firewall.

Here is how this looked in MaxPatrol SIEM:

In this case, we can see that the attack was initiated by Team 1. But since the same address pool was used by multiple teams, we cannot identify teams based on a request from a particular network with great certainty. Therefore here we will identify teams by their network numbers.

An hour after the attacks attempted by Team 1, PT NAD detected uploading by Team 8 of a different web shell with the self-explanatory name SHE__.php. We cannot say for sure whether this was the consequence of a server hack or simple scan. But a few minutes later, the same Team 8 established an SSH session as the unprivileged user "user".

The password for the account was near the top of the rockyou dictionary, and therefore easily bruteforced. Team 8 obtained access to the root account only around 4:00 p.m. because "user" was in the group with the right to run commands as root without a password. This is clear from the MaxPatrol SIEM logs: we see login as "user" and then escalation of privileges using the sudo command.

(The time indicated in logs may differ from the actual time by three hours due to the configuration of the game servers.)

By the evening of Day 1 of The Standoff, Team 6 took control of Joomla. PT NAD detected exploitation of a vulnerability (strictly speaking, a feature) thanks to which the team uploaded and started using the WSO web shell.

The script used by the team to upload web shells requires an administrator password. The password was obtained with the help of vulnerability CVE-2017-14596 in the Joomla authentication mechanism via LDAP. By changing the authentication LDAP request, the attackers can quickly bruteforce the administrator username and password.

Half an hour later, Team 6 pwned the whole system.

The machine was put to use by the attackers for scoping out the network of SPUTNIK's Office 2 using the Nmap and hping3 utilities.

All data from MaxPatrol SIEM.

Example of recon of the DMZ network of Office 2 (100.64.154.0/24) and SOC team network (10.106.82.0/24)

At 9:17 p.m., we discovered that an OpenVPN client had been installed and launched on the Joomla server. The connection went to server 195.16.61.229, located in Moscow. Not long after we learned that this was the work of Team 6, which successfully used the remote system to sneak in outside reinforcements and get more hackers on their side. .

Traffic with the remote system was inside an encrypted tunnel, so we cannot say exactly went on or how much it influenced game events. We can only make educated guesses based on the number of VPN sessions and amount of data transferred.

Most interestingly, the team did not clean up the traces: after the game, we found an OpenVPN configuration file on the server. This file contained the root and personal certificates, private key, and personal information of the key owner. One could easily use a search engine to identify the person going by "phonexicum" to which the configuration file belonged. A full map illustrating all in-game VPN connections is at the end of this article.

Additional interesting events began to crop up after midnight (three hours should be added to the times indicated in the logs).

The /id.php shell of Team 4 finds Team 1:

[15/May/2018:21:58:22 +0000] "GET /id.php HTTP/1.1
[15/May/2018:21:58:24 +0000] "GET /id.php HTTP/1.1

[15/May/2018:21:59:56 +0000] "GET /id.php?cmd=ls+-la HTTP/1.1

The team immediately gets to work on the system by saving the WSO web shell under the name 123.php.

Later events on the domain infrastructure of Office 2 (SPUTNIK) are closely related to what happened on Joomla.

SPUTNIK (10.106.60.0/24)

After Joomla was hacked, attackers gained access to internal segments of the infrastructure of Office 2 (SPUTNIK). A bit later, the domain controller WIN2008R2-DC.domain2.phd (10.106.60.10) was on the receiving end of attacks involving exploit MS17-010.

The sequence of subsequent events is outlined by the MaxPatrol SIEM log.

The attacker first created a user with the name "username" and password "1qazzaq!" and added it to the local administrators group. Successful exploitation of exploits from advisory MS17-010 grants access with NT-Authority\System privileges. In Windows logs, such access is displayed as win2008r2-dc$.

As the new user, the attacker then created a few services for launching a PowerShell script.

%COMSPEC% /b /c start /b /min powershell.exe -nop -w hidden -noni -c if([IntPtr]::Size -eq 4){$b=$env:windir+'\sysnative\WindowsPowerShell\v1.0\powershell.exe'}else{$b='powershell.exe'};$s=New-Object System.Diagnostics.ProcessStartInfo;$s.FileName=$b;$s.Arguments='-noni -nop -w hidden -c &([scriptblock]::create((New-Object IO.StreamReader(New-Object IO.Compression.GzipStream((New-Object IO.MemoryStream([Convert]::FromBase64String(''H4sIAGRK+1...u9uxfACgAA'')))[IO.Compression.CompressionMode]::Decompress))).ReadToEnd()))';$s.UseShellExecute=$false;$s.RedirectStandardOutput=$true;$s.WindowStyle='Hidden';$s.CreateNoWindow=$true;$p=[System.Diagnostics.Process]::Start($s);""

This script, generated by the Metasploit framework, attempts to open a socket on port 55443 for listening and launch the payload that arrives on this port (most likely, Meterpreter).

This attempt to launch a remote shell was successful. The attackers continued developing the attack: "username" created another account, named "vitalik", and added it to the Domain Admins group. Soon we see interactive login.

After "vitalik" created a service with the help of the same PowerShell script as "username", the latter account performed a mass reset of passwords for domain accounts and began to probe neighbor Win2008R2-EXCH, the domain mail server.

Simultaneous activity by "username" and "vitalik" on the domain Exchange server (scanning and login) suggests that multiple team members were active on the SPUTNIK network at the same time.

"vitalik" checked the accessibility of the mail server and launched the server administration console after interactive login.

Having found nothing of interest, "vitalik" now dragged a number of tools and heavy artillery to host Win2008R2-DC: numerous PowerShell scripts and the BloodHound framework (a popular tool for Active Directory recon) appeared on the domain controller. To access the BloodHound web interface, the attacker had to disable Internet Explorer Protected Mode, which was noticed by the SIEM.

Network activity by BloodHound caught the attention of PT NAD. For example, BloodHound scans network hosts for active connections. Such traffic directed at the SRVSVC service triggers a PT NAD signature, indicating reconnaissance from within the network.

Around 1 a.m., the attackers—having first created a shadow copy of the disk using the vssadmin utility—made off with the ntds.dit database containing all domain accounts. The attackers now had full control of the domain and the hash for the krbtgt account. With this account, the attackers could create and use a Kerberos golden ticket for unlimited access to domain resources, accessing servers as any existing (or non-existing) user, and performing any actions imaginable on the domain. Detecting golden ticket use is difficult, but compromise of the krbtgt user and ntds.dit is a different story.

The team gradually switched gears from domain exploration to probing the newly accessible ICS network. After putting the Nmap scanner on the computers of SPUTNIK employees (YLAVRENTIEV.sputnik.phd and EPONOMAREV.sputnik.phd), attackers started scanning the 172.20.x.x network. They used nmap_performance.reg to change TCP/IP stack parameters and accelerate scanning of the ICS network.

Connections to ICS hosts via tunnels on SPUTNIK domain hosts speak for themselves. Head over to YouTube for a description of what the hackers were able to pull off on the ICS network.

Other attacker accomplishments included more tunnels, SSH sessions, creative breakthroughs after a sleepless night, and of course mining of our in-game DDoSCoin cryptocurrency.

Zabbix (100.64.100.161)

The system was located in the DMZ of Office 1 and hacked around 12 p.m. by an unidentified team.

Bruteforcing the administrator account was easy enough. The team took advantage of built-in Zabbix functionality to obtain unlimited monitoring capabilities with the help of custom scripts.

Scripts can contain any Linux commands, which the attackers made use of by creating shells and SOCKS proxy servers.

The team unsuccessfully tried to download a module from outside server 195.16.61.232, which they controlled.

After quickly surveying the surroundings, the team used standard Linux methods to install a remote bash shell with the same outside server by sending packets directly to /dev/tcp/.

Just as interesting was the content of traffic between the team and the shells, which was sent unencrypted and picked up by PT NAD sensors.

The Zabbix server was mainly used as a staging ground for gathering information about the subnets of Office 1: 10.100.50.0/24 (Users), 10.100.60.0/24 (Servers), and 10.100.80.0/24 (Security Team).

Multiserver (100.64.100.167)

Multiserver is a different Linux host in the Office 1 DMZ with a few HTTP servers and MySQL database. Although Multiserver was scanned intensively, only a few attacks were successful. The host harbored the SambaCry vulnerability, found in 2017 after the MS17-010 vulnerabilities, and the teams tried to exploit it. The PT NAD filter allows localizing these attempts on a timeline.

One of the attempts by Team 3 contained as payload the executable library DTECJtAf.so. Judging by the library name, the attackers were using the is_known_pipename module from the Metasploit framework.

Here is the line of code responsible for this telltale library name:

During The Standoff, the organizers were helped by PT MultiScanner, which checked all files transmitted on the network that were flagged by PT NAD. A moment later, the verdict was in for DTECJtAf.so: Linux/SmbPayload.C.

Judging by absence of subsequent network interactions between the server and Team 3, the exploit was unsuccessful. But at almost the same time, we see an active SSH session from Team 4. The amount of traffic suggests that the attackers were using the server to full advantage.

The first successful SSH login by Team 4 as administrator took place around 3:20 p.m. on Day 1.

The team quickly checked out its privileges and the host as well.

And more than just the host.

Attribution is aided by a linguistic giveaway.

Multiserver was not fully configured and as a result we cannot say with certainly which other attempts were made by the teams. The available logs show that this host, like other hosts in the Office 1 DMZ, served as a jumping-off point for investigating the office's internal infrastructure.

More highlights

Other hosts also attracted attacker attention. It was curious, for example, to see what happened with the Mikrotik router at address 100.64.100.237 in the Office 1 DMZ. Around 2 a.m. on Day 2, successful login to the router console via Telnet with the credentials admin:VxPvRxX74e8xrbia77hsi7WKm was recorded. The router firmware version was 6.38.4—the same version used to test the infamous Chimay Red Stack Clash exploit for Mikrotik, which enables running arbitrary code and learning user passwords on the router. Exploitation was detected by PT NAD.

In the afternoon, the team that was first to take the router decided to pull the ladder up behind them, by updating the firmware to block other teams.

This is one of the few cases when a team closed a security hole in order to prevent other attackers from "stealing" their host.

PT MultiScanner detected another curious event.

To access the bank, teams could use the bank client available on the bank site. The site was on the bank network, where it was monitored by a defender team. The defender team inserted a malicious payload into the client (by using Metasploit) and replaced the original with this modified version. Fortunately for them, several attacker teams downloaded the booby-trapped client, as we can see in the above PT MultiScanner screenshot. No successful connections were recorded, but the case is still worth keeping in mind since similar things happen in real life: attackers insert malicious code into legitimate programs on official sites or tamper with updates.

Miners

Cryptocurrency mining was all-new to The Standoff this year. Teams could use hacked servers as miners to earn additional points. Instead of better-known cryptocurrencies, the currency used was our very own DDoSCoin—the monetary equivalent of the effort spent to DDoS a server. Proof-of-work consisted of TLS 1.2 handshakes. The more TLS handshakes that a miner made with a targeted server, the higher the likelihood of finding a new block that would earn compensation from the DDoS organizer.

The mining client was written in Go and compatible with both Windows and Linux. This was the first time such an idea was implemented and although not all teams did so, we saw attempts to mine on many of the game servers.

Attempt to start mining on a Joomla host (100.64.154.147)Launch of a miner from SPUTNIK infrastructure (10.106.60.0/24)

Teams mined cryptocurrency, which could be exchanged for game points.  Half of the teams used previously hacked servers to mine blocks. DDoSCoin was also subject to supply and demand, thanks to an in-game currency exchange: if the amount of mined currency went up, the exchange rate (points per block) fell. This made it possible to "play the market" and earn more points without even having to complete tasks. But the idea was new to this type of game and teams did not truly put it into action, due to which the effect on gameplay was minimal.

The clear leader in mining (as measured by number of blocks) was CAICA, from Kazakhstan, which was the first team to run miners on game infrastructure. Here we are able to give team names, as opposed to just numbers, because identifiers were included in the block information. Overall, the concept shows clear promise—so expect to see it at The Standoff next year.

Conclusion

The competition got hot at The Standoff! Twelve teams actively probed and hacked the infrastructure of the virtual city. Our products gave a full view of how the teams behaved, which tactics and tools they used, and which targets they pursued. We witnessed their interactions with office domain infrastructure, starting with infection of a single machine and culminating with control over the entire domain and access to the adjacent ICS network.

The load on our products during the game was simply enormous. MaxPatrol SIEM processed 20,000 EPS, while PT NAD handled over 3 terabytes of network traffic, not to mention the network infrastructure itself: routers, switches, and firewalls were truly put to the test in demanding circumstances.

Similar system compromises could very well have happened in real offices that are not properly protected and monitored. Correspondence, financial information, and personal data are all ripe for the taking.

In the midst of constant scanning, bruteforcing, and exploitation of all sorts of vulnerabilities, Positive Technologies products stood fast and helped to determine the precise methods used to hack the game servers. They pinpointed successful attacks and indicators of compromise, including web shells, remote consoles, tunnels, and host logins. All this information will help to strengthen our products against attacks in the wild.

VPN connections during the game are illustrated on the map above. Such connections were made with servers in the U.S., Kazakhstan, Netherlands, and several other European countries. Although none of the teams at The Standoff came from the U.S. or Europe, one team hailed from Kazakhstan.

Sebanyak 14 konstestan, termasuk Filipina, melakoni pengundian ulang, Rabu (8/8/2018).

"Perjalanan menuju fase gugur sungguh berat," kata Yeng Guiao, pelatih tim basket Filipina.

Trump SoHo is a high rise in lower Manhattan, part hotel, part condos; it's 46 stories tall, all slick grey glass. Conflicts, from zoning battles to accusations of fraud, have followed the project since it was announced during a 2006 episode of The Apprentice. According to reports by Bloomberg News, Trump SoHo has attracted the interest of Department of Justice special counsel Robert Mueller, who is investigating possible ties between Trump's 2016 presidential campaign and Russian officials. To build Trump Soho, the Trump Organization worked with a company called Bayrock, founded by the wealthy Soviet-born financier Tevfik Arif, who, among other things, owned a chromium plant in Kazakhstan. Questions also surround another major player in the project, Felix Sater, who has a criminal history that includes stabbing a man during a bar fight, and pleading guilty to a securities fraud scheme that involved the mafia. The saga of Gulnara Karimova’s ill-gotten and ill-fated assets – frozen in a number of mostly European jurisdictions – may soon come to an end.

This house, the Château de Groussay in Montfort-l'Amaury, France, is owned by a close associate of Gulnara Karimova, Bekhzod Akmedov. Source: Wikipedia. This story began in 2012, when two associates of Gulnara Karimova, the daughter of Uzbek president Islam Karimov, tried, apparently on her order, to conduct a transaction involving an account at Lombard Odier bank in Geneva, Switzerland. Shokhrukh Sabirov and Alisher Ergashev were later arrested by the Swiss police on suspicion of money laundering.

This prompted criminal investigations and forfeiture cases targeting assets belonging to Karimova, who ended her extraordinary career as a powerful oligarch and socialite with house arrest in February 2014. She later found herself in prison after being convicted for extortion and embezzlement in 2015. The assets in question are being pursued by a number of jurisdictions, including, apart from Switzerland, Sweden, the United States and The Netherlands. In 2015, the US Department of Justice filed a civil case to forfeit $850 million of cash deposited in Swiss, Irish, Belgian and Luxembourg bank accounts registered in the name of Gulnara’s associates, alongside charging telecoms international Vimpelcom $795 million as a penalty for alleged bribery in Gulnara Karimova-related case. The total amount of Karimova’s assets seems to be even larger. In Switzerland alone, $700 million has been frozen and is being targeted by the Federal Prosecutor's Office (BA) of Switzerland.

Indeed, the Swiss authorities are about to confiscate these assets. On 22 May, the BA issued two penal orders leading to the confiscation of Karimova’s assets. Karimova’s lawyers have appealed the decision. If this confiscation process is completed, the Federal Department of Foreign Affairs will start negotiations with the Uzbek government over the repatriation of these assets. In principle, the decision to return them has already been made by the Swiss government.

On the one hand, this looks like the correct decision. A number of other parties are also after this money, such as some creditors of Zeromax GmbH, a company registered in the Swiss offshore zone Zug and whose beneficial owner is believed to have been Gulnara Karimova. Before going bankrupt in October 2010, Zeromax GmbH had aggressively invested in one sector of Uzbekistan’s economy after another – apparently with the support from the country’s top leadership, but to the discontent of other big players among Uzbekistan’s political and business elite. The sudden and mysterious bankruptcy of this company left creditors without compensation for their investments.

“Responsible” repatriation here means that asset return should provide a remedy to the victims of corruption, i.e. the whole population of Uzbekistan

On the other hand, a number of Uzbek civil society activists are concerned that the Swiss may return the assets without sound preconditions and, in the past few years, have advocated for responsible repatriation. “Responsible” repatriation here means that asset return should provide a remedy to the victims of corruption, i.e. the whole population of Uzbekistan. They argued that the assets should not be handed over to the government of Uzbekistan, as some top officials have avoided accountability for complicity in the Gulnara Karimova-driven corruption case.

Gulnara Karimova. Photo CC BY-SA 3.0: Timir01 / Wikipedia. Some rights reserved. In light of the pending confiscation of Gulnara Karimova’s assets by the Swiss authorities, the same group of Uzbek activists has put forward a set of principles that should guide the repatriation of assets to Uzbekistan.

The main principle should be to consider repatriation in the context of the fight against corruption at the national and global levels. If the asset return does not contribute to this fight, then the asset-returning state (in this case, Switzerland) should be held responsible for perpetuating corruption in the asset-receiving state (Uzbekistan).

A notorious example of irresponsible asset return has been Switzerland’s 2012 transfer of $48 million to Kazakhstan – a move that has been criticised for supporting that country’s repressive and kleptocratic regime. This is not the kind of deal Uzbek activists want to see in the case of their country’s stolen assets.

Compared to previous stages of their campaign, there is some novelty in the Uzbek activists’ proposed principles, which reflect the new realities in Uzbekistan, especially President Shavkat Mirziyoev’s commitment to reform the government and its policies.

Thus, the activists call for the assets to be used as an incentive for core anti-corruption reforms, the progress of which is still very weak to date. The activists believe that such use of returned assets would act as a genuine remedy for victims of corruption and serve their best interest in the long run. If implemented consistently, the reforms would guarantee that the rights and welfare of the general population would be less negatively affected by government corruption.

The activists argue that before the assets are returned, the Government of Uzbekistan should provide concrete proofs that the institutional driving factors which led to large scale bribery in the telecom sector are being addressed. They identify five such areas where reforms should be implemented, before the Swiss government transfer the assets, namely (1) transparency of tendering process and corporate registry; (2) integrity of civil service abiding by law and not by personal loyalty; (3) fair trial and due process; (4) transparency of public finance; and (5) an independent anti-corruption agency. If implemented these reforms would have positive impact far beyond the telecom industry, as every sectors of the state and economy are affected by the same problem.

These reforms would be a significant step towards establishing the standards of good governance. They would give sufficient guarantees that huge scale bribery in Uzbekistan’s telecom sector would not be repeated, and that the returned assets would not be stolen all over again.

Pembagian Grup Basket Putra

Grup A: Korsel, Mongolia, Indonesia, Thailand

Grup B: Iran, Filipina, Siria, Uni Emirat Arab

Grup C: Jepang, Qatar, Taiwan, Hong Kong

Grup D: Tiongkok, Kazakhstan, Palestina

Pembagian Grup Basket Putra

Grup A: Korsel, Mongolia, Indonesia, Thailand

Grup B: Iran, Filipina, Siria, Uni Emirat Arab

Grup C: Jepang, Qatar, Taiwan, Hong Kong

Grup D: Tiongkok, Kazakhstan, Palestina
