In a time of many globe-hopping films, The Spy Who Dumped Me too sent their cast on a world odyssey to nine cities including Los Angeles, Prague, Paris, Berlin, Tokyo, and Moscow. The production was largely shot on locations like Budapest, Hungary, and also filmed in Vienna, Amsterdam, and Berlin.

Who wouldn’t want to go on a road trip through Europe with Mila Kunis and Kate McKinnon now? Filming in such real European locations gave the film a magical realism that director Susanna Fogel always thought of. Commenting on the same, Susanna said, "We want to feel like there are different stops along the way that touches on a different thing about Europe that people will find interesting, exotic, funny, different.”

My audience always surprises me even if it is bots as some people have said. In the past couple of hours I have had over 400 hits by people living in Russia. It certainly isn't my political views that they are looking at as I rarely publish political posts. It is H11 haplogroup. It shows just how small the world really is. My ancient maternal line finds its resting spot in Ayrshire/Argyllshire Scotland and probably has been there for 8000 years or more but H11 is one of those smaller H haplogroups that has resting spots in specific areas of the world. Likely H11 wintered in the Ice Refuge known as Ukraina and located in the Ossettia/Georgia/Ukraine area from 15 to 20 thousand years ago. From there H11 went mostly westward with some making the great trek through the Scandinavian Peninsula and then across to Scotland and Ireland. Another migration crossed through Poland into Germany, the Netherlands, France and into southern England and perhaps also to Ireland. Another arm of migration went southward into Hungary moving towards Greece and can also be found in Spain. The Spanish arm may have also come south from France. But our numbers are small; about 1.5% of H haplogroup but that still numbers in the millions! My H11 project at FT DNA includes quite a few people who live in Russia. I publish an H11 Newsletter quarterly and the latest was just published on the FT DNA website as well as my blog.

Lessons from Hungary

Katalin Novàk, Hungarian Minister of State for the Family, Youth and International Affairs spoke earlier this year about her nation’s policies to support married families and the raising of children.
Hungary encourages couples to marry through shared family tax allowances and benefits as well as holiday camps for children, reduced mortgage bills for married couples with three or more children and student debt relief for university educated women who marry and start families.
The results have been remarkable. Since 2010, Hungary can boast:
  • An increase in the number of live births;
  • A rise in the national fertility rate;
  • A fall in the number of abortions each year by almost a third;
  • A rapid rise in the number of marriages;
  • A fall in the number of divorces;
  • More women in employment.

For decades now it seems that our political classes worry only about managing the decline of the traditional family unit.
However these results from Hungary show that it is possible for the state to support the family, not subvert it. How refreshing it would be were any mainstream British party to pay serious attention to the example of Hungary and countries like it.

The Monocultural National Us wreaks havoc all over the world. How do we loosen its grip on our imaginations, and what might this mean for the defence of our democracies?

I want to apply the criteria for a ‘healthy nationalism’ sketched in part two to two cases of the Monocultural National Us that have been causing havoc in our midst: the use of the word Zionism as a pejorative; and the two warring versions of ‘Us’ in Brexit Britain.

Talking about Zionism

Here it is an altercation between two Facebook posters. It strikes me as mild but typical in the long-gathering process of accusation that has accompanied any enlightenment the IHRA definition (plus examples) of “anti-semitism” has afforded since it reappeared over the horizon, despite noble attempts since the OSCE Berlin Declaration of 2002 kick-started this process, to point out its inherent flaws. Here, GLG and RE are discussing "a thoughtful and thought-provoking piece on this thorny topic."

“GLG When I claim to be anti-zionist, what I mean is I am opposed to the colonialist actions of a succession of Israeli governments - especially the current one under Netanyahu, and the Settler Movement. Who, aided and protected by the IDF, are blatantly evicting Palestinians and taking their land and property for themselves. I also hold the strong conviction that Israel should withdraw to its pre-1967 borders and that all sequestered lands should be returned to their rightful owners. I do NOT mean reversing the historical fact of Israel's creation, even though I do believe that the way that it was done in the first place was grossly mishandled - for which the UK is most to blame.

What is interesting about RE’s response is that it contains no criticism of GLG’s analysis, but warns against the offence that may nevertheless be given attached to the role of the ‘anti-Zionist.’ This is meant to be a helpful warning. But it is a confused one, and repeated in many places, has led to a chilling effect on debate around the relationship of Israel and Palestine, when that debate is surely crucial for progress in the world.

It is a confusion at many levels, beginning with the fundamental problem shared by definitions of antisemitism with hate speech legislation generally, the minute it moved beyond the relative clarity of  ‘incitement to violence’, which is that the meaning of language is crucially determined by context, and that exactly the same phrase can mean completely different things uttered by different people in different situations. Even statements calling for the destruction of the state of Israel mean something very different when yelled by a young Palestinian, trapped in the Occupied Territories and humiliated by the experience of occupation, from, say, the opinion of a Middle East military man with influence over the development of a nuclear arsenal in his country.

But setting aside this comprehensive dilemma, and all the uncertainty around who is qualified as a result to judge the use of certain formulations and expressions, let alone an appropriate response… the concept of Zionism has a particularly vexed history thought-provokingly described in openDemocracy by Jonathan Shamir, who also concludes, though with more clarity than RE, that “ these polarising terms should be shelved, and taken out only when we are discussing political philosophy, which most of the time we are not.”

I hope I may be forgiven by him for what follows, on the grounds that it is Zionism as a term of political philosophy that concerns me. In the accusations and counter-accusations around the term Zionist, I want to argue that what those who are avowedly anti-Zionist often fail to articulate is the Monocultural National Us which lurks implicitly in its definition, with all the results in terms of violence that concern us most about bad nationalism. When they spell out what they criticise about Zionist support for the Israeli state, there are controversial analogies with apartheid, disputes about the precise nature of a colonial-settler state, all sorts of ways of trying to pin down what is uniquely appalling to them about Israeli policies with regard to Palestinians. All versions of course are furiously pushed back, and accompanied by the statement that has been given new topicality by Trump’s decision to pull out of the ‘cesspool of political bias’ which he alleges is the UN Human Rights Council, on the grounds that Israel is being singled out for special opprobrium in a way that can only be antisemitic, when there are many other – the implication is far worse – transgressors who are even members of that Council.

Trump doesn’t attempt to explain, of course, why the US singles out Israel for its special protection, considerable support and military alliance, one reason for the dismay in what used to be thought of as the free or civilised world at the impunity with which Israel acts towards the Palestinians.

The Zionist state claims to be especially for Jewish people: in fact it goes out of its way to offer Jewish people everywhere a special access to its citizenship. In this regard, and because Jewishness is linked to race and religion, it is very easy to make the mistake of seeming to criticise Jewishness when criticising the actions of the Israeli nation state. And it is not quite so simple as following the advice that one should always differentiate between criticism of the state and criticism of the Israeli people, in a situation in which so many Israeli citizens seem to have bought into the Monocultural National Us.

However it is not surprising that they have. Given the history of antisemitism, fear and violence in which the state was born, it is actually almost obvious that in this context the ‘Never again’ of World War II should with very little encouragement become, let us always have the upper hand and never be weak or frightened again. And as we have seen, that is not a million miles away from the basic building bricks of the Monocultural National Us, which always in the end requires a Them. So it is not at all surprising that internally in Israel, the exclusion and discrimination against its Palestinian minority (around 20 per cent of the population) has become entrenched over the years in laws that are deemed to “preserve the ability to realize the Zionist dream in practice”. It is not surprising that human rights, particularly minority and migrant rights are on the run in Israel, or that the Knesset Presidency recently disqualified a bill named: “Basic Law: Israel [is a] State for All its Citizens”. And it is not at all surprising that the projected external enemy that always returns to threaten one’s peace has been steadily turning the Occupied Territories into a large open air prison that is a reproach and scandal to us all. Because this is the logic and inevitable destiny of the Monocultural National Us, and it is precise to criticise Zionism as the political philosophy which underpins the Israeli state, because it is (or has become) this type of National Us, backed by the violence of the state that Zionism is committed to, and it is in the nature of that same economy of desire that, unless it is recognised for what it is and stopped, it must lead to all this violence.

But doesn’t Trump have a point? There is something extremely normal, even mundane, about what is wrong with the Israeli nation state in its response to Palestinians, and it is not very different at all from the European nation-state that was its model, only differing recently in the degree of violence internal and external that it has been willing to undertake in perpetuation of that model.

This is precisely where three of the examples of what could be considered antisemitism “taking into account the overall context”, given the then new EUMC definition of antisemitism which was the precursor to the IHRA definition – take their aim:

‘Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavour.’

‘Applying double standards by requiring of it a behaviour not expected or demanded of any other democratic nation.’

‘Drawing comparisons of contemporary Israeli policy to that of the Nazis.’

By these definitions, Jacqueline Rose’s thoughtful book The Question of Zion (2005), could be said to have transgressed on all three counts, when it argued that, “Zionism …imported into the Middle East a Central European concept of …organic nationhood, founded on ethnicity and blood (or “land, descent and the dead”)… the very version of nationhood from which the Jewish people had had to flee.”

What we are meant to conclude from these warning definitions is that an Israeli democracy so constituted has as much right to pursue such policies as any other democracy similarly constituted. But Rose’s point is the opposite one: that the rigour with which Israel pursues the defence of a state based on racial and religious unity makes it a stark and leading example of the inevitably racist and self-defeating outcome of ‘organic nationhood’.

And not only ‘organic nationhood’. At a time when most European countries are engaged in a decisive worldwide swing towards the defence of various monocultural constructions of the ‘National Us’ – for example, not just Hungary or Poland, but the re-Christianisation of Italy, the re-laicising of France, Brexit Britain – and what’s next, a central European “axis of the willing against illegal immigration” ? – not to mention Trump’s United States, the Russian version including its “liberal-nationalist cocktail”, and the staggeringly violent Turkey, India – we could go on – there are timely and important conclusions we might indeed draw from the Israeli experience that these formulations, like the Facebook poster RE, are instead aimed at removing from contestation.

So I hope we will continue to debate the nature and effects of Zionism, as we consider the banality of evil taking place all around us. Because this is one way to show solidarity with the predicament in which the Israeli people find themselves, and do more than bear agonised witness to the violence that results. Meanwhile, if this argument is to be taken seriously, popular movements like Standing Together, pioneers in the social change that can liberate Israelis from this lethal logic, are an avant-garde from whom we all have much to learn.

Brexit means civil war

In investigating nationalisms we have been talking about fictions that seem to amplify the power of the individual at the same time as they enrich our lives in their lived reality. These fictional realities are essentially ideological formations, and ideologies always have exactly the dual character that we have been exploring here. Are they false? Not at all. The nineteenth century novel can tell us more about life then than many a drier document of fact. At the same time, we recognise that the fiction has other intentions. It is designed to produce pleasure, promise a happy ending and perform other functions not strictly to do with reflecting reality. The same is true of ideologies.

These visions of what we have in common can really unite people, and they can exact enormous sacrifices. They can be rich and revealing in their vocabularies and their assumptions about the world. Moreover, there is no form of lived reality which can detach itself from ideology to know the world directly, without any vocabulary or assumptions.

At the same time, in having the function of making sense of our world, ideologies necessarily aim for closure. They do this in many different ways, all summed up in the classic Marxist reading in the function of repressing contradiction by producing a smooth surface over reality – hence the unitary or monocultural compunction. This smooth surface holds for a while, making us feel whole, until history and the world moves on, and then, as with the NHS or the BBC, the contradictions in the narratives we use to explain our experience begin once again to disturb and fragment that surface.

For this reason, ideologies are simultaneously our only way of knowing about the world, and a way of knowing the world which always and increasingly contains an element of not wishing to know. Bertolt Brecht, that canny baiter of dominant ideologies in his time, surely put his finger on one key aspect of what nationalism didn't want to know when he wrote: “Unhappy the land that is in need of heroes”.

To grapple with Brexit, however, I need to return to the work of Giorgio Agamben, and his ideological deconstruction of a key Brexit category in “What is a People?”. The essay opens with him pointing to the deeply ambivalent nature of “the people” in modern European languages, beginning with its use in the French Revolution at the very moment in which the people’s sovereignty was proclaimed as a principle. At one and the same time, he points out, “the people” represents the body politic as a whole, and a dispossessed subgroup of the poor, the excluded and underprivileged:

“Even the English people – whose sense is more undifferentiated – does retain the meaning of ordinary people as opposed to the rich and the aristocracy. In the American Constitution one thus reads without any sort of distinction: ‘We, the people of the United States…’; but when Lincoln in the Gettysburg Address invokes a ‘government of the people, by the people, for the people,’ the repetition implicitly sets another people against the first.”

What is fascinating about this opening move in an essay which gathers increasingly devastating analytical force as it unravels this conundrum, is how similar it is to an account of how ideologies fundamentally work. In the 1970’s, when wordplay was fashionable, Ros Coward and John Ellis in ‘Language and Materialism: developments in semiology and the theory of the subject’, gave us a definition which I believe has stood the test of time, “the function of ideology is to fix the individual in place as subject for a certain meaning. This is simultaneously to provide the individual with a certain subject-ivity… and to subject them to the social structure with its existing contradictory relations and powers.” This subjectivity simultaneously involves a recognition that enables the subject to act, and a misrecognition, since, “The individual lives his subject-ion to social structures as a consistent subject-ivity, an imaginary wholeness… a reflection of himself as the author of his actions.” 

By these accounts, the identification of the individual with the Monocultural National Us is an ideological move which represses the contradictions in which we live, in order to be able to assert our own importance and agency, in this case against the evidence of our subjection. We know who we are, is the statement. And we know if you are one of us.

This very certainty about what ‘we know’ which dismisses any challenge and refuses any elaboration is the regular mark of ideology. We can hear it when Michael Dobbs defines what the BBC brings to the nation in 2015, “The House of Lords Communications Committee… decided there was no clear definition of what Public Service Broadcasting is – but it didn't matter. It's the sort of thing we all recognise. When it hits you… one of the essential characteristics of Public Service Broadcasting, it seems to me, is that it must be a window into the nation's soul. Our ways, our values, our qualities. What makes us different.” 

Dobbs is following in a noble British tradition of uncodified non-explanation, as we read in Paddy Scannel’s history of the BBC:

"It is well known that broadcasting in Britain is based on the principle of public service, though what exactly that means can prove elusive. The most recent Parliamentary committee to report on broadcasting, the Peacock Committee, noted in 1986 that it has experienced some difficulty in obtaining a definition of the principle from the broadcasters themselves. A quarter of a century earlier, the members of the Pilkington Committee on Broadcasting were told by the Chairman of the BBC’s Board of Governors that it was no use trying to define good broadcasting – one recognised it. With the passing of time the concept has become more and more obscure. Most commentators rightly attribute a central role in the definition to John Reith but few have attempted to go much further…. Briggs summarises Reith’s concept of public service as… There is no mention of its political significance.”

And we hear it again in recent times, in the brazen circularity and withholding of meaning which is Theresa May’s counter-intuitive claim that ‘Brexit means Brexit’. Here, the very circularity announces a deep contract with the people. “Join me in knowing who we are – the people of Britain taking back control, and in the very process giving up any questions you may ask, shedding all the conflicting interests, ignoring all the contradictions, and asserting, with me, the people’s will …. You will be delivered from the servitude, the exclusion and humiliation of Agamben’s ordinary people. You will take back control and in one stroke, be in possession once again of what makes us different, and that which, unquestioned, makes us whole.”

Theresa May knew exactly what her job was when the Brexit referendum delivered its surprise result, if never so clearly since then. Here she is setting out her vision for running Britain in her Birmingham speech to delegates on Oct 5, 2016, and talking revolution:

“But change has got to come too because of the quiet revolution that took place in our country just three months ago — a revolution in which millions of our fellow citizens stood up and said they were not prepared to be ignored any more. Because this is a turning point for our country. A once-in-a-generation chance to change the direction of our nation for good. To step back and ask ourselves what kind of country we want to be…

 

It was about a sense — deep, profound and let’s face it often justified — that many people have today that the world works well for a privileged few, but not for them… And the roots of the revolution run deep. Because it wasn’t the wealthy who made the biggest sacrifices after the financial crash, but ordinary, working class families…

 

But today, too many people in positions of power behave as though they have more in common with international elites than with the people down the road, the people they employ, the people they pass in the street. But if you believe you’re a citizen of the world, you’re a citizen of nowhere. You don’t understand what the very word “citizenship” means.

 

So if you’re a boss who earns a fortune but doesn’t look after your staff . . .  An international company that treats tax laws as an optional extra . . .  A household name that refuses to work with the authorities even to fight terrorism . . .  A director who takes out massive dividends while knowing that the company pension is about to go bust . . . I’m putting you on warning. This can’t go on any more…

 

That means tackling unfairness and injustice, and shifting the balance of Britain decisively in favour of ordinary working class people… Because too often that isn’t how it works today. Just listen to the way a lot of politicians and commentators talk about the public. They find your patriotism distasteful, your concerns about immigration parochial, your views about crime illiberal, your attachment to your job security inconvenient. They find the fact that more than 17 million voters decided to leave the European Union simply bewildering…”

For an Establishment appreciation for the centrality of this key rhetorical intervention, and the huge problem presented by its remaining just that – rhetoric – see Sebastian Payne's FT column for August 7, 2018, Forget Brexit, Britain is failing to tackle its 'burning injustices'. The brazen cheek of it is breathtaking. And more or less exactly the same message was uttered by her American counterpart in his inaugural speech: again, brazen, and breathtaking:

“Today’s ceremony, however, has very special meaning. Because today we are not merely transferring power from one Administration to another, or from one party to another – but we are transferring power from Washington, D.C. and giving it back to you, the American People.

 

For too long, a small group in our nation’s Capital, has reaped the rewards of government while people have borne the cost. Washington flourished, but the people did not share in its wealth. Politicians prospered period, but the jobs left and the factories closed. The establishment protected itself but not the citizens of our country. Their victories have not been your victories. Their triumphs have not been your triumphs and while they celebrated in our nation's capital, there was little to celebrate for struggling families all across our land.”

These are leaders of the people tapping into archaic managerial wisdoms, perhaps planned long before the financial crisis of 2008, but anticipating the fall-out of such an inevitable occurrence and knowing in those circumstances what they have to do.

But I don’t want to concentrate on the very obvious Monocultural National Us that has arisen in our midst to Ukipise Britain’s Conservative party. You can easily fill in all the gaps for yourself, from what has been said so far, brought up to date by Adam Ramsay on the no-deal Brexit that Britain’s hard Brexiters never mention but actually want. Chillingly, this scenario is made more likely because of the impossibility of assembling positive majorities for any single Brexit option, since it is the only option that doesn't require one. So much for ensuring consent.

Instead, I would like to point to a second Monocultural National Us that has been in formation since the referendum in 2016, and whose recent emergence in our midst leads to similar dangers.

Anthony Barnett has written better than anybody on the two warring factions that have emerged from this toxic debate and polarised the country, in his ‘How to win the Brexit Civil War. An open letter to my fellow Remainers’. He is surely right to warn us against the violence lurking in the gathering confrontation, and implicit in the enemy images that he summarises. What he calls this “civil war” has already tragically claimed the life of one young and dedicated MP.

Yet the winner take-all-character of the contest he describes continues in both camps. Neither ‘Us’ is sharing useable plans for the country’s future. They are too busy projecting their people as the whole people, either on the grounds of the scanty advantage of the referendum result, which is declared to be the ‘people’s will’, or on the thin grounds that Leavers must see that they couldn’t have been more stupid. The Remainers whom Barnett tries to chastise into a more respectful stance, have been calculating what it would take to reverse the referendum, 52%: 48% in their favour, given for example the demise of enough older Leave voters. They too have a certainty, a vision, of a quite different ‘people’s will’, better informed maybe – this is surely where Michael Sandel’s ‘meritocratic hubris’ has its provocative part to play? – but which still shows no real interest in the diversity of the permanently absent people whom they claim to represent.

Whether we are promised a return to the centre ground, delivery from right and left extremists alike, or a government for the nation with an extra dash of Cold War thrown in  – isn’t a ‘People’s Vote’ billed as designed to ‘Stop Brexit’ only a mirror reflection of the ‘people’s will’ behind little global Britain ‘taking back control’? Like the latter, it admits of no relationship except hostility to the many Leaver worlds outside it, and no awareness of the many different Remainer strands within its ranks. Nick Inman is surely correct when he says in his recent openDemocracy contribution on ‘6 Un-British Brexit myths’: “I have never heard anyone speak up for those who think the EU is a terrible thing but on balance, the UK should stay in for a little while longer and figure out the best course of action calmly.”

These two warring Us’s, taken together, mark the radical decline, if not the end of the élite manufacture of consent. And this is without even mentioning the illicit forces behind Cambridge Analytica, Aggregate IQ and the Vote Leave campaign, working very effectively for the élite manufacture of civil wars they intend to win. Yet this development marks an extraordinary moment in human affairs, when for the first time the future defence of democracy may depend not only on the ‘democratic media’ Adam Ramsay would bring to the rescue, but on giving internet users the rights of opting in (or not) to any dominant ideology with which they may be targeted.

Part Four – a suggestion

The Monocultural National Us wreaks havoc all over the world. How do we loosen its grip on our imaginations, and what might this mean for the defence of our democracies?

I want to apply the criteria for a ‘healthy nationalism’ sketched in part two to two cases of the Monocultural National Us that have been causing havoc in our midst: the use of the word Zionism as a pejorative; and the two warring versions of ‘Us’ in Brexit Britain.

Talking about Zionism

Here it is an altercation between two Facebook posters. It strikes me as mild but typical in the long-gathering process of accusation that has accompanied any enlightenment the IHRA definition (plus examples) of “anti-semitism” has afforded since it reappeared over the horizon, despite noble attempts since the OSCE Berlin Declaration of 2002 kick-started this process, to point out its inherent flaws. Here, GLG and RE are discussing "a thoughtful and thought-provoking piece on this thorny topic."

“GLG When I claim to be anti-zionist, what I mean is I am opposed to the colonialist actions of a succession of Israeli governments - especially the current one under Netanyahu, and the Settler Movement. Who, aided and protected by the IDF, are blatantly evicting Palestinians and taking their land and property for themselves. I also hold the strong conviction that Israel should withdraw to its pre-1967 borders and that all sequestered lands should be returned to their rightful owners. I do NOT mean reversing the historical fact of Israel's creation, even though I do believe that the way that it was done in the first place was grossly mishandled - for which the UK is most to blame.

 

RE Best not to define that as anti Zionist then - your position is clear when you define it the way you do here, but will be understood differently if you call yourself an anti Zionist.”

What is interesting about RE’s response is that it contains no criticism of GLG’s analysis, but warns against the offence that may nevertheless be given attached to the role of the ‘anti-Zionist.’ This is meant to be a helpful warning. But it is a confused one, and repeated in many places, has led to a chilling effect on debate around the relationship of Israel and Palestine, when that debate is surely crucial for progress in the world.

It is a confusion at many levels, beginning with the fundamental problem shared by definitions of antisemitism with hate speech legislation generally, the minute it moved beyond the relative clarity of  ‘incitement to violence’, which is that the meaning of language is crucially determined by context, and that exactly the same phrase can mean completely different things uttered by different people in different situations. Even statements calling for the destruction of the state of Israel mean something very different when yelled by a young Palestinian, trapped in the Occupied Territories and humiliated by the experience of occupation, from, say, the opinion of a Middle East military man with influence over the development of a nuclear arsenal in his country.

But setting aside this comprehensive dilemma, and all the uncertainty around who is qualified as a result to judge the use of certain formulations and expressions, let alone an appropriate response… the concept of Zionism has a particularly vexed history thought-provokingly described in openDemocracy by Jonathan Shamir, who also concludes, though with more clarity than RE, that “ these polarising terms should be shelved, and taken out only when we are discussing political philosophy, which most of the time we are not.”

I hope I may be forgiven by him for what follows, on the grounds that it is Zionism as a term of political philosophy that concerns me. In the accusations and counter-accusations around the term Zionist, I want to argue that what those who are avowedly anti-Zionist often fail to articulate is the Monocultural National Us which lurks implicitly in its definition, with all the results in terms of violence that concern us most about bad nationalism. When they spell out what they criticise about Zionist support for the Israeli state, there are controversial analogies with apartheid, disputes about the precise nature of a colonial-settler state, all sorts of ways of trying to pin down what is uniquely appalling to them about Israeli policies with regard to Palestinians. All versions of course are furiously pushed back, and accompanied by the statement that has been given new topicality by Trump’s decision to pull out of the ‘cesspool of political bias’ which he alleges is the UN Human Rights Council, on the grounds that Israel is being singled out for special opprobrium in a way that can only be antisemitic, when there are many other – the implication is far worse – transgressors who are even members of that Council.

Trump doesn’t attempt to explain, of course, why the US singles out Israel for its special protection, considerable support and military alliance, one reason for the dismay in what used to be thought of as the free or civilised world at the impunity with which Israel acts towards the Palestinians.

The Zionist state claims to be especially for Jewish people: in fact it goes out of its way to offer Jewish people everywhere a special access to its citizenship. In this regard, and because Jewishness is linked to race and religion, it is very easy to make the mistake of seeming to criticise Jewishness when criticising the actions of the Israeli nation state. And it is not quite so simple as following the advice that one should always differentiate between criticism of the state and criticism of the Israeli people, in a situation in which so many Israeli citizens seem to have bought into the Monocultural National Us.

However it is not surprising that they have. Given the history of antisemitism, fear and violence in which the state was born, it is actually almost obvious that in this context the ‘Never again’ of World War II should with very little encouragement become, let us always have the upper hand and never be weak or frightened again. And as we have seen, that is not a million miles away from the basic building bricks of the Monocultural National Us, which always in the end requires a Them. So it is not at all surprising that internally in Israel, the exclusion and discrimination against its Palestinian minority (around 20 per cent of the population) has become entrenched over the years in laws that are deemed to “preserve the ability to realize the Zionist dream in practice”. It is not surprising that human rights, particularly minority and migrant rights are on the run in Israel, or that the Knesset Presidency recently disqualified a bill named: “Basic Law: Israel [is a] State for All its Citizens”. And it is not at all surprising that the projected external enemy that always returns to threaten one’s peace has been steadily turning the Occupied Territories into a large open air prison that is a reproach and scandal to us all. Because this is the logic and inevitable destiny of the Monocultural National Us, and it is precise to criticise Zionism as the political philosophy which underpins the Israeli state, because it is (or has become) this type of National Us, backed by the violence of the state that Zionism is committed to, and it is in the nature of that same economy of desire that, unless it is recognised for what it is and stopped, it must lead to all this violence.

But doesn’t Trump have a point? There is something extremely normal, even mundane, about what is wrong with the Israeli nation state in its response to Palestinians, and it is not very different at all from the European nation-state that was its model, only differing recently in the degree of violence internal and external that it has been willing to undertake in perpetuation of that model.

This is precisely where three of the examples of what could be considered antisemitism “taking into account the overall context”, given the then new EUMC definition of antisemitism which was the precursor to the IHRA definition – take their aim:

‘Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavour.’

‘Applying double standards by requiring of it a behaviour not expected or demanded of any other democratic nation.’

‘Drawing comparisons of contemporary Israeli policy to that of the Nazis.’

By these definitions, Jacqueline Rose’s thoughtful book The Question of Zion (2005), could be said to have transgressed on all three counts, when it argued that, “Zionism …imported into the Middle East a Central European concept of …organic nationhood, founded on ethnicity and blood (or “land, descent and the dead”)… the very version of nationhood from which the Jewish people had had to flee.”

What we are meant to conclude from these warning definitions is that an Israeli democracy so constituted has as much right to pursue such policies as any other democracy similarly constituted. The most recent Parliamentary committee to report on broadcasting, the Peacock Committee, noted in 1986 that it has experienced some difficulty in obtaining a definition of the principle from the broadcasters themselves. A quarter of a century earlier, the members of the Pilkington Committee on Broadcasting were told by the Chairman of the BBC’s Board of Governors that it was no use trying to define good broadcasting – one recognised it. With the passing of time the concept has become more and more obscure. Most commentators rightly attribute a central role in the definition to John Reith but few have attempted to go much further…. Briggs summarises Reith’s concept of public service as… There is no mention of its political significance.”

And we hear it again in recent times, in the brazen circularity and withholding of meaning which is Theresa May’s counter-intuitive claim that ‘Brexit means Brexit’. Here, the very circularity announces a deep contract with the people. “Join me in knowing who we are – the people of Britain taking back control, and in the very process giving up any questions you may ask, shedding all the conflicting interests, ignoring all the contradictions, and asserting, with me, the people’s will …. You will be delivered from the servitude, the exclusion and humiliation of Agamben’s ordinary people. You will take back control and in one stroke, be in possession once again of what makes us different, and that which, unquestioned, makes us whole.”

Theresa May knew exactly what her job was when the Brexit referendum delivered its surprise result, if never so clearly since then. Here she is setting out her vision for running Britain in her Birmingham speech to delegates on Oct 5, 2016, and talking revolution:

“But change has got to come too because of the quiet revolution that took place in our country just three months ago — a revolution in which millions of our fellow citizens stood up and said they were not prepared to be ignored any more. Because this is a turning point for our country. A once-in-a-generation chance to change the direction of our nation for good. To step back and ask ourselves what kind of country we want to be…

 

It was about a sense — deep, profound and let’s face it often justified — that many people have today that the world works well for a privileged few, but not for them… And the roots of the revolution run deep. Because it wasn’t the wealthy who made the biggest sacrifices after the financial crash, but ordinary, working class families…

 

But today, too many people in positions of power behave as though they have more in common with international elites than with the people down the road, the people they employ, the people they pass in the street. But if you believe you’re a citizen of the world, you’re a citizen of nowhere. You don’t understand what the very word “citizenship” means.

 

So if you’re a boss who earns a fortune but doesn’t look after your staff . . .  An international company that treats tax laws as an optional extra . . .  A household name that refuses to work with the authorities even to fight terrorism . . .  A director who takes out massive dividends while knowing that the company pension is about to go bust . . . I’m putting you on warning. This can’t go on any more…

 

That means tackling unfairness and injustice, and shifting the balance of Britain decisively in favour of ordinary working class people… Because too often that isn’t how it works today. Just listen to the way a lot of politicians and commentators talk about the public. They find your patriotism distasteful, your concerns about immigration parochial, your views about crime illiberal, your attachment to your job security inconvenient. They find the fact that more than 17 million voters decided to leave the European Union simply bewildering…”

For an Establishment appreciation for the centrality of this key rhetorical intervention, and the huge problem presented by its remaining just that – rhetoric – see Sebastian Payne's FT column for August 7, 2018, Forget Brexit, Britain is failing to tackle its 'burning injustices'. The brazen cheek of it is breathtaking. And more or less exactly the same message was uttered by her American counterpart in his inaugural speech: again, brazen, and breathtaking:

“Today’s ceremony, however, has very special meaning. Because today we are not merely transferring power from one Administration to another, or from one party to another – but we are transferring power from Washington, D.C. and giving it back to you, the American People.

 

For too long, a small group in our nation’s Capital, has reaped the rewards of government while people have borne the cost. Washington flourished, but the people did not share in its wealth. Politicians prospered period, but the jobs left and the factories closed. The establishment protected itself but not the citizens of our country. Their victories have not been your victories. Their triumphs have not been your triumphs and while they celebrated in our nation's capital, there was little to celebrate for struggling families all across our land.”

These are leaders of the people tapping into archaic managerial wisdoms, perhaps planned long before the financial crisis of 2008, but anticipating the fall-out of such an inevitable occurrence and knowing in those circumstances what they have to do.

But I don’t want to concentrate on the very obvious Monocultural National Us that has arisen in our midst to Ukipise Britain’s Conservative party. You can easily fill in all the gaps for yourself, from what has been said so far, brought up to date by Adam Ramsay on the no-deal Brexit that Britain’s hard Brexiters never mention but actually want. Chillingly, this scenario is made more likely because of the impossibility of assembling positive majorities for any single Brexit option, since it is the only option that doesn't require one. So much for ensuring consent.

Instead, I would like to point to a second Monocultural National Us that has been in formation since the referendum in 2016, and whose recent emergence in our midst leads to similar dangers.

Anthony Barnett has written better than anybody on the two warring factions that have emerged from this toxic debate and polarised the country, in his ‘How to win the Brexit Civil War. An open letter to my fellow Remainers’. He is surely right to warn us against the violence lurking in the gathering confrontation, and implicit in the enemy images that he summarises. What he calls this “civil war” has already tragically claimed the life of one young and dedicated MP.

Yet the winner take-all-character of the contest he describes continues in both camps. Neither ‘Us’ is sharing useable plans for the country’s future. They are too busy projecting their people as the whole people, either on the grounds of the scanty advantage of the referendum result, which is declared to be the ‘people’s will’, or on the thin grounds that Leavers must see that they couldn’t have been more stupid. The Remainers whom Barnett tries to chastise into a more respectful stance, have been calculating what it would take to reverse the referendum, 52%: 48% in their favour, given for example the demise of enough older Leave voters. They too have a certainty, a vision, of a quite different ‘people’s will’, better informed maybe – this is surely where Michael Sandel’s ‘meritocratic hubris’ has its provocative part to play? – but which still shows no real interest in the diversity of the permanently absent people whom they claim to represent.

Whether we are promised a return to the centre ground, delivery from right and left extremists alike, or a government for the nation with an extra dash of Cold War thrown in  – isn’t a ‘People’s Vote’ billed as designed to ‘Stop Brexit’ only a mirror reflection of the ‘people’s will’ behind little global Britain ‘taking back control’? Like the latter, it admits of no relationship except hostility to the many Leaver worlds outside it, and no awareness of the many different Remainer strands within its ranks. Nick Inman is surely correct when he says in his recent openDemocracy contribution on ‘6 Un-British Brexit myths’: “I have never heard anyone speak up for those who think the EU is a terrible thing but on balance, the UK should stay in for a little while longer and figure out the best course of action calmly.”

These two warring Us’s, taken together, mark the radical decline, if not the end of the élite manufacture of consent. And this is without even mentioning the illicit forces behind Cambridge Analytica, Aggregate IQ and the Vote Leave campaign, working very effectively for the élite manufacture of civil wars they intend to win. Yet this development marks an extraordinary moment in human affairs, when for the first time the future defence of democracy may depend not only on the ‘democratic media’ Adam Ramsay would bring to the rescue, but on giving internet users the rights of opting in (or not) to any dominant ideology with which they may be targeted.

Don't think it's easy being a vampire. Apart from the mundane sunlight/holy wafer/cross-in-your-face/spike-through-your-heart issues, you've got to deal with the fact that blood is toxic. A few teaspoons won't hurt — blood pudding is a delicacy for Brits, as is seal blood for the Inuit — but start drinking pints of the stuff (like real vampires do) and you risk haemochromatosis, or iron storage disease. We all need iron, of course — ask any anemic person. It's a necessary component of the hemoglobin that carries oxygen from your lungs to the rest of your body, hence the bright red color of arterial blood. However, we have a limited tolerance to excrete excess amounts — too much iron and your liver and nervous system go crazy. Unlike vampire bats, for instance, whose intestines have a filtering membrane which prevents overloading their bloodstream with iron. This toxic message hasn't, apparently, reached the daily coachloads visiting Castle Bran, aka "Dracula's castle," in central Romania's Transylvania. The official brochure insists that the 14th century structure has only a passing connection with Vlad Tepes III (c. 1430-1477), supposedly the model for Bram Stoker's 1897 novel Dracula. But having separated Vlad from vampires, the brochure turns around and discusses his history in the context of vampirism. Not to mention all the kitsch — fangs, vampire mugs, the whole shtick — for sale at the castle entrance. I'm surprised Stoker's heirs haven't sued the Romanian tourism board for royalties. The fact is Stoker, a Dubliner who made good in London (he managed Henry Irving, the most successful stage actor of his time), never refers to Vlad in his copious notes for the novel and only mentions him in passing in the book. In contrast to Count Dracula, Vlad was a very real person, three times voivode (prince) of Wallachia, popularly known as "the Impaler" after his chosen method of dispatching his enemies: slowly and painfully as they dangled on a pointed stake thrust from anus to mouth. In Romania, he's something of a folk hero, a master of psychological warfare who stopped the Turks from overrunning Wallachia and stripped the local Hungarian boyars (ruling class) of their power. Vlad signed himself "Dracula," meaning dragon, after the chivalric Order of Dragon founded by the king of Hungary as a mutual defense pact against the Ottoman Turks. For the second quarter of 2018, Deutsche Telekom reported net revenue rose 1.3 percent year-on-year in organic terms, reaching 18.4 billion euros. Adjusted EBITDA rose 3.9 percent in organic terms to 5.9 billion euros. Adjusting for currency variation, revenue was down slightly, by 2.8 percent, while reported adjusted EBITDA was down 0.3 percent.

Citing the positive financial outlook for its U.S. subsidiary, Deutsche Telekom revised upward its full-year guidance for adjusted EBITDA for the second time this financial year.



Some highlights

Germany
  • Mobile service revenues rose 2.9 percent year-on-year in the second quarter, reaching 1.7 billion euros. 
  • 45 percent of mobile contract customers (consumers) under the Telekom brand name already use a product bundle from the MagentaEINS portfolio, compared with 38 percent a year earlier. 
  • At the end of the second quarter, there were 3.9 million MagentaEINS customers, about half a million more than in the second quarter of 2017.
  • Over the last twelve months, Telekom has put 1,000 new mobile sites into operation in order to close remaining gaps in coverage. 
  • 74 percent of households in Germany with a fixed line now have access to fiber-optic-based products (FTTH, VDSL/vectoring), compared with 67 percent a year ago.
  • With 624,000 additional customers opting for fiber-optic-based products, and the overall number rising to almost 11 million, the success of this strategy was once again evident. 
  • Deutsche Telekom added another 80,000 customers overall in the broadband market.
  • In the second quarter of 2018, the Germany operating segment posted a year-on-year increase of 1.9 percent in adjusted EBITDA to 2.1 billion euros. One factor in this growth was a reduced cost base, which fell 2.1 percent to 3.3 billion euros. Revenue decreased slightly, declining 0.9 percent to 5.3 billion euros.
United States
  • T-Mobile US second-quarter service revenues rose 6.1 percent year-on-year to reach 7.8 billion U.S. dollars. Adjusted EBITDA increased by 5.1 percent to 3.0 billion U.S. dollars.
  • The number of branded postpaid customers rose by more than one million in the second quarter. 
  • Overall, T-Mobile US reported 1.6 million new customers in the second quarter – its 21st consecutive quarter of million-plus growth. As of June 30, the customer base was 75.6 million.
Europe
  • Revenue in the Europe operating segment rose 1.3 percent to 2.9 billion euros. 
  • There was a year-on-year increase of 1.8 percent in mobile service revenues.
  • Magyar Telekom (Hungary) delivered the strongest growth in mobile business. 
  • The upward trend in new mobile contract customers (plus 336,000) and new broadband customers (plus 73,000) continued to hold in the second quarter. 
  • The number of customers opting for these convergent products rose 48.3 percent to 2.7 million. 
Systems Solutions
  • Systems Solutions’ total revenue decreased 0.8 percent to 1.7 billion euros. The decline in earnings indicators was accentuated by capital expenditure in areas promising future growth, with adjusted EBITDA falling 11 percent to 121 million euros compared with the prior-year quarter. T-Systems is thus on track for the full-year guidance for 2018.
  • At the end of June, T-Systems launched a transformation program under the motto Investing while Saving to get the company back on the path to growth.

Come Saturday, the Central Bank Auditorium, lower St Vincent Street, Port-of-Spain, will come alive with the sights and sounds of La Casa De Fusion starring headliner First Lady of Parang Alicia Jaggasar.

Special guests for the evening include Operatic tenor John Thomas, Sweet Soca Man Baron, Malick Folk Performing Company and The Karline Brathwaite Dance Company. This third instalment of La Casa de Fusión is an Anglo Latin (La) treatment to Calypso and Soca (CaSa). This fusion is the brainchild of reigning 11- time Parang Queen Jaggasar of Los Alumnos de San Juan.

Jaggasar has managed to carve a niche for herself in the parang world not just as a lead vocalist, but as a prolific lyricist and composer of parang and Latin music.

Her original compositions have been showcased at the South by South west Music Festival in Austin, Texas, USA and at WOMEX (World Music Expo) in Budapest, Hungary to critical success and encore requests from the international audience.

To establish herself as annAnglo Latin singer, she embarkedb on a series of mini concerts, started in April in Port-of-Spain and Arima, to rave reviews and will now embark on her largest undertaking ever.

Show producer John Thomas told GML: “T&T’s proximity with Venezuela has long seen us opening our doors to our Latino and Latina neighbours when they came here as peasants to work in the cocoa plantations at the turn of the 20th century.

It is these peons who brought with them the traditions of Parranda, pronounced as parang to the Anglophonic Trinidadian, which allowed persons like Alicia to embrace this tradition.

“Due to the economic and political fallout in Venezuela over the past 20 years, we have seen an influx of new Venezuelan migrants who are contributing to our music landscape and thus opening a market and local appreciation and taste for Latin music and dance in T&T.

“Because of this, Alicia then furthered her study of the Spanish language through the Venezuelan Embassy and continued this quest for learning by also studying the many Latin music genres which is evident in her original compositions; from salsa, meringue, bachata to bolero, cumbia and, of course, parranda (parang).

This country has dropped five spots on the 2018 Global Innovation Index Rankings (GII) and now ranks at 96 out of 126 countries.

Last year, T&T ranked 91 on the GII which is co-published by Cornell University, INSEAD and the World Intellectual Property Organisation (WIPO), a specialised agency of the United Nations. In the current ratings, out of 100 this country scored 26.75, down from a score of 29.7 last year.

The fact that the efficient ratio came down from .60 to .43, means T&T is underperforming given its level of development, said Dr Balraj Kistow, lecturer and programme director at the Arthur Lol Jack Global School of Business, when he announced the rankings yesterday.

He said at a global level Switzerland, Netherlands, Sweden and the United Kingdom ranked as the top four countries. Switzerland has held the top spot since 2014. The top 15 countries are mostly high income countries mainly from Europe. Latin America and the Caribbean scored an average of 30 out of 100, ranking just above Sub-Saharan Africa.

According to the report, this country showed difficulty in converting high income into outputs.

“Among high-income countries, Switzerland, the Netherlands, Sweden, Germany, Ireland, Luxembourg, and also Hungary stand out for producing many outputs for their given level of inputs. Singapore, Australia, Japan, Hong Kong (China), Canada, New Zealand, and Norway, as well as many resource-rich economies such as Saudi Arabia, Qatar, and Trinidad and Tobago stand out as high-income economies that—assuming that both inputs and outputs are properly measured—tend to perform worse,” the report said.

T&T was also one of the countries with the most missing values in the study, meaning there is need for proper data collection.

“Despite requiring minimum levels of coverage, for several economies the number of missing data points remains very high,” the study said.

Kistow said this is not the first time international bodies were unable to properly source data from T&T.

However, this country is still ranked as one of the three high-income economies in the Caribbean and Latin American region—the others are Chile and Uruguay. T&T also showed strengths in terms of innovation linkages and ease of getting credit.

Weaknesses were noted in the areas of research and development, growth of personal purchasing parity/GDP per worker, ecological sustainability and general infrastructure.

“Innovation is now widely recognised as a central driver of economic growth and development. The Global Innovation Index (GII) aims to capture the multi-dimensional facets of innovation by providing a rich database of detailed metrics for 126 economies, which represent 90.8 per cent of the world’s population and 96.3 per cent of global GDP.

“Today a wide range of high-, medium-, and low-income countries are using the GII as a tool for action to improve innovation performance—often at the prime ministerial and ministerial level, and often with specific cross-ministerial task forces comprising a large variety of relevant innovation stakeholders,” the report said.

The 2018 report is the 11th edition of the GII and is dedicated to the theme of energy innovation. It analyses the energy innovation landscape of the next decade and identifies possible breakthroughs in fields such as energy production, storage, distribution, and consumption.

Former Finance Minister and CEO of Eastern Credit Union Conrad Enill, commenting on the rankings, said corporate innovation is also important, especially when faced with disruption.

Hungary’s Magyar Telekom reported that total revenues increased by 9.2% year-on-year to HUF167.7 billion (USD609 million) in Q2 2018 (excluding the impact of adopting IFRS 15 reporting standards), primarily driven by a strong rise in B2B IT/system integration (SI) revenues alongside rises in mobile data usage and equipment sales. Mobile revenues climbed 5.1% y-o-y to HUF83.7 billion in April-June 2018 whilst fixed line revenues improved 5.4% to HUF50.8 billion, boosted by gains in broadband/TV service revenue; quarterly SI/IT revenues grew by 36.2% to HUF33.2 billion. Q2 group EBITDA was up 6.6% to HUF51.0 billion as a result of improved gross profit and savings on operating expenses. Magyar Telekom’s Hungarian mobile subscriber base declined by 1.6% y-o-y to 5.31 million at 30 June 2018, whilst retail fixed broadband customers increased by 5.2% to 1.10 million. Hungarian pay-TV customers climbed 3.9% to 1.04 million; fixed voice lines dropped 2.4% to 1.39 million. Subsidiary Makedonski Telekom (Macedonia) also saw a drop in active mobile connections, down 3.1% y-o-y to 1.17 million, while its fixed broadband accesses were stable at 190,000. Macedonian IPTV subscribers grew by 10,000 y-o-y to 122,000; the unit’s fixed voice lines decreased by 3,000 to 210,000.

Italy’s Turn Against Europe

BOLOGNA – It has been less than two months since the populist Five Star Movement (M5S) and the right-wing League party formed a new Italian government, so it is too early to tell how the coalition will translate its campaign rhetoric into concrete policies. In fact, the coalition’s internal contradictions might limit the scope of its legislative action, or even bring about its downfall – possibly even before the European Parliament elections in May 2019.

That said, it is not too early to see what the Italian government’s anti-European posture will mean for Europe. For European Union leaders watching from Brussels, the political dynamic that the M5S/League coalition has set in motion could prove far more consequential than any specific policy initiatives.

The M5S/League coalition is the first instance of an overtly anti-EU government coming to power in one of the bloc’s founding member states. Although its radicalism is partly a response to the Italian economy’s dismal performance over the past two decades, a similar brand of anti-establishment politics has taken root in European countries that have fared better. Far from being an outlier, Italy could be a harbinger of what awaits many other countries, especially after the EU elections.

Italy’s new government has wasted no time taking a hard line on immigration. Matteo Salvini, the League leader and current interior minister, has castigated the EU for leaving Italy on its own to deal with incoming asylum seekers. Salvini’s rhetoric is often racist and inflammatory, but he has a point when he argues that the refugee crisis demands a collective solution. The EU’s highly visible failure on this issue has played directly into its critics’ hands.

So far, Italy’s challenge to the EU over immigration has forced “core” member states such as Germany to begin considering negotiated solutions to the problem. But a truly viable cooperative approach still seems a long way off.

That means governments that sympathize with Salvini’s position will most likely continue to pursue unilateral policies, possibly jeopardizing the Schengen system of passport-free travel within most of the EU. Destroying this foundational EU institution might not be Salvini’s stated goal, but he is clearly taking things in that direction.

Meanwhile, on the economic-policy front, the new Italian government has introduced its “decreto dignita” (“law for dignity”), which will reverse some of the labor-market reforms enacted by former Prime Minister Matteo Renzi’s center-left government. Specifically, the legislation will make it more difficult for firms to fire permanent-contract workers, or to employ workers on temporary contracts over the long term.

A technical analysis conducted by the state National Insurance Agency predicts that the new law will lead to an overall decrease in employment, and that this will negatively affect the national budget. In response to these findings, the government has threatened to fire the NIA’s president.

The M5S/League government’s attack on the independence of the civil service offers a taste of what is to come. A broader conflict within the coalition is already playing out over how to reconcile left- and right-wing economic-policy agendas within the constraints of EU fiscal rules – which the current finance minister, Giovanni Tria, says he wants to uphold. This conflict could come to a head if the coalition moves forward with its proposals for a guaranteed-income scheme, pension reforms, and tax cuts.

Although the government’s immediate objectives center on domestic matters, its policies could have profound implications for the EU generally. As we have already seen in the case of refugee policy, the government will most likely adopt a confrontational position toward the EU whenever it can. After all, challenging the EU plays well with both the M5S and League electoral bases, and other governments – not least those of Hungary and Poland – have already demonstrated the effectiveness of scapegoating Brussels for domestic failures.

But what is the end game? On the one hand, the Italian government’s aggressive attitude could be interpreted as a negotiating tactic vis-à-vis the EU; on the other, it could be a political strategy for the upcoming EU elections. Like resurgent nationalist parties in other member states, the M5S/League may be trying to push the EU toward a looser federation in which key policy prerogatives are transferred back to national governments.

But for eurozone countries, this outcome would lead to more instability. In the absence of aligned budgetary policies and common rules, a common currency is simply not sustainable. Though M5S and League leaders are not calling for a withdrawal from the eurozone, much less the EU, their ostensibly domestic agenda is bound to damage the bloc’s foundations.

The EU must brace itself. We are about to see the damage that can be done when a major member state pursues a program of EU antagonism. Italy is showing that without progress toward “ever closer union,” a quiet disintegration could be in the offing.

MUMBAI: Sony Pictures Network (SPN) India has renewed the media rights deal for the UEFA Euro Championship to telecast in the Indian subcontinent according to Insidesports.co. On the flip side, the broadcaster has lost one of its precious football properties, La Liga, to Facebook. The social media giant bagged the rights for the next four-year cycle.

The 2020 European Championship edition will be played across 12 European nations between 12 June and 12 July.

Sony in the earlier UEFA media rights cycle was also the official broadcaster for the UEFA Champions League and the UEFA Europa League, which were not the part of the UEFA Euro Championship deal.

The UEFA Euro 2020 qualifying draw will be held on 2 December 2018 at the Convention Centre Dublin in Dublin, Republic of Ireland.

Recently, UEFA has also renewed its worldwide master licensing deal with global sports and talent management agency IMG. The extended terms of the agreement will see IMG continue to serve as the exclusive master licensee for UEFA Euro 2020 and other major national team tournaments through to the end of 2022.

The deal provides Sony Pictures Network with the right to broadcast the UEFA Euro 2020 Championship matches and the Championship Finals. In the previous three-year deal SPN aired 546 UEFA international matches over three years in the run-up to the 2016 finals in India, Pakistan, Bangladesh, Sri Lanka, Bhutan, Nepal and Maldives.

The media right for La Liga was acquired by SPN for $32 million in 2014 till May 2018.

The Euro Championship games will be played at London, Munich, Rome, Baku, Saint Petersburg, Bucharest, Amsterdam, Dublin, Bilbao, Budapest, Glasgow and Copenhagen. Each city will host three group stage matches and one match in the round of 16 or quarter-finals. London will host the Group Stage matches, a round of 16 game, semi-finals, and final. Munich (Germany), Baku (Azerbaijan), Saint Petersburg (Russia) and Rome (Italy) Group Stage games and the quarter-finals. Copenhagen (Denmark), Bucharest (Romania), Amsterdam (Netherlands), Dublin (Republic of Ireland), Bilbao (Spain), Budapest (Hungary) and Glasgow (Scotland) will host Group stage and the round-of-16 matches.

The Chinese government has wholeheartedly embraced surveillance technology to exercise control over its citizenry in ways both big and small. It’s facial-scanning passers-by to arrest criminals at train stations, gas pumps, and sports stadiums and broadcasting the names of individual jaywalkers. Government-maintained social credit scores affect Chinese citizens’ rights and privileges if they associate with dissidents. In Tibet and Xinjiang, the government is using facial recognition and big data to surveil the physical movements of ethnic minorities, individually and collectively, to predict and police demonstrations before they even start. China is even using facial recognition to prevent the overuse of toilet paper in some public bathrooms.

We may soon see dictators in other countries use these sorts of tools, too. If American cities and states are laboratories of democracy, China’s remote provinces have become laboratories of authoritarianism. China is now exporting internationally a suite of surveillance, facial recognition, and data tools that together equip governments to repress citizens on a scale and with a ruthless algorithmic effectiveness that previous generations of strongmen could only dream of. Call it algorithmic authoritarianism. Where yesterday’s strongmen were constrained by individual informants and case-by-case sleuthing, tomorrow’s authoritarians will, like China, be able to remotely identify thousands of specific individuals in public via cameras, constantly track them, and use unprecedented artificial intelligence and computing to crunch surveillance information and feed it back into the field in real time. This technology is still being imperfectly and inconsistently applied, but China is working to close the gaps. And even the perception of surveillance where it doesn’t exist has been shown to shape behavior.

The limits of China’s willingness to use these tools at home or export them to others are unknown. Worse still, China’s digital authoritarianism could emerge as an exportable model, appealing to leaders on the fence about democratic norms, that could undercut or even rival liberal democracy.

Part of what makes technologically enabled authoritarianism so complex is that the tools also have immense promise to serve customers and citizens well. They’re double-edged swords. Consider the surreal case of the California-based suspected serial killer apprehended after his relative voluntarily submitted DNA to an online ancestry database that matched material at the crime scene—or the accused Maryland newsroom shooter quickly identified by facial recognition. Or the lower-caste Indians who can now receive government benefits thanks to India’s national ID Aadhaar program, which relies on a database that has collected the iris scans and fingerprints of more than 1 billion Indians in a country where hundreds of millions previously lacked state identity cards. Or the Londoners kept safe by massive numbers of CCTV cameras. Or the predictive policing pilot launched in New Orleans with the pro-bono help of Palantir. Even in democracies with meaningful legal checks on state power, leveraging A.I. for policing often suffers from a lack of transparency, citizen input, and a serious risk of biased enforcement and overreach.

China and a few small, advanced, authoritarian states such as Singapore (which is soliciting Chinese bids to install 110,000 advanced facial recognition sensors on the small city-state’s lampposts) and the United Arab Emirates are at the forefront of the application of these technologies. But as China embarks on a trillion-dollar global infrastructure construction binge known as the Belt and Road Initiative, it is already exporting its own tech-enabled authoritarian toolkit to gain profit or goodwill with local authorities, or simply to extend the reach of its own surveillance.

What happens when these technologies migrate to bigger, more fractious societies? This won’t happen overnight—and the financial and logistical obstacles to broad implementation are significant. But there is every reason to think that in a decade or two, if not sooner, authoritarians and would-be strongmen in places like Turkey, Hungary, Egypt, or Rwanda will seek these tools and use them to thwart civil society and crush dissent in ways that weaken democracy globally.

Already there are reports that Zimbabwe, for example, is turning to Chinese firms to implement nationwide facial-recognition and surveillance programs, wrapped into China’s infrastructure investments and a larger set of security agreements as well, including for policing online communication. The acquisition of black African faces will help China’s tech sector improve its overall data set.

Malaysia, too, announced new partnerships this spring with China to equip police with wearable facial-recognition cameras. There are quiet reports of Arab Gulf countries turning to China not just for the drone technologies America has denied but also for the authoritarian suite of surveillance, recognition, and data tools perfected in China’s provinces. In a recent article on Egypt’s military-led efforts to build a new capital city beyond Cairo’s chaos and revolutionary squares, a retired general acting as project spokesman declared, “a smart city means a safe city, with cameras and sensors everywhere. There will be a command center to control the entire city.” Who is financing construction? China.

While many governments are making attempts to secure this information, there have been several alarming stories of data leaks. Moreover, these national identifiers create an unprecedented opportunity for state surveillance at scale. What about collecting biometric information in nondemocratic regimes? In 2016, the personal details of nearly 50 million people in Turkey were leaked.

Now is the time for those invested in individual freedom—in government, in civil society, and in the tech sector—to be thinking about the challenges ahead.

This starts with basic transparency and awareness at home, in international fora, and ultimately inside nations deciding how and whether to adopt the tools of algorithmic authoritarianism. Diplomats, CEOs, activists, and others will need to use their various bully pulpits to reach members of the public. Oversight bodies like the U.S. Congress and European Parliament should convene hearings to hold tech companies and government agencies accountable for their role in exporting elements of the authoritarian toolkit in search of profits or market share. Forging reasonable, balanced approaches to these new technologies at home will be a crucial aspect of pushing other states to do the same. As a recent blog post from Microsoft’s President Brad Smith essentially calling for intensive study and regulation of this space makes clear, now is the time to bridge the tech-policy divide to find feasible, ethical solutions.

Reaching beyond established democracies to set international norms and standards will be difficult, but it is essential to try. An international body, be it the European Union or United Nations, will need to put forward a set of best practices for protecting individual rights in an era of facial recognition. Companies and countries alike can group together to commit to protecting citizens by placing limits on facial recognition, offering the right in some instances to opt out of sharing biologically identifiable information, as Indians fought for and won, or protecting identifying data on the back end.

China and other determined authoritarian states may prove undeterrable in their zeal to adopt repressive technologies. A more realistic goal, as Georgetown University scholar Nicholas Wright has argued, is to sway countries on the fence by pointing out the reputational costs of repression and supporting those who are advocating for civil liberties in this domain within their own countries. Democracy promoters (which we hope will one day again include the White House) will also want to recognize the coming changes to the authoritarian public sphere. They can start now in helping vulnerable populations and civil society to gain greater technological literacy to advocate for their rights in new domains. It is not too early for governments and civil society groups alike to study what technological and tactical countermeasures exist to circumvent and disrupt new authoritarian tools.

Everyone will have to approach these developments with the humbling recognition that Silicon Valley is not the only game in town. Regardless of what happens stateside or in Europe, China will have formidable and growing indigenous capabilities to export to the rest of the world.

Seven years ago, techno-optimists expressed hope that a wave of new digital tools for social networking and self-expression could help young people in the Middle East and elsewhere to find their voices. Today, a new wave of Chinese-led technological advances threatens to blossom into what we consider an “Arab spring in reverse”—in which the next digital wave shifts the pendulum back, enabling state domination and repression at a staggering scale and algorithmic effectiveness.

Americans are absolutely right to be urgently focused on countering Russian weaponized hacking and leaking as its primary beneficiary sits in the Oval Office. But we also need to be more proactive in countering the tools of algorithmic authoritarianism that will shape the worldwide future of individual freedom.

Due to the video I posted about my book Cain as Serpent Seed of Satan, vol. IV, YouTube wrote me the following, “We believe in the principles of free speech, even when that speech is unpopular or potentially offensive to some viewers” about which I will say ROFL!!!
They followed up with:
“However, YouTube doesn't allow hate speech or content that promotes or incites violence. In some cases, flagged videos that do not clearly breach the Community Guidelines but whose content is potentially controversial or offensive may remain up, but with some features disabled.”

Also:
“Your video will be shown after a warning message. In addition, certain features such as comments, sharing, thumbs up, and suggested videos have been disabled. Your video is also ineligible for monetization.”

So no, you cannot even comment on the video with statements such as—oh, I don’t know—this video contains absolutely ZERO hate speech or content that promotes or incites violence.

They also blocked it in the following countries:
“Austria, Belgium, Bulgaria, Switzerland, Cyprus, Czechia, Germany, Denmark, Estonia, Spain, Finland, France, United Kingdom, French Guiana, Guadeloupe, Greece, Croatia, Hungary, Ireland, Israel, Italy, Lithuania, Luxembourg, Latvia, Martinique, Malta, New Caledonia, Netherlands, French Polynesia, Poland, Saint Pierre and Miquelon, Portugal, Reunion, Romania, Sweden, Slovenia, Slovakia, French Southern Territories, Wallis and Futuna, Mayotte.”

Within my appeal, I wanted to write:
“Good day, please be aware that many people use your alter system in order to take down videos/channels they do not personally like. Also, when you rely on impersonal algorithms which flag videos based on key words, errors will occur that this is one such a case. I received a message that stated ‘YouTube doesn't allow hate speech or content that promotes or incites violence.’ There is absolutely zero promotion or incitation of violence in my video. In fact, the video is specifically against racism, White supremacism, etc. Thus, please remove the misplaced warning message. Moreover, it has been blocked in multiple countries so please remove this block.”

I wanted to but could not since the appeal section only allows a tweet sized sentence. In any case, I elucidated that the video contains no such thing.

In about one minute, the reply was:
“Thank you for submitting your video appeal to YouTube. After re-reviewing your video New book on White Supremacist who hold to the Cain as Serpent Seed of Satan theory, we've decided to leave the restrictions in place on your video.
Our commitment to you
We take your videos and the YouTube community feedback seriously. We provide all uploaders with an option to appeal any removal or restriction of their videos. When an appeal is submitted to us, we work quickly to review the content and take appropriate action, including restoring videos that have been mistakenly removed.”

So now, when you go to watch the video, you will first see:
“The following content has been identified by the YouTube community as inappropriate or offensive to some audiences” with the options of “Continue” or “Cancel” and within it, you will see:
“Certain features have been disabled for this video
In response to user reports, we have disabled some features, such as comments, sharing, and suggested videos, because this video contains content that may be inappropriate or offensive to some audiences.”

Once you appeal, you are basically simply cut off from contacting YouTube (unless you are some sort of high money earner which I am utterly not) so I found a way to tell Google that I had an issue:
“I am a Jew who made a video AGAINST White supremacist racism and now YT is attacking me by claiming that my video contains ‘hate speech or content that promotes or incites violence,’ they rejected my appeal and thus, leaving me no way to defend myself. I would ask how they sleep at night but I imagine that the answer is that they sleep on a gigantic pile of money.”

Yes, it would take—my oh, my—all of two mouse clicks away from YouTube to find out that I am a Jew.

But perhaps I am misreading the whole thing: the video may have been flagged by White supremacist racists who wanted to keep me from exposing their racism—but I will not hold my breath at this option.
