(Sydney) – Papua New Guinean authorities should promptly conduct a thorough and credible investigation into the beating of a boy by police in Kimbe, West New Britain, that was captured on video and shared on social media, Human Rights Watch said today. The investigation should be capable not just of identifying the police responsible, but of prosecuting and punishing them.

The graphic video shows two armed police officers hitting the naked boy with sticks, kicking him in the head, and dragging him along rocks on the ground. At one point, a police officer puts a gun to the boy’s head. The boy cries and pleads with the officers.

Police Commissioner Gari Baki said the incident occurred a week and a half ago, and that he has ordered a “full investigation into the incident.” Baki confirmed the officers responsible will be interviewed as part of the investigation and conceded that, “police brutality continues to be disregarded by a few officers.”

“Announcing an investigation into this shocking incident is the first step, but authorities should ensure that it is independent and transparent, and that police found responsible are prosecuted,” said Elaine Pearson, Australia director at Human Rights Watch. “This is not just a few bad apples. Police abuse in Papua New Guinea is sadly widespread, and it will only end when abusive officers are held to account for their crimes.”

A spokesperson for the Papua New Guinea police reportedly said that the boy in the video was hospitalized but is now “OK” and has been released into his parents’ care. Human Rights Watch has been unable to confirm the location of the boy or his condition.

The Minister for Police Jelta Wong MP responded that, “the Commissioner has been tasked to provide answers and appropriate action against the perpetrators. Like all our leaders, I have seen this video and personally was sickened by the actions taken by the 2 members of the RPNGC [Royal Papua New Guinea Constabulary].”

Papua New Guinea has a long history of police abuse, which continues with little accountability, even for fatalities and egregious physical abuse. In 2005 and 2006, Human Rights Watch documented widespread police violence, including brutal beatings, rape, and torture, against children in police custody. Beatings are so routine that police make little or no attempt to hide them, beating children in public. Police rarely provide medical care, even when victims are seriously injured.

In the past, public pressure over specific incidents of excessive use of force, has led the police to announce investigations into allegations of police violence, including the shooting of eight student protesters in 2016. But the findings of such investigations are rarely made public and officers have rarely, if ever, been convicted.

Australian Foreign Minister Julie Bishop has said she will raise the incident with Papua New Guinea’s foreign affairs minister, Rimbink Pato. Bishop said that the incident indicates that, “Australia should continue to maintain a presence there, assisting, advising, [and] supporting the PNG police and PNG government.”

Papua New Guinea is the largest per capita recipient of Australian development aid, with the Australian government providing $58.9 million over two years for the Australian Federal Police to provide assistance to the Royal Papua New Guinea Constabulary. This includes basing 73 Australian Federal Police personnel in Papua New Guinea.

“The Australian government should closely monitor all incidents of police violence and benchmark further assistance to law enforcement upon progress in holding the perpetrators of police abuse to account,” Pearson said. “Papua New Guinea authorities need to come clean about the results of previous investigations into excessive use of force, and ensure abusive officers are not simply quietly moved or dismissed but held to account for their actions.”

Vladimir Voïnovitch, un écrivain et dramaturge russe et un ancien dissident soviétique est mort à Moscou le 27 juillet 2018.

La mort de Vladimir Voïnovitch, le plus grand humoriste et le plus acerbe satiriste qu’ait eu la Russie après Zochtchenko nous remet en mémoire son petit héros, le soldat Tchonkine. Voïnovitch, qui se plaisait à faire remonter ses ancêtres aux princes serbes du même nom (sans qu’on puisse démêler le vrai du faux dans ses forfanteries) laisse une œuvre importante, poésie, théâtre, prose, mais avant tout il me semble être le créateur de ce petit bonhomme débrouillard, grand résistant par le grotesque aux assauts des puissants : Tchonkine !

Tchonkine est un petit personnage de la même étoffe que le pitre Tom Sawyer de Mark Twain, né en 1876, at qui passe d’un livre à l’autre de Twain, ou encore que le brave soldat Chveik du Tchèque Jaroslav Hasek, né lui, en 1923, mais incomplet, et achevé par un ami de Hasek. Tchonkine est, lui aussi, « l’idiot du bataillon », – un minable, un avorton, mais qui se débrouille quand même toujours pour mettre des bâtons dans les roues des « grands », des « puissants », des « vrais ». Idiot et candidement inconscient des dangers qu’il court, il est, comme ses prédécesseurs un lointain descendant de Candide de Voltaire.

Lire Voïnovitch a toujours été une énorme partie de plaisir, le rire venant sourdement oppresser le lecteur, comme un spasme ou un hoquet. Sa petite machine à faire rire est aussi une petite machine à se défendre, une machine généreuse, qui ne paye pas de mine, qui est grossier et chaleureuse. Tchonkine est une sorte de Khlestakov tombé en plein kolkhoze russe. On rejoue le « Révizor » dans le décor d’un kolkhoze de fabliau. Voici le président du kolkhoze qui hésite toujours, même entre l’omelette et les pommes de terre sautées pour son petit déjeuner, voici l’inventeur clochemerlesque qui remplit sa maison de merde pour la distiller, et qui veut, nouveau Lyssenko, croiser la patate avec la tomate. Ou encore le cul-de-jatte Jikine qui « spécule sur ses jambes » alors qu’il pourrait quand même participer au sarclage. La postière qui nourrit son verrat au biberon…

Tchonkine, envoyé monter la garde auprès d’un « éroplane » qui est tombé en panne sur le kolkhoze est oublié par les autorités, et s’arrange finalement très bien, poussant l’avion dans la grange de la postière et s’introduisant dans son lit… Gaudriole et grotesque font bon ménage mais on annonce bientôt l’attaque sans prévenir de l’ami Hitler. Le peuple se rassemble de lui-même, on le disperse pour provoquer un autre meeting, un « bon », sur ordre des autorités ; Dounia court la première au magasin acheter tout le savon et il s’ensuit une mêlée mémorable, prouvant que les humains perdent figure humaine dès que le malheur se profile à l'horizon. Cependant Tchonkine est rendu fou de jalousie par un voisin qui fait intrusion, et le mariage de sa Nura avec son verrat a le charme d’un variante inattendue du rêve de Tatiana au chant V d’«Eugène Onéguine» où elle se retrouve dans un banquet grotesque d’hommes-animaux.

Les gags de Voïnovitch ont, comme chez tous les grands humoristes un envers de tristesse et un non-dit de consolation. « La vie et les aventures extraordinaires du soldat Tchonkine » parut à Paris en 1975, l’auteur était encore en URSS, mais son sort était scellé : le régime ne pouvait pas apprécier pareil humour, ce n'était pas dans ses cordes... Déchu de la nationalité soviétique (comme Soljenitsyne), l’auteur se réfugie en Allemagne, et écrit en 1986 Moscou 2042, une satire plus ambitieuse, dans l’esprit de l’anti-utopie Nous de Zamiatine, et qui préfigure une fusion totale du KGB, du Parti et du Patriarche. Le pays est dirigé par un Genialissimus, qui habite dans le cosmos… mais un certain Sim Simytch Karnavalov prend le pouvoir et installe la monarchie à son profit. Tous les lecteurs reconnurent Soljenitsyne, et d’ailleurs dans ses interviews Voïnovitch mit les points sur les i, et dix ans plus tard revint à la charge sur un ton plus sérieux, dans Alexandre Soljenitsyne, portrait sur fond de mythe.  Le mythe, c'est le retour du Guide sur un cheval blanc ; le principal reproche, c'est le chauvinisme, l'antisémitisme dissimulé, et pour finir la pauvreté artistique de la Roue rouge. L’humoriste avait perdu de son humour. Sa charge contre l’auteur de l’Archipel en manquait étonnamment. Mais la guerre des dissidents faisait rage, et l’ennemi commun était Soljenitsyne. Voïnovitch a eu le tort de trop préciser sa cible. Ce que ne fait pas Saltykov-Chtchedrine dans Histoire d’une ville. Mais Tchonkine reste à jamais, à côté de Chveik, son petit prédécesseur. Avec lui, la quinte de rire est assurée…

This post marks the completion of my three-part series on mangroves, one of my favourite habitats, not least because they are so unfamiliar and even unlikely, fluctuating with the tides between land and sea environments. It began here, and you might want to have a look there if you've not already done so, as there is background information that I won't repeat. And the second post featured some seriously cool crabs!

Today I want to introduce some animals that live above the mud, in the mangrove trees themselves. Some virtually never leave the mangroves, to others the mangroves are a very significant part of their lives though they venture beyond them too. Many feed and breed there, some come back every day to roost. 

Quite a few tropical birds are mangrove specialists, including in Australia. Here are a few.

Mangrove Robin Peneoenanthe pulverulenta, Bayview, Darwin. This lovely bird, with a sad whistle,
never leaves the mangroves; it is found in northern Australia and New Guinea.
In addition to insects, it eats small crabs. It is the only member of its genus.
Mangrove Grey Fantail Rhipidura phasiana, Norman River, Karumba, Gulf of Carpentaria, Queensland.
It is closely related to the familiar Grey Fantail, but has a paler grey back, broader wing bars and a shorter tail.
It too rarely leaves the mangroves of northern Australia and southern New Guinea.
This was from a boat trip that I mentioned in the last post, as are the next two species.
White-breasted Whistler Pachycephala lanioides. This is a female, he has a magnificently snowy breast
and throat, separated by a black collar. Another mangrove specialist, found across northern Australia.
 
Immature male Red-headed Honeyeater Myzomela erythrocephala.  (There is a tendency elsewhere to use Myzomela
as a group name, but fortunately we've resisted that so far in Australia!) This one again lives wherever there
are mangroves throughout far northern Australia and across Torres Strait.
The glorious adult male below, though largely hidden, gives some idea of what this youngster will later look like.

Others, as mentioned, forage to a significant degree in mangroves, but aren't so restricted. The following birds are typical of these. The first two in fact spent time inspecting us as we sat on the platform at the end of the excellent boardwalk at the East Point mangroves in Darwin (see first post in this series for more on this great spot, but I also did a whole post on it, here).
Lemon-bellied Flycatchers Microeca flavigaster, which are actually robins (though a recent attempt
to persuade us to called them flyrobins isn't gaining much traction yet). In the Northern Territory they are
largely mangrove birds, but elsewhere in northern Australia and especially in New Guinea they extend
into other woodland and forest habitats.

Northern Fantail Rhipidura rufiventris; similar comments could be made about this friendly little chap
as per the others, though it's found well beyond the mangroves in the Northern Territory too.
(The early morning light under the canopy wasn't too great.)
Varied Honeyeaters Gavicalis versicolor, Cairns Esplanade. This busy and garrulous honeyeater does spend
most of its time in mangroves, but regularly moves out into nearby coastal vegetation, including in
parks and gardens, as here.
Shining Flycatcher Myiagra alecto, Gunlom, Kakadu NP, Northern Territory (male above, female below,
in a very impressive example of sexual dimorphism). A beautiful bird which can be quite curious,
nearly always near water, either in mangroves or along stream lines.
 
Collared Kingfisher Todiramphus chloris, Selingan Island, Sabah.
This lovely kingfisher is mostly found in mangroves - in a huge range from north-east Africa to
the Lesser Sundas (Bali, Lombok etc) - but does use other habitats, especially on islands.
We used to think it had an even larger range, to northern Australia and well out into the Pacific, but
recently five species have been split from it, including the Torresian Kingfisher T. sordidus of northern
Australia and New Guinea, which is strongly associated with mangroves - in fact
it's often been known as Mangrove Kingfisher here. Crabs are a specialty!
Stork-billed Kingfisher Pelargopsis capensis, Sabah, Malaysian Borneo. A magnificent bird,
found from India to the Philippines and the Lesser Sundas. A fish and crab specialist,
particularly in mangroves, but it is broad-minded and expands both its habitat and diet beyond that.
Not only birds are mangrove specialists however.
The extraordinary Proboscis Monkey Nasalis larvatus, endemic to Borneo, is mostly dependent on mangroves,
especially their leaves and fruit, though it is also found in riverine forest. Here at Labuk Bay, Sabah.

Silvered Leaf Monkeys Trachypithecus cristatus with baby (isn't it an amazing colour?!),
Bako NP, Sarawak. These lovely monkeys specialise even more in leaves than the Proboscis do,
and share their coastal, especially mangrove, and riverine forest habitats.

Water Monitor Varanus salvator Klias River Sabah. This big goanna is widespread in south and
south-east Asia, especially in mangroves, but also beyond them.
Some species, which don't otherwise utilise mangroves, nest in them. This is especially true on isolated volcanic islands where other trees may be scarce.
Red-footed Booby Sula sula (white morph) nesting in mangroves, Genovesa, Galápagos.
This was part of a busy colony in the mangroves just behind the beach, below.

 Others just roost there.
Striated Heron Butorides striata (also known as Mangrove Heron) here roosting in mangroves,
Isabela, Galápagos, though in fact they feed there as well when the tide drops.
Papuan Frogmouth Podargus papuensis, at day roost in mangroves, Centennial Lakes, Cairns.
Some of the most dramatic roosting colonies in mangroves are provided by fruit bats, which can number tens of thousands.

A very small part of a huge Little Red Fruit Bat Pteropus scapulatus colony, in mangroves along the waterfront
in Cooktown, north Queensland. By day they sleep (and squabble) and in the evening spread out over the
countryside in search of fruit and nectar.

Giữa đống đổ nát và tàn dư của các phong trào biểu tình, chính quyền Tonga đã đề ra một kế hoạch tái xây dựng thị thành, bao gồm xây dựng một bến tàu mới và khôi phục lại cung điện tôn thất - quơ các dự án này đều sử dụng nguồn 'tài trợ' của người chủ nợ mới - Trung Quốc .

Khoản nợ 65 triệu USD ban sơ giờ đây đã tăng lên gần gấp đôi vì lãi suất và vì chính phủ Tonga quyết định vay một khoản lớn nữa để xây dựng hệ thống đường xá. bây giờ Tonga đang nợ Trung Quốc tổng cộng 115 triệu USD - tương đương với gần 1/3 tổng sản phẩm quốc nội (GDP) hàng năm của nước này.

Trước đây Đài Loan từng thiết lập mối quan hệ ngoại giao với nhiều quốc gia trong khu vực, tuy nhiên cho đến nay, hầu hết các đồng minh châu Phi đều đã dứt tình với đảo này vì những lợi. kinh tế trước mắt mà Trung Quốc mang lại.

Theo Reuters, các dữ liệu phân tách sổ sách tài chính của 11 quốc đảo tại khu vực Nam yên bình Dương cho thấy các khoản vay từ Trung Quốc đã tăng vọt từ mức gần 0 lên đến hơn 1,3 tỉ USD trong 1 thập kỷ qua.

Kết cục định sẵn của ván bài chính trị

Trung Quốc đã bắt đầu cho các quốc gia tại yên bình Dương vay nợ kể từ năm 2006, khi nền kinh tế của nước này bắt đầu khởi sắc. Việc cho vay không chỉ giúp Bắc Kinh tăng cường các mối quan hệ với nước ngoài, mà còn đem lại nhiều dịp cho các doanh nghiệp quốc gia tham dự vào các dự án xây dựng cơ sở hạ tầng.

Các doanh nghiệp Trung Quốc đã dự xây dựng nhiều dự án hạ tầng khắp yên bình Dương, như bến tàu tại thị thành Luganville của Vanuatu do Shanghai Construction Group thực hiện, hay màng lưới cấp nước tại Quần đảo Cook của Rarotonga do công ty xây dựng nhà nước Civil Engineering Construction Co. thực hiện.

Tuy nhiên, trái với những nhận định của giới chuyên gia, bà Hoa Xuân Oánh, phát ngôn viên Bộ Ngoại giao Trung Quốc, khẳng định không có bất kì bằng chứng nào cho thấy Trung Quốc là nguyên cớ gây ra các khoản nợ không vững bền trong khu vực yên bình Dương.

"Thể theo nguyện vọng của các quốc gia [hiện đang vay nợ Trung Quốc], chúng tôi đã vô cùng hỗ trợ về mặt tài chính cho họ. Các quốc gia [Thái Bình Dương] đều hoan nghênh [sự giúp đỡ của Trung Quốc], bởi họ đã nhận được viện trợ khi cần thiết để phát triển từng lớp và kinh tế", bà Hoa Xuân Oánh trả lời phóng viên Reuters.

Bà này cũng cho biết mối quan hệ của Trung Quốc và Tonga "rất tốt".

Các chuyên gia nhận định việc Sri Lanka buộc phải cho Trung Quốc thuê cảng chiến lược Hambantota vì khoản nợ quá lớn, và Colombo gần đây cũng đang phải chật vật xoay trở với khủng hoảng nợ càng ngày càng trầm trọng cho thấy 'ông lớn' của châu Á hoàn toàn nhận thức được quyền lực và giá trị chiến lược của các khoản vay khổng lồ của mình tại Thái Bình Dương.

"Tôi tin rằng các quốc gia Nam thái hoà Dương, cũng như nhiều quốc gia khác trên thế giới, đều hiểu tầm quan trọng của việc trở nên đồng minh với Mỹ - nhà nước luôn ủng hộ các giá trị dân chủ trong vòng nhiều thập kỷ qua", ông Pompeo phát biểu trong cuộc gặp với Ngoại trưởng Australia Julie Bishop.

Sri Lanka đã buộc phải cho Trung Quốc thuê cảng chiến lược Hambantota do không trả được khoản nợ quá lớn.

Vấn đề Đài Loan

Nếu xét về quy mô toàn cầu, thì các khoản nợ tại khu vực này khá nhỏ, hơn nữa các quốc đảo yên bình Dương cũng không hẳn có ý nghĩa quan trọng về mặt chiến lược. Tuy nhiên khu vực này vẫn cuộn sự quan tâm của Trung Quốc.

Washington và các đồng minh luôn nỗ lực răn đe và ngăn chặn Bắc Kinh xây dựng các cứ quân sự tại khu vực từng có ý nghĩa mấu chốt trong các trận chiến Thái Bình Dương trong Thế chiến II.

Mỗi nhà nước Thái Bình Dương đại diện cho một phiếu bầu trong các diễn đàn quốc tế như liên hiệp Quốc, và các nhà nước này cũng kiểm soát thi bang lai moto a2 một lãnh hải giàu tài nguyên lớn trên thế giới.

Quần đảo Cook đã vay vốn của Trung Quốc để xây dựng một số công trình công cộng như tòa án, sở cảnh sát, và sân vận động. Thế nhưng theo ông Mark Short, cựu Bộ trưởng Tư pháp của Quần đảo Cook, các cơ sở này đều không đạt chuẩn chất lượng, và đã bắt đầu xuống cấp.

Ông Short cho biết sân vận động do các nhân công nước ngoài xây dựng đã bị rỉ sét và xuống cấp nghiêm trọng sau khi được đưa vào dùng chưa đến 10 năm. Đối với tòa án, giới chức địa phương đã phải chỉ đạo dựng một buồng giam trợ thời ở bên ngoài bởi các buồng giam phía dưới mặt đất quá ngột ngạt và chỉ đủ dưỡng khí cho khoảng 2 giờ.

Phó Thủ tướng Mark Brown của Quần đảo Cook dìm đã có một số vấn đề trong việc chọn lọc các nguyên nguyên liệu và tay nghề của công nhân trong các dự án xây dựng cơ sở hạ tầng này.

"Phía Trung Quốc đã nhận bổn phận về những lỗi và yêu cầu sẽ tiến hành tu tạo lại cả 3 công trình. Họ đã yêu cầu trợ giúp vào đúng thời điểm chúng tôi cần xây dựng các công trình hạ tầng, và chúng tôi đã nắm lấy cơ hội đó".

hồ hết sự tương trợ về tài chính của Trung Quốc đều theo hình thức "cho vay ưu đãi", trong khi các quốc gia khác như Australia, New Zealand hay Mỹ lại tương trợ theo hình thức "trao quà", và việc vay vốn thường do các tổ chức đa phương như WB hay Ngân hàng Phát triển Châu Á (ADB) phụ trách.

Gần đây, Australia và New Zealand đều tăng cường rót vốn đầu tư vào khu vực này. Tuy nhiên, theo ông William Longwah, cựu đặc sứ tại Sydney của Vanuatu, việc giao tiếp với Trung Quốc có vẻ dễ dàng nhiều hơn so với Australia.

"Australia thường mất rất nhiều thời kì để hoàn thành các thủ tục hành chính và chuyển giao các khoản tương trợ tài chính", ông Longwah nói.

Theo kế hoạch, Tonga sẽ phải trả lại 5,7 triệu USD vốn gốc cho Trung Quốc trong năm 2018-2019, gần gấp đôi khoản tiền nước này phải trả nợ hàng năm, và chiếm khoảng 4% tổng ngân sách 135 triệu USD của Tonga.

Những khó khăn về tài chính đã khiến chính phủ Tonga phải xin rút khỏi vai trò nước chủ nhà tổ chức Thế vận hội thăng bình Dương 2019. dĩ nhiên Tonga đã phải chịu trách nhiệm pháp lý và hứng chịu rất nhiều chỉ trích từ ban tổ chức sự kiện thể thao này.

Ông Lopeti Senituli, cố vấn chính trị và truyền thông của Thủ Tướng Tonga ‘Akilisi Pōhiva cho biết nước này vẫn đang tiến hành thương thuyết với Bắc Kinh về vấn đề xóa nợ, nhưng song song vẫn chuẩn bị ý thức trả nợ: "hẳn nhiên [các khoản nợ này] sẽ khiến nước nào cũng phải đối mặt với khủng hoảng tài chính lớn. Chúng tôi chỉ có thể nắm khôn cùng mà thôi".

Ông Senituli cũng thừa nhận nhiều quốc đảo thanh bình Dương đang phải đối mặt với áp lực tài chính rất lớn từ phía Bắc Kinh, nhưng đây không chỉ là vấn đề riêng của khu vực này, mà là vấn đề chung của bất cứ nước nào có mối quan hệ về kinh tế với Bắc Kinh.

Trung Quốc đang gây áp lực "rất lớn" trên toàn cầu, bất kể đó là nền kinh tế lớn hay nhỏ, bất kể thiết chế chính trị đó có vị thế ra sao trên thế giới, ông Senituli kết luận.

Coral Expeditions has announced new details of the maiden 2019-2020 season set to begin on April 22, 2019 aboard the new Coral Adventurer.

The progress of Coral Adventurer at shipbuilder Vard is on schedule, with all construction milestones on track, the ship’s steelwork completed, and major equipment successfully installed, the company said. 

Construction has also commenced on the ship’s lightweight dual Xplorer expedition tenders. These open safari boats will extend the capabilities of the vessel beyond current cruise industry benchmarks by allowing rapid deployment of all passengers in two small groups of 60 on shore excursions, the company said.

Designed for fast transit with open views and resting on hydraulic platforms slung off the rear of the vessel, the Xplorers can cruise up rivers, land on beaches, and disembark at village piers.

Following extensive testing and shakedown cruises in March and April 2019, Coral Adventurer will start service in Singapore with a traditional launch ceremony on April 22, 2019 before embarking on its sold-out maiden voyage – the first of a series themed “In The Trail of Tasman” bound for Darwin, Australia, an 18-day cruise on the 120-guest ship. 

Among other highlights in 2019 is time on Australia's Kimberley Coast, a series of 10-night trips between Broome and Darwin exploring the Kimberly Coast of Australia, a region that Coral Expeditions pioneered and has been sailing for 24 years. Coral Adventurer will offer 12 trips on the Kimberley Coast between May and September.

There are also a handful of itineraries heading to Papua New Guinea, including a 22-night cruise on October 8, and a 12-night cruise on November 12.

On December 21, the ship sails 12 nights from Darwin to Biak on a "Spice Islands and Raja Ampat" itinerary. 

In 2020, highlights include more Spice Islands content as well as a Komodo Dragons & Krakatoa sailing, venturing deep into the wilds of Indonesia with highlights including Komodo Island, home of the famed dragons, Anak Krakatua in the Sunda Strait, and the coral gardens of remote Pulau Alor with some of the best snorkeling in the region. There are two departures sailing 17 nights from Darwin to Singapore, departing January 15; and 18 nights from Singapore to Darwin, departing February 2.

I distinctly remember watching my father working in the garage after school, fascinated by the curls of sand-coloured timber tumbling out of the metal plane in his hand. My dad is a builder, so I’ve spent my life around wood in all its glorious forms.  When I was in primary school, our family lived in a small village in Papua New Guinea where my dad was involved in developing humanitarian projects. These years cemented my love for wood. There was no television and limited electricity where we lived, and my father would use the time after dinner to carve timber until it became too dark to see clearly. He made tables out of a rich dark wood called kwila and intricate landscape scenes out of a variety of timbers. Below is one of the projects he made in 1988, and today it hangs in my bird-loving daughter’s bedroom. Isn’t that sort of connection incredibly beautiful? For me, wood evokes an emotional response. For this Spring 2018 exhibit, entitled Face to Face: Looking at Objects that Look at You, the Hearst staff and 14 UC Berkeley freshmen have co-curated a global selection of objects that depict human faces in different ways. The exhibit asks: Why and how do crafting traditions of the world so often incorporate human faces, and how do people respond to those faces? Objects such as West African helmet masks and Roman sculpture illustrate varying conceptions of the “ideal” face, while Japanese tobacco boxes and ancient Peruvian portrait jars raise the question of what a facial expression can mean. Additional objects, including Chinese bamboo figurines and Caroline Mytinger’s paintings of Papua New Guineans, represent the contrast between portraying faces of one’s own ethnic group versus those of another. Visitors are invited to examine the way they themselves depict and interpret faces in their everyday lives. This timely exhibit cultivates critical thinking about crucial issues such as stereotyping, representation and misrepresentation, and snap judgments.

Alongside the exhibit, the Hearst Museum will be continuing its monthly Lounge Lecture series. These lectures, hosted in the cozy Lounge of Anthropological Discoveries, will focus on topics related to the exhibit and give visitors the opportunity to learn and discuss in an intimate and casual space. Featured speakers include Ken Goldberg, who will speak about the history of “the uncanny”, and Paul Koudounaris, who will speak about global death and funerary practices. In addition to lectures, the Hearst will also be hosting a variety of hands-on and performance events ranging from caricature drawing workshops to Maori song and dance demonstrations.

I distinctly remember watching my father working in the garage after school, fascinated by the curls of sand-coloured timber tumbling out of the metal plane in his hand. My dad is a builder, so I’ve spent my life around wood in all its glorious forms.  When I was in primary school, our family lived in a small village in Papua New Guinea where my dad was involved in developing humanitarian projects. These years cemented my love for wood. There was no television and limited electricity where we lived, and my father would use the time after dinner to carve timber until it became too dark to see clearly. He made tables out of a rich dark wood called kwila and intricate landscape scenes out of a variety of timbers. Grimshaw moved to the spa town of Scarborough in the second half of the 1870s in search of sea air and an antidote to the growing metropolis of Leeds. He rented the romantically named 'Castle by the Sea' from Thomas Jarvis, a patron and local brewer, and arranged to pay his rent by supplying pictures at 10 guineas each. The artist kept a coach and pair, and Hackness, which lies only three miles inland, was easily accessible from Scarborough, as were the Forge Valley and Scalby, other popular settings for his pictures at this time.

          Briefing: Another Ebola outbreak in Congo, this time in a conflict zone      Cache   Translate Page   Web Page Cache   

Barely one week after the Democratic Republic of Congo declared an end to its ninth outbreak of Ebola, it announced, on 1 August, its 10th. Only this time, the deadly virus has struck a new part of the country, one rife with armed groups and long ravaged by conflict.

 

Here’s our briefing on the latest outbreak and the unique response challenges it poses.

 

Where is the new outbreak?

 

CThe first suspected cases were reported in Mangina, a town about 30 kilometres southwest of the city of Beni (pop: 350,000), in the eastern province of North Kivu. Suspicions were raised after a 65-year-old woman died showing telltale symptoms of Ebola Virus Disease (EVD) –  which include high fever, external and internal bleeding, vomiting, and diarrhoea.

 

At the woman’s burial, seven mourners who – in keeping with local tradition – touched her body, became infected.

As of 8 August, the Ministry of Health has recorded cases of haemorrhagic fever in five “health zones”, or catchment areas, in North Kivu: Beni, Butembo, Oicha, Mabalako (where Mangina is located) and Musienene. Cases have also been reported in neighbouring Ituri Province’s Mandima health zone. Lab tests have confirmed the presence of Ebola only in Beni (four cases) and Mabalako (13 cases) health zones.

Congo’s previous outbreak erupted in May in Equateur Province, on the opposite [western] side of the country.

According to the Ministry of Health, both outbreaks feature the Zaire species of the genus ebolavirus (one of four species that causes EVD in humans) but genetic sequencing of samples taken from the new outbreak reveal it to be an entirely different strain to the Equateur one – in other words, it is a new, separate outbreak.

 

This is the first time any strain of Ebola has struck in North Kivu, and experts consider the emergence of the Zaire species – which has a mortality rate of around 90 percent – in eastern Congo to be a particularly worrying development.

 

How many people have been affected?

 

Congo’s Ministry of Health has attributed 34 deaths in North Kivu and two in Ituri to haemorrhagic fever. Laboratory tests have confirmed nine of these fatalities – eight in Mabalako and one in Beni – were caused by Ebola.

 

Across the six affected health zones, there have been 44 cases of haemorrhagic fever, 17 of which are known to have been caused by the Ebola virus. The others are “probable cases” where it was not possible to obtain biological samples for testing. A further 47 suspected cases of Ebola virus – all in Beni and Mabalako health zones – are currently being investigated. A mobile testing laboratory is now operating in the town of Beni and a second will soon be set up in Mangina.

 

By way of comparison, Congo’s previous outbreak, which took place in the eastern Equateur province, killed 33 people. Between 2014 and 2016, a major Ebola epidemic in West Africa – where, unlike in Congo, the disease was virtually unknown – claimed more than 11,000 lives.

 

Could this become a major epidemic?

 

Too early to say really, but asked what worried him most about the current outbreak, Peter Salama, deputy chief of the UN’s World Health Organisation and head of its Health Emergencies Programme, told ScienceInsider: “Beni is very close to Butembo, a commercial centre with a lot of trade that has a population of 800,000 to one million. And Beni is on the road to Goma, another major population centre, where we’ve already had suspected cases.

 

“Superspreading in a village might mean seven people in Mangina with an unsecured burial. In an urban area, it might mean one person going to a shopping centre and affecting 1,000. That’s going to be a trend we’re going to have to grapple with for years and decades to come.”

 

Mangina also lies about 100 kilometres from the Ugandan border, across which there is a constant flow of people and goods, including rebel fighters.

 

How violent is this region?

 

North Kivu in general, and the area around Beni in particular, have for decades been plagued by violence; dozens of armed groups operate in the region and a million people are internally displaced within the province. Many are staying with friends or relatives, creating the kind of cramped living conditions that only help the transmission of Ebola.

 

“In some households, nine people share a tiny bedroom. And they move around a lot in search of food,” Janvier Kaserea Kasayiryo, a spokesman for civil society groups in Beni Territory, told IRIN. “These are the kind of encounters and contacts that favour the spread of the outbreak.”

 

On 7 August, citing local officials, Reuters reported that 14 bodies had been discovered in the town of Tubameme, about 40 kilometres from Mangina. Those killed were said to have been kidnapped by an armed group last week.

 

Since 2014, about 1,000 people in the Beni area have met violent deaths.

 

Ituri, another province where infections have been reported in the latest outbreak, has also seen a recent eruption of violence.

 

What lessons have been learned from the previous outbreaks?

 

Chief among the reasons why the Ebola epidemic that struck West Africa between 2013 and 2016 killed more than 11,000 people was that it took about three months for the virus to be confirmed as the cause of a spate of mysterious deaths that began in southern Guinea in December 2013. By the time the virus was identified, 60 people had died and the outbreak had already spread to the two neighbouring states of Liberia or Sierra Leone.

 

It was not until August 2014, by which time around 1,000 people had died, that the WHO declared the epidemic a Public Health Emergency of International Concern, which helped mobilise a major global response.  

 

Having experienced so many Ebola incidents, Congo has established tried-and-tested response systems, which have contained outbreaks relatively quickly and kept death tolls relatively low.

 

Speed is key, according to Bathé Ndjoloko Tambwe, who heads the Ministry of Health’s Ebola response unit. “The outbreak had hardly been declared on 1 August when we launched the response on the 2nd,” he told IRIN.   

 

“Also, with this new outbreak, we are seeing politicians getting involved. That’s reassuring in terms of mobilising people and resources,” he added.

 

Congo’s previous outbreak in May also saw the first major use of an experimental vaccine, rVSV-ZEBOV, which appeared to play a key role in containing the virus in Equateur. All known contacts of infected parties were located as soon as possible and then vaccinated in a so-called “ring vaccination” campaign, which proved highly successful as none of the 3,300 people vaccinated in Equateur developed EVD.

Can the same be done here?

 

The experimental vaccine is only effective against the Zaire species, so it can and is being deployed in North Kivu to contain the outbreak.

 

Congo has 3,200 vaccines left over from the last outbreak, and their manufacturer, Merck, has 20,000 more in stock. The first vaccination teams began working in Mangina on 8 August and preparations are being made to mount another “ring vaccination” campaign.

 

As was the case in Equateur, a major challenge here, in a region with little electrical power, will be to keep the vaccines at a temperature of -70 degrees Celsius by setting up a “cold chain” – a series of refrigeration units dotted across the area of the outbreak.

 

But a more formidable hurdle is the widespread insecurity that could prevent the free movement of health workers, surveillance teams, and teams tasked with explaining to local communities how to reduce the risk of contracting the Ebola virus.

 

And because vaccination teams may need to keep their field visits very short, the WHO is considering vaccinating all the residents of villages home to suspected infections, rather than spending time on the laborious process of identifying contacts. That said, about 1,000 contacts have been identified in North Kivu already.

 

Is there any treatment for EVD?

 

There is no specific medical treatment for Ebola patients. Those showing signs of EVD are given supportive therapy, which includes balancing the patient's fluid and electrolytes, maintaining their oxygen status and blood pressure, and treating such patients for any complicating infections. Treatment centres have been set up in Mangina and Beni.

What about prevention?

 

Raising awareness about the nature of the Ebola virus and how it is spread is a key element of efforts to contain the outbreak. In an attempt to both respect local custom and to limit the spread of the virus, the Ministry of Health is promoting what it calls “safe and dignified burials”.

 

Relatives of people who die “can no longer touch the corpse because it is wrapped in a special bag before being buried,” a health ministry official told IRIN, noting that this went against the tradition of washing and hugging the bodies of deceased loved ones.

 

“We are working with communications experts, psychologists, as well as religious and traditional leaders to make people understand the need to abandon these traditional practices,” he added.

 

Ebola is named after the Ebola River, near the village of Yambuku where the first known outbreak occurred in 1976.

The Republic of Equatorial Guinea, through its Secretary of State, Charged with the Environment, and the Director General for Environmental Conservation, prepared the country for the upcoming Conference of the Parties (COP)24 under the United Nations Framework Convention on Climate Change (UNFCCC).

Equatorial Guinea has created a national plan to fight oil spillages and protect natural areas, highlighted the importance of the Green Climate Fund (GCF) at the Development Bank of Central African States (BDEAC), forest conservation, and the environment as part of the creation and implementation of its sustainable economic development model for the reduction of poverty.


In addition to the fight against climate change, Equatorial Guinea works closely with numerous international organizations on a number of development projects, including the eradication of hunger in Africa by 2025, in line with the country’s Sustainable Development Goals under the Horizon 2020 program.

MADRID, 08 Ago. 18 (ACI Prensa).- El Pontificio Consejo de la Cultura ha reconocido la trayectoria de la Biblioteca Solidaria Misionera de Valencia (España) por la distribución de libros a países necesitados de América Latina y África que realizan bajo el lema “Cultura contra la pobreza”.

El Presidente del Pontificio Consejo para la Cultura, Cardenal Gianfranco Ravasi, envió una carta al P. Antonio Benlloch, director de la Biblioteca Solidaria Misionera, en la que reconoció la gran labor que realizan al recoger y distribuir libros y material escolar para  las escuelas de los países más pobres”.

De esta manera, el Cardenal Ravasi le concedió el patrocinio del Pontificio Consejo “en consideración al valor didáctico y humanitario de la iniciativa”.

Según señala la agencia AVAN, la Biblioteca Solidaria Misionera nació en el año 2001 con el objetivo de ayudar a quienes más lo necesitan llevándoles la cultura por medio de libros y material escolar para todos los niveles de enseñanza.

De esta manera la Biblioteca recibe desde de particulares o instituciones libros, enciclopedias, diccionarios hasta material audiovisual como vídeos, dvd´s, cd´s, y también material escolar para después clasificarlo y enviarlo a los países que lo necesitan.

Según informan, durante los primeros meses del 2018 se han enviado 356 kilos de material a Paraguay y más de 6.500 kilos a Perú.

En el último año se han distribuido 27.610 kilos de libros y material en Guinea Ecuatorial, Angola, Perú, Honduras, Bolivia, Paraguay, República Dominicana, Cuba, El Salvador, Argentina, Ecuador, Isla Margarita, y Venezuela.

Desde su primer envío en 2001, la Biblioteca ha mandado cerca de 240.000 libros.

Esta Biblioteca nació con el lema “Cultura contra la pobreza” y gracias a la iniciativa del sacerdote valenciano Juan Eduardo Schenk Sanchís y por el instituto secular Lumen Christi, fundado por él. Cuenta con el apoyo de voluntarios que en sus sedes recogen clasifican y organizan el material escolar.

Según declaró a AVAN el coordinador de la Biblioteca, Francisco Tébar, son necesario s más voluntarios para poder atender todos los pedidos que recibe y también pidió más ayuda económica ya que no reciben subvenciones oficiales, aunque subrayó la “estrecha colaboración” con Cáritas Diocesana y con la Delegación de Misiones del Arzobispado.

Portuguese speakers

Portuguese is spoken by around 225 million people.

10 million speakers live in Portugal and 205 million in Brazil. There are 5 million native speakers in Angola and another 15 million that use it as a second language.

Portuguese is also spoken as a second language in Cape Verde by 500,000 people whose first language is a Portuguese creole. In Guinea-Bissau there are 200,000 native speakers and another 750,000 who also speak a variety of Portuguese-based creole.

Mozambique has 1.9 million native speakers and a whopping 10+ million creole speakers who also speak the language as their second.

São Tomé and Príncipe has a population of 120,000 native speakers.

America, you officially have a debt problem, and I am not just talking about the national debt. 

Consumer bankruptcies are surging, corporate debt has doubled since the last financial crisis, state and local government debt loads have never been higher, and the federal government has been adding more than a trillion dollars a year to the federal debt ever since Barack Obama entered the White House. 

We have been on the greatest debt binge in human history, and it has enabled us to enjoy our ridiculously high standard of living for far longer than we deserved.  Many of us have been sounding the alarm about our debt problem for a very long time, but now even the mainstream news is freaking out about it.  I have a feeling that they just want something else to hammer President Trump over the head with, but they are actually speaking the truth when they say that we are facing an unprecedented debt crisis.

For example, the New York Times just published a piece that discussed the fact that the bankruptcy rate among retirees is about three times higher than it was in 1991…

For a rapidly growing share of older Americans, traditional ideas about life in retirement are being upended by a dismal reality: bankruptcy.

The signs of potential trouble — vanishing pensions, soaring medical expenses, inadequate savings — have been building for years. Now, new research sheds light on the scope of the problem: The rate of people 65 and older filing for bankruptcy is three times what it was in 1991, the study found, and the same group accounts for a far greater share of all filers.

Overall, Baby Boomers are doing a whole lot better financially than the generations coming after them, and so this is very troubling news.

And here is another very troubling fact from that same article

Not only are more older people seeking relief through bankruptcy, but they also represent a widening slice of all filers: 12.2 percent of filers are now 65 or older, up from 2.1 percent in 1991.

The jump is so pronounced, the study says, that the aging of the baby boom generation cannot explain it.

Of course it isn’t just Baby Boomers that are drowning in debt.

Collectively, U.S. households are 13.15 trillion dollars in debt, which is the highest level in American history.

All over the nation, companies are also going bankrupt at a staggering pace.  This week we learned that the biggest mattress retailer in the entire country “Is considering a potential bankruptcy filing”

Mattress Firm Inc, the largest U.S. mattress retailer, is considering a potential bankruptcy filing as it seeks ways to get out of costly store leases and shut some of its 3,000 locations that are losing money, people familiar with the matter said.

Mattress Firm’s deliberations offer the latest example of a U.S. brick-and-mortar retailer struggling financially amid competition from e-commerce firms such as Amazon.com Inc (AMZN.O).

We have seen retailer after retailer go down, and it is being projected that this will be the worst year for retail store closings ever.

But it isn’t just retailers that are hurting.  Yesterday, I came across an article about a television manufacturer in South Carolina that just had to lay off “94 percent of their workforce”

A TV manufacturer based in South Carolina have blamed Trump’s trade tariffs for laying off 94 percent of their workforce.

Element Electronics now has just eight employees in their company after letting 126 members of staff go.

They said the tariffs imposed on goods from China mean they can no longer buy essential components for their TVs.

During this next economic downturn, I believe that we are going to see the biggest wave of corporate bankruptcies that this country has ever seen.

State and local governments don’t go bankrupt, but they are drowning in debt as well.  State and local government debt has ballooned to the highest levels on record in recent years, and one of the big reasons for this is because we are facing a coming pension crisis that threatens to absolutely overwhelm us

Many cities and states can no longer afford the unsustainable retirement promises made to millions of public workers over many years. By one estimate they are short $5 trillion, an amount that is roughly equal to the output of the world’s third-largest economy.

Certain pension funds face the prospect of insolvency unless governments increase taxes, divert funds or persuade workers to relinquish money they are owed. It is increasingly likely that retirees, as well as new workers, will be forced to take deeper benefit cuts.

Meanwhile, the federal government continues to engage in incredibly reckless financial behavior.  When Barack Obama was elected, we were 10 trillion dollars in debt, and now we are 21 trillion dollars in debt.

What that means is that we have been adding more than a trillion dollars to the national debt per year since 2008, and we continue to steal more than 100 million dollars every single hour of every single day from future generations of Americans.

And even though the Republicans have been in control in Washington, very few of our leaders seem to want to alter the trajectory that we are on.  But if something is not done, absolute disaster is a certainty.  At this point, it is being projected that our debt will reach 30 trillion dollars by 2028 if we stay on this current path.  It would be difficult to overstate the grave danger that we are facing, but nothing is being done to turn things around.  Here are some more projections from the Congressional Budget Office

In 2022, the Highway Trust Fund will run out of full funding. In 2026, the Medicare Hospital Insurance Trust Fund follows. In 2032, the Social Security trust fund surpluses run dry, and all beneficiaries regardless of age or income level will face a 21 percent across-the-board benefit cut. Before 2030, we could have trillion-dollar annual interest payments. Interest rates have been low until now, but that is changing. As rates go up, we have to pay more on new debt and on all accumulated debt.

The amount we pay in interest on the debt is set to triple over the next ten years. But if interest rates rise just 1 point higher than expected, the government will owe an extra $1.9 trillion over 10 years.

On top of everything else, everyone else around the world has been on a massive debt binge as well.

Total global debt is well above 200 trillion dollars, and it has nearly quadrupled over the past 17 years.

Are you starting to understand why they call this a “debt bubble”?

Unfortunately, all debt bubbles must burst eventually, and the one that we are in right now is definitely on borrowed time.
