Chemonics seeks a Technical Program Officer for the USAID Global Health Supply Chain – Technical Assistance Francophone Task Order (GHSC-TA Francophone TO). The GHSC-TA Francophone TO provides technical assistance for strengthening national and sub-national health supply chain systems in Francophone Africa and Haiti; and supports regional collaboration and capacity building activities within the West Africa region to improve commodity security. At the global level, the Francophone TO supports the Global Health Security Agenda (GHSA) to ensure that Emergency Preparedness strategies are supported by adequate country supply chains.

Access to quality pharmaceutical products remains a challenge in many countries in the sub-Saharan region. Ensuring the availability of these products remains critical to improving the health and well-being of vulnerable populations; to the reduction of morbidity and mortality from major public health threats; and to the economic development of countries and the region. The Technical Program Officer will provide technical support to the Task Order country portfolios supporting timely and quality completion of project deliverables, and the documentation and dissemination of results. The Technical Program Officer will also coordinate regional activities aimed at capacity building of regional organizations/initiatives, and the promotion of commodity security within the region, especially for family planning and reproductive health products.

The Technical Program Officer will report directly to the Francophone TO Technical Manager and will provide support to designated activities for program countries including but not limited to, Benin, Burkina Faso, Chad, the Democratic Republic of Congo, Guinea, Haiti, Mauritania, Niger, Senegal and Togo. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities Include:

  • Support the implementation of the Population and Reproductive Health (PRH) work plan activities ensuring adequate deployment of resources, timely completion of deliverables, and assuring quality of products

  • Supports the technical manager in managing strategic technical activities in the home office and in field offices (FOs) and works closely with country offices and regional technical advisors

  • Supports technical preparation and documentation for internal and external meetings and activities

  • Assists in supporting and reporting on activities as agreed in approved workplans.

  • Plans, coordinates, and manages a variety of activities such as work planning and client and technical meetings and conferences

  • Liaises with GHSC-PSM on procurements and deliveries of PRH commodities

  • Works with the M&E manager to coordinate the implementation of EUV surveys, PPMRs and other M&E activities

  • Contributes to knowledge management plans and supports dissemination activities for program results and best practices, research studies, evaluations, and reviews

  • Collaborates with a range of partners, including but not limited to WAHO, RHSC, in-country Ministries of Health, GHSC-PSM project field offices, other USAID and non-USAID project field offices, international donors, implementing partners, and inter-agency initiatives

  • Performs other duties as required

Qualifications

  • Bachelor’s degree required, Masters’ degree in public health, supply chain management, or related field preferred

  • Minimum 5 years of public health, health system strengthening, and/or technically relevant work experience if holding a MS/MA/MB

  • Minimum of 6 years of public health, health system strengthening, and/or technically relevant work experience if holding a BS/BA

  • Experience with Family Planning/Reproductive Health in developing countries preferred

  • Ability to present data and analysis in easily understood infographics and data visualizations

  • Demonstrated ability to communicate clearly and concisely orally and in writing

  • Proven analysis and organization skills working in a cross-cultural environment

  • Ability to foster and demonstrate a workplace inclusive of serving others, building trust, innovation, and exceeding expectations

Ashish Tiwari, Head of Digital Marketing and PR at Hero Cycles  shares his insights on how to weave stories into data to work The Magic of Data Driven Storytelling. “Stories are what humans are been made up of; it is what gets you thinking and connects you with different people,” Ashish Tiwari, Head of Digital Marketing and PR, Hero Cycles. According to him the best example of data driven storytelling is Coke happiness challenge. “If you look at the brand, what is it all about? It’s the aerated water that they are selling at the end of the day. There was no brand connect. But what they talked about in the campaign was sheer happiness. And this is possible when you use the right data mix,” he elucidated. Weaving data into stories At the initial stage of my career I was exposed to high technology and softwares. Then the entire challenge was how do you connect the data back to people and how do you create an environment where people will talk about your product. When you weave data into words, the reality lies in numbers. But if you want those numbers to form a bond with the audience, you need to weave those numbers into the form of a story- then you will have a much more impactful canvas to play around. The audience connect becomes much more important. Data visualisation – the right way Data visualisation is putting numbers into a format where you do not need to go about, put your own mathematics problem. Storytelling is putting a perspective on a canvas wherein you involve people. As a narrator you exactly know where you want the audience to reach, you have already decided the end point. Now you are taking them on a journey to reach to that goal. Data put in isolation means nothing. At the end of the day when you talk about 6,800 people it doesn’t mean anything. But when I tell you that 6,800 have been affected by a particular cause, suddenly it makes sense to you. Either you want to reach out to social media audience, you put visualization in a format so that people can put up relativity to a data and the entire context to it. Branded content and storytelling Branded content is also about a story. The story is about your brand, if you want to create engagement then it’s a branded content. At the end of the day storytelling is nothing but science or an art wherein you are taking audience on a journey. The entire target of an advertising campaign is to create engagement. You want them to act on what you want them to. How will you get them to do so if they are not able to connect back to the people. A good advertising campaign is when you are able to reach upto the objective which you have set. By means of storytelling you are been able to get that action it is a successful campaign. Using data to make cycling better for Indians What we are currently working on is assimilating data, whether you talk about the MTB Himalayas is all about hundred plus riders from 22 odd countries taking onto the Himalayas 580 kms in seven days. If I say that there are riders who are traversing from Shimla to Himalayas, nobody would connect. But when I put these numbers into perspective and weave a story together, it has to be a success. Favourite storytelling campaigns Coca Cola Happiness Machine Samsung Technical School Data Driven storytelling If you don’t do data driven storytelling, than the content becomes very hypothetical; actionable stories need some data points for the people to anchor onto. The whole purpose of data led storytelling is you want people to carry back a message. The story is all about the audience, it’s not about you neither the brand. You and me are just a narrator where you already know the pathway and just taking the consumers from point A to point B. Data helps you in achieving these milestones. If you don’t have proper data and statistics in place, you will not be able to get it right. Data is not available in open markets. Today in the world of digital and social data has become in abundance. We as digital marketer are sinking into data. What we need to do is take a pause and a step back. Without numbers human beings cannot function.  However, your data need to be laid down very well. You need to have your research done properly and connect the numbers to the relevance you are talking about. The Modi campaign was entirely data driven storytelling. ‘The Hero and Problem’ element of a storytelling campaign In every story, there has to be a hero and a problem. Data driven storytelling doesn’t need an expert tool or any extraordinary knowledge. What you need is basic knowledge of excel and you will be able to create your story beautifully. You need to know what is it that you are asking the data to tell you. I have always believed that ‘Numbers is a language of silence.’ They are trying to tell you what they contain among themselves. Getting the right data set is the basis for any data led storytelling. You might weave it into fascinating English or Hindi words but it won’t be the study people will invest their time in. The Kendo UI Q3 2015.3.930 officially supports AngularJS versions 1.4.* and 1.5.*. Therefore, you should be able to use the 1.4.8 version of AngularJS with no issues, when loading Kendo UI R3 2015.9.930. Further information on the supported AngularJS versions could be found on our documentation.

You mentioned that you have changed the kendo.all.min.js version. Have you also updated the referred theme CSS files and their resources?

If the above is not causing the issue, can you prepare and send us a small isolated runnable sample reproducing the problem observed? This way we will be able to troubleshoot the issue locally and to provide you with the most appropriate assistance on this case.

I have also prepared an example using some custom JavaScript, that demonstrates, how we can apply a specific CSS class to a particular date (4 July 2018), so that it is disabled. Basically, on (open) event of the DatePicker we will get all td elements, that hold a date and if the title attribute of the td is equal to 'Wednesday, July 4, 2018', then we will add the '.disabled' class to the td. In general, the Kendo UI DropDownList uses a simple <input> element under the hood. The input element holds the content received in DataValueField as its value. That being said, when the form is submitted, the input value is posted to the controller end-point. What this means is that the end-point expects to receive an integer and should work successfully on your end by modifying the page view model as so:

I changed the widget to FlatColorPicker, but still I did not manage to reproduce the issue. Here you will find the modified example. Also I have prepared a screencast video where you could see the behavior on my end.

May I ask you to modify the sample in order to replicate the described problem? If it is more convenient for you you could prepare an isolated sample where the problem is replicated and send it back to us. Thus, we could inspect it locally and advise you further.

In the code snippet that you have shared, there is custom filter widget that you are initializing and you need to change its configuration accordingly and remove the "odata" type from the dataSource, because there is no "odata" service and the request could not be handled in the controller (due to the different format of the request). By design, the thumb is moved when handling MouseDown. As a result, the value is changed. This logic is at a location that is too deep in the RadTrackBar functionality for any customization to have effect on it. However, you can handle the MouseUp and ValueChanged event and achieve the desired functionality. Here is a sample code snippet. Note that this is just a sample approach and it may not cover all possible cases. Feel free to modify it in a way which suits your requirement best.

Edge was released in 2015 and the first version of ours to support it is Q2 2015 SP2. Considering that it has evolved a lot since its initial release, using the latest version is the best approach: https://docs.telerik.com/devtools/aspnet-ajax/licensing/old-versions-support-policy.

The 2010 version your project has was created when Edge was not available so it is likely that it will have issues with it. This also applies to any browser that was released after that - IE10, IE11, current Firefox and Chrome, mobile browsers.

You can check what the data returned from the server looks like in the browser developer tools (F12 key) Network tab. Refresh the page with the Network tab open and inspect the content of the Grid Read request. You can see if there are any fields that are not used in the Grid but have big values. 

The templates content of the Grid is not exported, so the partial that you describe should not be related to the performance problem.

You can also try to create a copy of your project using dummy data values and if the problem is reproduced in it, open a support ticket and send us the project.

The lightweight rendering of the control does not render images, and if everything is rendered properly such a webresource %3C%=WebResource(%22Telerik.Web.UI.Skins.Flom.Common.loading_small.gif%22)%%  should not be served from the server. This problem leads me to think that the problem is due to mixture of render modes on the page.

Are the any other Telerik controls on that page? Can you set all of their RenderMode properties to Lightweight? If the problem still persists, try to remove the controls on by one from the page to find which one is causing the issue.

The provided combo box declaration uses manual load-on-demand through the  ItemsRequested event, so the developer needs to use the arguments provided by the event and only add the necessary items to the control.

I will address each question you have raised in the order they were posted.

On duplicated items - if the information in the other threads (here and here) does not help you resolve this, I advise that you open a support ticket and send us the details - actual markup and code-behind of the combo box, together with some dummy data so we can run and debug this. You can also use the sample data sources from our demos to power such a sample.

On virtual scrolling not working - what I can see in the provided screenshot is that the required properties (Height and MaxHeight) are not set and Virtual Scrolling requires them. Since this works with the ItemsRequested event, you must use the information from the control (text, items offset, etc.) to prepare the items you want added.

Upgrade being needed - if the problematic project uses a very old version of our controls, it is likely that bugs you hit will be fixed in newer versions (you can read more about this here). You have a valid license which means that you already have access to the latest version and to our support system.

Filtering not working - the provided information is insufficient to determine what is the problem and I encourage you to open a ticket if you still need help with this.

In such a case, the OR operator is perfect, I just mentioned this because the majority of cases I come across validation requires both fields.

If you still have issues with this scenario, could you post here the Telerik controls version that the project is using and the relevant markup+JavaScript that causes the problem so I can take a look? You can modify my previous snippet if that's easier for you than extracting the actual problem.

RELEASE: New Research Exposes Uneven Playing Field Between Communities and Companies Vying for Land Rights

Communities sacrifice decades navigating complex, expensive government processes that can force them to give up territory and rights, while companies quickly secure concessions on the same land

LIMA (July 11, 2018) —A new scramble for land is heating up across the developing world. Indigenous Peoples and communities are losing their land at alarming rates as companies rapidly expand operations across resource-rich Africa, Asia and Latin America. Although more than 50 percent of the world’s land is collectively held, indigenous groups and communities legally own just 10 percent of land globally. A new report from World Resources Institute finds that in many countries, the process to formalize land rights is extremely complex, costly and slow, taking up to 30 years or more — in the Philippines, the process requires 56 legally mandated steps, and in Indonesia, 21 different government entities are involved — but companies can typically secure long-term rights to land in just 30 days to five years. The report sheds light on the uneven playing field between companies and communities, and recommends a more transparent path forward.

One of the most comprehensive global reviews of how communities and companies formalize land rights, The Scramble for Land Rights: Reducing Inequity between Communities and Companies, looks at the discrepancies in time, money, land size and rights granted in 15 countries. Without formal legal recognition, communities struggle to protect their land from being developed or exploited.

WRI finds that, in addition to a much more complicated and opaque process to formalize land tenure, Indigenous Peoples and communities are often forced to give up significant areas of their customary land or lose rights to valuable natural resources like clean water or medicinal plants, crippling their livelihoods. And it isn’t only communities that are hurt by these practices — well-intentioned companies that follow government policies to acquire land are at a competitive disadvantage compared to businesses that take shortcuts, exploit loopholes and begin commercial operations before obtaining final approvals.

“Governments must take a hard look at how their land rights policies favor companies, especially those that clear forests, burn carbon-rich peatland or otherwise exhaust natural resources, over indigenous communities who have long protected the world’s forests,” said Victoria Tauli-Corpuz, the United Nations Special Rapporteur on the Rights of Indigenous Peoples. “This unfair playing field not only poses grave environmental risks, but it also threatens the livelihoods of more than 2.5 billion people who depend on collectively held land.”

In Indonesia, Indigenous Peoples have spent upwards of 15 years trying to formalize their rights. Around 20 communities have secured title to about 20,000 hectares of land, while palm oil companies, which can secure commercial land rights in just three years, own plantations that cover close to 14 million hectares of Indonesia.

Communities across rural Uganda wade through a 17-step process requiring approval from institutions that the government has yet to establish in some districts, whereas companies glide through the process in as few as five steps.

The report finds that, in most countries, companies are allowed to secure land rights without screening for existing community claims to the same land, and that even when governments require community consultations, businesses only make token gestures instead of sincerely trying to obtain the community’s free, prior and informed consent.

“When companies acquire land, those acting in bad faith can often find legal, extralegal or illegal shortcuts. This not only increases the risk of land conflicts, but also puts more ethical companies at a competitive disadvantage,” said Laura Notess, lead author of the report and a lawyer with WRI’s Land and Resource Rights Initiative. “For instance, one company in Mozambique spent two years consulting communities, while others skipped this step altogether, obtaining land in as a little as three months.”

This unfair playing field pushes out some of the best stewards of the world’s forests. Too often, investors who obtain rights to community lands deforest vast areas and exhaust natural resources in one community, then move on to the next, whereas Indigenous Peoples and rural communities have sustainably managed their land for generations. According to Global Forest Watch, the world lost 15.8 million hectares of tropical forest in 2017, but the rate of tree cover loss was less than half in community and indigenous lands compared to elsewhere.

WRI launched the report in Lima, Peru, in partnership with AsM Law Office, the Center for International Forestry Research (CIFOR), Rainforest Foundation United States (RFUS), Rights and Resources Initiative (RRI) and Ujamaa Community Resource Team who led field research in Indonesia, Peru and Tanzania. Experts spoke alongside government officials and indigenous leaders fighting to secure formal land rights in the Peruvian Amazon.

In Peru, companies can easily find shortcuts around burdensome requirements, such as purchasing small plots of land and converting them into large agroindustrial concessions to avoid environmental regulations and clear swaths of the Amazon. Indigenous communities do not have this option, and so when land disputes or other obstacles arise, efforts to title their land grind to a halt.

For example, in 2014, large sections of the Santa Clara de Uchunya community’s ancestral forests started disappearing. Without the community’s knowledge or consent, the regional government had given away rights to many small plots of their land, which Plantaciones de Pucallpa, a palm oil company with known environmental and legal troubles, bought up.

“For communities like mine, our land is our livelihood. In Ucayali, a palm oil company has shut us out from land that is our home, cutting down the forest and leaving us with no choice but to fight back in court,” said Carlos Hoyos Soria, leader of the Santa Clara de Uchunya community in Peru “At the same time, our application for land title has stalled for several years, during which time we’ve been met with death threats and violent attacks against our community. We fear for our lives, but without our land, we lose everything.”

Tensions like these are escalating across many of the 15 countries studied in The Scramble for Land Rights. The disparities between communities and companies breed hostility that can quickly devolve into conflict, particularly in Latin America where hundreds of environmental defenders have been murdered in the last decade amid escalating violence. Conflicts range from boundary disputes with neighbors to overlapping concessions, and they can tie communities up in bureaucratic red tape for years.

"What is at stake is the fate of the Amazon and its indigenous populations. To do nothing and turn our backs on these communities is too dangerous,” said Hildebrando Antonio Collantes Zegarra, Head of the Indigenous Communities Office, Subnational Government of Ucayali for the Ministry of Agriculture in Lima. “Governments, including Peru, must do more to protect Indigenous Peoples’ and communities’ land rights. They must simplify processes to document community land, strengthen Indigenous Peoples’ access to titling and provide more resources to mediate intensifying conflicts fueled by the rise of drug trafficking, illegal logging and illicit land trafficking.

To level the playing field between communities and companies, the report calls on countries to make overly complex procedures clearer and more accessible, amend steps that impose difficult, undue burdens on communities and uniformly enforce corporate land acquisition policies. And around the world, better conflict resolution mechanisms are needed to address competing third-party claims and increase community consultations that ensure free, prior and informed consent (FPIC).

International decision-makers also have a role to play in supporting communities’ efforts to secure land tenure, from building local capacity to map community land to providing legal and financial assistance throughout land titling processes. Time and time again, research has shown that recognizing indigenous and community land rights is a proven solution to conserving forests, mitigating climate change, reducing poverty and catalyzing sustainable development.

Y en todo el mundo se necesitan mejores mecanismos de resolución de conflictos para abordar los reclamos de terceros en competencia y aumentar las consultas con las comunidades para asegurar un consentimiento libre, previo e informado (CLPI).

Una y otra vez, la investigación muestra que reconocer el derecho de los indígenas y las comunidades a la tierra es una solución comprobada para conservar los bosques, mitigar el cambio climático, reducir la pobreza y catalizar el desarrollo sostenible.

Debería ser básico contar con mecanismos para manejar los conflictos en el proceso de titulación, ya que la incapacidad de lidiar con situaciones de conflicto impide el éxito tanto para las comunidades como para los bosques.”
