AEROPUERTO LAS AMÉRICAS. Cientos de pasajeros que debieron llegar por el Aeropuerto Internacional Las Américas (AILA) se vieron obligados a aterrizar en otras terminales debido a la falta de visibilidad provocada por el paso de la tormenta Beryl por territorio dominicano.

Los vuelos internacionales con destino al Aeropuerto de Las Américas tuvieron que ser desviados este martes hacia Punta Cana, mientras que cientos de pasajeros se retrasaron debido a la incomodidad para llegar a la terminal por los fuertes aguaceros que aumentaron a partir de la medianoche.

Otros vuelos sufrieron retrasos a la hora de sus salidas de este martes en mañana hacia las ciudades de Nueva York y Newark, debido al prevaleciente clima por las lluvias y tormentas eléctricas en las periferias del AILA.

El fenómeno natural, que está afectando a gran parte del territorio nacional, provocó serias inundaciones a lo largo de varios kilómetros de la autopista de Las Américas, así como impedimento de la visibilidad, lo que ocasionó que muchos pasajeros llegarán con retrasos para el abordaje de sus respectivos vuelos hacia el exterior.

Los vuelos 308 de Copa Airlines y 512 de Venezolana de Aviación, no pudieron aterrizar en este aeropuerto por las condiciones climatológicas, siendo desviados hacia Punta Cana, donde aterrizaron con cientos de pasajeros a bordo, según informó la empresa Aerodom.

Asimismo, informó que varios vuelos de la aerolínea Jet Blue han confrontado retrasos de salida hacia diversos puntos de los Estados Unidos, entre ellos, los números 1204 y 2932 hacia la ciudad de Neward. Debido a estos retrasos, los pasajeros tuvieron que permanecer hasta por dos horas en los salones de abordaje de las aeronaves.

En todo el perímetro del Aeropuerto de Las Américas ha estado lloviendo fuertemente desde la madrugada de este martes, causando grandes charcos, incluso en la avenida Ruta 66, que da acceso a la terminal y las caídas de varios arboles por los vientos que llegaron acompañados de tormentas eléctricas. A pesar de todos estos inconvenientes no se reportaron suspensiones de vuelo internacionales, pero sí se pudo observar que el flujo de pasajeros acostumbrado para los martes tuvo una merma considerable.

Para este martes, la terminal de Las Américas tuvo en su agenda las operaciones de 49 aeronaves, para un total de 98 vuelos de aterrizajes y despegues.

Island Resort Campground is a large campground, but sites are well spaced out for the most part. I think some of the sites would be more pleasant than others. In general the setting is lovely! We were there during the not part of summer, so I particularly noticed which sites had some shade and which sites did not. The "N" sites, N1 through N31, are in an area with no shade. Some of those sites do have concrete patios. They seemed close together to me as we rode around. Sites 1 through 17 are beside the lake. Beginning with #7 there are large evergreen trees between the sites and the lake. The trees give shade in the mornings, and can be a shady space for fishing or playing at any time of day. Spaces 94, 95, and 96 were tucked in among some trees. Site 23 through 30 have young trees beside each site that did provide some shade and will continue to do more as the trees grow. The river bank on that side is very steep. Sites 73 through 93 are prime as they have large evergreen trees that give great shade in the afternoons and all day if you are on the lake. 31 through 59 are out in the open. The area there on that side of the lake houses several more permanent campers with PVC sewer lines, etc. Pool and lake swimming facility are great at Island Resort. The lake is lovely and great for kayaking. Kids and adults alike enjoy riding bikes around the area. There is nothing real close to this park, but for campers looking for a quiet, away campground, with a day at Assateague as an option, this is a great option.

سیاست هویتی چیزی است برای همه، اما نه در مسیری درست٫ در سال ۲۰۱۶ هیلاری کلینتون در کارزار انتخاباتی‌اش، برای جلب اعتماد رای‌دهندگان جوانِ لیبرال، به‌گونه‌ای سطحی به مفاهیم «تلاقی» (intersectionality) و «ارجحیت سفید» (white privilege) متوسل شد٫ ریچارد اسپنسر (Richard Spencer) و اعضای «راست قدیم» (alt-right) نیز خود را «هویت‌گرا» می‌خوانند تا آنچه به‌واقع هستند، یعنی برتری‌طلبان سفید (white supremacists)، را پنهان سازند٫ و نزد برخی افرادِ «بیدارشده» نیز پوشیدن تی‌شرتی با نشان «فمینیست» و افشای سلبریتی‌ها به‌دلیل اینکه به‌گونه‌ای مبهم «مساله‌دار» [متهم به رفتار سکسیستی] هستند، محدوده‌ی مشارکت سیاسی است٫
آنچه زمانی به‌منزله‌ی استراتژی‌ای انقلابی برای به‌چالش‌کشیدن سرکوب‌های هم‌پیوسته بود، اینک به لغتی باب روز و مبهم، اما اجباری، در گستره‌ی فعالین سیاسی بدل شده است٫ کتاب جدیدی با عنوان «هویت عوضی: نژاد و طبقه در عصر ترامپ ٣ kaargaah.net »، به تحلیل موشکافانه‌ی سیاست‌های نژادی و تاریخ نژاد در ایالات متحد می‌پردازد تا با رابطه‌ی دگرگون‌شونده‌ی میان هویت شخصی و کنش سیاسی مقابله کند٫
اسد حیدر در کتاب «هویت عوضی» توضیح می‌دهد که سیاست هویتی معاصرْ نوعی «خنثی‌سازیِ جنبش‌های مخالف سرکوب نژادی» است، به‌جای اینکه پیشرفتی در زمینه‌ی پیکار اجتماعی توده‌ای در برابر نژادگرایی (راسیسم) باشد٫ حیدر که دانشجوی دکترا در دانشگاه کالیفرنیا -سانتا کروز- است، بر مبنای تجارب شخصی‌اش از نژادگرایی و سازمان‌دهی سیاسی، [در این کتاب] گفتگویی با آثار کنش‌گران و دانش‌وران سیاه رادیکال ۴ kaargaah.net  انجام می‌دهد٫ او فرآیندی را ترسیم می‌کند که طی آن چشم‌اندازهای انقلابی جنبش رهایی سیاهان ۵ kaargaah.net ، که نژادگرایی و سرمایه‌داری را همچون دو سوی یک سکه می‌نگریست، عمدتا با فهم تنگ و محدودی از هویت جایگزین شده‌اند٫
حیدر استدلال می‌کند که [در رویکردهای متاخر] هویتْ از مناسبات مادی ما با دولت و جامعه، که به‌واقع آن را واجد اهمیت می‌سازند، منتزع [منفک] شده است٫ بدین‌ترتیب، وقتی هویت به‌منزله‌ی‌ بنیانی برای عقاید سیاسیِ فرد عمل کند، [صرفا] در نگرش‌های جدایی‌خواهانه و اخلاق‌گرایانه تجلی می‌یابد، به‌جای آنکه زمینه‌سازِ همبستگی (solidarity) باشد٫ او می‌نویسد:
«چارچوب هویتْ سیاست را به آنچه شخص به‌عنوان یک فرد هست، و کسب بازشناسی به‌عنوان فرد، فرومی‌کاهد؛ به‌جای این‌که سیاست را به تعلق و عضویت شخص در یک جمع (collectivity) و پیکارِ جمعی علیه یک ساختار اجتماعیِ سرکوب‌گر پیوند دهد٫ پیامدی از این رویکرد آن است که سیاستِ هویتی به‌گونه‌ای متناقض (پارادوکسیال) به بازتقویتِ همان هنجارهایی می‌انجامد که خود قصد رویارویی با آنها را دارد»٫
مفهوم سیاست هویتی به‌لحاظ خاستگاه ۶ kaargaah.net  در سال ۱۹۷۷ توسط «کلکتیو رودخانه‌ی کومباهی» معرفی و به‌کار گرفته شد؛ این کلکتیو شامل گروهی از زنان سیاه لزبین با رویکرد فمینیست‌ سوسیالیستی بود که به‌واسطه‌ی رویارویی با نژادگرایی در جنبش زنان، جنسیت‌زدگی (سکسیسم) در جنبش رهایی سیاهان، و تقلیل‌گراییِ طبقاتی [نزد جریان‌های مارکسیستی]، به ضرورتِ سیاستی خودمختار و از آنِ خود رسیده بودند٫ محور سیاست رهایی‌بخشِ این گروه زنان تمرکز بر این مساله بود که چگونه سرکوب‌های اقتصادی، جنسیتی و نژادی به‌طور همزمان در زندگی‌های آنان مادیت می‌یابند٫ اما کار سیاسی آن‌ها در همین‌جا پایان نیافت٫ زنانِ «کلکتیو رودخانه‌ی کومباهی»، ضمن برجسته‌سازی سرکوب‌هایی که خود [مستقیما] از آن رنج می‌بردند، خواهان برپایی ائتلاف‌‌های همبستگی با دیگر گروه‌های مترقی به‌منظور ریشه‌کن‌سازی همه‌ی انواع سرکوب‌ها بودند٫
حیدر شالوده‌ی نقد خویش را بر روندهای تاریخی مشخص و مناسبات مادی بنا می‌کند و بدین‌طریق رویکردی چندوجهی برای واکاوی این مساله اتخاذ می‌کند که چگونه سیاست هویتی به‌طور چشم‌گیری از ریشه‌های رادیکال خود عدول کرده است٫ او از خلال شرح فعالیت‌هایش در سازمان‌دهی [مقاومت] علیه افزایش‌ شهریه‌های تحصیلی و خصوصی‌سازی، به‌ توصیف گام‌های اشتباه جنبش‌هایی می‌پردازد که به‌غلط مقولات اقتصادی و نژادی را از هم جدا کرده و آن‌ها را به مقولاتِ «سفیدِ» هویت‌محور ۷ kaargaah.net ، از جمله در قالب مقوله‌ی «مردم رنگین‌پوست» (POC: Poeple of Color)، فرومی‌کاهند٫ او در بررسی مفهوم «ارجحیت سفید»، روند پرورش و گسترش ایده‌ی نژاد سفید در ویرجینیای استعماری قرن هفدهم را مورد تأمل و واکاوی قرار می‌دهد؛ فرآیندی که طی آن طبقه‌ی حاکم [در این سرزمین] برای توجیه استثمار اقتصادی آفریقایی‌ها در هیات بردگان و به‌منظور پیش‌گیری از اتحاد میان کارگران آفریقایی و اروپایی پس از شورش بیکِن ٨ kaargaah.net  ( Bacon’s Rebellion www.pbs.org )، در بسط و تقویت ایده‌ی نژاد سفید کوشید٫
حیدر در فصلی از کتاب‌اش با عنوان «عبور» (passing) می‌کوشد مورد راشل دُلِزال (Rachel Dolezal) را به‌عنوان نمونه‌ای از «پیامدهای تقلیل سیاست به عملکردهای هویتی» به فهم درآورد٫ او همچنین آثار فلیپ روثِ (Philip Roth) رمان‌نویس و نیز چرخش سیاسیِ امیری باراکا (Amiri Baraka)یِ شاعر را مورد واکاوی قرار می‌دهد٫ باراکا که از ناسیونالیسم سیاه دهه‌ی ۱۹۷۰ استقبال کرده بود، چندی بعد به‌نفع جهان‌شمول‌گراییِ مارکسیستی ۹ kaargaah.net  آن را مورد نکوهش قرار داد٫ و سرانجام، حیدر توضیح می‌دهد که چگونه به‌واسطه‌ی اوج‌گیریِ نولیبرالیسم در سیاست‌های انتخاباتیِ دهه‌های گذشته، انتخاب و عروج سیاسیِ دونالد ترامپ قابل پیش‌بینی بوده است٫ او با بهره‌گیری از برخی آثار استوارت هال (Stuart Hall)، نظریه‌پرداز فرهنگی بریتانیایی، و با انجام مقایسه‌های دقیقی با انگلستان دهه‌ی۱۹۷۰، نشان می‌دهد که چگونه در آن مقطعْ حزب کارگر با دامن‌زدن به بحران اقتصادی و هراس اخلاقی (moral panic) در جامعه‌ی انگلستان، راه رسیدن تاچر به قدرت را هموار ساخت٫
کتاب کوتاه اسد حیدر با نگاهی به وجه پارادوکسیالِ حقوق به‌منزله‌ی هدف نهاییِ جنبش‌های توده‌ای پایان می‌یابد٫ او درعوض، از احیاء و بازیابیِ «جهان‌شمول‌گراییِ طاغی» (insurgent universalism) دفاع می‌کند که به‌موجب آنْ گروه‌های تحت ستم، خود در جایگاه کنش‌گرانِ سیاسی قرار می‌گیرند، به‌جایِ آنکه قربانیانی منفعل باشند٫ کتاب «هویت عوضی»، که توامان مجذوب‌کننده و تحریک‌آمیز است، از نبردهای توییتری و گمانه‌زنی‌های شخصی پا پس می‌کشد تا ضمن برجسته‌سازیِ زمینه‌های [مادی و تاریخی] مباحث سیاست هویتی، چگونگی تأثیر مساله‌ی نژادی در جنبش‌های چپ‌ را بازترسیم کند٫ / [راشمی کومار]

می‌توانید لطفاً توضیح بدهید که چگونه سیاست هویتی از یک پراتیک سیاسیِ انقلابی به سمت یک ایدئولوژیِ لیبرالیِ فردگرایانه چرخش یافت؟

سال ۱۹۷۷ یک نقطه‌ی عطف تاریخی بود٫ اول از همه، مقارن با بحرانی در جنبش‌های توده‌ای بود که سابقه‌ی آنها را می‌توان در جنبش‌ حقوق مدنی، جنبش‌ چپ نوی دهه‌ی ۱۹۶۰ و جنبش‌ ناسیونالیسم سیاهان (که اندکی پس از دهه‌ی ۱۹۶۰ شکل گرفت) ردیابی کرد٫ این بسیح‌ها و سازمان‌دهی‌های توده‌ای از مرزهای استراتژیک متعلق به خود عبور کردند، و با سرکوب دولتی مواجه شدند و بدین‌ترتیب دینامیک آن‌ها سیر نزولی یافت٫ هم‌زمان، پدیده‌ای وجود داشت که «استوارت هال» آن را «بحران هژمونی» نامیده است، که به‌موجب آن جهت‌گیری‌های سیاست‌ ایالات متحد آمریکا به‌کلی بازآرایی و بازتنظیم شدند (همین فرآیند در اروپا هم جریان داشت)، که در اثر آنْ بحران اقتصادی دهه‌ی ۱۹۷۰ به بازسازمان‌دهی کلیِ محیط کار منجر شد، درحالی‌که اتحادیه‌های کارگری در موضع دفاعی بودند و جنبش‌های توده‌ای نیز در حال افول و رو به پراکندگی بودند٫ بدین‌ترتیب، بخشی از چیزی که در این دوره اتفاق افتاد آن بود که زبان هویت و پیکار علیه نژادگراییْ [زبان و پیکاری] فردی شد و به پیشروی منفردِ لایه‌ی سیاسیِ اوج‌گیرنده‌ی سیاهان الصاق شد و نیز به طیفی از نخبگان اقتصادی که زمانی به‌واسطه‌ی نژادگرایی از [دسترسی به] مرکز جامعه‌ی آمریکا طرد شده، و اینک راهی برای ورود به آن یافته بودند٫
فکر می‌کنم در حال حاضر ما از فقدان یک زبان سیاسی که بتواند از شکاف و جدایی به همبستگی نقب بزند رنج می‌بریم، و این زبانْ چیزی است که همواره مساله‌ای اساسی برای جنبش‌های ضدنژادگرایی از دهه‌ی ۱۹۵۰ تا ۱۹۷۰ بوده است، و همان چیزی است که «کلکتیو رودخانه‌ی کومباهی» درباره‌ی آن می‌نوشت٫ ما فاقد زبانی برای مبارزات جمعی مشترک هستیم که بتواند موضوعات مربوط به نژادگرایی را در خود جذب کند و جنبش‌های بینا-نژادی (cross-racial) را در خود بگنجاند و یکپارچه سازد٫ بنابراین، من فکر می‌کنم بخشی از دلیل اشاعه‌ی گسترده‌ی الگوی فردگرایانه‌ی سیاست هویتی در درون فعالین چپ‌گرا (یعنی کسانی که واقعاً خواهان برپایی جنبش‌هایی در جهت به‌چالش‌کشیدن ساختارهای اجتماعی هستند) آن است که ما چنین زبانی را که رهاورد جنبش‌های توده‌ای بود و می‌تواند ما را به جستجوی راه‌های بناسازیِ همبستگی برانگیزد، از دست داده‌ایم٫
 
شما در کتاب‌تان می‌نویسید :«ایدئولوژی نژادی از دل نژادگرایی خلق‌ شد، نه برعکس»؛ منظورتان چیست؟

من در این کتاب درباره‌ی «نژاد» به‌طور عام بحث نمی‌کنم، چون ما می‌توانیم بافتارهای تاریخی بسیار متفاوتی را به‌تصور درآوریم که در آن‌ها بین گروه‌ها جدایی‌‌ها و شکاف‌هایی ایجاد می‌شود که سلسله‌مراتبی (هیرارشیک) می‌شوند و برخی از آن‌ها ممکن است مربوط به رنگ پوست باشند٫ اما نمونه‌هایی از نوعی تمایزیابی و جداسازیِ گروهی وجود دارد که دخلی به رنگ پوست ندارد، مانند مورد ایرلند و استعمار انگلستان در ایرلندِ قرن سیزدهم، که در این کتاب به آن ارجاع می‌دهم٫ می‌توان مثال‌های مختلفی از بردگی کشاورزی در منطقه‌ی کارائیب [جزایر دریای کارائیب] را مورد ملاحظه قرار داد، که در آن ناچاریم (مساله‌ی نژاد) را به‌طور متفاوت توضیح بدهیم، چرا که در آنجا نه فقط بردگان آفریقایی، بلکه همچنین «کولی»هایی (coolies) از هندوستان و چین به‌ کارِ اجباری کشانده شده بودند٫
من درباره‌ی تاریخ بسیار خاصی از نژاد بحث می‌کنم که از کار اجباری در ویرجینیای مستعمره در قرن هفدهم پدیدار شد٫ … استدلال من آن است که نخستین دسته‌بندی نژادی که [در ایالات متحد] شکل گرفت مقوله‌ی «نژاد سفید» بود، بدین‌منظور که آفریقایی‌هایی که کار اجباری می‌کردند را از دسته‌بندی‌ای که اروپایی‌های اسیر کار اجباری را در آن جای داده بودند، متمایز و منزوی سازند؛ بدین‌ترتیب که در مقابلِ دسته‌ی اول که آن‌ها را بردگان می‌نامیدند، کار دسته‌ی دوم را بیگاری (servitude) می‌نامیدند٫ همان‌طور که تئودور آلن ۱۰ kaargaah.net  می‌گوید، شیوه‌ی ابداع مقوله‌ی «نژاد سفید» به‌گونه‌ای بود که قوانین با توجه به مساله‌ی کار اجباری تغییر یافتند، و این سرآغاز تقسیم‌‌بندی مردم به دسته‌‌های نژادی در تاریخ ایالات متحد آمریکا بود٫ کاری که نژادگرایی در این مورد مشخص انجام داد این بود که بین انواع مختلف استثمار اقتصادی تمایزگذاری کرد، و سرانجام به شکلی از کنترل اجتماعی بدل شد که استثمارشوندگان را از طریق برپایی سلسله‌مراتب‌ها و قایل‌شدنِ امتیازاتی برای برخی از مردم، از یکدیگر تفکیک کرد٫ این امر مانع از آن شد که استثمارشوندگان علایق مشترکی در میان خود (یعنی میان آفریقایی‌ها و اروپایی‌های مهاجری که مشمول کار اجباری بودند) ببینند و بتوانند چشم‌انداز ستیز مشترکی علیه کسانی که آن‌ها را استثمار می‌کردند را به‌ تصور درآورند٫
 
مواجهه‌ی شخصی شما با نژادگرایی و نیز مشاهدات‌ و تجارب‌تان از اکتیویسمِ دانشجویی در سراسر بافت کتاب تنیده‌ شده‌اند٫ هویت و تجارب خود شما چگونه فهم شما از مقوله‌ی نژاد را شکل بخشیده‌اند؟

من همیشه به گفته‌ای از استوارت هال ارجاع می‌دهم، با این مضمون که هویت ربطی به بازگشت به ریشه‌های خویش ندارد، بلکه به کنارآمدن (coming to terms) با مسیرهای پیموده‌ی خویش مربوط است٫ پس در این معنا، هویتْ ذات فرد یا چیزی مربوط به درون وی یا ناظر بر شالوده و بُن‌مایه‌ی او نیست، بلکه مربوط به تمام چیزهایی است که منجر به آن شده‌اند که فرد در جایی قرار گیرد که [اینک] در‌ آن واقع است٫ برای مثال، من می‌توانم هویت خودم را تا پیشینیانم که از ایران به هند مهاجرت کردند ردیابی کنم و سپس از هند به پاکستان (بعد از جدایی پاکستان)، و در نهایت مهاجرت والدینم به منطقه‌ای روستایی در پنسیلوانیا٫ این روایتی است از حرکت و جابجایی در پهنه‌ی جهان، که در هر گامْ ترکیب معجونی که در حال حرکت بود را دگرگون ساخته است٫ آگاهی به این مساله همواره مرا نسبت به جهشی از هویت به نوع خاصی از سیاستْ بدبین (skeptical) ساخته است، چون هویت را نمی‌توان به یک چیزِ ثابت فروکاست؛ و وقتی با سیاستی روبرو باشیم که چنین می‌کند، این سیاست بی‌گمان آفتی برای مردم خواهد بود و مغایر همه‌ی تاریچخه‌های ما که تاریخ ترکیب و سفر و پویایی بوده‌اند٫
درخصوص کنش‌گری در محیط دانشگاه تجربه‌ی من تجربه‌‌ی یک فرد رنگین‌پوست بود که رویکردش به‌واسطه‌ی یادگیری از جنبش قدرت سیاهان (Black Power movement) و مارکسیسم (از دل جنبش قدرت سیاهان) رادیکالیزه شد٫ بنابراین، من هرگز بر این تصور نبودم که مردم میان خودشان نوعی سازگارناپذیری می‌بینند، به‌ویژه آنکه در آن زمان مارکسیسم هنوز از نیروی قدرتمندی که در قرن بیستم داشت (به‌شیوه‌ای که توسط دنیای غیرغربی جذب و اقتباس می‌شد) برخوردار بود٫ این مساله چیزی است که امروزه فراموش یا سرکوب شده است٫ بنابراین، من به‌عنوان فرد رنگین‌پوستی که هرچه‌ بیشتر در جنبش‌های اجتماعی درگیر می‌شد، واقعاً دچار این هراس و نگرانی شدم که نژاد می‌تواند به منبعی برای جدایی و انشقاق و شکست بدل شود، به‌جای آن‌که بخشی از یک برنامه‌ی عمومیِ رهایی‌بخش باشد٫ همین سر‌خوردگی بود که مرا به تأمل و نوشتن درباره‌ی مضمون این کتاب واداشت٫

چپ اغلب با این اتهام مواجه بوده که «بیش‌از حدْ سفید» یا «بیش‌از حدْ مذکر» (too male) است٫ چپ چگونه می‌تواند بازاندیشی درباره‌ی پویش نژادی درونیِ خویش را آغاز کند؟

وقتی در سازمان یا جنبشی فعال باشیم که مردان سفید بر آن چیرگی دارند، با یک معضل سیاسی و استراتژیک مواجه هستیم، که اگر به‌عنوان معضلی اخلاقی با آن برخورد کنیم، نخواهیم توانست آن را رفع کنیم٫ فکر می‌کنم مهم آن است که واقعاً قادر به تغییر این وضعیت باشیم٫ هر کسی که درگیر فعالیت اکتیویستی بوده باشد می‌داند که در یک جلسه (میتینگ) ممکن است کسی به‌عتاب به «وارسی وضعیت مرجح خود» فراخوانده شود٫ مقاله‌ی جالبی هست که از دل جنبش فمینیستی در آمده، به قلم جو فریمن (Jo Freeman)، که «به باد انتقادگرفتن ۱۱ kaargaah.net Trashing» [سرکوفت‌زدن] نام دارد (معادل امروزی واژه‌ی Trashing، «به‌عملْ فراخواندن»/calling out است)٫ نکته‌ی طنزآمیز درباره‌ی «به‌عملْ فراخواندن» آن است که عمل نمی‌کند [جواب نمی‌دهد]، چون – در اینجا- تمام توجهات را بر روی مرد سفیدی متمرکز می‌کند که درگیر تخطی‌ای (transgression) است که به‌لحاظ اخلاقی سرزنش می‌شود٫ این روش همچنین فضایی تنش‌آمیز و پارانوییک ایجاد می‌کند که در اثر آن حتی کسانی به‌غیر از آن مرد سفید هم از تصور سخن‌گفتن دچار واهمه می‌شوند، چرا که آن‌ها نیز ممکن است حرف نادرستی بزنند و «به‌باد انتقاد» گرفته شوند٫ این مساله‌ای است که نه‌فقط مردان سفید، بلکه همه‌ی دیگر کسانی که درگیر فعالیت سازمان‌یافته هستند هم باید آن را جدی بگیرند٫
همان‌طور که هری هِی‌وود (Harry Haywood)، کمونیست سیاه‌پوست، خاطرنشان کرده، در خلال مبارزات ضد راسیستیِ دهه‌ی ۱۹۳۰ اصلی در سازمان‌دهی وجود داشت که بر مبنای آن هرکسی می‌بایست با مساله‌ی جایگاه ملیتی خویش مواجه شود٫ بر این اساس، رفقای سفید می‌بایست با شووینیسم سفید مقابله کرده و نقش برجسته‌ای در رویارویی با آن ایفا می‌کردند٫ همچنین، رفقای سیاه‌پوست می‌بایست نقش پیشرو و برجسته‌ای در مقابله با ناسیونالیسم ارتجاعی، که در آن زمان در قالب گاروِییسم ۱۲ kaargaah.net  و نظایر آن نمود می‌یافت، ایفا می‌کردند٫ هِی‌وود بر این نظر است که با این تقسیم کار، که در آن زمان بخشی از جنبش‌های توده‌ایِ واقعی بود، می‌توان بر این معضلات [مربوط به راسیسم] غلبه کرد٫ اما او بعدها اظهار داشت که هنگامی‌که حزب [کمونیست آمریکا] به کارزارهای واقعیِ آن‌ها علیه نژادگرایی پایان داد، افراد شروع به پاییدنِ (policing) زبان یکدیگر کردند و آن تقسیم کار از میان رفت، و رویارویی با معضل اصلی [یعنی نژادگرایی] و هدف‌گیری آن نیز مورد غفلت قرار گرفت؛ طوری‌که آن معضل هنوز هم پابرجاست٫ … مردان سفید می‌باید پیش‌گامیِ رویارویی برای غلبه بر سلسله‌مراتب‌هایی که در تعامل‌های اجتماعی تجلی می‌یابند را برعهده بگیرند؛ اما همچنین افراد رنگین‌پوست هم می‌باید گام بردارند و بگویند: «ما این تفکیک میان موضوعات اقتصادی و نژادی، میان نژاد و طبقه را نمی‌پذیریم؛ و این ادعا را که این موضوعات همگی «سفید»، یا این جنبشْ «جنبشی سفید» است، ادعایی نادرست می‌دانیم، چراکه ما اینجاییم و نقش ایفا می‌کنیم و باور داریم که این مسایل به هم مربوط‌اند و قادریم که همگی در کنار هم بر روی آن‌ها کار کنیم»٫
 
لطفا قدری درباره‌ی ایده‌های سازنده‌ی ناسیونالیسم سیاه (black nationalism) در دهه‌ی ۱۹۷۰ و نیز محدودیت‌های آن صحبت کنید٫ ناسیونالیسم سیاه چگونه در سیاست معاصر ایالات متحد دوام آورده است؟

پس از سال ۱۹۶۵، بعد از اینکه جنبش حقوق مدنی به [ایجاد] تغییرات عمده‌ای در سیاست‌های نژادی دست یافت، روشن نبود که جنبش باید به چه سمتی حرکت کند٫ حتی چهره‌های برجسته و هدایت‌گر این جنبش هم درگیرِ این اندیشه بودند که اکنون که سیاست قانونی تبعیض و جداسازی (segregation) دیگر به‌طور رسمی تضعیف شده است، آن‌ها هم‌چنان باید به این واقعیت بپردازند که اکثریت سیاهان در فقر و محرومیت‌اند و درنتیجه، هنوز ساختارهای بالفعلی برای طرد و حذف وجود دارند٫ برای مثال، مارتین لوترکینگ به‌سمت «کارزار مردم فقیر» (Poor People’s Campaign) جلب شد، کارزاری که او در مقطع پایانی حیات‌اش در آن فعال بود٫ اما رویکرد دیگر در همین مقطع [پس از سال ۱۹۶۵] آن چیزی بود که برخی آن را «خیزش‌ها» (riots) و برخی دیگر «شورش‌های شهری» (urban rebellions) در شهرهای شمالی نامیده‌اند: عصیانی (revolting) علیه کنترل اقتصادیِ صاحب‌خانه‌ها و کارفرمایانِ سفید و غیره٫ در بافتار شهریِ شمال آمریکا، ناسیونالیسم سیاه به‌سان برنامه‌ای سیاسی در حال برپایی نهادهای بدیل بود، به‌جای آنکه ادغام در جامعه‌ی سفید را مطالبه کند٫
پس دو پدیده‌ی متفاوت در حال وقوع بود: در یک‌سو ناسیونالیست‌های سیاه بودند که به برپایی نهادهایی بدیل اقدام کردند، و در سوی دیگر، شاهد [پیامدهای] چیرگی بر جداسازیِ قانونی و پیدایش یک طبقه‌ی سیاسی جدیدِ سیاهان و نخبگان اقتصادی سیاه‌پوست بودیم، لایه‌هایی که اگرچه پیش‌تر هم تا حدی وجود داشتند، اما اینک دامنه و ابعاد حضور آن‌ها کاملاً تغییر یافته بود٫ و بدین‌ترتیب، سازمان‌های ناسیونالیستی سیاه در برپایی بسیاری از کارزارها برای انتخاب یک شهردار سیاه‌پوست در شهری با اکثریت سیاهان نقش فعالی داشتند٫ نمونه‌ی امیری باراکا را در همین بافتار [در کتاب‌ام] بررسی کرده‌ام٫ مساله از این قرار بود که پس از آن که با پشتیبانی فعالین ناسیونالیسم سیاه (و از جمله خود باراکا) کِنِث گیبسون (Kenneth Gibson) به‌عنوان شهردار نیوآرک (Newark) انتخاب شد، سیاستِ معمولِ (politics as usual) پیشین همچنان تداوم یافت٫ و این بخشی از دلیل چرخش باراکا از ناسیونالیسم سیاه به سمت مارکسیسم بود٫ من فکر می‌کنم ناسیونالیسم سیاه در دوره‌ی خودش نقشی انقلابی ایفا کرد و پیشرفت سیاسی و استراتژیکِ بسیار مهمی بود٫ اما طی دهه‌ی ۱۹۷۰ با صعود طبقه‌ی سیاسیِ سیاه (black political class) و نخبگان اقتصادیِ سیاه (black economic elites)، این جنبش دچار تضاد و تناقض گردید٫
[سرنوشت] ناسیونالیسم سیاه با نخبگان سیاسی و اقتصادیِ سیاه گره خورد، چون حامل ایدئولوژی وحدت نژادی بود، و درشرایطی که مردم از اداره و کنترل زندگی‌های خویش تماماً منع و طرد شده بودند، قابل درک بود که نوعی اتحاد میان این چهره‌‌های نخبه‌ و لایه‌های اقتصادی پایین‌تر وجود داشته باشد، چون هر دو طیف با ساختارهای نژادیِ طرد و حذف مواجه بودند٫ اما با پیشرویِ هرچه‌بیشترِ فرآیند الحاق و ادغام نخبگان سیاه به درون ساختارهای سیاسی و اقتصادی موجود، علایق و منافع دو طیفِ یادشده دیگر هم‌راستا نبود، به‌خصوص در دهه‌ی۱۹۷۰، یعنی زمانی‌که سیاست‌مداران در هر سطحی شروع به تحمیل ریاضت‌های اقتصادی، کاهش شدید خدمات اجتماعی و نظایر آن بر جمعیت‌های ساکن قلمروی [سیاسی] خود کردند٫ در این روند، بخشا نوبت به سیاست‌مداران سیاه‌پوست رسید که چنین سیاست‌هایی را تحمیل و اِعمال کنند و درنتیجه، تضادهای میان نخبگان سیاه و اکثریت مردم سیاه‌پوست در این شهرها بسیار نمایان شد٫ بنابراین، فکر می‌کنم آنچه تا امروز پابرجا مانده، شکاف میان نخبگان و مردم عادیِ کارگر است و پسماندی از یک ایدئولوژیِ وحدتِ نژادی که اغلب برای سرپوش‌نهادن بر شکاف طبقاتی مورد استفاده قرار می‌گیرد٫ این مساله تا حد بسیار زیادی در مورد صعود باراک اوباما به قدرت صادق است٫
 
در پهنه‌ی گفتمان‌ها و سازمان‌دهی‌های سیاسی معاصر، چطور می‌توان سیاست هویتی را به خاستگاه‌های رادیکال آن بازگرداند؟

من فکر می‌‌کنم ما باید به روی فهم این مساله باز باشیم که هویت‌های ما بنیادهایی برای هیچ چیزی نیستند؛ آن‌ها ناپایدار و متنوع و چندسویه‌اند؛ و اینکه می‌توانند دست‌خوش درهم‌ریختگی (unsettling) و آشفتگی گردند٫ اما ما بایستی را‌ه‌هایی بیابیم تا با آن‌ها احساس راحتی کنیم، و بخشی از کاری که برای برآوردنِ این مقصود می‌توان کرد خلق شیوه‌های جدیدی برای پیوندزدن هویت‌ها با یکدیگر است، که خود از طریق جنبش‌های توده‌ای قابل دست‌یابی است٫ راه غلبه بر انشقاق و گسیختگی‌ای که امروزه هویت بدان منجر می‌شود، دقیقاً تصدیق آن چیزی است که کلکتیو رودخانه‌ی کومباهی پیش نهاده‌اند: قادربودن به طرح داعیه‌ی خودمختاری سیاسی و هم‌زمان حضور در ائتلاف‌های مترقی٫ من فکر می‌کنم این الگو بسیار عملی و مناسب است٫ اما این چیزی نیست که از طریق بحث‌های بی‌پایان در توییتر قابل دسترسی باشد، بلکه می‌باید از خلال فعالیت سیاسی حاصل شود٫ این امر از طریق کارکردن بر روی پروژه‌های عملیِ مشخصْ در ائتلاف با دیگران به‌دست می‌آید٫ و این به‌نفسه فرآیندی است که در آن نژادگرایی تضعیف می‌گردد و افراد سفیدی که در حال فعالیت به همراه افرادرنگین‌پوست هستند می‌توانند یاد بگیرند که مفروضات خود را به چالش بگیرند و بر تکانه‌‌های راسیستی [خود] غلبه کنند٫
من از رشد سریع سازمان‌های سوسیالیستی در مقطع کنونی بسیار تحت‌تاثیر قرار گرفته‌ام، اما گاهی دچار این نگرانی می‌شوم که [در این پویش‌های جدیدْ] سوسیالیسم با نوعی برنامه‌ برای بازتوزیع اقتصادی یکسان انگاشته می‌شود، یعنی همان تلقی‌ای که از قرن نوزدهم تاکنون حاکم بوده است٫ سوسیالیست‌ها همواره درگیر برپایی ائتلاف‌ها بوده‌اند؛ اصل انترناسیونالیسم همواره وجود داشته است؛ [اما] هیچ‌گاه مفهوم ثابتی از انواع مطالباتی که یک جنبش سوسیالیستی باید پیش بنهد وجود نداشته است٫ گاهی اوقات مطالبه‌ای که مستقیماً قابل اتصال به بازتوزیع ثروت نباشد می‌تواند بخشی از [مصالح] برپایی ائتلاف و بسیج مردم باشد٫
اگر یک سازمان سوسیالیستیْ پیش‌قراولِ جنبشی علیه نژادگرایی باشد، و این مسلماً هدف برخی از اعضای سیاهپوست حزب کمونیست آمریکا در دهه‌ی ۱۹۳۰ بود، در این‌صورت مردم به اطراف‌شان نگاه کرده و خواهند گفت: «چه کسی طرف ماست؟ همین‌ها هستند٫ وقتی با مساله‌ی خشونت پلیس سروکار داشتیم، این‌ها بودند، این سازمان بود که برای کمک به ما پا پیش گذاشت٫ این سازمانی چندنژادی است که اعضایش باور دارند این مسایلی که ما در زندگی روزمره‌مان با آن‌ها روبرو هستیم همان‌قدر مهم‌اند که هر خواسته‌ی دیگر اقتصادی»٫ بنابراین، سازمان‌های سوسیالیستی همچنین باید به روی آزمون‌گری گشوده باشند و نیز انعطاف‌پذیر باشند، تا بتوانند هویت را به‌مثابه‌ی یک منبع شکاف و جداسازی مهار کنند و درعوض، به‌طور پیش‌گیرانهْ همبستگی را بنا کنند.

لطفاً درباره‌ی چشم‌اندازتان از چاچوب سیاسی جهان‌شمول‌گرا (universalist) اندکی توضیح بدهید

نخست می‌باید نوعی از جهان‌‌شمول‌گرایی (universalism) را از این بحث کنار بگذاریم که پیشاپیش شکاف‌ها و تفاوت‌ها را با گفتن این‌که همه‌ی ما از نوعی بنیان جهان‌روا [و مشترک]، مثل سرشت بشری یا ماده‌گرایی (از نوع ماده‌ی فیزیکی)، برخورداریم ندیده می‌گیرد؛ این نوع ماتریالیسم هیچ ربطی به بحث مارکس درباره‌ی ماتریالیسم ندارد٫ این، آن نوع جهان‌‌شمول‌گرایی که من طرفدار آن هستم نیست، چون این نوع جهان‌‌شمول‌گرایی به‌لحاظ تاریخی گرفتار طرد و حذف و سلطه (domination) بوده است٫ مانند آنچه از سوی [پروژه‌ی] روشنگری، انقلاب فرانسه، انقلاب آمریکا و غیره تحمیل شد، که به‌طور نظام‌مند با برده‌داری، استعمار، و اشکال مختلفِ خشونت همراه بود٫ … درک من از جهان‌‌شمول‌گرایی ناظر بر وضعیتی است که در آنْ مردم و گروه‌های اجتماعی‌ای که از این (تعریف ناقص) از جهان‌‌شمول‌گرایی حذف شده‌اند، برخیزند و خودمختاری خود را برای خلق نوع جدیدی از جهان‌‌شمول‌گرایی طلب کنند٫ و این چیزی نیست که از پیش موجود بوده باشد، بلکه گسستی است با وضعیت موجودِ امور٫ مثال کلاسیکِ آنْ انقلاب هاییتی است که پس از انقلاب فرانسه رخ داد و این مساله را برجسته ساخت که فرانسه همچنان مستعمرا‌ت‌اش را حذف کرده است؛ مستعمراتی که در آن‌ها [نظام] برده‌داریْ حاکم بود، فارغ از همه‌ی رویدادهایی که به‌واسطه‌ی انقلاب فرانسه در این کشور جریان داشت٫
ما قادر به مشاهده‌ی [ظهور] یک جهان‌‌شمول‌گرایی جدید خواهیم بود، اگر بتوانیم طی یک جنبش واقعی و عملی بر شکاف‌های صلبِ میان به‌اصطلاح دسته‌بندی‌های هویتی مانند نژاد و جنسیت و مقوله‌ی طبقه چیره شویم٫ اگر می‌توانستیم شاهد پیدایش سازمان‌هایی باشیم که دگرگونی واقعی مشخصی در جهت پل‌زدن میانِ این شکاف‌ها ایجاد کنند، طوری‌که گفتن این حرف ناممکن باشد که «این یک سازمان سفید است»، یا «این سازمانی‌ست که مردان بر آن سلطه دارند»، در این‌صورت این دستاورد ضرورتاً شامل به‌چالش‌کشیدن نابرابری اقتصادی و ساختارهای طبقاتی جامعه‌ی آمریکا هم می‌شد٫ پیدایش یک مرحله‌ی واقعیِ جهان‌‌شمول‌گراییْ منوط به پیدایش جنبشی است که بر ساختارهای بنیادی نابرابری، سلطه، و استثمار در جامعه‌ی آمریکا فایق آید، به‌گونه‌ای که هویت نتواند به‌مثابه‌ی یک نیروی جداکننده وجود داشته باشد.

Washington D.C., Jul 11, 2018 / 11:11 am (CNA).- The United States Conference of Catholic Bishops applauded a recent federal ruling that barred the Trump administration from detaining asylum seekers without case review.

“The ruling is extremely important for the roughly 1000 asylum seekers who are currently detained,” said Ashley Feasley, director of policy for the USCCB’s Migration and Refugee Services office.

“It provides them with an opportunity for release while their asylum case is pending, or to a hearing to prove that they merit release during the pendency of their case,” she told CNA.

On July 2, U.S. District Judge James Boasberg ordered Immigration and Customs Enforcement grant asylum seekers a personal case review and to release them while the hearing process is underway.

According to the Washington Post, immigration advocacy groups claim that asylum seekers have been detained indefinitely despite ICE policy requiring that their cases be reviewed within seven days, or that they be released pending a hearing. Reportedly, immigrants have been jailed for months or years at ICE facilities in five major cities: Detroit, El Paso, Los Angeles, Newark, and Philadelphia.

Boasberg’s ruling gave asylum seekers provisional status for class action litigation. He also restricted ICE from holding applicants beyond seven days if their claims had not been personally reviewed and if a written explanation has not been given for the extended detention.

Citing a 2009 directive from the Department of Homeland Security, he said the degree of risk an undocumented asylum seeker poses must be determined on a case-by-case basis. He said immigrants should be released if they can prove credible danger in their home country.

“This Opinion does no more than hold the Government accountable to its own policy, which recently has been honored more in the breach than the observance. Having extended the safeguards of the Parole Directive to asylum seekers, ICE must now ensure that such protections are realized,” he said in a 38-page opinion piece.

Feasley said an accessible asylum program, which personally reviews the claims of endangered migrants, is critical. She said these asylum seekers are traumatized and further detention could worsen the degree of trauma.

“It is important that those fleeing persecution and seeking protection are able to access justice and have their claims evaluated in a thorough and individual way,” she said.

“In many instances, asylum seekers have experienced trauma and being in detention is harmful and can be re-traumatizing.”

The most recent ruling is in response to a class-action lawsuit instigated by the American Civil Liberties Union. The plaintiffs began with nine undocumented immigrants from countries like Haiti and Venezuela. The case now represents over 800 detainees and has gained support from the advocacy group Human Rights First.

The ACLU filed the lawsuit in March after discovering higher levels of detention rates during the Trump administration. The advocacy group said detention rates increased to 96 percent during the first eight months of Donald Trump’s presidency – a significant difference from the detention levels which were recorded to be under 10 percent in 2013.

Ansly Damus, a 41-year-old Haiti teacher, is among the plaintiffs. He won an asylum petition twice, after he sought protection from a violent gang, but has been detained for over 16 months while his case is appealed by the government.

For immigrants who have proven that they are not a risk to the country, Feasley said the practice of detainment is very costly compared to other alternative actions.

“Detaining asylum seekers who have demonstrated community ties and are not safety risks is also a very costly practice to the U.S. taxpayer as detention beds run approximately $134/day whereas family placement is free and alternatives to detention are significantly cheaper.”

She also expressed hope that Boasberg’s would aid future asylum seekers and the immigration process.

“It also likely could affect future asylum seekers and their ability to access release from detention while their case is pending.”

Kahali Johnson, of Newark, New Jersey, returned home on Monday July 9th, 850pm, to find his wife and her car mechanic lover inside the car, which was still running, dead in his carbon monoxide-filled garage.

Police say the couple Tamika Hargrave, 41, and the unnamed 56-year-old mechanic passed out and died after inhaling the toxic fumes. Mr Johnson, the woman’s husband, claims that his wife was having sex with the mechanic to pay the bills for fixing his car.

The morons closed the garage door, and sealed the deal.

Hargrave's mother told CBS her daughter had been going to get an oil filter from her mechanic about 5.30pm - when the pair last spoke.

Family friend Kelly Mitchell said she couldn't get her head around Hargrave's death.

'We want to know why — what was she doing in the car? We don't know,' she said.

Hargrave, a mother to at least two girls, died because there were no carbon monoxide alarms in the garage, her family said.

The husband found his wife cheating on him, and tossed both of them in the garage after turning on the car.
