เกิดเหตุการขโมยน้ำมันกันแบบแปลกประหลาดในสหรัฐอเมริกา เมื่อหัวจ่ายน้ำมันในปั๊มถูกแฮค ทำให้มีน้ำมันโดนขโมยไป 600 แกลลอน (ประมาณ 2,300 ลิตร) คิดเป็นมูลค่าราว 1,800 ดอลลาร์

การขโมยน้ำมันที่ว่านี้ไม่ใช่เป็นการมาแฮคระบบคอมพิวเตอร์แล้วเอาถังมาขโมยน้ำมันจากหัวจ่ายไปดื้อๆ แต่สิ่งที่เกิดขึ้นก็คือ ในช่วงประมาณบ่ายโมงวันที่ 23 มิถุนายน หัวจ่ายน้ำมันของปั๊มน้ำมัน Marathon เกิดอาการผิดปกติ โดยมันสามารถจ่ายน้ำมันออกได้แม้จะไม่ได้รับการชำระเงินจากลูกค้า ทำให้มีรถยนต์อย่างน้อย 10 คัน ขับเข้ามาเติมน้ำมันฟรีจากปั๊ม รวมปริมาณน้ำมันมากถึง 600 แกลลอน

แม้พนักงานประจำปั๊มน้ำมันพยายามจะสั่งตัดการจ่ายน้ำมันโดยอาศัยระบบคอมพิวเตอร์ของปั๊มแต่ก็ไม่เป็นผล เหตุการณ์แจกน้ำมันฟรีเกิดขึ้นเป็นเวลานาน 90 นาที จนกระทั่งพนักงานประจำปั๊มตัดสินใจใช้อุปกรณ์หยุดฉุกเฉินเพื่อทำการตัดระบบน้ำมันและโทรแจ้งตำรวจ

Florida shipyard faces $271,061 in OSHA penalties after drowning death

JULY 10, 2018 — The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) has issued a citation to North Florida Shipyards Inc., after an employee suffered fatal injuries at its Commodores Point facility in Jacksonville, Florida. The shipyard faces $271,061 in proposed penalties.

According to OSHA, the worker drowned after a pressured air manifold struck him and knocked him into the St. Johns River. OSHA has cited the employer for safety violations, including exposing employees to being struck-by, drowning, amputation, caught-in, and electrical hazards; allowing scuba divers to be unaccompanied by another diver; and failing to ensure machine guarding.

“As this case demonstrates, it is important for employers to identify existing hazards, and follow required safety procedures to protect workers from serious injuries,” said OSHA Jacksonville Acting Area Office Director Buddy Underwood.

North Florida Shipyards has 15 business days from receipt of its citations and proposed penalties to comply, request an informal conference with OSHA’s area director, or contest the findings before the independent Occupational Safety and Health Review Commission.

Pierre-Joseph Redouté is born on this day. Saint Hubert, now in the Kingdom of Belgium, at the time belonged to the Duchy of Luxembourg. Pierre-Joseph studies with renowned painter Jean-Louis Gilson (1741-1809), known as Brother Abraham of Orval. Upon completing his apprenticeship Pierre-Joseph Redouté settles in the city of Luxembourg as a portrait painter. Through local connections he is recommended to the court of Versailles and in 1792 he teaches painting to Queen Marie-Antoinette, becoming the official court artist. He paints through the French Revolution and Reign of Terror and survives the turbulent political upheaval, gaining international recognition for his precise renderings of plants. He teaches painting not only to Queen Marie-Antoinette but also to Empress Joséphine de Beauharnais, the first wife of Napoleon Bonaparte, and to Empress Marie-Louise of Austria, Napoleon’s second wife.

Redouté paints over 2,100 published plates depicting some 1,800 different species. Later he teaches at the Muséum national d'histoire naturelle. Redoutéis particularly renowned for his depictions of roses and lilies. He dies on June 19/20, 1840 and is interred at the Père Lachaise Cemetery in Paris, France.

Victoria "Vicky" Anderson, 74, of Jacksonville passed away Tuesday, July 3, 2018 at the River Garden Hebrew Home. Vicky was born on February 21, 1944 in London, England to the late Victor and Margot Harrington.

Vicky's childhood memories began in Acton, a suburb of London, England. She was an actress and model who married actor, Michael Anderson, Jr. and moved to Los Angeles where they had two children. She relocated to Jacksonville in the early 1980's.

Vicky lives on in the hearts of her children, James Anderson and Danica Anderson; grandchildren, Kristin Anderson, Anna Anderson, Caitlin Crane, John Colby Crane and Sophie Crane; a host of extended family and friends who will miss her dearly.

The Qualified Behavioral Health Provider (QBHP) will establish a supportive client relationship with the goal of empowering clients and their support network to actively participate in mental health treatment. The Qualified Behavioral Health Provider will provide clinical interventions to reinforce, practice, and model therapeutic techniques and treatments as directed by the Mental Health Professional. The Qualified Behavioral Health Provider is not responsible for supervision of other staff. Travel is required.

Details 

  1. Maintains direct service requirements as outlined in the client’s treatment plan.
  2. Serves as part of the client’s treatment team.
  3. Provides professionally appropriate transportation as necessary to accomplish treatment goals.
  4. Establishes positive relationship with client, family, and their support network.
  5. Models stability for client and family by scheduling and keeping scheduled appointments.
  6. Empowers client to improve day to day functionality, helps client reduce their stressors and increases their ability to focus on their treatment goals.
  7. Encourages the client to comply with their established treatment plan.
  8. Monitors/reports client behavior in all environments.
  9. Makes necessary referrals and serves as liaison with other community resources.
  10. Provides timely documentation according to policy to support services rendered and provides written reports as required by other agencies as needed.
  11. Provides Behavioral Assistance to attain goals as outlined in the client’s treatment plan.
  12. Provides Child and Youth Support Services with client’s authorized support network such as parents, teachers or other care-givers to equip those individuals to improve the client’s positive behaviors and encourage compliance at home and school.  
  13. Provides Individual Life Skills Development to help client in acquiring the skills needed to live an independent lifestyle and promote a strong sense of self-worth.
  14. Provides Adult Life Skills Development to help client in acquiring the skills needed to support an independent lifestyle and promote an improved sense of self-worth.
  15. Provides QBHP Crisis Stabilization in accordance with the client’s treatment plan that is intended to further stabilize the client, prevent the client from deterioration, and serve as an alternative to a 24-hour inpatient hospital setting.
  16. Works with clients and/or guardians to ensure attendance to initial medication evaluation and subsequent medication appointments.
  17. Schedules QBHP Supervision and Observations as outlined by company policy. 
  18. Documents all QBHP Supervision and Observation in Credible to be reviewed and signed by MHP.
  19. Review Caseload Compliance QBHP report at a frequency that will ensure clients are up to date on all compliance issues and are Tiered appropriately for QBHP services.
  20. Attends all required clinic staff meetings.
  21. Testifies in court as required.
  22. Other duties as assigned.

Requirements 

EDUCATION

High school diploma or GED required. A bachelor’s degree in psychology, sociology or a related field is preferred.

EXPERIENCE 

At least one year of work experience in a human services field is preferred.

JOB SKILLS

Required: The Qualified Behavioral Health Provider shall meet the definition of a Qualified Behavioral Health Provider as defined in the standards for Arkansas Medicaid Providers in the State of Arkansas

The QBHP must be able to: 1) Identify problems, collect data, establish facts, then communicate these findings to the MHP. 2) Read, analyze, interpret, and follow treatment plans.  3) Document client sessions succinctly and accurately.  4) Must have excellent spelling and grammar skills.  5) Must have excellent computer skills.

The successful QBHP will effectively:  1) Maintain client confidentiality in accordance with Families, Inc. quality assurance guidelines, policies, and procedures, 2) Communicate, work, and interact effectively with clients, their support structure, school faculty and administration, and staff.  3) Must have strong organizational skills enabling the establishment of an efficient daily/weekly/monthly work schedule based on the client’s treatment plan, session frequency requirements, client’s severity, and availability.

The Browns should bid on the two defensive backs in the supplemental draft today. Here are 5 reasons why.

CLEVELAND, Ohio -- The Browns have a chance to land two good defensive backs today in the supplemental draft in Sam Beal and Adonis Alexander, and they should bid fairly high on both today beginning at 1 p.m.

It's an opportunity to land a pair of potential starting DBs at bargain prices, and add to the pile in the secondary.

In an effort to rebound from 0-16, GM John Dorsey has aggressively overhauled the roster, paying special attention to the beleaguered secondary which gave up 28 touchdown passes last year for 26th in the league.

The Browns have two extra draft picks in the 2019 draft for a total of nine, and they can afford to spend two of them on Beal, the Western Michigan cornerback, and Alexander, the Virginia Tech cornerback who might play safety in the NFL. They have an extra third-round pick from the Danny Shelton trade to New England, and an extra seventh-round pick from the Cody Kessler trade to Jacksonville, although that one can't be used in this draft because it's conditional.

But the Browns have a good chance to land both players by virtue of their draft status. Teams are divided into three categories (six wins or fewer, more than six wins but no playoffs and playoff teams). They're then placed in a lottery to determine selection order, with the worst teams having the best chance to pick high.

According to Rob Rang of NFLdraftscout.com, the Browns will pick fourth in the draft behind the Raiders, Jets and Giants. The Broncos round out the top five.

It will likely take at least one of the third-rounders to land Beal, and possibly their fourth-rounder to land Alexander, but it's worth the gamble in both cases. Here are five reasons why.

1. Sam Beal has starting potential

Beal (6-1, 196, 4.46) can develop into a solid starter in the minds of most draft experts. A two-year starter at Western Michigan, Beal has the size, speed and athletic ability to develop into a quality pro DB. Dorsey attended Beal's pro day and was very locked in.

"With Sam Beal, you're intrigued by the athleticism and the size combination,'' Rang told cleveland.com. "There's just not many corners that are a legitimate six-foot that can just change directions and accelerate as fluidly as he does.

"At the same time, he's still a little bit raw as a football player. He's not a great run enforcer and he doesn't have the like the interceptions and things of that nature that you'd love to have at that level of competition but again, but the athleticism is so appealing that I think a third-round pick is fair.''

The Browns have one definite starter in first-round pick Denzel Ward, but are still auditioning candidates for their second spot. If Beal isn't ready this year, he could work his way up to that.

Why the Browns might land Beal in the supplemental draft

2. Dorsey loves defensive backs

A former linebacker for the Packers, Dorsey understands the value of good defensive backs in today's pass-oriented game. He drafted Ward and Simeon Thomas, traded for Damarious Randall, and signed free agents T.J. Carrie, E.J. Gaines and Terrance Mitchell.

This is a chance for him to add potential starters -- probably for down the road. It's a unique opportunity to add talent, and Dorsey has already been aggressive in this area. It's just a matter of how high he's willing to go. Some team desperate for a starting corner might even bid a second-rounder for Beal, who had all 32 teams at his workout.

3. Alexander tested clean this week

According to Mike Garafolo of NFL Media, teams were notified this week that Alexander, who was suspended two games last year for marijuana use and had a marijuana arrest in 2016, tested clean on Monday.

It's just one more reason for the Browns to toss their hat in the ring for the rangy defensive back, who will likely play safety in the NFL. Alexander, who like Beal was ruled academically ineligible for 2018, told Terez Paylor of Yahoo! Sports that he hasn't failed a drug test in nine months.

"I'll definitely find a veteran player that does everything right and model myself as a person after him," Alexander told Paylor. "That will be the first thing I do, along with being in the playbook. It's going to be football, football, football. I'll always be in the film room."

Dorsey has demonstrated that he believes in second chances, drafting receiver Antonio Callaway this year and Kansas City's Tyreek Hill when he was in Kansas City. He's also welcomed Josh Gordon with open arms. He's not scared off by a failed drug test or ineligibility. A former player, he understands them.

4. Their safety spot is still in flux

The Browns are still identifying their starting safeties for 2018. Randall, the former Packers corner, seems to have a lock on the free safety job, but strong safety is still up for grabs between Jabrill Peppers and Derrick Kindred.

Besides, defensive coordinator Gregg Williams loves flexibility in his defenders, requiring them to play at least two positions. Randall can obviously play safety and corner, as can Briean Boddy-Calhoun and others. Alexander would join that mix, and in sub-defenses, the five or six best DBs will be on the field.

5. The Browns have had good luck in the supplemental draft

The Browns acquired quarterback Bernie Kosar in the first round of the supplemental draft in 1985, and Josh Gordon in the second round in 2012, and both went on to make the Pro Bowl.

It's unusual to have this many draftable players in the supplemental draft. The Browns are trying to win as fast as possible, and there are at least two players in this draft who can help.

If there's one thing we're grateful for on Shots, it's our passionate, engaged audience. Our stories often prompt a lively response from readers and people who hear us on the radio. This was definitely the case with Monday's look at the use of permethrin-treated clothing to prevent tick bites, which can cause a lot of nasty diseases.

Permethrin is a synthetic pesticide that's similar to natural compounds found in chrysanthemums. When you spray permethrin on your clothes, a study published in May found, it incapacitates ticks quickly, rendering them unable to bite.

It didn't take long for emails to come flooding in. Most were from concerned cat owners.

"Permethrin is very toxic to cats," wrote Charles Fischer, who lives in Chapel Hill, N.C. "Suggesting that people spray their garments with permethrin to prevent tick bites without a cat disclaimer is very dangerous."

Others agreed. "NPR has always been a wonderful source of great information," wrote Colleen Scott-Jackson of Jacksonville, N.C. "I would hate to see any cats harmed because an important piece of information is left out of the story."

We certainly didn't want any cat catastrophes, so we decided to look into this a little further. Here's what we found.

Cats are more sensitive to permethrin than other mammals, but cat lovers can still use the insecticide as long they're careful about it, veterinarians say.

"It's the dose that makes the poison," says Dr. Charlotte Means, director of toxicology at the ASPCA Animal Poison Control Center.

The biggest problem for cats is when they are exposed to highly concentrated permethrin products meant for use in dogs, she says. These products may be 45 percent permethrin or higher.

"Some cats will be so sensitive that even just casual contact with a dog that's been treated will be enough to cause clinical signs, including tremors, seizures and in the worst-case scenario – death," she says.

But the concentration of permethrin in household sprays is much, much lower – typically less than 1 percent. And with concentrations of 5 percent or less, Means says, there are rarely problems.

"Of course you can always get an individual [cat] who is more sensitive, but for most animals there are going to be minimal clinical signs," she says.

There are some simple rules that can help minimize the risk.

"Don't put the dog product on the cat," says Dr. Lisa Murphy, associate professor of toxicology at the University of Pennsylvania School of Veterinary Medicine. She agrees the most dangerous scenario for cats is an accidental exposure to a highly concentrated product meant for dogs.

"Cats seem to be deficient in one of the primary mechanisms for metabolizing permethrin," she says, which is why they are more susceptible to the chemical. If an animal "isn't able to normally metabolize it, break it down and excrete it, it can build up and be more likely to cause problems."

If you're concerned your cat may have been exposed to permethrin, the most common symptoms are skin irritations – redness, itching and other signs of discomfort.

"The animal may be frantic if they have something uncomfortable on their skin," Murphy says. "They may be scratching, digging and rolling because it's uncomfortable."

These skin reactions are usually easily treated by washing the affected area with mild, liquid dishwashing detergent. If the cat fights back, you can take it to the vet for a bath.

Other reactions to watch for are drooling or pawing at the mouth. "Cats seem particularly sensitive to bad tastes in their mouths," Murphy says. This can be helped by gently rinsing out the mouth, or offering the cat some water or milk to take away the bad taste.

But if you see signs of neurological problems – tremors, twitching or shaking – it's time to take the cat to the vet right away.

Even then, if there aren't any complications, "the prognosis for a full recovery is excellent," Murphy says.

"The way I look at it, as a veterinarian, is it's all about making choices," Murphy says. Ticks, fleas, lice and mosquitoes do carry lots of diseases that permethrin and other insecticides can help prevent, she says: "All sorts of things that we wouldn't wish on ourselves or our pets."

So the bottom line when it comes to permethrin and tick-bite prevention is: If you have a cat, be extra careful.

If you're spraying your clothes, do it somewhere the cat doesn't have access to. And let the clothes dry thoroughly before you and your cat reunite.

"If you are spraying a 1 percent concentration on clothing and it dries, it's unlikely that you'll see any problems with the cat," Means says.

To be extra cautious, don't leave permethrin-treated clothing near where your cat sleeps. And make sure to change clothes after you wear them outside, so the cat can jump in your lap without you having to worry, she says.

And it may seem obvious, but if you're using a permethrin soak for your clothes, make sure the cat doesn't drink from the bucket.

Finally, read the label for the permethrin product you're using. Check the concentration and use only as instructed. And before treating any animal directly with any insecticide, check with your vet first.
