A catástrofe das 35 horas no SNS      Cache   Translate Page   Web Page Cache
Cristina Miranda

Ground states for a linearly coupled system of Schr\"odinger equations on $\mathbb{R}^{N}$. (arXiv:1807.03436v1 [math.AP])      Cache   Translate Page   Web Page Cache

Authors: João Marcos do Ó, José Carlos de Albuquerque

We study the following class of linearly coupled Schr\"{o}dinger elliptic systems

$$

\left\{

\begin{array}{lr}

-\Delta u+V_{1}(x)u=\mu|u|^{p-2}u+\lambda(x)v, & \quad x\in\mathbb{R}^{N},

-\Delta v+V_{2}(x)v=|v|^{q-2}v+\lambda(x)u, & x\in\mathbb{R}^{N},

\end{array}

\right.

$$

where $N\geq3$, $2<p\leq q\leq 2^{*}=2N/(N-2)$ and $\mu\geq0$. We consider nonnegative potentials periodic or asymptotically periodic which are related with the coupling term $\lambda(x)$ by the assumption $|\lambda(x)|\leq\delta\sqrt{V_{1}(x)V_{2}(x)}$, for some $0<\delta<1$. We deal with three cases: Firstly, we study the subcritical case, $2<p\leq q<2^{*}$, and we prove the existence of positive ground state for all parameter $\mu\geq0$. Secondly, we consider the critical case, $2<p<q=2^{*}$, and we prove that there exists $\mu_{0}>0$ such that the coupled system possesses positive ground state solution for all $\mu\geq\mu_{0}$. In these cases, we use a minimization method based on Nehari manifold. Finally, we consider the case $p=q=2^{*}$, and we prove that the coupled system has no positive solutions. For that matter, we use a Pohozaev identity type.

This bilingual picture book presents a warm recollection of time spent on the playground with friends.

“On Ana’s first day of kindergarten, the slide stood like a mountain.” The other kids in her class encourage her to glide “down, down, down, to the bottom and her new friends.”

Young readers will relate to these elementary school children playing outside. In first grade, Ana meets Karina, who becomes her best friend. Together, they swing higher and higher as they try to kick the sky! In second grade, Ana and her friends dangle like monkeys, eat pretend bananas and call out, “Ooo, ooo, ooo! Can you do what we do?” As they grow, the kids learn to play new games on the playground: basketball, soccer and even handball.

Acclaimed children’s book author James Luna uses short, simple text and active words to depict children at play. They swing and hang, dribble and shoot, pass and kick, laugh and learn. And when they get to sixth grade, they have to say good-bye to their school’s playground. But someday they will return!

JAMES LUNA is an elementary school teacher in Riverside, California. He is the author of a short, bilingual novel for intermediate readers, A Mummy in Her Backpack / Una momia en su mochila (Piñata Books, 2012), and two picture books, The Place Where You Live / El lugar donde vives (Piñata Books, 2015) and The Runaway Piggy / El cochinito fugitivo (Piñata Books, 2010), which was selected by Texas schoolchildren as their favorite book on the Tejas Star Reading List.

https://www.youtube.com/watch?v=181FSpaRbms On a recent afternoon in Albuquerque, N.M., Deb Haaland sits with a thick stack of paper in front of her, calling donors to thank them for their contributions and to ask them for more money. After winning her Democratic primary, Haaland, a member of the Pueblo of Laguna, a Native American tribe, is running for the U.S. House in a strongly Democratic district in New Mexico. That means she may soon be the first Native American woman in Congress. "Somebody has to be the first," she says as she walks through the southeast neighborhood where her office is. "Native women, I mean we've been on the frontlines for a long, long time. Think of all the native women who have fought for treaty rights and fishing rights and all of those things." Haaland worked on President Obama's 2008 campaign before chairing the state's Democratic Party. But after thinking a woman would become president in 2016 and feeling let down, she says she decided to run for federal

Surveys Show Lesser Prairie Chicken Numbers Are Up      Cache   Translate Page   Web Page Cache
ALBUQUERQUE, N.M. (AP) — A grouse that has been the focus of an ongoing legal battle over whether it warrants federal protection has seen its numbers increase by nearly 30 percent over the past year. Officials say aerial surveys for the lesser-prairie chicken in New Mexico, Colorado, Texas, Oklahoma and Kansas show an overall upward population trend over the last six years. More favorable weather patterns this past year contributed to apparent increases in some areas where the birds are found. Officials say there's concern that moderate to severe drought over portions of the lesser prairie-chicken range this year could lead to a down turn in the population next year. As part of a range-wide voluntary conservation plan, economic incentives are offered to landowners and companies that set aside land to reduce impacts to the bird and its grassland habitat.

Dallas Plugs into Electric Buses       Cache   Translate Page   Web Page Cache

If some of the buses making their way through downtown Dallas seem to be a little quieter and cleaner, that’s because they are.

The Dallas Area Rapid Transit (DART) agency has launched seven new battery-electric-powered, 35-foot buses to travel its 19-mile D-Link circulator through downtown. The electric buses are replacing the last of DART’s diesel fleet. Today, the vast majority of DART’s roughly 700 vehicles are powered by compressed natural gas.

“We wanted to learn more about electric buses. They are growing in popularity in the industry, but I’m not sure we — as an industry — know all we need to in order to make a complete transition,” said Morgan Lyons, vice president of external relations at DART.

The new electric buses were funded through a $7.6 million Federal Transit Administration (FTA) Low and No Emission Vehicle Deployment Program. In April, the FTA announced the availability of $84.45 million in funding for purchase or lease of low or no-emission vehicles, or their related equipment.

Electric buses are still pricier than their fossil-fuel counterparts, however. DART’s electric buses, built by the California bus company Proterra, carry a price-tag of about $970,000, roughly double the cost of a compressed natural gas-powered bus, according to DART officials. However, given the cheaper costs of operating and maintaining an electric bus, a number of transit agencies are rationalizing the added expsnse, particularly when they are being paid for via federal grant funds. Also, charging infrastructure keeps improving, making the buses easier and quicker to recharge, even while it is in service.

“The vehicles have a range of 30 miles and are charged during a scheduled route stop,” Lyons explained. “It takes about five minutes to fully charge the buses for the 19-mile route.”
The bus pulls under [the charger,] and docks to charge,” he added.

It’s not just Dallas that’s going electric. Last month the Chicago Transit Agency (CTA) announced a $32 million deal with Proterra to purchase 20 electric buses. The move will make CTA’s electric bus fleet one of the largest in the country.

Chicago currently has two electric buses in operation, which have saved CTA some $24,000 a year in fuel costs, along with $30,000 in maintenance costs, according to a CTA press release.

“CTA is at the forefront of pursuing new technologies, including electric buses, which have performed very well — exceeding expectations and providing reliable, comfortable transportation to our customers,” said CTA President Dorval R. Carter Jr., in a statement.

In May, the San Francisco Metro Transit Agency (SFMTA) announced plans to only purchase electric buses, starting in 2025, with the goal of having a fully electric fleet by 2035. San Francisco operates the largest fleet of electric “trolley buses” — buses tethered to an overhead electric line — in the country. And all of the system’s electric buses, cable cars, streetcars and light-rail trains are powered by emission-free hydro-electric power.

Electric buses can also be found in Albuquerque, N.M., Stockton, Calif., Greensboro, N.C., Salt Lake City and other cities.

New Mexico Hospital Battles Addiction with Health Information Technology Apps – Electronic Health Reporter      Cache   Translate Page   Web Page Cache
By David Dallago, former chairman, McKinley County Commission. David Dallago McKinley County, New Mexico, is the namesake of the assassinated 25 U.S. President William McKinley. Many locals, particularly those Native Americans of Navajo decent living on reservations, have also been the victim of assassination, but in character in addition to physical attacks.  Three decades ago Gallup, New Mexico, which borders on the Navajo Reservation, was known as “Drunk Town, USA.” For many years Northwest New Mexico’s Gallup ranked number one nationally in the number of alcohol-related deaths. This reputation also killed many resident’s spirits, contributing to addiction, joblessness and homelessness, further highlighting the need for behavioral health care in this region. Native American youth have the highest rates of alcoholism of any racial group in the country, according to the National Institutes of Health. McKinley County Is One of Poorest in U.S. There are many stories like this. Addiction’s partner is the adjunct poverty of McKinley County, one of the poorest counties in the U.S. In Gallup there is a large population of Navajo and Na’nizhoozhi Indians. It is the most populous city in the county with 22,670 residents and is situated between Albuquerque and Flagstaff with 61 percent living below the federal poverty line and unemployment at 8.4 percent. The Indian Health Service (IHS), an operating division within the U.S. Department of Health and Human Services (HHS) is the principal federal health care provider for Indians. Its mission is to raise their health status to the highest possible level. However, there are still issues such as the life expectancy for Indians being approximately 4.5 years less than the general population of the United States, 73.7 years versus 78.1 years. Data from a 2014 National Emergency Department Inventory survey also showed that only 85% of the 34 IHS respondents had continuous physician coverage. Of these 34 sites surveyed, only four sites utilized telemedicine while a median of just 13 percent of physicians were board certified in emergency medicine. Another behavioral health related disease afflicting the territory is diabetes. In 2016, diabetes was the sixth leading cause of death for New Mexicans and the seventh leading cause in the U.S. RMCHCS Hospital Fights Addiction with Behavioral Health Apps Despite the drumbeat of bad news and discouraging statistics, organizations such as Gallup’s Na’ Nihzhoozhi Center Inc.’s (NCI) has 26,000 admissions every year and is the nation’s busiest treatment center with many repeat customers. The detox center was the result of an effort 30 years ago which began when more than 5,000 people marched from Gallup to Santa Fe to demand assistance from state lawmakers and received a $400,000 for a study to build a detoxification center. The hospital then received two-million-dollar ongoing yearly federal grant out of which NCI was born. The leader of that effort in the ’80s and ’90s was David Conejo who returned in 2014 as the CEO of Rehoboth McKinley Christian Health Care Services (RMCHCS) where he leads the fight against addiction with traditional tactics, but also behavioral healthcare innovations that have captured the attention of the healthcare industry. Turing the Tables on Addiction When he became CEO of RMCHS a few years ago, he took a financially failing hospital and turned it around with the help of William Kiefer, Ph. D who is the hospital’s chief operating officer. Recognizing the root cause of the region’s health problem was addiction, Conejo revitalized a former rehab building on the hospital’s grounds and with some fundraising he launched the Behavioral Health Treatment Center. The center is operated by Ophelia Reeder, a long-time healthcare advocate for the Navajo Nation and a board member of the Gallup Indian Medical Center. Bill Camorata, a former addict, is the behavioral special projects director. He opened “Bill’s Place,” an outdoor facility where he and hospital volunteers treated the homeless with meals, clothing and medical triage as part of Gallup’s Immediate Action Group that he founded and serves as president. The center has treated more than 200 addicted residents since the center opened in 2015 and has a staff of 30 who manage resident’s case work, provide behavioral health services and are certified in peer support. High Information Tech in High Gear From this traditional form of behavioral health addiction treatment, Conejo has turned to health information technology in his pursuit of behavioral health care remedies while leveraging government insurance changes in Medicare and Medicaid Services (CMS), under the Obama Administration. Rather than traditional acute care services, CMS began to shift its focus on preventive care, identifying a 6:1 cost savings ratio. Conejo recognized that RMCHCS would benefit by offering preventive care services that fit perfectly with his behavioral care plans while creating a new revenue center through reimbursements by CMS. To achieve this, he recognized the need for the convergence of hospital information across clinical, financial, and operational systems. He began by integrating data from the hospital’s three clinics—the College Clinic for family and internal medicine, the Red Rock Clinic for general surgery and the Acute Clinic for emergencies and occupational health. He used a cloud suite application from Zoeticx, which integrates and streamlines data from the CMS including annual wellness visits (AWV), chronic care management and care transition between physical and behavioral health services. Integrating Data and Patients The cloud application streamlines data from AWVs and integrates it with the hospital’s electronic health record (EHR) systems from Athena Health and MedTech. The app also allows for the management of tracking for patient wellness visits, provides a physical assessments guide through preventative exams and maps out the risk factors for potential diseases for patient follow-up visits. In addition, the Zoeticx app includes other services that Medicare would recommend apart from a checkup. The app also lets him identify integrated EHR solutions that could also meet CMS and private insurer requirements for organizations like Blue Cross/Blue Shield. The app’s time tracker capability automates invoices for faster billing. RMCHS’ business is growing with full or near-full coverage compliance. And with its accountable care organization (ACO) in startup mode, RMCHS is also receiving a bonus check from Medicare for containing costs, in addition to the new revenues being generated. During the first five months of using the Zoeticx app, the new revenue has matched the financial incentive from its ACO, with the outlook of at least doubling the bonus from the ACO. Furthermore, RMCHS does not increase its current operational cost to achieve this type of outcome. Joe Wright, the hospital’s director of clinical services, has found the apps provide significant time savings for the nurses and medical assistants when disparate EHR data is integrated and streamlined. He also notes more patients can be seen. When the doctor comes in, they already have the requisite information about meds, compliance and other important factors, but if a physician saves 10 minutes per patient, at 18 patients a day, that’s an extra 180 minutes. More minutes, more patients. In addition, his chronic care patient practice has grown significantly since the recent implementation of Zoeticx’s Chronic Care Management where many patients suffer from diabetes. Patients participating in AWV visits have grown to 250, a 50 percent increase since the apps have been installed. The AWV appointments also mean less patient visits to the hospital. At the hospital’s behavioral health services facility where addiction to alcohol and opioids are the main patient affliction, all 68 beds are full. Telemedicine Next Step Conejo’s next big technology push will be a telemedicine program enabling reservation patients to be seen by mobile healthcare physicians connected by satellite to the Internet to extend the hospital’s outreach to patients who can’t visit the hospital for various reasons. This will enable patients to be treated as if they were at one of the hospital’s clinics with all their data entered into the appropriate systems and ready to be whisked off to the insurance organizations.
Bold Technologies and Perennial Software merge, both companies acquired      Cache   Translate Page   Web Page Cache
Bold to bring Perennial’s products under its umbrella

COLORADO SPRINGS, Colo.—Bold Technologies, an alarm monitoring software provider, yesterday announced that it has completed a long-planned merger with Perennial Software, which provides business management software in the security industry. The companies will become one, with Bold bringing Perennial’s line of products, including SedonaOffice and AlarmBiller, under its umbrella.

To facilitate this merger, Bold and Perennial were acquired by EverCommerce, a multivertical service commerce platform. Perennial was acquired earlier this year in February, with Bold following on June 1st.

“We could not be more excited to bring these two companies into the EverCommerce family and support this strategic merger,” said Matt Feierstein, president and COO of EverCommerce. “I’m looking forward to working with the Bold and Perennial teams as they combine forces and build their long-term growth plans, providing even more value with their products and services to customers.”

Bold and Perennial’s key management personnel will remain under the new EverCommerce acquisition in new roles. Rod Coles, the CEO of Bold Technologies, will become president of the newly merged company. Laurie Salim, president of Perennial, is now the VP of Operations of the combined company and Matt Narowski, VP of Operations for Bold, is now its VP of technology.

“This merger and acquisition was an ideal choice for Bold,” Coles said in the announcement. “(Perennial Software founder) Michael Marks and I had a strong partnership, and we knew given the right conditions, a merger would be a fantastic outcome for our customers and staff. EverCommerce believed in our vision, enabling us to combine the resources of Bold Technologies and Perennial Software. The new company is going to be a formidable force within our industry.”

He added, “With the resources and backing EverCommerce provides, Bold now has the flexibility and financial stability to continue our company growth and realize future plans. We have already begun initiatives to create stronger, more integrated solutions that will target the whole security industry, and are exceptionally pleased to be part of the EverCommerce family.”

Coles will share his vision for the new company along with immediate plans for the future at the 2018 Bold Users Conference taking place in Albuquerque, New Mexico, from July 31st to August 2nd.
