[…] 35) The United Nations collaborative programme of FAO, UNDP and UNEP agencies on Reducing Emissions from Deforestation and Forest Degradation (UN-REDD Programme) has selected Tanzania as a pilot country for the UN efforts to fight climate change through reducing deforestation. The UN-REDD Programme aims to assist forested developing countries to make significant progress in reducing deforestation, forest degradation, and associated emission of greenhouse gasses. Tropical forested countries are stepping up the efforts to combat climate change via a pioneering new initiative called the UN-REDD Programme announced in New York yesterday (September 24th). The Programme, to be carried out by three United Nations agencies, was unveiled by UN Secretary-General Ban Ki-moon and the Prime Minister of Norway Jens Stoltenberg whose government is providing the necessary initial funding of US$35 million. Tanzania has expressed interest in participating in this initiative, as a part of its already established partnership with Norway on climate change. Submitted and recommended by the Technical Working Group at the Committee’s meeting on 15 July, the projects will support programs promoting the empowerment of women and children, reforms, reparations for war victims, rehabilitation of the penitentiary system, improvement of prisoners’ living conditions, as well as capacity-building projects for the Office of National Security, the Anti-Corruption Commission and the energy and power sector. […] 19) The Congo Basin rainforest is the world’s second largest expanse of forest accounting for 26% of the world’s tropical rainforest. Dense , deep, humid and seemingly impenetrable the Congo Basin forests stretch from the coasts of the Gulf of Guinea to the West as far as to the Albertin mountain ranges to the East and over seven latitudes and longitudes along the equator. With an estimated total area 200 million hectares, the Congo Basin rainforests cut across 10 countries with 63 million people who benefit from the forests’ 10,000 species of plants 1000 species of birds and 400 species of mammals. The countries Burundi , Cameroon, Central Africa Republic, Chad , Congo, DR Congo , Equatorial Guinea Gabon, Sao Tome and Principe , and Rwanda. The Bank Group has financed a total of 81 operation in the Congo Basin amounting to U.A 1,7 billion (as at the end of December 2007) spread over 10 different sectors of which the bulk was in agriculture , multi-sector and social. The Bank Group adopted a multi-sectoral approach to its intervention in the Region. Bank Group operations in water and sewerage sector has increased substantially since the establishment of African Water Facility (AWF), while operations in Environmental protection has continued to lag behind. Hoa Kỳ bỏ rơi VN không phải co chủ đích : Lúc đầu người Miền Nam giận dữ cho rằng Hoa Kỳ đểu cáng , phản bội Đồng Minh !
Nhưng sau khi qua Mỹ , một vài năm sau họ thấy rằng việc bỏ rơi cũng rất chính đáng , nhưng bỏ rơi không phải là bỏ hẳn , Hoa Kỳ sẽ trở lại một ngày gần đây với tứ thế được tung hô và kính trọng hơn !
Trong chiến tranh VN , tuy theo Mỹ chống Cộng Sản , nhưng không bao giờ người Miền Nam toàn tâm toàn ý theo Mỹ ! Họ theo Mỹ nhưng lại giúp cho bọn Việt Cộng nằm vùng phá hoại , đánh phá Mỹ !

Theo Mỹ thì vừa giữ được Đảng , vừa giữ được nước vì bây giờ chủ trương của Mỹ là đánh gục TQ như đã đánh gục LX nên Hoa Kỳ không thèm phải lật đổ chính quyền nào cả , miễn là nới rộng dân chủ , tự do , nhân quyền một chút cho dân dễ thở là được rồi ! Hoa Kỳ sẽ giúp ngay !
Miến Điện chuyển qua theo Mỹ , bỏ thằng Chệt , nhưng Mỹ vẫn để các tướng lãnh quân phiệt Miến cầm quyền , chứ có lật đổ đâu?
Mỹ vẫn để cho Đảng CSVN cầm quyền , không cần và chả thèm lật đổ làm gì ! Nhưng phải toàn tâm toàn ý theo Mỹ để cùng chống TQ ! Vừa diệt kẻ thù truyền kiếp của mình , vừa giúp Mỹ làm bá chủ thế giới !
Để hóa giải VN theo Mỹ đánh nó, thằng Chệt cũng tung ra luận điệu là ” Không liên minh quân sự với nước này để chống lại nước kia ” nghĩa là xúi VN không được liên minh với Mỹ để cô lập VN , không cho VN nhận viện trợ súng đạn của Mỹ để đánh nó ! Điều nguy hiểm hơn nữa là chúng xúi VN không cho Mỹ lập căn cứ quân sự ở VN để chúng đánh chiếm VN cho dễ vì VN trơ trọi không có đồng minh như Hàn , Nhật , Đài Loan , Do Thái… sẽ dễ bị chúng đánh chiếm ! Khi chúng đánh , VN có kêu cứu thế giới hay Mỹ cũng không có ai giúp ! Thâm độc nhất của thằng Chệt là chỗ này !
Ngày nay bàn cờ quốc tế đã xoay chuyển rồi : không nên đem việc Mỹ bỏ rơi Miền Nam mà lên án Mỹ nữa ! Trào lưu mới trên thế giới hiện nay là theo Mỹ ,theo khối Nato , theo Nga để cùng chống thằng Chệt độc ác !

Thế giới ngày nay phải đặt dưới sự trật tự của Hoa Kỳ , Khối Nato , Nhật , Ấn Độ , Nam Hàn , Úc ! Nước nào theo Mỹ thì sẽ được bảo vệ , ngược lại theo Chủ Nghĩa Cộng Sản phải bị trù dập !
Anh phải theo Mỹ hoặc Trung Quốc , các nước nhỏ không đi hàng hai được ! Không được trung lập vớ vẫn rất khó nhận định bạn hay thù !
Thủ Tướng Lý Quang Diệu của Singapore nói một cách rõ rệt cho các quốc gia nhỏ như sau : Nếu lựa chọn giữa bá quyền TQ và Hoa Kỳ , tôi thích bá quyền Hoa Kỳ hơn !
VN ngày xưa ngu ngốc và không sáng suốt , ngoan cố theo Liên Xô , hung hăng làm cách mạng với 3 Giòng Thác nên mất trắng : Không nước nào theo LX mà khấm khá được như theo Mỹ !
Đây là sự ngu xuẩn đầu tiên !
Sau Khi LX sụp đổ , gió chiều nào che chiều đó , VN phải thức tỉnh theo Mỹ thì lại cũng ngoan cố tiếp là theo Trung Quốc !
Theo thằng Chệt thì làm sao có vũ khí hạt nhân? Không lẽ nó giúp VN có vũ khí hạt nhân để đánh lại nó? Trong khi mình có 4,000 năm chiến tranh với nó , không chịu theo Mỹ thì lại theo ngay kẻ thù của mình thì làm sao Mỹ giúp cho vũ khí hạt nhân? Còn bám theo TQ thì còn khổ và nhục nhã mãi : Nó lấy biển , lấy đất , đồng hóa như Tây Tạng , Tân Cương , Mãn Châu rồi cuối cùng nó sẽ đem toàn bộ các ông trong Bộ Chính Trị , Trung Ương Đảng ra xử bắn để lấy lòng dân ! Thế là theo TQ vừa không có vũ khí hạt nhân , vừa mất đảng , mất nước và tính mạng mình bị lậm nguy !
Mỹ sẽ không can thiệp khi VN bị tấn công vì không phải là Đồng Minh của Mỹ thì tư cách gì nhảy vào giúp ! Hơn nữa giúp cho những tên sớm đầu tối đánh này , giúp nó mà nó có cám ơn mình đâu , nó lại chửi mình Đế Quốc , thực dân , xâm lược trong khi thằng Chệt là kẻ thù truyền kiếp của nó thì nó lại tung hô 16 chữ vàng và 4 Tốt !
Ngày nào còn bám theo Thằng Chệt thì Hoa Kỳ không bao giờ cho VN có vũ khí hạt nhân , có giỏi thì theo LX nó sẽ giúp cho !
Hoa Kỳ đã giúp canh tân TQ để có ngày nay và phản lại Hoa Kỳ , muốn dành địa vị siêu cường với Hoa Kỳ !
Mấy thằng chó chết Cộng Sản này giúp nó để sau này nó làm phản à ! Cứ để cho chúng cấu xé nhau rồi tàn cuộc ông sẽ nhảy vào huởng lợi !
Đó là lý do VN sẽ không bao giờ có vũ khí hạt nhân ! Cứ để nó đánh….tay không với TQ xem nó còn huênh hoang là đánh Pháp , đuổi Nhật , lật đổ Mỹ-Ngụy nữa không?

Tôi ủng hộ và sung sướng khi thấy nước Việt Nam tôi có vũ khí hạt nhân. Thì tại sao ta không nhận biết điều đó với người Iran.
Họ cũng sung sướng, hãnh diện khi nước họ có Vũ khí Hạt Nhân, có bom Hạt Nhân.
Nước Mỹ và phương Tây thường có hai tiêu chuẩn cho một nước khó quyền có vũ khí hạt nhân,
Nhưng nước thân Mỹ như Pakistan, Ixrael, Nam Hàn đều có vũ khí Hạt Nhân.

Trong khi đó ho lo sợ, cấm đoán, ngăn chặn và đe dọa chiến tranh với những nước muốn có bom hạt nhân một cách chính đáng như nước CHND Triều Tiền, Cộng Hòa Iran, CHXHCNVN…

Mỹ và phương Tây và đồng minh của họ luôn luôn có cái nhìn ngược lại với cách nhìn của các nước bị Mỹ và NATO xâm lược.
Ví dụ các lực lượng kháng chiến của các nước Afghanistan, Iraq, Libya…chống lại hành vị xâm lược của Mỹ, Phương Tây họ thì họ bị gọi là Khủng Bố.
Còn những người Mỹ và NATo giúp để xâm lược các nước khác được gọi là các Tổ chức Nhân quyền, Dân chủ.

Khi Mỹ xâm lược VN thì họi gọi những người du kích miền Nam là Quân Cộng phỉ, quân khủng bố. Nhưng chính Mỹ và Chư hầu mới là quân khủng bổ, quân xâm lược.
Mỹ và đồng binh của luôn luôn có cái nhìn rất phản động.
