This trend will continue in 2018. There are massive parallel processing products on top of the open source RDBMS are seeing a role in the use cases where horizontal scalability is critical.</p> <p>EDB PostgreSQL, MariaDB keep enhancing the features on the horizontal scaling, cloud migration, support for database as service on a cloud etc. Migration from the proprietary database to Open Source traction will continue in 2018 like seen in last couple of years. Citus, Vitess kind of products are making ways into main stream with support for horizontal scaling, NoSQL kind of capabilities like Map reduce, Replication, Sharding with good cost effectiveness.</p> <p>NoSQL adoption is at a raise as the cloud migrations and adoption increases. This will continue in 2018. Explosion in data ingestion from different parts of the enterprise and models with multi-structure, unstructured, flexi-structure increasing, NoSQL adoption will continue. Several green field areas will see a surge around ML and AI. Technology around the adoption of Machine learning with in enterprises is increasing with platform builds, new user development environment adoption and move from on-prem to a cloud based compute executions for the leaning systems.</p> <p>New Open Source Intelligent Solutions are set to change the way systems and people will interact with each other. Conversational AI with question and answer paradigm, Chabots will become a medium of interaction. Autonomous vehicles and drones are set to be used more in the business. Glasses technology to become another user experience channel for making things easier for the users.</p> <p>Real-time Integration and Data Analytics<br /> Modern data analytics platform moving away from old fashioned ETL and integration. Real-time data streaming to modern ELT/ ETL programming models like Nifi with Kafka is becoming main stream and enterprises are ready to adopt.</p> <p>Confluent with its new avatar as the company behind Kafka will give a great push to this technology. Going beyond messaging into more reactive architecture/design is increasing in the adoption with large enterprises. The homegrown electronic medical record system developed by the University of the Philippines Manila in 2004. Over the years, this single “seed” of innovation has come a long way since its implementation at the Elvira Lagrosa Health Center in Pasay City.</p> <p>From its humble beginnings as a “Child Health Injury Tracking System” spearheaded by Dr. Herman Tolentino, Dr. Alvin Marcelo and the Pasay City Health Department through Dr. Marie Irene Sy, CHITS has become an eHealth tool that can improve health information system in the country.</p> <p><img src="; /></p> <p>The effect has then rippled out across the public health sector. CHITS made history when it forged partnerships between the public and private sectors through the Wireless Access for Health (WAH) project initiative launched in June 22, 2010. CHITS was a key component that brought the stakeholders together. The system anchors its existence with the support of health personnel such as physicians, midwives, public health nurses, and barangay health workers in the development of the software. The process clearly demonstrated that partnership matters a lot in fostering system ownership and subsequent adoption of the technology.</p> <p>CHITS continues to evolve in order to provide flexible and cost-effective system to better meet the demands of public health and primary care now and in the future. In 2012, CHITS has made an unprecedented move to migrate to OpenMRS – a global network of open source enterprise electronic medical record system platform. This new platform provides a more robust and scalable digital environment. From small devices like mobile Wi-Fi routers/access points, desktops, smartphones and even appliances to large installations like the Large Hadron Collider, the world’s largest and most powerful particle accelerator, spanning 27km in the the Franco-Swiss Border,” he said.</p> <p>“Whether you’re aware of it or not, Linux is practically everywhere. It’s invisible, yet ubiquitous.”</p> <p>And unlike today’s big software companies, no organisation can claim ownership of Linux because its development is mainly driven by a huge following of open and like-minded developer communities.</p> <p>While open source means different things to different people, for long time advocates like Prof. Betan, open source is an engagement and empowerment tool that allows organisations to leverage the creativity of open source communities to achieve sustainable innovation.</p> <p>“With its inherent nature of free and open, open source goes hand in hand with the goals of today’s open government revolution and we’re seeing more and more government agencies and healthcare organisations using open source to support their various mission-critical applications.”</p> <p>“They have found out that it’s more stable, reliable, secure and interoperable. Due to the open and inclusive nature of open source technologies, different systems can work together unlike proprietary and closed source technologies where they have no choice but to use only what is allowed by proprietary systems.”</p> <p>Furthermore, considering the government’s limited resources and budget, open source offers a more economical option due to its lower cost of implementation and its alternative business models.</p> <p>“Open source provides governments with a better deal for taxpayers’ money. It allows them to optimise their IT spend, especially from an IT infrastructure perspective. By using open source, they can easily migrate to other technologies or vendors if they are not satisfied, unlike in closed source software where users have no choice but to continue using it even if it’s not meeting their requirements,” Prof. Betan said.</p> <p>“Can governments really run everything on open source? Gone is the era of the monolithic one-software-for-all mentality. It is now conventional wisdom that some services and components are better offered by other entities and it is their integration that is driving the development of this ecosystem,” Dr. Alvin Marcelo, an eHealth Adviser for an international development agency, said.</p> <p>“Interestingly, collaboration is innate to open source software, helping it thrive in this new ecosystem. Its open character makes it a natural in the new economic order of web services and the API marketplace.”</p> <p>So how much can it save organisations?</p> <p>“Let’s do a reverse quantification method using elimination,” Dr. Marcelo stated.</p> <p>“On one side is open source, and on the other is proprietary software. If a component appears on both side, then we cross it out since its present on both sides. What do we see on both sides? Hardware, network, developer time, integration costs and training. When you’ve crossed out equivalent features on both sides, you’ll be left with source code access for client, and this tilts the balance in favour of the consumer,” he explained.</p> <p>As more and more governments turn to open source, this trend is bringing about a change in the procurement attitude of many public sector organisations.</p> <p>“A few years ago, the conventional thinking was that open source was free and not worth the expense. Enlightened management now understands that they are procuring expertise, code quality, and transparency. Nowadays, a lot of open source software companies are making money by offering reliable support and quality services. In addition, other components of the ecosystem emerge such as certifications, testing and third party evaluation. These types of services would not have prospered as fast were it not for open source software.”</p> <p>While we are indeed seeing a progressive uptake of open source in governments, Dr. Marcelo shared that a key impediment to its adoption rests primarily on the risk appetite of the organisation.</p> <p>“Many enterprises do not have risk frameworks that could have allowed them to evaluate open source software. In this situation, their usual attitude is to be conservative against the adoption of Free Open Source Software (FOSS). Interestingly, for companies with enterprise risk governance, they have tools and mechanisms for controlling their risks and FOSS adoption is more systematic in these places.”</p> <p>“At the end of the day, FOSS is like any other software. It needs to be supported, updated, and maintained. Accountability is important for enterprise adoption and I think the FOSS community already understands that and have made commercial support available,” Dr. Marcelo said.</p> <p>He added that whether a software is proprietary or open source, good IT governance is important to ensure the success of any endeavour.</p> <p>“This is a prerequisite for success. Once IT governance is in place, and with it a risk framework, they should apply that to software and systems selection. The report provides specific recommendations on Free and Open Source Software (FOSS) for national policy makers and includes two examples of the value of LPI's training and certification programs for ICT development.</p> <p>"We are pleased to be included in this landmark study on the key drivers in the evolving global software landscape and how our program at LPI has<br /> played a role in the development of the IT industry within select geographies around the world," said Jim Lacey, president and CEO of LPI. "This report is also exemplary for the Free and Open Source Software community as it recognizes how FOSS solutions can offer both IT export opportunities and provide solutions for domestic software needs within national economies," added Mr.Lacey.</p> <p>LPI's programs are cited within the report as follows:</p> <p>* Within Chapter IV (Section B. The calculation of savings follows a question by the city council's independent Free Voters (Freie Wähler) group, which led to Munich's municipal LiMux project presenting a comparative budget calculation at the meeting of the city council's IT committee on Wednesday. The calculation compares the current overall cost of the LiMux migration with that of two technologically equivalent Windows scenarios: Windows with Microsoft Office and Windows with OpenOffice. Reportedly, savings amount to over €10 million.</p> <p>The study is based on around 11,000 migrated workplaces within Munich's city administration as well as 15,000 desktops that are equipped with an open source office suite. The comparison with Windows assumes that Windows systems must be on the same technological level; this would, for example, mean that they would have been upgraded to Windows 7 at the end of 2011. Project parameters such as scope, duration, applied methodology or external support were assumed to be the same in all scenarios.</p> <p>According to the calculation, Windows with Microsoft Office would so far have incurred about €11.6 million (£9.3 million) in operating-system-related costs. Microsoft Office and its upgrades would have cost €4.2 million (£3.3 million), and the Windows system about €2.6 million (£2.1 million). The LiMux project allowed a further €5 million (£4 million) for hardware upgrades in connection with the Windows 7 system upgrade. Application migration costs were estimated to be around €55,000 (£44,000). If the city council had chosen Windows but used OpenOffice, the estimated cost would have been about two thirds, or €7.4 million (£5.9 million).</p> <p>According to the comparison, the cost of the LiMux scenario was only a fraction of this. The project management says that by September 2012, the project had incurred only €270,000 (£218,000) because it involved no licence fees and no hardware upgrades were necessary as a result of software upgrades. The costs were exclusively generated by migrating applications.</p> <p>Costs that are not related to the operating system, such as staff and training costs, were identically listed at around €22 million (£17 million) in all three scenarios. Overall, the project says that Windows and Microsoft Office would have cost just over €34 million (£27 million), while Windows with Open Office would have cost about €30 million (£24 million). The LiMux scenario, on the other hand, has reportedly cost less than €23 million (£18 million).</p> <p>With this report to the IT committee, the Lord Mayor of Munich has responded to a cost transparency petition that was submitted by the city council's independent Free Voters (Freie Wähler) group in April 2012. The report now has the status of a provisional decision and is available to download⁠German language link as an 18-page document from Munich City Council's information system. In addition to the cost report, it contains further information on the LiMux project's organisation and project planning, which was also requested.
