Two and a half weeks before going back to work, to be precise. So what better way to use it than to plan a little tea party. And since we'd been to America (duh), I decided to theme it on the US of A.<br /> <br /> Which mainly meant lots of red, white and blue and a large dose of sugary, fatty food. Nom nom, etc. Here's the most part of the spread.<br /> <br /> <div class="separator" style="clear: both; text-align: center;"><a href="; imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="434" src="; width="640" /></a></div><br /> <div class="separator" style="clear: both; text-align: center;"><a href="; imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="430" src="; width="640" /></a></div><br /> Yup, my apron has my name on it.<br /> <br /> And that bunting? It goes all along the length of the other wall and it took me a few hours to make. But it was worth it when a lovely friend said it was the neatest bunting she'd ever seen. I didn't have enough time to sew proper bunting (I started it the day before the party, whoops), so I made it out of coloured card and punched holes to thread string through. Easy peasy.<br /> <br /> When it comes to cooking, I'm no chef. I can handle one-pot dishes and a roast dinner but that's about your lot.<br /> <br /> Baking, however. That's my thang. I follow the recipe to the T and - huzzah! - the cakes come out almost like the picture in book. That's the sort of cooking I like. So I made cakes. Many many cakes. So many that we had some left over (YAYS). <br /> <br /> And when I say I like baking, I also like the glory that comes with it. There was a little surprise when I cut into that rather large (and slightly wonky) beast of a cake your saw above...<br /> <br /> <br /> <div class="separator" style="clear: both; text-align: center;"><a href="; imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="424" src="; width="640" /></a></div><br /> EEK, IT'S AN AMERICAN RAINBOW CAKE!! There were gasps of delight all around and I was very chuffed indeed. It tasted pretty dang good, too. The cupcakes were either red velvet, white or blue vanilla, too, but I couldn't have told you that earlier or I'd have ruined the surprise.<br /> <br /> Other tasty American-style treats included (but not all in the pic above) these stinky corndogs, pastrami sandwiches, pepperjack cheese sandwiches, beef and veggie slider burgers, pretzels, cheese puffs and pickles. But I've struggled to find other Martha-branded mags over here so I was super excited (yes, I even squealed) when I found the May edition of <i>Martha Stewart Living</i> in Borders in Ann Arbor.<br /> <br /> <div class="separator" style="clear: both; text-align: center;"><a href="; imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="426" src="; width="640" /></a></div><br /> It's FULL of pretty pretty things, recipes, party ideas... and because this one was based around florals, it had a section on Northern Californian flower growers and markets. We planned to find some around San Francisco but didn't get the time (great story, I know). I also managed to nab the June issue before we flew back, this one with a summertime theme.<br /> <br /> In other trip-related Martha news, I found out about Martha Stewart's line of products at Macy's department store on <a href=" favourite food blog</a>. She has a whole selection of bakeware and accessories, but what I was after was this little piece of genius.<br /> <br /> <div class="separator" style="clear: both; text-align: center;"><a href="; imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="426" src="; width="640" /></a></div><br /> Breakfast To Go. This baby takes Tubberware-type containers to a whole new level. It has two clever compartments where you can separate the different elements of your breakfast. Stick cereal flakes or granola in the bottom and it won't go all mushy by the time you get to eat it because that naughty yoghurt has its own little level.<br /> <br /> There's more. It comes with a spoon! It lives under the top layer, and you just click the two bits together. So you don't have to have a rogue piece of cutlery knocking around your handbag, clanging against your sunglasses case and getting caught up in your keys. I wanted MORE. (Well, I wanted all of it, to be precise, but there's only so much you can sneak onto your boyfriend's credit card account and indeed fit into your suitcase.)<br /> <br /> This marvellous invention came home with me, too. Lunch On The Go? Lovely.<br /> <br /> But the most exciting part about this set is that it contains a REMOVABLE ICE PACK. Come on! (Notice also how the little tubs have measurements on them. Especially if I use my Breakfast To Go pot as a clever snack receptacle. Carrot/cucumber/celery sticks and houmous. Raisins and crackers plus peanut butter. Oatcakes on the bottom, cheese and grapes on top.<br /> <br /> Oh, the possibilities... I can't wait to use them. The evening, however, was better with a little trip to a Santa Monica cinema to see <i>Thor</i>. FYI, Milk Duds rule.<br /> <br /> Friday was more eventful. And then finished up near this big blue screen. In front of it is the (currently dry) lake where they film water/lake/sea screens, like the one from <i>Pirates Of The Caribbean</i> where Cap'ain Jack is floating in a little row boat. Kinda take the Hollywood wonder away...but cool all the same.<br /> <br /> <div class="separator" style="clear: both; text-align: center;"><a href="; imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="480" src="; width="640" /></a></div><br /> That night, our last in America, we went to an awesome Mexican restaurant in Santa Monica called <a href=" Cocina</a>. De-lish. I had fish tacos and a mojito (I meant to order a margarita but got confused). Muchos tequila and cool paper decorations. On a par with the <a href="2011/04/and-were-done-in-windy-city.html">Taco Joint in Chicago</a>, I'd say. In parts, we could barely see it! font-family: Arial;">And........since my doctor gave the ok to start riding Amigo again I have been working with him before I put my butt back in that saddle!&nbsp; I broke my arm about 21 months ago, and my husband has rode him twice (he calls him Deablo the devil horse.....he is so mean) and we only had him about&nbsp;6 months before I broke my arm.&nbsp; The lady we got him from didn't ride him for 3 years.&nbsp; So, you can see why I want to work with him some.&nbsp; I just love him he is so beautiful and for being 19 years old he has alot of spunk left in him.</span><br /> <div class="separator" style="clear: both; የኢንዱስትሪ ፓርክ፣ የማዳበሪያና የስኳር ፋብሪካ… የመንግሥት የፕሮጀክቶች ዐይነትና ቁጥር ብዙ ነው። ካሁን በኋላ ግን፣ እንደ ልብ መሆን አይቻልም። የምንዛሬ ገበያ ለመንግሥት አስቸጋሪ ነው። መንግሥት ከውጭ እየተበደረ የፕሮጀክቶችን የመጀመር ብዙ ዐቅም አይኖረውም። ዕዳ ከተከማቸበት በኋላ ብድሩን እንዴት መመለስ ይችላል?የምንዛሬ ተመንና የምንዛሬ ገበያ - የሒሳብ ልዩነት።የውጭ ብድር ከነወለዱ በየዓመቱ 2 ቢሊዮን ዶላር ሲከፍል እንደነበር ታስታውሳላችሁ። ያው መንግሥት ዶላር አይወልድም። ራሱ መንግሥት በሚመራው ተመን፣ በ60 ብር የምንዛሬ ሒሳብ ከባንኮች ዶላር ይወስዳል።2 ቢሊዮን ዶላር ለመውሰድ 120 ቢሊዮን ብር ይከፍል ነበር ማለት ነው።አሁንስ?የምንዛሬ ዋጋው 100 ብር እያለፈ አይደል? በመቶ ብር ብናሰላው እንኳ፣ መንግሥት ከባንኮች 2 ቢሊዮን ዶላር ለማግኘት 200 ቢሊዮን ብር መክፈል ይኖርበታል።ልዩነቱ ቀላል አይደለም። የመንግሥት በጀት ላይ ተጨማሪ የ80 ቢሊዮን ብር ወጪ ያስከትልበታል - የምንዛሬ አሠራር ስለተለወጠ ብቻ።በሌላ አነጋገር፣ ዶላር ለመንግሥትም እጅግ ውድ ይሆንበታል። መንግሥት ቅድሚያ በሚሰጣቸው የኢኮኖሚ ዘርፎች ላይ “አዳዲስ ግንባታዎችን እጀምራለሁ፤ የማስፋፊያ ፕሮጀክቶችን እሠራለሁ” እያለ የውጭ ብድር የማምጣት ዐቅሙ ይዳከማል።እንዲህ ሲባል ግን፣ ሙሉ ለሙሉ ከፕሮጀክቶችና ከውጭ ብድር ጋር ይቆራረጣል ማለት አይደለም።የዓለም ባንክና የአፍሪካ ልማት ባንክ ከመሳሰሉ ተቋማት ጥቂት የፕሮጀክት ብድሮችን ማግኘቱ አይቀርም። ነገር ግን፣ አሁን አሁን የፕሮጀክቶቹ ባህርይም እየተቀየረ አይደል?ድሮ ድሮ አብዛኛው ብድርና እርዳታ… የመንገድ ግንባታና የኤሌክትሪክ ግድብ ለመሳሰሉ ፕሮጀክቶች ነበር የሚውለው። ዛሬ ዛሬ ግን፣ ለምግብ ዋስትና… ማለትም ችግረኛ የገጠርና የከተማ ነዋሪዎችን ለመርዳት ነው ብድር የሚመጣው። አስቸጋሪ ነው። በብድር በልቶ ማደር! ወዴት እንደሚያደርሰን እንጃ። የሆነ ሆኖ፣ የዶላር ጨዋታው “ከነባር የምንዛሬ ተመን” ወደ “አዲስ የምንዛሬ ገበያ” ሲለወጥ፣ “ነባር የኢኮኖሚ ፖሊሲዎችና ስትራቴጂዎችም” ጊዜ ያልፍባቸዋል።“ጥራት ያለው የቡና ምርት በአገር ውስጥ ገበያ ለመሸጥ የሞከሩ ነጋዴዎች በፖሊስ ክትትል ተያዙ፣ ንብረታቸው ተወረሰ” የሚሉ ዜናዎችን ታስታውሱ ይሆናል።የራሳቸውን ምርት ወደ ገበያ አውጥተው ለመሸጥ ስለሞከሩ እንደ ሌባ ይቆጠራሉ። ውንጀላውማ ከዚህም ይብሳል። በአገር ኢኮኖሚ ላይ አሻጥር የሠሩ፣ የአገር ክህደት የፈጸሙ ያህል ነው የክስ መዓት የሚወራባቸው። ለምን እንደሆነ ይገባችኋል መቼም።ያው፣ መንግሥት ዶላር ይፈልጋል። ማን የማይፈልግ አለ? ዶላር ተገኝቶ ነው! ሁሉም ይፈልጋል። መንግሥትም ዶላር ይፈልጋል። የመንግሥት ፍላጎት ግን ትንሽ ለየት ይላል። ጉልበት ይጨምርበታል። በምንዛሬ አሠራር ላይ አዲስ ሕግ ማወጅ፣ ደንብና መመሪያ አውጥቶ በጉልበት ማስፈጸም ይችላል። ራሱ ባወጣው የምንዛሬ ተመን የሰዎችን ዶላር ይወስዳል። ማን ከልካይ አለበት?ጥራት ያለው የቡና ምርት እዚሁ መርካቶ ውስጥ ከተሸጠ መንግሥት ምንም ጥቅም አያገኝም። ቡናው ወደ ውጭ ከተላከ ግን ዶላር ይመጣል። ወደ ባንክ ይገባል። መንግሥት በገበያ ዋጋ ሳይሆን በራሱ የምንዛሬ ተመን ዶላሩን ይወስዳል - ለምሳሴ በ60 ብር ሒሳብ። ይህን እንዳያስቀሩበት ነው በኤክስፖርት ላይ ጥብቅ ቁጥጥር የሚያካሂደው።አሁን ግን፣ መንግሥት የሰዎችን ዶላር መውሰድ ከፈለገ… ያው በገበያ ዋጋ መግዛት ይኖርበታል ተብሏል። በመቶ ምናምን ብር ሒሳብ መሆኑ ነው። ቡና ነጋዴዎች ምን ቸገራቸው? በገበያ ዋጋ የዶላራቸውን ምንዛሬ የሚያገኙ ከሆነ፣ የራሳቸውን ንብረት በድብቅ በአገር ውስጥ ለመሸጥ የሚሞክሩበት ምክንያት ብዙም አይኖርም። ከሸጡም… ያው በገዛ ንብረታቸው ማን ይከለክላቸዋል? ወርቅ አምራቾችም እንዲሁ!መንግሥትስ፣ እንደ ድሮው የኤክስፖርት ዶላሮችን በአነስተኛ የምንዛሬ ተመን መውሰድ ካልቻለ፣ ለቁጥጥር መስገበገብ ምን ያደርግለታል? ምናለፋችሁ! የምንዛሬ አሠራር ላይ የተደረገው ለውጥ ሁሉንም ነገር ይነካካል። እንዲህ ሲባል ግን፣ “በምንዛሬ ተመን” ምትክ የመጣው “የምንዛሬ ገበያ” ምን ዐይነት መልክ እንደሚኖረው ሙሉ ለሙሉ ይታወቃል ማለት አይደለም።የምንዛሬ ገበያው ምን ያህል ለገበያ እንደሚለቀቅ ከወዲሁ እርግጡን መናገር ያስቸግራል። “ማስተካከያ ሕጎችን”፣ “ማሻሻያ ደንቦችን”፣ “ማሟያ መመሪያዎችን”… በየጊዜው በቁጥ ቁጥ እያዘጋጁ ማምጣት የተለመደ ነው። በሳምንታት ውስጥ፣ ወይም በጥቂት ወራት፣ አለያም ከመንፈቅና ከዓመት በኋላ፣ የምንዛሬ ገበያው መልክና አሠራር ቀስ በቀስ እየተቀየረ ሊሄድ ይችላል። ፊቱ ወደ ግራ ይሁን ወደ ቀኝ፣ ወዴት አቅጣጫ እንደሚዞር መገመት ቢያስቸግርም፣… ሲውል ሲያድር፣ ብዙም ሳይቆይ፣ አንድ ሁለት እያሉ፣ የማሻሻያ አንቀጾችና ልዩ መመሪያዎች እንደሚመጡ ግን አትጠራጠሩ።እንደ ሁኔታው ነው። በአንድ በኩል መንግሥት አሁኑኑ ከIMFና ከዓለም ባንክ ጋር መጣላት አይፈልግም። የለየት ጥል ይቅርና ኩርፊያም ጉዳት ይኖረዋል። በዶላር ዕጥረት ሳቢያ ከገደል አፋፍ ላይ የደረሰች አገር ምን ዐቅም ይኖራታል? ግንባራቸውን ከቋጠሩባት ምን ይውጣታል?ለብድር የዘረጉትን እጅ እንደገና መልሰው ካጠፉ፣ ነገሩ ሁሉ “ፉርሽ” ይሆናል። ብድር ቢያቋርጡባት አይደለም ቢያዘገዩባትም እንኳ ትቸገራለች።የተመደበውን ብድር እየወሰደች ካጋመሰች በኋላ፣… ለጊዜው ከዶላር ዕጥረት ትንሽ ፋታ ካገኘች፣… ከዓመት ከሁለት ዓመት በኋላ መንግሥት ምን ለማድረግ እንደሚወስን ማን ያውቃል? አሁን በጀመረው መንገድ “የምንዛሬ ገበያን” አጥብቆ መያዝና መቀጠል ይችላል። ከባድ ነው። ግን ይቻላል።በሌላ በኩል ግን…. አዳዲስ ፕሮጀክቶችን መገንባት ሲያምረው፣ ዶላር ሲቸግረው፣ በጀት ሲያጥረው፣ በአነስተኛ የምንዛሬ ተመን ከባንኮች ዶላር መውሰድ ሊያሠኘው ይችላል።ለይቶለት ወደ ምንዛሬ ተመን ባይመለስ እንኳ፣ “የገበያ ማሻሻያ ደንቦችን” ወይም “ጊዜያዊ አስቸኳይ መመሪያዎችን” ማወጅ አያቅተውም። ምክንያትና ሰበብ አይጠፋም። “አገራዊ ፕሮጀክቶች”፣ “ወሳኝ የኢኮኖሚ ዘርፎች”፣ “ድሀ ተኮር ምርቶች”፣ “ሕዝባዊ ጥያቄዎች”… በልዩ አሠራርና በልዩ ተመን የዶላር ኮታ የሚያገኙበት መመሪያ ቁጥር 1 ቁጥር 2 እያለ ማውጣት ይችላል።መቼም IMFና የዓለም ባንክ… “የምንዛሬ ገበያ ተነካ፣ ተጣሰ” ብለው ወዲያውኑ እንደማይጣሉት ቢያስብ ቢገምት ብዙም አይገርምም። ትችትና ቅሬታ ይሰነዝሩ ይሆናል። ለማኩረፍ ግን ጊዜ ሊፈጅባቸው ይችላል።መንግሥት በዚህ ግምት ተማምኖ፣ የምንዛሬ ገበያውን ቀስ በቀስ ወደ ቀድሞው የምንዛሬ ተመን እያንሸራተተ ለማስጠጋት ቢሞክር ማን ይመልሰዋል? እንዲያውም “ሚዛኑን የጠበቀ የምንዛሬ ሥርዓት” የሚል የሙገሳ አስተያየት ሊቀርብለት ይችላል።ችግሩ ምንድነው? የተቀየጠ የተቃወሰ የምንዛሬ ሥርዓት ሆኖ ሊያርፈው ይችላል።ከሆነ አይቀር፣ “የገበያ ምንዛሬ” ብለው ከጀመሩት አይቀር፣ ያንኑን እያጣሩና ቅጥ አያስያዙ ለመጓዝ መጣር ይሻላል። በእርግጥ ዋናው ትኩረት ለሥራ የተመቸ አገርና ሥርዓት የመፍጠር ጉዳይ ነው። ኢንቨስትመንት እየተስፋፋ ኤክስፖርት የሚያድግበት ጸዳ ሥርዓት ነው ዋናው ቁም ነገር። እንደ አያያዛችን ሆነ ግን፣ ሁለመናችንን በጦርነት የተጠመደ ነው የሚመስለው። ጸዳ ድጋፍ፤ Landslide Support ወዘተ ይሰኛሉ። ወደ ገሃዱ ዓለም ስንመጣ ግን የመሬት መንሸራተት የሚያመለክተው አንድ የላይኛው የመሬት ክፍል በከፍተኛ ጉልበትና ፍጥነት የሚያካሂደው ቅጽበታዊ እንቅስቃሴ ነው። የመሬት መንሸራተት ዕውቀት ሲጠነሰስ፡ስለ መሬት መንሸራተት ሲነሳ ቀድሞ ወደ አዕምሮዬ የሚመጣው ጉዳዩን በማይረሳ መልኩ ከበርካታ ዓመታት በፊት የጂኦሞርፎሎጂ (Geomorphology) ኮርስ ያስተማረንን ፕሮፌሰር ነው። ብራንካቾ የተባለ ድንቅ ጣሊያናዊ ምሁር። ለትምህርታዊ ጉዞ ወደ ወሎ፣ ጎንደርና ጎጃም ይዞን ተጉዟል። የተለያዩ ሥፍራዎችን በመቃኘት ሰፊ የግንዛቤ አድማስ እንዲኖረን አስችሎናል። ስለ መሬት መንሸራተት ከቃኘናቸው ስፍራዎች አንዱ የደሴ ከተማ ነው። በጦሳ ተራራ ላይ የሚታዩ የመሬት መንሸራተቶች ጥለው ያለፏቸው ጠባሳዎች (landslide scars) ይታያሉ። በከተማው የተገነቡ የተለያዩ የመከላከያ ስራዎች አሉ። ከደሴ በስተደቡብ ምሥራቅ የሚገኘው ከ“ዶሮ መዝለያ”  አካባቢ የመሬት መንሸራተትን በተመለከተ ጥሩ ትምህርት መቅሰሚያ ነው። ከመስክ ጉዞው በኋላ በጉዳዩ ያደረብኝ ፍላጎት አልተቋረጠም፣ የመሬት መንሸራተት ሲከሰት ትኩረቴ ይሳባል።የመሬት መንሸራተት ለምን? የመሬት መንሸራተት አደጋ የመለኮታዊ ፍርድና ቅጣት ምሳሌ ሆኖ በበርካታ ማህበረሰብ ይታመናል። በጃፓን አፈ ታሪክ ተራሮች የመናፍስት መኖሪያ ሥፍራ ናቸው። የመሬት መንሸራተት የሚከሰተው ደግሞ የተራራው መናፍስት በማህበረሰቡ ሲናደዱ ነው ተብሎ ይታመናል። የመሬት መንሸራተት ሲከሰት “ተራራው ጭንቅላቱን እየነቀነቀ ነው” ብለው የሚያስቡ አካባቢዎችም አሉ።ኢትዮጵያ የተራራማና ኮረብታማ ሥፍራዎች  ከሚበረክቱባቸው አገራት አንዷ ናት። በእሳተ ገሞራ አማካይነት በተፈጠሩ ተራሮች ሳቢያ፣ በስምጥ ሸለቆ በሚፈጠር የመሬት ገጽ መዛነፍ ሳቢያ፣ እንዲሁም ወንዞቻችን በሚፈጥሩት ሸለቆዎች ሳቢያ፣ በርካታ ኢትዮጵያውያን ከፍተኛ ተዳፋትነት ባላቸው መሬቶች ላይ ይኖራሉ። በተዳፋት መሬት ላይ የሚገኝ አፈሩና ደንጋዩ አንድ ቦታ ረግቶ ለመቀመጥ ያዳግተዋል። ውሎ አድሮ መንሸራተቱ አይቀሬ ነው። የስበት (ግራቪቲ) ኃይል ልክ እንደ ማግኔት ወደ ቁልቁል ይስበዋል። የተዳፋት መጠኑ ከፍ ባለበት ስፍራ የስበት ጉልበቱም ከፍ ይላል።ለምን በዝናብ ወቅት ይበረክታል?ቁልቁለታማ በሆነ ስፍራ ላይ በሚዘንብ ወቅት በአፈርና ኮረት ቅንጣቶች መሃል በሚኖረው ክፍተት ውሃ ይቋጠራል። ባጋደለው መሬት ላይም ክብደትን ያስከትላል። በተጨማሪም የዝናብ ውሃው ወደ ከርሰ ምድር በሚሰግርበት ወቅት ልክ እንደ ሸክላ የተጠቀጠቀ ንጣፍ ሲያጋጥመው መስረጉ ይስተጓጉላል። በውጤቱም እንደ ሳሙና የሟሟለጭ (lubrication) ባህሪ አስከትሎ፣ የላይኛው የመሬት ክፍል ቁልቁል እንዲንሸራተት ያመቻቻል። ጭቃ ሰውን ይውጣል? ሰዎች ሃፍረት ሲሰማቸውና የሰውን ዐይን ፍጹም መሸሽ ሲሹ በተለምዶ “መሬት ተሰንጥቃ ብትውጠኝ” ብለው ይመኛሉ። ከመሬት መንሸራተት አደጋዎች አንዱ ባህሪ ሰዉን፣ እንስሳቱንና አገር ምድሩን በጭቃ ለውሶ መዋጥ ነው። ከጎፋ የመሬት መንሸራተት ተጠቂዎቹ አንዷ ወይዘሮ ፀጋነሽ ኦቦሌ፣ ስድስት ልጆቿን ጨምሮ ከብዙ ሰዎች ጋር በጭቃ ተውጣ እንደነበር አዣንስ ፍራንስ ፕሬስ ዘግቧል። መትረፏ ተአምር ነው። አደጋን አስከፊ ከሚያደርጉ ሁኔታዎች አንዱ ፍጥነቱ ነው።  ያላንዳች ማስጠንቀቂያ ከች ይላል። ለሽሽት ጊዜ አይሰጥም። በሰዓት ከ56 ኪሎ ሜትር በላይ ሊፈጥን ይችላል። መሬቱ መንሸራተት ሲጀምር ኃይለኛና ጆሮ የሚያደነቁር ድምጽ ሊሰማ ይችላል። ለምሳሌ ከጎፋው አደጋ በተአምር የተረፈው ረዳት ኢንስፔክተር፤ መሬቱ “የፍንዳታ አይነት ድምጽ” አሰምቶና ተወርውሮ ወደ ህዝቡ እንደመጣ ተናግሯል። በከፍተኛ ፍጥነትና በድንገተኝነት ዛፎች፣ ድንጋዮችና አፈሮች ቁልቁል ይዘረገፋሉ። ምድሪቱ  ስለምትናወጥ ሰዎች ሚዛናቸውን ያጣሉ። በየትኛው አቅጣጫ እንደሚሸሹ ስለማያውቁ፣ በፍጥነት በሚንቀሳቀሱ ፍርስራሾች ሊደናቀፉና በጭቃ  ሊቀበሩ ይችላል።የመሬት መንሸራተት ሲከሰት አፈር፣ ድንጋይ፣ ቤት፣ ቁሳቁስ፣ ሰውና እንስሳን ደበላልቆ ሲያጓጉዝ ለየት ያለ ጉዳይም ያጋጥማል። ለምሳሌ ከ40 ዓመታት በፊት በጣልያን አንድ የመኖሪያ ቤት 60 ሜትሮች ቁልቁል ተንሸራቷል። አንዳችም ጉዳት ሳይደርስበት በአዲስ ስፍራ ላይ በመቆሙ “ተጓዡ ቤት” የሚል ስም ወጥቶለት የጎብኚዎች መናኸሪያ ሆኗል። ሌላም አለ። በአሜሪካ የዋሺንግተን ግዛት የሚገኝ ደን በመሬት ናዳ ተንሸራቶ ቁመናው ሳይዛነፍ በሀይቅ መሃል ደርሶ ታይቷል። “ተንሳፋፊው ደን” ተሰኝቶ የጎብኚዎች መዳረሻ ሆኗል። በተራራማና ሸለቆዎች አካባቢ ዝናብ ባይኖር እንኳ ርዕደ መሬት ሲከሰት የመሬት መንሸራተት ሊቀሰቅስ ይችላል።  ይህ አልበቃ ብሎ በአሉታዊ የመሬት አጠቃቀም ዘይቤ ሳቢያም የመሬት መንሸራተት ሊቀሰቀስና ሊፋጠን ይችላል። የአየር ንብረት ለውጥና የመሬት መንሸራተት፡ ብዙ ሰዎችና ሚዲያው የአየር ንብረት ለውጥ በምድር ሙቀት መጠን መጨመር ሳቢያ ብቻ እንደሚከሰት አድርገው ይረዳሉ። ስለተጽዕኖው ሲያስቡም የበረሃማነት፣ የዝናብ እጥረት፣ የድርቅ፣ የደን ቃጠሎ፣ የቬክተር ወለድና የወባ በሽታ፣ ወዘተ መስፋፋትን ይጠቅሳሉ። ነገር ግን የአየር ንብረት ከመጠን በላይ የሆነ ዝናብ አስከትሎ ጎርፍና የመሬት መንሸራተት አደጋዎችን ሊያስከትል ይችላል። ዝናቡ ሲኮሳተርብንም ሆነ ሲስቅልን ትልቅ አደጋ ይገጥመናል ማለት ነው። ጥናቶች እንደሚያመላክቱት፤ የአየር ንብረት ለውጥ እየተባባሰ በመሄድ መጪው ጊዜ እጅግ ፈታኝ ይሆናል። የመሬት መንሽራተትም እየተባባሱ ከሚሄዱ አደጋዎች አንዱ ነው።አንድ ያጣላል?“አንድ ያጣላል” የሚለው አባባል ደስ የሚያሰኘው ለበጎ ተግባር ሲሆን ነው። ጉርሻ ባንድ ብቻ አይቆምም... የቡና ስርዓትም በአቦል አይጠናቀቅም... ቶና እና በረካና ደጋግሙ ይባላል እንጂ። አንዳንዴ የሰው ሰራሽም ይሁን የተፈጥሮ አደጋ በአንድ ጊዜ ጥቃት ሳይቋጭ ተደጋግሞ ከተከሰተ መከራው ወደ አሰቃቂነት ደረጃ ይሸጋገራል። ለምሳሌ የአሜሪካው የ1994 ዓ.ም የሽብር ጥቃትን እንውሰድ። በአልቃይዳ የተጠለፈው የመጀመሪያው ቦይንግ አውሮፕላን፣ የኒውዮርክ ዓለም ንግድ ማዕከል የሰሜን ታወርን የመታው ከጧቱ 2፡45 ላይ ነበር። በርካቶች ሞቱ። የመጀመሪያው አደጋ አልበቃ ብሎ ሁለተኛው የአጥፍቶ ጠፊ ቦይንግ አውሮፕላን ከጧቱ 9፡03 ላይ ከደቡብ ታወር ፎቆ ጋር ተላተመ። በሰሜን ታወር ላይ የደረሰውን አደጋ ለመታደግ በርብርብ ላይ የነበሩትን የእሳት አደጋ ተከላካዮችና ፖሊሶችን ጨምሮ በደቡቡ ታወር ላይ የነበሩ በርካታ ሰዎችን ገደለ። በድምሩ 2,973 ሰዎች፣ በተደጋጋሚው ጥቃት ሰለባ ሆኑ። በ2003 ዓ.ም በጃፓን የተከሰተውን በሬክተር ሚዛን፣ 9.1 የሆነ ርዕደ መሬትን መጥቀስ ይቻላል። በግዝፈቱ በጃፓን 1ኛ፣ በዓለማችን 4ኛ ሆኗል። የ18,000 ጃፓናውያንን ሕይወት ቀጥፎ የፕላኔታቸንን አክሲስ በ24 ሴ.ሜ. አንፏቋል።  የመጀመሪያው ዙር ርዕደ መሬት የሱናሚ አደጋ አስከትሎ በርካቶችን ጎዳ። ቀጥሎ የመጣው ርዕደ መሬት እጅግ ከፍተኛ ሱናሚ አስነስቶ፣ ከፍተኛ የሕይወት መጥፋትና የንብረት ውድመትን አስከትሏል። “ከድጡ ወደ ማጡ” እንደማለት።ወደ ጎፋው አደጋ ስንመጣ፡በጎፋ ዞን ገዜ ጎፋ ወረዳ  ኬንቾ ሻቻ ጎዝዲ ቀበሌ የተከሰተው ተፈጥሯዊ የመሬት ናዳ አደጋ፣ ከኒውዮርኩም ሆነ ከጃፓኑ አደጋዎች ጋር የሚመሳሰልበት መልክ አለው።  ከፍተኛ ዝናብ ያስከተለው ናዳ ሲከሰት እሁድ ለሊት ሐምሌ 14 ቀን 2016 ዓ.ም.፣ የቀበሌውን ሊቀ መንበር ጨምሮ አራት ሰዎችን በመቅበር ነበር። በማግስቱ ፖሊስና በርካታ ሰዎች በስፍራው ተገኝተው ተጎጂዎቹን በርብርብ ሊታደጓቸው እየሞከሩ ሳለ፣ ሌላ መጠነ ሰፊ ናዳ በድጋሚ ተከሰተ። ዕድሜና ፆታ ሳይለይ፣ የበርካቶች ሕይወት በቅጽበት ተቀጠፈ። የሟቾችና ቁስለኞች ትክክለኛ ቁጥር ገና በትክክል ባይታወቅም፣ አደጋው በኢትዮጵያ ከፍተኛው አሰቃቂ የመሬት ናዳ ሆኗል። ሕይወትና ንብረታቸውን ላጡ ዜጎቻችን ነፍስ ይማር። ከጎፋ በተጨማሪ በርካታ የመሬት መንሸራተት አደጋዎች እየተከሰቱ ነው። ሲዳማን፣ ደሴን፣ ወላይታን፣ ጎንደርን፣ ወዘተ መጥቀስ ይቻላል። በተለይም የጎፋውን የመሬት መንሸራተት አደጋን ተከትሎ የሚደረገው ርብርብ የሚደነቅ ነው። አንዳንድ ባለሥልጣናትና ባለሙያዎች በሚዲያ የመፍትሔ ሃሳቦች እየሰጡ ነው። የመፍትሔ ሐሳቦቹ እንደወረዱ ቢተገበሩ ሊያስከትሉ የሚችሉትን የጎንዮሽ ጉዳትን በማሰብ ስጋት አደረብኝ። እስኪ ጥቂቶቹን የመፍትሔ ሃሳቦች  ቀለል ባለ መልኩ እንፈትሻቸው።ጥናቱ መች ጠፋ፡የጎፋውን አደጋ ተከትሎ የመሬት መንሸራተት ተጋላጭ ቦታዎች ላይ ሰፊ ጥናት እንዲካሄድ እየተመከረ ነው። እንደ ጂኦሞርፎሎጂስቶች አባባል፤ በአንድ ቁልቁለታማ ስፍራ የቀድሞ የመሬት መንሸራተት ጠባሳ ከታየ በአካባቢው ወደፊት ሌላ የመሬት መንሸራተት ሊከሰት ይችላል። በቅርብ ጊዜ ያልተከሰተ ቢሆንም እንኳ የመሬት መንሸራተት ሊከሰት እንደሚችል ማወቅ ይቻላል። ጉዳዩ በተለያዩ የአገራችን ክፍሎች ተጠንቷል። ለምሳሌ በደሴ፣ በወልዲያ፣ በጎንደር፣ በጎጃም፣ በአባይ ወንዝ ሸለቆ፣ በጣርማ በር፣ በወንዶ ገነት፣ በጎፋ፣ በግልገል ጊቤ፣ ወዘተ። በወፍ በረር ተጨምቆ ሲታይ ጥናቶቹ የሚጋሩት ተቀራራቢ ዘዴ፣ ግኝትና በስተመጨረሻ የሚያቀርቧቸው የመሬት መንሸራተት ተጋላጭነት ካርታዎች (landslide susceptibility map) አሏቸው። ስለዚህ የግድ በሁሉም ተራራና ሸንተረር ጥናት እስኪደረግ መጠበቅ አይገባም።  ተጨማሪው ጥናት ለየት ያለ አዲስ መረጃንና ብልሃትን የማይወልድ ከሆነ ገንዘብ፣ ጉልበትና ጊዜ ማባከኑ ብዙም ፋይዳ አይኖረውም። ቅድመ ዝግጁነት፡ በተለይም ጃፓን የመሬት መንሸራተትን ለመቆጣጠር የላቀ ቴክኖሎጂን በመመርኮዝ ከፍተኛ ስጋት ባለባቸው አካባቢዎች ላሉ ነዋሪዎች፣ የመሬት መንሸራተት ማስጠንቀቂያዎችንና ማንቂያዎችን ትሰጣለች። የየአካባቢው አስተዳደር የማንቂያ ስርዓት ዘርግቶ የድምጽ ማጉያዎችን፣ ሳይረንንና የሞባይል ማንቂያዎችን በመጠቀም ለማህበረሰቡ አደጋው መቃረቡን በፍጥነትና በጥራት ያሳውቃሉ።የመሬት መንሸራተትን አደጋ ለመቋቋም የኅብረተሰብ አቀፍ ቅድመ ዝግጅቶችን ማድረግ የተለመደ ነው። በተለይም በመስሪያ ቤቶችና በትምህርት ተቋማት ሰፊ የቅድመ ዝግጅት ልምምድ ያደርጋሉ። በማናቸውም ሰዓት አደጋው ቢከሰት ዜጎች ያላንዳች መደነጋገር ማድረግ ያለባቸውን የተጠና ድርጊት በማከናወን ህይወታቸውን ይታገዳሉ። ለምሳሌ በታይዋን፣ በትምህርት ቤቶች በሙዚቃ የታጀቡ  የዳንስ ልምምዶችን ከአደጋ መከላከል እንቅስቃሴ ጋር አጣምረው ስለሚያካሂዱ ልምምዱ አስደሳችና አሳታፊ ይሆናል። አደጋ ድንገት ቢከሰት ምን ማድረግ እንዳለባቸው በቀላሉ እንዲያስታውሱ ያግዛል። ይህን አካሄድ ለርዕደ መሬት፣ ለቶርኔዶ፣ ለሔሪኬን፣ ለጎርፍ፤ ለሱናሚ፣ ወዘተ ይተገብሩታል። በአገራችን የሶሻል ሚዲያ በሰፊው እየተዘወተረ መጥቷል። በየአካባቢው ካሉ ታዋቂ ዩቱበሮችና ቲክታከሮች ጋር በመቀናጀት ከአደጋ ዝግጁነት እንቅስቃሴ ጋር የተጣጣመ የዳንስ ውዝዋዜ ተዘጋጅተው ለወጣቶች ቢቀርቡ፣ ልምምዱን በሚሊዮኖች ወጣቶች አዕምሮ ለማስረጽ ያስችላል። በተመሳሳይ መልኩ በአንደኛ ደረጃ ትምህርት ቤቶች የመዝሙር ትምህርት፣ እንደየአካባቢው የአደጋ አይነት፣ ለዝግጁነት የሚረዳ የዳንስ እንቅስቃሴ ካሪኩለም ቀርጾ መተርጎም አንዱ መንገድ ነው።ዛፍ፣ ዛፍ፣ ዛፍ! በሰሞኑ አንዳንድ ባለሥልጣናትና ባለሙያዎች በመሬት መንሸራተት ተጋላጭ ቦታዎች ላይ የዛፍ ችግኝ በብዛት እንዲተከል እየመከሩ ነው። የዛፍ ጠቀሜታው በርካታ ስለመሆኑ አያከራክርም። ነገር ግን ዛፎች የመሬት መንሸራተትን ለመቀነስ እንደሚረዱ ሁሉ ለማባባስም አስተዋጽኦ ሊያደርጉ ይችላል። ስለዚህ አተገባበሩ ጠለቅ ያለ ምርመራ ያሻዋል። አንደኛ ዛፎች የራሳቸው ክብደት ስላላቸው ሸክሙ የሚያርፈው ባልተረጋገው መሬት ላይ ነው። አንድ ትልቅ ዛፎ በአማካይ እስከ 6 ሺህ ኪሎ ግራም ይመዝናል። ተዳፋትነታቸው ከፍ ባለ አካባቢ በርካታ ችግኞችን ብንተክል የመሬት መንሸራተትን ሊያስከትል ይችላል። ስለዚህ የዛፎቹን የጥግግት መጠንን ያላገናዘበ ምክር ችግሩን ሊያባብሰው ይችላል። ሁለተኛ የዛፎችን ሥር ባህሪ (root architecture) መገንዘብ ያስፈልጋል። አንዳንዱ የዛፍ ሥር ውሃ ለማግኘት በአጭር ጥልቀት ተወስኖ ወደ ጎን በሰፊው በመሰራጨት ነው (shallow rooted)። በተቃራኒው ደግሞ ሥሮቻቸው ወደ ከርሰምድር ጠልቀው (deep rooted) ውሃን የሚስቡ አሉ። አጫጭሮቹ ሥሮች ሊንሸራተት ያቆበቆበውን ሊያባብሱት፣ ረዣዥም ሥር ያላቸው ዛፎች የላይኛውን የመሬት ክፍል ጥልቅ ከሆነው ከርሰ ምድር ጠፍረው ሊይዙት ይችላሉ። ምንም እንኳ አገር በቀል ዛፎች በርካታ ጠቀሜታ ቢኖራቸውም፣ የመሬት መንሸራተትን ለመታገድ ሲባል የባሕር ዛፍን ተከል ማስቀደም ሳይበጅ ይቀራል? ባሕር ዛፍ በተፈጥሮው ውሃ ወዳድ ነው። ጠጥቶ አይጠግብም። ስለዚህም ሲኦል ድረስ ወርዶ ውሃ ከማሰስ አይመለስም። በዚህም ሳቢያ የሥሩ ርዝመት ከመሬት በላይ ካለው ከዛፉ ቁመት ይስተካከላል ይባላል። ሆኖም ሌላውን ተክል ስለሚመርዝ (በአንዳንድ ገበሬዎች አባባል “በመሬቱ ላይ ሽንት ስለሚሸና”) አመጣጥኖ መትከል ይገባል። ጠቀሜታውም ከአፈር ሥር ያሉና መሬትን ሊያንሸራትቱ የሚችሉ የተጠራቀሙ ውሃዎችን ለማጠንፈፍ ብቻ ሳይሆን፣ በፍጥነት ስለሚያድግ ለማገዶ፣ ለግንባታ፣ እንዲሁም ለገቢ ማስገኛነት ስለሚውል ባሕር ዛፍን አመጣጥኖ መትከሉ ከግንዛቤ ቢገባ መልካም ነው።   የምድር ኮንዶም፡ የመሬት መንሸራተት በሚበረክትባቸው አካባቢዎች አደጋውን ለመከላከል ዛፍ መትከል ራሱ አደጋውን ሊያባብስ የሚችል ከሆነ መፍትሔው ምን ይሆን ብለን በመግቢያው ላይ ለተጠቀሰው ፕሮፌሰር በመስክ ጉዞ ወቅት ጠይቀነው ነበር። እርሱም ይህ ጥያቄ ጣልያን ውስጥም ፈታኝ ጉዳይ እንደሆነባቸው ጠቅሶ፣ አንድ የቀድሞ የሙያ ባልደረባው የነገረውን መፍትሔ አጋራን። በተጨማሪ በዝናብ ሳቢያ በተወሰነ አካባቢ የመሬት መንሸራተት እንዳይባባስ ስፍራውን በሰፊ የፕላስቲክ ንጣፍ መሸፈን መሆኑን ነገረን። የዚህ አሰራር የቀልድ መጠሪያም “የመሬት ኮንዶም” መሆኑን አጫወተን። ችግሩን መጋፈጥ ወይንስ መሸሽ? የጎፋውን አደጋ ተከትሎ አንዳንድ ባለሥልጣናትና ባለሙያዎች የመሬት መንሸራተት ተጋላጭ ዜጎች ወደ ሌላ ስፍራ ይስፈሩ ብለው እንደ ቀላል ሲመክሩ ይደመጣል። ካለው ከፍተኛ የህዝብ ቁጥር እድገትና የእርሻ መሬት ጥበት እውነታ ስንነሳ፣ እውን ነጻ የሆነ አመቺ የመስፈሪያና የእርሻ መሬት አለ? ቢኖር እንኳ ከቀድሞ የሰፈራ መርሃ ግብር ስህተቶቻችን መማር አይኖርብንም? የደርግ መንግስት በሰባዎቹ ዓመታት በድርቅ ችግር ሳቢያ በሚሊዮን የሚቆጠሩ ዜጎችን ከመኖሪያ ቀያቸው ወደ ሌላ “አመቺ ስፍራዎች” በግድም ሆነ በውድ እንዲሰፍሩ አድርጓል። ውጤቱ ምን ነበር? ግማሾቹ  የደርግ መንግስት በወደቀ ማግስት ወደ ቀያቸው ተመለሱ። የቀሩት ደግሞ በጊዜ ሂደት የደረሰባቸው የሞትና የስደት እንግልት የሚረሳ አይደለም። ችግሩ ዛሬም አለና! አብዛኛውን ጊዜ ሰዎች አልፎ አልፎ የሚከሰት አደጋን በመሸሽ መኖሪያቸውን በቀላሉ አይቀይሩም። እርግጥ ነው ይህ ውሳኔ በሌሎች ሰዎች ሲታይ “አደጋን መጋበዝ” ተብሎ ሊተረጎም ይችላል፣ Living on the edge እንዲሉ። ሰዎች ከተወለዱበት ስፍራ ጋር ስር የሰደደ ባህላዊ፣ ቤተሰባዊ፣ ታሪካዊ ትስስር ስላላቸው ጥሎ መጓዙ ቀላል አይሆንም። ለዚህ ማሳያ የሚሆነው በከፍተኛ ደረጃ ለመሬት መንሸራተት ተጋላጭ በሆኑ በርካታ በሚሊዮኖች የሚቆጠሩ ዜጎች የሚኖሩባቸውን የአለማችን ከተሞችን በማየት ነው። ሳን ፍራንሲስኮ እና ሎስ አንጀለስ (አሜሪካ)፣ ሙምባይ (ህንድ)፣ ሳንትያጎ (ቺሊ)፣ ማኒላ (ፊሊፒንስ)፣ ካትማንዱ (ኔፓል) ጥቂቶቹ ናቸው። የመሬት አጠቃቀምና የግንባታን ሕግን ማዘመን፡ከቅድመ ትንበያ ባልተናነሰ የመሬት አጠቃቀምን በማዘመን የአደጋ ተጋላጭነትን ሊቀንሱ የሚችሉ ተግባራትን መተግበር  ያሻል። የመሬት መንሸራተት ተጋላጭ በሆኑ ቦታዎች ላይ ግዙፍ ግንባታ መፍቀድ በቶኖች የሚቆጠሩ የድንጋይ፣ የኮረት፣ የአሸዋ፣ የሲሚንቶ፣ የብረት ወዘተ የግንባታ ቁሳቁሶች በመሬቱ ላይ ተጨማሪ ክብደትን እንዲያሳርፉ መጋበዝ ነው። ይህ ደግሞ የአካባቢውን አለመረጋጋት ያፋጥነዋል። የህንጻ ዲዛይን ፈቃድ ሲሰጥ ቤቶች ቀላል ክብደት ካላቸው ጥሬ ዕቃዎች እንዲገነቡ ቢደረግ መልካም ነው። ጃፓንና ሆንግ ኮንግ ተግብረውታል። ግንባታ የሚፈቀድባቸው ስፍራዎች የመሬት ተዳፋት መጠን ተለይቶ መተግበር ይኖርበታል። ውሃ አንድ ስፍራ ላይ እንዳይታቆር የተለያዩ ዘዴዎች በስራ ላይ መዋል ይኖርባቸዋል። የአርባ ምንጭ ከተማ ስጋት፡ ከላይ በጠቀሱት የመሬት መንሸራተት አደጋ መንስኤዎችና አባባሽ ድርጊቶች ተመርኩዘን ወደፊት ሊገጥሙ የሚችሉ አደጋዎችን ከወዲሁ ማንሳት ተገቢ በመሆኑ የአርባ ምንጭ ከተማ ስጋቴን ባጋራ ደስ ይለኛል። በተፈጥሮ ውበት የታደለችው አርባ ምንጭ፣ በጋንታ ተራራ ግርጌ ተመስርታለች። ልብ ብሎ ላስተዋለ በተራራው መካከለኛ ክፍል፣ ማለትም ከቤሬ ትንሽ ከፍ ብሎ ቀድሞ ተከስቶ እንደነበረ የሚያመላክት የመሬት መንሸራተት ጠባሳ ይታያል። አንድ ትልቅ የተጎመደ የመሬት ክፍል ከተራራው አናት ተነስቶ ቁልቁል በመጓዝ ላይ ሳለ ቤሬ አካባቢ ሲደርስ ተደነቃቅፎ እንደቆመ መገመት ይቻላል። ለጊዜው ያረፈበት ስፍራ ዘቅዛቃ መሬት በመሆኑ መቼ እንደሚሆን አይታውቅ እንጂ፣ ይህ ጉማጅ የመሬት ክፍል ቁልቁል ወደ ሼቻ ክፍለ ከተማ እንዲንሸራተት የሚገፋፉት ቢያንስ ሦስት አበይት ምክንያቶች አሉ። አንደኛ፣ በአየር ንብረት ለውጥ ሳቢያ ከፍተኛ የዝናብ መጠን ሲከሰት ነው። ተራራውን በሸፈነው አፈር ላይ አሉታዊ ክብደት ይጨምራል። በሌላ በኩል ደግም የአፈር ርጥበቱ ረግቶ የቆመውን ጉማጅ የመሬት ክፍል አዳልጦ እንዲንሸራተት ያስገድደዋል። ሁለተኛ፣ የአርባ ምንጭ ከተማ የመሬት ርዕደት የሚበረክትበት የታላቁ የምስራቅ አፍሪካ የስምጥ ሸለቆ አካል በመሆኗ ክስተቱ የመሬት መንሸራተቱን ሊቀሰቅሰው ይችላል። ሦስተኛ፣ ከጊዜ ወደ ጊዜ በጋንታ ተራራ ላይ የሰዎች እንቅስቃሴ ጨምሯል። የመኪና መንገድ ተገንብቶበታል፣ የትራፊክ ፍሰቱ ጨምሯል፣ የህንጻ ግንባታ መስፋፋት አለ፤ የድንጋይ ማምረቻ ካባም በተራራው ግርጌ ይካሄዳል። የኔ ስጋት ይህ ሁሉ ሳይበቃ በተራራው ላይ ተጨማሪ የኢንቨስትመንት ግንባታ ከተካሄደ ነው። ጋንታ ተራራ ላይ ሆኖ መላው የአርባ ምንጭ ከተማን፣ የአካባቢውን ደን፣ የእግዜር ድልድይን እና የአባያ እና ጫሞ ሀይቆችን ጠቅላይ ዕይታን (panoramic view) ስለሚያጎናፅፍ፣ መንግስትም ሆነ የንግዱ ማህበረሰብ በተራራው ላይ ሆቴሎች ወይም ሎጆች እንዲገነቡ የሚፈቅዱ ከሆነ የመሬት መናድ በቀላሉ ሊቀሰቀስ ይችላል። ይልቅስ የአርባ ምንጭ ከተማ የመሬት አስተዳደር በርካታ የመሬት መንሸራተት ጥናትና የኤንጂነሪንግ ክንውን በሰፊው ከተካሄደበት ከደሴ ከተማ ጋር የልምድ ልውውጥ በማድረግ አመቺ ተሞክሮዎችን መተግበር ብልህነት ነው። ማጠቃለያ፡ይህ ጽሁፍ የመሬት መንሸራተት ድግግሞሹና ኃያልነቱ እየጨመረ እንጂ እየቀነሰ እንደማይመጣ፣ መደረግ ያለበት የመሬት መንሸራተቱን አባባሽ ድርጊቶች መቀነስና የማህበረሰቡን የአደጋ መቋቋም አቅምና ዝግጁነት ማዳበር እንጂ ክስተቱን ማስቆምም ሆነ ሸሽቶ መኖር እንደማይቻል ያስገነዝባል። በተለይም የጎፋን የመሬት መንሸራተት አደጋን በተመለከተ ባለሥልጣናትና ባለሙያዎች በሚዲያ አቅርበውት የነበሩትን 1ኛ “የመሬት መንሸራተት ተጋላጭነት ባለባቸው የሚኖሩ ሰዎች ወደ ሌላ ቦታ ይስፈሩ”፣ 2ኛ “የመሬት መንሸራተትን ለማስቀረት ዛፎችን በሰፊው ይትከሉ”፣ 3ኛ “ተጨማሪ ጥናቶች ይካሄዱ” የሚሉትን የመፍትሔ ሃሳቦቻቸውን መከለስና ማሻሻል እንደሚገባ
